Writers strike ends as union leaders back deal pending members' vote

Supreme Court Justice Clarence Thomas’ decadeslong friendship with real estate tycoon Harlan Crow and Samuel Alito’s luxury travel with billionaire Paul Singer have raised questions about influence and ethics at the nation's highest court.

On Jan. 25, 2018, dozens of private jets descended on Palm Springs International Airport. Some of the richest people in the country were arriving for the annual winter donor summit of the Koch network, the political organization founded by libertarian billionaires Charles and David Koch. A long weekend of strategizing, relaxation in the California sun and high-dollar fundraising lay ahead.

The nearly five-month Hollywood writers strike officially ended early Wednesday, one day after union leaders endorsed a proposed contract agreement with Hollywood studios, setting the stage for a ratification vote by union members.

With the strike that began May 2 formally called off as of 12:01 a.m. Wednesday, writers were free to return to work. However, it was unclear how many will actually do so, as some might continue to honor SAG-AFTRA picket lines.

WGA negotiating committee members earlier this week encouraged writers who are able to continue supporting the striking actors on their picket lines.

"This (end of the WGA strike) allows writers to return to work during the ratification process, but does not affect the membership's right to make a final determination on contract approval," the Writers Guild of America negotiating committee

wrote in a message to union members Tuesday. "There will be meetings for current members this week before the ratification vote begins."

The ratification vote by the roughly 11,500 members of the WGA is expected to be held Oct. 2-9.

The proposed three-year contract agreement with the Alliance of Motion Picture and Television Producers, which represents the studios, was announced Sunday night after five consecutive days of negotiating sessions, at least some of which were attended by the so-called "Gang of Four" group of top studio executives — Netflix's Ted Sarandos, Disney's Bob Iger, Universal's Donna Langley and Warner Bros/Discovery's David Zaslav.

With the boards of the WGA's East Coast and West Coast branches endorsing the deal Tuesday, the union also released the first detailed overview of the agreement, which includes stepped increases of minimum salaries which

will jump by 5% upon ratification, 4% in May 2024 and 3.5% in May 2025. There are also increases in health and pension contributions.

The proposed contract also includes restrictions on studios' use of artificial intelligence, barring AI from writing or rewriting literary material and preventing AI-generated material from being considered source material, meaning it can't "undermine a writer's credit."

The proposal also includes a new residual formula for streaming program that boosts pay for particularly successful programs. According to the guild, shows or films "that are viewed by 20% or more of the service's domestic subscribers in the first 90 days of release, or in the first 90 days in any subsequent exhibition year, get a bonus equal to 50% of the fixed domestic and foreign residual, with views calculated as hours streamed domestically of the season or film divided by runtime."

Also included are

increases in pay for writers employed on TV series, along with employment guarantees for set numbers of writers on series, based on the number of episodes being produced.

WGA members were joined on picket lines in mid-July by the SAG-AFTRA actors' union, effectively grinding all production to a halt.

With the WGA strike seemingly resolved, the focus is expected to shift to negotiations with actors, likely using the writers' union contract proposal as a template on some issues — although actors are seeking steeper increases in salary. There has been no official word of any planned resumption of negotiations between SAG-AFTRA and AMPTP.

Just after 6 p.m., a Gulfstream G200 jet touched down on the tarmac. One of the Koch network’s most powerful allies was on board: Supreme Court Justice Clarence Thomas.

During the summit, the justice went to a private dinner for the network’s donors. Thomas has attended Koch donor events at least twice over the years, according to interviews with three former network employees and one major donor. The justice was brought in to speak, staffers said, in the hopes that such access would encourage donors to continue giving.

That puts Thomas in the extraordinary position of having served as a fundraising draw for a network that has brought cases before the Supreme Court, including one of the most closely watched of the upcoming term.

Thomas never reported the 2018 flight to Palm Springs on his annual financial disclosure form, an apparent violation of federal law requiring justices to report most gifts. A Koch network spokesperson said the network did not pay for the private jet. Since Thomas didn’t disclose it, it’s not clear who did pay.

Thomas’ involvement in the events is part of a yearslong, personal relationship with the Koch brothers that has remained almost entirely out of public view. It developed over years of trips to the Bohemian Grove, a secretive all-men’s retreat in Northern California. Thomas has been a regular at the Grove for two decades, where he stayed in a small camp with real estate billionaire Harlan Crow and the Kochs, according to records and people who’ve spent time with him there.

A spokesperson for the Koch network, formally known as Stand Together, did not answer detailed questions about his role at the Palm Springs events but said, “Thomas wasn’t present for fundraising conversations.”

Most millennials and Gen Z would cut retirement savings before missing credit card or student loan payments

and Gen Zers who have retirement savings if they would trust their retirement savings to either a roboadvisor or artificial intelligence—partly because it's unclear to many what or if there's a distinction to be made between the two. Plot twist: It may not matter; most don't trust either option.

Robo-advisors are seen as even less attractive option than AI

With all the challengesfacing millennials and Generation Z, retirement savings may not even rank among the top concerns for under-40 workers, according to a recent Experian survey.

As finding an affordable place to live, covering vehicle expenses, and paying down student loans mostly take priority, many younger workers may have been discouraged from saving for retirement before they even began. Older generations haven't generally fared well at saving for their retirements either, which also may have discouraged younger workers.

Experian asked 1,020 millennial and Generation Z workers about saving for retirement as well as some hypothetical questions about how they might adjust their budget to contribute more to their retirement. Our survey was conducted August 11 to 13, 2023 and was collected using a third-party company, not Experian's consumer credit database

Most say they would cut retirement savings first

We asked millennials and Gen Zers with student loans which expense they would choose to skip a payment on, if push came to shove. Most (53%)

would reduce or eliminate contributing to their retirement savings plan before missing either a credit card payment or student loan payment.

None of these choices are a bargain, however. Missing a credit card payment means late fees, a potential APR hike, and a potential hit to one's credit score if the payment is 30 or more days late.

Although workers with student loans probably aren't relishing repayments that begin again in October, they quite likely prefer to see either the principal decrease or notch another month of payments toward the 120 months needed for some types of forgiveness programs, like the Public Service Forgiveness (PSLF) program.

But suspending workplace retirement savings plan contributions has its own downsides, some financial and others attributable to the human condition. Just like getting back to the gym, restarting contributions may feel more difficult once you've stopped, even for a short period.

Perhaps the worst reason to suspend retirement savings contributions is thinking you'll have plenty of time to catch up. Assuming even a conservative nominal

return of 5% annually on retirement savings, every $1,000 saved earns an additional $3,300 after 30 years, either tax-deferred or tax-free, depending on the type of retirement account. Waiting just five years to "catch up" reduces that gain to $2,300.

Artificial intelligence by any other name

We asked millennials

Drilling down a bit, age didn't really matter: Both Gen Z and millennials look askance at either roboadvisors or AI managing their retirement nest eggs. However, men appear slightly more likely to trust the computer with their retirement savings, either through already established retirement savings plans directed by so-called robo-advisors, or the stillsearching-for-a-definition AI-informed retirement savings.

Despite the answers, there are many welldesigned retirement plans

that already employ qualities of robo-advisors and AI. For instance, targetdate funds, available in most 401(k) and similar workplace savings plans, pre-allocate retirement investments based on one's expected retirement year. In general, asset allocation is heavily tilted toward stocks for younger savers such as millennials and Gen Zers. Later on in their career, investors will see those same funds shift more toward income-generating investments, while still including a healthy percentage of stocks.

Most expect to pay their student loan payments resuming this fall

When student loan repayments resume, most millennials and Gen Zers with student loans said they expect to begin repaying their loans.

Fortunately, there may be remedies that make either answer easier to swallow. Those answering in the affirmative, for example, may be benefiting

from income-driven repayment plans, which have received further enhancements over the years so that borrowers won't pay more than a small percentage of their discretionary income.

Methodology: The analysis results provided are based on an Experiancreated statistically relevant aggregate sampling of our consumer credit database that may include use of the FICO Score 8 version. Different sampling parameters may generate different findings compared with other similar analysis. Analyzed credit data did not contain personal identification information. Metro areas group counties and cities into specific geographic areas for population censuses and compilations of related statistical data.

City of Azusa awarded $2M grant from the USDA Forest Service

The city of Azusa announced that it has been selected as a recipient of a U.S. Department of Agriculture “Urban and Community Forestry Grant” in the amount of $2 million. Earlier this month, the USDA Forest Service announced an historic, $1 billion investment for projects across the nation that expand access to trees and green spaces while supporting community resilience and well-being. Funding will specifically support Azusa’s goals to plant 500 new trees throughout the city, revitalize Azusa’s Community Garden, enhance youth and family education and recreation programs, and create workforce development opportunities in the areas of land management and conservation. As part of the award, the city will also work with regional partners to develop an Urban Forestry Master Plan, which will seek to lay the groundwork for long-term investments in the environmental quality of local neighborhoods.

Person killed in singlevehicle rollover crash on freeway in Glendale

A person was killed Tuesday morning during a singlevehicle rollover crash on the Glendale (2) Freeway in Glendale, authorities said. The crash occurred about 2:55 a.m. on the northbound freeway, at East Mountain Street, the California Highway Patrol reported. The vehicle rolled over and landed back on its wheels, the CHP said. Information was not immediately available on the identity of the fatally injured person, who died at the scene. Traffic was routed away from the area while an investigation was conducted.

allegedly stabbing relative in Long Beach

A 30-year-old man was arrested on suspicion of assault with a deadly weapon for allegedly stabbing a relative in Long Beach, authorities said Saturday. The relative suffered a nonlife-threatening stab wound to the lower body and was taken by paramedics to a hospital, the Long Beach Police Department reported. Officers dispatched at about 11 p.m. Friday to the 700 block of Loma Avenue located the stabbing victim and a preliminary investigation revealed that he and Juan Aguayo were involved in an argument that escalated into a fight when Aguayo allegedly stabbed him. Officers located the South Gate resident near the scene of the alleged attack. He was also arrested on suspicion of possession of nitrous oxide. His bail was set at $30,000.

Motorist killed in crash in Irvine

A motorist was killed when his SUV crashed into a traffic signal pole in Irvine and caught fire, authorities said Monday. The crash was reported at about 8:35 p.m. Sunday on Barranca Parkway near Alton Parkway, according to the Irvine Police Department. Firefighters pronounced the man dead at the scene, police said. His name was withheld, pending notification of his relatives. "The initial investigation shows

the man was driving a gold Ford Explorer westbound on Barranca Parkway from Alton (Parkway) when he lost control of the vehicle," police said in a statement. "The Ford collided with the curb and (a) traffic signal pole causing significant intrusion into the vehicle. The vehicle was engulfed in flames after the collision."

The Anaheim Ducks conducted their "#FlyTogether Fan Camp" last Saturday, giving fans the opportunity to join the team in warm-ups beginning at 8 a.m. in front of Great Park Ice & FivePoint Arena on the east grass area. The prepractice festivities included live music and inflatable enforcers in addition to appearances from the Ducks Power Players promotional team and mascot Wild Wing. Training camp was also open to the public and free of charge. The Ducks opened their first training camp under coach Greg Cronin Thursday in Irvine with 63 players divided into three groups.

Motorist, horse killed In Jurupa Valley crash

A 42-year-old motorist was killed when she ran into a horse on a Jurupa Valley street, which also killed the animal. The deadly impact happened about 8:45 p.m. Sunday on Van Buren Boulevard, roughly a quarter-mile north of 56th Street, according to the Riverside County Sheriff's Department. The agency said that Jennifer Smith of Riverside was traveling at an unknown speed when her vehicle struck the equine, which was apparently running loose in the roadway. County fire department paramedics reached the location within a few minutes and pronounced Smith dead at the scene. Sheriff's officials said the horse was also dead.

Simulated mass shooting exercise takes

place at Riverside Community Hospital

Law enforcement officials, firefighters and health care workers ran through a simulation of an "active shooter" in the Riverside area last Wednesday, forming an immediate system of transporting, triaging and caring for those who require treatment at Riverside Community Hospital. The mass casualty drill was planned from noon to 3 p.m. Wednesday in the hospital's emergency room, as well as several surrounding buildings on the medical campus, located at 4445 Magnolia Ave. Along with Riverside police officers, city fire department crews were also on hand with personnel from Cal Fire, according to hospital spokesman David Maxfield.

Corona Motorcycle rider fatally injured in collision with pickup in Corona

A motorcyclist was fatally injured in a collision with a pickup truck at a Corona intersection, authorities said Thursday. The deadly crash happened at about 1:45 p.m. Wednesday at Green River Road and Paseo Grande, according to the Corona Police Department. The agency said the motorcycle rider, identified only as a 35-year-old Corona man, was traveling on Green River at an unconfirmed speed when his bike and the pickup impacted. The pickup driver, whose identity was not disclosed, immediately stopped. The motorcyclist was taken to a regional trauma center with extensive life-threatening injuries and died a short time later.

County leaders unveil new Animal Care Center sign

San Bernardino County leaders on Wednesday unveiled a “coming soon” sign for a new state-of-the-art Animal Care Center in Bloomington. The 61,000-square-foot shelter and care facility will offer top-

level onsite veterinary care, dedicated dog and cat enrichment areas, and spacious kennels for pets as they await their forever homes. San Bernardino County currently offers animal care services at the Devore and Big Bear animal shelters. Since the beginning of this year, over 4,200 dogs and cats were taken into the Devore Animal Shelter. The project cost estimate is $45 million, which includes the demolition of existing obsolete facilities and construction of the new building. Completion is expected in spring 2026.

September 14

At 12:14 a.m., an officer was patrolling the area of Primrose and Olive when she saw a motorist commit several traffic violations. A traffic stop was conducted and when the officer approached the vehicle, the officer suspected that the driver was under the influence of a controlled substance. A field investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

At 3:37 a.m., a resident in the 200 block of East Lemon was inside his house when he heard his truck outside starting. He went out and saw someone had just stolen his vehicle. Officers saw the truck traveling at a high rate of speed. They attempted to catch up to the stolen truck but were unsuccessful. It was last seen passing Clark in the city of El Monte. The El Monte Police Department was notified, and they located the truck unoccupied. This investigation is continuing.

At 6:11 p.m., a resident in the 1800 block of South Tenth called to report that his exboyfriend was at his property and he wanted the subject to leave. Officers spoke with the subject and the subject left. Several hours later the subject returned, despite the trespass warning. Officers arrived, arrested and took the subject into custody.

At 7:58 p.m., an officer was patrolling the 1600 block of South Myrtle when she saw a subject she recognized from prior contacts. She had knowledge that the subject was wanted for assault with a deadly weapon. The officer detained the subject and a computer search confirmed that he was a wanted person. He was arrested and taken into custody.

September 15

At 9:17 a.m., a victim in the 1300 block of South Alta Vista called to report that someone went into her unlocked vehicle during the night and stole jewelry, shoes, and bags. This investigation is continuing.

At 9:21 a.m., a resident in the 1100 block of Sesmas reported that he parked his vehicle on the street and when he came out the next morning his vehicle was gone. This investigation is continuing.

September 16

At 11:00 a.m., a victim in a gas station in the 1500 block of South Myrtle called to report that when he walked into the gas station someone went into his vehicle and took money.

At 11:01 p.m., a resident in the 500 block of Royal Oaks called to report that his work truck had been stolen from the street. This investigation is continuing.

September 17

At 6:39 p.m., a resident in the 500 block of Fano called to report hearing what sounded like a domestic dispute in the adjacent apartment complex. Officers arrived and located a female victim who stated that her boyfriend had battered her. He was gone by the time officers arrived. This investigation is continuing.

At 7:40 p.m., a call was received of a person unconscious in a park in the 300 block of South Myrtle Ave. Officers responded and located a person who was so intoxicated he presented a danger to himself. He was arrested, housed for sobering, and later released on citation.

September 18

At 2:25 a.m., a victim in the 300 block of East Olive called to report that a group of unknown suspects had just stolen his motorcycle off the street. Officers arrived, but the suspects were gone prior to officers’ arrival. This investigation is continuing.

September 19

At 7:15 p.m., a resident in the 200 block of Montana reported a male adult who appeared to be heavily intoxicated. Officers arrived and located the subject. He was found to be too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

BLOTTERS

At 8:25 p.m., a resident in the 1500 block of Encino reported hearing a female outside yelling profanities. Officers arrived and located the female adult. She was heavily intoxicated and unable to care for her own safety. No one was around who could care for her, so she was arrested. After sobering she was released and waited in our lobby for an Uber. She did not know how she ended up in Monrovia, but she thought she may have left her car at BJ's in Arcadia and walked to Monrovia.

At 9:32 p.m., employees from a bar in the 100 block of East Olive reported a male subject fighting with another male and chairs were being thrown. The suspect fled prior to officers arriving and could not be located. Prior to leaving it was discovered he hit a female patron with a chair over her head, but she refused medical attention. This investigation is continuing.

At 9:39 p.m., a caller reported seeing a suspicious male adult loitering in front of a building in the 800 block of East Olive. Officers arrived and located the male who was found to be sleeping in front of the front doors of the building. He was contacted and a computer check revealed he had a warrant for his arrest. He was arrested and taken into custody.

September 20

At 5:31 a.m., a resident in the 400 block of South Heliotrope reported the catalytic converter from his vehicle was stolen. This investigation is continuing.

At 6:24 a.m., a victim in the 300 block of West Lime reported that the catalytic converter was stolen from his vehicle. This investigation is continuing.

Arcadia

September 11

At 6:27 p.m., an officer responded to a residence in the 400 block of East Wistaria Avenue regarding a burglary investigation. The officer determined unidentified suspect(s) smashed a rear glass door, cut the wiring to

the alarm and camera system, and fled with an unknown amount of property. The crime happened sometime between Sept. 1 and 11.

September 12

At 4:59 a.m., an officer responded to Smart Inside, a business located at 11901 Goldring Rd., regarding the activation of an audible alarm. Surveillance footage captured a lone male suspect shattering the front glass door and the victim determined he fled with stolen hair dryers and electric scooters.

At 7:37 p.m., an officer responded to the 11700 block of Clark Street regarding a physical altercation between two subjects. A review of the surveillance footage revealed an argument resulted in a battery when the suspect pushed the victim. The investigation is ongoing and the suspect, a 49-year-old male from Covina, is outstanding.

September 13

At 6:37 a.m., officers responded to The Derby, located at 233 E. Huntington Dr., re-

garding a robbery investigation. Surveillance cameras captured two male suspects pried open a side door and once inside, they encountered an employee and threatened him to not move while they ransacked the office. The suspects are described as two Black males. They fled in a black SUV. The loss is unknown.

At 8:58 p.m., an officer responded to a residence in the 1500 block of Greenfield Avenue regarding an attempted residential burglary. An investigation revealed the suspect(s) smashed a sliding glass door but were scared off by the resident. They did not enter the home and fled empty-handed.

September 14

At 11:13 p.m., an officer initiated a traffic stop on a vehicle in the area of Mayflower Avenue and East Live Oak Avenue for making an illegal Uturn. The officer tried to get the vehicle to pull over but the driver, identified as a Hispanic male, failed to stop and sped away. An area check was conducted, and the vehicle

was located in the 3300 block of Lynd Avenue but the driver had fled. Surveillance cameras captured the incident and provided suspect descriptions of a Hispanic male and a Hispanic female. The suspects were located a short time later in the 4400 block of East Live Oak Avenue. Upon contacting the suspects, the officer detected a strong odor of alcohol emitting from the male driver’s breath. A records check revealed the male was in violation of a protective order, driving with a suspended license, and had prior DUI arrests. The 23-year-old male from Covina was arrested and was transported to the Arcadia City Jail for booking.

September 16

At 7:45 p.m., an officer responded to The Shops at Santa Anita, located at 400 S. Baldwin Ave., regarding a stolen vehicle investigation. Sometime between 9 a.m. and 7:40 p.m. on Sept. 16, someone stole the victim’s Kia Soul from the parking lot. The vehicle was later located by the Los Angeles County Sheriff's Department, Century Station.

It is not uncommon for a CEO and other top executives to proudly announce that the employees at their company are family. "We're just like a family here," they'll say. While this warm sentiment can feel good, the reality could not be less true. In fact, when a company is insistent that work is family, it's a red flag that you may want to run in the other direction.

One of the big differences between family and everyone else in your life is boundaries. No family is perfect. We can all think of an alcoholic uncle or a manipulative cousin we are related to. These are people we would likely not be friends with. But, in a family, they're hard to escape. They are part of a larger family system that we want to hold on to.

Family also never stops. If your brother's car has a flat tire, he may call you at midnight on a Tuesday or in the middle of the day on a Sunday. You are expected to answer and to help. Family support can be an around-

the-clock labor of love. With work, boundaries are important. Unless there is an emergency, your boss should not be contact you late at night or on the weekend. You need space to recharge. And, your company doesn't own you; they employ you.

Additionally, at work, you should have the option to keep your private life private. Whether you are dating someone new, or going through a divorce, or are having a medical procedure, it's your private business. You don't have to share the details with anyone at work unless you choose to. In a family, there is often an expectation that everyone is up to date on your private life.

What I'm getting at is that work and family are not at all the same. When the leadership at a company claims they are, they are sending an underlying message. One is that you should be willing to sacrifice anything for the company. The next is that you should be flexible with your personal boundar-

ies. It is a technique to peer pressure you into going along with behaviors you are not otherwise comfortable with.

One nice thing that can happen at work is that you may become close to some of your coworkers. You can choose to be friends with them outside of work. And, when you get a new job somewhere else, you may choose to maintain your friendships. But, this is all something you decide. It's something you are in control of. And, if anything goes wrong, you have the option to address the issue, distance yourself, or walk away from the friendship altogether.

Implying that work and family are the same disrespects employees. It doesn't acknowledge that you have your own family and boundaries. A good leader will say that you're part of an excellent team, not a family. Work is not family.

Re: “UCLA Library receives $4.2M political cartoon collection” (Sept. 21 issue)

The political cartoon of Feb. 15, 1796 “Congressional Pugilists,” as shown in your article, appears humorous — and perhaps it was in real life. But it could have turned tragic if those present hadn’t quickly separated the two gladiators on the House floor before they seriously injured one another.

Yes, political factionalism has a long history. And perhaps the most savage display of political discord happened on May 19, 1856, when anti-slavery Senator Charles Sumner was almost beaten to death on the Senate floor with a heavy wooden cane wielded by Preston Brooks, a pro-slav-

ery congressman.

Senator Sumner never recovered from his wounds.

Yet, surprisingly, Brooks was never punished. Can anyone imagine such brutality today, with no consequences?

Politeness in political discourse has indeed sunk to immature snarkiness

— and showing respect to

political adversaries is rare. Let’s hope, however, that it doesn’t degenerate into deranged barbarism as it did on Feb. 15, 1796 and on May 19, 1856.

Today’s politicians are anything but polite, but at least they haven’t descended into violence…yet.

Today, I drove past NU-Way Car Wash on Myrtle and Duarte. I thought, why not start the day, sipping on a cup of coffee while Betty (White) gets a bath? Well, apparently, everyone else had that same idea because it was packed. I’m not sure who needs to hear this, but that is the best car wash ever! They do such a good job on my car. I always make sure I have a $20 bill to tip them. They work so hard on the cars there and the cashier only lets you get $5 cash back. It’s not the prettiest car wash ever, but worth every penny.

The reason it hasn’t been remodeled and renovated is because their lease has not been renewed. The owner has plans for that parcel of land. If I had to guess, I would guess more multi-unit apartments. We shall see, I think in approximately 6-8 years. Anyway…I digress. The car wash was too crowded, so I drove through the Chevron car wash on Myrtle and Huntington, my favorite fast wash. Thank goodness, because then I found out it’s going to rain this weekend. Summer is officially over, and it looks like this weekend will usher in the Fall weather. Bring on the sweater weather; I’m

Are you creative? Mildly artistic? The Friends of the Monrovia Public Library are holding their annual Bookmark Contest 2023! This contest is open to all ages. The contest window is Sept. 16 through Oct. 14. The winners will be notified on Nov. 1 and the winning bookmarks will be printed and available at the library for all of us to use and enjoy. I’m partial to mermaids if you’re looking for any ideas.

More art is coming your way! On Oct. 7, from 10 a.m. through 4 p.m., join the Monrovia Association of Fine Arts at Library Park for Art in the Park. There will be art displayed by more than 50 of the most accomplished artists in the area. Artists will present paintings, sculpture, photography, jewelry, digital arts, pottery and chalk art. Admission is free and you can also look forward to live music, chalk fest, face painting, kids’ art activities, food trucks and a fun favorite: the DeCARate Me truck. The chalk art alone is worth the visit. The rest makes it a wonderful day spent at our beautiful park.

Did you know that Monrovia has a Traffic Safety Committee? It

is composed of five members: the Director of Public Works, the Chief of Police, the Director of Community Development, the Engineering Division Manager and the City Traffic Engineer. The board serves to advise the City Council on, you guessed it, traffic safety. The committee oversees speed limits, one-way streets and alleys, stop intersections, stopping-standing-parking, the parking citation process, public parking lots, truck routes, abandoned vehicles, bicycles and wheeled toys.

The TSC meets on the third Thursday of each month, at 4 p.m., in the Public Works Department. If you visit the city’s website, you can find a Traffic Calming Request, where you can detail your concerns and the location and/or intersection of the area that concerns you. You can even upload photos! This is a great resource for our city, but let’s not all rush out and inundate them with Calming Requests. These should be for valid, well-thought-out concerns. Not just pointing out how crappy people seem to be driving these days. Thank you, city of Monrovia! I love the steps you take to hear your residents.

NOTICE INVITING BIDS FOR CANYON PARK INFRASTRUCTURE IMPROVEMENT PROJECT

NOTICE IS HEREBY GIVEN that the City of Monrovia, California (“City”) invites sealed Bids for the Project. The City will receive such Bids at the City Clerk’s office, City Hall, 415 South Ivy Avenue, Monrovia, California 91016 up to 2:00 p.m. on October 18, 2023, at which time they will be publicly opened and read aloud.

All Bids must be made on the form furnished by the City. Each Bid must be submitted in a sealed envelope addressed to the City Clerk with the Project name and identification number typed or clearly printed on the lower left corner of the envelope. Bids must remain valid and shall not be subject to withdrawal for sixty (60) Days after the Bid opening date.

INCORPORATION OF STANDARD SPECIFICATIONS - The 2021 edition of “Standard Specifications for Public Works Construction” (“Standard Specifications”), as amended by the Contract Documents, is incorporated into the Contract Documents by reference SCOPE OF WORK - The Project includes, without limitation, furnishing all necessary labor, materials, equipment, and other incidental and appurtenant Work necessary to satisfactorily complete the Project, as more specifically described in the Contract Documents. This Work will be performed in strict conformance with the Contract Documents, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Bids. Demolition of saw-cut and removal of existing: concrete, curb and gutter, headwall, gutter pan. Saw-cut and removal of existing: AC pavement, AC patch, AC Berm, AC pulverization, Cold milling of AC pavement. Remove trees, and tree stomps, cold mill AC pavement, excavation, and grading for all structures in the project. Remove chain link fence, wheel stops, AC pavement, AC pavement at parking lots, curbs, curb, and gutter, remove and salvage signs. Demolition of existing septic tanks, removal of existing sewer line clean outs and access boxes, concrete slabs at education area.

Construction of: AC pavement rubberized w/fibers, AC pavement, Chip Seal, concrete curb, curb and gutter, concrete pavement, drive approach, sidewalk, spandrel, concrete pavement, mountable curb, Cross gutter, concrete v-ditch, concrete bench, concrete raised platform, concrete stairway, ADA ramps, concrete walls, concrete slope protection, rock wall, concrete headwall, concrete retaining walls. Water Improvements: 6” ductile iron pipe, pipe fittings, pipe elbows and bends, gate valves, fire hydrant assemblies, water service assemblies, water services, trenching for pipe, AC patch, adjust manholes, adjust utilities apparatus, abandon pipe cut and plug, relocate fire hydrant assembly, pothole for utilities, ductile iron manifolds, water booster pump, booster pump electrical control, electrical service for booster pump, booster pump building, water fountains, pipeline pressure testing and disinfectant. Sewer Improvement including new sewer lines made of HDPE, sewer manholes, sewer line connections, box culvert crossovers, sewer lift station, electrical service for lift station, electrical control panel for lift station, enclosure for lift station electrical controller, potholing of utilities, sewer bypass and dewatering. Relocation of existing k-rails, viewing devices, repair rock stairway, barrier gates w/chain, Ranger Kiosk Remodel, new wood railing at box culverts, new wood railing at view area, new chain link fence w/top rail, electrical conduit and wiring at education area, lighting poles, concrete seat walls with stone veneer, raised concrete platform with stone veneer and concrete seat caps. Striping and signage, SWPPP and erosion control implementation, construction staging and traffic control, public notification, pedestrian, and vehicular access, protect in place existing structures, mobilization, demobilization, bond, and insurance.

The Engineer’s Estimate for this project is $ 7,202,894.50

OBTAINING BID DOCUMENTS - Project Bid Documents, will be available on “Box” and can be accessed by invitation only. Interested bidders are to contact James Merrell at james.merrell@merrelljohnson.com and request access to the project documents. The interested bidder must provide the name of the company, the company address, the contractor’s license number, and name of contact person and email address of contact person. The bidder will then be invited and given access to the bid documents. Bid documents may be viewed and downloaded to the bidder’s email site.

MANDATORY PRE-BID MEETING AND SITE VISIT - A mandatory pre-bid meeting will be held on Thursday, September 21, 2023, at 10:00 a.m. and on Thursday, October 5, 2023, at 10:00 a.m. at City of Monrovia Public Works Building at 600 South Mountain Ave. Every Potential Bidder is required to attend at least one pre-bid meeting and project site visit. Failure of a Bidder to attend will render that Bidder’s Bid non-responsive. No allowances for cost adjustments will be made if a Bidder fails to adequately examine the Project site before submitting a Bid.

TRENCHES AND OPEN EXCAVATIONS. Pursuant to Labor Code Section 6707, if this Project involves construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations, which are five feet or deeper, each bid submitted in response hereto shall contain, as a bid item, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life or limb, which shall conform to applicable safety orders.

REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS - In accordance with Labor Code Sections 1725.5 and 1771.1, no contractor or subcontractor shall be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5 [with limited exceptions for bid purposes only under Labor Code Section 1771.1(a)].

PREVAILING WAGES - In accordance with Labor Code Section 1770 et seq., the Project is a “public work”. The selected Bidder (Contractor) and any Subcontractors shall pay wages in accordance with the determination of the Director of the Department of Industrial Relations (“DIR”) regarding the prevailing rate of per diem wages. Copies of those rates are on file with the Director of Public Works and are available to any interested party upon request. The Contractor shall post a copy of the DIR’s determination of the prevailing rate of per diem wages at each job site. This Project is subject to compliance monitoring and enforcement by the DIR.

BONDS - Each Bid must be accompanied by a cash deposit, cashier’s check, certified check, or Bidder’s Bond issued by a Surety insurer, made payable to the City and in an amount not less than ten percent (10%) of the total Bid submitted. Personal or company checks are not acceptable. Upon Contract award, the Contractor shall provide faithful performance and payment Bonds, each in a sum equal to the Contract Price. All Bonds must be issued by a California admitted Surety insurer using the forms set forth in the Contract Documents, or in any other form approved by the City Attorney. Failure to enter into the Contract with the City, including the submission of all required Bonds and insurance coverage, within fifteen (15) Days after the date of the mailing of written notice of contract award to the Bidder, shall subject the Bid security to forfeiture to the extent provided by law.

LICENSES - Each Bidder shall possess a valid Class “A” (General Engineering) Contractor’s license issued by the California State Contractors License Board at the time of the Bid submission. The successful Contractor will be required to obtain a current City business license.

RETENTION SUBSTITUTION - Five percent (5%) of any progress payment will be withheld as retention. In accordance with Public Contract Code Section 22300, and at the request and expense of the Contractor, securities equivalent to the amount withheld may be deposited with the City or with a State or federally chartered bank as escrow agent, which shall then pay such moneys to the Contractor. Upon satisfactory completion of the Project, the securities shall be returned to the Contractor. Alternatively, the Contractor may request that the City make payments of earned retentions directly to an escrow agent at the Contractor’s expense. No such substitutions shall be accepted until all related documents are approved by the City Attorney.

LIQUIDATED DAMAGES - Liquidated damages shall accrue in the amount of $2,500.00 for each Day that Work remains incomplete beyond the Project completion deadline specified in the Contract Documents.

BIDDING PROCESS - The City reserves the right to reject any Bid or all Bids, and to waive any irregularities or informalities in any Bid or in the bidding, as deemed to be in its best interest.

“The idea that attending a couple events to promote a book or give dinner remarks, as all the justices do, could somehow be undue influence just doesn’t hold water,” the spokesperson said in a statement.

“All of the sitting Justices and many who came before them have contributed to the national dialogue in speeches, book tours, and social gatherings,” the statement added. “Our events are no different. To claim otherwise is false.”

In a series of stories this year, ProPublica reported that Thomas has accepted undisclosed luxury travel from Crow and a coterie of other ultrawealthy men. Crow also purchased Thomas’ mother’s home and paid private school tuition for the child Thomas was raising as his son. Thomas has said little in response. In a statement earlier this year, he said that Crow is a close friend whom he has joined on “family trips.” He has also argued that he was not required to disclose the free vacations. Thomas did not respond to questions for this story.

The code of conduct for the federal judiciary lays out rules designed to preserve judges’ impartiality and independence, which it calls “indispensable to justice in our society.” The code specifically prohibits both political activity and participation in fundraising. Judges are advised, for instance, not to “associate themselves” with any group “publicly identified with controversial legal, social, or political positions.”

But the code of conduct only applies to the lower courts. At the Supreme Court, justices decide what’s appropriate for themselves.

“I can’t imagine — it takes my breath away, frankly — that he would go to a Koch network event for donors,” said John E. Jones III, a retired federal judge appointed by President George W. Bush. Jones said that if he had gone to a Koch summit as a district court judge, “I’d have gotten a letter that would’ve commenced a disciplinary

proceeding.”

“What you’re seeing is a slow creep toward unethical behavior. Do it if you can get away with it,” Jones said.

The Koch network is among the largest and most influential political organizations of the last half century, and it’s underwritten a far-reaching campaign to influence the course of American law. In a case the Supreme Court will hear this coming term, the justices could give the network a historic victory: limiting federal agencies’ power to issue regulations in areas ranging from the environment to labor rights to consumer protection. After shepherding the case to the court, Koch network staff attorneys are now asking the justices to overturn a decades-old precedent. (Thomas used to support the precedent but flipped his position in recent years.)

Two years ago, one of the network’s groups was the plaintiff in another Supreme Court case, which was about nonprofits’ ability to keep their donors secret. In that case, Thomas sided with the 6-3 conservative majority in the Koch group’s favor.

Charles Koch did not respond to detailed questions for this story. David Koch died in 2019.

The Koch network is an overlapping set of nonprofits perhaps best known for its work helping cultivate the Tea Party movement in the Obama years. Recently rebranded as Stand Together, the network includes the powerful Americans for Prosperity Action, which spent over $65 million supporting Republican candidates in the last election cycle.

Though Charles Koch is one of the 25 richest people in the world, worth an estimated $64 billion, he raises money from other wealthy people to amplify the network’s reach. The network brought in at least $700 million in 2021, the most recent year for which data is available. It has more than 1,000 employees who, on paper, work for different groups.

But for all its complexity, the network is a central-

ized operation, staffers said. Many of the groups occupy the same buildings in Arlington, Virginia, and share leadership and often staff. Many of the donations go into a central pot, from which hundreds of millions of dollars are disbursed to the smaller groups focused on various political and social concerns, according to tax filings and former employees.

For decades, the Kochs have held deep antipathy to government regulation. When Charles Koch’s brother David ran for vice president on the Libertarian Party ticket in 1980, the party platform called for abolishing the Environmental Protection Agency, the Department of Energy and the Food and Drug Administration.

Every winter, the network holds its marquee fundraising event in the Coachella Valley in Southern California. Hundreds of donors fly in to learn how their money is being spent and plan for the coming year. Former staffers describe an emphasis on preventing leaks that bordered on obsession. The network often rents out an entire hotel for the event, keeping out eavesdroppers. Documents left behind are methodically shredded. One recent attendee recalled Koch security staff in a golf cart escorting their Uber driver out of the hotel to make sure he left. The former staffers spoke on the condition of anonymity because they feared retaliation.

To score an invite to the summit, donors typically have to give at least $100,000 a year. Those who give in the millions receive special treatment, including dinners with Charles Koch and high-profile guests. Doling out access to powerful public officials was seen as a potent fundraising strategy, former staffers said. The dinners’ purpose was “giving donors access and giving them a reason to come or to continue to come in the future,” a former Koch network executive told ProPublica.

Thomas has attended at least one of the dinners for

top-tier donors, according to a donor who attended and a former high-level network staffer.

“These donors found it fascinating,” said another former senior employee, recounting a Thomas appearance at one summit where the justice discussed his judicial philosophy. “Donors want to feel special. They want to feel on the inside.”

A former fundraising staffer for the Koch network said the organization’s relationship with Thomas was considered a valuable asset: “Offering a high-level donor the experience of meeting with someone like that — that’s huge.”

Many details about Thomas’ role at the summits, including the specifics of his remarks, remain unclear. The network spokesperson declined to answer if Thomas’ appearances were ever tied to a specific initiative or program.

Thomas’ appearances were arranged with the help of Leonard Leo, the Federalist Society leader, according to the former senior network employee. “Leonard was the conduit who would get him,” the former employee said. During one summit, Thomas gave a talk with Leo in an interview format, the donor recalled.

“Justice Thomas attends events all over the country, as do all the Justices, and I was privileged to join him,” Leo said in a statement in response to questions about the Koch donor events. “All the necessary due diligence was performed to ensure the Justice’s attendance at the events was compliant with all ethics requirements.”

While attending the donor events would likely violate the lower courts’ prohibition on fundraising, experts said, the Supreme Court has a narrow internal definition of a fundraiser: an event that raises more money than it costs or where attendees are explicitly asked for money while the event’s happening.

On the Thursday before the January 2018 summit in Palm Springs, Thomas flew there on a chartered private

jet, according to records reviewed by ProPublica. Four days later, the plane flew to an airport outside Denver, where Thomas appeared at a ceremony honoring his former clerk, federal Judge Allison Eid. The next day, it flew back to northern Virginia where Thomas lives.

Thomas’ financial disclosure for that year contains two speaking engagements: one in New York City and another at a Federalist Society conference in Texas. His trip to the Koch event in California is not on the form.

For the event that year, the Koch network rented out the Renaissance Esmeralda Resort and Spa. On the main stage, donors heard from Hall of Fame NFL cornerback Deion Sanders, who was working with the Kochs on anti-poverty programs in Dallas. Another speaker delivered a report card on the group’s political wins large and small: “repealed voterapproved donor disclosure initiative”; “retraction of mining & environmental overreach”; “stopped Albuquerque paid sick leave mandate.”

During the event, the group announced a new initiative focused on getting conservatives on the Supreme Court and the federal bench. The network, which had already given millions of dollars to Leo’s Federalist Society, planned to mobilize its activists and buy advertisements to push senators to vote for President Donald Trump’s judicial nominees. They appointed a former employee of Ginni Thomas, the justice’s wife, to lead the effort.

The first glimpse of Thomas’ connection to the network came more than a decade ago. In 2010, reporters obtained an invitation sent to potential Koch donors that mentioned Thomas had been “featured” at one of the network’s previous summits.

After critics called for more information about Thomas’ attendance, the Supreme Court press office downplayed the episode. A court spokesperson acknowledged Thomas had been in

the Palm Springs area during the Kochs’ January 2008 summit. However, she said he was there to talk about his memoir at a Federalist Society dinner that was separate from the donor summit but was also sponsored by Charles Koch. She added that Thomas made a “brief drop-by” at the network summit that year but said he “was not a participant.” (Thomas disclosed the 2008 Palm Springs trip as a Federalist Society speech.)

In the 15 years since, the Koch network has left a deep imprint on American society. Its advocacy is credited with helping stamp out Republican Party support for combating climate change, once an issue that drew bipartisan concern. The “full weight of the network” was thrown behind passing the 2017 Trump tax cut, securing a windfall for the Kochs and their donors. And the upcoming Supreme Court term could bring the network a victory it has pursued for years: overturning a major legal precedent known as Chevron.

While most Americans aren’t familiar with the 1984 case Chevron v. NRDC, it’s one of the Supreme Court’s most-cited decisions. Legal scholars sometimes mention it in the same breath as Brown v. Board of Education and Roe v. Wade. In essence, Chevron is about government agencies’ ability to issue regulations. After a law is enacted, it’s generally up to agencies across the government to make detailed rules putting it into effect. The Chevron decision said courts should be hesitant to second-guess the agencies’ determinations. In the years that followed, judges cited Chevron in upholding rules that protect endangered species, speed up the approval process for new cellphone towers and grant benefits to coal miners suffering from black lung.

The Koch network has challenged Chevron in the courts and its lobbyists have pushed Congress to pass a law nullifying the decision. It has also provided millions

LA City Council calls for plan identifying flood prone areas, infrastructure investment

The Los Angeles City CouncilTuesday approved a motion calling for a plan that would identify risk prone areas in the city likely to flood during adverse weather, and invest in infrastructure to prevent impacts to life and property.

Without discussion, the council approved the motion in a 12-0 vote with council members Eunisses Hernandez, Tim McOsker and Paul Krekorian absent during the vote. The motion directs the Emergency Management Department and other relevant departments to report on areas of the city that are continuously at risk during extreme weather events.

The report will include a priority list of projects and action items that can be implemented to reduce risks in these areas as well as find the appropriate funding for improvements in infrastruc-

ture, such as drainage, sidewalks and streets.

Councilwoman Monica Rodriguez introduced the motion on Sept. 6. According to the motion, in the last year, the city has seen a "large amount of rain events, from the atmospheric rivers during the winter and spring months to the most recent Tropical Storm Hillary."

The city's Emergency Management Department activates the Emergency Operations Center, which coordinates the city's response with the aim of preventing loss of life and property.

Hunter Biden sues Rudy Giuliani in LA for alleged digital hacking

"We as a city have learned that when weather incidents happen many of the same areas are constantly at a higher risk. Ranging from flooding in the San Fernando Valley due to a lack of proper drainage, to higher than normal level of water through the Los Angeles Riverbed, and including mudslides in our hillside communities," the motion reads.

Rodriguez notes the city must begin "building a plan to address risk prone areas of the city" to ensure public safety and the possible loss of property during adverse weather events.

Hunter Biden sued Rudy Giuliani and Giuliani's former attorney Tuesday in Los Angeles, alleging in federal court that they violated computer fraud laws by illegally disseminating data stolen from a laptop purportedly belonging to the president's son.

Earlier this month, Hunter Biden brought a similar suit in Los Angeles against Garrett Ziegler, a former aide to ex-President Donald Trump, for allegedly unlawfully obtaining tens of thousands of his emails, photos, videos and recordings and spreading them online.

The plaintiff contends in the new lawsuit that Giuliani is primarily responsible for the "total annihilation" of Hunter Biden's digital privacy. It also names Robert Costello, a former federal prosecutor who previously represented Giuliani, as a defendant.

Giuliani and Costello spent years "hacking into, tampering with, manipulating, copying, disseminating, and generally obsessing over data that they were given that was taken or stolen from" Hunter Biden's devices, according to the 15-page suit.

Attempts to reach representatives for Giuliani and Costello were unsuccessful.

Hunter Biden's attorneys allege that the former New York mayor has "not only admitted but bragged" about downloading data from the plaintiff's purported laptop onto his own computer.

The lawsuit alleges that during an episode of Giuliani's podcast "America's Mayor Live" in February, the former mayor "held up a laptop computer on camera and announced: `This belongs to Hunter Biden."'

Hunter Biden, who lives in Los Angeles, does not know the precise manner by which Ziegler allegedly obtained his purported computer data, the suit says.

Earlier this year, Hunter Biden's legal team called on the U.S. Justice Department to open criminal investigations into Ziegler and others who distributed the laptop's contents.

of dollars in grants to law professors making the case to overturn it.

The network’s position has become increasingly popular in recent years. Once broadly supported by academics and judges on the right, Chevron is now anathema to many in the conservative legal movement. And there’s no more prominent convert than Thomas.

In 2005, Thomas wrote the majority opinion in a case that expanded Chevron’s protections for government agencies. Ten years later, he was openly questioning the doctrine. Then in 2020, Thomas renounced his own earlier decision, writing that he’d determined the doctrine is unconstitutional after all — a rare reversal for a justice with a reputation for being unmovable in his views.

By last year, Koch network strategists sensed that victory could be at hand. During an internal briefing for network staff, Jorge Lima, a senior vice president at Americans for Prosperity, said the Supreme Court seemed primed to radically change its approach to the issue. The network was trying to find cases that could bring about major changes in the law, according to a video of the meeting obtained by the watchdog group Documented. “We’re doubling down on this strategy,” Lima told the crowd.

Several months later, the Supreme Court announced it would take up a case, Loper Bright Enterprises v. Raimondo, in which Koch network staff attorneys represent the plaintiffs. If Thomas and his colleagues side with them this coming term, Chevron will be overturned once and for all.

Without Chevron, “any place you would need regulation to address a pressing social problem, it’s going to be more costly to get it, harder to implement it and it’s not going to go as far,” said Noah Rosenblum, a professor at New York University School of Law.

“Loper Bright is a case seeking to restore one of the core tenets of our democracy: that Congress, not the administrative agency, makes the laws,” the Koch network spokesperson said.

Ethics experts said Thomas’ undisclosed ties to the Koch network could call his impartiality in the case into doubt. This sort of potential conflict is why the judiciary has rules against both political activity and fundraising, they said. “Parties litigating in the court before Justice Thomas don’t know the extent of Thomas’ relationship with the parties on the other side,” said James Sample, a Hofstra University law professor who studies judicial ethics. “You have to be pretty cynical to not think that’s a problem.”

The Supreme Court itself said in a recent statement to The Associated Press that “justices exercise caution in attending events that might be described as political in nature.” But unlike with lower court judges, there is no formal oversight of the justices.

Two decades ago, Justice Ruth Bader Ginsburg delivered the opening remarks at a lecture cosponsored by the NOW Legal Defense and Education Fund, a women’s rights group that filed friend-of-the-court briefs at the Supreme Court. It was a public event co-sponsored by the New York City Bar Association. But some judicial ethics experts criticized the justice for affiliating herself with an advocacy group.

Thirteen Republican lawmakers, including Mike Pence and Marsha Blackburn, who now sits on the Senate Judiciary Committee, went further, calling on Ginsburg to recuse herself from any future cases related to abortion. The justice brushed off the criticism: “I think and thought and still think it’s a lovely thing,” she said of the lecture series. (Ginsburg died in 2020.)

Charles and David Koch’s access to Thomas has gone well beyond his participation in their

donor events. For years, the brothers had opportunities to meet privately with Thomas thanks to the justice’s regular trips to the Bohemian Grove, an all-male retreat that attracts some of the nation’s most influential corporate and political figures. Thomas has been a regular at the Grove for 25 years as Harlan Crow’s guest, according to internal documents and interviews with dozens of members, other guests and workers at the retreat.

“What we’re seeing emerge is someone who is living his professional life in a way that’s seeing these extrajudicial opportunities as a perk of the office,” said Charles Geyh, a judicial ethics expert at Indiana University law school. Judges can have social lives, he said, and there are no clear lines for when a social gathering could pose a problem. But the confluence of powerful political actors and undisclosed gifts puts Thomas’ trips far outside the norm for judges’ conduct, Geyh said: “There’s a culture of impartiality that’s really at risk here.”

The Grove is an exclusive, two-week party held in the Sonoma County redwoods every July. A member or his guest can wander from the Grove’s shooting range to a lecture by Blackwater founder Erik Prince, or from a mint julep party to a performance by the Grove’s symphony orchestra. Wine, sometimes at $500 a bottle, flows freely, and late at night, members consume clam chowder and chili by the gallon. More than one attendee recalled walking

“Chevron was one of the big things the Koch brothers were interested in,” the former employee said. He did not remember if Thomas was present for any of the discussions of the doctrine.

There’s a saying among the Bohemians, as the club’s members call themselves: The only place you should be publicly associated with the Grove is in your obituary. That privacy is paramount, members said, in part to allow the powerful to speak freely — and party — without worrying about showing up in the press. Only designated photographers are allowed to take pictures. Cellphones are strictly forbidden.

Members typically must pay thousands of dollars to bring a guest. Several people ProPublica spoke to said that before the pandemic, they saw Thomas there just about every year. ProPublica was able to confirm six trips Thomas took to the retreat that he didn’t disclose. Flight records suggest Crow has repeatedly dispatched his private jet to Virginia to pick up Thomas and ferry him to the Sonoma County airport and back, usually for a long weekend in the middle of the Grove festival.

“I was taken with how comfortable he was in that environment and how popular,” a person who stayed in the same lodge as Thomas one year said. “He holds court there.”

In response to questions about his travel to the Grove with Thomas, Crow said Thomas is “a man of incredible integrity” and that he’s never heard the justice “discuss pending legal matters with anyone.” Neither Crow nor Thomas responded to questions

The Grove is broken up into more than 100 “camps,” essentially adult fraternity houses where the same group of men stay together year after year. Hill Billies was George H. W. Bush’s camp. Nancy Pelosi’s husband has been a longtime member of Stowaway. Thomas stays with Crow at a camp called Midway.

One of the ritzier camps, Midway employs a staff of cooks and personal valets and boasts an extensive wine cellar. The men sleep in private cabins that zigzag up a hillside. Known for its Republican leanings, Midway has a string of superrich political donors as members, including an heir to the Coors beer empire and the owner of the New York Jets. Charles Koch is an active member, as was his brother David. It’s not clear if Thomas has ever been the guest of a member other than Crow.

During the annual retreats, the Kochs often discussed political strategy with fellow guests, according to multiple people who’ve spent time with them at Midway. A few years ago, Brian Hooks, one of the leaders of their political network, was a guest at the camp the same weekend Thomas was there. A former Midway employee recalled

But Thomas and the Kochs developed a bond over their years at the retreat, according to five people who spent time with them there. They discussed politics, business and their families. They often sat together at meals and sat up talking at night at the lodge. A photo obtained by ProPublica captures Thomas and David Koch smiling on Midway’s deck. One tradition at Midway is a lecture series, often held beneath the redwoods on the camp’s deck. The weekend Thomas was there in July 2016, the Midway schedule featured a talk from Henry Kissinger and another by Michael Bloomberg and Arthur Brooks, then president of the conservative think tank the American Enterprise Institute. Over breakfast Friday morning, the author Bjorn Lomborg delivered a lecture on climate change. Lomborg has for years argued the threat of global warming is overstated, saying that rising temperatures will actually save lives.

Thomas spoke that year as well. He talked about his friend Justice Scalia, who had recently died, according to a person who attended. Scalia, a conservative luminary, had been a prominent advocate for the Chevron doctrine, but Thomas said he believed his colleague was coming around to Thomas’ revised view on it before his death.

Thomas didn’t explain what he meant by that. “It was an aside,” the person said, “like he assumed most of the people in the room knew his position.”

The Alhambra City Council will hold a public hearing to consider readoption of the 2021-2029 General Plan Housing Element Update (Draft Version 4). The City is in the process of updating the General Plan Housing Element. The Housing Element is one of the eight State-mandated elements of the General Plan that a City is required to prepare as part of its General Plan. The Housing Element identifies the City’s housing conditions and needs using the Regional Housing Needs Assessment (RHNA) allocation provided by the Southern California Association of Governments (SCAG), as the regional Metropolitan Planning Organizations (MPOs). The Housing Element also establishes goals, objectives, policies, and programs that serve as the foundation for the City’s housing strategy. The Housing Element includes an inventory of sites within the City that would be suitable for accommodating the housing identified in the RHNA. While the Housing Element does not propose the development of housing on any specific site, it does identify locations and policies that would support future housing development within the City of Alhambra. Since the original adoption, the 2021-2029 Draft Housing Element has been revised and the Updated Draft Housing Element contains additional analysis and new and revised programs based on comments and requirements required by the State of California Housing and Community Development Department (“HCD”).

The proposed readoption of the 2021-2029 Housing Element is exempt from the California Environmental Quality Act (CEQA) pursuant to Guidelines Section 15162, since it will not trigger new or additional impact beyond those previously identified as part of a Negative Declaration previously adopted by the City Council.

Uber, Los Angeles Yellow Cab enter ride-sharing arrangement

Uber and Los Angeles Yellow Cab are entering a new kind of ride-sharing arrangement, forming a partnership to service customers, it was announced Tuesday.

The multi-year partnership is part of a larger agreement between Uber and major taxi operations in Southern California.

"Taxi drivers will gain access to Uber trip referrals,

providing them with more earnings opportunities, cities will get less empty miles driven, and riders will have faster pickups," Uber said in a statement.

Uber will combine operations with Los Angeles Yellow Cab's five taxi fleets servicing Los Angeles, Orange and San Diego counties.

"We are thrilled to announce this partnership with Uber because it's a

clear win-win for drivers and riders," William Rouse, CEO of the taxi operations, told KTLA.

There are similar taxi partnerships operating in San Francisco and New York City.

An analysis conducted by Uber shows taxi drivers who provided Uber trips in the second quarter of 2023 earned an average of $1,767 per month from those trips and earned 23.8% more on

average than taxi drivers who did not provide Uber trips, KABC is reporting.

"Uber's ride referrals are going to help fill in our slower times and keep the drivers busy making money. Drivers are going to benefit from this partnership for a long time to come," Yellow Cab of Los Angeles board member and long-time owner-operator Aydin Kavak told KTLA.

Mother of deputy shot to death in Palmdale calls DA's decision a 'disgrace'

The mother of the Los Angeles County sheriff's deputy who was fatally shot earlier this month in Palmdale said in remarks broadcast Wednesday that the district attorney's decision not to pursue the death penalty for the shooting suspect is a "disgrace."

Kim Clinkunbroomer said in an exclusive interview with ABC News she was devastated about the decision by Los Angeles County District Attorney George Gascón to seek a maximum term of life in prison without parole.

"It just seems that the district attorney wants to spare a life, when (the suspect) didn't spare my son's life — he executed my son," Clinkunbroomer, the mother of slain Los Angeles County Sheriff's Deputy Ryan Clinkunbroomer,

told ABC News.

"You can't do this to families. We need to defend our law enforcement officers, and that's not — that's a disgrace."

Gascón is an opponent of the death penalty and said in a news conference last week that it "doesn't serve as a deterrent."

"If I thought that seeking the death penalty was going to bring Ryan back to us, I would seek it without any reservation. But it won't," he said. "If I thought that the death penalty was going to stop people from committing brutal murders, I would seek it. But we know that it won't. The reality is that the death penalty doesn't serve as a deterrent, and the death penalty does not bring people back. ... What I can assure you is that we're going

to do everything within our legal power to make sure that this defendant never is out of prison."

Kevin Eduardo Cataneo Salazar, 29, was charged Sept. 20 with capital murder for Clinkunbroomer's shooting. During a short arraignment hearing, a judge entered dual pleas on his behalf of not guilty and not guilty by reason of insanity. His family claims Salazar has a long history of mental illness and has been diagnosed with schizophrenia.

He is due back in court Nov. 7. Salazar remains in custody without bail at the Twin Towers jail in downtown Los Angeles.

The murder charge against Salazar includes special circumstance allegations of murder of a peace

officer, lying in wait and firing from a vehicle, along with multiple sentence-enhancing allegations of personal use of a firearm, specifically a .22-caliber revolver.

The special circumstance allegations normally could open a defendant to a possible death sentence, but Gascón is a staunch opponent of the death penalty, so Salazar will face a maximum sentence of life without the possibility of parole if convicted.

Kim Clinkunbroomer, who was in attendance at Gascón's news conference last week discussing his decision against the death penalty, blasted the decision.

"How dare you, on national TV, tell me you're not seeking the death penalty because it won't bring my son back? My son's not coming back, but that

doesn't mean you shouldn't do your job," she told ABC News.

"I truly hope the people of Los Angeles realize what this district attorney is not doing for us. And I hope when the election comes next, they really think hard about that bubble they fill in."

If Salazar is convicted and determined to have been insane at the time of the killing, he would be confined to a state hospital rather than prison.

Gov. Gavin Newsom has placed a moratorium on the death penalty in California.

Kim Clinkunbroomer told ABC News, "Things need to change."

"People need to be punished for the crimes they commit," she said.

The LA County District Attorney's Office told ABC

News in a statement Tuesday, "We have nothing but compassion for the family of Deputy Clinkunbroomer. They are experiencing an unthinkable loss. Nothing that can happen in the criminal justice system will ever repair the harm of losing someone so beloved. He is a fallen hero who made the ultimate sacrifice in the line of duty. May his memory be a guiding light, reminding us of the profound sacrifices made by those who wear the badge."

Ryan Clinkunbroomer, a 30-year-old, third-generation deputy who was recently engaged to be married, was shot around 6 p.m. Sept. 16 while sitting in his patrol car at a traffic light near the sheriff's Palmdale station at Sierra Highway and East Avenue Q.

Metro to begin electrical work along K Line stations starting Friday

Starting Friday, transit services along the K Line will run every 20 minutes through October 15, as Metro announced Tuesday it will begin connecting power lines from Westchester/Veterans to its LAX/Metro Transit Center Station.

Metro said the work is expected to impact train service on the K Line during the weekdays and weekends. The installation of power lines, or overhead catenary service, is the first phase in

preparation for integrating the K Line with the LAX/ Metro Train center Station, which is slated to open in fall 2024.

The new LAX/Metro Transit Center Station is located at Aviation and 96th Street and it includes platforms to access Metro light rail trains, and an expansive 16-bay bus plaza that will serve Metro other municipal bus operators, including Santa Monica Big Blue Bus, Culver City Bus, Torrance Transit, Gardena's GTrans

and Beach Cities Transit.

The shuttle bus C & K Line Link 857 that connects the K Line and the C Line will continue service from the Westchester/Veterans Station to the Aviation/LAX Station on its regular service schedule.

In a statement, Metro said its LAX/Metro Transit Center Station will be the ninth station along the K Line and will connect directly with the Los Angeles World Airports' People Mover Train project. The People Mover

is currently under construction, and once completed it will connect directly with the airport passenger terminals.

Metro opened the K Line in October 2022, which includes seven rail stations -- Crenshaw/Expo, Martin Luther King Jr., Leimert Park, Hyde Park, Fairview Heights, downtown Inglewood and Westchester/ Veterans. An eighth station, Aviation/Century, will also open at the same time as the LAX/metro Transit Center Station.
