Newsom signs bills to boost housing, provide more hotel shelter beds

Gov. Gavin Newsom on Tuesday signed two bills to address homelessness that aim to help local governments add more shelter beds and facilitate the swifter construction of housing units.

Assembly Bill 2835 eliminates the sunset date on tenancy rules that make it easier for service providers to place people experiencing homelessness into privately owned hotels and motels for more than 30 days. This approach has been proven to enhance stability for those in need.

AB 3057 aims to streamline and "jumpstart" local governments' procedures for issuing building permits for "junior accessory dwelling units," or JADUs, in an effort to create more affordable

rental units statewide. An example of a junior accessory dwelling unit is the conversion of a singlefamily home's garage into a living space.

“The homelessness crisis demands immediate and innovative action, not the status quo," Newsom said in a statement. "With these new laws, local governments have even more tools to provide housing. I urge them to fully utilize the state's unprecedented resources to address homelessness.”

Local governments and service providers from private industry and the nonprofit sector throughout the state have successfully used hotels and motels to provide housing for people experiencing homelessness.

noted that since 2019 when Newsom took office, the state has invested more than $27 billion to support local governments in providing services and housing to help prevent and end homelessness. Notable spending included $3.3 billion for the Homekey program, $1 billion in Encampment Resolution Funding and $4.85 billion in funding for the Homelessness Housing Assistance Program, officials said.

Last year approximately 181,000 people experienced homelessness in California, with approximately 90,000 living in unsheltered scenarios, Newsom's office reported. The state funding aims to help local commu-

nities address unsheltered homelessness by utilizing rooms in hotels and motels to augment available shelter space.

"This strategy not only creates additional safe and stable interim shelter for Californians experiencing homelessness but also helps ensure that service providers can more easily connect and support people with the services they need to access housing and exit homelessness permanently," according to the statement from Newsom's office.

Feds, state AGs claim tech firm enabled landlords to artificially raise rents

The U.S. Department of Justice and eight state attorneysgeneral, including California AG Rob Bonta, sued a technology company Friday for allegedly creating software that enables landlords to artificially raise rents — especially in Southern California.

Landlords use RealPage Inc.'s revenue management software to price multifamily rental units.

The federal lawsuit filed in the Middle District of North Carolina alleges RealPage enabled landlords to artificially raise rents by taking part in a pricing alignment scheme that raised rent revenue across the board, according to Bonta's office. The scheme allegedly was fueled by the illegal sharing of confidential pricing and supply information that affected residents of multifamily buildings in Orange County, Anaheim, Santa Ana, Irvine, Riverside, San Bernardino, Ontario, Rancho Cucamonga, Temecula, Murrieta, San Diego, Carlsbad and other parts of California.

The lawsuit contends that Richardson, Texasbased RealPage harmed consumers by decreasing competition, limiting price negotiation and increasing prices in the rental housing industry, according to Bonta's office.

“Anticompetitive agreements are illegal, whether

done by a human or software program," Bonta said in a statement. "RealPage misused private and sensitive consumer data to take the competition out of the rental industry, leaving renters no other choice but to pay the intentionally high prices that landlords agreed to set. This means that even if rental home supply was high, rent prices stayed the same, and in some cases, rents went up. This conduct is unacceptable and illegal, and given California’s current housing shortage and affordability crisis, it is causing real harm. Every day, millions of Californians worry about keeping a roof over their head and RealPage has directly made it more difficult to do so.”

According to Bonta's office, RealPage's subscription-based software generates rent increases via algorithmic models intended to grow landlords’ revenue. "It does so by amassing competitively sensitive data from competing landlords through its pricing algorithms and sharing this data among subscribers," according to Bonta's office. "Landlords understand that their nonpublic data will be used to recommend prices not just for their own units, but also for competitors who use the programs. Los Angeles Drama Critics Circle awardwinning playwright and Topanga resident Bernardo Cubría and Will Geer Theatricum Botanicum associate artistic director Willow Geer co-direct “The Hispanic/Latino/Latina/ Latinx/Latiné Vote,” a funny election year satire.

Xochitl Romero stars as university professor Paola Aguilar, who is drowning in debt from years of fertility treatments. So when Kaj Luken, Nicola Ramirez, Rebecca Feldman and Bernard Robinson, political strategists for THE political party, offer Paola a substantial paycheck to help them understand the “Hispanic/ Latino/Latina/Latinx/Latiné vote,” she reluctantly takes the job. Can Paola help these pundits understand all the nuances of her varied community to save the election? Or will her own journey ultimately be more important than who controls the White House?

“In 2016 when Trump got elected, I started getting all these text messages from friends of mine, most of whom were white Americans, and they were like, ‘Dude, how could 30% of Latinos or Hispanic people vote for

Trump?’” says Cubría. “I was offended by their question; why would they expect every single Latino or Hispanic person from Tijuana to Buenos Aires to think and vote the exact same way? Why do they see us as one single entity? No wonder so many people don’t even feel like they want to participate in voting.”

According to TIME magazine, “Latinos are a complex demographic, but campaigns and political pundits continue to treat a group of nearly 61 million people as a monolith. Latinos in the U.S. come from all parts of Latin America, Central America and Mexico. Some Latinos have lived in the U.S. for generations. There’s a variety of Spanish dialects, languages, foods and traditions. It should come as no surprise that there are also differences in political ideology.”

Originally commissioned by Florida’s Studio Theatre in collaboration with Portland, Oregon’s Milagro Theatre, “The Hispanic/Latino/Latina/ Latinx/Latiné Vote” will have productions later this fall at Milagro Theatre, Houston Stages and TuYo

Theatre in San Diego as part of a National New Play Network rolling world premiere. It received a staged reading earlier this year at The Old Globe.

“The Hispanic/Latino/ Latina/Latinx/Latiné Vote” will run in rotation every weekend with four other plays: two by Shakespeare, “The Winter’s Tale” and “A Midsummer Night’s Dream”; “Wendy’s Peter Pan,” a re-telling, by Ellen Geer, of the 1904 play by J.M Barrie; and “Tartuffe: Born Again,” adapted and translated from the Molière by Freyda Thomas — each of which is already up and running. Unlike most theaters in the L.A. area that stage continuous runs of a single play, Theatricum will perform all five plays in rotation each weekend throughout the summer.

Other events taking place at Theatricum this season include comedy improv with Theatricum’s resident troupe Off the Grid at the end of each month (Aug. 30, Sept. 26); the Under the Oaks salon series on Fridays in September, and Theatricum’s fourth annual Holiday Family Faire on Saturday, Dec. 14.

Latina/Latinx/Latiné Vote” continues to run in repertory through Oct. 20. For a complete schedule of performances, visit the website. The amphitheater is terraced into the hillside, so audience members are advised to dress casually (warmly for evenings) and bring cushions for bench seating. Patrons are welcome to arrive early to picnic in the gardens before a performance.

Monrovia Old Town report: Fall fun and festivities!

We are just entering into the dog days o’ summer. It’s almost over. We are all out of summer fun things to do. But we sure do have a fun fall line-up up ahead!

One of my favorite events of the year is the Beer, Wine & Music Festival, brought to you by the Monrovia Chamber of Commerce. Located at Monrovia Park, this fun-inthe-fall event is on Sept. 23 from 4 to 8 p.m. There are amazing beer vendors from local master breweries and wine from around the world. There is also live music and food trucks. Tickets are $40 presale and $50 at the door. This event is 21 and above, but since it is in the park, you can come enjoy the music for free and with children; you just cannot enter the gated event.

Oct. 12 brings us the Old Town Fall Festival. Merchants will be open in Old Town offering fallfriendly arts, crafts and other fun activities. There will be a hayride through town, as well as the trackless train ride through Library Park. The Fire Department will be having their Open House, and many merchants will be having sales and specials. There will be a picture booth, as well as multiple picture-perfect opportunities. There will be live music and do not forget the ridiculously cute puppy costume parade. This family fun event is from 10 a.m. to 2 p.m. I’m sad to be missing it this year but don’t worry — I have someone covering my fall temporary tattoo parlor. But wait, there’s more. Hold my beer! Most job seekers have very strong feelings on one particular topic: job interview assessments. It is not uncommon in today's job market for an employer to ask you to take an assessment. Yes, they may ask you to take a test.

An employer may ask you to "do a case study." An employer may ask you to take an IQ test or to write a paper. Or, an employer may ask you to write a sample marketing plan.

Very often, I hear from job seekers that they feel that these assessments are ridiculous. Job seekers believe they are a waste of time. The company is asking the job seeker to do free work. And, many job seekers feel that companies do assessments such as

these in order to steal their ideas. Job seekers often feel that their resume should speak for itself.

But, what if we think about the other side of this issue? Yes, assessments do take more time. And, when it comes to test taking, it could be debated that they are not always perfectly fair.

Assessments do however give a company a bird's eye view into how you think. For example, what if the manager who hires you doesn't like your ideas, or your working style? Doing an assessment may give you the opportunity to avoid a company that’s not for you.

Plus, it is not uncommon to compete against Ivy League graduates in a job interview. If you only needed a resume, the

taken more seriously. It can show a hiring manager that you understand their business, and are willing to work hard.

I once used an assessment when interviewing candidates for a graphic artist role. Each person was asked to create an image.

In fairness, I provided each person with a small payment for their work. But, this small project allowed me to clearly see who the most talented designers were. It allowed all bias to be set aside, and to focus on results.

Think of it this way. An assessment can help to set you apart from the competition.

And, on the topic of stealing ideas, I hate to break it to you. Your ideas are not that original. Neither are

mine. It is not uncommon for two people to come up with the same idea. Not only that, a company cannot sustain on a few ideas that may have been shared in a job interview assessment. The likelihood that a company is interviewing you in order to take ideas from you is low. Rather than be upset about an assessment, look at it as an opportunity. It's your chance to shine, and it's your chance to get a new job offer. Many candidates drop out on the assessment step. Be the candidate who takes a risk, and wins big. You might get the opportunity to implement the ideas you created.

Aug. 15

At 11:35 a.m., while patrolling the 600 block of South Shamrock, officers made contact with a subject known to have outstanding warrants. A computer search confirmed the warrants. He was arrested and taken into custody.

At 8:36 p.m., an officer patrolling the area of Mayflower and Chestnut saw a motorist commit a vehicle code violation and conducted a traffic stop. Officers contacted the driver and noticed he displayed symptoms of intoxication. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

Aug. 16

At 8:42 p.m., a resident walked into the MPD lobby to report her adult daughter missing. She was entered into the system as missing. This investigation is continuing.

At 10:34 a.m., a caller in the 200 block of West Huntington reported the tailgate of his vehicle stolen. This investigation is continuing.

At 10:57 a.m., a business in the 3300 block of South Peck reported that they were notified that a vehicle that was towed to their lot was actually stolen. The vehicle was recovered and the registered owner was notified. The vehicle was stored and removed from the stolen vehicle system. This investigation is continuing.

At 1:04 p.m., a victim walked into the MPD lobby to report her wallet stolen. She forgot her purse in a business in the 400 block of West Huntington, when she returned to pick up her purse she noticed her wallet was gone. This investigation is continuing.

At 9:06 p.m., officers working a DUI checkpoint in the 1800 block of South Myrtle observed a driver passing through who displayed symptoms of intoxication. A DUI investigation determined the driver was under the influence. He was arrested and transported to the MPD jail to be held for a sobering period.

At 11:22 p.m., a caller in the 100 block of West Walnut reported a subject broke a window to a parked car and fled. Officers arrived and located a group of juveniles. The group fled on foot when they saw the officers. One of the juveniles was located a short distance away. An investigation revealed that the suspect broke a window, ripped off the ignition cylinder, and tried to steal the car before being interrupted by the witness. The juvenile that was caught was not the suspect who caused the damage, however he was in violation of curfew. He was arrested and taken into custody to be released with a citation to his parent. This investigation is continuing.

At 11:49 p.m., a passerby in the 400 block of West Huntington reported a male subject was passed out on the sidewalk. Officers arrived and located the male subject who was found to be so intoxicated that he was unable to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

Aug. 17

At 11:18 a.m., a resident in the 100 block of North Encinitas called to report he was a victim of fraud. An unknown subject called him pretending to be a phone company employee stating that he won a free phone and all he had to pay was the shipping fee. The resident paid for shipping the phone and never received the phone. This investigation is continuing.

At 12:22 p.m., a caller in the 100 block of West Foothill reported that he was involved in a traffic collision in the parking lot of a business. As he was retrieving his insurance from inside of the vehicle the other driver fled. This investigation is continuing.

At 8:13 p.m., a victim walked into the MPD lobby to report a domestic violence incident. The victim reported that she was battered at home by her boyfriend. While speaking with the victim the suspect called and spoke to officers. The suspect agreed to meet with officers in front of his residence. The suspect was arrested and taken into custody.

At 11:49 p.m., a passerby in the area of Mountain and

Evergreen reported a solo vehicle collision. Officers arrived and made contact with the driver who was determined to be a juvenile and displaying symptoms of intoxication. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

Aug. 18

At 3:29 a.m., officers responded to the 500 block of East Olive regarding a vehicle collision. Officers arrived and determined a vehicle hit a parked vehicle and rolled over. The driver reportedly fell asleep while driving and collided with two parked vehicles.

At 7:48 p.m., officers were dispatched to a shopping center in the 100 block of West Foothill regarding a motorist driving erratically. Officers arrived and located the vehicle driving erratically. A traffic stop was conducted and the driver was contacted. The driver displayed symptoms of being under the influence. A DUI investigation revealed the driver was under the influence. He was arrested and transported to the MPD jail to be held for a sobering period.

At 9:25 p.m., while investigating a shoplifting incident in the 1600 block of South Mountain, an officer was alerted of another shoplifting in progress. The officer was able to locate the suspect and detain them. The suspect experienced a need for medical attention and was transported to a medical facility for treatment. This investigation is continuing.

Aug. 19

At 2:24 p.m., a resident in the 2700 block of South Peck reported her son missing. This investigation is continuing.

At 3:08 p.m., a caller in the 200 block of East Maple reported her sister missing. This investigation is continuing.

At 3:12 p.m., a traffic collision was reported in the 900 block of East Huntington. The driver at fault was transported to the hospital for a complaint of pain.

At 3:47 p.m., a passerby in the 1600 block of South Myrtle reported a subject laying in the

bushes and passed out. Officers and MFD responded and made contact with the subject. The subject was awake but having difficulty responding to questions. The subject attempted to hit a firefighter. He later hit an officer in the face. He was transported to the hospital for treatment.

At 8:20 p.m., a caller in the area of Huntington and Myrtle reported a vehicle vandalism. Officers arrived and detained a suspect who was identified by the victim. The suspect was also found to be in possession of drug paraphernalia and a controlled substance. He was arrested and taken into custody.

At 9:29 p.m., a victim in the 400 block of South Myrtle reported the tires of her vehicle were slashed. This investigation is continuing.

Aug. 20

At 2:57 a.m., a witness in the area of Mayflower and Diamond reported four male subjects were attempting to steal a vehicle. Officers arrived and the suspects fled on foot to a parked car. Officers attempted a traffic stop, but the driver refused to stop and a pursuit ensued. The pursuit came to a stop in a nearby city after the suspects crashed into a wall. All four suspects fled on foot. Two suspects were located. They were arrested and taken into custody.

At 8 p.m., an employee from a hotel in the 1100 block of East Huntington reported a trespassing. Officers arrived and located a male adult subject who had entered a room unlawfully. The owner completed a private person's arrest. The subject was arrested and taken into custody.

Aug. 21

At 3:22 a.m., an officer patrolling the area of Walnut and Myrtle saw a vehicle who was in violation of several vehicle codes. The officer attempted a traffic stop, but the driver refused to stop and a short pursuit ensued. The pursuit was terminated. This investigation is continuing.

At 4:53 p.m., an employee from a storage facility in the 100 block of East Lime reported locating a box of mail belonging to multiple individuals in a

storage unit. This investigation is continuing.

At 7:30 p.m., a caller in the area of Shamrock and Fig reported a male adult riding a bicycle fell into bushes. Officers arrived and determined the male adult was too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

Arcadia

Aug. 11

At 2:37 a.m., an officer made a traffic enforcement stop on a vehicle being driven without headlights during the hours of darkness. When the officer contacted the driver, they noticed the driver had objective symptoms of intoxication. Based on these observations, the officer conducted a series of field sobriety tests and determined the driver was under the influence of alcohol and/or drugs. The driver was arrested and booked at the Arcadia Jail..

Aug. 12

At 6:21 a.m., a male subject came to the police department to speak with an officer. During the contact, the officer noticed the male subject was displaying symptoms of someone under the influence of a controlled substance. The officer conducted a series of tests and determined the subject was under the influence. The subject was arrested and booked at the Arcadia Jail.

Aug. 13

At 9:09 a.m., officers were alerted to a stolen vehicle by our FLOCK camera system. Officers located the vehicle and conducted a traffic stop on the vehicle. The driver of the vehicle was arrested for driving a stolen vehicle. During a search, narcotics and drug paraphernalia were discovered in the driver’s pocket.

Aug. 14

An officer responded to a burglary investigation in the 100 block of East Foothill Boulevard. The officer learned that just after midnight, a black Lexus SUV parked in front of a neighboring business and five suspects approached the

location. One of the suspects smashed the glass front door and they entered the business. The suspects ransacked the business, stole cash and fled in the SUV.

At 11:43 a.m., officers responded to a residential burglary in progress in the 400 block of West Wistaria Avenue. Officers arrived and conducted an area check but were not able to locate any suspects. The officer learned that three male black suspects smashed the rear sliding glass door, entered the location and encountered the resident. The suspects fled the scene in a white SUV without any property. The crime was captured on CCTV.

Aug. 15

At 9:54 p.m., officers responded to Carl’s Jr., located at 165 E. Duarte Road, regarding a robbery that had just occurred. Officers conducted an area check for the suspect but were not able to locate him. An employee told officers that a male wearing a ski mask and gloves entered the restaurant and demanded money. The employee said the suspect had his hand in his pocket and they believed he may have been armed. Fearing for their safety, the employee gave the suspect money, and he fled on foot.

Aug. 16

At 6:15 p.m., an officer responded to a theft investigation in the 200 block of South Santa Anita Avenue. The victim reported that they received notification of a package being delivered on their doorstep at approximately 5:20 p.m. A family member went out to retrieve the package and saw a female running away with it. The female entered an awaiting older black Honda, with no license plates, and left the area.

Aug. 17

The Arcadia Police Department continues to use GPS trackers in packages to combat mail and package theft. At 6:11 a.m., officers were alerted to a mail/package theft. Officers were able to track the package, locate and arrest a suspect. During the investigation, officers located a vehicle associated with the suspect. Inside the vehicle officers located stolen mail, credit cards and keys used to open mailboxes.

Arcadia’s Moon Festival set for Sept. 14

The City of Arcadia, in collaboration with the Arcadia Chamber of Commerce and the Arcadia Chinese Association, is celebrating the 2024 Moon Festival on Saturday, Sept, 14, from 5 to 8:30 p.m. Stroll through the moon-lit event and enjoy entertainment, food, vendors, and activities for children. The City of Long Beach's Día de Los Muertos, or Day of the Dead, Parade – a free, familyfriendly celebration of life in remembrance of loved ones who have died – will include the city’s festive street parade on Saturday, Nov. 2, 2024, from 11 a.m. to 12:30 p.m. in Downtown Long Beach, coinciding with an Arte y Ofrendas Festival at Rainbow Lagoon (more information to be announced at a later date). John Wayne Airport posts July 2024 statistics

Airline passenger traffic at John Wayne Airport decreased in July 2024 as compared to July 2023. In July 2024, the Airport served 970,828 passengers, a decrease of 9.7% when compared with the July 2023 passenger traffic count of 1,075,535. Riverside County maintains strong enforcement against illegal fireworks

The County of Riverside's commitment to curbing illegal fireworks during the Fourth of July holiday continued this year, marking the fourth year of the County’s multidepartmental team working together to reduce illegal fireworks. During the week of July 1, the Riverside County Sheriff’s Office received a total of 2,538 calls and online reports, compared to 3,209 reports received last year. More than 400 pounds of fireworks were confiscated, and 10 arrests were made. This year, a total of 88 citations were issued countywide by the County’s Code Enforcement department, in conjunction with the Sheriff’s Department, who issued 190 citations. Trends in data breaches across 10 commonly targeted industries

If you've ever worked in any number of office jobs, you've probably become familiar with mandatory computer safety training courses and those persistent reminders to change your password every few months.

These efforts are just the first line of defense for protecting companies and organizations from dreaded, and often costly, cyberattacks. The hackers behind these attacks may hold data for ransom or, worse, sell off sensitive business information and clients' personal data. Prominent data breaches have made headlines in recent months, impacting customers of the insurance company UnitedHealth, the investment company Fidelity and the documentation startup Mintlify.

Drata referenced a report compiled by Verizon to identify trends in data breaches within the industries most frequently targeted. Between Nov. 1, 2021, and Oct. 31, 2022, Verizon tracked 16,312 security incidents for the study, 5,199 of which involved a confirmed data breach.

Attacks are becoming more prevalent: A December 2023 report compiled by Apple says data breaches are at an all-time high, with more breaches occurring in the U.S. in just the first nine months of 2023 than in all of 2022. In particular, hackers seem to be focusing on a "side-door" approach by targeting vendors who provide software or other digital solutions to numerous companies at once. The idea is if they can hack into a vendor's system, they can use that vendor's software to access their clients' data.

A recent example of this was what the Department of Health and Human Services called an "unprecedented" attack on the U.S. health care system: In late February 2024, hackers shut down a UnitedHealth Group medical payment proces-

sor. The effects were widereaching; UnitedHealth Group's subsidiary Change Healthcare processes about half of all medical claims in the U.S., and the attack impacted almost every type of health care provider, from single-practitioner therapy practices to large hospital systems.

The chief executive from First Health Advisory estimated the outage is costing health care providers more than $100 million a day, and the White House intervened to urge the company to provide more emergency funding to doctors and health systems to help them survive the outage.

Most organizations are connected to a third-party vendor that was a victim of a data breach. But "side-door" attacks are just one avenue for hackers to get access to sensitive data. They can attack a company directly using old-school "phishing," in which hackers lie about their identity to try to gain the trust of employees, who may then turn over data. Hackers can use other tactics as well, such as outright stealing credentials (e.g., your login information) or exploiting vulnerabilities within computer and software systems.

External actors — people from outside the organization — accounted for 83% of data breaches tracked by Verizon. Financial motives were the largest impetus, driving 95% of breaches.

Individuals and companies can take various measures to protect their data and systems. IBM recommends using security software, encrypting data, maintaining backups and limiting data access to only those employees who truly need it.

The following list shows the total number of security incidents in each industry and how many of those incidents involved a data breach. Other data points document the motivation behind successful breaches, the information compromised

and the share of incidents involving external actors or people from outside the organization.

Public administration

- Total security incidents: 3,273, data breached in 584

- Share of incidents with external actors: 85%

- Motives in successful breaches: Financial (68%), espionage (30%), ideology (2%)

- Information compromised in successful breaches: Personal (38%), other (35%), credentials (33%), internal (32%)

Government computer systems are a treasure trove of personal information, and it's not surprising that hackers see them as a target. According to the Verizon report, this sector also has a high percentage of espionage-motivated actors — i.e., countries spying on each other.

A highly visible example of this sort of espionage was the Chinese spy balloon, which flew over the U.S. in early 2023 until it was shot down. Officials from the Biden Administration have since alluded to some form of counter-espionage by insisting they got more "intelligence out of the device than it got as it flew over the U.S.," according to an NBC news report.

Financial and insurance

According to the Verizon report, basic web application attacks — in which hackers use stolen credentials or a well-known vulnerability — are a "top pattern" among hackers in this category.

"Poorly picked and protected passwords continue to be one of the

major sources of breaches within this pattern," the report says. The takeaway? Listen to your IT friends and change both your work and personal passwords regularly.

Health care

- Total security incidents: 525, data breached in 436

- Share of incidents with external actors: 66%

- Motives in successful breaches: Financial (98%), espionage (2%), fun (1%), ideology (1%)

- Information compromised in successful breaches: Personal (67%), medical (54%), credentials (36%), other (17%)

The UnitedHealth breach may be making headlines right now, but it won't be long before another health care system or insurer will get hacked. Loss of a health care provider's normal software or computer systems can have life-threatening consequences, as they are forced to work without access to their regular files.

Verizon reports that this sector is often targeted by ransomware gangs: groups of cybercriminals who hold data hostage until the victim gives in to their financial demands. In 2019, a ransomware attack allegedly led to a baby's death at an Alabama hospital when the attack knocked out heart-rate monitoring systems.

Professional, scientific

and technical services

This "catch-all" category includes lawyers, accountants, and other business services. "Denial of services" — when a malicious actor blocks legitimate users from accessing their systems — continues to be a top "action" in cyberattacks on this sector, according to Verizon. Additionally, 23% of these incidents were due to ransomware, up from 14% in the previous year's report.

External parties with financial incentives continue to cause the most security

incidents in this sector. Only 8% were motivated by espionage, compared to 20% last year, according to the report.

Manufacturing

Manufacturing is a techheavy field, and companies need protect not only their production line, but also their consumer-facing services.

Customersinnocently shoppingforcleaning products and storage containers on the manufacturer OXO's website in 2017 and 2018 may have unknowingly fed hackers their payment information. The company reported that its servers were compromised three separate times over those two years. OXO hired a security firm to fix the vulnerabilities and offered those affected a free credit monitoring service.

Think about all the sensitive information that gets exchanged when you apply to a new university. University databases, like the one Stanford kept of doctoral applicants to the economics department, are prime targets for malicious actors.

Retail

The news cycle warns us of "card skimmers" every few

months, so hackers targeting retail sales systems may come as no surprise to customers. However, hackers are also attacking your favorite online retail websites.

"Within retail, we often find the 'Magecart'-type actors," the Verizon report says. "These criminals find ways of embedding their malicious code within your site's credit card processing page. This allows them to quietly and subtly abscond with your customers' payment data without actually affecting the functionality of your website."

Accommodation and food services

Data breaches

scrapers, which cull through a computer's short-term memory and can collect lucrative payment data, to target point-of-sale technology. According to Dan Wahl, the senior manager of Restaurant Insurance Solutions at CoverWallet, a restaurant owner's first step should be making sure their payment system complies with the Payment Card Industry Data Security Standard to help protect against these kinds of attacks.

Mining and utilities

Lastly, companies and public entities in the mining, quarrying, and oil and gas extraction and utilities sector provide critical infrastructure that can still be prone to attacks. Just like when they attack other industries, hackers like to use "system intrusion," or multistep processes to break into digital systems, steal

data, get out, and then either hold the data for ransom or leak it.

In a drawn-out project, Chinese hackers have stealthily hidden in U.S. infrastructure for up to five years without attacking. If the two countries went to war, this access could turn destructive, according to an NBC News report.

California publishers: Deal with state is a start, but more needed from Big Tech

The California News Publishers Association responded to the announcement last week of a public-private partnership involving tech companies and the state to help fund local news outlets, saying the initiative is a good start but stops short of an adequate share of the cost by highly profitable technology companies such as Google. The partnership will establish a News Transformation Fund, administered by the UC Berkeley Graduate School of Journalism, aimed at distributing nearly $250 million over five years to support local news websites and print publications statewide. The deal also calls for establishing an "AI accelerator" program for news publishers, though the details of that have not yet been finalized.

A statement from the publishers association called the public-private partnership "a meaningful step toward supporting local journalism (that) ... does not fully address the critical needs of California's news industry."

The agreement terminates a legislative effort led by Assemblywoman Buffy Wicks, D-Berkeley, that would have mandated the tech industry compensate publishers for the content carried on platforms such as Google News. "We appreciate the effort to bring together resources from both the public and private sectors to support local journalism," CNPA President and CEO Charles F. Champion II said in an Aug. 15 statement.

"However, we believe that the financial commitments

from Google and other tech companies should have been more robust, given the substantial revenues they generate from the distribution of journalistic content."

Google's share will be $110 million and the

state's will be $70 million for newsrooms, Wicks told Politico. The AI component will invest $70 million in private funds to develop AI tools through a notyet-established nonprofit entity.

"There were ambitious legislative efforts over the past two years to put local news in California on a stronger financial footing," CNPA Chair Julie Makinen said in a statement. "We always knew that getting legislation passed, signed, and implemented would be an uphill battle. This is not what we had hoped for when we set out, but it is a start, and it will begin to provide some help to newsrooms across the state. More must be done, and we are committed to working on that."

Seven charged in LA federal indictment alleging ‘crime tourism'

face federal criminal charges in an indictment alleging a Santa Clarita Valley man orchestrated a "crime tourism" group that targeted stores and private homes throughout Southern California and elsewhere, then laundered millions of dollars in illicit proceeds, officials announced Wednesday.

The indictment, unsealed in Los Angeles federal court, charges the defendants -six of whom were arrested Wednesday in a series of raids in Los Angeles, Orange and Ventura counties -- with multiple felony offenses, including wire fraud, money laundering, conspiracy, and structuring transactions to avoid financial reporting requirements.

"These criminals were running a burglary operation with a sophistication that rivals Amazon and instead of dispatching delivery drivers, they were dispatching trained thieves throughout Southern California to steal from what should be where we are safest -- our homes," Orange County District Attorney Todd Spitzer said in a statement.

Crime tourism groups consist of criminals from foreign countries who come to a city and engage in burglaries, shoplifting and other crimes, federal prosecutors said.

At a downtown news conference announcing the indictment and arrests, Los Angeles Mayor Karen Bass said she's been aware of groups of such thieves operating throughout the city.

"Make no mistake, this is not the end of our work, it is ongoing," she said. "And recently I've been meeting with residents from the valley, from Brentwood, Encino, and I just have tell you, that those neighborhoods have been terrified and terrorized by what has been happening. We have increased crime suppression efforts in these areas

along with our partners and we will continue this effort because obviously the goal of all of us up here is to make our communities safer."

According to the indictment, Juan Carlos TholaDuran, 57, of Canyon Country, and his live-in girlfriend, Ana Maria Arriagada, 41, controlled and operated Driver Power Rentals, a Van Nuys-based car rental or dealership business. Arriagada was DPR's registered owner.

From roughly January 2018 to last month, TholaDuran allegedly directed crime tourism theft groups from South America to travel to various parts of the United States to commit thefts, including shoplifting and burglarizing homes and businesses, and stealing victims' credit and debit cards, according to the 46-count indictment.

Thola-Duran and Arriagada allegedly ordered criminals who stole credit cards to immediately go to stores such as Target, Best Buy and Home Depot to max out the stolen cards by purchasing electronics, gift cards, designer purses and other high-end luxury goods before the pilfered cards could be canceled, the indictment says.

Thola-Duran then arranged for the thieves to deliver stolen goods to associates at DPR or to mail the products to other accom-

plices, including defendant Miguel Angel Barajas, 57, of Northridge, or to conspirators at a FedEx store in Sherman Oaks, prosecutors allege.

At Thola-Duran's direction, defendants Barajas, John Carlo Thola, 33, of Canoga Park, and others picked up the parcels then delivered them to TholaDuran and other conspirators, with Thola-Duran acting as a fence to buy the goods at a fraction of their retail value, the indictment contends.

Federal prosecutors allege the Santa Clarita man then sold the stolen goods to other buyers for about $5.5 million over the course of the conspiracy, including $5.1 million sent to various bank accounts controlled by accomplices.

The defendants allegedly used the proceeds of the thefts to purchase assets such as real estate and horses, and structured cash withdrawals to avoid triggering the requirement that banks report transactions exceeding $10,000 to the U.S. Treasury Department.

The indictment alleges that Thola-Duran, Arriagada, and others from May 2020 to June 2021 also conspired to fraudulently obtain $274,998 in COVID19 business relief loans.

If convicted as charged, the defendants could face decades in federal prison.

OC Supervisor Katrina Foley calls on Andrew Do to resign

Orange County Supervisor Katrina Foley

Monday called on fellow Supervisor Andrew Do to resign, while also calling on the Attorney General's Office to remove him from office if he won't step down amid allegations his daughter was involved in COVID-19 relief funds fraud.

Orange County Board Chairman Don Wagner said Monday he will ask supervisors at the board's first meeting in September to remove Do from committee assignments.

Wagner said he hoped Do would "seriously consider his future" on the board.

"He is entitled to the full protections of the law as these cases move forward and I urge against a rush to judgment in these matters, as I do in all legal proceedings," Wagner said.

Wagner added that the board "will not approve any disbursement of additional discretionary First District dollars without a full vetting of any such proposed expenditures."

Earlier Monday, however, Wagner told City News Service that he did not want Do to resign.

"My concern is that the residents of the 1st District need representation," Wagner said. "And we're so close to an election where he's going to be gone anyway, and we know a legal process is underway.

I don't want to be piling on and calling for things like investigations that are already happening."

Wagner said of Foley's criticisms of Do, "It's so frustrating. She knew the investigation was happening. ... Should the First District not have anyone on it to talk about its transportation issues, its water issues? It seems wrong. There are many, many issues besides how to spend COVID money."

Wagner also noted, "Nobody yet has said Andrew knew these dollars were not being spent appropriately. ... Andrew has been consistent through this that they provided the meals. The best case scenario here is people got fed and that's what the money was for."

Meanwhile, Orange County Supervisor Vicente Sarmiento said he would consider directing staff at Tuesday's meeting to look into a potential censure of Do, whose home was raided by the FBI last week as part of a search warrant.

Earlier this month, the county sued the Viet America Society President Peter Pham, alleging misappropriation of millions of dollars of pandemic relief earmarked for delivery of meals to needy residents.

"There's nothing we can do to force him (Do) to be removed from office," Sarmiento told City News

Service. "The only thing we can do is move to censure him, which is a public condemnation of his actions, and also maybe stripping him of his board assignments, which carry stipends and per diems."

Sarmiento had previously asked for ethics reform amid criticism of Do for not disclosing his daughter, Rhiannon Do, volunteered and then worked for the Viet America Society when the nonprofit was subcontracted to provide meals to the needy during the pandemic. Do said he was not required to disclose the relationship because the society was not a main contractor.

Do declined to comment Monday.

Last week's FBI searches targeted the Garden Grove home of Pham and the Tustin home of Rhiannon Do as well as the Perfume River restaurant in Westminster, where meals were prepared for the delivery services.

"I don't care about censur-

ing," Foley told City News Service Monday. "What does that do? Nothing. If he's unwilling to resign we need to initiate the proceeding quo warranto to have the attorney general remove him from office."

Foley reiterated allegations that Do "doesn't live in the district" he represents. That issue has been raised previously without any wrongdoing found, but Foley said it deserved further scrutiny.

"We know his family lives in Tustin," Foley said. "His kids went to school in that area and didn't go to school in Westminster. I'm told his wife is registered to vote at the house in Tustin."

Do, who is termed out this year, should also be removed from office so "he's not able to come to the meetings," Foley said.

"It's a disruption of all of our county departments," she added. "He's breached the

public trust in such a significant way, why should he be allowed to continue to benefit from the public trust. We can't even do our job because there's no mechanism for us to prevent him from participating in closed sessions and decisions that relate to his involvement in this because he's not named as a party (in the lawsuit).

"He can still give direction to county staff ... And there is a culture of fear of retaliation, not just from with the county staff, but in the community. Different cities and their communities have reached out for fear of retaliation if they say anything."

"The warm weather isn't over, and neither is Los Angeles County's pool season," said Hahn, who led the effort to keep pools open

longer. "It never made sense that our pools used to close in mid-August, and I am grateful that with the support of my colleagues and the hard work of our Parks and Recreation Department, we are keeping our pools open to the public through Halloween."

County Parks and Recreation, which manages 41 pools across 30 locations, recruited more pool lifeguards and the county increased the starting pay for those positions by 20% to $23.86 per hour.

City of LA to pay $38.2M to settle federal housing lawsuit

The city of Los Angeles has agreed to pay

$38.2 million to settle allegations it failed to meet federal accessibility requirements when it used Housing and Urban Development grant funds for multifamily affordable housing, the U.S. Department of Justice announced Monday.

The settlement resolves a 2017 whistleblower suit filed by a Los Angeles resident who uses a wheelchair, and by the Fair Housing Council of the San Fernando Valley, a nonprofit disability-rights advocacy group.

The claims resolved are allegations, and there has been no determination of liability, the Justice Department said. A "relator share" — that portion of a settlement received by a whistleblower -— has not yet been determined, according to the agency.

Mayor Karen Bass' office did not immediately respond to a request for comment.

City Attorney Hydee Feldstein Soto issued a statement saying, "The city is pleased that the matter is now behind us following the City Attorney's Office's hard work defending this litigation. With the settlement agreement now in place and approved by the court, the city and HUD can focus on working together to advance affordable and accessible housing for LA residents, which is so desperately needed.

"The city denies that it violated the False Claims Act. Nonetheless, we are pleased to have reached this $38.2 million settlement, particularly in light of the federal government's initial claim that it was entitled to well over $1 billion in alleged damages," Feldstein Soto added.

Meanwhile, Sharon Sandow of the Los Angeles Housing Department said in a statement to City News Service that the agency "is and remains deeply committed to ensuring accessibility in publicly funded housing for tenants throughout Los Angeles."

The claim alleged that, for over a decade, the city failed to follow federal accessibility laws — including the Rehabilitation Act, the Americans with Disabilities Act and the Fair Housing Act — when building and rehabilitating affordable multifamily properties, and failed to make its affordable multifamily housing program accessible to people with disabilities.

For example, the laws require 5% of all units in certain federally assisted multifamily housing be accessible for people with mobility impairments and an additional 2% be accessible for people with visual and auditory impairments, according to the Justice Department.

Recipients of these funds must also maintain a publicly available list of accessible units, detail accessibility features and designate at least one city employee to coordinate accessibility efforts — which the Justice Department said LA did not do.

The federal government further alleged that housing developed with HUD grant funds did not provide adequate accessibility features to address slopes, steep hills, counters that were too high or wheelchair access.

receive federal grant money for affordable and accessible housing must comply with federal law and honor the rights of people with disabilities," First Assistant United States Attorney Joseph T. McNally said in a statement.

"The nearly $40 million settlement here demonstrates our commitment to ensuring municipalities receiving federal funds comply with federal law. We will continue to work with the city of Los Angeles to ensure equal access for individuals with disabilities," McNally added.

HUD General Counsel Damon Smith said the agency determined that the city fell "far short of its responsibilities" to provide HUD-funded accessible housing. In a statement, he noted that the settlement agreement will provide a "fresh start" for the federal government and city to address LA's "pressing housing needs."

In 2020, the U.S. settled for $3.1 million allegations against another defendant in the lawsuit — CRA/LA, the successor of the Community Redevelopment Agency of the city of Los Angeles, a local redevelopment agency that financed and assisted in the development of multifamily affordable housing using tax and federal funds.

This Notice shall satisfy the above-cited two separate but related procedural notification requirements for activities to be undertaken by the City of Glendale.

REQUEST FOR RELEASE OF FUNDS

On or about September 12, 2024, the City of Glendale will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of $2,181,500 in Home Investment Partnerships Program – American Rescue Plan (HOME-ARP) funds, as authorized by the American Rescue Plan Act of 2021, as amended, to undertake a project known as Piedmont Glendale Senior Housing for the purpose of providing affordable senior housing.

EAH Housing proposes to develop the Piedmont Glendale Senior Housing project on a developed 0.91-acre site owned by the Housing Authority of the City of Glendale, with address 426 Piedmont Avenue and 507 Naranja Drive, Glendale, Los Angeles County, California 91206 and comprised of two contiguous parcels (APNs 5645-007-006 and -021). EAH Housing was awarded the project through a Request for Proposals with the City of Glendale Housing Authority for the rehab and adaptive re-use of a former 112-bedroom Senior Assisted Living facility. The 112-bedroom facility will be converted to include a total of 67 affordable housing units for low income seniors 62 years of age and older, and a manager’s unit. The property consists of a two-story Main building built in 1973 and a three-story Annex built in 1990. In early 2019, the original owners began a major renovation to the exterior of the building and the interior of the Annex, but work was subsequently halted. About 90% of the exterior work was completed, including new stucco, windows, roof, and decorative details to the exterior and interior work was initiated on the 21 units in the Annex. No work was done to the Main building.

The City of Glendale has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review electronically. ENVIRONMENTAL CERTIFICATION

The City of Glendale certifies to HUD that Roubik Golanian, City Manager, in his capacity as NEPA Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Glendale to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Glendale’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on the following bases: (a) the certification was not executed by the Certifying Officer of the City of Glendale; (b) the City of Glendale has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Par 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Azusa voters to consider sales tax Measure ZZ in November

The Azusa City Council recently voted 5-0 to put a voter initiative on the November 5 ballot that aims to maintain a local 1/4-cent sales tax for public safety and other city services.

Measure ZZ seeks to replace the 1⁄4-cent tax on purchases in Azusa under Los Angeles County Measure H if that tax is repealed or expires, according to an Aug. 6 city statement.

Since October 2017 under Measure H — which is set to expire Sept. 30, 2027 and is facing repeal by this November's Measure A — LA County has levied a 1⁄4-cent sales tax

on residents to fund homelessness prevention services.

“Over the past several years, Azusa has generated millions in local sales tax dollars for county-wide homeless initiatives," Mayor Robert Gonzalez said in a statement. "Unfortunately, the reality is that Azusa has only seen a small fraction of that revenue in return. With this measure going before the voters, Azusa seeks to have local control over taxpayer dollars so we can maintain local services for our residents and continue to address the emergency caused by homelessness in Azusa.”

To date the Measure H tax has generated more than $13.5 million in sales tax revenue from Azusa, but less than 5% of that amount has directly benefited local residents, according to a city staff report.

With Measure H’s sunset looming, a coalition of housing and mental-health advocates collected more than 390,000 signatures to place another homeless initiative on the upcoming ballot, according to the staff report. Measure A aims to

repeal Measure H and impose a new 1⁄2-cent sales tax that Azusa officials estimated will generate $5 million annually from the city indefinitely.

"Again, the funds will not directly benefit Azusa," according to the staff report.

Azusa Police Chief Rocky Wenrick observed that 60% of the city's budget goes toward local public safety expenses.

"Additional locally controlled funding could help maintain 911 emergency response, enforce qualify of life issues, such as camping in public places and patrols of neighborhoods, schools, and parks,” Wenrick said in a

Efforts to spruce up the local Metro station's surrounding areas have resulted in a new mural and a soon-to-be open community garden.

Recent Metro A-Line riders may have noticed the mural alongside the train tracks and mounted on the Alexan Marmont building, 1625 S. Magnolia Ave.

"The mural captures the features and characteristics of our Gem of the Foothills including some fun Monrovia lore — like

Samson in the hot tub!" City Manager Dylan Feik wrote in his online newsletter.

Alexan Marmont developers Trammel Crow Residential fully funded the mural as part of Monrovia's Art in Public Places program, which requires multifamily development projects over $1 million to budget 1% of the total cost to fund artwork near the project site.

In addition to the mural, this year the city launched the Farmers Market at Station Square at 1629 S.

Myrtle Avenue. The market is open Saturdays from 9 a.m. to 2 p.m. and has a wide selection of fresh local produce, meats, cheeses and baked goods. The city and Metro offer 200 free parking spaces on the 2nd and 3rd floors at Station Square on Saturdays, Feik said.

State officials see accessory dwelling units and JADUs as "innovative and effective options" for adding units to make housing in California more affordable.

Since 2019 the state has spent over $40 billion to encourage affordable housing and over $27 billion for efforts to reduce homelessness.

The 2024 census of people experiencing homelessness conducted in late January estimated that 75,312 in Los Angeles County, and 45,252 in the city of LA, which were slight reductions after increases reported over the last several years.

Last year California's estimated unhoused population was more than 181,000, according to the U.S. Department of Housing and Urban Development.

In other words, RealPage knows what competing landlords are charging and can increase profits for landlords by using that information to recommend landlords set or raise their prices uniformly, thereby eliminating competition, and leaving renters no choice but to pay artificially high prices."

In a prepared statement, RealPage said the lawsuit's claims were “devoid of merit and will do nothing to make housing more affordable," according to published reports.

In the last 40 years, demand for housing has vastly outpaced housing production in the state, Bonta's office reported. The resulting inflation of housing costs has in turn made it increasingly difficult

for residents to stay housed.

The 17 million renters in the state spend a large amount of income on rent, with an estimated 700,000 Californians at risk of eviction.

Antitrust violations are a key aspect of the lawsuit, which alleges that RealPage violated federal law prohibiting anti-competitive agreements, monopolization and attempted monopolization.

"Monopolization offenses occur when a single firm maintains a monopoly unlawfully, by using its control of the market to exclude rivals and harm competition," according to Bonta's office. "RealPage’s unlawful sharing of nonpublic, competitively sensitive data aligns landlords’ pricing and effectively removes the competitive pressure that benefits renters."

The software eliminates the competitive pressure that drives landlords to decrease rents or offer common discounts such as a free month's rent or waived fees, the lawsuit contends.

"RealPage’s rivals who lawfully compete on merits cannot guarantee landlords the increased profits that RealPage can provide, this maintains and protects RealPage’s monopoly power," according to Bonta's office.

The lawsuit seeks a court order barring RealPage's software from the market, documents show.

Colorado, Connecticut, Minnesota, North Carolina, Oregon, Tennessee and Washington are the other states involved in the suit.

Port of Long Beach bolsters partnership with small businesses

More than $55 million in port spending in the last fiscal year went to small businesses in Long Beach, exceeding goals to broaden opportunities for such companies by 15%, officials announced Tuesday.

The Port of Long Beach reported that almost 42% of port funds were spent on eligible contracts through its Small Business Enterprise Program for the purchase of materials and services from "small business enterprises" and "very small business enterprises."

"The SBE program provides opportunities to a wider, more diverse range of local contractors, suppliers and other businesses, which strengthens the local economy," Port of Long Beach CEO Mario Cordero said in a statement. "As an additional benefit, we believe

this practice also increases competition for tens of millions of dollars in public contracts each year, resulting in better outcomes and even more value."

In 2023, about 41.8% of small and very small businesses received contracts with the port, the secondhighest level recorded since the program began in 2004, trailing only the 48.9% in 2022.

Spending on small business contracts rose yearover-year from $54.2 million to $55.7 million, according to port officials. Additionally, small business participation at the port is 27% higher than at other harbor agencies.

"The Port of Long Beach is a job creator for our community and beyond, but we recognize it's not enough to merely serve as an economic engine," Long Beach Harbor

The California Highway Patrol Wednesday announced a statewide Maximum Enforcement Period to combat traffic safety issues during the upcoming Labor Day Weekend. Beginning at 6:01 p.m. Friday and continuing through 11:59 p.m. Monday, all available CHP officers will be on patrol to encourage safe driving and assist motorists.

"Everyone's safety is our top priority, so make responsible choices. Drive sober, stay focused and help keep our roads safe for all who use them," CHP Commissioner Sean Duryee said. "Your decisions behind the wheel can save lives -- yours and others."

During last year's Labor Day MEP, 38 people were killed in crashes throughout the state, CHP officials said. Nearly half of the crash occupants in CHP jurisdiction were not wearing seatbelts, the agency added.

Additionally, 1,064 arrests were made for alleged driving under the influence during the 78-hour holiday enforcement period last year.
