LA County supervisors back government revamp, including board expansion

LosAngelesCounty supervisorsTuesday advanced a proposal for revamping county government, in part by expanding the Board of Supervisors from its current five members to nine and making the CEO an elected position.

The package of proposed County Charter changes, which ultimately needs approval from voters, advanced on a 3-0 vote, with Supervisors Holly Mitchell and Kathryn Barger abstaining. With the board vote, county attorneys will draft ordinances that will return to the board to be formally placed on the November ballot.

"I just think there's too much at risk for us to take a bite of the apple that's not absolutely ideal," Mitchell said.

Barger expressed concern that the motion considered by the board Tuesday was brought forth by Supervisors Lindsey Horvath and Janice Hahn, with the involvement of Mitchell -- who introduced the original motion in early 2023 that led to studies on ways of overhauling county government. Barger said Mitchell appeared to have been "cut out of the process," and the process of introducing the proposed changes was "not transparent."

In a statement after the vote, she also insisted that "bigger government doesn't necessarily mean better government," saying that

She also questioned whether the changes could, as the proposal contends, be enacted with no cost to taxpayers.

regardless of size, board decisions "repeatedly get stuck in bureaucracy and an unwillingness to make tough decisions."

The proposal OK'd by the board Tuesday also calls for the establishment of a Director of Budget and a Legislative Analyst, and creation of an independent ethics commission. Barger said she doesn't believe the county has to wait for voter approval to create an ethics commission, and she plans to bring forward a motion next week to do so.

"I wholeheartedly support creating an Ethics Commission now, so we can immediately tackle improving both transparency and Board accountability," Barger said.

Hahn said Tuesday transitioning from an appointed CEO to an elected CEO is "the most fundamental difference" in the proposal.

"For too long, this board has served both the legislative and executive power for the county," Hahn said. "That may be the form of government we're all most comfortable with, but it's not what most experts agree is the best."

The motion stated that an elected CEO would also be directly accountable to the voters and would significantly reduce the potential for parochialism, prioritizing the diverse regional population.

Horvath insisted that the proposed changes would not involve any sort of tax hike, saying, "We're going to do this at no additional cost to taxpayers to implement. We will take our existing budget and reallocate the funds to implement the measure."

Los Angeles County to receive $77.5M from feds for electric buses

The Los Angeles County MetropolitanTransportationAuthority will receive $77.5 million to purchase new electric buses and charging equipment to support its emission-free bus fleet, the Federal Transit Administration announced Tuesday.

The funding from the FTA, which is a division of the U.S. Department of Transportation, is part of $1.5 billion for 117 public transportation projects in 47 states.

LA Metro’s new battery electric buses will replace older buses that run on compressed natural gas and have exceeded their usefulness, officials said.

"The new fleet will improve air quality in and around Los Angeles, further Metro’s plans for electrifying its entire fleet and better serve disadvantaged communities," according to the FTA. "As part of the project, Metro will train personnel to operate and maintain the new battery electric buses."

Under the Bipartisan Infrastructure Law, the FTA has awarded nearly $5 billion since 2022 to

replace and modernize transit buses nationwide, according to the agency.

The U.S. factories will produce more than 4,600 new buses.

“Today, another 117 communities across 47 states are receiving the good news that their transit buses are being modernized and their commutes improved through President Biden's Bipartisan Infrastructure Law,” U.S. Transportation Secretary Pete Buttigieg said in a statement. “The Biden-Harris Administration is helping agencies replace old buses running on dirtier, expensive fuels by delivering modern and zero-emission buses, manufactured by American workers, that will connect more people to where they need to go.”

About 80% of the new buses manufactured under the federal grant program will run on zero- and low-emission technology to help meet the Biden administration's goal of zero emissions by 2050.

“Thanks to the Bipartisan Infrastructure Law, we are creating new opportunities to improve the lives

of millions of Americans who rely daily on buses,” said FTA Acting Administrator Veronica Vanterpool. “These grants will help deliver cleaner and greener transportation, designed to reach everyone, and to work for everyone, particularly in places that haven’t received enough resources in the past.”

For this year’s grant awards, the FTA prioritized projects that will bolster domestic bus manufacturing and stabilize the cost and hasten the delivery of new buses. Of the 117 selected projects, 47 totaling $817 million were from applicants committed to purchases of standardized buses or a combination of standard and customized models.

"Buying standardized bus models without customization can shorten manufacturing timelines and contain costs," according to the FTA. "By prioritizing these awards, FTA is encouraging lower costs and accelerated vehicle delivery that will result in more American-built buses getting on the road faster."

The FTA's Grants for Buses and Bus Facilities program provides nearly $2 billion through 2026 for municipal transit agencies to buy and refurbish vehicles and build or modernize bus facilities, officials said. In FY2024, about $390 million was available for grants under this program.

The FTA’s Low-and No-Emission Program helps transit agencies buy or lease U.S.-built low- or no-emission buses and vans, make facility and station upgrades for low- or zero-emission vehicles and buy supporting equipment such as battery chargers, according to agency. The Bipartisan Infrastructure Law provides $5.6 billion through 2026 for the program, a funding increase of more than 10 times compared with the previous five years. This year, approximately $1.1 billion was available for grants under the program.

The FTA received 477 eligible project proposals totaling $9 billion in requests, officials reported.

Kroger, Albertsons announce stores that would be sold under merger

Kroger and Albertsons Tuesday released a list of 579 stores that would be sold off under a proposed mega-merger of the grocery giants, including 63 locations in California.

The vast majority of the California locations are in Southern California.

According to Bloomberg, Kroger CEO sent a memo to employees at all of the affected stores notifying them of the plans to spin off the locations to C&S Wholesale Grocers if the merger goes through. All employees are expected to be able to maintain their employment with C&S, officials have said.

The merger is being challenged by the Federal Trade Commission, which claims the proposed $24.6 billion merger would lead to higher grocery prices through a reduction in marketplace competition, and also potentially negatively affect workers.

Kroger has denied such claims, insisting that no stores, distribution centers or manufacturing facilities would be closed, and claiming that "customers will benefit from lower prices and more choices" through the merger.

The United Food and Commercial Workers union,

which represents grocery workers, issued a statement Tuesday saying it continues to oppose the merger.

"Today's announcement changes nothing," according to the union. "The merger is not a done deal, far from it. We remain focused on stopping the proposed mega-merger for the same reasons we have stated since it was first announced over 20 months ago -- because we know it would harm workers, it would harm shoppers, it would harm suppliers and communities, and it is illegal. The merger proposal was rejected in January and February by the Attorneys General from the states of Colorado and Washington and the Federal Trade Commission. We applaud their actions. They have been in possession of this proposed divestiture list, made public today by the companies, for months and that did not change their opposition to the proposed merger.

"These legal challenges to the proposed merger are moving forward with hearings beginning at the end of July and scheduled to go through September."

On the flip side, those who are doing well seem largely untouched by our current economic challenges. But, they are also often making $200,000 or more. What are these different groups doing differently? It can be more random than you might think. It's not necessarily that the higher paid person is working harder or longer hours. And, it's not necessarily that they are any smarter than

anyone else. Often, it's that the particular educational and career path that they happened to end up on pays more.

If you are a parent of a teenager or young adult, this column is for you. If you want to help your child pick the best career, do research. Look at sites like Glassdoor.com to see how much various jobs pay. If your child is looking at certain colleges, look up what is called a "post-graduation report." It will tell you which fields their graduates are working in, and how much

Two different degrees may cost the same amount of money to earn. However, the careers they lead to may be very different. And, one career may pay $50,000 per year, while the other pays $200,000. Don't get me wrong.

Money isn't everything. But, if there are two jobs that would be a good fit for a person, and one pays four times what the other pays, wouldn't you want to select the higher paying option?

If you are already in your

career path, and you're feeling financially strained, do some research. First, learn if you are underpaid for the work you do today. If you aren't underpaid, but are still not making enough money, look at other options. Consider what transferable skills you have that you can take to another field that will pay more. This can help you to close the salary divide.

Newport Beach man convicted of stabbing gay former classmate to death

A Newport Beach man has been convicted of a hate-motivated murder for stabbing his gay former high school classmate to death during a late-night rendezvous in a Lake Forest park after reconnecting on a dating app for men seeking men with the 19-year-old pre-med college student. After a nearly three-month trial, a jury convicted Samuel Lincoln Woodward, 26, of Newport Beach of first-degree murder along with a hate crime enhancement and personal use of a knife for stabbing 19-yearold University of Pennsylvania student Blaze Bernstein to death on Jan. 2, 2018, while Bernstein was home from winter break visiting his parents.

2 Rottweilers rescued from the Gage Canal in Riverside

On July 4, a Riverside County animal control officer rescued two Rottweilers that were stuck in the Gage Canal. Officer Mike Cox rescued the dogs with assistance from Sgt. Jason Sanders and officer Ramon Rodriguez. A city of Riverside employee assisted the officers by unlocking a security gate where one of the dogs remained. The female Rottweiler swam under the fence toward the officer, but the male stayed on the other side.

OC Public Works and OC Parks are set to place up to 20,000 cubic yards of clean sand removed from flood control maintenance in the Santa Ana River at Capistrano Beach within the City of Dana Point. In an effort to promote literacy and accessibility, the San Bernardino County Library has eliminated late fees for virtually all items. This follows the successful elimination of late fees on youth and children’s items implemented in July 2020. At 4:33 p.m., an officer was patrolling the area of Peck and Live Oak when he saw a vehicle in violation of a vehicle code. The officer attempted to conduct a traffic stop, however, the driver refused to stop and a pursuit ensued. The pursuit was terminated by the officer due to high risk to public safety.

At 9:10 p.m., while patrolling the 100 block of West Duarte an officer saw a vehicle in violation of a vehicle code. A traffic stop was conducted and the driver was contacted. An investigation revealed the driver was in possession of a loaded firearm, brass knuckles, a switchblade and drug paraphernalia. He was arrested and taken into custody.

June 28

At 9:01 a.m., a male subject walked into the MPD lobby to turn himself in on a DUI warrant. He was arrested and taken into custody.

At 2:03 p.m., an employee from a complex in the 800 block of South Myrtle called to report that several tools were stolen from the rear of the property. This investigation is continuing.

At 9:21 p.m., officers were dispatched to a hotel in the 900 block of South Fifth regarding a possible fight in progress inside one of the rooms. Officers arrived and determined that two subjects got into an argument which

escalated to a physical altercation against the victim, causing injuries. Further investigation revealed that the victim was restrained from contacting the suspect. The victim was arrested for a violation of the restraining order. The suspect was arrested for domestic violence. Both were taken into custody and transported to the MPD jail.

At 9:38 p.m., officers were dispatched to a park in the 300 block of South Myrtle regarding a group of juveniles setting off fireworks.

As officers arrived the juveniles fled the area on foot. One of the juveniles was located a short distance away. The juvenile was arrested and released to a parent with a citation.

June 29

At 12:47 a.m., an officer patrolling the area of Huntington and Mountain saw a vehicle in violation of a traffic code. A traffic stop was initiated and the driver was contacted. The driver displayed symptoms of being under the influence. A DUI investigation determined the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

At 2:43 a.m., officers were dispatched to a hotel in the 900 block of West Huntington regarding a possible fight in progress inside a room. Officers contacted the occupants and determined there was no physical fight. However, one of the persons contacted provided false

information to the officers. The subject was arrested and taken into custody.

At 10:02 a.m., an employee from a business in the 300 block of West Huntington advised someone broke into the business overnight. The suspect(s) broke a lock box on and used the key to open the door. Once inside, the suspect(s) pried the bolted safe from the wall and dragged it to the rear of the business and fled. This investigation is continuing.

At 10:45 a.m., a traffic collision was reported in the area of Mountain and Evergreen regarding a traffic collision. An investigation revealed that one of the drivers failed to stop at a red light and rear ended the vehicle in front of them. No injuries were reported.

At 11:03 a.m., officers were dispatched to a residence in the 400 block of Monrovista regarding a male and female subject involved in a physical altercation. Officers arrived and made contact with both subjects. The female subject claimed she was pushed by the male subject and pepper sprayed in the face. Prosecution was refused by the victim.

At 11:47 a.m., a noninjury traffic collision was reported in the area of California and Duarte regarding traffic collision. This investigation is continuing.

At 12:43 p.m., a commercial burglary was reported in the 1400 block of California. Officers arrived and determined barbed wire

on the property was cut and broken into. This investigation is continuing.

At 2:38 p.m., an employee from a business in the 700 block of East Huntington called to make a late theft report. This investigation is continuing.

At 10:09 p.m., an employee from a store in the 600 block of West Huntington called to report a robbery. Officers arrived and determined two suspects entered the store and were attempting to leave with merchandise and an employee approached them. One of the suspect’s brandished a firearm at the employee and fled. Officers located both suspects and a replica firearm was located. Both suspects were arrested and taken into custody.

At 11:04 p.m., officers returned to a store in the 600 block of West Huntington for further investigation of the incident above when officers were advised of separate robbery. The suspect was located outside the store. The suspect was found to be in possession of the stolen property, a concealed fixed blade and mace. The suspect was arrested and taken into custody.

At 1:39 a.m., while patrolling the 2500 block of South Myrtle an officer saw a vehicle in violation of a vehicle code. A traffic stop was conducted and the driver was contacted. The driver was found to be in possession of drug paraphernalia. He was arrested, issued a citation

and released at the scene.

At 3:14 a.m., multiple callers in the 1800 block of South Myrtle reported that a vehicle crashed into a restaurant. Officers arrived and determined the driver lost control of the vehicle and collided into a restaurant. The driver suffered minor injuries. There was no indication that the driver was under the influence.

At 10:50 a.m., an officer patrolling the area of Pomona and Myrtle saw a vehicle commit a traffic violation. A traffic stop was conducted and the driver was contacted. A computer search revealed the driver had a warrant for his arrest. He was arrested and taken into custody.

At 10:59 a.m., a traffic collision was reported in the area of Mayflower and Palm. No injuries were reported.

At 11:48 a.m., a caller in the area of Magnolia a Cherry reported a traffic collision. Officers arrived and made contact with the parties involved. One of the parties complained of pain, but refused to be transported to a hospital.

At 4:48 p.m., an employee from a store in the 1600 block of South Mountain reported a male subject who left the location may have stolen merchandise. Officers arrived and located the subject a short distance away. The subject was found to be in possession of burglary tools. A computer search revealed he was on probation for burglary. He was arrested and taken into custody.

July 1

At 2:47 a.m., a traffic collision was reported in the area of Shamrock and Evergreen. Officers arrived and discovered a single vehicle traffic collision. Officers made contact with the driver who displayed signs and symptoms of being under the influence. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

July 2

At 7:41 a.m., an employee from a business in the 400 block of West Huntington reported two suspicious females inside filling up a bag with merchandise. The employee contacted them and they yelled at the employee. One of the females began pouring rubbing alcohol over her head. Officers arrived and detained the females inside the location. A computer check revealed both females had a warrant for their arrest. They were arrested and taken into custody.

At 9:13 a.m., a caller in the 700 block of West Huntington reported property stolen from her hotel room. This investigation is continuing.

At 12:18 p.m., an employee from a business in the 100 block of West Olive reported one of their checks was fraudulently intercepted and cashed by an unknown subject. This investigation is continuing.

The engineer’s estimate for this project is in the range of $2,300,000. The successful bidder shall have ONE HUNDRED TWENTY (120) working days to complete the work. Liquidated damages shall be $500.00 per calendar day.

Homelessness

youth turns 18 or 21, all support ceases and they are left to fend for themselves.

At least 30% of former foster youth end up homeless or in jail within two years of exiting the system.

To address homelessness generally, the city "is working to confront the policies that lead to causes of homelessness within the child welfare system, the criminal justice system, the mental health and addiction treatment system, and more," according to the mayor's office.

Officials hope the new foster youth program will help continue the recent slight downtrend in homelessness. Last month with the results of the 2024 Homeless Point-In-Time Count showed a decrease in homelessness in the city of LA for the first time in six years and noteworthy reductions in street homelessness.

The Mayor’s Fund for Los Angeles is a nonprofit that connects business, philanthropy, the nonprofit sector and municipal government to address residents' most urgent needs, officials said. We Are LA, the fund's main homelessness prevention program, connects Angelenos at risk of eviction with money available to help them stay housed. We Are LA caseworkers screen and connect residents with programs they already qualify for, such as CalFresh, MediCal, child care assistance and earned tax credits.

Around 60% of the individuals and families the program has served report stable housing, with many

others still working through the process, according to the mayor's office.

The We Are LA Children and Youth program will use this same model for young people leaving foster care by pairing each young person aging out of the system with a caseworker who has experienced the foster care system first-hand, officials said. The caseworker will connect the former foster youth with available resources and help secure housing for them. The Children’s Law Center and The RightWay Foundation will help the program provide these new services.

“These young people are at risk of becoming chronically homeless, and we need to make sure they don’t,”

Conway Collis, president and CEO of the Mayor’s Fund for Los Angeles, said in a statement. “As a state, these are our children. We have to help them in the same way we help our own children and grandchildren. Services and housing for young adults leaving the system can’t wait because too many are leaving foster care right now without the help they need — almost 25 young adults per month, every month.”

Leslie Starr Heimov, executive director of the Children’s Law Center of California, said in a statement that the organization is optimistic that the new partnership "will prevent youth who are aging out of foster care from falling into homelessness; and that as they enter into adulthood — they will not only have stable housing but will

also be equipped with the skills, supportive services and resources they need to thrive, grow and become the person they dream to be at each stage of their adult life. Through ongoing resources and case management, young people will have the safety net and support we all need to be prepared for the inevitable but still unanticipated bumps in the road and curveballs that life may throw our way.”

Annissa Jimenez, a RightWay Foundation caseworker, was homeless after leaving the foster care system, spending five years without stable housing before finding assistance at the foundation.

“Leaving foster care is hard,” she said in a statement. “Being in foster care is hard, too. It doesn’t prepare you to live on your own. What we’re doing here is so important: helping young people find housing, jobs, and the other assistance they need to move into stable, healthy adult lives.”

Mercedes Jackson, a client of the National Foster Youth Institute, said in a statement, “It wasn’t until I was housed that I could finish high school‚ which was one of my first accomplishments — get a job, keep a job, and get a car. I started to feel really good about myself. It’s amazing how being housed can help all of these other areas that don’t seem connected to housing and even helps with your mental health.”

Reese is a fun guy who has been flying under the radar at Pasadena Humane for too long! This handsome three-year-old husky is ready for his time to shine. Reese was initially very nervous at the shelter and would sometimes hide in the back of his kennel. Thankfully, he has come out of his shell a bit and is now very happy to see the volunteers who take him out for exercise. He walks along by their sides, tail happily wagging as he prances along. Reese weighs about 45 pounds, so he is smaller than an average husky. He packs a lot of fun and entertainment into his petite body, though. He loves playing with toys- he will often play fetch with himself- throwing the toy into the air to chase it without needing anyone to throw it for him. He would love a quieter home as he will probably take a little time to get acclimated to the new surroundings. Once he’s made himself at home, he’s going to be the most fun dog you can imagine! Biden expected to attend Laguna Beach fundraiser July 26

President Joe Biden, who is still working to re-solidify support of Democrats following a shaky debate performance, is expected to visit Laguna Beach July 26 for a campaign fundraiser.

Details were scant, but an invitation obtained by The New York Times indicated that Biden will attend an event in Laguna Beach hosted by Getty oil heiress and frequent Democratic donor Anne Earhart and longtime political consultant and activist Janet Keller.

According to the Times, tickets will range from $1,000 to $250,000.

Biden was last in Southern California in mid-June, attending a June 15 star-studded fundraiser in downtown Los Angeles that also featured former

President Barack Obama and first lady Jill Biden. Talk show host Jimmy Kimmel moderated part of the event, which also included appearances by George Clooney, Julia Roberts, Jack Black, Sheryl Lee Ralph, Jason Bateman and Kathryn Hahn. Biden campaign officials said the event raised more than $28 million, the most at a Democratic Party fundraiser.

Twelve days after that event, however, the campaign took a hit with Biden's uneven performance in a debate with presumptive Republican presidential nominee Donald Trump. Biden's performance led to questions about his age — 81 — and ability to serve out another term.

Some have questioned whether Biden should step

aside in favor of another candidate — suggestions that Biden has spent the past week rebuffing.

Biden sent a letter to House Democrats on Monday saying it is time to put doubts about his competency behind them and coalesce behind his campaign. Biden also called into the MSNBC show "Morning Joe" to say he has no intention of leaving the race.

Orange County Supervisor Katrina Foley said she would try to attend the fundraiser.

Foley said she was pleased to see Biden "staying the course. We have to stay the course. The goal is to win the White House and we can't make a change at this point. And he's been a good president."

Section of SR-2 in Angeles National Forest reopens after storm damage repairs

ACaltrans announced Monday.

The roadway, also known as SR-2, had been closed since March of 2023 to repair extensive storm damage, according to Caltrans.

Repairs included:

-- scaling the slopes to remove loose rocks and material;

-- disposal of the slide debris;

-- reconstructing a slope drapery protection system;

-- repairing the washed-out slope;

-- replacing drainage; and

-- repairing the washed-out roadway.

According to Caltrans, the same section of SR-2 will close again in August for several days for final road work. More information is available at https://twitter.com/CaltransDist7.

Monrovia to accept applications for residential rehab grants

The application period opensMondayfor a Monrovia grant program that helps pay for residential property repairs and upgrades, officials announced Friday.

Monrovia’s Community Development Block Grant Residential Rehabilitation Program will accept applications from July 8 at 8 a.m. to July 22 at 8 a.m. The program is for low- or moderateincome residents who own single-family homes that need "essential home improvements," according to the city's announcement.

The grants provide a maximum of $20,000 per household to cover the costs of services and mate-

rials necessary to complete city-approved upgrades, according to the city's website. The grants must be used for work performed on a property's main residential unit. The number of grants awards and the program's total amount of funding were not immediately available.

The city provided a list of maximum income levels for eligible grant applicants — for a household of 1, the limit is $77,700 annually; 2 - $88,800; 3 - $99,900; 4 - $110,950; 5 - $119,850; 6 - $128,750; $137,600; and 8 - $146,500.

In deciding which applicants get the grant awards, city staff outlined priority projects that include code

corrections, "address number installations," smoke detectors, exterior weatherproofing, ADA rails and handicapped devices, repair plaster, siding and stucco, roofing repair or replacement, eliminating "conditions detrimental to public health and safety," testing and treatment of leadbased paint and/or asbestos. Optionalimprovements include water heaters, HVAC repairs, door repair or replacement, windows and screens.

ENVIRONMENTAL DETERMINATION: The project is categorically exempt from the California Environmental Quality Act (CEQA) review as a Class 1 Existing Facilities per Section 15301(e) of the CEQA Guidelines, because the project is a negligible expansion to an existing use; specifically, it is an addition to an existing structure provided that the addition will not result in an increase of more than 50 percent of the floor area of the structure before the addition, or 2,500 square feet, whichever is less, and it is a continuation of the same land use type (place of worship). Also, the project is exempt from CEQA review as a Class 3 “New Construction or Conversion of Small Structures” exemption pursuant to Section 15303 of the State CEQA Guidelines because the project involves the construction of a new outdoor open alter. A historic assessment report was submitted by the applicant (prepared Kaplan Chen Kaplan) for the property. The report concluded that the project site at 1015 N. PURSUANT to the California Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the regulations promulgated thereunder (14 Cal. Danny Feldman of Pasadena Playhouse honored for leadership in theater

The Los Angeles Times recentlylaunched "L.A. Influential" and Pasadena Playhouse Producing Artistic Director Danny Feldman was called one of "The Creators" — a group of outstanding individuals who are leaving their mark in film, art, music and more. He was listed with 14 others across all of the arts, joining an esteemed company that includes Eva Longoria, Ava DuVernay, Shonda Rhimes, Ryan Murphy, Jordan Peele, Mindy Kaling, Steven Yeun and others. In the accompanying write-up, theater critic Charles McNulty hailed him “The man who saved L.A. theater.”

“It’s a little bit of an exaggeration,” Feldman said during a phone interview. He then recalled when he was informed of the honor. “They reached out a little less than a year ago to say I’ve been selected for this influencer list, so I’ve had time to digest it. I didn’t know who else was on this and the full context exactly, but I was a little shocked.”

Feldman clarified, “I’m very pleased and grateful, but it’s really less about me than The Playhouse — I just get to be the face of it. The tribute is a sign or symbol that the work we’re doing at Pasadena Playhouse is getting noticed. This happened around the time the playhouse won the (2023) Tony for best regional theatre, which was a major achievement for us. It was an embarrassment of riches!”

“The Tony Award had a tremendous impact,” Feldman emphasized. “The Playhouse has a storied history with lots of ups and downs. The award honored the legacy and the unique history of the Pasadena Playhouse as one of the most important theaters in America. At the same time, we were recognized at a high point — when we were firing on all cylinders, when we were rising artistically.”

“Financially, we were at one of the more solid places we’ve been in our entire

history; we were finding our stride and were on the eve of an expansion,” continued Feldman. “To receive a national recognition, like a Tony Award, for our body of work and for our impact of excellence in the world of theater was overwhelming. So many of us have been working so hard for so long, to be acknowledged with a Tony Award was very fulfilling.”

In May 2025, the playhouse’s building will celebrate its centennial and programming will reflect its history.

“The Pasadena Playhouse is an iconic building and institution in our Los Angeles community as well as in the American theater," Feldman said. "That’s the theme throughout 20242025 so we’re calling it our iconic season. I was aiming for big shows that were iconic in their way — epic presentations that look like New York coming here and having a moment in our theater.”

The playhouse's historic stage will feel alive with a sizzling Martin Crimp adaptation of one of the greatest plays of all time, "Cyrano de Bergerac"; a fresh new revival of Jerry Herman and Harvey Fierstein’s Tony Award winner for best musical, "La Cage aux Folles"; and a new production of Suzan-Lori Parks’ Pulitzer Prize and Tony Award-winning classic "Topdog/Underdog" — one of the best new American plays written in the last 25 years, as Feldman asserted.

“We’ll have special musical performances with the Civic Auditorium for two consecutive weekends of concerts featuring two of the most enduring musicals of all time: Anything Goes in Concert, starring Jinkx Monsoon as Reno Sweeney and Follies, an encore to our recent Sondheim celebration,” Feldman added. “It’s a robust slate of shows that are sort of the greatest hits in a way, to honor our extraordinary achievement of having one of the oldest operating theaters in America. These

special theatrical events will expand our initiative exploring classic American musicals with our community. ”

According to Feldman, musicals are rarely performed by nonprofit theaters because they’re cost prohibitive. While the Pasadena Playhouse had staged musicals in the past, in 2019 he launched the American Musical Project — a bold and financially risky move.

He disclosed the reasoning behind the expensive venture: “We feel that it’s important because musical theater is one of our contributions to the world. And we realize there’s a danger that the next generation and the generation after may not be able to experience these shows the way they’re intended in a 650-seat theater in our community. We started with ‘Ragtime,’ ‘Little Shop of Horrors,’ and, of course, our Sondheim celebration. ‘Jelly’s Last Jam’ closing this week is the latest. We’re really showing folks our commitment and dedication to the American musical. We do them quite well, I have to say. People are really enjoying the artists and responding to them.”

Watching Broadway musicals at The Playhouse is a singularly unique experience. Feldman explained, “We love Broadway tours! It’s wonderful that our community gets to see these great shows from New York when they come to the Ahmanson or the Pantages. But those shows were created for a commercial purpose for Broadway and they go on tour with mainly New York performers. We do something very different at Pasadena Playhouse – we start with a blank page. I put together a team and they make the show from scratch. ‘Jelly’s Last Jam’ has over a hundred local employees working on it; the scale of it is pretty fantastic. I think they’re so successful artistically because of the group of hardworking people who are making it just for the

Playhouse.”

Not surprisingly, the back-to-back accolades of the playhouse’s best regional theatre Tony Award and Feldman being named the man who kept LA theater alive have put pressure on Feldman. “I try not to think about that,” he quipped. “But, of course I feel a lot of pressure from my daily job — I’m in a very privileged position of running a very important theater in American history and our community. We’ve got to keep raising the bar with every decision we make, every show we decide to put on. Pasadena Playhouse is on the forefront of the American theater, which means there are a lot of eyes on all the things we do. But it’s always been that way.”

“We take the responsibility of being the state theater of California very seriously,” Feldman emphasized. “And I think you see that in the quality of our work. I’m assembling teams of some of the top theater-makers in America, whether they’re the most experienced — Alfred Molina is on our board and performs on our stage often — or the most exciting new talent. But regardless, these are some of the hardest-working and talented people in theater coming to create extraordinary theater. We operate with the thought that if we

don’t get this right it may be our last. Maybe that’s not true now but it used to be true, and that’s what drives us. So while these accolades are great and we feel deeply proud and honored by them, we have a lot more to do.”

Feldman expounded, “We have a big vision for Pasadena Playhouse; we’re setting the theater up for now as well as in the next hundred years. Today we have the luxury of not just thinking about the next show, but about where the American theater is going — how do we lead the way on that — and what it will look like two or three decades from now.”

To that end, he playhouse will present The Next Stage Immersive Summit 2025 in January in partnership with The Immersive Experience Institute, the main service organization for immersive theater artists. The premiere gathering of creators of immersive art and entertainment will draw international guests from the fields of performing arts, themed entertainment, XR and gaming. This is the largest gathering of its kind in the world.

“This year we expanded our audience in a dramatic way with the inauguration of a major youth and family ecosystem — classes and professional shows for kids," Feldman explained. "Keep your eye out on that programming because that’s

only going to grow in the future. Theater education is core to who we are. The school at the Pasadena Playhouse was built in the 1920s and by the 1930s the College of Dramatic Arts was one of the top schools in America."

The public’s involvement is crucial to the realization of Feldman’s ambitious plans. He exhorted, “The lifeblood of our theater is the people in the community and we urge folks to become members — you get to come along for the whole ride, you get to see all the shows. I think the folks who have been coming recently feel the new energy at The Playhouse and they understand that. But for those who may think it’s not for them or haven’t been here in a while, we encourage you to come take a look at us, come check out the shows, come look at our education program — we’ve really become a force in the world of theater.”

Feldman will mark eight years of stewardship of the Pasadena Playhouse this fall. He took over as producing artistic director when the venerable institution was at its nadir financially and was struggling to get traction in the community. That he even took on such a daunting challenge is remarkable enough. That he then led the way in turning its fortunes around and flourishing during these particularly trying times for American theater is an astounding feat.

Perez appointed chair of BurbankGlendale-Pasadena housing trust

Burbank Vice Mayor Nikki Perez has been appointed as the chair of the Burbank-GlendalePasadena Regional Housing Trust, the city announced this week.

The trust provides funding for housing initiatives for families with extremely low to moderate incomes and also homeless individuals, according to the city's announcement. The BGPRHT was established under state legislation authored by Sen. Anthony Portantino in 2022 to address housing insecurity within the Burbank-Glendale-Pasadena region by providing sustainable and supportive housing for the area's most vulnerable residents.

“I'm honored to be elected Chair of the Burbank-Glendale-Pasadena Housing Trust by my colleagues, and I look forward to the opportunity to serve our city and region,” Perez said in a statement.

“Our residents have made it clear that they want decisive action on the housing crisis.

The $3.45 million grant we secured for the development of the Homeless Solu-

tions Center in Burbank, is the first step in providing services that meet the needs of our unhoused population and a shining example of how through combining our resources we can making meaningful change and deliver results for our community.”

At a meeting in May, the BGPRHT Board of Directors approved the $3.45 million in grant funding to develop

a multipurpose facility to address homelessness and connect people with services.

"This milestone award supports the City of Burbank’s Five-year Homelessness Plan and fills a critical gap for interim and transitional housing," officials said.

LA County health department issues warning for 14 area beaches

Citing high bacteria levels, the Los Angeles County Department of Public Health on Monday warned residents to avoid swimming, surfing or playing in ocean waters at 14 area beaches.

The department's warning covers:

-- Topanga Canyon Beach in Malibu, 100 yards up and down the coast from the lagoon;

-- Mothers Beach in Marina Del Rey, entire swim area;

-- Malibu Lagoon at Surfrider Beach, 100 yards up and down the coast from the public restrooms;

-- Santa Monica pier, 100 yards up and down the coast from the pier;

-- Trancas Creek at Zuma Beach, 100 yards up and down the coast from the creek;

-- Inner Cabrillo Beach in San Pedro, entire swim area;

-- Escondido Creek at Escondido State Beach, entire swim area;

-- Walnut Creek at Paradise Cove, entire swim area;

-- Solstice Creek at Dan Blocker County Beach, entire swim area;

-- Marie Canyon Storm

Drain at Puerco Beach, 100 yards up and down the coast from the public access steps;

-- Sweetwater Canyon storm drain at Carbon Canyon Beach, entire swim area;

-- Castlerock storm drain at Topanga County Beach, entire swim area;

-- Ramirez Creek at Paradise Cove, 100 yards up and down the coast from the Paradise Cove pier; and

-- Las Flores Creek at Las Flores State Beach, entire swim area.

The department said those 14 locations were found to have bacterial levels

exceeding health standards when last tested.

Meanwhile, warnings were lifted for Santa Monica Canyon Creek at Will Rogers State beach, near Will Rogers Tower 18, and Malibu Pier. The health department said recent samples at those locations identified water quality levels within state standards. Information on beach conditions is available 24 hours a day on the county's beach closure hotline at 800-525-5662. involve significant infrastructure, and "I don't see how we pay for that."

"I just don't see how it's cost-neutral," she said.

But Horvath insisted there could be reallocations of funding from other areas to cover any additional costs.

"There are a lot of places within the current county governance structure that we could get some of the resources to fund it," she said.

Horvath and Hahn stressed that the proposal focuses on representation, efficiency and transparency in the governance structure for about 10 million resi-

dents of the county.

According to the motion by Horvath and Hahn, when the County Charter was adopted by the voters in 1912, the population was a little over 500,000, but the county now has 10 million residents and encompasses 88 incorporated cities within its border.

"As a result, Los Angeles County residents suffer deficits of representation and accountability," according to the motion. "Each of the five-person Board of Supervisors, elected directly by voters, represents approximately 2 million constituents."

The proposal also calls

for a commission that would review the county Charter every 10 years, annual open departmental budget hearings and creation of a task force to oversee the implementations of the changes.

In a statement outlining the proposals last week, Horvath and Hahn noted, "We can no longer let a dated bureaucracy prevent us from more effectively addressing our homelessness crisis, making real progress on justice reform, or actualizing a government where Angelenos can meaningfully be at the decision-making table."

In February of 2023, the

board approved a motion by Mitchell and Horvath calling for a sweeping study of county governance, including a call for recommendations to improve public participation and representation of residents, possibly by expanding the size of the Board of Supervisors.

The concept of expanding the board has surfaced repeatedly over the years -- as far back as 1926 -- but it has never gained traction. Voters have rejected the idea on eight different occasions.

But Hahn said she expects a more favorable reception from voters this time.

"We've talked to voters and they overwhelmingly support expanding the board in this moment," she said.

Under the timeline proposed by the motion, the county CEO would become an elected position and a County Legislative Analyst and Director of Budget would be established by 2028, with board expansion planned for 2032.

In a related action Tuesday, the board approved a motion by Mitchell requesting a report within a week on the board's authority to create committees that could review motions

and letters before they are placed on the agenda of the full Board of Supervisors. Mitchell noted that motions proposing legislation can currently be placed directly on the supervisors' agenda without a system of prior vetting or analysis that typically occurs with bills in Sacramento or in various other city or county governments. Mitchell's motion asked that the report include identification of any legal limitations on how many members of the board could sit on each committee and any legal limitations on the subject matter that could be considered by them.
