By law, the American Hotel in downtown Los Angeles is supposed to be reserved for residents who can’t afford to live anywhere else. For decades, the building was a haven in the city’s sky-high housing market, where artists, musicians and people down on their luck could rent rooms for about $500 a month. At the end of the day, longtime tenants would hang out at Al’s Bar, a legendary punk and alternative rock venue on the ground floor where bands like the Red Hot Chili Peppers played long before they sold out stadiums.
But amid the largest homelessness crisis in the nation, the American’s owner has turned the building into a boutique hotel where tourists can book rooms for as much as $209 a night.
And the city has done nothing to stop him.
Long before Los Angeles
Mayor Karen Bass declared a housing emergency last year, city officials recognized that affordable housing was vanishing and sought to address it by making it difficult for developers to scoop up the residential hotels whose single-room dwellings were the only places many people
could afford. Residential hotels consist of small, bare-bones rooms, some with shared bathrooms and most with no kitchens, in aging downtown buildings and roadside motels.
In 2008, the LA City Council passed an ordinance to place strict limits on the conversion of more than 300 such build-
ings, totaling nearly 19,000 rooms (about 15% of the city’s lowest-cost housing units today).
But seven years later, the American’s new owner, Mark Verge, called the residents to a meeting. He said he planned to remodel the crumbling building and, according to
tenants, offered to pay them to move. For months before the meeting, rumors had swirled around the American, said Jomar Giner, a barista who lived there until late 2014.
The main topic on everyone’s mind, she said, was: “They’re going to ask us to move, but where are we going to live?”
McGraw Commissioners Pg 28Many of the American’s residents said they took Verge up on his offer, unaware that his plan to eventually turn the American into a tourist hotel was supposed to be illegal under the residential hotel law. The conversion disrupted a tight-knit community that had lived at the hotel for years — including at least one person who said he ended up sleeping in his car.
Under the law, Verge was required to compensate the city for the loss of affordable housing by either building replacement units or paying into a fund for housing construction. In Verge’s case, that could have cost more than $10 million. But like many landlords, Verge did neither of those things, and the city Housing Department didn’t compel him to, even though the law provides for $250-per-day fines and jail time for violators.

scope legal representation to about 2,400 households. But with COVID-era tenant protections lifting and more residents facing eviction, county supervisors said they want to expand the program to ensure tenants have legal representation if they are
facing the loss of their homes.
"The Center for American Progress estimates that nationally, only 10 percent of tenants facing eviction in the County have legal representation, compared to 90 percent of landlords," the motion states.

The proposed $69 billion deal was announced in January 2022, but sparked antitrust concerns and fears of dampening competition for Microsoft's Xbox gaming console. The FTC announced in December it was launching a legal challenge to the block the sale, saying Microsoft had a history of "acquiring and using valuable gaming content to suppress competition from rival consoles." That challenge is being heard in an FTC administrative proceeding.

The Golden State haspermanently expunged an unprecedented 11 million criminal arrest records in the first six months after the implementation of a criminal-justice reform bill - according to data just released by the California Department of Justice.
Assembly Bill 1076 required the state DOJ to automatically clear eligible records for people with arrests but not convictions, for people with convictions on most crimes that did not carry a prison sentence, and for those who have successfully completed their sentence.

thing that we've been working on for five years," said Jordan. "And we weren't sure about implementation and how quickly the DOJ would work. But 11 million records - by all accounts -is the largest automatic expungement in the history of America, given that short timeframe."
After the bill passed in 2019, the state developed software to analyze the records and began the expungements last summer, providing relief to 2.1 million people in the first six months.
In California, an estimated 8 million people have an arrest or conviction on their record and face thousands of legal restrictions to jobs, housing and more.
Jordan said everyone
benefits when people living with a conviction or arrest can participate fully in the economy.
"This is the anti-crime jobs bill," said Jordan. "You know, if people are working, if they can get apartments, they're not going to commit crime. If people are being able to take care of their kids, have the money to buy groceries, can pay their car notes, can pay their light bills, they're not in the streets."
Before 2019, the expungement process in California was complex, expensive and slow because of a backlog.
Another bill, AB 1331, created a database that allows the DOJ and the court system to exchange information more efficiently.

Funeral services were pending Monday for Andrea Evans, a veteran soap opera actress who had extended tenures on ABC's "One Life to Live" and NBC's "Passions." Evans died Sunday at her Pasadena home after a battle with breast cancer, casting director Don Carroll told The Hollywood Reporter. She was 66.Evans rose to fame for her portrayal of Tina Lord on "One Life to Live," a role she played beginning in the late 1970s and continued off and on until 1990. Suspect arrested in connection with fatal Glendale shooting
A 42-year-old man was being held without bail Thursday for allegedly gunning down a man in Glendale last month. Adis Poghosyan, of Northridge, was arrested Monday in connection with the June 23 shooting that occurred in the 1200 block of Mariposa Street, according to the Glendale Police Department. Officers responded to the shooting scene around 5:30 p.m. June 23 and found a 35-year-old man, whose name has not been released, suffering from a gunshot wound, police said. He was taken to a hospital, where he was pronounced dead. It was unclear what led investigators to identify Poghosyan as the suspect, but he was arrested Monday following "an extensive multi-agency search," police said.

Burbank police said Saturday they are investigating a shooting that left a local man hospitalized with multiple wounds. The shooting was reported about 10:40 p.m. Friday in the 500 block of East San Jose Avenue, north of Glenoaks Boulevard, according to a Burbank Police Department press release. Arriving officers found evidence of a shooting in the north alley of East San Jose Avenue between Sixth Street and Glenoaks Boulevard, police said. As more officers arrived, they located a man in the alley suffering from multiple gunshot wounds and began rendering aid.

Man, woman charged in fatal Long Beach drive-by shooting
A man and a woman have been charged with murder in connection with a drive-by shooting in Long Beach that killed a 12-year-old boy and injured a 14-year-old girl, District Attorney George Gascón announced Monday.
Reshawn Jonae Strother, Destenee Sheree Scipio and a third person whose name was not released drove to the area of Hill Street and Lewis Avenue on March 9 where they fired numerous shots at three victims, killing a boy and wounding a girl, Gascón said. Strother, 20, is accused of being the shooter. He is charged with one count of murder, three counts of attempted murder, one count of conspiracy to commit a crime, one count of unlawful firearm activity, one count of carrying a loaded firearm, one count of assault with a semi-automatic firearm.
A 27-year-old man pleaded guilty and has been sentenced to 13 years in prison for stabbing another man in Santa Ana two years ago, according to court records obtained Monday. Alan Herbey CadenaParra stabbed the 44-year-old victim at about 6:25 p.m. Feb. 25, 2021, in the 200 block of North Clara Street in Santa Ana, according to police. Witnesses told police they saw two men running after the victim and summoned plainclothes detectives nearby for help, police said. The detectives radioed for uniformed officers, who were able to track down Cadena-Parra, police said. The motive for the attack was not known.
A 24-year-old Fountain Valley woman was booked on suspicion of animal abuse at an Anaheim daycare/boarding business in Anaheim, police said Friday. Michelle Navarrete was booked Thursday and released when she posted $20,000 bail, according to Anaheim police Sgt. Jon McClintock. Orange County Animal Care officials notified police on Wednesday about allegations of abuse for the business in the 4500 block of East Eisenhower Circle, McClintock said. Navarrete worked at the business for about three years. It is unclear how many dogs may have been allegedly abused, McClintock said.

A juvenile was rescued from an inaccessible area of the Palm Springs Tramway Sunday. Firefighters from the Riverside County Fire Department responded to a report of a juvenile with a medical emergency at around 12:45 p.m. Sunday. They hiked approximately 3.5 miles to the juvenile's location because wind conditions didn't allow for a helicopter hoist, according to the fire department. The condition of the juvenile was not immediately known.

Authorities Sunday were looking for possible additional victims of sexual assault by a doctor in Riverside. Doctor Sam Sannoufi was initially arrested on June 27 on suspicion of sexually assaulting a victim during an exam. He was booked and later released on $1 million bail, according to the Riverside Police Department. Sannoufi was re-arrested Friday after additional victims came forward with similar allegations of sexual assault, police said. He was booked into the Robert Presley Detention Center, where he was being held without bail. Sannoufi is the owner of Timeless Skincare Laser Clinic and Primary Care Family Practice, both located at 6900 Brockton Ave.

A motorist was seriously injured Wednesday when he lost control of his SUV and overturned on a Temescal Valley street. The crash
happened around 1:25 p.m. on Knabe Road, near Desert Acacia Lane, according to the California Highway Patrol. The agency said the Toyota 4Runner was traveling at high speed when it went out of control and rolled at least twice on the four-lane road, losing two wheels in the process. Corona Fire Department crews reached the location minutes later and discovered the driver, whose identity was not released, trapped in the wreckage.

Mall underway.
Crews began the demolition of the former Montgomery Ward building's exterior at the Carousel Mall. Passersby could easily notice the building being taken down. In the two months since the ceremony marking the start of the project to demolish the mall, crews have been working to remove materials from the inside of the mall in preparation to demolish its exterior structure. The Carousel Mall, which encompasses over one million square feet, is being systematically stripped of all materials in its interior. This includes debris, fixtures and equipment, and hazardous materials such as asbestos and fireproofing. The non-hazardous material is separated by type, so that as much of the material as possible can be recycled.

At 12:32 a.m., officers were in the area of 900 block of South Fifth when they heard a vehicle on the freeway making a loud grinding noise. The vehicle exited the freeway and stopped in a parking lot. A male driver and female passenger were outside the vehicle inspecting the damage to the vehicle when the officers contacted them. The driver displayed symptoms of being under the influence of alcohol. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.
At 3:29 a.m., a caller in the 100 block of North Myrtle reported a disturbance. The officers discovered that a male and female were involved in an argument that escalated to domestic violence. The female assaulted her boyfriend, which resulted in minor injuries. She was arrested and taken into custody.
At 10:08 a.m., an officer was patrolling the 500 block of West Huntington when he located a stolen vehicle parked. This investigation is continuing.
At 5:07 p.m., an employee from a business in the 1600 block of South Mountain reported a female subject stole items and fled. Officers arrived and detained the female. The stolen property was recovered and returned. The female was arrested, issued a citation and released at the scene.
At 5:18 p.m., officers were dispatched to a business in the 600 block of West Huntington regarding a theft. The area was checked for the suspect, but the subject was not located. This investigation is continuing.
At 5:20 p.m., a victim in the 100 block of North Myrtle called to report that her exboyfriend punched her in the chest. This investigation is continuing.

At 11:46 a.m., a busi-
ness in the 400 block of South Myrtle called to report an intoxicated subject was harassing customers. Officers contacted the subject, who has a history of mental illness and intoxication. A computer check showed the subject had an outstanding warrant. He was arrested and taken into custody.
At 9:56 p.m., an employee of a clothing store in the 1600 block of South Mountain reported a male adult walked out of the store with merchandise without paying. Officers stopped the subject outside the store and returned the stolen property. The suspect was arrested and taken into custody.
July 1
At 1:09 a.m., while patrolling the 1500 block of South Myrtle, officers saw a vehicle commit a traffic violation. Officers conducted a traffic stop and noticed that the driver displayed signs of being under the influence. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.
At 2:47 a.m., a resident in the 1100 block of South Fifth reported an adult male subject bathing nude in the complex jacuzzi. Officers arrived, but the subject was gone prior to officers’ arrival. This investigation is continuing.
At 11:46 a.m., an officer patrolling the 1600 block of South Myrtle saw a vehicle commit a vehicle code violation. The officer attempted a traffic stop, but the vehicle failed to yield for several blocks before finally pulling over. Additional officers responded. For officer safety, the driver was ordered to exit the vehicle several times. She refused and then tried to restart the ignition. Officers physically removed her from the vehicle to prevent any further attempts to leave. The driver fought against the officers before finally being subdued and handcuffed. After being handcuffed she spat at the arresting officer several times. She was arrested and taken into custody.
At 1:05 p.m., a family disturbance was reported in the 600 block of South Magnolia. A second call reported that a family member was heavily intoxicated, removed all of their clothes, and was destroying a fence in the backyard. When officers arrived the subject had broken through several fences and was in a neighbor’s backyard. MFD responded to provide medical attention. The subject was transported to a medical facility for a mental evaluation.
At 2:56 p.m., a resident in the 1900 block of South Peck called to report that a window on his vehicle had been smashed and the ignition tampered with. This investigation is continuing.
At 3:05 p.m., a victim in the 1800 block of South Peck called to report that a window on his vehicle had been smashed. Investigation revealed that this was also an attempted GTA. This investigation is continuing.
At 4:51 p.m., an officer on patrol near the intersection of Ivy and Lime was flagged down by a woman who reported a possible stalker. Officers searched the area and located the subject. An investigation revealed the victim and suspect are in an on-again-off-again relationship. The male suspect followed the female from Los Angeles. The suspect was found to be in possession of drug paraphernalia. He was arrested and taken into custody.
At 8:18 p.m., while patrolling the area of Myrtle and Huntington an officer located an adult male subject who appeared to be in distress. He contacted the subject and found him to be intoxicated and unable to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.
At 8:26 p.m., the manager of a clothing store in the 600 block of West Huntington reported a male adult subject left the store with merchandise without paying. Officers arrived, located the subject, and returned the stolen merchandise. The subject was arrested and tak-
en into custody.
At 11:28 p.m., a female adult in the 400 block of South Myrtle walked to her parked car, where she was confronted by her ex-boyfriend who has been stalking her. He forced her into the backseat of her own car and locked the child locks on the driver's door. She quickly jumped into the front passenger seat and escaped to a nearby business. Officers searched the area for the suspect but were unable to locate him. This investigation is continuing.

At 12:43 p.m., an officer responded to a residence in the 300 block of West Magna Vista Avenue regarding a burglary investigation. Sometime between June 13 and June 25, someone smashed a glass door and ransacked the home. They fled with the victim’s purse.
June 26
At 3:10 p.m., officers responded to a residence in the 1800 block of South Santa Anita Avenue regarding an attempted burglary. Surveillance footage captured three suspects attempting to enter the home. The resident was home at the time and scared them off before they could enter. The male suspects fled in a silver Dodge van.
At 4:27 p.m., an officer responded to 82 E. Las Tunas Dr. regarding a commercial burglary investigation. Surveillance footage captured a female suspect inside the business after she forced her
way in, possibly by prying open the side door. The loss is unknown. She is described as a White female in her 30s with tattoos on her left upper arm.
At 6:06 p.m., an officer responded to 24 Hour Fitness, located at 125 N. First Ave., regarding a commercial burglary investigation. Four male victims reported their lockers had been broken into and their wallets and car keys had been stolen. The incident occurred between 5 p.m. and 6 p.m.
At 5:40 p.m., an officer responded to a residence in the 400 block of West Leroy Avenue regarding a burglary investigation. Sometime between June 23 and June 26, unknown suspect(s) smashed a rear glass door and ransacked the home. The loss is unknown.

At 6:50 p.m., an officer responded to a residence in the 800 block of South Golden West Avenue regarding a battery investigation. The victim stated a neighbor, a 67-yearold female from Arcadia, approached him and swung a bag of trash at the victim, hitting him in the head. The victim was uninjured, and the suspect was gone by the time the officer arrived.

At 9:42 p.m., an officer responded to a residence in the 100 block of West Wistaria Avenue regarding an audible alarm activation. The officer determined unknown suspect(s) smashed the rear sliding glass door and fled without ransacking the
home. The loss is unknown.
At 7:25 p.m., an officer responded to a parking lot at The Shops at Santa Anita, located at 400 S. Baldwin Ave., regarding a battery investigation. The victim stated she was approached by the suspect, a former friend of hers, who spontaneously chased and punched the victim in the back of the head. The victim was able to flee. The 22-year-old female from Arcadia was located, arrested, and transported to the Pasadena City Jail for booking.

At 6:02 a.m., an officer responded to Quickly Café, located at 171 E. Live Oak Ave., regarding a commercial burglary investigation. Surveillance footage captured three suspects smashing the front glass door and stealing the register. All three suspects were wearing hooded sweatshirts and face masks.

At 12:22 p.m., an officer responded to Arcadia Donuts, located at 34 W. Las Tunas Dr., regarding an investigation of an assault. A store employee stated the suspect, a known transient, began throwing rocks at the business and the employee when he was not given free food. The 52-year-old male transient from Monrovia was arrested and transported to the Arcadia City Jail for booking.

Southern California’s world-famous car culture is evolving yet again. This time, who will reap the benefits?
From hot rods to Hondas, car ownership has become practically necessary for navigating everyday life in the sprawling communities of Los Angeles County. Vehicle ownership has increased by almost 25% in the region since 2000. While having more cars around is good news for auto shops like mine, it’s taken its toll on commuters and the environment.
Just ask anyone driving home on I-10 after a long day of work. As they sit in gridlocked traffic, their cars emit greenhouse gasses into nearby communities and consume up to a quarter gallon of fuel every 15 minutes at idle, costing consumers money. Increased use of cleaner technologies — hybrids and zero-emission vehicles (ZEVs) which consume very low energy at idle — has gradually brought down auto emissions over the last two decades. But the high costs to acquire these new rides mean most California families may never afford to make the switch.
I, along with a proposed bill from our state’s legislature, hope to change that. I am the owner and operator of Magnetomotive, LLC, an auto shop specializing in converting traditional, gas-fueled vehicles into fully electric ZEVs.
The bill — SB 301 — would use money from the state’s existing clean air efforts to provide $4,000 rebates to people who convert their cars to ZEVs. Referred to as the ZeroEmission Aftermarket Conversion Project, this initiative would alleviate some of the financial burden brought on by car conversions and help reduce greenhouse gas emissions statewide.
Incentives to increase the use of ZEVs are not uncommon in California. Between the Clean Vehicle Rebate Program, Clean Cars 4 All and the Zero-Emission Vehicle Program, the state has invested hundreds of millions of dollars to accomplish this goal. But these programs require Californians to purchase brand new vehicles in order to participate. SB 301 provides new lanes to ZEV access through the cars that drivers already own.
For the average driver, this could mean avoiding historically high prices at the gas pump. For some of the 800,000 commuters driving to and from LA County each day, this is an opportunity to decrease their carbon footprint. And for those living closest to our busiest corridors, this is a reprieve from the auto pollution that has afflicted their communities for years.
It’s clear California’s automotive future is emission-free. But as long as cost remains a barrier to entry, only a select few will be able to fully embrace it. Let’s support pathways for more access to ZEVs for all and make sure everyone has a chance to get up to speed.

The local news and social media have been ablaze with multiple stories about a deceased bear found on a Monrovia woman’s front lawn. On Saturday, Amy Spada heard a loud noise at approximately 10:30 p.m. Not long after, there was police activity outside so Mrs. Spada went outside to investigate. Monrovia officers informed her that a bear had been hit by a car, was potentially injured, aggravated and hiding in nearby bushes.
Later that night, Mr. Spada was awakened at approximately 1:30 a.m., by a moaning sound. He peered down from his balcony and saw the injured bear and phoned the police. By the time the police arrived, the bear had already died from its injuries. Imagine the surprise of Mrs. Spada, the next morning, when she took her dog out for a walk and found a dead bear on her lawn with police tape around it.
Later, the police covered the bear with a sheet until the Department of Fish and Wildlife could come to retrieve the corpse of what
looked like a juvenile bear. Turns out, the CDFW couldn’t come to get the animal’s corpse until Monday. The bear remained on the Spada’s lawn for almost 24 hours before the Pasadena Humane Society removed it, even though bears don’t fall under their jurisdiction.
I’m not sure how the accident occurred. The driver of the car was reportedly driving 45 mph on Foothill Blvd. Thankfully, the driver of the car was not injured. However, the driver’s car was severely damaged, as was the poor bear. There has been no information given regarding the driver and if they were impaired in any way. I’m sure we all hope that this was just a beary very sad turn of events for the poor bear. Please do not read too much into my comments. I am in no way inferring that the driver was impaired. I’m sure the experience was extremely traumatic for the driver. How scary that must have been! And then to know the bear died must have made them feel awful.
Again, this is not a dig at the driver, but people, please slow down! Speed limits are
in place for our safety. While we all go a wee bit over the posted speed limit, anything more severely changes the amount of time needed to successfully stop a vehicle. Not only do we have a variety of both domesticated and wild animals walking through town, but we also have kids out and about. With it being summer vacation, a lot of teens are able to stay out later and walk around. As tragic as this accident was, it would be more so, had a child or young adult been hit, or any person, for that matter.
Speeding to get somewhere faster is a recipe for disaster. You are exponentially increasing your chances to have a terrible day. Forget about car accidents or hitting wildlife. What about a ticket? That’s almost thirty minutes of your day, gone. Well… that
is if police were out giving tickets. I have nothing but respect for our men and women in blue. I know their hands are tied with political ropes. I might respect police officers in general, but I love our MPD. They are a fine bunch of officers and I’m always happy to see them around town.
I do, however, wish we had more officers pulling over some of our more egregious drivers. The U-turns on Myrtle alone, in Old Town, are downright dangerous. I keep asking the city to deputize me. I just need 5-10 blank tickets per week. I will clean up this sloppy driving nonsense.
In all seriousness though, please be careful. Humans and animals are no match for your 2500 lb., plus vehicle.
Latino Conservation Week kicks off this weekend with dozens of events in California and almost 300 meetups across the nation. The program started ten years ago with just 16 events, meant to get the Hispanic community outdoors and motivated to protect the environment.
Juan Rosas, conservation program associate with the Hispanic Access Foundation, said hard-working Californians need to enjoy the state's beautiful parks, mountains, desert and beaches.
"In a generation where technology is winning, and everyone's indoors under fluorescent lights, we're seeing depression rise," he said. "There is a lot of healing when we go outside and get some vitamin D from the sun, breathe fresh air, put our toes in the sand, be able to sit under a tree."
The organizers are pressing President Joe Biden to establish a new Chumash National Marine Sanctuary along the central coast, and to expand the San Gabriel National Monument near L.A. and the Berryessa Snow National Monument up north. Rosas added California's heavily Latino inner cities need more local parks where people can unwind.
"When someone lives up in the hills and has a lot of the money, I mean, they can go walk their dog outside, and they're in it," he explained. "But when you're living in the middle of el barrio in East L.A., we definitely need to see more safe, clean, green spaces for our recreation for the public, for mental, spiritual, emotional and physical health."
Next month, the Hispanic Access Foundation will launch an air-quality monitoring program called "El Aire que Respiramos", which means "The air we breathe." It is a collaboration with the Environmental Protection Agency that will place air-monitoring equipment in Los Angeles, La Mirada, San Bernardino and Thermal.

Rep. Grace Napolitano, D-El Monte, announced her retirement from the U.S. House of Representatives on Saturday at the age of 86.
Napolitano, who has served in Congress for 24 years after a long career in local and state politics, made the announcement at a ribboncutting ceremony Saturday morning for the Grace F. Napolitano Nature Education Center in La Puente.
"This is the only city I have represented for all those years, even before in the state Assembly," she said. "That is why it is fitting that I here today announce the end of this term, which is in 2024 I will be retiring from the United States Congress."
Napolitano represents California's 31st Congressional District, which includes El Monte, West Covina, Covina, Baldwin Park, Azusa, Bradbury, Duarte, Irwindale, South El Monte, Industry, La Puente, Avocado Heights, West Puente Valley, Valinda, Glendora, San Dimas, La Verne and Monrovia.
"I am incredibly grateful for the people of the San Gabriel Valley and the people of Southeastern Los Angeles County for the trust they have bestowed in me to represent them for a quarter century," she said Saturday. "I have lived in this community since I moved to Norwalk, California in 1960. I have seen our region grow with ingenuity that has built some of America's greatest businesses, and
the desire for residents to live in a kind, picturesque, and family-friendly community that has made millions of people move here, build homes, and have their own piece of the American dream.
"I am proud of the work we have done together that has improved this community."
Napolitano ticked off a long list of her accomplishments, including the Gold Line connecting the San Gabriel Valley and East Los Angeles to the rest of the county, and "over 20 highway-rail grade separation projects and 40 grade crossing improvement projects."
She mentioned being the founder and co-chair of the Mental Health Caucus and the National Guard Youth Challenge Caucus in Congress, and expanding water recycling capabilities.
Napolitano also thanked her staff, family, and "the invaluable political supporters who have helped me throughout my career including organized labor, Emily's List, and other women's groups, Latino organizations, and the long list of volunteers who have helped on my campaigns."
"Thank you all so much for being here and this great honor," she said. "My focus has always been representing my district, first; state, second; and nation, third. We still have a year and half more of work to do, and I will give 110% every day fighting for the San Gabriel Valley in the United
States Congress. Thank you, all! God bless!"
Napolitano's congressional colleague Judy Chu, D-Pasadena, was also on hand at Saturday's dedication.
"I knew she was a fighter for her constituents, but it wasn't until I went to Congress and joined her that I really got to see what a fighter she is," Chu said, according to the San Gabriel Valley Tribune. "Thank goodness she's the lead on water because together we were able to secure $20 million in the last two years to help with that cleanup effort — Thanks to Grace."
Napolitano began her political career in 1986 on the Norwalk City Council and was appointed mayor of that city in 1989.
Napolitano was elected to the state Assembly in 1992, and won election to Congress in 1998.
She is the highest-ranking California member of the House Committee on Transportation and Infrastructure, where she currently serves as ranking member on the Subcommittee on Water Resources and Environment That committee oversees the Environmental Protection Agency's Clean Water Act and U.S. Army Corps of Engineers water programs.
Napolitano also serves on the House Committee on Natural Resources, dealing with such issues as conservation, water recycling, desalination and groundwater management.

“That is illegal by statute and problematic for several reasons,” because residential hotels are supposed to be for the city’s lowest-income people, said Deepika Sharma, a housing law professor at the University of Southern California. “These are the folks struggling the most.”
It’s a staggering loss considering the severity of LA’s affordable housing shortage and what it would cost to replace 800 dwellings: more than $475 million at the current average cost of nearly $600,000 for the construction of a single affordable unit.
Some hotels have done little to hide their boutique transformations, advertising “expertly crafted” cocktails in a lobby bar and “a whimsical home away from home” for $270 a night. The hotels list rooms on their websites, on travel platforms like Expedia and Booking.com and on outdoor signs.
The American says on its website that the hotel in LA’s Arts District provides “affordable options for guests who are looking to make the most of their visit to the city of angels without blowing their entire vacation budget.”
Yet none of the 21 hotels, including the American, have received clearances from the city that would indicate they’ve replaced the low-cost housing they’ve taken off the market, Housing Department records show. Nor have the owners taken the other option of paying the fee to the city’s Affordable Housing Trust Fund. And none have been fined or prosecuted for failing to comply.
LA Housing Department director Ann Sewill referred questions to her staff. “We need to enforce it better,” said Greg Good, a senior policy adviser at the agency. “We’re working 24/7 to get there, and we’ve got to get better.”
Verge — who founded Southern California’s go-to apartment listing service, Westside Rentals, before selling it to CoStar Group, the parent company of Apart-
ments.com — insisted he was unaware of the residential hotel law and of the American’s inclusion on the city’s residential hotel inventory. “I don’t know about this magical list,” Verge said, though records show the city informed his lawyer that the American was residential after he bought the hotel in 2013.
Verge said he has been paying the city’s hotel tax for years and noted that he has openly advertised the American as a hotel. “Do you know how many banners I’ve put on that thing?” he said. “I definitely don’t think I’m violating any law.”
The story of how Verge was able to convert the American into a tourist hotel underlines the city’s failure to preserve affordable housing — and how easily landlords have avoided the law.
“One of the Most ProTenant Ordinances”
Today, more than one in 10 unhoused people in the U.S. — some 75,000 people — live in Los Angeles County. Far beyond downtown’s Skid Row neighborhood, tents and tarps are jammed together under bridges alongside overflowing shopping carts, broken-down bicycles and blankets. Men and women wrap themselves in ragged blankets under the overhangs of grocery stores and strip malls. They spread bedrolls in parks and next to the stars of celebrities on Hollywood Boulevard.
The human misery on display across the city made homelessness the central issue in the 2022 mayoral race and drove Bass to proclaim a housing emergency on her first day in office.
But in reality, the emergency has been coming for a long time. Nearly two decades ago, LA officials foresaw that rapid gentrification would eat away at residents’ ability to live in the city. Residential hotels were rapidly being converted to condos.
So, in 2008, the City Council voted to preserve the hotels with a law. LA’s thenhousing director Mercedes Márquez — who now leads the mayor’s effort to combat homelessness — called it at the time, “without question, one of the most pro-tenant
ordinances to come before the City Council in its entire history.”
City officials drew up a list of 336 hotels, using the state’s legal definition of a residential hotel: a building of six or more units that are the primary residences of their guests. Some were traditional single-room occupancy buildings with shared bathrooms. Others were motels with various claims to fame. One was the hotel where singer Janis Joplin was found dead; another served as the site of Julia Roberts’ apartment in the final scene of “Pretty Woman.”
By the time of the ordinance, the once-grand downtown hotels that served travelers in the early 20th century and the roadside motels that catered to midcentury motorists had fallen out of fashion with tourists. City officials determined they were being used as living spaces for local residents, not tourist accommodations.
The new law strictly limited what residential hotel owners could do with their properties. But Márquez and the city attorney’s office assured councilmembers it would stand up in court: A nearly identical San Francisco law had been upheld by California’s Supreme Court in 2002, and the U.S. Supreme Court had reviewed the case, affirming the state’s power to decide such issues. Márquez signaled that enforcement would be stringent.
City councilmember Bill Rosendahl, who strongly supported the ordinance, asked Márquez somewhat tongue-in-cheek questions about a prime beachfront property in his district that had been designated as a residential hotel.
“My God, I could tear that down and build high-end condos and move in the rich. Does this stop me from doing that?” Rosendahl asked.
“Pretty much,” Márquez replied.
The law “is designed to make it difficult,” although not impossible, for owners to convert their buildings into condos or tourist hotels, Márquez told the City Council. Owners would first have to
apply to the Housing Department for approval. They would then have to either replace all the residential housing units or pay a fee, set at the acquisition cost of nearby property plus the cost of constructing 80% of the replacement dwellings.
Márquez referred an interview request to the mayor’s press office, which did not make her available. And she did not respond to emailed questions.
“I would think the owners would find it quite onerous,” Gary Painter, an economist who specializes in housing at USC, said in a recent interview. “Anything that makes it harder for them to fully exercise their options on their real estate, they’re going to be upset about.”
Many hotel owners are indeed unhappy with the residential hotel designations. Ray Patel, who heads the North East Los Angeles Hotel Owners Association, said the law was an unfair attempt to shift the burden of LA’s housing problems onto hotel owners. “The city was trying to avoid the elephant in the room: how difficult it is to build housing,” he said. “There’s too much red tape.”
But in adopting the law with no opposition, the City Council decided that limiting hotel owners’ property rights was in the public interest because the loss of residential hotel rooms had become a housing emergency that affected elderly, disabled and low-income people “who are least able to cope with displacement in the Los Angeles housing market.” The council predicted that “unregulated conversion or demolition of residential hotels would lead to an unacceptable and socially harmful increase in homelessness.”
The ordinance allowed owners to appeal their designations by submitting tax records, housekeeping reports and guest registration records to prove their buildings had operated as traveler hotels. Patel, who owns the Welcome Inn on old Route 66 — Colorado Boulevard in the Eagle Rock neighborhood — said he submitted reams of paperwork, got his
motel off the list and helped others to do the same. About 100 properties were removed, though others have since been added. The city’s most recent list contains more than 300 hotels.
Some hotel owners have tried to challenge the ordinance in court, arguing that the city’s designation of the motels as residential amounts to an unconstitutional government taking of private property. But last year, a federal judge dismissed one claim, noting that the ordinance falls within the city’s authority to promote residents’ health and welfare. And in 2015, the U.S. Court of Appeals for the Ninth Circuit rejected another hotel’s claim and upheld the ordinance as a “rational” attempt to preserve low-income housing.
Barbara Schultz, director of housing justice at the Legal Aid Foundation of Los Angeles, said the law is wellsettled. Her 2002 lawsuit against the city’s redevelopment agency resulted in a settlement that preserved downtown residential hotels and sparked the city’s interest in an ordinance.
“The city is squandering a great opportunity to have more housing,” Schultz said. Without tight enforcement, she said, “people on the street who could be in housing are not.”
By the time Verge bought the American, the Housing Department had determined it to be a residential hotel in 2008 and again in 2011. City records show Verge’s attorney inquired about the American’s status, and in a 2013 letter, the department confirmed it was subject to the residential hotel law, providing him a copy of the ordinance.
“I don’t even recall anything like that,” Verge said in an interview, asserting that he bought the American because he intended to run it as a tourist hotel.
How Verge Turned the American Into a Tourist Hotel Verge said in an interview that he wanted to buy the American in 2013 because of its rich history and his own memories of hanging out with friends at Al’s Bar. “We were
kids from Santa Monica and liked to go there,” he said. It was, he added, a “different world.”
Al’s Bar, located on the American’s ground floor, rose to fame in the city’s arts and music scene in the 1980s and 1990s as it attracted up-andcoming bands like Nirvana, Hole and Sonic Youth. Some tenants thought of Al’s as their living room where they played pool and drank beer. But it also attracted celebrities. Then-Gov. Jerry Brown and singer Linda Ronstadt once dropped in at Al’s, where graffiti covered the walls and a neon sign near the bar warned, “TIP OR DIE.”
But above all, the American provided cheap housing for people who didn’t have other options. The American, which was originally called the Canadian, was built in 1905 as the one of the only Los Angeles hotels where African Americans were welcome. And ever since, it had been a refuge for people on the margins of society. It was a classic residential hotel that one former tenant dubbed “a flophouse for artists,” offering basic single rooms and shared bathrooms.
At the American, former residents said they needed no application or credit check. A month’s rent would buy a month’s shelter, no questions asked.
When Verge took over, the American was in bad shape. In 2012, a housing inspector had warned the building department that the hotel was in danger of collapsing.
Verge denied offering buyouts to move and said the residents requested relocation payments from him. “I’m not a cash for keys guy,” he said. But seven former residents interviewed by Capital & Main and ProPublica said they had received a buyout offer and knew of others who had as well. A printed notice provided by a former resident says, “the owner of the building would like to offer relocation assistance to anyone already considering a move.” The former residents said Verge also promised that if they were willing to endure the

ALos Angeles County man who was arrested in connection with serial murders targeting strip-club workers in Mexico will remain behind bars throughout his extradition proceedings, a judge ruled Monday.
U.S. Magistrate Judge Karen L. Stevenson ordered Bryant Rivera jailed without bond while extradition proceedings take place in Los Angeles federal court.
Rivera appeared in court, but said nothing, according to the U.S. Attorney's Office.
Rivera, 30, of Downey, was arrested Thursday at the request of Mexican authorities on a femicide charge, authorities said. Femicide has been used to describe the current spate of violence against women in Mexico.
Rivera is accused of murdering at least one sex worker in Tijuana. Mexico may add additional charges when prosecutors submit a formal request for extradi-
tion, according to a criminal complaint.
Rivera allegedly beat and strangled Ángela Acosta Flores to death on Jan. 24, 2022, in a room at Hotel Cascadas, next to the Hong Kong Gentlemen's Club in Zona Norte, a red light district in Tijuana, the complaint says.
Late last year, Baja California Attorney General Iván Carpio Sánchez described the then-unidentified killer of Flores and at least two other Tijuana sex workers as displaying "violent and psychopathic behavior" comparable to serial murderer Ted Bundy.
Flores, 20, had been working as a stripper and occasional prostitute at the Hong Kong bar for about five months, her mother told investigators.
On the night of the murder, the victim texted her mother that she was going with a client to a room at the hotel for 30 minutes.

When the mother began to worry, Flores' boyfriend went to the bar to look for her. He could not find her, but one of the workers said Flores had been with "a male client with a light brown complexion, an acnescarred face," who stood about 5-foot-5 and had brown hair, according to the document.
"The woman added that she knew the victim's client as 'Bryant Rivera,' and that he was a 'gringo,'” the
complaint states.
Flores' mother and boyfriend went to the hotel seeking information, and remained there until learning that a woman had been found dead in room 404, the complaint says.
A dancer at the bar told investigators that she had met with a man matching the suspect's name and description hours before the murder and went to a hotel room with him. She said that at about 10 p.m. that night, she saw the man she knew as Rivera leave the bar with Flores, according to the
complaint.
Just after midnight on Jan. 25, 2022, Rivera returned to the United States on foot at the San Ysidro port of entry, the document states, citing border control records.
The complaint and provisional arrest warrant
for Rivera was placed under seal June 29 by a federal judge in downtown Los Angeles due to the possibility that the suspect "is likely to flee if he learns of the existence of a warrant for his arrest," prosecutors wrote. It was unsealed after Rivera's arrest one week later.
Atotal of 17 homes remainedunder evacuation orders Wednesday in Rolling Hills Estates in response to a landslide that has caused at least 10 of those structures to collapse and prompted the City Council to declare a local emergency in the Palos Verdes Peninsula neighborhood.
The cause of the landslide responsible for the destruction remained a mystery.
Over the weekend, 12 homes along Peartree Lane were red-tagged -- deemed unsuitable for habitation -- due to the landslide that heavily damaged at least 10 of those buildings.
Five more homes were red-tagged Tuesday due to a sewer line rupture caused by the shifting land, Assistant City Manager Alexa Davis told the Southern California News Group.
County fire officials were closely monitoring other homes in the area to ensure they did not begin shifting.
The Rolling Hills Estates City Council unanimously passed a resolution declaring a local emergency in response to the slide on Tuesday night.
"The estimated costs in responding to the Peartree Lane Land Movement Incident are unknown at this time due to the evolving nature of the situation," according to a staff report prepared for the council. "Adoption of this resolution will facilitate the ability for the city to request resources including financial support and reimbursement from the State Office of Emergency Services and Federal Emergency Management Agency for costs incurred for the response of this emergency."
On Monday evening, County Supervisor Janice Hahn and Rolling Hills Estates Mayor Britt Huff met with affected residents. Among the other officials attending was
county Assessor Jeff Prang, who said earlier his office would work with residents to ensure they would not be forced to pay hefty property tax bills for homes and properties that have been largely destroyed.
Prang said his office will be expediting the process of re-assessing the affected properties to prevent any of the owners from receiving hefty tax bills for destroyed homes.
"In a tragedy like this, people have experienced all types of hardships that you don't really think about," Prang said. "One of them is paying taxes on houses or a piece of land that no longer exists. We just need to make sure that we do everything we can do to relieve them of any burdens, especially this financial burden, as quickly as possible. So I'm here to work with the city and county and everyone else to make sure we provide that relief to these residents."
Prang said the county would not provide a blanket waiver of property taxes, but he said the re-assessing of the properties would result in
them having either no or dramatically reduced tax bills due to the damage.
Hahn noted Monday after that the "land has moved 20 feet since I was here in Rolling Hills Estates yesterday afternoon."
"Homes have completely fallen into the canyon now," she wrote on her Twitter page.
Homeowners have been left to basically stand back and watch their houses collapse on themselves and sink into the turf. Hahn noted that some rooftops were now at ground level due to the continued collapse.
The homes were largely considered complete losses, Hahn said.
County Fire Chief Anthony Marrone said fire crews were basically in a holding pattern, simply waiting for the homes to stop sliding or shifting.
"We don't know how long that these homes are going to continue to move," he said. "At this time it's just a holding pattern we're in waiting to see what the final determination is going to be."
Hahn said that after the homes stop sliding, the
homeowners association in the area can bring in geologists and soil experts
to examine the area.
"We think after it's all settled, a good geologist
and soil expert maybe will give us a clue about how this happened and if there's any way of preventing it from happening on some other hillside," Hahn said.
Electricity in the area was turned off Saturday and utility crews made sure no gas or power lines were disrupted, authorities said.
The American Red Cross was helping to find shelter for the evacuated families. Huff said the Red Cross offered hotel vouchers to displaced residents, but most had already made other arrangements.
There have been no reports of any injuries.
Hahn said she reached out to Gov. Gavin Newsom Monday but had not yet spoken to him about the situation. She said she would like to invite him to tour the neighborhood.

Verge said the American had been partially operating as a tourist hotel when he bought it. But five tenants said that wasn’t the case. “They were all residents,” Giner wrote in an email. A photo published in the Los Angeles Times in 2013 shows Verge perched atop a pay phone outside the hotel. Just above him is a sign that reads, “Apartments for Rent,” with the name of his company, Westside Rentals.
Verge had started other hotels, restaurants and bars and seemed to bet that the American’s mystique would lure guests willing to lug suitcases up stairs and share bathrooms for a chance to drink in the hotel’s bohemian past. Graffitied walls, an Al’s sign and a giant mural of LA artist Ed Ruscha adorn the building’s façade, though most of the American’s artist residents and the noise and chaos of the hotel’s heyday are long gone.
For Verge, who once owned racehorses and was briefly the CEO of Santa Anita Park, it was a bet that paid off.
Yet Verge never applied to the Housing Department for permission to convert his new purchase, according to department records. And as he remade the American into a tourist hotel, Verge suffered no legal repercussions for failing to build replacement housing or pay the in-lieu housing fee to the city. Either option would have been costly: In addition to site acquisition, the cost of building affordable housing averaged about $450,000 per unit between 2014 and 2016, according to the Terner Center for Housing Innovation at the University of California, Berkeley.
Even when the American remodel began, it slipped undetected through a key enforcement mechanism in the residential hotel law: The Housing Department must approve building permit applications at residential hotels to ensure the owners aren’t converting rooms into tourist accommodations.
Five times between 2014 and 2018, the American
applied for building permits. Verge repaired a crack in an exterior wall and put a new roof on the building. He remodeled bathrooms and repaired drywall and stucco. But only one permit was ever reviewed for adherence to the residential hotel law, according to building department records.
In 2016, a housing inspector found 32 rooms had been remodeled and a laundry area had been added, noting “permit required.” Records show the inspector didn’t inquire about whether the rooms were redone for short-term guests and never followed up. Verge wasn’t cited for violations of the residential hotel law.
The Housing Department’s code enforcement director Robert Galardi told Capital & Main and ProPublica that the hotel was inspected last November, resulting in “minimal code violations with compliance obtained in a timely manner.” The inspection made no mention of the hotel’s tourist offerings, which the hotel advertises on a sandwich board sign just outside the front door.
Told of the tourist conversion, Galardi said he’d “conduct further investigation.”
The Housing Department has plenty of mechanisms for enforcing the law, yet the city has used hardly any of them — even in the face of what appear to be violations.
The TikTok account of the Hometel Suites in Koreatown features videos of guest rooms and the reception desk as K-pop songs play in the background. Guests can dine on $115 steamed crab dinners at the hotel’s seafood restaurant. Years ago, the Housing Department had determined Hometel — once known as the Hamilton — to be a residential hotel, and in 2008 and in 2011 the department informed the hotel’s then-owners it was subject to the ordinance.
Galardi said his inspectors saw no evidence of short-term rentals at the Hometel when they visited the hotel in May 2019. But at least since March of that year, a three-storytall banner on the façade has shown a family with suit-
cases on a luggage cart and the message “Book your stay today.”
General manager Becky Hong said neither she nor the owner would comment on Hometel’s residential hotel status or city enforcement, and she did not respond to emailed questions.
A review of more than 10,000 pages of Housing Department documents obtained under the California Public Records Act, including inspectors’ notes, correspondence and other enforcement records, along with interviews with housing officials, shows hotel owners have little reason to fear fines or prosecution for violating the residential hotel law.
Logan Altman, the former owner of the Ramona Motel in South Los Angeles, said when he bought the property in 2016, the previous owner had assured him he could rent out rooms on a nightly basis without fear of a city crackdown. “What I heard was enforcement was somewhat lax,” he said. “The seller said he hadn’t had any problems.” And neither did Altman, according to Housing Department records. He sold the motel to a nonprofit housing developer in 2021.
In the past 15 years, LA Housing Department data shows, the city has cited just 17 hotels under the law. However, the city’s recordkeeping seems deficient: Capital & Main and ProPublica found two additional hotels it cited by separately looking through enforcement records provided by the department. Only four of the 21 residential hotels that Capital & Main and ProPublica found marketing rooms to tourists have been given warnings by housing inspectors for residential hotel violations.
A block away from Hometel at the H Hotel, a neon H on the building’s brick façade signals the former East West Hotel’s new hip vibe. A Saturdaynight stay ranges from $200 to $270, and a crystal chandelier hangs above the lobby near a lounge where guests can order brunch and $115 bottles of champagne.
Last year, a housing inspector noted that Nojan Haddadi, the H Hotel’s opera-
tions manager, told him that the property is currently being used as a “transient hotel,” using the legal term for hotels that rent rooms to tourists. But the hotel, which is officially designated residential, never applied to convert to a tourist hotel, Housing Department records show. And there’s no evidence in the records that the department took any enforcement action against the hotel for violating the residential hotel law. Haddadi told Capital & Main and ProPublica that the hotel hasn’t accepted long-term residents since 2019. He said he didn’t know if the hotel was violating the law but noted that the hotel’s management has asked the city to remove its residential designation. The H Hotel’s owner, Mike Barry, declined to answer questions, citing advice from his attorney.
When asked why the Housing Department hasn’t enforced the law against the H Hotel, Galardi noted that his inspector was barred from entering without an administrative warrant. Haddadi said the hotel had been instructed by its attorney not to let inspectors in. Galardi wrote, “Moving forward, staff will conduct further investigation regarding tourist units.”
Throughout the inspection records, a pattern emerged: Hotel owners or their attorneys could dodge city regulators simply by refusing to consent to inspections without a court order.
The department could obtain such warrants, but Galardi said that its inspectors have not secured them — to enter either the H Hotel or others whose owners have barred inspectors.
Even when city inspectors have attempted to enforce the law, their efforts have proved futile because they haven’t always followed up to ensure compliance. Between 2016 and 2018, LA housing inspectors ordered the owners of the Studio Lodge, Hyland Inn, Central Inn Motel and Top Hat Motel to either return their rooms to residential use or obtain the required clearances to convert them.
But after inspectors said they’d return to ensure the violations were corrected,
attorney Frank Weiser, who represented the Hyland, the Central Inn and the Top Hat, sent letters to the Housing Department that said they would not be allowed to reenter without administrative warrants. Housing department enforcement records show no evidence that inspectors obtained warrants — even though the hotels were also cited for fire safety and electrical issues that inspectors rated as “high severity” violations.
And until recently, travelers could still book rooms online at any of the three hotels.
The owner of the Central Inn and the manager of the Top Hat said they had recently begun providing short-term housing funded by local homelessness programs. But the Top Hat manager said the motel still does nightly rentals when there are vacancies, and both acknowledged they’d been offering daily rates until earlier this year. Neither hotel owner answered written questions about whether the nightly rentals violated the residential hotel law. The owner of the Studio Lodge didn’t return phone calls or emails seeking comment.
Weiser, who still represents the Hyland’s owner, said he thinks the hotel corrected its housing code violations. But he said of the residential hotel violations, “The bottom line: There was never any action taken by the city. I think that speaks for itself.”
Sharma, the law professor, who previously advised former LA Mayor Eric Garcetti on housing policy, noted the residential hotel law allows the city attorney to seek court orders to stop building owners from renting to tourists. “I think by even filing against a few buildings, it sends a message to the rest of the buildings that the city is watching,” she said. “That’s how enforcement works in larger scale.”
The residential hotel ordinance also required the Housing Department to file annual reports to the City Council and mayor, informing them of the total number of residential hotel units,
any conversions or demolitions and the department’s enforcement activities. But in response to a public records request, the department told Capital & Main and ProPublica that it didn’t have any of the reports. The city clerk’s office said it has no record of receiving any, and Galardi said he didn’t think the reports were ever compiled.
Good, the Housing Department’s senior policy adviser, said that understaffing is an obstacle to enforcement, pointing out that a single inspector is assigned to all of the city’s residential hotels. “There are significant capacity issues,” he said.
The bleak contrast between the American’s trendy remodel and the city’s homelessness crisis can be seen on the surrounding streets. On one recent day, a man pushed a shopping cart full of plastic bags past the hotel’s sandwich board advertising rooms and suites. On another, a man covered head to toe in dirty blankets stood against a graffitied wall as a tour group admired the art behind him.
As tourists spilled out of the American, many said they were shocked by the seemingly endless tents pitched on downtown sidewalks and were startled to learn that the American was supposed to be reserved for the city’s neediest residents. “I don’t like to hear that,” said Britt Booram, a realtor from Indianapolis as she got into a black van after checking out of the hotel.
Galardi said Capital & Main and ProPublica’s reporting had “gotten the ball rolling” on another potential enforcement tool to shut down short-term rentals in residential hotels: the city’s 2018 Home-Sharing Ordinance, which regulates listings on sites like Airbnb. But it’s rarely been used in the past. The city has fined just two hotels, and the planning department issued warning letters to a third hotel in 2020.
Only one of the three has stopped accepting online bookings. The others continue to advertise residential hotel rooms to tourists.

3.4. California Public Contract Code, § 3300
In accordance with the provisions of California Public Contract Code, § 3300, each Bidder must hold an active A or B at the time of bid submission, except as to joint venture Bidders, who shall be licensed as provided in California Business and Professions Code, §§ 7029.1 and 7028.15(c).
Pursuant to the provisions of §§ 1770 to 1782 of the California Labor Code, the California Department of Industrial Relations has determined the general prevailing rate of wages in the county in which the work is to be done. A copy of the general prevailing rate of wages is on file with the City Engineer and is available for inspection and reference during regular business hours.
3.5. § 4104 of the California Public Contract Code
A Contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of § 4104 of the California Public Contract Code, or engage in the performance of this public works project unless currently registered and qualified to perform public work pursuant to California Labor Code, § 1725.5. It is not a violation of California Labor Code, § 1771.1 for an unregistered Contractor to submit a bid that is authorized by § 7029.1 of the California Business and Professions Code or by §§ 10164 or 20103.5 of the California Public Contract Code, provided the Contractor is registered to perform public work pursuant to § 1725.5 at the time the contract is awarded.
3.6. Department of Industrial Relations
The Contractor must post job site notices prescribed by regulation in accordance with California Labor Code, § 1771.4.
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
Contractors and subcontractors must furnish electronic certified payroll records directly to the California Labor Commissioner’s Office utilizing the Department of Industrial Relation’s electronic certified payroll reporting system.
3.7. Electronic Bid bond

AN UNCODIFIED ORDINANCE OF THE CITY OF PASADENA EXTENDING CERTAIN LAND USE RELATED DEADLINES FOR ENTITLEMENTS GRANTED IN COMPLIANCE WITH TITLE 17 (ZONING CODE) AND TITLE 16 (SUBDIVISIONS)
WHEREAS, on March 30, 2020, the City Council adopted Resolution No. 9774 which ratified the Third Supplement to the Declaration of Local Emergency Authorizing the City Manager to Suspend Limits to Time Imposed by the Pasadena Municipal Code; and
WHEREAS, pursuant to that authority, the City Manager approved a Suspension of Certain Time Limits Imposed by the Pasadena Municipal Code related to land use matters approved prior to July 1, 2020, which had the effect of extending such permits by an additional 12 to 24 months, which time has now passed; and
WHEREAS, on March 5, 2023, the Pasadena Public Health Department terminated the local public health emergency for COVID-19 which granted the authority to suspend time limits in the municipal code; and
WHEREAS, even with the extension provided above, the City
of Pasadena recognizes that the local economy and investors in the City continue to face economic uncertainty due to lingering postpandemic challenges such as supply chain issues, labor shortages, and dramatic increases in construction costs, as well as interest rates which have been repeatedly risen to combat inflation arguably fueled by pandemic-era injections of cash into the economy; and NOW THEREFORE, the People of the City of Pasadena ordain as follows:
SECTION 1. Land use related deadlines for active entitlements granted as of the date that the ordinance is in effect, that have previously been granted all applicable entitlement extensions, in compliance with Pasadena Municipal Code, Title 17 (Zoning Code) and Title 16 (Subdivisions), are extended by 24 months, as shown in Exhibit 1, attached hereto, and incorporated by this reference.
SECTION 2. This Ordinance shall not be codified.

4. Acceptance or Rejection of Bids. The City reserves the right to reject any and all Bids, to award all or any individual part/item of the Bid, and to waive any informalities, irregularities or technical defects in such Bids and determine the lowest responsible Bidder, whichever may be in the best interests of the City. No late Bids will be accepted, nor will any oral, facsimile or electronic Bids be accepted by the City.
5. Contractor License. At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor must possess a California contractor license or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Bidder must possess the following license(s):
• a. Pursuant to Section 3300, of the Public Contract Code, the classification of the bidder’s Contractor’s License shall be “Class A”
Failure of a bidder to obtain adequate licensing at the time the contract is awarded shall constitute a failure to execute the Contract and shall result in the forfeiture of the Bidder’s Bond.
• b. For federally funded projects, the Contractor shall be properly licensed at the time of award.
The successful Bidder will not receive a Contract award if the successful Bidder is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Bid, declare the Bid Bond as forfeited, keep the Bid Bond’s proceeds, and exercise any one or more of the remedies in the Contract Documents.
6. Subcontractors’ Licenses and Listing. At the time of the Bid Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California contractor license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work. When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, California Department of Industrial Relations contractor registration number, and portion of the Work). In addition, the City requires that the Bidder list the dollar value of each Subcontractor’s labor or services. The City’s disqualification of a Subcontractor does not disqualify a Bidder. However, prior to and as a condition to award of the Contract, the successful Bidder shall substitute a properly licensed and qualified Subcontractor— without an adjustment of the Bid Amount.
7. Permits, Inspections, Plan Checks, Governmental Approvals, Utility Fees and Similar Authorizations: The City has applied and paid for the following Governmental Approvals and Utility Fees:

All other Governmental Approvals and Utility Fees shall be obtained and paid for by Contractor and will be reimbursed based on Contractor’s actual direct cost without markup. See Instructions to Bidders Paragraph 14, and General Conditions Paragraph 1.01 for definitions and Paragraph 1.03 for Contractor responsibilities.
8. Bid Forms and Bid Security: Each Bid must be made on the Bid Forms obtainable from the City’s Bidding website listed in the paragraph 1 above. Each Bid shall be accompanied by a cashier’s check or certified check drawn on a solvent bank, payable to “City of Glendale,” for an amount equal to ten percent (10%) of the total maximum amount of the Bid. Alternatively, a satisfactory corporate surety Bid Bond for an amount equal to ten percent (10%) of the total maximum amount of the Bid may accompany the Bid. Said security shall serve as a guarantee that the successful Bidder, within fourteen (14) calendar days after the City’s Notice of Award of the Contract, will enter into a valid contract with the City for said Work in accordance with the Contract Documents.
9. Bid Irrevocability. Bids shall remain open and valid for ninety (90) calendar days after the Bid Deadline.
10. Prevailing Wage Resolution. Bidders are hereby notified that in accordance with the provisions of the Labor Code of the State of California, the City Council of the City has ascertained and determined by Resolution No. 18,626 (as amended), the general prevailing rate of per diem wages of a similar character in the locality in which the Work is performed and the general prevailing rate for legal holiday and overtime Work for each craft or type of worker needed in the execution of agreements with the City. 11. California Department of Industrial Relations ― Public Works Contractor Registration.
Beginning July 1, 2014, under the Public Works Contractor Registration Law (California Senate Bill No. 854 - See Labor Code Section 1725.5), contractors must register and meet requirements using the online application https://efiling.dir.ca.gov/PWCR/ActionServlet?actio n=displayPWCRegistrationForm before bidding on public works contracts in California. The application also provides agencies that administer public works programs with a searchable database of qualified contractors. Application and renewal are completed online with a nonrefundable fee of $300. An application for a Density Bonus Housing Plan for a 15-unit affordable housing project. The project involves construction of a new 12,642 square-foot two-story 14-unit residential building and preservation/rehabilitation of an existing two-story dwelling unit (historic house) located at 534 North Kenwood Street (built in 1913). The project will provide three (3) units reserved for very-low income households. The applicant is requesting three concessions/incentives for reduced interior setbacks, increased maximum allowed lot coverage, and reduced required common outdoor space; and two waivers for reduced required landscaped open space and not providing the required additional open space. The existing two detached garages on the project site and the existing one-story house at 538 North Kenwood Street (built in 1922 and altered in 1928) will be demolished. The project site includes two adjoining lots totaling 15,000 square feet in area (0.34 acres), located in the R-1250 (High Density Residential) zone. The project qualifies for reduced parking inclusive of guest and handicapped spaces and tandem spaces under the State Density Bonus Law and GMC 30.36.090. The project will provide a total of 22 parking spaces in a new one-level subterranean parking garage.
ENVIRONMENTAL DETERMINATION: Pursuant to Title 14 of the California Code of Regulations (CCR) Section 15164, an addendum to the adopted Mitigated Negative Declaration (MND) was prepared to address project modifications.
HEARING INFORMATION:
The Planning Hearing Officer will conduct a public hearing regarding the above project in Room 105 of the Municipal Services Building, located at 633 East Broadway, Glendale, CA 91206 on JULY 26, 2023, at 9:30 am or as soon thereafter as possible. The purpose of the hearing is to hear comments from the public with respect to zoning concerns. The hearing will be held in accordance with Glendale Municipal Code, Title 30, Chapter 30.36.

Los Angeles Mayor Karen Bass on Monday signed an updated declaration of a state of emergency on homelessness to further expedite affordable housing and bring unhoused Angelenos inside.
The mayor's updated declaration comes just six months after she took office, where on day one, she declared a state of local emergency on homelessness.
"Over the first six months of my administration, we've seen thousands of Angelenos come inside and thousands of units expedited," Bass said during a Monday morning press briefing at City Hall. "That's the urgency that must continue with added collaboration and coordination with the City Council in this emergency."
"We are in an emergency every single night," she said, noting that thousands of Angelenos sleep on city streets or in their cars, and up to five Angelenos are "dying on our streets each night."
The homelessness crisis is a matter of "life and death," Bass said.
"While we've made progress, there is absolutely much more work that needs to be done," she said. "That's why we will sign an emergency declaration, an updated emergency declaration, that continues our momentum confronting the homelessness crisis and build more housing in Los Angeles."
The updated declaration will allow the mayor additional "emergency powers" and enhance collaboration with the City Council on
By City News Servicecoordinating and issuing rules, expediting contracting, ordering contracts and ordering emergency service of city employees.
Under the updated declaration, it also expands the criteria needed for the mayor to declare an emergency on homelessness. The City Council will consider renewal of the order every 90 days, and it will end if members do not renew it.
When Bass took office in December, as part of her initial declaration of emergency on homelessness, she launched Inside Safe, a program that led to tents coming down around the city and brought more than 1,300 Angelenos inside motels and other temporary housing.
Bass took a moment to thank the council, LA County
supervisors and her partners for "locking arms" on the issue and confronting the homelessness crisis with urgency.
In addition, the mayor's mandate expedited the building of affordable housing projects and focused efforts to maximize the use of publicly owned land for housing projects.
"We cut red tape and we fast tracked approval," Bass said when talking about how housing developments continue to move forward.
Bass, who was joined by Council President Paul Krekorian and Council President Pro Tempore Marqueece HarrisDawson, said Monday's action will continue "access to tools and powers to make sure that we are using every resources possible at the scale that is needed to save lives and
restore our neighborhoods."
Krekorian expressed his gratitude toward the mayor for addressing the homelessness crisis — which he called the "challenge of our lifetime." The councilman said the mayor and City Council will continue to seek and provide regular updates to "ensure that we're learning as
we go, that we're modifying programs to make them more effective, and to maintain cost efficiencies."
Harris-Dawson added that as the city continues to address the homelessness crisis, they will refine their programs with the goal of developing policy to ensure "everybody is inside."

Adead bear spent nearly 24 hours on a lawn in Monrovia, shocking some residents in the area, before wildlife officials finally retrieved the deceased animal.
A woman, who identified herself only as Yvette to ABC7, said she found the bear outside her home around 12:30 a.m. Sunday.
At first, she thought a burglar might have been trying to break in.
"I went downstairs, opened the door and, lo and behold, there was a huge bear just lying there, breathing (heavily.) I thought it was in labor," Yvette told
ABC7. "I went upstairs, called my friend — she couldn't believe it."
Yvette called the Monrovia Police Department to report the surprising discovery. When officers arrived at the scene, they determined that the animal was already dead.
According to police, the California Department of Fish and Wildlife could not come to pick up the bear carcass until Monday. However the Pasadena Humane Society stepped up and retrieved the dead animal, even though bears are not typically animals they handle.
On Sunday evening
around 7 p.m. the lifeless bear was finally picked up by Pasadena Humane Society personnel.
The cause of the bear's death remains a mystery. Wildlife officials speculate that it could be the same bear that was reportedly hit by a car in the area over the weekend.
Due to the lack of identification tags on the bear, the CDFW was unable to determine its gender or track the animal's previous movements.
In light of recent bear activity in the area, with several sightings reported and the incident involving
the car collision, the CDFW urged residents to take necessary precautions to deter wildlife from entering communities.
Officials stressed the importance of secure trash cans, as bears are often attracted to the smell of food scraps. Additionally, residents were advised not to leave pet food outdoors, clean grills after use and promptly pick up any fallen fruit.
The presence of bears in residential areas is becoming more common as their habitats continue to be encroached upon by human development.
The Los Angeles Department of Water and Power Tuesday formally welcomed George McGraw, a leading expert on water and sanitation, as the newest member of its board of commissioners.
Mayor Karen Bass appointed McGraw and the City Council on June 20 confirmed him as a member of the board. He joined Board President Cynthia McClain-Hill and board members Mia Lehrer, Nicole Neeman Brady and Nurit Katz for his first meeting Tuesday morning.
"George McGraw is internationally known for his water policy expertise
and experience working on issues related to climate change, equity and environmental justice, and ensuring that water is affordable and accessible for all people regardless of income, race or ethnicity," McClain-Hill said in a statement.
"My fellow commissioners and I are excited to have Mr. McGraw join us on the board."

which calculated that allowing millions of people to live without a tap or toilet costs the U.S. economy $8.58 billion every year.

Disgraced former Los Angeles City Councilman José Huizar will be sentenced in December instead of September, federal court documents show.
Huizar pleaded guilty in January to felony charges for using his powerful position at City Hall to enrich himself and his associates, and for cheating on his taxes. He faces multiple years behind bars at a sentencing hearing now scheduled for Dec. 15.
Huizar's attorney, Charles Snyder, requested the hearing be continued from Sept. 25 to the new date due to his current caseload and commitments to other clients and courts across the district.
"I need more time than presently available under the schedule to gather records, prepare a sentencing video, and draft the sentencing
submission, including a response to the yet-undisclosed PSR (pre-sentence report)," Snyder wrote in a submission to the court. He added that he hoped to be on personal leave for two months starting in early September for the expected birth of his child.
The U.S. Attorney's Office did not oppose the request. U.S. District Judge John Walter granted the continuance last week.
"This is a large and complicated matter with significant public interest and potential sentencing exposure," Snyder wrote. "The sentencing submissions (including the PSR) in this case will require lengthy and complex filings necessitating a significant expenditure of time and effort by counsel for all parties."
Huizar, 54, of Boyle Heights, pleaded guilty to one
count of conspiracy to violate the Racketeer Influenced and Corrupt Organizations (RICO) Act and one count of tax evasion.
Huizar represented Council District 14, which includes downtown Los Angeles and its surrounding communities, from 2005 until his resignation in 2020.
In his plea agreement, Huizar admitted to leading the so-called CD-14 Enterprise, which operated as a pay-to-play scheme in which Huizar — assisted by others — unlawfully used his office to give favorable treatment to real estate developers who financed and facilitated bribes and other illicit financial benefits.
Specifically, Huizar and other city officials demanded and accepted cash bribes, casino gambling chips, pros-
titution and escort services, political contributions, flights on private jets and commercial airlines, stays at luxury hotels and casinos, expensive meals, tickets to concerts and sporting events, and other benefits, according to federal prosecutors.
Huizar also admitted to accepting a $600,000 bribe in the form of collateral from a billionaire real estate developer for use to secretly settle a pending sexual harassment lawsuit against Huizar by a former staffer.
In return for Huizar pleading guilty to the two felony counts, prosecutors agreed to seek no more than 13 years in prison for Huizar, who also has agreed to forfeit $129,000 in cash that law enforcement found during a search of his home in November 2018. The govern-
ment has said it also intends to seek more than $1 million in restitution on the city's behalf.
As part of the plea agreement, Huizar has agreed not to oppose a sentence of nine years in federal prison.
