The City of Bellflower offers an exciting volunteer job training program that provides resources for young teens in the community that will not only equip them for life after graduation, but also give them exposure to different positions within the Parks and Recreation Department. The LEAD program provides young teens with the proper guidance, level of expectation and tools to learn life skills that are crucial for leadership development. The program benefits them both in their professional and personal developments, while teaching them basic job skills and the importance of community involvement. The LEAD Program is looking for volunteers with an open mind and desire to learn first-hand what it takes to join the Parks and Recreation Department’s team.

City of Bellflower Officially Adopts Measure B, Transitioning to a Charter City
Measure B, Bellflower’s Charter City Measure, has been officially adopted by Bellflower voters with over 77% of the vote. This significant decision allows Bellflower to become a Charter City, providing the community with enhanced local control, greater flexibility, and the ability to better respond to the needs of residents and businesses.
As a Charter City, Bellflower will now have access to new tools that help preserve and protect the unique character and quality of life within the community. Charter City status enables Bellflower to undertake projects and initiatives that align closely with local priorities while reducing reliance on external mandates. This means a streamlined approach to governance that cuts through bureaucratic red tape, allowing for a more efficient, cost-effective implementation of local projects and services that directly benefit residents.
Benefits of Charter City Status for Bellflower:
• Local Control: With greater autonomy, Bellflower can make decisions that best serve its community’s values and goals.
• Enhanced Support for Local Businesses: Charter status enables the city to enhance its Business Assistance Programs, fostering an environment where local small businesses can thrive.
• Affordable Housing: Bellflower now has additional flexibility to develop quality housing options that are accessible and affordable for residents and families.
• Cost Efficiency: Reduced administrative hurdles mean that projects can be completed faster and at a lower cost, maximizing taxpayer dollars to benefit the entire community.
With the adoption of Measure B, the City of Bellflower can look forward to increased opportunities for neighborhood revitalization, expanded support for small businesses, and the development of affordable housing that strengthens the community. We are excited for this new chapter in Bellflower’s growth and look forward to a future where residents and local businesses will prosper under the benefits of Charter City status.

PARKS & RECREATION MASTER PLAN
Bellflower’s Vision for Parks and Recreation: A Master Plan for the Next Decade
On November 12, 2024, the Bellflower City Council adopted the City of Bellflower Parks and Recreation Master Plan, a guiding document designed to enhance the city’s parks, facilities, programs, and special events for the next ten years. This Plan offers a strategic framework to assist city staff, elected officials, and stakeholders in making well-informed decisions to improve the quality of life for all residents.
Developed over the course of a year, the Master Plan reflects a close collaboration between city staff and KTU&A Planning and Architecture. The process included park site visits, community workshops, stakeholder meetings, and extensive data analysis. These efforts aimed to ensure the plan is rooted in community needs and priorities, while also incorporating best practices and current industry trends.
The Plan provides direction and insight for future planning and funding opportunities without committing the city to specific projects or programs. Instead, it creates a shared framework to align goals and secure resources, enabling the city to adapt to new opportunities as they arise.
Commitment to Community Well-Being
Highlights of the Plan include:
• Comprehensive Guidance: Recommendations to enhance and maintain Bellflower’s parks, facilities, and programs, with a focus on accessibility and sustainability.
• Community Focus: A design shaped by extensive community engagement to ensure the plan reflects the unique needs and aspirations of Bellflower’s residents.
• Long-term Vision: A strategic approach to managing resources and planning for the city’s growth, while prioritizing health, recreation, and social connectivity.
While the adoption of the plan itself has no immediate fiscal impact, it sets the stage for future projects and initiatives that will undergo further policy and financial evaluations.
This Master Plan reaffirms Bellflower’s commitment to creating spaces and programs where residents can build positive memories and relationships while supporting their physical well-being. It represents a significant step toward making Bellflower’s Parks & Recreation Department a model for community health and vitality.
