Consumer groups are accusing major grocery retailers - like Amazon, Kroger and Walmart - of price gouging, both during and after the pandemic.
The allegation of corporate greed comes after a new report from the Federal Trade Commission found profits for grocery chains jumped sharply, at rates that could not be justified by supply chain disruptions.
Angela Huffman is president of the nonprofit Farm Action.
"It's one thing to raise your prices to cover higher expenses, but what these companies did is use the pandemic as an excuse to exploit the American people who needed to put food on their tables," said Huffman. "And the FTC report shows that they're still doing it, here in 2024."
The report found that retailer profits rose to 6%
After nearly a decade leading the city of Riverside Fire Department, Chief Michael Moore recently announced that he plans to retire in September.
The April 19 announcement coincided with the 42nd anniversary of Moore's first day on duty as a firefighter.
“My four decades in the fire service represent a dream come true in terms of public service,” Moore said in a statement. “I’ve been blessed to work with thousands of exemplary individuals who made it their life’s work to protect the public. That has especially been true during my time here in Riverside, where the commitment to excellence remains strong.”
Moore, who also served as Riverside’s interim city manager from June 2022 to January 2023, led the fire department to become one of only five firefighting agencies in the state to be accredited as well as an ISO Class 1 department, as recognized by the analytics firm Insurance Services Office Inc., according to a city statement.

Huffman said she thinks the feds should take antitrust action to increase competition - and consider forcing the grocery behemoths to break up.
"That would be the ideal outcome is to take away their excessive power," said Huffman. "But other than that, these companies can be fined for this kind of price gouging. And that's another action we would support. There needs to be some kind of consequences."
The FTC staff report recommends "further inquiry by the commission and policymakers," but doesn't propose specific remedies.
The Board of Supervisors on Tuesday unanimously approved Riverside County Sheriff Chad Bianco's request to hike the blanket rate charged to 16 cities and other contract entities for the use of patrol deputies and support services.
The board authorized the sheriff to implement a 2.45% increase in the base hourly rate charged for the use of patrol personnel. The augmentation, which officials said is needed to recoup higher costs incurred by the department, is retroactive to July 1, 2023.
Under the revised rate schedule, the cost of a sheriff's patrol deputy will rise from $209.35 per hour to $214.47 per hour.
"This kind of increase is not unusual with increases in pensions, wages and other costs," Supervisor Kevin Jeffries said, adding he expected to hear from representatives of municipalities within his First District complaining about the added pressure to their budgets because of higher costs for law enforcement services.
Ontario police have arrested four suspects for allegedly attempting a follow-home robbery from a local bank, authorities announced Saturday.
On April 25 two victims of the alleged crime were at a bank in the 11000 block of E.Fourth Street in Rancho Cucamonga, according to the Ontario Police Department. As they made a cash withdrawal, one of the victims noticed a suspect standing in line at the bank, later identified as Los Angeles County resident Dilan Cansino, who was watching them intently.
While driving away from the bank, the alleged victims noticed a vehicle leaving at the same time, police said. The vehicle began to follow the bank customers, prompting them to make several evasive movements to no avail.
"The victims called Ontario Police and dispatch remained on the line as they coordinated patrol units to
Arespond to their location," according to the Ontario PD's announcement.
Officers found the suspect vehicle and detained the occupants, who authorities identified as Los Angeles County residents Cansino, Owen Acero-Pena, Jorgy Vargas and Maria Gonzalez. Acero-Pena is also currently on probation in LA County for robbery and carjacking.
"Officers were able to place all four suspects at the bank and determined they followed the victims for over five miles throughout the city," police said.
The four suspects were arrested for attempted robbery, conspiracy to commit a crime and were booked into West Valley Detention Center, according to police.
Authorities did not provide the suspects' ages or cities of residence, and information on bail or custody status was not
immediately available.
"The Ontario Police Department wants to remind our residents to always pay attention to their surroundings and if they 'see something, say something,'" police said. "Our department will continue to make every resource available to our officers to deter
and arrest criminals who commit crimes in the City of Ontario."

66-year-old woman was bitten by a rattlesnake while hiking a trail west of Murrieta Monday, requiring a helicopter medical evacuation to the nearest hospital.
The snake bite was reported at 10:27 a.m. on the Hidden Valley Trail, north of Tenaja Road, in the unincorporated community of La Cresta, according to the Riverside County Fire Department.
The agency said the victim, whose identity was not disclosed, was struck by the rattler while trekking a half-mile beyond the trailhead.
She found a safe place to rest while other hikers called 911, according to reports from the scene.

Over $1.6M in unclaimed funds available
The Riverside County Treasurer-Tax Collector’s office is seeking 1,298 claimants who may have upwards of $480,000 in unclaimed funds due to roll changes and now risk being unable to secure those funds due to the statute of limitations. Claimants have been contacted prior, but due to unresponsiveness, will have additional time to submit claims. The list of eligible claimants for this time period is live as of May 1, with a 90-day filing period, therefore claims must be postmarked by Aug. 1. Maria Merced Williams and John Rains House open after renovations
The San Bernardino County Museum hosted an open house at the María Merced Williams and John Rains House on Saturday to celebrate the highly anticipated improvements, including a new roof, interior paint, entrance monuments and parking lot improvements. Namesakes Rains and Merced, granddaughter of the prominent landowner Don Antonio Maria Lugo, built the home to withstand the hot inland Southern California climate, and of course to entertain. The home featured multiple large rooms and guest quarters as well as an open flume that carried water from springs through the kitchen and into the patio under the house to the orchard, providing water to the plants and cooling the home. Ontario Police Officers have arrested four suspects for attempted robbery and conspiracy to commit a crime. As the victims drove away, they noticed a car leaving at the same time. The car began to follow them, despite the victims making several evasive movements. April 18
At 1 a.m., officers were patrolling the 700 block of East Lemon when an officer noticed a subject loitering in a park after hours. The subject had been cited several times in the past. He was arrested and cited.
At 10:38 a.m., officers responded to the 1600 block of South Mountain Ave regarding a vehicle burglary. Officers arrived and learned that the passenger door lock to a vehicle was broken and tools were stolen. This investigation is continuing.
At 8:37 p.m., graffiti was reported on walls in the area of Evergreen and Shamrock. Officers arrived and were unable to locate any suspects. This investigation is continuing.
April 19
At 8:28 a.m., an employee from a business in the 1400 block of South Shamrock called to report four wheels were stolen off a parked vehicle. This investigation is continuing.
At 9:05 a.m., a caller in the 100 block of East Cherry called to report someone smashed a window to his vehicle. Officers arrived and determined that it was an attempted grand theft auto. This investigation is continuing.
At 10:02 a.m., officers responded to the 1800 block of South Myrtle regarding a female subject with an ax. Officers arrived and located the female subject who was carrying a small hatchet. Officers determined she was a danger to others. She was transported to a medical facility for a mental evaluation.
At 10:57 a.m., an employee from a business located in the 1800 block of South Mountain called to report a grand theft. An investigation revealed the unknown suspect stole a plumbing pipe from the exterior of the business. This investigation is continuing.
At 6:58 p.m., an officer was patrolling the 1600 block of South Myrtle when he saw a male subject he recognized from previous contacts. The officer made contact with the subject and a computer check
revealed he had a no bail warrant for his arrest. A search determined he was in possession of drug paraphernalia. He was arrested and taken into custody.
At 8:35 p.m., a witness in the area of California and Fig called to report that two male juvenile bicyclists crashed into one another. Officers and MFD paramedics responded and provided the bicyclists with medical treatment.
April 20
At 8:33 a.m., officers responded to a park in the 700 block of East Lemon regarding a subject yelling and cursing. Officers arrived and made contact with the subject. A computer check revealed he had multiple warrants for his arrest. He was arrested, cited, and released at the scene.
At 9:18 a.m., while patrolling the area of Central and Mountain an officer attempted to conduct a traffic stop on a vehicle in violation of the vehicle code. The driver refused to stop and a pursuit ensued. The pursuit came to an end in Pasadena where the driver fled from the vehicle on foot. A foot pursuit was initiated and the driver was apprehended quickly. Two passengers were located in the vehicle. A computer check revealed that the driver had a warrant for his arrest. A vehicle search revealed the driver was in possession of drug paraphernalia with the intention to sell. A passenger was found to be in possession of drug paraphernalia with the intention to sell. The driver was arrested and taken into custody. The passenger was arrested, cited, and released at the scene.
April 21
At 10:46 a.m., an officer was patrolling the 900 block of South Fifth when he saw a parked motorcycle without a license plate. A DMV check revealed the motorcycle had been reported stolen. This investigation is continuing.
At 8:30 p.m., a caller in the 100 block of West Olive called to report that her child’s father threatened her. Officers arrived and made contact with the caller. The male subject was located in the area and a computer search revealed he
had a warrant for his arrest. He was arrested and taken into custody.
At 9:41 p.m., the manager of a restaurant in the 100 block of East Lime called to report subjects fighting and bleeding from their injuries. Officers arrived and located the victim who had an argument with several subjects that escalated to a physical altercation. The suspects fled prior to officers’ arrival. This investigation is continuing.
At 10:58 p.m., while patrolling the 100 block of North Myrtle an officer saw a subject who appeared to be having difficulty walking. The officer made contact with the subject who was determined to be too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.
April 14
At 6:49 p.m., officers responded to a vacant residence in the 1400 block of San Carlos Road regarding an audible alarm activation. Officers discovered the rear patio window had been smashed. Unknown suspect(s) ransacked the master bedroom closet and fled the scene in an unknown direction.
At 11:17 p.m., officers responded to Dave and Busters, 400 S. Baldwin Ave., regarding a battery that had just occurred. An employee intervened when he believed a male subject was attempting to steal a phone from two other patrons. One of the patrons then pushed and scratched the employee. An investigation revealed the three subjects were there together recording a prank video. The 20-year-old male from Albuquerque, New Mexico was arrested and transported to the Arcadia City Jail for booking.
April 15
At 8:13 a.m., officers responded to Bendick Precision Inc., 56 La Porte St., regarding a criminal threats report. The suspect entered the location upset that his belongings he abandoned across the street on private property had been thrown away. The suspect was carrying a machete attached
to his backpack when he told the victim that he was going to chop him up. Officers located the 25-year-old male transient, and he was arrested and transported to the Arcadia City Jail for booking.
April 16
At 2:51 a.m., officers responded to 24-Hour Fitness, 125 N. First Ave., regarding a stabbing that had just occurred. The victim entered the location and informed employees that he had been stabbed across the street, near the Metro Plaza. The victim had been stabbed four times by an unknown suspect and was unable to provide further details.
At 5:52 a.m., officers responded to the area of Santa Anita Avenue and West Huntington Drive regarding possible gunshots heard. The officers did not find any evidence of gunshots in the area; however, they discovered the front door of Emerald Day Spa and Salon had been shattered by unknown means. Surveillance footage revealed a male suspect wearing dark clothing and a face mask forced entry into
the business and stole several facial cleaning brushes and accessories.
At 1:54 p.m., officers responded to the parking lot of Coldwell Banker Commercial George Realty, 660 W. Huntington Drive, regarding a vehicle burglary that had just occurred. The victim drove to the location after withdrawing cash from his bank. When the victim entered the business, the suspect parked next to his car, smashed the passenger side window, and entered the victim’s vehicle.
A witness alerted the victim, and the suspect fled the scene. The suspect was described as a male wearing a maroon hooded sweatshirt, maroon sweatpants, and a black ski mask. The suspect vehicle was described as a newer model dark gray Jeep Cherokee.
April 17
At 2:50 p.m., officers responded to the 600 block of West Huntington Drive regarding a strongarm robbery that had just occurred. The elderly victim was walking in the area when two suspects in a dark colored Mercedes pulled up
next to her and asked her for the time. The passenger placed a plastic necklace around her neck, then grabbed her hand and forcibly removed her two gold bracelets from her wrist, causing the victim to fall on the ground. The driver was described as male, and the passenger was described as a heavyset female with long dark hair.
At 6:06 p.m., an officer responded to the 1100 block of West Duarte Road regarding the report of a stolen vehicle. The victim parked her car on the street on April 14 around 10 p.m. and returned on April 16 around 3 p.m. to find it missing. The vehicle was recovered on the evening of April 17 in East Los Angeles by the Los Angeles Sheriff’s Department.
At 10:01 p.m., officers responded to a residence in the 200 block of West Longden Avenue regarding a burglary report. Unknown suspect(s) smashed the rear sliding glass door and ransacked several rooms before fleeing the scene. The property loss was unknown at the time of the report due to the homeowner living outside of the country.

Last week, the Federal TradeCommission announced that they are banning non-competes across the country. And, this new ruling applies to almost all workers. You read that right. The FTC does not want your employer to be able to force a non-compete onto you.
Employers have long believed that a non-compete allows them to protect their trade secrets. They believed, non-competes allowed them to protect their financial investment into workers. And, employees often had no choice. If you wanted to take a job, a non-compete was just part of the arrangement.
In reality, non-compete agreements often tie the hands of employees. When an employee has spent the bulk of their career in one industry, it prevents them from going to other companies in the same industry. Often, a non-compete will remain in effect for multiple years, and can sometimes prevent employees from

Leading the company will be George Cheeks, president and CEO of CBS; Chris McCarthy, president and CEO of Showtime/MTV Entertainment Studios and Paramount Media Networks; and Brian Robbins, president and CEO of Paramount Pictures and Nickelodeon.

working in entire industries. It's also worth mentioning that many companies invest less of their resources into workers today than they have in the past.
Non-compete agreements discourage employees from switching jobs and they prevent those same employees from pursuing more money, or a better workplace.
Non-competes take away the options an employee has when switching jobs. It can lock someone into a company where they are underpaid, and may have an unhealthy work situation.
Even before the FTC decision, I would often hear people say that it's hard to enforce non-competes. Some people felt they didn't really
matter but I would argue that this is not true. Even if an agreement is not very enforceable, the employee must go through a lengthy and expensive legal process to prove it. And, many employers don't want to risk being involved in such a process with a new employee. Companies would rather play it safe than hire someone
with an active non-compete.
The FTC estimates that one in five workers today are bound by a non-compete agreement. That means that this change will impact 30 million people. The FTC estimates this ban will grow startup activity by 2.7 percent. And, they believe an average worker stands to make $524 more per year because of this
giant's board "to develop a comprehensive, long-range plan to accelerate growth and develop popular content, materially streamline operations, strengthen the balance sheet, and continue to optimize the streaming strategy," according to a company statement.
Bakish, originally joined Viacom in 1997, but he has been CEO of Paramount Global since the company was formed through the combination of Viacom and CBS in 2019. Media reports have suggested that Bakish was resistant to the proposal with Skydance, leading to friction with Paramount
change. The FTC believes that allowing people to switch companies and remain in the same industry will create more competition. By allowing workers to switch jobs more freely, companies will be forced to pay a higher wage.
Going forward, companies will have to move beyond the non-compete. They may want to look at fair pay and treatment. And, they must focus on protecting their actual intellectual property in more specific ways. Protecting intellectual property is fair. Blindly restricting someone's right to work is not.
Unfortunately though, the fight is likely not over. It is expected that the FTC will get a significant amount of pushback from companies who wish to keep their noncompete agreements in place. But for now, this change is a big win for workers.

American youth aren't making the grade in civics or history following a trend of declining achievement in math and reading, according to recent data from the largest assessment of student aptitude.
Online learning platform Study.com used data from The Nation's Report Card to explore declining test scores for
theory, politics and the practical study of citizenship and government, focusing on the present and future. History studies the past and how people interacted with one another.
Since the 1900s, the decline of "churches and other religious congregations, unions, metropolitan daily newspapers and political parties as vehicles
history and civics subjects in the U.S.
In 2022, The Nation's Report Card found that the average eighth-grade U.S. history score decreased by nine points compared to 2014 and five points compared to 2018. The average civics score backslid two points from 2018 — marking the first instance in the assessment's history.
Statistically, only 13% of eighth graders performed at or above the proficient level in U.S. history and only 22% in civics, per the report.
Lower test scores are part of a global trend, partially due to the COVID-19 pandemic, but education experts say there are additional reasons for the civics and history slide.
Civics students learn

The report also found that 3 in 5 rural youth and almost 1 in 3 suburban and urban young people in America see their communities as civic deserts, or lacking places to meet and discuss ideas.
The declining scores coincide with more state laws limiting how teachers can discuss race and history in the classroom. The 2023 State of the American Teacher survey found that 65% of school teachers reported limiting social
and political discussions in class for fear of upsetting parents.
What's more, state requirements for civic education are minimal, often reduced to a single semester in high school.
Civics slides for the first time
The Nation's Report Card — the civics assessment for the National Assessment of Educational Progress — tracks the skills, attitudes and knowledge needed to uphold constitutional democracy. Students are tested on knowledge, civic dispositions and intellectual and participatory skills.
Organized into five categories, the civic knowl-
"apply civic knowledge" in mind and deed.
Civic dispositions, the final component, assesses the student's ability to understand the importance of personal and public character traits for maintaining and upholding American democracy.
'America's changing place in the world'
Students are typically assessed on time periods, themes, and "ways of knowing and thinking about the country's history," according to the NAEP report.
The digital test questioned students on four themes: change and continuity in American democracy; the gathering and inter-
edge section questions students on the fundamentals of civic life, the American political system, constitutional principles, international relations and the roles of citizens in democracy.
The intellectual skills component covers three skills — identification and description, explanation and analysis, and evaluation and defense of positions — that allow people to
actions of peoples, cultures and ideas; economic and technological changes and their relation to society, ideas and the environment; and America's changing role in the world.
Academic performance in U.S. history has two primary metrics: scale scores and NAEP achievement levels. Scale scores reflect students' performance on the U.S. history assessment, with results
aggregated and reported across various student demographics for districts, states and the nation.
NAEP achievement levels — basic, proficient, and advanced — serve as benchmarks for the knowledge and skills students are expected to attain.
Disparities remain; reasons aren't the same
Socioeconomic issues such as underfunded schools, family income and education levels may partly explain the reason for lower civic and history test scores among Black, Hispanic and Indigenous public school students. However, such a position is subject to the "chicken and egg" fallacy.
According to a 2021 research paper from The Center for Information & Research on Civic Learning and Engagement at Tufts University, "research continues to show that children from marginalized communities remain less likely to be served well by civic and
political institutions."
The paper states that growing up marginalized and neglected by the American system creates and fortifies inequality, and this inequality is evident even on the first day of kindergarten. Taken as a total, children of color outnumber white public school students. For children to fully participate in democracy and civic engagement, they must feel connected to the system in their everyday lives — and in the classroom.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MONROVIA, CALIFORNIA, AMENDING TITLE 2 (ADMINISTRATION AND PERSONNEL) AND TITLE 17 (ZONING) OF THE MONROVIA MUNICIPAL CODE TO STREAMLINE THE REVIEW OF MULTI-FAMILY RESIDENTIAL DEVELOPMENT IN THE MULTIPLE-FAMILY RESIDENTIAL AND NEIGHBORHOOD COMMERCIAL ZONES
This is a summary of the above entitled Ordinance of the City of Monrovia, which was read by title only and introduced by the Monrovia City Council at its regular meeting on February 6, 2024 by a vote of 5 in favor (Becky Shevlin, Larry Spicer, Gloria Crudgington, Dr. Tamala Kelly, Sergio Jimenez) and 0 opposed. The final vote on the Ordinance will take place at the regular City Council meeting on May 7, 2024 at 7:30 p.m. or as soon thereafter as the matter may be heard, in the City Council Chambers, 415 South Ivy Avenue, Monrovia, California. This summary has been prepared and published in accordance with the requirements of Government Code Section 36933.
The State Legislature enacted a series of laws that require cities to streamline housing approvals through a ministerial process. These laws preclude the City’s ability to deny a housing project based on subjective reasons. To comply with these State housing laws, the proposed Ordinance removes the Conditional Use Permit (CUP) requirement and discretionary review for multiple-family residential development in all multiple-family residential zones and the Neighborhood Commercial (NC) zone. The proposed Ordinance also establishes new objective design standards for multiple-family residential development.
Specifically, Ordinance No. 2024-01 amends Section 2.56.030 of the Monrovia Municipal Code (MMC) to remove duplex and multifamily developments from the Development Review Committee’s neighborhood compatibility design review and exclude residential development projects from the Committee’s review of grading permits.

Ordinance No. 2024-01 also amends MMC Section 17.12.030 to add new subsections that: (i) require all new multiple-family development to comply with all applicable Zoning Code requirements and a new set of objective design standards; and (ii) provide notice requirements for applicants of multi-family residential projects. Finally, the proposed Ordinance amends MMC Section 17.24.050 to include pavement requirements for driveways and parking spaces for residential developments.
Pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines, the proposed Ordinance is within the scope of the zoning text amendments that were analyzed in the previously adopted Mitigated Negative Declaration (MND) that was adopted in connection with the General Plan’s 2021-2029 Housing Element Update. The MND found that with the imposition of the mitigation measures that were set forth therein, there were no significant environmental impacts that would arise from the proposed Zoning Text amendments and proposed amendments to the General Plan.

However, he noted that cities continue to receive the benefit of helicopter patrols, robbery and homicide investigations, SWAT unit and bomb squad responses without having to foot the bills individually. He asked Undersheriff Don Sharp whether any efforts were afoot to change that practice and disburden the sheriff's office from having to carry the other costs without seeking reimbursement.
Sharp replied that no such efforts were underway, and the provisions will remain available "to all citizens" countywide, including sometimes municipalities that don't contract with the agency.
"Each year, the Sheriff's Department does an analysis of just its patrol operations and determines real costs effectively through its sheer size," according to an agency statement posted to the board's agenda. "The fully supported contract law enforcement rates include the entire systemic costs involving the running of a (law enforcement) department."
Last year's hike was 1.63%, driven in part by greater pension obligations and salary increases obtained by the Riverside Sheriffs Association for the several thousand deputies it represents, and the costs
of increased pensions and salary hikes for executivelevel personnel represented by the Law Enforcement Management Unit. In 2015, a 7% hike prompted an outcry from elected and non-elected officials in Indian Wells, Lake Elsinore, Moreno Valley, Palm Desert and Temecula, who challenged the justification for such a significant upward adjustment. They protested that law enforcement expenses were draining their budgets and needed to be capped.
The objections led to a two-year assessment of sheriff's operations conducted by Netherlandsbased professional services firm KPMG, at a cost of nearly $40 million. After the company's audit and recommendations, some sheriff's management practices were changed, and adjustments were made to deputies' schedules and assignments at several stations to save money.
However, the KPMG work was criticized by the Riverside County Grand Jury and other sources as excessively expensive with very limited results.
The city of Menifee in 2020 abrogated its contract with the county for law enforcement and formed a stand-alone police department.
In addition to the hike
in patrol deputy rates, the board signed off on the sheriff's request that the 16 municipalities under contract with the county for law enforcement services be required to pay higher or lower sums for the sheriff's use of facilities dedicated to servicing the communities.
Officials said heftier bills generally stem from county Department of Facilities Management costs to maintain stations, including lights, waterworks, landscaping and custodial operations. The sheriff initially carries the expenses, then passes them on to the contracting parties, each of which is invoiced in proportion to how much it consumes.
The largest percentage increase in facilities costs will be borne by Jurupa Valley, which is facing a $395,217 bill, compared with $328,619 the previous fiscal year — a roughly 20% jump.
Perris will bear the highest facilities fee in dollars and cents: $593,642. That's a 2.6% increase from the previous fiscal year, when the city shelled out $578,385.
Other cities — Calimesa, Indian Wells, Lake Elsinore, La Quinta, Palm Desert, Rancho Mirage and Temecula — will net savings in facilities charges for the current fiscal year.

A50-year-old felon accused of preying on two Moreno Valley schoolgirls and trying to kidnap one of them was charged Friday with attempted abduction and annoying minors.
Rene Rodriguez Ramirez of Indio was arrested Wednesday following a Riverside County Sheriff's Department investigation.
Ramirez, who was being held in lieu of $1 million bail at the Robert Presley Jail, was slated to make his initial court appearance Friday afternoon at the Riverside Hall of Justice.
According to sheriff's Sgt. Robert Martinez, the two victims, identified in court documents only as "K.S." and "M.S.," were walking to school in the area of Cactus Avenue and Perris Boulevard about 9:20 a.m. Wednesday when Ramirez allegedly "pulled alongside them" in his car.
Martinez alleged the defendant "attempted to pull
of the juveniles into his vehicle ... (but) she was able to break free from his grasp."
Documents identified M.S. as the target of the alleged kidnapping attempt.
The girls, who were not injured, ran to their campus and notified officials what had transpired, prompting administrators to contact sheriff's deputies, the sergeant said.
He said that, thanks to the detailed description of the vehicle provided by the
students, patrol deputies spotted it roughly an hour later near the intersection of Ormista and Season drives in Moreno Valley.
The driver, Ramirez, was detained without incident and ultimately booked into custody based on the witnesses' statements, according to Martinez.
Court records show the defendant has prior felony convictions for robbery, burglary and possession of controlled substances.
The 2024 Stagecoach CountryMusic Festival concluded Sunday at the Empire Polo Club, highlighted by a performance from multi-Platinum artist Morgan Wallen.
Pass-holders were able to access the festival grounds starting at noon, catching shows across five different stages — Mane Stage, Palomino, Diplo's Honkytonk, Toyota Music Den and Bud Light Backyard, according to organizers.

Aman suspected of causing a series of injury collisions in Moreno Valley because he was driving while intoxicated and going the wrong way on an Inland Empire freeway was under medical supervision Monday for non-life-threatening injuries.
The suspect, whose identity was not disclosed because he had not yet been formally booked into jail Monday, was arrested on suspicion of driving under the influence resulting in injuries about 2:30 a.m. Sunday at the Interstate 215/60 Freeway Interchange.
According to the California Highway Patrol, shortly after 2 a.m., the motorist was at the wheel of a Dodge Ram pickup that ended up headed north in
the southbound lanes of I-215, south of Eucalyptus Avenue.
The wrong-way driver continued almost two miles, impacting at least two vehicles as he entered the I-215/60 transition, ultimately causing a head-on crash with three other vehicles at the southbound 215 bridge to westbound 60, the CHP said.
"The driver of the Dodge
fled the scene on foot and was ultimately located off the freeway (by Riverside County sheriff's deputies)," Officer Javier Navarro said.
Three people were hurt in the other vehicles, suffering non-life-threatening minor to major injuries. They were taken to Riverside University Medical Center in Moreno Valley, as was the suspect, for treatment.
Hundreds of Riverside County business owners and residents are owed property tax refunds, and officials Tuesday encouraged members of the public to find out whether they're on the list of prospective recipients.
According to TreasurerTax Collector Matthew Jennings, roughly $480,000 in refunds from tax year 2019 and further back is waiting to be claimed.
Amounts per recipient range from a few dollars to thousands of dollars.
The deadline to file a refund claim is Aug. 1. The Board of Supervisors will vote soon after that date on whether to transfer unclaimed money into the General Fund, or extend the claims deadline.
"Our office is working diligently to contact the potential claimants, in

hold unclaimed money for four years before it becomes government property.
According to Jennings, most of the refunds stem from changes in the property tax roll that occurred after a payment had been mailed, resulting in savings to the taxpayer.
When the Office of the Treasurer-Tax Collector sends a refund check and it's returned, it's placed in a holding account.

At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor must possess a California contractor license or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Bidder must possess the following license(s): General “B” and or “C-33” The successful Bidder will not receive a Contract award if the successful Bidder is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Bid, declare the Bid Bond as forfeited, keep the Bid Bond’s proceeds, and exercise any one or more of the remedies in the Contract Documents.
6. Subcontractors’ Licenses and Listing. At the time of the Bid Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California contractor license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work. When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, California Department of Industrial Relations contractor registration number, and portion of the Work). In addition, the City requires that the Bidder list the dollar value of each Subcontractor’s labor or services. The City’s disqualification of a Subcontractor does not disqualify a Bidder. CEQA: Pursuant to the California Environmental Quality Act (CEQA), TPM 84199 was analyzed by the 2016 TOD Downtown Specific Plan EIR and Addendum as well as the traffic analysis prepared for this project. Once an Environmental Impact Report (EIR) has been certified for a project, the lead agency shall not require preparation of a subsequent EIR or supplemental EIR unless one of three triggering conditions exists: (1) substantial changes are proposed in the project that will require major revisions of the EIR, (2) substantial changes occur in circumstances under which the project is being undertaken that will require major revisions to the EIR, or (3) new information of substantial importance to the project that was not known and could have been known when the EIR was certified as complete becomes available, and this condition (1,2,or 3) also would lead to new or more significant impacts. The Addendum that was prepared on February 16, 2022, made minor modifications to the approved Specific Plan and resulted in no new significant impacts that were not already analyzed by the EIR. Also, the traffic analysis prepared on August 18, 2022, determined that the project would result in no significant impacts that were not already analyzed by the EIR. Therefore, no further environmental review is necessary per Public Resources Code Section 21166 and/or State CEQA Guidelines Section 15162 because none of the conditions in these sections are triggered by Tentative Parcel Map 84199.

Aconvictedfelon who collided with a compact SUV on Interstate 15 in Corona while driving drunk, killing the 44-year-old driver, pleaded guilty Friday to seconddegree murder.
Jorge Anival Gomez Augustin, 31, admitted the charge on Friday under a plea agreement with the Riverside County District Attorney's Office. No charges were dropped.
The plea deal was
announced during a status hearing before Superior Court Judge Gary Polk, who scheduled a sentencing hearing for May 17 at the Riverside Hall of Justice.
The sentence stipulated under the agreement is 15 years to life in state prison.
Augustin is being held without bail at the Robert Presley Jail.
He killed Tommy Chu of Corona on northbound I-15 at Weirick Road.
According to the Califor-
nia Highway Patrol, about 3 a.m. on Feb. 12, 2022, the defendant was driving his Mercedes Benz E-350 at an unknown speed when he struck the rear of Chu's northbound Honda CRV that was just ahead of him.
"After the initial impact, both vehicles went off of the freeway, down an embankment and across the (Weirick) off-ramp lanes," CHP Officer Juan Quintero said at the time.
He said the vehicles came
to rest near the exit ramp.
Chu was pronounced dead at the scene a short time later by Corona Fire Department paramedics. He was the sole occupant of the vehicle.
Augustin was not injured and was given a field sobriety test by CHP officers, who determined that he was inebriated, Quintero said.
The defendant was taken into custody without incident.
According to court records, he has a prior conviction for importation and possession of a sawedoff shotgun.
Family YMCA of the Desert on Thursday will host its Golden Circle Dinner to celebrate a successful Annual Campaign season.
The Family YMCA of the Desert is the largest provider of licensed childcare in the valley, with 11 program sites, three licensed Early Childhood Education Centers, five before and after-school sites, and a variety of

During Moore’s tenure, the Riverside Fire Department raised its rating from Insurance Services Office Class 2 to the highest awarded level, ISO Class 1. Officials credited Measure Z funding for enabling Moore's department to achieve Class 1 status.
"This highly regarded distinction reflects the department’s commitment to providing quality public safety services through faster response times, more firefighters and paramedics, and additional truck companies," city officials said.
Moore was involved in developing Measure Z, a voter-approved 1-cent sales tax aimed at restoring and enhancing public safety programs, according to the city statement. Since Measure Z's 2016 enactment, the fire department has replaced more than 25 fire trucks
and specialized equipment, while adding operations and administrative employees to support the upgrades.
Moore also was instrumental to the city’s response to the COVID-19 pandemic by taking charge of the Emergency Operations Team. The chief led efforts to bring the first vaccinations and protective measures to the city and county, officials said.
Since Moore became Riverside's 21st fire chief in August 2014, he has hired nearly 100 of the department’s current 225 firefighters, officials said. From the outset of his tenure, Moore's vision for the department included creating a familyoriented culture — "internally, externally and community" — of "friendly and fit firefighters" who are in-tune "mentally, physically and spiritually."
To support that vision, Moore directed the Firefighter Peer Support, Care Support Dog and Santa Ana College Wellness programs.
Prior to becoming River-
fire chief, Moore's first 32 1/2 years in firefighting were with the Orange County Fire Authority. He worked his way through the OCFA as a firefighter, paramedic, engineer, assistant fire training officer, fire captain and executive management administrative fire captain,

Moore said he plans to remain active in several church ministries and his hobbies that include supporting LA Angels and Rams, sports shooting, camping, working out at the local gym, walking, running, bicycling, motorcycling, restoring 1960s and '70s muscle cars and tracking his new Z06 Corvette.
