Newsom signs bills to boost housing, provide more hotel shelter beds

Gov. Gavin Newsom on Tuesday signed two bills to address homelessness that aim to help local governments add more shelter beds and facilitate the swifter construction of housing units.

Assembly Bill 2835 eliminates the sunset date on tenancy rules that make it easier for service providers to place people experiencing homelessness into privately owned hotels and motels for more than 30 days. This approach has been proven to enhance stability for

those in need.

AB 3057 aims to streamline and "jumpstart" local governments' procedures for issuing building permits for "junior accessory dwelling units," or JADUs, in an effort

to create more affordable rental units statewide. An example of a junior accessory dwelling unit is the conversion of a singlefamily home's garage into a living space.

Riverside County supervisors defend animal services agency, call on cities to make changes

RiversideCounty supervisors Tuesday signaled that municipalities which contract with the Department of Animal Services need to start finding solutions to their stray pet overpopulation problems instead of always leaning on the county, causing it to suffer

adverse publicity, especially on euthanasia rates.

"It's time to tell contract cities, 'You need to go on your own and build your own shelters,'" Supervisor Kevin Jeffries said. "We're going to have to do something different. We cannot continue to be your punching bag. Because your city has

hundreds, if not thousands, of animals being turned into our (four) county shelters, nationally and internationally, we receive the criticism."

Jeffries vented his frustrations during an otherwise routine series of contract

rate adjustments for the cities of Desert Hot Springs, Hemet and Palm Desert.

The adjustments were required under the 2024-25 fiscal year budget to contend with unforeseen higher operational costs impacting the Department of Animal

The U.S. Department of Justice and eight state attorneysgeneral, including California AG Rob Bonta, sued a technology company Friday for allegedly creating software that enables landlords to artificially raise rents — especially in Southern California.

Landlords use RealPage Inc.'s revenue management software to price multifamily rental units.

The federal lawsuit filed in the Middle District of North Carolina alleges RealPage enabled landlords to artificially raise rents by taking part in a pricing alignment scheme that raised rent revenue across the board, according to Bonta's office. The scheme allegedly was fueled by the illegal sharing of confidential pricing and supply information that affected residents of multifamily buildings in Orange County, Anaheim, Santa Ana, Irvine, Riverside, San Bernardino, Ontario, Rancho Cucamonga, Temecula, Murrieta, San Diego, Carlsbad and other parts of California.

The lawsuit contends that Richardson, Texasbased RealPage harmed consumers by decreasing competition, limiting price negotiation and increasing prices in the rental housing industry, according to Bonta's office.

“Anticompetitive agreements are illegal, whether

done by a human or software program," Bonta said in a statement. "RealPage misused private and sensitive consumer data to take the competition out of the rental industry, leaving renters no other choice but to pay the intentionally high prices that landlords agreed to set. This means that even if rental home supply was high, rent prices stayed the same, and in some cases, rents went up. This conduct is unacceptable and illegal, and given California’s current housing shortage and affordability crisis, it is causing real harm. Every day, millions of Californians worry about keeping a roof over their head and RealPage has directly made it more difficult to do so.”

According to Bonta's office, RealPage's subscription-based software generates rent increases via algorithmic models intended to grow landlords’ revenue.

"It does so by amassing competitively sensitive data from competing landlords through its pricing algorithms and sharing this data among subscribers," according to Bonta's office. "Landlords understand that their nonpublic data will be used to recommend prices not just for their own units, but also for competitors who use the programs. Landlords agree to provide this information because they understand they will benefit from the

Animal-rights advocates protest at Norco rodeo

Animal-rightsadvocates demonstrated Saturday outside the Norco Mounted Posse-Professional Rodeo Cowboys' Association rodeo at the George Ingalls Equestrian Center.

They protested what they call the inherent cruelty of events such as bull-riding, calf-roping and mutton-busting, which involves children riding sheep for as long as they can stay on the animals' backs.

The activists say that calf-roping — in which baby cows are tackled to the ground and hog-tied — is exceptionally cruel.

"Rodeos are violent events," PETA captive animal case specialist Gemma Vaughan said in a statement to City News Service.

"With the use of cruel electric prods, flank or bucking straps, and spurs — all of which burn, wound, or dig into the animals' skin and sensitive tissue — rodeos take normally tame, docile animals and terrorize and provoke them into display-

"Just last year, a horse was euthanized after breaking a leg at the Norco Mounted Posse PRCA Rodeo," Vaughan added. "We urge the public to avoid these spectacles of suffering as if lives depend on it, because they do."

The PRCA issued the following statement to CNS:

"As a sanctioning body for professional rodeo, PRCA takes animal safety and welfare seriously. We regulate and monitor rodeo competitors and stock contractors, and we expect them as well as PRCA sanctioned rodeos to adhere to more than 60 rules designed to prevent animal injuries.

"These rules include a ban on the use of electric prods and guidelines for flank strap materials that are meant to cue a horse to buck, not to cause pain. Rule violations are subject to fines or other penalties, and we require trained veterinarians to be in the arena at all sanctioned rodeo performances."

The statement continued, "Rodeo is an intrinsic part of Western culture. We are proud of that heritage and proud of all the steps we take to make animal welfare a top priority for PRCA."

Blaze in Riverside auto salvage yard burns junked cars

fire that erupted Monday in an automobile salvage yard on the east end of Riverside consumed several junked cars and threatened to spread to a neighboring business before firefighters stopped it.

The non-injury blaze was reported just before 7 a.m. at Allied Auto Salvage in the 1900 block of Spruce Street, near Kansas Avenue, below Interstate 215, according to the Riverside Fire Department.

Battalion Chief Bruce Vanderhorst said three engine crews and a truck company, numbering around 20 personnel, were sent to the location and encountered flames raging in a "large pile of salvaged automobiles."

"Crews faced challenges with water supply and needed

extended hose lays to reach the fire," Vanderhorst said.

"There was an immediate threat to a neighboring business structure."

Firefighters prevented the flames from extending to the business, fully containing the blaze within an hour and completely knocking it down shortly before 9 a.m.

The battalion chief said salvage yard workers provided essential assistance, using "heavy machinery to break apart the pile, allowing for more effective extinguishment."

Traffic on I-215 was not impacted by the thick smoke rising from the site, and no road closures were required on

surrounding surface streets. Vanderhorst said the cause of the fire was under investigation, with both city Department of Code Enforcement personnel and fire prevention inspectors working to determine whether potential misuse of equipment or other regulatory violations might have contributing factors.

Monrovia Old Town report: Fall fun and festivities!

We are just entering into the dog days o’ summer. It’s almost over. We are all out of summer fun things to do. But we sure do have a fun fall line-up up ahead!

One of my favorite events of the year is the Beer, Wine & Music Festival, brought to you by the Monrovia Chamber of Commerce. Located at Monrovia Park, this fun-inthe-fall event is on Sept. 23 from 4 to 8 p.m. There are amazing beer vendors from local master breweries and wine from around the world. There is also live music and food trucks. Tickets are $40 presale and $50 at the door. This event is 21 and above, but since it is in the park, you can come enjoy the music for free and with children; you just cannot enter the gated event.

Oct. 12 brings us the Old Town Fall Festival. Merchants will be open in Old Town offering fallfriendly arts, crafts and other fun activities. There will be a hayride through town, as well as the trackless train ride through Library Park. The Fire Department will be having their Open House, and many merchants will be having sales and specials. There will be a picture booth, as well as multiple picture-perfect opportunities. There will be live music and do not forget the ridiculously cute puppy costume parade. This family fun event is from 10 a.m. to 2 p.m. I’m sad to be missing it this year but don’t worry — I have someone covering my fall temporary tattoo parlor. But wait, there’s more. Hold my beer! Most job seekers have very strong feelings on one particular topic: job interview assessments. It is not uncommon in today's job market for an employer to ask you to take an assessment. Yes, they may ask you to take a test.

An employer may ask you to "do a case study." An employer may ask you to take an IQ test or to write a paper. Or, an employer may ask you to write a sample marketing plan.

Very often, I hear from job seekers that they feel that these assessments are ridiculous. Job seekers believe they are a waste of time. The company is asking the job seeker to do free work. And, many job seekers feel that companies do assessments such as

these in order to steal their ideas. Job seekers often feel that their resume should speak for itself.

But, what if we think about the other side of this issue? Yes, assessments do take more time. And, when it comes to test taking, it could be debated that they are not always perfectly fair.

Assessments do however give a company a bird's eye view into how you think. For example, what if the manager who hires you doesn't like your ideas, or your working style? Doing an assessment may give you the opportunity to avoid a company that’s not for you.

Plus, it is not uncommon to compete against Ivy League graduates in a job interview. If you only needed a resume, the

taken more seriously. It can show a hiring manager that you understand their business, and are willing to work hard.

I once used an assessment when interviewing candidates for a graphic artist role. Each person was asked to create an image.

In fairness, I provided each person with a small payment for their work. But, this small project allowed me to clearly see who the most talented designers were. It allowed all bias to be set aside, and to focus on results.

Think of it this way. An assessment can help to set you apart from the competition.

And, on the topic of stealing ideas, I hate to break it to you. Your ideas are not that original. Neither are

mine. It is not uncommon for two people to come up with the same idea. Not only that, a company cannot sustain on a few ideas that may have been shared in a job interview assessment. The likelihood that a company is interviewing you in order to take ideas from you is low. Rather than be upset about an assessment, look at it as an opportunity. It's your chance to shine, and it's your chance to get a new job offer. Many candidates drop out on the assessment step. Be the candidate who takes a risk, and wins big. You might get the opportunity to implement the ideas you created.

Aug. 15

At 11:35 a.m., while patrolling the 600 block of South Shamrock, officers made contact with a subject known to have outstanding warrants. A computer search confirmed the warrants. He was arrested and taken into custody.

At 8:36 p.m., an officer patrolling the area of Mayflower and Chestnut saw a motorist commit a vehicle code violation and conducted a traffic stop. Officers contacted the driver and noticed he displayed symptoms of intoxication. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

Aug. 16

At 8:42 p.m., a resident walked into the MPD lobby to report her adult daughter missing. She was entered into the system as missing. This investigation is continuing.

At 10:34 a.m., a caller in the 200 block of West Huntington reported the tailgate of his vehicle stolen. This investigation is continuing.

At 10:57 a.m., a business in the 3300 block of South Peck reported that they were notified that a vehicle that was towed to their lot was actually stolen. The vehicle was recovered and the registered owner was notified. The vehicle was stored and removed from the stolen vehicle system. This investigation is continuing.

At 1:04 p.m., a victim walked into the MPD lobby to report her wallet stolen. She forgot her purse in a business in the 400 block of West Huntington, when she returned to pick up her purse she noticed her wallet was gone. This investigation is continuing.

At 9:06 p.m., officers working a DUI checkpoint in the 1800 block of South Myrtle observed a driver passing through who displayed symptoms of intoxication. A DUI investigation determined the driver was under the influence. He was arrested and transported to the MPD jail to be held for a sobering period.

At 11:22 p.m., a caller in the 100 block of West Walnut reported a subject broke a window to a parked car and fled. Officers arrived and located a group of juveniles. The group fled on foot when they saw the officers. One of the juveniles was located a short distance away. An investigation revealed that the suspect broke a window, ripped off the ignition cylinder, and tried to steal the car before being interrupted by the witness. The juvenile that was caught was not the suspect who caused the damage, however he was in violation of curfew. He was arrested and taken into custody to be released with a citation to his parent. This investigation is continuing.

At 11:49 p.m., a passerby in the 400 block of West Huntington reported a male subject was passed out on the sidewalk. Officers arrived and located the male subject who was found to be so intoxicated that he was unable to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

Aug. 17

At 11:18 a.m., a resident in the 100 block of North Encinitas called to report he was a victim of fraud. An unknown subject called him pretending to be a phone company employee stating that he won a free phone and all he had to pay was the shipping fee. The resident paid for shipping the phone and never received the phone. This investigation is continuing.

At 12:22 p.m., a caller in the 100 block of West Foothill reported that he was involved in a traffic collision in the parking lot of a business. As he was retrieving his insurance from inside of the vehicle the other driver fled. This investigation is continuing.

At 8:13 p.m., a victim walked into the MPD lobby to report a domestic violence incident. The victim reported that she was battered at home by her boyfriend. While speaking with the victim the suspect called and spoke to officers. The suspect agreed to meet with officers in front of his residence. The suspect was arrested and taken into custody.

At 11:49 p.m., a passerby in the area of Mountain and

Evergreen reported a solo vehicle collision. Officers arrived and made contact with the driver who was determined to be a juvenile and displaying symptoms of intoxication. Aug. 18

At 3:29 a.m., officers responded to the 500 block of East Olive regarding a vehicle collision. Officers arrived and determined a vehicle hit a parked vehicle and rolled over. The driver reportedly fell asleep while driving and collided with two parked vehicles.

At 7:48 p.m., officers were dispatched to a shopping center in the 100 block of West Foothill regarding a motorist driving erratically. Officers arrived and located the vehicle driving erratically. A traffic stop was conducted and the driver was contacted. The driver displayed symptoms of being under the influence. A DUI investigation revealed the driver was under the influence. He was arrested and transported to the MPD jail to be held for a sobering period.

At 9:25 p.m., while investigating a shoplifting incident in the 1600 block of South Mountain, an officer was alerted of another shoplifting in progress. The officer was able to locate the suspect and detain them. The suspect experienced a need for medical attention and was transported to a medical facility for treatment. This investigation is continuing.

Aug. 19

At 2:24 p.m., a resident in the 2700 block of South Peck reported her son missing. This investigation is continuing.

At 3:08 p.m., a caller in the 200 block of East Maple reported her sister missing. This investigation is continuing.

At 3:12 p.m., a traffic collision was reported in the 900 block of East Huntington. The driver at fault was transported to the hospital for a complaint of pain.

At 3:47 p.m., a passerby in the 1600 block of South Myrtle reported a subject laying in the

bushes and passed out. Officers and MFD responded and made contact with the subject. The subject was awake but having difficulty responding to questions. The subject attempted to hit a firefighter. He later hit an officer in the face. He was transported to the hospital for treatment.

At 8:20 p.m., a caller in the area of Huntington and Myrtle reported a vehicle vandalism. Officers arrived and detained a suspect who was identified by the victim. The suspect was also found to be in possession of drug paraphernalia and a controlled substance. He was arrested and taken into custody.

At 9:29 p.m., a victim in the 400 block of South Myrtle reported the tires of her vehicle were slashed. This investigation is continuing.

Aug. 20

At 2:57 a.m., a witness in the area of Mayflower and Diamond reported four male subjects were attempting to steal a vehicle. Officers arrived and the suspects fled on foot to a parked car. Officers attempted a traffic stop, but the driver refused to stop and a pursuit ensued. The pursuit came to a stop in a nearby city after the suspects crashed into a wall. All four suspects fled on foot. Two suspects were located. They were arrested and taken into custody.

At 8 p.m., an employee from a hotel in the 1100 block of East Huntington reported a trespassing. Officers arrived and located a male adult subject who had entered a room unlawfully. The owner completed a private person's arrest. The subject was arrested and taken into custody.

Aug. 21

At 3:22 a.m., an officer patrolling the area of Walnut and Myrtle saw a vehicle who was in violation of several vehicle codes. The officer attempted a traffic stop, but the driver refused to stop and a short pursuit ensued. The pursuit was terminated. This investigation is continuing.

At 4:53 p.m., an employee from a storage facility in the 100 block of East Lime reported locating a box of mail belonging to multiple individuals in a

storage unit. This investigation is continuing.

At 7:30 p.m., a caller in the area of Shamrock and Fig reported a male adult riding a bicycle fell into bushes. Officers arrived and determined the male adult was too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

Aug. 11

At 2:37 a.m., an officer made a traffic enforcement stop on a vehicle being driven without headlights during the hours of darkness. When the officer contacted the driver, they noticed the driver had objective symptoms of intoxication. Based on these observations, the officer conducted a series of field sobriety tests and determined the driver was under the influence of alcohol and/or drugs. The driver was arrested and booked at the Arcadia Jail..

Aug. 12

At 6:21 a.m., a male subject came to the police department to speak with an officer. During the contact, the officer noticed the male subject was displaying symptoms of someone under the influence of a controlled substance. The officer conducted a series of tests and determined the subject was under the influence. The subject was arrested and booked at the Arcadia Jail.

Aug. 13

At 9:09 a.m., officers were alerted to a stolen vehicle by our FLOCK camera system. Officers located the vehicle and conducted a traffic stop on the vehicle. The driver of the vehicle was arrested for driving a stolen vehicle. During a search, narcotics and drug paraphernalia were discovered in the driver’s pocket.

Aug. 14

An officer responded to a burglary investigation in the 100 block of East Foothill Boulevard. The officer learned that just after midnight, a black Lexus SUV parked in front of a neighboring business and five suspects approached the

location. One of the suspects smashed the glass front door and they entered the business. The suspects ransacked the business, stole cash and fled in the SUV.

At 11:43 a.m., officers responded to a residential burglary in progress in the 400 block of West Wistaria Avenue. Officers arrived and conducted an area check but were not able to locate any suspects. The officer learned that three male black suspects smashed the rear sliding glass door, entered the location and encountered the resident. The suspects fled the scene in a white SUV without any property. The crime was captured on CCTV.

Aug. 15

At 9:54 p.m., officers responded to Carl’s Jr., located at 165 E. Duarte Road, regarding a robbery that had just occurred. Officers conducted an area check for the suspect but were not able to locate him. An employee told officers that a male wearing a ski mask and gloves entered the restaurant and demanded money. The employee said the suspect had his hand in his pocket and they believed he may have been armed. Fearing for their safety, the employee gave the suspect money, and he fled on foot.

Aug. 16

At 6:15 p.m., an officer responded to a theft investigation in the 200 block of South Santa Anita Avenue. The victim reported that they received notification of a package being delivered on their doorstep at approximately 5:20 p.m. A family member went out to retrieve the package and saw a female running away with it. The female entered an awaiting older black Honda, with no license plates, and left the area.

Aug. 17

The Arcadia Police Department continues to use GPS trackers in packages to combat mail and package theft. At 6:11 a.m., officers were alerted to a mail/package theft. Officers were able to track the package, locate and arrest a suspect. During the investigation, officers located a vehicle associated with the suspect. Inside the vehicle officers located stolen mail, credit cards and keys used to open mailboxes.

John Wayne Airport posts July 2024 statistics

Airline passenger traffic at John Wayne Airport decreased in July 2024 as compared to July 2023. In July 2024, the Airport served 970,828 passengers, a decrease of 9.7% when compared with the July 2023 passenger traffic count of 1,075,535. Commercial aircraft operations in July 2024 of 7,860 decreased 7.0% and commuter aircraft operations of 481 increased 20.0% when comparing with July 2023 levels. Total aircraft operations increased in July 2024 as compared with the same month in 2023. In July 2024, there were 29,981 total aircraft operations (takeoffs and landings) a 22.8% increase compared to 24,421 total aircraft operations in July 2023.

Riverside County maintains strong enforcement against illegal fireworks

The County of Riverside's commitment to curbing illegal fireworks during the Fourth of July holiday continued this year, marking the fourth year of the County’s multidepartmental team working together to reduce illegal fireworks. During the week of July 1, the Riverside County Sheriff’s Office received a total of 2,538 calls and online reports, compared to 3,209 reports received last year. More than 400 pounds of fireworks were confiscated, and 10 arrests were made. This year, a total of 88 citations were issued countywide by the County’s Code Enforcement department, in conjunction with the Sheriff’s Department, who issued 190 citations. The Riverside County Fire Department reported a decrease in fires during the July Fourth holiday weekend.

Trends in data breaches across 10 commonly targeted industries

If you've ever worked in any number of office jobs, you've probably become familiar with mandatory computer safety training courses and those persistent reminders to change your password every few months.

These efforts are just the first line of defense for protecting companies and organizations from dreaded, and often costly, cyberattacks. The hackers behind these attacks may hold data for ransom or, worse, sell off sensitive business information and clients' personal data. Prominent data breaches have made headlines in recent months, impacting customers of the insurance company UnitedHealth, the investment company Fidelity and the documentation startup Mintlify.

Drata referenced a report compiled by Verizon to identify trends in data breaches within the industries most frequently targeted. Between Nov. 1, 2021, and Oct. 31, 2022, Verizon tracked 16,312 security incidents for the study, 5,199 of which involved a confirmed data breach.

Attacks are becoming more prevalent: A December 2023 report compiled by Apple says data breaches are at an all-time high, with more breaches occurring in the U.S. in just the first nine months of 2023 than in all of 2022. In particular, hackers seem to be focusing on a "side-door" approach by targeting vendors who provide software or other digital solutions to numerous companies at once. The idea is if they can hack into a vendor's system, they can use that vendor's software to access their clients' data.

A recent example of this was what the Department of Health and Human Services called an "unprecedented" attack on the U.S. health care system: In late February 2024, hackers shut down a UnitedHealth Group medical payment proces-

sor. The effects were widereaching; UnitedHealth Group's subsidiary Change Healthcare processes about half of all medical claims in the U.S., and the attack impacted almost every type of health care provider, from single-practitioner therapy practices to large hospital systems.

The chief executive from First Health Advisory estimated the outage is costing health care providers more than $100 million a day, and the White House intervened to urge the company to provide more emergency funding to doctors and health systems to help them survive the outage.

Most organizations are connected to a third-party vendor that was a victim of a data breach. But "side-door" attacks are just one avenue for hackers to get access to sensitive data. They can attack a company directly using old-school "phishing," in which hackers lie about their identity to try to gain the trust of employees, who may then turn over data. Hackers can use other tactics as well, such as outright stealing credentials (e.g., your login information) or exploiting vulnerabilities within computer and software systems.

External actors — people from outside the organization — accounted for 83% of data breaches tracked by Verizon. Financial motives were the largest impetus, driving 95% of breaches.

Individuals and companies can take various measures to protect their data and systems. IBM recommends using security software, encrypting data, maintaining backups and limiting data access to only those employees who truly need it.

The following list shows the total number of security incidents in each industry and how many of those incidents involved a data breach. Other data points document the motivation behind successful breaches, the information compromised

and the share of incidents involving external actors or people from outside the organization.

Public administration

- Total security incidents: 3,273, data breached in 584

- Share of incidents with external actors: 85%

- Motives in successful breaches: Financial (68%), espionage (30%), ideology (2%)

- Information compromised in successful breaches: Personal (38%), other (35%), credentials (33%), internal (32%)

Government computer systems are a treasure trove of personal information, and it's not surprising that hackers see them as a target. According to the Verizon report, this sector also has a high percentage of espionage-motivated actors — i.e., countries spying on each other.

A highly visible example of this sort of espionage was the Chinese spy balloon, which flew over the U.S. in early 2023 until it was shot down. Officials from the Biden Administration have since alluded to some form of counter-espionage by insisting they got more "intelligence out of the device than it got as it flew over the U.S.," according to an NBC news report.

Financial and insurance

According to the Verizon report, basic web application attacks — in which hackers use stolen credentials or a well-known vulnerability — are a "top pattern" among hackers in this category.

"Poorly picked and protected passwords continue to be one of the

major sources of breaches within this pattern," the report says. The takeaway? Listen to your IT friends and change both your work and personal passwords regularly.

Health care

- Total security incidents: 525, data breached in 436

- Share of incidents with external actors: 66%

- Motives in successful breaches: Financial (98%), espionage (2%), fun (1%), ideology (1%)

- Information compromised in successful breaches: Personal (67%), medical (54%), credentials (36%), other (17%)

The UnitedHealth breach may be making headlines right now, but it won't be long before another health care system or insurer will get hacked. Loss of a health care provider's normal software or computer systems can have life-threatening consequences, as they are forced to work without access to their regular files.

Verizon reports that this sector is often targeted by ransomware gangs: groups of cybercriminals who hold data hostage until the victim gives in to their financial demands. In 2019, a ransomware attack allegedly led to a baby's death at an Alabama hospital when the attack knocked out heart-rate monitoring systems.

Professional, scientific

and technical services

This "catch-all" category includes lawyers, accountants, and other business services. "Denial of services" — when a malicious actor blocks legitimate users from accessing their systems — continues to be a top "action" in cyberattacks on this sector, according to Verizon. Additionally, 23% of these incidents were due to ransomware, up from 14% in the previous year's report.

External parties with financial incentives continue to cause the most security

incidents in this sector. Only 8% were motivated by espionage, compared to 20% last year, according to the report.

Manufacturing

Manufacturing is a techheavy field, and companies need protect not only their production line, but also their consumer-facing services.

Customersinnocently shoppingforcleaning products and storage containers on the manufacturer OXO's website in 2017 and 2018 may have unknowingly fed hackers their payment information. The company reported that its servers were compromised three separate times over those two years. OXO hired a security firm to fix the vulnerabilities and offered those affected a free credit monitoring service.

Educational services

Think about all the sensitive information that gets exchanged when you apply to a new university. University databases, like the one Stanford kept of doctoral applicants to the economics department, are prime targets for malicious actors.

Retail

The news cycle warns us of "card skimmers" every few

months, so hackers targeting retail sales systems may come as no surprise to customers. However, hackers are also attacking your favorite online retail websites.

"Within retail, we often find the 'Magecart'-type actors," the Verizon report says. "These criminals find ways of embedding their malicious code within your site's credit card processing page. This allows them to quietly and subtly abscond with your customers' payment data without actually affecting the functionality of your website."

Accommodation and food services

Data breaches

scrapers, which cull through a computer's short-term memory and can collect lucrative payment data, to target point-of-sale technology. According to Dan Wahl, the senior manager of Restaurant Insurance Solutions at CoverWallet, a restaurant owner's first step should be making sure their payment system complies with the Payment Card Industry Data Security Standard to help protect against these kinds of attacks.

Mining and utilities

Lastly, companies and public entities in the mining, quarrying, and oil and gas extraction and utilities sector provide critical infrastructure that can still be prone to attacks. Just like when they attack other industries, hackers like to use "system intrusion," or multistep processes to break into digital systems, steal

data, get out, and then either hold the data for ransom or leak it.

In a drawn-out project, Chinese hackers have stealthily hidden in U.S. infrastructure for up to five years without attacking. If the two countries went to war, this access could turn destructive, according to an NBC News report.

California publishers: Deal with state is a start, but more needed from Big Tech

The California News Publishers Association responded to the announcement last week of a public-private partnership involving tech companies and the state to help fund local news outlets, saying the initiative is a good start but stops short of an adequate share of the cost by highly profitable technology companies such as Google. The partnership will establish a News Transformation Fund, administered by the UC Berkeley Graduate School of Journalism, aimed at distributing nearly $250 million over five years to support local news websites and print publications statewide. The deal also calls for establishing an "AI accelerator" program for news publishers, though the details of that have not yet been finalized.

A statement from the publishers association called the public-private partnership "a meaningful step toward supporting local journalism (that) ... does not fully address the critical needs of California's news industry."

The agreement terminates a legislative effort led by Assemblywoman Buffy Wicks, D-Berkeley, that would have mandated the tech industry compensate publishers for the content carried on platforms such as Google News. "We appreciate the effort to bring together resources from both the public and private sectors to support local journalism," CNPA President and CEO Charles F. Champion II said in an Aug. 15 statement.

"However, we believe that the financial commitments

from Google and other tech companies should have been more robust, given the substantial revenues they generate from the distribution of journalistic content."

Google's share will be $110 million and the

state's will be $70 million for newsrooms, Wicks told Politico. The AI component will invest $70 million in private funds to develop AI tools through a notyet-established nonprofit entity.

"There were ambitious legislative efforts over the past two years to put local news in California on a stronger financial footing," CNPA Chair Julie Makinen said in a statement. "We always knew that getting legislation passed, signed, and implemented would be an uphill battle. This is not what we had hoped for when we set out, but it is a start, and it will begin to provide some help to newsrooms across the state. More must be done, and we are committed to working on that."

Services, resulting in 5% across-the-board hikes in rates, totaling roughly $1.58 million in total obligations for all three municipalities until June 30, 2025.

Most of Jeffries' displeasure seemed to stem from last week's announcement of a lawsuit against the county filed by four animal welfare activists in the Coachella Valley.

The suit, spearheaded by the Rancho Mirage-based Walter Clark Law Group and filed in Riverside County Superior Court, seeks a permanent injunction against the Department of Animal Services' humane euthanasia programs.

Clark called it a "groundbreaking case" that's predicated on the Hayden Act of 1998. That legislation, authored by then-state Sen. Tom Hayden, D- Santa Monica, states, "no adoptable animal should be euthanized if it can be adopted into a suitable home."

The measure further bars euthansia even if a pet lacks qualities that make the animal suited to immediate adoption, "but could become adoptable with reasonable efforts."

The plaintiffs, based on data gleaned and produced by the nonprofit Best Friends Animal Society, contend that in 2022, county Department of Animal Services shelters "killed more animals than any other reporting shelter in the United States."

Altogether, in 2022 and 2023, an estimated 24,000 canines and felines were euthanized in county shelters, according to the organization.

"We've been asking all these different groups that keep quoting 'we're the worst in the nation (for kill rates)' where are you getting that? And it's one group on the internet — Best Friends," Supervisor Karen Spiegel said. "Many municipalities have the same challenges. We have had a severe amount of animals, hundreds at a time, coming into the shelters. Municipalities cannot take these animals. It's very challenging."

To date in 2024, she said, there have been five major seizures by animal control officers countywide, during which hundreds of dogs and cats have been impounded due to neglect, malnutrition and related factors, largely attributable to hoarding by residents ill-equipped to provide care.

Spiegel said in spite of the county now refusing to dedicate resources for contract animal control services in cities within neighboring San Bernardino County, the Department of Animal Services remains under pressure handling unincorporated communities and servicing municipalities in Riverside County.

"People need to know, not everything that's spewed out is accurate," the supervisor said. "And it's not fair to continue to bad-mouth our staff."

Jeffries said he recognized the issue of cities constructing their own shelter space "won't be fixed overnight."

"But how much longer can we ask our staff to take the abuse they've been taking on a daily basis before they finally say, 'take my (employee) badge, I'm done'? What we're doing

now is not working."

A few municipalities in the county maintain independent animal control services, either through citypaid personnel or contracts with non- governmental organizations. Examples are Palm Springs, Murrieta and Temecula.

Last month, the board approved formation of an Ad Hoc Committee for Continuous Improvement of Animal Services, headed by Supervisors Manuel Perez and Yxstian Gutierrez.

The pair pledged to delve into the "high kill rate" allegations, as well as analyze the department's adoption policies, data banking and distribution.

"There are a lot of issues we've prioritized, but this hasn't been one of them," Perez said. "You're right about the cities. Eventually I think they'll get there. Every city needs to pay their fair share. We are way behind. There is misinformation out there, partly because we have not updated our data. We need to clear up the misinformation for the public. We can all win. But we have to be willing to come together to collaborate."

The committee is slated to hold its first meeting in the next two months.

Riverside County supervisor calls for more citations on short-term rentals

RiversideCounty's short-termrental regulations for properties in the Temecula Valley Wine Country and other locations are "not working" as they were envisioned, and stronger enforcement efforts are required to net the results the Board of Supervisors always intended, Chairman Chuck Washington said Tuesday.

"Taxpayers shouldn't have to shoulder the burden of getting a short- term rental operator to function in a community-friendly way," the chair said during a hearing on Ordinance No. 927, the county's Short-Term Rental Ordinance. "We need to go back to ensuring that a property owner takes responsibility for operating their property. These folks need to know they're going to get fines. We need to hold them accountable."

Washington's comments followed a Transportation & Land Management Agency report on the STR regulatory framework specifically established for the Wine Country and Idyllwild-Pine Cove. A bevy of speakers, mainly from the Temecula Valley, addressed the board, imparting personal experiences with repeat STR offenders who disturb their daily lives with loud music, parties and related intrusions.

"Many residents get frustrated and stop calling to complain because they don't get any action," Ron Kuehl told the board. "When code enforcement officers do

come out, we hear about how they're understaffed and can't do anything. It's unacceptable. It's time to strictly enforce this ordinance. If you're not going to levy fines, you're not going to get people's attention."

His wife, Tricia Kuehl, pointed out that Palm Springs, Big Bear and other cities have implemented no-tolerance regulations regarding amplified outdoor music, and said the county should consider the same for unincorporated communities.

Alan Paynter, a rural resident, said he has STR properties surrounding him, and one house is a constant source of trouble. But whenever he lodges complaints, "no action is taken."

"You need to enforce the ordinance," Paynter said. "Make life tolerable for us."

The residents universally complained that the web portal the board authorized under a $350,000 contract with Deckard Technologies Inc., which was supposed to provide a searchable address-

specific list of the nearly 4,000 STR properties countywide, had not yet gone live more than two years after the agreement was approved.

TLMA Director John Hildebrand informed the board that the "mapping tool" would be available by week's end, and the public tracking system for monitoring complaints at STRs would be live by the end of the year.

Supervisor Kevin Jeffries expressed disappointment at the Department of Code Enforcement's apparent switch from proactive dayand-night action in addressing noise complaints to "bankers' hours."

"People aren't getting responses," he said, noting how supervisors' offices become "de facto" complaint centers when code enforcement personnel don't respond to residents. "Something ain't working."

Undersheriff Don Sharp acknowledged that the Riverside County Sheriff's Department has received dedi-

cated funding, along with the Department of Code Enforcement, for specialized teams to crack down on problem STRs. But he said departmental attrition and other factors had hobbled the agency.

"I think we're on the right path again," he said in answer to concerns about deputies' readiness to respond to afterhours complaints. "When there are large parties that are unruly, we'll get there as soon as possible."

Washington said his confidence in the overall approach to enforcement of STR regulations was low.

"The ordinance is not working ... a lot of things haven't changed," he said, adding that he understood "there are kinks to be worked out," and he hoped that by the time of the next semiannual update on Ordinance No. 927, the reports would be better.

According to the TLMA, there were 539 cease-anddesist orders filed against property owners countywide between January and July, as

well as 5,392 complaint calls, 866 on-site inspections and citations totaling $56,000.

According to the report, as of the end of July, there were 462 certificated short-term rentals in Idyllwild-Pine Cove and 89 in the Wine Country.

The overall cap for the Wine Country Zone, where there are currently 998 dwellings, is 105 permitted STR properties. It's 500 for Idyllwild-Pine Cove.

A moratorium on the issuance of STR permits in the mountain communities and Temecula Valley was first implemented in September 2022, then again last August, providing the Planning Commission time to consider targeted modifications to Ordinance No. 927.

The commission's ultimate approval resulted in the matter going before the board for final consideration in November, when carve-out provisions aimed at recognizing the unique characteristics of the Wine Country and Idyllwild-Pine Cove were adopted.

The minimum age of anyone applying for a shortterm rental certificate in the Wine Country is 25, while in the county's other unincorporated communities it's 21.

On Oct. 18, 2022, the board signed off on a sweeping short-term rental regulatory framework under 927 for most unincorporated communities.

The ordinance includes a 500-foot separation requirement, mandating that any newly certificated STRs be at least that distance from the nearest residence.

The revised ordinance included "responsible operators" and "responsible guests" at short-term rental properties as being held liable for paying penalties in the event a property is determined to be a nuisance because of parties or other disturbances. Previously, only owners could be fined.

The framework implemented testing requirements to confirm that STR operators understand county regulations and are able to comply with them.

The regulatory apparatus established under Ordinance No. 927 focused on occupancy limitations, noise controls, parking designations and other health and safety provisions for STRs. It was in response to increasing problems stemming from unlicensed vacation rentals.

Short-term rentals are defined as residential dwellings leased for a maximum of 30 days and a minimum of two days and one night.

Riverside County supervisors grant Idyllwild fire district cash advance

The Board of Supervisors Tuesday approved a $400,000 loan to the cash-strapped Idyllwild Fire Protection District to cover personnel and other expenses that cannot be deferred until the state distributes the district's share of Riverside County property tax revenue.

In a 5-0 vote without

comment, the board authorized allocation of the funding, as it has done at the district's request for the last decade.

According to county Executive Office documents, the $400,000 is roughly 85% of what the district is expecting to receive when the state disburses property tax receipts in January.

"The Idyllwild Fire Protection District reports limited funds and revenues are available for the payment of expenditures ... through Dec. 31, 2024," according to a statement posted to the board's agenda. "The district's request for the advancement may contribute toward the district's ability to provide

services to residents and businesses in their service area."

Under the terms of the cash advance contract, the county will have claim on the district's tax receipts until the loan is repaid in full, with interest, which is anticipated to be $5,891.

The Idyllwild Fire Protection District employs around

a dozen full- time firefighters, including the chief, as well as support staff. There is also an active reserve firefighter program in place.

Personnel provide paramedic services in Idyllwild and the immediate area, including the community of Pine Cove.

The 5-square-mile district is not under Cal Fire's jurisdic-

tion, but the two agencies frequently coordinate fire attack missions. Riverside County Fire Department dispatchers handle calls for the district.

Temporary tax revenue advances for districts and other entities are permitted under Article 16 of the California Constitution.

San Bernardino launches business facade improvement grants

ThecityofSan Bernardino is accepting applications as of Monday for its Paintbrush Program that provides grants to local businesses for facade improvement.

The program offers grants between $10,000 and $20,000 to businesses located in San Bernardino commercial corridors to improve curbside appearances.

Types of improvements could include exterior signs, awnings, canopies or sunshades, painting, stucco, tile, stone or brick repair, asphalt paving, sidewalk or courtyard repaving, outdoor lighting, windows, architectural features, outdoor landscaping, irrigation and fountains.

The program's funds must be used to enhance

or restore the exterior elements of a business or the appearance of its exterior, a of the business and must be visible from the public right-of-way.

“This is a great opportunity to spruce up our commercial corridors and to assist local entrepreneurs invest in the improvement of their businesses,”

San Bernardino Economic Development Director Ken Chapa said in a statement.

The grants come from a City Council allocation of $1 million from the federal American Rescue Plan, officials said. Grants will be available to businesses on a first-come, first-served basis.

Businesses open prior to March 2020 are eligible for up to a $20,000 grant,

while businesses that started after March 2020 can receive up to $10,000, according to the San Bernardino officials.

Businesses must have a valid business license from the city, and the program requires applicants complete a "business mentoring session" with a representative from the city's Small Business Development Center.

Businesses must reside along the following areas:

- Downtown San Bernardino

- Mt. Vernon Avenue –between Highland Avenue and Mill Street

- E Street – between 30th Street and Mill Street

- Waterman Avenue –between Highland Avenue and Mill St.

Norco ceremony honors those killed in 2021 Afghanistan bombing

On the third anniversary of the suicide bombing at the Kabul, Afghanistan, airport that killed 13 American troops, including a Norco man, the city's Fallen 13 Memorial Flower Garden will host a candlelight remembrance Monday evening.

The ceremony will begin at 7:30 p.m. at Norco

Country Center, 960 Sixth St., and will include invited families and some service members who were present at Abbey Gate when the bombing occurred, according to organizers. Abbey Gate is the entrance to Hamid Karzai International Airport, where a large explosive device was detonated by an ISIS-K

terrorist. The blast killed 13 Americans, including three from Southern California, and at least 170 Afghans.

U.S. Marine Lance Cpl. Kareem Nikoui of Norco was one of 11 Marines killed in the attack. Nikoui, 20, was assigned to 2nd Battalion, 1st Marine Regiment, 1st Marine Division, I Marine Expeditionary Force, Camp

Pendleton.

The Aug. 26, 2021, bombing also claimed the life of Marine Cpl. Hunter Lopez, 22, of Indio, and 20-year-old Marine Lance Cpl. Dylan R. Merola of Rancho Cucamonga.

Along with the Marines, a U.S. Navy corpsman and a U.S. Army soldier were killed.

Marilyn Monroe statue to be moved to Palm Springs park within about 6 months

Ending a long-running legal saga over the placement of a 17-ton Marilyn Monroe statue near the Palm Springs Art Museum, Palm Springs city officials announced Monday the statue will be relocated steps away inside Downtown Park within approximately six months. A group of residents

called the "Committee to Relocate Marilyn" initially sued the city in 2021 over the placement of the statue and closure of Museum Way to accommodate it, arguing the move violated city and state codes, while also blocking the main artery to the Palm Springs Art Museum.

group PS Resorts purchased the sculpture from Seward Johnson Atelier in February 2021 for $1 million plus installation costs. It arrived in several pieces, and the installation required a 60-ton crane to hoist the towering figure into place in June 2021.

"PS Resorts and the Committee to Relocate

Marilyn have identified a highly visible and safe location in the Downtown Park that satisfies all parties involved," Mayor Jeffrey Bernstein said in a statement Monday. "The move is anticipated to occur no later than March 1 of 2025."

Bernstein had previously said in a City Council meeting last month that

the statue would be moved to a then-undetermined park.

The steel and aluminum statue was first unveiled in Chicago in 2011 before moving to the corner of Palm Canyon Drive and Tahquitz Canyon Way in Palm Springs in 2012, where it was on display for about two years.

"Forever Marilyn" was designed by artist Seward Johnson, who died in March 2020.

The humongous sculpture recreates the moment in the 1955 film "The Seven Year Itch" in which Monroe's white dress surges up toward her waist as she stands on a windy Manhattan subway grate.

This Notice shall satisfy the above-cited two separate but related procedural notification requirements for activities to be undertaken by the City of Glendale.

REQUEST FOR RELEASE OF FUNDS

On or about September 12, 2024, the City of Glendale will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of $2,181,500 in Home Investment Partnerships Program – American Rescue Plan (HOME-ARP) funds, as authorized by the American Rescue Plan Act of 2021, as amended, to undertake a project known as Piedmont Glendale Senior Housing for the purpose of providing affordable senior housing.

EAH Housing proposes to develop the Piedmont Glendale Senior Housing project on a developed 0.91-acre site owned by the Housing Authority of the City of Glendale, with address 426 Piedmont Avenue and 507 Naranja Drive, Glendale, Los Angeles County, California 91206 and comprised of two contiguous parcels (APNs 5645-007-006 and -021). EAH Housing was awarded the project through a Request for Proposals with the City of Glendale Housing Authority for the rehab and adaptive re-use of a former 112-bedroom Senior Assisted Living facility. The 112-bedroom facility will be converted to include a total of 67 affordable housing units for low income seniors 62 years of age and older, and a manager’s unit. The property consists of a two-story Main building built in 1973 and a three-story Annex built in 1990. In early 2019, the original owners began a major renovation to the exterior of the building and the interior of the Annex, but work was subsequently halted. About 90% of the exterior work was completed, including new stucco, windows, roof, and decorative details to the exterior and interior work was initiated on the 21 units in the Annex. No work was done to the Main building.

The City of Glendale has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review electronically. PUBLIC

All comments received on or before September 12, 2024, will be considered by the City of Glendale prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Glendale certifies to HUD that Roubik Golanian, City Manager, in his capacity as NEPA Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Glendale to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Glendale’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on the following bases: (a) the certification was not executed by the Certifying Officer of the City of Glendale; (b) the City of Glendale has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Par 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be emailed to the HUD grant administration office at: CPDLA@hud.gov or mailed to 300 North Los Angeles Street, Suite 4054, Los Angeles, CA 90012. Murrietaresidents who want a better understanding of police operations and how they can contribute to the safety of their community are invited to attend the Murrieta Police Department's Citizens' Police Academy, which gets underway this week.

"Only a few spots are left open," according to an agency statement on Friday. "The academy is designed to increase understanding of the police department's operations, conducted over twelve weeks."

Classes for the 18th Citizens' Police Academy will start on Wednesday and conclude in early December.

Applications for admission to the academy are being accepted until Tuesday.

“The homelessness crisis demands immediate and innovative action, not the status quo," Newsom said in a statement. "With these new laws, local governments have even more tools to provide housing. I urge them to fully utilize the state's unprecedented resources to address homelessness.”

Local governments and service providers from private industry and the nonprofit sector throughout the state have successfully used hotels and motels to provide housing for people experiencing homelessness.

The governor's office noted that since 2019 when Newsom took office, the state has invested more than $27 billion to support local governments in providing services and housing to help prevent and end homelessness. Notable spending included $3.3 billion for the Homekey program, $1 billion in Encampment Resolution Funding and $4.85 billion in funding for the Homelessness Housing Assistance Program, officials said.

Housing

"This strategy not only creates additional safe and stable interim shelter for Californians experiencing homelessness but also helps ensure that service providers can more easily connect and support people with the services they need to access housing and exit homelessness permanently," according to the statement from Newsom's office.

AB 2835 makes the use of motel and hotels to supplement shelter beds an indefinite option for local governments.

“We need solutions to our homelessness crisis that are both compassionate and effective,” said Assemblyman Jesse Gabriel, the bill's author. “AB 2835 will deliver on both fronts by providing much-needed stability to kids and families experiencing homelessness while also cutting red

tape and saving taxpayer resources.”

In an effort to increase the number of rental units statewide to bring rent costs down, AB 3057 focuses on junior accessory dwelling units, which are units created within existing homes. JADUs can be up to 500 square feet and do not require a separate bathroom. These smaller units will now be exempt from the California Environmental Quality Act requirements, which can delay a project's completion and increase costs.

Officials said among the many factors that cause a person to lose access to housing, the lack of available affordable residential units in the state is a key driver. Most people who become homeless cite economic hardship such as increased rent or housing costs.

State officials see accessory dwelling units and JADUs as "innovative and effective options" for adding units to make housing in California more affordable.

"AB 3057 represents a small but significant technical change that offers Californians more acces-

sible and efficient options to build affordable housing solutions," said Assemblywoman Lori D. Wilson, the bill's author. "This bill makes it faster, cheaper, and easier for families to create additional living spaces within their homes, helping to address our state's housing shortage. This legislation allows families to stay closer together and fosters stronger, more connected

communities. I am grateful to Governor Newsom for signing this bill and to California YIMBY for their unwavering commitment to making California an affordable place for everyone."

Since 2019 the state has spent over $40 billion to encourage affordable housing and over $27 billion for efforts to reduce homelessness.

The 2024 census of people

experiencing homelessness conducted in late January estimated that 75,312 in Los Angeles County, and 45,252 in the city of LA, which were slight reductions after increases reported over the last several years.

Last year California's estimated unhoused population was more than 181,000, according to the U.S. Department of Housing and Urban Development.

In other words, RealPage knows what competing landlords are charging and can increase profits for landlords by using that information to recommend landlords set or raise their prices uniformly, thereby eliminating competition, and leaving renters no choice but to pay artificially high prices."

In a prepared statement, RealPage said the lawsuit's claims were “devoid of merit and will do nothing to make housing more affordable," according to published reports.

In the last 40 years, demand for housing has vastly outpaced housing production in the state, Bonta's office reported. The resulting inflation of housing costs has in turn made it increasingly difficult for resi-

dents to stay housed. The 17 million renters in the state spend a large amount of income on rent, with an estimated 700,000 Californians at risk of eviction.

Antitrust violations are a key aspect of the lawsuit, which alleges that RealPage violated federal law prohibiting anti-competitive agreements, monopolization and attempted monopolization.

"Monopolization offenses occur when a single firm maintains a monopoly unlawfully, by using its control of the market to exclude rivals and harm competition," according to Bonta's office.

"RealPage’s unlawful sharing of nonpublic, competitively sensitive data aligns landlords’ pricing and effectively removes the competitive pressure that benefits renters."

The software eliminates the competitive pressure that drives landlords to decrease rents or offer common discounts such as a free month's rent or waived fees, the lawsuit contends.

"RealPage’s rivals who lawfully compete on merits cannot guarantee landlords the increased profits that RealPage can provide, this maintains and protects RealPage’s monopoly power," according to Bonta's office.

The lawsuit seeks a court order barring RealPage's software from the market, documents show.

Colorado, Connecticut, Minnesota, North Carolina, Oregon, Tennessee and Washington are the other states involved in the suit.

Palm Springs artist Aaron Allen Marner named grand marshal for Pride Parade

Local artist Aaron Allen Marner was selected as grand marshal for the upcoming 2024 Pride Parade, Greater Palm Springs Pride announced Monday.

Marner, originally from Phoenix, is a Palm Springs resident whose portraits and collages often touch upon themes relevant to the LGBTQ+ community, such as social justice, mental health, racial inequality and HIV prevention, according to city officials.

The parade, scheduled for Nov. 3, marks the conclusion of 2024 Pride Week, which carries the theme of "Be You." Events are set to take place downtown and in the Arenas District throughout a four-day stretch.

"Pride is a celebration of love, diversity and equality, and I am proud to be a part of such an important event," Marner said in a statement. "I hope my artwork can inspire others to embrace their true selves and to fight for a more just and equitable world."

Marner has showcased works in galleries across the nation, also acquiring notoriety for large-scale murals and

public art installations.

Greater Palm Springs Pride officials said that his "commitment to using his art as a platform for social change" was parallel to the organization's mission.

The Coachella Valley FirebirdsTuesday announced the signing of right winger Jackson Berezowski, who had 18 goals and 36 assists in 59 games with the ECHL's Newfoundland Growlers last season as a rookie.
