It gives me great pleasure to share my thoughts with all our members, as I look back at the BMCC performance in 2021. The challenges brought on by the COVID-19 pandemic continued for most of 2021 and certainly made us all more resilient and adaptable from the lessons learnt from the previous year.

As the Chairman of the BMCC, I continue to serve in my role with great pleasure to ensure that we bring value and serve our members effectively. Despite the lack of opportunities to attend events and activities in-person during the year, I was pleased to participate virtually in many meetings and programmes with members organised by the Chamber. I am proud that the Chamber managed to be responsive to the needs and priorities of our members and operate in the digital space effectively.

Overall, the Chamber continued to offer high-quality virtual business-to-business engagement initiatives, create branding and profling opportunities for members through collaborations or via digital platforms, and strengthen our voice in industry advocacy by participating and engaging with the government on behalf of our business community. On top of that, the BMCC continued our role as the delivery partner of the Department for International Trade to support the entry of UK Businesses into Malaysia.

The Chamber organised a total of 48 webinars, digital roundtables and forums in 2021, The Chamber’s weekly e-newsletter and social media platforms to communicate and keep our members well-informed on all our initiatives and activities. Through the BMCC In Conversation Series, we shined the spotlight on several prominent government and industry leaders. We also launched the BMCC CEO Insight Series in August 2021 to feature CEOs and leaders from our Sterling membership network by sharing their insights and experiences on remaining resilient and versatile during challenging times.

Government engagement and industry advocacy continued to be important work for the team at the Chamber in 2021. I am delighted to share that we organised nine (9) roundtable discussions with government ministers and offcials including the Minister of International Trade and Industry, Minister of Finance, Chief Minister of Selangor, and the Chairman of the National Recovery Council. Besides that, BMCC wrote advocacy letters to government ministers and agencies, and participated in numerous consultation sessions and meetings, highlighting issues and challenges faced by our members in conducting their business operations. Our roundtable with the Minister of International Trade and Industry in London with MIDA as well as the meeting with the Chairman of the

National Recovery Council resulted in positive action points and attracted prominent media coverage.

Climate Action was a common and priority theme with the Chamber and among our members during the year. We were proud to work with the British High Commission, Kuala Lumpur on multiple programmes on the Race to Zero theme as the UK prepared to host COP 26 in November 2022. The main highlight of climate action programmes was the inaugural BMCC Malaysia Climate Action Week in August 2021. The week-long programme featuring six webinars on climate action themes with 36 distinguished speakers attracted nearly 900 participants. During the week, we also launched the BMCC Climate Action Pledge to raise awareness about climate change and implement climate-related initiatives among organisations and businesses that have yet to commit to any climate-related goal, which to date has 29 signatories. We were also very delighted that our climate action programmes allowed us to partner with many of our members who were our sponsors, speakers and supporting organisations. The Chamber’s climate action initiatives with our members will be an ongoing effort as we believe the role of the private sector is extremely crucial to support the national ambition to achieve net-zero goals.

During the year, the Chamber constantly advocated in the interest of the education investors and their contribution to Malaysia’s talent development and economic growth. We engaged Ministries of Higher Education and Education via multiple channels and at different levels. A main highlight of the initiatives was the Roundtable discussion with the Minister Ministry of Higher Education, which resulted in the set-up of a working group between BMCC and the Ministry of Higher Education, chaired by the Secretary-General of the Ministry.

I am truly honoured to serve as Chairman of BMCC during the challenging times and to see the Chamber grow from strength to strength. I commend and thank the Executive Offce team led by Jennifer Lopez for their tenacity and great passion for the work they do in the interest of our member. I am confdent the Chamber’s good name will continue to be in their capable hands and I look forward to continuing my good working relationship with the team as well as my fellow board members to deliver the best value for our members.

All the work and successes of BMCC in 2021 would not have been possible without the unwavering support shown by our Patrons, Board of Directors, Sponsors, Strategic Partners, the British High Commission Kuala Lumpur, and all BMCC members. By the time we bid farewell to 2020, everyone was treading with cautious optimism with the hope that 2021 would be better. Despite the national vaccination programme progressing impressively, we continued our battle against the dreaded virus in 2021 amidst uncertainties of movement control orders and changing SOPs.

Hence, I welcome this opportunity to thank our stakeholders – our valued members, our strategic partners as well as my team whose adaptability and determination to make the best of diffcult times fuelled the BMCC’s thriving performance in 2021!

Our main goal for 2021 was to continuously understand our members’ needs and priorities to ensure we deliver the best value proposition for our members. After a steep learning curve to do most of our work digitally in 2020, we were on constant alert to manoeuvre the changes. We continue to speak with our members actively. Our constant conversations with our members not only made us stronger but allowed us to become closer to members who joined us to become our sponsors, strategic partners, speakers, and advisors for our key initiatives during the year.

Key highlights during the year:

1. Our fnancial performance continued to be strong despite the challenging 2 years. We managed to achieve a net proft position for the second year to ensure the Chamber’s fnancial sustainability.

2. We launched a series of green agenda initiatives throughout the year to promote climate action among the private sector as we understood that climate action and ESG are on the top agenda for many of our member companies as well as both the Malaysian and UK governments.

3. We hosted a lively digital discussion with Standard Chartered Bank Malaysia, on Women In Leadership Choose to Challenge, which attracted more than 200 participants, for International Women’s Day.

4. We launched a new fagship event – the Malaysia Climate Action Week which attracted 900 participants.

5. We introduced a new series – BMCC CEO Insights Series featuring CEOs and leaders from BMCC’s membership network, who are willing to spare some time from their busy schedules to share their leadership insights, stories, and wisdom.

6. We hosted a total of 48 events (45 virtually and 3 inperson) during the year.

7. Assisting our members to brand and profle by creating platforms to partner with us as well as sharing their stories, news and campaigns on the Chamber’s digital platforms.

8. We set up 2 new member networks – BMCC Advisory Group and BMCC Green Initiatives Interest Group (now known as Sustainability Network).

9. We had 66 various engagements with government and policymakers, advocating and being the industry voice for our members.

10. Continued to support British exporters and meeting our commitment as the Department for International Trade’s overseas delivery partner, by facilitating a total of 249 meetings, hosting 2 virtual trade missions and organising 7 programmes to promote trade between UK and Malaysia.

As a team, we are proud of our achievements, and we are very grateful for all the support we have received to ensure success. This encourages us, as a team to continue to learn and improve to deliver the best for our members. Moving forward, we would like to continue with our plans to create new networks that align with members interest such as healthcare, and talent development. We are also keen to strengthen our presence outside Kuala Lumpur. And importantly, continue to create eco-systems that allows our members to identify opportunities to network and grow their businesses.

My sincere appreciation to our charismatic Chairman, Abrar A. Anwar, and fellow Board members, H.E. Charles Hay MVO and colleagues at the High Commission, key stakeholders in government agencies and our valued members, who are readily available to guide and support our work in the interest of the BMCC Business Community.

It has been a great honour to lead BMCC with my small and dynamic team. I am truly grateful for another successful 2021, despite the challenges. Together we look forward to working with you all for another exciting year ahead and take the BMCC to greater heights.

stablished in 1963, the British Malaysian Chamber of Commerce (BMCC) has been driven by the sole ordinance of advancing bilateral trade relations between the United Kingdom and Malaysia. Over the past six decades, the BMCC has been a catalyst in providing businesses with networking platforms, branding & exposure, international trade services and industry advocacy. Today, the BMCC has frmly rooted itself as one of Southeast Asia’s most prolifc Chambers.

The BMCC is part of the Global Chamber Network, comprising British Chambers of Commerce (BCC) members and business groups that are located across all continents of the world and directly linked to Chambers of Commerce in every region of the UK. The BMCC is also member of the Britain in Southeast Asia (BiSEA) network, a group of 8 British Chambers and Business Councils across the Southeast Asian region, aimed at providing channels for businesses to reach into Southeast Asia markets and the region.

The BMCC successfully sustained its membership strength in 2021 as we welcomed 27 new corporate members and retained 85% of our existing members. Although the year remained challenging with the ongoing pandemic, our high retention rate of members can be attributed to the extensive value we provide to our members in supporting their business needs and growth.

The Chamber is guided by our four pillars of service namely business-to-business networking, creating branding and profling platforms, bilateral trade services, and collective industry voice; to continuously serve our members by delivering the right value propositions.

Challenges brought on by the pandemic remained throughout 2021. Energy Outlook

10 March 2021

Key players and policymakers in Malaysia discussed their net-zero ambitions and developments, as well as the drivers and challenges in guiding the national policymaking on the deployment of the clean energy transition. Featured speakers included Datuk Ali Biju, Deputy Minister of Energy and Natural Resources and Ken O’Flaherty, UK’s COP26 Regional Ambassador to the Asia Pacifc and South Asia.

Renewable Energy Opportunities

19 March 2021

This webinar organised by the Department for International Trade, UK, supported by the BMCC was designed for UK clean energy players to learn about the opportunities and challenges of the renewable energy sector in Malaysia. Participants had the opportunity to discover insights directly from policymakers and experts to deepen their understanding of the renewable energy landscape in Malaysia.

Co-organised in collaboration with the British High Commission Kuala Lumpur, 285 participants attended this webinar, which was part of the Great for a Sustainable Future Campaign as a run-up for the 26th United Nations Climate Change Conference of the Parties (COP26) in Glasgow. In his special address, H.E. Charles Hay MVO, British High Commissioner to Malaysia said the UK was committed to deliver £11.6 billion in international climate fnance over the next fve years, with Malaysia being one of the recipient countries. The webinar featured a panel of 12 progressive thought and business leaders discussing the transition to a zero-carbon future.

UK Green Investment Landscape: Outlook for Malaysian Investors

Another collaboration with the British High Commission Kuala Lumpur, the webinar promoted climate change action and sustainable fnance. The webinar was headlined by a conversation with the Lord Mayor of the City of London, Alderman William Russell, which was chaired and moderated by H.E. Charles Hay MVO, British High Commissioner to Malaysia. The webinar also featured a panel of experts from the London Stock Exchange and Department for International Trade, UK who discussed the growing relevance of ESG investing for sustainable value creation amid the pandemic-driven global economic crisis.

Women in Leadership Choose to Challenge Webinar

In celebration of International Women’s Day 2021, the BMCC and Standard Chartered Bank Malaysia proudly presented the “Women in Leadership Choose to Challenge” webinar on 20 March 2021 to inspire, empower and advocate women leadership.

More than 200 participants tuned in to watch a vibrant panel comprising London-based Dr Amalina Che Bakri, General Surgeon Registrar & Clinical Research Fellow of Imperial College London, Dr Sumitra Nair, Vice-President and Head of Digital Skills and Jobs of Malaysia Digital Economy Corporation (MDEC), Patrina Tang, Director of TedBoy Bakery, Low Ngai Yuen, Founder of WOMEN:girls, and Darina Yusof, Country Chief Risk Offcer of Standard Chartered Bank Malaysia engaged in a lively discussion on creating a gender-equal world and shared stories on their personal journeys as successful women leaders in the hour-long webinar.

This webinar series featured leaders from the public and private sectors talking and discoursing specifc themes. Among the guests who appeared in the BMCC In Conversation Series during the year included H.E. Charles Hay MVO, the British High Commissioner to Malaysia, Surina Shukri, then Chief Executive Offcer of Malaysia Digital Economy Corporation (MDEC), and Dato’ Dr Anas Alam Faizli, Chief Executive Offcer of ProtectHealth Corporation.

BMCC CEO Insights Series

A new series was introduced during the year featuring CEOs and leaders from BMCC’s membership network to share their leadership insights, stories behind the scenes, experiences, and wisdom on remaining resilient and agile during diffcult times. Guest speakers who appeared in BMCC CEO Insights Series included Professor Mushtak Al-Atabi, Chief Executive Offcer and Provost of HeriotWatt University Malaysia and Nic Chambers, Country Head of Michael Page.

BMCC Malaysia Climate Action Week and BMCC Climate Action Pledge

25 - 29 October 2021

BMCC was proud to launch the inaugural Malaysia Climate Action Week (MCAW) in partnership with the British High Commission Kuala Lumpur. It was fve impactful days that featured six cogent climate action-themed webinars targeted at the business community, to set the scene for COP26 proceedings. The fve days featured an impressive line-up of 36 subject matter experts and corporate leaders with discussions on climate change that covered ESG principles, climate governance, sustainable energy, climate-smart cities, net-zero supply chains and food supply. The webinars attracted close to 900 registrations. A key highlight of the event was the BMCC Climate Action Pledge, which was initiated as a platform to encourage businesses operating in Malaysia to take their frst steps or demonstrate their leadership towards decarbonisation over the next 12 months. At the time of the launch, 24 companies signed; followed by another 5 after the launch.

BMCC Virtual Roundtable with Richard Graham MP, UK Prime Minister’s Trade Envoy to Malaysia

20 October 2021

BMCC hosted an exclusive roundtable session with Richard Graham MP, UK Prime Minister’s Trade Envoy to Malaysia. During the roundtable, Richard updated delegates on the UK economy, outlined recovery goals and why the UK remains a vital investment destination. Participants of the roundtable also shared their experiences of investing and conducting business in the UK and discussed wider concerns such as corporate commitments to decarbonisation.

BMCC Christmas Networking

10 December 2021

After much anticipation, BMCC organised our frst physical networking event in close to two years. Chairman Abrar A. Anwar welcomed more than 140 members who attended the BMCC Christmas Networking to mingle, expand their business contacts and celebrate the year-end holiday season. H.E. Charles Hay MVO, British High Commissioner to Malaysia was joined by BMCC board members on stage as he gave the Christmas toast and wished everyone a good and enjoyable holiday season. It was a meaningful and fun get-together to close another year of challenges and uncertainties.

Sector Committee Actions

Our sector committees, namely the Higher Education, Education (3-18 Years) and Energy as well as the Construction and Engineering Network, and Green Initiatives Interest Group (now known as BMCC Sustainability Network), continue to be valuable platforms for members to exchange information and share best practices, discuss on challenges and opportunities within their sectors as well as expand their network within and out of their own sectors. Various engagements, meetings and initiatives were held throughout the year, including:

• Higher Education Committee: Ministerial Roundtable with Minister of Higher Education resulting in the set-up of MOHEBMCC Joint Working Group

• Education Committee (3-18 years): Roundtable with Private Education Division, Ministry of Education to discuss operational matters due to COVID-19 regulations

• Energy Committee: Deputy Minister of Energy and Natural Resources gave an opening keynote during the Energy Outlook 2021 Forum

• Construction and Engineering Network: Roundtable with Director General, Department of Occupational Safety & Health to discuss safety issues in the construction industry

Webinars and Meetings on sharing of challenges and best practices

• Higher Education Committee: Quarterly meetings and launch of Student Voice Report, Improving Employability Skills in the Finance and Accounting Sector

• Education Committee: Besides several meetings and discussions with the Private Education Division and advocacy letters to the ministry, the committee met 13 times in 2021, providing a valuable platform to share best practices in adapting to the changes of regulations in schools’ operations due to the pandemic

• Energy Committee: Energy Outlook 2021 and quarterly committee meetings

• Green Initiatives Interest Group: Initiated in April 2021, the group met 3 times and helped to promote and participated in the BMCC Malaysia Climate Action Week in October

Starting from February 2021, BMCC dedicated the last edition of our weekly e-newsletter every month to Green business and sustainability. The Green edition covers the latest Chamber and government updates on public policies, relevant reports and upcoming events on the Green agenda. Each edition also features leading-edge perspectives on climate action and sustainable business under the “Members’ Green Outlook” section as well as a Q&As with captains of industries among BMCC members in the “Leadership in Action: Inspiring Solutions” section.

Our e-newsletter also introduced a new column: Meet the CEO. The Meet the CEO is an exclusive interview series focussing on CEOs from our Sterling membership to share insights about their companies and investments in Malaysia and the UK.

Trade Services:

Meeting our Commitment as the Overseas Delivery Partner for the Department for International Trade (DIT)

Our trade services team continued supporting British exporters to Malaysia and meeting our commitment as the overseas delivery partner for the Department for International Trade, UK. Achievements for the year included:

a. Facilitation of a total of 249 meetings with British exporters.

b. Two (2) successful virtual trade missions from the Department for International Trade Northern Powerhouse and the Welsh Government.

c. Organised information sharing sessions on Doing Business/Investing in Malaysia, in collaboration with Malaysian Investment Development Authority (MIDA), InvestKL, Invest Penang, British Malaysian Society, Newables, and Hertfordshire Chamber.

d. Organised a Roundtable between the Ministry of Environment and Water and the UK Green Tech companies.

e. Participated in 1-to-1 meeting sessions for DIT, UK Going Global and Midlands Engine programmes.

BMCC Virtual Roundtable with Minister of Higher Education

12 July 2021

BMCC was proud to organise a roundtable discussion between the Ministry of Higher Education and the BMCC Higher Education Committee to strengthen public-private sector collaboration and help navigate the country’s education sector out of this unprecedented crisis. The Ministry was represented by Datuk Seri Dr Noraini Ahmad, Minister of Higher Education, Datuk Seri Dr Mazlan Yusoff, Secretary General of Ministry of Higher Education, and six other senior offcials. A joint working group co-chaired by the Secretary General and Chair of BMCC Higher Education Committee was set up to collaborate on priority areas such as graduate employability and digitalisation.

BMCC – MIDA Breakfast Meeting between Senior Minister and Minister of International Trade and Industry, and BMCC Members/UK Investors in London

18 October 2021

BMCC together with MIDA organised a closed-door breakfast meeting between BMCC members and Dato’ Seri Mohamed Azmin Ali, Senior Minister and Minister of International Trade and Industry as part of his Trade and Investment Mission to Europe from 13 to 21 October 2021. The meeting was an opportunity for the members to discuss future expansion plans, current operating barriers as well as how the government can further facilitate the ease of doing business in Malaysia.

BMCC Roundtable with Chief Minister of Selangor

BMCC members with operations in the Klang Valley were given the opportunity to engage with Dato’ Seri Amirudin Shari, Chief Minister of Selangor; Dato’ Teng Chang Khim, EXCO for Investment, Trade and Industry as well as other leaders from Selangor State Government’s agencies to discuss challenges and opportunities for new and expansion of investments in the state of Selangor. Discussions between several members and the state government offcials continued post-roundtable, with potential investments taking place.

BMCC Roundtable between National Recovery Council Chairman and Sterling Members

17 November 2021

BMCC successfully organised an exclusive Roundtable between Tan Sri Muhyiddin Yassin, Chairman of the National Recovery Council and 15 BMCC members comprising Sterling Members from various sectors that were deeply impacted by the COVID-19 pandemic as well as key sectors that would help accelerate the economic recovery under the National Recovery Plan. Members had the opportunity to highlight key issues and recommendations that needed immediate attention including talent development and retention strategies for the economic recovery. Following this roundtable, the BMCC was invited to present our recommendations to the National Recovery Council.

Following Malaysia’s Budget 2022 announcement on 29 October, the BMCC organised a virtual dialogue with Tengku Datuk Seri Utama Zafrul Tengku Abdul Aziz, Minister of Finance.
