AMenifee policeman previously accused of sexually assaulting two women while onand off-duty is now charged with victimizing a total of five women.

Juan Jose Pesina Jr., 32, of Murrieta, was arrested last month following an investigation by the Riverside County Sheriff's Department's Special Victims Unit.

On Monday, the District Attorney's Office filed additional charges stemming from recent findings tied to the ongoing investigation.

Pesina was originally charged with forcible rape, felony sexual battery, attempted forcible sodomy, first-degree burglary, forced oral copulation, attempted forced oral copulation and two counts of assault with intent to commit rape, as well as sentence-enhancing allegations of perpetrating sexual offenses during a burglary.

The amended complaint resulted in four more sexual battery counts, along with two counts of extortion and one count of acceptance of a bribe.

Pesina pleaded not guilty to all charges during an arraignment Monday before Superior Court Judge Judith Clark, who scheduled a felony settlement conference for Dec. 9 at the Southwest Justice Center in Murrieta.

Pesina is being held without bail at the Smith Correctional Facility in Banning.

He's on unpaid administrative leave from the Menifee Police Department.

The agency released a statement soon after his arrest, saying its Professional Standards Unit had received a complaint from a woman on July 22 alleging encounters with the lawman over two years earlier in which he had sexually abused her.

"A preliminary internal investigation was immediately conducted," Menifee police Sgt. Raul Perez said. "In order to ensure a fair,

thorough and impartial investigation, the department requested an independent criminal investigation by the Riverside County Sheriff's Department."

Sheriff's Sgt. Jim Peters said MPD Internal Affairs detectives informed the Special Victims Unit that "Pesina was accused of sexually assaulting a victim during an on-duty investigation."

"During the course of our investigation, additional victims were identified in incidents that had occurred

between 2023 and 2024," Peters said. "Investigators determined Pesina encountered these victims while on duty and off duty."

According to the criminal complaint, the victims, identified as "C.W.," "C.R.," "G.S.," "J.H." and "J.R.," were allegedly assaulted in February and September 2023, as well as January, November and December 2024, and August 2025.

J.H. was Pesina's first alleged target. The defendant allegedly accessed her property illegally and perpetrated multiple sexual offenses over an unspecified period, according to the prosecution.

C.R. was allegedly victimized 11 months later, suffering similar abuse, the complaint said.

The document didn't specify which person, but it alleged that "after returning the victim of domestic violence to her home ... the defendant entered her home and forcibly sexually assaulted her."

"It is further alleged the offenses involved great violence, great bodily harm, threat of great bodily harm, or other acts disclosing a high degree of cruelty, viciousness or callousness," according to the narrative.

The police department did not disclose when Pesina was hired, or in specifically what capacities he had worked, other than patrol.

If convicted, he could face life in prison with the possibility of parole.

Most IE residents say they are struggling, UCR studies find

Two studies by researchers at the University of California,Riverside found a majority of Inland Empire residents report they are struggling to get by.

The research, based on two surveys of more than 3,300 residents, paints a revealing picture of life in Southern California’s fastgrowing region east of Los Angeles, according to the university on Tuesday.

More than half of survey respondents, 53%, said they were struggling, according to the research. Another 6% reported suffering indicating that they saw little hope for the future, UCR officials

said.

The studies were based out of the university's Center for Community Solutions, which is part of the university's School of Public Policy. According to researchers, the studies uncover troubling disparities but also hopeful signs of community cohesion. While the levels of well-being were below national averages, IE residents were more likely than others in the United States to feel a sense of community belonging.

Menifee Union School District receives 2 national awards

TheMenifeeUnion SchoolDistrict received two awards from the National School Public Relations Association, school district officials announced Friday.

The NSPRA awarded the MUSD based on their outstanding achievements in podcasting via the "Limitless Futures" podcast and their community engagement through the district's inaugural State of the District Event.

The "Limitless Futures" podcast received the 2025 NSPRA Award of Excellence in the podcast category of the Publications and Digital Media Excellence Awards. The podcast, hosted by school principals and parents Stephanie Acosta and Jon Mitchem, explores the challenges and joys of raising children in today's world. It also focuses on sharing real-life stories and insights to help parents support their child's educational journey, district officials announced.

The district's State of the District Event was awarded the 2025 NSPRA Golden Achievement Award. The event is an annual gathering that provides the community with a comprehensive look at the district's achievements, goals and financial wealth, according to district officials.

"I am incredibly proud of our team's commitment

to building strong connections with our families and the community," Superintendent Jennifer Root said in a statement.

"These awards show that our dedication to clear and open communication is making a real difference. We believe that when we share our story and listen to our community, we can truly prepare every student for a limitless future," Root added.

"These awards are a reflection of the hard work and passion of our entire MUSD team," Board of Trustees President Kyle Root said in a statement.

"We are committed to providing the best for our students, and that includes being transparent and engaged with the community we serve."

The Menifee Union School District was formally recognized at the 2025

NSPRA National Seminar in Washington, D.C., an event that Devina Ortega Castro, director of communications and community engagement attended to accept the award on behalf of the district.

NSPRA is a professional organization that provides training and resources to school leaders and communicators in the U.S., Canada and schools worldwide.

Prescott Preserve named among California conservation priorities

The Power in Nature CoalitionFriday highlightedseven projects tied to California's pledge to conserve 30% of its lands and coastal waters by 2030, including the Prescott Preserve in Palm Springs.

The Wildlife Conservation Board awarded a $3.48 million grant to Oswit Land Trust to restore 75 acres of the Prescott Preserve.

The Prescott Preserve restoration project, which is

owned by Oswit Land Trust, will attempt to "reestablish connected habitats for native wildlife and bring the preserve back to its original native desert ecosystem" at

the 120-acre defunct golf course, officials said.

Atkins bows out of 2026 California governor race

LongtimeSanDiego legislatorToni Atkins announcedMonday she was bowing out of the 2026 race to replace Gov. Gavin Newsom, who is termed out.

Atkins, a former San Diego City Council woman, acting mayor,assemblywoman, Speaker of the Assembly and President pro tempore of the California State Senate, announced her gubernatorial candidacy in January 2024.

In announcing her withdrawal from the governor's race, she said she will continue to fight against the politics of President Donald Trump.

"My intention was to build on that progress, to bring real solutions from day one, and to do good work for the people. That's why it's with such a heavy heart that I'm stepping aside today as a candidate for governor," Atkins wrote in a letter to supporters.

"Despite the strong support we've received and all we've achieved, there is simply no viable path forward to victory. Though my

campaign is ending, I will keep fighting for California's future.

"With Donald Trump and his allies threatening everything we've worked for -- gutting health care, cratering our economy, and stripping away fundamental rights and freedoms -- we've got to make sure California has a Democratic governor leading the fight, and that means uniting as Democrats."

In August 2023, Atkins announced she would step down as Senate president pro tem -- planned for early next month. She is the first person in more than 150 years to have held both that job and the position of Speaker of the California State Assembly -- which she held from 2014-2016 before being elected to the Senate. Atkins grew up in rural Appalachian Virginia and moved to California in 1985. She was elected to the San Diego City Council in 2000 and was acting mayor for six months in 2005 following the resignation of Dick Murphy. She has also filled in for the governor

temporarily when he was out of state. Atkins was elected to the Assembly in 2010 and became Majority Leader less than two years later. She is termed out from running for the Senate again.

According to an August poll by Emerson College, Atkins was polling at around 2%, while former Rep. Katie Porter led all Democrats in a crowded field at 18% -- up from 12% in a similar poll in April. Republican Steve Hilton led candidates from the other side of the aisle with 12% in the poll.

"With Kamala Harris officially out of the race, Katie Porter has emerged as the Democratic frontrunner, increasing her support from 12% to 18% since the April Emerson poll," said Spencer Kimball, executive director of Emerson College Polling. "Steve Hilton, who was not in the race in April, has jumped to 12%, while the share of undecided voters has dropped from 54% to 38% over the summer. Porter leads among voters over 50 (22%), those with a postgraduate degree (35%), and white voters (23%)."

At 7:29 a.m., a caller in the 200 block of South Encinitas reported that a female subject was loitering and refusing to leave. Officers arrived and made contact with her. A computer search revealed she had a warrant for her arrest. She was arrested and taken into custody.

At 12:07 p.m., a traffic collision between a vehicle and bicyclist was reported in the area of Huntington and Monterey. No injuries were reported.

At 1:28 p.m., a victim in the 200 block of North Canyon reported receiving threatening text messages from a subject he met on a social media platform after refusing to rent an apartment from the subject. This investigation is continuing.

At 5:29 p.m., while patrolling the 1600 block of South Myrtle an officer made contact with a subject. A computer search revealed he had a warrant for his arrest. He was arrested and taken into custody.

At 6:27 p.m., officers were dispatched to the 500 block of West Huntington regarding a solo traffic collision. Officers arrived and located a subject in the vehicle suffering critical injuries. He was transported to a medical facility for treatment. This investigation is continuing.

At 7:16 p.m., a caller in the 300 block of California

requested a welfare check on a male and female subject who appeared disoriented. Officers arrived and made contact with the subjects. It was determined they were both gravely disabled. They were transported to a medical facility for an evaluation.

Sept. 19

At 12:06 a.m., while patrolling the 300 block of South Myrtle an officer saw a suspicious vehicle. The officer made contact with the occupants who were in possession of drug paraphernalia. Both subjects were arrested and taken into custody.

At 4:40 a.m., an alarm company reported a burglary in progress at a business in the 600 block of West Huntington. The suspects were gone prior to officers’ arrival. This investigation is continuing.

At 10:41 a.m., a victim in the 900 block of West Olive reported his electric bicycle stolen. This investigation is continuing.

At 11:47 a.m., while patrolling the 900 block of West Duarte an officer saw a subject in possession of drug paraphernalia. The officer made contact with the subject. He was arrested and taken into custody.

At 1:32 p.m., an officer patrolling the area of Duarte and Magnolia saw a vehicle commit a traffic violation. The officer conducted a traffic stop and made contact with the driver. A computer search

revealed the driver had a warrant for his arrest. He was arrested and taken into custody.

At 3:15 p.m., a caller 1600 block of South Magnolia reported a female subject trespassing in the complex. Officers arrived and located the female. She was known to officers and has been arrested multiple times recently for trespassing at numerous locations around the city. She was arrested and later released with a citation.

At 9:25 p.m., a disturbance between a male and a female subject was reported in a park in the 300 block of South Myrtle. Officers arrived and made contact with the parties involved. It was determined the male subject was the aggressor, he was arrested and taken into custody.

Sept. 20

At 12:08 a.m., an officer patrolling the 100 block of West Olive alerted to a vehicle alarm. The officer located a vehicle with a shattered window and a punched ignition, indicating an attempted vehicle theft. A subject was seen fleeing the area but was not located. This investigation is continuing.

At 12:23 a.m., callers in the area of Huntington and Fifth reported a disturbing subject was attempting to fight people before driving away. Officers located the subject a short distance away. A traffic stop was conducted and the driver was contacted. The driver displayed symptoms of intoxication. A DUI investigation confirmed the driver was under the influ -

ence. Two minor children were located in the vehicle. He was arrested and transported to the MPD jail to be held for a sobering period.

At 9:56 a.m., a victim in the 900 block of West Huntington reported that someone stole gardening tools from his vehicle. This investigation is continuing.

At 12 p.m., a juvenile was reported as a runaway from a facility in the 800 block of Oceanview. Officers arrived and checked the area but the juvenile was not located. The juvenile was entered into the missing person system. This investigation is continuing.

At 3:35 p.m., an employee from a business in the 500 block of West Huntington reported a theft that occurred on Sept. 18. A female subject entered the store, stole merchandise and fled. This investigation is continuing.

At 7:48 p.m., a suspicious subject entered a backyard in the 300 block of Norumbega. Officers arrived and made contact with the subject who was determined to need a mental evaluation. He was transported to a medical facility for an evaluation.

At 10:22 p.m., a disruptive subject was reported in the 900 block of West Huntington. Officers arrived and made contact with the female subject who was refusing to leave. An investigation revealed she was in possession of drug paraphernalia. She was arrested and taken into custody.

Anaheim

Anaheim demolishes fifth hotel since 2020

Anaheim on Sept. 25 tore down its fifth motel since 2020 as part of an ongoing initiative to revitalize neighborhoods. The former Kettle Motor Hotel along Lincoln Avenue near Euclid Street was demolished with crews and equipment knocking down the 27-room, two-building motel and clearing rubble

from the site. Anaheim bought the Kettle for $3.9 million in 2024 from Kali Investment, Inc., a family investment company. Lacking travel lodging demand, the Kettle became "overrun with life-destroying drug use and other crime," according to a press release from the City of Anaheim. Upon buying the motel, the city’s Anaheim Housing Authority closed motel operations and began relocating longer-term tenants. While there are no specific plans for development yet, the site eventually will be rebuilt.

RivCo Animal Services transfers 18 dogs from single property to rescue

The Riverside County Department of Animal Services transferred 18 dogs from a property in the City of Coachella to Amazing Dogs Rescue in San Diego on Sept. 24. The property owner claimed she had been feeding the dogs for over a month and could no longer continue to care for them. Members of the Field Services team stepped in to remove the dogs from the property and transported them to the Western Riverside County/City Animal Shelter. That same day, the rescue took these 18 dogs plus an additional 12 dogs into their care. There are no appointments required to adopt or foster, and the public is encouraged to show up at the shelters so staff can answer any ques-

County Library offers senior programs at Mentone Senior Center and Library

The San Bernardino County Library has announced a series of monthly educational and enrichment programs tailored for older adults, scheduled for the remainder of the year at Mentone Senior Center and Library. Ontario announces yard sale dates for November

The City of Ontario’s next citywide yard (garage) sale weekend is Friday, Nov. 7, through Sunday, Nov. 9. If rainy conditions exist on that Friday or Saturday, an alternate yard sale may be held on Nov. 14, 15, and 16. In 2010, the City adopted a yard sale ordinance giving residents the opportunity to hold more sales each year on fixed dates and eliminating the need for yard sale permits and fees. The rules for signs (one 6-square-foot sign on the owner’s property) and rules for merchandise to be sold (seller’s personal property only, no new or re-sold goods) remain unchanged. TheInternational CivilAviation Organization(ICAO) convenes its Assembly once every three years. During the event, multilateral meetings and discussions are held to draw up global civil aviation regulations and standards. Nations abide by the conclusions drawn at the Assembly, ensuring the safe and orderly growth of international civil aviation worldwide. The 42nd session of the ICAO Assembly will be held from Sept. 23 to Oct. 3 in Montreal, Canada. In line with its long-term strategic plan called “Safe Skies, Sustainable Future,” ICAO is emphasizing a commitment to working with all stakeholders—including member states, nonmember states, NGOs, and private enterprises—to build a more resilient, sustainable, and inclusive international aviation system. We call on ICAO to allow Taiwan to fully participate in its Assembly, technical meetings and mechanisms to ensure regional aviation safety and development needs, thereby achieving safe skies amid a sustainable future.

Meeting regional aviation safety and development needs

The Taipei Flight Information Region (FIR) covers one of the busiest regions in East Asia for air travel. It is an indispensable part of ICAO’s network of over 300

FIRs. Taiwan’s Civil Aviation Administration (CAA) is the sole entity responsible for overseeing the Taipei FIR. The CAA offers a comprehensive range of information services and manages air routes to ensure safety and efficiency for all flights and passengers arriving in, departing from, and transiting the Taipei FIR. From both a risk and safety management perspective, ICAO should permit Taiwan’s CAA to participate on an equal footing with the oversight agencies of other FIRs. This will ensure that the Taipei FIR can communicate directly with other FIRs as well as with ICAO to ensure the free flow of timely information.

Despite not having authority over the Taipei FIR, China in recent years has declared temporary danger areas and airspace reservations and has established military exercise areas within the Taipei FIR. China has failed to comply with ICAO requirements that advance notice of at least seven days be given concerning such measures. This has severely compromised flight safety in the Taipei FIR and neighboring FIRs.

Global aviation faces many natural and manmade challenges such as climate change, power banks, and international geopolitical strife. Taiwan, which is responsible for the consid-

erable traffic through the Taipei FIR, makes every effort to be a responsible stakeholder in the international aviation community. To undergird regional flight safety, Taiwan again calls on ICAO to recognize the importance of the Taipei FIR and of its participation in ICAO.

Achieving safe skies and a sustainable future

The CAA does its best to collect the information it can via indirect channels. It also invites aviation experts from other countries to hold training courses. This helps it to achieve international aviation safety management standards. It also adopts or modifies regulations, systems, and procedures in line with ICAO standards in ways that benefit global and regional aviation safety. For example, the CAA has initiated a State Safety Program and collaborates with aviation industry stakeholders through this program to establish safety oversight systems. This has contributed to Taiwan’s exceptional overall safety performance. From 2020 to 2024, the five-year moving occurrence rates of turbofan and turboprop aircraft were zero (zero accidents per million departures).

The safety performance of Taiwan’s aviation industry has also been remarkable. EVA Air, for instance, has been recognized as one

of the world’s safest fullservice airlines by AirlineRatings.com and was ranked seventh-safest in 2025.

To further sustainable development of the aviation industry, the CAA has incorporated the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) into domestic law and launched a sustainable aviation fuel pilot program in April 2025. This demonstrates the determination of Taiwan’s aviation industry to take concrete steps toward a net-zero transformation.

Despite these efforts, to ensure access to timely and comprehensive information, the CAA must be allowed to participate in the techni-

cal meetings and training opportunities offered by ICAO. ICAO should act in line with its No One Left Behind initiative to rectify the fact that the CAA remains unable to participate in its activities.

Taiwan needs your support Aviation safety knows no borders. For decades, the CAA has mandated and upheld the highest standards of service and safety for the Taipei FIR while meeting ICAO Standards and Recommended Practices. As a stakeholder in the international aviation community, Taiwan shares in the responsibility to safeguard regional and global aviation safety.

Through participation in ICAO, Taiwan will be able to continue to work with other countries to contribute to the further development of global aviation and the wellbeing of all mankind.

ICAO is set to convene the 42nd Assembly with the theme “Safe Skies, Sustainable Future.” It is time for ICAO to bring Taiwan into the fold. With meaningful participation, Taiwan can contribute its professional expertise in pursuit of ICAO’s vision of safer skies and a more sustainable future. This is a summary of the above entitled Ordinance of the City of Monrovia, which was read by title only and introduced by the Monrovia City Council at its regular meeting on September 16, 2025 by a vote of 5 in favor (Belden, Jimenez, Spicer, Kelly, and Shevlin) and 0 opposed. The final vote on the Ordinance will take place at the regular City Council meeting on October 7, 2025 at 7:30 p.m. or as soon thereafter as the matter may be heard, in the City Council Chambers, 415 South Ivy Avenue, Monrovia, California. This summary has been prepared and published in accordance with the requirements of Government Code Section 36933.

State law requires cities to adopt a local ordinance implementing provisions of State Density Bonus Law (Government Code Sections 65915 et seq.) to incentivize the production of affordable housing by granting additional units, concessions and incentives, and waivers in exchange for dedicating a specific percentage of units as affordable.

Ordinance No. 2025-09 adds a new Chapter 17.38 to the Monrovia Municipal Code that includes all density bonus provisions that are required by State law. The Ordinance specifies how density bonuses would be calculated. The Ordinance also establishes application requirements and an application process to request a density bonus, concession or incentive, waiver, or parking reduction.

The Ordinance requires an applicant approved for a density bonus, concession or incentive, waiver, or parking reduction to enter into an affordable housing agreement with the City or the City’s designee. The Ordinance sets forth the required terms of such agreement.

The Ordinance also adds and amends various definitions in Title 17 of the Monrovia Municipal Code.

The Ordinance is exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Section 15162(a) because the proposed Monrovia Municipal Code amendments will implement Program 1.3, in part, of the City’s 6th Cycle Housing Element, and an Initial Study/Mitigated Negative Declaration was adopted for the Housing Element and its Programs.

Palm Springs Plaza Theatre receives technological donations

Twocompanies donated video and sound systems to the Palm Springs Plaza Theatre, it was announced Tuesday.

"The incredible scope of these two important technology donations has significantly increased the ability of the Plaza Theatre to attract acts," J.R. Roberts, president of the Plaza Theatre Foundation, said in a statement.

SACO Technologies, the company behind the Sphere technology in Las Vegas, donated a video wall featuring a cast aluminum frame and LED panels that will be installed against the back wall of the theater's stage.

Fender Musical Instruments Corp., a leading manufacturer of guitars, basses, amps and other accessories, donated a range of high-end amplifiers, which officials said will reduce equipment rental

costs for future acts.

The amplifiers, otherwise known as a backline package, include an acoustic Junior amplifier, a 1964 Deluxe Reverb amp, a Tone Master Deluxe Reverb amp, a 1959 Tone Master Bassman amp, a bass 800 amp head, an acoustic 100 amp, two 4x10 bass speaker cabinets, amplifier covers and speaker cables.

"Having this industrystandard backline package will be very useful and will be included in our tech package sent to managers and agents when we are attracting acts," Brian Ray, a foundation board member, said in a statement.

Following extensive restorations, the theater will open in early December, officials said.

Man accused in double shooting in Wildomar pleads not guilty

A33-year-oldman accusedofgunningdowna Wildomar resident and seriously wounding a woman in the victim's home, as well as endangering a child at the location, pleaded not guilty Wednesday to first-degree murder and other charges.

David Rodolfo Jimenez Osornio of Wildomar was arrested last month following a Riverside County Sheriff's Department investigation.

Along with murder, Osornio is charged with attempted murder, making criminal threats, child endangerment and sentence-

enhancing gun and great bodily injury allegations.

Osornio pleaded not guilty to all charges Wednesday and denied the sentence enhancements. A felony settlement conference was scheduled for Dec. 1 at the Southwest Justice Center in Murrieta.

He's being held in lieu of $4,185,000 bail at the Byrd Detention Center.

Report: No crime in officer-involved shooting of unarmed Hemet man

The fatal shooting of a 26-year-old man by Hemet police officers who believed he was holding a handgun — when in fact it was a pellet pistol — as they attempted to take him into custody was justified, state prosecutors confirmed Monday.

Jimmy Lopez of Hemet was killed during the confrontation with patrol personnel on July 4, 2024.

The shooting sparked criticism at the time, with critics contending that Lopez was sitting down, reportedly intoxicated, and was smoking, not threatening to harm the lawmen as they surrounded him.

"The California Department of Justice conducted a thorough investigation into this incident and concluded that there is insufficient evidence to prove, beyond a reasonable doubt, that the officers involved acted without the intent to defend themselves and others from what they reasonably believed to be the imminent

risk of death or serious bodily injury," according to a DOJ statement released Monday.

Prosecutors analyzed the shooting under the requirements of Assembly Bill 1506, which mandates that the state investigate all law enforcement fatal shootings when the parties killed were confirmed to have been unarmed.

According to the DOJ report, Lopez had been at a bar, and when he started out the door of the establishment shortly before 2 a.m., he dropped what appeared to be a firearm on the floor, then retrieved it and headed for the exit. A witness called 911, indicating Lopez was walking eastbound on East Florida Avenue with a gun. Hemet police officers located him minutes later on the north sidewalk, sitting against a storefront wall in an otherwise vacant area. Officers had their body cameras running when they confronted him.

Lopez was taking drags

on a vape pen, though it was unclear whether nicotine or other cartridges were loaded in the recreational device.

"The officers ordered Mr. Lopez to put his hands up," the DOJ stated. "Lopez initially complied and raised his hands and placed them behind his head. He then reached down with his left hand and retrieved the vape pen from the ground next to him.

"As Mr. Lopez made these movements with his hands, multiple officers repeatedly told him `don't reach, get on your stomach,' and `keep your hands up.' Mr. Lopez reached toward his back pocket and retrieved an item from the ground resembling a black handgun. He raised (it) with his right hand (and) pointed it in the direction of one of the officers."

The study "Insights on Vital Conditions in the IE" followed the Cantril’s Ladder research method, UCR officials said. Survey participants were asked to rate their current and anticipated future lives on a scale of 0 to 10, which were then combined to place respondents into one of three wellbeing categories.

"The results were sobering," according to UCR. "Just 41% of Inland Empire respondents are thriving — the highest well-being category — compared with 53% nationwide."

Survey-takers who reported they were thriving tended to have higher incomes and education levels, be married and belong to churches.

A companion study provided survey questions to 1,000 women in Riverside and San Bernardino counties. Those questionnaires revealed even starker challenges — 58% said they were struggling, and 6% were suffering, researchers reported. Fewer than 4 in 10 women reported feeling they were thriving.

Researchers noted that a significant gap in health care stood out among survey findings. Almost 40% of uninsured women said cost was the primary barrier to obtaining coverage, and access to care lagged behind nearby counties.

Education and economic opportunity also remain challenging for inland residents. Just 30% of prekindergarten-aged girls in the region were enrolled in an educational program, and 16% of adult women did not have a high school diploma. Those without a diploma earned an average annual income of just $26,000.

Despite the barriers, gaps and sense of struggling, signs of resilience did emerge, according to the studies.

Women who completed

surveys said they had stable housing at the high rate of 93%, and 88% reported feeling safe in their neighborhoods.

About one-third of IE residents reported a strong sense of belonging in their local communities, surpassing national rates. That sense of connection factored significantly into overall well-being.

“We often talk about

income as if it is the strongest factor linked to well-being, but our study shows belonging and civic engagement are just as strongly correlated,” Ross said.

Officials noted that the boost to well-being connected with higher levels of community engagement and belonging was comparable to the benefit of earning $190,000 annually.

The studies' findings

indicate "clear opportunities for policy intervention," according to UCR. Researchers identified opportunities to expand access to early childhood education, improve health care services, increase civic engagement and invest in initiatives intended to create social connections.

Ross described belonging as “the connective tissue that holds communities together.”

Suicide Prevention Coalition to host conference in Palm Springs

Aconference providing resources to people who have experienced suicide loss will be held later this week at Palm Springs Convention Center.

"Way too often, we know someone who has attempted to commit suicide or taken their own life," Riverside County Board of Supervisors Chair V. Manuel Perez said in a statement.

This year's Suicide Prevention Coalition conference, themed "Postvention: Best Practices for Community Helpers, Fist Responders and Educators to Respond and Support After a Suicide Loss," will take place from 8:30 a.m. through 4:30 p.m. Thursday at 277 N. Avenida Caballeros.

It will feature breakout sessions, personal stories from those who experienced suicide loss and insights from keynote speaker Dr. David Schonfeld, a developmental-behavioral pediatrician and founder of the National Center for School Crisis and Bereavement.
