Mayor’s Challenge competition highlights water conservation

San Bernardino Mayor Helen Tran has joined mayors nationwide who are asking residents, businesses and schools to pledge to save water by taking part in the Wyland National Mayor’s Challenge for Water Conservation.

The Wyland Mayor’s Challenge is a friendly competition among cities to gather the most pledges indicating the most “water-wise” places in the United States. The campaign runs through the entirety of April and encourages participants to commit to doing simple, everyday things to use water efficiently.

“Water is one of San Bernardino’s most vital resources and we all must do our part to protect it,” Tran said in a statement, “By taking the pledge, our residents can show their commitment to sustainability and help San Bernardino become one of the most water-wise cities in the country.”

Water-wise pledges include promises to spend less time in the shower, agreeing to turn off the tap when brushing teeth and fixing slow leaks from faucets and pipes around the house.

This is the second year that Tran has joined with the San Bernardino Municipal Water Department to ask residents “to step up and make a difference in their water use,” according to a

city statement.

Residents who participate in the challenge contribute to environmental sustainability and also have an opportunity to win hundreds of eco-friendly prizes, including $3,000 for utility bills. Schools in top-ranking towns will also receive cash prizes to pay for education supplies and 100 pairs of Zenni Remakes bluelight-reducing eyeglasses.

Bill Essayli sworn in as US attorney for Central District

Ex-Riverside Assemblyman Bill Essayli was sworn in Wednesday as the U.S. Attorney for the Central District of California following his appointment Tuesday by Attorney General Pam Bondi.

Essayli, 39, was sworn in during a private ceremony by Chief U.S. District Judge Dolly Gee in downtown Los Angeles. Essayli now oversees the largest U.S. Attorney’s Office outside of Washington, D.C.

The office, which employs more than 250 lawyers, serves almost 20 million residents in the counties of Riverside, San Bernardino, Los Angeles, Orange, Ventura, Santa Barbara and San Luis Obispo.

“It is the honor of a lifetime to lead the U.S. Attorney’s Office and serve the people of the district that I have called home for so many years,” Essayli said. “As our district’s chief federal prosecutor, I will work diligently and tirelessly with our federal and local law enforcement partners to implement the priorities of the president and the attorney general and to protect our communities from criminals. Our citizens deserve no less.”

The city’s water department serves more than 200,000 people in a 45-square-mile area of San Bernardino and surrounding communities. The department also provides water reclamation services for San Bernardino and Loma Linda and sewer collection services for San Bernardino.

The Wyland Foundation is a nonprofit organization that aims to promote, protect and preserve the

Riverside County announces 1st confirmed measles case since 2018

The first case of measles in seven years surfaced in Riverside County, prompting health officials Thursday to urge precautions and vigilance among residents.

The patient, identified only as a person from the eastern half of the county, tested positive for a measles infection in the last couple of weeks and is now recovering at home, according to the Riverside University Health System.

The origin of the infection could not be verified, but RUHS officials said the person had recently traveled outside the United States, without naming the country.

Dennis McDougal, noted reporter, biographer, dies

in Desert Center crash

The family of former Los Angeles Times and Riverside Press Enterprise reporter and celebrity biographer Dennis McDougal and his wife Sharon McDougal were mourning their deaths after both were fatally injured in a recent multivehicle crash in Desert Center.

The four-vehicle crash was reported at about 4 p.m. March 21 on westbound Interstate 10 near Red Cloud Mine Road, according to the Riverside County coroner.

The couple were rushed to Desert Regional Medical Center in Palm Springs, where they succumbed to their injuries. Dennis

McDougal died the next day while Sharon McDougal died on March 24, according to the coroner’s office.

Born in Pasadena, Dennis McDougal worked for the Press Enterprise, the Long Beach PressTelegram and the LA Times. He authored biographies of show business titans Lew Wasserman, Bob Dylan and Jack Nicholson, along with “Privileged Son,” a critically acclaimed biography of former LA Times publisher Otis Chandler.

Dennis’ sister, Colleen McDougal, posted on Facebook that the couple was on an extended visit to

California from their home in Tennessee to visit family, project partners and old friends when the accident occurred.

According to his sister, the couple had successfully avoided crashing into the pile-up, but a car behind them didn’t break on time and sandwiched them into the crash, causing major injuries.

“He and Sharon were in adjacent ER rooms, so that when they rolled Den past her door to an MRI test, he serenaded her with a sweet little made-up ditty about loving his little red-haired girl. He was remarkably

lucid, joking and completely himself, never feeling the devastating physical pain his body was experiencing, due to a separated spinal cord at his neck level,” Colleen McDougal shared.

“Dennis was not only a dogged and brilliant reporter, but he was also unceasingly generous with his time and expertise,” former LA Times reporter Steve Weinstein told the newspaper.

McDougal is survived by his children — Jennifer Dominguez, Kate Vokoun, Fitz Dearmore and Andrea Adkins — and 15 grandchildren.

Traffic plans aim to mitigate congestion during Coachella festival

Road closures, detours and other traffic impacts connected with the Coachella Valley Music & Arts Festival were announced Tuesday, less than two weeks before the first weekend of the fest gets underway at the Empire Polo Club in Indio.

As of last week, the Indio Police Department shut down Avenue 50, between Monroe Street and Madison Avenue, which will remain closed until May 5 for the dual-weekend entertainment associated with Coachella, as well as the Stagecoach Music Festival that will follow on the weekend of April 25-27.

According to the city of Indio’s traffic plan, beginning Friday, April 11, there

will be no access on Avenue 49 between Hjorth and Monroe streets, nor along Avenue 50, between Jackson and Madison streets, or on Hjorth, from Avenue 49 to Avenue 50, or along Madison, between Avenues 49 and 52.

Those closures will be in effect for each festival weekend — April 11-13, April 18-20 and April 25-27, according to the police department.

Officials cautioned that travel delays will be heavy along Washington Street, between Interstate 10 and Avenue 52, as well as on Jefferson Street and Avenues 48 and 52 going into the Empire Polo Club grounds. Extensive delays are also anticipated on Highway 111

at Jefferson and Monroe, and at all the exits into Indio from I-10.

Options for slightly faster travel may be available on Jackson, Calhoun Street and Golf Center Parkway, going north- and southbound, while less vexing travel might be open on Fred Waring Drive, Miles Avenue and Dr. Carreon Boulevard going east- and westbound, officials said.

“On each Monday following the festivals, streets surrounding the site and I-10 will be busy with more than 40,000 campers leaving the area,” according to a police statement. “Noise from the festival site could begin on each Thursday prior to the festival dates, due to sound checks and

on-site camping guests.”

Shuttle services will be available from area hotels and motels daily.

There will also be a designated pay ride spot for Uber and Lyft users at the southwest corner of Avenue 49 and Monroe, while family and taxicab pickup and drop-offs are designated on the northeast corner of Avenue 52 and Madison.

Along with Indio police, other law enforcement agencies will be lending support throughout the event, including the Riverside County Sheriff’s Department and California Highway Patrol.

Palm Springs Aerial Tramway to host Easter Sunday service

The Palm Springs Aerial Tramway will host an Easter Sunrise Service at an altitude of 8,516 feet later this month, officials announced Tuesday. The tramway, located at 1 Tramway atop Chino Canyon near Mount San Jacinto, will hold the service April 20 at 5 a.m. with the first tram car set to depart at 4:15 a.m.

“Celebrate Easter Sunday

Service with songs of faith, hope, and joy by the Perkins Brothers, and an inspirational message by Pastor Robert Sneed,” tramway officials said in a statement.

Tram car fares for the event cost $22.95 for adults and seniors and $13.95 for children ages three to 10. Tickets for the tram car and a Ride-N- Breakfast special are $32.95 for adults and seniors and $21.95 for children ages 3-10.

The Pines Café, a cafeteria-style restaurant near the tramway station, will also serve an all-day Easter Ride ‘N’ Dine from 11 a.m.

TSuspects arrested for alleged armed robberies in Riverside, LA Counties

wo men were arrested for an alleged armed robbery spree of United States postal carriers in Riverside and Los Angeles counties.

Shortly after 10:30 a.m. on March 24, Riverside County Sheriff’s deputies responded to a report of an armed robbery near Storke and Bertain drives in Palm Desert and found a U.S. postal carrier had been robbed at gunpoint, said Riverside County Sheriff’s Department Sgt. Jeff Cryder.

The suspects were only described as a male armed with a gun who exited a vehicle occupied by an additional suspect.

An investigation from the Palm Desert Business District Team concluded that the suspects carried out more robberies and attempted robberies in Cathedral City and multiple cities in Los Angeles County, according to Cryder. The team identified the two

suspects as Luis Alberto Gonzalez, 32, of Victorville, and Jose Estevan Chavarria Jr., 28, of Los Angeles.

An arrest warrant was issued for both suspects, and the U.S. Postal Inspector’s Office and Riverside County District Attorney’s Gang Impact Team collaborated to try to locate them,

according to Cryder.

On March 28, Burbank police officers conducted an unrelated vehicle enforcement stop and identified the two suspects.

The Riverside County Sheriff’s Department took custody of the two men and booked them into the Robert Presley Detention Center in Riverside. Chavarria’s bail was set at $1 million bail, and Gonzalez’s bail was set at $80,000.

Anyone with information about the robberies was urged to contact Deputy Granados of the Palm Desert Station at 760-836-1600.

Seven major universities to study feasibility of solar panels on CA canals

he feasibility of putting solar panels over the state's network of canals is the topic of a big new research project, co-led by the University of Southern California.

The California Solar Canal Initiative builds on a study from the University of California-Merced, which found solar arrays over the canals could generate clean energy, conserve water, reduce air pollution and save land.

Monica Dean, director of climate and sustainability practice at the University of Southern California-Dornsife, said the research will answer practical questions.

"How would we do it? Which canals make the most sense? How much energy could they actually produce? What would the economic implications of doing this be?" Dean outlined. "We're taking a hypothetical scenario and making it real."

The research phase will last about two years and is expected to provide a roadmap for policymakers, utilities and communities. The original Merced study estimated that covering the Golden State's

canals with solar panels could generate enough electricity to power about 2 million homes each year.

Covered canals also prevent evaporation and could save enough water to meet the residential needs of up to 2 million people per year and they could lower maintenance costs, since fewer weeds grow in shade.

Dean estimated the arrays could save about 50,000 acres of land.

"Rather than needing to

put a solar panel on land that could be used for housing or farming or some other purpose, now you're just repurposing existing infrastructure and making it work a little bit harder," Dean emphasized.

The initiative is cosponsored by the independent advisory firm Solar AquaGrid. It will also include faculty from the University of California-Berkeley, the University of California-Irvine, the University of California-Merced and

the University of California College of the Law-San Francisco, plus San Jose State University and the University of Kansas.

Xavier Becerra announces run for California governor

congressmanXavier Becerraannounced his candidacy for the 2026 California governor’s race Wednesday, joining a crowded field of Democratic candidates.

Becerra, 67, represented the downtown Los Angeles area in the House of Representatives from 1993 to 2017. He was California’s attorney general from 2017-21, then was secretary of Health and Human Services in the Biden administration from 2021-25.

“I’m running to be the next governor of California,” he posted Wednesday morning on X. “As AG I took on Trump — and won. As HHS Secretary, I took on Big Pharma — and won. It’s time to do it again for California. Let’s rebuild the California Dream for everyone.”

Western states fall short in wastewater recycling, UCLA researchers find

Despitepersistent concernsabout drought in the southwestern United States, the seven states that pull water from the Colorado River only recycle a small percentage of wastewater, squandering an opportunity to dramatically ease the regional water crisis, according to a UCLA study released Wednesday.

According to the report by UCLA and the Natural Resources Defense Council, only 26% of treated municipal wastewater is recycled by the seven states that rely on the river, with Colorado, Wyoming and Utah recycling less than 4%.

Nevada has the most robust wastewater recycling program, reusing 85%, followed by Arizona at 52%.

The report’s authors noted that despite California having the nation’s most comprehensive regulations in support of water recycling, the recycles only 22% of treated wastewater.

“We’re facing a hotter, drier future, and we need to pursue water recycling aggressively if we’re going to ensure a sustainable, resilient water supply for the Colorado Basin,” author Noah Garrison, a water researcher at UCLA’s Institute of the Environment and Sustainability, said in a statement. “Even recycling 40% of our wastewater could make a dramatic difference, and we have two states already above 50%, showing this is an entirely feasible solution.”

The report was based on 2022 data from publicly owned treatment plants that process more than 1 million gallons of wastewater per day in the seven Colorado Riverreliant states -- California, Colorado, Wyoming, Utah, Arizona, New Mexico and

Nevada. Researchers noted, however, that there was a lack of easily accessible regional data on the reuse of wastewater, forcing them to “call treatment plants one by one across several states” to track progress.

“It’s almost shocking how little information is available on how much water is being recycled or what recycled water is being used for,” Garrison said. “There is a tremendous opportunity to expand recycled water use, but the lack of adequate data is a significant barrier for increasing wastewater reuse.”

Researchers said a variety of issues contribute to the problem, including outdated infrastructure, while also noting a lack of federal standards for reuse of wastewater and a failure by many states to track where treated wastewater goes. The report noted that California provides such data in an open data portal, but in states like New Mexico, data could only be obtained by contacting individual treatment plant operators.

“Managementof Colorado River water supplies has been proven unsustainable for decades

due to climate change and a federal government unwilling to make all states live with less water from the river,” Mark Gold, director of Water Scarcity Solutions at the Natural Resources Defense Council and a UCLA adjunct professor, said in a statement.

The study’s authors called on the U.S. Environmental Protection Agency to work with states to set recycling targets and create standardized reporting protocols, while also developing model water-recycling ordinances for states to enact.

According to the report, if the seven states drawing from the Colorado River would recycle 40% of wastewater, it would make available nearly 900,000 acre-feet of water supply annually, enough to supply nearly 2 million homes. That figure would climb to 1.3 million acre-feet a year if the recycling rate rose to 50%.

“Water reuse won’t solve the Colorado River crisis alone,” Garrison said. “But it’s one of the few solutions available today that can be rapidly scaled and sustained over the long-term.”

Riverside County man pleads guilty in DTLA to cockfighting charge

ARiverside County man pleaded guilty last week in downtown Los Angeles to a federal charge for hosting illegal cockfights in which owners paid $1,000 to register roosters expected to fight to the death while spectators gambled on the bloody results.

Isidro Chaparro Sanchez, 59, of Corona, entered a plea March 31 to one count of conspiracy to sponsor and exhibit roosters in an animal fighting venture, a felony carrying a possible sentence of up to five years imprisonment, according to the U.S. Attorney’s Office.

U.S. District Judge R. Gary Klausner set sentencing for July 17.

According to federal prosecutors, Sanchez conspired with four others to produce cockfighting events on Sundays at a home on Duffy Street in San Bernardino for four months last year. The location included a cockfighting ring with seating and bars serving tacos and alcoholic drinks.

Prosecutors say attendees parked — at the cost of $20 — at a different location nearly 1 mile away from the event location. They were then shuttled to the cockfighting location, where they paid $40 to enter the arena where the fights took place. Attendees could also place bets on the cockfights and participate in a raffle.

A team registering four roosters would pay an entry fee of $1,000. One of the co-defendants would collect the money, register the team’s roosters for battle, and record the weights of the roosters, papers filed in Los Angeles federal court show.

Attendees, including those who had registered their roosters, would place bets with bookmakers who collected the cash, Sanchez’s plea agreement filed in Los Angeles federal court says.

The blood sport on Duffy Street ended on Aug. 4, shortly after the arrival of almost 60 patrons, some carrying roosters. Before the first bout, special agents with the FBI armed with a search warrant raided the place.

Items seized included roughly $9,000 in cash, 50 to 100 sharp instruments or “gaffs” — curved metal spurs or blades that are attached to a rooster’s leg prior to a fight — and various types of steroids. In addition, about 200 birds, of which more than 150 were deemed to be fighting roosters by a local animal control agency, were recovered, according to the U.S. Attorney’s Office.

The four co-defendants face trial in June.

Cockfighting is a contest in which a person attaches a knife, gaff or other sharp instrument to the leg of a “gamecock” or rooster and then places the bird a few inches away from a similarly armed rooster. This results in a violent fight during which the roosters flap their wings and jump while stabbing each other with the weapons that are fastened to their legs. A cockfight ends when one rooster dies or refuses to continue fighting. Usually one or both roosters die after a fight, according to the U.S. Department of Justice.

Public Comment Period is from April 7 – May 7, 2025. Community members have 30 days to submit their comments, concerns, or feedback regarding the proposed FHSZ maps update.

The Fire Hazard Severity Zone maps were developed by CAL FIRE in response to major destructive wildfires, highlighting the need to identify high-risk areas and apply strategies to reduce wildfire threats. As a result, the California State Legislature mandated the mapping of these zones across all Local Responsibility Areas* under Government Code 51178. Local Responsibility Areas are incorporated cities, urban regions, and agriculture lands, where the local government is responsible for wildfire protection.

Government Code 51178 requires the State Fire Marshal to designate areas as moderate, high, or very high fire hazard severity zones based on consistent statewide criteria. These designations consider factors such as fuel loading, slope, fire weather, and areas where high winds contribute to wildfire spread.

Eligibility is open to Temple City residents and qualified registered voters of the city. Commissioners shall be residents and qualified electors of the city during their entire period of service on the commission. Commissioners serve without compensation for a twoyear term. The Monterey Park City Council introduced an Ordinance at the March 19, 2025 regular City Council meeting. If adopted, the proposed Ordinance would implement the Monterey Park 2040 Land Use Element (“LUE”) and Housing Element (“HE”) by: (1) aligning the MPMC with State accessory dwelling unit laws; (2) requiring replacement housing for units affordable to the same or lower income level as a condition of development on a nonvacant site; (3) resolving inconsistencies in the Administrative Use Permit (“AUP”) approval requirements for accessory use of on-site and off-site alcohol sales; and (4) establishing the Residential Incentive Zone (“RIZ”) and changing the zoning designation for specific properties allowing certain housing developments without any discretionary approvals.

Second reading and adoption of the proposed Ordinance is scheduled to take place at the April 16, 2025 regular City Council meeting at 6:30 p.m., in the City of Monterey Park, California, or as soon thereafter as possible.

Victims of violent crime to be remembered during vigils in CV, Riverside

Candlelight vigils are scheduled next week in Palm Desert and Riverside to honor the memories of Riverside County residents whose lives were taken during acts of violence.

Next week is National Crime Victims’ Rights Week, recognized in special ceremonies hosted by the District Attorney’s Office annually, beginning in 2004.

The first of two memorials — both beginning at 7 p.m. — is set for Tuesday in the amphitheater of the Palm Desert Civic Center, 43-900 San Pablo Ave.

Duane Baker, whose father Reginald Baker was killed and his mother Peggy severely assaulted in a Coachella Valley home invasion robbery.

“The crime led to a 27-year legal battle,” according to the DA’s office. “Duane’s powerful story and unwavering commitment inspire others to raise their voices for justice.”

The second and final vigil will be on Thursday, beginning with a brief ceremony outside the Riverside Historic Courthouse, 4050 Main St., from which attendees will walk and gather at the Victims’ Memorial Courtyard, adjacent to the DA’s headquarters at 3960 Orange St.

Man suspected in cold case murder involving MoVal teen

A37-year-oldman suspected of gunning down a Moreno Valley teenager nearly 20 years ago was behind bars Tuesday.

Vincent Edward Gonzales of Lake Elsinore was arrested and booked into the Robert Presley Jail in Riverside March 28 on suspicion of murder and vandalism.

Gonzales is being held in lieu of $1 million bail.

His case was under review Tuesday by the Riverside County District Attorney’s Office.

According to the sheriff’s department, the suspect allegedly killed 15-year-old Clayvaughn Mallet on the night of May 5, 2007.

Sgt. Jarred Bishop said patrol deputies found the boy gravely injured from several gunshot wounds in a field near the intersection of Frederick Street and Sunnymead Boulevard, where witnesses had reported hearing gunfire, prompting calls to 911.

Clayvaughn was taken to nearby Riverside University Medical Center, where he died in the predawn hours of May 6, 2007.

Bishop said detectives pursued leads at the time that didn’t pan out. The case went cold until last year, when an investigative team conducted a review of the deadly shooting that “identified new evidence,” he said.

A possible motive also wasn’t provided. The suspect was taken into custody without incident on Cypress Circle in Lake Elsinore the morning of March 28.

Bill Essayli

Essayli, a Republican, returns to the office after serving as a twice-elected member of the state Assembly, representing California’s 63rd State Assembly District from December 2022 until Tuesday. The 63rd District comprises communities including parts of Riverside and Corona, and the cities of Menifee and Norco.

A26-year-oldman accused of shooting at two pedestrians, wounding one, in a drive-by attack in downtown Riverside stemming from an earlier scuffle, was charged Thursday with attempted murder and other offenses.

Hector Alfonso Sanchez Torres of Home Gardens was arrested March 30 following a Riverside Police Department investigation.

Along with two counts of attempted murder, Torres was charged with firing a gun from a moving vehicle and sentence-enhancing gun and great bodily injury allegations.

He was being held in lieu of $1 million bail at the Robert Presley Jail and was slated to make his initial court appearance Thursday afternoon at the Riverside Hall of Justice.

“The suspect drove along University ... and shot at the victims before fleeing,” Railsback said.

Authorities enforce distraction-free driving during Driving Awareness Month

In an effort to help keep motorists safe on the road during National Distracted Driving Awareness Month, authorities throughout Riverside County in April will be actively seeking drivers who might be in violation of the state’s hands-free cell phone law or other restrictions.

“Staying focused behind the wheel is something we can all do,” Sgt. Kevin Lu of the Palm Springs Police Department said in a state-

ment. “Distracted Driving Awareness Month is an important reminder that even a quick glance at the phone can lead to serious consequences. Distracted driving is not only risky; it is deadly. Stay focused, stay alert and help us keep our roads safe.”

According to the 2024 California Statewide Public Opinion Survey, about 74% of drivers surveyed said texting was their biggest

safety concern on the road. In 2022, 148 people were killed in California due to distracted driving.

The use of a hand-held cell phone while driving is punishable by a fine for a driver’s first-time offense, and a points will be added to a driver’s record if convicted within 36 months of the same offense, according to the Palm Springs Police Department.

Sheriff’s deputies from

stations throughout Riverside County -- including Eastvale, Jurupa Valley, Norco, Lake Elsinore, Wildomar, Canyon Lake and San Jacinto -- will also participate in distracted driving awareness month by seeking violators.

Funding for the distracted driving enforcement was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

system, or from clinics and physicians. The consultations are private.

“Measles typically begins with a fever that lasts a couple of days, followed by symptoms such as runny nose, cough, conjunctivitis — pink eye — and rash,” RUHS stated. “The earliest symptoms usually last four to seven days. The rash will usually appear first on the face, along the hairline and behind the ears. It then spreads to the rest of the body. Those infected can spread measles about four days before their rash starts to four days afterward.”

Officials emphasized

that remaining isolated at home throughout infection is vital to prevent community spread.

The last significant measles outbreak occurred as a result of the contagion spreading at Disneyland from December 2014 to April 2015, when about 131 people were infected.

In 2023 there were four confirmed measles cases statewide, and in 2024 there were 15, according to the CDPH.
