LA OKs plan to track filing of gun violence restraining orders

U.S. sues SoCal Edison alleging liability for 2020 Bobcat Fire

The U.S. government Friday sued Southern California Edison, alleging in federal court that the Bobcat Fire -- one of the largest wildfires ever in Los Angeles County -- was caused by the failure of Socal Edison and its tree maintenance contractor to properly maintain trees that came into contact with power lines and caused the 2020 blaze.

The complaint filed in Los Angeles federal court alleges that the Socal Edison and Utility Tree Service were negligent and therefore liable for damages sustained by the government during the fire that burned more than 114,000 acres, nearly 100,000 of which were in the Angeles National Forest.

SoCal Edison spokesman Reggie Kumar said that while it would not be appropriate to discuss pending litigation, the company's "thoughts remain with the people who were affected by the Bobcat Fire, who lost homes, vehicles and were evacuated. We are reviewing the U.S. Department of Justice's legal action."

According to the complaint, the U.S. Forest Service sustained fire suppression costs in excess of $56 million, and it incurred property and natural resource damages of more than $65 million.

"Forest Service investigators determined that the Bobcat Fire ignited due to a tree in contact with power lines (conductors) owned and operated by SCE and maintained by SCE and UTS," the lawsuit states. "The contact resulted in

The Los Angeles City CouncilTuesday approvedrecommendations intended to promote and track the filing of gun violence restraining orders against people who pose a danger to themselves or others.

The council voted 14-0 to support recommendations in a report from the Los Angeles Police Department, with Councilwoman Heather Hutt absent for the vote.

LAPD Detective Marie Sadanaga, a gun violence restraining order coordinator, filed the report, which

recommends the creation of a database that can be used by the LAPD and the City Attorney's Office to track gun violence emergency protective orders and temporary firearms restraining orders. It also recommends partnering with the L.A. County Office of Violence Prevention to increase awareness in the community about GVROs.

According to the report, the database will serve to ensure proper follow-up on mandated hearings, within a 21-day time frame, to consider a long- term GVRO that would limit an individ-

ual from accessing firearms for up to five years. The report also notes that GVRO denials and inquiries should be tracked.

Other recommendations include raising GVRO awareness and enforcement in partnership with courts, communities and law enforcement.

The LAPD previously established an internal database to track GVROs obtained by officers, but the City Attorney's Office is unable to access it.

The report was initiated by a motion introduced by Councilman Tim McOsker in

February seeking to identify the "necessary resources" to promote and track the use of California Red Flag laws to file GVROs.

"California's Red Flag law allows employers, coworkers, teachers and family to seek a court order to remove firearms from a person they perceive as potentially dangerous," McOsker's motion read. "Through removing firearms, even temporarily, from the possession of a person who is considered a threat to others, red flag laws are a tool to prevent gun violence."

SAG-AFTRA to vote on strike authorization targeting video game producers

Robert Klane, 'Weekend At Bernie's' creator, dies at Woodland Hills home

Information for a strike-authorization vote targeting video game production companies was set to be mailed Tuesday to eligible members of the SAG-AFTRA actors' union, which is already on strike against Hollywood film and TV studios.

"It has been nearly a year since SAG-AFTRA's video game contract, the Interactive Media Agreement, was extended beyond the original expiration date as we negotiated with the companies for critical terms SAG-AFTRA members need," union officials said in a recent statement. "Unfortunately, throughout the negotiations, the companies have failed to address those needs. For this reason, the negotiating committee and National Board unanimously agreed that the union should have a member-approved strike authorization in hand when bargaining resumes on Sept. 26."

The video game companies involved in the talks include Activision Productions, Blindlight, Disney Character Voices, Electronic Arts Productions, Epic Games, Formosa Interactive, Insomniac Games, Take 2 Productions, VoiceWorks Productions and WB Games.

Attempts to reach those companies for a comment were not immediately successful.

The video game agreement is separate from the contract covering film and TV actors, who are on strike amid stalled talks with the Alliance of Motion Picture and Television Producers. The union noted that many key issues are the same, most notably compensation and protections against the use of artificial intelligence.

According to the union, SAG-AFTRA is seeking an 11% retroactive wage increase and 4% increases in the second and third years of the contract, along with mandatory rest breaks, on-set medics during stunts or hazardous work and "vocal stress protections."

Voting on the strike authorization will close Sept. 25.

Hollywood screenplay writer Robert Klane -- best known for the 1989 dark comedy "Weekend at Bernie's" -has died.

The writer passed away from kidney failure after a long illness on Tuesday, Aug. 29, at his home in Woodland Hills, family members confirmed Monday. He was 81.

Because of his work writing and executive producing "Weekend at Bernie's," a film in which two men put a pair of sunglasses on their dead boss to make it seem as though he's still alive, jokes about Klane not really being dead or being seen having a great night out after his death were circulating on social media as a way to honor his memory.

Klane also wrote and directed the sequel, "Weekend at Bernie's II," and worked on a variety of other films, including "National Lampoon's European

Vacation," "The Man With One Red Shoe," "Thank

God It's Friday," "Where's Poppa?" and "Folks!" He is also credited as a writer for television, including several "M*A*S*H*" episodes.

In a statement shared with media outlets from actor and filmmaker Rob Reiner, Klane was called a "brilliant comedy mind," and Reiner commended the writer's lack of self-censorship.

"That's what made him great and set him apart," Reiner said. "He was fearless."

A graduate of the University of North Carolina at Chapel Hill, Klane first rose to prominence with his 1968 debut novel, "The Horse is Dead." His later works would be adapted into feature films, which is how he transitioned into being a screenplay writer and filmmaker.

Employees foil attempted smash-and-grab at El Monte jewelry store

Nothing was taken during an attempted smash-andgrab robbery at a jewelry store in El Monte, where a heavy-set assailant sprayed bear repellant at employees and shattered display cases in an attempt to take merchandise, authorities said Sunday. The incident occurred at about 2:20 p.m. Saturday at Meza's Jewelry at 10900 Main St., according to a watch commander at El Monte Police Department, who confirmed that no merchandise was taken from the business. Video shows the suspect fighting with employees and having his shirt stripped off him in the melee.

2 alleged Burbank pickpockets arrested

Two suspects were in custody Wednesday on suspicion of grand theft, fraud and elder abuse for allegedly stealing wallets and purses from people while they were shopping in Burbank in recent months. Los Angeles residents Oscar Perdomo Flores, 48, Maria Perdomo, 56, were arrested Tuesday, according to the Burbank Police Department. They were booked on suspicion of grand theft, fraudulent use of credit cards, and elder abuse, all felonies. Their bail was set at $275,000, with formal charges pending from the Los Angeles County District Attorney's Office..

Boy, 14, shot on Long Beach transit bus

A 14-year-old boy was shot while riding a transit bus in Long Beach, authorities said Saturday. Officers were sent to the 5600 block of Long Beach Boulevard at about 6:25 p.m. Friday and contacted the victim, who had a gunshot wound to the upper body, the Long Beach Police Department reported. The boy was rushed to a hospital in stable condition. He had been riding the bus with friends when they were approached by three boys who started an argument, police said. "The altercation became a fight, which escalated when one of the suspects shot the victim with a gun," according to a police statement. "The suspects fled the scene before police arrived."

Orange County firefighters have raised $120,000 to help 17 fellow firefighters in Maui who lost their homes in the wildfires there, a fire captain said Wednesday. The firefighters have handed over most of the money to their Maui counterparts as they continue to help with relief efforts in Hawaii, but on Friday they will deliver $40,000 that just came in from the Montecito Firefighters Charitable Foundation, said Orange County Fire Authority Capt. Steve Concialdi. The Orange County crew feels a special connection because of OCFA firefighter Ethan Frederick, who grew up in Maui and worked as a firefighter there before getting hired in Orange County, Concialdi said.

Tattoo artist convicted of sex assaults on clients in Anaheim

A 43-year-old tattoo artist has been convicted of sexual assaults of his clients in Anaheim, according to court records obtained Friday. Manuel Jesus Pech was convicted Wednesday of sexual battery, sexual penetration of a child older than 14 by foreign object and by force, sexual battery by fraud, attempted sexual battery by fraudulent representation and assault with the intent to commit a sex offense, all felonies. Pech is scheduled to be sentenced on Nov. 3. When the defendant was arrested two years ago, police said he was accused of assaulting a 17-year-old girl while giving her a tattoo illegally because of her age on Feb. 23, 2019. He was also accused of sexually assaulting a 25-year-old woman while giving her a

tattoo on March 1, 2017, police said.

Gov. Gavin Newsom announced Friday the appointment of the Agua Caliente Band of Cahuilla Indians chairman of Palm Springs to the California Native American Heritage Commission. Reid Milanovich has been the tribe's chairman since 2022. He previously served as Tribal Council Vice Chair and from 2014 to 2019 he was a Tribal Council member. Milanovich received a bachelor of arts degree from the California Baptist University in political science. His appointment requires Senate confirmation and there is no compensation.

Apartment fire displaces 14 people in Riverside

A total of 14 people were displaced by a fire in a multifamily residential building, the Riverside Fire Department announced Saturday. The fire was reported at 1:30 a.m. Friday in a two-story apartment building in the 900 block of Blaine Street in Riverside. Two units were fully involved in the fire when authorities arrived, and firefighters initiated aggressive interior attacks along with roof operations that kept the fire from spreading. The fire was contained by 2:30 a.m. and resulted in the displacement of 14 people due to fire and water damage. The American Red Cross was requested to assist the displaced people. The cause of the fire was determined to be accidental, but no further information was available.

struck by car in Corona

A 46-year-old Corona man who was struck by a car last month has died at a hospital, authorities said Saturday. Louis Vasil Feher was crossing Sixth Street in a crosswalk when a car turning left onto Sixth from Radio Road struck him at about 6 p.m. on Aug. 23, the Corona Police Department reported. The driver, a 39-year-old man from Moreno Valley, remained on the scene to cooperate with the investigation. Feher was taken to a hospital where he succumbed to his injuries on Thursday. Corona police encouraged anyone with additional information regarding the crash to contact Officer Jacob Westall at 951-817-5784.

San Bernardino County gains national attention for efforts to address homelessness

The Board of Supervisors’ commitment to addressing homelessness has been recognized by the National Association of Counties (NACo). A 2023 NACo Achievement Award was presented to the county for implementing Point-InTime Count (PITC) virtual training, which resulted in a 41 percent increase in the number of volunteers trained between 2020 and 2022. Before virtual trainings, San Bernardino County prepared volunteers for the annual homeless count at various county offices, which created a barrier for potential volunteers who could not attend. To address this issue, the county moved PITC trainings to a virtual setting, allowing for more volunteers to attend without having to travel to a physical site.

Suspects evade police perimeter after car chase that began in Ontario

After running inside a Walgreens pharmacy in Monterey Park after leading police on a highspeed freeway chase that began in Ontario, two grand theft auto suspects managed to escape and are on the loose Thursday. Ontario Police Department officers began pursuing a Dodge Challenger driven by the suspects before 7 p.m. Wednesday on the Pomona (60) Freeway in a chase that reached speeds over 100 mph, according to KCAL. The suspects jumped out of the car at the corner of Collegian Avenue and Dorner Drive, then ran into the Walgreens, KCAL reported. According to Fox 11, police believe the suspects might have walked out disguised as customers and left the scene.

At 4:33 a.m., officers were dispatched to the 800 block of South Myrtle regarding a violation of a court order. Officers arrived and located the suspect. The suspect was arrested and taken into custody.

At 8:49 p.m., a resident in the 500 block of East Cypress reported a violation of a court order. The suspect was in front of the residence in violation of the court order. The suspect was arrested and taken into custody.

At 9:28 p.m., an injury traffic collision was reported in the 1300 block of South Primrose. A vehicle drove onto a sidewalk and collided into a fire hydrant and two parked vehicles. The driver displayed signs and symptoms of intoxication. The driver was transported to a hospital for medical treatment. This investigation is continuing.

At 10:27 p.m., a caller from a business in the 600 block of West Huntington reported two suspicious subjects inside the store. The reporting party stated the subjects were filling shopping carts with merchandise and were attempting to leave the business without paying. Officers arrived and located the subjects. One of the subjects was found to be in possession of drug paraphernalia. The subjects were arrested.

At 9:37 a.m., a guest from a hotel in the 900 block of South Fifth called to report that her room was burglarized. This investigation is continuing.

At 7:07 p.m., officers were dispatched to a park in the 300 block of South Myrtle regarding a disturbed subject. The caller reported a female subject was inside a fountain partially nude. The female subject exited the fountain and ran a short distance until she was detained by arriving officers. The female exhibited signs and symptoms of intoxication and it was determined she was unable to care for herself. She was arrested and transported to the MPD jail to be held for a sobering period.

August 26

At 1:57 a.m., a disturbing subject was reported in the 100 block of West Lime. The caller reported that a male subject was lying on the ground and yelling. Officers arrived and located the male subject who was exhibiting signs and symptoms of intoxication. It was determined he was unable to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

At 2:45 a.m., officers were dispatched to the 200 block of West Pomona regarding a domestic violence report. LASO Deputies notified MPD that they had two subjects detained. Officers arrived and an investigation revealed the female subject was throwing knives at her husband. She was arrested and taken into custody.

At 9:53 a.m., a witness in the 200 block of East Lemon called to report a robbery. Three unknown female subjects exited a vehicle driven by a male subject and snatched jewelry off of a victim. This investigation is continuing.

At 1:41 p.m., multiple callers in the 200 block of East Duarte called to report that shots were fired out of a vehicle. No one was hit by the gunfire. Officers responded to the scene and located the suspect vehicle. A traffic stop was attempted, but the suspect refused to stop and a pursuit ensued. This investigation is continuing.

At 7:59 p.m., a disturbing subject was reported in the 600 block of West Huntington. The caller reported that a female subject was yelling at people passing by. Officers arrived and determined she was too intoxicated to care for herself. She was arrested and transported to the MPD jail to be held for a sobering period.

August 27

At 1:06 a.m., while patrolling the area of Ivy and Huntington officers saw a vehicle commit a vehicle code violation and conducted a traffic stop. The driver exhibited signs and symptoms of intoxication. An investi-

gation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

At 1:34 a.m., officers were dispatched to the 300 block of South Myrtle regarding a disturbed subject. Officers arrived and contacted a male and female subject. A records check for the male returned with a warrant for his arrest. The male was arrested and taken into custody.

At 3:36 a.m., while at a separate call for service in the 700 block of West Foothill, officers saw a male subject in the middle of the street who was nearly struck by a passing vehicle. Officers contacted the subject the male subject and determined he was too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

August 28

At 2:49 a.m., a vehicle fire was reported in the area of Foothill and Mayflower. Officers and MFD arrived to extinguish the fire. It was determined that a couch was set on fire and the vehicle became engulfed in flames as a result. This investigation is continuing.

At 1:37 p.m., employees from a business in the 400 block of South Myrtle called to report a subject trespassing. The subject was gone prior to the officers’ arrival but was located nearby. The employee positively identified the subject. The subject was arrested and taken into custody.

At 10:03 p.m., a caller in the 800 block of West Olive requested a welfare check Officers arrived and contacted a male adult subject in the living room of the residence. The male adult kept telling officers that they were going to have to kill him and showed officers that he was concealing a large kitchen knife. Officers immediately grabbed the knife before the subject had a chance to reach for it. Officers continued talking to the subject and de-escalated the situation. They were able to detain the subject in handcuffs without further incident. It was determined she

was a danger to himself and others. He was transported to a medical facility for a mental evaluation.

August 29

At 7:43 a.m., while patrolling the 1600 block of South Myrtle, an officer saw an adult male subject sitting in the children's playground area smoking a cigarette, in violation of a Monrovia Municipal Code. The officer contacted the subject and while the subject was retrieving his identification, drug paraphernalia fell out. The subject was arrested, cited and released at the scene.

At 2:55 p.m., a stolen guitar pedal board was reported stolen from a garage in the 700 block of South Ivy. This investigation is continuing.

At 3:37 p.m., a caller in the 700 block of East Huntington reported that during the early morning hours, a subject collided with the east wall of the building, causing damage to the women's locker room of the business. This investigation is continuing.

At 4:34 p.m., a caller in the 1600 block of South Mountain reported that a subject stole merchandise and fled. This investigation is continuing.

At 5:18 p.m., officers responded to the 300 block of South Myrtle regarding a subject drinking at a park. Officers contacted the subject and determined he was too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

At 11:22 p.m., an employee from a business in the 100 block of West Lime reported their car stolen. The juvenile suspects were tracked in Arcadia and Arcadia PD assisted in the search for the vehicle. An MPD officer located the suspects and as he stepped out of his vehicle door the juvenile suspect drove towards the officer and struck the officer’s door striking the officer. The suspect vehicle crashed into a residence and the juvenile suspects fled on foot. One of the suspects was later located in his mother’s vehicle fleeing the area. The juvenile was arrested and taken into custody.

At 6:35 p.m., an officer responded to ARCO am/pm, located at 5 W. Foothill Blvd., regarding a robbery investigation. The officer discovered the male suspect stole cigarettes and candy before showing the clerk an object that looked like a pocketknife. The suspect fled on foot. He is described as a Hispanic male, approximately 6-feet tall, 175 to 200 pounds, in his late 30s, and wearing a black shirt, black jogger pants, and a camouflage gator-style mask. The suspect was gone before the officer arrived.

August 21

At 3:53 a.m., an officer responded to Arcadia Park Pharmacy, located at 301 W. Huntington Dr., regarding a burglary investigation. The officer determined the suspect shattered the front glass door and fled with stolen property.

At 3:24 p.m., an officer responded to 24 Hour Fitness, located at 125 N. First Ave., regarding a burglary investigation. The victim stated someone opened his secure locker by unknown means and stole his credit cards. The suspect(s) attempted to make fraudulent purchases using the credit cards, but the transactions were declined.

August 22

At 1:10 p.m., an officer responded to Macy’s, located at 400 S. Baldwin Ave., regarding a commercial burglary investigation. Surveillance cameras captured five suspects, wearing hooded sweatshirts and masks, stealing nearly $4,000.00 worth of fragrances. They fled to an awaiting black sedan.

At 2:04 p.m., officers responded to Sphinx Mart & Tobacco, located at 142 E. Huntington Dr., regarding a robbery investigation. The clerk reported three suspects entered the store and stole several nicotine items. When he confronted the suspects, one of them fought back and punched him before fleeing on foot. The victim declined medical attention. The suspects are described as juvenile males. The suspect who as-

saulted the clerk is described as a Black juvenile male wearing a black shirt with long curly hair.

At 3:44 p.m., an officer responded to Macy’s, located at 400 S. Baldwin Ave., regarding the investigation of a burglary that occurred on Aug. 20. The reporting party stated the suspect stole a countertop display case containing more than $16,000.00 worth of jewelry. The suspect is described as a male between the ages of 55 and 65 years old, approximately 5 feet 8 inches tall, and 240 pounds.

At 9:15 p.m., an officer responded to a residence in the 400 block of West Woodruff Avenue regarding the activation of a burglary alarm system. An investigation revealed five suspects smashed a rear sliding glass door, entered the home, and fled empty-handed. The suspects were captured on surveillance footage fleeing in a white SUV.

August 23

At 9:27 p.m., officers responded to a residence in the 1200 block of Oakhaven Road regarding a burglary in progress. An area search was conducted but no suspects were located. The officers determined unknown suspect(s) shattered a second-story window and stole a safe containing a tracking device. The tracking device in the safe provided a location of the City of Los Angeles. Los Angeles Police Department assisted by conducting an area check for the safe but was unable to locate it. Surveillance footage from the home revealed one of the suspects was a male wearing dark clothing and lightcolored shoes.

At 2:12 a.m., officers conducting extra patrol in the area of South Baldwin Avenue and West Duarte Road witnessed a driver make an illegal turn. They initiated an enforcement stop and upon contacting the driver, they discovered the 32-year-old male from Las Vegas exhibited symptoms of driving under the influence of alcohol. The suspect was arrested and transported to the Arcadia City Jail for booking. In jail, he provided a breath sample and received a BAC level of .19%.

Los Angeles receives 12th bus of migrants from Texas

Another bus carrying migrants from Texas arrived in Los Angeles Monday morning, the 12th such arrival since June 14, according to Mayor Karen Bass' office.

"One bus with migrants on board from Texas arrived around 7:15 a.m. PT today at Union Station. This is the twelfth bus that has arrived," said Zach Seidl, deputy mayor of communications.

"The city has continued to work with city departments, the county, and a coalition of nonprofit organizations, in addition to our faith partners, to execute a plan set in place earlier this year. As we have before, when we became aware of the bus yesterday, we activated our plan," Seidl added.

After the previous bus arrived last week, Bass' office said the city had welcomed a total of 435 migrants from Texas since the first bus arrived.

Texas Gov. Greg Abbott

has been orchestrating the trips under Operation Lone Star, saying Texas' border region is "overwhelmed" by immigrants crossing the Mexican border. OLS is a joint operation between the Texas Department of Public Safety and the Texas Military Department along the southern border between Texas and Mexico.

Abbott said the operation is intended to counter the influx of immigrants, illegal drug trade and human smuggling. On X, formerly Twitter, he said the operation as of Aug. 26 has resulted in more than 420,800 apprehensions, 33,600 criminal arrests, 30,500 felony charges, 436 million fentanyl doses seized and 33,230 migrants bused to cities established as "Sanctuary Cities."

Abbott added, "Texas secures the border in Pres. (Joe) Biden's absence."

"Texas' small border towns remain overwhelmed and overrun by the thousands of people illegally

crossing into Texas from Mexico because of President Biden's refusal to secure the border," Abbott said in a statement after the first bus arrived in Los Angeles in June.

"Los Angeles is a major city that migrants seek to go to, particularly now that its city leaders approved its self-declared sanctuary city status," he added. "Our border communities are on the front lines of President Biden's border crisis, and Texas will continue providing this much-needed relief until he steps up to do his job and secure the border."

The Los Angeles City Council approved a motion on June 9 seeking to formally establish the city as a sanctuary city.

Last week, the council approved a motion calling for the City Attorney's Office to investigate whether crimes were committed on or before June 14, when Abbott sent 42 migrants to Los Angeles in the first of the shipments.

Series:Uncovered: How the Insurance Industry Denies Coverage to Patients

Health insurers reject millions of claims for treatment every year in America. Corporate insiders, recordings and internal emails expose the system and its harm.

Have you ever had a health care claim denied by your insurer? Ever tried to appeal it? Did you wind up confused, frustrated, exhausted, defeated?

I’ve been a health care reporter for more than 40 years. And when I tried to figure out how to appeal insurance denials, I wound up the same way. And I didn’t even try to file an actual appeal.

ProPublica came to me earlier this year with what might have seemed like a simple proposition. They wanted me to create an interactive appeals guide that would help readers navigate their insurers’ maze. (A team of reporters at ProPublica and The Capitol Forum has been investigating all the ways that insurers deny payments for health care. Over the next several weeks, I spoke with more than 50 insurance experts,

patients, lawyers, physicians and consumer advocates. Nearly everyone said the same thing: Great idea. But almost impossible to do. The insurance industry and its regulators have made it so complicated to file an appeal that only a tiny percentage of patients ever do. For example, less than two-tenths of 1% of patients in Obamacare plans bothered to appeal claims denied in 2021.

The central problem: There are many kinds of insurance in the U.S., and they have different processes for appealing a denial. And no lawmakers or regulators in state and federal governments have forced all insurers to follow one simple standard.

I tried to create a spreadsheet that would guide readers through the appeals process for all the different types of insurance and circumstances. When a patient needs care urgently, for instance, an appeal follows a different track. But with each day of reporting, with each expert interviewed, it got more and more confusing. There was a point when I thought I was drowning in exceptions and caveats. Some nights were filled with a sense that I was trapped in an impossible labyrinth, with signs pointing to pathways that

just kept getting me further lost.

Here are some of the issues that make it so confusing:

First, people have to know exactly what kind of insurance they have. You may think that UnitedHealthcare is your insurer because that’s the name on your insurance card, but that card doesn’t tell you what kind of plan you have. Your real insurer may be your employer. Some 65% of workers who get their coverage through their employers are in what’s known as “self-funded plans,” according to KFF (formerly Kaiser Family Foundation). That means the employer pays for medical costs, though it may hire an insurance company like UnitedHealthcare to administer claims.

The other main type of insurance that companies provide for their workers is known as a “fully insured plan.” The employer hires an insurer to take all the risk and pay the claims. With that kind of plan, the name on your card really is your insurer. Why does this difference matter? Because the route you follow to challenge an insurance denial can differ based on whether it’s a fully insured plan or a self-funded one.

But all too often people don’t know what kind of plan they have and aren’t really sure how to find out. I’m told

that some employers’ human resources departments don’t know either — although they should.

“It is a little scary, because people honestly don’t really know what they have,” said Karen Pollitz, a senior fellow at KFF who specializes in health insurance research. “I’m just going to warn you that if you set up the decision tree with an A: yes, B: no, or C: not sure, you’ll find a lot of people clicking not sure.”

Government insurance is its own tangle. I am a Medicare beneficiary with a supplemental plan and a Part D plan for drug coverage. The appeals process for drug denials is different from the one for the rest of my health care. And that’s different from

the process that people with Medicare Advantage plans have to follow.

A spokesperson for the Centers for Medicare & Medicaid Services, the federal agency that oversees Medicare, wrote in an email that the agency “has been actively engaged in identifying ways to simplify and streamline the appeals process and has worked with stakeholders and focus groups to identify ways to better communicate information related to the appeals process with the beneficiaries we serve.”

And we can’t forget about Medicaid and the Children’s Health Insurance Programs, which together covered 94 million enrollees as of April,

more than a quarter of the U.S. population. The federal government sets minimum standards that each state Medicaid program has to follow, but states can make things more complicated by requiring different appeal pathways for different types of health care. So the process can be different depending on the type of care that was denied, and that can vary state to state.

And don’t even get me started on how baffling it can be if you’re one of the 12.5 million people covered by both Medicare and Medicaid. As far as which appeals path you have to take, Abbi Coursolle, a senior attorney with the National Health Law Program, explains: “It’s

I sought help from Jack Dailey, a San Diego attorney and coordinator for the California Health Consumer Alliance, which works with legal-aid programs across the state. On a Zoom call, he looked at an Excel spreadsheet I’d put together for Medi-Cal, California’s Medicaid program, based on what I had already learned. Then he shook his head. A few days later, he came back with a new guide, having pulled an all-nighter correcting what I had put together and adding tons of caveats.

It was seven singlespaced pages long. It detailed five layers of the Medi-Cal appeals process, with some cases winding up in state Superior Court. There were so many abbreviations and acronyms that I needed to create a glossary. (Who knew that DMC-ODS stands for Drug Medi-Cal Organized Delivery System?) And this was for just one state!

Dr. Christianne Heck, a neurologist specializing in epilepsy with Keck Medicine of the University of Southern California, said her health system has a team of professionals dedicated to appealing denials and making prior-authorization requests — where you have to call the insurer and get approval for a procedure beforehand.

“It’s a huge problem,” Heck said. “It usually takes multiple attempts. We have to play this horrible, horrible game, and the patients are in the middle.”

It’s especially complicated in oncology, said Dr. Barbara McAneny, a former president of the American Medical Association who runs a 6,000-patient oncology practice in Albuquerque, New Mexico.

“My practice is built on the theory that all the patients should have to do is show up and we should manage everything else … because people who are sick just cannot deal with insur-

ance companies. This is not possible,” she said.

McAneny told me she spends $350,000 a year on a designated team of denial fighters whose sole job is to request prior authorization for cancer care — an average 67 requests per day — and then appeal the denials.

For starters, she said bluntly, “we know everything is going to get denied.” It’s almost a given, she said, that the insurer will lose the first batch of records. “We often have to send records two or three times before they finally admit they actually received them. … They play all of these kinds of delaying games.”

McAneny thinks that for insurance companies, it’s really all about the money.

Her theory is that insurance companies save money by delaying spending as long as possible, especially if the patient or the doctor gives up on the appeal, or the patient’s condition rapidly declines in the absence of treatment.

For an insurance company, she said, “you know, death is cheaper than chemotherapy.”

I asked James Swann, a spokesperson for AHIP, the trade group formerly known as America’s Health Insurance Plans, what his organization thought of comments like that. He declined to address that directly, nor did he answer my question about why the industry has made appealing denials so complex. In a written statement Swann said that doctors and insurers “need to work together to deliver evidence-based care and avoid treatments that are inappropriate, unnecessary, and more costly. Most often, a claim that is not immediately approved just requires the provider to submit additional information to appropriately document the request, such as the diagnosis or other details. If a claim is not approved after correct and complete information is submitted, there are several levels of appeal available to the patient and their provider.”

Swann outlined some

of the appeals steps available, including a review by a doctor who wasn’t involved in denying the claim initially, the chance to submit additional clinical rationale and a review by an entity that’s independent of the insurer. He also noted that Medicare Advantage and Part D programs have multiple levels of appeals before winding up in court, including a step that requires a review by an outside, independent organization.

Domna Antoniadis is a health care attorney in New York who co-runs the Access to Care nonprofit, which educates patients and providers on their health insurance rights. She spent hours helping me navigate various appeal systems.

She offered up one important tip for people who use commercial insurance: Get the full plan document for your policy and read it. It’ll be around 100 pages and will tell you what medical services are covered and detail all the steps needed to appeal a denial. Don’t rely on the four-page summary, she said. It probably won’t help.

Likewise, Medicare, Medicare Advantage and Medicaid denial letters should explain the steps to appeal the decision.

When you can, enlist the help of your medical provider. Sometimes an insurer says no to a claim because a doctor’s office submitted it under the wrong code, and that can be fixed quickly.

Antoniadis acknowledged the challenges but believes that consumers have a lot more power than they realize. They can push back to advocate for themselves.

“The appeals process is not always handled properly by the plans, which is why consumers need to report and complain to their relevant government regulators when they believe they’ve been unfairly denied,” she said. “That’s integral to changing the system.”

I was going to comment on the Bernard Parks story of him using his city-issued retirement I.D. card to influence the prison sentence of his former rival Mark RidleyThomas. I was going to compare Parks to a new officer, just out of the academy, who gets his new badge and I.D. and runs straight to the local bar to show everyone, hoping to get lucky with a lady, or at minimum, a discount on drinks.

I had second thoughts about sharing my opinion.

I chose not to because David Quintero of Monrovia seems to have the weekly “Letter to the Editor” section locked down. I enjoy reading his opinions and takes on news items just like many others probably do. If the “Monrovia Weekly” is going to give him the section on a weekly basis, it should just give him a weekly column and let others share thoughts in the letters section.

PRE BID MEETING. Perspective bidders are invited to attend a pre bid meeting that is scheduled to be held on September 18, 2023 at 1:30 PM at the City of Monrovia Public Works Yard Located at 600 S. Mountain Avenue. Attendance at this meeting is not mandatory but highly recommended to assist in familiarizing prospective bidders with the requirements of the project details and scope.

REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS. PREVAILING WAGES. The Contractor shall post a copy of the DIR’s determination of the prevailing rate of per diem wages at each job site. This Project is subject to compliance monitoring and enforcement by the DIR.

BONDS. cent (100%) of the Contract Price; in lieu of that Bond, the Contractor may submit proof from the Surety that the performance Bond has been extended for the appropriate duration of time. All Bonds must be issued by a California admitted Surety insurer using the forms set forth in the Contract Documents, or in any other form approved by the City Attorney. Failure to enter into the Contract with the City, including the submission of all required Bonds and insurance coverages, within fifteen (15) Days after the date of the mailing of written notice of contract award to the Bidder, shall subject the Bid security to forfeiture to the extent provided by law.

LICENSES. Each Bidder shall possess a valid Class A and C-10 Contractor’s license issued by the California State Contractors License Board at the time of the Bid submission, unless this Project has any federal funding, in which case the successful Bidder must possess such a license at the time of Contract award. The successful Contractor must also possess a current City business license.

RETENTION SUBSTITUTION. Five percent (5%) of any progress payment will be withheld as retention. In accordance with Public Contract Code Section 22300, and at the request and expense of the Contractor, securities equivalent to the amount withheld may be deposited with the City or with a State or federally chartered bank as escrow agent, which shall then pay such moneys to the Contractor. Upon satisfactory completion of the Project, the securities shall be returned to the Contractor. Alternatively, the Contractor may request that the City make payments of earned retentions directly to an escrow agent at the Contractor’s expense. No such substitutions shall be accepted until all related documents are approved by the City Attorney.

TRADE NAMES OR EQUALS. Requests to substitute an equivalent item for a brand or trade name item must be made by written request submitted no later than ten (10) Days before the Bid submission deadline. Requests received after this time shall not be considered. Requests shall clearly describe the product for which approval is requested, including all data necessary to demonstrate acceptability.

LIQUIDATED DAMAGES. Liquidated damages shall accrue in the amount of $500 for each Day that Work remains incomplete beyond the Project completion deadline specified in the Contract Documents.

BIDDING PROCESS. The City reserves the right to reject any Bid or all Bids, and to waive any irregularities or informalities in any Bid or in the bidding, as deemed to be in its best interest.

All federal requirements listed in Appendices I and II shall be made a part of any contract awarded as a result of this Notice Inviting Bids. Bidder shall also submit the appropriate federal forms found in Appendix A with their bid proposal at time of bid.

NOTICE IS HEREBY GIVEN, that the City Council of the City of El Monte will hold a public hearing for the consideration and first reading of an ordinance to adopt a military use equipment policy (“Policy”) as required by Assembly Bill 481 (“AB 481”).

DATE OF HEARING: September 19, 2023

PROPOSAL: The City Council will consider adopting a Policy as required by AB 481. AB 481 was signed into law on September 30, 2021, and requires law enforcement agencies, including the El Monte Police Department, to adopt a Policy in order to take actions relating to the funding, acquisition, or use of military equipment as that term is defined by state law. The City’s proposed Policy is available for review at https://www.ci.el-monte.ca.us/672/Assembly-Bill481-Military-Equipment-Use. In order to approve the Policy, the City Council must find that the military equipment identified in the Policy is necessary; will safeguard the public’s welfare, safety, civil rights and civil liberties; and that any purchases of military equipment is reasonably cost effective. If adopted, the Policy will be reviewed annually by the City Council, and an annual military equipment report will be prepared for and reviewed by the City Council.

All bids for this project shall be submitted through the City of El Monte’s electronic bid management system (PlanetBids) at PlanetBids Vendor Portal no later than 2:00 p.m. Pacific Standard Time on or before Thursday, October 5, 2023. As set forth in the Project Bid Documents, the proposed work consists of conversion of a 100 unit motel to interim housing dwelling units and various other improvements for Project Homekey to create office space, a full kitchen, laundry rooms, a library, and similar common rooms. The City’s Budget Estimate for the Project is Fourteen Million Five Hundred Thousand Dollars ($14,500,000).

Prevailing Wage Requirements: This is a California Public Works Project. At all times and without interruption Contractor shall remain in full compliance of all requirements of Part 7, Chapter 1, Public Works, of the California Labor Code (commencing with §1720. Prevailing Wage Determinations will be on file with the City Clerk’s Office and will be included within the Bid Documents.

This Project is also funded in whole or in part with federal funds. Accordingly, federal labor standards provisions including prevailing wage requirements of the Davis-Bacon and Related Acts (DBRA) will be enforced. In the event of a conflict between Federal and State prevailing wage rates, the higher of the two wage determinations will prevail.

HUD Section 3: The work to be performed under this Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3).

Bidders who fail to declare an intent to comply with HUD Section 3 requirements, including benchmarks, will be deemed nonresponsible and ineligible to bid on this Project. The City will discuss mandatory HUD Section 3 requirements during the Mandatory Job Walk identified above. Prospective Bidders should carefully read the information regarding the federal requirements within the Bid Solicitation and Administrative Specifications. Bids that fail to comply with all requirements of HUD Section 3 will be considered non-responsive and excluded from further consideration.

The City reserves the right to waive any irregularity in the Bids. Bids shall be valid for a minimum of one hundred and twenty (120) calendar days from the Submittal Deadline but not less than ninety (90) calendar days following receipt by Bidder of Owner’s Notice of Intent to Award the Contract whichever occurs last.

City’s Right to Postpone Opening of Bids. The City reserves the right to postpone the date and time for the opening of bids at any time prior to the date and time initially announced in this Invitation to Bid in accordance with applicable law.

Award: If the Construction Contract is awarded by the City, the Contract will be awarded to the responsible Bidder offering the lowest priced responsive Bid. If awarded, the award will be made by the City Council for the City of El Monte. Contractor will be required to sign the Construction Contract prior to action by the City Council. An Ordinance of the City Council of the City of San Gabriel, California, Adding Chapter 40 "Electronic and Paperless Filing of Fair Political Practices Commission Campaign Disclosure Statements and Statements of Economic Interests" to Title Ill "Administration" of the San Gabriel Municipal Code

Effective January 1, 2021, Assembly Bill (AB) 2151 requires cities to post any campaign statement, report, or other document required by the Political Reform Act to its city website within 72 hours of its filing. The City Clerk Department currently accepts paper filings of such documents and even prior to January 2021, staff has been manually redacting and uploading forms to the City website. To provide a more efficient process, the City Clerk Department proposes adding Form 460 filing through NetFile, an electronic/paperless filing system that accommodates online filing of several types of FPPC forms, including Forms 460, 470, 496, and 497, and meets the requirements of the Secretary of State. NetFile will ensure compliance with AB 2151, provide more transparency to the public, and offer an easier way for all filers to complete their required filings. The City has used NetFile for Statement of Economic Interests (Form 700) filings since 2017 and is now proposing to require electronic filing of Form 700 to increase efficiency.

LA City Council seeks monthly reports on revenue collected on Measure ULA

The Los Angeles City Council Wednesday approved a motion calling for monthly reports on revenues collected via Measure ULA, the so-called "mansion tax" that took effect in April and adds a 4% charge on all residential and commercial real estate sales in the city above $5 million and a 5.5% charge on sales above $10 million.

The council voted 12-0 to support the motion introduced by Councilman Bob Blumenfield in August, which also calls for updates on the enforcement of the tax.

Council members Kevin de León, Tim McOsker and

Monica Rodriguez were absent during the vote.

The motion instructs the city's Office of Finance to report on the Documentary Transfer Tax, which is imposed on all documents that convey property within the cities of Los Angeles County.

The county collects the DTT on behalf of the city at the time the document is recorded, and the tax is then remitted to the city and accounted for as part of general fund revenue.

In April, the DTT was revised due to the passage of Measure ULA, which was intended to provide ongoing revenue to address

homelessness.

For property sales above $100 but not exceeding $5 million, the DTT has remained at .45% of the property value, according to Blumenfield's motion. For sales above $5 million but below $10 million, the tax is 4.45%, and for sales of $10 million and above, the tax is 5.95%.

According to the councilman, the county is charged with collecting the new DTT, but the Office of Finance needs to ensure that the new tax rates are being enforced and the city is receiving the "accurate amount" of tax due.

"To mitigate any issues

with collection and remittance, especially in light of the Measure ULA update, the Office of Finance should provide background information on DTT, including the amount that has previously been collected, the type of transactions for which the tax is collected, and the accuracy of the county's collection and enforcement process," Blumenfield's motion reads.

The monthly reports will include the amount collected since the implementation of Measure ULA; the amount collected over the past three years; the amount collected from

commercial, residential and multifamily transfers; the amount collected through legal entity transfers versus deed transfers; methods employed to track

and collect when transfers occur; and estimates of funds that may not be collected in cases where transfers are difficult to track.

Santa Monica man to plead guilty in cryptocurrency scheme

ASanta Monica man has agreed to plead guilty to using his cryptocurrency cash exchange business to launder millions of dollars in criminal proceeds, officials announced Tuesday.

Charles Randol, 33, will plead guilty to failure to maintain an effective antimoney laundering program, a crime that carries a sentence of up to five years in federal prison, according to the U.S.

Attorney's Office. Both the charges and plea agreement were filed Tuesday in Los Angeles federal court. Randol is expected to formally plead guilty in the coming weeks.

From October 2017 to July 2021, Randol owned and operated a virtual currency money services business known as Digital Coin Strategies LLC. The company offered cryptocurrency cash exchange services for a

commission, according to his plea agreement.

Randol met anonymous customers in person to complete transactions, controlling and operating a network of automated kiosks in Los Angeles, Orange and Riverside counties that converted cash to Bitcoin and vice versa, and conducted Bitcoin-for-cash transactions for unknown people who mailed large amounts of U.S. currency to him, includ-

ing to post office boxes that he controlled, court papers show.

Randol admitted in his plea agreement to repeatedly violating federal law and his company's own policies by facilitating suspicious currency exchange transactions and taking steps to conceal them from law enforcement.

For example, Randol frequently conducted in person cash transactions

that exceeded $10,000 with anonymous or pseudo-anonymous individuals, including people who Randol knew only by such monikers as Puppet Shariff, White Jetta, Yogurt Monster and Hood.

In his plea agreement, Randol admitted to engaging in specific transactions from October 2020 to January 2021 in which he exchanged a total of $273,940 in cash for Bitcoin without requesting a name, proof of identity, Social

Security number, or any other information about the buyer or the source of the funds being exchanged — violations of the Bank Secrecy Act. Randol also allowed criminals to structure and launder funds through his Bitcoin kiosks in malls, gas stations and convenience stores in Los Angeles, Glendale, Santa Clarita, Huntington Beach, Santa Ana and Riverside, prosecutors allege.

Dodgers pitcher Julio Urías arrested on domestic violence charges

Los Angeles Dodgers pitcher Julio Urías was arrested on suspicion of felony domestic violence.

The 27-year-old starter, who led the National League in wins in 2021 and earned run average in 2022, was arrested late Sunday and released early Monday on $50,000 bond. A court date has been set for Sept. 27.

This was his second arrest for domestic violence. Urías was suspended 20 games for violating Major League Baseball's domestic violence policy in 2019.

"We are aware of an incident involving Julio Urías," the Dodgers posted Monday on X (formerly Twitter). "While we attempt to learn all the facts, he will not be traveling with the team. The organization has no further comment at this time."

He had been scheduled to take the mound on Thursday.

Details on what led to the arrest were not immediately available. The Los Angeles Police Department told City News Service that Urías was arrested by Expo-

sition Park police.

The area was heavily congested Sunday night due to the soccer match between the LAFC and Inter Miami at BMO Stadium, which featured Argentinian star Lionel Messi, who plays for the Miami club. The Los Angeles Times reported that Urías was among several celebrities who attended the contest. Fellow Dodgers pitcher Clayton Kershaw also reportedly attended the match.

Urías -- on the cusp of free agency -- is 11-8 this season with a 4.60 earned-

run average. He began his Major League career with the Dodgers in 2016, and has a lifetime record of 60-25 with a 3.11 ERA.

He was suspended in 2019 by MLB Commissioner Rob Manfred for an incident in the parking lot of the Beverly Center on May 13 of that year. TMZ reported that a witness called police saying that Urías was arguing with a woman and shoved her to the ground. Officers responded to the scene and spoke with the woman, who denied anything physical

The City reserves the right to reject any and all Bids, to award all or any individual part/item of the Bid, and to waive any informalities, irregularities or technical defects in such Bids and determine the lowest responsible Bidder, whichever may be in the best interests of the City. No late Bids will be accepted, nor will any oral, facsimile or electronic Bids be accepted by the City.

5. Mandatory Pre-Bid Conference and Job Walk. A mandatory pre-bid conference and job walk will be held at the project site at 10:00 AM on September 27, 2023 at Artsakh Avenue, located at 125 N. Artsakh Avenue, Glendale, CA 91206

6. Contractor License. At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor must possess a California contractor license or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Bidder must possess the following license(s):

• a. Pursuant to Section 3300, of the Public Contract Code, the classification of the bidder’s Contractor’s License shall be “Class A”. Failure of a bidder to obtain adequate licensing at the time the contract is awarded shall constitute a failure to execute the Contract and shall result in the forfeiture of the Bidder’s Bond.

The successful Bidder will not receive a Contract award if the successful Bidder is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Bid, declare the Bid Bond as forfeited, keep the Bid Bond’s proceeds, and exercise any one or more of the remedies in the Contract Documents.

7. Subcontractors’ Licenses and Listing. At the time of the Bid Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California contractor license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work.

When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, California Department of Industrial Relations contractor registration number, and portion of the Work). In addition, the City requires that the Bidder list the dollar value of each Subcontractor’s labor or services. The City’s disqualification of a Subcontractor does not disqualify a Bidder. However, prior to and as a condition to award of the Contract, the successful Bidder shall substitute a properly licensed and qualified Subcontractor— without an adjustment of the Bid Amount.

8. Permits, Inspections, Plan Checks, Governmental Approvals, Utility Fees and Similar Authorizations: The City has applied and paid for the following Governmental Approvals and Utility Fees: Artsakh Ave. Fire Modification (FMOD2110967) Electrical Spot Service

All other Governmental Approvals and Utility Fees shall be obtained and paid for by Contractor and will be reimbursed based on Contractor’s actual direct cost without markup. See Instructions to Bidders Paragraph 14, and General Conditions Paragraph 1.01 for definitions and Paragraph 1.03 for Contractor responsibilities.

9. Bid Forms and Bid Security: Each Bid must be made on the Bid Forms obtainable from the City’s Bidding website listed in the paragraph 1 above. Each Bid shall be accompanied by a cashier’s check or certified check drawn on a solvent bank, payable to “City of Glendale,” for an amount equal to ten percent (10%) of the total maximum amount of the Bid. Alternatively, a satisfactory corporate surety Bid Bond for an amount equal to ten percent (10%) of the total maximum amount of the Bid may accompany the Bid. Said security shall serve as a guarantee that the successful Bidder, within fourteen (14) calendar days after the City’s Notice of Award of the Contract, will enter into a valid contract with the City for said Work in accordance with the Contract Documents.

10. Bid Irrevocability. Bids shall remain open and valid for ninety (90) calendar days after the Bid Deadline.

11. Substitution of Securities. Pursuant to California Public Contract Code Section 22300, substitution of securities for withheld funds is permitted in accordance therewith.

12. Prevailing Wage Resolution. Bidders are hereby notified that in accordance with the provisions of the Labor Code of the State of California, the City Council of the City has ascertained and determined by Resolution No. 18,626 (as amended), the general prevailing rate of per diem wages of a similar character in the locality in which the Work is performed and the general prevailing rate for legal holiday and overtime Work for each craft or type of worker needed in the execution of agreements with the City. In substance, this Ordinance prohibits property owners from using gas-powered leaf blowers at any time for any purpose except by or at the direction of emergency responders for the purposes of responding to an emergency, or necessary to restore, preserve, protect or save lives or property from imminent danger of loss or harm, or when used to clear downed trees or vegetation in areas needing expedient clearance when necessary to protect public safety. In substance, this Ordinance provides in order to protect the public health, safety and welfare, it is now necessary for the City to undertake action to review and revise applicable provisions of the City’s Zoning Code (Title 30 of the Glendale Municipal Code) and/or other sections of the Code, in order to provide for the reexamination within a reasonable time, of development and entitlement standards and requirements for new or replacement retail uses selling firearms and ammunition.

The City of Glendale is soliciting public comment on the funding recommendations made by the CDBG Advisory Committee for reprogramming returned funds from the United States Department of Housing and Urban Development (HUD). The funding is from the Community Development Block Grant Program (CDBG) for various capital improvement projects. DATE: Public comments may also be submitted orally at the Joint Public Meeting of the Glendale City Council and Glendale Housing Authority on September 19, 2023, at 3:00 PM. A report for a Substantial Amendment in FY 2021-2022 and FY 2023-2024 in the CDBG Annual Action Plan for the reprogramming CDBG funds, will be considered by the City Council and Housing Authority at this Joint Meeting.

Affordable housing to transform formerly restricted South LA site

Developersbroke ground Friday on a project that will bring 122 affordable homes in South Los Angeles, in a plot of land once governed by a restrictive covenant that prohibited the sale or rental to Black or Asian people.

LA Mayor Karen Bass and Councilman Marqueece Harris-Dawson, who represents Council District 8 where the project is located, joined with community members and co-developers Neighborhood Housing Services of Los Angeles County and Abode Communities for Friday's celebration. The project, Manchester Urban Homes, will feature multifamily residential and townhome-style buildings.

The project, located at 8721 S. Broadway, is anticipated to be completed in early 2025, according to the developers.

"The Manchester Urban Homes groundbreaking is an example of how far we've come and how far we still must go to make sure every

Angeleno has a place to call home," Bass said in a statement. "It is another important step forward on our longstanding commitment to delivering more affordable housing."

Harris-Dawson added that it is "not every day that you get to right the wrongs of history with a shovel and patch of land, but watching Adobe and NHS put up affordable homes for the people of South L.A. on the site of a racist restrictive covenant is what justice in practice looks like."

The history of this project site sheds light on the "racist and exclusionary policies" that exacerbated the city's housing crisis, according to a statement from the developers.

Restrictive covenants were outlawed by the U.S. Supreme Court in 1948 but were still widely and illegally used until the Fair Housing Act of 1968.

"The site is an incredible opportunity for restorative justice," Lori Gay, president

and CEO of NHSLA, said in a statement.

She called it an honor to "reclaim this land, where Black and Asian people were once excluded by force of law, to the community as housing available and accessible to everyone."

For nearly seven decades, the property operated as a community church run by Bishop Will T. Washington. In service to the community at large, Washington and his son, Pastor Thom Washington, developed the surrounding area with a barber shop, beauty salon and beauty supply stores, according to NHSLA.

The goal was to have an entire block filled with spaces that offered economic development opportunities for the community. Years later, however, after economic downturns resulted in foreclosures, NHSLA bought the land with the hope to continue that legacy through the affordable rental housing to families in South LA.

NHSLA said it sought

Abode Communities to assist in securing the remaining required construction and financing, as well as provide ongoing property management and resident services after the project is placed-inservice.

2nd ex-LASD deputy to plead guilty to federal charge

Asecond former Los Angeles County sheriff's deputy has agreed to plead guilty to violating the civil rights of a man at a Compton skate park by improperly detaining him and then acting to cover up his actions, according to court papers filed Tuesday.

Miguel Angel Vega, 33, of Corona, admitted that he falsely imprisoned the 23-year-old skateboarder in his patrol car, which crashed during a subsequent chase, leaving the man injured, his plea agreement shows. He also admitted filing false reports to cover up his and his partner's unlawful conduct.

Vega agreed to plead guilty to one count of deprivation of rights under color of law, a crime that carries a sentence of up to 10 years in federal prison. He is expected

to formally plead guilty to the charge in the coming weeks in downtown Los Angeles.

Vega's former partner, Christopher Blair Hernandez, 37, pleaded guilty in July to one count of conspiracy. A sentencing hearing is set for Jan. 8, at which time he will face up to five years in federal prison.

According to the April indictment, the man identified as J.A. was in an enclosed skate park at Wilson Park in Compton on April 13, 2020, when the deputies arrived and contacted two young Black males outside the park.

Prosecutors said Hernandez believed one of the males was on probation.

After J.A. yelled at the deputies to stop bothering the youths, Vega allegedly got into an argument with him and challenged J.A. to a

fight, prosecutors said. Vega then pulled J.A. through an opening in the park fence and placed him in the back of the deputies' patrol SUV, according to prosecutors.

The skateboarder was not handcuffed, was not told he was under arrest and was not restrained by a seat belt in the back seat of the SUV, according to the U.S. Attorney's Office.

Prosecutors said Vega again challenged J.A. to a fight after the deputies had driven away from the park. Vega and Hernandez both "taunted" the man, suggesting they were going to set him up by dropping him off in gang territory, prosecutors said.

Vega also allegedly made comments saying the deputies were going to "fabricate and falsely allege that (J.A.) exhibited symptoms of being under

the influence of a stimulant as a pretext to justify their false imprisonment" of him, according to the U.S. Attorney's Office.

As Vega was driving the SUV with J.A. still in the back seat, he began pursuing a group of young males on bicycles, prosecutors said. Hernandez jumped out of the SUV to pursue one suspect on foot, while Vega drove into an alley, where he crashed into a wall and another vehicle, causing J.A. to hit his face and head and sustain a cut over his right eye, according to prosecutors.

After the crash, Vega allegedly took J.A. out of the patrol SUV and told him to leave, then reported over the sheriff's radio that a suspect with a gun had run through an alley, and he described the

deck, community room, bike safety and transit ridership programs.

The project received a local investment of up to $83.6 million, which includes a $7 million loan and a $2.3 million grant from the city of Los Angeles and Council District 8, respectively. Major funding came from the state's Affordable Housing and Sustainable Communities program and Infill Infrastructure grant program, as well as from financial support from Citi Community Capital and U.S. Bank.

J.A. was subsequently detained by another deputy nearby, and it was only then that Vega admitted to a supervisor that the man had been in the back of the SUV.

While J.A. was being treated at a hospital for his injuries, Hernandez allegedly told another deputy to cite him for being under the influence of methamphetamine, despite knowing it was a false accusation, prosecutors said.

In reports filed later that day, Hernandez and Vega "intentionally included false, misleading, and ambiguous information in the reports

to justify and legitimize, and ultimately cover up, their unlawful conduct," including that J.A. was under the influence of a stimulant and that he had threatened the deputies and other people at the skate park, prosecutors said.

Vega and Hernandez were also involved in the June 2020 killing of 18-yearold Andrés Guardado, who was shot five times in the back by Vega as the deputies pursued him in Gardena after he allegedly displayed a handgun, according to court records.

The shooting led to widespread protests, and a wrongful death lawsuit filed by Guardado's family against the county was settled last year for $8 million.

No criminal charges were filed in that case.

LA City Council backs move of therapeutic van program within Harbor Area

The Los Angeles City Council Wednesday approved the relocation of an alternative emergency-response program in the Harbor area to another dispatch center within the community, amid concerns about accessibility at the existing site.

The council approved the motion on a 12-to-0 vote. Council members Kevin De Leon, Tim McOsker and Monica Rodriguez were absent during the vote.

The motion instructs the Los Angeles Fire Department and the Department of General Services, in coordination with L.A. County's Department of Mental Health, to report on the feasibility of moving the Therapeutic Van Pilot Program from Fire Station 40 to another dispatch center in the Harbor Area. A list of potential LAFD

stations, both active and inactive, within Council District 15 will be provided to identify possible dispatch centers that can house the program, taking into account the proximity of major streets or freeways that would allow the program to dispatch responders more efficiently.

Councilman Tim McOsker introduced the motion in June.

The pilot program is a partnership between the county Department of Mental Health and the LAFD aimed at providing an alternative to response by armed police officers to certain emergency calls. The program utilizes the DMH therapeutic transport response in conjunction with LAFD's Tiered Dispatch System for calls involving patients experiencing mental health

crises.

The program began as a one-year pilot in January 2021, but the council recently amended the contract with the county to extend the program through June 30, 2024.

The program is available 24 hours a day and is deployed from LAFD stations covering downtown Los Angeles, South Los Angeles, West Los Angeles, Southwest Los Angeles and the San Fernando Valley.

The Southwest Los Angeles Therapeutic Van Pilot Program in the Harbor area is currently housed in Fire Station 40, located on Terminal Island in McOsker's 15th District. However, the location is not easily accessible, according to McOsker.

McOsker noted in his motion that the location will become "increasingly difficult for ingress and

The wildfire started on Sept. 6, 2020, and ultimately destroyed 171 structures and 178 vehicles, damaged 47 structures, and resulted in the widespread evacuation of residences. It took weeks to put the fire out.

Nearly three years later, more than 100 miles of trails and numerous campgrounds remain closed to the public.

In 2021, the California Governor's Office of Emergency Services announced the approval of more than $50,000 in reimbursements to help cover damages to Arcadia and Monrovia caused by the fire.

The funding helped cover the costs of engineering and constructing a parking lot at the entrance of Canyon Park in Monrovia, and the costs of labor and equipment to clear vegetative debris from Wilderness Park in Arcadia, according to a Cal OES statement.
