Bass vows more security, proactive policing in response to synagogue clash

After a violent clash between Palestinian and Israeli supporters outside a synagogue in the Pico-Robertson district, Los Angeles Mayor Karen Bass has outlined steps being taken to prevent any recurrences — including more funding for security at houses of worship, a motion that was expected to be introduced at Tuesday's City Council meeting and expanded partnerships between police and Jewish public-safety organizations.

The Los Angeles Police Department stepped up its presence outside synagogues and other houses of worship Monday in response to the clash, which occurred around 10:50 a.m. Sunday in front of the Adas Torah synagogue at 9040 W. Pico Blvd., one block east of Doheny Drive. Pro-Palestine protesters amassed outside the facility, and they were met with counter-demonstrators, some carrying Israeli flags, LAPD Officer Tony Im told City News Service.

Local and state leaders, and even President Joe Biden, all condemned the ensuing clash as blatant antisemitism, although pro-Palestinians said the gathering was in response to a real estate event at the synagogue that included "representatives of housing projects in all the best Anglo neighborhoods in Israel," according to an advertisement for the event.

On social media, proPalestinian groups blasted

the event, calling it "a blatant example of land theft."

While investigations continued, Bass met with leaders of various Jewish community groups Monday, along with City Councilwoman Katy Yaroslavsky and interim LAPD Chief Dominic Choi. At an afternoon news conference, Bass called Sunday's violence "abhorrent," saying the actions of protesters who blocked access to a synagogue "absolutely unacceptable."

"This violence was designed to stoke fear," Bass said. "It was designed to divide. But hear me loud and clear — it will fail."

Bass outlined a series of steps being pursued by the city in response to the clash.

"We will be working

to immediately convene leaders of houses of worship and cultural centers to discuss how to protect sacred spaces," Bass said.

"LAPD will enhance their partnerships with Jewish public-safety organizations to continually review evolving tactics and threats to the community and to ensure that we are not just responding, but taking proactive actions to prevent these instances from happening in the first place."

She said the city is working with state leaders to ensure the provision of $40 million in grant funding to support security measures locally, and Yaroslavsky is expected to introduce a motion during Tuesday's City Council meeting

seeking immediate local funding to boost security while the state money is pending.

Bass also said the city attorney will be looking at several issues that "we need to examine," such as requiring permits for such organized protests and "the idea of people wearing masks at protests," a clear reference to many participants Sunday who had their faces covered to conceal their identities.

"As mayor, my No. 1 job is to keep people safe, and I want to assure Angelenos that we will continue our efforts to make sure that you not just feel safe but you actually are safe, especially in places of worship," Bass said.

'Unbroken Blossoms' at East West Players explores authenticity and representation

In 1919 D.W. Griffith directed Hollywood’s first onscreen interracial love story between a white woman and a Chinese man. The movie was “Broken Blossoms” and the lovers were played by Lillian Gish as Lucy Burrows and Richard Barthelmess, in yellow face make up, as Cheng Huan.

What went on behind the scenes is the subject of East West Players’ next World Premiere play "Unbroken Blossoms" — a historical reimagining of the making of this actual boundarybreaking Hollywood classic — written by Philip W. Chung and directed by Jeff Liu. It goes on stage from June 27 through July 21 at the David Henry Hwang Theatre.

"Unbroken Blossoms" follows two Chinese American consultants who are hired for the movie “Broken Blossoms” — Moon, an idealistic family man and James, a cynical, aspiring filmmaker — as they contend with the inflated ego of the film's director D.W.

as D.W. Griffith, Alexandra Hellquist as Lillian Gish/Gilda and Conlan Ledwith as Richard Barthelmess.

Speaking by phone, Chung explained the genesis of the play. “I’m fascinated by Hollywood history so I’ve read about D.W. Griffith; he is considered the godfather of cinema. Studying his career I realized that he made ‘Broken Blossoms,’ one of the first ‘positive’ interracial relationships in Hollywood films. But, of course, it was 1919 and it was a white man in yellow face makeup playing a Chinese character. They were clearly trying to do something that wasn’t the usual negative depiction of Chinese people. The intent might have been good but, because of the limitations at that time, the result was still problematic.”

“And then I found out during my research that he hired two Chinese American

Iconic actor Donald Sutherland dies at 88

Theentertainment

world lost a giant last week with the death of legendary actor Donald Sutherland, who parlayed guest spots on television programs throughout the 1960s into appearances in iconic films including "The Dirty Dozen," "M*A*S*H," "Kelly's Heroes" and "Animal House."

"With a heavy heart, I tell you that my father, Donald Sutherland, has passed away," Sutherland's son, actor Kiefer Sutherland, wrote on social media June 20. "I personally think one of the most important actors in the history of film. Never daunted by a role, good, bad or ugly. He loved what he did and did what he loved, and one can never ask for more than that. A life well lived."

Sutherland was 88. According to various reports, Sutherland died in Miami following a long illness.

Sutherland, who received an honorary Oscar in 2017, was known to younger moviegoers for his more recent work as President Snow in "The Hunger Games." But his resume includes many of the most notable films Hollywood has produced, including "Klute," "Ordinary People," "Pride & Prejudice," "The Day of the Locust" and "Invasion of the Body Snatchers."

He won an Emmy Award in 1995 for his supporting work in HBO's "Citizen X."

Born in Canada, Sutherland's big film break came when he was cast as a condemned Army prisoner in 1967's war classic "The Dirty Dozen," joining a starstudded cast that included Lee Marvin, Telly Savalas and Charles Bronson, among others.

The success of that film helped him land top billing in another Army film, playing the original Hawkeye Pierce in the big-screen version of "M*A*S*H." Yet another war epic followed with his appearance as the appropriately named Sgt. Oddball, a flighty tank squadron commander in "Kelly's Heroes." The behind-

the-lines quest for wartime gold also had an all-star cast, led by Clint Eastwood and including Savalas and Don Rickles.

The following year he appeared opposite Jane Fonda in "Klute."

Sutherland was a ninetime Golden Globe Award nominee, winning in 2003 for his supporting role in "Path to War," chronicling the events leading to U.S. involvement in the Vietnam War.

His other film roles included "Space Cowboys" — reteaming with Eastwood — "The Italian Job," "Cold Mountain," "Buffy the Vampire Slayer," "Disclosure" and Oliver Stone's "JFK."

He most recently portrayed a judge on the series "Lawman: Bass Reeves."

Sutherland is survived by his wife Francine Racette; sons Roeg, Rossif, Angus and Kiefer; daughter Rachel; and four grandchildren. Funeral services were expected to be private.

"I was blessed to direct (Sutherland) in 'Backdraft,'" director Ron Howard wrote on X June 20. "One of the most intelligent, interesting & engrossing film actors of all time. Incredible range, creative courage & dedication to serving the story & the audience with supreme excellence."

Helen Mirren wrote, "Donald Sutherland was one of the smartest actors I

LA unemployment rate steadies in May; IE sees jobless decrease

Unemploymentin

Los Angeles County remained at 5.3% in May, matching April's identical rate, according to state Employment Development Department figures released Friday.

The seasonally adjusted 5.3% rate was higher than the 4.8% rate from May 2023.

May 2024 unemployment in Orange County, where seasonally adjusted percentages were not available, was 3.2%, down from April's 3.7%.

ever worked with. He had a wonderful enquiring brain, and a great knowledge on a wide variety of subjects. He combined this great intelligence with a deep sensitivity, and with a seriousness about his profession as an actor. This all made him into the legend of film that he became. He was my colleague and became my friend. I will miss his presence in this world."

Actor/director Edgar Wright called Sutherland "a favorite actor and always fascinating screen presence."

"He starred in two of my very favourite and most influential films — 'Don't Look Now' and the 1978 'Invasion Of The Bodysnatchers,'" Wright wrote. "But that is just the tip of the iceberg in terms of his legendary filmography; a funny, laconic, but also intense and dramatic presence in so many memorable movies, starting with his break-through in 'The Dirty Dozen,' and then on an incredible run in the 70s, 80s and beyond with 'M*A*S*H,' 'Kelly's Heroes,' 'Little Murders,' 'Klute,' 'Don't Look Now,' 'The Day Of The Locust,' 'Ordinary People' and 'JFK,' among many others. I even adore his very early appearances in 'Dr Terror's House Of Horrors' and 'The World Ten Times Over,' as well as his very silly cameo in 'Kentucky Fried Movie.'"

Statewide, the seasonally adjusted unemployment was 5.2% last month, down from 5.3% in April, but above the 4.5% rate in May of last year, according to the EDD. The nation's unemployment rate was 4% in May, 3.9% in April and 3.7% in May 2023.

Nonfarm employment in LA County added 11,100 jobs between April and May to total almost 4.6 million.

The leisure and hospitality sector added 8,200 jobs, representing the largest gains.

IE jobless rate falls further

Theunemployment rate in the Riverside-San Bernardino-Ontario metropolitan area was 4.3% in May, down from a revised 4.8% in April, and higher than the year-ago estimate of 4.1%, according to the EDD's figures released Friday.

The state's unadjusted unemployment rate in May was 4.5% for California and 3.7 percent for the nation

during the same period.

The jobless rate was 4.4% in Riverside County and 4.3% in San Bernardino County.

In Riverside County, Mecca had the highest unemployment rate countywide in May at 10.7%, followed by Coachella at 8.3%, Cherry Valley at 7.9%, Hemet at 6.3% and Rancho Mirage at 6.2%, City News Service reported.

Data combined from both counties showed that payrolls expanded by the widest margin in the agricultural sector, which added an estimated 1,600 jobs last month.

More gains posted in the construction, hospitality, public and warehousing sectors, which combined increased by 3,800 jobs, according to the EDD.

The financial services, information technology, manufacturing and professional business services sectors contracted last month, with a reduction of 900 positions. Miscellaneous unclassified industries also declined by roughly 200 jobs.

The educational services and mining sectors were unchanged.

NOTICE OF PUBLIC HEARING MONROVIA PLANNING COMMISSION

ORDINANCE NO. 2024-07

PLANNING COMMISSION RESOLUTION NO. 2024-0005

A public hearing will be held by the Planning Commission of the City of Monrovia at 7:30 p.m. or as soon thereafter as possible on Wednesday, July 10, 2024 to consider Ordinance No. 2024-07, amending Title 17 (Zoning) of the Monrovia Municipal Code to allow “Governmental Services” as a permitted use in the HCD (Historic Commercial Downtown) zone. The term Governmental Services is defined in the Monrovia Municipal Code as “administrative, clerical, public contact offices or other community facilities of a government agency including public safety facilities together with incidental storage.” Ordinance No. 2024-07 would allow governmental service uses on the street level and non-street level within the HCD Zone. The Planning Commission’s decision will be a recommendation to the City Council for final adoption of this ordinance.

Pursuant to the California Environmental Quality Act (CEQA) and the City’s local CEQA Guidelines, City staff has determined that Ordinance No. 2024-07 is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. City Staff has determined that the adoption of this Ordinance will not have a significant environmental effect and therefore, the Ordinance is exempt from CEQA pursuant to Section 15061(b)(3) of the State CEQA Guidelines (14 CCR § 15061(b)(3)), and independently, the Ordinance is categorically exempt (Class 1) pursuant to Section 15301 of the State CEQA Guidelines (14 CCR § 15305). The ordinance only expands the list of allowable uses to include “governmental services” as a permitted use within existing buildings in the HCD Zone.

The Staff Report pertaining to this item will be available on Wednesday, July 3, 2024 after 4:00 p.m. on the City’s website at https://www.monroviaca.gov/your-government/boards-and-commissions/planningcommission/agendas-minutes

Public comments regarding this item may be stated in person at the meeting, or submitted in writing. Written comments submitted by 5 p.m. on the meeting date will be distributed to the Planning Commissioners.

The purpose of this public hearing is to afford the public an opportunity to be heard concerning the proposed Ordinance. If you challenge the ordinance in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing. If you need additional information on this matter or have questions, please contact the Planning Division at (626) 932-5565 or e-mail at planning@monroviaca.gov.

PROJECT DESCRIPTION: The West San Gabriel Valley Area Plan (WSGVAP) is a new community-based plan that focuses on land use and policy issues that are specific to the unique characteristics and needs of the WSGV Planning Area. 'Unbroken Blossoms'

consultants for the movie — James Leong and Moon Kwan,” Chung added. “We don’t really know much about that history and a lot of it is forgotten. That got me thinking about what it might have been like to work on this movie at a time when the Chinese were being portrayed but not in an authentic way. 'Unbroken Blossoms' tries to explore both sides of that dichotomy.”

Chung finished writing a draft of "Unbroken Blossoms" in 2015 and the play had a public reading of it at the Japanese American National Museum with East West Players and Visual Communications. It was during the pandemic that he revisited and reworked the play.

“The world had changed a lot since I wrote 'Unbroken Blossoms' in 2015,” Chung explained. “The play is set in 1919 in Los Angeles during the Spanish flu pandemic. It was very similar to COVID: people were wearing masks and there were several race riots — Black versus white — and anti-Asian violence all over the country. And I wanted to explore that parallel between now and 1919 more closely than I did in the original version.”

Chung disclosed why the play is called "Unbroken Blossoms," "The white woman and Chinese man in the 1919 film are broken blossoms. Each has tragedies in their lives that prevent them from being a whole person. I thought it would

be interesting if the play was the opposite of that. Is there a way to become unbroken — specifically in this case — if the portrayal of being Asian is a broken version of ourselves that we see from Hollywood? Is there a way beyond that?”

Gavin Lee, who plays James Leong, heard about Chung’s play in February through "Unbroken Blossoms" director Jeff Liu. He said, “I have worked with Jeff before and he asked me if I was interested in reading a new play. He sent me the script and I thought it was pretty visceral. There are some scenes that were difficult to read — particularly the part where Moon gets mistaken for me and he gets brutally beaten.”

“Anyone who watches the play will definitely feel for the two Chinese consultants,” stated Lee. “They have vastly different viewpoints. My character is very cynical. Already he knows they were hired because the producers want to look good. My character understands that whole process and he’s just trying to get something out of it. Moon, on the other hand, really believes he’s there to be a consultant.”

“Moon and James poke at each other because Moon believes he’s helping to make the characters be more authentic and represented in this film,” Lee related.

“James, on the other hand, believes the only way the film can be more authentic is if it has actual Chinese actors instead of white actors portraying Chinese

people. Moon thinks what James is trying to do is unrealistic and wishful thinking.”

Two weeks into rehearsals, Lee reconsidered his initial reaction about his character. “When I first read the play, I saw James as being cynical. The more I work on it, though, I'm finding parts where his love, passion, and hope show through his sardonic exterior, which is fun to play. I'm not sure if this was Philip Chung’s intention or if it's just a character trait I had to apply myself to get more grounded in it. But it does make me want to root for James more. While he seems cynical, James’s ultimate goal is to learn from a renowned director so he can make films that are true to Chinese people.”

As for the audience takeaway, Lee opined, “Whether people believe one viewpoint or another, any good play will have them contemplating the repercussions of what they saw. Some people may disagree with the message of the play but I definitely think people will come out after seeing the play feeling a flurry of emotions.”

While it’s unfortunate that Chung didn’t find much information about Moon and James and their experience, it was also propitious. Having a blank canvas allowed him the freedom to create nuanced, complex characters and the engrossing plot that make "Unbroken Blossoms" compelling theater.

LA28 Summer Olympics venue plan unveiled

On Friday, officials provided an exciting update on the Los Angeles 2028 Summer Olympics, revealing the proposed venue plan for the Olympic and Paralympic games.

"The Olympic and Paralympic Games represent the pinnacle of athletic competition and achievement, and we’re proud to host the Los Angeles 2028 Games in some of the greatest stadiums and arenas ever built," remarked Casey Wasserman, LA28 Chairperson and President, in a press release. “LA28’s updated venue plan will provide the ideal Hollywood stage for the world’s top athletes, and choosing from spectacular existing venues, wherever they are, rather than building new permanent or temporary stadiums, achieves more

than $150 million in savings and new revenue to help maintain a balanced budget. We look forward to partnering with these venues, and their experienced operators and workforce, to deliver an unparalleled experience for athletes and fans in 2028.”

Among the significant updates, it was confirmed that Canoe Slalom and Softball competitions will not take place in Los Angeles. These events will be held in Oklahoma City instead, as stated in the press release, "[this decision] emphasizes sustainability by encouraging the use of existing venues beyond the region of the Host City. Both the Canoe Slalom and Softball venues in Oklahoma City are built to international competition standards, ensuring a high-quality experience for athletes and fans."

The Intuit Dome in Inglewood, the future home of the Los Angeles Clippers, will host the men's and women's basketball tournaments. The Crypto.com Arena, known for hosting the LA Kings, Sparks, and Lakers, will be the stage for gymnastics competitions. What is touted as the "largest swimming venue in Olympic history," will be held at SoFi Stadium, home to the LA Rams and Chargers. Track and field athletes and para-athletes will compete at the historic LA Memorial Coliseum.

Additional sports will be spread across other notable locations. BMX Freestyle, BMX Racing, and Skateboarding Park and Street events are set for the Sepulveda Basin Recreation Area in Encino. Diving competitions will take place at the iconic pool in Exposition

Park. Long Beach is slated to host more aquatic events, and the details on these will follow at a later date.

Equestrian and Para Equestrian events will now be held in Temecula at a soon-to-be-confirmed

venue, moving these competitions from their initial Sepulveda Dam Recreation Area location. Similarly, Shooting competitions will be relocated to another venue in Southern California, outside Los Angeles. The Los Angeles 2028 Summer Olympics will mark the third time the city has hosted the prestigious event, with previous occasions being in 1932 and 1984.

In a statement Monday, Hussam Ayloush, executive director of the Greater Los Angeles Area office of the Council on AmericanIslamic Relations, said "elected officials and the mainstream media have politicized this incident as religious discrimination as opposed to a human rights issue."

He also called for an investigation into the violence, but condemned the real estate event at the synagogue Sunday as "promoting the sale of land located in the illegally occupied Palestinian territories."

"The demonstration in front of the Adas Torah synagogue over the weekend was in response to the blatant violations of both international law and human rights from agencies that seek to make a profit selling brutally stolen Palestinian land as the Israeli government continues its eight-monthlong genocidal campaign and ethnic cleansing in Gaza," Ayloush said in a statement.

"The decision by Shaarey Zedek and Adas Torah synagogues to host events promoting racially segregated settlements, where only Jewish people are allowed to live, on illegally occupied Palestinian land is deplorable and antithetical to the morals that faith institutions should uphold. ...

"We call on political leaders to condemn the organizations involved in the potentially illegal sale of Palestinian land and the counter- protesters who commit violence against anti-genocide protesters with the same fervor used for rightfully condemning antisemitism."

On social media, proPalestine groups also pointed to the real estate event as the impetus for the protest.

"Racist settler expansionists are not welcome in Los Angeles," the Palestinian Youth Movement posted on Instagram, calling the land sale an

"effort to further occupy Palestine."

Several other groups, including USC proPalestine organizations, posted images saying that protesters went to the synagogue to "push back against the unjust sale of occupied land to a depraved Euro-American settler market."

"We refuse to allow land theft and settler expansionists (to) operate in our backyard. Confront Zionism and smash settler colonialism," according to the posts. "No peace on stolen land, from the belly of the beast to Palestine."

Biden was among those on Monday condemning the violence outside the synagogue.

"I'm appalled by the scenes outside of Adas Torah synagogue in Los Angeles," Biden wrote on social media. "Intimidat-

with several scuffles occurring in streets throughout what Sam Yebri, who lost to Yaroslavsky in the 2022 race for the 5th District council seat, called "America's most heavily Jewish neighborhood outside of New York."

Video from the scene showed punches being thrown, people wrestled to the ground and kicked, chemical agents being sprayed and demonstrators using the handles of protest signs as weapons. Police responded in riot gear.

One person was arrested for carrying a "spiked flag," a prohibited item at a public demonstration, Im told City News Service.

According to an LAPD statement released on Monday morning, the person "was cited at West Los Angeles station and

to ensure the safety of all. If you have information relating to these crimes, please contact West Los Angeles Station."

The pro-Israel and

ing Jewish congregants is dangerous, unconscionable, antisemitic, and un-American. Americans have a right to peaceful protest. But blocking access to a house of worship — and engaging in violence — is never acceptable."

Heated verbal confrontations grew physical shortly after the two factions gathered Sunday,

released,"

"The Los Angeles Police Department will be investigating ... two reported batteries," the LAPD statement said. "We will always protect the First Amendment rights of those wanting to protest. Violence and crime however, will not be tolerated. Additional patrols will be conducted around sensitive religious sites,

pro-Palestine groups briefly marched through adjacent Beverly Hills, coming north on Almont Drive from Pico Boulevard, then west on Olympic Boulevard for two blocks to Doheny Drive, Beverly Hills Police Department Lt. Andrew Myers told City News Service on Monday.

Yaroslavsky, whose district includes the Pico-Robertson neighbor-

hood, said in a statement released Sunday night, "The antisemitic violence that broke out this afternoon in Pico-Robertson would have been completely unacceptable anywhere in Los Angeles, but that it was planned and carried out in front of a synagogue in the heart of LA's Jewish community should be deeply concerning to us all.

"Everyone has the right to protest, and everyone also has the right to be safe from fear and violence. We deserve answers for how this situation escalated."

Gov. Gavin Newsom wrote in a post on social media that "the violent clashes outside the Adas Torah synagogue in Los Angeles are appalling. There is no excuse for targeting a house of worship. Such antisemitic hatred has no place in California."

Rabbi Hertzel Illulian, the founder of the Beverly Hills-based JEM Community Center which provides sports, recreational, and educational activities for youths, told KCAL from the scene that the protest, "doesn't belong here."

"I don't think the Jewish people would go in front of a mosque and the Christian people would go in front of a mosque to do such a thing," Illulian said. "Nobody would accept this.

But here, when it comes to Jews and Israel, everything is kosher, everything is OK."

Jonathan Greenblatt, the CEO of Anti-Defamation League, which describes its goals as stopping "the defamation of the Jewish people, and to secure justice and fair treatment to all," posted on social media Monday. "The antisemitic violence that started in front of an Orthodox synagogue and spilled over into the PicoRobertson neighborhood of Los Angeles marks a deeply dangerous new low.

"It is a case study in gaslighting to describe this as 'peaceful protest,' Greenblattwrote.

"'Peaceful protesters' don't converge on a Jewish neighborhood, conceal their identities, bring weapons, openly call for violence, antagonize and then attack residents with rage.

"Enough is enough. It is time for people of all persuasions and politics to speak out against this divisive, ugly hate. It is time for elected officials to recognize that these acts aren't courageous, they are criminal. It is time for authorities to intervene before more people get hurt and then actually killed.

NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property.

NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call, (800) 758-8052 for information regarding the trustee’s sale or visit this internet website, www.xome. com, for information regarding the sale of this property, using the file number assigned to this case, T.S.# 22-05065CA. NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. LA City Council OKs plan to save beloved ‘El Burro' at El Pueblo

TheLosAngeles

City Council Friday advanced an effort to save a long-time beloved Olvera Street attraction known as "El Burro," a lifesized stuffed donkey, after its owners ran into issues with the leasing contract.

In a 13-0 vote, council members backed a motion introduced by Councilman Kevin de León and requested the Board of El Pueblo de Los Angeles Historical Monument Authority Commissioners to immediately consider the leasing agreement with puesto P-04, operated by La Carreta at Placita Olvera. The goal is to add the owners, Richard Hernandez Chase and Patricia Josefina Hernandez, onto the lease.

Council members Bob Blumenfield and Hugo SotoMartinez were absent during the vote.

"This issue touches on the heart of what makes our city vibrant, diverse, and our legacy families who have served our communities for generations," de León said prior to the vote.

He added, "It is important to note that the council does not have jurisdiction

to order the commission to review it, but the right thing to do would be to review the case especially relative to the city's commitment to upholding the historic integrity of the historic location and the administrative process. El Pueblo is more than just a tourist destination. It is the beating heart of our city's history and culture."

There was no immediate response to a request for comment from the El Pueblo commission.

La Carreta was founded in the late 1960s by Jesus "Don Chuy" Hernandez and his wife Maria Trancito Hernandez. Visitors to La Carreta at the time could get photos with the family's pet donkey, Cirila. The burro was later replaced by a "Jorge," a life-sized stuffed burro.

The stuffed burro is known by many residents of the city, and has attracted visitors to El Pueblo for photos.

In 2019, Maria Hernandez submitted paperwork to the city requesting to have her children, Patricia and Richard Hernandez, added to the lease contract. Richard Hernandez told LA

Taco in May that after his mother died, they got the unexpected news that they were to be evicted due to a contract issue.

"The pueblo claims there's a clerical error with our business contract; however, my family owns another business here and we drafted paperwork for both back in 2019 to change ownership and add our other family members," Eugenia Nicole Macias, a member of the Hernandez family, told LA Taco.

There were problems with updating La Carreta's contract, and it never happened. Members of the Hernandez family have shown up to El Pueblo's board meetings but nothing has come out of those discussions.

Richard Hernandez told City News Service he was grateful to de León's office and the City Council for approving the motion. He said the whole situation has been difficult.

"I reached out to everybody. I reached out to the commission. I reached out to the office. I reached out to the City Attorney. They all gave me the same answer:

They couldn't help me," he said.

But when he reached out to de León's office it was: "I want to help you," Hernandez said.

He said he hopes the motion will lead to open negotiations with the Hernandez family to begin a new lease or add Richard to the original contract.

Richard Hernandez explained that a lot of businesses at El Pueblo have suffered and fallen back on rent due to extreme heat, COVID-19, homeless-

ness affecting business, and overall reduction in foot traffic. Things have improved slowly, and Hernandez said he remains hopeful that he and his family will continue to operate their donkey cart, which has become an iconic stand.

"Generations have been through here, families, visitors, and tourists from all over the world have come to Olvera Street and taken their souvenir photo," Richard Hernandez said. "It's like the Hollywood Sign, like

Mickey Mouse in Anaheim. It's just something that's always been there and they can count on it."

He added, "They can take a really nice, cool part of Mexico in the Heart of L.A. That's our logo. It's part of the fabric of L.A." El Pueblo, commonly referred to as Olvera Street, was founded in 1781. The complex is made up of 27 historic buildings, seven museums and home to about 75 merchants, who sell various traditional and cultural wares.

LA County Health Services Department responds to privacy breach

The Los Angeles County Department of Health Services announced Friday that a phishing attack in February allowed a hacker to gain log-in credentials of an employee, which may have compromised the personal information of about 47,000 people. The attack through phishing email took place on Feb. 6. After discovering the breach, the health services department said it disabled the impacted e-mail account, reset and re-imaged the user's devices, blocked websites that were identified as part of the phishing campaign and

quarantined all suspicious incoming e-mails. Additionally, notifications were distributed to all workforce members to remind them to be vigilant when reviewing e-mails, especially those including links or attachments. Law enforcement was notified and they investigated the incident, according to DHS.

The information identified in the potentially compromised email account may have included full name, date of birth, home address, phone number, e-mail address, Social Security number, governmentissued ID, medical record

number, health insurance information and/or medical information.

The health services department is notifying impacted individuals by mail. For individuals where a mailing address is not available, the department is also posting a notice on its website to provide information and resources. DHS said it is also notifying the U.S. Department of Health & Human Services' Office for Civil Rights and other agencies as required by law and/or contract.

DHS said it has implemented numerous enhance-

ments to reduce exposure to similar e-mail attacks in the future.

While the department cannot confirm whether information has been accessed or misused, individuals are encouraged to review the content and accuracy of the information in their medical record with their medical provider.

To help relieve concerns following the incident, the department said it has secured the services of an identity monitoring service to assist those affected with credit monitoring, fraud consultation and identity

theft restoration.

Earlier this month, the L.A. County Department of Public Health announced that a phishing attack also

in February allowed a hacker to gain log-in credentials of 53 employees, compromising the personal information of more than 200,000 people.

Monrovia honors 'neighborhood treasure' Pat Ostrye

The city of Monrovia last weekend honored with its "neighborhood treasure" designation Mary "Pat" Ostrye, the first woman to serve on the City Council and as mayor.

On June 15 city officials unveiled a commemorative display in the 300 block of North Alta Vista Avenue in recognition of Ostrye, who died in 2018.

"Pat was a proud Monrovian who embodied our community values," City Manager Dylan Feik wrote in his weekly newsletter.

Ostrye's passion for service began when she joined the U.S. Navy, where she worked as a telegrapher in air traffic control in San Diego. While visiting Monrovia, she met her husband Peter Ostrye at Immaculate Conception Church, and six months later they got married and resided in the city.

In 1974, Pat Ostrye became the first woman to serve on the Monrovia City Council, and

four years later she was the first woman directly elected as mayor. She held all four of the city's elected offices through the early 1990s.

"Her leadership and campaign promises brought several programs, including Monrovia Meals on Wheels, Dial-a-Ride, a home library, and a federally funded senior lunch program," Feik wrote.

Following her mayoral term, Ostrye continued public service when she was elected

as city clerk in 1980. In 1992, she ran for and won the parttime position of city treasurer.

The Neighborhood Treasures program "celebrates historically significant Monrovians through the installation of public art pieces in various neighborhoods throughout the community," according to the city.
