TheU.S.Department of Justice on Monday sued to challenge California laws prohibiting federal law enforcement agents from wearing masks and requiring them to clearly identify themselves.
The DOJ's lawsuit filed in Los Angeles federal court names the state, Gov. Gavin Newsom and Attorney General Rob Bonta challenges "their unconstitutional attempt to regulate federal law enforcement officers through the so-called 'No Secret Police Act' and 'No Vigilantes Act.'"
In September, Newsom signed laws making California the first state in the nation to prohibit federal agents, including those conducting raids and roving patrols to enforce immigration laws, from concealing their identities and requiring officers not in uniform to visibly display
information such as the agency, officer's name and badge number during enforcement activity.
The laws go into effect Jan. 1, but federal authorities will not comply with them, according to the Justice Department's court filing.
The lawsuit contends the California laws threaten officers' safety as they face harassment, doxing and violence while conducting enforcement operations. DOJ attorneys also argue that the laws violate the Constitution's Supremacy Clause, under which states have no power to regulate the activity of federal agencies.
"Law enforcement officers risk their lives every day to keep Americans safe, and they do not deserve to be doxed or harassed simply for carrying out their duties," U.S. Attorney General Pamela Bondi said
in a statement. "California's anti-law enforcement policies discriminate against the federal government and are designed to create risk for our agents. These laws cannot stand."
The lawsuit cites Department of Homeland Security data showing an 8,000% increase in death threats against immigration agents and federal law enforcement officers.
"The threats to federal officers are serious and potentially deadly," DOJ attorneys wrote in the lawsuit's court filing, citing DHS data. "They range from taunting, online doxxing, and stalking, to 'vehicles being used as weapons towards' officers and even bounties being 'placed on their heads for their murders.'”

"His latest resistance — imposing a mask ban and identification requirement on federal agents operating in California — violates the United States Constitution, as even Governor Newsom apparently appreciated when he acknowledged in discussing the mask ban that 'it appears we don’t have the legal authority for federal agents," according to DOJ Civil Division lawyers.
During the bill signing, Newsom said, "ICE, unmask. What are you afraid of? You're going to go out and do enforcement? Provide an ID. Tell us what agency you represent."

Director Mary Martin said Tuesday, renewing the agency's appeal for residents to consider adopting or fostering dogs and cats going into the holidays.
"Progress has been made toward the 'no kill' goal," Martin told the county Board of Supervisors during its meeting Tuesday. "We're doing everything in our
power to find homes for these animals ... trying to save as many pets' lives as possible."
Martin was present for a 5-0 board vote approving the department's request for a five-year contract, valued at an aggregate $1.5 million, with Downey-based TLC Animal Removal Services for the disposal of pets who either die in the shelters, or are recovered dead by animal control officers while on patrol.
The carcasses are taken to landfills for burial.

Supervisors OK sheriff's revisions to fees charged to public

The Board of Supervisors on Tuesday signed off on the Riverside County Sheriff's Department's revisions to fees charged by the agency forbackgroundchecks, fortune-telling licenses and other services, all of which will now be contained in a single ordinance.
In a 5-0 vote, the board authorized sheriff's personnel to implement the fee adjustments and unify them for easy reference under Ordinance No. 1003. The
fees, which hadn't been updated since June 2010, were previously listed in separate county measures. "We're combining them into the one ordinance," Undersheriff Don Sharp told the board.
The modified fees will take effect in 30 days.
The cost of procuring a massage parlor business license will go from $595 to $999. Similarly, the fee to obtain a license to operate a "sex- oriented business," such as an adult bookstore,






More stormy weather andrainwere expected to move through Riverside County and the Inland Empire on Tuesday followed by another winter storm system at the end of the week.
"A weak storm system will move through the area later today into early Wednesday," said the National Weather Service. "This will bring light to moderate rainshowers and accumulating snowfall in the mountains. There will be a brief lull in the action on Wednesday, with sunnier but continued cooler weather."

Spotty showers were expected to continue Wednesday and forecasters predicted a third storm in the area by late Thursday or Friday.
"Yet another winter storm system will move closer to the region later on Thursday through at least Friday night, bringing another round of rainfall and higher elevation snow, according to the NWS. "Things look to dry out sometime early next week."
Over the weekend, at the height of the first storm that




hit the region on Saturday, multiple roads were flooded including Temescal Canyon Road in Temescal Valley, 29 Palms Highway in Palm Springs, North Indian Canyon Road at the wash, E. Vista
Chino at the wash and North Gene Autry Trail at the wash in Palm Springs. North Indian Canyon Road, E. Vista Chino and North Gene Autry Trail at the wash were all temporarily closed. As of Sunday
afternoon only E. Vista Chino had been reopened.
A mudslide was reported on Varner Road in Cathedral City, which prompted the temporary closure of the road between Date Palm and Mountain View roads. A total of 30 vehicles were left immobilized by the mudslide and 32 people were rescued, according to the Cathedral Police Department. Varner Road remained closed as of Sunday afternoon with no estimated time of reopening. Another mudslide was also reported on Worsley Road and 20th Avenue in the area of North Palm Springs where rocks and debris were on the road and the edge of the roadway was compromised but remained passable, according to the California Highway Patrol.
Firefighters rescued three people stranded on a sandbag along the Santa Ana River and two people and a dog were rescued from floodwaters in Thousand Palms on Saturday. No major injuries were reported from either rescue.
Leonardo DiCaprio will receive the Desert Palm AchievementAward for his performance in "One Battle After Another" during the Palm Springs film awards next year, officials announced Tuesday.
The awards will take place on Jan. 3, 2026 at the Convention Center at 277 N. Avenida Caballeros, with the accompanying film festival running from Jan. 2-12.

Duarte relaxes parking enforcement for winter holidays

161 ticketed Olympic Games events to occur in Long Beach
The Los Angeles Organiz-
ing Committee for the 2028 Olympic and Paralympic Games (LA28) unveiled the Olympic competition schedule by event, outlining when every medal event will take place during the upcoming Olympic Games in Los Angeles. Long Beach will stage 11 Olympic sporting events, with 161 ticketed events to occur spanning 17 of the 19 days of the Olympic Games, including 35 final matches. OC DA receives $3.4M in grants to combat DUIs
The Orange County District Attorney’s Office (OCDA) has been chosen once again by the California Office of Traffic Safety (OTS) to serve as the statewide traffic safety training agency in an ongoing effort to combat drugged and drunk driving across California. This year’s $3.4 million in OTS grants will allow the OCDA to continue its multi-day impaired driving course that will provide law enforcement officers across California with training to recognize drugged impaired drivers. OTS has awarded the OCDA two grants totaling $3.4 million to fund the office’s Alcohol and Drug Impaired Driver Vertical Prosecution Program, which dedicates eight prosecutors and one investigator to prosecuting drugged and drunk driving cases, as well as continue the California Traffic Safety Resource Prosecutor (TSRP) Training Network, which trains California law enforcement and prosecutors on how to effectively investigate and prosecute driving under the influence of drugs cases. OCDA prosecutors filed charges on more than 750 DUID and combination cases submitted by police agencies and secured more than 600 convictions in DUID and combination cases during 2024. Office of Traffic Safety awards Riverside PD $496K grant
The Riverside Police Department has been awarded three grants totaling $496,000 from the California Office of Traffic Safety (OTS). These grants will fund programs focused on traffic enforcement, motorcycle safety training,
and child passenger safety education through September 2026. The department received $450,000 to strengthen its traffic enforcement and education efforts aimed at reducing dangerous driving behaviors and preventing crashes. These funds will support DUI checkpoints, distracted driving patrols, enforcement of speed and traffic signal violations, community safety presentations, and officer training programs. In addition, $21,000 has been awarded to support the Ride to Live motorcycle safety program. This initiative offers free, hands-on rider training classes led by law enforcement officers to teach critical skills such as braking, turning, and safely entering traffic. These courses help riders avoid crashes and improve overall safety on the roads. Finally, the department received $25,000 to expand its Child Safety Seat Education Program. This funding will enable Riverside PD to provide child safety seat inspections, education classes, technician training, and distribution of free car seats to families in need.

City of Rancho Cucamonga awarded $157K for bike, pedestrian safety
The City of Rancho Cucamonga has been awarded a second grant from the California Office of Traffic Safety (OTS) to support its Bicycle and Pedestrian Safety Program. The grant program runs through September 2026.

San Bernardino residents encouraged to tackle toppled trash cans problem
Strong gusts often knock over trash cans, scattering garbage across streets, yards, and gutters. Once spilled, trash can clog storm drains, attract pests, and create an eyesore that takes time and effort to clean up. The City of San Bernardino and Burrtec ask residents to follow several suggestions to help prevent the problem: (1) Bag and tie trash and/ or recyclables. (2) Only place enough trash in a container so that your bin will fully close. (3) Bag any excessive trash and recyclables that will not fit in your barrel and include it in the next scheduled pickup. At 4:46 a.m., a caller in the 600 block of West Huntington reported a male subject pointed a gun at him. Officers arrived and made contact with the subject. An investigation revealed it was not a gun, but an object shaped like a gun. A computer search revealed he had a warrant for his arrest. He was found to be in possession of a controlled substance. He was arrested and taken into custody.
At 7:49 a.m., a traffic collision was reported in the area of Duarte and Mayflower. No injuries were reported.
At 9:09 a.m., a victim in the 200 block of West Duarte reported his vehicle stolen. This investigation is continuing.
At 10:53 a.m., a caller in the area of Camino Real and Peck reported his trailer stolen. This investigation is continuing.
At 11:17 a.m., an employee from a facility in the 100 block of East Palm reported a juvenile female subject as a runaway. This investigation is continuing.
At 8:22 p.m., an employee from a business in the 600 block of West Huntington reported a suspicious vehicle. Officers arrived, located the vehicle, and made contact with the three occupants. A computer check revealed one of the passengers had a warrant for her arrest. She was also found to be in possession of a controlled substance. She was arrested and taken into custody.
At 10:22 p.m., an officer patrolling the 100 block of East Foothill saw a subject known from prior contacts. The officer made contact with the subject. A computer check revealed he
had several warrants for his arrest. A search revealed the subject was in possession of drug paraphernalia. He was arrested and taken into custody.

At 1:26 a.m., officers patrolling a park in the 1600 block of South Myrtle saw a subject in the park after hours. The officers made contact with the subject. A computer search revealed he had a warrant for his arrest. He was arrested and taken into custody.
At 2:47 p.m., a caller in the 1300 block of South Magnolia reported a female subject loitering on their property. Officers arrived and made contact with the female subject. A computer search revealed she had multiple warrants for her arrest. She was arrested and taken into custody.
At 8:43 p.m., an employee from a business in the 500 block of West Huntington reported a theft. Officers arrived and made contact with the suspect. He was arrested and taken into custody.

At 1:31 p.m., a victim in the 600 block of West Huntington reported that her cell phone was stolen while she was shopping in a store. This investigation is continuing.
At 4:55 p.m., an officer patrolling the 300 block of West Lime made contact with a subject who displayed symptoms of intoxication. An investigation confirmed that the subject was under the influence of a controlled substance. He was arrested and taken into custody.
At 9:03 p.m., a victim shopping at a business in the 400 block of West Huntington reported his electric scooter stolen. This investigation is continuing.
Nov. 9
At 12:17 a.m., an officer patrolling the 700 block of West Huntington saw two bicyclists commit traffic violations. The officer conducted a traffic stop and made contact with the bicyclists. A computer search revealed both subjects had warrants for their arrest. They were arrested and taken into custody.
At 6:43 a.m., a family disturbance was reported at a residence in the 1300 block of Los Robles. Officers arrived and made contact with the residents. A female subject was determined to be the dominant aggressor. She was arrested and taken into custody.
At 6:38 p.m., a caller in the area of Colorado and Myrtle reported that his vehicle was vandalized. This investigation is continuing.
Nov, 9
At approximately 3:13 a.m., an officer responded to a residence in the 1100 block of Fairview Avenue regarding a battery investigation. The victim stated her boyfriend violated a restraining order and hit her multiple times. The 36-year-old male from Upland was arrested and transported to the Arcadia City Jail for booking.
Nov. 10
At approximately 2:01 a.m., an officer responded to a parking structure in the 00 block of East Duarte Road regarding a commercial burglary report. A witness reported seeing a Hispanic male, approximately 30 years old, breaking into a locked storage unit. The officer located property that had been recently reported stolen. The investigation is ongoing, and the recovered property was returned to the rightful owner.
Nov. 11
At approximately 8:11 a.m., an officer responded to 7-Eleven, located at 102 E. Huntington Drive, regarding a trespassing incident. The suspect had been asked to leave but failed to do so. The 35-year-old male transient was arrested and transported to the Arcadia City Jail for booking.
Nov. 12
At approximately 1:51 p.m., an officer responded to a vacant building in the 100 block of Las Tunas Drive regarding a burglary investigation. The officer determined three suspects forced open the building and appeared to be sleeping inside. A 37-year-old male from Alhambra was arrested and transported to the Arcadia City Jail for booking. A 27-year-old female suspect from San Dimas is outstanding at the time of this report. The investigation is ongoing.
Nov. 13
At approximately 3:26 p.m., an officer responded to Grocery Outlet, located at 140 E. Live Oak Ave., regarding a commercial burglary report. An investigation revealed a suspect smashed a glass door and fled with drinks and electronics. The suspect is described as a male wearing a black jacket, grey shirt, dark pants and white shoes.
November 14
At approximately 12:24 a.m., an officer responded to the Arcadia Police Department to take a sexual battery report. The incident occurred at Le Meridian, located at 130 W. Huntington Drive. The officer determined a massage client sexually battered a certified massage therapist. The investigation is ongoing and the suspect, a 38-year-old male from Pasadena, is outstanding.

polygraphs, and most of us had taken multiple polygraphs,” said Bob Anderson, a former FBI executive who ran the counterintelligence division and retired in 2016. “If somebody would fail those polygraphs in my time, most likely they would be removed out of the classified environment until that could get cleared.”
This year, an employee within the FBI’s Security Division filed a formal complaint alleging the waivers violated agency policy. The Security Division conducts employee polygraph exams and evaluates their results. Its mission is to protect the FBI from leaks of classified information and infiltration by foreign spies. The employee filed the complaint with the division director, Robert Turner, a 22-year veteran of the bureau who previously held roles in counterterrorism and counterespionage.
A complaint about the waivers was also shared with the Department of Justice’s Office of the Inspector General, sources said.
According to her resume, Rucker, 40, has served as an assistant to Stephen Miller, the powerful architect of the administration’s immigration crackdown, since January 2020.
Rucker would have detailed insight into dayto-day FBI operations and those meeting within the director’s office. She also assists in planning Patel’s travel, a former FBI official familiar with her job responsibilities said.
The White House said Rucker is not sharing information on the FBI’s operations with Miller and referred further questions to the bureau and the Department of Justice.
Meanwhile Yates, 37, was previously the executive director of the Election Integrity Network, a group that worked to overturn the results of the 2020 election. Yates, as the top liaison between the bureau and Congress, has wide visibility into the workforce, including some access to internal files about past investigations.
Historically, the job was staffed by a nonpartisan career FBI or Department of Justice official with deep knowledge of the bureau. Among other tasks, the official organizes closed-door briefings with lawmakers to discuss active, undisclosed threats to the country.
While an FBI spokesperson discussed the polygraph issues with ProPublica, Patel, Bongino, Yates, Rucker and Turner did not respond to direct requests for comment.
Sen. Dick Durbin, the Democratic ranking member of the Senate Judiciary Committee, raised the issue of senior FBI leadership not passing polygraphs — without identifying any individuals — when Patel testified before the committee in September.
“As I understand it from highly credible sources, key members of Director Patel’s senior executive team and others on the seventh floor had disqualifying alerts on their initial polygraph exams,” Durbin said. “How did they survive? They survived because of a personal waiver by either the director or the attorney general to remain employed by the bureau.”
When Durbin asked Patel if anyone on his senior executive team received “disqualifying alerts on their polygraphs,” Patel refused to answer. And when the senator followed up by asking if he or Attorney General Pam Bondi granted a waiver, Patel replied, “I have to get back to you.”
The FBI did not respond to the committee on questions concerning polygraphs, according to a person familiar with the matter.
Durbin, in a statement to ProPublica, said, “Reports of disqualifying alerts on polygraphs by senior FBI officials — which require personal waivers from the highest levels of leadership to remain employed — are deeply alarming.”
Heart rate check
The polygraph exam uses a device strapped to a subject’s body to measure
physiological responses like heart rate, blood pressure and perspiration as the person answers yes-orno questions. Though the device’s efficacy is debated, it is routinely used in America’s law enforcement and intelligence agencies to screen potential employees and conduct leak investigations. The FBI first began requiring the polygraph exam for all applicants in 1994, according to a 2006 report by the Department of Justice’s Office of the Inspector General.
They are used as part of a broader background check conducted on all potential FBI employees to determine if the applicant triggers any national security or suitability concerns. Suitability refers to a candidate’s criminal history, drug use or other issues that would prevent them from becoming employees of a federal law enforcement agency.
FBI security measures are designed to protect sensitive intelligence sources and information, and the screening is intended to ensure that officials given access to this information have cleared a thorough vetting process.
Staff who work in the director’s office on the seventh floor of the J. Edgar Hoover Building in Washington must also obtain an additional clearance called SCI, or sensitive compartmented information.
SCI contains some of America’s most sensitive intelligence secrets, and employees with that clearance are “read-in” to various compartments or programs. Bongino, Yates and Rucker all obtained SCI clearances after being granted the waivers, people familiar with their clearance level said.
In addition to bringing on loyalists, the administration has launched a purge of career FBI staff since January. More than 50 bureau officials have been fired or pushed out, a ProPublica analysis found. They include executives with decades of counterterrorism and intelligence
experience, as well as line agents assigned to work on politically sensitive criminal probes, including investigations into Jan. 6 rioters and Trump.
Patel has justified these firings under Article II of the Constitution, which outlines the president’s powers over government — a novel use of the statute that is being challenged in the courts. Publicly, the administration has suggested some fired agents were involved in misconduct while investigating Trump or his allies.
Former acting FBI Director Brian Driscoll sued Patel, Bondi and the bureau in September, saying he was subjected to political loyalty tests and illegally fired. The FBI declined to comment when the suit was filed and federal agencies have yet to respond in court.
The FBI has recently used the polygraph to ask senior employees if they have said anything negative about Patel or had spoken to the media, multiple former FBI employees said. The New York Times earlier reported the use of polygraphs to investigate negative comments about Patel.
Destined for something greater
A lawyer by training, Yates has been the point person in responding to inquiries from Senate Judiciary Chairman Chuck Grassley, a Republican who for months has been publishing internal FBI documents, which he contends show improper past investigations into Trump. Accord-
ing to a former senior FBI official, Yates called regional bureau field offices early this year to get lists of employees involved in cases against Trump; several of those agents were later fired by Patel.
Originally from Alabama, Yates previously worked as chief of staff for former Rep. Mo Brooks, R-Ala., and was counsel to Rep. Thomas Massie, R-Ky. A Democratic representative accused Brooks of inciting rioters on Jan. 6, which Brooks denied; the civil case was later dismissed. Brooks has described the FBI as “partisan hacks.” Massie wrote on social media this month, “Capitol Police turned CIA orchestrated the pipe bombs on January 6th, and the FBI has covered it up.”
Little is known about Nicole Rucker, who spells her name online as Nikole. Multiple sources have described Rucker as Patel’s personal assistant. She joined Patel on a recent foreign trip to London, where she sat in on a sensitive meeting with a Western intelligence ally, according to a knowledgeable source.
Rucker arrived at the FBI on Jan. 20 and began working in the director’s suite without a security clearance, according to a former FBI employee familiar with her work.
Due to her initial lack of clearance, Rucker was escorted from the FBI lobby to the secure director’s suite by Turner, who was then the deputy of the FBI’s Security Division.
Rucker eventually obtained a security clearance and was no longer escorted, the person said.
Williamson, the FBI spokesperson, said “people are escorted in similar circumstances all the time.”
In May, Rucker’s husband posted a photo on LinkedIn with himself and Rucker alongside Patel, standing in front of the FBI logo.
On her resume, she also lists a job working as the executive assistant to the chief of public affairs at the National Museum of African American History and Culture from 2018 to 2019. After that, she was a congressional relations liaison at Ultra Electronics, a British defense contractor.
Rucker founded Cobblestone Concierge, which offers personal assistant services such as “home management, organization, errand service and so much more!” according to her LinkedIn profile. The company’s website says its services include “household management (including meeting the cable guy).”
ProPublica interviewed her ex-husband, Joseph Churchville, who said Rucker worked at a title insurance company while they were married but had always thought she was destined for something greater. “She’s tenacious. When she acquires something that she wants, she has the ability to make things happen,” Churchville said.

Home sales rose across Southern California and the state as a whole last month, with statewide sales figures reaching the highest level since February, the California Association of Realtors announced Tuesday.
In Los Angeles County, closed escrow sales of existing, single-family detached homes rose 14.2% in October over September's numbers, and were up 5.5% year-over-year.
The Los Angeles metro area saw a 10.1% jump in sales over last month, and a 5.6% increase over last year.
Orange County's sales numbers were up 4.6% month-over-month, and 3.2% year-over-year.
Statewide, October sales were up 1.9% from the previous month, and 4.1% year-over-year.
"Housing demand in California has been steadily improving, with home sales rising for the third month in
a row. Even though mortgage rates have inched up since late October, the market remains active, and buyers still have solid opportunities," said CAR President Tamara Suminski, a Southern California broker and Realtor. "Home prices are growing at a manageable pace, and we're seeing a healthier balance between buyers and sellers. As we head into 2026, these trends point to a promising moment for anyone considering a move in the California real estate market."
The sales numbers reported by CAR are on a seasonally adjusted annualized rate, adjusted to account for seasonal factors that typically influence home sales.
Some Southland home buyers took advantage of falling prices last month. The median selling price of an existing, single-family home in Los Angeles County was $960,620 in October, down 2.3% from September but up

0.5% from last year.
The average price for the LA metro area was $845,180 in October, up 1.8% from last month, and 1.1% from last year.
Orange County's average price was $1.391 million in October, down 0.7% from last month but up 3% from last year.
Statewide, the average price was $886,960, 0.4% higher than in September, but 0.2% lower than at this time last year.
The highest median home price in California in October was San Mateo County's $2,189,500. The lowest was Trinity County's $250,000.

TomSteyer announced Wednesday that he is joining the race to replace California Gov. Gavin Newsom, whose tenure in Sacramento is ending due to term limits.
In a YouTube video announcing his candidacy, Steyer, who founded the investment firm Farallon Capital in 1986 after spending time working at Morgan Stanley and Goldman Sachs in the late 1970s and early 1980s, said Californians deserve a life they can afford.
Steyer, 68, began an effort to impeach President Donald Trump in October 2017 with a multimilliondollar television and digital advertising campaign. He has also argued the need for a "real" billionaire to take on
Trump.
"We need to get back to basics and that means making corporations pay their fair share again," Steyer says in the video announcing his candidacy. "Californians deserve a top-ten education state; they deserve to be able to afford to live in a decent house."
He entered the 2020 presidential race on the Democrat ticket, but dropped out following the South Carolina primary after failing to gain electoral momentum.
In 2012, he chose to leave Farallon Capital to focus on activism and fundraising efforts related to climate change and alternative energy sources.
After supporting and fundraising for former Pres-
ident Barack Obama in 2008 and 2012, Steyer founded NextGen America in 2013, a political action committee focused on climate change and environmentalism.
NextGen America has also fundraised and contributed to Democratic campaigns and politicians around the nation, awarded grants to national organizations offering immigration law services and registered young people to vote around the nation.
Steyer, who is reported by Forbes to be worth about $2 billion, said he would launch "the largest drive to build homes that you can afford in the history of California."

Roughly 6.78 million SouthernCalifornia residents are expected to travel for the upcoming Thanksgivingholiday,a record- setting figure for the holiday that is about 7% higher than the pre-pandemic level in 2019.
The projected number of travelers is a 2.8% increase from last year, according to figures released by the Auto Club of Southern California.
The vast majority of travelers -- 5.88 million -- are expected to travel by car, while 704,000 will fly and 196,000 will take other forms of travel such as train, bus or cruise ship.
Nationally, 81.8 million
people are expected to travel 50 miles or more for the holiday, also a record number that tops last year's figure by 1.6 million, according to the Auto Club.
The Auto Club defines the Thanksgiving travel period as Tuesday, Nov. 25, through Monday, Dec. 1.
"Thanksgiving travel has always been popular, but has grown into an even greater priority in recent years after the pandemic limited those opportunities to connect with family and friends,"
Auto Club spokesman Doug Shupe said in a statement.

Singer D4vd has been officiallynameda suspect in the death of a 15-year-old girl whose decomposing body was found in the trunk of a car registered to him that was taken to a Hollywood tow yard, it was reported Tuesday.
NBC4, citing an unnamed source with knowledge of the investigation, reported that the singer has not been cooperative with investigators looking into the death of Celeste Rivas Hernandez, whose body was found in the front trunk of the singer's Tesla. According to the station, police believe the girl likely died in the spring and the singer — whose real name is David Anthony Burke — had help dismembering and disposing of the body.
The Los Angeles Police Department told City News Service the agency could not confirm the report.
The county medical examiner has not yet released a cause of the teen's death.

The first look at the schedule for the 2028 ParalympicGames was released Wednesday by the LA28 organizing committee, 1,000 days before the Aug. 15, 2028 opening ceremony at SoFi Stadium.
The closing ceremony will be held Aug. 27 at the Los Angeles Memorial Coliseum. In between, there will be 294 sessions and 560 medal events in 23 sports.
The schedule was developed in "close collaboration" with each sport's international federation and Olympic Broadcasting Services with "the support" of the International Paralympic Committee, according to LA 28.
The first medal events will be held on Aug. 16 in track and field, wheelchair fencing, shooting, equestrian and cycling.
Like in the Olympics, competition will begin before the opening ceremony, with rugby games on Aug. 13 and boccia games on Aug. 14.
Boccia is one of two sports on the Paralympic program that does not have an equivalent on the Olympic program. It is similar to curling with players throwing or rolling leather balls as close as they can to a small ball called a jack.
Climbing will make its Paralympic debut Aug. 24.
The last day of the games will have finals in blind soccer, track and field, badminton, climbing, powerlifting, sitting volleyball and wheelchair basketball. A more detailed schedule will be released in 2026.

ENVIRONMENTAL EFFECTS: A Draft Environmental Impact Report (Draft EIR) was prepared and circulated for a 45-day public review period from Thursday, July 3, 2025 through Monday, August 18, 2025, pursuant to CEQA Guidelines §15087. During that period, public agencies and members of the community submitted comments regarding the project’s environmental effects.
The Final EIR is now available and includes: the City’s written responses to all public comments received on the Draft EIR; clarifications and minor revisions to the Draft EIR text, including updated technical documentation; and an updated Section 4.15 (Utilities and Service Systems) incorporating the findings of the Water and Sewer Capacity Study, as reviewed and approved by the City Engineer.

The Zoning Code and Zoning Map Amendment (ZA2025-0001) would update the City’s Zoning Ordinance and Zoning Map to reference the new Specific Plan and change the site’s zoning classification from O/RD/LM to “Specific Plan” (“701 South Myrtle Avenue Specific Plan”). This ensures the City’s Zoning Code, Map, and General Plan are all consistent and aligned to facilitate the project. The 701 South Myrtle Avenue Specific Plan serves as the zoning document that implements PD-29. It provides detailed land use regulations, design guidelines, height and density standards, parking, landscaping, and other development parameters to ensure that the project is designed in a manner consistent with the General Plan’s vision for this site. Additionally, the project includes an application for a Conditional Use Permit (CUP2025-0010) to allow the construction of a building larger than 10,000 square feet. The project also includes an application for a Vesting Tentative Parcel Map (TPM2025-0002 / Tentative Parcel Map No. 085041) to consolidate two parcels into a single legal lot.
Development Project Proposed: BGP Myrtle, LLC is proposing to implement the 701 South Myrtle Avenue Specific Plan with the construction of a five-story mixed-use building containing 204 residential units, including 20 affordable units (17 low-income and 3 moderate-income). The project also includes approximately 2,370 square feet of ground-floor commercial space, a fitness center, and 1.5 levels of subterranean parking providing 329 total spaces. The building’s design features step-backs along South Myrtle and West Olive Avenues to reduce height and maintain compatibility with nearby structures and the Old Town district to the north. Materials such as brick, stucco, and metal accents reflect Monrovia’s architectural character. The project includes a public plaza at the corner of South Myrtle and West Olive Avenues, two landscaped resident courtyards, a rooftop terrace, and a dog park along the eastern edge of the site. All existing structures on the property would be removed, and the two existing parcels (APNs 8516-033030 and 8516-033-031) would be consolidated into a single legal lot through a Vesting Tentative Parcel Map No. 085041.

The proposed Zone Text Amendment would amend Chapter 153 of the San Gabriel Municipal Code relating to Use By-Right Definition and Affordable Residential Development in C-1 (Retail Commercial) and C-3 (Commercial + Limited Light Manufacturing) Zones. The proposed Zone Text Amendment is intended to implement the goals and programs identified in the 2021-2029 Housing Element. On March 17, 2025 and August 20, 2025, the City received comments from the California Department of Housing and Community Development identifying two implementation programs that requires updates. The first item is to add a definition for “use by-right” in the San Gabriel Municipal Code Chapter 153.003 Definitions consistent with Government Code Section 65583.2(i). In order to comply with State law, every three years, the City Council is asked to consider the adoption of updated fire, building and safety codes based on the California Building Standards Commission, which provides a nationally recognized framework for fire and building safety practices. The City of San Gabriel’s building and safety and fire codes were last adopted in November 2022. The value of these uniform codes is that they provide much greater consistency to plan checking and inspection processes, ensuring that citizens receive a consistent value of property and life safety. The storm series that impacted the Inland Empire through the weekend led to multiple road closures from flooding and debris flows around Riverside County, the county Transportation Department said Monday.


The closure covering the greatest distance as of Monday morning was in Mecca, where Box Canyon Road was shut down from Interstate 10 to the north to All American Canal Road to the south, roughly 10 miles.
Transportation officials said overflows during downpours on Saturday afternoon prompted the public safety closure.
Similarly, rainfall left standing water and other
hazards on Reche Canyon Road, between Reche Vista Road at the north end and the Moreno Valley city limits to the south, covering about six miles, according to the county.
In Winchester, a nearly half-mile stretch of Leon Road was closed between Olive Avenue and Coolingreen Court due to debris and water flows on Sunday morning, officials said.
In East Hemet, unspecified storm-related impacts led to the closure of Meridian Street, between Acacia and Briarwood avenues, one city block, on Sunday afternoon.
All of the closures remained in effect as of 11:30 a.m. Monday. There was no word on when they may be
lifted.
The storm activity tapered off Sunday night across most of the inland region, though scattered showers were lingering Monday.
According to the National Weather Service, the low pressure system that dominated weather patterns over the weekend has pushed eastward. However, another system is coming in on the tail end of the previous one and will generate additional rain -- and snow at higher elevations — from Monday night into early Wednesday morning, forecasters said.
The region will get a break until another system spins in from the Central California coast on Thursday afternoon.

An ex-Riverside County sheriff'sdeputy abused his authority and committed felonies while off-duty, fixating on a former girlfriend to the point he abducted her, a prosecutor said Tuesday, while the defense argued the man engaged in behavior that may have been questionable, but not criminal.
"All deputies should embody the sheriff's motto 'Service Above Self,' but the defendant was about selfservice over everything else," Deputy District Attorney Jess Walsh told jurors during his opening statement Tuesday in the trial of Alexander Ravy Vanny at the Larson Justice Center in Indio.
Vanny, 34, of Hemet, was arrested last year. He's charged with kidnapping, stalking, possession of child porn, unauthorized use of protected electronic data, maliciously destroying a wireless device, witness intimidation, illicit eavesdropping, using a concealed camera to invade a person's privacy, illegal use of a tracking device, interference with a traffic control device and possession of a firearm in violation of a protective order, with a sentenceenhancing allegation of perpetrating a felony while on bail.
He's being held without bail at the Smith Correctional Facility.
Walsh recounted the alleged offenses involving the two principal victims, a former sheriff's Explorer scout identified only as "Leslie," and the defendant's one-time live-in girlfriend, a mother of two identified as "Madeline."
In the latter case, Vanny became obsessive, the prosecutor alleged, unable to cope with their breakup in the summer of 2024.
After she went out on a date, the then-lawman secretly followed her and the man, whose identity wasn't disclosed, waiting until they were inside her Menifee residence, then allegedly setting up an audio device outside her bedroom window to record the sounds of her and the other party engaging in intercourse. After waiting a few moments, Vanny allegedly forced his way into the apartment and challenged the man to a fight, according to the prosecution.
Court papers alleged that when Madeline attempted to use her mobile phone to call 911, the defendant physically took it from her and damaged it.
Walsh said Vanny carried around an unlicensed infrared device in his Ford Explorer that enabled him to trigger changes to traffic lights, while tailing his ex-girlfriend or her beaus.
The prosecutor also

alleged Vanny installed hidden cameras throughout Madeline's apartment, operated wirelessly, enabling him to record the victim's roommate, identified only as "Michelle," going in and out of the shower nude.
There were instances of Vanny allegedly using the FLOCK law enforcement camera system deployed by the sheriff's department and other agencies to procure license plate information from vehicles belonging to men visiting the victim, particularly one of her
closest friends, identified only as "Ace," according to the prosecution.
Among the most serious allegations was Vanny's following Madeline to Chappies Bar in Hemet and demanding that she "leave and come home with him," the prosecution said. When the woman rejected him, Vanny "forcibly threw her into his truck," according to court documents.
"The defendant then drove her, without her consent, to his home ... some 17 miles and 30 minutes," the prosecution stated.
She was ultimately able to get away from him unharmed, filing a restraining order against him. In defiance of that order, Vanny continued to carry around his own personal firearm wherever he went, Walsh alleged.
He further alleged the deputy stuck "tracking devices" onto her car so he could monitor her travels at all times.
The defendant became sexually involved with 18-year-old Leslie, who apparently looked upon him as a mentor, exchanging text messages with him on a regular basis, according to the prosecution.
Vanny procured video images of two teenagers engaging in sexual activity during a visit to an Orange County theme park and kept the matter, which was part of an investigation, on his personal mobile phone, Walsh alleged, intending to show it to Leslie.
However, when she was called to testify Tuesday, the young woman denied seeing anything.
Vanny's attorney, Quinton Swanson, told jurors that most of his client's troubles stemmed from a difficult relationship with Madeline.
"People live together without being married," he said. "Sometimes they cheat on each other. Life is
complicated."
Swanson emphasized that Leslie was not underage, and said though the relationship between her and Vanny might have been inappropriate, it wasn't illegal. The attorney acknowledged the defendant "cut corners" in doing his job, noting the video of the two youths having sex represented such an instance.
Swanson said the entire episode surrounding Madeline being taken from the bar was misconstrued.
The defendant was accustomed to being her "designated driver" when she went out for drinks, and on the November night in question, he was acting in that vein, not kidnapping her, according to the defense.
Vanny was first arrested on June 22, 2024, and booked into the Banning jail but posted a $1 million bond and was released. He was initially placed on paid administrative leave, but within a few months he was fired from the department, according to sheriff's officials.
While on bail, Vanny was separately charged in connection with a slate of new alleged offenses. He had been a sworn peace officer since he was hired by the sheriff's department in 2016.

Duetotherecent and ongoing storm activity, U.S. Forest Service firefighters will initiate a series of controlled burns in the San Bernardino National Forest around Big Bear and Pine Cove to clear excess vegetation, advising residents and travelers Tuesday not to be alarmed by the smoke and flames.
"We estimate this work
to continue through the New Year as weather conditions allow," according to a USFS statement. "We use prescribed fires to help reduce overgrown vegetation and protect local communities, infrastructure and natural resources from wildfires."
The first operation is tentatively scheduled ahead of Thanksgiving, with
ongoing burns, weatherpermitting, into January throughout San Bernardino and Riverside counties, rangers said.
In addition to prescribed burns of undisclosed acreage, there will be slash pile burning throughout the 677,000-acre federal preserve, about onethird of which stretches into Riverside County.
"Areas may close to the
public for several days for public safety," according to the Forest Service. "Watch for warning signs along roads near all prescribed fire areas before and during burns."
Residents and visitors were advised not to be frightened by the activity. The goal is to clear dead and excess vegetation that could provide fuel for wildfires.
"There are multiple
methods to reduce combustible materials in forests, such as mechanical thinning, prescribed fire and pile burning," the Forest Service stated. "Ecosystems that rely on periodic fires can become unhealthy. This (prescribed burning) process not only removes woody materials from the forest floor but also targets non-native plants, such as cheat grass, which can proliferate rapidly without natural controls and significantly increase fire intensity."
If conditions change, including any hint of Santa Ana winds and an ensuing dry spell, burns will be suspended immediately, rangers said. Additional information is available at fs.usda.gov/ sbnf.

Notice of Public Hearing on a Zoning Code Amendment to Implement Objective Design Standards for High Density Residential Development
Subject: The Planning and Community Development Department is bringing forward a Zoning Code Amendment to amend Title 17 (the Zoning Code) of the Pasadena Municipal Code to adopt objective design standards, related to building features such as bulk and mass, articulation, fenestration and materials, applicable to residential and mixed-use projects, with a density greater than 48 dwelling units per acre.
Environmental Determination: The City Council will consider whether the proposed Zoning Code Amendment is exempt from the California Environmental Quality Act (CEQA), pursuant to State CEQA Guidelines Section 15061(b)(3) (Common Sense Exemption), that CEQA only applies to projects which have the potential for causing a significant effect on the environment. The proposed Amendment would implement new objective design standards related to bulk and mass, articulation, fenestration and materials, applicable to residential and mixed-use projects with a density greater than 48 dwelling units per acre. The Amendment would not increase development levels or intensity or add new uses that would generate impacts. Since it can be seen with certainty that there is no possibility that the proposed objective design standards will have a significant effect on the environment and there are no features that distinguish this project from others in the exempt class, the Zoning Code Amendments are not subject to CEQA.
Planning Commission Recommendation: On October 8, 2025, the Planning Commission considered the proposed Zoning Code Amendment at a publicly noticed hearing and recommended that the City Council approve the Zoning Code Amendment as presented by staff, with the following amendments: 1) Refine the terms “Simple Form” and “Articulated Form” to describe proposed standards; 2) include a range of permitted colors; 3) Require balconies on streetfacing facades to project no more than two feet from a façade, have opaque railings, and high quality materials; and 4) allow for an alternate design review process for sites above two acres in size.

Because that project required less funding than anticipated, the City proposes to reallocate $2,100,000 of HOME-ARP funds to support the rehabilitation and expansion of a transi-tional housing facility in Glendale. The project will create 19 permanent supportive units for women and families affected by domestic violence.
Additionally, HUD identified an administrative error in the City’s original HOME-ARP award. As a result, Glendale’s total allocation has been increased from $5,109,346 to $5,116,976. Consistent with HUD rules, up to 15% of this correction is allocated to Administration & Planning, with the balance added to the domestic violence housing activity. This amend¬ment reflects both the new project activity and the corrected total award.
This amendment qualifies as a substantial amendment under HUD regulations because it adds a new activity and updates the total award amount. The senior preference established for the Piedmont project does not apply to this new activity.

Constructiononan electricalsubstation that's expected to power about 8,000 residential and commercial Imperial Irrigation District customers in Thousand Palms will begin in early 2027, officials announced Tuesday.
The Cook Street substation will be located west of Cook Street, north of Interstate 10, and is expected to be in-service by summer of 2028. The district's Board of Directors approved $39.6 million for the project.
"We have been working to facilitate creative solutions by working through the tough questions together and this new substation is a testament to our successful collaborative efforts," IID General Manager Jamie Asbury said in a statement.
The project will be funded through an agreement involving Riverside County, the cities of Rancho Mirage and Palm Desert, the Berger Foundation and two private developers.
"The work done to move this key project forward is
the result of IID's commitment to serve our growing Coachella Valley service area, and is a result of smart planning, cooperation, and mutual respect between regions," said IID Director Karin Eugenio.
The agency said the project will not increase costs for the district's other ratepayers.
The Cook Street substation is one of more than 270 energy projects planned across IID's service area over the next 15 years, according to the utility.

LA Fire Justice held a press conference on Mondayconcerning Eaton Fire victim Stacey Elizabeth Darden who died Jan. 8 in her Altadena home.
Attorneys for Darden’s family filed a wrongful death lawsuit Monday against Southern California Edison.
The suit filed in Los Angeles Superior Court alleges the utility’s transmission lines ignited the devastating wildfire in January that caused the deaths of 19 people,
scorched over 14,000 acres and impacted over 10,000 structures. The lawsuit names Genasys Inc., Southern California Edison Co. and Edison International as defendants.

Funeral services were pending Monday for Cathedral City Councilman Mark Carnevale, who served for the city for more than a decade.
Carnevale died Sunday, according to the city. The cause of death was not immediately known. He is survived by his wife Rhonda, his children Karrie and Nick, five grandchildren and numerous extended family members.
"We are deeply saddened by the loss of our colleague and friend, Mark Carnevale," Mayor Nancy Ross said in a statement. "He contributed so much to our community and was a tireless advocate for Cathedral City. He will be greatly missed."
He was first elected to the city council in November 2014
and served as mayor twice — from 2019-2020 following the death of Mayor Gregory Pettis and again from 2023-2024.
He was serving his third term representing District 3.
Officials said Carnevale ran on principals, including listening to his constituents, improving police and fire services and increasing economic development opportunities throughout the city.
He was credited for the revitalization of the Downtown Arts and Entertainment District, championing the development of the city's amphitheater and Agua Caliente Casino in the city, and supporting the transformation of downtown area.
He was on several committees, such as the Coachella

Valley Association of Governments Executive committee, CVAG Homeless, CVAG Transportation and Riverside County Transportation Commission. He was an alternate to the League of California Cities — Riverside County Division Executive Board, Greater Palm Springs Convention and Visitors Bureau and Southern California Association of Governments.
His eatery, Nicolino's Italian Restaurant, has operated since 1985 in Cathedral City, with three generations of family members preparing cuisines, including Nick, and was honored once by the Chamber of Commerce for restaurants of the year and California small business of the year.
It was through the
restaurant that Carnevale was able to give to local organizations, including the city's Boys and Girls Club, the city's Evening Rotary, High School programs and other community organizations.
"Mark was a steadfast leader who deeply cared about the people of Cathedral City," said Interim City Manager Anne Ambrose. "His commitment to his constituents and his collaborative approach to governance made him an invaluable member of our team."
All flags at city facilities will be lowered to half-staff in his honor.
City Council will have 60 days from Sunday to address the vacancy in District 3, officials said.
