Norco city officials last week called on state lawmakers to suspend a Southern California Edison project to install above-ground electricity lines in a fire-prone area along the Santa Ana River.
On March 21, the California Public Utilities Commission voted 3-0 to reject the Norco’s petition to move underground the entire length of the Riverside Transmission Reliability Project.
“I am incredibly frustrated at the lack of concern for the impact giant transmission towers and power lines will have on the fire safety of Norco and our neighbors,” Norco Mayor Kevin Bash said in a statement. “I’m thankful that our local legislators are stepping in to ask that the current environmental effects are studied before the RTRP is constructed.”
Following the CPUC rejection, Norco officials have now thrown their support behind Assembly Bill 3076. The bill was co-authored by Assemblyman Bill Essayli, R-Temecula, and Sen. Kelly Seyarto, R-Murrieta, and introduced Feb. 16. AB 3076 seeks to put the transmission line project on hold until the utilities commission completes an updated environmental impact study.
On Oct. 2, the city of Norco filed a legal action asking that the commission reconsider the RTRP's full undergrounding alternative. Norco's "Petition for Modification" noted that the city has seen a "dramatic
increase in the risk of catastrophic wildfires within its city limits since the original environmental impact study was conducted," city officials said in a statement.
The legislation notes that the RTRP's environmental impact report was prepared in 2013.
Norco officials are concerned that fire risk will greatly increase with the construction of an overhead, high-voltage power line passing through open space with a lot of flammable vegetation in the often windy region that provided the namesake for the Santa Ana winds.
“I am extremely disappointed in today’s decision to move forward with the dangerous plan to build
above-ground transmission lines along the Santa Ana River,” Essayli said in a statement. “AB 3076 will halt approval for the project until a comprehensive environmental impact study that considers the true fire risk is completed.”
Dozens of area residents, along with U.S. Rep. Ken Calvert, R-Corona, and Riverside City Council members Chuck Condor and Steve Hemenway, spoke verbally and in writing in support of Norco’s petition at the March 21 utilities commission meeting in San Francisco.
“Residents called in, wrote letters, and sent comments to make sure
their voices were heard,” Norco Mayor Pro Tem Greg Newton said in a statement. “It is disheartening to watch the Commission ignore the local voices that will be most affected and move this project forward without considering the expert testimony of our local fire chiefs.”
Norco officials have voiced concerns about the RTRP since 2017 and have publicly opposed the building of any aboveground power lines in the area of River Trails Park along the Santa Ana River and in Norco-adjacent neighborhoods outside the city limits, according to the city statement.
First lady Jill Biden arrived in the Coachella Valley Saturday as part of a Southern California fundraising swing.
Biden flew into Palm Springs on Saturday and was greeted by Mayor Jeffrey Bernstein on the tarmac at Palm Springs International Airport.
A motorcade then took her to a midday fundraiser for her husband's reelection campaign in Rancho Mirage hosted by James Costos, former U.S. ambassador to Spain under the Obama administration, and his partner Michael Smith.
According to a pool report, roughly 125 people attended the fundraiser at the couple's Thunderbird Heights estate, which also included remarks from Democrat Will Rollins, who is running for California's 41st Congressional District seat against incumbent Republican Rep. Ken Calvert.
Deadline and KESQ reported that the guest list for the fundraiser included Barry Manilow and former California Sen. Barbara Boxer. Deadline reported that tickets range from $1,000 to $100,000, with the highest-priced tickets including a photo opp with the first lady.
With Easter a little over a week away, shelter officials and animal rescue groups in Riverside County are urging people not to buy rabbits as holiday gifts for children.
They say that what begins as a well-meaning gesture often leads to abandoned animals when the novelty wears off and families realize they're not equipped to properly care for the pets.
"We do see bunnies brought to the shelter after the holiday fun wears off," Riverside County Department of Animal Services spokesperson Kerri Mabee told City News Service.

The majority of the field for the Galleri Classic Presented by Spotlight 29 Casino was finalized on Friday with 74 of 78 players set for the second annual PGA Tour Champions golf tournament.
The tournament will be played Friday through Sunday, March 31 on the Dinah Shore Tournament Course at Mission Hills Country Club.

itnesses to arson fires ignited in a field adjacent to Murrieta homes were asked Friday to come forward ahead of the preliminary hearing scheduled next month for the man accused of starting the blazes.
Francisco Villanueva, 35, an area transient, is charged with six counts of arson and one count of resisting arrest.
Villanueva pleaded not guilty during an arraignment earlier this week, when Riverside County Superior Court Judge Jeff Zimel scheduled a preliminary hearing for April 2 at the Southwest Justice Center in Murrieta.
The defendant is being held on $250,000 bail at the Byrd Detention Center.
According to Murrieta police Lt. Don Weller, on the afternoon of March 15, Villanueva allegedly walked
through an open field behind homes in the area of Clearview Street and Whitewood Road, lighting multiple fires.
Property owners spotted the smoke and flames and called 911.
"Murrieta Fire & Rescue quickly extinguished the fires, and police officers established a perimeter around the large parcel of land where the subject was last seen running," Weller said.
The agency's unmanned aerial vehicle operator was summoned and launched a drone to scour the location with a bird's eye view.
"The drone operator observed a subject crawling in the heavy brush in what appeared to be an attempt to conceal himself," the lieutenant said.
He said that patrol officers were directed to the man's location, and Villan-
ueva was taken into custody without incident.
"Murrieta Fire & Rescue investigators confirmed that multiple fires were intentionally set," MFR Investigator Mike Macalinao said, without disclosing the specific method in which the blazes were ignited.
Detectives believe there
may be witnesses who saw Villanueva's activities leading up to or during the fires, and they asked anyone with details to contact the investigative team at 951-461-6404.
The defendant has no documented prior felony convictions in Riverside County.

"We finally started to get youth trusting it and using
it and, all of a sudden, we're just sort of pulling the rug out," Kniffen argued. "It's going to be very difficult for the adults in the system but it's going to hit the youth the hardest because this is one of the only options that they have to call and get support for themselves."

According to the museum, the expansion will break ground next year and be open ahead of the Los Angeles summer Olympics in 2028. The project will increase the museum's gallery space by 70%, add two top-floor open-air
courtyards and include programming space "where the public will encounter boundary-breaking performances, concerts, or multimedia installations, or participate in a family weekend workshop or school program."
It will also add an "art storage vault," with various works pulled from painting racks to create varied experiences for visitors while also doubling as storage for the museum's collection.
The expansion was designed by the architectural firm of Diller Scofido +
Renfro, which also designed the original museum. When completed, The Broad will stretch from Grand Avenue to Hope Street along West Second Street.
Despite the hefty cost of the expansion, museum admission will continue to be free. According to the museum, more than 5.5 million people have visited the museum since it opened in 2015 and it is now "regularly attracting nearly four times more visitors than originally envisioned."

Public Health urges residents to stay current with measles vaccines as cases rise globally
The San Bernardino County Department of Public Health (SBCDPH) is urging residents to protect themselves by staying current with the measles-mumpsrubella (MMR) vaccine as measles are on the rise. The Centers for Disease Control and Prevention (CDC) has confirmed 58 measles cases nationally from Jan. 1 to March 14, 2024. Measles is a highly contagious virus that spreads through the air when an infected person coughs or sneezes. Measles typically begins with fever, cough, runny nose and red eyes and within a few days a red, blotchy rash appears, usually first appearing on the face and spreading downward to the rest of the body. People can be contagious with measles four days before the onset of rash and four days after. At 10:37 a.m., a resident in the 300 block of Linwood walked into the MPD lobby to report check fraud. An unknown suspect intercepted the victim's check, changed the payee information and cashed it. This investigation is continuing.
At 1:17 p.m., a caller in the 1600 block of South Magnolia reported the railroad crossing arms fell on his vehicle. No injuries were reported.
At 3:19 p.m., a hit and run traffic collision was reported in the 100 block of West Duarte. The victim was struck by a vehicle and the driver of the suspect vehicle did not stay to exchange all information. This investigation is continuing.
At 5:31 p.m., an employee from a business in the 1600 block of South Mountain reported that a male subject took merchandise and fled the store without paying. He returned to the store while officers were at the scene, he was positively identified by the employee. He was arrested and taken into custody.
At 8:42 p.m., officers were dispatched to a residence in the
100 block of East Evergreen regarding a family fight. Several brothers and sisters engaged in mutual combat after an argument. Injuries were minor and all parties declined prosecution.
At 11:13 p.m., an officer patrolling the 700 block of East Lemon when he saw a subject in a park after hours. He was arrested and taken into custody.

At 8:43 a.m., officers responded to a traffic collision in the area of Ivy and Maple. The driver at fault was issued a citation and released in the field.
At 9:50 a.m., a caller in the 700 block of West Chestnut called to advise that a male subject had locked himself in the restroom for two hours and was refusing to walk out. Officers arrived and made contact with the subject who eventually walked out of the restroom. An investigation revealed he was a danger to himself and others. He was transported to a medical facility for a mental evaluation.
At 1:54 p.m., a shoplifting was reported in the 800 block of West Huntington. The caller reported a female subject took merchandise and fled without paying. Officers located the subject and a computer check revealed she had a no bail warrant for her arrest and was positively identified as the one who stole from the business. She was arrested and taken into custody.
At 2:35 p.m., a caller walked into the MPD lobby to report that while she was in line at a business in the 700 block of East Huntington she discovered her wallet was missing. An investigation revealed that the victim dropped her wallet while standing in line, the person behind her picked it up and did not return it. This investigation is continuing.
At 6:41 p.m., a caller 307 Valle Vista reported witnessing a neighbor's license plate being stolen. This investigation is continuing.

At 3:47 a.m., an officer was patrolling 742 E. Lemon Recreation Park when he saw a local transient camping out within
park boundaries after-hours. The suspect was arrested for a municipal code violation and booked.
At 10:27 a.m., a caller in the 200 block of East Lemon reported tools from the bed of his truck and his tailgate had been stolen. This investigation is continuing.
At 3:42 p.m., an employee from a business in the 700 block of East Huntington called to report two female subjects were concealing merchandise. As officers responded, the females exited the store and the employee lost sight of them. This investigation is continuing.
At 7:24 p.m., an officer patrolling the area of Mountain and Royal Oaks saw a vehicle commit a traffic code violation. The officer conducted a traffic stop and made contact with the driver. A computer search revealed the driver had a warrant for his arrest. He was arrested and taken into custody.

At 1:37 a.m., while patrolling the 700 block of East Lemon an officer saw a male adult subject in a park after hours. The subject had been issued multiple citations in the past and has even been arrested for the same violations. He was arrested and taken into custody.
At 11:13 a.m., an officer was flagged down by a citizen in the 100 block of East Pomona regarding a possible intoxicated subject. The officer made contact with the subject and checked on his well-being. An investigation revealed the subject was in possession of drug paraphernalia. He was arrested and taken into custody.
At 8:17 p.m., residents in the 100 block of North Sunset reported hearing several gunshots. Officers arrived and were unable to locate a suspect. This investigation is continuing.

At 1:41 a.m., an officer patrolling the 700 block of East Lemon located a male adult subject in a park after hours. The male has been issued multiple citations and arrested for the same violations. He was arrested and taken into custody.

in the 3200 block of South Peck called to report a theft that had occurred the previous day. This investigation is continuing.
At 10:12 a.m., officers responded to the 100 block of North Myrtle regarding unknown trouble. Officers arrived and determined a couple had been involved in a physical altercation. An investigation revealed the female subject was the aggressor. She was arrested and taken into custody.
At 11:34 a.m., a business in the 200 block of Kruse called to report that one of its trailers was stolen from the street. This investigation is continuing.
At 12:34 p.m., a retail store in the 700 block of East Huntington called to report a theft occurred two days prior. This investigation is continuing.

At 2:03 a.m., officers responded to the area of First and Lucille avenues regarding the report of a battery. An investigation revealed a boyfriend and girlfriend were having a verbal dispute when the male half slapped his girlfriend several times and placed her in a headlock leaving visible injuries. The 34-year-old male from Glendale was arrested and transported to the Arcadia City Jail for booking.
At 12:04 p.m., officers responded to a residence in the 2700 block of Holly Avenue regarding a burglary report. A neighbor was checking on the home while the resident was out of town when she noticed the side door was open. Unknown suspect(s) entered the home by unknown means and ransacked several bedrooms. The loss was unknown at the time of the report.
March 18
At 9 a.m., officers responded to Synchrony Industries Inc., 5635 Peck Road, regarding a theft report. A male suspect with short brown hair, wearing a black shirt and black sweatpants, climbed onto the roof of the business and stole several copper pipes. He fled the scene in a dark-colored SUV.
At 10:29 a.m., an officer
responded to the 100 block of Santa Cruz Road regarding the report of a vehicle burglary. A tree-trimmer left his truck parked on the street while he worked when he heard a window break. The victim saw two suspects stealing chainsaws and a leaf blower from his truck and placing them in their white truck before fleeing the scene.
At 4:15 p.m., a male subject approached the front counter of the Arcadia Police Department with the intention of obtaining a vehicle release for a vehicle used in a crime. The subject provided the officer with a fraudulent Colombian driver’s license. The 26-year-old male from South El Monte was arrested and transported to the Arcadia City Jail for booking.
At 5:42 p.m., officers responded to the shopping center located at 150 E. Duarte Road regarding a male subject causing a disturbance. The subject threw a plastic bottle at one of the businesses and charged into a business owner hitting him on the left side of his back. Officers located and detained the subject. The 48-year-old male transient was arrested and transported to the Arcadia City Jail for booking.
March 19
At 7:03 a.m., officers responded to a residence in the 800 block of West Huntington Drive regarding the report of a stolen vehicle. The victim informed officers that she had an Apple AirTag inside her car and that she tracked it to a location in El Monte. The Arcadia PACE Team conducted a search for the vehicle and located it unoccupied on California Street in El Monte.
At 8:24 a.m., an officer responded to Hydroworlds, 5623 Peck Road, regarding the report of a burglary. Unknown suspect(s) used an unknown tool to remove glass from the front door and stole packages from inside the business.
March 20
At 8:48 a.m., officers responded to the parking structure at 288 N. Santa Anita Ave. regarding a male subject previously advised of trespassing. The reporting party was desirous of prosecution against the subject for trespassing on pri-
vate property. The 33-year-old male transient was arrested and transported to the Arcadia City Jail for booking.
At 11:56 a.m., officers responded to the 00 block of East Foothill Boulevard regarding a vehicle burglary. A male suspect wearing a black facemask was seen entering a delivery truck and stealing several packages. The suspect fled the scene in a gray SUV.
March 21
At 3:48 p.m., officers responded to Macy’s, 400 S. Baldwin Ave., regarding a robbery that had just occurred. The male suspect stole merchandise when he was confronted by two loss prevention officers. The suspect punched one officer in the stomach and the other in the back of the head. The suspect and his friend fled the scene and were seen entering a bus. Arcadia Police Officers conducted a traffic stop on the bus and detained the suspect who was determined to be a juvenile runaway. The 17-year-old male from Chatsworth was arrested and transported to the Arcadia City Jail for booking.
March 22
At 12:35 p.m., officers responded to the 400 block of Huntington Drive regarding the report of a vehicle burglary. The victim left her car parked on the street overnight. She returned in the afternoon to find the driver’s side keyhole had been punched and the ignition had been tampered with. The unknown suspect(s) stole power tools, a camera lens, money, and a social security card.
At 8:50 p.m., officers responded to Macy’s, 400 S. Baldwin Ave., regarding a robbery that had just occurred. Two suspects, a male and female, were seen shoplifting and were confronted by two loss prevention officers who attempted to detain them. The male suspect slipped out of his sweatshirt to escape, and the female suspect hit a loss prevention officer with her crossbody bag. The two suspects were last seen running through the Promenade. The male suspect was described as 20 to 30 years old, 5 feet 10 inches tall, with a thin build, and dreadlocks. The female suspect was described as 25 to 35 years old, with a thin build, and brown hair.

It's no longer socially acceptable for a company to ask an interview candidate how much money they currently make. It's also not terribly good to ask the candidate how much they want to make. These days, the standard is to share the pay range for the role. Then, the candidate can decide whether or not the range is acceptable.
In the past, recruiters would argue that asking questions like these made sense. They wanted to know if the candidate was "within their budget" for a particular role. In reality, if the candidate provided a salary number at the low end of the range, they would be paid on the low end of that range. And, they might not ever know it.
Fortunately, many states across the U.S. have agreed that this practice is
not okay. It's not fair. And, it allows pay disparities to continue, and to grow.
In other words, if you are currently underpaid, and your future salary is based on your current salary, you will continue to be underpaid in the future. If a company pays a fair market rate, then you have a better chance of making what your skillset is truly worth.
Unfortunately, not all recruiters have gotten this message. When a recruiter shares that they have been working as a recruiter for over 30 years, you can bet there's a decent chance they aren't playing by the current rules. They will continue to ask questions they should not.
Unfortunately, as a candidate, there's not much you can do about this issue. If a recruiter asks for your salary and you don't provide it, you'll likely be eliminat-
ed from consideration. You'll be perceived as difficult, because you aren't willing to go along with this outdated line of questioning.
The good news is, you can decide not to work with a particular recruiter. You can decide you won't participate when something like this occurs. There are many recruiters who will care about the candidate experience, and who are willing to follow the laws and this current way of interviewing candidates.
In addition to questions that a company is not allowed to ask, there is a question that candidates are allowed to ask. In certain states, it's the law. A candidate can ask the company what the pay range is for a certain position. The company should be willing to provide the range. This
gives the opportunity for the candidate to share with the company whether or not the range provided is one they are interested to pursue.

On March 22, Gloria Crudgington attended her final regular City Council meeting where she was honored for her many years of service and dedication to the City of Monrovia and all who reside here. This is an incredibly bittersweet moment for many, me included. Gloria has been an amazing council member. Her accomplishments are many, and I will try to capture a few of them here for your reading pleasure.
Gloria has lived in Monrovia for nearly 50 years. She served on the Community Services Commission for 12 years.
In 2000, Measures A and B were passed. This made it possible for Monrovia to purchase our hillsides and create the Monrovia
Hillside Wilderness Preserve. Gloria was instrumental in getting these measures passed by spending countless hours, with hundreds of volunteers, going door to door to educate the community on why these measures were so important. The Monrovia Hillside Wilderness Preserve is over 1,450 acres of open space, trails and beautiful natural resources that, now, cannot be developed. In honor of her efforts, Station 103, has been renamed Crudgington Station. It is the first building you see upon entering the preserve from the Cloverleaf access gate and it is truly fitting, as we will think of her and all her amazing efforts every time we pass it.

Gloria has served on many other boards and commissions, bringing her great ideas, incredible wit and numerous skills obtained during her 30-year career as a marriage and family counselor. Most recently, she served as the liaison to our Monrovia Old
Town Advisory Board. It was an absolute joy to work closely with her in that capacity. I have always had such a high level of respect for her and the way she did not conform to anyone’s agenda “just because.” She asked tough questions about a lot of different items brought before the council. She stood her ground on things she felt strongly about, and she was intimidated by no one. She always kept Monrovia and its residents first and foremost when making decisions that would affect us all.
Gloria leaves the council in good hands with strong, capable leadership. I know she will be watching closely. I hope to see her at the podium commenting on the issues she finds important. Thank you,

Workers at 34 hotels will receive a $10 per hour wage increase and significant boosts to their benefits and rights as part of a new four-year contract, their union announced Monday.
The union said hotel workers achieved "every goal" after deciding to take action last summer, which included strikes and calls for boycotts of certain hotels.
Hotel workers will now earn an average of 40% to 50% more in wages than they do now, allowing them to remain housed and live in the communities near their employment, according to a summary of the contract.
Unite Here Local 11, the union representing more than 32,000 hospitality workers in Southern California and Arizona, said its members voted overwhelmingly to approve and ratify the contract on Thursday.
The new contract will cover workers up to January 2028, giving them an opportunity to hash out new deals as the L.A. region welcomes the Olympic games later that summer, according to union officials.
"After signing, I felt so much peace knowing that I'll be able to retire with dignity," Ana Sanchez, a front desk worker at Sheraton Gateway LAX hotel for 22 years, said during a news conference Monday morning. "I feel that God gave us the answer we needed. Winning this contract gave me so much confidence in my abilities and my own power."
Additionally, workers also continue to receive low-cost health benefits for themselves and their families, fair workloads, pension improvements and pre-pandemic staffing guarantees.
Brenda Mendoza, a uniform attendant at the JW Marriott in downtown Los Angeles for 14 years, hailed the labor agreement. She said it will give her "peace of mind," and it means that she won't live paycheck to paycheck.

"We -- the entire city -owe them an enormous debt for their courage, and it is the only reason why we have prevailed, and it is the reason why we have given hope to all working people that they too can win a living wage," Petersen said.
Union officials described the new contract as a "victory." However, they emphasized that work remains to be done at dozens of other hotels, including Hotel Figueroa, Hotel Maya, Doubletree Downtown Los Angeles and the L.A. Grand, the site of a city-operated Inside Safe program.
The union said the Hotel Figueroa's owner, BGO, and its principal operator, Highgate, laid off staff on Feb. 11 -bringing in a new company, The Botanical Group, to run the food and beverage operations.
Unite Here Local 11 alleges the owners violated the city's Hotel Worker Retention Ordinance when The Botanical Group employed a new set of workers, failing to retain the hotel's "longstanding" restaurant and bar workers.
Highgate did not immediately respond to a request for comment.
The Hotel Worker Retention Ordinance was enacted to address the problem of mass layoffs of hotel workers that have occurred historically when corporate ownership or management of a hotel changes.
At the L.A. Grand, hotel workers are also seeking the same demands -- higher wages and improved benefits -- with their employer Shen Zhen New World LLC. Workers
have also called on the city to address violence workers have allegedly endured on strike lines at the hands of hotel security personnel, who they claim were hired by the city.
L.A. Grand hotel workers, represented by Unite Here Local 11, have also raised concerns with work related to Inside Safe. The L.A. Grand operates as part of Mayor Karen Bass' initiative, providing some vacant rooms to unhoused Angelenos.
City officials have said if a member of Unite Here Local 11 doesn't feel safe or doesn't want to clean a room, they don't have to, as a contracted service provider will take care of it.
A representative for Mayor Bass' office previously said in a statement that the "The Grand houses hundreds of the most vulnerable Angelenos and our office will continue to do all we can to save lives and ensure workers are treated fairly."
Labor union officials say they want the city to intervene and mediate on their behalf with the owner to address staffing levels and to overall improve working conditions.
Workers continue to strike, picket or call for boycotts at hotels to address unresolved labor concerns. Recently, workers at Proper Santa Monica, Hotel June, San Pedro Doubletree and Proper Downtown Los Angeles walked out, Unite Here Local 11 said.
"We are not stopping until all workers get what they deserve," Petersen said.
Following the news conference, members of Unite Here Local 11 walked over to Hotel Figueroa to picket and demand for a fair contract.
Unemployment in Los Angeles County was unchanged at a seasonally adjusted 5.4% in February, compared with January's rate, according to statistics released Friday by the California Employment Development Department.
The county's unadjusted unemployment rate was 5%, the EDD reported.
Civilian employment rose by 6,000 to 4,730,000 new hires in February, while unemployment decreased by 2,000 to 268,000. The civilian labor force lost 8,000 jobs over the month to 4,998,000.
In February of last year the county's unemployment rate was 4.9%, which amounts to a difference of 9,400 nonfarm jobs.
The EDD explained how seasonally adjusted data works: "By seasonally adjusting employment, statisticians attempt to adjust the influences of predictable seasonal patterns to reveal how employment and unemployment change from month to month. The adjustment consists of either raising or lowering the actual employment reported by a certain percentage to reflect the normal seasonal increases or decreases that historically occur."
In Orange County, the February unemployment rate was 4.2%, unchanged from January.
Total nonfarm jobs increased from 1,678,400 to 1,688,800, a gain of 10,400 for OC.
The California unemployment rate edged upward to 5.3% in February from January's 5.2%. The state lost 3,400 nonfarm jobs, according to the EDD.
The overall number of employed Californians was 18,321,900 in February, down 20,100 from the previous month and 82,600 fewer than a year ago, the EDD reported.
Unemployed Californians totaled 1,027,000 in February, an increase of 13,100 from January's 165,400 and up by 165,400 compared with February 2023.

ployment rate was 4.2% in February, the EDD reported.
Los Angeles County's total employment in February was 4,761,700 while the jobless totaled 252,900, according to the EDD.
Four of the state's 11 industry sectors gained jobs in February. Private education and health services had the largest month-overmonth increases, adding 15,400 jobs.
Significant losses compared with last month were in construction, which was down 9,600 jobs. February storms had a lot to do with the construction decline, and trade, transportation and utilities jobs also slipped by 7,300, according to the EDD.
Inland Empire Riverside County's unemployment rate moved higher to 5.6%, up from January's 5.5%, the EDD reported.
The countywide jobless rate in February, based on preliminary EDD estimates, was 5.6%, compared to 5.5% in January.
According to data, the February rate was a full percentage point above the year-ago level, when countywide unemployment stood at 4.6%.
Mecca had the highest unemployment rate countywide in February at 13.4%, followed by Cherry Valley at 10%, Coachella at 9.4%, Rancho Mirage at 7.9% and East Hemet and Hemet, each at 7.7%.
Riverside and San Bernardino counties' combined unemployment rate in February was 5.5%, unchanged from January, the EDD reported.
San Bernardino's February jobless rate was 5.4%, according to the EDD.
Bi-county statistics showed payrolls grew in multiple sectors. The largest gain was health services' 3,800 new hires.
More increases occurred in the construction, financial services, hospitality, professional business services and public sectors, which added
3,300 jobs, according to the EDD.
Unclassified industries also added 500 new jobs.
Warehousing and retail trade lost the highest number of Inland Empire jobs with 4,700, EDD stats showed. Another 400 positions were shed in each of the manufacturing and agricultural sectors, while mining and information technology were unchanged last month, the EDD said.
San Diego
San Diego County unemployment stayed at 4.7% in February, unchanged from January and 1% higher than the rate in February 2023, the EDD reported.
Total nonfarm jobs in the San Diego area increased by 6,000 for a total of 1,551,900 jobs.
In February professional and business services rebounded from the previous month's plunge of 3,600 jobs and led all industries with an 3,100 new positions.
Temporary accounting services accounted for 1,200 of the county's new jobs, and 900 were reported in professional, scientific and technical services, according to EDD data.
The leisure and hospitality sectors added 2,500 more jobs, along with 1,800 in accommodation and food services and 700 in the arts, entertainment and recreation sectors.
Private education and health services added hired 1,900 workers, and every subsection of the health care field posted February gains.
Compared with February 2023, nonfarm employment in San Diego County rose 13,600, or 0.9%, led by the private education and health services industries. Those sectors added 15,000 jobs.
Leisure and hospitality added 6,100 jobs, with 3,100 jobs in arts, entertainment, and recreation compared with February 2023. Another 3,000 jobs were added accommodation/food services, and government jobs increased by 5,700 — most growth there was in local governments.
Saying he is "beyond shocked," Dodgers star Shohei Ohtani said his former interpreter stole money from his accounts without his knowledge to pay off massive gambling debts, and he only learned about the theft last week while the team was playing in Korea, and is insisting Tuesday he never bet on baseball or any other sport.
Ohtani, speaking to reporters at Dodger Stadium on Monday for the first time since the scandal surrounding former interpreter Ippei Mizuhara became public, stressed that "I never bet on baseball or any other sports or never have asked somebody to bet on my behalf."
"Up until a couple days ago I didn't know that this was happening," Ohtani said, adding that Mizuhara "has been stealing money from my account and has told lies."
According to various reports, as much as $4.5 million in wire transfers were made from Ohtani's bank account to an illegal bookmaking operation allegedly run Orange County resident Mathew Bowyer, who is under federal investigation.
Bowyer's attorney, Diane Bass, told The Times and ESPN that Bowyer has never met or spoken with Ohtani. A source told ESPN that Bowyer was aware Ohtani's name was on the wire transfers, but he didn't ask any questions as long as the money was coming in.
Bowyer's San Juan Capistrano home was searched by federal agents last year.
According to ESPN, Mizuhara gave the network a 90-minute interview last week in which he laid out his side of the story -- an interview arranged by an Ohtani spokesman. But after the interview, the same spokesman disavowed Mizuhara's account and said a statement would be made instead by Ohtani's attorneys, which happened last Wednesday
alleging that Ohtani was the victim of a "massive theft."
During the ESPN interview, Mizuhara, 39, said he asked Ohtani last year to pay off his gambling debts, and Ohtani, while unhappy about it, agreed to do so.
Mizuhara told the network that Ohtani had no involvement in any betting, and the interpreter insisted that he didn't realize his betting activities were illegal in California. He also said he never bet on any baseball games.
The next day, however, Mizuhara recanted his comments, telling ESPN that Ohtani had no knowledge of his gambling debts and denying that Ohtani had transferred any money to the bookmaking operation.
On Monday, Ohtani — speaking through a new interpreter — said he knew nothing of Mizuhara's gambling addiction or the debts until last week when there was a team meeting in the clubhouse, where Mizuhara spoke to the team. Ohtani noted that since Mizuhara was speaking English during the meeting, he didn't have a translator, "but I kind of understood what was going on and started to realize something was amiss."
"Up until that team meeting, I didn't know that Ippei had a gambling addiction and was in debt," Ohtani said.
But he stressed, "I never agreed to pay off the debt or make payments to the bookmaker."
Ohtani said he spoke privately to Mizuhara at the team hotel that night.
"And it was revealed to me during that meeting that Ippei admitted that he was sending money using my account to a bookmaker," he said.
He said he immediately informed his representatives and the team. The Dodgers quickly fired Mizuhara.
"To summarize how I'm feeling right now, I'm just beyond shocked," Ohtani
said. "It's really hard to verbalize how I'm feeling at this point."
"The season's going to start, so I'm going to obviously let my lawyers handle matters from here on out, and I am completely assisting in all investigations that are taking place right now," he said. "I'm looking forward to focusing on the season."
He again stressed, "I do want to make it clear that I never bet on sports or willfully sent money to the bookmaker."
Major League Baseball has opened a formal investigation of its own into the matter.
The league said in a statement Friday that "Major League Baseball has been gathering information since we learned about the allegations involving Shohei Ohtani and Ippei Mizuhara from the news media. Earlier today, our Department of Investigations (DOI) began their formal process investigating the matter."
Over the weekend, further questions arose about Mizuhara's credentials. UC Riverside denied that Mizuhara attended the school, as Mizuhara claimed in his publicly distributed resume.
Mizuhara's bio said he graduated from UC Riverside in 2007.
A story published by The Athletic also questioned whether Mizuhara actually spent spring training in 2012 working for the New York Yankees as an interpreter for Japanese pitcher Hideki Okajima, as claimed in the Angels media guides when Ohtani played for the Angels.
According to multiple news reports, Okajima failed a physical on Feb. 17, 2012, before spring training, and was released by the Yankees.
The Boston Red Sox also released a statement insisting that Mizuhara never worked for the team, disputing news reports that Mizuhara was Okajima's interpreter with Boston in 2010.
Mizuhara could not be reached for comment.
According to ESPN, MLB is expected to request interviews with all parties, including Ohtani and Mizuhara. But the sports network said MLB cannot compel Mizuhara to cooperate since he no longer is employed by the league.
According to the Los Angeles Times and ESPN, the investigation into Bowyer, who has not been charged with a crime, involves the same pros-
ecutors who investigated an Orange County-based gambling ring led by Wayne Nix, 46, a former minor league baseball player from Newport Coast. Nix pleaded guilty to a federal charge of helping operate an illegal sports gambling business. A sentencing date has not been set.
Nix's longtime partner in the gambling operation, Edon Kagasoff, 45, of Lake Forest, pleaded guilty in April 2022 to one count of conspiracy to operate an
illegal gambling business and was sentenced last year to six months of probation and a $1,000 fine. He was also ordered to forfeit $3.1 million he earned through the operation.
That investigation also ensnared former Dodgers slugger Yasiel Puig, who is facing one federal count each of making false statements and obstruction of justice. He initially agreed to plead guilty but later changed his mind. A trial date has not been set.

As a result of a lawsuit brought by Jurupa Valley property owners, Edison revised its application to the utilities commission in 2016 to place about half of the project's transmission lines underground in Jurupa Valley.
Edison has estimated the project will cost between $408 million and $521 million, with more underground lines raising the overall cost compared with above-ground transmission lines.

After a jury deadlocked, prosecutors confirmed last week they will retry a felon accused of punching female athletes during an altercation at a Corona high school basketball game and later threatening other students with a gun.
On March 20, following three days of deliberations, a Riverside jury announced that it was hung on five felony charges against Thaddis Lamont Brooks, 40, of Perris.
Jurors acquitted him of two counts and convicted him of a misdemeanor battery charge, but they could not reach a unanimous verdict on the remaining allegations, which are two counts of assault with a semiautomatic firearm and one count each of making criminal threats, bringing a gun onto school grounds and being a felon in possession of a firearm.
Superior Court Judge Sam Shouka scheduled a retrial status conference for April 19 at the Riverside Hall of Justice. Brooks remains held in lieu of $1 million bail at the Robert Presley Jail.
He was arrested a year ago following a Corona Police Department investigation.
According to the prosecution's trial brief, Brooks was with his girlfriend in the stands of Centennial High School's gym on the evening of Jan. 24, 2023, watching the woman's daughter, Aniayah Offutt, play for the Huskies in a game against the Santiago High School Sharks.
During the final two minutes of the fourth quarter, a scuffle broke out between the two teams' players, and Offutt was in the fray.
"The defendant ran down the bleachers and onto the court, wherein he assaulted several of the female players,"
"We do intend on retrying this case if a just resolution cannot be reached," Riverside County District Attorney's Office spokeswoman Amy McKenzie told City News Service.

The girls were identified only by their initials — "J.C.," "M.F." and "Q.R."
Coaches, parents and others crowded onto the basketball court to stop the fight and pull Brooks away from the girls. One man bearhugged the defendant and applied "all of his strength" just to move him back, the brief said.
Brooks allegedly yelled at the intervener that he would "blow this (expletive) up" if he continued to put his hands on him, at which point the defendant stormed out of the gym, according to the narrative.
Campus officials halted the game and cleared the gym, and athletes and attendees filed out. Brooks went to his vehicle and retrieved a handgun, Corona police Sgt. Jason Waldon alleged.
As a group of girls and one of their mothers began walking into the parking area, they conversed about what had happened and expressed
shock over Brooks' behavior, though they didn't know him, prosecutors said.
"They looked up to see the same man they were talking about pointing a gun at them," the brief said.
Brooks allegedly said aloud, "Everyone better clear this parking lot because I'm about to light this place up," according to the brief.
The victims, identified as "C.E.," "M.H.," "R.E." and "S.H.," ran to a nearby car, whose motorist allowed them in and drove them away from the gym.
One of the victims, M.H., realized later that she knew the defendant and was among his past social media contacts. Prosecutors alleged Brooks called the woman and made several threats, blaming her for his girlfriend's daughter's dismissal from the basketball squad.
No one was injured during the court scuffle, or during the alleged encounter with the defendant in the parking lot.
Police officers responded to 911 calls made from the gym but didn't make any arrests. Detectives contacted
witnesses and obtained additional evidence, pointing to Brooks as the alleged assailant, according to Waldon. He said a search warrant was obtained and served at the defendant's residence on Chamberlain Creek Way, where officers took him into custody without incident a week later.
Court records show Brooks has felony convictions in San Bernardino County for battery, street gang activity, making criminal threats and possession of controlled substances.
UC Riverside is denying that Shohei Ohtani's former interpreter Ippei Mizuhara attended the school, as Mizuhara claimed in his publicly distributed resume — in one of multiple questions raised about the recently fired Mizuhara's credentials.

Major League Baseball has opened a formal investigation after Mizuhara was fired by the Dodgers amid allegations he stole millions of dollars from the Japanese slugger to place bets with a purported illegal bookmaker.
"Major League Baseball has been gathering information since we learned about the allegations involving Shohei Ohtani and Ippei Mizuhara from the news media," the league said in a statement Friday. "Earlier today, our Department of Investigations (DOI) began their formal process investigating the matter."
The story first broke Wednesday, when the Dodgers fired Mizuhara while the team was in Seoul, South Korea for a season-opening two-game series against the San Diego Padres.
According to ESPN, MLB is expected to request interviews with all parties, including Ohtani and Mizuhara. But the sports network said MLB cannot compel Mizuhara to cooperate since he no longer is employed by the league. Ohtani can also decline to cooperate as a member of the MLB Players Association, the report said.

Bowyer's attorney, Diane Bass, told The Times and ESPN that he has never met or spoken with Ohtani. A source told ESPN that Bowyer was aware Ohtani's name was on the wire transfers, but he didn't ask any
responding to inquiries from the Los Angeles Times, told the paper in a statement Wednesday, "In the course of responding to recent media inquiries, we discovered that Shohei has been the victim of a massive theft and we are turning the matter over to the authorities."
According to The Times, the paper made inquiries about the matter after learning that Ohtani's name had surfaced in a federal investigation of Orange County resident and alleged illegal bookmaker Mathew Bowyer.

During the ESPN interview, Mizuhara, 39, said he asked Ohtani last year to pay off his gambling debts, and Ohtani, while unhappy about it, agreed to do so. Mizuhara told the network that Ohtani had no involvement in any betting, and the interpreter insisted that he didn't realize his betting activities were illegal in California. He also said he never bet on any baseball games.
On Wednesday, however, Mizuhara recanted his comments, telling ESPN that Ohtani had no knowledge of his gambling debts and denying that Ohtani had transferred any money to the bookmaking operation.
A Dodgers spokesperson told ESPN that Mizuhara spoke in the team clubhouse after its seasonopening game in Korea on Wednesday morning, taking all blame for a story that was about to become public and admitting he has a gambling addiction.
According to The Times and ESPN, the investigation into Bowyer, who has not been charged with a crime, involves the same prosecutors who investigated an Orange County-based gambling ring led by Wayne Nix, 46, a former minor league baseball player from Newport Coast. Nix pleaded guilty to a federal charge of helping operate an illegal
sports gambling business. A sentencing date has not been set.
Nix's longtime partner in the gambling operation, Edon Kagasoff, 45, of Lake Forest, pleaded guilty in April 2022 to one count of conspiracy to operate an illegal gambling business and was sentenced last year to six months of probation and a $1,000 fine. He was
also ordered to forfeit $3.1 million he earned through the operation.
That investigation also ensnared former Dodgers slugger Yasiel Puig, who is facing one federal count each of making false statements and obstruction of justice. He initially agreed to plead guilty but later changed his mind. A trial date has not been set.

The flag raising ceremony will be held at Riverside County Administrative Center, located at 4080 Lemon St. in Riverside. Featured speakers will include Second District Supervisor Karen Spiegel, Third District Supervisor Chuck Washington, Fifth District Supervisor Yxstian Gutierrez, District Attorney Mike Hestrin, Sheriff Chad Bianco, County Executive Officer Jeff Van Wagenen, Department of Public Social Services Director Charity Douglas, and Riverside University Health System’s Chief of Medical Services Dr.
Sophia Grant.
This year's event aims to further educate the community on recognizing the signs of abuse and neglect, while highlighting the collaborative efforts undertaken by various organizations to safeguard the well-being of children.
One in four children experience abuse or neglect in their lifetime. This abuse comes in many forms, including physical abuse, emotional abuse, sexual abuse, and neglect. Early exposure to trauma can hinder development, which often leads to difficulties in learning, challenges forming healthy relationships, and poor coping abilities. The cycle of abuse can perpetuate through generations, emphasizing the crucial need for intervention and prevention efforts.
“The Riverside County Board of Supervisors
remains committed to safeguarding our most vulnerable children,” said Supervisor Karen Spiegel. “We stand united to ensure a comprehensive system of care is available to support children who have been subjected to the trauma of abuse and neglect and to provide ample services that will empower them to heal. It remains our fundamental responsibility to protect those who cannot protect themselves.”
This year's ceremony
will also recognize services provided by the Riverside County Child Assessment Team (RCAT) and the Sexual Assault and Forensic Evaluation Team (SAFE). RCAT is composed of medical professionals who conduct comprehensive medical evaluations when abuse and neglect are suspected. SAFE provides 24/7 forensic examinations and evidence collection for victims of sexual assault.

Retail sales of rabbits, dogs and cats are prohibited in California, but direct sales are still permitted, including online, and illegal street sales also occur in which baby bunnies are sometimes deceptively marketed as adult "dwarfs."
Jude Ferguson, who runs Kribs for Kritters, a rabbit rescue group based in Lake Elsinore, says her group always sees an increase in dumped rabbits after Easter.
"The increase usually comes in the summer after baby buns start growing up and getting hormonal," she told CNS in 2023.
Ferguson advises people
who do keep their rabbits to reach out to local rescues for resources on low-cost spay and neuter surgeries.
"That's a big deal for people who are trying to do the right thing and simply call their local vet and are surprised by the sticker shock," she says. "I know I help many people with spay/ neuter referrals."
"Every year, shelters report an influx of rabbits who were bought for Easter and then discarded once their cuteness or novelty wore off," PETA's Catie Cryar told City News Service.
"Some of them are bought to put in children's Easter baskets, whereas others are purchased by family photographers to be used as props for Easter photos. Rabbits are reportedly the third most commonly surrendered animals to our nation's shelters, and it's estimated that about 80% of them bought for Easter will die or be abandoned within the first year, so this is a life-
and-death issue.
The animal rights group is running a public service announcement on some radio stations and spreading the message on X and other social media accounts that "rabbits are someone, not something," Cryar added.
"We also like to remind everyone that adding an animal to the family should come with a lifelong commitment to them. If

Rabbits are not lowmaintenance pets. They require a specific diet, cleaning and humane indoor housing in a bunny-proofed room, and veterinary care can be expensive, advocates note.
They're also not ideal
pets for small children, as they respond best to quiet energy and can be easily spooked by the hyperactivity of a child.
Animal advocates offered a series of basic tips:
-- Domestic rabbits should be kept indoors at all times.
-- Rabbits need to be spayed or neutered as soon as they're old enough (between four and six months) to avoid unnecessary breeding and to aid their health.
-- Once they've been spayed or neutered, bunnies should be paired with a mate who's also been spayed or neutered for lifelong companionship. Single bunnies can be lonely and depressed.
-- They should be fed a diet of unlimited timothy hay (or alfalfa hay for rabbits under 6 months), plus a daily portion of leafy greens and limited pellets.
-- They should never be kept in cages, as they need room to hop around and
exercise their legs.
-- They need to be thoroughly groomed every two to three months to remove excess fur and have their nails trimmed.
-- They're aggressive chewers, and need to be kept away from electrical cords and anything that can be dangerous if ingested, such as taped or glued boxes.
-- Bunnies who stop eating or appear to be in pain can die within 36 hours, and need immediate care from a veterinarian trained in rabbit care.
Those who are prepared to make the 8- to 12-year commitment to caring for one or more bunnies were encouraged to consider adopting from a local rescue group or Riverside County shelter, which are open from 10 a.m. to 4 p.m. Monday through Saturday.

More than two dozen competitors will bring their word power into play Thursday for the 46th annual Riverside County Spelling Bee, featuring last year's champion returning to attempt to carry on a family tradition of owning the top speller mantle.
The free public event is slated to start at 9 a.m. in the county Office of Education's Conference Center, 4280 Brockton Ave., in Riverside.
"The competitors in the Riverside County Spelling Bee are demonstrating far more than their impressive
mastery of words," Superintendent of Schools Edwin Gomez said. "Students are also learning valuable skills for their future by way of their commitment to prepare, the self-discipline to study and the self-confidence to step up to the stage as a public speaker."
There are 27 students in grades 4 to 8 from public, private and charter schools are signed up to participate, including the 2023 winner, Avijeet Randhawa, who came out on top after correctly spelling "forbs," a plant species.
Avijeet endured multiple rounds over three hours to become the third person in his family to claim top honors in the countywide event. The Auburndale Intermediate School student, now in the eighth grade, said he makes it a habit to learn and repeat 500 to 800 words daily.
Avijeet's family has formed a quasi-dynasty on the academic stage in Riverside County. In 2022, his sister, Lara Randhawa, claimed the county championship title after correctly spelling "cumulocirrus," which is an upper atmosphere cloud.
Lara, who previously attended Auburndale Intermediate, also took top honors in the county's 2021 virtual bee.
Aisha Randhawa laid the groundwork for her younger siblings' success, winning local championship titles in 2016, 2017, 2018 and 2019, paving the way for her to compete nationally in each of those years.
The bees in 2021 and 2022 were virtual. The 2020 bee was nixed when then-county Health Officer Cameron Kaiser declared a COVID public health emergency. The
2021 and 2022 events were held online due to ongoing precautionary measures implemented by the Office of Education.
