County board OKs law enforcement service agreements, approves sheriff's records overhauls

Cervantes seeks treatment after DUI arrest

The Board of Supervisors on Tuesday approved three law enforcement services contracts totaling over $160 million between the Riverside County Sheriff's Department, two cities and a school district.

In a 4-0 vote — with Supervisor Chuck Washington absent — the board authorized Sheriff Chad Bianco to enter into a two-year compact with the city of La Quinta, a five-year agreement with the city of Jurupa Valley and a one-year contract with the Perris Union High School District.

The sheriff's department has existing law enforcement services agreements with each of the entities.

The largest agreement by dollar amount is with

Jurupa Valley, totaling $128.9 million, beginning in the current fiscal year and concluding at the end of 2027-28.

The compact with La Quinta totals $34.78 million and runs from July of this year to July 2025, while the agreement with the Perris Union High School District will also begin this month and conclude next July, with a price tag of $372,000.

"The sheriff and district share common goals that include the provision of programs that address the needs of students at risk," according to a sheriff's statement posted to the board's agenda. "School resource officers serve as a visual deterrent to aberrant behavior and thereby enhance campus control

and student protection."

The contractees will carry the full cost of services, without any revenue support from the county General Fund.

The number of personnel provided to each entity varies, with the highest figure in Jurupa Valley, where 25 deputies and community services officers will be dedicated to operations citywide at all hours.

Cities receive the benefit of helicopter patrols, robbery and homicide investigations, SWAT unit and bomb squad responses without having to foot the bills individually. Contracting entities are further spared the direct cost of lawsuits stemming from the

actions of sheriff's personnel.

Sheriff receives go-ahead to overhaul records, jail management systems

Also on Tuesday, the Board of Supervisors signed off on a $1.18 million contract between the sheriff's department and an Aberdeen, North Carolina-based consulting firm to assist with upgrading records management, dispatch and jail information systems.

In a 4-0 vote without comment — and Supervisor Chuck Washington absent — the board authorized Sheriff Bianco to enter into the four-year compact with National Public Safety Group.

Riverside City Councilwoman Clarissa Cervantes, who was arrested on suspicion of driving under the influence earlier this month, has decided to enter an alcohol recovery program, the Riverside Press-Enterprise reported.

"The events of (July 1) spotlight a personal failing that I must immediately address," she said in a text message to the newspaper Saturday. "I am currently in the process of entering an alcohol recovery program. This is a deeply painful moment for myself and my family. We will need some time and privacy to heal, and for me to work on myself.

"I will meet this challenge head on and with no excuses," she continued. "I am committed to doing better and will work diligently to rebuild the confidence placed in me."

Cervantes, 32, was arrested by the California Highway Patrol at 1:23 a.m. on July 1 on Eighth Street and Interstate 10 in Banning, according to jail records.

She was booked at the Larry D. Smith Correctional Facility on $5,000 bail and was released the same day.

All 6 victims identified in plane crash near French Valley Airport

The investigation continued Sunday into the crash of a Cessna business jet near the French Valley Airport that killed all six people on board, the second fatal crash near the airport in four days.

The crash was reported at 4:15 a.m. Saturday near Auld and Briggs roads, the Riverside County Fire Department reported. Deputies found the aircraft fully engulfed in flames in a field. Six occupants were pronounced dead at the scene.

They were identified late Saturday by the Riverside County coroner's office as follows: Riese Lenders, 25, of Rancho Palos Verdes; Lindsey Gleiche, 31, of Huntington Beach; Manuel Vargas-Regalado, 32, of Temecula; Abigail Tellez-Vargas, 33, of Murrieta; Ibrahem Razick, 46, of

The proposed $69 billion deal was announced in January 2022, but sparked antitrust concerns and fears of dampening competition for Microsoft's Xbox gaming console. Microsoft officials in December denied such intentions.

"We continue to believe that this deal will expand competition and create more opportunities for gamers and game developers," Smith said in a December statement.

"We have been committed since Day One to addressing competition concerns, including by offering earlier this week proposed concessions to the FTC. While we believed in giving peace a chance, we have complete confidence in our case and welcome the opportunity to present our case in court."

11M California criminal records expunged in first 6 months of new law

The Golden State haspermanently expunged an unprecedented 11 million criminal arrest records in the first six months after the implementation of a criminal-justice reform bill - according to data just released by the California Department of Justice.

Assembly Bill 1076 required the state DOJ to automatically clear eligible records for people with arrests but not convictions, for people with convictions on most crimes that did not carry a prison sentence, and for those who have successfully completed their sentence.

"This has been some-

thing that we've been working on for five years," said Jordan. "And we weren't sure about implementation and how quickly the DOJ would work. But 11 million records - by all accounts -is the largest automatic expungement in the history of America, given that short timeframe."

After the bill passed in 2019, the state developed software to analyze the records and began the expungements last summer, providing relief to 2.1 million people in the first six months.

In California, an estimated 8 million people have an arrest or conviction on their record and face thousands of legal restrictions to jobs, housing and more.

Jordan said everyone

benefits when people living with a conviction or arrest can participate fully in the economy.

"This is the anti-crime jobs bill," said Jordan. "You know, if people are working, if they can get apartments, they're not going to commit crime. If people are being able to take care of their kids, have the money to buy groceries, can pay their car notes, can pay their light bills, they're not in the streets."

Before 2019, the expungement process in California was complex, expensive and slow because of a backlog.

Another bill, AB 1331, created a database that allows the DOJ and the court system to exchange information more efficiently.

Soap star Andrea Evans dies at 66 in Pasadena home

Funeral services were pending Monday for Andrea Evans, a veteran soap opera actress who had extended tenures on ABC's "One Life to Live" and NBC's "Passions." Evans died Sunday at her Pasadena home after a battle with breast cancer, casting director Don Carroll told The Hollywood Reporter. She was 66.Evans rose to fame for her portrayal of Tina Lord on "One Life to Live," a role she played beginning in the late 1970s and continued off and on until 1990. She followed that with stints on CBS' "The Young and the Restless" and "The Bold and the Beautiful" before landing the role of Rebecca Hotchkiss on "Passions," a character she played for eight years.

Suspect arrested in connection with fatal Glendale shooting

A 42-year-old man was being held without bail Thursday for allegedly gunning down a man in Glendale last month. Adis Poghosyan, of Northridge, was arrested Monday in connection with the June 23 shooting that occurred in the 1200 block of Mariposa Street, according to the Glendale Police Department. Officers responded to the shooting scene around 5:30 p.m. June 23 and found a 35-year-old man, whose name has not been released, suffering from a gunshot wound, police said. He was taken to a hospital, where he was pronounced dead. It was unclear what led investigators to identify Poghosyan as the suspect, but he was arrested Monday following "an extensive multi-agency search," police said.

Manhospitalizedwith gunshot wounds suffered in Burbank

Burbank police said Saturday they are investigating a shooting that left a local man hospitalized with multiple wounds. The shooting was reported about 10:40 p.m. Friday in the 500 block of East San Jose Avenue, north of Glenoaks Boulevard, according to a Burbank Police Department press release. Arriving officers found evidence of a shooting in the north alley of East San Jose Avenue between Sixth Street and Glenoaks Boulevard, police said. As more officers arrived, they located a man in the alley suffering from multiple gunshot wounds and began rendering aid.

Man, woman charged in fatal Long Beach drive-by shooting

A man and a woman have been charged with murder in connection with a drive-by shooting in Long Beach that killed a 12-year-old boy and injured a 14-year-old girl, District Attorney George Gascón announced Monday.

Reshawn Jonae Strother, Destenee Sheree Scipio and a third person whose name was not released drove to the area of Hill Street and Lewis Avenue on March 9 where they fired numerous shots at three victims, killing a boy and wounding a girl, Gascón said. Strother, 20, is accused of being the shooter. He is charged with one count of murder, three counts of attempted murder, one count of conspiracy to commit a crime, one count of unlawful firearm activity, one count of carrying a loaded firearm, one count of assault with a semi-automatic firearm.

Orange County Orange County Man pleads guilty to Santa Ana stabbing

A 27-year-old man pleaded guilty and has been sentenced to 13 years in prison for stabbing another man in Santa Ana two years ago, according to court records obtained Monday. Alan Herbey CadenaParra stabbed the 44-year-old victim at about 6:25 p.m. Feb. 25, 2021, in the 200 block of North Clara Street in Santa Ana, according to police. Witnesses told police they saw two men running after the victim and summoned plainclothes detectives nearby for help, police said. The detectives radioed for uniformed officers, who were able to track down Cadena-Parra, police said. The motive for the attack was not known.

Woman accused of dog abuse at boarding business in Anaheim

A 24-year-old Fountain Valley woman was booked on suspicion of animal abuse at an Anaheim daycare/boarding business in Anaheim, police said Friday. Michelle Navarrete was booked Thursday and released when she posted $20,000 bail, according to Anaheim police Sgt. Jon McClintock. Orange County Animal Care officials notified police on Wednesday about allegations of abuse for the business in the 4500 block of East Eisenhower Circle, McClintock said. Navarrete worked at the business for about three years. It is unclear how many dogs may have been allegedly abused, McClintock said.

Firefighters rescue juvenile after medical emergency in Palm Springs trail

A juvenile was rescued from an inaccessible area of the Palm Springs Tramway Sunday. Firefighters from the Riverside County Fire Department responded to a report of a juvenile with a medical emergency at around 12:45 p.m. Sunday. They hiked approximately 3.5 miles to the juvenile's location because wind conditions didn't allow for a helicopter hoist, according to the fire department. The condition of the juvenile was not immediately known.

Doctor arrested on suspicion of sexual assault

Authorities Sunday were looking for possible additional victims of sexual assault by a doctor in Riverside. Doctor Sam Sannoufi was initially arrested on June 27 on suspicion of sexually assaulting a victim during an exam. He was booked and later released on $1 million bail, according to the Riverside Police Department. Sannoufi was re-arrested Friday after additional victims came forward with similar allegations of sexual assault, police said. He was booked into the Robert Presley Detention Center, where he was being held without bail. Sannoufi is the owner of Timeless Skincare Laser Clinic and Primary Care Family Practice, both located at 6900 Brockton Ave.

SUV overturns on Temescal Valley street, Corona FD responds to scene

A motorist was seriously injured Wednesday when he lost control of his SUV and overturned on a Temescal Valley street. The crash

happened around 1:25 p.m. on Knabe Road, near Desert Acacia Lane, according to the California Highway Patrol. The agency said the Toyota 4Runner was traveling at high speed when it went out of control and rolled at least twice on the four-lane road, losing two wheels in the process. Corona Fire Department crews reached the location minutes later and discovered the driver, whose identity was not released, trapped in the wreckage.

Exhibition’ opening at Victor Valley Museum

Mall underway.

Crews began the demolition of the former Montgomery Ward building's exterior at the Carousel Mall. Passersby could easily notice the building being taken down. In the two months since the ceremony marking the start of the project to demolish the mall, crews have been working to remove materials from the inside of the mall in preparation to demolish its exterior structure. The Carousel Mall, which encompasses over one million square feet, is being systematically stripped of all materials in its interior. This includes debris, fixtures and equipment, and hazardous materials such as asbestos and fireproofing. The non-hazardous material is separated by type, so that as much of the material as possible can be recycled.

At 12:32 a.m., officers were in the area of 900 block of South Fifth when they heard a vehicle on the freeway making a loud grinding noise. The vehicle exited the freeway and stopped in a parking lot. A male driver and female passenger were outside the vehicle inspecting the damage to the vehicle when the officers contacted them. The driver displayed symptoms of being under the influence of alcohol. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

At 3:29 a.m., a caller in the 100 block of North Myrtle reported a disturbance. The officers discovered that a male and female were involved in an argument that escalated to domestic violence. The female assaulted her boyfriend, which resulted in minor injuries. She was arrested and taken into custody.

At 10:08 a.m., an officer was patrolling the 500 block of West Huntington when he located a stolen vehicle parked. This investigation is continuing.

At 5:07 p.m., an employee from a business in the 1600 block of South Mountain reported a female subject stole items and fled. Officers arrived and detained the female. The stolen property was recovered and returned. The female was arrested, issued a citation and released at the scene.

At 5:18 p.m., officers were dispatched to a business in the 600 block of West Huntington regarding a theft. The area was checked for the suspect, but the subject was not located. This investigation is continuing.

At 5:20 p.m., a victim in the 100 block of North Myrtle called to report that her exboyfriend punched her in the chest. This investigation is continuing.

At 11:46 a.m., a busi-

ness in the 400 block of South Myrtle called to report an intoxicated subject was harassing customers. Officers contacted the subject, who has a history of mental illness and intoxication. A computer check showed the subject had an outstanding warrant. He was arrested and taken into custody.

At 9:56 p.m., an employee of a clothing store in the 1600 block of South Mountain reported a male adult walked out of the store with merchandise without paying. Officers stopped the subject outside the store and returned the stolen property. The suspect was arrested and taken into custody.

July 1

At 1:09 a.m., while patrolling the 1500 block of South Myrtle, officers saw a vehicle commit a traffic violation. Officers conducted a traffic stop and noticed that the driver displayed signs of being under the influence. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

At 2:47 a.m., a resident in the 1100 block of South Fifth reported an adult male subject bathing nude in the complex jacuzzi. Officers arrived, but the subject was gone prior to officers’ arrival. This investigation is continuing.

At 11:46 a.m., an officer patrolling the 1600 block of South Myrtle saw a vehicle commit a vehicle code violation. The officer attempted a traffic stop, but the vehicle failed to yield for several blocks before finally pulling over. Additional officers responded. For officer safety, the driver was ordered to exit the vehicle several times. She refused and then tried to restart the ignition. Officers physically removed her from the vehicle to prevent any further attempts to leave. The driver fought against the officers before finally being subdued and handcuffed. After being handcuffed she spat at the arresting officer several times. She was arrested and taken into custody.

At 1:05 p.m., a family disturbance was reported in the 600 block of South Magnolia. A second call reported that a family member was heavily intoxicated, removed all of their clothes, and was destroying a fence in the backyard. When officers arrived the subject had broken through several fences and was in a neighbor’s backyard. MFD responded to provide medical attention. The subject was transported to a medical facility for a mental evaluation.

At 2:56 p.m., a resident in the 1900 block of South Peck called to report that a window on his vehicle had been smashed and the ignition tampered with. This investigation is continuing.

At 3:05 p.m., a victim in the 1800 block of South Peck called to report that a window on his vehicle had been smashed. Investigation revealed that this was also an attempted GTA. This investigation is continuing.

At 4:51 p.m., an officer on patrol near the intersection of Ivy and Lime was flagged down by a woman who reported a possible stalker. Officers searched the area and located the subject. An investigation revealed the victim and suspect are in an on-again-off-again relationship. The male suspect followed the female from Los Angeles. The suspect was found to be in possession of drug paraphernalia. He was arrested and taken into custody.

At 8:18 p.m., while patrolling the area of Myrtle and Huntington an officer located an adult male subject who appeared to be in distress. He contacted the subject and found him to be intoxicated and unable to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

At 8:26 p.m., the manager of a clothing store in the 600 block of West Huntington reported a male adult subject left the store with merchandise without paying. Officers arrived, located the subject, and returned the stolen merchandise. The subject was arrested and tak-

en into custody.

At 11:28 p.m., a female adult in the 400 block of South Myrtle walked to her parked car, where she was confronted by her ex-boyfriend who has been stalking her. He forced her into the backseat of her own car and locked the child locks on the driver's door. She quickly jumped into the front passenger seat and escaped to a nearby business. Officers searched the area for the suspect but were unable to locate him. This investigation is continuing.

June 25

At 12:43 p.m., an officer responded to a residence in the 300 block of West Magna Vista Avenue regarding a burglary investigation. Sometime between June 13 and June 25, someone smashed a glass door and ransacked the home. They fled with the victim’s purse.

June 26

At 3:10 p.m., officers responded to a residence in the 1800 block of South Santa Anita Avenue regarding an attempted burglary. Surveillance footage captured three suspects attempting to enter the home. The resident was home at the time and scared them off before they could enter. The male suspects fled in a silver Dodge van.

At 4:27 p.m., an officer responded to 82 E. Las Tunas Dr. regarding a commercial burglary investigation. Surveillance footage captured a female suspect inside the business after she forced her

way in, possibly by prying open the side door. The loss is unknown. She is described as a White female in her 30s with tattoos on her left upper arm.

At 6:06 p.m., an officer responded to 24 Hour Fitness, located at 125 N. First Ave., regarding a commercial burglary investigation. Four male victims reported their lockers had been broken into and their wallets and car keys had been stolen. The incident occurred between 5 p.m. and 6 p.m.

At 5:40 p.m., an officer responded to a residence in the 400 block of West Leroy Avenue regarding a burglary investigation. Sometime between June 23 and June 26, unknown suspect(s) smashed a rear glass door and ransacked the home. The loss is unknown.

June 27

At 6:50 p.m., an officer responded to a residence in the 800 block of South Golden West Avenue regarding a battery investigation. The victim stated a neighbor, a 67-yearold female from Arcadia, approached him and swung a bag of trash at the victim, hitting him in the head. The victim was uninjured, and the suspect was gone by the time the officer arrived.

June 28

At 9:42 p.m., an officer responded to a residence in the 100 block of West Wistaria Avenue regarding an audible alarm activation. The officer determined unknown suspect(s) smashed the rear sliding glass door and fled without ransacking the

home. The loss is unknown.

At 7:25 p.m., an officer responded to a parking lot at The Shops at Santa Anita, located at 400 S. Baldwin Ave., regarding a battery investigation. The victim stated she was approached by the suspect, a former friend of hers, who spontaneously chased and punched the victim in the back of the head. The victim was able to flee. The 22-year-old female from Arcadia was located, arrested, and transported to the Pasadena City Jail for booking.

June 30

At 6:02 a.m., an officer responded to Quickly Café, located at 171 E. Live Oak Ave., regarding a commercial burglary investigation. Surveillance footage captured three suspects smashing the front glass door and stealing the register. All three suspects were wearing hooded sweatshirts and face masks.

At 12:03 p.m., an officer responded to a residence in the 00 block of Ontare Road regarding a burglary investigation. The victim stated someone shattered a glass panel to her rear door and once inside the home, the suspects ransacked the residence. No loss was reported.

At 12:22 p.m., an officer responded to Arcadia Donuts, located at 34 W. Las Tunas Dr., regarding an investigation of an assault. A store employee stated the suspect, a known transient, began throwing rocks at the business and the employee when he was not given free food. The 52-year-old male transient from Monrovia was arrested and transported to the Arcadia City Jail for booking.

Southern California’s world-famous car culture is evolving yet again. This time, who will reap the benefits?

From hot rods to Hondas, car ownership has become practically necessary for navigating everyday life in the sprawling communities of Los Angeles County. Vehicle ownership has increased by almost 25% in the region since 2000. While having more cars around is good news for auto shops like mine, it’s taken its toll on commuters and the environment.

Just ask anyone driving home on I-10 after a long day of work. As they sit in gridlocked traffic, their cars emit greenhouse gasses into nearby communities and consume up to a quarter gallon of fuel every 15 minutes at idle, costing consumers money. Increased use of cleaner technologies — hybrids and zero-emission vehicles (ZEVs) which consume very low energy at idle — has gradually brought down auto emissions over the last two decades. But the high costs to acquire these new rides mean most California families may never afford to make the switch.

I, along with a proposed bill from our state’s legislature, hope to change that. I am the owner and operator of Magnetomotive, LLC, an auto shop specializing in converting traditional, gas-fueled vehicles into fully electric ZEVs.

The bill — SB 301 — would use money from the state’s existing clean air efforts to provide $4,000 rebates to people who convert their cars to ZEVs. Referred to as the ZeroEmission Aftermarket Conversion Project, this initiative would alleviate some of the financial burden brought on by car conversions and help reduce greenhouse gas emissions statewide.

Incentives to increase the use of ZEVs are not uncommon in California. Between the Clean Vehicle Rebate Program, Clean Cars 4 All and the Zero-Emission Vehicle Program, the state has invested hundreds of millions of dollars to accomplish this goal. But these programs require Californians to purchase brand new vehicles in order to participate. SB 301 provides new lanes to ZEV access through the cars that drivers already own.

For the average driver, this could mean avoiding historically high prices at the gas pump. For some of the 800,000 commuters driving to and from LA County each day, this is an opportunity to decrease their carbon footprint. And for those living closest to our busiest corridors, this is a reprieve from the auto pollution that has afflicted their communities for years.

It’s clear California’s automotive future is emission-free. But as long as cost remains a barrier to entry, only a select few will be able to fully embrace it. Let’s support pathways for more access to ZEVs for all and make sure everyone has a chance to get up to speed.

Monrovia Old Town report: Bear vs. car

The local news and social media have been ablaze with multiple stories about a deceased bear found on a Monrovia woman’s front lawn. On Saturday, Amy Spada heard a loud noise at approximately 10:30 p.m. Not long after, there was police activity outside so Mrs. Spada went outside to investigate. Monrovia officers informed her that a bear had been hit by a car, was potentially injured, aggravated and hiding in nearby bushes.

Later that night, Mr. Spada was awakened at approximately 1:30 a.m., by a moaning sound. He peered down from his balcony and saw the injured bear and phoned the police. By the time the police arrived, the bear had already died from its injuries. Imagine the surprise of Mrs. Spada, the next morning, when she took her dog out for a walk and found a dead bear on her lawn with police tape around it.

Later, the police covered the bear with a sheet until the Department of Fish and Wildlife could come to retrieve the corpse of what

looked like a juvenile bear. Turns out, the CDFW couldn’t come to get the animal’s corpse until Monday. The bear remained on the Spada’s lawn for almost 24 hours before the Pasadena Humane Society removed it, even though bears don’t fall under their jurisdiction.

I’m not sure how the accident occurred. The driver of the car was reportedly driving 45 mph on Foothill Blvd. Thankfully, the driver of the car was not injured. However, the driver’s car was severely damaged, as was the poor bear. There has been no information given regarding the driver and if they were impaired in any way. I’m sure we all hope that this was just a beary very sad turn of events for the poor bear. Please do not read too much into my comments. I am in no way inferring that the driver was impaired. I’m sure the experience was extremely traumatic for the driver. How scary that must have been! And then to know the bear died must have made them feel awful.

Again, this is not a dig at the driver, but people, please slow down! Speed limits are

in place for our safety. While we all go a wee bit over the posted speed limit, anything more severely changes the amount of time needed to successfully stop a vehicle. Not only do we have a variety of both domesticated and wild animals walking through town, but we also have kids out and about. With it being summer vacation, a lot of teens are able to stay out later and walk around. As tragic as this accident was, it would be more so, had a child or young adult been hit, or any person, for that matter.

Speeding to get somewhere faster is a recipe for disaster. You are exponentially increasing your chances to have a terrible day. Forget about car accidents or hitting wildlife. What about a ticket? That’s almost thirty minutes of your day, gone. Well… that

is if police were out giving tickets. I have nothing but respect for our men and women in blue. I know their hands are tied with political ropes. I might respect police officers in general, but I love our MPD. They are a fine bunch of officers and I’m always happy to see them around town.

I do, however, wish we had more officers pulling over some of our more egregious drivers. The U-turns on Myrtle alone, in Old Town, are downright dangerous. I keep asking the city to deputize me. I just need 5-10 blank tickets per week. I will clean up this sloppy driving nonsense.

In all seriousness though, please be careful. Humans and animals are no match for your 2500 lb., plus vehicle.

10th annual Latino Conservation Week starts this weekend

Rep. Grace Napolitano announces retirement; SGV-area Democrat is 86

Latino Conservation Week kicks off this weekend with dozens of events in California and almost 300 meetups across the nation. The program started ten years ago with just 16 events, meant to get the Hispanic community outdoors and motivated to protect the environment.

Juan Rosas, conservation program associate with the Hispanic Access Foundation, said hard-working Californians need to enjoy the state's beautiful parks, mountains, desert and beaches.

"In a generation where technology is winning, and everyone's indoors under fluorescent lights, we're seeing depression rise," he said. "There is a lot of healing when we go outside and get some vitamin D from the sun, breathe fresh air, put our toes in the sand, be able to sit under a tree."

The organizers are pressing President Joe Biden to establish a new Chumash National Marine Sanctuary along the central coast, and to expand the San Gabriel National Monument near L.A. and the Berryessa Snow National Monument up north. Rosas added California's heavily Latino inner cities need more local parks where people can unwind.

"When someone lives up in the hills and has a lot of the money, I mean, they can go walk their dog outside, and they're in it," he explained. "But when you're living in the middle of el barrio in East L.A., we definitely need to see more safe, clean, green spaces for our recreation for the public, for mental, spiritual, emotional and physical health."

Next month, the Hispanic Access Foundation will launch an air-quality monitoring program called "El Aire que Respiramos", which means "The air we breathe." It is a collaboration with the Environmental Protection Agency that will place air-monitoring equipment in Los Angeles, La Mirada, San Bernardino and Thermal.

Rep. Grace Napolitano, D-El Monte, announced her retirement from the U.S. House of Representatives on Saturday at the age of 86.

Napolitano, who has served in Congress for 24 years after a long career in local and state politics, made the announcement at a ribboncutting ceremony Saturday morning for the Grace F. Napolitano Nature Education Center in La Puente.

"This is the only city I have represented for all those years, even before in the state Assembly," she said. "That is why it is fitting that I here today announce the end of this term, which is in 2024 I will be retiring from the United States Congress."

Napolitano represents California's 31st Congressional District, which includes El Monte, West Covina, Covina, Baldwin Park, Azusa, Bradbury, Duarte, Irwindale, South El Monte, Industry, La Puente, Avocado Heights, West Puente Valley, Valinda, Glendora, San Dimas, La Verne and Monrovia.

"I am incredibly grateful for the people of the San Gabriel Valley and the people of Southeastern Los Angeles County for the trust they have bestowed in me to represent them for a quarter century," she said Saturday. "I have lived in this community since I moved to Norwalk, California in 1960. I have seen our region grow with ingenuity that has built some of America's greatest businesses, and

the desire for residents to live in a kind, picturesque, and family-friendly community that has made millions of people move here, build homes, and have their own piece of the American dream.

"I am proud of the work we have done together that has improved this community."

Napolitano ticked off a long list of her accomplishments, including the Gold Line connecting the San Gabriel Valley and East Los Angeles to the rest of the county, and "over 20 highway-rail grade separation projects and 40 grade crossing improvement projects."

She mentioned being the founder and co-chair of the Mental Health Caucus and the National Guard Youth Challenge Caucus in Congress, and expanding water recycling capabilities.

Napolitano also thanked her staff, family, and "the invaluable political supporters who have helped me throughout my career including organized labor, Emily's List, and other women's groups, Latino organizations, and the long list of volunteers who have helped on my campaigns."

"Thank you all so much for being here and this great honor," she said. "My focus has always been representing my district, first; state, second; and nation, third. We still have a year and half more of work to do, and I will give 110% every day fighting for the San Gabriel Valley in the United

States Congress. Thank you, all! God bless!"

Napolitano's congressional colleague Judy Chu, D-Pasadena, was also on hand at Saturday's dedication.

"I knew she was a fighter for her constituents, but it wasn't until I went to Congress and joined her that I really got to see what a fighter she is," Chu said, according to the San Gabriel Valley Tribune. "Thank goodness she's the lead on water because together we were able to secure $20 million in the last two years to help with that cleanup effort — Thanks to Grace."

Napolitano began her political career in 1986 on the Norwalk City Council and was appointed mayor of that city in 1989.

Napolitano was elected to the state Assembly in 1992, and won election to Congress in 1998.

She is the highest-ranking California member of the House Committee on Transportation and Infrastructure, where she currently serves as ranking member on the Subcommittee on Water Resources and Environment That committee oversees the Environmental Protection Agency's Clean Water Act and U.S. Army Corps of Engineers water programs.

Napolitano also serves on the House Committee on Natural Resources, dealing with such issues as conservation, water recycling, desalination and groundwater management.

Riverside area fire roundup: Blazes scorch vegetation, structures countywide

As temperatures rise amid the onset of fire season, a number of fire incidents took place in Riverside County since late last week.

Blaze burns at least 36 acres on east end of Moreno Valley

A brush fire broke out Tuesday in the hills east of Moreno Valley, burning about 36 acres and forcing a partial closure of the Moreno Valley (60) Freeway.

The noninjury blaze was reported shortly before 5 p.m. in the area of the eastbound 60 and Gilman Springs Road, according to the Riverside County Fire Department.

The agency said multiple engine and hand crews were sent to the area, which is known as the Badlands for its rugged terrain, encountering flames moving at a rapid rate through light brush.

There are very few residences in the area.

Cal Fire air tankers and helicopters were summoned to make runs on the brusher.

California Highway Patrol officers shut down the eastbound 60 at Theodore Street in Moreno Valley, forcing motorists to go south through San Jacinto and back to the freeway via Highway 79. Westbound lanes remained open.

As of 8:30 p.m., the freeway was fully open, but Gilman Springs Road south between the 60 and Alessandro Boulevard was blocked.

The fire was 70% contained as of 6:30 p.m.

"With the smoke clearing, our Air Attack had a much clearer view and determined that the fire is currently 28 acres, rather than the initial 60 reported," the fire department tweeted at 6:40 p.m.

Officials followed that up with a tweet at 8:46 p.m. that put the acreage burned at 36.59 acres, and said no further updates were expected until Wednesday morning unless significant activity occurred.

There was no immediate word on how the brusher started.

A brush fire that erupted Tuesday northwest of Lake Elsinore burned 30 acres and threatened a ranch before crews got it partially contained.

The blaze was reported at about 2:25 p.m. in the area of Snake and Lindell roads, near Walker Canyon, according to the Riverside County Fire Department.

The agency said multiple engine and hand crews were sent to the location and encountered flames moving at a moderate rate through medium brush.

Three Cal Fire air tankers and three water-dropping helicopters began making runs on the brusher before firefighters deployed, keeping it away from the ranch that was in the path of the flames.

An evacuation warning had been imminent but was not activated.

As of 6:50 p.m., the brusher was 40% contained. The air tankers were released at 4:55 p.m., with only the helicopters in orbit.

One firefighter suffered an unspecified non-lifethreatening injury and was taken to Inland Valley Medical Center in Wildomar for treatment.

Officials said that in the first two hours of the fire, two to three dozen horses were running back and forth across containment lines in a state of confusion. Depart-

ment of Animal Services officers assisted with corralling the equines.

The cause of the fire was not immediately known.

Blaze scorches 32 acres, burns structures in Mead Valley

A brush fire that erupted Tuesday in Mead Valley scorched 32 acres and damaged structures before it was fully contained hours later.

The non-injury blaze was reported at about 12:40 p.m. in the area of Rider Street and Seaton Avenue, according to the Riverside County Fire Department.

The agency said multiple engine and hand crews — numbering almost 100 personnel — were sent to the location and encountered flames moving at a swift rate through heavy vegetation.

The brusher damaged or destroyed several outbuildings and vehicles as firefighters attempted to establish tentative containment lines with the aid of two Cal Fire air tankers and a waterdropping helicopter.

At 2 p.m., the fire's forward rate of spread was stopped.

Fire displaces two families from Monte Azul Apartments in Indio

Two families were displaced early Tuesday after an apartment in Indio became fully involved in fire.

Fire crews responded at 5:15 a.m. Tuesday to the

Monte Azul Apartments in the 82000 block of Dr. Carreon Boulevard, according to the Riverside County Fire Department. One apartment was fully involved in fire as firefighters arrived on the scene.

"(The) American Red Cross was requested to assist two apartment units with families displaced by the fire," fire officials wrote in a statement at 6:34 a.m. "The first unit has one adult and three children and the second unit has two adults."

By 8:30 a.m., the fire was contained to the center unit and there was smoke damage to five attached units, according to fire officials.

No injuries were reported. The cause of the fire was not immediately known.

Firefighters extinguish house fire in Palm Desert

A fire at a house in Palm Desert Monday evening was contained to its garage but displaced two adults and three children.

The fire was reported around 6:35 p.m. in the 44000 block of San Luis Drive, near Fred Waring Drive, according to the Riverside County Fire Department.

Firefighters arrived at the scene and discovered a one-story house with visible light smoke showing from the garage.

The flames were knocked down with crews clearing the scene shortly before 8

5:37 p.m. the fire's forward rate of spread was stopped at 35 acres.

At 9:10 p.m., officials reported the fire was 100% contained by lines of cleared vegetation and firefighters planned to remain at the scene overnight watching for hot spots and strengthening those containment lines. The cause of the fire was not immediately known and no injuries were immediately reported.

Two adults, a child and a pet were displaced Monday due to an attic fire on a multifamily dwelling in Indio.

Firefighters responded at 7:08 a.m. Monday to the 82800 block of Davis Drive to a report of a fire in the attic of a multifamily dwelling, according to the Riverside County Fire Department.

By 7:22 a.m., the fire was contained to the attic and the American Red Cross responded to assist two adults, a child and a pet who were displaced.

No injuries were reported.

The Imperial Irrigation District and Southern California Gas Company were requested to the scene, according to fire officials.

The cause of the fire was not immediately known.

Firefighters put out 35-acre fire in Jurupa

Firefighters from the Riverside County Fire Department battled a brush fire in Jurupa Valley Saturday.

The fire was reported around 4 p.m. Saturday near the intersection of Granite Hill Drive and Lindsay Street.

Blaze Burns three acres, threatens building in San Jacinto

A brush fire that broke out Friday on the west end of San Jacinto scorched roughly three acres and briefly threatened a building before crews got it partially contained.

The noninjury blaze was reported at 5:30 p.m. in the area of North Sanderson and Cottonwood avenues, according to the Riverside County Fire Department.

Multiple engine crews from the Riverside County Fire Department, Soboba Indian Reservation Fire Department and Hemet Fire Department were sent to the location and encountered flames moving at a moderate rate across an open field, according to officials at the scene.

A building, possibly a business, near the intersection of Sanderson and Cottonwood avenues was in the path of the fire, but firefighters got ahead of the flames and prevented them from spreading farther in the direction of the structure, officials said.

As of 6:30 p.m., crews were making steady progress establishing tentative containment lines, keeping the flames within a space bounded by roads. Full containment was expected by nightfall.

The cause of the fire was under investigation.

Blazing heat predicted in Inland Empire for remainder of week

The mercury will hit triple digits throughout the Inland Empire this week, with a heat advisory taking effect Tuesday, prompting the National Weather Service to urge residents to take precautions.

"Beginning Tuesday, SoCal will meet thresholds for significant heat impacts in the deserts and mountains, as well as portions of the Inland Empire," the NWS said in a statement Monday. "It will be in the 90s each day and potentially hotter ... in the Inland Empire, where a Heat Advisory goes into effect Tuesday."

The advisory takes effect at 10 a.m. and continues until 8 p.m. Sunday.

"Take extra precautions if you work or spend time outside," the Weather Service stated. "Drink plenty of fluids, stay in an

air-conditioned room and stay out of the sun."

Temps are likely to be 5 to 10 degrees above average, forecasters said, noting that a ridge of high pressure stalled over Arizona will expand westward, displacing moisture and drying out inland Southern California.

Daytime highs in the Coachella Valley will hover around 115 degrees from Tuesday to the end of the week, with lows only dropping to the mid 80s, according to the NWS.

In the Riverside metropolitan area, the highs from Tuesday to Saturday will peak at or just over 100 degrees, with overnight lows around 65, while in the Temecula Valley, coastal breezes and marine layers will keep the mercury from exceeding 90 for most of the week, with lows falling to around 60, forecasters said.

New trial date for trio accused in burglary-murder at Anza marijuana grow

An Oct. 2 trial date was confirmed Monday for three convicted felons accused of killing a 64-year-old man who interrupted a break- in at his Anza home, where he was cultivating cannabis for sale.

Jody Lynn Came Miller, 48, of Rancho Cucamonga, James Max Robinson, 42, of San Bernardino, and Jesse Robert Thurbush, 32, of Victorville allegedly killed James Cidney Brown in 2019.

All three are charged with murder, attempted murder, burglary, attempted robbery and false imprisonment, with special circumstance allegations of killing in the course of a burglary and killing during the commission of a robbery.

Miller is additionally charged with sentenceenhancing gun and great bodily injury allegations.

The trio was originally slated for trial in April, but one of the defense attorneys

declared an undisclosed conflict that required a postponement. During a status hearing Monday at the Southwest Justice Center in Murrieta, Riverside County Superior Court Judge John Monterosso conferred with the prosecution and defense regarding a new schedule for proceedings, and all sides agreed on the first week of October.

Miller is being held without bail at the Smith Correctional Facility in Banning, while her two co-defendants are each being held without bail at the Byrd Detention Center in Murrieta.

According to sheriff's Sgt. Wally Clear, the trio, and possibly others who have yet to be identified, allegedly forced their way into Brown's home in the 39000 block of El Toro Road on the night of Nov. 3, 2019.

When the victim confronted them, the defendants

allegedly opened fire with handguns, killing him on the spot, according to investigators.

Clear alleged Brown was using his property to illegally cultivate marijuana, and the defendants evidently intended to steal raw and processed product. It is unclear how much they allegedly carried away.

The victim's remains were discovered hours later.

After Central Homicide Unit detectives searched the grounds, the illegal grow was razed, and all remaining cannabis was seized and destroyed, according to Clear.

The investigation spanned almost 18 months before Miller and Thurbush were identified as alleged perpetrators and arrested in April 2021. Robinson was taken into custody weeks later.

According to court records, all three defendants have prior burglary convictions.

Fundraiser started for children of couple killed in French Valley jet crash

County board approves funding for 8 homeless shelters

Afundraiser seeking donations for the benefit of five children whose parents were killed in a French Valley executive jet crash was underway Tuesday, with a goal of raising $150,000.

Manuel Alberto Caleb Vargas Regalado, 32, and his wife, Abigail Tellez Vargas Regalado, 33, both of Temecula, were among six people fatally injured in the accident in the predawn hours Saturday.

"The sudden and unexpected passing of Manny and Abigail have impacted so many people, and (they) will be missed by so many, especially their children," wrote Monique Bettencourt, a self-identified family friend.

According to Riverside County sheriff's officials and the Federal Aviation Administration, the aircraft crashed on approach to Runway 18 at French Valley Airport about 4:15 a.m. Saturday, bursting into flames in the area of Auld and Briggs roads.

The Riverside County Board of Supervisors on Tuesday approved $7.6 million of federal funding for eight new shelter projects across all five supervisorial districts.

The county describes its Homeless Action Plan as "a five-year timeline that identifies areas to address homelessness" with the goal of increasing "emergency shelter beds" across the region by 25%.

The county anticipates it will surpass that goal by creating a total of 241 new emergency shelter beds, which is 28% more beds than are currently available for unhoused residents countywide, officials said.

Man awaiting trial for murder charged in separate killing in Thermal

A34-year-old man charged in a July 2020 killing of a man whose body was found inside a burned vehicle in Thermal was behind bars Wednesday.

Ruben Corria Esquivel Jr. of Coachella was charged with one felony count each of murder, arson on a property, having a fire explosive, and possessing ammunition in addition to two felony counts of being a convicted felon and narcotic addict in possession of a firearm, according to court records.

He also faces a sentenceenhancing allegation of discharging a firearm causing great bodily injury and a special-circumstance allegation of having more than one offense.

Deputies responded at

about 2 a.m. July 18, 2020, to a vehicle fire on Pierce Street near Airport Boulevard, according to Riverside County Sheriff's Sgt. Ben Ramirez.

Ramirez said that after firefighters extinguished the blaze, the body of Luis Pinedo, 34, of Mecca, was found charred inside and homicide investigators were called to the scene.

Pinedo's death was initially deemed suspicious by the sheriff's department, which upgraded it to a homicide investigation July 20, 2020, after medical examiners discovered evidence of "homicidal violence," Ramirez said.

"Arson investigators determined the fire to be asphalt and located a discernible fire pattern from a poured liquid on the asphalt, leading

to the vehicle," RSCD Master Investigator C. Mendoza wrote in a declaration in support of Esquivel's arrest warrant. "At Autopsy, Pinedo was found to have sustained a single gunshot wound to the left side of the head and believed to be dead before being burned."

The Riverside County coroner's office was able to identify the body as that of Pinedo by using dental records, according to the department.

At around 11:30 a.m. Tuesday, Esquivel was identified as the suspect in Pineda's death, Ramirez said.

He was identified as the suspect through interviews, phone analysis, call records and social media records, according to Mendoza.

Esquivel was allegedly found with severe burns on his chest, face and arm the morning after being at the same ranch where Pinedo was visiting family the night of his murder.

Mendoza said that a review of the phones in his possession allegedly showed photos of his burned face and online searches for burned vehicles, dead bodies and homicides in Riverside County.

Esquivel is currently awaiting trial for a separate murder case in which he's accused in the Feb. 21, 2020, shooting of a 42-year-old man in Indio. He was arrested July 24, 2020, and remains held at the Robert Presley Detention Center in Riverside on $1 million bail.

Though an arraignment date for the July 2020 Thermal murder case has not been set yet, his next court appearance will be Thursday for the February 2020 Indio homicide.

On May 9, Cervantes filed a petition in Riverside Superior Court seeking dismissal of a 2015 misdemeanor DUI conviction stemming from an arrest in Moreno Valley.

In that case the she was arrested by the CHP at 2:20 a.m. on Sunday, Sept. 28, 2014, on the eastbound San Gabriel River (60) Freeway at the Frederick Street off-ramp in Moreno Valley, about a mile from the apartment she listed on the citation as her home address, according to media reports.

Cervantes pleaded guilty and admitted to a sentencing enhancement stating she had a blood alcohol level of 0.15 or greater. She was sentenced to three years' probation, 10 days of electronic monitoring

and ordered to attend a three-month first-time DUI offender's class. She was also fined $2,541.

Judge Timothy Hollenhorst granted the request for dismissal on May 19.

Cervantes has held the Ward 2 seat on the Riverside City Council since 2021. Ward 2 includes the UC Riverside campus and

Sycamore Canyon Wilderness Park.

She is currently a candidate for the 58th District seat in the state Assembly.

On her campaign website, Cervantes describes herself as "a mom, businesswoman, and longtime community leader who currently represents Ward 2 on the Riverside City Council."

According to Eliott Simpson of the National Transportation Safety Board, the person sitting in the pilot seat was a certified commercial pilot, though it wasn't specified which of the six victims that was.

Shortly before the twin-jet plane was scheduled to land, a marine layer enveloped the area with low visibility, said Simpson.

"The pilot reported to air traffic control that he was going to perform a missed approach, which generally happens when a pilot can't see the runway," Simpson said at a Saturday evening news conference.

The Cessna Citation C550 business jet crashed about 500 feet short of the originally intended landing runway, and most of the plane, with the exception of the tail, was consumed by the fire.

Tellez-Vargas was a real estate agent, according to her Instagram profile, and

Vargas-Regalado was her husband and a pilot. Lenders was also a pilot, according to his Instagram profile.

In an Instagram post, one of Lenders' friends with username @hanroeck said, "Riese, you were such a bright light in my life the last 12 years," adding, "I'll always think of you when I see an airplane up above."

A friend of Tellez-Vargas and Vargas-Regalado, Bre'Andrea Jones, uploaded a post on Instagram saying, "Some people, I don't know, I guess I expect them to live forever.

"My heart continues to ache with pain for the kids, I don't even want to believe that this unfortunate situation happened to y'all," Jones

added.

Tellez-Vargas and VargasRegalado leave behind five children with the youngest being a one-year-old, according to Tellez-Vargas' Instagram profile.

The NTSB planned on spending possibly two days investigating at the scene along with representatives from the FAA and Cessna.

A preliminary report was expected in 14 business days, and a final report was expected in 12 to 18 months, Simpson said.

On July 4, a student pilot was killed and three other people were injured when a Cessna 172 crashed while departing the airport. That crash also remains under investigation.

AN UNCODIFIED ORDINANCE OF THE CITY OF PASADENA EXTENDING CERTAIN LAND USE RELATED DEADLINES FOR ENTITLEMENTS GRANTED IN COMPLIANCE WITH TITLE 17 (ZONING CODE) AND TITLE 16 (SUBDIVISIONS)

WHEREAS, on March 30, 2020, the City Council adopted Resolution No. 9774 which ratified the Third Supplement to the Declaration of Local Emergency Authorizing the City Manager to Suspend Limits to Time Imposed by the Pasadena Municipal Code; and

WHEREAS, pursuant to that authority, the City Manager approved a Suspension of Certain Time Limits Imposed by the Pasadena Municipal Code related to land use matters approved prior to July 1, 2020, which had the effect of extending such permits by an additional 12 to 24 months, which time has now passed; and

WHEREAS, on March 5, 2023, the Pasadena Public Health Department terminated the local public health emergency for COVID-19 which granted the authority to suspend time limits in the municipal code; and

WHEREAS, even with the extension provided above, the City

of Pasadena recognizes that the local economy and investors in the City continue to face economic uncertainty due to lingering postpandemic challenges such as supply chain issues, labor shortages, and dramatic increases in construction costs, as well as interest rates which have been repeatedly risen to combat inflation arguably fueled by pandemic-era injections of cash into the economy; and NOW THEREFORE, the People of the City of Pasadena ordain as follows:

SECTION 1. Land use related deadlines for active entitlements granted as of the date that the ordinance is in effect, that have previously been granted all applicable entitlement extensions, in compliance with Pasadena Municipal Code, Title 17 (Zoning Code) and Title 16 (Subdivisions), are extended by 24 months, as shown in Exhibit 1, attached hereto, and incorporated by this reference.

SECTION 2. This Ordinance shall not be codified.

4. Acceptance or Rejection of Bids. The City reserves the right to reject any and all Bids, to award all or any individual part/item of the Bid, and to waive any informalities, irregularities or technical defects in such Bids and determine the lowest responsible Bidder, whichever may be in the best interests of the City. No late Bids will be accepted, nor will any oral, facsimile or electronic Bids be accepted by the City.

5. Contractor License. At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor must possess a California contractor license or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Bidder must possess the following license(s):

• a. Pursuant to Section 3300, of the Public Contract Code, the classification of the bidder’s Contractor’s License shall be “Class A”

Failure of a bidder to obtain adequate licensing at the time the contract is awarded shall constitute a failure to execute the Contract and shall result in the forfeiture of the Bidder’s Bond.

• b. For federally funded projects, the Contractor shall be properly licensed at the time of award.

The successful Bidder will not receive a Contract award if the successful Bidder is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Bid, declare the Bid Bond as forfeited, keep the Bid Bond’s proceeds, and exercise any one or more of the remedies in the Contract Documents.

6. Subcontractors’ Licenses and Listing. At the time of the Bid Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California contractor license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work. When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, California Department of Industrial Relations contractor registration number, and portion of the Work). In addition, the City requires that the Bidder list the dollar value of each Subcontractor’s labor or services. The City’s disqualification of a Subcontractor does not disqualify a Bidder. However, prior to and as a condition to award of the Contract, the successful Bidder shall substitute a properly licensed and qualified Subcontractor— without an adjustment of the Bid Amount.

7. Permits, Inspections, Plan Checks, Governmental Approvals, Utility Fees and Similar Authorizations: The City has applied and paid for the following Governmental Approvals and Utility Fees:

All other Governmental Approvals and Utility Fees shall be obtained and paid for by Contractor and will be reimbursed based on Contractor’s actual direct cost without markup. 8. Bid Forms and Bid Security: Each Bid must be made on the Bid Forms obtainable from the City’s Bidding website listed in the paragraph 1 above. Each Bid shall be accompanied by a cashier’s check or certified check drawn on a solvent bank, payable to “City of Glendale,” for an amount equal to ten percent (10%) of the total maximum amount of the Bid. Alternatively, a satisfactory corporate surety Bid Bond for an amount equal to ten percent (10%) of the total maximum amount of the Bid may accompany the Bid. Said security shall serve as a guarantee that the successful Bidder, within fourteen (14) calendar days after the City’s Notice of Award of the Contract, will enter into a valid contract with the City for said Work in accordance with the Contract Documents.

9. Bid Irrevocability. Bids shall remain open and valid for ninety (90) calendar days after the Bid Deadline.

10. Prevailing Wage Resolution. Bidders are hereby notified that in accordance with the provisions of the Labor Code of the State of California, the City Council of the City has ascertained and determined by Resolution No. 18,626 (as amended), the general prevailing rate of per diem wages of a similar character in the locality in which the Work is performed and the general prevailing rate for legal holiday and overtime Work for each craft or type of worker needed in the execution of agreements with the City. The project will provide three (3) units reserved for very-low income households. The applicant is requesting three concessions/incentives for reduced interior setbacks, increased maximum allowed lot coverage, and reduced required common outdoor space; and two waivers for reduced required landscaped open space and not providing the required additional open space. The existing two detached garages on the project site and the existing one-story house at 538 North Kenwood Street (built in 1922 and altered in 1928) will be demolished. The project site includes two adjoining lots totaling 15,000 square feet in area (0.34 acres), located in the R-1250 (High Density Residential) zone. The project qualifies for reduced parking inclusive of guest and handicapped spaces and tandem spaces under the State Density Bonus Law and GMC 30.36.090. The project will provide a total of 22 parking spaces in a new one-level subterranean parking garage.

ENVIRONMENTAL DETERMINATION: Pursuant to Title 14 of the California Code of Regulations (CCR) Section 15164, an addendum to the adopted Mitigated Negative Declaration (MND) was prepared to address project modifications.

HEARING INFORMATION:

Corona woman serving life for murder gets 7 more years for running fraud ring

ACorona woman serving a life term for murdering her mother was sentenced Monday to an additional seven years for running a $2 million COVID-19 unemployment fraud scheme from behind bars that used stolen identities, some belonging to other inmates.

Natalie Le DeMola, 38, is now incarcerated at the California Institution for Women in Corona and is eligible for parole in July 2026 for her murder conviction.

U.S. District Judge John Walter ordered her to serve her seven-year federal prison sentence consecutive to her state term. He also ordered

DeMola to pay $933,181 in restitution, according to the U.S. Attorney's Office.

DeMola and a dozen others were charged last year with using stolen identities to fraudulently obtain unemployment benefits — including pandemic relief funds — mostly during the second half of 2020.

The indictment names various defendants in 31 bank fraud counts and seven aggravated identity theft counts.

DeMola and her co-conspirators "would acquire the PII (personal identifying information), such as the names, dates of birth, and Social Security numbers, of individuals, including identity

theft victims, who were not eligible for UI benefits, including pandemic benefits, because they

were employed, retired, or incarcerated," according to the document.

Members of the

conspiracy used the information to make fraudulent online applications for benefits from the California Employment Development Department. Once the applications were approved, they received EDD-funded debit cards that allowed them to withdraw money from ATMs across Southern California.

The leaders of the ring were DeMola and Carleisha Plummer, 33, of Los Angeles, a close prison associate of DeMola's until Plummer's parole in July 2020, federal prosecutors said.

DeMola pleaded guilty in March in Los Angeles

federal court to charges of bank fraud, aggravated identity theft and conspiracy to commit bank and wire fraud.

Plummer pleaded guilty to one count of conspiracy to commit wire fraud and bank fraud, and one count of aggravated identity theft. She faces up to 32 years in prison at her October sentencing hearing, prosecutors said.

Earlier this month, the 13th and final defendant to plead guilty in the case was sentenced to four months in home detention. Mykara Robinson, 25, of Los Angeles, pleaded guilty to one federal count of bank fraud.

Police seek sex offender wanted in Riverside, Kings counties

Authorities are searching for a 61-year-old sex offender who failed to return to a Jurupa Valley facility after receiving medical treatment at a hospital late last month, Riverside police announced last week.

Ron Anthony Coates, who is currently under a conservatorship in Kings County, was taken to Riverside Community

Hospital on June 29 for an unknown condition and subsequently discharged, police said.

The next day his conservator noticed he had not returned and reported him missing to the Riverside Police Department.

“We have since learned Ron Coates was placed Riverside County to be evaluated for competency to stand trials for attempt-

ed murder and sexual assault in Kings County, as well as being a registered sex offender,” police said. “Kings County has issued a felony bench warrant for Ron Coates’ arrest.”

Coates is described as a Black and Native American adult male, standing 5 feet, 6 inches tall, weighing approximately 150 pounds with black hair and brown eyes. He was last seen on

June 30 leaving Riverside Community Hospital.

Authorities asked anyone who sees Coates or knows of his current whereabouts in Riverside to contact the Riverside Police Department's Public Safety Communications Center at 951-354-2007.

"If you see him elsewhere, please contact your local law enforcement agency,” the RPD advised.

Riverside soccer coach admits sexually assaulting girls

Ayouth soccer coach who sexually assaulted a female player and another girl in Riverside pleaded guilty Tuesday to multiple felony charges.

Jordan Russell Cohen, 29, of Riverside admitted five counts of lewd acts on a child and four counts of sexual penetration with a foreign object in a plea that was entered directly to Riverside County Superior Court Judge John Molloy.

Prosecutors objected to the plea, but Molloy overruled the objection and scheduled a sentencing hearing for Aug. 30 at the Riverside Hall of Justice. He indicated a sentence of two years, eight months in state prison for Cohen.

The defendant remains free on a $20,000 bond.

According to Officer Ryan Railsback of the Riverside Police Department, in January 2020, detectives were informed

that Cohen, who previously taught soccer to children in the Orangecrest community, sexually abused a player, identified in court documents only as "Jane Doe," on several occasions when she was under 16 years old.

The circumstances behind the encounters were not disclosed.

Railsback said that following a two-day investigation, members of the police department's Sexual Assault-Child Abuse

Unit took the coach into custody without incident at his residence on Magnolia Avenue.

Another victim, also not identified, came forward after Cohen's arrest but no details were provided regarding the circumstances, including whether she was also a soccer player.

The defendant has no documented prior felony convictions in Riverside County.

Retrial underway for man accused in 2008 Palm Springs financial killing

A40-year-old man accused of killing a Palm Springs retiree in 2008 was afflicted with "a feverish need for money," so he devised a plan to murder and defraud, a prosecutor said Monday during opening statements in the man's retrial — while the defendant's attorney said his client is not guilty because law enforcement failed to assess real evidence and fell into an "illogical trap of confirmation bias."

Daniel Garcia is charged with one felony count each of murder, conspiracy to commit a crime, using the personal identity information of another to obtain credit, and using a forged instrument. He is also charged with three felony counts of burglary, two of grand theft over $950 and one misdemeanor count of receiving stolen property, according to court records. He additionally faces a special circumstance allegation of murder for financial gain and a sentenceenhancing allegation of fraud or embezzlement.

Garcia was convicted in 2012 with Kaushal Niroula, 41, in the 2008 Palm Springs killing of Clifford Lambert, and both were sentenced to life terms. But they were granted new trials because of the behavior of the judge in the original trial. Niroula was killed at the Cois Byrd Detention Center on Sept. 6, 2022.

Co-defendants Miguel Bustamante, 40 and David

Replogle, 74, were first convicted in 2011, resulting in sentences of life in prison without the possibility of parole. However, they appealed their verdicts based on appeals successfully lodged by Garcia and Niroula.

Replogle, on Aug. 11, 2022, and Bustamante, on June 14,were convicted again but have yet to be sentenced. Both defendants faced the same felony charges as Garcia and were both found guilty on all but one felony count of grand theft over $950, which they both had dismissed.

Replogle is set to be sentenced Tuesday and Bustamante on Aug. 11.

Other co-defendants are Russell Manning, who is now dead, and Craig McCarthy, who pleaded guilty in 2010 to felony charges.

Deputy District Attorney Robert Hightower told the jury Monday morning that the six defendants allegedly teamed up to take advantage of and kill Clifford Lambert, who was fatally stabbed in the kitchen of his Palm Springs home on Dec. 5, 2008, for financial gain.

He told jurors that Lambert was on an online dating site, where he met Garcia, who was living in Sacramento at the time.

"Daniel Garcia was afflicted with a feverish need for money. Cliff Lambert had it. Daniel Garcia wanted it. So he

devised a plan from rejection and greed, but he couldn't do it alone," Hightower said. "To execute that plan he (enlisted) a fellow con man to help him murder and defraud Clifford Lambert."

Hightower took jurors through a timeline of events between April 2008 and March 2009, starting from the point Garcia and Lambert met online until Garcia was arrested.

After meeting online,

information, which was used to upgrade a flight back home and angered Lambert, Hightower said.

The plan is believed to have taken motion in November 2008, when Replogle and Niroula flew to Palm Springs to allegedly recruit Manning to pose as Lambert in the scheme, according to Hightower.

In early December 2008, Niroula allegedly posed as an attorney, called Lambert to tell him that he was inheriting a large amount of money, and set up a meeting with him for Dec. 4, 2008, when McCarthy and Bustamante broke into his home and armed themselves, but didn't follow through with anything.

Niroula set up a second meeting for the following day at Lambert's home and at some point when they were in the living room, Niroula excused himself and walked to the kitchen, where he allegedly let McCarthy and Bustamante in through the side door, Hightower said.

Lambert's body started to be found in 2016, when pipeline workers found a jawbone along Templin Highway in Castaic, Hightower said. His skull was found near the same area in 2017.

Garcia's defense attorney Stephen P. Jones told jurors that the evidence will show his client was also a victim, not to murder, but to confirmation bias.

"What we believe the real evidence will actually show here is that law enforcement and the people dug up four or five pieces of facially attractive, but as it turns out, totally unreliable evidence," Jones said. "From that point forward they all made all their further assumptions based on them, and most especially, in regards to Mr. Garcia's involvement."
