County Board of Supervisors voted 5-0 Tuesday for a balanced $9.8 billion budget for the upcoming fiscal year.
According to the county, the 2024-25 spending plan is characterized by prudent budgeting, less volatility and consistent community investment.
“Our hope is that as we see fluctuations in state and federal budgets and their spending, and the revenues we receive from any source, that we as a county can keep the greatest amount of stability here in our local jurisdiction and how we provide services to our communities,” said the county’s Chief Executive Officer Luther Snoke said in a statement.
Snoke along with Chief Financial Officer Matthew Erickson credited supervisors for consistently underestimating future revenues and overestimating risks that could lead to expenditures. That approach has made it possible to maintain or expand county services and programs while saving money for future initiatives and unforeseen needs amid state budget cuts and a struggling economy.
Officials noted the budget allocates $376.3 million to efforts to serve the homeless, public safety and economic developmentinitiatives, disaster preparedness, infrastructure, community projects and the county’s emergency funds.
“I am excited about this year’s county budget, which will allow us to make key investments in infrastructure, economic development, keeping our neighborhoods safe, improving our parks, and significantly enhancing mental health services,” Supervisor Jesse Armendarez said in a statement. “Addressing mental health is a top
priority, and these investments will make a real difference in our community. I look forward to seeing more of these plans come to life in the Second District.”
Most of the $9.8 billion in the budget is for programs mandated and funded by the state, according to the county officials, who highlighted “key priorities even during what is expected to be a relatively lean 2024-25 fiscal year”:
- $1.8 million to support the county’s efforts to address homelessness, in addition to state and federal funding received by the county;
- $32.8 million for infrastructure, including moving many residents and businesses from septic to sewer;
- Nearly $3 million for economic development;
- $20 million for parks and community service improvements;
- Nearly $41 million to assist the Sheriff in addressing community public safety concerns; and
- $1.7 million for human services, including support for foster youth.
“With this year’s budget, the County is investing in importantinfrastructure projects to revitalize our
community. This includes significant funding for fire stations, ensuring our first responders have the facilities they need to serve effectively,” 5th District Supervisor Joe Baca Jr. said in a statement. “We are also funding projects, such as the expansion of the Baker Family Learning Center in Muscoy, upgrades to Kessler Park in Bloomington, various transportation improvements throughout the County of San Bernardino, and increased funding for housing initiatives.”

Affordable housing for veterans
Also Tuesday, the board authorized $5 million to develop and build in San Bernardino a multifamily housing project for lowincome veterans that includes supportive services.
The U.S. VETS — E Street Affordable Housing Development Project will be a 30-unit unit apartment building with three-story walk-up buildings, according to the county. The
complex — located on about three quarters of an acre at 1351 N E. Street — will have 21 one-bedroom units, five twobedroom units, three threebedroom apartments and one four-bedroom apartment for households with incomes 30%-60% of the area median income.
According to the U.S. Department of Housing and Urban Development, for a four-person household 30% of the county’s median income in 2023 was $27,950, and 60% of the median totaled $55,920.
The total cost to complete the proposed project is $21.1 million, according to a report by the county’s housing department. The nonprofit U.S. VETS Housing Corp., which is the project developer, has obtained $4.4 million via the state’s Veterans Housing and Homeless Prevention Program, a $500,000 contribution from the Home Depot Foundation and land donated by the Jewish National Fund valued at $363,000.

Riverside County supervisors authorize funds to deter use
The Board of Supervisors Tuesday allocated $35,000 for a plan to deter use of illegal pyrotechnics in unincorporated communities of Riverside County, with a campaign slated to get underway in less than two weeks.
The supervisors, without comment, signed off on the allotment for public service messages and other activities managed by the county Executive Office, Fire Department, Sheriff’s Department, Department of Code Enforcement and other partners.
The action plan, which complements a multi-media public awareness campaign also approved by the board Tuesday, was first implemented just prior to Fourth of July celebrations in 2021. An “If You Light It, We Will Write It” campaign was initiated using changeable electronic message signs, referring to the potential for steep fines in connection with illegally igniting pyrotechnics.
Under this year’s plan, agencies are authorized to spend contingency funds to start the campaign anew. The lion’s share of the money will go to bilingual PSAs using roadside message signs, digital billboards and broadcast messages, according to the Executive Office.
In April 2021, the Office of County Counsel, in collaboration with the Sheriff’s Department and Cal Fire, drafted amendments to long-standing regulations codified under county Ordinance No. 858 prohibiting illegal pyrotechnics.
The Board of Supervisors on Tuesday approved two contracts with a media marketing firm totaling $356,000 to conduct summer public awareness campaigns emphasizing the penalties for illegal use of fireworks in Riverside County and the dangers of fentanyl.
The board signed off on the compacts sought by the Executive Office with Fountain Valley-based 3 Olives Media LLC to handle social media, traditional media and other messaging focused on anti-fentanyl advertising and fireworks education outreach.
The two agreements will be in effect until July 31, though they could be extended into the fall if necessary. The same media company was retained for campaigns last year.
“A robust public information campaign regarding the use of illegal fireworks and enforcement programs will enhance the safety of our communities by lessening associated risks,” according to an Executive Office statement. “Fentanyl
Inflation throughout the Riverside metropolitan area climbed 0.6% over the previous two months, largely driven by rising energy and food costs, according to data released Wednesday by the U.S. Bureau of Labor Statistics.
The agency’s bimonthly report, which covers northwestern Riverside County as well as the cities of Ontario and San Bernardino, indicated that the metro area’s Consumer Price Index continued the upward trajectory that began in March, following a relatively flat CPI near the start of the year.
BLS officials said the energy sector was the principal driver of pocketbook pressure from the beginning of April to the end of
May, registering an overall increase of 1.6%. Gasoline prices jumped 5%, chiefly accounting for the upsurge, even while electricity and natural gas prices softened.
Food prices as a whole shot up 1.3%, “with higher prices in four of six grocery categories” calculated in the CPI, according to the BLS.
Property rents also went up, reflected in the index’s “shelter costs,” which increased .7% over the twomonth period.
Prices declined for recreational activities, apparel, household furnishings and motor vehicles.
Longer term, the regional CPI was 4% higher over the previous 12 months, with rents leading
the advance at 7.4%, according to data.
Health care costs were close behind at 7.3%, while energy prices jumped 5.8%, led by electricity
costs, which leapt 9% yearover-year. Petrol prices were 6.9% higher in the 12-month period.
The report showed that, nationally, inflation was
unchanged last month, and 3.3% from May 2023 to May 2024.
The current rate of inflation reflects the elevated price trajectory impacting most sectors of the economy. Accelerating consumer price hikes have been blamed by the Biden administration on the war in Ukraine and consequent energy supply disruptions, but critics have pointed to what they call the administration’s restrictive domestic energy policies, as well as excessive spending, including the flood of dollars contained in relief packages, as root causes.
The national debt is at $34.7 trillion, after passing $33 trillion nine months ago, according to the U.S. Treasury Department. Esti -
mated annualized interest rate payments on the country’s debt passed the $1 trillion mark in November, according to Bloomberg News. That same month, Moody’s Investors Service lowered its outlook on the U.S. credit rating from “stable” to “negative.”
The Federal Reserve’s Open Market Committee started gradually increasing its benchmark, or target, lending rate in spring 2022, though the FOMC suspended hikes beginning last summer, leaving the rate at roughly 5.5% on the belief that the pace of inflation had slowed satisfactorily.
The hikes were an attempt to soak up excess liquidity and slow spending.
The Board of Supervisors on Tuesday set a July 30 public hearing to consider the Riverside County Fire Department’s request to attach fire mitigation charges to the tax bills of over 500 property owners, whom officials say have not paid the cost of abating weeds and other potential fire hazards around their parcels.
According to the fire department, 526 property owners in unincorporated communities countywide are delinquent and altogether owe a total $359,287 under the county’s Fire Hazard Reduction Program.
The amounts, which range from $423 to $6,854
per property, stem from activity in calendar year 2023.
The reduction program involves deploying contractors to clear weeds and related overgrowth that might otherwise fuel brush fires during wildfire season, which generally spans May to November. In most cases, the parcels that were mitigated were vacant or set off from main residences, according to the fire department.
Officials said property owners were served with orders to abate, or mitigate, the potential fire hazards, and when inspectors received no reply or saw that no action had
been taken, contractors were sent to the locations under county authority to clear away the excess foliage.

Each parcel owner is provided the opportunity to abate the property prior to the county’s conducting the abatement.”
Properties in four of the five supervisorial districts were identified by the department as delinquent on payments. They included parcels in unincorporated parts of Corona, Hemet, Murrieta and Riverside, as well as the cities of Banning, Lake Elsinore, Menifee, Moreno Valley,
Perris and Temecula, and the communities of Cabazon, Homeland, Juniper Springs, Nuevo, Winchester and Wildomar.
According to agency documents, property owners were billed to recover the county’s expenditures, but the fire department received no response. A $254 administrative fee has also been folded into the final bill sent to the proprietors. The charges would function as tax liens on the properties.
During the July 30 hearing, all those who received assessment notices will have an opportunity to challenge them and ask the board for relief.
Investigators identified Alfonso Smith of Desert Hot Springs as responsible for the illegal sales operation and took him into custody without incident.
James said during the

Cameron James. The raid stemmed from an ongoing investigation involving illegal sales of drugs and firearms.

Smith was booked on suspicion of multiple weapon and drug-related offenses at the John Benoit Detention Center.

basketball icon who won an NBA championship with the Los Angeles Lakers and was an executive during the Showtime Lakers era in the 1980s and later worked in the front office for the Clippers, has died at age 86, and his family is showing appreciation for the support of fans and friends Thursday.
According to a statement from the Clippers, West’s wife Karen was by his side.

West’s wife and family issued a statement Wednesday night saying, “We are overwhelmed by the love, support, and appreciation we have received from friends, colleagues, and basketball fans around the world. Jerry took incredible pride in his life-long association with the NBA. He felt fortunate to have been a player, coach, and executive during a time of explosive growth in the league. Above all else, Jerry cherished the close friendships and mentorships he formed with teammates, coaches and players throughout his 64-year-career.
“We want to thank you, basketball fans everywhere, for supporting him. You fueled his burning desire to win — he did it for you.”
West, known as a player as Mr. Clutch, was the general manager of the Lakers from 1982 to 2000 and the Memphis Grizzlies from 2002 to 2007. He was a consultant with the Golden State Warriors from 2011 to 2017 and with the Clippers until his death. His impact on the game and the NBA was immeasurable, and his silhouette is still used as the NBA’s logo, earning West the alternate nickname “The Logo.”
“Jerry West was a basketball genius and a defining figure in our league for more than 60 years. He distinguished himself not only as an NBA champion and an All Star in all 14 of his playing seasons, but also as a consummate competitor who embraced the biggest moments. He was the league’s first Finals MVP and made rising to the occasion his signature quality, earning him the nickname ‘Mr. Clutch,’” NBA Commissioner Adam Silver posted on social media.
“Jerry’s four decades with the Lakers also included a successful stint as a head coach and a remarkable run in the front office that cemented his reputation as one of the greatest executives in sports history.
West will be inducted to the Naismith Basketball Hall of Fame in Massachusetts for a record third time in October as a contributor to the game.
“I valued my friendship with Jerry and the knowledge he shared with me over many years about basketball and life,” Silver posted. “On behalf of the NBA, we send our deepest condolences to Jerry’s wife, Karen, his family and his many friends in the NBA community.”
West was inducted into the Hall of Fame the first time as a player in 1979 and then as a member of the 1960 U.S. Olympic team in 2010.
The contributor enshrinement honors his work as a general manager with the Lakers and Grizzlies, in addition to his time as a consultant with the Warriors and the Clippers.
While in those roles, West won eight championships and was twice selected NBA Executive of the Year.
“This is a hard day,” Clippers owner Steve Ballmer said in a statement. “I am honored to call Jerry a confidant, an adviser and a friend. Connie, my wife, called him my ‘basketball dad.’ He was absolutely my basketball sage: wise, loyal and so much fun. If you were in his presence, you felt his competitiveness and his drive.
“He cared about everything and everyone. From the first day I met Jerry seven years ago, he inspired me with his intellect, honesty and enthusiasm. He never stopped. I spent a lot of time with him, some of the best times of my life. He always lent an ear, and he always had a quip. He always left me laughing. I will miss him.”
West won an NBA championship as a player with the Lakers in 1972. He played in the NBA Finals nine times and lost six times to the Boston Celtics and twice to the New York Knicks. West was the MVP of the 1969 NBA Finals and is the only player to win the Finals MVP for a losing team. He averaged 37.9 points per
games in the seven-game series against the Celtics.
He was credited as the architect of the Lakers in the 1980s and 1990s during his 18 seasons as general manager, including the deal that brought Kobe Bryant to Los Angeles. Bryant’s widow, Vanessa, paid tribute to West on Instagram, posting a photo of him with Bryant with a pair of purple and gold heart emojis.
Before joining the Clippers in 2017, West spent six years with the Warriors and helped the team win titles in 2015 and 2017.
He also spent five years in Memphis’ front office, rebuilding the franchise.
“Jerry West was an incredible and unique individual, having accomplished immeasurable heights in the game of basketball,” Warriors owner Joe Lacob said in a statement.
“He reached the absolute pinnacle of the sport as both a player and execu-
tive, something few can claim in the profession. He did so much for the NBA, the game of basketball and each of the teams he was associated with during his unmatched career, including the Warriors.”
As a player, West was a 14-time All-Star with the Lakers.
On social media Wednesday morning, Lakers star LeBron James wrote, “Will truly miss our convos my dear friend! My thoughts and prayers goes out to your wonderful family! Forever love Jerry. Rest in Paradise, my guy! My mentor, my friend! Hopefully I continue to make you proud! You’re already missed!” Pat Riley, who coached the Lakers from 1981 to 1990 and was a teammate of West’s from 1970 to 1974, said in a statement, “I loved Jerry West! Tuesday for the Rev. James Lawson Jr., an icon of the Civil Rights Movement and the longtime pastor of Holman United Methodist Church in South Los Angeles, with President Joe Biden saying he dedicated his life to “our country’s ideals.”
Lawson died June 9 in Los Angeles after a brief illness at age 95.
“Jill and I are saddened by the loss of one of our nation’s noblest leaders,” Biden said in a statement Tuesday. “His passing before Juneteenth is a reminder that our nation’s journey from slavery to freedom started in the hearts of people like James Lawson spellbound by freedom. We send our condolences to the Lawson family as our nation mourns a man who helped redeem the soul of our nation.”
Biden noted that Lawson was born in Pennsylvania, “the cradle of our democracy,” and said he “dedicated his life to fighting for our country’s ideals.”
“As a mentor, he taught
the likes of Diane Nash, Congressman John Lewis, and countless others about the tactics and promise of nonviolence resistance,” the president said. “And as a minister, he preached about how the fight for equality, dignity, and justice for all was a divine calling. It is only fitting that Vanderbilt University now boasts the James Lawson Institute in honor of a man who was the architect of the Southern Freedom Movement and, later in life, a consistent advocate for human rights.”
Los Angeles Mayor Karen Bass issued a statement June 10 calling Lawson “a civil rights leader whose critical leadership, teachings, and mentorship confronted and crippled centuries of systemic oppression, racism and injustice.”
“Reverend James Lawson Jr.’s life and legacy reverberates in the continuing movement to advance social and economic justice in Los Angeles and beyond,” Bass said. “He dedicated his life to equality and justice
and helped train a generation of national leaders including Dr. Martin Luther King Jr. and Congressman John Lewis in nonviolent protest. These teachings changed the course of history.
“Here in Los Angeles, Reverend Lawson taught many activists and organizers and helped shape the civil rights and labor movement locally just as he did nationally.”
Bass said Lawson “was gracious enough to meet with young people we were working with in South Los Angeles and teach them about the civil rights movement while training them in non-violent protest strategies,” when help found the Community Coalition organization.
“Reverend Lawson was also an invaluable mentor to me,” Bass said. “I continued seeking his counsel throughout my time as an organizer, an activist and as an elected official. He was there for me as I know he was there for countless civic and faith leaders here
in Los Angeles who were guided and influenced by his teachings.”
Los Angeles City Councilwoman Heather Hutt, who led a street-dedication ceremony for Lawson in January outside Holman UMC, said in a statement: “Reverend James Morris Lawson was a leader of our community and world, whose messages of love and nonviolence left an indelible mark on the Civil Rights Movement and influenced many. I am deeply saddened to hear of his passing, but know his legacy will continue to guide us for generations to come. His message of love will forever live on in every heart he touched. May he rest in power.”
Assemblyman Mike Gipson, D-Carson, said he was saddened by the death of the “Civil Rights Movement legend.”
“Yet as sad as I feel to lose an icon, I am in awe of such an accomplished life,” Gipson said. “It leaves a legacy including the nonviolence work of the James Lawson Institute, an immense body of writings published during his time in California, and the many ways that our community champions the cause of others’ freedom to this day. May he rest in peace.”
Author and talk show host Tavis Smiley said “we have lost a giant.”
“The ultimate teacher and practitioner of civil disobedience and nonviolent resistance,” Smiley wrote on social media. “His message resonates in a moment like this when violence abounds at home and abroad. His sobering voice will be sorely missed.”
Lawson was pastor of Holman United Methodist Church from 1974 until his retirement in 1999. A mile-long stretch of Adams Boulevard from Crenshaw Boulevard to Arlington Avenue in front of the church was co-named in January as the Reverend James Lawson Mile.
Born James Morris Lawson Jr. Sept. 22, 1928, in Uniontown, Pennsylvania, the son and grandson of Methodist ministers, Lawson was raised in Massillon, Ohio.
While a student at Baldwin-Wallace College in Berea, Ohio, Lawson was drafted by the U.S. Army, but refused to serve due to his belief in nonviolence and was sentenced to two years in prison.
Released after 13 months, Lawson returned to college to finish his education, then traveled to Nagpur, India as a Methodist missionary to study the nonviolence resistance tactics developed by Mahatma Gandhi.
Lawson returned to the United States in 1956, entering the Graduate School of Theology at Oberlin College in Ohio. According to a biography from the Stanford University-based Martin Luther King, Jr. Research & Education Institute, one of Lawson’s Oberlin professors introduced him to King, who had also embraced Gandhi’s principles of nonviolent resistance.
In 1957, King urged Lawson to move to the South telling him, “Come now. We don’t have anyone like you down there.” He moved to Nashville, Tennessee, where he attended Vanderbilt University and began teaching nonviolent protest techniques.
In February 1960, following lunch counter sit-ins initiated by students at a Woolworth’s store in Greensboro, North Carolina, Lawson and several local activists launched a similar protest in Nashville’s downtown stores. More than 150 students were arrested before city leaders agreed to desegregate some lunch counters.
Lawson was expelled from Vanderbilt in March 1960 because of his involve-
ment with Nashville’s desegregation movement. Lawson eventually reconciled with Vanderbilt and returned to teach as a distinguished university professor. Vanderbilt established an institute for the research and study of nonviolent movements bearing his name in 2021.
Lawson participated in the 1961 Freedom Rides which challenged segregation on interstate buses and bus terminals.
Lawson became pastor of Centenary Methodist Church in Memphis, Tennessee, in 1962. In 1968, when Black sanitation workers in Memphis began a strike for higher wages and union recognition after two of their co-workers were accidentally crushed to death, Lawson served as chairman of their strike committee.
Lawson and King led a march in support of the strikers on March 28, 1968, which erupted in violence and was immediately called off.
In what would be his final speech on April 3, 1968, one day before his assassination, King spoke of Lawson as one of the “noble men” who had influenced the Black freedom struggle.
“He’s been going to jail for struggling; he’s been kicked out of Vanderbilt University for this struggling; but he’s still going on, fighting for the rights of his people,” King said.

Then it was game time and Jerry would kick ass in a way that was so skilled and relentless.
“I was so proud to be there in his presence. I watched, I learned. He made me believe. Being in that aura of greatness was mesmerizing. I was told, ‘Pat, Just watch him and model yourself after Jerry.’ He was smart, committed, opinionated, fearless, generous, ultra-competitive, stubborn, but with great grace. These were just some of the characteristics he embedded in my psyche.
“They emerged at the right time, honed by many years of self-talking Jerry reminders. Jerry kicked down that coaching door for me and said, ‘You can do this, but it has to be now.’ He knew, then he let me coach. I thank him forever and always for giving me that opportunity.”
The Lakers posted a photo of West on social media, showing him with his jersey hanging in the background, with the caption “Honoring the legendary Jerry West.”
“Jerry West is forever a basketball icon,” according to a statement from the team. “He brought Lakers fans their first championship in Los Angeles in 1972 and was integral to another six titles during his time with us. Our thoughts are with the West family and the many NBA fans who honor his legacy. Jerry West will
always be a Lakers legend.”
Fellow Laker legend Magic Johnson posted a lengthy tribute on social media, describing the first time he met West in 1979 and how West provided guidance during his first training camp with the time, noting that he “really critiqued every facet of my game.”
“After every practice he would give me notes on how I could get better and those sessions carried over to the regular season,” he said. “Once a week we went over what I needed to improve and how I could dominate in the league. Those meetings meant everything to me because I learned so much from him.”
He added, “Beyond his basketball accolades as a basketball player and NBA executive, Jerry West was a great man, a leader of men, fiercely loved his family and friends, and despite holding jobs with other franchises, he was a Lakers fan for life. Laker Nation, the only reason we have 17 NBA championships is because of Jerry West and his expertise drafting players, trading for players, and hiring the
right coaches. Today is a sad day for basketball fans and sports fans across the globe.”
Former Laker Kareem Abdul-Jabbar wrote, “The reason Jerry West is the logo for the NBA is because he embodied the qualities we admire in our best athletes: skills as a player, dedication as a teammate, and integrity as a person. He was my coach, and my adviser, but mostly he was my friend. Today, a part of the continent has broken off and we are all left a little smaller. I know I am. The City of El Monte (“City”) proposes increases to the City’s existing schedule sewer service charge rates for users of the City’s sewage and wastewater collection and transmission system. The sewer service charge is levied upon real property parcels within the City, including real property record of owner based on the last equalized secured property tax assessment roll.
The charges for which City staff and the Consultant have recommended increases qualify as so-called “property related fees and charges” within the meaning of Article XIIID of the California Constitution and as such require the conduct of a majority protest public hearing carried-out in accordance with the noticing and hearing requirements of Article XIIID, Section 6 of the California Constitution and the Proposition 218 Omnibus Implementation Act (Government Code Section 53750 et seq.) Article XIIID, Section 6 of the California Constitution requires that prior to levying a new or increased property-related fee or charge, a public agency shall provide a minimum of 45 days prior written notice by mail of any proposed increase to a fee or charge to the record owner of each real property parcel affected by the increase to the fee or charge. The Prop 218 Public Notice was deposited with the U.S. Postal Service: April 19, 2024.
The City Council will consider all written materials, including the 2024 Rate Analysis, and oral testimony concerning the proposed sewer service charge rate increase. If you oppose the proposed increase, you may submit a written protest in opposition to the increase, subject to the rules and procedures described in City Council Resolution No. 10526 dated April 2, 2024. The public hearing will be open to the public and anyone interested may address the City Council as part of the public hearing, including the record owner(s) of real property parcels affected by the rate increase.

Notice is hereby given that the City Council of the City of Temple City will amend the City’s Year 3 Permanent Local Housing Allocation (PLHA) Program funds. The City Council will formally consider the changes to the City’s PLHA funded program at their meeting of July 16, 2024, at 7:30 p.m. in the City Council Chambers of the City Hall, located at 5938 Kauffman Avenue, Temple City.
PLHA Program was established by the state to provide a source of funding for cities and counties to help meet the unmet need for affordable housing and increase supply of affordable housing. Out of the 10 eligible PLHA activities, the City Council directed staff to join the San Gabriel Council of Governments Regional Housing Trust and create a program allowing accessibility modifications in lower-income owner-occupied housing. The City Council allocated PLHA funds to establish the Residential Accessibility Modification Program (RAMP) and approved guidelines for the program. City staff were notified by the Los Angeles County Development Authority that all accessibility modification programs were subject to prevailing wages and were required to be a loan based on the direction from the state. On December 5, 2023, the City Council directed City staff to cancel the accessibility modification program due to constraints and establish a program assisting families who are experiencing or at risk of homelessness.
The City is proposing to cancel the accessibility modification program and establish a program assisting families and individuals who are experiencing or at risk of homelessness. Activities may include temporary rental assistance, rapid rehousing, and supportive/ case management services. The budget will utilize the City’s Year 3 PLHA funds totaling $254,620.

Acontrolled burn slated to eliminate 2,500 acres of overgrowth in the San Bernardino National Forest near Anza was halted due to a change in conditions that made further burning unsafe, officials said Thursday.
“The project was not continued after temperatures and air quality standards were not suitable for consecutive burn days,” according to a statement released by the U.S. Forest Service. “Without the ability to start fires according to the firing plan, the project would have become an unsafe ... activity for fire personnel.”
The prescribed burn, which began on Monday morning, focused around 6,825-foot Thomas Mountain, south of Lake Hemet and just west of Highway 74. It was analogous to an operation that occurred last summer, in which about 2,500 acres was also eliminated by the San Jacinto Ranger District.
There were plans to continue the current burn for at least 10 days, but on Wednesday, rangers determined that rising temperatures — the National Weather Service has issued
an Excessive Heat Warning beginning Friday for the nearby Coachella Valley — and related factors made the procedure untenable.

Ricardo Rivera, 28, pleaded guilty in April to first-degree murder under an agreement with the Riverside County District Attorney’s Office.
During a hearing at the Riverside Hall of Justice on Friday, Superior Court Judge Jason Armand certified the terms of the plea deal and imposed the sentence stipulated by the prosecution and defense.
Rivera murdered Ashley Brosious of Moreno Valley on the afternoon of Jan. 17, 2019, in his father’s residence at 23161 Denver Court, near Adeline Avenue.
According to briefs filed by the prosecution and defense, Rivera was a habitual drug user, as was Brosious, and their two-year relationship, which evolved from working together at an Amazon warehouse, was replete with short break-ups due to mutual distrust.
Rivera regularly smoked methamphetamine, and a day before the killing, he had been hospitalized as a

Sheriff’s deputies and paramedics arrived a short time later and pronounced the woman dead at the scene.
Sgt. Ben Ramirez said the defendant was at the house and taken into custody without incident.
Rivera had a prior conviction for domestic violence involving his ex-girlfriend, identified only as “V.T.,” whom he choked into unconsciousness during an argument in 2017, according to court records.
Organizers Wednesday announced the dates for the 2025 Stagecoach Country Music Festival, with tickets going on sale later this week.
Next year’s Stagecoach — the 17th iteration of the festival — will take place from April 25-27. Traditionally, the event follows the Coachella Valley Music and Arts Festival, which will occur on the two prior weekends.
No artists have yet been confirmed, an announcement that typically comes in September or October.

A44-year-old probationer who assaulted a Corona girl walking to school, then fled nude on his bicycle, pleaded guilty Wednesday to felony and misdemeanor charges.
Carlos Lorenzo Martinez of Corona admitted contacting a minor for the purpose of perpetrating a sexual offense, assault resulting in great bodily injury and indecent exposure under a plea agreement with the Riverside County District Attorney’s Office. In exchange for Martinez’s admissions, prosecutors agreed to drop three related charges against him.
Superior Court Judge John Molloy scheduled a sentencing hearing for July 17 at the Riverside Hall of Justice and ordered that the defendant remain held in lieu of $80,000 bail at the Smith Correctional Facility in Banning.
The prospective sentence stipulated by the prosecution and defense was unavailable.
According to Corona police Det. Daniel Clary, about 7:15 a.m. on Oct. 13,

The final provision of the revised ordinance granted the county fire chief authority to designate specific locations in unincorporated areas where so-called “safe and sane” fireworks can be sold and ignited. In Blythe, Coachella, Desert Hot Springs and Indio, the devices — such as sparklers, fountains and snappers — are permitted.
Although the chief has discretion to issue permits authorizing sales of fireworks, cities within the county that have standalone fire agencies remain in control of their own regulatory processes for permitting fireworks activities and shows.

Agroundbreaking ceremony Wednesday in Mead Valley marked the start of construction on a $580 million project to establish an all-in-one medical campus providing “essential care” for Riverside County residents of all ages.
The 18-acre Wellness Village was formally approved by the Board of Supervisors in April and is intended to integrate behavioral and basic healthcare with social services, focusing on residents in the Mead Valley area, represented by First District Supervisor Kevin Jeffries.
“The Wellness Village will revolutionize how we deliver healthcare by providing an environment where community members can conveniently access diverse healthcare services close to home,” Jeffries said. “This project demonstrates our
commitment to improving health outcomes and ensuring no family has to leave the county to receive essential care.”
The groundbreaking took place in the area of Harvill and Placentia avenues, attended by Jeffries, Riverside University Health System CEO Jennifer Cruikshank and other officials.
“The Wellness Village is more than just a healthcare facility; it’s a community hub that promotes healing, resilience and independence,” Cruikshank said. “We’re excited for the many success stories that will emerge from this transformative project.”
Construction is expected to wrap up in 2026.

There will additionally be green space for meditation and relaxation, sports courts, a marketplace, a community meeting space and a boarding facility where pets can be temporarily housed while their owners are accessing services.
