2018 ANNUAL REPORT A Message from the Chief As many already know, it is our vision to be the greatest police department in the world, an agency of limitless opportunity firmly rooted in deep connections with the community. The year 2018 further helped solidify that vision. Our tightly woven partnerships with our community, along with the amazing work of your police staff, helped drive crime to a new low. We saw a reduction in crime of 17 percent over the previous year, bringing us to a five-year low. To do this we utilized our three pillars of crime fighting: • Community Engagement • Rapid and Effective Response to Crimes in Progress • Relentless Follow-up in the Pursuit of Justice

We have made great strides in our technical capabilities as well. Our partnership with the East Bay Regional Communications Systems Authority for our radio system has been a game changer for us and has improved our ability to collaborate and increased our staff’s safety. We would like to thank again the City Council and the community for providing Measure C funding to make these critical projects possible and support our staff’s important work. We have begun the process of transitioning to a new Computer Aided Dispatch System as well, which will further enhance our ability to collaborate with our regional partners. New community safety cameras have also helped provide us with innovative tools to keep the community safe. We thank the Council and community for their support and trust in us as we strive to achieve our vision!

We continue to work to ensure that the entire community is engaged in making Benicia safe. It is only through community that we can achieve this. We look forward to several new initiatives to help drive this home in 2019! Join us!

Going Above & Beyond MEDALS, AWARDS & HONORS Officer of the Year – Chris Francis Officer Christopher Francis is one of BPD's two K-9 handlers. In 2018, he led the department in almost every statistical category with an emphasis on narcotic-related offenses. Officer Francis works with his four-legged partner Apollo throughout the course of patrol shifts. With Apollo’s help, Chris has also done an outstanding job representing the the Benicia Police Department by promoting positive police/community relations.

Professional Staff Member of the Year – Laura Williams Community Services Officer Williams serves as BPD’s Crime Scene Investigator, Property Room Technician, Back-Up Dispatcher, Department Photographer, and City Permit liaison. 2018 was a demanding year, and CSO Williams stepped up to keep operations running smoothly. She is known for her high standards and organization, and does an exceptional job recording, purging, and distributing items within BPD's evidence room. Laura also assisted BPD's dispatch unit throughout the year. She can be best described as a self-motivated employee who understands the importance of teamwork and dedication.

Dispatcher of the Year – Elaine Maher It became evident during her training phase that Dispatcher Maher's dedication to our officers, her partners, and the Benicia community are her top priority. Elaine excelled through BPD's training program and immediately made a positive impact with her "can-do" attitude. In 2018, Elaine and her dispatch partner received multiple reports of a large grass fire within the Benicia State Park. This three-alarm fire required the coordination of several county fire agencies, state park officials, and law enforcement officers.

Throughout this incident, she remained calm, and her steady demeanor while talking on the police radio was noticed and appreciated by on-duty officers and firefighters. Elaine is an outstanding dispatcher and her exceptional job performance reflects highly on BPD. Volunteer of the Year – Keith Baughn Mr. Baughn has been a volunteer in our Senior Patrol Program since 2014. He has been a dedicated patrol volunteer working a minimum of one day a week providing vehicle maintenance assistance, vacation checks, traffic control, and a variety of other duties. Keith always looks for ways that he can assist the officers in the field. He is professional at all times, courteous and helpful to the public. He has helped to foster a fun, supportive atmosphere and is always looking for new and better ways to help the BPD. Citizen of the Year – André Lewis Mr. Lewis’ commitment to the community and his dedication to improving the relationship between children and the police in Benicia and across California is an inspiration for many. André’s children books cover issues from anti-bullying to inspiring dreams. He has donated books to churches and police departments. André is also a member of the Benicia Rotary, and has served on the Interact Board. Interact brings together young people ages 12-18 to develop leadership skills while discovering the power of 'service above self.'

Going Above & Beyond MEDALS, AWARDS & HONORS Chief’s Medal – Officer Martin Stovold In May 2018, Officer Stovold took it upon himself to help an elderly Benician in need by partnering with a neighbor to help her buy groceries and pay her bills. Martin was also in the top 3 statistically in the department for total arrests, felony arrests, narcotic-related arrests and vehicle stops in 2018. He has also taken on leadership roles such as Field Training Officer, Range Instructor, Recruitment Team Member and Member of the Honor Guard.

Chief’s Medal – Sgt. Mark Menesini Sgt. Menesini has consistently demonstrated strong leadership and dedication to BPD’s Investigations Unit and Honor Guard Team. Under his direction and supervision, many high-profile criminal investigations in 2018 were solved. Mark was also instrumental in the creation and implementation of the BPD's Honor Guard Team.

Life Saving Award – Officer Aaron Damm In July 2018, Officer Damm was dispatched to the residence of an 80-year-old man who was not breathing, and immediately started CPR, continuing until medical staff arrived. The citizen began to breathe on his own and was transported to a local hospital. Aaron’s quick thinking and immediate response saved the citizen's life.

Chief’s Coin – Investigations Unit / Corporal MarJonne Roberson, Detective Michelle King & Detective Brendan Polick The skilled and efficient team of Cpl. Roberson, Det. King, and Det. Polick worked extremely hard in 2018, solving complex cases that proved beneficial for the City of Benicia.

Chief's Coin – Traffic Officer Simonson & Traffic Officer Woodlief In 2018, Traffic Officers Simonson and Woodlief regularly adjusted their schedules in order to help patrol with calls for service, and with transporting prisoners to jail. They led the department in vehicle stops and traffic citations, as well as producing among the highest arrest numbers for any two officers in the department.

Chief’s Coin – Homelessness Program / Officer Maricella Ticknor In May 2018, Officer Ticknor volunteered to coordinate the BPD's homeless outreach program with Solano County Health & Social Services and has done an outstanding job reaching out to those in need of help.

Chief’s Coin – Social Media / Sgt. Kenny Hart Sgt. Hart has contributed greatly to BPD's social media presence, strategizing and creating opportunities to represent BPD's values and vision during his time in Investigations and Patrol.

Chief’s Coin – Narcotics / Det. Armando Sanchez As BPD's representative on the Solano County Cal-MMET Narcotics Enforcement Team, Det. Sanchez worked diligently on several high-profile investigations in 2018. Armando assisted in developing confidential informants, which led to the investigation/arrest of several mid-to-high level narcotics dealers.

Chief’s Coin – Narcotics / Ret. Lt. Frank Hartig In 2018, Det. Hartig authored 25 search warrants, developed and cultivated nine confidential informants, and led the investigation of nine separate criminal matters that resulted in significant drug and money seizures. Frank completed all of these investigations as a part-time employee while serving as President of the California Narcotics Officers Association.

Chief’s Coin – Cal-Maritime Merger / Sarah Schooley, Tiffany Sylvester, Sandy Ayala In July 2018, the BPD "went live" in taking over dispatch duties for the Cal-Maritime Police Department. This project was the culmination of nine months of hard work by Dispatch Lead Sarah Schooley, Dispatch Lead Tiffany Sylvester, and IT Analyst Sandy Ayala.

Chief’s Coin – Volunteer Tom Anderson Tom Anderson earned a Chief's Coin for his outstanding volunteer spirit in assisting with key projects in 2018.

Chief’s Coin – Volunteer Coordinator Patti Baron Patti Baron earned a 2018 Chief's Coin for her dedication in creating one of the most successful PD volunteer programs in California, and for her hard work and exceptional effort in grant writing focusing on drug prevention and education for the youth of Benicia.

The Golden Shovel – Officers Aaron Damm, Alex Maravilla & Maricella Ticknor Since 2016, the Golden Shovel Award has been given to those who go above and beyond the call of duty to provide a better service to the community and to strengthen the BPD. Officers Damm, Maravilla and Ticknor took the initiative to join a social media viral challenge, which proved to be an excellent way to strengthen the relationship between BPD and the community it serves.

Community Engagement Benicia Youth Action Coalition (BYAC) The BYAC is a community program led by BPD in conjunction with the Benicia Unified School District and the Solano County Board of Supervisors grant program. The coalition aims to reduce the underage use of alcohol, tobacco and other drugs through initiatives, strategies and science-based prevention/intervention programs at Benicia schools.

National Night Out In 2018, Benicia Police Department hosted the National Night Out for the 35th time. The ever-growing event promotes cooperative police-community crime prevention efforts.

This year, 14 neighborhood groups participated with BBQs, pot lucks and family-friendly activities.

Neighborhood Watch Groups Benicia Police Department has over 50 registered Neighborhood Watch groups. They are a vital part of the community, serving as active partners with BPD in keeping the city safe.

Special Olympics Law Enforcement Torch Run & Polar Plunge BPD staff and their family members participate in this run each year, followed by a dip in the freezing San Francisco Bay to raise money and awareness for the Special Olympics.

BPD staff also escort the torch in the days leading up to the Northern California Special Olympics Summer Games in Davis.

Community Engagement Prescription Drug Take-Back This proactive program addresses the problems that are caused by medicines languishing in home cabinets, which are susceptible to diversion, misuse and abuse. The program allows the public to anonymously bring medications to the event for safe disposal.

Did You Know?

BPD provides a permanent prescription drop box in front of the police department that is available to the public 24/7.

Youth Citizen’s Police Academy This program is designed for Benicia 7th and 8th graders, so that they can learn more about police department operations. Police officers and staff give a series of presentations, providing information on all aspects of policing.

Citizen’s Police Academy This five-week academy hosted by the BPD is designed for Benicia residents 18 years or older. Participants learn about the different aspects of policing through interactive presentations and hands-on activities.

Pink Patch Project In 2018, BPD participated for the first time in the Pink Patch Project, in honor of breast cancer awareness month.

Sales of pink BPD patches in October raised $1,700 for the Solano Midnight Sun Breast Cancer Foundation.

Community Engagement VOLUNTEERS The Benicia Police Department’s award-winning Volunteers in Police Service program (VIPS) encourages the participation of citizen volunteers.

In 2018, VIPS continued to provide valuable hours of service that are vital to the BPD. The volunteers serve in various capacities, including patrol, clerical & evidence support, gun range duties, chaplains, explorers, and student interns.

FAMILY RESOURCE CENTER The Benicia Family Resource Center (FRC) is a community-based, grant-funded program that provides support and referral services to Benicians with children up to 18 years old. Kendall Lara and Sarah Peters coordinated the program in 2018.

Benicia FRC also provides other client services such as longer term case management, financial counseling (basic budgeting), and parenting classes for fathers through participation in the Solano Fatherhood Network.

FRC 2018 Year in Review • Provided more than 60 families with approx. $29,500 in basic needs assistance.

• Served 30 families with approx. $20,000 in holiday assistance.

• Provided 65 backpacks filled with back-to-school supplies (valued at approx. $3250).

• Served 14 families through the Parent Project.

Rapid & Effective Response to Crimes in Progress TRAFFIC DIVISION Benicia Police Department’s Traffic Division consists of two motorcycle officers, Mark Simonson and Eric Woodlief. They are responsible for traffic safety, enforcement, education, and collision investigations. They ensure safer roadways for motorists, bicyclists and pedestrians. Officer Simonson and Officer Woodlief were also awarded the Chief’s Coin in 2018 (see page 9 for details).

Additionally, the Traffic Division implements the Safe Routes to School program, funded by Solano Transportation Authority. This program encourages walking and biking to school safely with events like Bike Rodeos and the Walking School Bus.

SCHOOL RESOURCE OFFICERS The School Resource Officer program is a collaboration between BPD and the Benicia Unified School District in order to enhance the learning environment within the school district. Officer Jessica Woods was assigned to Benicia Middle School and Officer Kenyatta Nathaniel was assigned to Benicia High School. The SROs also teach Drug Abuse Resistance Education (D.A.R.E.) classes to Benicia 5th graders each year.

Rapid & Effective Response to Crimes in Progress K9 UNIT BPD's K9 officers and their four-legged partners are important teams in the department’s mission to keep Benicia safe. Our POST-certified pairs attend regular trainings and are skilled in locating various narcotics, as well as article searches. They are often called to crime scenes to help search an area or vehicles for any possible hidden illegal narcotics. They also participate in community events. The K9 teams are Corporal Jake Heinemeyer and Atos, and Officer Chris Francis and Apollo.

ANIMAL CONTROL Benicia Police Department’s Animal Control unit responds to animal-related calls, including barking dogs, lost pets, animal bites, and loose or injured animals, including wildlife. This unit also investigates vehicles for abatement purposes. In 2018, Animal Control responded to 785 animal-related calls.

Relentless Follow-Up in Pursuit of Justice 2018 SIGNIFICANT CASES The Benicia Police Department shares resources with the surrounding area, including participation in the Solano County Mobile Field Force, Solano County Regional SWAT Team and Solano County Sheriff’s Office Narcotics Enforcement Team. The Department also has trained crisis negotiators.

•

In February 2018, in partnership with the California Department of Justice Bureau of Gambling Control, the BPD arrested three people and seized weapons, methamphetamines, drug paraphernalia, scales, illegal gambling equipment and cash after a four-month long investigation of Albiz, an illegal gambling business operating in the 2000 block of Columbus Parkway. Benicia Detectives and DOJ Agents served arrest and search warrants at the business, as well as at a residence on Birdsong Lane in El Sobrante. Albiz was actively running an illegal gambling establishment utilizing computers that ran slot machine-style games.

BPD detectives solved an almost five-year old sexual assault case in March 2018. The original case happened in October 2013 when a man forced his way into a home and assaulted a 64-year-old Benicia woman. At that time, detectives were able to identify and collect multiple samples of blood evidence. In 2018, Benicia detectives received the DNA identity of the suspect after he had been arrested in the city of University Place in the state of Washington. Detectives obtained a $250,000 arrest warrant with extradition orders for the suspect.

At the end of March, Benicia detectives flew to the state of Washington and arrested the suspect in collaboration with detectives and officers from Pierce County Sheriff’s Office and University Place Police Department.

In April 2018, BPD officers responded to a report of a shooting where two people sustained non-life threatening gunshot wounds. With the great collaboration between our Investigations Unit, the San Pablo Police Department and the Solano County Regional SWAT Team, a San Pablo man was arrested for the crime within a week. The suspect was also in possession of a loaded .45 caliber handgun during the arrest.

In June 2018, BPD officers arrested a suspect involved in the armed robbery and kidnapping of a 22-year-old man in Benicia. The victim was in the parking lot of a store on East 2nd Street in the early morning of May 16 when a man entered his vehicle, pulled out a gun and demanded that he drive to Vallejo. The man also took the victim’s wallet. Fortunately the victim was not hurt during the incident. After reviewing the store’s security video, BPD officers were able to identify the suspect and tracked him down to serve an arrest warrant.

In July 2018, BPD officers responded to Kimono's restaurant on a report of a burglary alarm. Surveillance video, monitored by the business, showed a man breaking into the business and taking the restaurant’s safe. Officers arrived within one minute. Employing tactical skills and K-9 Atos, they apprehended the man without any incident.

Relentless Follow-Up in Pursuit of Justice 2018 SIGNIFICANT CASES The Benicia Police Department also prides itself in going above and beyond to make this community a better place. Here are a few examples of our staff’s effort: •

In August 2018, Officer Maricella Ticknor approached a man walking alone on East 2nd Street late in the evening. During their conversation, the man told her that he had come to Benicia to work but had all his clothes stolen on the way and had very little money. In turn, Officer Ticknor purchased food and water for the man and was able to get him a warm sweatshirt from another officer. He was extremely grateful.

A call in September 2018 was an unusual one for BPD officers. They responded to a call from the 900 block of Cambridge Drive for an unwanted guest who was refusing to leave the residence. Upon arrival, officers were directed to the kitchen where they found a 4-foot long docile California King snake. Officer Rex Hawkins was able to gently pick up the snake, which was relocated back into the wild away from the neighborhood.

BPD staff collected 3 truck loads of necessary goods for the victims of the Camp Fire. A number of staff volunteered their time to deliver these items to distribution centers in Paradise and Chico.

A day after doing a welfare check on an elderly woman in October 2018, Officer Joseph Alvarez went back to check on her to see if she needed anything. She explained she was not able to get to the store that day, but usually could get there on her own. Confined to a wheelchair, she receives meals-on-wheels a couple times a week but was in need of a few additional items. Officer Alvarez took it upon himself to do a little extra shopping for her at a local grocery store.

Budget & Financials Benicia Police Department’s 2017-2018 operating budget of $9,713,316 makes up about 26% of the city’s General Operating Fund. BPD is dedicated to managing its funds responsibly and effectively.
