Judge’s order to release pillowcase rapist ‘unconscionable’

Supervisor Michael D. Antonovich said Judge Gilbert Brown’s order to release Christopher Evans Hubbart, a violent, serial sex predator, to the Antelope Valley is “an unconscionable threat to public safety.” The Santa Clara Superior Court judge issued his order today granting the release of the “Pillowcase Rapist,” on or before July 7, 2014. Pursuant to the order, he will reside at 20315 E. Ave R in an unincorporated area near Palmdale. “Despite the best efforts by the Los Angeles County District Attorney Jackie Lacey, Judge Brown refused to order Hubbart to undergo a new mental health evaluation to determine his mental state prior to his release,” said Antonovich. “His last mental health evaluation was fifteen months ago.” “The Judge’s order failed to consider the objections by law enforcement as well as the grave concerns expressed by the community who sent thousands of opposition letters,” he said. “It’s outrageous that an admitted sexual predator with a long history of brutal Please see page 4

Monterey Park Golf Club improvements raises handicap By SHEL SEGAL

Following a $10 million renovation, the new owners of the Monterey Park Golf Club are hoping the improvements to the site will raise their handicap in the form of increased business. Sam Yi, assistant general manager of the club, said basically no stone was left unturned in an effort to modernize the club. “There are a lot of changes,” Yi said. “Literally everything. There is a new club house, driving range. The grass is patched up. All the greens are re-done. We added a bunch of bunkers. We extended the tees as much as possible. Just a lot of changes.” Yi said the ownership group just wanted to have a

better golf club in the west San Gabriel Valley. “We just wanted to provide the community, the area with a better quality golf course,” he said. “It’s for the true golfer, someone who wants to come to get a good, short practice round in and who doesn’t have a lot of time.” He added while the course is somewhat small, it is a lot of fun. “This is a 9-hole course,” Yi said. “We have two par-4s and seven par-3s. The greens are pretty fast. But a good golf course comes with a bit of a price tag, Yi said, which he added he is hoping doesn’t keep golfers away. “We’re not cheap be-

cause of the quality of the golf course,” he said. “We have to keep it a certain point. It’s $16 during the weekdays and $18 during the weekends and holidays. There’s a replay rate, which is $12 on the weekends and $10 on the weekdays.” Yi also said while business is a bit slow at the moment, he is confident the course will bring in new customers during the summer months. “It’s steadying off right now, but hopefully we’ll be attracting more people,” he said. “Some people don’t know about us yet. It’s still growing. It’s a work in progress.” In addition, Yi said the clubs pro shop is up and open for business. “We do have a fully stocked pro shop,” he said. “You would see golf clubs here that you wouldn’t see at Golf Smith and Roger Dunn. We have all the American brands, obviously, and we have specialty brands that are Japanese. The higher-end clubs also. U.S. EPA finds Exide Technologies a source of harmful lead emissions The U.S. Environmental Protection Agency today notified Exide Technologies of federal violations at its Vernon, Calif. lead smelting facility. EPA’s investigation, prompted by community concerns as well as ongoing investigations by state and local agencies, found that Exide violated the Clean Air Act’s lead emissions standards on more than 30 occasions. EPA’s investigation of the facility is ongoing. “By releasing an illegal amount of lead into the air, Exide has put the health and well being of nearby residents at risk,” said Jared Blumenfeld, EPA’s Regional Administrator for the Pacific Southwest. “EPA and the South Coast Air Quality Management District are working closely to ensure the company comes into compliance with state and federal law.” EPA’s review of data collected from air quality monitors at locations on or around the facility showed average lead emissions above the federal standard from March 22 through April 19, 2014. In addition,

excess emissions were monitored on or about September 9, 2013, September 18, 2013, and January 2 through January 3, 2014. Federal clean air laws require areas with unhealthy air develop a State Implementation Plan (SIP) to implement, achieve, and maintain EPA’s air quality standards. Under California’s SIP, large lead-acid battery recycling facilities are prohibited from emitting lead into the air that exceeds 0.15µg/m3 (micrograms per meter cubed) over any period of 30 consecutive days. Any violation of the SIP is a violation of the federal Clean Air Act. Pursuant to today’s Notice of Violation, the facility has ten working days to respond to the violations. The Agency is evaluating its enforcement options against the company. Exide faces a penalty of up to $37,500 per day for each violation based on federal law. Exide Technologies is a battery recycling facility located at 2700 South Indiana Avenue in Vernon and has been in operation since

1922. Exide recovers lead from recycled automotive batteries and other leadbearing scrap materials and recycles 23,000 to 41,000 batteries daily. The City of Vernon is an industrial city of 5.2 square miles located approximately two miles from homes and schools in the neighboring City of Maywood. The local South Coast Air Quality Management District is the lead agency responsible for enforcing rules and permit conditions to ensure that the facility operates in compliance with air pollution requirements, and has taken several enforcement actions against Exide for similar violations of air quality rules. Lead is a major environmental health hazard for young children and pregnant women. Exposure to lead can result in lowered intelligence, reading and learning disabilities, impaired hearing, reduced attention span, and hyperactivity. really needs to be done. “If we move forward with it then we can proceed with the repairs,” he said. “Typically, the city will put together a five-year water and sewer capital improvement program, where we list out the projects we want to do the next five years. And we do an annual evaluation of them, keep track of how we’re doing each year.” He added, though, the project can’t be done without the public’s support. “We also have to look at the finances,” he said. “Unfortunately, money doesn’t grow on trees. It doesn’t

grow out of pipelines. So, we have to generate enough from our community to pay for our system.” However, Thai stressed that this is not a done deal, and under Proposition 218 residents can submit a protest vote to the council. If enough protest votes are submitted, the project cannot proceed. “If you don’t agree with the rates, if you think this is not the rate strategy then you have the opportunity to protest,” Thai said. “We cannot raise the rate some number that is out of the sky. It has to be tied to the repairs that are

needed.” In addition, Thai said he is confident the project will be passed by Monterey Park residents as its crucial the system gets fixed. “We’re proposing a gradual plan to adjust the rates as we rebuild our water system,” he said. “It’s a much-needed repair.” The decision of the residents will be discussed at the June 18 meeting of the Monterey Park City Council. The Rowland Unified School District Superintendent tendered his resignation at the board’s May 20 meeting, according to a published report. Ruben Frutos stepped down from the district’s top job just hours after Ajay Mohindra, the interim assistant superintendent of business who was given the stop by Frutos, was fired by the board, according to that report. Frutos and Mohindra and both expected to step down on June 30, according to that report. For Frutos, it will mark the end of a tumultuous 20-month tenure that was fraught with discord with workers picketing the district office and hundreds coming to board meetings, in both cases demanding his resignation, according to that report. In fact, the Rowland board began a new superintendent search back in March. However, board members “amended his contract to allow him to become deputy superintendent of administrative services” and later decided against the move, according to that report. And with new board members elected last November, it has been speculated allowing Frutos to resign “gracefully,” accord-

ing to that report. In addition, John Petersen, president of the Association of Rowland Educators, said he was relieved to be rid of Frutos and hoped a better choice in superintendent “to lead the district” would be made, according to that report. In addition, the union had the belief that Frutos was never a good choice for superintendent as he had a “lack of classroom experience,” according to that report. A preliminary step toward finding a new superintendent occurred on May 19 when district consultants held a community meeting. It was there that parents said “they hoped a new superintendent would be visible, approachable and work to unite the 20-school district that includes schools in West Covina, Rowland Heights and La Puente,” according to that report. And one current reality: The board needs to find an interim superintendent to run things after June 30 since it is believed a new superintendent will not be in place until late summer or early fall. Hash oil is the most potent form of cannabis because of its high THC content. The process of extracting the oil is extremely dangerous, and has been linked to a large number of

explosions and house fires. The suspect, a 20 year old Castaic resident, was booked at the Santa Clarita Valley Sheriff’s Station for various narcotics related crimes, including possessing, manufacturing and transporting concentrated cannabis; all felonies. His name is not being released at this time due to an on-going investigation. No further information is being release at this time.

in a 10-year period. He has admitted to raping 26 women in the Los Angeles area in the early 1970’s and an additional 15 women were raped in the San Francisco

Bay area in the early 1980’s. His parole was revoked numerous times due to assaulting women, his mental condition and his threat to public safety.

A new California Appellate case just published August 8, 2013, “Glaski v. Castle green welcomes the public For evening spring tour Pasadena's historic Castle Green will host its' annual Spring Tour On Friday, June 6th, from 5pm to 9pm,. Moon-

light at the Castle will feature a public tour of more than 15 unique Castle residences and the Penthouse, and a musical performance by popular flapper-inspired singer, Janet Klein & Her Parlor Boys.

Wine and refreshments will also be served. Tickets are $40.00 per person. Tickets can be purchased ahead of time by going tobrownpapertickets.com. All proceeds from the event will be directed toward the restoration projects of the Friends of the Castle Green. The Friends are a nonprofit organization dedicated to preserving and restoring the historic integrity of the famous downtown Pasadena dwelling In the beautifully appointed Castle ballroom, the lovely chanteuse Janet Klein will be dishing out her obscure, naughty and lovely tunes from the 20's and 30's. Performing solo and with her renowned band Janet Klein & Her Parlor Boys since 1996, Janet has established herself as a main attraction at many notable venues including a regular stint at the Steve Allen Theater. Visitors will be able to tour the Grand Salon, Turkish and Moorish Rooms and see many of the splendid features of the building that remain in tact over the past century. Visitors will also be able to tour resident apartments throughout the 6-floor building, including the Castle penthouse.
