Riverside County board formally approves structurally balanced 2024-25 budget

The Board of Supervisors Tuesday formally approved a $9.2 billion budget for Riverside County government in the 2024-25 fiscal year that officials said is structurally balanced and will net reserves approaching $700 million.

"The recommended budget demonstrates the values that drive the important work of the county, focusing on improving the quality of life for residents, transforming the delivery of services, seeking systemic equity and achieving fiscal stability," according to an Executive Office statement posted to the board's agenda.

County CEO Jeff Van Wagenen said at the end of budget hearings earlier this month that the board should take a cautious approach

to spending going forward because "we know pressures will continue, costs will continue to mount and revenues will continue to

Suspect shot during confrontation with Riverside police remains hospitalized

Aparolee who was shot during a confrontation with Riverside police officers stemming from an alleged carjacking remained hospitalized Monday, slated to be moved to a jail infirmary.

Eddie Madrigal, 42, of Moreno Valley, was wounded during the encounter with patrolmen Tuesday morning.

Madrigal is undergoing treatment at Riverside Community Hospital, where he is technically in custody, and is "awaiting transfer to

a detention ward at another medical facility," according

to cover agencies' costs in 2024-25.

ARiverside County sheriff's deputy suspected of sexually assaulting a woman was out of custody Monday on a $1 million bond.

Deputy Alexander Ravy Vanny, 33, of Hemet, was arrested and booked into the Smith Correctional Facility in Banning Saturday on suspicion of forcible rape, kidnapping to commit rape and forced oral copulation. Vanny posted bail Sunday morning.

Rancho Cucamonga awarded $1.6M Californians for All Youth Service grant

The City of Rancho Cucamonga has been awarded the 2024 Youth Service Corps grant from the State of California Office of the Governor. With this $1.6 million grant, the city, in collaboration with the Southern California Mountains Foundation Urban Conservation Corps of the Inland Empire (UCC), launched a new program, "Fostering a Climate Ready Workforce," on Monday.

This initiative aims to strengthen the capacity of the city to meet long-term climate-related outcomes, address public sector work shortages in the urban

forestry and fire service workforce, and create career pathways to train skilled workers for urban forestry and fire service. Using a conservation corps model approach, the program will provide on-the-job field training on industry standards and best practices for urban forestry and (fire service) vegetation fuel management, along with support services for 41 underserved youth from the Inland Empire. These young individuals will contribute to the city's long-term climate-related strategic goals while creating opportunities for future public

service employment.

“We are thrilled to receive this grant which will not only enhance our environmental stewardship but also provide valuable career opportunities for our youth,” said Carrie Rios, community improvement manager, City of Rancho Cucamonga. “This program is a significant step towards building a more resilient and climate-ready community.”

The work will take place at high-need locations throughout the city and the Wildland Urban Interface and will focus on fuel reduction, trail and land-

scape maintenance, brush removal, and vegetation and litter abatement to ensure safe accessibility for the community and to reduce fire risk.

By engaging in these activities, participants will gain hands-on experience and industry-recognized certifications in urban forestry and vegetation management. This program is expected to significantly impact the participants by equipping them with skills that are in high demand, thereby enhancing their employability in public service and environmental conservation sectors.

Fatal shooting near San Bernardino dispensary leads to hours-long standoff

Aman was fatally shot near a marijuana dispensary in San Bernardino late Monday night, leading to a tense standoff with law enforcement that lasted into the early hours of Tuesday. The incident occurred just after 11 p.m. near the Wonderful Medical Dispensary, an unmarked business located in the 2800 block of W. Rialto Avenue between N. Meridian and Pepper Avenues, according to the San Bernardino Police

Department.

Police arrived to find the victim's body on the strip mall's lawn where the dispensary is situated. The victim was pronounced dead at the scene, though the name has yet to be released pending notification of next of kin.

A suspect allegedly barricaded himself overnight. SWAT teams were deployed and surrounded the area, wearing tactical gear. The standoff continued for several hours. However, by

Iconic actor Donald Sutherland dies at 88

world lost a giant last week with the death of legendary actor Donald Sutherland, who parlayed guest spots on television programs throughout the 1960s into appearances in iconic films including "The Dirty Dozen," "M*A*S*H," "Kelly's Heroes" and "Animal House."

"With a heavy heart, I tell you that my father, Donald Sutherland, has passed away," Sutherland's son, actor Kiefer Sutherland, wrote on social media June 20. "I personally think one of the most important actors in the history of film. Never daunted by a role, good, bad or ugly. He loved what he did and did what he loved, and one can never ask for more than that. A life well lived."

Sutherland was 88. According to various reports, Sutherland died in Miami following a long illness.

Sutherland, who received an honorary Oscar in 2017, was known to younger moviegoers for his more recent work as President Snow in "The Hunger Games." But his resume includes many of the most notable films Hollywood has produced, including "Klute," "Ordinary People," "Pride & Prejudice," "The Day of the Locust" and "Invasion of the Body Snatchers."

He won an Emmy Award in 1995 for his supporting work in HBO's "Citizen X."

Born in Canada, Sutherland's big film break came when he was cast as a condemned Army prisoner in 1967's war classic "The Dirty Dozen," joining a starstudded cast that included Lee Marvin, Telly Savalas and Charles Bronson, among others.

The success of that film helped him land top billing in another Army film, playing the original Hawkeye Pierce in the big-screen version of "M*A*S*H." Yet another war epic followed with his appearance as the appropriately named Sgt. Oddball, a flighty tank squadron commander in "Kelly's Heroes." The behind-

the-lines quest for wartime gold also had an all-star cast, led by Clint Eastwood and including Savalas and Don Rickles.

The following year he appeared opposite Jane Fonda in "Klute."

Sutherland was a ninetime Golden Globe Award nominee, winning in 2003 for his supporting role in "Path to War," chronicling the events leading to U.S. involvement in the Vietnam War.

His other film roles included "Space Cowboys" — reteaming with Eastwood — "The Italian Job," "Cold Mountain," "Buffy the Vampire Slayer," "Disclosure" and Oliver Stone's "JFK."

He most recently portrayed a judge on the series "Lawman: Bass Reeves."

Sutherland is survived by his wife Francine Racette; sons Roeg, Rossif, Angus and Kiefer; daughter Rachel; and four grandchildren. Funeral services were expected to be private.

Los Angeles County remained at 5.3% in May, matching April's identical rate, according to state Employment Development Department figures released Friday.

I even adore his very early appearances in 'Dr Terror's House Of Horrors' and 'The World Ten Times Over,' as well as his very silly cameo in 'Kentucky Fried Movie.'"

Statewide, the seasonally adjusted unemployment was 5.2% last month, down from 5.3% in April, but above the 4.5% rate in May of last year, according to the EDD. The nation's unemployment rate was 4% in May, 3.9% in April and 3.7% in May 2023.

Nonfarm employment in LA County added 11,100 jobs between April and May to total almost 4.6 million.

The leisure and hospitality sector added 8,200 jobs, representing the largest gains.

IE jobless rate falls further

Theunemployment rate in the Riverside-San Bernardino-Ontario metropolitan area was 4.3% in May, down from a revised 4.8% in April, and higher than the year-ago estimate of 4.1%, according to the EDD's figures released Friday.

The state's unadjusted unemployment rate in May was 4.5% for California and 3.7 percent for the nation

during the same period.

The jobless rate was 4.4% in Riverside County and 4.3% in San Bernardino County.

In Riverside County, Mecca had the highest unemployment rate countywide in May at 10.7%, followed by Coachella at 8.3%, Cherry Valley at 7.9%, Hemet at 6.3% and Rancho Mirage at 6.2%, City News Service reported.

Data combined from both counties showed that payrolls expanded by the widest margin in the agricultural sector, which added an estimated 1,600 jobs last month.

More gains posted in the construction, hospitality, public and warehousing sectors, which combined increased by 3,800 jobs, according to the EDD.

The financial services, information technology, manufacturing and professional business services sectors contracted last month, with a reduction of 900 positions. Miscellaneous unclassified industries also declined by roughly 200 jobs.

The educational services and mining sectors were unchanged.

Los Angeles County’s Pathway Home program brought 52 people experiencing homelessness off the streets of Monrovia and Duarte and into interim housing where they will receive supportive services and other resources to help them transition out of homelessness and into permanent housing, according to Los Angeles County Homeless Initiative. The Monrovia and Duarte operation is LA County’s 16th Pathway Home encampment resolution since the inception of the program in August 2023. More than 600 Los Angeles County residents have been brought indoors through Pathway Home.

In an effort to stimulate

growth in the local cannabis industry and promote community benefits, during its April 9, 2024, meeting, the Long Beach City Council approved with a 9 to 0 vote a Cannabis Tax Relief Plan and ordinance amendment. The approved plan includes a 1% cannabis tax reduction (or equivalent) for cultivation and adult-use retail businesses as well as a Pilot Tax Credit Program, for a combined potential 4% of tax relief for qualifying businesses.

Anaheim PD arrest men for allegedly impersonating law enforcement to rob immigrants

Anaheim police detectives have arrested two men for a robbery series where they identified themselves as law enforcement personnel, department officials said Monday. Additional victims may exist. On Thursday, June 20, Anaheim police officers responded to two robberies that occurred between 5 and 6 p.m. Upon Officers’ arrival, they discovered the robberies were connected. During the robberies, the suspects approached the victims, identified themselves as Immigration and Customs Enforcement (ICE) Agents, demanded cash from the victims, and then fled in a blue SUV.

The City of Ontario has acquired control of historic Euclid Avenue from the state, creating new opportunities for Downtown’s main northsouth corridor. The transfer of ownership, which took effect June 20, gives the city the authority to make improvements to Euclid as it sees fit, which may include more activation in the green belt, improved light synchronization and enhanced wayfinding and signage. Euclid Avenue and its preserved median encompass all of the historic thoroughfare within the city boundaries, from the I-10 Freeway at the northern edge and Merrill Avenue on the southern edge.

At 11:25 a.m., an officer patrolling the 700 block of West Foothill saw a female he recognized from prior contacts and made contact with her. A computer check revealed she had a no bail warrant for her arrest. She was arrested and taken into custody.

At 1:08 p.m., officers were dispatched to the 500 block of Terrado regarding a disturbing subject screaming and pounding on the door of a residence. Officers arrived and made contact with the subject. The subject displayed symptoms of being under the influence of a controlled substance. An investigation revealed he was intoxicated and unable to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

At 1:57 p.m., a resident in the 200 block of Valle Vista called to report his catalytic converter stolen. This investigation is continuing.

At 2:29 p.m., a traffic collision was reported in the area of Mayflower and Foothill. Officers arrived and made contact with the parties involved. No injuries were reported.

At 7:11 p.m., a resident in the 300 block of East Walnut called to report that his work truck was stolen. This investigation is continuing.

At 6:25 a.m., a caller in the 800 block of California reported his catalytic converter stolen. This investigation is continuing.

At 8:16 a.m., officers were dispatched to the area of Duarte and Myrtle regarding a solo injury traffic collision. Officers arrived and made contact with the driver and the passenger. They complained of pain, but refused medical treatment.

At 8:33 a.m., a caller in the 900 block of South Myrtle reported that an unknown male subject was sleeping on private property and refusing to leave. Officers arrived and contacted the subject. A computer check revealed he had multiple warrants. He was arrested and taken into custody.

At 5:32 p.m., while patrolling the area of Evergreen and Myrtle officers saw a vehicle in violation of a vehicle code and conducted a traffic stop. They contacted the occupants and a computer check revealed that two subjects had outstanding warrants. They were arrested and taken into custody.

At 6:15 p.m., officers were dispatched to the area of California and Huntington regarding a three vehicle traffic collision. An investigation revealed one vehicle was overturned and a traffic signal was knocked down. Parties involved complained of pain. The driver at fault was issued a citation.

June 15

At 12:17 a.m., an officer observed a vehicle commit a traffic violation. A traffic stop was conducted and the driver was contacted who displayed symptoms of being under the influence. A DUI investigation revealed the driver was under the influence. He was arrested and transported to the MPD jail to be held for a sobering period.

At 2:37 a.m., while patrol-

ling the 400 block of South Myrtle an officer contacted a person in front of a closed business. The subject displayed symptoms of intoxication. It was determined he was too intoxicated to care for himself. He was arrested and taken into custody.

At 12:42 p.m., officers were dispatched to the area of Huntington and Shamrock regarding a subject that struck a passenger while in a bus. The victim stated the suspect slapped her but she did not desire prosecution. A refusal to prosecute form was completed.

At 5:40 p.m., an employee from a store in the 1600 block of South Mountain called to report a shoplifting incident. The subject was gone prior to officers’ arrival. This investigation is continuing.

At 6:50 p.m., a caller in the 400 block of East Lime reported officers were dispatched to an argument among family members. Officers arrived and made contact with the parties involved. A computer search revealed one of the parties involved had a bench warrant. He was arrested and taken into custody.

June 9

At 5:06 a.m., officers were on foot patrol at Bonita Park, 100 S. Second Ave., when they noticed graffiti on the east wall of the men's restroom near the skate park. The graffiti displayed the letters "SFC" in bold yellow with a black outline. Despite searching for witnesses, surveillance footage, and evidence, the officers did not find any leads. A request was submitted to Public Works Services

to remove the graffiti from the restroom wall.

June 10

At 2:34 a.m., officers responded to the 1100 block of Fairview Avenue, regarding a disturbance. Upon the officer’s arrival, the victim reported that her husband had slapped her in the face. The investigation by the officers showed that the husband, who was intoxicated, initiated an argument that led to him slapping his wife. The victim had no visible injuries and did not want an Emergency Protective Order (EPO), and she did not wish to press charges.

June 11

At 5:23 a.m., officers were dispatched to investigate a report of a cold residential burglary in the 1700 block of Oakwood Avenue. Upon investigation, officers found that between June 5, 2024, at noon and June 11, 2024, at 11:50 p.m., unidentified suspect(s) broke the rear slider window and ransacked the residence. The residence lacks an alarm system and CCTV cameras, and the extent of the loss is unknown due to the owners being in China.

At 1:22 p.m., an officer was dispatched to investigate a stolen catalytic converter report in the 100 block of Bonita Avenue. The victim heard noises in her driveway at 4:05 a.m. Upon inspection, she found her catalytic converter missing. The victim lacks rear cameras at the location where the vehicle was parked. The victim wishes to pursue prosecution, with an estimated loss of $2,000.

June 12

At 1:43 a.m., officers were dispatched to a report of a cold

residential burglary at the 30 block of Pamela Road. Upon investigation, officers discovered that between June 1, 2024, at 6 a.m. and June 12, 2024, at 1:40 p.m., an unidentified suspect(s) broke the rear sliding door and ransacked the residence. The location lacks an alarm system and CCTV cameras, and due to the residents being out of town, the extent of the loss is unknown.

At 9:45 a.m., an officer was dispatched to Huntington Health and Rehabilitation Center, 400 W. Huntington Drive regarding an elderly male that was found unresponsive. Arcadia Fire Department paramedics attempted lifesaving measures but were unsuccessful. The elderly male was pronounced deceased due to natural causes.

June 13

At 11:11 a.m. while officers were en route to a call, they observed a subject manipulate and vandalize the LVT camera trailer at Huntington Drive and First Avenue. The suspect fled when officers tried to apprehend him. Despite catching up to the subject, the officers had to physically restrain him for arrest. One officer and the subject sustained minor injuries during the apprehension.

June 14

At 1:44 a.m., officers responded to Cafe Fusion, 510 E. Live Oak Ave. due to an audible alarm activation. Upon reaching the scene, officers found the rear door shattered, and the register area ransacked. Surveillance footage revealed a male suspect, with a large build, wearing a mask, a light-colored T-shirt, jeans, and light-colored Nike shoes entering the store at 1:40 a.m. and leaving at 1:42

a.m. The stolen items included a small amount of change, a point-of-sale terminal or tablet, and four bottles of wine.

At 5:52 p.m., officers were alerted to a FLOCK hit on a stolen vehicle in the vicinity of West Colorado Boulevard and Michillinda Avenue. They conducted a search in the area and found the vehicle near Santa Anita Avenue and Huntington Drive. A high-risk traffic stop was performed by the officers near South Santa Anita Avenue and East Duarte Road. The driver was instructed to exit the vehicle, and a male subject was removed from the driver's seat. The subject was taken into custody without any issues.

June 15

At 5:15 a.m., on the 1600 block of Oakwood Avenue, two male suspects entered the victim's unlocked vehicle, rummaged through it, but did not take anything. CCTV footage was acquired, describing suspect No. 1 as a male in a gray hoodie, white long socks, and black shoes. Suspect No. 2 was seen in a white, black, and blue jacket, black shorts, black shoes, and a black ski mask. The suspects' getaway vehicle is a white four-door sedan.

At 6:25 p.m., officers responded to a residential cold burglary at 300 block of West Norman Avenue. The investigation revealed that unknown suspects forced entry through the rear dining room window between June 11, 2024, at noon and June 15, 2024, at 6 p.m. The suspects ransacked multiple rooms and it is unknown if anything was stolen due to the homeowner being out of the country. The suspects disabled the security system and CCTV cameras.

PLANNING COMMISSION RESOLUTION NO. 2024-0005

A public hearing will be held by the Planning Commission of the City of Monrovia at 7:30 p.m. or as soon thereafter as possible on Wednesday, July 10, 2024 to consider Ordinance No. 2024-07, amending Title 17 (Zoning) of the Monrovia Municipal Code to allow “Governmental Services” as a permitted use in the HCD (Historic Commercial Downtown) zone. The term Governmental Services is defined in the Monrovia Municipal Code as “administrative, clerical, public contact offices or other community facilities of a government agency including public safety facilities together with incidental storage.” Ordinance No. 2024-07 would allow governmental service uses on the street level and non-street level within the HCD Zone. The Planning Commission’s decision will be a recommendation to the City Council for final adoption of this ordinance.

Pursuant to the California Environmental Quality Act (CEQA) and the City’s local CEQA Guidelines, City staff has determined that Ordinance No. 2024-07 is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. City Staff has determined that the adoption of this Ordinance will not have a significant environmental effect and therefore, the Ordinance is exempt from CEQA pursuant to Section 15061(b)(3) of the State CEQA Guidelines (14 CCR § 15061(b)(3)), and independently, the Ordinance is categorically exempt (Class 1) pursuant to Section 15301 of the State CEQA Guidelines (14 CCR § 15305). The ordinance only expands the list of allowable uses to include “governmental services” as a permitted use within existing buildings in the HCD Zone.

IID asks Coachella Valley to conserve energy until July 2

An excessive heat warning issued in the Coachella Valley prompted the Imperial Irrigation District to issue a "conserve alert" that will be in place until July 2, urging people to reduce their energy use.

The alert is a call to conserve energy as the demand for power could outstrip supply. Customers were encouraged to conserve energy in the peak evening hours of 4 to 9 p.m. for the next eight days.

Conserve alerts are issued when electrical demand is high, which generally occurs during heat waves. According to the National Weather Service, an excessive heat warning will be in effect for the

Valley through Tuesday night, with temperatures of up to 117 degrees expected.

IID encouraged customers to set their thermostats to 78 degrees or higher, avoid using major appliances, turn off unnecessary lights, unplug or turn off unused electrical devices, keep blinds and drapes

closed, and use floor or ceiling fans when possible.

Riverside County: 'If you light it, we'll write it'

Arise in illegal fireworks in recent years, prompted Riverside County to launch a citation, fine, and public education effort to curb the dangerous activity.

The county’s "If You Light it, We’ll Write it" campaign, along with enforcement efforts, have dropped illegal fireworks activity by 33 percent compared to previous years, according to officials.

“Independence Day is a time for celebration, and we urge all residents to do so responsibly,” said Board Chair Chuck Washington. “To protect our communities from wildfires and injuries, we encourage everyone to prioritize public safety by enjoying fireworks displays that are both permitted and safe.”

Fabian is a handsome one-year-old brown tabby who is looking for a calm and quiet home with a patient family. Board backs 'rancho ordinance' for events in Coachella Valley

The Board of Supervisors Tuesday tentatively approved an ordinance to permit outdoor events at "ranchos" in the eastern half of Riverside County under conditions that recognize the "historical, cultural" aspects of Latin traditions in the Coachella Valley.

"Ustedes, muchas gracias. Trabajamos juntos," Supervisor Manuel Perez told the 100-plus people gathered for the first public reading of amended Ordinance No. 348. "I am very proud of this day. It's what it's all about."

Perez noted that after three years of coordinating between rancho owners and officials from a bevy of county agencies, supervisors had finally been able to reach agreeable terms and incorporate them into the revised outdoor event ordinance, dubbed the Rancho Community Event Facilities Ordinance.

"This is historical, cultural, goes way back," Perez said. "We're not done yet. We're going to move this forward today. It's a proud moment for us all."

The ordinance establishes standards for the issuance of permits for fiestas, quinceaneras, graduation parties, holiday parties, wedding receptions, fundraisers and farm-to-table conventions in specific designated segments of the eastern and western Coachella Valley, including Bermuda Dunes, Desert Palms, Mecca, North Shore, Oasis, Thermal and surrounding unincorporated communities.

The baseline standard to qualify for a permit is the property in question must fit the county's "rancho" definition, being at least 4.5 acres in size, with 40% of the parcel dedicated to agricultural crops, and 20% of that derived from date palms, a Coachella Valley staple.

The rancho event permitting process stemmed from conflicts with the county's stiffened noise control ordinance, with which multiple properties came into conflict because of outdoor activities on the weekends and during weekdays, prompting complaints from neighbors.

When the rancho owners began receiving regular warnings and fines from Department of Code Enforcement personnel, the owners organized and began making appearances before the board, appealing for relief directly from Perez, whose Fourth District encompasses the Coachella Valley.

"We're here because of them," rancho owner Claudia Alvarado told the board. "We have worked so hard for three years to keep our ranchos open. This is not just about money. This is about our culture, our heritage. This is bigger than me. It's bigger than one community."

The ordinance, which is subject to a second and final reading on July 30, specifies that the number of guests per event can increase in proportion to the size of the property. For example, for a 4.5-acre plot, a maximum of 200 people can attend, while on a 20-acre space, the conditional use permit would allow for up to 500 guests.

The measure also mandates that an event run

for a maximum of 12 consecutive hours per day, that all live music cease by 10 p.m., all outdoor lighting be shut down at midnight, and that no event operate between midnight and 6 a.m.

Further, rancho property owners would be responsible for ensuring security at their locations and providing sufficient parking for all attendees, so they don't spill onto public rights-of-way,

with streets turning into parking lots.

Noise mitigation measures would remain in force under Ordinance No. 847, and no pyrotechnics or fire pits would be permitted. A designated manager would be required for every event should authorities need to interface with someone, and ranchos would need to maintain appropriate sanitation facilities.

Riverside County supervisors OK liens on properties delinquent on trash payments

The Board of Supervisors Tuesday unanimously approved placing special assessments totaling $3.39 million on thousands of Riverside County residents' property tax bills to collect unpaid trash collection debts.

According to the Department of Environmental Health, 6,348 residents in unincorporated communities owe the county's four waste haulers for rubbish pickup and disposal services in 2023. That compares to 5,664 who were in arrears the year before, agency Director Jeff Johnson said. Amounts now in arrears range from a low of $136 to a high of $9,159, according to the special assessment roll. The assessments will

be tacked onto delinquent payers' annual property tax obligations.

"This is to make the haulers whole," Johnson told the board during Tuesday's public hearing.

He said letters were sent to all those on the delinquent list. Only 31 responded and have since initiated the process of resolving past-due amounts.

No one spoke in opposition to the special assessments.

In the past, petitioners have presented appeals to the board based on the fact that they oversee their own waste disposal and shouldn't be on the hook for the waste haulers' costs. Sometimes, properties are also under lease, and the

owners aren't responsible for paying trash disposal charges.

In a statement posted to the board's agenda, the environmental health director noted that "regular removal of solid waste from residential properties is a basic sanitation practice that protects both the environment and the public."

"The mandatory collection of solid waste and the payment for the collection is critical," he said.

Supervisor Kevin Jeffries previously pointed to instances in which haulers have charged for services never rendered, failing to regularly pick up garbage but still charging as if they have been.

ENVIRONMENTAL DETERMINATION: An Addendum to the 2015 Pasadena General Plan Environmental Impact Report (GP EIR) (State Clearinghouse No. 2013091009) to address the potential site-specific environmental impacts associated with the proposed amendments has been prepared in accordance with the California Environmental Quality Act of 1970 (CEQA) (Cal. Public Resources Code Section 21000, et. seq., as amended) and its implementing guidelines (Cal. Code Regs., Title 14, Section 15000 et. seq.). This Addendum has been prepared and will be processed consistent with State CEQA Guidelines (Cal. Code Regs., Title 14, Section 15162 and Section 15164). The addendum found that the proposed amendment will not result in any potentially significant impacts that were not already analyzed.

Coachella resident to stand trial for attempted murder

Ajudge ruled Friday that a 22-year-old man must stand trial for attempted murder after allegedly opening fire at a Coachella home.

Caillou Marcus Renteria and a then-16-year-old juvenile were arrested on June 21, 2022, for their alleged involvement in a shooting three weeks prior in which multiple vehicles were struck.

Renteria was charged with felony counts of attempted murder and shooting at a vehicle/ dwelling. He initially pleaded not guilty three days after his arrest. He was held to answer on counts of attempted murder and shooting at a vehicle Friday

at the Larson Justice Center in Indio.

The defendant is scheduled to appear in court next at a post-preliminary hearing arraignment on July 8.

Issac Marquez Vargas, 24, was also suspected of taking part in the shooting.

He was arrested the evening of June 2, 2022, for allegedly shooting a 25-year-old man multiple times in a Coachella parking lot on May 30, according to the Riverside County Sheriff's Department.

A passenger in the vehicle with the suspect, whose identity was not disclosed, remained seated in the front passenger seat. He was detained at the scene but apparently not arrested in connection with the alleged carjacking.

No officers were injured.

The officer involved in the shooting, whose identity wasn't released, was placed on paid administrative leave pending the outcome of a probe conducted by the Riverside County Sheriff's Department's Force Investigations Detail.

Jail records indicated Madrigal had been in custody at the Smith Correctional Facility in Banning for alleged parole violations, but he was released on his own recognizance three days prior to the alleged carjacking.

On the night of the incident, deputies from the sheriff's Thermal Station responded to the 52700 block of Genoa Drive in Coachella to a report of a shooting between three subjects. No injuries were reported in the shooting.

Investigators identified Renteria, Vargas and the juvenile as suspects. All three reside in Coachella.

Renteria was found in his residence in the 49400 block of Tulipan Street on Tuesday night by the Investigations Bureau. Both suspects were arrested and authorities said they were also wanted for two additional shootings in Coachella. It was unclear whether they are wanted for the same two shootings.

Indio man admits shooting at vehicles, injuring 1

A26-year-old Indio man who shot at several occupied vehicles in Rancho Mirage, injuring one person, was sentenced to five years of probation.

Adrian Fuentes pleaded guilty Friday to three felony counts each of shooting at a vehicle and assault with a gun, according to court records. He also admitted a sentence-enhancing firearm allegation.

He entered his pleas at the Larson Justice Center in Indio and was granted probation by Judge Gregory Olsen, according to Thalia Hayden of the Riverside County District Attorney's Office.

Deputies responded at around 2:50 p.m. July 13, 2023, to a report about shots fired at several occupied vehicles in the intersection of Bob Hope and Casino Way in Rancho Mirage, according to Sgt. Daniel Milbrandt of the Riverside County Sheriff Department.

"Upon arrival, deputies discovered two vehicles were struck by gunfire, and an occupant of one of the vehicles sustained minor injuries," Milbrandt wrote in a statement. "The victim was treated and released at the scene by medical personnel."

A third motorist, who was unharmed, also reported that their vehicle was struck by gunfire, according to Milbrandt. The suspect vehicle was

described as a newer red Sedan that fled the scene northbound on Bob Hope Drive.

The Palm Desert sheriff's station's Investigation's Bureau assumed the investigation and subsequently identified Fuentes as the suspect in the shooting, Milbrandt said. He was arrested in August 2023 and booked into the John J. Benoit Detention Center in Indio, where he was held on $25,000.

The suspect was taken into custody without incident on Acacia Avenue in Hemet Saturday afternoon.

He was immediately placed on unpaid administrative leave pending the possibility of criminal charges and adjudication of the matter.

According to sheriff's officials, the lawman was hired in May 2016, and his most recent assignment was at the Hemet station.

"The sheriff's office condemns any form of sexual misconduct involving its personnel on- or off-duty and remains resolute in its commitment to deterring and preventing such behavior," Kelleher said.
