AUniversity of California, San Francisco study released Tuesday—the largest and most comprehensive investigation of the causes and consequences of homelessness in California since the mid-1990s—found that, for most of the study participants, the cost of housing had simply become unsustainable, especially for Black and brown seniors.
Dr. Margot Kushel, director of the University of California, San Francisco Benioff Homelessness and Housing Initiative and the lead researcher of the study, said that many Californians were working and living in poverty until they lost their homes. “Something goes wrong, and then everything else falls apart,” she said.
Researchers looked at eight California counties,
including Los Angeles, to study both rural and urban homelessness, surveyed nearly 3,200 people and conducted 365 in-depth interviews. They found that the state’s homeless population is aging, with 47% of all adults aged 50 or older, and that Black and Native Americans are dramatically overrepresented. Contrary to myths of homeless migration, most were Californians: 90% of participants lost their last housing in California and 75% of participants live in the same county as where they were last housed. Nine out of 10 spent time unsheltered since they became homeless. The median length of homelessness was 22 months.
Furthermore, one in five of those surveyed entered homelessness from an insti-
tution. Of those who hadn’t been in an institution, the majority (60%) had attempted to forestall homelessness by doubling up with family or friends. Participants were disconnected from the job market and services, but almost half were looking for work.
When asked about help sought to avoid homelessness, “People were like, ‘What? What help?’” Kushel said.
Participants had also experienced multiple forms of trauma throughout their life, increasing their vulnerability to homelessness and contributing to their mental health and substance use challenges. Two-thirds reported current mental health symptoms and more than a third experienced physical or sexual violence during this episode of home-
lessness. More than a third had visited an Emergency Department in the prior six months. One in five who used substances reported that they wanted substance use treatment—but couldn’t get it.
Substance use is also more complicated than
some might think. "The participants described how heavy substance use contributed to losing their homes, but also how methamphetamine usage allowed them to stay alert to protect themselves from assault or theft," wrote LA Times columnist Anita Chabria.
The study authors made several recommendations for easing homelessness, including increasing access to affordable housing and to access to low barrier mental health, substance use, and harm reduction services during episodes of homelessness.
The Glendale Unified School District's final board meeting of the year drew large groups of protesters and advocates of the LGBTQ+ community, and police arrested one person who was in custody Wednesday.
The meeting comes two weeks after the board's discussion of a motion to recognize June as Pride Month, and sparked protests that turned violent and led to at least three
arrests.
Even though there were no LGBTQ+ items on the school board agenda, protesters and supporters showed up at the meeting Tuesday night at the Glendale Unified School District offices on Jackson Street.
Media footage showed the crowd gathering in the parking lot with many of them holding signs. Police told ABC7 one person was arrested, but details of the
arrest were not disclosed.
President Nayiri Nahabedian started the meeting by attempting to calm the protesters, asking them not to repeat the attacks and threats from the meeting on June 6.
"Angry rhetoric has been ratcheted up and some things have been said and done that are simply not OK and they really must stop," she said. "Accusatory language, personal attacks, mining people's
social media to publicize deeply personal situations, vandalizing cars, racial and ethnic slurs, homophobic, transphobic slurs and intentional misrepresentation of what's happening in our schools. These things will create long lasting divisions in our Glendale community that may never be repaired. Deep divisions that we should wonder how to come back from."
She added that, "no one has a right to threaten,
bully, harass another person."
During the meeting, Superintendent Vivian Ekchian announced she is retiring effective June 30, ending a 38-year career in education.
Chatter was making the rounds on social media before the meeting suggesting more protests could materialize at Tuesday's meeting.
A group of LGBTQ+ advocates called Queer
Nation LA urged supporters to turn out in force at the GUSD board meeting "to outnumber the fascists trying to eradicate trans and queer lives from public education in the U.S. and beyond."
The group's posts suggested that an "allied group of GUSD parents" will attend the meeting to speak in support of LGBTQ+ kids, and "we additionally

Retailers and online marketplaces throughout California have signed an information-sharing agreement that targets organized retail crime, which causes billions of dollars in losses each year, officials announced Tuesday.
Organized retail crime
refers to large-scale theft and fraud by individuals or groups that steal retail goods with the intent to resell, distribute or return stolen merchandise for financial gain. In some cases, resale may occur through eBay and other online platforms.

House Speaker Kevin McCarthy met in Santa Ana Friday with Orange County District Attorney Todd Spitzer and several local congressional representatives, and said he will pursue holding up money for Homeland Security next week if the agency doesn't crack down on the abuse of visas in Chile by people who come to the United States and burglarize homes, then jump bail when caught.
McCarthy said he was alerted to the so-called "burglary tourism" problem when Spitzer, who served as McCarthy's whip in the state Assembly when they were state lawmakers, texted him.
"I'm here today because of a challenge we have here in America," McCarthy said at a news conference outside the district attorney's offices. "I'm here because of an old friend I served with in the state Assembly."
Part of the problem
is that due to an agreement between the U.S. and Chile, anyone applying for a tourist passport does not have to undergo a criminal background check. Instead, they are asked if they have a criminal history, "and obviously they lie," Rep. Young Kim, R-Mission Viejo, said.
The burglary rings are sophisticated and make use of uniforms, camouflage and tools to jam home security systems, McCarthy said. Then they launder the stolen goods through banks in China, he added.
McCarthy, R-Bakersfield, said new laws aren't needed. He said Homeland Security Secretary Alejandro Mayorkas and Secretary of State Antony Blinken already have the authority to crack down on the abuse of the visa program but have so far not done anything.
"My concern is they have not taken the action," McCarthy said.
McCarthy did not
directly respond when he was asked if he had been briefed about reported plans Homeland Security was negotiating with Chile to address the abuse of the visas, but he said, "Why hasn't (Mayorkas) briefed Congress about it?"
McCarthy acknowledged that local congressional Democrats have also supported addressing the issue with Chile. McCarthy said even if Biden administration officials were working on a plan they should still suspend Chile's participation in the program because it would apply pressure on the country to crack down on the abuse.
Mayorkas "shouldn't sit around till the negotiations are done," McCarthy said.
Rep. Ken Calvert, R-Corona, who serves on the appropriations committee, said he will press Mayorkas to do something about the visa abuse.
Spitzer complained that
"100 percent" of the burglars who are arrested and charged fail to show up for court after they are released without having to post bail because authorities cannot access any criminal backgrounds on the defendants.
"They're let out on zero bail and guess what? One hundred percent of the Chileans we have charged,
100% are no-shows at future appearances," Spitzer said.
"Big shocker."
One victim, whose name was not released at the news conference, said her family had home security and house sitters watch their residence when they left town and were still victimized.
"We had lost much
financially, but we also lost our sense of security," she said. "I feel like I'm living a nightmare."
Rep. Michelle Steel, R-Cypress, said the federal government could replace Chile with another country in the special visa program such as Uruguay if Chile won't reform its participation.

Suspected drunk driver killed in crash evading CHP ID'd
The coroner's office Monday released the name of a suspected drunken driver killed after a vehicle pursuit with the California Highway Patrol that ended in a crash involving at least two other cars. Thirty-three-year-old Jesse Ramirez died at the scene, the coroner's office said. The initial call was at 12:06 a.m. Sunday regarded a possible DUI driver on the northbound Arroyo Seco Parkway approaching Fair Oaks Avenue in South Pasadena, the CHP reported. The crash occurred at about 12:45 a.m. at Glenarm Street, where the freeway ends. Three vehicles were involved with five people injured in the crash, the Pasadena Fire Department reported.

Man killed in Golden State Freeway crash identified
A 30-year-old man who was killed in a multi-vehicle crash on the Golden State (5) Freeway in Burbank was identified Tuesday by county authorities. The Los Angeles County Coroner's office identified the victim as Mario Liborio Aguilar. His city of residency was not immediately known. The crash occurred at about 3:05 a.m. Saturday on the northbound freeway, east of Burbank Boulevard, the California Highway Patrol reported. The crash involved at least four vehicles, the CHP said. According to the coroner's office, Aguilar died from multiple blunt traumatic injuries.

CHP nabs stolen vehicle suspect after short foot pursuit in Long Beach
A California Highway Patrol officer suffered minor injuries Sunday chasing down a suspect who was driving a stolen vehicle before crashing it off the Artesia (91) Freeway in Long Beach, authorities said. The officer was taken to a hospital with minor injuries, CHP Officer Stephan Brandt said. The CHP officer spotted the stolen vehicle at 1:43 a.m. going westbound on the 91 Freeway near Long Beach Boulevard and attempted a routine traffic stop, Brandt said. A short pursuit began, and the suspect crashed the vehicle at 1:47 a.m., near the Long Beach Boulevard off-ramp, then ran onto some surface streets, he said. The suspect was quickly taken into custody.
Motorcyclist crashes into utility box, dies in Santa Ana
A motorcyclist was killed in a crash with a utility box in Santa Ana Sunday, authorities said. The Santa Ana Police Department received multiple calls regarding a traffic collision in the area of Dyer Road and Bradford Place around 7:52 a.m. Sunday. Police and the Orange County Fire Authority responded to the scene and found a man down in the eastbound lanes of Dyer, west of Bradford. OCFA personnel pronounced him dead at the scene. Based on the preliminary investigation, police said it appeared that no other vehicle was involved in the crash.

Man, 20, charged with firing at vehicle, throwing bottles
Felony charges were filed Tuesday against a 20-yearold man suspected of throwing bottles at a woman, then firing his gun into an occupied vehicle in an unincorporated area of Riverside County near North Shore. David Lemus of North Shore was charged with one felony count of shooting at a vehicle and three felony counts of assault with a deadly weapon to cause great bodily injury, according to court records. He was set to be arraigned Tuesday afternoon at the Larson Justice Center in Indio. Patrol units of the Thermal sheriff's station responded at 6:24 p.m. May 19 near Bay Drive and Miramar Drive to a report of a shooting at an occupied vehicle, according to Sgt. David Koedyker of the Riverside County Sheriff's Department.

Arson suspect arrested in Riverside
Riverside firefighters .knocked down a secondalarm warehouse fire Sunday in Riverside. The fire ignited at a warehouse at 1782 Third St. at 11 a.m., according to the department. Witnesses told firefighters they saw a person starting the fire. Arson investigators found the person and placed him under arrest. No injuries were reported. Colton man arrested in Norco on suspicion of armed robbery in Corona
A 33-year-old man from Colton was arrested in Norco on suspicion of robbing someone at gunpoint in a business in the unincorporated area near Corona
known as Home Gardens, authorities said Saturday. The robbery was reported at around 7 p.m. Friday in a business located in the 12700 block of Magnolia Avenue, the Riverside County Sheriff's Department announced. The suspect, identified as Robert Jordan Silvas, was described as a 33- year-old man wearing a black hat, black jacket, white shirt, dark pants and dark shoes. He allegedly entered the business armed with a handgun and demanded the victim's jewelry and cash before fleeing in a white sedan.

San Bernardino Public Works ‘Tiger Team’ spruces up Nunez Park
This week, the city of San Bernardino Public Works "Tiger Team" descended upon Nunez Park to provide some needed repairs and upgrades to the facility. In less than one day, the bleachers were touched up with paint, all utility poles and light poles were painted, new trash cans were installed, decorative rock was added to landscape beds, trees were planted, and a general clean-up of the area took place. More upgrades will be coming next week to some of the turf areas (which will be converted to droughttolerant landscaping) and a muralist will be adding some vibrant art as well. The "Tiger Team" is part of the Operations and Maintenance Division of the Public Works Department. It is led by the City’s Downtown Beautification team along with members of the City graffiti removal crew.

City of Ontario to require permits for parking oversized vehicles
The City of Ontario recognizes its citizens enjoy outdoor activities. The city of Ontario’s Ordinance 3231 (Oversize Vehicle Parking) is designed to provide residents with temporary parking for oversized vehicles. And beginning on July 1, 2023, a permit is required and must be displayed to park oversized vehicles on a public street. An oversize vehicle is defined as any vehicle, motorized or nonmotorized, that exceeds 20 feet in length or exceeds 80 inches in width or 78 inches in height or that weighs more than 6,000 pounds (gross vehicle weight), i.e. Recreational Vehicles (RVs). The vehicle must be parked in front of the residence it belongs to, and cannot be a public safety hazard.

At 1:24 a.m., an officer was patrolling the area of Madison and Foothill when he observed a vehicle commit a traffic violation and conducted a traffic stop. The driver displayed symptoms of being under the influence of alcohol. A DUI investigation revealed the driver was driving under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.
At 6:05 a.m., a victim in the 100 block of East Evergreen reported their vehicle stolen. This investigation is continuing.
At 6:23 a.m., a resident in the 400 block of West Duarte reported their vehicle was broken into. The suspects forced entry into the locked vehicle and stole property. This investigation is continuing.
At 9:45 a.m., officers were dispatched to the area of Foothill and Mountain regarding a traffic accident. No injuries were reported.
At 11:17 a.m., a victim in the 400 block of Genoa reported that his necklace was ripped from his neck the day prior. This investigation is continuing.
At 12:37 p.m., officers responded to the 700 block of West Huntington regarding a fight in progress. The suspect's wife and daughter were using a restroom and told him an unknown person was trying to get in the restroom. There was a male subject at the location that the suspect assumed was the person trying to enter the restroom. A confrontation ensued and the suspect pepper-sprayed the male several times. The suspect was arrested, issued a citation and released at the scene.
At 9:00 p.m., a shoplifting was reported in the 700 block of East Huntington. The victim stated approximately $500 worth of merchandise was stolen. The suspect’s vehicle was located and the stolen property was seen inside in plain sight.
Two female adults and a male juvenile were determined to be associated with the suspect vehicle and were located inside of a nearby store. The juvenile admitted to committing the theft and said the two other adults did not have any knowledge of the theft. The adults were determined to be family members of the juvenile. The juvenile was arrested, cited, and released at the scene.
At 1:06 a.m., an officer saw a vehicle stopped in the middle of the road in the 100 block of North Grand. Since the vehicle was blocking the road, the officer approached the vehicle and found the driver asleep behind the wheel. The vehicle's engine was running with the driver's foot on the brake. The driver was contacted and displayed symptoms of being intoxicated. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

At 2:59 a.m., officers responded to the 2600 block of South Myrtle regarding a theft. The victim saw a female suspect steal items from his unlocked security vehicle via a surveillance camera. The female fled the area but was quickly located. The suspect was found to be in possession of the stolen property, drug paraphernalia, and identification documents belonging to others. She was arrested and taken into custody.
At 6:47 a.m., an employee from a business in the 3200 block of South Peck called to report a grand theft. Two days prior an unknown suspect entered the location and claimed to be from a roofing company and was there to pick up an order. The suspect left the location with the order. This investigation is continuing.
At 3:16 p.m., a business owner in the 1800 block of South Myrtle reported that the catalytic converter was stolen from a work truck. This investigation is continuing.
At 4:35 p.m., a resident in the 400 block of Parkrose reported a package was stolen from their front porch. This investigation is continuing.
At 4:37 p.m., a victim in the 900 block of Valley View walked into the MPD Lobby to report a package stolen from their front porch. This investigation is continuing.
At 5:17 p.m. a resident from the 800 block of West Duarte walked into the MPD Lobby to report a domestic battery that occurred days prior. She was involved in an argument with her live-in boyfriend. In the course of the argument, the boyfriend grabbed her by her hair, dragged her outside, and then locked her out of the house. This investigation is continuing.
At 8:24 p.m., a caller in the 600 block of South Shamrock reported that he wanted to harm himself. An officer responded, located the subject and contacted him. It was determined he was a danger to himself. He was transported to a medical facility for a mental evaluation.

At 12:58 a.m., an officer saw a male subject in the area of Ivy and Walnut who seemed to display symptoms of being intoxicated. The officer contacted the subject and determined that he was unable to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.
At 4:29 a.m., while patrolling the 1800 block of South Alta Vista an officer saw a suspicious vehicle parked facing the wrong way in front of a house that is being remodeled. As he was about to contact the driver, the officer saw bolt cutters and a pry bar on the rear passenger seat. The driver was pretending to be asleep. Additional officers responded to assist. The suspect was arrested and taken into custody.
At 5:16 a.m., officers were dispatched to the area of Primrose and Greystone regarding a subject passed
out at the corner. Upon arrival, the officers determined the subject was too intoxicated to care for his own safety or for the safety of others and arrested him for public intoxication. He was arrested and transported to the MPD jail to be held for a sobering period.
At 8:36 a.m., a victim in the 1000 block of Royal Oaks called to report ongoing fraud on his credit card. This investigation is continuing.
At 2:48 p.m., an employee at a restaurant in the 100 block of West Duarte Rd. called to report that he was assaulted after a verbal argument. This investigation is continuing.
At 3:02 p.m., a manager of a retail pharmacy in the 400 block of West Huntington called to make a delayed report of a theft that occurred several days prior. This investigation is continuing.
At 3:07 p.m., a caller in a business in the 2600 block of South Myrtle reported a possible prowler. Officers arrived and contacted the subject. A computer check showed he had multiple warrants from various jurisdictions, and was also in possession of burglary tools and drug paraphernalia. He was arrested and taken into custody.
At 9 p.m., an officer conducting an extra patrol in the 1600 block of South Myrtle contacted a suspicious person near the children's play area. The subject consented to a search and was found to be in possession of drug paraphernalia and a counterfeit identification card. He was arrested and taken into custody.
At 11:32 p.m., officers were dispatched to the area of Myrtle and Cherry regarding a suspicious vehicle parked in the area. The officers located the vehicle and contacted a subject. The subject was determined to be too intoxicated to care for his own safety or for the safety of others. He was arrested and transported to the MPD jail to be held for a sobering period.

At 12:42 a.m., an officer responded to a parking lot in the 1200 block of South Baldwin Avenue regarding a burglary investigation. Sometime around 12:15 a.m. on June 12, someone cut the lock to a maintenance room door lock. The loss is unknown as of the date of this report.

At 6:28 p.m., an officer responded to REI, located at 214 N. Santa Anita Ave., regarding the investigation of an attempted commercial burglary. Surveillance footage captured two male suspects attempting to enter the store by throwing a rock at the front glass door. The glass did not fully break, and the suspects were unable to enter. They fled on foot. They are described as two males in dark-colored clothing.

At 6:56 p.m., an officer responded to Go-Go Liquor, located at 914 W. Duarte Rd., regarding a battery investigation. The victim stated an argument between her and her boyfriend resulted in the male choking the victim and stealing her cell phone. The 37-year-old male from San Gabriel was gone by the time the officer arrived.

At 12:45 a.m., an officer responded to a residence in the 100 block of South Santa Anita Avenue regarding a battery investigation. The officer discovered the suspect and his girlfriend were in a verbal dispute when the suspect grabbed his girlfriend by the neck and choked her. The 34-year-old male from Arcadia was gone before the officer arrived. Arcadia Fire Department responded to render aid to the victim.
At 5:20 a.m., an officer responded to Nice Guy Tattoo, located at 602 E. Live Oak Ave., regarding a commercial burglary investigation. Sometime between 12 a.m. and 5:20 a.m., some-
one broke into the tattoo parlor by breaking the front window, and once inside, they tunneled through the drywall to the neighboring business, Noodle House. The loss is unknown.
At 8:08 a.m., an officer responded to Acuity Eye Group, located at 288 N. Santa Anita Ave., regarding a battery investigation. The juvenile victim was in the restroom with her mother when a female suspect threw a glass item, causing a chunk of glass to hit the victim in the leg. The 41-year-old female from South El Monte was arrested and transported to the Arcadia City Jail for booking.
At 1:09 p.m., an officer responded to a residence in the 1400 block of North Baldwin Avenue regarding a residential burglary investigation. Sometime between Oct. 8, 2022 and June 14, 2023, someone shattered a rear sliding door and burglarized the home. The loss is unknown at this time.

At 5:51 p.m., an officer responded to Macy’s, located at 400 S. Baldwin Ave., regarding a robbery investigation. The officer discovered the suspect stole merchandise from the store when he was confronted by loss prevention. During the confrontation, the suspect, a 45-year-old male from Los Angeles, threatened the store employee and pulled out a knife. When officers attempted to arrest the suspect, he resisted and attempted to flee. He was arrested and transported to the Arcadia City Jail for booking.
June 16
At 5:41 p.m., an officer responded to a parking lot in the 600 block of West Duarte Road regarding a robbery investigation. The officer determined the suspect stole the victim’s purse from the front seat of her car. The victim attempted to hold onto her purse but the suspect fled with the purse to an awaiting blue SUV. The suspect is described as a Hispanic male, approximately 6-feet tall.

Unless anyone is not paying attention, it doesn’t take a Clarence Darrow to understand that Donald Trump is guilty of serious crimes. But imagine my disgust when I learned that he still can become president of the United States unless or until he is declared formally guilty by a court of law and sentenced to prison.
Considering, however, the chicanery in a lawyer’s bag of tricks, it’s possible that Trump’s legal team will find a way to delay their client’s sentence until he is elected to a second term as president.
If you've been looking for a new job in 2023, you can probably agree with one thing — you're tired. The job application process is primarily online. To cope with job search burnout, some young people are taking a break from looking for a new job. They're finding other ways to fill their time. And, with many living at home for longer, who can blame them?
If you're unemployed and considering a break from your job search, you should keep a few things in mind. First, don't forget that laws require you to be actively looking for a job to qualify for unemployment.
And, if you have been unemployed for a long period of time, you should keep in mind how it may shape outside perception. For example, if you quit a job to take a six month break, employers may
begin to suspect you were fired from your last job. And, they may assume you didn't find another job for six months because you were not a good candidate. This is something many job seekers do not consider until it's too late.
Another pitfall is this: While unemployed, if you take a break from job searching, you may expect your time off to be relaxing. What most people never consider is that unemployment tends to be a very stressful time.
You are likely to be worried about money, housing, and other basic needs.
If you decide to take a break, make it meaningful. In other words, do something that will add to your resume, and that you'll feel proud to share. You might want to go back to graduate school to further your education. You might want to start a business.
You might want to learn a new skill. You might want to do a little consulting. Or, you might donate your time to a local nonprofit.
After quitting my job years ago, I took an around the world, solo backpacking trip. I visited Europe, Asia, and Australia over the course of a few months. It was a great way to disconnect, reset, and refocus.
As you can imagine, it's been a great story to share during job interviews. It helps to explain the transition, and to create an engaging conversation.
It's best to take time off after you receive a job offer. In other words, ask for a start date that is a few weeks out. That will
give you a period of stress free time to unwind after your long search. But, if you do take time off, make it meaningful. What you do with this time will forever be part of your career story.

David Quintero MonroviaOn the heels of last weekend's U.S. Open — the first to be held in Los Angeles in 75 years — the United States Golf Association announced Wednesday that the Riviera Country Club in Pacific Palisades will host the 131st U.S. Open Championship in 2031.
"Riviera Country Club is a truly spectacular course that holds a special place in the game's history," John Bodenhamer, USGA chief championships officer, said in a statement. "We are thrilled to bring the U.S. Open back to the site of such historic moments for golf and the USGA and look forward to writing a new chapter in 2031."
The event, scheduled for June 12-15, 2031, will be the fifth USGA championship held at the Riviera Country Club. It played host to the 1948 U.S. Open won by Ben Hogan, the 1998 U.S. Senior Open won by Hale Irwin and the 2017 U.S. Amateur won by Doc Redman. It will also play host to the U.S. Women's Open in 2026.
The club is also the home of the PGA Tour's Genesis Invitational, and it hosted PGA Championships in 1983 — won by Hal Sutton — and in 1995 — won by Steve Elkington.
Riviera will also serve as the host of the men's and women's golf competitions for the 2028 Olympic Games.
The U.S. Open that concluded Sunday at Los Angeles Country Club was
won by Wyndham Clark, giving him his first major championship. The USGA previously announced that the Los Angeles Country Club will host the event again in 2039.
"Los Angeles is our nation's 'City of Champions,' after a successful return of this year's U.S. Open in L.A., I am thrilled that the USGA has chosen our city to host its 2031 Open as well," Los Angeles Mayor Karen Bass said in a statement released by the USGA. "From last year's Super Bowl to the upcoming World Cup and Olympics here, L.A.'s major events create joy and economic development across our city."
Clark shot an even 70 Sunday on the Los Angeles Country Club's North Course, rolling in a short putt on the 18th hole to cap a recordsetting U.S. Open.
Clark and fellow American Rickie Fowler shared a one-stroke lead over McIlroy entering Sunday's play. McIlroy, playing one twosome in front of Clark and Fowler, moved into a share of the lead by birdieing the par-5 first hole. It would prove to be the lone birdie of his round, which also included a bogey on the par-5 14th hole.
Fowler lost his share of the lead when he bogeyed the par-4 second hole, the first of his seven bogeys.

"I started off great, and I felt really good and confident about my game," Clark said. "Unfortunately I bogeyed the second hole but I felt like I rebounded well in birdieing the fourth, and got a little unlucky on hole 8, but I just felt like I bounced back and kept my emotions about me.
"I hit some great shots coming down at the end, and although I made a couple bogeys and it seemed like maybe the rails were coming off, I was inside pretty calm. I'm really pleased with myself with how I performed."
Clark was 1-over par for his last nine holes, the first U.S. Open champion to shoot over par on the back nine on the final round since Justin Rose in 2013.

"First one was surreal and this one is surreal," Clark said. "It hasn't quite hit me yet. Walking up 18 was pretty emotional, and then finishing."
This was Clark's seventh start in a major championship. He missed the cut four times, including both of his previous U.S. Open starts. Clark is the fourth player over the past 100 years to win the U.S. Open the first time he made the cut, joining Lucas Glover (2009), Lee Janzen (1993) and Orville Moody (1969).
One factor in his turnaround was the hiring of sports psychologist Julie Elion as his mental coach.
"She has a great calmness and presence about her that just makes me calm and relaxed," Clark said. "I'm just so glad that my caddie (John Ellis) and agent (Rob Mougey) in November said, 'Hey, we've got this lady that we think you should work with.'
"I was a little reluctant to do it, and I'm just so glad that she was brought into my life, and what these honestly six months, it's crazy to see how much I've improved and how much she's helped me," Clark said. "I wouldn't have thought I'd be a major champion six, seven months ago."
The 29-year-old Clark was born in Denver, was a classmate of San Francisco 49ers running back Christian McCaffrey at Valor Christian High School in
Highlands Ranch, Colorado. Clark began his college golf career at Oklahoma State, then transferred to Oregon in 2016 after what Clark on Sunday called "two bad seasons."
"I was in a really low spot, and I think that was a lot of carryover from my mom passing," Clark said.
Clark's mother Lise Thevenet died from breast cancer in 2013 at age 55.
"I really wish is that my mom could be here and I could just hug her and we could celebrate together," Clark said. "But I know she's proud of me."
Clark received a record $3.6 million for the victory. The previous record was $3.15 million last year. His career earnings in his 136 starts before the U.S. Open was $11,415,024.
The victory gives Clark a U.S. Open exemption for the next 10 years; invitations to the next five Masters Tournaments, British Opens, PGA Championships and Players Championships, and custody of the U.S. Open Trophy for one year.
McIlroy was unable to capitalize on several birdie opportunities Sunday, including three-putting the par-5 eighth for a par, in his quest for his fifth major championship and first since the 2014 PGA Championship.
"I'm getting closer," McIlroy said after his third finish of third or better in a major championship since 2022. "The more I keep
putting myself in these positions, sooner or later it's going to happen for me."
Fowler, who was born and raised in Murrieta, shot a 5-over-par 75 to finish in a three-way tie for fifth, five strokes off the lead.
"I just didn't have it today," said Fowler, who joined Xander Schauffele in shooting record 8-under 62s in the first round and led Clark by one stroke through two rounds. "Iron play was very below average and didn't make anything.
"That's a big thing in majors, especially on a Sunday. Making putts and kind of keeping it fairly stress-free. It was kind of the opposite. I was kind of fighting through it all day."
Fowler has not won on the PGA Tour since the 2019 Waste Management Phoenix Open. This was the 10th time he has been the 54-hole leader or co-leader and the first time in a major. He is 2-for-10 in converting a 54-hole lead or co-lead into a victory.
The scoring average was 71.76, the lowest in U.S. Open history. However, in terms of score relative to par, this was the fourth lowest at +1.76.
This was the first time a U.S. Open had been played in Los Angeles since 1948. The wait for the next one will be much shorter. In October, the U.S. Golf Association announced the 2039 U.S. Open would be played at the Los Angeles Country Club.
Hunter Biden, the son of President Joe Biden, has tentatively reached an agreement in which he will plead guilty to two minor tax crimes and a gun charge, court papers filed on Tuesday morning show. The agreement will likely keep him out of jail.
The tax charges relate to his alleged failure to pay approximately $100,000 in taxes on $1.5 million in income over the years 2017 and 2018, according to anonymous sources cited by the Washington Post.
Under the agreement, Hunter Biden is expected to enter a diversion program, a less severe sentence applied to individuals with substance abuse issues. If he successfully completes the program, the gun charge will be removed from his record.
The gun charge stems from a purchase made in late 2018, when Hunter
Biden was struggling with a substance abuse problem. He has since been open about his addiction and treatment in his memoir.
The plea agreement also signifies the end of a five-year investigation by federal prosecutors, including the FBI and IRS, into Hunter Biden's conduct. The investigation did not result in any charges related to his foreign dealings or other alleged wrongdoing.
Unsurprisingly, the agreement has sparked a political backlash.
Sen. Marsha Blackburn, R-Tennessee, called it a "sweetheart" deal and accused the Justice Department of "slow walking" the investigation and implicating the Biden family in corruption.
Sen. Tom Cotton, R-Arkansas, called Attorney General Merrick Garland a "disgrace."
Additionally, the House
Oversight Committee's ranking member, Rep. James Comer, R-Kentucky, called for an investigation into the Department of Justice's handling of the case.
"Let’s be clear: the Department of Justice’s charges against President Biden’s son Hunter reveal a two-tiered system of justice," Comer said in a statement.
Meanwhile, the Democratic administration has maintained that Weiss was nominated by former President Donald Trump and that the decision not to appoint a new U.S. Attorney was to avoid any appearance of political interference.
The White House released a statement in support of Hunter Biden that said, "The President and First Lady love their son and support him as he continues to rebuild his life."

If you’ve been before, you know how crowded it gets. No one wants to step on any pup’s toes or possibly get nipped. Please note that there are no BBQs, alcohol or personal fireworks allowed. Funny that this has to be announced, but I have discovered that common sense is not so common. I am super excited because this is one of my favorite city events. The fireworks get me in the feels every time!

TRENCHES AND OPEN EXCAVATIONS. Pursuant to Labor Code Section 6707, if this Project involves construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations, which are five feet or deeper, each bid submitted in response hereto shall contain, as a bid item, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life or limb, which shall conform to applicable safety orders.
REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS - In accordance with Labor Code Sections 1725.5 and 1771.1, no contractor or subcontractor shall be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5 [with limited exceptions for bid purposes only under Labor Code Section 1771.1(a)].
PREVAILING WAGES - In accordance with Labor Code Section 1770 et seq., the Project is a “public work”. The selected Bidder (Contractor) and any Subcontractors shall pay wages in accordance with the determination of the Director of the Department of Industrial Relations (“DIR”) regarding the prevailing rate of per diem wages. Copies of those rates are on file with the Director of Public Works and are available to any interested party upon request. The Contractor shall post a copy of the DIR’s determination of the prevailing rate of per diem wages at each job site. This Project is subject to
compliance monitoring and enforcement by the DIR.
BONDS - Each Bid must be accompanied by a cash deposit, cashier’s check, certified check, or Bidder’s Bond issued by a Surety insurer, made payable to the City and in an amount not less than ten percent (10%) of the total Bid submitted. Personal or company checks are not acceptable. Upon Contract award, the Contractor shall provide faithful performance and payment Bonds, each in a sum equal to the Contract Price. All Bonds must be issued by a California admitted Surety insurer using the forms set forth in the Contract Documents, or in any other form approved by the City Attorney. Failure to enter into the Contract with the City, including the submission of all required Bonds and insurance coverage, within fifteen (15) Days after the date of the mailing of written notice of contract award to the Bidder, shall subject the Bid security to forfeiture to the extent provided by law.
LICENSES - Each Bidder shall possess a valid Class “A” (General Engineering) and/or C-57 Contractor’s license issued by the California State Contractors License Board at the time of the Bid submission. The successful Contractor will be required to obtain a current City business license.
RETENTION SUBSTITUTION - Five percent (5%) of any progress payment will be withheld as retention. In accordance with Public Contract Code Section 22300, and at the request and expense of the Contractor, securities equivalent to the amount withheld may be deposited with the City or with a State or federally chartered bank as escrow agent, which shall then pay such moneys to the Contractor. Upon satisfactory completion of the Project, the securities shall be returned to the Contractor. Alternatively, the Contractor may request that the City make payments of earned retentions directly to an escrow agent at the Contractor’s expense. No such substitutions shall be accepted until all related documents are approved by the City Attorney.
LIQUIDATED DAMAGES - Liquidated damages shall accrue in the amount of $2,500.00 for each Day that Work remains incomplete beyond the Project completion deadline specified in the Contract Documents.

AGlendaledoctor announced Tuesday he is joining the field of candidates looking to replace Rep. Adam Schiff, D-Burbank, as the representative of the 30th congressional district.
Alex Balekian entered the race as a "no party preference" candidate, with his campaign issuing a statement saying he is "aiming to rally a wide coalition of Democrats, Republicans and Independents weary of the existing political climate."
According to his LinkedIn page, Balekian received his medical degree in 2003 from UC San Diego, eventually working as an ICU physician and previously serving as an assistant professor of clinical medicine at USC's Keck School of Medicine.
With his entry into the race, a total of 17 candidates
are vying for the seat, 13 of them Democrats. Among the candidates are former Los Angeles City Attorney Mike Feuer, state Sen. Anthony Portantino, Los Angeles Unified School District board member Nick Melvoin, Assemblywoman Laura Friedman and actor Ben
Savage.
Schiff, who was first elected in 2000, has announced plans to run for the U.S. Senate seat soon to be vacated by Dianne Feinstein.
The 30th Congressional District includes parts of Burbank, Glendale, Sunland and West Hollywood.
The Los Angeles City Councilapproved a motion Tuesday seeking to identify a location to implement its first Park Block Pilot — modeled after the city of Barcelona's "Superilla," a strategy to reduce air pollution, urban noise and traffic fatalities.
In a 10-0 vote, with council members Kevin de León, Nithya Raman, Monica Rodriguez and Curren Price absent from Tuesday's meeting, the council instructed the city's Department of Transportation to take the necessary steps to begin a Park Block Pilot.
The DOT will also report back on the necessary funding and staffing resources to scale up the program citywide.
The motion introduced by de León seeks to replicate a "Park Blocks" program to
create "instant public open space with substantial shade, outdoor recreation, greening and stormwater capture in communities desperate for parks."
Barcelona enacted its "Superilla" or Park Block Pilot program in 2016.
The program "transforms" residential blocks by "reconfiguring vehicle circulation," which allowed for up to 70% of the street surface area and intersections to be reclaimed as usable public space while preventing cut-through traffic but remaining accessible for necessary traffic inside the blocks, according to the motion.
"Residents inside the blocks saw an increase in civic life over the years as community members spent more time outside in their neighborhood," the motion
read. "Creation of the Superilla was cost effective — using a phased design starting with temporary installations that became permanent after public input and on site experience."
De León's motion noted that a successful program would need to be "thoughtfully designed and personalized" to Los Angeles.
For the initial pilot, priority areas will be chosen among communities that have the least access to public space, highest health disparities, high population densities and who want to participate in the program. The initial location would be within de León's District 14, which includes parts of downtown, Boyle Heights, Highland Park, Lincoln Heights, Monterey Hills and Glassell Park.
Relatives of Keenan Anderson, a Black man who went into cardiac arrest and died after receiving multiple blasts from a stun gun during a struggle with Los Angeles police in Venice, on Monday announced the filing of a lawsuit against the city.
Anderson, the father of a 5-year-old son, had been a teacher for more than eight years, the past six months at Digital Pioneers Academy, a charter high school in Washington, D.C. The 31-year-old Anderson had been in the Los Angeles area visiting relatives during the holidays when he got into the Jan. 3 confrontation with police following a minor traffic collision near Lincoln and Venice boulevards.
Attorneys said police used a stun gun on Anderson six times, causing his heart to later flutter and ultimately fail. He died hours later at a hospital.
A subsequent autopsy
determined that Anderson died from the effects of an enlarged heart and cocaine use.
Los Angeles attorney Carl Douglas, representing Anderson's family along with famed national civil rights attorney Ben Crump, acknowledged the drug use, but said it doesn't justify officers' actions.
"I don't think there's going to be a challenge to the determination that there were in fact drugs in Mr. Anderson's system," Douglas said during a Monday morning news conference.
"The video shows he died because he was Tasered more than six times on the back of his heart. We will have experts that will confirm the connection between the actions of police and his death."
He added, "It matters not why he was in distress because it's clear from the body-worn footage that he was never a threat. He spoke
to the officers politely. He was always compliant. He never balled his fists. He never kicked. He never did anything to give an officer the belief that he was a threat."
Earlier this year, the LAPD released some edited body-camera footage showing the encounter between Anderson and police. At one point, the video shows Anderson being held down on the ground, with Anderson crying out that officers were trying to "George Floyd" him, a reference to the man who died while being restrained by police in Minneapolis.
The Los Angeles Police Protective League, the union that represents LAPD officers, issued a statement earlier saying Anderson escalated the confrontation with his behavior, which included running away from officers into traffic.
"Minor auto accidents are usually handled with an
exchange of information between the drivers and a call to one's insurance carrier," according to the LAPPL. "On the other hand, when an individual who is high on cocaine is in an accident, tries to open the car door of an innocent driver, and then flees the scene by running into traffic, police officers must act."
The Los Angeles Superior Court lawsuit alleges civil
rights violations, assault and battery, false imprisonment and negligence.
The suit seeks unspecified damages, although attorneys said they would ask for damages of $100 million. The family had earlier filed a required damages claim against the city seeking $50 million, but it was rejected.
Anderson was one of three men who died in confrontations with the
LAPD during the first three days of the year. The two other men were fatally shot. The deaths prompted a series of protests, demands for the ouster of LAPD Chief Michel Moore and calls for changes in the way the agency responds to traffic crashes.
Anderson was a cousin of Patrisse Cullors, a co-founder of the Black Lives Matter movement.
The increasing efforts to reduce pollution and increase the number of zero-emission vehicles on California roads has led to the development of a new state-of-the-art charging station in South El Monte.
Schneider National Inc., a prominent U.S. logistics company, announced the opening of the large charging depot at the company's South El Monte Intermodal Operations Center.
The charging area — located near major freeways in the heart of the LA metropolitan area — is more than half the size of a football field and has 16, 350-kilowatt dual-corded dispensers, according to Schneider. Up to 32 Freightliner eCascadia trucks simultaneously will be able to achieve an 80% charge
within 90 minutes.
"We can haul a similar weight. Obviously, we have a little less range so we have to be more thoughtful, and we get about 220 miles between charges," Schnei-
der National President and CEO Mark Rourke told ABC7.
The trucks are built for regional hauls, rather than cross-country treks.
"It's ideal for these
trucks to come back to a home base, a depot base like the one we are at, and have several hours to charge, even sometimes overnight to charge," Rakesh Aneja, vice president of eMobility
for Daimler Trucks North America, told ABC7.
Schneider aims to open more facilities in the future.
"We're going to have to go from just a few hundred today to about 160,000
by 2030," said California Energy Commissioner Patty Monahan told the TV station.
According to the company, Schneider has already started hauling deliveries for Frito-Lay North America and Goodyear with the new eCascadia fleet, which the company claims will move communities closer to a zero-emissions future that is crucial for pollution reduction.
"If you live near the port, you are smelling that diesel fuel every day, your kids are breathing that diesel pollution when they go to school," said Monahan.
Schneider estimates that each day its electric trucks are on the road, that will move the progress toward its goal of reducing carbon emission by 7.5% per mile by 2025 and a 60% per mile reduction by 2035.

Founded in 1903, USC Arcadia Hospital is a full-service community hospital with 348 licensed beds. The hospital offers advanced cardiovascular services including cardiac catheterization, electrophysiology, and open-heart surgery. Los Angeles County has designated USC Arcadia Hospital as both a heart attack receiving center and a comprehensive stroke center, as well as an Emergency Department Approved for Pediatrics.
The hospital also offers a variety of services in orthopedics, neurosurgery, obstetrics, gynecology, cancer care, and many other medical specialties. About 45,000 patients are treated annually in the hospital’s Emergency Department. The hospital staff delivers more than 1,200 babies annually and provides care to more than 16,000 inpatients each year. USC Arcadia Hospital was originally founded as the Methodist Hospital of Southern California and affiliated with Keck Medicine of USC in 2022.
With the Writers Guild of America strike now in its eighth week and no end in sight, thousands of union members and supporters marched from Pan Pacific Park toward a planned multi-union rally Wednesday, carrying signs and looking to stir support for strikers.
Representatives from the WGA West, SAG-AFTRA, IATSE, the Directors Guild of America and the Teamsters, among others, gathered at the park around at 10 a.m. and then set off for the planned noon rally on the Great Lawn of the La Brea Tar Pits.
The WGA's website billed the event as a "fight for a fair share of the wealth we create for studios."
Picketing continues to be an almost-daily feature outside all the major Los Angeles-area studios, but to diminishing media attention. Wednesday's large rally was the second multi-union event in which the WGA has participated since the walkout began, following a similar event in downtown LA on May 26.
The WGA's roughly 20,000 members walked off the job May 2 — shuttering many scripted productions and also leaving thousands of other behind- the-scenes workers without a livelihood.
On June 4, the Alliance of Motion Picture and Television Producers, which represents the studios, reached a
tentative three-year deal with the Directors Guild of America — and on June 7, AMPTP began contract talks with SAG-AFTRA, which represents actors.
But there has been no word of any talks between the WGA and AMPTP.
The WGA is pushing for improvements on a variety of fronts, notably for higher residual pay for streaming programs that have larger viewership, rather than the existing model that pays a standard rate regardless of a show's success.
The union is also calling for industry standards on the number of writers assigned to each show, increases in foreign streaming residuals and regulations preventing the use of artificial intelligence technology to write or rewrite any literary material.
The AMPTP has pushed back against some of the WGA's demands, particularly around its calls for mandatory staffing and employment guarantees on programs.
"These proposals require studios to staff a show with a certain number of writers who will be hired for a specified period of time that may not align with the creative process," according to the alliance. "If writing needs to be done, writers are hired, but these proposals require the employment of writers whether they're needed for the creative process or not. While the WGA has argued that the proposal is necessary to 'preserv(e) the
writers' room,' it is in reality a hiring quota that is incompatible with the creative nature of our industry."
AMPTP has also pushed back against WGA demands around streaming residuals, saying the guild's offer would increase rates by 200%.
The use of artificial intelligence has also emerged as a major topic.
The WGA says it wants a ban on the use of AI, and contends the AMPTP has refused to even negotiate the issue. The AMPTP said the issue raises "important creative and legal questions" and requires "a lot more discussion, which we've committed to doing."
The agreement reached between AMPTP and the DGA includes a 12.5% salary increase over a three-year period, plus a "substantial" increase in residuals for streaming content — including a 76% increase in foreign residuals for the largest platforms and mutual confirmation that artificial intelligence is not a person and cannot replace the duties performed by DGA members.
That deal came after less than a month of negotiations, ahead of a June 30 expiration of the guild's current contract.
The last WGA strike lasted from November 2007 until February 2008. Industry experts estimated that 100-day strike cost the local economy between $2 billion and $3 billion.

The Los Angeles City Council on Tuesday elected Councilman Marqueece Harris-Dawson as the new president pro tempore to replace Curren Price, who stepped down from the position and faces possible suspension from the council after being charged with embezzlement, perjury and conflict of interest.
In a 12-0 vote, the council moved to appoint Harris-Dawson as president pro tempore with Councilwoman Monica Rodriguez and Price absent from the vote. Price was not in attendance at Tuesday's meeting, and he will not attend any of the remaining meetings this week, according to his office.
"With that vote, I'm pleased to congratulate our new Council President Pro Tem Marqueece HarrisDawson," Council President Paul Krekorian said. "I'd like to ask you to come up on and take the desk."
Krekorian introduced a motion last week calling for the council to have an election at the next available council meeting for the position, and further moved to tap HarrisDawson for the post.
After being charged last week, Price announced his decision to step down as council president pro tempore and surrendered all of his committee assignments.
"While I navigate through the judicial system to defend my name against unwarranted charges filed against me, the last thing I want to do is be a distraction to the people's business," Price wrote in a letter to Krekorian.
In a statement, Los Angeles County District Attorney George Gascón said the charges against Price are the "result of a thorough investigation into allegations of public corruption."
"This alleged conduct undermines the integrity of our government and
erodes the public's trust in our elected officials," he added.
The charges allege that Price cast votes on projects involving developers with ties to his wife's consulting firm. He's also accused of embezzling money by having the city cover medical insurance premiums for his now-wife, even though Price was still married to his first wife at the time.
Price's spokeswoman Angelina Valencia-Dumarot told City News Service last week that "Curren Price is a longstanding public servant who has given his life to the city of Los Angeles. He looks forward to defending himself once he's had an opportunity to address these charges."
Price, 72, has represented the 9th District, which includes most of South Los Angeles and the western part of downtown Los Angeles, since 2013. He previously served in the state Assembly and state
Senate.
A motion to suspend Price altogether will also be heard at some point. The motion's first step will be in the council's Rules Committee, before returning to the full council for a vote.
Price is the latest Los Angeles city official to fall into legal or political turmoil. Former council members Jose Huizar and Mitch Englander have both pleaded guilty to federal charges in recent years, while Councilman Mark Ridley-Thomas was convicted earlier this year of federal charges for trading votes during his time on the county Board of Supervisors in exchange for benefits provided by USC to his son.
Former City Council President Nury Martinez resigned last year after being caught on tape in a racially charged conversation with two other council members and a county labor official discussing the council's redistricting process.
The Los Angeles City Council on Tuesday requested a report on how the city could revise its ethics and conflict of interest laws to require lobbyists to disclose ties to a council member or their staff.
The motion by Councilwoman Katy Yaroslavsky comes in response to a possible ethics violation by her predecessor's planning and land use deputy in acquiring a zoning designation for the controversial Bulgari Hotel in Benedict Canyon.
Ethics Commission records indicated that Stacey Brenner received more than $174,000 for lobbying efforts to obtain the General Plan amendment for the project while her husband Shawn Bayliss was working as the planning and land use deputy for then-Councilman Paul Koretz.
"There is absolutely no evidence that the City Ethics Office or the City Attorney's Office were ever consulted about this clear conflict of interest that this presented and whether or how they could mitigate that conflict," Yaroslavsky said in May when the full council considered an appeal of the project.
Brenner was the one who personally submitted and signed the General Plan amendment application, Yaroslavsky added. The councilwoman also noted that the developer Gary Safady had spent almost $3 million to lobby for the amendment.
Tuesday's motion passed 12-0, with council members Monica Rodriguez and Curren Price absent.
In an attempt to prevent conflict of interests from occurring in general, the motion instructed the chief legislative analyst, the city's Ethics Department and the City Attorney's Office to report back on whether and how the city could do so.
Specifically, the motion requested city staff to establish laws that require lobbyists to disclose if they are a spouse, registered domestic partner, parent or child of a council member or council member's staff and require them to file a Form 700, statements of economic interests under the state's Fair Political Practices Commission.
In addition, the motion requests the implementation of laws prohibiting registered lobbyists who are a close relative from lobbying that council
office on any "proposed or pending land use development project" located in that council member's district. The law would also prohibit communication between the council member or their staff and a registered lobbyist who is a close relative of the council member or of their office staff.
According to Yaroslavsky's motion, under the current interpretation of the city's ethics and conflict of interest laws, when the spouse of a council member's staff member is a registered lobbyist and seeking to influence their spouse's office, the staff member is "advised to create a firewall within the council office."
But that advice is only provided if the staff person "proactively" seeks guidance from the Ethics Commission or the City Attorney's Office.
"This presents at a minimum an appearance of conflict of interest if not an actual conflict," the motion reads. "As the City Council is currently in the process of considering changes to these laws, now is an opportune time to consider provisions that would address this unregulated area of the law."
ALos Angeles City Council committee
Tuesday approved a proposed Wildlife District Ordinance, which would impose regulations intended to balance wildlife habitat and connectivity with private property development.
"It's time that we move forward today," said Councilwoman Katy Yaroslavsky, who sits on the Planning and Land Use Management Committee.
"The wildlife is already here. It's our responsibility to care for it to allow it space to flourish and to recognize the positive intangible benefits."
The ordinance, she added, "presents a critical opportunity to create sensible land use and zoning regulations that can address hillside issues and climate resiliency goals on a more systemic level."
After more than an hour of public comments at a packed council chambers, the PLUM Committee voted 4-0 to OK recommendations from the city's Planning Department to approve the proposed wildlife district. Councilwoman Monica Rodriguez was absent from Tuesday's committee meeting.
The proposed ordinance — which next heads to the full City Council — would regulate development standards for lot coverage and floor area; set grading and height limitations; set standards for fences and trash enclosures; and establish window and lighting requirements.
The ordinance, if passed, would first be enacted in a pilot area — encompassing the western Santa Monica Mountains and Hollywood Mountains, including Griffith Park, located within the 4th and 5th council districts. After a certain period of time, the city would look to expand to include Protection Areas for Wildlife within the city.
In addition, basement areas of a housing project would not be exempted from the Residential Floor Area calculations under the ordinance. Any housing project that creates or results in development of 6,000 square feet or more would also trigger a Site Plan Review.
Projects within a wildlife district will be evaluated through two methods, Patrick Whalen with the Planning Department said.
"This first is an administrative review which will be used for the majority of projects to verify compliance with all applicable districtwide standards," Whalen said. "The second method is Site Plan Review."
"As the discretionary review process, Site Plan Review does present additional time and fees for applicants, but it is critical. It is a critical component of this ordinance, as it presents the best opportunity for tailoring projects to avoid impacts to wildlife and critical habitat areas."
According to the Planning Department, the proposed wildlife ordinance would focus on a primarily singlefamily zone because the pilot area contains "significant public open space lands," and without intervention by the city it would "adversely affect the very character that makes development attractive in these hillsides."
While there were members of the public who supported the city's efforts to protect wildlife, a group of homeowners impacted by the proposed ordinance urged the PLUM Committee
to reconsider the provisions limiting square footage.
Daniel Freedman, a lawyer speaking on behalf of Neighbors for Hillside Safety, said his clients oppose the ordinance.
"Our clients love wildlife, but this isn't a wildlife ordinance," Freedman said. "It doesn't regulate wildlife. It regulates development.
"This ordinance which purports to rezone 8% of our entire city, 23,000 acres,
intends to do it with a categorical exemption," he added.
"It's doing so by providing the community and the impacted neighborhoods and residents with one single public notice."
Within the almost-decade of getting the proposed ordinance to what it is Tuesday, Planning Department staff engaged in public outreach, including workshops between 2018-2021, several public hearings in 2022, e-blasts to more than 30,000 interested
persons on separate occasions and mailed notices to more than 60,000 residents of the affected area.
Planning Department staff began working on a the ordinance in 2014, pursuant to a motion introduced by then-Councilman Paul Koretz. The motion called for the department to establish an ordinance with a set of land use regulations that would maintain "wildlife connectivity" in the city.

On June 6, the board was considering a motion — which it has approved uneventfully in recent years — recognizing June as Pride Month. The vote, coming on the heels of a much-debated Pride Month assembly at a North Hollywood high school that prompted vocal protests, led to hundreds of people gathering outside district headquarters.Clashes quickly erupted, leading to isolated fistfights that prompted a brief shelterin-place order inside the board meeting.
Police said three people were arrested during the melee.
Officers ultimately set up skirmish lines looking to keep the various protest
groups apart and restore order. The board eventually approved the Pride motion.
Glendale police Chief Manuel Cid issued a statement after the June 6 meeting blaming "agitators on both sides of the issue" for inciting the violence that erupted.
"While passionate and boisterous, the protest was largely peaceful, allowing community members to voice their perspectives on issues surrounding the school district," Cid said.
"Unfortunately, a handful of agitators, on both sides of the issue, arrived at the demonstration with a clear desire to confront and incite violence, ultimately engaging in physical assaults. Glendale police
officers responded to these fights swiftly and professionally, quickly making arrests and restoring order to the situation.
"Moving forward, the Glendale Police Department will use all the investigative tools available to us to identify any persons responsible for acts of violence at yesterday's protest and bring them to justice. The Glendale Police Department and the Glendale community will continue to honor and protect people's right to free speech and assembly.
