The proposed laws pertain to both the State Primary (September 1) and the General Election (November 3). Highlights of the bills follow: An application for Early Voting will be sent out to each registered voter for both fall elections (State Primary and General Election). If you are already on our “permanent” list of absentee voters, or have requested absentee ballots for “all elections this year,” you will not need to submit an additional application. Once that application has been accepted, you will automatically receive a ballot at the appropriate time for the respective election.

There will be a one-week period of in-person Early Voting at the Municipal Center prior to the State Primary (Saturday, August 22, through Friday, August 28).

There will be a two-week period of in-person Early Voting at the Municipal Center prior to the General Election (Saturday, October 17 through Friday, October 30).

There will be a full day of in-person voting at the Bellingham High School Gymnasium on Tuesday, September 1 (State Primary) and Tuesday, November 3 (General Election).

When the final law is enacted, it is expected that it will reflect the above protocols. Of course, I will be disseminating additional information regarding the elections on the town website, www.

BellinghamMA.org, in the Bellingham Bulletin, via cable TV, and by autocalling as necessary.

On Friday, June 12, the Bellingham Lions Club took to the road to make stops at Depot Court & Wrentham Manor to provide seniors with a frosty treat, generously donated by Bellingham Dairy Queen. Club members Robin Ewing, Elena Rosemere & Carol Wheeler handed out ice cream sandwiches and Dilly Bars to the excited residents. The event was coordinated with Bellingham Housing Authority Executive Director Monique Bergeron.

BHS Class of 2020 Celebrates with Car Parade

Because of COVID regulations, Bellingham High School wasn’t able to celebrate their scheduled graduation on June 5th in the traditional way. Instead, Principal Meghan Lafayette polled the senior class and families and came up with a popular alternative—a car parade through town.

Led by Lafayette, it left the high school at 1 PM and visited the students’ former schools: Stall Brook and DiPietro elementary schools and Bellingham Memorial School. Parents and well-wishers lined the parade route to cheer on the senior class. Because of social distancing rules, cars were decorated before arrival at the high school, and students had to stay in their vehicles. Bellingham Historical Commission Discusses Upcoming Plans AD Bellingham BULLETIN

The Bellingham Historical Commission had their second virtual Zoom meeting on Monday, June 8, 2020. Discussed at the meeting was the desire to develop a mission statement, collection policy and other housekeeping items in order to update the policies of the Commission over the next few months.

The Commission will be sending a postcard mailing to all current recipients of the Crimpville Comments to get updated contact information.

Rick Marcoux, the current Chair of the Commission, spoke of Bellingham Fire Engine 00, from 1930, that was used by Fire Chief George Grant, who died in the line of duty of pneumonia after riding to a North Bellingham chimney fire in this vehicle. The vehicle was donated to Fire Station 1 by Wayzl Kornicki, and at some point, the Commission took custody of the vehicle. It has been stored in an unheated garage in North Bellingham and is falling into disrepair. The Commission has since secured a heated garage, and the vehicle will be moved to preserve its current condition while the Commis-

sion explores options for grants or other funding to American revolution.

Norfolk Aggie: Graduation in the Time of Pandemic

Norfolk County is oddly shaped and diverse area of towns which ranges from Bellingham on the west to Quincy, Hull and Cohasset on the east (but not Hingham, even though it is sandwiched in between Weymouth and Cohasset), and from Wellesley in the north to Plainville in the south; then for

4th of July Is No Holiday for Firefighters

Saugus Fire Chief Michael Newbury, president of the Fire Chiefs' Association of Massachusetts, said, “The Fourth of July holiday is a busy time for firefighters. We are busy responding to all types of fires and medical emergencies. In fact, the week of July 4 is one of the busiest times of the year for fires. So please leave the fireworks to the professionals.”

This year, because of the pandemic, many professional fireworks displays have been postponed until Labor Day weekend or, as in the town of Bellingham, cancelled entirely.

State Fire Marshal Peter J. Ostroskey said, “Remember, fireworks are illegal to transport into Massachusetts, even if they were purchased legally elsewhere. This 4th of July, celebrate safely and find alternatives to fireworks. Avoid crowds but enjoy being in the company of family anfriends." He added, "Illegal fireworks are risky, especially around children.

In the past decade (20102019), there have been 858 major fires and explosions involving illegal fireworks in Massachusetts. In the past decade (2010-2019), 37 people have been treated at Massachusetts emergency rooms for severe burn injuries from fireworks—burns covering 5% or more of the body. Thirty-three percent were children age 14 or younger. An additional 22% were youth aged 15-24. The youngest victim was a seven-month old boy. These victims are scarred for life. On the agenda was a public hearing to discuss a proposed grant application for FY 2019 CDBG-CV funding under the Community Development Block Grand (CDBG) Program from the MA Department of Housing and Community Development (DHCD), resulting from appropriation through the CARES Act of 2020. It was presented by Paula Stuart of the Community Development and Housing Rehabilitation Program.

“As part of the funding that was made available

by Congress to address the COVID-19 pandemic, the state of Massachusetts received and is making available $19.65 million,” Stuart said.

Of that amount, $9.65 million will be made available through a competitive grant application to municipalities to conduct two types of activities.

These include assisting micro-enterprise businesses (defined as businesses with 5 or fewer

Gap Coverage and Accident Forgiveness

When you begin your auto insurance policy or purchase a new car, gap coverage and accident forgiveness are two types of coverage that might appeal to you for different reasons.

Gap coverage is also referred to as loan-lease coverage. This coverage offers you extra money for your totaled vehicle in the event that you need extra money to pay off excessive loans you had on the car or for extra financial obligations regarding your leased car.

Sometimes the extra money is capped at 25% of the actual cash value of your totaled vehicle. Car salesmen and dealerships may offer to sell you gap coverage, but your insurance carrier can probably offer this coverage to you for a much lower price if you qualify.

Gap, or loan-lease, coverage is crucial in cases where the car owner is “under water” financially when comparing the value of the vehicle to the amount of the auto loan. If you purchase a car that’s worth only $10,000 but end up financing it for $12,000, you are considered to be under water financially. In this example, if the car is totaled and only $10,000 is paid to the owner, they will still have a $2,000 shortfall when paying the auto loan. If you have gap coverage, you will likely be reimbursed for the shortfall.

Adding this coverage to your policy generally costs about $50 per vehicle and can be done only if you have an auto

loan or a leased vehicle and carry both collision and comprehensive coverage.

Your car has to be five model years old or newer, and you need to add the coverage immediately upon purchasing the vehicle.

Accident forgiveness is a totally different type of coverage. If you purchase this coverage and suffer an “at fault” accident during the current policy term, your insurance company will not apply the usual surcharge to your policy in subsequent years. This works only once, which is to say that if you have multiple at fault accidents, your insurer will forgive only the first one you had after purchasing this coverage. You need to have a good driving record in order to qualify for this coverage, and the cost for it ranges from 6% to 10% of your total policy cost with most of the auto insurers we use.

Applying some quick math to the cost-benefit of purchasing accident forgiveness would look something like this: If someone pays $2,000 per year to insure two cars, their accident forgiveness would likely cost about $150.00 per year. If they have an at-fault accident during the year, they will avoid upward of $1,800 in surcharge points in subsequent years. It’s a gamble either way you look at it, but for some people it offers peace of mind.

Reflections: Father’s Advice to New Homeowners

Father’s Day last month has had me thinking a lot about my dad and how his influence was incredibly positive on my life, including my first real estate purchase. It was immensely comforting to know that I could lean on his experience and knowledge, and it helped to validate my purchase. I learned a lot about homeownership with his gentle hand guiding me, not just through life but through the mechanical and other kinds of workings of a home too.

Dads are great at dispensing advice. That advice can be oh so valuable to widen one’s eyes or answer questions that naturally arise. Throughout my real estate career I have had the pleasure of hearing some of my clients’ fathers’ advice regarding a home purchase. When it is offered, it is from the heart, mostly through experienced eyes.

I thought it might be fun‚ as well as helpful to home buyers, to share some of that advice that I have heard dads relay to their children about real estate.

1. About Making Changes. I have heard many a dad say, “Live in the house for a year or two before you go making any changes to it.” They are not talking about cosmetic changes like paint or flooring, but major things like moving a wall or three. Their experience leads them to know that living in a home day to day might have you changing your mind several times. If you make alterations too soon, you might later wish you had done them a different way.

2. Regarding Buyer’s Remorse. Most buyers get the

jitters at some point during a transaction. Sometimes it happens before an offer is accepted. One of my clients’ fears were put to ease when their dad simply said, “Don’t worry about it. If you find out later on that you don’t really like this house, you can always sell it.” Those words of wisdom put the buyers at ease, alleviating the “forever” concern. I have found myself relating this to others more than once. Putting things in perspective seems to help simplify the large purchase.

3. About Non-Decision Makers Influencing Decisions. Here is actually my own dad’s advice to my brother, who was intent on purchasing a fixer, fixer, fixer upper: “I don’t think I would show your mother the house until after you buy it,” Dad said. Wise advice because by the looks of that mess before the renovation she would have freaked out. Of course, to tell the truth, this little piece of wisdom came with some controversy after the closing when Mom finally heard of that fireside chat!

4. Regarding Location. Location, location, location—right? Always front of mind when selecting a home. I remember one particular take on where the kids decided to settle that was pretty funny. I do forget whose dad said this, but even if I did remember, I wouldn’t dare to reveal who it was. This gentleman said to his children, “Move close enough to visit, but not close enough that the family will be just dropping by!”

5. Regarding Repairs. “If you are buying a home, you should own a hammer.” The dad who said this was spot on; it’s so true! There are always things to do around a home. Even with the purchase of a new home there is at the least general maintenance.

There will always be something to fix or stay on top of. If you can do it yourself, all the better.

6. Where to Put Things. “Keep a flashlight by the electrical box and a fire extinguisher handy.” Sound, commonsensical advice. When the breaker needs to be reset, it is nice to be able to see what you are doing. And on the rare chance that you would need a fire extinguisher, it’s super helpful to know exactly where to find it when there is no time to think!

Dads have a huge influence over home ownership because they have generally had invaluable experience. These are just a few fun tidbits of fatherly guidance that I have heard given to buyers over the years. There have been tons more. I hope when reading this, you will think of your dad with a smile, remembering the impact he has had on some of your most important decisions.
