FOCUS GROUP MEETINGS

September 13, 14, & 15, 2016

Working with Bentonville Parks & Recreation, a Steering Committee was formed of key stakeholders to guide the process. In addition, other stakeholders were divided into focus groups to inform the plan, provide feedback on design ideas, etc. The focus groups were engaged six times throughout the preparation of the master plan.

Advertising & Promotions Commission ATTENDEES:

Luke Charpentier, Sports Marketing Chris Sooter, Board Member Kalene Griffith, President Rob Apple, Rope Swing Group GENERAL NOTES:

• • • • • •

Gave ~$700K to Bentonville Parks and Rec. (BPR) in 2015 Estimated $2.4M econ. Impact - 42 events Have capacity to issue bonds w/revenue generation for larger projects Draw from over 50 miles Interest in investing in public art “Tunnel Vision” – art initiative currently underway in Bentonville transforming underpass tunnels

WISHES:

• • • •

Indoor facilities Cricket Archery park (w/necessary facilities to host competitions) Flexible indoor space/conventions/sports

PERSONAL INPUT:

• • • • • • •

• •

Bocce Water features Shuffleboard “Lounge concept” for outdoor spaces Love “City Park” St. Louis Outdoor work spaces (“new economy” parks) Parks may be too “programmed” - Ie. You can’t go to playground w/out kids and just work on emails, etc. - Often don’t go to Orchards w/out a big event “Unexpected Fort Smith” – (art festival with live mural painting) a good example of beautification, art, and getting people to explore the city Food/edible landscapes

Master Plan Steering Committee ATTENDEES:

Crant Osborne Scott Passmore Kim Seay Jim Webb Matt Burgess Troy Galloway Shelli Kerr Jack Carr? PROS:

• • • • •

Well maintained Successful city/school district partnerships Branding has improved and is successful Neighborhood parks Good trail system, well used

CONSTRAINTS/NEEDS:

• •

Neighborhood Parks need strung together Youth participation coming from outside of the city (52% non-residents) - Youth in Bentonville School system used to be considered “residents” but are no longer viewed that way. Currently no non-resident fees • Few parks are near development (particularly in the SW Corner) • Increasing diversity of audience using parks (multilingual) • Fear of owning/maintaining too much land (cost and potential for reduced maintenance/quality) • Formalize relationships between public, school, and private groups (ie some school space may be underutilized and serve as part of the informal “parks and open space system”) • Basketball Courts • Softball is biggest request from city parks dept. • No time for field resting • Soccer is becoming more and more popular • Tennis courts are almost always full • Need for indoor facilities • Passive recreation needs • Cricket • Artificial turf fields? • Shelters or restrooms on greenways (and near mountain biking trails) - Places to duck out of the rain, during outdoor classes

ONE WORD:

• • • • •

Community “city in a park” Accessible/engaging Functional For everyone

• • • • •

Encouraging Beautify Quality All Maintained

ADOPTED: AUGUST 22,2017

Parks & Recreation Board ATTENDEES:

Tom Batrinski – Tom McCoy – retired Walmart Employee Mike Power – 1st security bank Courtney Shafer – SAHM Holly Hook – Radio Industry POSITIVES:

• • • • •

Trail system is asset to the community Positive feedback about the pocket parks in the community Variety of facilities Very Safe Regionally positioned well for youth sports tournaments?

CHALLENGES/OPPORTUNITIES:

• • • • • • • • • • • • • • • • • • • • • •

Need to continue development of pocket parks Is there enough capacity to handle the current and more importantly future use? Make sure we are serving the current community Who will live here in 10-15 years? (very diverse in ethnicity) Dam project could be catalyst for redevelopment of Lake Belle Vista Park Not enough space (programming is taking up all of the facilities) - Tennis courts are always being used The Families may have greater influence, make sure you’re listening to the communities Cater to high school and young adult play that is missing Keep parks connected via trails (Bentonville is becoming a walking/running/biking community) Work with hasaul Lavign sp? To make sure we are accurately predicting future growth/development Bentonville is a very young (becoming younger?) Town (children per household is very high) Youth baseball (quality of the diamonds in the city) – is this an opportunity to be a regional destination? Tournaments not serving residents Extending season of use – no indoor facilities (tennis) December/Jan/Feb are the unusable months Water sports – water polo, diving, recreation on the lakes (paddle boarding) Zip lining Whitewater facility High Ropes Course What are you going to do for the more aging population? - Ping pong, shuffle board, kayaking, canoing, board games Fishing hole? Look at sponsorship opportunities (vendors in town that could commit to parks)

ONE WORD:

• • • •

• Family-centric Community • Variety Play (vs. Competition)

Largo City Park, Florida (covers all age groups) – resonated with kids at school Kids helped design playground around kinetic energy lesson (Gametimes catalogue)

Mayor McCaslin GENERAL NOTES:

• • • • • • • • •

• • • • • • •

Operations and Management is more important than the upfront gift 2008 - $15M bond resources Most development has been centric in nature Need development the Southwest Don’t go north Don’t need to go east Community Center a huge success Bentonville has the largest soccer program in the state f Arkansas (in 6 years) Community Center - Inclusive playground - Tennis facilities - Soccer fields - Walking track Need safe trail access system for SW residents to get to the community center 1/6 of the state lives in Washington and Benton Co. (2.4 Million in Arkansas) Bentonville school systems, best in the state Over 40 miles of trails Lake Belle Vista – a great body of water Better to be good than just big Crafton Toll – company to renovate the Melvin Ford Aquatic center (lockers, showers, ventilation) $520,000

ADOPTED: AUGUST 22,2017

Public Arts Commission ATTENDEES:

Tom Hoehn Becky McCoy Jerris Palmer Shelli Kerr GENERAL NOTES:

• • •

Commission oversees art on public property Consider Brightwater impact Consider Market District influence

POSITIVES:

• •

Small parks are well used A lot of care is given from community members (people picking up errant trash, etc)

CHALLENGES/OPPORTUNITIES:

• • • • • • • •

Many “Gaps” in the system Experience should be linked in a more meaningful way (Compton Gardens esp.) w/increasing density comes greater need for greenspace Expose more (or all) of the stream that flows through town Connectivity to parks (by non-motorized transportation) - Example: 4 schools ¼ south of the new Community Center Desire for a small (steeper) amphitheater Pocket park w/out a playground Access to natural streams (for wading/play/recreation) – kids love interaction near Compton gardens, but it is one of a very few

Baseball/Softball ATTENDEES:

Bentonville Youth Baseball Association (500-600 Youth) Jason – Danny Barlet – BPR POSITIVES:

• • •

Facilities well maintained (softball tournament compliments on operations and facilities) Trail System Strong Community Run baseball league

CHALLENGES/OPPORTUNITIES:

• • •

• • • • • • • • • •

• • • •

Lack of Fields (baseball) - Make choice between money grab of tournaments vs. letting local kids use fields Field layout isn’t efficient Cricket players coordinate with youth baseball - Wickets create holes - 300 requests a week (NW Arkansas cricket has 25 teams) No practice fields (practice on any patch of grass) - Limit number of players, cut registration early 12-16 – age for travel ball Softball does not have practice during season Need 60’ fields (used by softball as well) – 9 currently, could use 18 Have 3 90’ fields – maybe 1 more down the road 14 year olds play on 70’ fields at Phillips (Bentonville has 2 currently) – 2-3 more needed 2100 kids play soccer (need 6 additional full size fields in the next 10 years) No Youth football Boys and Girls Club – football, basketball and volleyball, flag football (football is through the boys and girls club) - Football practice can be held on any patch of grass - Use fields as Phillips - 1600 kids Lacrosse starting Field time is also limited by rush hour, working hours, etc. Multipurpose green space, just infield practice for baseball Centerton looking at putting in facilities

ADOPTED: AUGUST 22,2017

Bike & Trails ATTENDEES:

Rick Rodgers – resident, novice triathlete, la by trade, civil and environmental engineering now Lane Moore – city of Bentonville, head of “run Bentonville” Mike Rush – “boutique” Rush Running Pool – head of local mountain bike club, Matt – road runner Kelly Williams – mountain biker, started national mountain bike patrol Natasha Brand– working for fass and international mountain bikers association GENERAL NOTES:

• • • • •

Bella Vista – “back 40” Trail (has “the ledges) Culinary district master plan and arts district plan (Shelli is getting these to us?) Labor Day hosts the Largest?/Best? “urban” triathlon in the South (around 800 competitors) - Staging/transition areas in Memorial Park may take this into consideration New restrooms are planned for and already in the works at the freeride park at Slaughter Pen 14th street crossing of the razorback greenway already has planned tunnel

POSITIVES:

Slaughter pen will have 1000 riders on the weekend

CHALLENGES/OPPORTUNITIES:

• • • • • • • • • • • • • • • • • • • • • •

Connectivity - West of Walton is disconnected - Getting to community center - Need underpass on 14 and J North Bentonville trail floods Environmental Center needed (Hobbs (state park) is the closest, Madison County is good but not close either) Would like nature loop Thong Trees (native American markers) – hobbs has some on national registry, back 40 has some not on the national registry “flow of greenway” needs help through Bentonville (signage is better but could use improvement) - Through square is tough Need more passive recreation (shade tree and berm to read a book, water feature) Need more entry level trails Identification, arboretum style How to get other people to trails… rock hunters, bird watchers - More shelters/fire pits, etc. Elevated treehouse, high ropes, in floodplain at slaughter pen Additional signage or pamphlets with routes Bike Lanes & Road Sharing Advocacy effort needed Koler (sp?) Trail Accessibility 3rd street is overbuilt (currently sharrow with turning lanes, should be permanent bike lanes) Opportunity for active stops along the trail - Pearl Street in Boulder has good example of small “active stops” Hammocking opportunities Camping opportunities? -- Esp for slaughter pen Consistent restroom access - Old tiger stadium esp - Winter accessibility? Memorial park needs an overhaul More public fountains 8th and Walton (no crossing) – have to go down to I street Consider parking more along perimeter of Memorial and limit through traffic to maximize greenspace

Parks Master Plan

Southwest Quadrant • • •

Love the adrenaline/adventure park idea! Include the southwestern most trail in more immediate plans Is part of the Lake Bentonville area preserved for wildlife/or flood plain?

ADOPTED: AUGUST 22,2017

Northwest Quadrant • • • • • • • • • • • • •

Family-friendly please! (we are lacking this here!) Safe access for neighborhoods off Cty Rd 40/McNelly to Razorback/bike trail/Bella Vista Park! Currently only access across McNelly Bridge (UNSAFE!!) Shades in the playgrounds please!!! The reclaimed lake bed would be an excellent location for an environmental center. Time to remove Lake Bella Vista dam & restore to natural creek Tennis courts please! Sidewalks along 3rd by south entrance of Coler Preserve for pedestrian/bike access from neighborhoods from East & West Recreation: Rogers-like senior Ctr., Springdale-Jones Ctr. – like center available to all (lower income.) A day a week with low/no cost tickets to Amazeum – awareness of lower socio-economic citizens! More outdoor space for kids. Curious about the costs for each BV reservoir proposal, and the engineering it will take for each Shade – more shade in dog park & children Bike Park. Put training course back in dog park. Makes sense for environmental building to be in the BV reservoirs area. Perfect place to study streams, wildlife, ecosystems, etc. Great idea for schools to visit. Parking at the south end of Coler

Northeast Quadrant • • • • • • • • • •

Sidewalks in central, older part of town either non-existent or broken, difficult (accidents waiting to happen!) Lighting in downtown & connecting streets to square sporadic (street lights often out) –unsafe for night walking. Indoor Pool facility? @ Memorial Park? Joint effort with NWACC? Love the idea of adventure playgrounds/natural play areas that blend (YES!!) Environmental study/research school/nature center is a great idea! – YES!! More than 1 safe connection point under 1-49 from water tower Rd/battlefield blvd/or hwy 72 areas (subdivisions: Kensington, woods creek, college place) Need bathroom at cub & A street (YES! And water fountain) Improve parking lot at Cub & A St. More Pop-up /spontaneous art (painting storm drains, sidewalks, etc. Bouldering/climbing at Slaughter Pen (kids) Read Bicycle path/sidewalk from Central and Moberly west across i-49 to eastern subdivisions (woods creek, etc.)

ADOPTED: AUGUST 22,2017

Southeast Quadrant • • • • •

21st St. Trail – safer crossing What is being done on ‘P’ St. for bicycle trail? Sidewalk on P Street Park in field behind High School? Bathroom & facilities @ Old Tiger Track

ADOPTED: AUGUST 22,2017

General Comments • • • • • • • • • • • • • •

• • • •

Outdoor Pickle ball courts needed More art! More natural/tree covered trails Wildflower/pollinator gardens! Dog Park, why was the training part taken out? (will there be something to replace it?) A sidewalk connecting the north end of NE “A” or Main St. neighborhood to Crystal Bridges trail Batting cages Shade trees near trails (too hot in summer) Even dirt paths welcome (YES!!) More pop-up art (large and small) Pedestrian areas surrounding downtown Need a City Forester/Urban forester & tree ordinance that is updated for this area (current one is designed for a different part of the U.S.) Love the Grand Loop Safety concerns for trail use in the dark (early morning or evening) - Call boxes? - Lighting? This plan is awesome!! Hats off - The trail plan is fantastic! More Shade/canopies at all parks (I 2nd this) Swim Bentonville – what is the plan to market swim competitions/activities? As plans develop, is the city seeking input/partnerships with public school systems (school district and NWACC) for educational opportunities? (overall, plans are visionary! Thanks for seeking public input!)
