State law advances Glen

Helen Park land exchange

Gov. Gavin Newsom has signed a bill into law that enables San Bernardino County to sell off more than 4 acres of Glen Helen Regional Park for a proposed mixed-use development, officials announced Tuesday.

Assembly Bill 385 addresses restrictions on the parkland purchased decades ago with state grant funds, according to the county. State law requires the county to get legislative approval to repurpose or exchange the land parcels. The new law authorizes the county to dispose of the restricted land and replace it with parkland of equal or greater size and recreational value.

Located near the junction of the 15 and 215 freeways, the 4.2-acre property is across Glen Helen Parkway from the majority of the park that features 1,340 acres of recreational areas with two lakes for fishing, a swim complex, picnic areas, a 65,000 seat amphitheater and a raceway, according to legislative documents. Those 4.2 acres, part of which contains a building currently not in public use, connect to a larger site for a proposed hotel, shopping center, fitness center, restaurants and other features.

Assemblyman James Ramos, D-San Bernardino, authored the legislation.

“My bill grants state authorization for the county

to move forward with a major project to enhance the region’s quality of life and boost the local economy,” Ramos said in a statement.

“The proposed multiuse project will bring new amenities, including expanded recreational opportunities for residents and visitors alike. This is an important local-state collaboration that I welcome.”

County Board of Supervisors Chairman Dawn Rowe emphasized officials' focus on making sure the replacement property benefits residents.

“Glen Helen Regional Park is a cherished destination, but some of its acreage

is isolated from the rest of the park by steep terrain and a major arterial road,” Rowe said in a statement. “With AB 385, San Bernardino County can provide new, accessible parkland in underserved areas while advancing a mixed-use development that brings jobs and economic vitality to the region. This is a win-win for our residents.”

Officials noted that AB 385 creates a balance between economic investment and the preservation of open space. The replacement property will expand recreational opportunities for families, ensuring that future generations can enjoy

he Board of Supervisors Tuesday approved a $400,000 loan to the cash-strapped Idyllwild Fire Protection District to cover personnel and other expenses that cannot be deferred until the state distributes the district's share of Riverside County property tax revenue.

In a 5-0 vote without comment, the board authorized allocation of the funding, as it has done at the district's request for more than a decade.

According to county Executive Office documents, the $400,000 is roughly 85% of what the district is expecting to receive when the state disburses property tax receipts in January.

"The Idyllwild Fire Protection District reports limited funds and revenues are available for the payment of expenditures ... through Dec. 31, 2025," according to a statement posted to the board's agenda. "The district's request for the advancement may contribute toward the district's ability to

he Board of Supervisors on Tuesday directed Riverside County agencies to establish individually tailored policies related to the deployment and use of unmanned aerial systems, generally known as "drones," to ensure compliance with federal regulations and safety parameters.

The Executive Office sought and got the board's 5-0 approval of the new policy, A-76, which establishes the need for agencies to craft guidelines for use of drones, night or day.

"I'm in support of this," Rancho Mirage resident Brad Anderson told the board ahead of its vote. "The public needs to know who is flying, where they're flying and why they're flying these drones."

The county Sheriff's Department has utilized the remotecontrolled aerial vehicles for years, but other agencies are integrating them into their operations, too.

More than 20 Mongols Motorcycle Club members arrested in Palm Springs

PalmSpringspolice arrestedmorethan 20 members of the Mongols Motorcycle Club over the weekend on suspicion of weapons and drug offenses, DUI and outstanding warrants during the group's national meeting, police said Tuesday.

About 1,000 members arrived Friday at Hotel Zoso for their annual national gathering to "elect a president," according to Police Chief Andrew Mills.

The Mongols, considered an international outlaw motorcycle gang, prompted a large law enforcement response from multiple agencies.

Among those arrested was Abedino Jacobo Candelario, 24, who was booked Saturday into the Benoit Detention Center on suspicion of possessing methamphetamine, police said. He was released the same day on $5,000 bail.

Police said three people — Charlotte Pine, 48, Douglas Wong, 48, and Anthony Landeros Torres, 30 — were arrested Friday on suspicion of driving under the influence.

Background information on all three was not immediately available.

Police said the following individuals were arrested Friday on weapons- related offenses:

-- Anthony Trujillo, 32, for alleged possession of metal knuckles;

-- Charles Glen Gomez, 42, for alleged concealed firearm with vehicle and carrying a loaded firearm. He was released Saturday on $10,000 bail;

-- Brandon Rice, 36, for alleged weapons/firearm;

-- Igor Zapryagayev, 36, for alleged concealed/ carrying loaded firearm;

-- Jose Armando Rodriguez, 39;

-- Joe Noriega Rodriguez, 45;

-- Kolby Driessen, 24, for alleged carry/concealed dirk or dagger and metal knuckles;

-- Salvador Sanchez, 49, for alleged carry/concealed dirk or dagger and possession of a controlled substance; and

--Phillip Zaun, 40, for allegedly carrying a loaded firearm.

Two others — Montree

Scott and Christopher Shavers, both 32 — were arrested Saturday, police said.

Scott was arrested on suspicion of various weapons and drugs charges, while Shavers was arrested on suspicion of possession of a concealed and loaded firearm, police said.

Palm Springs officials will unveil a largescale art installation from its sister city in Mexico next week during a public ceremony celebrating international cultural exchange, it was announced Tuesday.

Mexican artist Daniel "Mestiz" Valero, from San Miguel de Allende — Palm Springs' official sister city — will begin installing his artwork "Deriva Floral" Wednesday along Museum Way, adjacent to Downtown Park.

A ribbon-cutting ceremony is set for 9:30 a.m. Oct. 15, featuring remarks from Mayor Ron deHarte, city council-

members, San Miguel de Allende Director of Tourism Tania Castillo and Palm Springs Sister Cities President Gary Armstrong.

"We are excited to host this beautiful art installation from our Sister City, San Miguel de Allende. Cross-cultural exchanges like these

bridges across languages, customs, and generations, enriching both communities in the process," deHarte said.

The installation will feature 36 handcrafted flowers, each about four feet wide, with several suspended in the air. The piece reflects the vibrant colors and cultural identity of Valero's hometown, officials said.

"San Miguel de Allende has always been a beacon of creativity, artistry and cultural fusion," Castillo said.

The art installation will be open to the public through November, and was fully funded by San Miguel de Allende, according to officials.

Gasoline prices to rise following El Segundo refinery fire

Consumers can expect a spike as high as nearly $1 in gasoline pump prices following a massive fire at the Chevron refinery in El Segundo, observers said Saturday.

The refinery is among the largest gas producers on the West Coast, processing 276,000 to 300,000 barrels of crude oil daily, according to Chevron Corp. and oil market experts.

Matt McClain, an oil analyst at GasBuddy which tracks nationwide gasoline prices, said the refinery processes about onefifth of the fuel for motor vehicles and 40% of jet fuel in Southern California.

"This is going to probably have a pretty significant impact at the pump." McClain told reporters. "It's all going to depend upon a lot of motorists. If everybody kind of goes toward the pumps all at once, well then you've got a little bit of an increase in price coming sooner rather than later. But if nobody panics, you're still only talking a matter of several days before you will start to see the price increase across portions of California, and really beyond."

He estimated pergallon prices could rise between 35 and 95 cents with impacts along the U.S. West Coast and even into Vancouver, British Columbia, other parts of Canada, McClain said.

The facility is now closed for cleanup and repair work as refinery neighbors were mostly moving on after being rattled in the hours after an explosion sparked the non-injury fire around 9:30 p.m. Thursday.

Chevron spokesman Ross Allen said facility personnel continue to work in response to the blaze.

"With the fire completely extinguished, we will be making operational adjustments to support the continued safe and reliable operation of our facility to help meet Southern California’s fuel demands," Allen said in a statement.

"Future intermittent flaring is a possibility as these operational adjustments occur. Chevron takes safety and environmental protections seriously and will make all efforts to avoid flaring."

He added that "flares are highly regulated safety devices and are an important part of keeping the refinery running safely."

The South Coast Air Quality Management District reported that pollution levels increased near the Chevron facility overnight but had settled by Friday morning when firefighters extinguished the remaining flames.

Witnesses reported hearing a blast, then seeing a wall of flames that could be seen from several miles away, according to published reports.

No evacuation orders were issued, but a shelterin-place order was in effect for Manhattan Beach's Tree Section neighborhood that was lifted after 2 a.m. Friday.

A statement from Chevron said the fire started "at a processing unit located near the southeast corner of the facility," and the company has launched an internal investigation to determine the fire's cause.

Los Angeles County Supervisor Holly Mitchell, whose district includes El Segundo and who also serves on the South Coast Air Quality Management District Board of Directors, issued a statement Friday.

"Throughout this incident, I have been in contact with El Segundo Mayor Chris Pimentel, who has briefed me and has also been in communication with Chevron to ensure that the fire was contained," she said. "I have also connected with the South Coast Air Quality Management District (AQMD) on the status of air quality, and it has reported that there were some elevated levels of volatile organic compounds at both refinery fence line and community monitors.

As of 9:30 (Friday) morning, the levels at these monitors are currently at safe threshold levels. AQMD will continue to monitor the air

quality and as the situation is evolving."

The AQMD, however, advised residents to stay indoors if they saw or smelled smoke and keep doors and windows closed. Running a HEPA air purifier if available was also suggested.

At 5:22 a.m., a victim in the 1300 block of South Magnolia reported an unknown suspect shattered the front passenger window of their vehicle and rummaged through the vehicle. This investigation is continuing.

At 8 a.m., a caller in the 100 block of West Foothill reported a suspicious subject. Officers arrived and made contact with the subject. A computer search revealed he had a warrant for his arrest. He was arrested and taken into custody.

At 11:08 a.m., a victim in the 200 block of West Cherry reported their parked vehicle had been broken into, the steering column had been damaged in an attempt to steal the vehicle. This investigation is continuing.

At 12:14 p.m., an employee from a store in the 1600 block of South Mountain reported merchandise stolen. This investigation is continuing.

At 2:32 p.m., a caller at a store in the 100 block of West Foothill reported a subject passed out in front of the business. Officers arrived and made contact with the subject who was advised to leave the property. The subject was issued a trespass notice, however, he returned and stole merchandise. He was arrested and taken into custody.

At 1:33 p.m., a theft was reported in the 700 block of West Huntington. Officers arrived and were unable to locate the suspect. This investigation is continuing.

At 9:07 p.m., a resident in the 300 block of Melrose reported her adult daughter missing. She was entered into the missing persons system. This investigation is continuing.

At 1:21 a.m., while patrolling the 300 block of South Myrtle an officer saw a subject at a park after hours. The officer made contact with the subject. The subject was arrested, cited, and released at the scene.

At 2:24 a.m., an officer patrol-

ling the 1400 block of South Myrtle was flagged down by a passerby. The passerby reported a theft of multiple pallets. This investigation is continuing.

Sept. 26

At 5:40 a.m., a caller in the 400 block of West Foothill reported a broken window at a nearby business. Officers arrived and discovered a burglary had occurred. This investigation is continuing.

At 1:02 p.m., an officer patrolling the 200 block of East Central saw a female subject walking in a street against traffic. The officers made contact with her and discovered that she was in possession of drug paraphernalia. She was arrested and taken into custody. Once in custody it was determined she was in need of a mental evaluation. She was transported to a medical facility for an evaluation.

At 11:05 p.m., a large fight was reported in the 600 block of South Myrtle. Officers arrived and saw multiple subjects flee the area, leaving a victim on the ground and unconscious. The victim was transported to a hospital for treatment. A suspect was arrested and taken into custody.

At 1:24 a.m., a caller in the 100 block of West Foothill reported a commercial burglary. This investigation is continuing.

Sept. 28

At 11:34 a.m., while patrolling the area of Maple and Ivy an officer saw a vehicle in violation of a vehicle code. A traffic stop was conducted and the driver was contacted. An investigation revealed the vehicle was in possession of counterfeit license plates. The subject was arrested and taken into custody.

At 2 p.m., an employee from a business in the 400 block of West Maple reported electrical issues. Officers arrived and discovered the theft of electrical breakers. This investigation is continuing.

At 12:14 a.m., while patrolling the 400 block of East Lime, an

officer saw a vehicle commit a traffic violation. A traffic stop was conducted and the driver was contacted. While officers were talking to the driver, a second vehicle arrived, the driver exited, approached the officer and physically assaulted him. He was arrested and taken into custody. An investigation revealed both drivers were related.

At 4:24 a.m., several trespassers were reported at an apartment complex in the 1600 block of South Magnolia. Officers arrived and made contact with the subjects. The subjects were determined to be intoxicated. One of the suspects was determined to be too intoxicated to care for himself. As officers were attempting to arrest him he resisted and injured an officer. He was arrested and taken into custody.

At 8 a.m., a caller in the 700 block of South Shamrock reported that someone gained access to a construction area and stole property. This investigation is continuing.

At 1:35 p.m., an employee from a store in the 700 block of East Huntington reported a shoplifting incident. An investigation revealed a female subject stole merchandise and fled. This investigation is continuing.

At 2:59 p.m., a caller in the 900 block of South Fifth reported two suspicious male subjects asleep in a vehicle with a firearm in plain view. Officers arrived and made contact with the subjects. An investigation revealed both subjects were intoxicated and in possession of a firearm. They were arrested and taken into custody. .

Arcadia

Sept. 21

At approximately 6:56 p.m., an officer responded to The Shops at Santa Anita, located at 400 S. Baldwin Ave., regarding a robbery investigation. The officer discovered a group of juveniles stole the victim’s necklace and brandished a knife before fleeing on foot. The suspects are described as Hispanic males between the ages of 15 and 18-years-old. The investigation is ongoing.

Sept. 22

At approximately 4:26 p.m., an officer responded to the front counter of the Arcadia Police Department regarding a fraud report. The victim stated someone opened a line of credit in his name without his permission. The victim did not know how they obtained his personal information or the identity of the suspect.

Sept. 23

At approximately 11:36 a.m., an officer responded to Victoria’s Secret, located at 400 S. Baldwin Ave., regarding a grand theft incident. An investigation revealed two Hispanic males stole 113 bras resulting in a loss of more than $6,209. Both suspects are described as being approximately 5 feet 11inches tall, with thin builds, and wearing all black clothing and black bandanas covering their faces. The investigation is pending a review of available surveillance footage.

Sept. 24

At approximately 11:53 a.m., an officer responded to the 800 block of West Huntington Drive regarding a vehicle burglary report. The officer determined four suspects worked in concert to force open a locked storage area of a UPS delivery truck and stole packages. The suspects are described as Hispanic males, with one being described as 45 to 55 years old.

Sept. 25

At approximately 9:18 p.m., an officer responded to a residence in the 1100 block of Hugo Reid Drive regarding a burglary report. Sometime between 6 and 9 p.m., unidentified suspect(s) smashed a window and stole a safe.

Sept. 26

At approximately 1:30 p.m., an officer responded to the intersection of Foothill Boulevard and Baldwin Avenue regarding a vehicle blocking traffic. Upon contacting the driver, the officer determined the 38-year-old female from Los Angeles was under the influence of alcohol and was driving with a suspended license. She was arrested and transported to the Arcadia City Jail for booking.

Getty ‘How to Be a Guerrilla Girl’ exhibit opens in November

Coinciding with the Guerrilla Girls’ 40th anniversary, "How to Be a Guerrilla Girl," on view Nov. 18 through April 12, 2026, offers a rare, behind-the-scenes look into the inner workings of the feminist art collective. Drawing from the Getty Research Institute’s Guerrilla Girls archive, the exhibition highlights the strategies— anonymity, data gathering, protest actions, culture jamming, and grassroots distribution—that have defined the group’s practice since the mid-1980s. The Guerrilla Girls have created a newlycommissioned work for the exhibition that explores the Getty's own collection of European painting and sculpture. In the exhibition, the Guerrilla Girls’ bestknown posters will be seen alongside this material shedding light on the Guerrilla Girls’ practice as it developed within the social and cultural context of the late 20th-Century culture wars. In tandem with the exhibition, Getty will host the Guerrilla Girls in conversation with Roxane Gay, a feminist Valentine’s Day mail art workshop with the Feminist Center for Creative Work, Cocktails with the Curators, tours, and other programs.

Groundbreaking held for Perris Valley Channel Lateral B, Stage 4 project

Local, state, and federal leaders joined community stakeholders to celebrate

the groundbreaking of the Perris Valley Channel Lateral B, Stage 4 project — a $19.9 million flood control project that will increase flood protection to March Air Reserve Base (MARB) and adjacent properties in the City of Perris. Led by the Riverside County Flood Control & Water Conservation District, the project will construct approximately 6,000 feet of underground storm drains along the southwesterly boundary of MARB. Once complete, the project will provide 100-year flood protection to the March Air Reserve Base runway and adjacent properties in the City of Perris. The project will collect stormwater runoff from the existing Perris Valley Channel Lateral B, Stage 5 near the Target Distribution Hub and convey it south to connect with the existing flood control channel at Heacock Street.

Californiaofficials on Sunday hailed a federalcourtruling thatblockedPresident Donald Trump's order to send hundreds of the deployment of California National Guard troops to Portland, Oregon.

President Donald Trump ordered the California soldiers to replace troops from the Oregon National Guard after the same judge stopped that deployment.

U.S. District Judge Karin Immergut, a Trump appointee in 2019 during his first term, said the California deployment order attempted to "circumvent" her rejection Saturday of the administration's argument that protests against federal immigration enforcement in Portland and resulting crime are out of control and require a federal response.

"How could bringing in federalized National Guard from California not be in direct contravention of the (temporary restraining order) that I issued yesterday?" she asked an attorney from the U.S. Justice Department.

According to Immergut, Trump's deployment order violated federal law and the Constitution's Tenth Amendment, which splits power between federal and state governments.

Her ruling also prohibits ordering troops to Oregon from any other state.

Gov. Gavin Newsom, who challenged Trump's order in court, hailed the ruling.

“The rule of law has prevailed — and California’s National Guard will soon be heading home. This ruling is more than a legal victory, it’s a victory for American democracy itself," Newsom said in a statement. "Donald Trump tried to turn our soldiers into instruments of his political will. While our fight continues, tonight the rule of law said 'hell no.'"

White House spokeswoman Abigail Jackson said in a statement, “The facts haven’t changed: President Trump exercised his lawful authority to protect federal assets and personnel in Portland following violent riots and attacks on law enforcement. We expect to be vindicated by a higher court.”

In June, Trump ordered California National Guard troops to Los Angeles to protect federal facilities after violence occurred in

response to the administration's crackdown on illegal immigration. Newsom and LA Democrats including Mayor Karen Bass criticized the troop deployment as unnecessary and possibly provoking more protests, and the state has challenged the LA deployment in court.

The troops ordered to Portland were part of that Los Angeles contingent.

California Attorney General Rob Bonta said in a statement, "The President’s move to deploy the National Guard of one state over the objections of its Governor to another state over the objections of a second Governor is well outside of the norms or practices of any President in recent history. But this President is determined to take as much power as the courts will give him. This fight isn’t over, but today’s

Pentagon spokesman Sean Parnell said before Sunday's ruling approximately 200 federalized California National Guard soldiers were being reassigned from duty in the LA area to Portland. Newsom's office totaled the number of troops at around 300.

Oregon Gov. Tina Kotek said Sunday approximately 100 California troops had already arrived in Oregon, and more were en route.

Trump ordered Oregon's guard troops to Portland on Sept. 28 to help local law enforcement with what he has called a serious crime wave.

Local and state officials disputed that assessment, and on Saturday the judge agreed. Immergut said Portland has experienced relatively minor street

protests without an urgent need for troop support.

The White House did not respond to a request for comment.

"President Trump exercised his lawful authority to protect federal assets and personnel in Portland following violent riots and attacks on law enforcement — we expect to be vindicated by a higher court," White House spokeswoman Abigail Jackson said over the weekend, according to published reports.

White House Deputy Chief of Staff Stephen Miller said the court ruling was "one of the most egregious and thunderous violations of constitutional order we have ever seen" and noted the Portland Police Department's refusal to assist immigration agents.

"A district court judge has no conceivable authority, whatsoever, to restrict the

President and Commanderin-Chief from dispatching members of the US military to defend federal lives and property," Miller posted on X.

"There is no legal distinction between a state volunteering guardsmen to guard the border and volunteering guardsmen to guard a federal immigration facility," he added. "Either we have a federal government, a supremacy clause, and a nation, or we don't."

On Monday, White House Press Secretary Karoline Leavitt disputed the blocks of the Oregon and California National Guard deployments.

"The president is using his authority as commander in chief under U.S. Code 12406, which clearly states that the president has the right to call up the National Guard in cases where he deems it's appropriate," Leavitt said. "In Portland, Oregon, for more than 100 nights ... the ICE facility has been really under siege by these anarchists outside. They have been disrespecting law enforcement, they've been inciting violence. We saw, again, a guillotine rolled out in front of this federal building, and so the president wants to ensure that our federal building and our assets are protected."

LA Metro unveils playbook to guide transit for global events

LA Metro on Monday releaseda76-page industryplaybook designed to help transit agencies deliver world-class service during major sports and entertainment events.

Metro's SetGo Program — a national workshop series conducted with the American Public Transportation Association — developed the playbook, which will guide transportation planning for the 2026 World Cup, 2028 Olympic and Paralympic Games, and the 2034 Winter Games. The agency bills it as a "living document" that will evolve as agencies test and refine approaches through future events.

The document also aims to assist elected officials and host committees in understanding best practices for large-scale event transportation.

1. Formaldehyde-releasing preservatives, FRP

Many beauty products use ingredients that gradually release small amounts of formaldehyde — classified as a human carcinogen by the International Agency for Research on Cancer — over time to prevent microbial growth.

This may sound scary, but when used as preservatives in skincare products, these compounds are relatively safe even with consistent exposure. They can cause skin irritation or allergic reactions in people with sensitive skin.

The category of fragrances is particularly problematic because companies are not required to disclose the specific ingredients in each scent. Each formulation is considered a trade secret and is usually kept confidential.

Depending on which side of the internet you land, you’ll find a long list of scary ingredients that may or may not be harmful. In reality, most of these ingredients are deemed safe to use with regular application on normal skin.

The ingredients that were indeed deemed unsafe are on the list of ingredients banned by the FDA and are not allowed in any commercial skincare products.

How to find the right skincare for you

Skin is a living, breathing organ that evolves as you age. If you’re able to use all sorts of serums and scented lotions in your 20s and 30s, it’s not a guarantee that things will stay the same in your 40s and beyond.

The secret to choosing

the right products is to aim for brands that focus on using natural ingredients that your skin can understand.

Extra tip: Always do a patch test when you introduce a new product in your skincare routine, and pay close attention to how it interacts with your other products. This is especially important if you have a routine that involves three or more steps.

On August 28, 2025, the City received a request from the Developer, San Gabriel Square, LLC., to extend the term of the Planned Development and Development Agreement for the project for an additional two years from April 17, 2026, to April 17, 2028. Section 5.02 of the DA requires an amendment to the Development Agreement through the adoption of an Ordinance. If approved by the City Council, the new expiration date for the DA will be April 17, 2028.

Palm Springs Pride launches 'Skip the Line' fundraiser for bars

Afundraiser benefiting Greater Palm Springs Pridewillallow patrons to "Skip the Line" at six participating bars in the Arenas District, organizers announced Tuesday.

Participating businesses including Blackbook, Chill Bar, Dick's, Hunter's, Quadz and Streetbar collaborated to create a pass for purchase that will grants visitors priority access during Pride Week.

"The Arenas District bars didn't wait to be asked — we saw a need and stepped up," Rob Giesecke of Chill Bar said in a statement.

The promotion was created to help offset financial challenges facing many LGBTQ+ organizations, including a $350,000 shortfall this year.

"While other cities are making difficult decisions to curtail programming, some are cancelling Pride events completely, Palm Springs is rising to meet the moment and creating space for the community to come together and celebrate," the organization said.

The Skip the Line pass can be purchased online starting Tuesday, and it can only be used from Nov.6-9,

officials said.

"We are deeply grateful for the extraordinary level of support from each bar in the Arenas District," President of Greater Palm Springs Pride Ron deHarte said in a statement. DeHarte is also mayor of Palm Springs. All proceeds will go towards Greater Palm Springs Pride programming. Passes can be purchased at bit.ly/arenasskip.

Caller threatening suicide by gun prompts lockdown at Menifee hospital

Aman who called a Menifeehospital threatening to shoot himself and possibly others in the parking lot Tuesday prompted a lockdown of the facility, though a search turned up no evidence that the caller was actually there.

Staffers at Menifee Global Medical Center in the 28400 block of McCall Boulevard received reports of a suicidal subject at 6:35 a.m. Tuesday.

Menifee Police Department spokesman Chase Coburn said the caller, who would not give his name, told hospital staff via phone that he was in the parking lot and "intended to take his own life."

"The ... male also claimed he would shoot anyone who attempted to approach his vehicle," Coburn said. "The call abruptly ended with what sounded like a gunshot."

Medical Center administrators ordered the hospital locked down by security

personnel, as police converged on the location.

Coburn said nearby Hans Christensen Middle School was not locked down because students hadn't yet arrived for classes.

The all-clear was announced before 8 a.m. and business resumed at the hospital.

An investigation into the call to determine whether it was a prank was underway Tuesday afternoon. Anyone with information was asked to contact the police department at 951-723-1500.

"Responding officers immediately worked to thoroughly search the parking lot and hospital, determining there was no active threat or suicidal subject on the property," the police spokesman said.

2 rescued coyote cubs sent to Virginia sanctuary

Two orphaned coyote pups rescued from Riverside and Los Angeles counties earlier this year are now living at the Virginia Living Museum after San Diego Humane Society staff determined they could not safely return to the wild.

The pups were taken in this spring at the Humane Society's Ramona Wildlife Center.

The first pup, a female, was found under a deck in Palm Desert when she was just two days old. A wellintentioned rescuer bottlefed her for two weeks before bringing her to the Humane Society in April. By then, she had already bonded too closely with humans, officials said.

The second pup, a male, was rescued from the Long Beach area in May. He arrived with his eyes still closed and required

bottle feeding from Project Wildlife staff until he was large enough to be placed with other coyote pups, a Humane Society statement read. As the pup grew, staff "noticed how frequently he approached caretakers and would run up to the fence-line for attention after moving to the outdoor habitat."

When wild animals lose their natural fear of humans, they cannot safely survive on their own in the wild. Project Wildlife's animal care team attempted to "wild up" the animals, but it was too late to change the imprint humans had on the pups.

"Helping orphaned wild animals return to nature is always our goal, but sometimes the kindest outcome is providing them with a permanent home where they can thrive," said Autumn Welch, wildlife opera-

tions manager at San Diego Humane Society. "These two pups will continue to inspire people to respect and protect wildlife."

After care at the San Diego Humane Society's Ramona Wildlife Center, it became clear the pups could not be released into the wild.

The California Department of Fish and Wildlife found placement at the Virginia Living Museum to "ensure they will have lifelong care in a safe and enriching environment, while also serving as ambassadors to teach the public about wildlife," the statement read.

Humane Society staff brought the coyotes to Los Angeles International Airport, where they were met by an escort from the museum, who accompanied them aboard a FedEx flight to Virginia.

"The Virginia Living Museum is thrilled to be

working with the California Department of Fish and Wildlife and San Diego Humane Society's Project Wildlife program to provide these two young coyotes a forever home," a statement from the museum read. "As

ambassadors for coyotes in the wild, these pups will play an important role in educating our guests about coexisting with wildlife in their state, their community and their own backyard."

The Humane Society

reminded the public that the best way to help wildlife is to leave young animals where they are found and seek professional guidance, since many wild mothers leave their young alone for extended periods.

Felons accused of killing Riverside man for money due in court Friday

Two felons who allegedly conspired in the slaying of a 27-yearold Riverside man are due back in court on Friday.

Kenny Andrew Johnson, 40, of Riverside, and Alonzo Jeffrey Monk Jr., 43, of Colton, are accused in the deadly shooting of Horacio Montero Jr. last month. Both defendants are charged with first-degree murder and special circumstance allegations of lying in wait and murder for financial gain. Monk is additionally charged with sentenceenhancing gun and great bodily injury allegations.

The men pleaded not guilty during a joint arraignment Monday before Riverside County Superior Court Judge Gary Polk, who scheduled a felony settlement conference for the pair on

Friday at the Riverside Hall of Justice.

Each man is being held without bail — Johnson at the Smith Correctional Facility, and Monk at the Benoit Detention Center.

According to the Riverside Police Department, Johnson allegedly contracted with Monk to carry out the shooting on Sept. 29.

"The motive behind why Johnson wanted to harm Horacio remains under investigation," Officer Ryan Railsback said.

He said Montero was sleeping inside a singlewide trailer adjacent to an auto shop in the 2900 block of Orange Street, between First and Poplar streets downtown, when he was shot multiple times.

Witnesses who heard the gunfire called 911, and patrol

officers and paramedics reached the location within minutes. Railsback said the victim was taken to Riverside Community Hospital, where he was pronounced dead.

The ensuing investigation pointed to Johnson and Monk as alleged conspirators

in the fatal attack, though Railsback did not disclose what led Robbery-Homicide Unit detectives to the men.

Johnson was taken into custody without incident hours after the shooting, as he was driving on Canyon Springs Parkway in Moreno

Valley.

Monk was arrested uneventfully on Thursday afternoon at his residence in Colton.

Court records indicate both men have lengthy rap sheets, going back to when they were juveniles.

Johnson has priors for robbery and attempted robbery, while Monk has priors for manslaughter and burglary.

Each defendant has served time in state prison, according to court documents.

Entitlements Requested

Stage II Design Review Case No. PDR 2212056: The Project’s architectural design will be presented to the City Council for Stage II Final Design Review approval.

Environmental Review

On June 30, 2025, budget trailer bills AB 130 and AB 131 were signed and took effect immediately. AB 130 added Public Resources Code Section 21080.66 creating a new statutory CEQA exemption for certain qualifying infill housing projects that meet following criteria:

• Project site is no more than 20 acres.

Project site is within the boundaries of an incorporated municipality, or "urban area" as defined by the U.S. Census Bureau.

• Project site was previously developed with "urban uses" or is substantially surrounded by sites developed with urban uses.

• Project is consistent with local zoning standards, applicable general plan standards and any applicable local coastal program, subject to deviations allowed by the State Density Bonus Law.

Project must be at least half the density deemed appropriate to accommodate lowerincome households in the State Housing Element Law, as set forth in Gov. Code section 65583.2(c)(3)(B).

Project will not require demolition of a historic structure that was placed on a historic register before the project's preliminary application was submitted.

For projects submitted after Jan. 1, 2025, no portion of the project will be used as a hotel, motel, or bed and breakfast.

• All project sites must satisfy SB 35's site eligibility criteria (farmland, wetlands and conservation/species habitat areas are excluded, and coastal sites, fire hazard zones, hazardous waste sites, earthquake fault zones and flood areas are subject to specified restrictions).

Staff has reviewed the project and has determined that it meets the criteria and is statutorily exempt from CEQA review per Public Resources Code Section 21080.66.

Substantial Amendment to the HOME-ARP Allocation Plan

The City of Glendale is proposing a substantial amendment to its HOME-ARP Allocation Plan. The original plan, approved by HUD in 2023, allocated nearly all HOME-ARP funding to the development of affordable housing at 426 Piedmont Avenue, with a preference for seniors facing or at risk of homelessness.

Because that project required less funding than anticipated, the City proposes to reallocate $2,100,000 of HOME-ARP funds to support the rehabilitation and expansion of a transitional housing facility in Glendale. The project will create 19 permanent supportive units for women and families affected by domestic violence.

Additionally, HUD identified an administrative error in the City’s original HOME-ARP award.

As a result, Glendale’s total allocation has been increased from $5,109,346 to $5,116,976. Consistent with HUD rules, up to 15% of this correction is allocated to Administration & Planning, with the balance added to the domestic violence housing activity. This amendment reflects both the new project activity and the corrected total award.

This amendment qualifies as a substantial amendment under HUD regulations because it adds a new activity and updates the total award amount. The senior preference established for the Piedmont project does not apply to this new activity.

Under the terms of the cash advance contract, the county will have claim on the district's tax receipts until the loan is repaid in full, with interest, which is anticipated to be $5,423.

The Idyllwild Fire Protection District employs around a dozen full-time firefighters, including the chief, as well as support staff. There is also an active reserve firefighter program in place.

Personnel provide paramedic services in Idyllwild and the immediate area, including the community of Pine Cove. The 5-square-mile district is not under Cal Fire's jurisdiction, but the two agencies frequently coordinate and complement operations. County Fire Department dispatchers handle calls for the district.

Temporary tax revenue advances for districts and other entities are permitted under Article 16 of the California Constitution.

Board approves agreement to continue mental health awareness campaign

The county Board of Supervisors on Tuesday approved the Riverside University Health System's one-year "bridge" contract with a San Diego-based marketing firm to manage ongoing media campaigns aimed at suicide prevention and related mental health awareness efforts.

In a 5-0 vote without comment, the board signed off on RUHS-Behavioral Health's request to maintain a longstanding agreement with Civilian Inc. until the end of the current fiscal year, June 30, 2026. The agreement is retroactive to July 1 of this year.

"Civilian ... promotes mental health, youth suicide prevention and awareness of adverse childhood experiences," according to an RUHS statement posted to the board's agenda Tuesday. "They developed a media campaign to increase public understanding of mental illness and reducing stigma associating with mental illness."

The bridge compact became necessary after the previous three-year agreement with the company lapsed while RUHS was in the process of developing a "competitive procurement process" for future media campaigns emphasizing

how residents can get help dealing with mental health challenges, according to Behavioral Health Director Dr. Matthew Chang.

Civilian has managed the county's "It's Up to Us Riverside" campaign since 2011. The bilingual outreach utilizes electronic media to disseminate information on how to find resources to prevent suicide, resolve substance abuse issues and promote positive outlooks to combat depres-

sion. The campaign, which is modeled on one that San Diego County has run for several decades, maintains a 24-hour help line at 951-686-4357. Additional information is also available at up2riverside.org.

The current yearlong agreement with Civilian will cost $1.84 million, all of which will be drawn from RUHS' fiscal year budget. No General Fund revenue will be required, officials said.

Legislation is required to repurpose county land funded by state grants.

Newsom signed the bill on Oct. 3, and the law takes effect Jan. 1. The county then has until July 1 to submit a property-value appraisal for the 4.2-acre site.

It passed the Assembly by a vote of 70-0 with eight members not voting. The Senate approved the bill 37-0 with three senators not voting.

Newsom's office did not immediately respond to a request for comment.

Last year the county secured $1 million in state funding for Glen Helen park upgrades.

A county plan for the replacement parkland must be submitted by Jan. 1, with an appraisal for the replacement property filed by July 1, 2027, according to the law, which becomes void in 2029 if the county has not acquired a replacement property.
