With its New, eHealth Program, Westchester Medical Center Health Network will connect and improve patient care across the Hudson Valley In a major step to enhance patient care throughout the Hudson Valley, the Westchester Medical Center Health Network (WMCHealth) unveiled its new, technology-driven eHealth program, an initiative that is expected to improved patient outcomes throughout the Hudson Valley.

At the core of WMCHealth’s eHealth initiative is the network’s 5,500-square-foot eHealth operations center, which features 20 multimedia stations equipped with the latest telehealth patient monitoring technologies and software. This hub will be staffed around the clock by highlytrained physicians, nurses and other healthcare professionals.

They will serve, remotely, as a complement to – and not a replacement for - the dedicated care

provided

New, Cutting-Edge eHealth Center with Telehealth Technology to provide care teams with additional support teams for WMCHealth patients in network hospitals, nursing homes, physician offices and, eventually, homes across the region.

The eHealth program represents an initial $7 million investment in technology, infrastructure, staff and additional resources in the well-being of Hudson Valley residents by WMCHealth. It is the first telehealth program of its kind based in the Hudson Valley and for Hudson Valley residents.

WMCHealth already has enjoyed a successful launch of its eHealth program with an ePsychiatry initiative, which has been connecting behavioral health outpatients and staff at its MidHudson Regional Hospital in Poughkeepsie, New York, with clinical psychiatry specialists at its Valhalla, New York-based Be-

havioral Health Center. The new effort has already resulted in a greatly improved appointment compliance rate and increased patient satisfaction.

Now launching, another exciting application of the eHealth program will be in WMCHealth intensive care units (ICUs).

There, doctors and nurses trained in critical care medicine will use sophisticated equipment at the eHealth Center to monitor vital signs around the clock and collaborate with bedside teams.

Using the eHealth Center’s state-of-the-art, telehealth technology, expertly-trained medical staff can accurately monitor patients in the initial 98 ICU beds from this centralized location. Vital signs, medications, blood test results, X-rays and other pertinent infor-

mation from bedside monitors will be sent to the eHealth control center by secure, high-speed data lines. This information will be displayed on a bank of displays exactly as it is seen in the hospital room by bedside care teams.

These electronic ICU (eICU) patients will be monitored through the use of special, two-way video cameras which allow the eHealth team to consult directly with bedside doctors, nurses, family members and patients.

According to the Journal of the American Medical Association, the incorporation of telehealth initiatives in eICUs has been shown to decrease mortality by 20 percent and reduce the length of hospital stay by 26 percent, “an outcome that is certainly worth the investment we are making in eHealth,” said WMCHealth President and CEO Michael Israel.

“With seven hospitals and dozens of health-related entities across 6,200-square miles, supported by a workforce of 10,000 dedicated professionals, eHealth will extend our expertise further into the communities we serve, delivering on our commitment to provide the best care as close to home as possible to the residents of the Hudson Valley.”

WMCHealth will continue to expand and activate its eHealth program over the next few months with full application of the technology in ICUs at its Westchester Medical Center and MidHudson Regional Hospital sites scheduled for January 2016.

WMCHealth plans to bring the eHealth program to other network sites in the Hudson Valley in proceeding months.

“With our new eHealth program, WMCHealth is enhancing patient care by leveraging today’s latest technologies and supporting the great work of our bedside

doctors and nurses,” remarked Corey Scurlock, M.D., Medical Director, WMCHealth Telehealth Center. Dr. Scurlock noted that WMCHealth is joining a select list of progressive organizations as more than 50 health systems and 400 hospitals nationwide are operating telehealth programs with great success.

A portion of the advanced technologies used in WMCHealth’s eHealth program were acquired as part of network’s transformative business partnership with Philips. Earlier this year WMCHealth and Philips entered into an historic, $500 million partnership that over its 15-year term will bring the most sophisticated and helpful medical technologies to Hudson Valley residents cared for through network services.

As far back as I can remember, I’ve loved to explore new places. As an adult, it could be as simple as trying a new restaurant or as complex as my upcoming solo trip to Hong Kong and Beijing. However, my love for adventure had much more humble beginnings. Back when I was small, I found myself exploring the woods behind the cabin that my family was vacationing in or wandering one block farther than my mother allowed. And even though on some level it can be a bit frightening (I’m a little nervous about the solo China trip since I’m not able to speak or read Chinese at all!), it doesn’t stop me from wanting to see new places and discover new things.

It turns out that this may be beyond my control. Scientists have discovered genome DRD4-7R, otherwise known as the “Wanderlust Gene.” According to researcher David Dobbs, some of the traits are a stronger urge to explore new places, ideas, foods and relationships, as well as a tendency to embrace adventure, movement and change. Aside from my lack of adventure when it comes to trying new cuisine (I don’t care that researchers from the Oxford of University say that bugs are healthier than steak or chicken, I still won’t eat them), I’d say this describes me pretty well.

In addition to the genetics involved, my upbringing definitely played a part. Travel was always a priority to my family. Every year, we always took a family vacation somewhere. I remember the excitement of piling into the car with my three sisters and taking off for parts unknown.

Some years we would drive for hours and end up in the Smoky Mountains, some years it was just a quick trip to a local cabin, but each year it was a destination that was very different from the suburban neighborhood in which we lived. The belief of embracing places and people that were different and unfamiliar became instilled in me at a young age.

Between nature and nurture, I didn’t have a chance. I’ve either got a trip planned, I’m on a trip or I’m researching where my next trip will be. Before I became a travel consultant (agent), I traveled extensively for work and if I had a week at home, I would start to get antsy.

Although I stumbled into becoming a travel consultant, it turned out to be a much better fit for me than my previous corporate job ever was. I am able to live vicariously through my clients and can share in their anticipation of their upcoming travel and their excitement of telling their travel adventures after their trip.

Although far from being a health care professional, I like to think that I help contribute to my clients’ health in my own way. Not only can a well-planned vacation give a person time away from stress, but there have been many studies that show that travel also reduces depression, death from heart disease and increases cognitive health. The best part? These benefits are seen after only a day or two of travel. I’m definitely not suggesting that this take the place of any course of treatment that a medical doctor has prescribed but I do think it’s a great supplement.

Do you want to be able to offer group health insurance to your valuable 1099 Employees?

By Andrew J. Cavaliere, CLTC Now business owners who want to offer group health insurance to their 1099 employees can do so. Several of the largest health insurers in New York State will now permit small group employer sponsored plans to extend coverage to all eligible 1099 contractors who meet specific criteria unless they belong to a union class excluded as the result of a collective bargaining arrangement.

Eligible employees are those employees who are legal and work a normal work week of at least 20 hours, and who have met any authorized waiting period. Eligible employees include proprietors, partners, officers and managers. It also includes: ➢ 1099 employees.

➢ Co-employees of a PEO, Employee Leasing Company or other such entity that is a co-employer with a client or client-site employees.

➢ Temporary and seasonal employees, at the option of the employer.

Classes of employees based on “conditions pertaining to employment” are permitted at the option of the employer for policies issued or renewed prior to January 1, 2016. Examples of permissible classes of employees are: • • • • • •

Hours Salaried versus hourly Geographic location Directors, managers and shareholders Job duties Earnings

If an employee and their dependent(s) work for the same company and elect to enroll as employee and dependent, applicable documentation to determine the dependent’s actual employment status must be provided as any other employee of the group (for example, NYS-45, partnership documentation, etc.).

Employees who are not eligible for coverage include substitute, uncompensated employee(s), employee(s) making less than equivalent minimum wage, volunteer(s), inactive owner(s), shareholder(s) only, board member(s), outside consultant(s), officer(s) who are not active, managing member(s) who are not active, investor(s) only or silent partner(s).

If the employer’s employee eligibility criteria definition differs from the above definition (more than 20 hours), the employer’s actual definition must be provided on the employer application at the time of new business submission and the normal work week cannot be less than 20 hours. Employees are eligible to enroll in the dental plan even if they do not select medical coverage and vice versa.

This is a huge departure from traditional small group medical underwriting guidelines of the past.

New schools will join AMA consortium to reshape how future physicians are trained and improve health outcomes

The American Medical Association (AMA) recently announced the 20 medical schools selected to join its Accelerating Change in Medical Education Consortium to enhance the innovative work underway to create the medical school of the future and quickly spread these innovations to additional medical schools throughout the country.

The 20 new schools will build upon the projects that were created by the 11 schools awarded grants by the AMA in 2013 and ultimately impact thousands of medical students across the nation currently being trained to care for patients in the rapidly changing health care environment. With the added schools, the now 31 school consortium will support training for an estimated 18,000 medical students who will one day care for 31 million patients each year.

“Our goal throughout this initiative has been to spread the robust work being done by our consortium to accelerate systemic change throughout medical education,” said AMA CEO James L. Madara, M.D. “By tripling the number of schools participating in this effort, we know that we will be able to more quickly disseminate the Consortium schools’ innovative curriculum models to even more schools—leading to the type of seismic shift that the medical education system needs so that future physicians can better care for their patients.”

The new medical schools announced will each receive $75,000 over the next three years to advance the AMA’s innovative work aimed at transforming undergraduate medical education to better align with the 21st century health care system. Through a competitive grant process, the schools were selected from among 170 eligible U.S. medical schools by a national advisory panel which sought proposals that would significantly redesign medical education. Some of the selected projects proposed by the new schools include programs that

incorporate medical students into care coordination teams in an accountable care organization aimed at improving care for patients with multiple chronic conditions. Other selected projects focus on developing advanced simulation and telemedicine technologies to foster skills specific to the needs of rural or remote communities.

Phelps Memorial Hospital Center’s cardiovascular laboratory has been granted a three-year term of accreditation in echocardiography in the areas of adult transthoracic, adult transesophageal and adult stress testing by the Intersocietal Accreditation Commission (IAC). This is the first time the lab has received this accreditation, and now it is fully accredited in all of the cardiovascular testing services it provides.

Accreditation by the IAC means that Phelps’ lab has undergone a thorough review of its operational and technical components by a panel of experts. The IAC grants accreditation only to those facilities that are found to provide quality patient care in compliance with national standards through a comprehensive application process including detailed case study review. “I feel that this reflects the excellence in echocardiography that the staff and physicians demonstrate daily,” says Tim Wages, Senior Administrative Director of Ancillary Services at Phelps. “We have met the IAC’s requirements for standardized acquisition and interpretation of

Cardiovascular diseases are the number one cause of death in the United States. On average, one American dies every 39 seconds of cardiovascular disease – disorders of the

heart and blood vessels. The American Heart Association estimates that the direct and indirect cost for cardiovascular disease in the U.S. for 2010 was $503.2 billion.

Early detection of life-threatening heart disorders and other diseases is possible through the use of echocardiography procedures performed within hospitals, outpatient centers and physician offices. While these tests are helpful, there are many facets that contribute to an accurate diagnosis based on echocardiography testing. The skill of the echocardiography sonographer performing the examination, the type of equipment used, the background and knowledge of the interpreting physician, and quality assurance measures are each critical to quality patient testing.

IAC accreditation is widely respected with in the medical community, as illustrated by the support of the national medical societies related to echocardiography, which include physicians and sonographers. Echocardiography accreditation is required in some states and regions by the Centers for Medicare and Medicaid Services and by some private insurers.

Northern Westchester Hospital to receive $5.4 million in FEMA funding to enhance its emergency electrical infrastructure Largest grant ever received by the hospital

Northern Westchester Hospital (NWH) will receive $5.4 million from the Federal Emergency Management Agency (FEMA) in order to enhance its emergency electrical infrastructure. This grant will be used exclusively to upgrade NWH’s emergency electrical system to a Type 1-Essential Electrical System (EES), bringing its electrical infrastructure to the highest level of emergency preparedness. The FEMA grant is the largest in the hospital’s history.

The FEMA grant was strongly supported by U.S. Senators Charles E. Schumer and Kirsten Gillibrand, and Congresswoman Nita Lowey, who urged FEMA to provide this critical funding. NWH lost its primary, Consolidated-Edison (ConEd), power for 70 hours during Superstorm Sandy requiring the activation of its backup generators to serve as a primary power source. Although, at no time did NWH lose its emergency fixed standby generators, the Type 1EES project is necessary to significantly strengthen the hospital’s emergency power systems.

With this funding from FEMA’s Hazard Mitigation Grant Program, NWH will completely modernize its electrical system, creating three separate

power branches that will help it withstand the impact of future storms as well as two increasedcapacity generators. The total project cost is $7,227,511; FEMA will cover 75 percent of the cost, at $5,420,633. The remaining $1.8MM will be reinvested hospital operating revenue. As a not-for-profit organization, any operating revenue gained is reinvested into the hospital to serve the community.

“This is great news for the Northern Westchester Hospital and the thousands of patients who rely on it every day for emergency medical care. With this funding, and with the lessons learned from Superstorm Sandy, this hospital will be able to upgrade their electrical system so it can better withstand future storms,” said Senator Schumer.

“This critical FEMA funding will help provide much needed resources to facilitate electrical system improvements at Northern Westchester Hospital,” said Senator Gillibrand. “Superstorm Sandy devastated our communities and these funds will help secure the hospital, giving peace of mind to the thousands of New Yorkers that it will be ready for an emergency and can withstand the next storm.”

As a board-certified internist who has been in practice for over 13 years, I spend much of my time attempting to alleviate the pain and suffering of my patients. As a clinician, one of the biggest challenges I face is helping my patients deal with musculoskeletal and neuropathic pain syndromes—those all-too-common, yet frequently debilitating ailments caused by bad backs, pinched nerves, arthritis, and the like. Unfortunately, much of what I have to offer my patients boils down to the following: take a pain pill, stretch if you can, wait, and hope for the best. After a failed trial of “conservative” therapy a call might go out to the orthopedic surgeon for assistance; a truly satisfactory result is not common. The simple fact is that physicians are not well trained to deal with musculoskeletal pain, and patients can suffer as a result.

Thankfully, my views on this topic have been turned completely upside down since I havepersonally discovered Dr. Jonathan Donath’s outstanding practice. After beginning a vigorous exercise regimen I started to experience awful neck and upper back pain, accompanied by numbness and tingling down my left arm and fingers. For weeks I tried to nurse the pain with non steroidal anti-inflammatory medication, but the pain persisted and got to the point that I was almost unable to work, sleep, or most importantly, play guitar. I wasliterally in tears from the excruciating pain. A neurosurgeon diagnosed a herniated disc and pinched nerve in my neck and offered to decompress it with an operation. In desperation I called Dr. Donath instead.

My visit to Dr. Donath’s office was an outstanding experience. He spent about an hour with me and combined multiple modalities to fix the herniated disc in my neck: deep massage, active release techniques, traditional manipulation, cold therapy, and finally spinal decompression. After that first hour with Dr. Donath my pain had decreased from a 10/10 down to a manageable 4/10, and I was able to comfortably move my head and neck. That very night I was able to play guitar again. Two days later I went back for another series of treatments and the pain decreased even further. After about five days the pain was absolutely gone. Unbelievable! Since then he has used the same wonderful techniques to help me overcome painful bouts of sciatica as well.

My own patients and family members have become “believers” in Dr. Donath’s abilities as well--- the results he achieves are real and lasting. He is my go to guy for the majority of musculoskeletal and neuropathic pain syndromes that I now realize are truly treatable.

I am a pediatrician and in my work, I have to bend down a lot and I’m constantly lifting kids. I usually have one to three bad flare ups of low back pain every year. When my back would "go out", I could barely walk to the bathroom and would have to lie down in bed for a few days. I have tried everything: doing nothing and "toughing it out", muscle relaxants, physical therapy, chiropractic, therapeutic massage, and even painful steroid injections. Nothing worked.

If it hadn't happened to me, I wouldn't have believed it. During my last flare up, I was expecting to be on my back for 2-3 days and in pain for 2 weeks. Since that last back episode, Dr. Donath has helped me with my tendonitis in my right hand and with my chronic knee problems. I recommend Dr. Donath to everyone with back, muscle or joint pain. Even if you have not had relief with other treatments and other Chiropractors, give Dr. Donath a chance. I did and he changed my life.
