District Update Dear Citizens, This is my last letter as the Executive Director to the citizens of the Belvidere Park District.

In June of 2017 I will be retiring from the Executive Director's position after 31 years on the job. It really doesn’t seem like it has been that long since I moved to Belvidere with my wife Joanne and our three little children.

During the past 31 years I have had the pleasure of meeting, working with and getting to know so many wonderful and dedicated people that it has made the time pass too quickly. It has been an honor to work with employees, committee members, businesses, citizens and Park Board Commissioners all with the same goal of making Belvidere a better community with outstanding park and recreational opportunities for all citizens.

The district has grown from three sites with 105 acres to thirteen sites with 372 acres while expanding the recreational programs to include all people not just a few athletic and social programs for the youth. The future looks bright as Belvidere is showing some real signs of recovery from the great recession.

The district has finished the Doty Park improvements, Northlands Association for Special Recreation Building, Maintenance Facility and the Baltic Mill Race Dredging in the last three years. The district is looking forward to opening the Glenn Green Open Space Prairie, expansion of Doty Park with a path from Locust Street to the park and more parking, and a new 12 acre acquisition in Belvidere Township.

Reforestation Program During the past three years the Belvidere Township Park District has lost a significantly large number of trees to the Emerald Ash Borer; storms; and hot dry weather. In an effort to keep the parks green, the Belvidere Park District started a memorial tree program in 1999 which has been very successful by adding over 100 trees to the parks. The district has allocated funds each year to planting new trees; unfortunately, during the past two years we have had to use those funds to remove dead and dangerous trees from the parks instead of planting new ones.

The Belvidere Township Park District is launching a new reforestation program to plant trees in our parks. The district will now be accepting donations of any amount to assist with our tree program. If you would like to contribute financially to planting new trees in Belvidere Parks but do not want to, or can not afford to purchase a memorial tree, then you can give a donation of your liking such as $5.00, $20.00 or $100.00. Your donation will be placed into a tree fund along with other donations and will be used to buy as many trees as possible for planting in parks most in need of new trees. The donors will be recognized in the Winter/Spring Go Guide and thanked for their donations.

To contribute to this fund stop by the Belvidere Township Park District Administration Office at 1006 West Lincoln Avenue or the Rivers Edge Recreation Center, 1151 West Locust Street, to fill out a tree donation form. You can also print the tree donation form from our website www.belviderepark.org and mail it along with your donation to the Belvidere Township Park District, 1006 West Lincoln Avenue, Belvidere, Illinois 61008.

As I say good bye to the position I’ve held for 31 years, I wish to thank everyone for giving me the opportunity to have a career that I have truly enjoyed, and the feeling that our work has made a difference in the lives of the citizens of Belvidere. Riverside Ice Arena

Administration Building: This facility headquarters the full-time staff.

Baltic Mill: The Baltic Mill has been renovated to provide historical artifacts, a meeting room, and a restroom. The Boone County Arts Council office is also located in the Baltic Mill. Adjacent to the Baltic Mill is a stage area where “Concerts in the Park” are provided for the community. The Baltic Mill is also available for Wedding Ceremony rentals.

NASR: This is the site of our NASR (Northlands Association for Special Recreation) programs. These programs are open to any individual with disability-related special needs.

Rivers Edge Recreation Center: The Rivers Edge Recreation Center includes 4 recreation rooms, a serving kitchen, rental rooms, full-size gymnasium and a thirty-five foot high climbing wall. This facility houses all the Belvidere Park District registrations.

Doty Park: Doty Park is home to the Riverside Ice Arena, AJ Johnson Warming House and Splash Pad. The park sits along the Kishwaukee Riverfront Path. The Riverside Ice Arena is available for Ice Rentals throughout the season.

Cardboard Boat Regatta (Ages 8 & Up) Sunday August 6th (2PM-4PM) Teams are challenged to build a two-person powered cardboard boat capable of racing across the pool using only cardboard and duct tape. Lots of awards are up for grabs!

Let’s go fly a kite! Come out to our 5th Annual Family Kite Fly. Bring out the whole family for a day full of kite fun. Colorful, large scale sport & fantasy kites will fill the sky with enchantment. Youth Triathlon Training Program

Get a leg up on the competition by training in this special program that will combine skill techniques, basic safety issues and workouts in swimming, biking, and running. Opens May 26 11AM Dash at the Splash (Ages 3 - 6) Tri-Athletes will start the race by Peddling their tricycle/bicycle through our course located on the Doty Park Roller Rink. From there they will Dash from the rink around the edge of Doty Park and return to our Splash Pad to finish off the race by walking through our Sprayground.

Pre-registration is required. Children will be released in waves according to ages. Parents are required to help children ages 3 to 4 and have the option to help children ages 5 to 6. Each class will use different mediums and showcase different places throughout Belvidere Park. Please dress for the weather, as we plan to be outdoors. Are you looking for a unique fundraising opportunity for your club or organization? Tell everyone you know in your organization or that you meet in the park to come out and “Show Me Your Splash” on the day you choose to host your Splash Day! Groups will earn 10% of each daily admission fees (on the day you select) just by having people (friends, family members, students, or even strangers) mention your organization before paying their admission fee! Yes, that’s all you need to do! Spread the word anyway you can to pack the pool! Spread the word to everyone you know (or don’t know)!

Important Rules to Keep In Mind Requirements mandated by the Illinois State Health Department:

•All patrons MUST wear appropriate swimwear. No athletic wear.

•All toddlers MUST wear a swim diaper or rubber pants. Swim diapers can be purchased at the front desk. A regular diaper will not be permitted in the pool.

•Children 8 years old and under must be accompanied at all times by someone at least 14 years of age.

•All lifejackets (PFD’s) must have Coast Guard Approval. Lifejackets are available upon request with a deposit.

Policy will be enforced with anyone wearing a lifejacket.

•Outside floats, rafts, and noodles will not be allowed in either pool.

•No refunds will be given for paid admission.

•Additional rules are posted online and at the William Grady Pool.

Lifeguards are on duty to enforce rules, respond to emergencies, and ensure your safety. You are responsible for knowing where your children are at all times.

Adult Swim Swim breaks will be taken each hour to allow for a 10-minute adult swim for those 18 years and older. Swim Lessons Registrations will not be taken at the pool.

Registration Deadline: The Wednesday prior to the session at Noon.

Parent Information Get to know your child’s instructors! Visit with the instructor on the first day of class to receive a parent letter and any other specifics regarding their class. Classes will also include daily safety topics to review with your child. Remember, each child will have different abilities and will learn at their own pace. If you have questions, be sure to discuss them with their instructor. All participants must exit the facility at the conclusion of their lesson.

Lessons are instructed in cool/windy conditions and will only be cancelled for severe weather. Lessons will be made up if the Park District cancels. No make-ups for sickness or vacations.

Water temperature is kept at 82°, but may vary due to weather conditions. If weather is questionable and you are unsure if lessons will be held, please call 815-547-4500 and follow the prompts for up to date information. Ellis & Associates Lifeguard Training

Belvidere Park District lifeguards have completed water safety training and testing conducted

by Jeff Ellis & Associates. E&A is recognized as the leader in aquatic risk management and lifeguard training. Each lifeguard must pass the 23 hour International Lifeguard Training Program (ILTP) that includes First Aid, CPR, AED, and water rescue skills. All lifeguards are required to complete a minimum of 4 hours of in-service per month.

The recipient of the 2016 Erin Eikedahl Lifeguard Achievement Award is Jesse Buss. This prestigious award is given to an individual who demonstrate being a positive role model and is nominated by his/her peers.

Swim Lessons (6 month & Up)

Register your child today for our summer swimming lessons! Whether this is their first introduction to the water or they are perfecting their strokes, we have a level that is appropriate for them. Please review the descriptions of the various levels to ensure a positive experience and decide which level best meets your child’s abilities. All will be tested the first day to ensure proper level placement.

Belvidere Park District reserves the right to combine classes into another timeslot or cancel if numbers do not meet the minimum enrollment. Each student will receive a report card after the completion of each session. To promote the full benefits of instruction for your child, parents must remain away from the designated lessons areas throughout the lesson time. Baltic Mill 920 W. Lincoln Avenue The Baltic Mill stage and seating area is available for your unique outdoor celebration!

The beauty of nature will surround you during the months of May through October in a relaxing, natural fashion as the symphony of flowers and calming green beds provide the perfect backdrop to any event. The Baltic Mill seating area features natural limestone rock for hillside seating. Complimentary parking is available throughout Belvidere Park and on Lincoln Avenue for your guests.

The Baltic Mill stage and seating area is an event site only. A reservation, rental deposit and fee are required to ensure exclusive use as Belvidere Park is a public facility. Reservations will be taken on a first come, first paid basis. Renters are responsible for making arrangements for the event. The outdoor Baltic Mill Stage and Seating Area will hold up to 300 guests. Our goal at Third Base is to encourage an environment of respect, community, fun, and safety. Activities include group games, homework time, parties, and arts and crafts. The program operates till 6:00 pm on full days of school. (VP)

YOUTH ATHLETICS The philosophy of the Belvidere Park District’s youth sports programs is to provide quality opportunities and experiences in athletics. The enhancement and development of positive attitudes, self-esteem, and basic skills of sports are taught. We ask all coaches and parents to be positive role models not only for their child but all participants. A new policy has taken effect with our youth sports programs: Coaches will automatically have their own child on their team and can request two additional children to play on their team; all other children will be randomly placed on teams by park district staff.

Pitch, Hit & Run (Ages 7-14)

Pitch Hit & Run is the official Skills competition of MLB. This program is designed to provide youngsters with an opportunity to compete, FREE of charge, in a competition that recognizes individual excellence in core baseball/softball skills. Boys and girls are divided into four age divisions: 7/8, 9/10, 11/12, 13/14, and have the chance to advance through four levels of competition, including team Championships at Major League ballparks and the National Finals at the 2017 MLB All Star Game. The individual Pitching, Hitting and Running Champions, along with the All-Around Champion in each division age group at the Local Competition will be awarded and advance to the Sectional Level of Competition. Check out this new program at our New Riverside Arena! This roller hockey is for youth ages 7-14 years old. This is a recreation roller hockey league geared to the beginner and intermediate players, with a focus on having fun and learning to play this fun sport. Youth Athletics Tumbling

The Belvidere Park District and Kids Spot Inc. have partnered up to offer high energy tumbling programs. The Kids Spot organization, located in Roscoe, IL, has over 20 years of coaching experience and has received numerous regional and national awards. Are you interested in becoming a part of a rewarding organization such as Special Olympics? Join our team and become a coach/volunteer for the NASR Belvidere Park District Pirates! Volunteers play a key role in NASR Belvidere Park District Special Olympics sports. We depend on our volunteers to help coach, conduct competitions and participate in events alongside NASR Belvidere staff. All volunteers must complete the required paperwork and trainings prior to attending practice.

Childrens Tae Kwon Do (Ages 9-14)

Tae Kwon Do teaches children to respect themselves and others, while helping to build their self-esteem. Many independent studies have shown that students that participate in martial arts programs achieve better grades and perform better in school. The Rockford Academy black belt staff instruct the class. Camp Horizon – Summer Day Camp for Individuals with Disabilities

Join us at Camp Horizon 2017 for our Summer Career Fair to discover new and exciting careers. We will have special visitors come and share their experiences about their career. Campers will have the opportunity to ask questions to all of our special visitors and participate in hands-on activities. Career theme weeks include, but are not limited to; doctors & nurses, emergency medical personnel, pilots, and many more! In addition to the Summer Career Fair, campers will create summertime snacks, participate in wacky experiments, swim at the William Grady Pool, visit park district sports courts and fields, and enjoy weekly field trips/special events. Northlands Association for Special Recreation (NASR) is a cooperative partnership between the Belvidere, Freeport, and Rockford Park Districts (referred to as member district). NASR Programs are open to any individual with disability-related special needs such as physical, mental, and developmental disabilities and persons with mental illness, behavior disorders, visual or hearing impairments. New member district residents are invited to participate in specialty/therapeutic (TR) programs offered through any member district at the resident rate. For participation in inclusion services at a member district other than your own, you must pay the non-resident rate for that specific program.

Special Olympics training and competition is open to every person with intellectual disabilities, 8 years & older. All athletes must have the following completed before participation:

Join us this summer for Special Olympics Softball! There are 2 options for your participation in softball this summer; individual skills or the slow pitch team. The slow pitch softball team is for individuals who have mastered the basic skills of the sport such as hitting, throwing, and catching. The individual skills competition is for those developing skills or those who are just beginning to learn the sport. Athletes must bring a softball glove and water bottle to each practice or game. Athletes who participate in the slow pitch softball team will compete locally for games against other Area 1 teams. Information on game nights will be distributed throughout the season. The S.O. District Softball Tournament will be on Sunday, July 23, 2017 at the Elgin Sports Complex. Bump, set, spike, and score your way into NASR-Belvidere’s 3rd season of Special Olympics Volleyball. This year, athletes will have the ability to participate in the traditional or modified team competitions.

Athletes will be placed on either team based on ability and participation. Traditional volleyball teams follow the standard rules of the game and equipment. Modified volleyball teams follow standard volleyball rules, but the court is smaller, the net is lower, and the ball is of a lighter weight. Teams will compete in the District Volleyball Tournament on September 16th in LaSalle, IL. Gold medal teams advance to the state competition at Fall Games in Rockford, October 21st & 22nd. Board meetings are held the second and fourth Tuesdays of the month at 5:00 p.m. at the Baltic Mill Annex in Belvidere Park - 920 W. Lincoln Ave.

Purchase gift cards at the Administrative Office.

Gift cards may be used for swim passes and programs. They make the perfect gift!

Belvidere Park District residents make significant contributions to the operation of the district through their property taxes. This contribution is beyond the program and service fees. Those persons living outside the boundaries are required to pay the non- resident (NR) fee to equalize fee structures. The district boundaries are: North Boundary: south side of Orth Road South Boundary: U.S. 20 by-pass West Boundary: Winnebago/Boone County line East: Poplar Grove Road Also included in the district is Farmington Fields, Wycliffe, Aberdeen Knolls and Oakbrook Woods’s subdivisions. If you are unsure, please refer to your tax bill or contact the park office.

Belvidere Park District Annual Non-Resident Membership Policy

*Alcohol is prohibited on all Park District property.

To offset the cost of recreation programming, the Belvidere Park District offers an annual non-resident* membership fee of $225.00 per household.

After purchase, members of the household are entitled to resident program fees. Memberships will be effective for one calendar year from date of purchase. Any non-resident fees paid prior to the purchase of a membership will not be credited toward the membership fee. *Non-Residents refers to those who live outside the Belvidere Park District Boundaries

Park Hours Park property hours are 6:00 a.m. to 10:00 pm unless a Park District sponsored program is taking place.

Gift Cards

*For the safety of your pet and others, please keep your pet on a leash at all times and clean up after your pet. *Observe speed limits. *Put waste in its place and use recycling containers. *Snowmobiling and off-road and off-terrain vehicles are prohibited on Park District property.

Cell Phone Use The use of cell phones in Park District restrooms or locker rooms is strictly prohibited.

Parks and Conservation Foundation Do you find yourself looking for a reputable charity to donate money? Are you wishing Belvidere had more park land? Are you tired of seeing subdivision after subdivision being built? The Parks and Conservation Foundation may be just what you’re looking for. Established in 1992, the Parks and Conservation Foundation’s mission is to assist the Belvidere Park District and the Boone County Conservation District to acquire and develop land. To date, the Parks and Conservation Foundation holds title to over 1 million dollars worth of land through grants.

Our recent project is the building of the playground in Bob’s Park. This neighborhood needed a playground for the vast number of children in the area to have a safe place to play. Please consider a donation of money to the Foundation’s general fund. Since the Parks and Conservation Foundation has a 501 (C) (3) status, all gifts are tax deductible. If you have land you wish to have preserved in its natural state, the Foundation will be happy to work with you to make your dream come true.

Disc Golf Course Belvidere’s first disc golf course is located in Belvidere Park. This 9-hole course is nestled throughout the park among mature trees and is fun for beginners and a challenge for experts. Picnic Shelters Nine picnic shelters, in various park locations, are available to rent, April thru October. Shelter reservations must be accompanied by a reservation form and shelter payment. Please see the Recreation Facilities guide on page 41 for your choice of shelter locations. For more information, please call (815) 547-5711.

No Smoking Policy We ask that all participants comply with the no smoking policy. Smoking stations are placed near facilities for your use. Please be considerate of others and the environment and use these stations to discard your cigarette waste.

Photo Policy The Belvidere Park District photographs and videotapes program participants. By using our facilities, registering for a program or involvement with an activity/event, the participant consents to use by the Belvidere Park District of her/his likeness in Park District promotions and other uses.

Bilingual Interpreter The Belvidere Park District strives to meet the needs of our diverse community. We will provide a bilingual interpreter for program and activity information, with an appointment. Currently, the office staff is not bilingual.

Inclusion Services The Belvidere Park District and NASR-Belvidere invite individuals, of all ages, with disabilities to participate in programs throughout the Belvidere Park District “Go Guide.” NASR-Belvidere will work, within reasonable accommodation, to assist any resident who wishes to participate in Park District programs and services. If you are registering for a Belvidere Park District program, please indicate your needs at time of registration. Once registered (and with 2 weeks advance notice), you will be contacted by a NASR-staff member who will conduct a participant intake assessment. This assessment will determine placement needs or accommodations. Support will be given through observations, in-service and/or staff trainings, and by providing community leisure resources.
