Barger, Bass tout swift pace of fire debris removal

Localofficialshave reportedfavorable progress in clearing debris from the thousands of properties in the path of the devastating Eaton and Palisades fires earlier this year.

Los Angeles County Board of Supervisors Chair Kathryn Barger commended the U.S. Army Corps of Engineers for cleanup efforts following the Eaton Fire in Altadena, Pasadena and Sierra Madre.

More than 1.1 million tons of debris have been cleared to date, according to Barger's office.

“I wholeheartedly thank the U.S. Army Corps of Engineers for their dedication to safely and swiftly clearing debris from our communities,” Barger, who represents the 3rd District where the Eaton Fire struck, said in a statement Friday. “Their work is helping restore neighborhoods impacted by the Eaton Fire and creating a pathway for families and the community at large to begin rebuilding and healing. I’m impressed by the scale and speed of their efforts and appreciate our ongoing partnership.”

Los Angeles Mayor Karen Bass on Monday announced the USACE has cleared nearly

2,000 properties in Pacific Palisades of all fire debris that have also received final approval from the county.

“Rebuilding is underway — crews are working every day to remove debris in the Palisades and expedite the timeline to get families home,” Bass said in a statement. “Thanks to their work, the city is issuing new permits every week, rebuilding is underway across the Palisades, and our recovery effort is on track to be the

fastest in modern California history.”

Bass said 54 rebuilding permits have been issued for 40 addresses so far, with hundreds of applications currently under review.

The first permit was issued 57 days after the Palisades Fire's Jan. 7 start, which was more than twice as fast as permits issued following the devastating Camp and Woolsey fires in 2018.

USACE Col. Jeff Palazzini said nearly 900,000 tons of debris have been removed from Pacific Palisades, which is part of the city of Los Angeles. About 75% of properties in Pacific Palisades that opted into the government's free removal program have been cleared.

Judge OKs plan to relocate youth from Los Padrinos Juvenile Hall

Ajudge Friday OK'd the Los Angeles County ProbationDepartment's plan to reduce the number of youth detainees at Los Padrinos Juvenile Hall, which has continued operating despite state regulators declaring it unsuitable to house youth.

LA Superior Court Judge Michael Espinoza last month ordered the department to devise a plan on how to move youth out of the facility in Downey. Probation officials submitted a plan May 2 that called for reducing the population from 278 to 175 by Aug. 16 and relocating Los Padrinos detainees to six other facilities.

"This plan reflects our continued commitment to balancing public safety, legal compliance, and the rehabilitative needs of the young people in our care," according to a Probation Department statement Friday. "It is key to note that the court denied an indiscriminate mass release of youth, and that Los Padrinos Juvenile Hall will not be fully depopulated or closed.

The LA County Board of Supervisors on May 6 directed the Probation Department to evaluate recommendations from the county's Probation Oversight Commission that included considering some youth detainees for possible monitored release, an overhaul of the youth intake process to slow the influx of detainees to Los Padrinos and relocating lower-risk boys awaiting sentencing to probation camps.

The commission also suggested moving female detainees and "gender-expansive" youth awaiting sentencing to the Dorothy Kirby Center in Commerce and speeding up transfers to court-ordered placements for youth who have been sentenced.

Supervisor Janice Hahn, whose 4th District includes Los Padrinos, said earlier this

Altadena park damaged in Eaton Fire reopens with upgrades

Altadenareopened Saturdaywithnew featuresandrevamped grounds after the popular local gathering place was damaged in the Eaton Fire, the Los Angeles County Parks and Recreation Department announced.

Touted as a “super park,” Loma Alta now has refurbished and enhanced areas along with expanded services and programs, officials said.

“Loma Alta Park is a vital gathering place where our community can come together, especially in times of healing,” Board of Supervisors Chair Kathryn Barger said in a statement. “After the trauma of the Eaton Fire, having a space to reconnect, rebuild relationships, and support one another is incredibly important."

Loma Alta is the first county park to reopen following the deadly wildfires in January, officials said. The new features and services aim to fill gaps resulting from the loss of other parks and public places that were in the Eaton Fire's destructive path.

After the fire destroyed Altadena’s senior center, LA County Parks and the county Department of Aging and Disabilities created a satellite senior center at Loma Alta Park.

The Altadena Library District will now host a satellite library at Loma Alta Park with activities and events for children, families and seniors.

The county Public Health and Parks departments will provide 100 after-school slots for children ages 5-12. During the summer the program will run all day. Kids 3- or 4 years old can participate in the park's Tiny Tots program.

The Eaton Fire caused the loss of 2,802 "licensed spaces" for early childhood education, destroyed 34 early childhood education licensed facilities and damaged four, according to LA County Parks.

The new Our SPOT Teen Center by the county health department will offer services

to youth ages 12-18 daily.

The Department of Economic Opportunity and parks personnel will provide jobs for 15 youths from Altadena via the Youth@Work program. County funding also assisted with hiring 20 child care workers whose jobs or businesses were displaced by the fire.

Clinicians from the Department of Mental Health will now be stationed at the park to provide mental health services to Altadena residents.

The Loma Alta Park pool was reglazed and now ready for summer activities.

And the Altadena Rotary Club will relocated the group's annual summer concert series to Loma Alta. The club regularly hosted the concerts at Farnsworth Park, which suffered extensive fire damage and was closed. Compete dates and times for the concert series are listed online in the club's May 8 newsletter.

"Parks like Loma Alta help restore not only our physical surroundings, but our sense of belonging," Barger said. "Social connection is essential to recovery, and this reopening is a meaningful step forward for Altadena.”

LA County Parks Director Norma García-González noted the more than 2,000 volunteers who helped refurbish the fire-ravaged park.

"Loma Alta Park was fortunate that none of its buildings burned, which allowed us to move quickly to meet this

community need, and now it is ready to better serve Altadena with new and expanded services and facility improvements," García-González said.

"The community asked for the park to reopen, and knew we needed to meet the moment. Here we are, as promised, just two months later."

With donations from local nonprofit Tree People, the Los Angeles Conservation Corp and nearly a dozen nurseries in the San Gabriel Valley, volunteers from throughout the county planted 44 trees, 32 tree seedlings, 818 plants and spread 50,000 square feet of mulch, officials said. Volunteers also painted murals in the park in addition to pieces by local artists Victor Ving and his Greetings Tour team, Eric Junker, Ryan Burch and Katie Chrishanthi Sunderalingam.

To inaugurate the rejuvenated and expanded park, county officials hosted several events Saturday, including a children’s play date with Bob Baker’s Marionette Theater, ribbon cutting for the new playground with special guests Mickey and Minnie Mouse, grand opening ceremony for the Dodgers Dreamfields, Jr. Clippers basketball clinic on the park's new Clippers Court, a picnic with local restaurants providing a “Taste of Altadena,” pool and swimming activities and a live concert featuring Ledbetter Blues and DJ Blac House.

The total cost of the park renovation was not immediately available. Officials

provided these funding highlights:

-FireAid, the January 30 benefit concert, contributed $2.4 million to help rebuild the park's two fire-damaged playgrounds. "The two new playgrounds from Landscape Structures, with the impressive 3-story play structure that is completely ADA accessible, are the very first structures of its kind anywhere," according to the Parks and Recreation Department.

- Barger's office funded Alta Chat, a new meeting place at Loma Alta Park serving as for a community hub. "This new space features Adirondack chairs to inspire a much-needed lost neighborhood connection," officials said.

- The Los Angeles Dodgers Foundation funded two Dodgers Dreamfields, which are the only baseball fields in Altadena, according to the county.

- The LA Clippers Foundation funded the renovation of the park's gymnasium and sport courts and will offer the Jr. Clippers Basketball Program for Altadena youth and partnering with Pechanga Resort & Casino, provided dollars for a new computer lab and technology center. The new tech hub will provide a Wi-Fi for the park and computer services for teens and seniors, officials said.

April jobless rate falls slightly in SoCal counties

Los Angeles County's seasonally adjusted unemployment rate dropped slightly to 5.8% in April, from a revised 5.9% the previous month, according to data released Friday by the California Employment Development Department.

The 5.8% rate was above the rate of 5.6% during the same monthlong period last year.

Orange County's April unemployment rate was 3.7%, down from a revised 3.8% in March and higher than last year's 3.4% rate.

Statewide the seasonally adjusted unemployment rate was 5.3% in April, the same figure as the previous month and 5.2% a year ago. For the nation, unemployment was 4.2% in April, unchanged from March and 3.9% in April 2024.

Total nonfarm employment in LA County rose by 16,100 jobs between March and April totaling 4.59 million.

The trade, transportation and utilities sector showed the largest decline, shedding 2,400 positions. The government sector posted month-over-month gains of 11,400 jobs.

In Orange County, non-farm employment increased by 5,000 jobs to reach 1.68 million. Leisure and hospitality added 3,000 payroll jobs over the month, the most of any sector.

The unemployment rate in the Riverside-San Bernardino-Ontario metropolitan area was 4.9% in April, down from a revised 5% in March, and above the year-ago estimate of 4.6%, according to the EDD. The April unemployment

rate was 4.9% in Riverside County and 4.8% in San Bernardino County. Private education and health services added the most jobs compared with March with 2,600 positions. Health care and social assistance's 2,400 new jobs were the most in the sector thanks largely to 1,700 jobs in ambulatory health care services. Private educational services completed the overall sectoral gain with 200 newly added positions. Trade, transportation and utilities lost 1,400 jots, the most over the month. Retail trade declined by 700 jobs, followed by losses in transportation, warehousing and utilities, which were down 500 positions, and wholesale trade's 200 jobs shed. The information sector also declined, losing 100 jobs over the month.

Long Beach launches pilot program to offer smart public restrooms

The City of Long Beach has partnered with Throne Labs to launch a new four-month pilot program to offer smart public restrooms. In addition to 52 freestanding public restrooms across the city, Throne smart restrooms are now available for public use at DeForest Park, Harvey Milk Promenade Park, Belmont Pier and Shoreline Marina. These locations were chosen based on a review of restroom demand and funding availability of existing restrooms at the locations. Throne restrooms are Americans with Disabilities Act-accessible facilities that feature running water sinks, flushing toilets, baby changing stations and free menstrual products. Each unit is equipped with 21 sensors that provide realtime data on the restroom's status, cleanliness and usage statistics, including potential misuse. During the pilot phase, users can access the units via text message or mobile app, creating accountability while maintaining user privacy.

Burbank

Burbank teacher arrested for lewd acts with a minor

On May 14, investigators with the Burbank Police Department arrested 33-year-old physical education teacher Dimitri Altobar, of Burbank, on suspicion of committing lewd acts with a minor. According to Burbank PD, Altobar allegedly had inappropriate contact with a student while entrusted in his official capacity as a physical education teacher at St. Francis Xavier School in Burbank. Altobar has been placed on administrative leave pending the outcome of this weekslong investigation. The Los Angeles County District Attorney’s Office has since reviewed the case and filed five counts of committing lewd acts with a child under the age of 14 years against Altobar. This investigation is ongoing and anyone with

Monterey Park

Monterey Park launches assistance program for restaurants, retailers

The city of Monterey Park's new Small Business Assistance Program offers financial aid to local restaurants and retail stores. The program started accepting applications May 15 via the Chinatown Service Center, which is administering the program on the city's behalf. The program will focus on supporting restaurants and retailers' "recovery and growth," according to a city statement. The program's forgivable loans are from $5,000 to $25,000 with a 1% interest rate, which will be fully forgiven if the business remains operational in Monterey Park for at least three years from receipt of the funding. Officials said funds are limited and advised prospective applicants to apply online to determine eligibility at bit.ly/MPSBAP2025. Orange County

OC supervisors approve resolution opposing federal Medicaid spending cuts

The Orange County Board of Supervisors passed a resolution opposing federal Medicaid spending cuts on May 6. About one in three residents in Orange County are Medi-Cal enrollees, totaling more than 1 million residents. Medi-Cal spending brings in over 12 billion dollars each year in Orange County and these funds are at risk of being cut. Funding cuts would diminish access to care and increase providers’ cost for uncompensated care.“MediCal is crucial to our most vulnerable populations and any cuts will ultimately lead to lower quality care and negative health outcomes,” said Chair Doug Chaffee. The resolution was adopted with a 3-0 vote, with one

abstention and one absence. Chairman Doug Chaffee, Vice Chair Katrina Foley, and Supervisor Vicente Sarmiento voted in favor of the resolution. Supervisor Janet Nguyen abstained, and Supervisor Donald Wagner was absent.

Riverside County

City of Riverside stems growth in homelessness, new data shows

The city of Riverside has largely stopped the growth of homelessness in the city and has helped more people into shelter than ever before, according to data in the recent Point in Time Count, which documents the number of individuals experiencing homelessness on a given day around Riverside County. The 2025 count found 614 unsheltered individuals within the city limits, roughly akin to the 605 found in 2023. The most recent data illustrates an improvement as the number of unsheltered people rose to 605 in 2023 from 307 in 2022. The count also revealed that in the city, 473 people were in a shelter, an improvement over previous years when fewer individuals were in a shelter during the count. For example, in 2023, 372 individuals were in shelter and 398 individuals were in shelter in 2022. There was no count in 2024. The count will inform future efforts to prevent homelessness. The data showed that 21% of unsheltered homeless individuals had been homeless for less than one year and that the principal reasons for falling into homelessness were disruptions in the home, inadequate income, or loss of a job. The largest group of those recently falling into homelessness were seniors over the age of 55.

The city of Corona's Independence Day Celebration returns on Friday July 4th with the annual Main Street USA Parade, entertainment at Santana Park, and Fireworks show. The Main Street USA Independence Day Parade, a non-compet-

Regional Parks swim season begins Memorial Day weekend with a splash

The 2025 swim season officially opens on Saturday at Glen Helen and Yucaipa regional parks and will remain open through Labor Day weekend. Swim hours are from 10 a.m. to 4 p.m. New prices include use of the splash pad and waterslides at Glen Helen and the waterslides at Yucaipa. Daily non-holiday, holiday

weekends and special events are $15. Holidays and holiday weekends are $20. (Example of a holiday weekend is if the holiday is on a Friday, the price applies to the Saturday and Sunday that follows. San Bernardino opens new Satellite Animal Shelter and Pet Adoption Center

The City of San Bernardino Animal Services Department held a ribbon cutting on May 6 to celebrate the

opening of the new Satellite Animal Shelter and Pet Adoption Center located at 1543 W. Eighth St. The 7,175 square foot facility will house up to 150 cats and 80 dogs, as well as other small animals under the department’s care, such as rabbits, and reptiles in a climatecontrolled environment. The adoption center will be open daily to the public for adoptions between noon and 4 p.m.

Insurance commissioner OKs 17% State Farm rate hike

Tuesday approved a judge’s ruling granting State Farm's request for a 17% interim rate increase for homeowners policies.

State Farm, California's largest insurer, initially asked for a 21.8% emergency rate hike in February.

Renter/condominium tenant insurance from State Farm also will go up 15%, and rental dwelling policies will rise 38%, according to the Judge Karl Seligman's May 12 ruling in Oakland.

In a further move to reinforce the company's solvency, State Farm is required to secure $400 million from its parent company State Farm General Insurance Co.

State Farm has agreed to refrain from not renewing policies through the end of this year.

The emergency rate increase takes effect June 1, with a full rate hearing scheduled to start at a date determined by the judge.

In March Lara called for an administrative law judge to review the evidence and make a proposed decision on State Farm's requested rate increases. Under state law, however, Lara is the ultimate decision-maker.

Following a three-day hearing April 8-10, the Seligman found that “the evidence presented in

the hearing established a prima facie showing that State Farm is experiencing extraordinary financial distress, coupled with surplus depletion that threatens ongoing business operations," the judge wrote. “While the interim rates remain temporary and subject to further review, the stipulation seeks to balance consumer protections with the need for financial stability.”

Lara issued a statement after the ruling.

“Californians deserve a process grounded in fairness, transparency, and integrity — not politics or posturing," he said. "That is why I requested an independent review of the evidence by an administrative law judge, who presented a proposed decision. I ordered this hearing to ensure that the parties have the opportunity to present their arguments before a neutral arbiter. ...

“Let me be clear: We are in a statewide insurance crisis, affecting millions of Californians," Lara continued. "Taking this on requires tough decisions. This is not a game. This is not a mediadriven moment for some to exploit — this impacts people I am committed to protecting.

Federalprosecutors in Los Angeles have launched a program to file complaints and arrest warrants to allow federal law enforcement to take defendants into federal custody from state jails.

The program, called Operation Guardian Angel, seeks "to neutralize California's sanctuary state policy and protect Americans from criminal illegal aliens incarcerated in county jails by issuing federal arrest warrants for them," according to the U.S. Attorney's Office for the Central District of California.

Lara's rate approval is available on the Insurance Department's website.

The judge's proposed order is also online.

The program, which began May 10, has resulted in the arrest of 13 defendants on federal charges as of last Thursday, prosecutors said. "Even the worst criminal

aliens in state custody are frequently released into the community because California's sanctuary state policies block cooperation with federal law enforcement," U.S. Attorney Bill Essayli said in a statement. "These laws effectively render federal immigration detainers meaningless. The days of giving criminal illegal aliens a free pass are over. While California may be presently disregarding detainers, it cannot ignore federal arrest warrants."

An immigration detainer is a request from U.S. Immigration and Customs Enforcement asking a federal, state or local law enforcement agency -- including jails, prisons or other confinement facilities -- to notify the requesting agency as early as possible

before releasing a removable undocumented immigrant, and to hold the person for up to 48 hours beyond the scheduled release time so the U.S. Department of Homeland Security can assume custody under federal immigration law.

A release from the U.S. Attorney's Office said the goal of Operation Guardian Angel is "to neutralize -- as far as possible -- California's sanctuary state policy and make our community safer."

The Central District of California -- composed of the counties of Los Angeles, Orange, Riverside, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura -- is home to an estimated 1.5 million undocumented immigrants, according to federal prosecutors.

Study: Preventable hospitalization rates in CA higher for

Anew study showed in 2022, more than 240,000 hospitalizations in California could have been prevented with proper outpatient care.

Researchers said most of the patients had poorlycontrolled chronic conditions like diabetes, heart disease or COPD.

Rhonda Smith, executive director of the California Black Health Network, which cosponsored the report, said her organization helps patients learn to advocate for themselves.

"I can tell you countless stories that we hear about patients who just are not listened to and then end up being hospitalized or misdiagnosed," Smith explained.

The report showed patients who rely on

Medi-Cal or are Black, Native American, or Englishlanguage learners are affected the most. The report found the state could save $400 million a year if Medi-Cal members had the same rate of preventable hospitalizations as people with private insurance.

Kiran Savage-Sangwan, executive director of the California Pan-Ethnic Health Network, also a co-sponsor of the report, said the savings would help the state's taxpayers.

The report authors suggested policymakers resist calls to cut Medicaid nationally and to eliminate coverage for undocumented people in California. They also recommended hiring more culturally and linguistically responsive primary care physicians.

Transportation Secretary Sean Duffy sold stocks two days before Trump announced a plan for reciprocal tariffs

Two days before President Donald Trump announced dramatic plans for “reciprocal” tariffs on foreign imports, Transportation Secretary Sean Duffy sold stock in almost three dozen companies, according to records reviewed by ProPublica.

The Feb. 11 sales occurred near the stock market’s historic peak, just before it began to slide amid concerns about Trump’s tariff plans and ultimately plummeted after the president unveiled the details of the new tariffs on April 2.

Disclosure records filed by Duffy with the U.S. Office of Government Ethics show he sold between $75,000 and $600,000 of stock two days before Trump’s Feb. 13 announcement, and up to $50,000 more that day.

Transportation secretaries normally have little to do with tariff policy, but Duffy has presented himself as one of the intellectual forefathers of Trump’s current trade agenda. As a congressman in 2019, his last government position before Trump elevated him to his cabinet post, Duffy introduced a bill he named the “United States Reciprocal Trade Act.” The proposed legislation, which did not pass, in many ways mirrors Trump’s reciprocal tariff plan. Duffy worked on that bill with Trump’s trade adviser Peter Navarro. Trump’s tariffs were “the culmination of that work,” Duffy posted online, referring to his own bill in the House.

Trades by government officials informed by nonpublic information learned in the course of their official duties could violate the law. However, it’s unclear whether Duffy had any information about the timing or scale of Trump’s reciprocal tariff plans before the public did.

Trump had repeatedly promised to institute significant tariffs throughout

the campaign. But during the first weeks of his term, investors were not panic selling, seeming to assume Trump wouldn’t adopt the far-reaching levies that led to the market crash following his “Liberation Day” announcement.

In response to questions from ProPublica, a Transportation Department spokesperson said an outside manager made the trades and Duffy “had no input on the timing of the sales” — a defense that ethics experts generally consider one of the strongest against questions of trading on nonpublic information.

His stock transactions “are part of a retirement account and not managed directly by the Secretary. The account managers must follow the guidance of the ethics agreement and they have done so.”

“The Secretary strongly supports the President’s tariff policy, but he isn’t part of the administration’s decisions on tariff levels,” the spokesperson said.

The spokesperson dismissed the notion that knowledge of Trump’s coming tariffs could constitute insider knowledge because “President Trump has been discussing tariffs since the 1980s.”

Duffy is the second cabinet secretary to have sold stock at an opportune time.

Last week, ProPublica reported that Attorney General Pam Bondi sold between $1 million and $5 million worth of shares of Trump Media, the president’s social media company, on April 2. A government ethics agreement required Bondi to sell the shares within 90 days of her confirmation, a deadline that would have given her until early May, but why she sold on that date is unclear. After the market closed that day, Trump presented his

tariffs, sending the market reeling.

Following ProPublica’s story, at least two Democratic members of Congress called for investigations. Bondi has yet to answer questions about whether she knew anything about Trump’s tariff plans before the public did. The Justice Department has not responded to questions about the trades. Disclosure forms for securities trading by government officials do not require them to state the exact amount bought or sold but instead to provide a broad range for the totals of each transaction.

Duffy's disclosure records show he sold 34 stocks worth between $90,000 and $650,000 on Feb. 11 and Feb. 13. Per the ethics agreement he signed to avoid conflicts of interest as head of the Transportation Department, he was required to sell off stock in seven of those companies during his first three months in office. Cabinet members are typically required to divest themselves of financial interests that intersect with their department’s oversight role, which in Duffy’s case involve U.S. roadways, aviation and the rest of the nation’s transportation network. The ethics agreement was dated Jan. 13, and Duffy was confirmed by the senate on Jan. 28, meaning he had until late April to sell. His spokes-

The stocks he sold in the other 27 companies were not subject to the ethics agreement. Those shares were valued somewhere between $27,000 and $405,000, according to the records. Among them were Shopify, whose merchants are impacted by the tariffs, and John Deere, the agricultural machinery manufacturer that has projected hundreds of millions of dollars in new costs because of Trump’s tariffs.

Other companies Duffy sold, like gambling firm DraftKings and food delivery service DoorDash, are less directly vulnerable to tariff disruptions. But even those companies will be impacted if Americans have less disposable cash to spend. Few stocks were not hit hard by Trump’s “Liberation Day” tariff announcements. The S&P 500, a broadbased index, fell almost 19% in the weeks that followed Duffy’s sales and 13% specifically after Trump unveiled the details of his reciprocal tariff plan. Since Trump unexpectedly walked back much of those initial tariffs, the market has rebounded.

There’s no indication that the cash from Duffy’s sales was immediately reinvested. He appears to have held on to parts of his portfolio, including a Bitcoin fund, treasuries, S&P 500 funds

and stock in Madrigal Pharmaceuticals, an American biopharma company. (Duffy also purchased some Microsoft shares, one of the stocks he’s prohibited from holding, days earlier on Feb. 7, only to sell them on Feb. 11 with the rest of his sales.)

Trades by government officials informed by nonpublic information learned through their jobs could violate the Stop Trading on Congressional Knowledge, or STOCK, Act. The 2012 law clarified that executive and legislative branch employees cannot use nonpublic government information to trade stock and requires them to promptly disclose their trades.

But no cases have ever been brought under the law, and some legal experts have doubts it would hold up to scrutiny from the courts, which in recent years have generally narrowed what constitutes illegal insider trading. Current and former officials have also raised concerns that Trump’s Justice Department and Securities and Exchange Commission would not aggressively investigate activities by Trump or his allies.

The president’s selection of Duffy to lead the Department of Transportation was somewhat unexpected. Duffy, who came to fame when he starred in the reality show “The Real World” in the late 1990s, had last held public office in 2019 during Trump’s first term when he served as a Wisconsin congressman.

As a lawmaker, Duffy introduced the bill that would have made it easier for Trump, or any president, to levy new tariffs, a role that had long been largely reserved for Congress. The bill would have allowed the president to impose additional tariffs on imported goods if he determined that another country was

applying a higher duty rate on the same goods when they were coming from America.

The bill did not pass, but Trump has essentially assumed that power by justifying new tariffs as essential to national security or in response to a national emergency. His Feb. 13 announcement called on his advisers to come up with new tariff rates on goods coming from countries around the world based on a number of restrictions he said those countries were placing on American products — not just through tariffs, but also with their exchange rates and industry subsidies.

Even the public rollout of Duffy’s bill and Trump’s tariffs were similar. Duffy released a spreadsheet showing how other countries tariffed particular goods at a higher rate than the U.S. Trump also used a spreadsheet during his rollout to show that his new tariffs were the same or lower than the trade restrictions other countries had placed on American goods.

More recently, Duffy has been a booster of Trump’s trade policies.

Trial begins in retired prosecutor's lawsuit against Orange County

Aretired high-ranking Orange County prosecutor was retaliated against and essentially forced into retirement by District Attorney Todd Spitzer for her whistleblower efforts in a sexual harassment case, her attorney contended Monday, but a lawyer for Spitzer and the county said the DA had no idea the plaintiff was going to leave her job, nor did he want her to leave.

Opening statements and witness testimony began Monday in the trial stemming from a lawsuit filed by Tracy Miller, a 25-year veteran of the office, including three years as a senior assistant district attorney when she left. The trial is being held in San Diego due to the involvement of two Orange County Superior Court judges in the litigation.

Miller alleged in her lawsuit that Spitzer forced her to retire by "creating a hostile work environment" after she attempted to protect younger prosecutors in the office who had reported being sexually harassed by another prosecutor, Gary LoGalbo. LoGalbo, who was best man at Spitzer's wedding, died before lawsuits over the alleged harassment went to trial.

One of Miller's attorneys, John Barnett, told a San Diego jury that when the allegations against LoGalbo surfaced, Spitzer was aware

that his office "was in deep trouble," particularly because he had held himself out as an advocate for sex abuse victims.

"It's a very bad look for a prosecutor whose brand is protecting victims of sexual abuse," Barnett said. "It's a very bad look because it started to look like he can't even protect the members of his own office from sexual harassment."

Barnett said that while publicly an investigation was launched into the allegations, internally, Spitzer sought to discredit the woman who initially accused LoGalbo, Barnett told jurors. When Miller advocated on behalf of the woman and other victims who later came forward, she was punished with threats to her career and the dismantling of programs she'd created

Kat Cressida, Pasadena Comic Con raising funds for Pasadena Fire Foundation

AstheSouthland contends with the human and environmental impacts of the Palisades and Eaton fires, voice actress Kat Cressida is lending her star power to help the LA area recover as she rebuilds her own life following a traumatic health battle. With Pasadena Comic Con set to light up the Pasadena Convention Center on Saturday, Cressida — known for speaking life into beloved characters like Constance Hatchaway from Disney’s Haunted Mansion rides, Princess Leia, Jessie the Cowgirl from Disney/Pixar’s “Toy Story” and Dee Dee on “Dexter’s Laboratory” — will be raising funds for the Pasadena Fire Foundation at the one-day fan event. Cressida will donate 30% of her event proceeds to the Pasadena Fire Foundation, which supports the men and women of the Pasadena Fire Department. Pasadena Comic Con is also raising funds for the foundation on

their homepage. Additionally, Cressida will also be running selfie and Funko Pop specials at her table to raise funds for the Make-AWish Foundation.

Cressida, who is a booster and volunteer for Station 78 in Studio City, has been a lifelong supporter of firefighters as her father worked with the Navy’s firefighting division.

“I grew up having a real kinship and fondness for the firemen and certainly with how much they have given and struggled with the recent fires on every level, it just feels like it’s a very important organization to give back to,” she explained.

“With all of us in Southern California either directly impacted or circumstantially affected — with our friends and family and neighbors and the businesses we love either suffering directly by the wildfires or indirectly because of how it’s affected the landscape and the economy — it’s

very important to give and to try to do something, no matter how great or small, to help LA rebuild,” Cressida said. “There have been so many amazing efforts and organizations and people, thankfully, to help with the rebuilding.”

Cressida herself is still rebuilding her life after surviving a rare form of cancer called dermatofibrosarcoma protuberans which manifested in her face.

She underwent a series of surgeries, including facial reconstruction, as well as radiation, various other treatments and she had to relearn how to talk and sound like herself once more. (The Daily News covered her remarkable health journey in depth in 2019.)

Today, Cressida is a passionate advocate for early cancer screenings.

“It’s important for people to know that if you catch it early, you can have your whole life ahead of

you,” she told HeySoCal.com.

From the many twists and turns throughout this health journey, Cressida learned about the importance of wasting time. In 2019 she spoke at TEDxUCLA about the importance of time wellwasted, engaging in joyful activities and playtime.

within the District Attorney's Office, according to Barnett, who alleged Miller also faced "gender-based slurs" during that time.

"The cumulative effect of all of those things forced her resignation," Barnett said.

Miller's lawsuit also alleges Spitzer attempted to block her from reporting his conduct in two death penalty cases that spurred scandals for what some considered racially charged comments in one of the cases and his intervention in a mass shooting case to dismiss a criminal complaint against the father of one of the victims.

The lawsuit also alleges county officials failed to stop the harassment and allowed

"the victim shaming to run freely for all to witness."

Along with Orange County and Spitzer, Orange County Superior Court Judge Shawn Nelson, a former Orange County supervisor who worked as chief assistant district attorney, is also named as a defendant.

Miller claims the men routinely berated her during meetings.

"On one occasion, Spitzer yelled at Miller for over five minutes because the attorney general was hosting a meeting about an opioid case filed by the OCDA," the lawsuit alleged. "Spitzer, on account of Miller's gender, blamed her because he was upset at the attorney general. Spitzer

stated that Miller was not cutting it as (an executive) and she should simply take his abuse and not defend herself against Spitzer. Spitzer's actions brought Miller to tears in the presence of her subordinate."

Another time in May of 2020, Spitzer and Nelson "yelled at Miller for over 10 minutes during an executive meeting because Miller allegedly did not put enough information in the subject line of an email," the lawsuit alleged.

The lawsuit also alleged that Spitzer told Miller, "Men and women speak different languages, Tracy. We don't understand each other."

And when Miller raised

issues about LoGalbo to Nelson, he defended LoGalbo, the lawsuit alleged.

When Miller filed a legal claim against her ex-boss, Spitzer responded by alleging Miller teamed up with fired prosecutor, Brahim Baytieh, who is now an Orange County Superior Court judge, to smear Spitzer as he ran for reelection.

"It is blatantly obvious that going into my reelection that both Baytieh and Miller coordinated efforts to embarrass me and deter me from my efforts to reverse the `win at all costs' mentality which involved violating the constitutional rights of defendants by cheating and failing to discover evidence to

the defense," Spitzer said in a statement.

Spitzer accused Miller and Baytieh of being "indoctrinated by a 20- year prior administration that taught you how to cheat, seek revenge and eviscerate your enemies."

Attorney Tracey Kennedy, who represents the defendants, denied any retaliation took place or that they sought to have Miller leave the office.

Kennedy said Miller was a respected and wellregarded prosecutor and that rather than seeking her exit, both Spitzer and Nelson "relied on Ms. Miller for her guidance" in various matters.

Kennedy said that during her time at the D.A's Office, Miller never reported facing

gender-based mistreatment, even though she could have reported those claims anonymously.

While conceding that LoGalbo was Spitzer's best man in 1996, the attorney said the men's paths diverged and their relationship wasn't such that Spitzer would protect LoGalbo "at the expense of the Orange County DA's Office or at the expense of his career."

Regarding LoGalbo's initial accuser, Kennedy said Spitzer had concerns about her truthfulness in some of her work communications, but had no concerns or doubts regarding the allegations she levied against LoGalbo.

State provides $86.5M for infrastructure repair after LA fires

As part of a nearly $1.7 billioninfunding forimprovements to the state highway system, Gov. Gavin Newsom on Friday announced $86.5 million for improvements to infrastructure damaged during the Los Angeles firestorms in January.

In addition to projects in the San Diego area and Northern California, the funding package includes $30 million to replace a retaining wall and rebuild a slope drapery protection system near Big Rock Road in Malibu and reconstruct hillsides above Pacific Coast Highway near Mulholland Drive. Those areas were impacted by the Palisades Fire and subsequent rainstorms.

“Today’s monumental investment puts Californians’ tax dollars to work making

critical safety and resiliency improvements to highways throughout the state that support the travel of millions of residents each day. We’re also directing millions to help repair vital infrastructure damaged by the Los Angeles fires.”

The funding also made these additional projects possible, according to Caltrans:

- $16.9 million to fix damaged slopes, drainage systems, signs, retaining walls and guardrails on PCH in Los Angeles, Santa Monica and Malibu. The project also calls for additional work to prevent debris flows and mudslides on PCH from Entrada Drive to Sweetwater Canyon Drive.

- $4.8 million to provide traffic control in LA, Santa Monica and Malibu, where residents had to evacuate

from the Palisades Fire.

- $2.8 million for new traffic signals, roadside signs, drainage systems and erosion control following the Franklin and Palisades fires near South

LA County Public Defender Ricardo Garcia issued a statement in response to the judge's plan approval.

"Every young person deserves a chance to succeed, and it is crucial that we continue to ensure that youth are placed in environments that are conducive to their growth," Garcia said. "We strongly support the Probation Oversight Commission's recommendation of the immediate, safe release of eligible youth through rapid and thorough reassessments of detention recommendations. Following the court ruling, the Youth Development Department reaffirmed

"its commitment to collaborating with county agencies and community partners to ensure the Department of Probation's depopulation plan aligns with the county's Care First priorities and reduces harm for youth and families," according to an agency statement.

"DYD is steadfast in its efforts to reduce and ultimately end youth incarceration. We are dedicated to the support and the wellbeing of young people in Probation facilities, through pathways to care, development and safe reentry, and the expansion of alternatives to incarceration," the statement continued.

Youth Development programs including Credible Messenger mentors and Reentry Action for Youth will be available for Los Padrinos detainees, officials said.

The depopulation plan's first phase is May 16 to June 16, when the goal is to reduce the number of detainees to 197. The Probation Department plan calls for another 22 youth detainees to relocate by Aug. 16.

The California Board of State and Community Corrections must review youth detention facilities to make sure they comply with state standards, along with LA County Juvenile Court Health Services, the county Office of Education, Public Health and Mental Health departments and other agencies.

In December, the BSCC declared Los Padrinos unsuitable to house youth detainees because of staffing deficiencies and other problems. The county, however, continued operating the facility due to a lack of suitable alternative locations to house Los Padrinos detainees.

SB 1 directs approximately $5 billion annually to transportation projects. The legislation provides funding split between state and local agencies.

"Road projects progress through construction phases more quickly based on the availability of funds, including projects that are partially funded by SB 1," according to Newsom's office.

Pasadena to step up enforcement of dog leash law

Getty Villa Museum to reopen June 27 following Palisades Fire closure

As authorities receive increasing reports of off-leash dogs at Pasadena parks, starting Friday the city will begin ticketing leash law violators.

Two designated offleash areas include Alice’s Dog Park in Viña Vieja Park, 3026 E. Orange Grove Blvd., and Playhouse Village Dog Park, 701 E. Union St. Pasadena law prohibits dog owners from allowing their pets to be leash-less in city parks outside of desig-

nated off-leash areas. Fines are up to $500.

Pasadena Humane will enforce the leash requirement and provide the public with education on dogleashing.

“Our focus has always been keeping the park safe for everyone,” Pasadena Director of Public Health Manuel Carmona said in a statement. “Since ongoing leash requirement education efforts have not stopped off-leash dogs,

we are resuming stricter enforcement to protect the public.”

Officials said leashed dogs reduce the risk of attacks on other dogs and people and accidents such as dogs being hit by cars.

Following its temporary closure due to the Palisades Fire, the Getty Villa Museum will reopen to the public on Friday, June 27.

“It is with the utmost gratitude and appreciation for Getty staff, first responders, and other agencies that we can announce the reopening of the Villa to the public,” says Katherine Fleming, President and CEO of the J. Paul Getty Trust.

“Without their tireless efforts, we would not be in the position we are in today, where we can welcome back visitors and the surrounding community to enjoy the Villa grounds and collection.”

The Villa closed on the morning of Jan. 7 when the site was threatened by the Palisades Fire and 17 Getty facilities, grounds, and security team members volunteered to stay on site to protect the museum. Staff were able to seal the galleries and put out small fires in the days that followed. The Villa was spared thanks to the efforts of LAFD firefighters in the surrounding neighborhoods and targeted water drops.

“Getty’s facilities and

grounds teams have coordinated an extensive cleanup, including deep cleaning indoor and outdoor spaces, flushing the water system, replacing all air and water filters, and removing more than 1,300 fire-damaged trees,” Getty officials said in a press release. “The site may look different to visitors, with less vegetation and some burn damage to the outer grounds.”

When it reopens, the Villa will be on a limited schedule of Friday, Saturday, Sunday, and Monday, from 10 a.m. to 5 p.m., to limit the amount of traffic on Pacific Coast Highway. The Villa is currently not accessible via Sunset Boulevard, so guests should enter via PCH only. Reservations will be limited to 500 visitors daily, and free timed-entry reservations are now available to book online. Parking will remain $25.

The museum’s next exhibition, “The Kingdom of Pylos: Warrior-Princes of Ancient Greece,” will be on view from June 27 through Jan. 12, 2026. The exhibition will showcase over 230 works of art and artifacts from Messenia, an

epicenter of the Mycenaean civilization that flourished in Late Bronze Age Greece. The first major display in North America focused on Mycenaeans; highlights of the exhibition include clay tablets written in “Linear B,” the earliest form of the written Greek language, and the Pylos Combat Agate, a Minoan sealstone that is considered among the most exceptional works of prehistoric Aegean art.

“We are incredibly grateful for the support received from the Museum community and beyond as we work towards reopening the Getty Villa Museum,” says Timothy Potts, Maria Hummer-Tuttle and Robert Tuttle director of the Getty Museum. “We look forward to welcoming visitors back to explore our newest exhibition, The Kingdom of Pylos, and much more of our treasured antiquities collection this summer.”
