Gov. Gavin Newsom and CaliforniaAttorney General Rob Bonta submitted a court filing Monday to the U.S. Supreme Court in support of Illinois lawsuit against the Trump administration's National Guard troop deployment to assist with immigration enforcement.
Newsom and Bonta's amicus brief details California's recent experience with the expanding federal mission for the National Guard. Since the June 7 deployment of soldiers to Los Angeles, the federal government ordered hundreds of National Guard troops to Chicago and Portland, Oregon.
The Trump administration has extended its federalization of the California National Guard to at least February. According to Newsom's office, the administration has asserted that federalized troops should engage in law enforcement without judicial oversight, a stance that defies established legal norms.
Trump's troop policy sidelines the courts, flouts congressional limitations, encroaches on state sovereignty and would pave the way for "an alarming expansion of federal power," California officials contend.
“Our message to the courts is clear — Trump is putting our members of the military on the frontlines of a completely unlawful activation against American communities," Newsom said in a statement. "The federal government’s actions in Los Angeles earlier this summer

were just Trump’s first step to completely transform the role of the military in American society by deploying the U.S. military against its own civilians. We won’t stand for it and we implore the courts to affirm states’ sovereign rights to handle any public safety matters at home.”
“The facts haven’t changed. Amidst ongoing violent riots and lawlessness, that local leaders like (Illinois Gov. JB) Pritzker have refused to step in to quell, President Trump has exercised his lawful authority to protect federal officers and assets," White House spokeswoman Abigail Jackson said in an email to HeySoCal.com. "President Trump will not turn a blind eye to the lawlessness plaguing American cities." Bonta blasted the administration for militarizing law enforcement.
“The Trump Administration is asking the Supreme Court to grant it unprecedented and unlimited power to deploy the military into American cities — power it has made clear that it fully intends to abuse,” Bonta said in a statement. “Trump wants an army that serves a King, but in America, in our democracy, our military does not police the people. California has been ground zero for the Trump Administration’s militarization of American streets. In the four months since troops were first deployed to Los Angeles, we’ve seen the President abandon any attempt to justify their continued presence in our state, taking a near limitless view of executive power. I urge the Supreme Court to reject the President’s latest bid to defy our constitutional norms
and grab power he does not have.”
At Trump's behest, Department of Defense Secretary Hegseth transferred 4,000 members of the California National Guard to federal control to serve in a civilian law enforcement role in Los Angeles and Southern California communities.
California sued to stop thefederalization.The federal Ninth Circuit Court of Appeals will hear arguments Wednesday in the Trump administration's appeal to the trial judge’s order that blocked the troop federalization and deployment.

'No Kings' rallies take place across LA, Orange counties

Thousands of people gathered in downtown Los Angeles Saturday for the largest of several "No Kings Day" demonstrations against the Trump administration across Los Angeles and Orange counties.
More than a dozen protests took place in the Southland as part of a nationwide day of action.
The demonstration in downtown Los Angeles began around 2 p.m. Saturday, and featured a march down a nearly two-mile stretch of Spring Street and a rally outside City Hall and Gloria Molina Grand Park.
Speakers were expected to include podcaster and MSNow (formerly MSNBC) contributor Brian Tyler Cohen, Assemblyman Issac Bryan, D-Los Angeles, and ex-Trump staffer Jessica Denson.
Traffic was severely impacted in the area, with a section of Spring Street closed and motorists advised to avoid the Civic Center area. Alameda Street between Aliso and Temple streets was also closed, along with a handful of off-ramps from the Hollywood (101) Freeway, and bus routes were also being detoured.
The L.A. protest was organized by 50501 SoCal and Service Employees International Union Local 721, in partnership with Black Lives Matter Grassroots - Los Angeles, the Removal Coalition, Working Families Party, Black Women for Wellness, Clergy Laity
United for Economic Justice, the TransLatin@ Coalition, Democracy Action Network and the Human Liberation Coalition, among others. SoCal 50501 is the Los Angeles chapter of 50501, which bills itself as "a peaceful, decentralized grassroots political movement with a mission to uphold democracy and constitutional governance." Its name stems from "50 protests. 50 states. 1 Movement."
The day's protests were peaceful but as darkness fell downtown, a small group of people who demonstrated outside the federal detention center at Alameda and Temple streets refused to leave even after the Los Angeles Police Department ordered them to disperse twice. A group of about two dozen people could be seen on broadcast video as officers first pushed them away from the detention center into Chinatown, then backed off to encourage them to disperse.
LAPD Officer Drake Madison told City News Service some "projectiles" were initially thrown. ABC7 reported at least one person was arrested.
Saturday's events were a follow up to the first "No Kings Day," held on June 14, which had more than 5 million people who participated nationwide, according to organizers.

Saying more than 1 million county residents could be at risk of losing Medi-Cal or CalFresh benefits under upcoming new federal work requirements for recipients, the county Board of Supervisors voted Tuesday to expand so-called "workfare" and volunteer opportunities with the county and community organizations.
According to county Supervisor Hilda Solis, who sponsored the motion with Supervisor Lindsey Horvath, the federal budget bill signed in July -- HR 1 -- imposed expanded work requirements on many Medi-Cal and CalFresh recipients.

"With the passage of H.R. 1, our most vulnerable neighbors, including working families, veterans, former foster youth, people experiencing homelessness and individuals with serious underlying health conditions, are now at risk of losing access to the basic support systems they rely on," Solis said in a statement after the board vote. "We




cannot let that happen. This motion is about acting early and making sure Angelenos are not left behind. We are investing now in the infrastructure, partnerships and outreach necessary to ensure our communities are informed, connected and better able to keep their coverage."
The motion instructs the county Department of Public Social Services and other agencies to begin preparing to assist residents in danger of losing
access to the benefits. It also calls for the expansion of "workfare" and volunteer opportunities with county departments and with community organizations to help people meet the work and volunteer requirements.
According to Solis' office, as many as 1.5 million Medi-Cal recipients in the county could potentially lose coverage when the new requirements take effect on Jan. 1, 2027. As many as 202,000 CalFresh recipients
will be required to meet new work requirements beginning Feb. 1, 2026.
"We have a responsibility to reduce that harm -- by expanding access to support, minimizing barriers, and making sure people understand what's changing," Horvath said in a statement. "This motion strengthens the county's coordinated response to protect our most vulnerable residents and ensure they can maintain the care and resources they rely on."
Some travelers at Los Angeles International Airportmayhave found themselves in the wrong terminal Tuesday, as JetBlue shifted its operations to Terminal 1 in advance of the planned demolition and reconstruction of Terminal 5.




JetBlue is the first of three airlines that will move out of Terminal 5. On Wednesday, Spirit Airlines will move to Terminal 2, and next Tuesday American Airlines will move into Terminal 4.

The demolition of Terminal 5 is part of efforts to rejuvenate LAX in advance of the 2028 Olympic and Paralympic Games. After American Airlines shifts its operations to Terminal 4 next week, Terminal 5 will be completely shuttered to begin demolition efforts.
Coinciding with JetBlue's move to Terminal 1 on

Tuesday, LAX opened the recently completed Midfield Satellite Concourse South, an extension of the West Gates at the Tom Bradley International Terminal. The project added more than 150,000 square feet and eight gates to the terminal.
Both the Terminal 5 reconstruction and the Midfield Satellite projects are part of the airport's overall ongoing $30 billion facelift.

Ordnance fired over Interstate 5 at Saturday's 250th anniversary of the Marine Corps at Camp Pendleton prematurely detonated, striking and damaging a California Highway Patrol vehicle that was part of Vice President JD Vance's detail, the CHP said Sunday.
The incident happened in the area where CHP officers were supporting a traffic break along I-5, which had briefly been ordered closed by Caltrans during the live-fire exercise in a decision that became a political hot point, with Gov. Gavin Newsom criticizing the Trump administration for holding the display, and Newsom drawing criticism himself for the freeway closure.
"This was an unusual and concerning situation," CHP Border Division Chief Tony Coronado said Sunday. "It is highly uncommon for any live-fire or explosive training activity to occur over an active freeway. As a Marine myself, I have tremendous respect for our military partners, but my foremost responsibility is ensuring the safety of the people of California and the officers who protect them."
No injuries were reported.
CHP personnel immediately notified the Marine Corps at the scene, who then canceled firing additional live ordnance over the freeway, and the area was swept for further evaluation, the CHP said. The
agency has filed an internal report on the incident, with a recommendation to conduct an additional after-action review into the planning, communication and coordination between federal, state, and local government around Saturday's event, "to strengthen protocols for future demonstrations and training events near public roadways."
Vance attended Saturday's demonstration, along with Defense Secretary Pete Hegseth and other top military officials. Vance and his family departed Marine Corps Air Station Miramar on Sunday morning for the five-hour flight back to Washington D.C. He made no public remarks before departing.
Saturday's celebration was dubbed "From Sea to Shore: A Review of Amphibious Strength," and honored both the 250th birthday of the Marines and the U.S. Navy. The Navy turned 250 on Monday, and the Marines will do the same on Nov. 10.

With live ammunition set to be fired over the freeway, state officials originally announced that they would close Interstate 5 for safety reasons from 11 a.m. to 3 p.m. Saturday from Harbor Drive to Basilone Road. Traffic immediately backed up after the closure as motorists lost the main thoroughfare connecting south Orange County to San Diego County, and Caltrans later opened the freeway in the early afternoon, but with traffic breaks.

"It's a disgusting abuse of power. But not at all surprising."
Newsom fired back Sunday after the ordnance mishap was reported.
"We love our Marines and owe a debt of gratitude to Camp Pendleton, but next time, the Vice President and the White House shouldn't be so reckless with people's lives for their vanity projects," he posted on X.
Desmond also said the shutdown "shows exactly what's wrong with politics. No accountability, no planning -- just finger pointing."

Burbank launches planning for prospective new Central Library, Public Plaza
The City of Burbank has launched the planning and design process for a prospective new Burbank Central Library and Public Plaza, a project in the heart of downtown. The concept envisions replacing the current 60-year-old Central Library building with a modern facility designed to better support education, workforce development, technology training, social services, and access to information and culture. The city has received a $9.95 million grant from the California State Library to support the exploration and development of a potential new Central Library and Public Plaza. These funds will help advance planning
for features that prioritize sustainability. In addition to this grant, the city is exploring a range of potential funding options to support additional project costs. Beginning this month, the city will host a series of community workshops to gather input on priorities, ideas, and desired amenities for the future Central Library and Public Plaza. The first Community Workshop will take place on Wednesday, Oct. 29, at the current Burbank Central Library (110 N. Glenoaks Blvd., Burbank). 2 MS-13 gang members convicted of murder in Lake Forest stabbing
Two MS-13 gang members were convicted last week of ambushing a 25-year-old man while he sat in a Lake Forest hot tub with his girlfriend, stabbing the man to death and nearly decapitating him as he tried to defend himself with a patio chair. The gang members chased a severely injured Marcos Morales from the pool area to a stairwell in the apartment complex where they continued the attack and left him to die. One of the gang members’ girlfriends also stabbed Morales’ girlfriend while Morales was being stabbed to death in the early morning hours of Oct. 1, 2018. Jose Rafael Andrademembreno, 29, of Mission Viejo, and Edwin Diaz, 25, of
Mission Viejo, were convicted by a jury of one felony count of first-degree murder with the special circumstance of lying in wait, one felony count of conspiracy to commit murder, and one felony enhancement of personal use of a deadly weapon. Andrademembreno was 22 and Diaz was 18 at the time of the murder. They face a maximum sentence under current law of life without the possibility of parole when they are scheduled to be sentenced Jan. 23, 2026. A third defendant, Xiomara Berrios, has been charged with one felony count of murder with the special circumstance of lying in wait, one felony count of conspiracy to commit murder and one felony count of assault with a deadly weapon other than a firearm. Berrios, who is Diaz’ sister and was 18 at the time of the murder, has agreed to plead guilty to second-degree murder in exchange for testifying in the trial.

Oct. 9
At 3:48 a.m., a brush fire was reported in the 200 block of West Huntington. Officers arrived and located a male subject who had a small open fire. The fire was extinguished. He was arrested and taken into custody.
At 4:44 a.m., a caller in a business in the 800 block of West Huntington reported disturbing subjects inside a bathroom. Officers arrived and made contact with the subjects. A computer search revealed one of the subjects had multiple warrants for her arrest. She was arrested and taken into custody.
At 5:24 p.m., a battery was reported in the 300 block of South Myrtle. Officers arrived and made contact with the parties. The suspect was arrested and taken into custody.
At 6:35 p.m., officers were dispatched to a business in the 500 block of West Huntington regarding a theft. Store staff reported an unknown suspect took merchandise without paying. This investigation is continuing.
At 7:02 p.m., a disturbing subject was reported in the 1200 block of South Mayflower. Officers arrived and discovered that the subject was acting erratically and had broken a door. It was determined he was a danger to himself and others. He was transported to a medical facility for a mental evaluation.

At 7:53 a.m., a traffic collision between a vehicle and a pedestrian was reported in the area of Myrtle and Duarte. The pedestrian was transported to a hospital for treatment.
At 9:04 a.m., officers were dispatched to a business in the 400 block of West Huntington regarding an employee who may be a danger to herself. Officers arrived and made contact with the employee. It was determined she was a danger to herself. She was transported to a medical facility for treatment.
At 2:03 p.m., an officer patrolling the 1600 block of South Mountain was alerted to a stolen vehicle in the area. The vehicle was located parked in a parking lot. This investigation is continuing.

At 5:13 p.m., an employee from a business in the 100 block of West Foothill reported a male subject refusing to leave. Officers arrived and made contact with the subject. He was arrested and taken into custody.
At 10:35 p.m., an officer patrolling the 1600 block of South Myrtle saw a vehicle in violation of a vehicle code. A traffic stop was conducted and the driver was contacted. A computer search revealed the driver had a warrant for their arrest. The driver was arrested and taken into custody.

At 12:26 a.m., while patrolling the 100 block of EastLime an officer saw a subject who was clearly intoxicated. Officers made contact with him and determined he was too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.
At 1:44 a.m., an officer patrolling the 300 block of South Myrtle saw two subjects in a park after hours, in violation of the municipal code. They were arrested and taken into custody.
At 6:13 p.m., a caller in the 300 block of Norumbega reported the theft of his vehicle’s catalytic converter. This investigation is continuing.
At 11:49 p.m., a victim in the 300 block of North Ivy reported the catalytic converter to his vehicle stolen. This investigation is continuing.

At 2:29 a.m., while patrolling the 200 block of East Pomona an officer saw a group of subjects loitering with open containers of alcohol. The officer made contact with the subjects and a computer search revealed one of the subjects had a warrant for his arrest. He was arrested and taken into custody.
At 8:11 a.m., a traffic collision was reported in the area of California and Central. No injuries were reported.
At 9:22 a.m., a commercial burglary was reported in the 100 block of West Duarte. This investigation is continuing.
At 9:55 a.m., a victim walked into the MPD lobby to report that he purchased a vehicle from a private dealer, the vehicle did not arrive on the expected day, and the dealer is no longer answering the phone. This investigation is continuing.
At 10:40 a.m., a female subject walked into the MPD lobby to say she had a warrant for her arrest. A computer search confirmed her warrant. She was arrested and taken into custody.
At 10:51 a.m., a resident in the 100 block of East Scenic reported his catalytic converter stolen. This investigation is continuing.

At 3:33 p.m., a traffic collision was reported in the area of Huntington and Highway Esplanade. Officers arrived and made contact with the parties involved. The party found at fault complained of pain and was transported to a hospital for treatment.

At 10:43 a.m., officers were alerted to a stolen vehicle in the area of Fifth and Chestnut. Officers arrived and located the vehicle. A high-risk traffic stop was conducted and the driver was contacted. He was arrested and taken into custody.
At 1:51 p.m., a victim walked into the MPD lobby to report fraud. An investigation revealed the victim applied for employment using an online platform. The suspect(s) requested payment for processing the application, she sent payment and more items were requested. She later realized it was fraud. This investigation is continuing.
At 6:40 p.m., a traffic collision was reported in the 300 block of West Huntington. Officers arrived and discovered the victim’s vehicle was parked when it was hit and the suspect did not stop to leave any information behind. This investigation is continuing.

Speaking of rock stars, I received some very bittersweet news today. Our beloved Tina Cherry has officially set her date of retirement. Is it wrong that I kind of want to sabotage it or talk her out of it? Yeah … I thought so. I am happy for her, truly. And I am so excited to see pictures of all the fun she will be having in her new adventures in retirement. Hopefully, we can talk her into getting a social media account so we can revel in the fun she, her husband and puppy have. Tina has been with the City of Monrovia for 12 years and in public service for over 30. It has been truly an honor to work with her. She has taught me a lot over the years. Some people say WWJD (what would Jesus do?). I say WWTD (what would Tina do?), and that has served me very well. As the director of the Community Services Department, she

has been an integral force and driving factor in why Old Town is such a destination hot spot. Did she do it alone? No. She has a superb team surrounding her, but will be completely irreplaceable, in my opinion. She is so good at her job, most people do not even know she is there.
Seamless excellence, I tell ya! She has worked countless hours on behalf of all Monrovians and those who choose to spend time here. I will miss her terribly, but I am looking forward to her having more time to have lunch with me once in a while. Her retirement date is set for February

The ongoing teacher shortagemeans schools are having a hard time hiring arts teachers, even though funds are flowing in thanks to Proposition 28. Now nonprofits are stepping in to fill the gap.
Schools can use up to 20% of Proposition 28 funds for supplemental arts programming via community organizations.
Elda Pineda, deputy director of the nonprofit P.S. ARTS, which serves more than 33,000 students at 102 schools in southern and central California, said the funding is critical.
"Not having the amount of credentialed teachers needed to take these jobs is an obstacle, but there are ways to think outside of the box in order to get teachers into the school so kids can get arts programming right away," Pineda explained.
Schools can also apply for a waiver if they cannot find a credentialed art teacher. Community arts nonprofits like P.S. ARTS train working artists to partner with schools for in-class instruction during the school day or in afterschool programs. P.S. ARTS
uses grants to subsidize the cost in high-need districts.
Gilda Davidian, associate director of communications for P.S. ARTS, said in-person arts education is the antidote to social isolation in an era when kids' lives are dominated by screen time.
"It's not just training and drawing. It's not just training in theater," Davidian emphasized. "This is about being able to learn through all kinds of aspects of being a student in school and connecting and being creative in a classroom environment."

On the second day of the federal governmentshutdown, President Donald Trump shared an AI-generated video set to the classic song “(Don’t Fear) The Reaper” by Blue Öyster Cult. The star of that video, which quickly went viral, was Russell Vought, the president’s top budget adviser. More than that, Vought is the architect of Trump’s broader plan to fire civil servants, freeze government programs and dismantle entire agencies, and he’s a big reason the second Trump administration has been more effective at accomplishing its goals than the first. In the video shared by Trump, Vought appeared as the scythewielding Grim Reaper of Washington, D.C. Vought’s title is director of the Office of Management and Budget. The OMB directorship is one of the most powerful jobs in Washington, and Vought has used his position to wage a quiet war to change the shape of the entire U.S. government. In Vought’s hands, OMB has acted as a choke point for the funding that Congress approves and agencies rely on to run the government. While he tends to operate behind the scenes as much as possible, his influence in Trump’s second administration is so pronounced that people have described him as akin to a shadow president.
Here are some of the key things you should know about Vought. Read ProPublica’s full investigation here. (Vought declined to be interviewed for the article. A spokesperson for him at OMB would not comment on the record in response to a detailed list of questions.)
1. Vought went from the mail room to becoming the chief antagonist of his own party.
A native of Trumbull, Connecticut, and the son of an electrician father and a

mother who spent decades in public education before helping to launch a Christian school, Vought got his first job in D.C. politics working in the mail room for Republican Sen. Phil Gramm of Texas, a fierce budget hawk known for criticizing members of his own party for breaking what he viewed as core conservative principles.
As Vought rose through the GOP ranks, eventually going on to advise thenRep. Mike Pence, he grew disillusioned with members of his party who claimed to care about balanced budgets and spending cuts yet voted to approve bills loaded with pork-barrel spending and corporate giveaways.
In 2010, he quit Congress and helped launch an offshoot of the Heritage Foundation think tank called Heritage Action for America, which was tasked with strong-arming congressional Republicans to act more conservatively.
“I think he thought the Republican leadership was a bigger impediment to conservative causes than Democrats were,” a former Capitol Hill colleague of Vought’s said.
2. OMB’s massive power supercharges Vought’s influence.
While the Office of
Management and Budget is part of the White House, Vought is a member of Trump’s cabinet along with the secretary of defense and attorney general. OMB director has little of the cachet of those jobs, but it plays a vital role.
Every penny appropriated by Congress first passes through the OMB. It also reviews all significant regulations proposed by federal agencies, vets executive orders before the president signs them and issues workplace policies for more than 2 million federal employees.
“Every goddam thing in the executive branch goes through OMB,” explained Sam Bagenstos, a former OMB official during the Biden administration.
3. Vought’s early work at OMB helped lead to Trump’s first impeachment.
This isn’t Vought’s first stint as OMB director; he held the same position during the first Trump administration.
In 2019, after the Trump White House pressured Ukraine’s government to investigate then-candidate Joe Biden and his son Hunter, it asked Vought, then acting director, to freeze $214 million in congressionally approved security assistance for Ukraine. He obliged.
This impoundment, later deemed illegal by the Government Accountability Office, would trigger congressional investigations and, ultimately, Trump’s first impeachment. During that process, Vought refused to cooperate with investigators, calling the probe a “sham process that is designed to relitigate the last election.”
After the attempt to freeze the Ukraine funds ultimately failed, Vought and Mark Paoletta, an attorney and close ally of Vought’s, spent the years between Trump’s presidencies developing a legal argument that not only are such impoundments legal, but there is a long history of presidents using the power. (Legal experts have disputed Vought’s version of that history.)
4. Vought played a surprising role in popularizing the phrase “woke and weaponized.”
In 2021, Vought launched the Center for Renewing America, a think tank devoted to keeping the MAGA movement alive and preparing for a second Trump presidency. According to previously unreported recordings obtained by ProPublica, Vought accepted an assignment from Trump to come up with a way for
Consumer Financial Protection Bureau, and to fold the Department of Education and the Department of Housing and Urban Development, along with food stamps programs, into a new Department of Welfare.
“They wanted to call it that because they think it sounds bad,” a former OMB analyst said. “There were very few, if any, debates where Russ wouldn’t take the most extreme option available to him, the most conservative, the most budget-cutting.”
conservatives to counter Black Lives Matter. He popularized the concept of “woke and weaponized” government — a phrase embraced by GOP politicians and activists to disparagingly label policies, people and even agencies that didn’t fit with the MAGA agenda.
“If you’re watching television and the words ‘woke and weaponized’ come out of a politician’s mouth, you can know that this is coming ... from the strategies we’re putting out,” Vought boasted in a recording obtained by ProPublica.
When Vought’s think tank released a federal budget blueprint in 2022, calling for $9 trillion in cuts over 10 years, the word “woke” appeared 77 times across its 103 pages.
5. Vought’s vision for what would become Project 2025 began during Trump’s first term.
In 2017, while an adviser at OMB, Vought played a lead role in trying to implement a Trump executive order that called for a top-to-bottom reorganization of the federal government. A former OMB senior staffer said Vought initially wanted to eliminate the U.S. Agency for International Development and the
Trump’s Cabinet secretaries at the time resisted wholesale cuts, and few of the plans reached fruition. But Vought’s suggestions now read like a guide to the second Trump administration, which has gutted both USAID and the CFPB and is hollowing out the Department of Education.
“I didn’t realize it then,” the former OMB staffer said, “but I was writing the first draft of Project 2025.”
6. Vought’s role shows Project 2025 has indeed shaped the administration.
Vought was a key figure in the work of Project 2025, the coalition of conservative groups that created a roadmap and recruited future appointees for the next Republican administration. He led Project 2025’s transition portion, which included writing some 350 executive orders, regulations and other plans to more fully empower the president. “I don’t want President Trump having to lose a moment of time having fights in the Oval Office about whether something is legal or doable or moral,” Vought said in a private 2024 speech.

At the same time, product-specific U.S. tariffs (e.g., wood products and furniture) kicked in, and markets braced for Nov. 1 measures, 25% on medium/ heavy trucks and an additional 100% tariff on all Chinese imports alongside new exportcontrol moves.
Overlapping this, China’s rare-earth export curbs prompted the EU to coordinate with the US/G7 on critical-mineral resilience. Net-net: Policy risk rose across ocean shipping, manufacturing inputs and downstream consumer goods, with logistics and sourcing teams facing immediate fee exposure at ports and a nearterm step-up in tariff and licensing complexity.
On Markets and Rates: China (CEA) to the United States West Coast (USWC): FEU spot freight rates climbed roughly $700–$900 w/w to about $2,000–$2,100/FEU on mid-month GRIs and acute space tightening.

With capacity trimmed and policy headlines in flux, expect choppy, headlinesensitive pricing into late October, tight in the near term, then cooling if the tariff rush fades.
The timing of this week’s GRI combined with the sudden announcement of 100% tariffs on Chinese imports on top of existing tariffs placed on China is also something to be mindful of. The observation among those in the industry is the speed of the tariff announcement, specifically, will take many importers by surprise as the announcement was made late last week, going into the weekend. Importers will have about two weeks to claim carrier space amidst extensive blank sailing and

limited space to secure their shipments so that they arrive in the U.S. by Nov. 1 or be faced with the 100% tariff.
Others in the industry notice that carriers benefit the most from this artificial demand creation, and importers are left shouldering higher costs.
Following the end of the de minimis exemption, China-U.S. air freight volumes remained soft through late September.
- E-commerce slowdown: Major platforms such as Temu and Shein significantly reduced shipment volumes.
- Express channel resilience: Other air-express providers held steady or showed modest growth.
- Traditional B2B decline: Forwarders and shippers moving standard commercial cargo saw a continued drop in bookings.
- Rates and capacity: Overall demand weakness
Project 2025 leaders would be blacklisted from working in the Trump White House.
But Vought deftly navigated the controversy, and Trump brought him back to OMB. Meanwhile, the administration has moved quickly to fulfill many of Project 2025’s policy objectives. Early on in this month’s government shutdown, when Trump announced that he would soon meet with Vought to decide which “Democrat Agencies” to temporar-
ily or permanently cut, he referred to his budget director as “Russ Vought, he of PROJECT 2025 Fame.”
7. Elon Musk and DOGE often acted at Vought’s direction, insiders say.
Elon Musk, Tesla’s CEO and the world’s wealthiest person, may have grabbed the headlines as his Department of Government Efficiency took a chainsaw to budgets and staffing. But court records, interviews and other accounts from people close to Vought show
that DOGE’s efforts were guided, more than previously known, by the OMB director.
“I can’t imagine that the DOGE team knew to target all these little parts of the government without Russ pointing them there,” a former OMB branch chief told ProPublica.
In May, an official with Citizens for Renewing America, a group founded by Vought, credited Vought with steering DOGE’s cuts. “DOGE is underneath the
OMB,” the official said, according to a video of her remarks. “Honestly, a lot of what Elon began pinpointing … was at the direction of Russ.”
An administration official who has worked with Vought and Musk told ProPublica that DOGE showed Vought that it was possible to ignore legal challenges and take dramatic action. “He has the benefit of Elon softening everyone up,” the official said. “Elon terrified the shit out of people. He broke the
pushed spot rates down to about $3-$4/kg to LAX and ORD, and $4-$5/kg to JFK. Airlines attempted to stabilize yields through select flight cancellations and tighter capacity management.
Air rates rebounded entering this week, driven by pre-holiday shipments and capacity constraints.
- Golden Week effect: Demand surged ahead of China’s National Day “Golden Week”, with the 2025 peak season arriving roughly two weeks later than usual. Rates climbed to around $4.5–$5.5/ kg to the U.S.
- Apple charters tightening space: Apple’s charter operations during weeks 40–42 further strained available lift. Several dedicated freighter services, such as K4 HFE-JFK, were cancelled, narrowing supply and pushing rates to roughly $5–$6/kg.
Looking Ahead on the Air Freight Market:
With charter flights resuming this week, the market was expected to normalize-until the Oct. 10 announcement of potential 100% U.S. tariffs reignited demand.
Immediate increases are expected from express channels, traditional B2B exporters, and Apple-related shipments. Current spot levels are averaging $6.0–$6.5/kg and still climbing.
Air freight rates are projected to remain elevated through the end of October, supported by urgent cargo movements ahead of the possible tariff deadline. Market direction for November will hinge on the final tariff decision, with either a brief cooling if rates stabilize or further escalation if new measures take effect.

Vought has frozen $26 billion in federal funding for infrastructure and clean energy projects in blue states in the days after the federal government shut down on Oct. 1. The government has also followed through on Vought’s earlier threat to fire a massive number of civil servants if the shutdown

“We work for the president of the United States,” a senior agency official who regularly deals with the OMB told ProPublica. But right now, he added, “it feels like we work for Russ Vought. The project site is located west of San Gabriel Boulevard and east of South Pine Street, between East Live Oak Street to the north and East Broadway to the south. The site has frontage on three streets, including San Gabriel Boulevard, Live Oak Street, and Pine Street. The site was previously developed with a mixture of commercial uses and single-family dwellings. The property is currently vacant. Demolition permits were issued in 2019. The property is designated General Commercial in the General Plan, and zoned Retail Commercial/Planned Development Overlay (C-1/PD). The lot size is 125,852 square feet (2.89 acres) net area (excluding the Rubio Wash). To implement that vision and allow mixed-use development on the site, the City proposes to amend the Monrovia General Plan and Zoning Code, and to adopt a Specific Plan (SP2025-0002) for the project site. Specifically, the General Plan Amendment (GPA2025-0002) would include both a text and map amendment to the Land Use Element to create Planned Development Area-28 (PD-28) and change the site’s land use designation from O/RD/LM to Planned Development (PD-28). PD-28 establishes the policy foundation and development framework for a mixed-use site that allows higher-density housing, ground-floor commercial uses, and pedestrian-focused design along the South Myrtle Corridor. The Zoning Code and Zoning Map Amendment (ZA2025-0001) would update the City’s Zoning Ordinance and Zoning Map to reference the new Specific Plan and change the site’s zoning classification from O/RD/LM to “Specific Plan” (“701 South Myrtle Avenue Specific Plan”). This ensures the City’s Zoning Code, Map, and General Plan are all consistent and aligned to facilitate the project. The 701 South Myrtle Avenue Specific Plan serves as the zoning document that implements PD-28. It provides detailed land use regulations, design guidelines, height and density standards, parking, landscaping, and other development parameters to ensure that the project is designed in a manner consistent with the General Plan’s vision for this site. Additionally, the project includes an application for a Conditional Use Permit (CUP2025-0010) to allow the construction of a building larger than 10,000 square feet.
Development Project Proposed: BGB Myrtle, LLC is proposing to implement the 701 South Myrtle Avenue Specific Plan with the construction of a five-story mixed-use building containing 204 residential units, including 20 affordable units (17 low-income and 3 moderateincome). The project also includes approximately 2,370 square feet of ground-floor commercial space, a fitness center, and 1.5 levels of subterranean parking providing 329 total spaces. The building’s design features step-backs along South Myrtle and West Olive Avenues to reduce height and maintain compatibility with nearby structures and the Old Town district to the north. Materials such as brick, stucco, and metal accents reflect Monrovia’s architectural character. The project includes a public plaza at the corner of South Myrtle and West Olive Avenues, two landscaped resident courtyards, a rooftop terrace, and a dog park along the southern edge of the site. All existing buildings on the property would be removed, and the two existing parcels (APNs 8516-033-030 and 8516-033-031) would be consolidated into a single legal lot through a Vesting Tentative Parcel Map (TPM2025-0001).
ENVIRONMENTAL EFFECTS: A Draft Environmental Impact Report (Draft EIR) was prepared and circulated for a 45-day public review period beginning Thursday, July 3, 2025 and ending Monday, August 18, 2025, pursuant to CEQA Guidelines §15087. During this time, public agencies and members of the community submitted comments regarding the project’s environmental effects.
The Final EIR is now available and includes: the City’s written responses to all public comments received on the Draft EIR; clarifications and minor revisions to the Draft EIR text, including updated technical documentation; and an updated Section 4.15 (Utilities and Service Systems) incorporating the findings of the Water and Sewer Capacity Study, as reviewed and approved by the City Engineer.
The EIR analyzes potential environmental impacts related to air quality, noise, traffic, cultural and tribal cultural resources, geology and soils, hazards and hazardous materials, public services, water, and sewer infrastructure. With implementation of mitigation measures and existing regulatory requirements, all potential environmental impacts would be reduced to less-than-significant levels with implementation of mitigation measures. Together, the Draft EIR and Final EIR comprise the full Environmental Impact Report for the project and will be used by the City of Monrovia during the upcoming public hearing and decision-making process.
Public comments regarding this item may be stated in person at the meeting or submitted in writing. Written comments submitted by 5:00 p.m. on the date of the meeting will be distributed to the Planning Commissioners prior to the meeting.
The purpose of the public hearing is to afford the public an opportunity to be heard concerning the proposed project applications. Mayor Karen Bass and Rep. Robert Garcia,D-Long Beach, Monday called for a congressional investigation into what they described as the "unlawful and unconstitutional" detainment and alleged abuse of U.S. citizens and immigrants by federal agents without a judicial warrant or probable cause.
Bass once again criticized the federal government for its aggressive and widespread immigration tactics. Democratic leaders representing the greater Los Angeles Area have denounced federal immigration enforcement since operations began in June.
"I will always stand up to protect Los Angeles. Reports of Angelenos - - U.S. citizens -- being Tased, dragged and unlawfully detained should make us all concerned," Bass said. "I'm calling for an immediate congressional investigation into these
egregious injustices, and I thank Congressman Garcia for his support. This is not just an assault on people of Los Angeles -- this is an assault on every person, in every city in this country."
Garcia, a ranking member of the House Oversight and Government Reform Committee, said American citizens are being dragged off the streets by masked men and thrown into detention cells without access to attorneys.
"No one, regardless of their background or appearance, should be living in fear of being thrown behind bars by their own government because of their race or what they look like," Garcia said.
"This is not the America we know and love. Every person in this country has rights, and DHS (Department of Homeland Security) must stop trampling on our civil liberties. Their actions are unconstitutional, unac-
ceptable, and completely un-American, and we will not stop fighting until this administration is held accountable," Garcia added.
City Council members Eunisses Hernandez, Ysabel Jurado and Hugo SotoMartinez joined Bass and Garcia for the news conference alongside a group of city workers and immigrant rights advocates.
"Angelenosarebe ingbeaten,terrorized and detained without due process," Hernandez said. "We must fight to keep democracy alive and hold federal immigration enforcement accountable for every abuse."
The Trump administration has maintained that federal immigration enforcement focuses on the removal of "violent criminals" and the "worst of the worst." Officials have also denied allegations that detainees are mistreated or held in substandard facilities while in custody.

AU.S. Marshal and a suspect -- a man known for posting videos of South Los Angeles law enforcement and fire department activity on TikTok -- were shot and wounded Tuesday during a federal law enforcement traffic stop south of downtown.
The shooting was reported about 8:50 a.m. in the 400 block of East 20th Street, according to U.S. Immigration and Customs Enforcement Public Affairs Officer Luis Alani.
According to a statement from the U.S. Marshals Service, the marshal was wounded while attempting to take a suspect into custody who was wanted on suspicion of entering the country illegally.
Department of Homeland Security Assistant Secretary Tricia McLaughlin issued a statement saying the confrontation involved "an illegal alien who had previ-
ously escaped from custody" and who "attempted to evade arrest yet again."
"ICE law enforcement officers, assisted by U.S. Marshals, pulled the illegal alien over in a standard law enforcement procedure," McLaughlin said. "The illegal alien weaponized his vehicle and began ramming the law enforcement vehicle in an attempt to flee. Fearing for the safety of the public and law enforcement, our officers followed their training and fired defensive shots. The illegal alien was shot in the elbow and one law enforcement officer was shot in the hand by a ricochet bullet. Both are in the hospital."
A statement from the U.S. Marshals Service said the marshal was in stable condition.
The suspect also sustained non-life-threatening injuries, the Los Angeles Times reported.

posted on social media that the man was a "citizen journalist" known as Richard LA, who has nearly 132,000 followers on TikTok and is known for posting videos of police and fire incidents in South Los Angeles.

"His unfiltered portrayal of real life has fostered a loyal following, both on TikTok and throughout our city. Richard LA exemplifies what it means to serve your community with courage and heart. ... We stand in solidarity with Richard and his family during this difficult time."
An attorney representing Richard LA's family confirmed to reporters that he was the person shot in the confrontation. He also had no immediate update on his condition.
A witness to the morning confrontation told ABC7 that the suspect was inside a car and apparently was refusing to come out, and federal agents appeared to fire tear gas or some other chemical agent into the vehicle to get the person to exit the vehicle.
Federal agencies, including the FBI, and the LAPD were investigating the shooting.
Angelina ValenciaDumarot, a spokeswoman for Price, told City News Service that Price's chief of staff, Jose Ugarte, went to the hospital where the suspect was being treated and spoke to Richard LA's son, who confirmed that his father had been shot. At that time, the son had not yet been able to see Richard LA, so he had no update on his condition, she said.

Afederal judge has rebuffed federal prosecutors' attempts to dismiss a fraud count against former Anaheim Chamber of Commerce Chief Executive Todd Ament, who cooperated with authorities in taking down former Anaheim Mayor Harry Sidhu in the failed Angel Stadium sales deal. Initially, Ament was attempting to withdraw his guilty plea in July 2022 to defrauding a cannabis company. He also pleaded guilty to loan fraud and tax cheating.
A hearing on that motion was scheduled, but then prosecutors filed a motion last month saying they were
moving to dismiss the count with the blessing of defense attorneys "in the interests of justice."
Prosecutors argued that the cannabis company fraud count "may be dismissed without defendant first withdrawing his guilty plea."
U.S. District Judge Fernando Aenlle-Rocha on Monday issued an order denying the motion to dismiss the wire fraud count "based on the government's failure to submit a memorandum in support of its motion or to offer any substantive explanation or justification to support its request to dismiss count one of the indictment."
Since Ament "did not file
a motion to withdraw his guilty plea as to count one timely, the court vacates the Oct. 22, 2025, hearing on the proposed motion."
The judge said the Nov. 14 sentencing hearing will go as scheduled.
Still to be determined is a motion to include the Anaheim Chamber of Commerce as a victim in the case. The dismissal of the wire fraud count could have scuttled that case. Attorney Dean Steward, who represents the chamber, has argued in court papers that it deserves $264,330 in restitution.
Co-defendant Melahat Rafiei was sentenced to six months in federal prison and
fined $10,000 for her role in the public corruption case. Rafiei, the former Orange County Democratic Party executive director, pleaded guilty to attempting to rip off a client for her political consultancy firm and a bribery scheme involving two Irvine City Council members.
Rafiei wore a wire to help authorities build a case against Ament, who later wore a wire himself when meeting with Sidhu that led to his conviction and a twomonth prison sentence in the failed Angel Stadium sales deal.
Ament's attorneys did not immediately respond to a request for comment.
