Mayor swears-in Dominic Choi as LAPD interim chief

on Friday swore in Dominic Choi as the interim chief of Los Angeles Police Department, the first Asian-American to hold the position.

The ceremony at LAPD headquarters took place just a day after former Chief Michel Moore, who was in attendance at the Friday morning event, formally retired.

“The number one job of mayor is to keep Angelenos safe, and it is my honor to be here today, as we swear-in Dominic Choi as interim chief of police, as we work to do just that: keep Los Angeles safe,” Bass said.

After Choi was sworn in, his father pinned his new badge on his uniform.

“For me, today marks more than just a personal achievement — it symbolizes the progress that we’re making towards a more inclusive and representative law enforcement agency,” Choi said. “And it speaks volumes about the diversity that this city has — the vibrance and the dynamics that we all know it to be. And as we celebrate this milestone, let us recognize that our differences are our strength.”

On Thursday afternoon, hundreds of uniformed and civilian LAPD employees gathered outside the department’s downtown headquarters and formed an Honor Cordon, saluting and cheering as Moore exited the building for the final time as chief. The Honor Cordon is considered one of the department’s highest tributes.

Moore said he plans to move away from Los Angeles to be closer to his daughter, though he will retain a consultant role with the city.

The Board of Police Commissioners selected Assistant Chief Choi as the interim chief of police, and he took on the role shortly after

8 a.m. on Friday, when he was formally sworn in as the department’s 58th chief.

Among those scheduled to attend the event were City Attorney Hydee Feldstein Soto, City Council President Paul Krekorian, Council members Traci Park, John Lee, Tim McOsker and Imelda Padilla.

Richard Tefank, executive director of the Board of Police Commissioners was also scheduled to be in attendance, as well as Carlos De La Guerra, managing senior assistant city attorney, Erich King, legislative director for Lee’s office, Matt Szabo, the city’s administrative officer, and Joe Buscaino, former City Council member.

The son of Korean immigrants, Choi was raised locally and began his career with the LAPD in 1995 after earning his bachelor’s degree in accounting from USC.

He was promoted to

detective at the LAPD’s Harbor Division in 2001, to sergeant in the 77th Street area in 2002, lieutenant in 2009 and captain in 2014.

In December 2017, he was promoted to commander and assigned to the OperationsCentral Bureau. He was also appointed as the Department’s homeless coordinator and remained in that position until July 2019.

He became deputy chief in August 2019 and assistant chief in July 2021.

In January, Choi was appointed director of the Office of Operations, responsible for South Bureau Homicide Division, LAX Field Services Division, the Department Homeless Coordinator, Operations-Central Bureau, Operations-South Bureau, Operations-West Bureau and Operations-Valley Bureau.

Choi is married with three children.

According to the LAPD,

Choi’s leadership will mark a “pivotal” chapter in the department’s journey, reflecting a dedication to inclusivity, community engagement and effective law enforcement practices.

In an early February news conference Choi said his priority will be to maintain stability in the department as the city continues its search for the new chief of police, as well as focusing on bolstering the LAPD’s ranks.

Choi also confirmed he would not apply to fill the position permanently, following rules that the commissioners established in their search for an interim chief.

Bass and the Board of Police Commissioners are to continue a nationwide search for the next chief of police who will lead the department through world events coming to the LA region, such as the 2026 World Cup and 2028 Olympics.

Port of LA awards $1.5M in community investment grants

Thirty-seven local nonprofits are set to benefit from $1.5 million in funding under a Community Investment Grant Program for the 2023-24 fiscal year, Port of Los Angeles officials announced Thursday.

Selected from among 65 applicants, the 37 awardees will undertake projects and programs focused on the environment and sustainability, maritime industry education, job creation and the L.A. Waterfront.

“Congratulations to this year’s grantees, who play such an important role in helping to improve the quality of life for residents and youth in our local Port communities,” Port Executive Director Gene Seroka said in a statement. “We are proud to be able to support all they do to keep the Los Angeles Harbor area strong and resilient.”

This year’s grants were awarded in two categories -- large, over $100,000, and general, under $100,000. Grants were funded through port shipping fees and leasing revenues -- and not funded through taxpayers.

Recipients in the large grant category included the Boys & Girls Club of Los Angeles Harbor for its Wilmington Port Ocean and Land Awareness program; EXP for next-generation workforce development and education programs; and Los Angeles Maritime Institute for its TopSail experiential education sailing program for at-risk youth. The latter two grantees were previously announced by the port in November 2023.

Among the recipients in the general grant category are AltaSea for professional development seminar; Avalon Arts & Cultural Alliance for community events such as art walks and the Wilmington Waterfront Grand Opening; LA Conservation Corps for a San Pedro Waterfront Beautification; and Think Earth for its Think Watershed Project.

To be considered for a community grant, an applicant must be a non- profit organization with 501(c)(3) tax-exempt status. Grant awards are reviewed by a committee comprised of three representatives from the port’s Community Relations Division, one from Los Angeles City Council District 15, and one community representative each from San Pedro and Wilmington.

Since the program began in 2014, the port has awarded more than $10.8 million in grants.

Rabbits in need of foster homes after population boom in Granada Hills

Following the rescue of up to 100 rabbits from a home in Granada Hills, a rescue foundation Wednesday is urging residents to help foster or adopt the animals.

Bunny World Foundation, an all-volunteer fosterbased animal rescue that finds homes for hundreds of abandoned domestic rabbits each year, said they are struggling to single-handedly assist the L.A. Animal Services Department with re-homing the animals.

Lejla Hadzimuratovic, founder and president of BWF, called the situation a “nightmare.”

“I am extremely distraught having to witness yet another horrible backyard catastrophe,” Hadzimuratovic said in a statement. “This was your typical situation where things got out of hand due to ignorance of rabbits’ gestation period, which is 28 days.”

Hadzimuratovic added, “When will people learn that it only takes two unfixed rabbits to create a

tragedy of mass proportions and impose a hefty financial burden on Los Angeles rescue organizations operating on a zero budget? It’s heartbreaking to see many painfully neglected and severely matted rabbits living in filth, exposed to hawks, owls, coyotes, raccoons, other wildlife, and harsh elements.”

On Feb. 20, an LAAS supervisor from the West Valley Animal Shelter in Chatsworth contacted BWF seeking assistance rescuing a large number of rabbits found on a private property in Granada Hills. The owner had called for assistance after the fast-breeding rabbits began to proliferate in his back yard.

Four days later, the BWF team visited the scene and reported babies, nursing mothers, juveniles and adult rabbits running across several yards.

“Once we arrived at the scene, we worked diligently to trap and sex as many rabbits as possible. The bunnies we encountered were mainly adults, with

many pregnant and potentially nursing females,” said BWF adoption manager Jane Stonnington.

The organization trapped and sexed 50 rabbits that day and took them to the West Valley Animal Shelter. Most of the females were pregnant, BWF officials said.

Among other ailments, many of the rabbits were severely matted due to long-haired breeds, which can be extremely painful to rabbits. After the shelter staff processed the rabbits, BWF took the babies and placed them into temporary foster care.

The adult rabbits have been spread out between the city’s six animal shelters as animal control continues to visit the property and confiscate more rabbits.

On Tuesday, the West Valley Animal Shelter contacted the BWF again regarding further assistance with sexing an additional 30 rabbits taken from the location by animal control officers.

Nextdoor Kind Foundation announces microgrant funding opportunity for LA County community leaders to uplift neighborhoods

Nextdoor Kind Foundation’s Los Angeles County Microgrant Program will provide 100 individuals with $500 microgrants to empower their communities and strengthen their neighborhoods. Applications are open to individuals in Los Angeles County who have creative ideas, projects, or initiatives that contribute to their neighborhoods.

“Local leaders understand their neighborhoods best, and the actions that will have the greatest impact for their communities,” said Shireen Santosham, executive director, Nextdoor Kind Foundation. “These microgrants will provide civically-engaged Angelenos the opportunity to advance their work and ideas and build connection and kindness in their neighborhoods.”

Through March 29, 2024, Nextdoor Kind Foundation is seeking applications from individuals with ideas that would inspire kindness and demonstrate tangible change in their community. The 100 individual microgrant recipients will be selected by a panel

of Los Angeles community leaders and changemakers. The applications will be judged on how well their creative ideas, projects, or initiatives illustrate the following characteristics: community impact, fostering community collaboration, measurable outcomes, and uplifting under-resourced communities.

The Los Angeles County Microgrant Program is the latest initiative of the Nextdoor Kind Foundation, aimed at supporting individuals at a hyper-local level. In 2023, The Nextdoor Kind Foundation, in partnership with NAACP and Hello Alice,

uncertain whether more births are on the way before female rabbits can be spayed, and any more pregnancies could threaten to increase the number of rabbits to upward of 300-plus, the said. The process may take weeks to resolve due to the mature system of underground burrows dug by the rabbits, with multiple litters

quickly hiding underneath the house.

Before any hopes of adoption, each rabbit will need medical care, spaying/ neutering, vaccination, deworming and professional grooming, Hadzimuratovic noted.

According to BWF, this situation comes at a challenging time when local

shelters and parks will be overrun with bunnies who have nowhere to go after the spring breeding and post-Easter dumping season.

SGV Habitat for Humanity to host Women’s History Month events

Habitat for Humanity’s San Gabriel Valley chapter is extending its annual Women Build activities through the month of March, the organization announced Monday.

To commemorate Women’s History Month, event organizers expected “hundreds of women and their allies” to help construct homes and draw attention to the issue of homeownership for women as an integral part of the struggle toward economic equity.

Households headed by single female renters spent more have recently seen 30% of their income consumed by housing costs, and only half of LA County women own homes, according to SGV Habitat for Humanity.

“Women, especially those who serve as head of their families and women of color, disproportionately face obstacles to accessing decent, affordable housing,” according to SGV Habitat. “Women Build gives women an opportunity to change the status quo and make a lasting impact.”

TJodie Foster to sink hands, feet into Chinese Theatre cement in April

wo-time Oscar winner Jodie Foster will sink her hands and feet into cement outside the TCL Chinese Theatre in Hollywood in April as part of the Turner Classic Movies Classic Film Festival, organizers announced.

Foster will receive the coveted Hollywood honor on April 19, the second day of the four-day festival, which will feature classic film screenings at the Chinese Theatre complex and the Egyptian Theater, both on Hollywood Boulevard. Among the films set to be screened are Foster’s classic “The Silence of the Lambs,” which she will introduce in person.

Foster began her career as a child, playing the Coppertone girl in a commercial for the sunscreen.

Foster made her television debut in a 1968 episode of the CBS rural comedy “Mayberry R.F.D.” She later appeared on such late-1960s and early- 1970s series as “Julia,” “Nanny and the Professor,” “Adam-12,” “The Courtship of Eddie’s Father,” “My Three Sons” and “The Partridge Family.”

Foster made her film debut as Samantha in the 1972 Disney adventure drama “Napoleon and Samantha.” Her other early films included “Kansas City Bomber,” “Tom Sawyer” and “Alice Doesn’t Live Here Anymore.”

Foster received her first Oscar nomination in 1977 for her portrayal of a teenage prostitute in “Taxi Driver.”

Foster enrolled in Yale in 1980, continuing to act during her summer vacations, appearing in “O’Hara’s Wife,” “The Hotel New Hampshire” and the French film “The Blood of Others.”

Foster graduated from Yale in 1985 with a literature degree. She received best actress Oscars in 1989 for her portrayal of a rape victim in “The Accused” and in 1992 for her role as FBI trainee Clarice Starling in “The Silence of The Lambs.”

Foster also received a best actress Oscar nomination in 1995 for “Nell,” in which she played the title role of a woman who grew up isolated in the Appalachian Mountains. She is nominated for a supporting actress Oscar this year for her work opposite Annette Bening in “Nyad.”

Foster began her film directing career with the 1991 drama “Little Man Tate.” She also directed “Home for the Holidays” and “The Beaver.”

outstanding directing for a comedy series Emmy nomination in 2014 for “Orange is the New Black.”

Foster will be the 11th star to receive the hand-andfootprint treatment at the Chinese Theatre in conjunction with the TCM Classic Film Festival. Lily Tomlin was so honored last year, with previous honorees including Jerry Lewis, Christopher Plummer, Francis Ford Coppola, Carl and Rob Reiner, Billy Crystal and Cicely Tyson.

Shohei Ohtani announces on Instagram he is married

Shohei Ohtani made a surprise announcement on Instagram posting he is married, and making it clear Thursday he is starting two new chapters of his life.

Ohtani wrote on Thursday on Instagram in Japanese: “The season is approaching but I would like to announce to everyone that I have gotten married.”

Ohtani’s new wife is a “Japanese woman” and he would reveal more about her and his marriage in a future interview, ABC News is reporting. Ohtani did not identify her. The Dodgers are in spring training in Arizona.

The 29-year-old Ohtani is one of baseball’s biggest stars, in Japan and the United States, but he keeps his personal life private. He was signed as a free agent by the Dodgers to a recordbreaking $700 million

contract and spent the first part of his major league career with the Los Angeles Angels.

“I began a new chapter in my career with the Dodgers, but I also have started a new life with someone from my native country of Japan

who is very special to me,” Ohtani wrote on Instagram. The post also included a photo of his dog Dekopin, which he also calls Decoy. He asked for the media to resist conducing unauthorized interviews about his marriage.

He wrote: “We hope the two of us — and one animal — will work together.”

The news broke in the middle of the night in California, and late afternoon in Japan where it was immediately the top news item on local television.

Oscar Season: Hollywood Boulevard shuts down to prepare for awards

All lanes of Hollywood Boulevard were closed Thursday near the Dolby Theatre as preparations ramp up for the 96th Oscars.

The much-traveled street was closed between Orange Drive and Highland Avenue early Thursday morning, and it will remain closed to all traffic until 6 a.m. March 13, according to the Academy of Motion Picture Arts and Sciences.

The closure will accommodate the installation of bleachers and the red carpet leading into the theater at Ovation Hollywood.

The Oscar ceremony is scheduled for 4 p.m. March 10.

Some sidewalks and streets had already been closed in the area as preparations began earlier this month. Additional closures can be anticipated starting Sunday, including lanes on Hawthorn Avenue south of Hollywood Boulevard and the closure of a stretch of Hawthorn Alley behind the El Capitan Theatre.

On the day before the show, March 9, Orange Drive

will be closed north of Hollywood Boulevard, along with a longer stretch of Orchid Alley north of Ovation Hollywood.

On Oscar Sunday, motorists should be prepared for a host of additional restrictions, including an extension of the full closure of Hollywood Boulevard to include the full stretch between El Cerrito Place and Cahuenga Boulevard. The Metro B (Red) Line Station at Ovation Hollywood will be closed all day Oscar Sunday, with trains bypassing that stop. Metro bus routes along Hollywood Boulevard will be rerouted during the street closures.

world Thursday continued to mourn the death of Richard Lewis, the standup comedy stalwart of the 1970s and ‘80s who gained wider fame playing a version of himself on “Curb Your Enthusiasm.”

Lewis died peacefully at his home in Los Angeles on Tuesday night at age 76 after suffering a heart attack, according to publicist Jeff Abraham.

“His wife, Joyce Lapinsky, thanks everyone for all the love, friendship and support and asks for privacy at this time,” Abraham said in a statement.

In April of last year, Lewis revealed that he had been diagnosed with Parkinson’s disease.

“I just wanted to let you know that’s where it’s been at,” Richard told his fans on social media at the time. “I’m just focusing on writing and acting. I have Parkinson’s disease but I’m under a doctor’s care and everything is cool. I love my wife, I love my little puppy dog and I love all my friends and my fans.”

Lewis most recently appeared in Season 12 of HBO’s “Curb Your Enthusiasm” opposite Larry David, after announcing in 2021 that he would not appear in Season 11 of the show in order to recover from three

surgeries.

“Richard and I were born three days apart in the same hospital and for most of my life he’s been like a brother to me,” David said in a statement. “He had that rare combination of being the funniest person and also the sweetest. But today he made me sob and for that I’ll never forgive him.”

“Curb” co-star Cheryl Hines wrote on social media, “He would take time to tell the people he loved what they meant to him. In between takes on `Curb,’ he would tell me how special I was to him and how much he loved me. To be loved by Richard Lewis. A true gift. I love you Richard. You will be missed.”

The comedian was known for his distinctive style on stage, wearing all black and pacing nervously, waving his arms with exasperation. He was named by both GQ magazine and the Comedy Central cable channel as one of the best and most influential comics of the last century.

As an actor, Lewis appeared as Prince John in the Mel Brooks film “Robin Hood: Men in Tights,” which was released in 1993.

That film’s star, Cary Elwes, posted a behind-thescenes video from the movie online Wednesday, with the caption, “Our hearts are broken at the sad news of the

passing of the magnificent Richard Lewis. We will miss you and love you always.”

Co-star Amy Yasbeck posted a photo of herself with Lewis from the film’s set, saying, “You will always be my King.”

Lewis played the psychologist son of a used car dealer on the 1993 Fox sitcom “Daddy Dearest” co-starring Don Rickles, and took on the role of a rabbi on The WB’s “7th Heaven” for two seasons, starting in 2002.

Born on June 29, 1947, in Brooklyn, New York, Lewis was raised in Englewood, New Jersey. He met and befriended David at a summer camp when he was 12.

“I disliked him intense-

ly. He was cocky, he was arrogant,” Lewis told The Spectator magazine in 2023. “When we played baseball, I tried to hit him with the ball: We were arch rivals. I couldn’t wait for the camp to be over just to get away from Larry. I’m sure he felt the same way.” Lewis made his television debut at age 17 on the hit CBS show “Candid Camera.”

He went on to study marketing and communications at Ohio State University and graduated in 1969. Two years later, he started performing standup comedy, which was mainly focused on his own neuroses, misery and therapy.

JIn 1974, he appeared on “The Tonight Show Starring Johnny Carson,” which gave his career a major boost.

That same year, Lewis appeared with Sonny and Cher on their popular variety program.

In 1977, Lewis wrote and starred in the short feature “Diary of a Young Comic,” in which he played a novice standup who attempts to find his own comic voice.

Lewis performed in three standup specials: “I’m in Pain,” Showtime, 1985; “I’m Exhausted,” HBO, 1988; and “I’m Doomed,” HBO, 1990.

The comedian also performed at Carnegie Hall in 1989.

That same year, Lewis landed his first lead role on the ABC sitcom “Anything But Love,” co-starring Jamie Lee Curtis. They played coworkers at a Chicago magazine with a mutual romantic attraction, who struggle to keep their relationship strictly professional. The show ran for four seasons.

“Richard’s last text to me was hoping that I could convince ABC/Disney to put out another boxed set of episodes of the show,” Curtis wrote on social media Wednesday. “He also is the reason I am sober. He helped me. I am forever grateful for him for that act of grace alone. He found love with Joyce and

that, of course, besides his sobriety, is what mattered most to him. I’m weeping as I write this. Strange way of saying thank you to a sweet and funny man. Rest in laughter, Richard.”

In 1995, Lewis earned praise for a straight dramatic role in the independent feature “Drunks,” about an alcoholic struggling to maintain his sobriety.

That same year, he contributed another dramatic turn with a small role in the movie “Leaving Las Vegas,” and he filmed an HBO comedy special, “Magical Mystery Tour,” which aired in 1996.

Throughout his career, the comedian was candid about his battle with drug and alcohol addiction, referencing his recovery and struggles with depression and anxiety in his comedy. Lewis, formerly a user of cocaine and crystal meth, said his decision to get sober was partly inspired by John Candy’s 1994 death.

In 2000, Lewis published “The OTHER Great Depression,” an autobiography about his career and struggles with drugs and alcohol.

That same year, he first appeared with David on “Curb Your Enthusiasm.” He shared a Screen Actors Guild Award nomination in 2006 with the show’s regular cast.

Lewis is survived by his wife, Joyce.

Yoshinobu Yamamoto faced the minimum six batters, striking out three, in his Dodger spring training debut Wednesday against the defending World Series champion Texas Rangers in Surprise, Arizona.

Yamamoto struck out the

first batter he faced, Marcus Semien on five pitches, allowed a single to Evan Carter, then induced Wyatt Langford, a nonroster player who was the fourth choice in the 2023 MLB draft, to hit into an inning-ending double play.

In the second, Yamamoto struck out Nathaniel Lowe

on three pitches. Jonah Heim flew out to left fielder Miguel Vargas on the first pitch of his at-bat. Yamamoto struck out the final batter he faced, Leody Taveras, on four pitches.

Yamamoto threw 19 pitches, 16 for strikes.

Langford was the only batter Yamamoto faced who

did not play in the major leagues in 2023. The Dodgers lost the game at Surprise Stadium, 6-4, for their first spring training loss after five victories.

Dodgers manager Dave Roberts said last week the team hopes to have Yamamoto and Tyler Glasnow start the

two regular-season games in South Korea against the San Diego Padres on March 20-21.

The Dodgers signed the 25-year-old right-hander to a 12-year, $325 million contract Dec. 27, the largest deal for a pitcher in terms of years and value in Major League Baseball history. They also

paid a $50.6 million posting fee to Yamamoto’s previous team, the Orix Buffaloes, ESPN reported. Yamamoto was the MVP of Japan’s Pacific League and winner of the league’s Eiji Sawamura Award as its best starting pitcher each of the past three seasons.

On February 27, 2024, the City Council of the City of Rosemead approved and adopted the second reading, by title only, Ordinance No. 1021, rescinding the approval for Zone Change 22-02 and Specific Plan Amendment 22-01, “An ordinance of the City Council of the City of Rosemead, County of Los Angeles, State of California, rescinding the approval of Zone Change 22-02 and Specific Plan Amendment 22-01 by reverting the Zoning Map and Figure 3.1 of the Garvey Avenue Specific Plan of the subject properties from Garvey Avenue Specific Plan, Incentivized Mixed-use (GSP-MU) back to its original zone, which is Garvey Avenue Specific Plan (GSP) and Garvey Avenue Specific Plan, Residential/Commercial (GSP-R/C), located at 7849-7857 Garvey Avenue and 7900-7916 Virginia Street and determine the action is exempt from CEQA”. The following is a summary of Ordinance No. 1021.

Ordinance 1021 (Rescinding the approval of Zone Change 22-02 and Specific Plan Amendment 22-01)

On July 11, 2023, the City Council adopted Zone Change 22-02 and Specific Plan Amendment 22-01, which changed the zone of the subject properties from Garvey Avenue Specific Plan (GSP) and Garvey Avenue Specific Plan, Residential/Commercial (GSP-R/C) to Garvey Avenue Specific Plan, Incentivized Mixed-Use (GSP-MU) zone, for the development of a new residential/commercial mixeduse development. On January 5, 2024, the applicant, Green Park Property LLC, submitted a letter to the City, requesting that the City Council rescind the approval of Zone Change 22-02 and Specific Plan Amendment 22-01. The rescission of the project would revert the zone of the properties from GSP-MU back to its original zone, which are GSP and GSP-R/C.

Environmental Determination

Pursuant to California Environmental Quality Act (“CEQA”) Section 15378(a), a “project,” under CEQA, means “the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.” The whole of the action in this case is the adoption of an ordinance rescinding a prior ordinance for a zone change and specific plan amendment. Therefore, this action is not considered a “project’ under CEQA and does not require environmental analysis as there is no potential for a direct or reasonably foreseeable indirect physical change on the environment. In addition, the action is exempt under CEQA guidelines 15061(b)(3) (Common Sense Exemption) and 15061(b)(4) (Project Rejected or Disapproved).

2 PERMANENT LOCAL HOUSING ALLOCATION PROGRAM FUNDS

Notice is hereby given that the City Council of the City of Temple City will amend the City’s Year 1 and Year 2 Permanent Local Housing Allocation (PLHA) Program funds. The City Council will formally consider the changes to the City’s PLHA funded program at their meeting of April 2, 2024, at 7:30 p.m. in the City Council Chambers of the City Hall, located at 5938 Kauffman Avenue, Temple City.

PLHA Program was established by the state to provide a source of funding for cities and counties to help meet the unmet need for affordable housing and increase supply of affordable housing. Out of the 10 eligible PLHA activities, the City Council directed staff to join the San Gabriel Council of Governments Regional Housing Trust and create a program allowing accessibility modifications in lower-income owner-occupied housing. The City Council allocated $285,546 of PLHA funds to establish the Residential Accessibility Modification Program (RAMP) and approved guidelines for the program. City staff were notified by the Los Angeles County Development Authority that all accessibility modification programs were subject to prevailing wages and were required to be a loan based on the direction from the state. On December 5, 2023, the City Council directed City staff to cancel the accessibility modification program due to constraints and establish a program assisting families who are experiencing or at risk of homelessness.

The City is proposing to cancel the accessibility modification program and establish a program assisting families and individuals who are experiencing or at risk of homelessness. Activities may include temporary rental assistance, rapid rehousing, and supportive/ case management services. The budget will utilize the City’s Year 1 and Year 2 PLHA funds totaling $285,546.

22-year-old Irvine man pleads guilty in Planned Parenthood bombing

A22-year-oldIrvine man pleaded guilty Thursday for his part in the firebombing of a Planned Parenthood clinic in Costa Mesa nearly two years ago.

Tibet Ergul pleaded guilty for participating in the firebombing of the clinic with a Molotov cocktail March 13, 2022. Ergul pleaded guilty to conspiracy to damage an energy facility and intentional damage to a reproductive health services facility.

Ergul, who is scheduled to be sentenced May 30, faces between five and six-and-ahalf years in prison with three years of supervised release and $1,000 in restitution.

Co-defendant Chance Brannon, 24, of San Juan Capistrano, pleaded guilty Nov. 30 to conspiracy, malicious destruction of property by fire and explosive, possession of an unauthorized destructive device and intentional damage to a reproductive health services facility. The former Camp Pendletonbased Marine was scheduled to be sentenced April 15.

Co-defendant Xavier

Batten, 21, of Brooksville, Florida, pleaded guilty in January to possession of a destructive device and was scheduled to be sentenced May 15.

Batten helped and conspired with Brannon to firebomb the clinic with a Molotov cocktail from February through March 13, 2022, according to his plea agreement.

Brannon and Ergul put together the Molotov cocktail about March 12, 2022 in Ergul’s garage, prosecutors said. Batten coached Brannon how to construct the fiery device, prosecutors said.

Brannon and Ergul ignited the device the following day and hurled it at the clinic’s entrance, sparking a fire, prosecutors said.

In May 2022, Batten discussed with Brannon about what it would take to bomb another clinic, prosecutors said in Brannon’s plea agreement.

Brannon advised Batten to put his “phone in airplane mode, plan `quick escape routes,’ avoid being identi-

fied on camera and obscure his face and skin color,” according to the plea agreement.

After the firebombing, Ergul “bragged” to a friend and added he “wished he could have recorded the ignition,” Assistant U.S. Attorney Kathrynne Seiden said at Thursday’s hearing.

After the Supreme Court’s ruling in June 2022 striking down abortion rights, Brannon and Ergul planned another firebombing of a clinic, but backed out at the last moment when

they saw law enforcement, Seiden said.

Brannon and Ergul “also discussed starting a race war by attacking an electrical substation with the goal of damaging the substation and disrupting the functioning of the power grid in Orange County,” prosecutors said.

In March of last year, Ergul identified a target and suggested going at 3 a.m. to a neighboring structure and hurling the Molotov cocktail at the substation, Seiden said.

Brannon also had a

thumb drive that looked like a dog tag necklace bearing the U.S. Marine Corps motto, “Semper Fidelis,” which contained a file with a “plan and gear list for targeting a Southern California Edison substation,” prosecutors said.

One of the weapons in his possession was a Zastava ZPap M70 rifle “with a handwritten Cyrillic message on the folding stock which roughly translates to `Total (racist epithet for Blacks) Death,”’ prosecutors said in the plea agreement.

It also “contained recordings of the 2019 Christchurch (New Zealand) mosque shooting, a mass shooting in which a white supremacist murdered 51 people and injured 40 others,” prosecutors said.

The duo were also accused of discussing and researching “how to attack the parking lot or electrical room of Dodger Stadium on a night celebrating LGBTQ pride,” prosecutors said. They were arrested two days before Pride Night at the stadium, Seiden said.

Los Angeles opens nation’s 1st transgender voting location

Los Angeles County opened more than 500 additional Vote Centers on Saturday for the presidential primary election, and one of them made history as the first voting location in the nation ever located in a transgender-support facility.

The Connie Norman Transgender Empowerment Center in the Fairfax area just outside West Hollywood will operate as an official vote center beginning Saturday

and continuing through election day on Tuesday.

“I couldn’t be prouder that L.A.’s Fifth Council District is now home to the first voting center in the nation located in a transgender facility,” City Councilwoman Katy Yaroslavsky said in a statement. “As extremists across the country continue their endless attacks on both the LGBT community and our democracy, Los Angeles must stand

as a beacon of hope. I want to thank CONOTEC for opening this voting center and for the critical work they do every day to support the needs of the Los Angeles transgender and nonbinary community.”

California Lt. Gov. Eleni Kounalakis was among the dignitaries who visited the center Thursday to celebrate the vote center, calling it “a significant milestone in our efforts to champion equality, inclusivity and LGBTQA+

rights in California.”

The lieutenant governor added, “By providing a safe and affirming space for the transgender community to exercise their fundamental right to vote, we are breaking down barriers and ensuring every Californian has equal access to the ballot box.”

The Empowerment Center, 1001 N. Martel St., is named for Connie Norman, the “AIDS Diva” transgender and AIDS activist who died

of the disease in 1996. The center opened in 2021. A total of 119 vote centers opened across Los Angeles County last weekend, allowing residents to cast ballots at any location, regardless of their place of residence. On Saturday, 525 more centers opened, including the CONOTEC location, to make it easier for people to cast their ballots ahead of Tuesday.

The conspiracy and malicious destruction charges each carry a sentence of five to 20 years in federal prison, prosecutors said. The charge of possession of an unregistered destructive device is punishable by up to 10 years in federal prison. The intentional damage to a reproductive health facility charge carries a maximum sentence of one year in federal prison.

Authorities said the clinic “was forced to close and cancel dozens of appointments,” noting that clinic employees told investigators about 30 appointments had to be rescheduled.

Brannon also agreed to pay about $1,000 in restitution for damage to the building.

Pasadena adds more solar power to city’s energy portfolio

An additional 105 megawatts of solar energy will be electrifying Pasadena homes, businesses and public places, city officials announced Wednesday.

The City Council approved the additional megawatts plus 55 MW of battery storage from Bonanza Solar, a 300 MW solar photovoltaic generating and battery energy storage system, developed by EDF Renewables based in Clark County, Nevada.

The 20-year contract

calls for energy delivery to start in 2028, officials said. The agreement was negotiated by Pasadena Water and Power and procured through the Southern California Public Power Authority, which is a joint powers authority that aims to help member municipalities such as PWP reduce overall costs.

“This solar agreement is an important step forward in meeting our goal to source 100% of Pasadena’s electricity from carbon-free sources by the end of 2030,”

Pasadena Mayor Victor Gordo said in a statement.

“This contract is especially timely considering Pasadena’s exit from the Intermountain Power Project. The City, Pasadena Water and Power, and the residents of Pasadena are committed to a clean energy future.”

In 2023, PWP expanded its energy portfolio to include 25 MW of geothermal energy and a one-third share of a 117 MW solar energy project. Those deals, which officials said were

expected to begin delivering electricity in early 2028, were also negotiated through the SCPPA.

Officials said these solar power additions “are key to reaching Pasadena’s sustainability goals.”

Pasadena Water and Power provides electricity to more than 65,000 customers within the city, officials said. A community-owned utility, PWP is a nonprofit public agency owned and operated by the city of Pasadena.

LA City Council wants faster approval for sustainable energy technology

The Los Angeles City Council on Wednesday moved to hasten the process of approval and implementation for sustainable energy systems to power commercial and residential properties.

The council voted 13-0 on a motion to ask the Los Angeles Department of Water and Power for a review of protocols currently in place for vetting and selecting new technologies. The motion specified solar technology, battery systems and “meter socket adaptors.” The DWP report will also have recommendations on streamlining the department’s methods to make the green energy

“review process quicker and more transparent.”

Council members Nithya Raman and Marqueece Harris-Dawson were absent during the vote.

Council members Paul Krekorian, Tim McOsker and Katy Yaroslavsky introduced the motion Nov. 29.

This latest council action is guided by the city’s LA 100 plan, a guideline toward achieving 100% carbon-free electricity by 2035.

“In the years leading up to 2035, the LA 100 transition will spur innovation and the LADWP should facilitate the development and implementation of new technologies that encourage distributed generation

of clean energy,” council members wrote in the motion.

Other cities have already begun using such technologies. New York has recently streamlined its approval process for several types of solar panel installations on landmarked buildings.

The city of Sonoma has provided residents with the digital application — Solar Automated Permit Processing, or SolarAPP+ — to quicken the permitting process for equipment used in residential rooftop solar panels.

“Los Angeles must likewise ensure that new technologies that may assist the city in reaching

its energy policy goals are responsibly implemented by both residential and commercial customers,” according to the motion.

Council members noted concerns over meter socket adaptors.

“A meter socket adaptor ... is an invention that may make some expensive electrical service upgrades unnecessary and improve electrical resilience, but which may also pose certain risks to consumers,” according to the motion. “The LADWP ... should reexamine its approval process and consider ways to make it quicker and more transparent. The LADWP should give organizations timely

San Bernardino names Andrea Russell as director

of human resources and risk management

The City of San Bernardino has named Andrea E. Russell as its new human resources and risk management director. The human resources and risk management director is responsible for the planning, organization, direction, implementation of San Bernardino’s City-wide human resources and risk management programs. This includes recruitment, employment, classification, compensation, employee relations, training and development, performance evaluation, benefits, and workers’ compensation

for the city’s 879 employees.

“Andrea Russell has demonstrated her diverse and distinguished human resources experience in her time with the city,” said City Manager Charles Montoya in a statement. “Her background in recruitment will play an important role as San Bernardino continues to strategically hire additional staff.”

Russell joined the city in June 2023 as a supervising human resources analyst and has been serving as the interim human resources and risk

management director since January. Prior to joining the city, Russell was a human resources advisor to multiple public sector agencies in the areas of recruitment and candidate selection, applicant tracking systems administration, and employee classification and compensation. “I am honored to serve the City of San Bernardino as director of human resources and risk management,” said Russell. “This is an exciting time for the city and I look forward to contributing to its success.”

Prior to consulting, Russell spent over 20 years in human resources for local government agencies, including with the County of San Bernardino and cities of Covina, Riverside, and Henderson (Nevada). While at the County, she led their classification and compensation process; overhauled the recruitment processes from requisition to hire; implemented off-site hiring events; and worked with union representatives.

Russell holds a bachelor’s degree in business administration from Nevada

State University, and a master’s degree in human resources management from Capella University.

Sherman Oaks Center for Enriched Studies wins LAUSD Academic Decathlon

Sherman Oaks Center for Enriched Studies has won the Los Angeles Unified School District’s Academic Decathlon for the second consecutive year, district officials announced.

SOCES was presented with the Superintendent’s Trophy on Feb. 25 for winning the 43rd annual competition with 40,392.4 out of 60,000 points. The school will compete in the state Academic Decathlon this month.

“For a second year in a row, the Sherman Oaks Studies for Enriched Sciences Academic Decathlon team represents the full potential of what our young scholars can

achieve in the classroom and beyond,” LAUSD Superintendent Alberto Carvalho said. “We know our Sherman Oaks Center for Enriched Studies students will continue to soar in Santa Clara at the California Academic Decathlon in March. I am also extremely proud of all schools who participated in this year’s competition and so grateful to every coach, family member, employee and friend who supported our decathletes along the way.”

Carvalho, Board of Education President Jackie Goldberg, Board Vice President Scott Schmerelson, Board Member Rocío Rivas, Chief Academic Officer Frances Baez and Region East Superintendent Jose Huerta also joined in the celebration.

Rounding out the top six spots were Verdugo Hills

High School with 39,712.1 points, Bell High School with 38,977.1 points, Van Nuys High School with 38,113 points, The Science Academy STEM Magnet with 37,878 points, James A. Garfield High School with 37,749.4 points and John Marshall High School with 37,656.3 points.

Those six top-scoring district schools are all invited to compete in the California Academic Decathlon events, scheduled for March 21-24 in Santa Clara. The winners in Santa Clara will advance to the United States Academic Decathlon from April 25-27 in Pittsburgh, Pennsylvania.
