California's homelessness crisis: The precarious poverty of the working poor and seniors

AUniversity of California, San Francisco study released Tuesday—the largest and most comprehensive investigation of the causes and consequences of homelessness in California since the mid-1990s—found that, for most of the study participants, the cost of housing had simply become unsustainable, especially for Black and brown seniors.
Dr. Margot Kushel, director of the University of California, San Francisco Benioff Homelessness and Housing Initiative and the lead researcher of the study, said that many Californians were working and living in poverty until they lost their homes. “Something goes wrong, and then everything else falls apart,” she said.
Researchers looked at eight California counties,
including Los Angeles, to study both rural and urban homelessness, surveyed nearly 3,200 people and conducted 365 in-depth interviews. They found that the state’s homeless population is aging, with 47% of all adults aged 50 or older, and that Black and Native Americans are dramatically overrepresented. Contrary to myths of homeless migration, most were Californians: 90% of participants lost their last housing in California and 75% of participants live in the same county as where they were last housed. Nine out of 10 spent time unsheltered since they became homeless. The median length of homelessness was 22 months.
Furthermore, one in five of those surveyed entered homelessness from an insti-
tution. Of those who hadn’t been in an institution, the majority (60%) had attempted to forestall homelessness by doubling up with family or friends. Participants were disconnected from the job market and services, but almost half were looking for work.
When asked about help sought to avoid homelessness, “People were like, ‘What? What help?’” Kushel said.
Participants had also experienced multiple forms of trauma throughout their life, increasing their vulnerability to homelessness and contributing to their mental health and substance use challenges. California Attorney General Rob Bonta, in partnership with the U.S. Department of Justice, announced Wednesday a $3.8 million settlement with a Riverside skilled nursing facility, Alta Vista Healthcare & Wellness Centre (Alta Vista), and its management company, Rockport Healthcare Services (Rockport), to resolve allegations of Medi-Cal fraud. The defendants are accused of violating the federal Anti-Kickback Statute and False Claims Act, as well as the California False Claims Act, by paying illegal kickbacks to doctors to encourage them to refer Medicaid and Medi-Cal patients to Alta Vista. As part of this settlement, the United States will receive $2.8 million and California will receive $596,700, based on the proportion of losses to state and federal funds.

Statewide information-sharing agreement targets retail crime, AG says

This new partnership signals a robust and genuine commitment shared by the retail marketplace and law enforcement to crack down on these crimes.

In 2022, California passed into law a package of legislation to address retail crime. Bonta said the new agreement advances the intent and purpose of the legislation, which includes:

Retailers and online marketplaces throughout California have signed an information-sharing agreement that targets organized retail crime, which causes billions of dollars in losses each year, officials announced Tuesday.
Organized retail crime
refers to large-scale theft and fraud by individuals or groups that steal retail goods with the intent to resell, distribute or return stolen merchandise for financial gain. In some cases, resale may occur through eBay and other online platforms.

House Speaker McCarthy vows action on abuse of visa program

House Speaker Kevin McCarthy met in Santa Ana Friday with Orange County District Attorney Todd Spitzer and several local congressional representatives, and said he will pursue holding up money for Homeland Security next week if the agency doesn't crack down on the abuse of visas in Chile by people who come to the United States and burglarize homes, then jump bail when caught.
McCarthy said he was alerted to the so-called "burglary tourism" problem when Spitzer, who served as McCarthy's whip in the state Assembly when they were state lawmakers, texted him.
"I'm here today because of a challenge we have here in America," McCarthy said at a news conference outside the district attorney's offices. "I'm here because of an old friend I served with in the state Assembly."
Part of the problem
is that due to an agreement between the U.S. and Chile, anyone applying for a tourist passport does not have to undergo a criminal background check. Instead, they are asked if they have a criminal history, "and obviously they lie," Rep. Young Kim, R-Mission Viejo, said.
The burglary rings are sophisticated and make use of uniforms, camouflage and tools to jam home security systems, McCarthy said. Then they launder the stolen goods through banks in China, he added.
McCarthy, R-Bakersfield, said new laws aren't needed. He said Homeland Security Secretary Alejandro Mayorkas and Secretary of State Antony Blinken already have the authority to crack down on the abuse of the visa program but have so far not done anything.
"My concern is they have not taken the action," McCarthy said.
McCarthy did not
directly respond when he was asked if he had been briefed about reported plans Homeland Security was negotiating with Chile to address the abuse of the visas, but he said, "Why hasn't (Mayorkas) briefed Congress about it?"
McCarthy acknowledged that local congressional Democrats have also supported addressing the issue with Chile. McCarthy said even if Biden administration officials were working on a plan they should still suspend Chile's participation in the program because it would apply pressure on the country to crack down on the abuse.
Mayorkas "shouldn't sit around till the negotiations are done," McCarthy said.
Rep. Ken Calvert, R-Corona, who serves on the appropriations committee, said he will press Mayorkas to do something about the visa abuse.
Spitzer complained that
"100 percent" of the burglars who are arrested and charged fail to show up for court after they are released without having to post bail because authorities cannot access any criminal backgrounds on the defendants.
"They're let out on zero bail and guess what? One hundred percent of the Chileans we have charged,
100% are no-shows at future appearances," Spitzer said.
"Big shocker."
One victim, whose name was not released at the news conference, said her family had home security and house sitters watch their residence when they left town and were still victimized.
"We had lost much
financially, but we also lost our sense of security," she said. "I feel like I'm living a nightmare."
Rep. Michelle Steel, R-Cypress, said the federal government could replace Chile with another country in the special visa program such as Uruguay if Chile won't reform its participation.

Suspected drunk driver killed in crash evading CHP ID'd
The coroner's office Monday released the name of a suspected drunken driver killed after a vehicle pursuit with the California Highway Patrol that ended in a crash involving at least two other cars. Thirty-three-year-old Jesse Ramirez died at the scene, the coroner's office said. The initial call was at 12:06 a.m. Sunday regarded a possible DUI driver on the northbound Arroyo Seco Parkway approaching Fair Oaks Avenue in South Pasadena, the CHP reported. The crash occurred at about 12:45 a.m. at Glenarm Street, where the freeway ends. Three vehicles were involved with five people injured in the crash, the Pasadena Fire Department reported.

Man killed in Golden State Freeway crash identified
A 30-year-old man who was killed in a multi-vehicle crash on the Golden State (5) Freeway in Burbank was identified Tuesday by county authorities. The Los Angeles County Coroner's office identified the victim as Mario Liborio Aguilar. His city of residency was not immediately known. The crash occurred at about 3:05 a.m. Saturday on the northbound freeway, east of Burbank Boulevard, the California Highway Patrol reported. The crash involved at least four vehicles, the CHP said. According to the coroner's office, Aguilar died from multiple blunt traumatic injuries.

CHP nabs stolen vehicle suspect after short foot pursuit in Long Beach
A California Highway Patrol officer suffered minor injuries Sunday chasing down a suspect who was driving a stolen vehicle before crashing it off the Artesia (91) Freeway in Long Beach, authorities said. The officer was taken to a hospital with minor injuries, CHP Officer Stephan Brandt said. The CHP officer spotted the stolen vehicle at 1:43 a.m. going westbound on the 91 Freeway near Long Beach Boulevard and attempted a routine traffic stop, Brandt said. A short pursuit began, and the suspect crashed the vehicle at 1:47 a.m., near the Long Beach Boulevard off-ramp, then ran onto some surface streets, he said. The suspect was quickly taken into custody.

A motorcyclist was killed in a crash with a utility box in Santa Ana Sunday, authorities said. The Santa Ana Police Department received multiple calls regarding a traffic collision in the area of Dyer Road and Bradford Place around 7:52 a.m. Sunday. Police and the Orange County Fire Authority responded to the scene and found a man down in the eastbound lanes of Dyer, west of Bradford. OCFA personnel pronounced him dead at the scene. Based on the preliminary investigation, police said it appeared that no other vehicle was involved in the crash.

Man, 20, charged with firing at vehicle, throwing bottles
Felony charges were filed Tuesday against a 20-yearold man suspected of throwing bottles at a woman, then firing his gun into an occupied vehicle in an unincorporated area of Riverside County near North Shore. David Lemus of North Shore was charged with one felony count of shooting at a vehicle and three felony counts of assault with a deadly weapon to cause great bodily injury, according to court records. He was set to be arraigned Tuesday afternoon at the Larson Justice Center in Indio. Patrol units of the Thermal sheriff's station responded at 6:24 p.m. May 19 near Bay Drive and Miramar Drive to a report of a shooting at an occupied vehicle, according to Sgt. Riverside firefighters .knocked down a secondalarm warehouse fire Sunday in Riverside. The fire ignited at a warehouse at 1782 Third St. at 11 a.m., according to the department. A 33-year-old man from Colton was arrested in Norco on suspicion of robbing someone at gunpoint in a business in the unincorporated area near Corona

This week, the city of San Bernardino Public Works "Tiger Team" descended upon Nunez Park to provide some needed repairs and upgrades to the facility. In less than one day, the bleachers were touched up with paint, all utility poles and light poles were painted, new trash cans were installed, decorative rock was added to landscape beds, trees were planted, and a general clean-up of the area took place. More upgrades will be coming next week to some of the turf areas (which will be converted to droughttolerant landscaping) and a muralist will be adding some vibrant art as well. The city of Ontario’s Ordinance 3231 (Oversize Vehicle Parking) is designed to provide residents with temporary parking for oversized vehicles. At 1:24 a.m., an officer was patrolling the area of Madison and Foothill when he observed a vehicle commit a traffic violation and conducted a traffic stop. The driver displayed symptoms of being under the influence of alcohol. A DUI investigation revealed the driver was driving under the influence. At 9:45 a.m., officers were dispatched to the area of Foothill and Mountain regarding a traffic accident. No injuries were reported.
At 11:17 a.m., a victim in the 400 block of Genoa reported that his necklace was ripped from his neck the day prior. This investigation is continuing.
At 12:37 p.m., officers responded to the 700 block of West Huntington regarding a fight in progress. The suspect's wife and daughter were using a restroom and told him an unknown person was trying to get in the restroom. There was a male subject at the location that the suspect assumed was the person trying to enter the restroom. A confrontation ensued and the suspect pepper-sprayed the male several times. The suspect was arrested, issued a citation and released at the scene.
At 9:00 p.m., a shoplifting was reported in the 700 block of East Huntington. The victim stated approximately $500 worth of merchandise was stolen. The suspect’s vehicle was located and the stolen property was seen inside in plain sight.
Two female adults and a male juvenile were determined to be associated with the suspect vehicle and were located inside of a nearby store. The juvenile admitted to committing the theft and said the two other adults did not have any knowledge of the theft. The adults were determined to be family members of the juvenile. The juvenile was arrested, cited, and released at the scene.
At 1:06 a.m., an officer saw a vehicle stopped in the middle of the road in the 100 block of North Grand. Since the vehicle was blocking the road, the officer approached the vehicle and found the driver asleep behind the wheel. The vehicle's engine was running with the driver's foot on the brake. The driver was contacted and displayed symptoms of being intoxicated. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

At 2:59 a.m., officers responded to the 2600 block of South Myrtle regarding a theft. The victim saw a female suspect steal items from his unlocked security vehicle via a surveillance camera. The female fled the area but was quickly located. The suspect was found to be in possession of the stolen property, drug paraphernalia, and identification documents belonging to others. She was arrested and taken into custody.
At 6:47 a.m., an employee from a business in the 3200 block of South Peck called to report a grand theft. Two days prior an unknown suspect entered the location and claimed to be from a roofing company and was there to pick up an order. The suspect left the location with the order. This investigation is continuing.
At 3:16 p.m., a business owner in the 1800 block of South Myrtle reported that the catalytic converter was stolen from a work truck. This investigation is continuing.

At 4:35 p.m., a resident in the 400 block of Parkrose reported a package was stolen from their front porch. This investigation is continuing.
At 4:37 p.m., a victim in the 900 block of Valley View walked into the MPD Lobby to report a package stolen from their front porch. This investigation is continuing.
At 5:17 p.m. a resident from the 800 block of West Duarte walked into the MPD Lobby to report a domestic battery that occurred days prior. She was involved in an argument with her live-in boyfriend. In the course of the argument, the boyfriend grabbed her by her hair, dragged her outside, and then locked her out of the house. This investigation is continuing.
At 8:24 p.m., a caller in the 600 block of South Shamrock reported that he wanted to harm himself. An officer responded, located the subject and contacted him. It was determined he was a danger to himself. He was transported to a medical facility for a mental evaluation.
June 10
At 12:58 a.m., an officer saw a male subject in the area of Ivy and Walnut who seemed to display symptoms of being intoxicated. The officer contacted the subject and determined that he was unable to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.
At 4:29 a.m., while patrolling the 1800 block of South Alta Vista an officer saw a suspicious vehicle parked facing the wrong way in front of a house that is being remodeled. As he was about to contact the driver, the officer saw bolt cutters and a pry bar on the rear passenger seat. The driver was pretending to be asleep. Additional officers responded to assist. The suspect was arrested and taken into custody.
At 5:16 a.m., officers were dispatched to the area of Primrose and Greystone regarding a subject passed
out at the corner. Upon arrival, the officers determined the subject was too intoxicated to care for his own safety or for the safety of others and arrested him for public intoxication. He was arrested and transported to the MPD jail to be held for a sobering period.
At 8:36 a.m., a victim in the 1000 block of Royal Oaks called to report ongoing fraud on his credit card. This investigation is continuing.
At 2:48 p.m., an employee at a restaurant in the 100 block of West Duarte Rd. called to report that he was assaulted after a verbal argument. This investigation is continuing.
At 3:02 p.m., a manager of a retail pharmacy in the 400 block of West Huntington called to make a delayed report of a theft that occurred several days prior. This investigation is continuing.
At 3:07 p.m., a caller in a business in the 2600 block of South Myrtle reported a possible prowler. Officers arrived and contacted the subject. A computer check showed he had multiple warrants from various jurisdictions, and was also in possession of burglary tools and drug paraphernalia. He was arrested and taken into custody.
At 9 p.m., an officer conducting an extra patrol in the 1600 block of South Myrtle contacted a suspicious person near the children's play area. The subject consented to a search and was found to be in possession of drug paraphernalia and a counterfeit identification card. He was arrested and taken into custody.
At 11:32 p.m., officers were dispatched to the area of Myrtle and Cherry regarding a suspicious vehicle parked in the area. The officers located the vehicle and contacted a subject. The subject was determined to be too intoxicated to care for his own safety or for the safety of others. He was arrested and transported to the MPD jail to be held for a sobering period.

At 12:42 a.m., an officer responded to a parking lot in the 1200 block of South Baldwin Avenue regarding a burglary investigation. Sometime around 12:15 a.m. on June 12, someone cut the lock to a maintenance room door lock. The loss is unknown as of the date of this report.

At 6:28 p.m., an officer responded to REI, located at 214 N. Santa Anita Ave., regarding the investigation of an attempted commercial burglary. Surveillance footage captured two male suspects attempting to enter the store by throwing a rock at the front glass door. The glass did not fully break, and the suspects were unable to enter. They fled on foot. They are described as two males in dark-colored clothing.

At 6:56 p.m., an officer responded to Go-Go Liquor, located at 914 W. Duarte Rd., regarding a battery investigation. The victim stated an argument between her and her boyfriend resulted in the male choking the victim and stealing her cell phone. The 37-year-old male from San Gabriel was gone by the time the officer arrived.
June 14
At 12:45 a.m., an officer responded to a residence in the 100 block of South Santa Anita Avenue regarding a battery investigation. The officer discovered the suspect and his girlfriend were in a verbal dispute when the suspect grabbed his girlfriend by the neck and choked her. The 34-year-old male from Arcadia was gone before the officer arrived. Arcadia Fire Department responded to render aid to the victim.
At 5:20 a.m., an officer responded to Nice Guy Tattoo, located at 602 E. Live Oak Ave., regarding a commercial burglary investigation. Sometime between 12 a.m. and 5:20 a.m., some-
one broke into the tattoo parlor by breaking the front window, and once inside, they tunneled through the drywall to the neighboring business, Noodle House. The loss is unknown.
At 8:08 a.m., an officer responded to Acuity Eye Group, located at 288 N. Santa Anita Ave., regarding a battery investigation. The juvenile victim was in the restroom with her mother when a female suspect threw a glass item, causing a chunk of glass to hit the victim in the leg. The 41-year-old female from South El Monte was arrested and transported to the Arcadia City Jail for booking.
At 1:09 p.m., an officer responded to a residence in the 1400 block of North Baldwin Avenue regarding a residential burglary investigation. Sometime between Oct. 8, 2022 and June 14, 2023, someone shattered a rear sliding door and burglarized the home. The loss is unknown at this time.

At 5:51 p.m., an officer responded to Macy’s, located at 400 S. Baldwin Ave., regarding a robbery investigation. The officer discovered the suspect stole merchandise from the store when he was confronted by loss prevention. During the confrontation, the suspect, a 45-year-old male from Los Angeles, threatened the store employee and pulled out a knife. When officers attempted to arrest the suspect, he resisted and attempted to flee. He was arrested and transported to the Arcadia City Jail for booking.

At 5:41 p.m., an officer responded to a parking lot in the 600 block of West Duarte Road regarding a robbery investigation. The officer determined the suspect stole the victim’s purse from the front seat of her car. The victim attempted to hold onto her purse but the suspect fled with the purse to an awaiting blue SUV. The suspect is described as a Hispanic male, approximately 6-feet tall.

Unless anyone is not paying attention, it doesn’t take a Clarence Darrow to understand that Donald Trump is guilty of serious crimes. But imagine my disgust when I learned that he still can become president of the United States unless or until he is declared formally guilty by a court of law and sentenced to prison.
Considering, however, the chicanery in a lawyer’s bag of tricks, it’s possible that Trump’s legal team will find a way to delay their client’s sentence until he is elected to a second term as president.
If you've been looking for a new job in 2023, you can probably agree with one thing — you're tired. The job application process is primarily online. Hundreds of applicants are able to apply to one job with just a few clicks. Now, there are ghost job postings, and new AI tools candidates must contend with. The market is full of people who were recently laid off. And, companies are considering putting hiring on hold in this uncertain economy.
To cope with job search burnout, some young people are taking a break from looking for a new job. They're finding other ways to fill their time. And, with many living at home for longer, who can blame them?
If you're unemployed and considering a break from your job search, you should keep a few things in mind. First, don't forget that laws require you to be actively looking for a job to qualify for unemployment.
And, if you have been unemployed for a long period of time, you should keep in mind how it may shape outside perception. For example, if you quit a job to take a six month break, employers may
begin to suspect you were fired from your last job. And, they may assume you didn't find another job for six months because you were not a good candidate. This is something many job seekers do not consider until it's too late.
Another pitfall is this: While unemployed, if you take a break from job searching, you may expect your time off to be relaxing. What most people never consider is that unemployment tends to be a very stressful time.
You are likely to be worried about money, housing, and other basic needs.
If you decide to take a break, make it meaningful. In other words, do something that will add to your resume, and that you'll feel proud to share. You might want to go back to graduate school to further your education. You might want to start a business.
You might want to learn a new skill. You might want to do a little consulting. Or, you might donate your time to a local nonprofit.
After quitting my job years ago, I took an around the world, solo backpacking trip. I visited Europe, Asia, and Australia over the course of a few months. It was a great way to disconnect, reset, and refocus.
As you can imagine, it's been a great story to share during job interviews. It helps to explain the transition, and to create an engaging conversation.
It's best to take time off after you receive a job offer. In other words, ask for a start date that is a few weeks out. That will
give you a period of stress free time to unwind after your long search. But, if you do take time off, make it meaningful. What you do with this time will forever be part of your career story.

Pacific Palisades country club to host US Open in 2031; Clark wins narrowly at LA Country Club
On the heels of last weekend's U.S. Open — the first to be held in Los Angeles in 75 years — the United States Golf Association announced Wednesday that the Riviera Country Club in Pacific Palisades will host the 131st U.S. Open Championship in 2031.
"Riviera Country Club is a truly spectacular course that holds a special place in the game's history," John Bodenhamer, USGA chief championships officer, said in a statement. "We are thrilled to bring the U.S. Open back to the site of such historic moments for golf and the USGA and look forward to writing a new chapter in 2031."
The event, scheduled for June 12-15, 2031, will be the fifth USGA championship held at the Riviera Country Club. It played host to the 1948 U.S. Open won by Ben Hogan, the 1998 U.S. Senior Open won by Hale Irwin and the 2017 U.S. Amateur won by Doc Redman. It will also play host to the U.S. Women's Open in 2026.
The club is also the home of the PGA Tour's Genesis Invitational, and it hosted PGA Championships in 1983 — won by Hal Sutton — and in 1995 — won by Steve Elkington.
Riviera will also serve as the host of the men's and women's golf competitions for the 2028 Olympic Games.
The U.S. Open that concluded Sunday at Los Angeles Country Club was
won by Wyndham Clark, giving him his first major championship. The USGA previously announced that the Los Angeles Country Club will host the event again in 2039.
"Los Angeles is our nation's 'City of Champions,' after a successful return of this year's U.S. Open in L.A., I am thrilled that the USGA has chosen our city to host its 2031 Open as well," Los Angeles Mayor Karen Bass said in a statement released by the USGA. "From last year's Super Bowl to the upcoming World Cup and Olympics here, L.A.'s major events create joy and economic development across our city."
Clark shot an even 70 Sunday on the Los Angeles Country Club's North Course, rolling in a short putt on the 18th hole to cap a recordsetting U.S. Open.
Clark and fellow American Rickie Fowler shared a one-stroke lead over McIlroy entering Sunday's play. McIlroy, playing one twosome in front of Clark and Fowler, moved into a share of the lead by birdieing the par-5 first hole. It would prove to be the lone birdie of his round, which also included a bogey on the par-5 14th hole.
Fowler lost his share of the lead when he bogeyed the par-4 second hole, the first of his seven bogeys.

his lead with a birdie on the par-4 sixth hole, then saw his lead drop to one stroke with a bogey on the par-5 eighth.
Clark's lead grew to three strokes when he birdied the par-5 14th hole which McIlroy had bogeyed. The lead dropped back to one with back-to-back bogeys on the 15th and 16th holes, but Clark assured himself of the victory with back-to-back pars on the final two holes, including two-putting from 59 feet, 9 inches, on the 18th hole to complete the tournament at 10-under 270.
"I started off great, and I felt really good and confident about my game," Clark said. "Unfortunately I bogeyed the second hole but I felt like I rebounded well in birdieing the fourth, and got a little unlucky on hole 8, but I just felt like I bounced back and kept my emotions about me.
"I hit some great shots coming down at the end, and although I made a couple bogeys and it seemed like maybe the rails were coming off, I was inside pretty calm. I'm really pleased with myself with how I performed."
Clark was 1-over par for his last nine holes, the first U.S. Open champion to shoot over par on the back nine on the final round since Justin Rose in 2013.

"First one was surreal and this one is surreal," Clark said. "It hasn't quite hit me yet. Walking up 18 was pretty emotional, and then finishing."
This was Clark's seventh start in a major championship. He missed the cut four times, including both of his previous U.S. Open starts. Clark is the fourth player over the past 100 years to win the U.S. Open the first time he made the cut, joining Lucas Glover (2009), Lee Janzen (1993) and Orville Moody (1969).
One factor in his turnaround was the hiring of sports psychologist Julie Elion as his mental coach.
"She has a great calmness and presence about her that just makes me calm and relaxed," Clark said. "I'm just so glad that my caddie (John Ellis) and agent (Rob Mougey) in November said, 'Hey, we've got this lady that we think you should work with.'
"I was a little reluctant to do it, and I'm just so glad that she was brought into my life, and what these honestly six months, it's crazy to see how much I've improved and how much she's helped me," Clark said. "I wouldn't have thought I'd be a major champion six, seven months ago."
The 29-year-old Clark was born in Denver, was a classmate of San Francisco 49ers running back Christian McCaffrey at Valor Christian High School in
Highlands Ranch, Colorado. Clark began his college golf career at Oklahoma State, then transferred to Oregon in 2016 after what Clark on Sunday called "two bad seasons."
"I was in a really low spot, and I think that was a lot of carryover from my mom passing," Clark said.
Clark's mother Lise Thevenet died from breast cancer in 2013 at age 55.
"I really wish is that my mom could be here and I could just hug her and we could celebrate together," Clark said. "But I know she's proud of me."
Clark received a record $3.6 million for the victory. The previous record was $3.15 million last year. His career earnings in his 136 starts before the U.S. Open was $11,415,024.
The victory gives Clark a U.S. Open exemption for the next 10 years; invitations to the next five Masters Tournaments, British Opens, PGA Championships and Players Championships, and custody of the U.S. Open Trophy for one year.
McIlroy was unable to capitalize on several birdie opportunities Sunday, including three-putting the par-5 eighth for a par, in his quest for his fifth major championship and first since the 2014 PGA Championship.
"I'm getting closer," McIlroy said after his third finish of third or better in a major championship since 2022. "The more I keep
putting myself in these positions, sooner or later it's going to happen for me."
Fowler, who was born and raised in Murrieta, shot a 5-over-par 75 to finish in a three-way tie for fifth, five strokes off the lead.
"I just didn't have it today," said Fowler, who joined Xander Schauffele in shooting record 8-under 62s in the first round and led Clark by one stroke through two rounds. "Iron play was very below average and didn't make anything.
"That's a big thing in majors, especially on a Sunday. Making putts and kind of keeping it fairly stress-free. It was kind of the opposite. I was kind of fighting through it all day."
Fowler has not won on the PGA Tour since the 2019 Waste Management Phoenix Open. This was the 10th time he has been the 54-hole leader or co-leader and the first time in a major. He is 2-for-10 in converting a 54-hole lead or co-lead into a victory.
The scoring average was 71.76, the lowest in U.S. Open history. However, in terms of score relative to par, this was the fourth lowest at +1.76.
This was the first time a U.S. Open had been played in Los Angeles since 1948. The wait for the next one will be much shorter. In October, the U.S. Golf Association announced the 2039 U.S. Open would be played at the Los Angeles Country Club.

Hunter Biden to plead guilty to federal tax, gun charges

Hunter Biden, the son of President Joe Biden, has tentatively reached an agreement in which he will plead guilty to two minor tax crimes and a gun charge, court papers filed on Tuesday morning show. The agreement will likely keep him out of jail.
The tax charges relate to his alleged failure to pay approximately $100,000 in taxes on $1.5 million in income over the years 2017 and 2018, according to anonymous sources cited by the Washington Post.
Under the agreement, Hunter Biden is expected to enter a diversion program, a less severe sentence applied to individuals with substance abuse issues. If he successfully completes the program, the gun charge will be removed from his record.
The gun charge stems from a purchase made in late 2018, when Hunter
Biden was struggling with a substance abuse problem. He has since been open about his addiction and treatment in his memoir.
The plea agreement also signifies the end of a five-year investigation by federal prosecutors, including the FBI and IRS, into Hunter Biden's conduct. The investigation did not result in any charges related to his foreign dealings or other alleged wrongdoing.
Unsurprisingly, the agreement has sparked a political backlash.
Sen. Marsha Blackburn, R-Tennessee, called it a "sweetheart" deal and accused the Justice Department of "slow walking" the investigation and implicating the Biden family in corruption.
Sen. Tom Cotton, R-Arkansas, called Attorney General Merrick Garland a "disgrace."

Pioneering rapper Dr. Dre will receive the inaugural Hip-Hop Icon Award from the American Society of Composers, Authors and Publishers in recognition of his impact on the genre, industry and culture of hip-hop, the organization announced Tuesday.
"Dr. Dre's groundbreaking early work laid a foundation for hip-hop as we know it today. As a champion for some of today's biggest artists and a successful entrepreneur, he changed the culture around hip-hop," ASCAP board chairman and President Paul Williams said in a statement. "Dre continues to be a pivotal figure in the music industry and we are thrilled to recognize him with the inaugural ASCAP
Hip-Hop Icon Award as we mark 50 years of hip-hop."
Dre, whose real name is Andre Young, will receive the award Thursday in Los Angeles during ASCAP's Rhythm & Soul Music Awards Celebration of 50 Years of Hip-Hop.

On Saturday, June 24, head to Library Park for a Community Picnic celebrating our Veterans. The picnic is from 11 a.m. – 1 p.m. There will be Veteran’s resources, music, food, prizes, games, kid’s crafts and more! We never need a reason to spend a beautiful summer day at the park, but this is a darn good one!
After the picnic, you have time for a quick nap and then it’s time to head over to Julian Fisher Park for the MAP Block Party! From 5 p.m. – 8 p.m., there will be games, free BBQ, raffle prizes, informational booths, music and more! If you haven’t been to a block party, they are a lot of fun! The goal of MAP was to bring neighbors together to meet each other and create a sense of community. The parties are to remind us that in Monrovia, we are all in this community together, not just in certain neighborhoods or streets. All of us!

Those of you with dogs: maybe don’t bring them. Fireworks can be super scary for pets. You know your dog best, and if you feel they are calm, cool and collected enough to be present, please make sure they are leashed and held closely to your side. If you’ve been before, you know how crowded it gets. No one wants to step on any pup’s toes or possibly get nipped. Please note that there are no BBQs, alcohol or personal fireworks allowed. Funny that this has to be announced, but I have discovered that common sense is not so common. I am super excited because this is one of my favorite city events. The fireworks get me in the feels every time!

NOTICE IS HEREBY GIVEN that the City of Monrovia, California (“City”) invites sealed Bids for the Project. The City will receive such Bids at the City Clerk’s office, City Hall, 415 South Ivy Avenue, Monrovia, California 91016 up to 2:00 p.m. on July 26, 2023, at which time they will be publicly opened and read aloud.

SCOPE OF WORK - The Project includes, without limitation, furnishing all necessary labor, materials, equipment, and other incidental and appurtenant Work necessary to satisfactorily complete the Project, as more specifically described in the Contract Documents. This Work will be performed in strict conformance with the Contract Documents, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Bids. The Project Includes:
Demolition of: Remove existing valve vault, Remove 16” Gate Valve, saw cut concrete and remove, excavation and grading for all structures in the project.
Construction of: Provide and install: 16” Gate Valve, Vertical turbine pump discharge head, vertical turbine pump, electric motor, soft starter, 14” discharge piping, 2” air vacuum valve on discharge piping, 1” half couplings on discharge piping, 14” motor operated plug valve, 14” globe style “silent check” check valve, 14” mechanical coupling with harness, 14” butterfly valve, pipe supports, ½” air release valve on pump barrel, 1” drain pipe from discharge head to exiting 4” drain, hydrotest, disinfection, start up, and commissioning, protect in place existing structures, Mobilization, Demobilization, Bond, and Insurance.
The Engineer’s Estimate for this project is $ 268,525.00
OBTAINING BID DOCUMENTS - Project Bid Documents, will be available on “Box” and can be accessed by invitation only. Interested bidders are to contact James Merrell at james.merrell@merrelljohnson.com and request access to the project documents. The interested bidder must provide the name of the company, the company address, the contractor’s license number, and name of contact person and email address of contact person. The bidder will then be invited and given access to the bid documents. Bid documents may be viewed and downloaded to the bidder’s email site.
MANDATORY PRE-BID MEETING AND SITE VISIT - A mandatory pre-bid meeting will be held on Thursday June 29, 2023, at 10:00 a.m. at City of Monrovia Public Works Building at 600 South Mountain Ave. Every Potential Bidder is required to attend the prebid meeting and project site visit. Failure of a Bidder to attend will render that Bidder’s Bid non-responsive. No allowances for cost adjustments will be made if a Bidder fails to adequately examine the Project site before submitting a Bid.
TRENCHES AND OPEN EXCAVATIONS. Pursuant to Labor Code Section 6707, if this Project involves construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations, which are five feet or deeper, each bid submitted in response hereto shall contain, as a bid item, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life or limb, which shall conform to applicable safety orders.
REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS - In accordance with Labor Code Sections 1725.5 and 1771.1, no contractor or subcontractor shall be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5 [with limited exceptions for bid purposes only under Labor Code Section 1771.1(a)].
PREVAILING WAGES - In accordance with Labor Code Section 1770 et seq., the Project is a “public work”. The selected Bidder (Contractor) and any Subcontractors shall pay wages in accordance with the determination of the Director of the Department of Industrial Relations (“DIR”) regarding the prevailing rate of per diem wages. Copies of those rates are on file with the Director of Public Works and are available to any interested party upon request. The Contractor shall post a copy of the DIR’s determination of the prevailing rate of per diem wages at each job site. This Project is subject to
compliance monitoring and enforcement by the DIR.
BONDS - Each Bid must be accompanied by a cash deposit, cashier’s check, certified check, or Bidder’s Bond issued by a Surety insurer, made payable to the City and in an amount not less than ten percent (10%) of the total Bid submitted. Personal or company checks are not acceptable. Upon Contract award, the Contractor shall provide faithful performance and payment Bonds, each in a sum equal to the Contract Price. All Bonds must be issued by a California admitted Surety insurer using the forms set forth in the Contract Documents, or in any other form approved by the City Attorney. Failure to enter into the Contract with the City, including the submission of all required Bonds and insurance coverage, within fifteen (15) Days after the date of the mailing of written notice of contract award to the Bidder, shall subject the Bid security to forfeiture to the extent provided by law.
LICENSES - Each Bidder shall possess a valid Class “A” (General Engineering) and/or C-57 Contractor’s license issued by the California State Contractors License Board at the time of the Bid submission. The successful Contractor will be required to obtain a current City business license.
RETENTION SUBSTITUTION - Five percent (5%) of any progress payment will be withheld as retention. In accordance with Public Contract Code Section 22300, and at the request and expense of the Contractor, securities equivalent to the amount withheld may be deposited with the City or with a State or federally chartered bank as escrow agent, which shall then pay such moneys to the Contractor. Upon satisfactory completion of the Project, the securities shall be returned to the Contractor. Alternatively, the Contractor may request that the City make payments of earned retentions directly to an escrow agent at the Contractor’s expense. No such substitutions shall be accepted until all related documents are approved by the City Attorney.
LIQUIDATED DAMAGES - Liquidated damages shall accrue in the amount of $2,500.00 for each Day that Work remains incomplete beyond the Project completion deadline specified in the Contract Documents.
BIDDING PROCESS - The City reserves the right to reject any Bid or all Bids, and to waive any irregularities or informalities in any Bid or in the bidding, as deemed to be in its best interest.

Experts warn Riverside County residents to protect against mosquito bites

Ten people were arrested and a potential victim was identified during an anti-sex trafficking sting in Moreno Valley, authorities said Tuesday.
The operation was carried out in various locations throughout the city Monday, involving personnel from the Riverside County Anti-Human Trafficking Task Force, according to Sgt. Robert Martinez of the Riverside County Sheriff's Department.
"Ten persons were arrested for prostitutionrelated offenses," Martinez said. "Additionally, one potential victim was identified and provided victim services and resources."
The task force, which is staffed by law enforcement officials from local, state and federal agencies, conducts stings on a reoccurring basis.
"Prostitution is not a victimless crime," Martinez said. "Sex trafficking victims are often subjected not only to severe forms of emotional, physical and sexual abuse from their traffickers, but are also frequently physically and sexually abused by those
(who) solicit them for prostitution."
Anyone with information about sex trafficking anywhere in Riverside County, or elsewhere, was encouraged to report it to the National Human Trafficking Resource Center at 888-373-7888.
Mosquito bites are more than an itchy annoyance, they can pose serious threats to your health. With summer approaching, mosquito experts urge Riverside County residents to take action to protect themselves from mosquito bites.
While vector control agencies work diligently to control mosquito populations, which includes treating communal areas, mosquito control is a shared responsibility. Residents of Riverside County can take the following action to help eliminate mosquitoes from their community:
Apply insect repellent containing an EPA-registered active ingredient, including DEET, picaridin, oil of lemon eucalyptus, or IR3535, to clothes and exposed skin according to label instructions. Repellents keep mosquitoes from biting. It is important to follow EPA and CDC guidelines for the safe use of repellents on children.
Dress in long sleeves and pants, especially if outside at dawn and dusk when mosquitoes that can spread West Nile virus are most active.
Install screens on windows and doors and keep them in good repair to keep mosquitoes out of your home.
Eliminate all sources of standing water on your property, including in flowerpots, old tires, buckets, pet dishes, and trash cans. Mosquitoes lay their eggs in very small amounts of standing water.
Repair leaking faucets and broken sprinklers that can contribute to standing water around your home.
Clean rain gutters clogged with leaves, which can also contribute to standing water. Fire scorches almost 50 acres, threatens homes in Menifee Mountaintop jazz fest to feature nearly 2 weeks of performances

Abrush fire that scorched almost 50 acres Tuesday west of Interstate 215 in Menifee, prompting evacuations, was stopped before damaging any homes through a combination of ground and air resources.
The non-injury blaze was reported at 12:55 p.m. in the area of Garbani and Haun roads, according to the Riverside County Fire Department.
The agency said multiple engine and truck crews from the county and surrounding agencies were sent to the location and encountered flames burning toward properties in the 20700 block of Garbani.
Firefighters immediately established a defensive perimeter around the homes and requested two Cal Fire air tankers and a water-dropping helicopter to make runs on the brusher.
Evacuation orders were implemented as a precaution for residents within the area west of Haun, north of Wickerd Road, south of Craig Avenue and east of Murrieta Road, according to the fire department.
The Cal Fire air resources worked the blaze for more than an hour, aiding fire crews in establishing tentative containment lines on the brusher's flanks.
The fire's forward rate of spread was stopped shortly before 3 p.m. All aircraft had cleared the scene as of 3:15 p.m., and the fire was declared 5% contained.
The evacuation orders were expected to be downgraded to warnings or lifted altogether by 4:30 p.m.
The 29th annual Idyllwild Jazz in the Pines festival will begin July 3 at the Idyllwild Arts Academy, showcasing a combination of up-andcoming artists with headliners from across the nation.
In a first, student musicians will have the opportunities to play alongside some of the top-tier performers, building "a bridge between professionals and the next generation of jazz artists," according to Pamela Jordan, president of the Idyllwild Arts Foundation, which operates the Idyllwild Arts Academy.
The Student Clinic, which will include master classes and open rehearsals, will
be interspersed with the big-name entertainment.
"By bringing together artists of all ages, Jazz In The Pines now aligns with what Idyllwild Arts has done exceptionally well for nearly 75 years," Jordan said. "By ensuring a continuing dialogue of artistic expression, younger generations are taught to embrace the universal language of the arts to change lives and connect with human kind."
The mile-high venue will host the Euphoria Brass Band, the Marshall Hawkins Trio, the Tom Hynes Duo, the Idyllwild Arts Faculty Jazz Jam, the Yve Evans Quartet and the Margaret A. Cargill Commons.
The festival will run through July 15 at venues including the Holmes Amphitheater, French Quarter, Stephens Hall, Lowman Concert Hall and Old Town Temecula Community Theater.
In addition to musical entertainment, there will be panel discussions, artist meet-and-greets and alumni events. Funds from festival ticket sales support scholarships for aspiring musicians. ella Valley Chamber of Commerce announced Wednesday the winners of its annual Installation and Business Awards Dinner, which will be held next week.
The "From the Chamber with Love"-themed dinner, which will feature 10 award winners, will be held at 5:30 p.m. June 29 at the Renaissance Esmeralda, 4400 Indian Wells Lane.
"We have a number of extraordinary individuals and organizations we are honoring this year," GCVCC
CEO Brandon Marley said in a statement. "All our award winners have shaped our community in significant ways, and we look forward to acknowledging their contributions on June 29th."

Riverside County Waste Resources Department to offer free Summer Recycle Camp for kids

The Agua Caliente Resort Casino Spa's ballroom speaker series will continue Saturday with Lakers legend Jerry West speaking in Rancho Mirage.
The conversation, moderated by Desert Sun sports reporter Andrew John, will begin at 8 p.m. in the Rancho Mirage casino's Cahuilla Ballroom, 32- 250 Bob Hope Drive, according to a statement from the casino. Tickets to the event can be purchased at aguacalientecasinos.com.
"He left the game holding records for career postseason scoring and the highest average in a playoff series," casino officials wrote. "West's statistical record only begins to tell his story."
West, 85, played with the Lakers for 14 years, finishing with a career regularseason scoring average of 27 points per game and helping lead the Lakers to the 1971-72 NBA title.
Following two years away from basketball, he became the Lakers' coach, stayed on as a scout for three years and became the team's general manager in 1982. He was named NBA Executive of the Year in 1995.
After over 40 years with the Lakers, West retired but later became the president of basketball operations for the Memphis Grizzlies from 2002-07, again winning the Executive of the Year award for the 2003-04 season. He became an executive with the Golden State Warriors in 2011 before he was hired by the Los Angeles Clippers in 2017 as a consultant.
He was elected to the Naismith Memorial Basket-
ball Hall of Fame in 1979. West's silhouette is still used as the official NBA logo.
The casino's speakers series will continue in July with actress Lisa Rinna, and will be followed each consecutive month excluding November with actress Whitney Cummings, reality television personality Josh Altman, actor Henry Winkler and comedian Adam Corolla.
The Department of Waste Resources will offer a free Summer Recycle Camp to Riverside County K-12 children on Saturday, June 24 from 10 a.m. to noon. This handson, fun activity will have several zero waste recycling crafts for children to make from reused items like tin cans, paper, and CDs. Kids will move between stations to work on different activities like sidewalk chalk, planting succulents, making art from recycled and reused products, or salvaging stained fabric by learning to tie dye.
Information about the importance of reuse and recycling will be discussed with each craft. All participants will get to play a recycling game to see if they can make the best decision for items destined for the waste can and whether it should be recycled, donated, handled as hazardous waste or sent to the landfill. It will be an active event for kids to use their imagination and creativity to make something crafty from unwanted materials.

Lakers to finish out pre-season at Acrisure Arena

The Los Angeles Lakers announced their 2023-24 preseason schedule Wednesday, which is set to finish out at Acrisure Arena in October.
The team will kick off its pre-season on the road Oct. 7 against the Golden State Warriors at Chase Center in San Francisco, before matching up against the Brooklyn Nets Oct. 9 at the T-Mobile Arena in Las Vegas.
Two consecutive home games -- against the Golden State Warriors Oct. 13 and the Milwaukee Bucks Oct. 15 -- will be held at Crypto. com Arena before the team closes out its pre-season with a game against the Phoenix Suns at Palm Desert's Acrisure Arena on Oct. 19.
The five pre-season games will be broadcast on SpectrumSportsNet and can be heard on 710-AM ESPNLA, the team's flagship
station, Lakers officials said. They can also be heard in Spanish on KWKW-1330 AM.
Individual game tickets will go on sale at 10 a.m. Monday for contests at T-Mobile and Acrisure Arena, while home tickets for the games at Crypto.com Arena are set to go on sale at a later, non-disclosed date, according to Lakers officials. Tickets for Acrisure Arena will be available at ticketmaster.com.

Riverside County. Construction is scheduled to begin in July after the July 4th holiday, weather permitting.
The project was awarded to Truesdell Corporation of CA, Inc. The project will include concrete overlay, replacement of joint seals on the bridges, and repair/ replace approach slabs.

Work will take place in multiple locations in and near the cities of Riverside, Beaumont, San Jacinto, Perris, Hemet, Palm Springs and various unincorporated areas.
Hours of operation will be Monday through Friday from 9 p.m. to 5 a.m.
One-way traffic control
with flagging operations will be in effect at each end of the bridge locations throughout the duration of the project. There will be intermittent traffic breaks with expected delays of 15 to 20 minutes during the construction process.
CHP will be on site to assist with traffic safety.
Corona Summer Street Fair set to return in July

The Corona Summer Street Fair is scheduled to return next month, bringing live music, food and fun to the city's downtown area.
"Explore the delightful charm of our historic downtown as you leisurely stroll among a diverse array of food trucks, artisan crafts, and locally sourced products," Corona officials said in a statement. "The fair offers an interactive and friendly atmosphere enhanced by talented musicians playing their tunes."
Street fair events take place on Thursdays from 6-9 p.m. on the Historic Civic Center Front Lawn.
"Be sure to arrive early with your chair and blanket to savor the delicious food and drinks available for purchase," officials suggested. "Plus, for adults 21+, the Corona Parks Foundation will host a beer and wine garden for your enjoyment!"
The fair series is scheduled to start July 13th with live music from the band Latin Nation, who provide a very dance-able experience with a variety of Latin music including cumbia, salsa, merengue, quebradita and corrido, officials said.
On July 20, Yachty by Nature, a six-piece "yacht rock" tribute band will play music from some popular
artists of the late 1970s and early '80s including Michael McDonald, Hall and Oates, Steely Dan, Toto and many more.
On July 27, No Duh, a No Doubt & Gwen Stefani tribute band, will entertain event attendees with nostalgic visuals, fashion stylings and props reminiscent of No Doubt's classic music videos, complete with costume changes as well as a touch of humor, officials said. The group also includes songs from some old school the '90s most popular bands such as Sublime, Blink 182 and others.

Riverside officials caution on use of illegal fireworks, announce July Fourth shows
As the Fourth of July approaches, Riverside officials announced two upcoming public fireworks displays and warned against the use of illegal fireworks.
The Riverside Parks, Recreation and Community Services Department will present the July Fourth fireworks shows at 9 p.m. at La Sierra Park, 5215 La Sierra Ave., and Mt. Rubidoux, 4706 Mt. Rubidoux St. Spectators are encouraged to bring their own blankets and refreshments. No access will be available at Carlson Dog Park or Mt. Rubidoux after 7 a.m. on July 4.
"The City of Riverside encourages residents to enjoy the fireworks at these parks
and not engage in personal fireworks usage," officials said in a statement. "All fireworks are illegal within city limits, and anyone found using illegal fireworks is subject to a $1,000 fine."
Officials also warned that "fireworks cause injuries in adults and children, spark fires that can endanger firefighters and the public, create stress for veterans with PTSD, and terrify many animals. The City has sent warning letters to people who have been cited in the past and to addresses identified as fireworks sites."
To report illegal fireworks, members of the public should call the city's 311 line, or 951-826-5311, during regular business hours.

The average price of a gallon of self-serve regular gasoline in Riverside County dropped two-tenths of a cent Wednesday to $4.81, its seventh decrease in eight days.
The average price has dropped 4.3 cents over the past eight days, including a half-cent Tuesday, according to figures from the AAA and the Oil Price Information Service. It is 3 cents less than one week ago and $1.478 lower than one year ago but 3.8 cents more than one month ago.

According to court documents, the defendant allegedly wanted revenge against Carrillo because he believed the victim had orchestrated a home invasion robbery at his girlfriend's house in October 2012.
During Mejia's trial, the prosecution contended that Palacios had been looking for Carrillo over a weeks-long span. Mejia volunteered to act as the hit man, later telling sheriff's investigators that he had control of both handguns used to carry out the killing, according to a trial brief filed by the District Attorney's Office.
On June 6, 2013, Palacios received word Carrillo was in his neighborhood, only a block away, near the intersection of Las Rosas Drive and Osprey Street, at which point the defendant allegedly picked up Mejia in his girlfriend's four-door Honda Accord. The pair then set off to find the victim's Ford Excursion, according to prosecutors.

Mejia jumped out of the Honda with a .40-caliber pistol, firing 14 rounds, several of which struck the victim in the upper body, prosecutors said. “Kickbacks can impair the independence of physician decision-making and waste taxpayer dollars,” said Principal Deputy Assistant Attorney General Brian M. Boynton, head of the U.S. Justice Department’s Civil Division. “The Department is committed to preventing illegal financial relationships that undermine the integrity of our public healthcare programs.”
The settlement is a result of an investigation by the California Department of Justice’s Division of Medi-Cal Fraud and Elder Abuse (DMFEA), the United States Attorney’s Office for the Central District of California and the U.S. Department of Justice. Investigators found evidence that from January 2009 through December 2019, Rockport and Alta Vista paid illegal kickbacks, in the form of cash, gifts, and salaries, to certain Riverside-area doctors to induce them to refer Medi-Cal and Medicare beneficiaries to Alta Vista, in violation of the federal Anti-Kickback Statute. These referrals resulted in millions of dollars in Medicare and Medi-Cal reimbursement to Alta Vista and Rockport. Inducing or rewarding doctors to steer or refer Medi-Cal and Medicare patients is unlawful under both California and federal law because it can lead to over-utilization of publicly-funded health care services, increased costs for public programs, corruption in medical decision-making, and unfair competition.
DMFEA protects Californians by investigating and prosecuting those who defraud the Medi-Cal program as well as those who commit elder abuse. DMFEA receives 75% of its funding from HHS under a grant award totaling $53,792,132 for federal fiscal year 2022-2023. The remaining 25% is funded by the State of California. The federal fiscal year is defined as through September 30, 2023.
The claims resolved by the settlement are allegations only, and there has been no determination of liability.
