

Los Angeles County workers strike over alleged labor law violations

Awide range of Los Angeles County public employees went on strike Monday evening over alleged labor law violations, according to union and county officials.
Service Employees International Union members totaling more than 55,000 were expected to start the strike at 7 p.m. SEIU members are from many county departments including Public Works and Public Health, social workers, Medical Examiner Department personnel, parks staff, clerical workers, custodians, Beaches and Harbors Department staff, traffic and street lighting technicians, Treasurer/Tax Collector staff and Registrar-Recorder/County Clerk workers.
The strike could result in disruptions to services for residents, including nonemergency health clinics, libraries, wildfire debris removal, trash collection and homeless encampment enforcement.
The work stoppage will be the first of its kind in LA County, according to the union.
“LA County management keeps breaking the law

— and we have had enough,” David Green, SEIU Local 721 executive director and president, said in a statement.
“They’ve stalled contract negotiations for months. And they’ve committed at least 44 labor law violations to date. Clearly, they thought they were above the law. They thought we would never go on (an unfair labor practices) strike. They thought wrong.”
The union is calling for the county to raise employees' wages and fill job
vacancies instead of using contractors.
The SEIU claims LA County management refuses to bargain with union officials in good faith, in addition to allegations of retaliation and surveillance of union members.
According to the union, while county management proposed a 0% cost-of-living increase for employees, the county Board of Supervisors spent $205 million on a downtown skyscraper for new office space amid claims
that there's no money for more services or frontline staff.
On April 15, the Board of Supervisors gave preliminary approval to county CEO Fesia Davenport's recommended $47.9 billion 2025-26 budget.

Soil testing at Pasadena parks shows heavy metal levels below thresholds

The amounts of lead and other heavy metals at six parks in Pasadena are below state thresholds for concerns about toxicity, according to the results of recent soil sampling by the city's health department.
In recent weeks Los Angeles County and Pasadena health officials announced soil testing showed elevated screening levels of lead and other toxins that may have been carried downwind in ash and debris from the massive Eaton Fire in January.
Pasadena officials said Saturday follow-up soil testing has indicated levels at Alice’s Dog Park, Allendale Park, Hamilton Park, Robinson Park, Washington Park and Victory Park are below the California Department of Toxic Substances Control's screening threshold of 80 parts per million and well below the U.S. Environmental Protection Agency’s 200 ppm screening threshold.
The highest lead level, 51.9 ppm, was found in soil at Washington Park's Tree Area, the city reported. The lowest level, 1.6 ppm, was recorded at the North Ball Field in Robinson Park.

Test results for other heavy metal levels were also below state and federal thresholds, officials said.
“These test results demonstrate there is no evidence that levels of lead or other heavy metals are harmful to health at these city parks,” Pasadena Director of Public Health Manuel Carmona said in a statement. “Given the preliminary results of the Los Angeles County soil study, everyone should practice precautions within the neighborhoods identified in the study but there is no indication that community members or visitors need to avoid outdoor activities at city parks.”
The outcome of the soil tests led the city's health department to lift previous recommendations to restrict outdoor activities on exposed soil.

The Los Angeles County Department of Public Health on Friday was investigating, a case of measles in a county resident who recently travelled from Texas.
The individual was not infectious during the time of travel, according to Public Health. County health officials were working with their counterparts from the California and Texas health departments to identify others who may have been potentially exposed and attempting to confirm if they have received the measles vaccine.
In the United States as of Thursday, measles cases totaled 884 this year, according to the U.S. Centers for Disease Control and Prevention. Most of the infections are connected with an ongoing measles outbreak in Texas, New Mexico and Oklahoma. Most cases have developed in people who are unvaccinated or don't know their vaccination status.
Of the reported measles infections, three people have died and 11% required hospitalization to manage measles complications or for isolation.
The first 2025 measles case in LA County was reported in March.
People who have not had measles in the past and have not been vaccinated may develop the condition from seven to 21 days after exposure to the virus.
Officials said exposed individuals should monitor for symptoms. Those who remain symptom-free for over 21 days are no longer at risk.
“Measles is a serious respiratory disease that spreads easily through the air and on surfaces, particularly among people who are not already protected from it,” LA County Health Officer Muntu Davis said in a statement. “A person can spread the illness to others before they have symptoms, and it can take seven to twenty-one days for symptoms to show up after exposure. Measles can lead to severe disease in young children and vulnerable adults. The best way to protect yourself and your family from infection is with the highly effective measle vaccine.”
County health officials advised all residents to review immunization and medical records to determine if they are protected against measles, especially before international or domestic travel in areas experiencing measles outbreaks. People who have not had measles infection or received measles immunization are not protected from the virus and should speak with a health care provider about receiving the measles, mumps and rubella, or MMR vaccine.
A potentially infected
resident should contact and notify a health care provider as soon as possible if the person is pregnant, an infant, has a weakened immune system "and/or are unimmunized regardless of vaccination history," according to the county health department.
"If symptoms develop, stay at home, and avoid school, work and any large gatherings," Public Health advised. "Call a healthcare provider immediately. Do not enter a health care facility before calling them and making them aware of your measles exposure and symptoms. Public Health can assist health care providers in appropriately diagnosing and managing your care."
Measles easily spreads through the air when a person carrying the virus breathes, talks, coughs or sneezes, officials said. The virus can remain in the air and on surfaces for many hours after an infected person has left the area. The infected individual can spread the virus up to four days before a measles rash develops and up to four days after the rash appears.
Transmission of the virus occurs if uninfected people breathe a contaminated air or touch a contaminated surface, then touch their eyes, noses or mouths.
Measles symptoms
include high fever above 101 degrees, coughing, a runny nose, red and watery eyes and a rash three to five days after other signs of illness, officials said. The measles rash usually starts appearing on the face and spreads downward. In addition to the MMR vaccine, the MMRV vaccine protects against four diseases — measles, mumps, rubella and varicella, or chickenpox. The vaccines are administered in two doses and are 97% effective against measles with two doses and 93% effective after the first dose.
Measles spread can be stopped if two-dose vaccine coverage "remains at 95% or above in the community," according to Public Health. More information on measles is available at ph.lacounty.gov/measles.
Most health insurance plans cover the cost of the MMR and MMRV vaccines. Insured county residents should check with their doctor or local pharmacy for vaccine availability.
Uninsured or underinsured children and adults can access free or low-cost vaccines at clinics enrolled in the county's Vaccines for Children and Vaccines for Adults program. Career corner: AB test your resume

There have been two times in my career when I felt stumped with job searching. I would meet with recruiter after recruiter who would share the same negative feedback on my experience. It left me feeling like I didn't know where to turn. If you're in that spot, I hope to provide a little help today.
Part of my career has been as a digital marketer. In short, I help companies generate sales and revenue online. Digital marketing is both an art and a science, as you are continually exploring ways to increase sales.
Early in my digital marketing career, I learned about something called AB testing. Digital marketers will test out different pieces on a web page. They will switch out things as simple as the color of a button. Or, they will alternate which photo they use. Or, they may try different headlines on the page. Then, they measure to see which option helps to drive sales. This is the process of "AB testing."
On its face, it doesn't sound like it would really work, but hear me out. Something as simple as changing a submit button from one color (for example, blue) to another color (for example, green) can drive up sales by 30% or more. No

kidding.
The first time I remember feeling stuck with my job own search was in 2019. I remember it clearly. It made me wonder if the same principle that applies to a webpage just might apply to a resume. After all, when someone looks at your resume, they only scan it for approximately seven seconds before they make a judgement and move on. Recruiters don't initially read your finely crafted resume in detail. They glance at it.
To test this theory, I started with a completely different resume template. One site that has inexpensive templates is Etsy. I didn't change any of the facts on my resume. But, I reorganized the information using the new template. It was more pleasing to the eye. And, when someone glances at the new resume quickly, they notice different things. In fact, they notice really great things.
And suddenly, all of the questions that were creating a hurdle stopped completely. Instead, the conversation shifted to my experience. And, I began receiving positive feedback about how well done the resume was. On top of these things, I also began to get my foot in the door for more job interviews. And, you guessed it. Those additional job interviews resulted in more job offers.
What I found through my experiment is that AB testing really does work on resumes too. This is great news. If you find yourself receiving the same feedback over and over, but you know you have great experience, it may be time for a resume redo. Making some simple and inexpensive changes to your resume has the potential to positively change the outcome of your job search.

Tips to find relief in California this allergy season

Allergy season is here and more than 100 millionAmericans are suffering from itchiness, watery eyes, runny nose, congestion, sneezing, or wheezing.
Experts said you should try to minimize contact with the pollens that trigger the reaction.
Dr. Gregory Carnevale, chief medical officer for UnitedHealthcare, said the idea is to remove some of the pollen that sticks to surfaces around you.
"You can stay inside. You can wear a mask, you can remove your clothing that has the pollen," Carnevale outlined. "Remove heavy drapery and wash linens regularly."
Running your air conditioning helps keep pollens outdoors. Air purifiers also help. Shower and change your clothes before going to sleep.

If over-the-counter medications do not work or if the symptoms escalate to shortness of breath, people should consult a physician.
Carnevale added the changing climate means seasonal allergies are getting worse.
"We're certainly seeing precipitation patterns that are different, more days without frost, warmer seasonal air temperatures," Carnevale observed. "All that lengthens the growing season. So we're seeing allergies maybe a little bit more severe."
In Northern California, birch, elm, cedar, cypress, pine and olive trees are the most common triggers. In the Southland, the biggest culprits are ash, oak, sycamore, walnut and mulberry.

At 6:27 a.m., a resident in the 100 block of North Ivy reported seeing smoke coming from a home nearby. Officers and MFD responded. While MFD worked on extinguishing the fire, officers were evacuating the surrounding homes. The fire was extinguished and no surrounding structures were damaged. This investigation is continuing.
At 6:32 am, a victim in the area of Huntington and Mayflower reported that a vehicle hit him and drove away. The victim followed the suspect vehicle and was able to provide a location. Officers arrived and made contact with the parties involved. An investigation revealed the driver of the suspect was under the influence of a controlled substance. He was arrested and transported to the MPD jail to be held for a sobering period.
At 11:39 a.m., a caller in the 400 block of East Walnut reported a vehicle on fire. The fire department arrived and extinguished the flames. This investigation is continuing.
A hit-and-run traffic collision was reported in the 200 block of South Myrtle Avenue. The reporting party stated that while at the bank the previous day, another vehicle struck her car in the parking lot. She captured a photo of the suspect vehicle; however, the license plate is unreadable. Officers are coordinated with the bank to obtain surveillance footage. This investigation is ongoing.

At 6:58 p.m., a caller in the 1600 block of South Mountain Avenue reported suspicious subjects near a vehicle. Officers arrived and located the individuals a short distance away, making contact with them. The investigation revealed that one of the subjects was in possession of a concealed dirk or dagger. He was arrested and taken into custody.
At 9:56 p.m., while patrolling the area of Highway Esplanade and Maple an officer saw a bicyclist in violation of a vehicle code. A traffic stop was conducted and the cyclist was contacted. An investigation revealed he was in possession of a controlled substance and a computer search revealed he had a warrant for his arrest. He was arrested and taken into custody.
April 18
At 2:34 a.m., an officer patrolling the 100 block of East Olive Avenue observed a vehicle in violation of a code and conducted a traffic stop. Upon contacting the driver, the officer noticed signs and symptoms of intoxication. A DUI investigation confirmed the driver was under the influence. The driver was arrested and transported to the MPD jail, where they were held for a sobering period.
At 3:24 a.m., an officer patrolling the 700 block of East Lemon contacted a male subject at Recreation Park after hours. During the contact, the subject was found to be in possession of a controlled substance. He was arrested.

At 1:06 a.m., while patrolling the area of Foothill Boulevard and Mauna Loa Avenue, officers conducted a traffic stop on a driver who exhibited signs and symptoms of intoxication. A DUI investigation confirmed the driver was under the influence. The driver was arrested and transported to the MPD jail, where they were held for a sobering period.
At 2:56 a.m., officers made contact with a subject behind a business in the 400 block of West Duarte. An investigation revealed the subject was in possession of a controlled substance. He was arrested and taken into custody.
At 4:19 a.m., a caller in the 600 block of West Huntington reported a possible vehicle theft in progress. Officers arrived and located the suspect attempting to flee with a stolen trailer attached to their vehicle. The suspect refused to stop and a short pursuit ensued. The pursuit was terminated shortly after for public safety. The stolen trailer was located a short distance away. This investigation is continuing.

An investigation revealed a son and father were involved in an altercation where the son battered the father and fled. The son was located a short distance away, hiding. He was arrested and taken into custody.
At 5:38 p.m., a caller in the 100 block of West Lime reported a court order violation. Officers arrived and located the restrained subject at a distance that was in violation of the court order. He was arrested and taken into custody.
At 6:21 p.m., a caller in the 500 block of West Foothill reported their vehicle stolen. Officers arrived, checked the area, and located the vehicle in Arcadia with two occupants inside. The occupants were arrested and taken into custody.

At 1:41 a.m., an officer patrolling the 1400 block of Royal Oaks saw a vehicle commit a traffic violation. A traffic stop was conducted and the driver was contacted. The driver displayed signs and symptoms of being under the influence. A DUI investigation revealed the driver was under the influence. At approximately 10:01 a.m., an officer responded to Paris Baguette, located at 7 Las Tunas Drive, regarding a robbery that had just occurred. An investigation revealed the suspect stole a cart full of pastries and when he attempted to leave without paying, he shoved an employee out of the way. The 37-year-old male from Los Angeles was located, arrested, and transported to the Arcadia City Jail for booking.
April 21
At approximately 3:21 a.m., an officer responded to JCPenney, located at 400 S. Baldwin Ave., regarding a commercial burglary investigation. Surveillance footage captured three suspects forcing their way into the building and fleeing with a large amount of jewelry. The investigation is ongoing.
April 22
At approximately 6:32 p.m., an officer responded to Motel 6, located at 225 W. Colorado Place, regarding a burglary report. The victim witnessed the suspect exit his hotel room and discovered the suspect stole $25 and his debit card. The
suspect is described as a Black male, 45 to 55 years old, with a medium build, and walking with a limp.
April 23
At approximately 2:13 p.m., an officer responded to USC Arcadia Hospital, located at 300 W. Huntington Drive, regarding two battery reports. An investigation revealed a patient pulled out an IV and threw it at one of the nurses. The patient/ suspect then threw a cup of coffee at another nurse. The suspect has been identified as a 66-year-old male from Duarte. The investigation is ongoing.
April 24
At approximately 10:01 a.m., an officer responded to a residence in the 700 block of West Lemon Avenue regarding a fraud incident. Under false pretenses, the victim paid the suspect a large sum of money in exchange for assistance in applying for permanent U.S. residency. The suspect is described as an Asian male in his twenties, with dark hair and blonde highlights.
April 25
At approximately 1:15 p.m., an officer responded to a residence in the 500 block of Drake Road regarding a theft from vehicle report. Sometime during the previous night, someone entered the victim’s unlocked vehicle and stole a briefcase.
April 26
At approximately 10:16 a.m., an officer responded to a residence in the 00 block of East Grand View Avenue regarding an aggravated assault report. The victim stated her soon to be ex-husband grabbed her arms and caused a minor laceration. The 55-year-old male from Arcadia was gone by the time officers arrived and is outstanding.
State to challenge Trump funding cuts for AmeriCorps, schools

Gov. Gavin Newsom on Friday blasted the Trump administrationforslashing funds for service workers and volunteer efforts, and state Attorney General Rob Bonta has joined a coalition suit that seeks to preserve federal funding for schools with diversity, equity and inclusion programs.
Following notice from the federal government of termination of AmeriCorps grant programs that support volunteer and service work, Newsom said in a statement, “The federal government is giving the middle finger to service. We will serve them with a lawsuit."
Last week, Newsom said California will both challenge the funding freeze in court and accelerate recruitment for the California Service Corps, which is the largest such agency in the nation.
"When the devastating fires struck Los Angeles earlier this year, AmeriCorps members were on the ground, distributing supplies and supporting families," according to the governor's office. "The agency’s shutdown hamstrings these efforts."
The California Service Corps consists of #CaliforniansForAll College Corps, California Climate Action Corps, Youth Service Corps and AmeriCorps California.
"Combined, it is a force larger than the Peace Corps and is mobilized at a time when California is addressing post-pandemic academic recovery, rebuilding from the LA fires and planning for the future of the state’s workforce," according to Newsom's office.
The federal government funds more than half of the California Climate Action Corps and about 5% of College Corps, officials said. The state fully funds the Youth Service Corps.
In the 2023-24 "service year," 6,264 AmeriCorps members in California

provided nearly 4.4 million hours of service, tutored and mentored 73,833 students, supported 17,000 foster youth with education and employment opportunities and planted 39,288 trees, the governor's office reported. Corps members helped 26,000 households impacted by the LA wildfires and packed 21,000 food boxes.
Also Friday, California and other states filed a lawsuit challenging the federal Department of Education’s efforts to withhold funding from state and local agencies that refuse to abandon programs and policies that promote equal access to education in K-12 classrooms.
The lawsuit by California Attorney General Bonta and 18 other state attorneys general was filed a day after a Trump administration deadline for state officials to confirm that every school district in the nation had eliminated all diversity, equity and inclusion initiatives.
In their interpreta-
tion of Title VI of the 1964 Civil Rights Act, the Trump administration officials believe that DEI programs amount to illegal discrimination.
According to Trump's Jan. 29 executive order, “'Discriminatory equity ideology' ... treats individuals as members of preferred or disfavored groups, rather than as individuals, and minimizes agency, merit, and capability in favor of immoral generalizations" that include "an individual, by virtue of the individual’s race, color, sex, or national origin, should be discriminated against or receive adverse treatment to achieve diversity, equity, or inclusion."
California, like many other states, refused to certify its compliance with the federal Education Department's requirements, claiming no lawful or practical way exists to do so because of the department's "vague, contradictory and unsupported" interpretation of Title VI, according to Bonta.
In the lawsuit, filed in federal court in Massachusetts, the attorneys general seek to prevent the federal Education Department from withholding any funding.
A representative from the Los Angeles Unified School District said in a statement to City News Service that the district would "continue to comply with federal and state nondiscrimination laws." The request for assurance of compliance "is similar to other certifications from the USDOE. The district defers to the California Department of Education as the correspondence about the certification form was directed to state educational agencies."
In a statement Friday, Chief Deputy Superintendent David Schapira from the California Department of Education affirmed "that it is not lawful for the federal government to restrict, pause, or rescind educational resources allocated by Congress outside of the statutory and constitutional

"Instead, it is using our nation's foundational civil rights law as a pretext to coerce states into abandoning efforts to promote diversity, equity and inclusion through lawful programs and policies. California has consistently certified its compliance with Title VI and its regulations, Bonta said.
Bonta leads the multistate coalition in the lawsuit along with the attorneys general of New York, Hawaii, Illinois, Massachusetts and Minnesota.
On April 24, a federal judge in New Hampshire blocked Trump administration directives that threatened to cut DEI funding for public schools. The ruling was in a lawsuit by the National Education Assn. and the American Civil Liberties Union that alleges the Trump administration's policies violate teachers’ due process and First Amendment rights.
A second judge on April 24 postponed the effective date of some U.S. Education Department guidance against DEI, ruling in a separate case filed in Maryland by the American Federation of Teachers.

A DOGE aide involved in dismantling Consumer Bureau owns stock in companies that could benefit from the cuts

Afederal employee who is helping the Trump administration carry out the drastic downsizing of the Consumer Financial Protection Bureau owns stock in companies that could benefit from the agency’s dismantling, a ProPublica investigation has found.
Gavin Kliger, a 25-yearold Department of Government Efficiency aide, disclosed the investments earlier this year in his public financial report, which lists as much as $365,000 worth of shares in four companies that the CFPB can regulate. According to court records and government emails, he later helped oversee the layoffs of more than 1,400 employees at the bureau.
Ethics experts say this constitutes a conflict of interest and that Kliger’s actions are a potential violation of federal ethics laws.
Executive branch employees have long been subject to laws and rules that forbid them from working on matters that “will affect your own personal financial interest.” CFPB employees are also required to divest from dozens of additional, specific companies that engage in financial services and thus either are or could be subject to agency supervision, rulemaking, examination or enforcement.
The CFPB oversees companies that offer a variety of financial services, including mortgage lending, auto financing, credit cards and payment apps.
Two of the companies in which Kliger is invested — Apple and Tesla — are on the CFPB’s list of prohibited holdings. Two others — Bitcoin and Solana — aren’t on the list but are nevertheless barred under agency guidance on invest-
ing in cryptocurrency firms.
Court records show that Kliger was among a small handful of top CFPB and administration officials discussing the implementation of the layoffs in emails. Separately, a federal employee who works on the layoff team said that Kliger “managed” the firings of about 90% of the bureau’s staff earlier this month, according to a sworn declaration filed by lawyers opposing the administration.
The employee, using the pseudonym Alex Doe for fear of retaliation, said they learned of Kliger’s role from colleagues and described Kliger keeping the CFPB employees “up for 36 hours straight to ensure that the notices would go out,” the declaration states. “Gavin was screaming at people he did not believe were working fast enough” and “calling them incompetent.”
Among those fired were the bureau’s ethics team, according to an agency lawyer, who wrote in an April 25 court filing that “I am not aware of anyone remaining at the CFPB who has the requisite expertise to fulfill the CFPB’s federal ethics requirements.”
Ethics experts said that getting rid of government regulators who oversee companies and set industrywide rules could impact the share price of the businesses subject to that regulation, since doing away with oversight can free companies from compliance costs and the exposure that stems from enforcement actions.
“Destroying the CFPB is likely to have, I believe, a direct and predictable effect on his financial stock,” Kathleen Clark, an expert on government

ethics at the Washington University in St. Louis, said of Kliger.
Unionized bureau employees have sued the agency’s acting director, Russell Vought, to stop the administration’s efforts to wind down its operations and reduce its staff. The subsequent months of litigation have been headspinning.
At the end of March, a district court judge issued a sweeping stay on the administration’s actions. Then on April 11, an appeals court in Washington, D.C., partially lifted that stay. In its order, the panel wrote that bureau leaders must conduct a “particularized assessment” before firing workers.
Days later, most of the agency’s staff was notified that they were being fired.
The bureau’s chief legal officer, Mark Paoletta, and two other lawyers conducted the court-ordered review, the government said in legal papers. In a recent filing, Paoletta wrote that the administration is attempting to achieve a “streamlined and rightsized Bureau.” Instead of 248 enforcement division employees and 487 in the supervision division, he wrote, he planned to keep 50 workers in each.
But on Monday evening, amid vigorous dispute over the legality of the firings and the definition
date to avoid conflicts of interest. And at the CFPB in particular, regulations give employees 90 days to divest prohibited holdings.
In either case, though, the employee is required to recuse themselves from any actions that could affect their investments.

The CFPB then notified the more than 1,400 employees who’d been laid off that their firings were being rescinded. The lawsuit is ongoing, with oral arguments before the appeals court scheduled for next month.
Kliger didn’t respond to voicemails or emails seeking comment for this story. The CFPB didn’t respond to a request for comment.
In a statement, the White House said that “these allegations are another attempt to diminish DOGE’s critical mission.”
Kliger “did not even manage” the layoffs, the statement said, “making this entire narrative an outright lie.”
Asked to clarify Kliger’s role in the administration's cuts, a spokesperson said, “You have 90 days from the start date to divest which is May 8th — it is only April 28th.” It’s unclear what rule the White House was referencing; the spokesperson did not respond to follow-up questions. But ethics experts said there are two scenarios that could apply: Sometimes, high-level government officials pledge to divest their holdings by a certain
Delaney Marsco, a government ethics expert at the Campaign Legal Center, said Kliger’s holdings and his involvement in winding down the agency erode the public’s faith that government officials are serving its best interests.
“When you have these facts, it raises the question, which is just as bad as when you have the actual violation because it makes the public question,” she said.
Kliger owns between $15,000 and $50,000 of stock in Apple, which the CFPB regulates. The company agreed to pay a $25 million civil penalty last October following a bureau investigation into Apple Card, a credit card in the company’s software. The bureau said that Apple did not have a proper transaction dispute system when it launched and also that it misled some customers about its financing. The company agreed to the consent order, records show, “without admitting or denying any of the findings of fact or conclusions of law.” In a statement at the time, Apple said that “while we strongly disagree with the CFPB’s characterization of Apple’s conduct, we have aligned with them on an agreement.”
Kliger also owns between $100,000 and $250,000 of Tesla stock. The company, founded by DOGE boss Elon Musk, falls under the bureau’s purview because it offers financing, a key area of scrutiny for the CFPB.
Any federal worker who “holds any amount of a cryptocurrency or stablecoin may not participate in a particular matter if the employee knows that particular matter could have a direct and predictable effect on the value of their cryptocurrency or stablecoins,” according to a legal memo issued in July of 2022, under then-President Joe Biden, by the independent federal agency tasked with advising executive branch employees on how to avoid conflicts of interests.
An internal notice to CFPB employees the following month instructed anyone with such a holding to “immediately recuse yourself from working on any Bureau particular matter,” report the ownership and divest within 90 days, records reviewed by ProPublica show.
Since the beginning of President Donald Trump’s second presidency, the administration has sought to significantly reduce the size, scope and nature of America’s consumer watchdog, which was created in the wake of the 2008 financial crisis.
ProPublica reported last month that dozens of investigations the agency had launched were stalled amid stop-work orders.
In a recent court filing that supplements a newly released policy memo, Paoletta wrote that, in recent years, “the Bureau has also engaged in intrusive and wasteful fishing expeditions against depository institutions and, increasingly, non-depository institutions” and that it had “pushed into new areas beyond its jurisdiction such as peer-to-peer lending, rent-to-own, and discrimination as unfair practice.”

One neighborhood’s boundaries are Lincoln Avenue, Washington Boulevard, North Altadena Drive and the city limit to the north, according to the city. The other area is between North Altadena Drive, Orange Grove Boulevard, Washington Boulevard and Eaton Drive.

Children are especially vulnerable to lead and heavy metals "due to their hand-to-mouth behavior and potential to ingest or inhale contaminated soil," according to a city statement. Lead exposure can occur through swallowing, skin contact or inhalation, and contaminated soil may be tracked indoors via shoes or clothing.
Pasadena health officials recommended precautionary measures, such as restricting access to park areas with exposed soil, taking steps to prevent soil from being tracked indoors and promoting lead-safe cleaning practices.

The amount of lead in a person's body can be measured with a blood test, which are available by visiting most medical providers, making an appointment at a Quest Lab for a free blood lead test or at an in-person mobile blood testing event.
A free mobile testing event is set for May 24 from 11 a.m. to 3 p.m. in Pasadena's La Pintoresca Park, which coincides with the Family Fun Day event. Two blood lead test events took place over the weekend in Altadena and Pasadena.

Disney to grant over 170 wishes for critically ill Make-A-Wish children

Some of the wishes include meeting Luke Bryan of ABC's "American Idol," announcing a draft pick for the NFL to be broadcast on ESPN, having a Once Upon A Wish Party at Walt Disney World for about 50 Make-A-Wish kids and their families, and sailing on Disney Cruise Line, which granted the wishes of three kids who set sail aboard the fittingly named Disney Wish, the company said.
"We're enormously proud of Disney's relationship with Make-A-Wish, which dates back nearly 45 years to the first official wish at Disneyland," Disney CEO Bob Iger said in a statement. The Huntington debuts new logo, programs that embrace institution’s purpose, values

Frequent visitors to The Huntington will be surprised to see starkly different signage as they enter the gates. The familiar name The Huntington Library, Art Museum, and Botanical Gardens with all its flourishes has been replaced with only the letter "H." The bold visual identity and simplified name “The Huntington” are just the introduction to the institution’s first sweeping branding initiative in its 106-year history.
The H monogram signifies a foundation grounded in tradition but focused on modernization. Incorporating a jewel-like center, it serves as a reminder that The Huntington is a treasured cultural institution. The gem is flanked by two stylized pillars — one pointing left toward the past and one pointing right toward the future.
Launched on April 8, the brand rollout includes new signage, a refreshed website, a marketing campaign inviting visitors to “Rediscover The Huntington,” educational content for all ages, new branded merchandise, celebratory giveaways and special Second Sunday events with activities for all ages. The rebrand is propelled by the visionary One Huntington strategic plan led by President Karen R.Lawrence — a transformation that marks the next chapter in the institution’s evolution.
Interviewed by email, Lawrence spoke about the concept behind the rebrand.
“The rebrand emerged from our strategic planning process,” she said. “It supports our institutional priorities and commitments directly; in particular, demonstrating the connections among our three core collections — library, art and
botanical — and expanding access, engagement and education for a broader public, both digitally and in person.
“What is most important to note about our new brand is that it helps The Huntington achieve several objectives," Lawrence expounded:
"Connecting our collections: First, we simplified our name from The Huntington Library, Art Museum, and Botanical Gardens to just The Huntington. It better represents the powerful cross-fertilization among our three core collections and conveys that the whole is more than the sum of its excellent parts! We use the term ‘One Huntington’ to describe these unique connections.
"Our monogram, too, reflects this unity: While

“Part of the rebrand is to remind people that there are three components to The Huntington – the library, art museum, and botanical gardens,” Adams explained. “People love the ornate H with the filigree and leaves –it’s so beautiful. However, it really is representative

“The power of this brand is the accessibility,” Adams emphasized. “A brand is more than just the visual identity, it’s the execution in action. Things like the YouTube how to series, Museums for All, the Scholars Grove — those
are initiatives that spotlight the accessibility that we’re leaning into with this new brand, the legibility, even our color palette. The colors weren’t chosen willy-nilly, they were from items in our collections in the library, the museum and the botanical gardens. These are colors that represent The Huntington and that’s why they’re meaningful.”
The Huntington means different things to different people. For Abby Mirhan of South Pasadena, it means the gardens. She was there one Friday to rediscover what she loved about it and find new things she hadn’t seen.
“My first visit to The Huntington Gardens was 40 years ago when my mom took me," Mirhan said. But I haven’t been here in a while; my last visit was about ten years ago when I volunteered to chaperone my youngest daughter’s class for a field trip. So I decided to reexperience it with my friend, Emily Wong.”
For Wong, who’s from Montebello, The Huntington means the museum.
“I came here several years ago with my husband and my daughter to see the
artwork in the museum," she disclosed. "But today, I’m going to explore the gardens as well.”
Mirhan and Wong arrived at 10 a.m. to take in the full Huntington experience. They explored the many beautiful gardens and marveled at the roses and wisteria in full bloom, looked at the artwork in the galleries and gazed in awe at the stunning paintings and artwork.
Many visitors that Friday couldn’t remember what The Huntington’s old monogram looked like and didn’t particularly care — they just wanted to engage with the collections. Adams may be justified in not being overly concerned about long-time habitués who aren’t thrilled to see the new logo of our cherished institution. She’s also convinced we’ll come around and learn to love this new H.
Henry E. Huntington would have been very pleased to know that the institution he founded in 1919 is being determinedly and purposefully equipped to stay relevant and ensure that his legacy continues to be useful to everyone in The Huntington’s next century.

LA County approves ordinance mandating fire debris removal

The Board of Supervisors for Los Angeles CountyTuesday approvedanordinance mandating fire debris cleanup in properties where owners failed to join a governmentsponsored removal program and have not hired a licensed contractor to perform the work.
Property owners impacted by the January wildfires were given the chance to opt in for a free U.S. Army Corps of Engineers fire debris removal program by filing "Right of Entry" forms, which were due on April 15.
Residents who opted out of the program or failed
to submit the ROE forms before the deadline must hire private contractors to perform the work after obtaining a Fire Debris Removal Permit from the county. Those residents are then responsible for paying the removal costs.
The removal work must be completed by June 30.
Approximately 10% of property owners impacted by the fires opted out of the free debris-removal program, according to Tuesday's motion by Supervisors Lindsey Horvath and Kathryn Barger. According to the motion, most property owners

who opted out of the free program are in the process of having the work done on their own.
"However, there are some property owners who either never decided on how to have their property

"Los Angeles County is fully engaged in good faith bargaining with SEIU 721 and we are disappointed that the union is choosing to announce a work action that, if carried out, will affect residents and impact service delivery at a time of great public need," according to a statement from the county's Chief Executive Office. "The county disputes the union’s assertion that the county has engaged in unfair labor practices. The county is facing unprecedented stresses on our budget, including a tentative $4 billion settlement of thousands of childhood sexual assault claims brought under AB 218, a projected $2 billion in impacts related to the January wildfires and recovery, and the potentially catastrophic loss of hundreds of millions or more in federal funding. We are working hard to make sure our labor partners understand the financial reality of our situation."
County management said its negotiators "have made fair and responsible counter proposals that we hope the union will seri-
ously consider. We are committed to continuing constructive negotiations and to joining with labor on something we can all agree on — which is the County’s absolutely essential role in serving the people who rely on us not just for safety net services but to make their lives better."
County managers also challenged the union's assertion that the county is proposing a 0% cost of living increase for 2025-26.
"It is not correct to say the county is currently offering 0% COLAs," according to the statement. "The county is offering what we believe is a fair three-year compensation package, considering the tremendous amount of budgetary pressures we face. We do not want to negotiate ourselves into a structural deficit — which could lead to layoffs and service reductions."
On the downtown office space, officials said the Gas Co. Tower deal featured a "historically low price, saving the county more than $1 billion in seismic and life safety renovations and providing a safe and modern work environment for county employees. It’s incorrect to suggest that the
type of funding used to buy a building is the same type of funding needed to pay for raises."
Officials said the Gas Co. Tower was a one-time purchase made with one-time funding, unlike cost of living increases for employees that continue each year "and must be funded with ongoing funding." The cost of living increases in the last three-year labor contract represents over $1.7 billion in ongoing budget costs, according to the Chief Executive Office.
Union leadership blasted county management for what they said were unfair labor practices that violated the law.
“What LA County is doing is very serious and it is very wrong,” Gilda Valdez, SEIU 721 chief of staff, said in a statement. “When someone commits a ULP violation, they are breaking the law. That’s what LA County management and the Board of Supervisors are doing. In fact, they are saying they are above the law. They are saying that our union must follow the law — but the law doesn’t apply to them. They are saying that our contract only matters
cleared or who opted out but have not made any effort to have their property cleared," the motion states.
"As neighbors move to quickly recover from the fires, they must have confidence that these `nonresponsive' properties will be cleared quickly of this remaining fire ash and debris to avoid the health impacts of uncontained fire ash and debris to themselves and the community at large. Therefore, speedy abatement of this public health nuisance is essential."
The measure was proposed as an urgency
ordinance, taking effect immediately.
Properties that have not been cleared of debris by June 30 will be declared a public nuisance and health hazard. Such properties will be issued a Summary Abatement Notice and Order, which homeowners can appeal within seven days of issuance.
The county would then be authorized to take appropriate measures to clear the fire debris, with the costs billed to the property owner.
Failure to pay would result in a lien being placed on the property.

"Our contract is all we’ve got," Valdez added. "It’s our protection. It’s our shield. It’s everything. And we need to let everyone know that we will fight like hell to protect it.”
Steve Koffroth, the union's director of collective bargaining and research, said in a statement, “In my time with SEIU 721, I have negotiated many contracts and never have I seen such blatant disrespect. Right from the beginning, our union respected the law and bargained in good faith. In contrast, the county is allegedly guilty of not one, not two, but 44 labor law violations. I have never seen anything like this in my 35-year career. It’s clear that nothing will change if we don’t demand it. LA County is flagrantly and continually breaking the law — and we are done letting them get away with it.”
County officials called for a review of the ULP allegations by the county's
EmployeeRelations Commission, known as ERCOM.
"The union has chosen to go on strike rather than waiting for ERCOM to resolve the large number of claims that SEIU has filed," according to the Chief Executive Office.
"The county disagrees with these charges — most of which have not yet been adjudicated — and we are looking forward to having these claims resolved; not through unverified statements in press releases but at the Employee Relations Commission."

Chair Kathryn Barger said in a statement, "Fiscal responsibility must guide our negotiations to both ensure the long-term stability of the county’s services and operations and protect county jobs. Neither must be sacrificed."
The county's workers are "the heartbeat of Los Angeles County, delivering vital services that millions of residents rely upon every day," Barger said. "I strongly support fair and competitive compensation for our employees and recognize the critical role they play in the County’s success. ...
"I remain hopeful that both the county and labor representatives will come to the table with a shared commitment to reaching a balanced agreement — one that is responsive to the needs of our workforce while also acknowledging the fiscal realities the county is grappling with," Barger said. "I am open to creative solutions, but the bottom line is simple: we must not write checks that cannot be cashed."
LA County Library issued a statement Saturday about the pending strike.
“We are closely monitoring the situation and are preparing our operations for the strike’s potential impact on library services,” County Librarian Skye Patrick said. “In the event we have to temporarily close our libraries, we recommend customers access our Digital Library, which is open 24/7. We encourage customers to stay informed by checking our website for regular updates as the events unfold.”
The strike was scheduled to end Tuesday at 7 p.m. LACounty.gov/closures provides updates on impacts to services during the strike.
