Trump signs executive order for LA Olympics task force
By City News Service
PresidentDonald Trump signed an executive order Tuesday that established a federal task force to oversee the 2028 Los Angeles Olympic Games.
"In my first term, we were instrumental in helping the city of Los Angeles win the bid to bring the Olympic Games back to American soil," Trump said during a news conference across the street from the White House, alongside LA28 President and Chairman Casey Wasserman.
"Today, I'll sign an executive order establishing the White House task force on the 2028 Summer Olympics, mobilizing the entire federal government to ensure the games are safe, seamless and historically successful," Trump added.
Trump will serve as the chair of the task with Vice President JD Vance as the vice chair.
The president is expected to designate an executive director, who will administer and execute the day-to-day operations of the group. Additionally, the task force will consist of the following members: the secretaries of state, treasury, defense, commerce, transportation, homeland security, and the attorney general, among others.
According to the order, the task force is set to disband on Dec. 31, 2028, unless extended by the president.
Members of the task force are expected to coordinate federal planning and response related to the security, transportation, and entry/exit processes for

the 2028 Games; support interagency cooperation and information sharing with state and local partners; identify legal, logistical or regulatory barriers that could impede effective federal support for the Games; and recommend timely solutions for problems.
"The L.A. Olympics is shaping up to be a wonderful moment for America. It's going to be incredible, so exciting," Trump said.
Wasserman emphasized that the Games will arrive in Los Angeles in just 1,074 days.
"Yes, we're counting, sir. The eyes of the world will be on this country as we open the 2028 Olympics, and it feels just like yesterday, and you were just president-elect in December of 2016 that you leaned into this process back then," Wasserman said. "You've been supportive and helpful every step of the way. We wouldn't be here without you."
Wasserman presented
Trump with gold medals from the 1984 Games -- also held in Los Angeles -- to celebrate the new federal task force.
Los Angeles Mayor Karen Bass and Gov. Gavin Newsom have repeatedly clashed with Trump on issues such as stepped-up federal illegal immigration raids in the city and the recovery efforts from the January wildfires.
Bass' office did not immediately respond to a request for comment on the task force announcement.
The city is in negotiations with LA28 regarding services that go beyond the 2021 Games agreement. During the Olympics and Paralympic Games, LA28 will require security, trash removal, traffic control, and paramedics, among other things.
LA officials and LA28 must come to an agreement by Oct. 1, 2025, on so- called "enhanced services" and determine rates and reimbursement.
As part of Trump's recently approved "Big Beautiful Bill," which overhauled federal spending and taxes, the government allocated $1 billion for security and planning for the 2028 Games.
A spokesperson for Newsom said the governor has already been meeting with federal, state and local partners to coordinate the logistics of major events like the Olympics, World Cup and upcoming Super Bowls.
"We welcome the White House's financial and logistical support for these global games that will showcase the vibrancy of California and the Los Angeles region," a statement from Newsom's office said.

Court denies feds' request to resume
SoCal immigration raids

Afederal appeals court
Friday evening denied the Trump administration's request for a stay of a temporary restraining order that stopped widespread immigration enforcement throughout Southern California, setting the stage for a possible Supreme Court appeal.
A key issue the judges considered was whether patrols by federal agents targeting people based on skin color and ethnicity violate the Constitution's "reasonable suspicion" requirement.
"If, as Defendants suggest, they are not conducting stops that lack reasonable suspicion, they can hardly claim to be irreparably harmed by an injunction aimed at preventing a subset of stops not supported by reasonable suspicion," the three-judge panel wrote. "Thus, we conclude that Defendants have failed to establish that they will be 'chilled' from their enforcement efforts at all, let alone in a manner that constitutes the 'irreparable injury' required to support a stay pending appeal."
Ninth U.S. Circuit Court of Appeals Judges Ronald M. Gould, Marsha S. Berzon and Jennifer Sung also found "there is no predicate action that the individual plaintiffs would need to take, other than simply going about their lives, to potentially be subject to the challenged stops."
The appellate judges
were appointed by Democratic presidents. The administration now will likely file an appeal with the U.S. Supreme Court, where six of the nine justices were appointed by Republican presidents.
"This is a victory for Los Angeles, and this is a victory because the people of Los Angeles stood together," Mayor Karen Bass said at a Friday night news conference. "I think the administration might have believed that this was going to divide our city, that our city was going to go at each other in division, but we did not. We stood strong, and I am very happy to say that us standing strong ... gave the court the resolve to uphold this decision."
LA County District 2 Supervisor Hilda Solis welcomed the court decision in a statement Saturday, calling it "a critical victory for the rule of law and for communities across Los Angeles County" and demanding an end to "indiscriminate and warrantless immigration raids."
The appeals court held a 90-minute hearing Monday in San Francisco. Attorneys for the government and plaintiffs presented arguments on the Trump administration's bid for a stay to U.S. District Judge Maame Ewusi-Mensah Frimpong's ruling that roving patrols during "Operation At Large" were illegally conducted without reasonable suspi-

La Cañada Flintridge enlists goats, sheep for wildfire prevention

La Cañada Flintridge is planning to use an animal-style approach to prevent wildfires in part of the mountainside community, city officials said Tuesday.
With funding from Cal Fire's Wildfire Prevention Grant Program, the city is "reintroducing one of nature's oldest vegetation management tools: grazing animals."
The hungry goats and sheep will head up an effort to reduce wildfire risk across a nearly 60-acre expanse of city-owned land in the Gould Canyon area.

By City News Service

"As a key component of the city's broader wildfire mitigation strategy, this project involves the use of goats and sheep to manage vegetation in the Wildland Urban Interface, the area where homes meet undeveloped, brush- heavy terrain," according to a city statement. "Grazing provides a low- impact, environmentally responsible method of reducing fuel loads, creating defensible space and supporting long-term community safety."
The city is working with the Los Angeles County Fire Department on its wildfire prevention efforts.
The initiative includes a dedicated web page -- LCF. ca.gov/Wildfire- Prevention -- that aims to raise fire prevention awareness. The site includes home hardening tips and news about upcoming events.
Cal Fire's Wildfire Prevention Grants Program and its broader Wildfire Prevention Project are funded in part by a statewide initiative called California Climate Investments, which uses so-called "carbon cap-and-trade money" to reduce greenhouse gas emissions.
Police arrest suspected shooter of man who allegedly drove through crowd
By Staff

A28-year-oldman who allegedly shot a driver accused of plowing through a crowd of people in East Hollywood was arrested in Redondo Beach, authorities said Monday.
Redondo Beach police officers arrested Efrain Villalobos of Lawndale around 1:15 p.m. Sunday, according to the Los Angeles Police Department. He was taken into custody after investigators determined he could be living in the Redondo Beach area.
On Sunday evening LA police detectives took custody of the suspect, who was being held without bail on suspicion of attempted murder, according to the LAPD and jail records.
Villalobos allegedly

shot 29-year-old Fernando Ramirez in the lower back during a melee outside an East Hollywood nightclub July 19, according to the LAPD. Officers responded around 2 a.m. to the 1000 block of North Vermont Avenue, where a mass casualty incident had been
reported involving at least 37 victims.
Ramirez had been kicked out of the nightclub for being disruptive before he drove into the crowd, LAPD Capt. Ben Fernandes told the Los Angeles Times.
Ramirez has a criminal history in Orange County
starting in 2014. He was charged July 22 with 37 counts each of attempted murder and assault with a deadly weapon and possibly could receive a life prison sentence.
Villalobos allegedly pulled Ramirez from the vehicle and shot him in the back as people in the crowd swarmed over the driver following the crash.
Villalobos faces felony charges in connection with the shooting of Ramirez, who is scheduled for arraignment Sept. 4 in downtown LA. Prior court dates were postponed for a little more than a week while Ramirez recovered from the gunshotwound.
Currently he's held at Men's Central Jail on roughly $37 million bail.

Settlement bars ICE from impersonating police to make home arrests in SoCal
By City News Service
U.S. Immigration and Customs Enforcement officers are barred from identifying themselves as local police or using other "deceptive tactics" during home arrests in Southern California, under a court-approved settlement reached in a Los Angeles lawsuit, officials announced Tuesday.
The agreement approved Monday by U.S. District Judge Otis Wright II in Kidd v. Noem prohibits ICE officers from using deceptive ruses to enter a home or when asking residents to exit their homes. This includes falsely identifying themselves as state or local law enforcement, probation, parole, detectives or any other non-federal governmental agency.
It also will stop ICE officers from falsely stating they are conducting a
criminal investigation or looking for someone else, conducting a probation or parole check, claiming there is a safety or legal problem with a person's vehicle, or misrepresenting that their purpose involves danger to a resident or to public safety.
The settlement stems from a class-action lawsuit filed in 2020 in Los Angeles federal court on behalf of Osny Sorto-Vasquez Kidd, a resident of Hacienda Heights and a recipient of Deferred Action for Childhood Arrivals protection, and two community organizations: the Inland Coalition for Immigrant Justice and the Coalition of Humane Immigrant Rights.
The agreement requires that ICE officers in the L.A. Field Office wear visible identifiers on their clothing prominently identify-
ing themselves as agents of ICE whenever they are wearing any "POLICE" identifier. This will prevent ICE officers from relying solely on the "POLICE" identifiers and covering up any "ICE" identifiers, a practice that has mistakenly caused community members to believe the officers are state or local law enforcement, according to the ACLU Foundation of Southern California.
ICE's L.A. Field Office covers the counties of Los Angeles, Orange, San Bernardino, Riverside, Ventura, Santa Barbara and San Luis Obispo.
In addition to the settlement, the plaintiffs secured a court order last year ruling that ICE officers and Homeland Security Investigations agents' "knock and arrest" practice is unlawful. That order ruled that officers and agents may not enter

the private area around a home, known as "curtilage," without a judicial warrant or consent, with the intent to carry out a warrant- less arrest of an individual.

RUHS Medical Center harnesses new tech for improved lung procedures
Doctors at Riverside University Health System – Medical Center are harnessing the power of robots and advanced precision tools to make lung surgeries more precise and speed recovery time for patients. Robotic bronchoscopy is being used to detect cancer at an earlier stage, and cryotherapy allows doctors to more easily remove lung obstructions. Both techniques lessen the likelihood of complications during lung procedures. An Ion robotic bronchoscopy device gives RUHS providers a safer way to access hard-to-reach nodules that could be cancerous, said Dr. Walter Klein, a pulmonologist. A robotic arm guides a catheter – a thin tube – with a camera, light and shapesensing technology through the bronchial tube and into the outer edges of the lungs, where it takes samples of suspicious nodules. Previously, doctors had to conduct a CT-guided biopsy where a needle was placed through the chest wall and into the lung, which carried about a 20% risk of lung collapse. The Erbe cryotherapy system at RUHS uses extreme cold to help remove foreign objects, mucus plugs and blood clots f9 rom the lungs easily and with reduced risk of complications, according to Danny
de la Peña, director of cardiopulmonary services. In addition to freezing, the Erbe system also has an electrotherapy function that uses extreme heat to quickly stop bleeding in the lung.

Monrovia Old Town report: Seas the day!
By Shawn Spencer shawn@girlfridaysolutions.net
The dog days of summer are upon us. It has been a glorious summer, with moderate temperatures and lovely breezes. I am not ready for it to end just yet. I still need to make it to the beach a few times before the season is over.
With that being said, I definitely do not want to miss the last concert in the park. This Sunday, Aug. 10, will be the last of the summer concerts at the park. Bring your chairs, blankets, picnic and friends to the Rotary Bandshell at Library Park from 7 to 8:30 p.m. to hear the Stone Soul sing some Motown hits. Summer is almost over, so enjoy the remaining days, while you still can.

On Friday night, the 9th U.S. Circuit Court of Appeals denied the federal government's request to reverse the order prohibiting federal agencies — including the U.S. Department of Homeland Security — from continuing what U.S. District Judge Maame Ewusi-Mensah Frimpong of Los Angeles federal court determined were unlawful actions in Los Angeles and surrounding counties.
The roving raids targeting car washes, parking lots where day laborers gather and garment factories disrupted immigrant
communities throughout the region for weeks in June and July, causing widespread fear.
On July 11, Frimpong granted temporary restraining orders preventing the government from stopping individuals in violation of the Fourth Amendment and requiring the government to provide detained individuals with access to counsel.
The government appealed the TRO pertaining to immigration stops and requested that the court pause the order while the appeal is pending.
A three-judge 9th Circuit panel, all Democratic appointees, denied the request after hearing arguments in San Francisco last week.
"This is a landmark victory, not just for those in the courtroom, but for every farm worker, garment worker (and) day laborer who's been profiled, detained or harassed ... just for existing,"
Armando Gudino, execu-
tive director Los Angeles Worker Center Network, said Monday at a news conference in downtown Los Angeles. "ICE and law enforcement are not above the law. The Fourth Amendment doesn't stop at the gates of a car wash, at a garment factory or at a strawberry field."
In early July, Southern California residents, workers and advocacy groups including Gudino's organization sued the DHS for allegedly "abducting and disappearing" community members using unlawful stop and warrantless arrest tactics and confining individuals at a federal building in illegal conditions while denying them access to attorneys.
The lawsuit's lead plaintiff, day laborer Pedro Vasquez Perdomo, 54, of Pasadena, says he was waiting to be picked up for a construction job at a Metro bus stop in front

the morning of June 18 when he and two others were surrounded by masked men with guns, arrested and taken to a detention center in Los Angeles, where he remained for three weeks. He has since been granted bond and released.
The men who took Vasquez Perdomo never identified themselves to the plaintiffs, never stated they were immigration officers authorized to make arrests, never stated that they had arrest warrants and never informed the plaintiffs of the bases for their arrests, the lawsuit alleges.
"I am afraid that just standing outside can mean being taken again," Vasquez Perdomo said at the news conference. "I was targeted because I'm Latino, because I'm a day laborer, because I'm invisible."
Vasquez Perdomo said he became a plaintiff in the case because "I don't want silence to be my story. I want justice, for me and for every other person whose humanity has been denied."
An eventual appeal to the U.S. Supreme Court is expected, where six of the nine justices were appointed by Republican presidents.
President Donald Trump had not personally commented on the ruling as of Sunday, but White House spokeswoman Abigail Jackson took issue with the ruling.
"No federal judge has the authority to dictate
immigration policy — that authority rests with Congress and the president," Jackson said in a statement to City News Service. "Enforcement operations require careful planning and execution; skills far beyond the purview or jurisdiction of any judge. The Trump administration looks forward to continuing to implement its immigration policies lawfully."
U.S. Immigration and Customs Enforcement officials did not immediately respond to an inquiry about whether the raids would continue.
"This is a victory for Los Angeles, and this is a victory because the people of Los Angeles stood together," Mayor Karen Bass told reporters Friday night outside Getty House, her official residence.
"I think the administration might have believed that this was going to divide our city, that our city was going to go at each other in division, but we did not. We stood strong, and I am very happy to say that us standing strong ... gave the court the resolve to uphold this decision."
During arguments before the appeals court, U.S. Department of Justice Attorney Jacob Roth insisted that the immigration stops — which began June 6 in the Los Angeles area — were perfectly legal, carefully targeted and conducted with probable cause to make arrests.
"The officers are instructed to find reasonable suspicion before an arrest," Roth
told the panel, adding that Frimpong's restraining order "is fundamentally flawed on multiple levels."
The suit also claims that federal officials have unconstitutionally arrested and detained people in order to meet arbitrary arrest quotas set by the Trump administration.
U.S. officials have denied the presence of a quota.
Chandra Bhatnagar, executive director of the ACLU Foundation of Southern California, which is also a plaintiff in the lawsuit, said Monday that the 9th Circuit ruling is a signal "to all residents of the Southland (that) we the people are winning."
He told reporters that "stopping and detaining people because of what they look like, what language they speak or where they come from is unconstitutional and morally indefensible. It is bigotry pure and simple."
If the administration claims it is not breaking the law, Bhatnagar continued, "why is it fighting against an order that forbids it from breaking the law?"
Trump administration officials have defended the raids, pointing to the president's many statements during the 2024 campaign pledging to carry out mass deportations of those here illegally, and touting the alleged criminal records of some detainees.
Frimpong has scheduled a hearing in the case on Sept. 24 in downtown Los Angeles.

Feds cancel millions of dollars in UCLA grants over antisemitism claims
By City News Service
Days after the Trump administration vowed that UCLA would pay a "heavy price" for violating the rights of Jewish and Israeli students, the federal government froze an estimated $200 million in medical and science research funding for the university.
In a campus message issued Thursday, UCLA Chancellor Julio Frenk called the decision "a loss for Americans across the nation whose work, health, and future depend on the groundbreaking work we do."
"With this decision, hundreds of grants may be lost, adversely affecting the lives and life-changing work of UCLA researchers, faculty and staff," Frenk said. "In its notice to us, the federal government claims antisemitism and bias as
the reasons. This far-reaching penalty of defunding life-saving research does nothing to address any alleged discrimination.
"We share the goal of eradicating antisemitism across society," Frenk continued. "Antisemitism has no place on our campus, nor does any form of discrimination. We recognize that we can improve, and I am committed to doing so. Confronting the scourge of antisemitism effectively calls for thoughtfulness, commitment, and sustained effort — and UCLA has taken robust actions to make our campus a safe and welcoming environment for all students."
On Tuesday, the U.S. Department of Justice announced it had determined that the university violated the rights of Jewish and Israeli students

by failing to "adequately respond to complaints of severe, pervasive and objectively offensive harassment and abuse" between Oct. 7, 2023, and the present.
"Our investigation into the University of California system has found concerning evidence of
systemic anti-Semitism at UCLA that demands severe accountability from the institution," U.S. Attorney General Pam Bondi said in a statement. "This disgusting breach of civil rights against students will not stand: DOJ will force UCLA to pay a heavy price for
putting Jewish Americans at risk and continue our ongoing investigations into other campuses in the UC system."
Some UCLA students had complained of antisemitic incidents on the campus since the Oct. 7, 2023, Hamas attack on Israel. The complaints increased during Israel's ensuing war in Gaza and campus protests that escalated and included a large pro-Palestinian encampment that was ultimately dismantled in an overnight police raid that ended with hundreds of arrests.
The campus group Faculty for Justice in Palestine at UCLA issued a statement Friday condemning the Trump administration's freezing of research funds, calling it a "cynical weaponization of antisemitism" that furthers a
"misinformation campaign spinning calls for Palestinian freedom as antisemitic. We must name this for what it is: a thinly veiled attempt to punish supporters of Palestinian freedom, and to advance the long-standing conservative goal of dismantling higher education."
According to the Los Angeles Times, the National Science Foundation informed UCLA in a letter this week that it was terminating the grants because the university "continues to engage in race discrimination including in its admissions process and in other areas of student life."
The Times reported that roughly 300 NSF grants were canceled, totaling roughly $180 million. The paper also reported that it reviewed a partial list of the suspended grants that added up to about $200 million.
Stater Bros. workers call for Monday boycott of Pasadena store
By Joe Taglieri joet@beaconmedianews.com
Stater Bros. workers have asked the public to boycott the supermarket chain's Pasadena store on Monday.
Workers were set to gather 11 a.m. to 4 p.m. for a demonstration and to urge customers not to shop at the company's store in Pasadena, 1390 Allen Ave.
"Twelve thousand Stater Bros. workers across Southern California have been working under a contract that expired in March," according to a statement by United Food and Commercial Workers Union Local 770. "They've been negotiating with the company for nearly five months to get the wages, staffing levels and benefits they deserve but instead of bargaining in good faith, the company has engaged in unfair labor practices,
including surveillance, interrogation, retaliation and unlawfully restricting workers' right to engage in protected union activities."
The union noted that its locals have secured new contracts for over 45,000 workers at other grocery chains such as Ralphs, Albertsons, Vons and Pavilions, but Stater Bros. remains resistant to similar significant wage increases, enhanced pension, health and welfare benefits, improved staffing and other upgrades.
"And while we’ve been fighting to reach a deal, they’ve been breaking the law, unlawfully surveilling members who have been active in the contract campaign, discriminating against members who support the union, interrogating members and
bypassing the union’s bargaining committee and making proposals directly to members," according to UFCW Local 770.
"The Stater Bros. Markets bargaining team has been at the negotiating table, working hard and in good faith to reach an agreement with our union partners," according to a company statement. "Significant amounts of progress had been made during negotiations last week, so we were disappointed to learn that the union chose to proceed with boycott activities at our Pasadena store anyway. An agreement can only be reached at the negotiation table, not by disrupting our customers’ shopping."
Workers voted "overwhelmingly" July 25 to authorize an unfair labor practice strike against

Stater Bros., UFCW Local 770 reported. The union also has filed a complaint with the National Labor Relations Board alleging management "unlawfully restricted union activities, including blocking access to break rooms and threatening to call law enforce-
ment on employees simply for exercising their labor rights," among other accusations.
"Our bargaining team remains committed to quickly reaching an agreement with the union that demonstrates the importance of our store team-
mates, maintains the longterm health of our company, AND helps us hold the line on prices for our customers," Stater Bros. representatives said.
Contract negotiation meetings were scheduled for Tuesday and Wednesday.

“Is it acceptable for the general contractor to have a C-33 License if the subcontractor performing the steel work has a Class A License?”
Answer: No, it is not acceptable for the general contractor to have only a C-33 license. As stated in the Specification No. 4008 under the “Contractor License” section on page NB-3, the bidder (prime contractor) must hold a current and active Class A license at the time of the bid deadline. This requirement cannot be met by a subcontractor’s license, regardless of the scope of their work.
Question 16 with Answer
“Will containment be a requirement for the exterior work since the testing came back hazardous?”
Answer: Yes, as stated in the Technical Specifications under the “Ventilation” section on page 9, total containment during conventional blast cleaning and coating /painting operations. This is to comply with OSHA, manufacturer guidelines, and AQMD regulations.

LACMA to receive Manet, Van Gogh works as part of Pearlman Foundation gift
By City News Service
The Los Angeles County Museum of Art will receive its first works by legendary artists Edouard Manet and Vincent van Gogh as part of a gift announced Monday by the Henry and Rose Pearlman Foundation.
The foundation, which oversees the collection amassed by the late Henry Pearlman beginning in 1945, announced Monday it will donate its entire collection to three institutions -- LACMA, the Brooklyn Museum and The Museum of Modern Art in New York.
LACMA will receive a total of six works, including Manet's "Young Woman in a Round Hat" (from roughly 1877-79), and van Gogh's 1888 work "Tarascon Stagecoach."
The Brooklyn Museum will receive 29 works, while MoMA will receive 28. All of the works will initially

be displayed in a traveling exhibition through next year that will rotate to all three of the museums before the works are eventually placed in their respective new homes.
"For years we have explored every model we could imagine for the future ownership and
guardianship of this collection," Daniel Edelman, president of the Henry and Rose Pearlman Foundation. "We ultimately chose the Brooklyn Museum for the works that tell Henry's story of discovery and for its commitment to engaging a diverse community; LACMA for works that specifically
enhance their ability to innovate around bringing art to where people are; and MoMA, where Cézanne's works on paper will be shared and cared for by one of the finest departments of drawings and prints that we know, as well as a half dozen of his paintings that together support the artist's
Immigration raids
foundational role in the story of modern art.
"With very different collections, communities, and presentations of art, these three great institutions share an understanding that museums, their audiences, and how those audiences engage with art, are constantly changing.
All three are committed to leading that challenge and inspiring others to meet it as well."
LACMA CEO Michael Govan said in a statement, "LACMA is deeply grateful to welcome these masterpieces to the museum's collection, and especially for van Gogh and Manet, two towering figures of 19th century art, whose paintings will be represented in our collection for the first time. It is also an honor to help fulfill Henry and Rose's wish to share their collection with our vast public, together with the Brooklyn Museum and MoMA. We look forward to presenting the collection to LACMA's visitors in an upcoming exhibition next year, as well as in future exhibitions at LACMA and our colleague institutions both locally and around the world."
cion throughout the LA area.
U.S. Department of Justice Attorney Jacob Roth insisted that the immigration stops and raids were legal and carefully targeted with probable cause to take people into custody.
"The officers are instructed to find reasonable suspicion before an arrest," Roth told the appeals court judges, adding that Frimpong's temporary restraining order "is fundamentally flawed on multiple levels."
Frimpong has scheduled a hearing for Sept. 24.
“No federal judge has the authority to dictate immigration policy — that authority rests with Congress and the President," White House spokeswoman Abigail Jackson said in a statement. "Enforcement operations require careful planning and execution; skills far beyond the purview or jurisdiction of any judge. The Trump Administration looks forward to continuing to implement its immigration policies lawfully.”

The administration's appeal was the latest action stemming from a July 2 lawsuit by Southern California residents, workers, advocacy organizations and a union alleging that aggressive immigration enforcement activity by the U.S. Department of Homeland Security involves "abducting and disappearing" community members via unlawful arrest tactics. Plaintiffs also claim federal agents are confining detainees in illegal, often filthy condi-
tions and denying them access to legal counsel.
The proposed classaction suit was filed in Los Angeles federal court by five individual workers as well the Los Angeles Worker Center Network, Coalition for Humane Human Rights and United Farmworkers of America. The plaintiffs allege the Department of Homeland Security has unconstitutionally arrested and detained people in order to meet arbitrary arrest quotas set by the
Trump administration.
Solis said the aggressive tactics by federal agents were "driven by an artificial quota and political motives rather than public safety (and) have caused lasting harm. Families have been torn apart. Children are afraid to go to school. Older adults are hesitant to seek medical care. Small businesses that form the backbone of our neighborhoods are struggling.
"These are not isolated incidents. They are the
direct result of policies carried out by a president who believes he is above the law," Solis said, adding that the appeals court ruling "marks a meaningful step toward protecting Angelenos’ dignity and rights."
Since Operation At Large began in the LA area on June 6, the president and administration officials have vowed to continue carrying out Trump's campaign pledge to conduct "the largest deportation program in American history."
In a statement Saturday, Homeland Security Assistant Secretary Tricia McLaughlin said, “Unelected judges are undermining the will of the American people.
"What makes someone a target of ICE is if they are illegally in the U.S. — NOT their skin color, race, or ethnicity. America’s brave men and women are removing murderers, MS-13 gang members, pedophiles, rapists — truly the worst of the worst from Golden State communities," McLaughlin said.
She added that "70% of ICE arrests are of criminal illegal aliens who have been convicted or have pending charges. President Trump and (Homeland Security Department) Secretary Noem are putting the American people first by removing illegal aliens who pose a threat to our communities. Law and order will prevail."
The appeals panel's ruling is available on the court's website.

Despite wildfires LA County property values more than $2 trillion
By City News Service
Property value in Los AngelesCounty increasedby$82 billion, or 3.91%, compared to last year's estimate, marking 15 years of continuous growth despite the devastating wildfires that destroyed thousands of homes in January, the county Assessor's Office announced Monday.
The growth translated to approximately $2.176 trillion in total net value, which is expected to provide $20 billion in property tax dollars toward public services such as education, first responders and healthcare workers, as well as other county services.
"As I said when I presented the forecast to the Board of Supervisors in May, this has been a very challenging year, highlighted by the devastation of the January wildfires that laid to waste large sections of Altadena and the Pacific Palisades,"
County Assessor Jeffrey Prang said in a statement.
"The wildfires impacted more than 23,000 property parcels, including the total loss of over 10,000 homes, which significantly decreased property tax revenue. However, we are committed to ensuring property owners receive the assessment relief they are entitled in a timely manner," he added.
Prang released the findings of the 2025 Assessment Roll Monday, an inventory list of taxable property such as land, buildings, and business property including furniture, machinery and equipment, which is based on property values as of January 1, 2025. The Assessment Roll consists of 2,398,007 taxable real property parcels, 160,367 business property assessments, 32,733 boats and 3,037 aircraft.
According to Prang's
office, the Assessment Roll is a tool that provides insight into the state of the real estate market, as well as the local economy. It's also used to help local governments prepare for their annual budgets in anticipation of property tax revenues.
The assessor is responsible for recording the assessed value of all taxable property in Los Angeles County each year as required by the state Constitution.
