Morethan1,300 business, government officials and community members gathered for the 2025 State of the County last week for an update on a range of economic and cultural activities happening in San Bernardino County.
The event Sept. 17 at the Ontario Convention Center featured presentations on topics such as workforce development, technology and innovation, entertainment and tourism, mining and natural resources and manufacturing industries.
The 2025 event also featured student leaders from across the county who presented information on the top economic sectors and employers alongside the county supervisors.
Kaine Koltoniuk, a student at Sultana High School in Hesperia, kicked off the event by introducing Board of Supervisors Chairman and 3rd District Supervisor Dawn Rowe, the event's host.
Her board colleagues showcased successful businesses and impactful workforce training by local colleges, and Rowe conducted interviews with local business and education leaders.
A video presentation on key 2025 statistics spotlighted the 3 million annual visitors to Big Bear and Joshua Tree National Park and 9,559 new housing permits issued between January 2024 and June 2025.
District 1 Supervisor Paul Cook, with assistance from D1 resident Kaine, provided an overview of mining and the natural resources industry in
the Mojave Desert.
“I’m proud to share that San Bernardino County is the largest mining county in California with more than 90 active sites,” Cook said.
“Our county’s diverse mining industry is both an important and valued sector for our regional economy, while also providing a highly competitive resource advantage to our nation.”
Cook singled out Colosseum Mine in the Mojave National Preserve, where gold was discovered in the 1860s. Mining continued in the area until 1939 and resumed in the 1980s and '90s. With Cook's backing, after years of inactivity the mine has recently been reactivated with plans to extract nearly $270 million in gold annually.
Kaine talked about MP Materials Corp. in Mountain Pass, where the company operates the only mine in the nation that produces rare
earth materials, accounting for more than 10% of the global supply. MP Materials recently announced a publicprivate partnership with the U.S. Defense Department to accelerate the development of a complete, nationwide rare earth magnet supply chain.
Kaine also discussed contributions to the local mining and natural resources industry from Castle Mountain gold mine and CalPortland Co.'s cement operation.
A presentation by 2nd District Supervisor Jesse Armendarez showcased Fontana-based Crown Technical Systems, a success story in the local manufacturing sector and a leader in power distribution and protection systems.
“Since 1996, they have been providing top notch control relay panels, medium
voltage switch gears, and enclosures, all playing a vital role in keeping our country’s infrastructure running smoothly,” Armendarez said.
“Whether it’s utilities, college campuses, neighborhoods and businesses, Crown is helping deliver power where it’s needed the most.”
Julius Freeman, a student at Etiwanda High School in District 2, highlighted KraftPal Technologies in Ontario. KraftPal makes sustainable corrugated cardboard pallets that use 80% less materials from trees and are 100% recyclable. The company works with client firms in the pharmaceutical, medical instruments, parts distribution and logistics sectors.

IE, OC school districts ask US Supreme Court to ban trans athletes in girls sports

School districts in the Inland Empire and Orange County on Friday submitted documents to the U.S. Supreme Court in support of West Virginia laws prohibiting transgender students from being on girls sports teams.
The Chino Valley, Temecula and Murrieta Valley unified school districts, the Perris and Placer union high school districts, the Orange County and Kern County boards of education along with charter school John Adams Academies filed an amicus curie brief that calls for the nation's highest court to take legal protections away from transgender athletes.
“For nearly forty years Title IX allowed female athletes to thrive in their own competitions and protected girls in their locker rooms and bathrooms,” Erin Mersino, vice president of the Advocates for Faith & Freedom, which represents the coalition of school districts.

Desert Water Agency discusses priorities with international delegates

The Desert Water Agency hosted delegates from several Middle East nations in Palm Springs this week to discuss water sources and sustainability efforts, officials said Tuesday.
Monday's meeting at 1200 S. Gene Autry Trail included 12 delegates from the U.S. Department of State's International Visitor Leadership Program. The delegates came from Egypt, Bahrain, Iraq, Jordan, Israel and the United Arab Emirates.
Discussions focused on water delivery management best practices and sustainability priorities, including the importance of imported water and groundwater recharge, water sources, infrastructure and water quality.
"Desert Water Agency takes pride in maintaining its vast distribution system, delivering safe and reliable water to our customers and ensuring a secure long-term supply for the region," DWA Regional Manager Esther Saenz said in a statement. The Riverside County Board of Supervisors on Monday unanimously approved the appropriation of $78 million to fill a budget gap left over from the previous fiscal year.
In a 5-0 vote without comment Monday, the board cleared the Executive Office to implement the "cleanup" allocations connected to expenses that weren't on the books when the 2024-25 fiscal year officially concluded on June 30.
The irregular Monday meeting was scheduled because of an unexpected cancellation of the Sept. 16 meeting, which stemmed from supervisors' absences and the lack of a quorum for votes. Meetings are generally always held on Tuesdays.
"While most adjustments are resolved during the year, certain year- end adjustments, often resulting from unanticipated costs in the final fiscal month, require board approval to ensure that all budgetary units remain balanced," the Executive Office said. "(We) request board approval to increase appropriations where necessary to address these final adjustments."
The board formally approved the 2025-26 budget, totaling $9.98 billion, on June 24.
Generally every September, the EO identifies a series of budgetary holes that require draws on the General Fund or reserve accounts to fill.
The agencies currently requiring delayed appropriations include the Office of the Public Defender, the Emergency Management Department, the Department of Code Enforcement, the Fire Department and multiple others. Threequarters of the $78 million in required infusions will be from the General Fund, while the remainder will be from contingency accounts, as well as the individual
agencies' own appropriations for the current fiscal year, according to officials.
The board approved a tentative hiring freeze in 2025-26 for most agencies to limit outgo in the face of an anticipated deficit.
"The freeze ... will require (some departments) to shrink by attrition," county CEO Jeff Van Wagenen said. "Revenue is not decreasing across the system, but we are seeing it flatten and go down in certain areas."
The last payroll pause to rein in spending occurred in 2016-17, and he said that saved $40 million to $50
million.
The current deficit stems from "inflationary pressures, growing labor costs, unpredictable state and federal funding and necessary investments in aging infrastructure (that) strain our financial capacity," according to the 500-pluspage budget book.
The Executive Office predicts a year-end reserve pool of $655 million. It had been projected at $728 million, but the total will have to be pared down to fix the gap.
Payrolls continue to consume half of outlays. The county employs 25,632 people on a regular or rotating temporary basis
More than two-thirds of the county budget is composed of programmed spending, including federal and state earmarks for specific uses, along with grants and related external source revenue. The board has little control over those dollars.
Direct property taxes remains the county's largest source of discretionary income. It rose to $574 million in 2024-25, compared to $542.6 million in 2023-24, according to figures. The projection is for a $54 million, or 10%, jump in 2025-26.
The Board of Supervisors Monday authorized the Riverside County Sheriff's Department to move ahead with preparing a series of revisions to fees charged by the agency for background checks, subpoena deliveries, coroner's operations, fortunetelling licenses and other services.
In a 5-0 vote without
comment Monday, the board cleared sheriff's personnel, in coordination with the Office of County Counsel, to revise fee schedules that have not been updated since June 2010.
The sheriff's office is expected to return with a new fee "ordinance" for board consideration within the next several months.
It was not immediately
known whether the agency's current fee schedule would be completely revamped, or only partially. It was also uncertain whether a few fees may be reduced, rather than increased.
"The office can assure the board that any amended ordinance that it may propose as part of its
updated schedule ... will amend only the amount of the fees or details of sheriff's procedures which may be included in the ordinance and would serve to justify the amount of the fee," according to a statement posted to the board's agenda.

LosAngelesCounty's seasonallyadjusted unemploymentrate fell slightly to 5.7% in August, down from 5.8% in July, according to figures released Friday by the state Employment Development Department.
The 5.7% rate was down from 6.1% a year ago.
In Orange County, where seasonally adjusted figures were not immediately available, the August unemployment rate was 4.6%.
Statewide, California's seasonally adjusted unemployment rate was 5.5% in August, the same rate as July but up slightly from 5.4% in August 2024. The comparable estimates for the nation were 4.3% in August, 4.2% in July, and 4.2% a year ago.
Total non-farm employment in Los Angeles County increased by 21,200 jobs between July and August to reach nearly 4.6 million.
The government sector led the way by adding 16,100 jobs, powered primarily by the beginning of the school year.
Inland Empire
Payroll gains overcame losses last month across the regional economy, pushing Riverside County's unemployment rate slightly lower, according to figures released Friday by the California Employment Development Department.
The countywide jobless rate in August, based on preliminary EDD estimates,
was 6.3%, compared to 6.5% in July.
According to figures, the August rate was a tenth of a percentage point higher than the year-ago level, when countywide unemployment then stood at 6.2%.
The combined unemployment rate for Riverside and San Bernardino counties — the Inland Empire — was 6.1%, down from 6.4% in July, the EDD stated. The San Bernardino County rate was 5.9% in August, compared with 6.3% in July.
Data showed Cherry Valley had the highest unemployment rate countywide in August at 12.9%, followed by Coachella at 12.5%, Rancho Mirage at 10%, Valle Vista at 9.1% and Palm Desert at 8.9%.
Bi-county data indicated payrolls expanded by the widest margin last month in the public sector, where
4,200 positions were added, mainly in education, as teachers and support staff in area schools returned for the fall term.
The health services, hospitality, manufacturing and professional business services sectors additionally grew by an aggregate 4,000 jobs, according to figures.
Payrolls contracted by the largest level in the agricultural sector, which shed 2,000 positions, while the construction, information technology and transportation sectors declined by a total 1,600 jobs in August.
The EDD said miscellaneous unclassified industries posted a loss of 200, and the financial services and mining sectors were unchanged.
The statewide nonseasonally adjusted unemployment rate in August was 5.8%.

At 10:24 a.m., a caller in the area of Lemon and Ranchito reported a subject loitering in the area. Officers arrived and made contact with the subject. A computer search revealed he had a warrant for his arrest. He was arrested and taken into custody.
At 2:56 p.m., a traffic collision was reported in the area of Primrose and Walnut. Officers arrived and made contact with the parties involved. One of the parties involved complained of pain.
At 3:04 p.m., a caller in the 800 block of West Duarte reported a traffic collision between a vehicle and a parked vehicle. Officers arrived and made contact with the driver. The driver complained of pain.
At 6:22 p.m., a loss prevention officer for a store in the 500 block of West Huntington reported a male subject stole merchandise and fled. Officers arrived and located the stolen merchandise, but the subject was not located. This investigation is continuing.
At 7:23 p.m., officers were dispatched to the 700 block of Ridgeside regarding a traffic collision between a vehicle and a pedestrian. Officers arrived and made contact with the parties involved. The pedestrian was transported to a hospital for treatment. This investigation is continuing.
At 8:10 p.m., a caller in the 800 block of West Walnut reported a suspicious male subject looking into
vehicles. Officers arrived and located the subject. He was found to be in possession of drug paraphernalia. He was arrested and taken into custody.
At 10:38 p.m., a family disturbance was reported in the 500 block of West Duarte. Officers made contact with the subject who was causing the disturbance. It was determined he was too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

At 2 a.m., a resident in the 200 block of Oaks reported her ex-boyfriend was outside her home. Officers responded and saw the suspect driving away. A traffic stop was conducted for a vehicle code violation and the driver was contacted. The driver displayed symptoms of intoxication. A DUI investigation confirmed he was under the influence. He was arrested and transported to the MPD jail to be held for a sobering period.
At 3:57 p.m., an employee from a business in the 1600 block of South Mountain reported the embezzlement of two rented items. This investigation is continuing.
At 7:14 p.m., a male subject in the area of Colorado and California reported that he wanted to harm himself. Officers arrived and located him. It was determined he was a danger to himself. He was transported to a medical facility for mental health evaluation.
At 8:17 p.m., officers were dispatched to the 700 block of West Huntington regarding a
female subject who wanted to harm herself. Officers arrived, made contact with her and determined she was a danger to herself. She was transported to a medical facility for a mental evaluation.
Sept. 13
At 12:44 a.m., while patrolling the 1600 block of South Myrtle officers saw a subject in a park after hours. Officers contacted the subject and an investigation revealed he was in possession of drug paraphernalia. He was arrested and taken into custody.
Sept. 14
At 7:23 p.m., a court order violation was reported in the 700 block of Monterey. Officers arrived and made contact with the parties involved. A computer search confirmed the court order. The individual in violation was arrested and taken into custody.
At 10:59 p.m., while patrolling the area of Duarte and Shamrock the officer saw a vehicle in violation of a vehicle code. A traffic stop was conducted and the driver was contacted. The driver displayed symptoms of intoxication. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

At approximately 1:51 p.m., an officer responded to a residence in the 100 block of Diamond Street regarding a burglary report. Surveillance
cameras captured a lone male suspect ransacking the home. The suspect fled with designer watches and handbags.
Sept. 15
At approximately 5:53 p.m., an officer responded to a residence in the 100 block of Alta Street regarding a grand theft incident. Sometime between 4 and 5:53 p.m., someone broke into the victim’s carport and stole miscellaneous items.
Sept. 16
At approximately 10:29 a.m., an officer responded to USC Arcadia Hospital regarding a forgery incident. The officer discovered the suspect, a patient at the hospital, presented a forged medical document to receive an unauthorized medical procedure. The suspect is a 62-year-old female from Arcadia. The case is ongoing.
Sept. 17
At approximately 7:04 p.m., an officer responded to Vons, located at 745 W. Naomi Ave., regarding a theft from vehicle report. The victim stated an unidentified male suspect stole her backpack from the passenger seat while she was seated inside her vehicle. The suspect is described as a Black male who fled in a black Mercedes-Benz.
Sept. 18
At approximately 10:21 a.m., an officer responded to the 800 block of West Foothill Boulevard regarding a burglary investigation. The officer determined the unidentified suspect(s) stole appliances and copper wiring from the home under construction.

Councilmember Natalie Rubalcava, who represents District 3 in and around downtown Anaheim, said she “would like to work with city staff to gather additional information and data to ensure all policymakers have the comprehensive details necessary to make a thoughtful, well-informed decision on this important issue.” An entertainment tax proposal would call for a city levy on entertainment tickets and parking. Any tax in Anaheim would need to be put before voters. The City Council can place an initiative before voters with a two-thirds majority vote of five members. An entertainment tax proposal would have to go on the November 2026 general election. If the City Council does not vote to place a proposal before voters, community groups can collect required signatures — about 20,000 registered Anaheim voters — and seek to go through the process of qualifying for the ballot. That process generally takes about six months.

Kershaw gave up two runs out of 91 pitches in the matchup against the San Francisco Giants before striking out Rafael Devers to close out the top of the 5th inning. He embraced teammates, shook hands with manager Dave Roberts, then blew kisses and mouthed words of appreciation to thousands of fans giving him a standing ovation as he walked to the dugout.
"I think all I can say right now is thank you guys so much," Kershaw said after stepping off the field. "Thank you for 18 years. It hasn't always been a smooth ride, but you guys have stuck with me. Thank you all so much. We have another month to go."
Shohei Ohtani followed up Kershaw's performance with a three run home run, and another homer by Mookie Betts would give the Dodgers a 5-2 lead by the end of the fifth inning. They would hold on to beat the Giants with a final score of 6-3.
Kershaw's family and friends were seen wiping tears from their eyes as they looked on from the stands Friday night. In a postgame interview, the pitcher expressed gratitude to those of have been stood behind him over the years, and said he was proud to play a part in Dodgers history.
The Dodger culture has been established long before me, and it will be established long after I'm gone, Kershaw told reporters. That's the cruel thing about baseball is that your career will be gone in an instant and the game keeps going. But that's also the beautiful thing about it too, is that this game doesn't need anybody. I'm so grateful I got to be a part of Dodger history for as long as I've been here.
We've had some amazing groups along the way, and this one's pretty special this year, he continued, looking forward to the post-season.
I'm, excited for what the next five, six weeks could look like.
Kershaw had announced his retirement Thursday. With 11 All-Star selections, three Cy Young Awards and a World Series title to his name in 2020, he will go down as one of the most dominant pitchers of his generation.
"I'm at peace with it," Kershaw told reporters before Thursday's game. "I think it's the right time and it's been such a fun year, it's been such a blast."

Kershaw had toyed with the idea of retirement at the start of the season, doubling down on public desire to retire a Dodger.
"I don't think I put enough merit on it at times, what it means to be able to be in one organization for your entire career," he said before Spring Training. "You look at people throughout all of sports that have been able to do that, and it is special, it is. I don't want to lose sight of that. Getting to be here for my whole career, however long that is, is definitely a goal."

All but two of the eligible pitchers with 3,000 strikeouts are in the Hall of Fame. The exceptions are Roger Clemens and Curt Schilling.

Kershaw made his major league debut on May 25, 2008, against the St. Louis Cardinals at Dodger Stadium, striking out the first batter he faced, Skip Schumaker.
Kershaw's top strikeout victim is Brandon Belt, who he struck out 30 times in 67 plate appearances between 2011 and 2020, all when Belt was with the San Francisco Giants.
This season, he has a 10-2 record with a 3.53 ERA. He and his wife, Ellen, have four children, with a fifth on the way.
It’s a slow news day in Old Town. We’re in limbo. While it’s officially fall, it’s 95 degrees outside. In my chilly office, I was scrolling through soup recipes. Hiring in 2025 has becomedisconnected from corporate realities. You’ve seen the news. Companies are laying people off. Things are hard and, frankly, they have been since 2020.
Most job seekers look for and apply to jobs online. Applications and resumes are fed into what’s called an applicant tracking system or ATS. Companies use an ATS to track applications and to put candidates through interview steps.
I recently had the opportunity to take a behind the scenes peek inside of an ATS. And, what I saw was disappointing. When a candidate is rejected, the company selects a reason from a list. Included are things you would expect, such as lives too far away, not qualified, or high salary expectations.

If you haven’t noticed, we live in turbulent times. Remember to be kind to your neighbors, no matter who they voted for, what religion they are, what gender or race. We are all different. We have
different ideas and opinions. But at the end of the day, we are all human, fathers, mothers, brothers, sisters,
husbands and wives. You can’t pretend to be a good person while you spew hate.
As a bruised and battered man
item on the rejection list: “job hopper.” That’s right. “Job hopper” is ranked along with not being qualified or being too expensive. Companies are still making decisions this way.
I have recently heard of multiple CEOs who rejected qualified candidates for this reason. The other managers at the companies felt the candidates were valuable and qualified, but the CEOs overrode their recommendations. In one case, an HR recruiter asked the candidate for help explaining to the CEO why job hopping occurs – because all of the good candidates they received were job hoppers.
Rarely does anyone want to change jobs. It’s painful. It’s risky. Employees do not begin to actively look for a new job unless they believe there is nothing else they can do to salvage their relationship

When an employee finds out they are paid 30 or 40 percent less than their peers, they may ask for a raise but they would be lucky to get six percent. The only option may be to change jobs, if they want to be compensated fairly.
This is not the most common reason people leave jobs today. Companies make decisions differently now than they did 20 years ago. It is not unusual for a company to lay off hundreds or thousands of employees to help their bottom line, or to bump up their stock price. It’s common for companies to be bought and sold as part of private equity deals that may leave an entire workforce out
of jobs.
There are also cases where an employee specializes in a very specific role. These employees may have to consider changing companies if they want to continue to gain new skills and experience.
Very rarely is any employee jumping from job to job carelessly. Employers need to rethink their perspective on this issue. Employees have been put through the ringer, by no fault of their own, but what these job hoppers are is resilient. They

Biologistsbelieve there are only 73 endangered southern resident orcas left, so advocates are encouraged by recent state-level efforts in Oregon to protect them.
The Oregon Fish and Wildlife Commission just approved three Endangered Species Management Plans to reduce threats to the population of iconic black and white whales, whose habitat ranges from Monterey up to Puget Sound in Washington State.
Colin Reynolds, senior adviser of Northwest programs for the nonprofit Defenders of Wildlife, started petitioning for a state-level endangerment listing two years ago.
"Over decades, a lot of really devoted scientists,
government agencies and others have really looked into the species and identify what's affecting the species, and a lot of those effects originate on land," Reynolds pointed out. "It does really take that all-of-the-above approach."
Southern resident orcas feed almost exclusively on Chinook salmon, which are themselves endangered. Salmon are now starting to recover after the California Department of Fish and Wildlife removed four dams on the Klamath River in 2023 and 2024. The state is also moving on multiple fronts to combat pollution and climate change, which is blamed for rising water temperatures, affecting both salmon and whales. The Golden State will release a
new general state wildlife action plan Oct. 1.
Reynolds noted the orcas are also harmed by noise from passing boats and ships.
"Southern residents like to communicate to each other," Reynolds observed. "They also use their senses to sense where fish are, but that can kind of get drowned out when ships are in the area, the churning, the engine noise, propellers, things like that."
The federal government introduced a recovery plan for orcas in 2008 and renewed the most recent five-year priority action plan in 2021. The southern resident orcas are known to have their own dialects and culture, with distinctions between pods.

In an age rife with online misinformation and disinformation, one nonpartisan nonprofit, which started at Stanford University, offers a free curriculum to help schools arm students with the tools to evaluate internet claims.
The Digital Inquiry Group helps teachers integrate critical-thinking skills into many subjects.
Sam Wineburg, professor of education at Stanford University and the group's cofounder, said the curriculum has been downloaded 16 million times so far.
"The most important thing is to recognize that we can't look at a particular post or video on TikTok and assume that we know who's
behind it and what their interests are," Wineburg explained. "All information comes from a source, and to evaluate the quality of information, we have to take into account who produced it, and why."
The group teaches a technique called lateral reading, where you leave a site, find out what others are saying about it, make a judgment about its credibility, and then decide if it is worth your attention.
California passed a law in 2023 to require media literacy training to be integrated into multiple subjects in K-12 instruction, including history, social studies, English, math and science.
Wineburg noted the group's offerings are listed as recommended curricula in 42 states but the Trump administration recently slashed support.
"We have funding from the William and Flora Hewlett Foundation. We have funding from Google. org. We were funded up until DOGE and Elon Musk by the Department of Education," Wineburg outlined. "We had a $2.7 million project to spread this material, but then we just had a million dollars of funding cut."

The next presentation featured 4th District Supervisor Curt Hagman's acknowledgment of Uplandbased Claremont BioSolutions, a key business in the technology industry. Tiffany spoke about ZM Trucks in Fontana that manufactures sells zeroemission "urban environment commercial vehicles," according to the company.
Tiffany said ZM Trucks is
paving the way for companies to uncompromisingly transition from diesel to zero-emission systems.
Officials said the county Economic Development Department played a key role in helping ZM Trucks locally establish its first North American manufacturing facility.
Tiffany also recognized the work of Kemira Water Solutions Inc. in Fontana and General Atomics in Adelanto for innovation and technology.
Board Vice Chair and 5th District Supervisor Joe Baca Jr. gave an overview of the county’s workforce of 908,418 employees across all industries. Baca's presentation also featured a five-year employment growth forecast of 4.4% and a 10-year forecast of 9%.
Baca also pointed to San Bernardino Valley College’s training programs that prepare residents for future participation in the local workforce.

Gubler sells orchids to Lowe’s stores throughout the western U.S. and works with a division of The Kroger Co. that operates Ralphs grocery stores. Gubler also supplies orchids to El Super, which has about 70 stores.
During peak holiday seasons, such as Valentine’s and Mother’s days, the company ships between 60,000 and 80,000 plants in a mere two weeks — all grown in the Morongo Basin. According to Gubler, a key advantage of the desertbased operation is the ability to control humidity, light and temperature, which results in stronger plants.
Next month, Gubler Orchids plans to celebrate the 30th anniversary of the Morongo Basin Orchid Festival.

Four people were shot, onefatally,during an attack at a Hemet residence, though the exact circumstances were unclear Wednesday.
The shooting happened just before 2 a.m. Tuesday at a residence in the 400 block of Steiner Drive, near Lincoln Avenue, according to the Hemet Police Department.
The agency said 911 dispatchers received multiple calls regarding shots fired and a possible gunshot victim.
Patrol officers converged on the location within a
couple minutes and discovered evidence of a shooting, but no one at the property.
"A short time later, two victims with gunshot wounds arrived at Hemet Global Medical Center," according to a police statement. "Both had sustained critical injuries and were later taken to a nearby trauma center."
The victims, whose identities were not disclosed, were under intensive care Wednesday.
Patrol officers encountered a car with two people wounded in the same attack.
One of the occupants, a boy whose identity wasn't released, died in the vehicle before paramedics arrived, police said.
The driver, also not identified, was taken to a hospital for treatment of unspecified gunshot wounds.
Detectives on Wednesday were continuing to sort out exactly what happened at the house and whether any suspects remained at large.

PROJECT DESCRIPTION: The Planning and Community Development Department is bringing forward a Zoning Code Amendment to amend Title 17 (the Zoning Code) of the Pasadena Municipal Code to implement objective design standards, related to items such as building bulk and mass, setbacks, articulation, and materials, applicable to residential and mixed-use projects, with a density greater than 48 dwelling units per acre.

ENVIRONMENTAL DETERMINATION: The Planning Commission will consider whether the proposed Zoning Code Amendment is exempt from the California Environmental Quality Act (CEQA), pursuant to State CEQA Guidelines Section 15061(b)(3) (Common Sense Exemption), that CEQA only applies to projects which have the potential for causing a significant effect on the environment. The proposed Amendment would implement new objective design standards related to building bulk and mass, setbacks, articulation, and materials, applicable to residential and mixed-use projects with a density greater than 48 dwelling units per acre. The Amendment would not increase development levels or intensity or add new uses that would generate impacts. Since it can be seen with certainty that there is no possibility that the proposed objective design standards will have a significant effect on the environment and there are no features that distinguish this project from others in the exempt class, the Zoning Code Amendments are not subject to CEQA.

Anex-Riverside Countysheriff's deputy who tried to arrest, but then killed a man over conflicts stemming from their attachments to the same woman was sentenced Tuesday to a year in jail and 10 years' felony probation.
An Indio jury in June convicted Oscar Rodriguez, 44, of voluntary manslaughter and a sentence-enhancing gun use allegation for the 2014 slaying of 39-year-old Luis Carlos Morin of Coachella. Jurors acquitted Rodriguez of first-degree murder.
During Tuesday's hearing at the Larson Justice Center in Indio, Superior Court Judge Otis Sterling heard victim impact statements, as well as arguments from the prosecution and defense, regarding the most appropriate sentence for the shooting.
Despite prosecutors' objections, Sterling handed down a sentence of 10 years in state prison, which he immediately suspended in favor of the 365-day jail term and 10 years' formal proba-
tion, sparing Rodriguez from serving any time in state prison.
The defendant was eligible for a maximum sentence of 21 years behind bars.
"Mr. Rodriguez is a liar and a deceitful person," Deputy District Attorney Jennifer Garcia told jurors in her closing statement in June. "He employed cowboy tactics."
At the time of the shooting, the defendant was romantically involved with Diana Perez, the mother of Morin's two children. She and the then-deputy originally met in the winter of 2013, when he responded to 911 calls from her complaining about Morin, whom she didn't want around her home because he had a criminal past and active warrants connected to alleged auto theft and narcotics sales.
"Diana had the motive, and Rodriguez had the ability," Garcia said.
She recalled how the defendant and Perez were regularly together from early March to early December 2013, reflected in the
numerous credit card receipts for one-night stays at a Motel 6.
"He was taking advantage of her for sex," the prosecutor said.
Rodriguezbecame emotionally involved in the woman's ongoing conflicts with Morin, developing animosity toward the victim, Garcia said, adding it culminated in "reckless" behavior that caused him to ignore all of his training.
Rodriguez decided to act independently in apprehending Morin, prosecutors said.
On the night of Jan. 27, 2014, the defendant learned the
suspect had joined family members for a birthday celebration in Palm Desert and would be returning to his mother's home in the 48-800 block of Camino Real in Coachella.
The prosecution said Rodriguez went to the neighborhood alone in a patrol unit, without informing his superiors, parking out of sight and placing Maria Gomez's house under surveillance.
At 9:40 p.m., Morin and his mother arrived, and the suspect got out to direct Gomez as she backed her vehicle into a tight space. The prosecution said Rodriguez

West Virginia authorities, now supported by Southern California school districts, have asked justices to reverse a Fourth Circuit Appeals Court decision earlier this year.
"The districts argue that expanding 'sex' under Title IX to include gender identity ignores biological realities, endangering female students’ physical safety, psychological wellbeing, and equal opportunities," according to the school districts' attorneys.
The districts argue that historical and scientific evidence "exposes the harsh realities female students face when required to share spaces with male students, including psychological
trauma — such as embarrassment, withdrawal, and fear — as well as physical risks and undeniable athletic disadvantages."
California school districts are in a "legal bind" — either comply with California law's gender-identity mandates that the districts say violate federal Title IX protections or face lawsuits and from the state for noncompliance, according to to the.
The Supreme Court is set to hear arguments in the case, called W. Virginia State Board of Education v. B.P.J. by Jackson, in the court's current term. The school district coalition hopes the Supreme Court will "restore Title IX’s original intent: equal opportunity rooted in reality, not fantasy," attorneys said.
The federal Fourth Circuit Court of Appeals on April 16 blocked a West
Virginia law that banned transgender students from being on sports teams consistent with their female gender identity, finding the law violated the rights of Becky Pepper Jackson, a 13-year-old transgender girl and middle-school track athlete.
Judge Toby Heytens wrote, “Offering B.P.J. a ‘choice’ between not participating in sports and participating only on boys teams is no real choice at all. The defendants cannot expect that B.P.J. will countermand her social transition, her medical treatment, and all the work she has done with her schools, teachers, and coaches for nearly half her life by introducing herself to teammates, coaches, and even opponents as a boy.”
The American Civil Liberties Union and Lambda Legal filed the lawsuit on the student's behalf.

Gomez was heard shouting, "Don't do it!" Rodriguez then pulled his gun and opened fire, fatally wounding Morin in the chest. The defendant wasn't hurt.
"Mr. Rodriguez had no right to self-defense," Garcia told jurors. "He created this situation."
Defense attorney Mark Frederick asked jurors to remember his client's own testimony, in which he asserted, "I feared he was going to use a weapon," prompting him to shoot to protect himself.
"(Pepper) spray and a baton were not feasible at an arm's-length struggle," Frederick said.
He reminded jurors Rodriguez was an experienced peace officer "known to make felony arrests."
Morin was notorious for fleeing from law enforcement,
so Rodriguez didn't want to take any chances by giving the man an opportunity to run, Frederick said.
He questioned the reliability of Morin's mother's testimony, saying she was unclear about the position of her son's hands during the botched arrest.
The attorney referred to Morin as a "career criminal," angry about the relationship between his ex-girlfriend and Rodriguez. He noted that several months before the deadly shooting, Perez received a message from Morin, stating, "Cop lover ... Tell him to bring his A-game, because no matter what he does, he's going to lose."
The ensuing investigation culminated in a grand jury indictment in 2017.
Morin's family sued the sheriff's department and county for wrongful death, netting a $7 million payout.
Perez was indicted along with Rodriguez, charged as being an accessory to a felony. However, the charge against her was dismissed in April.
