What’s to become of the Emma Hart Willard home? By Melissa Chicker The Berlin Citizen

Driving by the Emma Hart Willard home many residents may have noticed a dumpster sitting in the front yard and windows removed.

So what is going on? In February a sign asking for help was left on the fence of the home, located on the corner of Lower Lane and Norton Road. The sign was believed to have been left by former owners.

The famed home is known as the birthplace of Emma Hart Willard, an educator and women’s rights activist. Historical sources indicate the house was built in the early 1800s on property owned by the Hart family. The original home the family lived in is no longer standing. The Daughters of the American Revolution placed a rock on the north east corner of the lot commemorating where the home is said to have stood. The present house was built on the property several years after Hart had left Berlin. “The house has always been referred to as the Emma Hart Willard house even though she was born next door,” said Lorraine Stub of See Home, page 5

Teacher of the Year David Bosso honored Connecticut Teacher of the Year and Berlin High School teacher David Bosso was honored in Washington D.C. earlier in the week with fellow finalists for the 2012 National Teacher of the Year. Bosso was names Connecticut’s Teacher of the Year in October 2011. Bosso, a renowned traveler, is credited for incorporating his international travels into the classroom, helping his students to better understand world issues. Bosso, a Berlin resident and social studies teacher appeared at a reception Monday hosted by Jill Biden, wife of Vice President Joe Biden. The event took place at the Vice President’s residence at the U.S. Naval Observatory.

tional Teacher of the year is chosen among finalists by a national selection committee.

Saint Paul School By Karen Brancato Special to The Citizen Saint Paul School is a private parochial school that serves 239 students in Pre-K through grade 8. The newest administrator at Saint Paul School is Principal Laurie Piecewicz, who has over 18 years of experience in the education field and has served as an administrator at both the building and district levels. “Saint Paul School provides a safe, nurturing environment for all students and works to educate the whole child. We are a faithbased school, committed to fostering a life-long love of Christ and providing the highest quality educational standards,” Piecewicz said. Piecewicz talked with The Citizen about what’s new at Saint Paul. What is new facilitywise? Saint Paul School recently knocked down a wall to create a brand-new

classroom for our expanding Pre-K program. Complete with a custom-designed wall mural, handpainted by Sarah Bartholomew, the room is a bright and cheery spot filled with opportunities for our youngest children to participate in their first learning experiences in a formal setting. We also proudly boast our new Learning Center, staffed by our math and reading interventionists who work daily to help our students meet their learning goals and needs in literacy and numeracy. Each of our second floor classrooms, grades 4 to 8, as well as our media center, boasts SmartBoards and new technology. In addition, a customer’s total household income will be considered. They must apply for and be granted energy assistance funds and must make and keep a monthly payment arrangement. CL&P and Yankee Gas customers who maintain eligibility under the Matching Payment Program will see an additional reduction in their past-due amount for every dollar paid. Customers who successfully complete the program will also receive a match on their energy assistance reward, up to a zero balance. Winter Protection Program The Winter Protection program protects qualified, income-eligible customers from electric service shut-offs or natural gas shut-offs for nonpayment from November 1 to May 1. Customers must sign up annually for this program –– there is no automatic renewal. To qualify, a customer’s total household income will be considered. Additional criteria that may also qualify a customer for Winter Protection can include aid to

Town Council approves $444,908 for middle school wall brace installment By Melissa Chicker The Berlin Citizen The Town Council, at its April 17 meeting, negotiated a contract with Newfield Construction, contractors on the McGee Middle School indoor air quality project, for a total of $444,908 to fund the McGee school wall brace project. In addition, another $10,000 will be needed for miscellaneous material

costs. The braces should have been installed 44 years ago when called for in the original 1968 architectural design drawings. It was discovered during the construction of the roof replacement and indoor air quality projects last year that the braces, meant to enforce the interior walls of the school, were never placed. The Public Works Department approached the council

about the project at its April 3 meeting after discovering 800 masonry wall braces were missing in several locations. There was a majority consensus from the council to contract Newfield Construction due to the narrow time frame of the project, set to begin this summer. The town solicited bids for the project, but none were received. According to Public Works Director Art Simon-

DUI checkpoint scheduled

Construction will begin at the end of the school year in June and finish Aug. 15. The council voted 4-1 in favor, councilor David Evans giving the dissenting vote. Councilor William Watson and councilor Eric Buhrendorf was absent. Although not identified as a structural concern, it was recommended the 600 interior locations requiring steel bracing be installed immediately to keep the walls from moving if heavy machinery is propped against them or if the walls were to collapse during a future seismic event.

Berlin Police, in cooperation with the Drug Enforcement Agency, has scheduled its third annual “Take Back” initiative to remove expired and unused prescription drugs from homes. Residents may drop off unwanted drugs at Town Hall, Saturday, April 28 from 10 a.m. to 2 p.m. The service is free, anonymous and no questions will be asked. Residents may drive up the Town Hall drive-

The Berlin Police Department has obtained a grant from the Connecticut Department of Transportation’s Highway Safety Division to support increased DUI detection and enforcement efforts. Roadside sobriety checkpoints have been shown to be the most effective method to detect and apprehend under the influence drivers. The purpose of these patrols and checkpoints is to reduce accidents and injuries related to DUI drivers and help provide safe travel. A DUI sobriety checkpoint is scheduled for Saturday, April 28 on New Britain Road or the Berlin Turnpike.

During audience of citizens at its April 17 meeting, Jim Smollen said he and his wife were walking their beagle in Veterans Park on March 27 when a pit bull, running loose, attacked his dog. Smollen said the owner, believed to be from New Britain, did not have the dog leashed. He said police responded quickly and he was able to get the dog to a vet. The pit bull was detained and quarantined by the Berlin Animal Control for two weeks. It was given proper vaccines, and the owner

was ticketed for the incident. “I don’t understand why this town does not have a leash law,”Smollen said. Assistant Animal Control Officer Jenna Hagaert said the leash law did not come into play with this incident; it was the owner being irresponsible. “The rule is you have to have a dog under immediate control that dog if the dog is off its leash,” Hagert said. “The problem is not the leash law; it is really about the owner not controlling his dog.” According to Smollen, many surrounding towns including New Britain and Rocky Hill have leash ordinances for dogs. The town should put forth a leash ordinance law as well, he said. Mayor Adam Salina said leash ordinances have been

talked about in the last several years, especially for Bicentennial Park where dog owners bring dogs to run and play freely. Salina said he is surprised to hear this happen at Veterans Park, located next to Stop and Shop; it’s a primarily busy area. “I think there needs to be strong consideration again but no actions have been made due to cost and a location for a dog park,” Salina said. “I think something needs to be discussed.” The town does not have a designated fenced in dog park like some other towns

which is a major reason why no leash law is required. “I apologize that this occurred to this degree,” Salina said. “I think we need to provide a remedy so it doesn’t happen again. We have to look as a council and with various boards and commission that are advisory to the council to look at necessary leash ordinances either to all town properties or to all town parks.” According to council members the last time a discussion of a leash ordinance came up there were many people against it.

Budget thoughts

To the editor: I was disappointed by the attendance (or lack thereof) at the budget meeting. I find the meeting a great opportunity to understand how our town spends $73 million each year. The presentations are short, informative and easy to understand. I take exception of how this paper reported my questions at the meeting. My comment on “the town spending more money” was part of my broader comment that over the last five years the Town Council only approved 29 percent of the budgeted capital items presented to them. I stated this is not sound fiscal policy - by not buying new vehicles for

the town fleet we now had to add another mechanic (plus McGee air/roof, high school, etc). Putting capital expenses off does not always save you money in the long run. This is why I feel the town should be presenting a multi-year budget. We need to be planning better and letting the residents know what may be coming in future years. I have been focused on town employee benefit expenses. For our non-Board of Education employees, benefits are 50 percent of wages. So a $50,000 year employee really cost us $75,000. This is not sustainable. We need to be doing something now as any changes we make will not provide a financial impact for years. It was stated at the meeting that the average town employee contributes 13 percent towards their benefits. The non-Board of Education pension funding has gone from $200,000 to $700,000 over the last three years. After reading the

Town’s annual report, I think our pension funding is in good shape because we moved to a defined contribution plan (like a 401k plan). Most town employees receive a 200 percent match on the first 6 percent they contribute to the pension. Our underfunding is related to post-retirement medical benefit obligations for town employees – we have contributed zero dollars but actuary calculates liability at $4.7 million and growing – sounds like the problem Detroit car makers had that took them into bankruptcy. Not suprised: I liked ‘The Hunger Games’ By Melissa Chicker The Berlin Citizen The Hunger Games opened in theatres three weeks ago, and for the last three weeks has remained number one at the box office. Up until the movie, I had never heard of the book series by author Suzanne Collins, a Connecticut resident. While I love books, I am slow to read the popular novels. I usually go against the norm and while everyone was reading the popular book when it was first released in 2008, I was most likely reading The Hobbit for a second or third time or a random book that had sparked my interest at the book store. I know while the book review may be a

bit late, I still can’t resist letting everyone know, for those who haven’t read it, 100 percent should. As the trailers for the movie became more and more present on television, I just couldn’t escape it any longer. So this weekend while I was away on a trip I decided to buy the book for my Kindle and read The Hunger Games on a five hour long drive to New Jersey to see what all the fuss was about. The Hunger Games is written in the perspective of a 16 year-old girl named Katniss Everdeen, who lives in the post-apocalyptic world of Panem, once North America. The See Games, next page

Lyme disease and your dog By Christine Puskaric Special to The Citizen

Due to the unseasonably warm winter, deer ticks that cause Lyme disease have emerged earlier than usual this year. Knowledge about this tick, its life cycle, and behavior can help you better protect your pet from infection. The life cycle of the deer tick passes through four stages: egg, larva, nymph, and adult. Only the nymphs and adults transmit Lyme disease. This occurs most often between May and June when the nymphs are active and in October when the adults are out. In dogs, it can take weeks to months after being bitten by an infected tick for clinical signs to develop. Only 10 percent of dogs will develop these signs which typically

The scenario of children as young as twelve having to fight to the death against their will to me is a morbid thought. A society whose idea of entertainment is watching innocent children die and whole families having to witness their son or daughter dying on national television is unthinkable. As I continued to read this gripping book, it became obvious to me this wasn’t just an action novel, but each page, even if uneventful, was filled with this one girl won-

In most cases, removing a tick on yourself or your dog within 24 hours can prevent transmission of disease. The complication arises in finding the tick in the dense, often dark hair coats of our dogs. The nymph stage of the deer tick is the size of a poppy seed! If you suspect Lyme disease in your dog, your veterinarian can run a quick test in the hospital to confirm exposure to the disease. Be aware though, that exposure does not necessary indicate active infection. With typical clinical signs and a positive test, most veterinarians will opt to treat and monitor your dog’s response to medication. Dogs with a fever, joint

pain, and a positive blood test are treated with a four week course of the antibiotic Doxycycline. Dramatic improvement is noted within 48 hours of starting the medication. Your veterinarian may also want to run other baseline blood work and a urine sample if he/she is concerned about kidney involvement. Treatment will not eradicate the Lyme organism from your dog’s body because it is very good at hiding. The goal is to make the organism latent so it is not causing clinical signs. Some dogs’ kidneys will be affected by the long-term presence of the organism in their body. If your dog tests positive for Lyme disease your veterinarian may recommend periodic screening of protein levels in the urine to monitor.

Another light hearted moment, and what I believe to be a continuing theme in the book is the special bond Katniss and her fellow District 12 tribute, Peeta, share. To keep them alive they are pegged as star crossed lovers to the audience, which the two have to play up, the only problem is Peeta is not pre-

tending and really has love for Katniss, something she cannot seem to return. She is caught somewhat in a love triangle, with unsure feeling about Peeta and what she feels for her best friend Gale, back in District 12. With the idea of young kids being killed, I still couldn’t put it down. I wanted to see Katniss survive and what would happen next in her fight to stay alive. She became inspiring. I began reading this book last week and am currently on the third book, Mockingjay. If I were to rate his book I would give it five out of five mockingjays. Don’t know what a mockingjay is? I suggest you pick up the book and find out. It is a book for all ages to enjoy.

CitizenHealth Foot care clinics The Central Connecticut Health District offers footcare clinics for seniors. Provided by Pedi-Care, LLC., the clinics are designed for nondiabetic seniors who reside in Berlin, Newington, Rocky Hill and Wethersfield. A specifically trained registered nurse provides general assessment of the feet and lower extremities; trimming, filing and cleaning of nails; reduction of thickened toenails; smoothing of corns and calluses. The clinics are held at the Wethersfield Community Center, Room F-1, 30 Greenfield Street in Wethersfield and the Rocky Hill Community Center, Room 3, 55 Church Street, in Rocky Hill. The clinics are scheduled for Monday, April 30; Friday, May 4; Tuesday, May 22, and Thursday, May 31, at the Wethersfield Community Center, and Wednesday, May 9 at the Rocky Hill Community Center. Residents age 65 and older may schedule an appointment. A fee is charged. Home visits are also available for a fee. People with diabetes cannot be served at these clinics, and should arrange to see a podiatrist for their foot concerns. Appointments are required. Veleas: ‘We’re a work in progress’ By Jim Bransfield Special to The Citizen

This season has been Brave New World for the Berlin High baseball team. There’s no question that Berlin High baseball is one of the state’s iconic high school sports programs. The team has qualified for the state tournament 25 years in a row and coach Leo Veleas, about as respected a baseball coach as there is, has won five state championships. So to start the season 2-5 is, well, unprecedented. “Yeah, this has never happened,” said Veleas. “If I knew how to fix it, I would. There are very high expectations here. The other day I was in the parking lot, a car pulled up, the guy rolled down the window and said, ‘I hear they’re going to fire you,’ and he rolled up the window and drove away. bad, but when they pitch well we don’t play good defense or we don’t hit,” said the coach. “We’ve struggled defensively. What we’re trying to do is put together a unit that we can put out there every day.

We’re trying to find combinations that work, but it’s been difficult.” The wins the Redcoats have are over Middletown and New Britain, a 7-6 win that came last Friday. “It was a treat to play at New Britain Stadium and it was a nice win,” said Veleas. Veleas said that while his team is young, he has gotten good efforts from sophomores Mitch Williams and starting center fielder Darren Grabowski. He also said that junior first baseman Jordan Zima and second baseman Justin Gombotz are performing well. “Our senior co-captain Colin King has hit the ball pretty well,” said Veleas. “Sophomore Kyle Naples has hit well, too. He was our shortstop, but some shoulder issues caused him to be moved to designated hitter.” Senior Timmy Norton got the win over Middletown and

junior Connor Bennett was the winning pitcher against New Britain. There is no question that playing in the Central Connecticut Conference South is challenging. “If you’re going to be good you have to play good teams,” said Veleas. “The schedule is challenging; there are no cupcakes. We just have to play. Collecting two hits apiece was Brittany Labbadia, Erin McKinnon and Kaitlyn Guild. Berlin pitcher Makayla Harris scattered six hits and struck out two. Prior to the Bristol Central matchup, the Lady Redcoats stopped Plainville in five innings, 14-0, in Florida. Harris tossed a one-hitter and struck out six in that one. Only Nick Strain’s win in javelin and Karol Nowalaniec’s second-place finish in high jump prevented Middletown from taking first and second in all jumps and throws. Middletown was particularly dominant in throws, earning 20 of the available 27 points. In other action that afternoon, Berlin’s Fazli Bozal and Ian Tamburini finished first and second in pole vault, and Redcoat juniors Matt Kall and Mike Tirinzoni went two-three in the 100. BHS’s new fully-automated timing system came in handy in the 100 race. “This was the first meet
