Town Clerk Ann L. Odabashian has announced that the 2017 town census has begun; census forms are being mailed to the 6,500 Bellingham households this month.

In most cases, verification of current information is all that will be needed. Simple instructions are included for making any changes, corrections, additions or deletions. Any resident who does not receive a form or has questions should contact the town clerk’s office at 508-657-2830.

The local census is required by Massachusetts law to determine the residents of individual cities and towns. Theater will begin its 37th season with an information and registration meeting to be held on Thursday, Jan. 26, at 7 pm, at St. Blaise Church Hall.

Bellingham Children’s Theater is an organization for students in grades 4–9 who are interested in learning the acting, singing and dancing skills necessary to perform in a musical.

There are no auditions.

All young people who sign up are accepted in the cast of a musical to be performed in June.

Young people interested in joining Bellingham Children’s Theater must attend the registration meeting with a parent or guardian. There is a minimal registration fee, but no child is denied membership because of an inability to pay.

Members of the service and students, even if they are living away from home, are still considered legal inhabitants of Bellingham for voting purposes, unless they have chosen to establish a permanent residence elsewhere. Their names should be reported in the census by their parents.

Residents are asked to return their forms immediately to the town clerk’s office. Returns can either be mailed or returned to special drop-off points within the town.

Please remember you may license your dog by filling out the attached form and sending it back with an updated copy of your rabies information and a check made out to the Town of Bellingham. It is the best way to ensure your dog is licensed on time.

Special drop-off boxes for census returns are available at the Bellingham Public Library, town hall, town clerk’s office, and Rockland Trust Bank.

The town clerk wishes to thank each resident for their anticipated cooperation in making this the most accurate and successful census count possible.

Upton Finishes First in Citizenship Contest Contributed to Bellingham Bulletin

The elections for 2015-2016 are complete and totaled. The winner of the Senator Louis Bertonazzi Foundation Outstanding Citizenship Award with a two-year average voting percentage of 37.97% is the town of Upton.

This is the second time in the 19-town competition that a town has repeated as the winner. Northbridge had accomplished wins in the 2007-2008 and 2013-2014 contests. Now Upton has followed up its 2011-2012 victory with this latest win. Other past winners of the award over the past 12 years have been Sutton and Mendon.

The winner of the Citizenship Award is the town that has had the highest percentage of its registered voters turn out to vote during the 2015-2016 elections, thereby earning the title “Best Voting Community” for that two-year period.

Upton Town Clerk, Kelly McElreath, will make arrangements with the Upton Board of Selectmen to make the award presentation in January.

At that time, the town clerk and Board of Registrars will receive a check for $1,000 from the Foundation to be used as they see fit for continued increased voter turnout.

The Board of Selectmen will be presented a plaque to be displayed for the next two years in the Upton Town Hall. And owing to their election turnouts, the voters of Upton will receive a huge

In the history of our country, the cost of this privilege has been paid by the sacrifice and courage of many of our citizens. Fulfilling our debt to them by our participation in the democratic process is an opportunity to show our gratitude.

Be a Savvy Consumer of News & More—Evaluate Your Sources!

“Truth will ultimately prevail where there is pains taken to bring it to light.” ~ George Washington In a year when the Oxford English Dictionary has selected “post-truth” as the word of the year, we librarians have a lot of work to do and we need your help.

One of the major reasons I decided to become a librarian in 1999 was that I saw the explosion of the Internet as a source of information. Sure, I loved books (although I wasn’t a prolific reader as a child; I was the teen who read the Cliff Notes in high school for things I just couldn’t get into), but I saw the Internet as new and different and somewhat instinctually knew it could simultaneously be a wonderful way to spread valid news and information as well as be used to spread rumor, lies and vitriol.

A recent study (2015-2016) from the Stanford Graduate School of Education that evaluated students’ ability to assess information sources described the results as “dismaying,” “bleak” and “[a] threat to democracy.” It may have taken decades to get as bad as it has become, but here we are.

So, what can we do about it? How can we all do our part to not exacerbate the situation?

In the changed Internet world, the following additional or expanded steps should be considered. To avoid sharing false or misleading information, consider taking these additional steps outlined by factcheck.org in their November 18, 2016, article “How to Spot Fake News”

by Lori Robertson and Eugene Kiely, summarized below: 1. Consider the source—for example, abcnews.com.co is a fake site that is not ABC News. The “.co” after the “.com” indicates that the site is from Columbia.

2. Read beyond the headline—if the headline is shocking, read further before sharing.

3. Check the author—Google the author’s name; does he/she have an authority on the topic about which he/ she is writing?

4. What’s the support?—bogus stories often cite official or official-sounding sources. Google those sources directly to verify the claim.

5. Check the date—some false stories aren’t completely fake, but distortions of real events that are twisted to relate to current events.

Healey Retires from Dean Bank

When Dean Bank CEO Bruce Healey made the decision back in the summer of 1973 to answer a newspaper ad, little did he know it would open the door to a community banking career that would span five decades. Healey recently reflected on lessons learned, relationships made and a prediction for the future of commercial lending at the community bank level.

Healey graduated from UMass Amherst with a Bachelor’s degree in Business Management. The Vietnam War had just ended and jobs were scarce.

The former Norfolk County Trust Company needed employees to staff their growing business and was looking for individuals to enter their Management Training Program. Healey said that up until the moment he responded to the ad, a career in banking had never entered his mind.

“Searching for business employment opportunities as a new college graduate was a difficult process,” Healey said. “I responded quickly because, frankly, there wasn’t much else available at the time.

Their training program gave me a solid foundation in banking and I found a great deal of job satisfaction in what I was doing. During their training program, I worked as a teller and a CSR, and in consumer lending and collections—I even worked in 31 out of 33 of their branches for a time! I’ve stayed in the industry my entire career as a result.”

In 1981, Healey took on a small business development lending role at the Old Colony Bank of Norfolk.

Three years later, in July of 1984, Healey was hired

by Dean Bank President Wayne Cottle to be its Senior Vice President and Clerk of the Corporation. Lending was the primary responsibility, though the bank was so small he immersed himself in a variety of roles.

“When I started at the bank, we had about $22 million in assets, with one branch and probably 15 employees. The bank’s reputation was solid and remains so to this day. It has been my pleasure to be a small part in the growth of the bank over the past 32 years.” He added, “Dean Bank remains the last true Franklin community bank. Our reputation continues to grow and we’ve earned respect in the communities we serve. We’ve always kept pace with technology and service. I was here when Dean Bank installed its first walk-up ATM and the very first desktop computer for managing the billing of commercial loan customers. I am proud to finish my career with a bank that remains an important part of four communities and has assets of almost $300 million.”

Bruce has developed a strong reputation in the industry and has made thousands of small business and commercial loans over the last 32 years. When asked what the secret is to making a good loan to a business customer, his insight was simple, clear and direct. “It’s always about the people—getting to know them and understanding not only their immediate needs, but what their dreams and goals

Historic Insurance Fraud Shakes San Francisco

One of my favorite insurance stories has to do with the devastating earthquake and resulting catastrophic fires that burned most of San Francisco to the ground in 1906.

It was one of the worst natural disasters in our country’s history, with approximately 3,000 fatalities and 300,000 left homeless. It is a noted insurance event because of widespread fraud that helped fuel the devastation that followed in the days after the earthquake.

When the earthquake hit, devastation was widespread. The city was just modern enough to have natural gas lines under many of their roads, which ruptured and set off many fires. Local firefighters were making a reasonable effort fighting back the fires, which was good.

Perhaps the city would survive after all.

Then, over the next few days, two things transpired that were quite terrible. First off, firefighters had been told that dynamite could help “seal” natural gas fires in place. The problem was they had not been properly trained, so their use of dynamite on the gas lines ended up causing more fires than they tamed. Secondly, in the days after the quake, homeowners in San Francisco were learning that their policies indemnified (covered) them against fire loss but not earthquake damage.

In that first day, most if not all of the destruction was due to the quake, not fire. Yet, when the populace

realized there would be no insurance coverage for earthquake damage, a number of them promptly took to setting their own houses ablaze in hopes to collect due to a fire loss.

Of course when they did this, their neighbors’ frame houses also caught on fire. Within three days, 80% of San Francisco was smoldering in ashes as a result of widespread fire, not earthquake damage. It was almost impossible to recognize whole areas of the city that had been burned to the ground.

Inspecting a house to pinpoint if the primary cause of loss was fire or earthquake was all but impossible.

The many smaller insurance companies back in California in 1906 were devastated, forcing most of them into bankruptcy.

Today, residents in California are almost always required by their banks or mortgage company to include earthquake coverage, by endorsement, to their homeowner insurance policy. It was a lesson learned the hard way.

If you have a homeowner insurance policy, be advised there is no coverage against earthquake coverage unless you have specifically added that peril to your policy. It might cost you an extra $100 or so per year to add it and your deductible would be 5% of the insurance value of your house.

These chefs-in-training are eager to share their knowledge with the public. Their presentation, “Versatile Chicken,” will cover recipes for chicken soup, a chicken salad sandwich, baked chicken with potato and veggie, and chicken breast on salad. All recipes observe dietary restrictions on salts and carbohydrates; best practices and food safety will be covered.

Tax Refunds May be Delayed

The PATH Act, which mandates that the IRS delay certain income tax refunds until Feb. 15, has the potential to keep billions of dollars from the economy in early 2017, but few taxpayers are aware of the law and may not realize the implications it could have on their refund spending until they file their 2016 federal income tax return, according to a Liberty Tax poll. Liberty Tax Service, a leading tax preparation franchise, commissioned the SurveyMonkey poll of more than 1,000 taxpayers in November to gauge taxpayer awareness of the PATH Act and the refund delay. (Full results of the survey are available at www.libertytax.com/path-act-info.)

Of the more than 600 survey respondents who said they had received a 2015 income tax refund, nearly 97 percent said they had not heard of the PATH Act. The Act prohibits the IRS from issuing income tax refunds before Feb. 15 to taxpayers receiving the Earned Income Tax Credit or the Additional Child Tax Credit. The additional time was added to help the IRS stop fraudulent refunds from being issued to identity thieves and fraudulent claims with fabricated wages and withholdings.

The additional time may help the IRS, but it could put a dent in spending at the start of the year. Taxpayers in the survey said they used their 2015 income tax refund for many things, including grocery purchases, bill and debt payments, rent and more. Some put their money into savings accounts. Nearly 30 percent said they received 2015 income tax refunds on or before Feb. 15, 2016.

Bellingham Launches Stormwater Awareness Campaign

As part of an ongoing “Stormwater Matters” education effort, Bellingham is conducting an ad campaign to raise public awareness about stormwater. The ads may be seen on cable television, at the municipal website and the Library and in Bellingham schools.

Stormwater is the runoff water after it rains or snows. Stormwater picks up litter, sand, bacteria, and chemicals as it flows over the land and into storm drains, and it carries these pollutants to our streams, ponds, wetlands and coastal waters.

Stormwater pollution can harm water quality, making waterways less usable for drinking, swimming, fishing, boating, and wildlife.

a “Stormwater Matters” education program run by the SuAsCo Watershed Community Council, a non-profit alliance located in the Sudbury-AssabetConcord River Basin.

“We hope the ads catch on and people follow these simple tips,” says Nancy Bryant, Executive Director of the SuAsCo Watershed Community Council. “Everyday activities can make a real difference in keeping stormwater clean and improving the water quality of our rivers, lakes, and coastal waters. Preventing stormwater pollution is far less expensive than cleaning up waterways after pollution has occurred.”

This winter, the Hockomock Area YMCA will continue its Ski Club tradition which keeps kids active throughout the winter. The Y is gearing up for a winter filled with snow and new friendships.

Anyone between ages 12-17 is invited to join the group and seek out adventure on the slopes.

The Y Ski Club will have its first outing from 2—9:30 pm, on Sunday, Jan. 15, and will meet for six consecutive Sundays through Feb. 19, 2017.

Participants will travel by bus to Princeton where they will ski and snowboard at Wachusett Mountain.

The ski area offers progressive group lessons and equipment rentals, along with a great variety of trails to accommodate beginners to experienced outdoor enthusiasts.

GMCC Is Calling All Singers!

Do you love to sing? Have you ever thought of singing in a chorus? If so, join the Greater Milford Community Chorus and share your love of singing.

Some exciting highlights from 2016 include singing with the very talented New England Tenors in concert in March, our spring concert in early May and December’s “Holly Jolly Holidays” concert, a mix of holiday and winter songs. The chorus was thrilled to be chosen again this year to sing with the Claflin Hill Symphony Orchestra for their Holiday Concert in December at the Milford Town Hall and again at the Stadium Theatre Performing Arts Center in Woonsocket, Rhode Island.

In addition to the chorus, we also have an outreach group, called Melody & Harmony, which performs at outside venues within our community. The group is made up of chorus members who volunteer to participate as events arise.

Rehearsals for our 2017 spring season begin Jan. 4 and will be held each Wednesday from 7–9:30 pm, at the Memorial Hall Cultural Center, 30 School Street, Milford. We are accepting new members on Jan. 4, 11 and 18. Sit in on a rehearsal to see if the GMCC is right for you. Performances are scheduled for May 6 and 7 at Milford High School.

While we do not require an audition, a rudimentary understanding of music and a willingness to work to benefit our sound is required. Chorus members

come from thirteen towns in the Greater Milford area and Rhode Island.

A membership fee of $25 for the season will be charged. There is a $20 refundable fee for your music, which will be refunded when music is returned at the end of the season. (Cash payments only please.)

BHS Girls Quintet: Low on Numbers, High on Intensity

Trailing Holliston, 2210, in the second quarter of their season opener, the Blackhawks bounced back by ending the third quarter down five (3631), but bowed at the wire to the Panthers, 50-36. Jesse Magerman led Bellingham with 10 points, Liz Sender finished with 9 and Maddie Mantegani and Kaitlyn Rapose each had 7. Holliston was led by junior guard Grace Dzindolet’s 19 points. She also had 11 rebounds and 7 steals.

“Holliston pressed well and defended intensely,” said Bellingham coach Stacy Bilodeau (pictured above). “I was proud of the way our kids hung in and kept the game close in the second half. Jesse played a full game and wore many hats. She gives 100 percent all the time. Maddie shot well, Liz got rebounds and Kaitlyn got open but had a tough night shooting.”

The Blackhawks started the game on a positive note, getting baskets from Rapose and Magerman for a 4-0 lead. But Holliston led after the first quarter, 13-10, thanks to a Dzindolet three-pointer and Melanie Colman’s basket. The Panthers led at intermission, 26-17, regrouped after Bellingham’s thirdperiod rally and finished with a 14-point triumph in coach Dan Keefe’s first game as head coach.

“Bellingham has some tough kids who don’t back down,” Keefe said. “They’re a young team that doesn’t give up. I called a timeout in the third quarter when they closed the gap to focus on team defense and a half-court offense. I told our players not to be fooled by their lack of numbers. They’re a well-coached team.”

Keefe lauded Dzindolet’s play, calling his tricaptain “a talent who plays with passion and one who’s working to refine her game.”

Bilodeau, who has only 14 players in her program, said that the squad will continue to focus on hard work and improving on technique and fundamentals. In its second game of the season, Bellingham fell to Millis, 49-29.

After losing on the road to Holliston, 70-47, Bellingham High’s boys basketball squad scored 47 points again in its second game of the season against Millis, losing by a point, 48-47, at Bellingham.

“The game was physical,” said first-year coach Joe Robidoux. “We gave up too many goals in the first period and that was the difference. I give our kids credit for rallying back, but it’s difficult to recover from that kind of deficit. Boys Track Team Splits Pair of Meets

The Bellingham High boys track team opened its season, splitting a pair of meets. The boys defeated Millis, 76-9, then lost to defending Tri Valley League champion Hopkinton, 54-32. The girls squad faced Millis and Hopkinton and lost to both by identical 76-7 scores.

The boys were led by a sweep in the 300—Zach Levy posted a time of 42.8 and was followed by Nick Michaud (42.9) and Cam Picard (43.0). Josh Jones won the shot put with a throw of 39 feet, 10 inches; and Brandon Gilchrest won the two-mile in a time of 11:36. Alex Carr managed a second-place finish in the mile (4:58) and also placed third in the 45-dash in a time of 5.5 seconds.

On the girls side, Katie Reed ran the 1,000 in a time of 4:04.6 and placed second against Millis and third against Hopkinton. The girls team has only nine competitors.

Bellingham won five games, the first time that’s occurred since 2007, when BHS went 9-2. The Blackhawks also posted a pair of victories against Tri Valley League foes—Dover-Sherborn and Medway—and the squad qualified for the playoffs for the first time since the tourney format was implemented. Also, the three touchdowns scored

by Zach Levy against Norton gave the Blackhawk senior 23 for the season, one more than he compiled in 2015. Levy gained 146 yards on 26 carries against Norton and finished the 2016 season with 2,015 yards on 274 carries.

“Zach is the ultimate warrior,” said second-year coach Dan Haddad. “He injured his throat early in the game, but he kept going and ran hard for three TDs. We competed against Norton but we

kept making the same mistake; and, when we needed stops, our defense didn’t do the job. We won five games and that’s an improvement, but I won’t be satisfied until we surpass .500. I want to get to the point where a 7-4 season is an average year for us.”

The top offensive and defensive player awards were presented after the game. Norton running back Ben Combs, who scored three touchdowns and gained 214 yards on 24 carries, won the offensive award and Mike Sheehan took home the honors on defense. For Bellingham, Levy captured the offensive player award and lineman Parker Silva was selected as the top Blackhawk on defense.

Annual Holiday Party Moved to Wrentham Developmental Center

Despite some initial uncertainty because of a venue change, the 47th annual Holiday Party for 60 residents of Wrentham Developmental Center (WDC) was a huge success. Party coordinator Suzanne Ranieri had been asked back in October if it would be possible to move the party from Bellingham’s middle school to the WDC, since many of the residents are now confined to wheel chairs and transporting them has become more difficult every year.
