The Board of Supervisors Tuesday approved a series of increases to fees for permits issued by the Riverside County Department of Environmental Health, whose chief said the higher rates are not inflation-driven but necessary to keep the agency self-sustaining.
"This is a request to keep the department whole and out of the General Fund,"
agency Director Jeff Johnson told the board. "We previously used the consumer price index for calculations, but we're now relying on a (cost assessment) model. We've managed some efficiencies, and that's reflected in our keeping costs low."
"We have the same number of staff, and we've been static for years now," he said. "The costs for us to operate in different industries are going up."
The permit and inspection fees that will be increased for fiscal year
Johnson noted that the department did not seek any fee adjustments for the current fiscal year and sought to offset expenses that have grown beyond what the agency can absorb going forward.
Riverside County Fire Department firefighters battled a pair of brush fires that burned a total of 13 acres in San Jacinto on Sunday.
The two fires were reported at 1:55 p.m. Sunday near the intersection of Soboba and Lake Park Roads, where they were burning in close proximity and at a moderate rate, the fire department announced.
The forward progress of the fires was stopped around 4:30 p.m.
No evacuations or injuries were reported.
The cause of the fire was not immediately known.
Firefighters predicted being on scene for an additional six hours for mop up.
Blaze along Santa Ana River bottom in Jurupa Valley burns 18 acres
Firefighters Sunday continued investigating the cause of an 18-acre brush fire along the Santa Ana River bottom in Jurupa Valley.
The blaze was reported at 1:40 p.m. Friday in the area of Limonite Avenue and Bain Street, on the north side of the river bottom, according to the Riverside County Fire Department.
Firefighters were able to extinguish the fire by 6:15 p.m. Saturday, with multiple engine crews from the county and city of Riverside and Cal Fire water-dropping helicopters summoned to assist ground personnel.
No injuries were reported, and no structures were threatened.
Homeless encampments are spread throughout the river bottom, and warming, cooking and debris fires are common year-round.
Brush fire on north end of Anza fully contained A brush fire that erupted on the north end of Anza at the foot of the San Bernardino National Forest was declared 100% contained Friday evening after burning 32 acres.
The non-injury "Howard Fire" was reported at 12:12 p.m. May 30 in the area of Howard and Old Ranch roads, two miles north of Highway 371, according to the Riverside County Fire Department.
Multiple engine and hand crews from Riverside County, the U.S. Forest Service and Hemet Fire Department were sent to the location and encountered flames moving at a moderate rate to the north with multiple structures threatened, officials said.
At the height of the blaze, a total of 122 firefighters were at the location, supported by four Cal Fire air tankers and two waterdropping helicopters, which made a series of runs that significantly slowed the fire's progress, enabling crews to begin digging containment lines.
The flames damaged two single-wide trailers, two cars and one outbuilding, but no one was displaced by the fire, officials said.
The fire's forward rate of spread was stopped at
2:15 p.m. May 30, and all air tankers returned to their bases. The choppers departed the area by nightfall May 30.
Fire personnel continued working to tighten up gaps and strengthen containment lines through the overnight hours, with containment increasing to 60% by 8 a.m. Friday.
The cause of the fire was under investigation.
Brush fire in Anza scorches three acres, destroys structure
A brush fire that erupted Friday on the north end of Anza — less than a mile from where another blaze broke out a day prior — scorched three acres and destroyed an outbuilding before crews contained it.
The noninjury blaze was reported at 11:07 a.m. Friday in the area of Cave Rock Road and Windy Hill Lane, just east of the Cahuilla Indian Reservation, according to the Riverside County Fire Department.
The agency said multiple crews were pulled away from the 32-acre "Howard Fire" burning to the northeast to battle the new brusher, which was initially moving at a moderate rate to the north amid 10 mph winds.
An outbuilding, possibly functioning as an indoor marijuana grow, was consumed before firefighters could deploy to establish a defensive perimeter, according to reports from the scene.
Two Cal Fire air tankers and two water-dropping helicopters initiated a series of runs on the blaze about 11:35 a.m., preventing it from jumping roads and enabling firefighters to begin digging containment lines.
The fire's forward rate of spread was stopped at 12:30 p.m., and air operations ceased as crews fortified containment lines. The blaze was declared under control shortly after 3 p.m.
The cause of the fire was under investigation.
Road closed after tamarisk tree catches fire in Thermal
Officials are working on a brush fire Friday that caused a road closure in Thermal.
The brush fire was first reported at 2:04 p.m. Friday near the intersection of Avenue 58 and Grapefruit Boulevard, according to California Highway Patrol records. Riverside County Fire Department public information officer Karina Spinoza told City News Service that a tamarisk tree was at the center of the blaze, affecting an approximately quarter-acre area.
A battalion chief, bulldozer, water tender and five engines were on the scene, according to Spinoza. CHP records showed that firefighters requested the road closure about 25 minutes after the initial report.
The cause of the fire is still under investigation. No injuries were reported as of 2:30 p.m.

General Rob Bonta on Friday warned Californians against scams that use artificial intelligence or “deepfakes” to impersonate government officials, distressed family members or other trusted figures.
Emerging technology such as AI and deepfake video or voice manipulation enables scammers to more easily create sophisticated impersonations and as a result make more convincing requests for money or personal information, according to the Attorney General's Office.
"Scammers can use information available on the internet, including images and audio from social media, to convince people that the voice on the other end of the call is someone they can trust," according to the AG's announcement.
Criminals can duplicate an individual’s voice with AI technology that uses audio clips from social media accounts and can refer to personal information about the fraud victim obtained on the internet, officials said. These factors make the scam appear credible.
“Scammers are often quite literally in our pockets, just a phone call, social media message, or text away,” Bonta said in a statement. “AI and other novel and evolving technologies can make scams harder to spot. Knowing what to look for is an important way to keep consumers safe against these
tactics. I urge Californians to take practical steps to guard against being victimized by scammers, including talking to friends and family who may be unaware of these dangers.”
One recent scam targets parents by sending AI voice impersonations of their child begging for help, according to the AG's Office.
"Recent reports have included parents receiving a phone call using the cloned voice of their child claiming to have been badly injured in a car accident or in need of money to pay bail," officials said. "Grandparents are often the target of scams claiming that their grandchild is in trouble and in need of money. In 2023, the FBI received victim complaints regarding grandparent scams that resulted in nearly $1.9 million in losses."
Scammers often target consumers' mobile phones. In 2023, robocalls and robotexts resulted in more than $1.2 billion in reported losses nationwide, officials reported. Scammers' smartphone targeting also gives them access to potential victims' email, social media and the internet presence.
"These phone-based scams are designed to steal money, identities, or passwords, or urgently demand payment through cash or gift cards," according to Bonta's office. "Scams can result in significant financial losses, ruined credit scores, and impacted security clearance for service members and
others."
While younger adults reported losing money to fraud more often in 2023 than older adults, older adults who lose money tend to lose larger amounts, state officials said. In 2022, American adults 60 and over lost $1.6 billion to scams, the U.S. Federal Trade Commission reported.
Imposter scams were the most commonly reported fraud in 2023, according to the FTC.
"These imposter scams often involve a bad actor pretending to be a bank’s fraud department, the government, a well-known business, a technical support expert, or a distressed relative, such as a kidnapped child," state officials said. "Other common phonebased scams include calls related to medical needs and prescriptions, debt reduction, utilities, bank fraud warnings, warranties, or IRS notices."
AI-generated scams can also spread political misinformation. In January residents of New Hampshire received robocalls that allegedly used AI to impersonate the president and discourage voters from participating in the New Hampshire primary, state officials pointed out.
Bonta's office suggested these measures of protection from phone-based scams:
- Develop family code words: Develop simple ways of verifying if a family member truly is in trouble before responding to phone
calls for financial help or sharing personal information. Talk with family about designating “safe words” or asking a question that only that person would know the answer to. When creating a question, be mindful that scammers might have access to information from social media and other online sources.
- Minimize personal audio/video content on social media accounts: Consider removing personal phone numbers and audio and video clips from your and your children’s social media profiles. AI scammers can use these clips to create clone voices and videos of loved ones.
- Check privacy settings: Strengthen privacy settings on social media so
that strangers don’t know facts about your life and your current whereabouts, including whether you or a family member is out of town.
- Don’t answer the phone: Let phone calls from unfamiliar numbers go to voicemail. They often are illegal robocalls.
- Don’t trust caller ID: Phone numbers can be “spoofed” to look like a familiar number from friends, family, a school district, or a government agency. Don’t assume the caller ID is accurate and be wary if anything seems different about the caller or if they ask for financial or personal information.
Hang up the phone: If you suspect a scam call,
immediately hang up. Don’t automatically trust automated messages: often pressing “1” to indicate you don’t want to receive future calls just notifies bad actors that they should continue calling this active phone number.
- Take advantage of call-blocking technology: Many cellular providers offer enhanced call-blocking technology that can assist in preventing robocalls from reaching you.
- Don’t click on suspicious links: Scammers will try to get you to click on links that are sent to you in texts, emails, or social media. Text messaging is particularly dangerous because you might hurriedly click on a link and begin entering a

RTA is making it easier than ever to ride the bus, thanks to several fare promotions that offer either free or 25-cent rides all summer long. Exploratory boring for Skyline Trail Access Bridge Tuesday
The City of Corona will perform some exploratory boring for a future project – the Skyline Trail Access Bridge. This project will improve access to Skyline Trail by installing a pedestrian bridge from Skyline Drive across the creek to the trail. Skyline Drive will be closed on Tuesday, June 11. Work will begin at 8 a.m. The guard rail will be removed temporarily for access. A drill rig will arrive on site and drill exploratory holes on both the north and south side of Hagador Creek. Work is expected to last all day. Any holes will be filled in and the guard rail will be reinstalled at the end of the day.

The Summer Meal Program is funded by the USDA and provides healthy meals to youth 18 and younger when school is not in session. There is no paperwork, enrollment or income qualifications required. Summer Concert Series returning to San Bernardino’s Historic Roosevelt Bowl
The City of San Bernardino Parks, Recreation and Community Services Department is bringing back its popular “Sizzlin’ Summer Nights” Concert Series at Perris Hill Park’s Historic Roosevelt Bowl for eight Thursday nights starting June 6 and running through Aug. 1. Now in its third year, the free series will feature music, food, artesian vendors, and activities. Perris Hill Park’s Roosevelt Bowl is located at 1003 East Highland Avenue in San Bernardino. At 12:48 p.m., an employee from a business in the 3300 block of South Peck reported their business and was recovered in Whittier. This investigation is continuing.
At 1:30 p.m., officers responded to the area of Myrtle and Olive regarding a traffic collision. Officers arrived and located three vehicles involved in the collision. No injuries were reported.
At 9:46 p.m., an officer witnessed a bicyclist commit a vehicle code violation in the area of Mountain and Evergreen. The officer conducted a traffic stop on the bicyclist and the suspect fled. The suspect and his bicycle were located a short distance away and taken into custody. A search revealed he was in possession of drug paraphernalia. He was arrested and taken into custody.
At 1:03 a.m., while patrolling the 300 block of South Myrtle an officer saw a subject in a park after hours, in violation of a municipal code. The subject was arrested and taken into custody.

At 8:55 p.m., a victim in a hotel in the 900 block of South Fifth reported that he was in an argument with an acquaintance when the acquaintance pulled out a knife and made threatening movements and comments. Officers searched the area for the suspect but did not locate him. This investigation is continuing.
May 25
At 12:48 a.m., officers patrolling the 1600 block of South Myrtle saw a subject in a park after hours. Officers made contact with the subject. An investigation revealed he was in possession of drug paraphernalia. He was arrested and taken into custody.
At 2:16 p.m. a caller in
the 900 block of West Huntington to report domestic violence. Officers arrived and made contact with the victim. The suspect was gone prior to officers’ arrival. This investigation is continuing.
At 2:29 p.m., an employee from a business in the 500 block of West Huntington called to report that two subjects stole merchandise and fled in a vehicle. Officers arrived and located the vehicle a short distance away. A traffic stop was conducted and the subjects were apprehended. The suspects were arrested and taken into custody.
At 11:10 p.m., an officer patrolling the 900 block of West Huntington saw two bicyclists in violation of a vehicle code. The officer conducted a traffic stop on both subjects. An investigation revealed that both subjects were in possession of drug paraphernalia. They were arrested, cited and released at the scene.

At 2:06 p.m. a caller in the area of Chestnut and Alta Vista reported a subject standing in the street and chasing cars. Officers arrived and made contact with the subject. An investigation determined that the subject was a danger to himself. He was transported to a medical facility for a mental evaluation.
At 4:22 p.m., a resident in the 600 block of West Foothill reported her daughter was in her home, in violation of a valid restraining order. Officers arrived and located the daughter. The daughter reported a medical concern and was transported to a hospital for treatment. This investigation is continuing.
At 5:28 p.m. the property manager of an apartment complex in the 800 block of West Foothill called to report two storage units were broken into. This investigation is continuing.
May 27
At 12:55 a.m., a caller in the 700 block of West
Huntington reported a traffic collision. Officers arrived and made contact with the driver at fault. One of the drivers and several passengers complained of pain and they were transported to a hospital for treatment.
At 1:41 a.m., an officer was patrolling the 1500 block of South Myrtle when he saw a motorist commit a driving violation. The officer conducted a traffic stop and made contact with the driver who displayed symptoms of being under the influence. A DUI investigation determined he was under the influence. He was arrested and taken into custody.
At 10:48 p.m., while patrolling the 700 block of East Lemon an officer saw a subject in a park after hours. The officer made contact with the subject. The suspect was arrested and taken into custody.
May 19
At 5:23 p.m., officers responded to a residence in the 2500 block of South Santa Anita Avenue regarding the report of a burglary. The unknown suspect(s) forced entry to the home by prying the front door causing an audible alarm to sound. No property appeared to be taken. A witness saw a black sedan parked in the driveway during the time the burglary occurred.
At 6:15 p.m., officers responded to a warehouse in the 11800 block of Goldring Road regarding a burglary report. Unknown suspect(s) entered the building by forcing open a locked box housing the key. Once inside, the suspect(s) stole camera equipment, keys, and numerous credit cards.
At 8:17 p.m., officers responded to Macy’s, 400 S. Baldwin Ave., regarding a shoplifting report. A loss prevention officer observed the suspect steal a duffle bag from the store and fill it with over $1,000 worth of stolen clothing. The loss prevention officer contacted the suspect and detained
him until police officers arrived. The 49-year-old male from El Monte was arrested and transported to the Arcadia City Jail for booking.
May 20
At 8:29 a.m., an officer responded to Licha Construction Inc., 124 N. First Ave., regarding a grand theft report. Surveillance footage revealed the suspect approached the business monument sign at 1:10 a.m. The suspect was seen stealing the spotlights in front of the sign and placing them inside his bags.
At 7:04 p.m., officers responded to a residence in the 600 block of West Lemon Avenue regarding a burglary report. Unknown suspect(s) entered the home by forcing entry through the basement door. The suspect(s) ransacked multiple rooms, stealing a backpack, Chinese currency, and jewelry.
May 21
At 7:22 p.m., an officer responded to the parking lot of 1108 S. Baldwin Ave. re-
garding a vehicle burglary that had occurred. The unknown suspect smashed the rear passenger side window and stole an Adidas backpack, knee pads, and a pair of red and gray Nike shoes.
May 22
At 11:30 a.m., an officer responded to the food court of The Shops at Santa Anita, 400 S. Baldwin Ave., regarding a grand theft report. The victim parked her electric wheelchair outside of the restroom. The victim exited the restroom to find her wheelchair had been stolen.
May 23
At 12:21 a.m., officers responded to a parking lot in the 100 block of North Santa Anita Avenue regarding a carjacking that had just occurred. The victim was sitting in his car when the suspect entered the passenger side of his car and removed the victim’s keys from the ignition. The victim stepped out of his car to confront the suspect and the suspect pushed the victim away from the car and produced a knife threatening to kill him. The victim ran for help and the suspect fled the scene in the victim’s car. An investigation conducted by Arcadia Police Detectives and the PACE Team with the assistance of Murrieta Police, resulted in the arrest of the suspect. The 34-year-old male from Anaheim was arrested and transported to the Arcadia City Jail for booking.
At 4:39 p.m., an officer responded to the east parking lot of the Arcadia Police Department regarding a report of suspicious circumstances. The reporting party informed the officer that she was leaving her bank after withdrawing cash when a woman knocked on her window and told her she dropped something. The reporting party did not believe the woman and drove off. The woman entered the passenger side of a white SUV that followed the reporting party until she entered the parking lot of the police department.

Lastly, I end on a sad note. A family in our community is suffering a tragic loss. The Gandara
family is grieving the sudden and senseless death of Nicolas Gandara. Nic was the victim of a shooting that is still under investigation. Thus far, the reports state that Nic was trying to keep the peace between two homeless men that were arguing. Nic tried to calm the situation down and then gunshots

Shohei Ohtani's former interpreterpleaded
guilty Tuesday in Santa Ana federal court to charges of stealing nearly $17 million from the Dodger slugger's bank account to pay off illegal gambling debts.
Ippei Mizuhara, 39, pleaded guilty to one federal count each of bank fraud and subscribing to a false tax return. The bank fraud charge carries a possible prison term of up to 30 years, while the tax charge carries up to three years in federal prison.
"I worked for (Ohtani) and I had access to his accounts," Mizuhara said during the hearing as he entered his plea. "I fell into gambling debt and the only way I could think of was to access his money. I wired money for my gambling debt from his account."
U.S. District Judge John Holcomb scheduled sentencing for Oct. 25.
Mizuhara surrendered to federal authorities on April 12 and was released on $25,000 bond.
When the criminal case was announced, U.S. Attorney Martin Estrada said Mizuhara had an "insatiable appetite" for illegal sports
betting, which landed him millions of dollars in debt to a bookmaker and led him to transfer money out of Ohtani's bank account without the slugger's knowledge.
Mizuhara worked as an interpreter for Ohtani since the slugger joined the Angels organization six years ago. In that capacity, he helped Ohtani set up a bank account in Arizona, which eventually became the source of wire transfers to the illegal gambling operation, Estrada said.
Estrada stressed that Ohtani was a victim in the case and had no knowledge of Mizuhara's actions.
According to Estrada, Mizuhara also allegedly lied to bank officials, and was captured on tape-recorded calls impersonating Ohtani to "convince the bank to approve large wire transfers of large amounts of money to the bookmakers."
Estrada said Mizuhara acted "to plunder" Ohtani's bank account to satisfy his "insatiable appetite for illegal sports betting," and he "committed fraud on a massive scale."
According to an affidavit filed in federal court by
Internal Revenue Service Criminal Investigations special agent Chris Seymour, records obtained from a source within the illegal gambling operation showed that between December 2021 and January 2024, about 19,000 wagers were attributed to Mizuhara, averaging roughly 25 per day and ranging in amounts from about $10 to $160,000.
During that period, the records showed Mizuhara had winning bets worth nearly $142.3 million, and losing bets of $182.9 million, leaving him with a roughly $40.7 million deficit.
Seymour wrote in the document that Mizuhara was acting as a "de facto manager" for Ohtani, and he began placing bets with the illegal gambling operation in late 2021. At about that time, bank records showed that the contact information on the Arizona bank account, which was opened in March 2018, was changed to a phone number and email linked to Mizuhara.
The Dodgers fired Mizuhara earlier this year when news of the criminal investigation broke.
Following Mizuhara's guilty plea Tuesday, the team
issued a statement saying, "With today's plea in the criminal proceedings against Ippei Mizuhara and the conclusion of both federal and MLB investigations, the Dodgers are pleased that Shohei and the team can put this entire matter behind them and move forward in pursuit of a World Series title."
At a Dodger Stadium news conference when news of the investigation broke, Ohtani denied any knowledge of Mizuhara's actions. He also vehemently denied that he was involved in any gambling activity.
"I never bet on baseball
or any other sports or never have asked somebody to bet on my behalf," he insisted.
Ohtani said Mizuhara "has been stealing money from my account and has told lies."
Estrada said none of the illegal bets allegedly placed by Mizuhara were on baseball games.
According to various reports, wire transfers were made from Ohtani's bank account to an illegal bookmaking operation allegedly run by Orange County resident Mathew Bowyer, who is under federal investigation.

Rubio’s Coastal Grill, thefast-casual Mexican restaurant chain, unexpectedly shuttered 48 of its California locations on Friday, attributing the decision to the escalating costs of conducting business. The closures, impacting employees who according to social media posts received no prior notice, come on the heels of California's new $20-anhour minimum wage law for fast-food workers, which took effect two months ago.

Monday by media strategy firm Sitrick and Co., Rubio’s said the closures followed a “thorough review of its operations and the current business climate.” The Carlsbad-based chain, while refraining from elaborating on specific reasons, emphasized that the move is part of a strategic initiative to secure long-term success.
“While painful, the store closures are a necessary step in our strategic long-term plan to position Rubio’s for success for years to come,” the statement read.
Rubio’s, established in 1983 by Ralph Rubio as a small walk-up stand in San Diego, has faced its share of financial struggles in recent years. The pandemic significantly disrupted its operations, prompting the chain, which was acquired by private equity firm Mill Road for $91 million in 2010, to file for bankruptcy protection in 2020. The restructuring process following the bankruptcy saw the company sharply reducing its number of locations.
The abrupt nature of the latest closures has left many workers in distress, some recounting the sudden loss of their jobs over social media. Reports indicate that employees were informed of the shutdowns via phone calls over the weekend, with no advance warning. The total number of workers affected has not been disclosed.
Despite the closures, Rubio’s continues to operate 86 locations across California, Arizona, and Nevada.

San Bernardino's unfortunate leap to third place
is attributed to its top rankings in overall pollution and consumer dissatisfaction regarding city cleanliness. The presence of a large number of warehouses east of Los Angeles contributes significantly to these high pollution levels in Riverside and San Bernardino. Additionally, Inland Empire cities such as Ontario, Riverside, Fontana, and Rancho Cucamonga were noted for having the worst air pollution in the study. While the top two spots in the study were taken by cities further east in Texas and New Jersey, the heavy
pollution and low consumer satisfaction in Southern California have made it a prominent feature in the report. The American Lung Association's State of the Air Report corroborates these findings, highlighting San Bernardino and Riverside for their poor air quality.

Spotify has announced its second price hike in less than a year for its Premium subscription plans. While the company has not provided explicit reasons for the price hike. Spotify's newsroom post states, "So that we can continue to invest in and innovate on our product features and bring users the best experience, we occasionally update our prices." Bloomberg had previously suggested that the increase could be related to the cost of providing audiobooks, a feature added to Spotify Premium last year, which
allows users up to 15 hours of audiobook listening per month.
The new prices have already taken effect for new users and will be applicable to existing subscribers starting next month. The individual plan has increased to $12 per month from $11, the Duo plan is up to $17 a month from $15, and the family plan has jumped to $20 per month from $17. The student plan, however, remains unchanged at $6 per month.
This development makes Spotify Premium one of the more expensive music
streaming services available. For comparison, other popular platforms such as Apple Music, YouTube Music, Tidal, and Amazon Music Unlimited begin at $11 a month for their paid tiers. One major disadvantage for Spotify is that its competitors support hi-res audio, while Spotify's HiFi feature, announced in 2021, has yet to be released.

The Los Angeles Rams are adjusting to new players and new rules every day in spring practices at California Lutheran University in Thousand Oaks.
The Rams top two draft picks were defensive players from Florida State. They are expected to make significant contributions after All-Pro defensive tackle Aaron Donald, a three-time NFL Defensive Player of the Year, retired in the offseason.
Jared Verse was selected by the Rams in the first round. Braden Fiske was selected in the second round. Rams coaches have high expectations for both and they are expected to contribute to the pass rush and solidify the defense against opposing teams' running games.
In addition to installing new defensive players into the Rams system, the NFL is introducing new kickoff rules this season. The Rams have two rookie kickers in spring practices, one who played at Saugus High School in Santa Clarita and at College of the Canyons in Valencia.
The Rams are taking a second look at Tanner Brown, who finished his college career at Oklahoma State. He was with the team through spring practices and the
preseason last year, but was cut before the season started.
He is competing with rookie Joshua Karty, who the Rams selected in the sixth round out of Stanford in the draft.
Both kickers are not only working on making field goals and extra points on a consistent basis, but learning the new kickoff rules in the NFL. The new rules are supposed to eliminate automatic touchbacks and create more action on kickoffs. The receiving teams are supposed to return every kick and the kicking team will be penalized for kicking off into the end zone or out of bounds.
Rams coach Sean McVay said the rookies on the team are learning the new rules and learning how to adjust to their new teammates and coaches.
"We're throwing a bunch of information at these rookies, some of these rookies that we're looking at to be big time contributors," McVay said at practice Tuesday. "They got to be able to earn those roles, but you continue to be able to educate them. We try to give them a good guidance. If we got to pull them back, if that's the biggest problem, we'll take that."
Fiske is one of those players McVay expects to
International Bird Rescue on Wednesday released back into the wild the first Southern California group of rehabilitated Brown Pelicans that were among more than 350 starving or injured seabirds found off California waters since mid-April. The organization has not confirmed what is causing this crisis in the pelicans' population, and an investigation is ongoing by the California Department of Fish and Wildlife.
International Bird Rescue is asking for the public's help
make contributions. He is part of what McVay calls a deep defensive line, and Fiske said he likes the pace of practice and is making the most of his chances.
"That's the best thing about practice, it moves fast and you get things done," Fiske said. "You got to make the most of your reps you get because they're limited. It moves fast, but you just got to pick up and keep going."
Fiske and Verse were teammates in college at Florida State. Verse played outside linebacker, but one of his strengths is the ability to rush the quarterback. McVay likes the progress the new defensive players are making but he sees room for improvement.
"I think we've had two really good days. We still have too many things on both sides of the ball we need to clean up before the snap," McVay said. "We don't want to beat ourselves. They have the right kind of energy."
The kickers are competing in a different way. The coaches are adjusting to the new kickoff rules and the kickers are learning how to make changes to the strategies the coaches want to execute. The new rules are still are work in progress, and
it adds to the challenge.
"That's really what we're looking for developing some basic fundamentals, working through some concepts and some schemes," Rams special teams coordinator Chase Blackburn said.
"There are so many intricacies to the rules. There are some things that aren't even set yet. There will be some maneuverability for us. We'll figure it out."
Brown, who played three
preseason games for the Rams last year, is looking for ways to improve his skills.
Accuracy and consistency is not only a factor on field goals and extra points now, it is a skill kickers need on kickoffs too. Brown said he is trying to focus on his abilities and not about how the new rules will affect the league.
"I'm just trying to stay myself, not worry about anyone else," Brown said.
"I just gotta make my kicks,

Bids shall be received in the place identified above and shall be
opened and publicly read aloud at the above-stated time and place.
Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code and be licensed to perform the work called for in the Contract Documents. The successful bidder must possess a valid and active Class B & C-13 Fencing Contractor License (Both Licenses are required) at the time of bid and throughout the duration of this Contract. The Contractor’s California State License number shall be clearly stated on the bidder’s proposal.
Subcontractors shall be licensed pursuant to California law for the trades necessary to perform the Work called for in the Contract Documents.
Each bid must strictly conform with and be responsive to the Contract Documents as defined in the General Conditions.
The District reserves the right to award or reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
Each bidder shall submit with its bid — on the form furnished with the Contract Documents — a list of the designated subcontractors on this Project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code section 4100 et seq.
In accordance with California Public Contract Code section 22300, the District will permit the substitution of securities for any money withheld by the District to ensure performance under the Contract. At the request and expense of the Contractor, securities equivalent to the amount withheld shall be deposited with the District or with a state or federally chartered bank as the escrow agent, who shall then pay such money to the Contractor. Upon satisfactory completion of the Contract, the securities shall be returned to the Contractor.
Each bidder’s bid must be accompanied by one of the following forms of bidder’s security: (1) cash; (2) a cashier’s check made payable to the District; (3) a certified check made payable to the District; or (4) a bidder’s bond executed by a California admitted surety as defined in Code of Civil Procedure section 995.120, made payable to the District in the form set forth in the Contract Documents. Such bidder’s security must be in an amount not less than ten percent (10%) of the maximum amount of bid as a guarantee that the bidder will enter into the proposed Contract, if the same is awarded to such bidder, and will provide the required Performance and Payment Bonds, insurance certificates and any other required documents. In the event of failure to enter into said Contract or provide the necessary documents, said security will be forfeited.
The Contractor and all subcontractors shall comply with the requirements set forth in Division 2, Part 7, Chapter 1 of the Labor Code. The District has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which this work is to be performed for each craft, classification, or type of worker needed to execute the Contract. These per diem rates, including holiday and overtime work, as well as employer payments for health and welfare, pension, vacation, and similar purposes, are on file at the District and are also available from the Director of the Department of Industrial Relations. Pursuant to California Labor Code section 1720 et seq., it shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the said specified rates to all workers employed by them in the execution of the Contract.
A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in the Labor Code unless currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.
The Contractor and all subcontractors shall furnish certified payroll records as required pursuant to Labor Code section 1776 directly to the Labor Commissioner in accordance with Labor Code section 1771.4 on at least on a monthly basis (or more frequently if required by the District or the Labor Commissioner) and in a format prescribed by the Labor Commissioner. Monitoring and enforcement of the prevailing wage laws and related requirements will be performed by the Labor Commissioner/ Department of Labor Standards Enforcement (DLSE).
No bidder may withdraw any bid for a period of ninety (90) calendar days after the date set for the opening of bids.
Separate payment and performance bonds, each in an amount equal to 100% of the total Contract amount, are required, and shall be provided to the District prior to execution of the Contract and shall be in the form set forth in the Contract Documents.
All bonds (Bid, Performance, and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120.
Where applicable, bidders must meet the requirements set forth in Public Contract Code section 10115 et seq., Military and Veterans Code section 999 et seq. and California Code of Regulations, Title 2,
Section 1896.60 et seq. regarding Disabled Veteran Business Enterprise (“DVBE”) Programs. Forms are included in this Bid Package.
Any request for substitutions pursuant to Public Contract Code section 3400 must be made at the time of Bid on the Substitution Request Form set forth in the Contract Documents and included with the bid.
No telephone or facsimile machine will be available to bidders on the District premises at any time.
It is each bidder’s sole responsibility to ensure its bid is timely delivered and received at the location designated as specified above. Any bid received at the designated location after the scheduled closing time for receipt of bids shall be returned to the bidder unopened.

There are no substantial changes proposed to be made for Fiscal Year 2024-2025 to the improvements the City Council previously ordered for the District for this past Fiscal Year 2023-2024.
Section 4. Lots or parcels of land within the District that are owned or used by any county, city, city and county, special district or any other local governmental entity, the State of California, or the United States shall be assessed unless the City can demonstrate by clear and convincing evidence that such lots or parcels receive no special benefit from the proposed improvements.
Section 5. Reference is hereby made to the Report of the Engineer entitled “Fiscal Year 2024-2025 Engineer’s Report for the Citywide Lighting and Landscaping Maintenance District,” on file in the office of the City Clerk for a full and detailed description of the improvements, the boundaries of the District and any zones therein and the proposed assessments upon assessable lots and parcels of land within the District for Fiscal Year 2024-2025. The assessments for Fiscal Year 2024-2025 are proposed to remain the same within the District. The City Council has reviewed said report.

CASE NO.: MINOR EXCEPTION 23-14 – James Ming Feng has submitted a Minor Exception application, requesting to construct a new two-story, 2,114 square foot single-family dwelling unit with an attached garage at the front of a lot where a legal nonconforming single-family dwelling exists. The existing single-family dwelling is nonconforming due to an existing 5’-2” side yard setback (minimum 7’-0” side yard required) along the north property line and an existing 19’-6” rear yard setback (minimum 20’-0” rear yard required) along the east property line. In addition, to meet off-street parking requirements, the applicant has proposed to revert a permitted bonus room back to its original use as a two-car garage. The granting of a Minor Exception is required before the Planning Commission for new structures constructed on a lot where nonconforming structures exist. ENVIRONMENTAL DETERMINATION: Section 15303 of the California Environmental Quality Act guidelines exempts projects consisting of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Notice is hereby given that a public hearing on these matters will be held by the City Council on Tuesday, June 18, 2024, at 7:00 p.m., or as soon thereafter as feasible in the City Council Chambers, Arcadia City Hall, located at 240 West Huntington Drive, Arcadia, California.
At the public hearing, all interested persons shall be afforded the opportunity to hear and be heard. Any interested person may also file a written protest with the City Clerk prior to the conclusion of the hearing, or having previously filed such written protest, may file a written withdrawal of that protest. A written protest shall state all grounds of objection and such protest by a property owner within the District shall contain a description sufficient to identify the property owned by such property owner.
Following the public hearing the City Council shall consider and may take actions regarding the assessments for Fiscal Year 202425.
SECTION 6. The City Clerk is hereby authorized and directed to give notice of such public hearing as provided by law.
SECTION 2. TERRITORY. The boundaries of the coterminous with the boundaries of the City of Arcadia, County of Los Angeles, State of California and include within said boundaries. Reference is hereby made to the Los Angeles County Assessor’s maps for a detailed description of the lines and dimensions of the parcels therein. The District includes two (2) zones of benefit where, by reason of variations in the nature, location, and extent of the improvements, the various areas will receive differing degrees of benefit from the improvements.
SECTION 3. IMPROVEMENTS. The proposed improvements include the operation, maintenance, and servicing of public street lighting improvements and appurtenant facilities in the City of Arcadia that have been determined to be of special benefit to properties within the District. These improvements may include, but are not limited to the materials, equipment, utilities, labor, contract services, and incidental expenses necessary for the ongoing maintenance, operation, and servicing of such improvements and appurtenant facilities. Maps detailing the location and extent of the proposed improvements to be serviced and maintained by the District are on file in the Office of Public Works Services Department of the City of Arcadia and by reference these maps and specifications are made part of this Resolution. Those improvements determined to be of general benefit shall not be assessed against properties in the District.
SECTION 4. ASSESSMENTS. The proposed assessments for the District will provide a funding source to partially support the ongoing annual expenses to maintain service and operate public street lighting improvements that provide special benefits to proper-

ASan Jacinto man is suspected of shooting at people in passing cars, killing one victim and seriously wounding another, authorities said Tuesday.
Julio Cesar Rodarte, 39, was arrested and booked into the Smith Correctional Facility in Banning on Monday on suspicion of murder, attempted murder and resisting arrest.
Rodarte was being held without bail.
He allegedly killed 42-year-old Victor Hugo Leon of San Jacinto, according to the Riverside County Sheriff's Department.
Sgt. Rafael Victorio said that shortly after 7 a.m. Monday, Rodarte positioned himself near the intersection of West Seventh Street and South San Jacinto Avenue, opening fire "at passing vehicles."
"Multiple vehicles were struck by gunfire," Victorio said.
He said Leon and another man were hit. Both victims were taken to a regional trauma center for treatment, but Leon succumbed to his wounds.
The other party, whose identity was not released, remained hospitalized Tuesday.
Rodarte evidently fled prior to patrol deputies reaching the area, and Central Homicide Unit detectives took over the investigation.
Victorio said the suspect was tracked down hours
later and taken into custody in the area of Scovell Avenue and State Street, less than a mile west of where the alleged shooting occurred.
A possible motive was not disclosed, and background details on the suspect were unavailable.

Asurgical suite dedicated to spay and neuter operations for cats and dogs is now active at the Coachella Valley Animal Campus in Thousand Palms, officials said Thursday.
"We knew we needed to increase spay and neuter capacity, and we appreciate the support from the Board of Supervisors to make that a reality," Riverside County Department of Animal Services Director Erin Gettis said. "Everyone knows that pet overpopulation remains a big problem throughout the country. Spay and neuter surgeries are critical to solving this problem."
The surgical theater officially opened Wednesday and will complement one previously constructed at the campus, located at 72-050 Pet Land Place, by the nonprofit Animal Samaritans.
The new surgery features two tables, supervised by veterinarian Dr. Itzel Vizcarra and her staff.
Similar suites are in operation at the Western Riverside County Animal Shelter in Jurupa Valley and the San Jacinto Valley Animal Campus.
The board dedicated $523,102 to construction and surgical equipment,
according to Department of Animal Services spokesman John Welsh.
The amount was allocated as part of the previous fiscal year budget.
"This brand new surgical suite at the Coachella Valley Animal Campus is an important step in our efforts to provide better access to spay and neuter services in the Coachella Valley," Supervisor Manuel Perez said. "The need is high for these services."
In March, the board approved a policy requested by the Department of Animal Services in which otherwise healthy cats caught on the streets by residents, volunteers from
nonprofit animal rescues and animal control officers are spayed or neutered, vaccinated against rabies and tagged to identify them as fixed.
After they've recovered from their surgeries, they're released back to the environment from which they came. Felines with injuries or health complications that would make continued life on the streets hazardous are impounded.
At least one member of the public who spoke before the policy was approved noted that some areas of the Coachella Valley are plagued with the worst cat overpopulation in the county.
In celebration of Pride Month, LGBTQ+ History & Archives of the Desert is presenting a monthlong partial display of its collection at Welwood Murray Memorial Library.
The organization is a community-based archive with a mission of recording and presenting "the history of LGBTQ individuals, businesses, organizations and events centered in Palm Springs and the Coachella Valley." The Pride Month Display showcases a range of donations and acquisitions since 2019.

The People of the City of Pasadena ordain as follows:
SECTION 1. Pasadena Municipal Code Title 4, Chapter 4.100, Section 4.100.010, subdivision (B) is deleted in its entirety, and subdivision (C) is re-alphabetized as subdivision (B), as below:
“B. “Annual gross electric retail income" means …”
SECTION 2. Pasadena Municipal Code Title 4, Chapter 4.100, Section 4.100.020 is amended as follows:
“The maximum aggregate amount available for transfer pursuant to Section 1408 of the City Charter from the light and power fund to the general fund shall be calculated by multiplying the annual gross electric retail income by 12 percent. The city council shall transfer such amount by resolution transfer. Notwithstanding the foregoing, the city council may transfer an amount other than 12 percent by resolution if it determines that it would not be detrimental to the functioning and administration of the power utility during the budget year under consideration.”
SECTION 3. The City Clerk shall certify the adoption of this ordinance and shall cause this ordinance to be published in full text.
SECTION 4. This ordinance shall take effect upon publication.

The City of Monterey Park annually reviews its Capital Improvement Program (“CIP”) for the purpose of identifying and prioritizing capital projects to be completed within the planning period. These projects are needed to adequately maintain current facilities, maintain existing infrastructure and provide new infrastructure where needed, implement new technologies for the health and welfare of our citizens, and prepare for major disasters.
In accordance with Government Code § 65401, the Public Works Director prepared and submitted a capital improvement plan (“CIP”) to the Planning Agency. Government Code § 65103(c) requires each Planning Agency to conduct an annual review of the City’s CIP for consistency with the General Plan. Additionally, Government Code § 65401 requires that cities prepare a coordinated program of proposed public works projects and that they be reviewed by the city planning agency for conformity with the City’s General Plan. The planning agency in the City of Monterey Park is the City Council.
PERSONS INTERESTED IN THIS MATTER are invited to attend this hearing to express their opinion on the above matter. Any written materials must be provided to the City before or during the public hearing. If you challenge the proposed action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or before the public hearing. Kelley Blue Book — long considered the Bible of used-car valuation — has died at age 96, the Irvine-based company announced Monday.
According to the Orange County Register, Kelley died May 28 at his home in Indian Wells .
"For a time, he was the most knowledgeable used car mind in the post- war United States," Charlie Vogelheim, Kelley's son-in-law and also a former Kelley Blue Book editor, said in a statement. "He'd drive home at night in the oldest car on the lot just to better understand why it hadn't sold."
Robert Sidney Kelley began working for his family's Southern California car dealership, which was founded in 1918, at age 15, according to the company. He left to serve in the Navy during World War II, then rejoined the business when he returned home.
Kelley's uncle, Les, who founded the Kelley Car Company, would create lists of cars he wanted to buy and how much he wanted to pay for them. It was that list, which was initially only used inter-
nally, that grew into the Kelley Blue Book, which became the standard publication for car values.
Bob Kelley "took responsibility for appraising and reconditioning hundreds of used cars a month," according to the company. "He pioneered the evaluation methods common across the auto industry today."
The family sold the dealership in the 1960s, focusing its efforts on publishing the Blue Book, with Bob Kelley as publisher. The guide was released six times a year.
According to the company, Kelley also led the guide's expansion to the Internet, with the website KBB.com launching in 1995.
Bob Kelley retired in 2000.

A9-year-old girl fatally injured in an off-roading crash at a motocross track in Lake Elsinore was identified Monday.
Brooke Carlton of Vista suffered grave injuries in the accident Sunday morning at Lake Elsinore Motorsports Park in the 20700 block of Cereal Street.
Riverside County sheriff's Lt. Steve Brosche said that Brooke was riding an electric motor bike when she and another juvenile on the track collided about 10 a.m. Staff at the facility and witnesses immediately went to the youth's aid and performed resuscitative measures to try
to keep her alive, Brosche said. He said that county fire paramedics reached the location minutes later and continued treatment, transporting the victim to nearby Inland Valley Medical Center in Wildomar, where she died roughly an hour later.

An 18-year-old man was shot to death and another person wounded Monday in an attack allegedly perpetrated by a teenager, who was immediately arrested.
The shooting happened about 12:30 a.m. in the 700 block of North Hargrave Street, near East George Street, according to the Banning Police Department.
Lt. Brandon Smith said Darnell Lovings of Banning and another male, whose identity was not disclosed, came under fire while on the sidewalk.
Lovings was fatally wounded, and the other victim suffered a non-lifethreatening gunshot wound, according to Smith.
Lovings was pronounced dead at the scene. The other party was taken to a regional trauma center for treatment and is expected to fully recover.
"During the investigation, officers and detectives were able to identify a suspect," Smith said. "The suspect's identity will be withheld due to his age. He was located and arrested without incident."
The lieutenant did not provide a possible motive for the attack.
"At this time, there are no other suspects outstanding that pose a threat to the public," Smith said.
The alleged shooter was booked into Riverside Juvenile Hall on suspicion of murder.

2024-25 cover a broad regulatory scheme, from food facilities to farm stands, and swimming pools to septic tanks.
Among the higher fees is the permit for a community temporary event. The greater the number of vendors, the bigger the cost for a Department of Environmental Health review. A permit for an event featuring 26 to 30 vendors will go from $3,644 to $3,863, while an event with 56 to 60 vendors will rise from $7,202 to $7,634.
A catering permit will go from $527 to $563, while a produce stand permit will only rise $9 to $398.
The cost of a permit to sell unpackaged edibles from a mobile food facility will increase from $589 to $624, and to host a certified farmers market, a $543 fee will be required for a permit, compared to $522 currently.
The cost of a permit for installation of an underground storage tank will jump from $1,328 to $1,380, and the fee for closing an underground system will go from $944 to $962.
Among the smallest increases was for food handler certification, which is currently a $27 fee. It will bump up to $28 under the amended fee schedule.
A few fees will be left unchanged, including the $140 inspection fee for a mobile home park and the 10-cent per page cost of clerical records supplied by the department.

Spiegel said she was uncomfortable granting herself a raise, but she wanted the other elected officials who generally hadn't received pay hikes in a decade to receive salary adjustments because "they deserve a pay raise."
The board voted on two modified salary ordinances that were conjoined, and the ordinance related to the board will enable each member — except Jeffries — to receive a 19% increase, with annual salaries going from $190,783 to $226,359. Jeffries' annual base salary will remain where it has been since he started — $143,031.

Under the new salary regime, District Attorney Mike Hestrin's salary will go from $273,463 to $351,481, a 28% hike; Sheriff Chad Bianco's salary will go from $273,463 to $347,771, a 27% jump; Assessor-Clerk-Recorder Peter Aldana's annual pay will go from $195,191 to $247,859, a 27% raise.
The same condition was cited, in part, for justifying the other elected officials' salaries. For example, Undersheriff Don Sharp currently takes in $305,062 in annual compensation, topping his boss' present salary by nearly $32,000 annually. Sharp has worked for the sheriff's department longer and enjoyed union representation during much of his tenure.
