On a split 3-2 vote Tuesday, the Los AngelesCounty Board of Supervisors agreed to extend through December a 4% cap on rent increases for rent-controlled apartments in unincorporated areas.
In response to the COVID-19 pandemic, the county enacted a freeze on rent hikes for rent-controlled units in March 2020. The freeze was extended multiple times, but in November 2022, the board agreed to resume allowing increases, capped at 3% for rent-controlled units during 2023.
Last November, the board voted to extend the rent-increase cap until June 30, 2024, but supervisors increased the allowable increase from 3% to 4%. The cap applies to rentcontrolled units subject to the county's Rent Stabilization and Tenant Protections Ordinance.
In a motion that went before the board Tuesday, Supervisor Holly J. Mitchell
noted that since the pandemic, Angelenos have continued to face significant economic hardships, inflation and a rise in housing costs.
"Rent stabilization ordinances provide moderate annual increases to support maintaining housing stability and overall property maintenance," the motion stated.
Mitchelltoldher colleagues,"Thisoption provides much needed stability for tenants, while providing additional allowance for small property owners and luxury apartment owners."
Mitchell'smotion contended that "low-income Black and Brown residents, who disproportionately are renters, experienced immense public health impacts, loss of employment, and increased healthcare expenses during the pandemic. Consequently, many are still facing signifi-
cant rental debt."
Speaking at the board meeting, LA County Department of Consumer and Business Affairs Director Rafael Carbajal said the majority of the calls the county receives on its Tenant Protections Hotline and from partners at a Stay Housed Program are from tenants who can no longer afford rent.
He said allowing higher percentage rent increases "would increase calls and it would definitely have an impact knowing and realizing the actual costs — we've seen inflation, we've seen the true cost of everything going up."
The motion also included measures aimed at identifying corporate owners of rental buildings in unincorporated areas, and also defining small property owners who would be eligible to increase rent on a unit by an additional 1% above the allowable annual rental

The final piece of the Huntington’s popular Chinese Garden — the culmination of years of work, interrupted by the pandemic — the Chinese Medicinal Garden (Cǎi Yào Pǔ) is, as the Chinese Garden’s curator Philip Bloom says, truly a milestone worth celebrating.
The team has been working on many types of interpretive programming for the Chinese Garden, including an art gallery scholar studio and the celebration court for performance space.
“But it is, I think, the Chinese Medicinal Garden that most powerfully connects the Chinese Garden to the rest of the Huntington as a whole," Bloom reflected in his remarks to the press the day before the garden's official May 22 opening.
"The Cǎi Yào Pǔ is a place for learning about the relationships between plants and
people," Bloom said. "Indeed, in historical China, medicinal gardens were always a primary site where people went to learn about and think with plants.”
Michelle Bailey, the garden’s assistant curator, concurred: “The deepest purpose for us at The Huntington is to show the long relationship between

humans and plants.”
The plants featured in the garden were chosen partially based on those included in seminal medical texts of Chinese traditional medicine, such as "Shennong’s Classic of Medicine" (Shénnóng Běncǎo Jīng) — one of the world's oldest pharmaceutical texts, written in the first or second century C.E. The garden’s

General Rob Bonta on Friday warned Californians against scams that use artificial intelligence or “deepfakes” to impersonate government officials, distressed family members or other trusted figures.
Emerging technology such as AI and deepfake video or voice manipulation enables scammers to more easily create sophisticated impersonations and as a result make more convincing requests for money or personal information, according to the Attorney General's Office.
"Scammers can use information available on the internet, including images and audio from social media, to convince people that the voice on the other end of the call is someone they can trust," according to the AG's announcement.
Criminals can duplicate an individual’s voice with AI technology that uses audio clips from social media accounts and can refer to personal information about the fraud victim obtained on the internet, officials said. These factors make the scam appear credible.
“Scammers are often quite literally in our pockets, just a phone call, social media message, or text away,” Bonta said in a statement. “AI and other novel and evolving technologies can make scams harder to spot. Knowing what to look for is an important way to keep consumers safe against these
tactics. I urge Californians to take practical steps to guard against being victimized by scammers, including talking to friends and family who may be unaware of these dangers.”
One recent scam targets parents by sending AI voice impersonations of their child begging for help, according to the AG's Office.
"Recent reports have included parents receiving a phone call using the cloned voice of their child claiming to have been badly injured in a car accident or in need of money to pay bail," officials said. "Grandparents are often the target of scams claiming that their grandchild is in trouble and in need of money. In 2023, the FBI received victim complaints regarding grandparent scams that resulted in nearly $1.9 million in losses."
Scammers often target consumers' mobile phones. In 2023, robocalls and robotexts resulted in more than $1.2 billion in reported losses nationwide, officials reported. Scammers' smartphone targeting also gives them access to potential victims' email, social media and the internet presence.
"These phone-based scams are designed to steal money, identities, or passwords, or urgently demand payment through cash or gift cards," according to Bonta's office. "Scams can result in significant financial losses, ruined credit scores, and impacted security clearance for service members and
others."
While younger adults reported losing money to fraud more often in 2023 than older adults, older adults who lose money tend to lose larger amounts, state officials said. In 2022, American adults 60 and over lost $1.6 billion to scams, the U.S. Federal Trade Commission reported.
Imposter scams were the most commonly reported fraud in 2023, according to the FTC.
"These imposter scams often involve a bad actor pretending to be a bank’s fraud department, the government, a well-known business, a technical support expert, or a distressed relative, such as a kidnapped child," state officials said. "Other common phonebased scams include calls related to medical needs and prescriptions, debt reduction, utilities, bank fraud warnings, warranties, or IRS notices."
AI-generated scams can also spread political misinformation. In January residents of New Hampshire received robocalls that allegedly used AI to impersonate the president and discourage voters from participating in the New Hampshire primary, state officials pointed out.
Bonta's office suggested these measures of protection from phone-based scams:
- Develop family code words: Develop simple ways of verifying if a family member truly is in trouble before responding to phone
calls for financial help or sharing personal information. Talk with family about designating “safe words” or asking a question that only that person would know the answer to. When creating a question, be mindful that scammers might have access to information from social media and other online sources.
- Minimize personal audio/video content on social media accounts: Consider removing personal phone numbers and audio and video clips from your and your children’s social media profiles. AI scammers can use these clips to create clone voices and videos of loved ones.
- Check privacy settings: Strengthen privacy settings on social media so
that strangers don’t know facts about your life and your current whereabouts, including whether you or a family member is out of town.
- Don’t answer the phone: Let phone calls from unfamiliar numbers go to voicemail. They often are illegal robocalls.
- Don’t trust caller ID: Phone numbers can be “spoofed” to look like a familiar number from friends, family, a school district, or a government agency. Don’t assume the caller ID is accurate and be wary if anything seems different about the caller or if they ask for financial or personal information.
Hang up the phone: If you suspect a scam call,
immediately hang up. Don’t automatically trust automated messages: often pressing “1” to indicate you don’t want to receive future calls just notifies bad actors that they should continue calling this active phone number.
- Take advantage of call-blocking technology: Many cellular providers offer enhanced call-blocking technology that can assist in preventing robocalls from reaching you.
- Don’t click on suspicious links: Scammers will try to get you to click on links that are sent to you in texts, emails, or social media. Text messaging is particularly dangerous because you might hurriedly click on a link and begin entering a

Down payment assistance program available in the 5th Supervisorial District
The Board of Supervisors recently approved the allocation of $1 million in American Rescue Plan Act (ARPA) funds for down payment assistance for lowincome, first-time homebuyers in the 5th Supervisorial District. Administered by the County of Riverside's Department of Housing and Workforce Solutions (HWS), the program offers a maximum of 20% of the home's purchase price (up to $100,000) in down payment assistance to low-income homebuyers. The assistance is provided through a silent second loan, with recipients not required to make any payments on the loan. Additionally, if the homebuyer fulfills all program requirements, the loan is forgiven after 15 years. Prospective
homebuyers interested in this opportunity will need to work with one of the County of Riverside’s approved lenders, listed at rivcohws.org/5th-districthome-ownership-program. Subsequently, they must attend an 8-hour homebuyer education class provided by a HUD-approved education provider, with a list of local providers available at rivcohws.org.

Lastly, I end on a sad note. A family in our community is suffering a tragic loss. The Gandara

Thus far, the reports state that Nic was trying to keep the peace between two homeless men that were arguing. Nic tried to calm the situation down and then gunshots

- Protect your Social Security number (SSN) and other sensitive information: Keep your Social Security card at home in a safe place instead of carrying it around in your wallet. Only provide your SSN when absolutely necessary, such as on tax forms or employment records. If a business asks you for your SSN, see if there is another number that
can be used instead.
- Beware of government impersonations and other common scams: Some scammers are sophisticated. They may offer to provide “documentation” or “evidence,” or use the name of a real government official or agency to make you think that their calls are legitimate. If a government agency calls you and asks for financial or personal information, hang up and go to the agency’s official website (which should be a .gov website) and call them directly. Government officials will not threaten you with arrest or legal action in exchange for immedi-
ate payment. They will not promise to increase your benefits or resolve an issue in exchange for a fee or transfer of funds to a protected account. And they will not ask for payment in the form of gift cards, prepaid debit cards, wire transfer, internet currency, or by mailing cash.

Shohei Ohtani's former interpreterpleaded
guilty Tuesday in Santa Ana federal court to charges of stealing nearly $17 million from the Dodger slugger's bank account to pay off illegal gambling debts.
Ippei Mizuhara, 39, pleaded guilty to one federal count each of bank fraud and subscribing to a false tax return. The bank fraud charge carries a possible prison term of up to 30 years, while the tax charge carries up to three years in federal prison.
"I worked for (Ohtani) and I had access to his accounts," Mizuhara said during the hearing as he entered his plea. "I fell into gambling debt and the only way I could think of was to access his money. I wired money for my gambling debt from his account."
U.S. District Judge John Holcomb scheduled sentencing for Oct. 25.
Mizuhara surrendered to federal authorities on April 12 and was released on $25,000 bond.
When the criminal case was announced, U.S. Attorney Martin Estrada said Mizuhara had an "insatiable appetite" for illegal sports
betting, which landed him millions of dollars in debt to a bookmaker and led him to transfer money out of Ohtani's bank account without the slugger's knowledge.
Mizuhara worked as an interpreter for Ohtani since the slugger joined the Angels organization six years ago. In that capacity, he helped Ohtani set up a bank account in Arizona, which eventually became the source of wire transfers to the illegal gambling operation, Estrada said.
Estrada stressed that Ohtani was a victim in the case and had no knowledge of Mizuhara's actions.
According to Estrada, Mizuhara also allegedly lied to bank officials, and was captured on tape-recorded calls impersonating Ohtani to "convince the bank to approve large wire transfers of large amounts of money to the bookmakers."
Estrada said Mizuhara acted "to plunder" Ohtani's bank account to satisfy his "insatiable appetite for illegal sports betting," and he "committed fraud on a massive scale."
According to an affidavit filed in federal court by
Internal Revenue Service Criminal Investigations special agent Chris Seymour, records obtained from a source within the illegal gambling operation showed that between December 2021 and January 2024, about 19,000 wagers were attributed to Mizuhara, averaging roughly 25 per day and ranging in amounts from about $10 to $160,000.
During that period, the records showed Mizuhara had winning bets worth nearly $142.3 million, and losing bets of $182.9 million, leaving him with a roughly $40.7 million deficit.
Seymour wrote in the document that Mizuhara was acting as a "de facto manager" for Ohtani, and he began placing bets with the illegal gambling operation in late 2021. At about that time, bank records showed that the contact information on the Arizona bank account, which was opened in March 2018, was changed to a phone number and email linked to Mizuhara.
The Dodgers fired Mizuhara earlier this year when news of the criminal investigation broke.
Following Mizuhara's guilty plea Tuesday, the team
issued a statement saying, "With today's plea in the criminal proceedings against Ippei Mizuhara and the conclusion of both federal and MLB investigations, the Dodgers are pleased that Shohei and the team can put this entire matter behind them and move forward in pursuit of a World Series title."
At a Dodger Stadium news conference when news of the investigation broke, Ohtani denied any knowledge of Mizuhara's actions. He also vehemently denied that he was involved in any gambling activity.
"I never bet on baseball
or any other sports or never have asked somebody to bet on my behalf," he insisted.
Ohtani said Mizuhara "has been stealing money from my account and has told lies."
Estrada said none of the illegal bets allegedly placed by Mizuhara were on baseball games.
According to various reports, wire transfers were made from Ohtani's bank account to an illegal bookmaking operation allegedly run by Orange County resident Mathew Bowyer, who is under federal investigation.

Rubio’s Coastal Grill, thefast-casual Mexican restaurant chain, unexpectedly shuttered 48 of its California locations on Friday, attributing the decision to the escalating costs of conducting business. The closures, impacting employees who according to social media posts received no prior notice, come on the heels of California's new $20-anhour minimum wage law for fast-food workers, which took effect two months ago.
In a statement released
Monday by media strategy firm Sitrick and Co., Rubio’s said the closures followed a “thorough review of its operations and the current business climate.” The Carlsbad-based chain, while refraining from elaborating on specific reasons, emphasized that the move is part of a strategic initiative to secure long-term success.
“While painful, the store closures are a necessary step in our strategic long-term plan to position Rubio’s for success for years to come,” the statement read.
Rubio’s, established in 1983 by Ralph Rubio as a small walk-up stand in San Diego, has faced its share of financial struggles in recent years. The pandemic significantly disrupted its operations, prompting the chain, which was acquired by private equity firm Mill Road for $91 million in 2010, to file for bankruptcy protection in 2020. The restructuring process following the bankruptcy saw the company sharply reducing its number of locations.
The abrupt nature of the latest closures has left many workers in distress, some recounting the sudden loss of their jobs over social media. Reports indicate that employees were informed of the shutdowns via phone calls over the weekend, with no advance warning. The total number of workers affected has not been disclosed.
Despite the closures, Rubio’s continues to operate 86 locations across California, Arizona, and Nevada.
rano home was searched by federal agents last year. Prosecutors said Mizuhara also took money from Ohtani's account to pay other expenses, including $60,000 in dental work and $325,000 worth of baseball cards.
The false tax return charge stems from 2022, when Mizuhara falsified his taxable income by claiming only $136,865, when in fact the figure was more than $4.1 million stemming from his bank fraud, prosecutors said. He admits in his plea agreement that he owes more than $1.1 million in taxes for 2022.
Arecent study by LawnStarter reveals that eight of the nation's 50 dirtiest cities are located in Southern California, with San Bernardino rising to the third spot. The study, titled "2023's Dirtiest Cities in America," assessed factors such as living conditions, city infrastructure, pollution, and consumer satisfaction. Data sources for the study included the Centers for Disease Control and Prevention, U.S. Bureau of Labor Statistics, U.S. Census Bureau, and the U.S. Department of Energy.
San Bernardino's unfortunate leap to third place
is attributed to its top rankings in overall pollution and consumer dissatisfaction regarding city cleanliness. The presence of a large number of warehouses east of Los Angeles contributes significantly to these high pollution levels in Riverside and San Bernardino. Additionally, Inland Empire cities such as Ontario, Riverside, Fontana, and Rancho Cucamonga were noted for having the worst air pollution in the study. While the top two spots in the study were taken by cities further east in Texas and New Jersey, the heavy
pollution and low consumer satisfaction in Southern California have made it a prominent feature in the report. The American Lung Association's State of the Air Report corroborates these findings, highlighting San Bernardino and Riverside for their poor air quality.
Los Angeles, often referred to as the "poster child of pollution," secured the 15th spot overall. Although it ranked 30th in terms of pollution, it achieved the 12th spot in terms of consumer satisfaction, indicating a notable level of displeasure
Spotify has announced its second price hike in less than a year for its Premium subscription plans. While the company has not provided explicit reasons for the price hike. Spotify's newsroom post states, "So that we can continue to invest in and innovate on our product features and bring users the best experience, we occasionally update our prices." Bloomberg had previously suggested that the increase could be related to the cost of providing audiobooks, a feature added to Spotify Premium last year, which
allows users up to 15 hours of audiobook listening per month.
The new prices have already taken effect for new users and will be applicable to existing subscribers starting next month. The individual plan has increased to $12 per month from $11, the Duo plan is up to $17 a month from $15, and the family plan has jumped to $20 per month from $17. The student plan, however, remains unchanged at $6 per month.
This development makes Spotify Premium one of the more expensive music
streaming services available. For comparison, other popular platforms such as Apple Music, YouTube Music, Tidal, and Amazon Music Unlimited begin at $11 a month for their paid tiers. One major disadvantage for Spotify is that its competitors support hi-res audio, while Spotify's HiFi feature, announced in 2021, has yet to be released.
Given the price hike and the absence of the promised HiFi feature, some users, particularly audiophiles, may find Spotify's offering less appealing compared to other platforms. Despite this, Spotify
The Los Angeles Rams are adjusting to new players and new rules every day in spring practices at California Lutheran University in Thousand Oaks.
The Rams top two draft picks were defensive players from Florida State. They are expected to make significant contributions after All-Pro defensive tackle Aaron Donald, a three-time NFL Defensive Player of the Year, retired in the offseason.
Jared Verse was selected by the Rams in the first round. Braden Fiske was selected in the second round. Rams coaches have high expectations for both and they are expected to contribute to the pass rush and solidify the defense against opposing teams' running games.
In addition to installing new defensive players into the Rams system, the NFL is introducing new kickoff rules this season. The Rams have two rookie kickers in spring practices, one who played at Saugus High School in Santa Clarita and at College of the Canyons in Valencia.
The Rams are taking a second look at Tanner Brown, who finished his college career at Oklahoma State. He was with the team through spring practices and the
preseason last year, but was cut before the season started.
He is competing with rookie Joshua Karty, who the Rams selected in the sixth round out of Stanford in the draft.
Both kickers are not only working on making field goals and extra points on a consistent basis, but learning the new kickoff rules in the NFL. The new rules are supposed to eliminate automatic touchbacks and create more action on kickoffs. The receiving teams are supposed to return every kick and the kicking team will be penalized for kicking off into the end zone or out of bounds.
Rams coach Sean McVay said the rookies on the team are learning the new rules and learning how to adjust to their new teammates and coaches.
"We're throwing a bunch of information at these rookies, some of these rookies that we're looking at to be big time contributors," McVay said at practice Tuesday. "They got to be able to earn those roles, but you continue to be able to educate them. We try to give them a good guidance. If we got to pull them back, if that's the biggest problem, we'll take that."
Fiske is one of those players McVay expects to
International Bird Rescue on Wednesday released back into the wild the first Southern California group of rehabilitated Brown Pelicans that were among more than 350 starving or injured seabirds found off California waters since mid-April. The organization has not confirmed what is causing this crisis in the pelicans' population, and an investigation is ongoing by the California Department of Fish and Wildlife.
International Bird Rescue is asking for the public's help
make contributions. He is part of what McVay calls a deep defensive line, and Fiske said he likes the pace of practice and is making the most of his chances.
"That's the best thing about practice, it moves fast and you get things done," Fiske said. "You got to make the most of your reps you get because they're limited. It moves fast, but you just got to pick up and keep going."
Fiske and Verse were teammates in college at Florida State. Verse played outside linebacker, but one of his strengths is the ability to rush the quarterback. McVay likes the progress the new defensive players are making but he sees room for improvement.
"I think we've had two really good days. We still have too many things on both sides of the ball we need to clean up before the snap," McVay said. "We don't want to beat ourselves. They have the right kind of energy."
The kickers are competing in a different way. The coaches are adjusting to the new kickoff rules and the kickers are learning how to make changes to the strategies the coaches want to execute. The new rules are still are work in progress, and
it adds to the challenge.
"That's really what we're looking for developing some basic fundamentals, working through some concepts and some schemes," Rams special teams coordinator Chase Blackburn said.
"There are so many intricacies to the rules. There are some things that aren't even set yet. There will be some maneuverability for us. We'll figure it out."
Brown, who played three
preseason games for the Rams last year, is looking for ways to improve his skills.
Accuracy and consistency is not only a factor on field goals and extra points now, it is a skill kickers need on kickoffs too. Brown said he is trying to focus on his abilities and not about how the new rules will affect the league.
"I'm just trying to stay myself, not worry about anyone else," Brown said.
"I just gotta make my kicks,
in covering the cost associated with the pelicans' care. Donations can be accepted at birdrescue.org/savepelicans.
"With these releases, we're sending them home to the ocean healthy and in great condition to fly wherever they need to go," Rebecca Duerr, director of research and veterinary science at Bird Rescue, said in a prepared statement. "Our special banding program will show how they will do in the wild."
Duerr reported that
By City News Servicethere are still small numbers of pelicans coming into their care, but there are also signs that the birds are successfully foraging again in most locations. She added, "We can't keep them in care forever, and we can't fix what's ailing the ocean."
To find food, pelicans often leave their natural habitat and risk their lives in human-populated areas. Some of the pelicans the organization found were in odd places, including one on the tarmac at Los Angeles International Airport.
that's it. Make my kicks. Anything can happen, but they're not going to cut someone who doesn't miss. That's mainly what I'm focusing on right now."
McVay said his team has plenty of room to grow, but he likes what he sees so far.
"Every day you want to take steps in the right direction," he said. "We've continued to increase some of the installations, challenging each other."

Purchasing a home is one of the most important investments there is. More than a place to live, homeownership is an asset with the potential to tremendously rise in value. But with home prices reaching record heights, affordability plays a huge role for buyers.
The typical home value in the United States was $359,402 in April, 4.4% higher than the year before. High mortgage rates are also making monthly payments more expensive; as of May 23, the 30-year fixed mortgage rate sits at 6.94%.
Although home prices have inflated all across the U.S., there are some cities that command a higher price tag than others. Location, size, age and condition are all contributing factors to home value.
Stacker compiled a list of cities with the most expensive homes in the Los Angeles metro area using data from Zillow. Charts show the monthly typical home prices since January 2018. Data was available for 152 cities and towns.

Eight-year-old Odin is a mellow dude who is ready to make someone’s home brighter! Odin is a bit shy- he prefers to meet people at his own pace. The Pasadena Humane volunteers have been working with him to get him more comfortable, and it’s definitely working. He loves treats and that has been the best way to break the ice (and get him “talking”). Odin has some vision impairment in one eye, but the veterinarians at the shelter have given an otherwise clean bill of health. A quiet and patient home would be perfect for this sweet boy. He’ll surely shower his home with love and affection! Odin and all other cats over 6 months old can be adopted at no charge throughout June (Adopt-A-Cat Month)!
Pepper
Pepper wants to bring spice to your life! This lovely two-year-old husky is ready for whatever game or adventure comes her way. She is always up for a hike or a trip to the park. She loves going to the yard with the volunteers at Pasadena Humane. She often gets a case of the zoomies, and it’s always entertaining to watch the blur of white and red fur go flying by at record-breaking speeds. Pepper seems to enjoy the company of other large dogs, so an equal or bigger sized playmate with similar energy might be a great match for her! Pepper is an independent spirit and she marches to the beat of her own drummer. She’s looking for a home that will allow her that freedom, and she will repay that with plenty of love and affection, on her own terms, of course!
The adoption fee for dogs is $150. All dog adoptions include spay or neuter, microchip, and age-appropriate vaccines. The normal adoption fee for cats is $100. All cat adoptions include spay or neuter, microchip, and age-appropriate vaccines. Walk-in adoptions are available every day from 2:00 – 5:00. For those who prefer, adoption appointments are available daily from 10:30 – 1:30, and can be scheduled online. View photos of adoptable pets at pasadenahumane.org. New adopters will receive a complimentary health-and-wellness exam from VCA Animal Hospitals, as well as a goody bag filled with information about how to care for your pet. Pets may not be available for adoption and cannot be held for potential adopters by phone calls or email.

Free, gun safety locks are available with no questions asked to the public at Los Angeles County Libraries, the Department of Public Health announced Monday.
The health department's Office of Violence Prevention and the LA County Library system are partnering to distribute 1,000 gun safety locks to the public at five libraries, officials said. A county library card is not required to receive a free lock to prevent children and unauthorized others from using firearms.
The locks and educational materials on safe storage help to prevent firearm injuries and deaths and also help deter the gun theft, officials said. In LA County a child is killed or injured by gun violence every 30 hours, and in 2022 more than 800 LA County residents died as
a result of gun violence.

“The Office of Violence Prevention’s expansion of the gun lock distribution program to the five Tool Lending Libraries is welcome news because gun locks save lives, and gun violence is a distinct American crisis that puts the lives of tens of thousands of men, women, and children at risk every year,” LA County 1st District Supervisor Hilda L. Solis said in a statement. “About eight in 10 U.S. murders in 2021 involved a firearm, and more than half of all suicides in 2021 involved a gun. The gun lock distribution program is a critical, sensible, proven program that we know will help keep our communities and the people in them safer, and we need to keep expanding this life-saving program into as many communities as we can to help reduce this unacceptable cycle of violence and tragedy.”
- Compton, 240 W. Compton Blvd.
The free gun locks and information on gun safety will be available at these LA County Tool Lending Libraries:
- Lancaster, 601 W. Lancaster Blvd.
- Norwalk, 12350 Imperial Highway
- Rosemead, 8800 Valley
- San Fernando, 217 N. Maclay Ave.
“Gun locks can save lives, especially in households with children,” 4th District Supervisor Janice Hahn said in a statement. “We are using every strategy we can to prevent gun violence including new policies to prevent guns from ending up in the wrong hands, gun buybacks across my district to get guns off the streets, and now expanding where residents can get free gun locks to take home.”
Barbara Ferrer, Public Health Department director, said in a statement, “The simple act of locking and safely storing firearms can prevent a tragedy that far too many families have experienced. Extending the program to provide free gun safety locks to the public in partnership with LA County
libraries expands our efforts to keep families — and especially children — safe from gun violence.”
LA County Library Director Skye Patrick said in a statement, "Providing free gun safety locks at our libraries is an important step in ensuring the safety of our community. We are proud to partner with Public Health in this crucial initiative. Our libraries are more than just places for books, they are safe havens for learning and growth."
On April 2, Public Health began distributing a 2024 total of 60,000 free gun safety locks to county residents. Initially the locks were available at six county health facilities and online at lockedandunloaded.org. More information on the county's gun safety locks and other library resources are at LACountyLibrary.org.

Los Angeles County supervisors Tuesday directed the Department of Children and Family Services to establish a pilot program that will establish gender-affirming care "resource closets" to support LGBTQ+ youth in the foster system.
The pilot program will focus initially on First and Third supervisorial districts, with community organizations helping to develop and operate the "resource closets" to provide items such as clothes, shapewear and makeup, which will be accessible free of charge for foster youth.
The motion introduced by Supervisors Hilda L. Solis and Lindsey P. Horvath -- in honor of June being celebrated as Pride Month -- highlighted issues facing LGBTQ+ youth in the foster care system and the need for resources to support gender identity and expression.
Noting that 24 states have enacted bans on gender affirming care, Solis said, "Over 36% of LGBTQ+ youth nationwide are left without access to much needed treatment, resources and services."
In 2020, DCFS' Office of Equity developed a program to provide tailored services for LGBTQ+ youth in the welfare system. The program included a Sexual
Orientation, Gender Identity and Expression dashboard, which assesses real-time data on sexual identities and gender expressions of youth with open DCFS cases.
According to the motion, the Office of Equity identified a crucial need to provide youth with access to gender-affirming products such as shapewear, makeup, and clothing. The motion cites research that suggests gender affirming care can help reduce self-harm and mental health challenges in transgender people, as well as individuals who are non-binary and gender nonconforming.
"We know of the challenges the youth who are system-involved face, especially when they are also part of the LGBTQ community and ensuring that they have the support to feel safe in how they identify and
express is vital and in some cases, life-saving," Solis said.
In collaboration with Pritzker Foster Care Initiative and Casey Family Programs, the pilot program will also provide all DCFS staff with information on ways to access the resources and support those who need them.
The motion also calls on the county CEO and DCFS to work to identify permanent funding sources to implement and expand gender affirming resource closets throughout the county.
The board also approved a separate motion calling for expansion of existing gender affirming resources available in the county that foster public awareness, offer mental health services and medication, and provide other informational resources.
Sheriff's detectives Wednesday were investigating the fatal stabbing of a woman who was found inside a house in South Pasadena.
The stabbing was reported at 8:45 p.m. Tuesday at 820 Brent Ave., near Mission Street, where South Pasadena Police Department officers found the victim, Los Angeles County Sheriff's Department Deputy Tracy Koerner told City News Service.
Sheriff's homicide Lt. Michael Modica told reporters the victim was found with stab wounds to the upper torso.
"The victim was discovered through kind of like a welfare check. Someone was inquiring," Modica said.
NBC 4 reported the victim, who was in her 70s, was found by her grandchildren.
The woman was pronounced dead at the scene.
The sheriff's department will assist South Pasadena police with the investigation of the woman's death, Koerner said.

increase, not exceeding 4%. Mitchell said defining a small property owner is meant to capture "true mom and pop landlords," many of whom are Black and Hispanic, and have either inherited property or invested in property as a means of creating generational wealth.
"The criteria for small property owners in this motion is meant to provide parameters for the property owners who are not corporate landlords to utilize, if they wish, the up to 4%," Mitchell said.
According to the motion, there are roughly 109,000 renter households in unincorporated areas with around 51,700 units across 10,900 properties subject to rent stabilization under RSTPO, many of them in the South Los Angeles, East Los Angeles and San Gabriel Valley areas, according to the motion.
In addition to extending the 4% cap on rent
increases for rent-control units, the motion also called on county staff to return to the board with an amendment to the rent-control ordinance establishing a formula for future rent increases when the cap expires at the end of 2024. The proposed formula — based in part on the average change in the Consumer Price Index — would generally cap increases at 3%, but would allow up to 4% if a property or property owner meets a specific set of criteria. It would also allow increases of up to 5% for "luxury units."
Supervisors Janice Hahn and Kathryn Barger voted against the extension, expressing concern about the lingering financial impact on both corporate and small landlords alike.
Barger issued a statement after the vote calling rent caps the "wrong approach" to stabilizing the housing crisis.
"Accelerating the
development of more new housing in our county is our way out of the housing crisis," Barger said. "That includes examining California Environmental Quality Act reform and eliminating red tape. Layering restrictions on property owners wrongly treats a symptom and not the root cause of housing instability."
She also argued that the proposed future formula regulating rent hikes does not take into consideration mortgage costs and other burdens of property owners, who also must pay bills.
Severalhomeowners and corporate landlords spoke during the meeting in opposition to the extension, citing issues affecting their bottom line, including higher mortgage interest, insurance payments and maintenance costs. Some supporters, however, pointed to the consequences of higher rents, such as housing insecurity and homelessness.

In total, around 100-120 of these plants have been selected and included in the medicinal garden. As both Bailey and Bloom are historians by background, the two chose to structure the garden’s six main beds based on the stories they saw within the plants’ characteristics and uses, rather than following the more typical approach of simply grouping plants based on how well they grow together.
The six main beds are broken down into the following categories: fundamental herbs, prescriptions/plant classifications, ornamentals, comestibles, imported medicines and useful plants.

These tell the story of communication, travel and exchange — making their way from their native lands of India, Southeast Asia, Europe and even the Americas to be used, studied and cataloged in another seminal medical text, "Compendium of Materia Medica" (Běn Cǎo Gāng Mù) also known as "Great Pharmacopeia," which was originally published in Nanjing, China, in 1596.

The Fundamental Herbs bed showcases many plants and herbs from "Shennong’s Classic," many of which are still used today in traditional Chinese medicine. Due to the sheer quantity of plants covered across in the text, plants’ inclusion were dictated by availability.
To delve into the story of trade, the Imported Herbs bed features plants nonnative to China but would have reached them through the Silk Road or by maritime trade. Some plants nested in this bed may be familiar,
The “Useful Plants” are multipurpose ones: those that can be used not only as medicine or treatment, but also as dyes, textiles, incense, timber and other purposes. “Comestibles” are foods that also have beneficial medicinal properties, like sacred basil and aloe.
One bed is split in half: on one side, all 11 herbs and grasses needed for a prescription for long life are grouped together, while the other half of the bed is dedicated to herbs classified by their taste — bitter, sweet, salty, sour and acrid.
The “Ornamentals” may strike visitors as
Beyond the verdure currently exhibited in the garden, there are still more rare specimens being tended in the Huntington’s nursery. While nothing is planned yet, there is the potential to further explore the knowledge and history of medicinal herbs in an extension of the Cǎi Yào Pǔ
Aside from independent strolls through the Chinese Medicinal Garden, members of the public can also attend monthly open houses, at which Bailey’s dedicated and knowledgeable team of about 10 volunteers will be available to answer questions regarding the plants, their history and their uses.
