Riverside County DA calls for crackdown on fentanyl dealers

Riverside County District Attorney Mike Hestrin

on Tuesday joined the father of a college student who died from fentanyl poisoning, along with a federal law enforcement official, in calling on the state Legislature to pass laws that would mandate warnings to drug suppliers that they could face murder charges if what they sell kills someone.

"We want to tell our lawmakers, the governor — help us," Hestrin said. "Help the people of our state. Pass the laws that give us the tools to protect our citizens. It's as simple as that."

Hestrin, DrugInducedHomicide.com founder Matt Capelouto of Temecula and Drug Enforcement Administration Special Agent Bill Bodner held a news briefing at the DA's headquarters in downtown Riverside to appeal to the Legislature to give consideration to Senate Bill 44, authored by Sen. Tom Umberg, D-Anaheim, and SB 13, authored by

Sen. Rosilicie Ochoa Bogh, R-Beaumont, which are nearly identical.

The proposals would mandate advisements to drug dealers, stating they understand upon conviction of dealing controlled substances that they could be prosecuted for seconddegree murder if the

products they distribute in the future cause a person's death.

The advisement would be on par with Watson warnings that individuals convicted of driving under the influence must sign upon conviction of a DUI.

City of Corona puts out call to nonprofits for event co-sponsorship requests

Corona officials are asking nonprofit organizations to submit requests for co-sponsored events, and applications are due by March 30, the city announced.

The city is currently creating its budget for co-sponsored events scheduled in the next fiscal year beginning July 1 and ending June 30, 2024.

"The Co-Sponsorship program is administered by the Community Services Department and is intended to facilitate non-profit community events open to the public," said Jose Coria, community services events program coordinator. "This program provides a one-time award in the form of a fee waiver to offset costs associated with City permits and services in support of the requested event."

Established in 1998, "this program has supported many events over the years," Coria said in an email to the Corona News Press. "Every year we support anywhere between 20-35 events. Some to make note of are the Relay for Life, Lobsterfest, Cinco De Mayo Parade, Jingle Bell Run, Day of the Child, and Memorial Mile March."

This program is not the same as the recently approved Community Based Organization grant funding, which will be made available through a separate application process, according to the

Bodner said the DEA has investigated cases "where a single drug dealer poisoned or killed multiple victims in the span of a couple of days."

"The DEA will continue to work with local law enforcement agencies to ensure those lost to fentanyl have a voice," he said.

The bills now before the Legislature bear strong similarities to proposals introduced at least twice by former Sen. Melissa Melendez, R-Lake Elsinore, in 2021 and 2022. Her legislation was also dubbed "Alexandra's Law" and had the support of multiple district attorneys statewide.

The proposals never reached the Senate floor due to lack of backing from Democratic lawmakers, who have super-majorities in the Assembly and Senate.

Riverside County's

unfunded pension gap widening again, but outlook positive

Riverside County supervisors Tuesday signed off on a report indicating that county government's unfunded pension liabilities are growing again, largely due to poor investment returns at the state level, meaning higher near-term costs to the county.

"We're still making progress, albeit slowly," county Chief Financial Officer Don Kent told the Board of Supervisors during a hearing on the 2023 Pension Advisory Review Committee report. "Pension costs will continue to increase ... for at least the next decade."

The report said that the county's retirement apparatus is now 86.6% funded,

compared to 76.4% a year ago. The key metric that reflects a sound pension system is considered 80% funded status.

The county's unfunded pension gap is $1.88 billion, compared to $3.08 billion estimated in the 2022 report, according to PARC. The figures are based on calculations that end in fiscal year 2020-21, the most recent period for which confirmed data is available from the California Public Employees' Retirement System.

LA Phil to honor Walt Disney Concert Hall architect Frank Gehry

SoCalGas announces $10M to help customers impacted by high prices

The Los Angeles Philharmonic's 20th anniversary season at the Walt Disney Concert Hall will serve as a seasonlong tribute to the man who designed the iconic venue, architect Frank Gehry, the philharmonic announced Tuesday in unveiling its plans for the 2023-24 schedule.

"This season we celebrate an icon, Frank Gehry, and his iconic creation, Walt Disney Concert Hall, an extraordinary building that has shown us new ways to look, listen, feel and create," Gustavo Dudamel, the philharmonic's music and artistic director said in a statement. "Our programs echo that same spirit of endless exploration, from the statewide creative explosion of the California Festival to the continentspanning Pan-American Music Initiative, to the fantastical world-building scores of John Williams, to the revival of our groundbreaking production of Beethoven's `Fidelio' with Deaf West Theatre and the Coro de Manos Blancas -- a production that took us to the most profound depths of the human experience."

The season will begin in September, but the tributes to Gehry will begin Oct. 5 with an opening night gala and performance conduct-

ed by Dudamel. LA Phil Conductor Laureate EsaPekka Salonen, who was the music director when Walt Disney Concert Hall opened in 2003, will lead performances in late October featuring violinist Pekka Kuusisto and the premiere of Salonen's "Fanfare," which was inspired by Walt Disney Concert Hall.

The Phil will also present the U.S. premiere of Thomas Adés' "Tower" for Gehry on Nov. 4-5, according to the philharmonic. In January, Dudamel will conduct a staging of Wagner's opera "Das Rheingold," featuring scenic design by Gehry.

Meanwhile, the LA Phil Humanities Initiative will partner with Getty for an exhibition of Gehry's Walt Disney Concert Hall models.

The 2023-24 season at the concert hall will feature appearances by Herbie Hancock, Itzhak Perlman, Anthony McGill, Natalie Merchant and Yo-Yo Ma, among others.

"Since its opening 20 years ago, Walt Disney Concert Hall has welcomed Angelenos, Californians and people from all over the world to be moved by extraordinary music," LA Phil CEO Chad Smith said in a statement. "An anniversary year like this one not only invites us to look back at a historic 20 years

of creativity in this inspiring hall but also invites us to continue to challenge convention and take artistic risks as we look ahead toward our future."

Other highlights of the upcoming season include:

-- "California Festival: A Celebration of New Music," which is billed as a two-week, statewide festival of music written in the past five years from around the world;

-- the start of a two-year retrospective on the music of the movies, an event curated by Oscar-winning composer John Williams;

-- a performances of Beethoven's "Fidelio" created for both deaf and hearing audiences, in collaboration with Deaf West Theatre and El Sistema's Coro de Manos Blancas; and

-- 12 world premieres of LA Phil-commissioned works, including Oliver Leith's "Last Days," a 90-minute opera inspired by Gun Van Sant's film of the same name.

The LA Phil also plans to tour Barcelona, Paris and London in 2023-24.

The concert hall season will officially begin Sept. 28 with appearances by Japanese Breakfast and Ichiko Aoba, followed by Jamie Cullum the next night, and Natalie Merchant on Sept. 30.

Reacting to unprecedented prices, Southern California Gas Co. announced Monday $10 million in funding to help customers pay their bills.

The company said it committed $5 million in funding to the Gas Assistance Fund, a program administered by the United Way that provides income- qualified customers with one-time grants to help pay their natural gas bills.

SoCalGas also announced it will contribute $4 million to relaunch its popular Fueling Our Communities program, a collaboration with local food banks and nonprofits that has provided free meals and groceries to thousands of Californians facing food insecurity since 2020.

In addition, SoCalGas said it will contribute $1 million in aid to small restaurant owners through the Restaurants Care Resilience Fund, a fund that was started in 2021 to help small restaurants with improvements, employee retention and to manage debt and rising costs.

Millions of Southern California families have been opening their utility bills to sticker shock.

"This winter's unprecedented natural gas prices, on top of already high inflation, have been a real hardship for many Southern Californians, especially our most vulnerable, our seniors, and people facing difficult circumstances, said SoCalGas CEO, Scott Drury in a statement.

"Thanks to the incredible work of the United Way, and the network of tireless, nonprofit leaders who support our work in the community, we will be able to help many more of our neighbors, families, and small businesses in cities and towns across Southern California this winter."

Earlier this month, Governor Gavin Newsom urged the federal government to investigate the recent price spike.

Judge says Pasadena man was insane at time of mother's killing

A judge ruled Monday that a Pasadena man who allegedly called police and told them he killed his mother was insane at the time of the crime. Superior Court Judge Suzette Clover ordered Alex Edward Evans to be committed to a state mental hospital. Evans, now 35, was charged with murder for the Sept. 24, 2018, stabbing death of his 67-year-old mother, Katrina Evans, along with an allegation that he used a knife in the commission of the crime.

Man arrested in Glendale business robbery

A man was arrested for allegedly robbing a Glendale Home Depot store, police said Monday. Raymundo Bretado, 47, of Rancho Cucamonga, was booked on suspicion of armed robbery, Glendale Police Sgt. Victor Jackson said. He was being held without bail, pending arraignment. The crime occurred on Feb. 23 in the 5000 block of San Fernando Road, Jackson said. "Within the first hour of the store opening, a male entered the location and immediately went looking for the store manager," Jackson said. "Once he found the manager, the suspect lifted his shirt, revealing a firearm and ordered

him to open the vault. The suspect loaded money from the safe into an orange Home Depot bucket and fled out of an emergency exit."

Former Burbank restaurant owner gets mixed results in latest court ruling

A judge Friday expressed skepticism over constitutional arguments offered to explain the position of the former CEO and president of the now-closed Tinhorn Flats Saloon & Grill in Burbank in not complying with the county's outdoor dining ban in late 2020, but the businessman's lawyers were allowed to refine their positions in another amended countersuit. Through its operating company, Barfly Inc., and Tinhorn Flats CEO Baret Lepejian, the Magnolia Boulevard eatery filed a countersuit to the county's underlying Los Angeles Superior Court public nuisance suit in July 2021. The countersuit has been revised twice since then and continues to maintain that the Tinhorn Flats "suffered immensely" during the brief outdoor dining ban while other nonessential businesses were allowed to stay open.

Man stabbed in Long Beach; investigation underway

A man was stabbed early Friday in Long Beach, and an investigation was underway.

The crime occurred about 1:30 a.m. in the 700 block of Gardenia Avenue, according to the Long Beach Police Department. Paramedics took the man to a hospital, where he was listed in stable condition, police said. No arrests were reported, and no suspect information was available. Anyone with information on the case was urged to call Crime Stoppers at 800-222- TIPS.

OC sheriff's deputies foil attempted escape

An Orange County jail inmate attempted to escape from the Central Men's Jail in Santa Ana Tuesday, but quick-thinking deputies foiled the plan, authorities said. The inmate was dressed in civilian clothes in what's called a "control area" of the jail, where visitors enter and exit, at about 6 or 7 a.m. Tuesday, said Carrie Braun, a spokeswoman for the Orange County Sheriff's Department. Deputies recognized the inmate, however, and took him back into custody where he was being housed, Braun said. Deputies conducted a full count of inmates at the Men's Central Jail and the Intake Release Center and everyone was accounted for, Braun added.

Anaheim man pleads guilty to meth-fueled fatal collision in Buena Park

A 37-year-old Anaheim man

pleaded guilty Monday and was immediately sentenced to 10 years in prison for a methamphetamine-fueled crash that killed a pedestrian in Buena Park. Jason Douglas Rarey pleaded guilty to a felony count of gross vehicular manslaughter while intoxicated. As part of the plea deal, a seconddegree murder charge was dismissed. He was given credit for 80 days in jail. Rarey killed 51-year-old San Sebastian Tec Tamayo of Buena Park on June 23, 2018. Rarey admitted he was driving high on methamphetamine and was going 62 mph in a 40 mph zone, according to court records.

Riverside County man arrested, accused of stealing off-road vehicle, copper wire

A 52-year-old man was arrested Sunday in unincorporated Whitewater after he ran from an allegedly stolen off-road vehicle. Deputies from the Riverside County Sheriff's Department's Cabazon Station were patrolling the area near the Pacific Crest Trail and the 10 Freeway at 3:32 p.m. when they saw the man running from the vehicle, according to Sgt. Michael Shacklett. The suspect was apprehended in the open desert, Shacklett said. "During this investigation, they also located approximately 200 feet of stolen copper wire," he said. The suspect was identified as Peter Forster of Whitewater, Shacklett said.

Two children allegedly abducted by father in Riverside are found

An Amber Alert issued Sunday morning for two children who were allegedly abducted by their father in Riverside was canceled after the children were found unharmed in San Bernardino and reunited with their mother, authorities said. Lilianna Acosta, 6, and Elias Acosta, 2, were

taken at about 12:20 a.m. Sunday in the 9100 block of Coral Tree Lane, allegedly by their father, 27- year-old Frank Acosta-Ortega, who was arrested, according to the Riverside Police Department. An off-duty sheriff's deputy recognized the suspect's silver BMW 335i from the Amber Alert and called authorities, police said..

Three injured in Corona crash

Three people were injured Saturday when two sedans collided in Corona. The crash was reported at 2:13 a.m. near Promenade Avenue and Cresta Road, according to Corona police Sgt. Jason Waldon. The 17-year-old Corona boy driving a gray 2003 Acura TL was rushed to a hospital in critical condition, Waldon said. Paramedics took the 44-year-old Corona woman driving a 2013 Volkswagen Jetta and a 50-year-old Riverside man who was her passenger to a hospital with significant injuries.

Income eligibility increased for childcare financial assistance in San Bernardino County

The Child Care Resource Center (CCRC) has increased income eligibility limits to help families pay for child care. CCRC is enrolling eligible children and families of two who earn a monthly income of $6,000 or less, families of three who earn $6,800 or less, and families of four who earn a monthly income of up to $7,900. Child care is available at all hours of the day, including weekends. Code Enforcement Division office now open in San Bernardino

The Code Enforcement Division is happy to announce they have moved to a new office location in San Bernardino. The new office is at 268 W. Hospitality Lane, Suite 300, San Bernardino, located in the Auditor-Controller/ Treasurer/Tax Collector building. Previously, the code enforcement office was located at 172 W. 3rd St. in San Bernardino. A move to a new office location had been planned to accommodate the growing code enforcement team, but a fire in June 2022 expedited the move. In addition, a new customer service computer kiosk is available to the public. The kiosk can be used by customers to apply for various permits. There are also two meeting rooms in the lobby so customers can meet with code enforcement staff.

Two Ontario men, four others arrested in Moreno Valley bank fraud case

An investigation into a bank fraud ring in Moreno Valley led to six arrests Friday, along with the discovery of fentanyl, cocaine and guns. Investigators from the Riverside County Sheriff's Department's Moreno Valley Station's Special Enforcement Team - Gang Unit obtained search warrants in January and served them Friday on Ontario residents Jordyn Botello, 21, and Peter Botello, 20, and Moreno Valley residents Jairo Contreras, 20, Ryan Cortez, 19, Christian Cortez-Ruvalcaba, 22 and Daniel Molina, 19, said Sgt. Christopher Varela. During the searches, deputies recovered four rifles, four handguns, several rounds of live ammunition for rifles and handguns, 11 grams of cocaine, over 100 fentanyl pills, over a pound of marijuana, digital scales and packaging.

At 2:49 a.m., officers responded to resolve an argument between a father and son in the 100 block of North Magnolia. The father, who was listed as a missing person, was transported to the hospital for an existing medical condition. He was removed from the missing person system.

At 3:41 p.m., an employee from a business in the 1600 block of South Mountain called to report that a subject took property without paying. This investigation is continuing.

At 6:48 p.m., vandalism was reported in the 1700 block of South Mayflower. The caller reported someone threw a paint roller at a home window and caused it to break. This investigation is continuing.

At 9:02 p.m., a victim in the 200 block of North Canyon reported someone opened his unlocked vehicle's door and took property. This investigation is continuing.

At 9:45 p.m., officers were dispatched to the 1600 block of South Mountain to investigate a possible theft. A subject was detained nearby and officers went to the business to confirm a crime. Officers determined no crime occurred, but the subject had several warrants for his arrest. He was arrested and taken into custody.

At 11:00 p.m., a caller from the 800 block of East Huntington reported a disturbing subject in their business. Officers arrived and located the subject in a vehicle. Through an investigation, officers discovered the subject had narcotics in his vehicle. The subject was arrested, cited, and released in the field.

February 18

At 11:44 a.m., a caller reported an injury traffic collision in the area of Shamrock and Central. Officers checked on the well-being of the occupants. One motorist was transported to a local hos-

pital for their injuries. This investigation is continuing.

At 6:11 p.m., officers were dispatched to the 300 block of East Palm regarding a custody issue. An investigation revealed that the male subject physically harmed the female subject. He was arrested and taken into custody.

At 11:18 p.m., while patrolling the Huntington Oak area due to a car meet-up, an officer followed a speeding vehicle leaving a parking lot. The vehicle ran a red signal and drove into the freeway. The officer conducted a traffic stop once the driver exited the freeway in the area of Mountain and Evergreen. The driver showed signs and being intoxicated. A DUI investigation ensued and the driver was arrested. The passenger was also intoxicated, aggressive and could not care for his own safety. They were both arrested and transported to the MPD jail to be held for a sobering period.

February 19

At 1:21 a.m., a caller in the 1100 block of East Huntington reported a subject in their business was arguing with staff and possibly intoxicated. Officers arrived and contacted the subject. A computer check revealed the subject had a no-bail probation warrant for his arrest. He was arrested and taken into custody.

At 1:58 a.m., an officer observed a vehicle commit a moving violation near Peck and Longden. The vehicle was stopped and the driver showed signs of intoxication. A DUI investigation ensued and the driver was arrested. He was transported to the MPD jail to be held for a sobering period.

At 6:54 p.m., a caller in the 400 block of East Cherry reported a male adult threatening to harm himself. Officers arrived and interviewed the subject. He told officers he was feeling suicidal and attempted to hurt himself in the past. It was determined he was a danger to himself and was transported to a medical facility for treatment.

At 9:17 p.m., officers responded to the 800 block of West Olive regarding three subjects living out of a van on the street. Officers contacted the subjects and confirmed one of them had a warrant. The subject was arrested and taken into custody.

At 9:51 p.m., a caller reported domestic violence in the 100 block of North Myrtle. The male victim said he was on a date with his girlfriend when they started to argue. During the argument, she struck him three times in the face. Officers located the girlfriend. She was arrested and taken into custody.

At 10:22 p.m., officers responded to the 400 and 800 block of Norumbega regarding vandalism to vehicles. Officers arrived and saw three vehicles with broken windows. Officers did an area check for possible suspects or vehicles, but none were located. This investigation is continuing.

February 20

At 8:36 a.m., a reporting party from the 500 block of Valmont stated that sometime throughout the night and someone entered her vehicle, and stole her purse. This investigation is continuing.

At 10:02 a.m., a caller reported hearing a female calling for help in the 200 block of West Pomona. When officers arrived they discovered that a husband and wife were in a verbal altercation. The husband started strangling the wife and punched her in the face. He was arrested and taken into custody.

At 2:06 p.m., a mail theft was reported in the 500 block of West Duarte. The reporting party stated that her mailbox was broken into and she has mail missing. This investigation is continuing.

February 21

At 11:35 a.m., a stolen vehicle was located in the 100 block of East Palm. The vehicle was taken out of the system as stolen and released at the scene to the owner. This investigation is continuing.

At 5:17 p.m., a reporting party in the 900 block of East Lemon reported seeing a male subject who she had a restraining order against. Officers arrived and the reporting was already gone. Officers located the restrained subject and made contact with him. A computer search revealed he had an outstanding warrant. He was arrested and taken into custody.

February 22

At 12:54 a.m., officers were patrolling the area of Foothill & Ivy when they saw a male adult walking on the street and drinking from a bottle of alcohol. The subject was upset over a recent break-up with his girlfriend and told officers he wanted to kill himself. Officers arrested the subject for being drunk in public. While searching the subject's backpack, officers recovered a loaded handgun. A computer check revealed a prior felony conviction and a warrant for assault with a deadly weapon. He was arrested and taken into custody.

At 11:25 a.m., a noninjury traffic collision was reported in the 500 block of Terrado. An officer was able to make contact with one of the involved parties who was unaware she struck a vehicle. The female was cited for unsafe backing.

At 11:53 a.m., a victim in the 700 block of East Huntington reported the catalytic converter was stolen from his vehicle. This investigation is continuing.

At 2:02 p.m., a resident in the 200 block of South Sunset reported she received a scam call regarding overpaying the Spectrum bill. She provided the person over the phone with all of her personal identifying information. Shortly after, her credit card was used. She notified her bank and closed her account. This investigation is continuing.

At 2:20 p.m., an employee from a business in the 700 block of East Huntington reported a theft that occurred on Feb. 21. This investigation is continuing.

At 2:52 p.m., officers

responded to a residence in the 100 block of East Palm regarding domestic violence. The husband and wife got into a verbal altercation, the female walked away, and the husband pushed her from behind. He was arrested and taken into custody.

At 12:39 p.m., an officer responded to CVS Pharmacy, located at 1401 S. Baldwin Ave., regarding a shoplifting investigation. Two suspects entered the location with garbage bags, stole multiple cosmetic products, and fled in a Jeep SUV. They are described as a Black female and a Black male with thin builds.

February 21

At 2:09 p.m., an officer responded to CVS Pharmacy, located at 9952 Las Tunas Dr., regarding a shoplifting investigation. Three suspects entered the store and stole various makeup items. The suspects are described as two Black females and one Black male. They fled in a white Jeep SUV.

At 5:59 p.m., an officer responded to the 100 block of West Las Tunas Drive regarding a vehicle burglary investigation. The victim discovered someone smashed her car window and stole her purse. Surveillance footage captured the suspect, a Hispanic female, using the victim’s stolen credit cards and identification to make fraudulent purchases.

February 22

At 7:25 a.m., an officer responded to a residence in the 200 block of South Second Avenue regarding a vehicle burglary investigation. Sometime during the previous night, someone smashed one of the windows and stole a toolset from the vehicle.

At 1:18 p.m., an officer responded to a residence in the 400 block of West Woodruff Avenue regarding a burglary investigation. The victim stated someone kicked in the front door, ransacked the home, and fled with an

unknown amount of property.

February 23

At 9:08 a.m., an officer responded to a residence in the 00 block of Hacienda Drive regarding a burglary investigation. After a dispute over payment, the victim’s contractor forcefully entered the home and pushed the victim. The suspect, a 67-year-old male from San Marino, was arrested and transported to the Arcadia City Jail for booking.

At 10:15 a.m., an officer responded to ServPro, located at 11631 Clark St., regarding a commercial burglary investigation. Unknown suspect(s) broke into the location through the front door. Once inside, they stole numerous tools and keys to two company vehicles. The suspects fled in a black Mercedes Benz SUV.

At 8:42 p.m., an officer responded to a residence in the 00 block of West Norman Avenue regarding a burglary investigation. Surveillance footage captured a lone male suspect smashing a rear window and ransacking the home. No loss has been reported as of the release of this report.

At 10:12 a.m., an officer responded to Nest Tea, located at 556 Las Tunas Dr., regarding a commercial burglary investigation. A review of the surveillance footage revealed two suspects removed a glass window and ransacked the register, resulting in a loss of cash.

At 3:33 p.m., officers responded to Wells Fargo, located at 1200 South Baldwin Ave., regarding a robbery in progress. The male suspect entered the bank and demanded cash from the teller. The suspect pulled out an item from a duffle bag that resembled a bomb. The suspect fled when the teller said she didn’t have access to the money. The suspect is described as a White male wearing a yellow raincoat, black gloves, black shoes, and carrying a black duffle bag.

Monrovia Old Town report: Taste of Old Town…we’re awaiting your return

Under the superb direction of Julie Gentile, the Kiwanis Club organized what would become the event of the year for Old Town.

One of the many things I love about living and working in Monrovia — specifically in Old Town — is the wonderful events that the city and other groups coordinate for our benefit and enjoyment. The Friday Night Street Fair, the summer concerts in the parks, Monrovia Days, the

4th of July fireworks and so many more. As I write this, I can joyfully tie many of these events to happy memories with family and friends. We have so much more than a great city. We have a community. We have great leaders, wonderful residents and a rich, diverse and growing business district with a

beautiful backdrop to house it all.

I’m not sure I can pinpoint my favorite city event. However, I will say that the Taste of Old Town has always been near and dear to my heart. Formerly known as the Old Town Monrovia Food, Wine and Jazz Festival, the event was newly dubbed The

For those of you that have not attended this gala, Myrtle is blocked off from Lime Avenue to Colorado. Both sides of the streets are lined with booths housing local and nearby restaurants, breweries, wineries, distilleries and bakeries. With your ticket purchase (the event is for ages 21 and over), you get a bag of goodies and a handy one-handed plate that has a special doo-hicky handle for your wine glass. Now that you are armed for success, you can then go from booth to booth to sample small tastes and sips from every vendor. And you can do it as many times as you want to.

After years of attending, the smart move is to do a quick walk thru, hit the best spots fast before

they run out, then go to the remaining booths or repeat as desired. By the time you’re feeling slightly stuffed, you can go dance it off on the dance floor with the amazing live band that has been hired for the night. Don’t forget to go back for a snack or dessert!

The street is lit with beautiful white lights, which make the white canopies glow warmly. The October temps are perfect, once the sun dips down. It’s like a big party with all of your favorite people in town. The event draws crowds from near and far. It is for sure filled with locals, but it’s also a huge draw to other cities which is such a huge boost for our local businesses. It is a spectacular event and has been highly revered by everyone I’ve ever discussed it with.

Sadly, like so many other things we held dear, the pandemic was the end of the Taste of Old Town. I, like many others, thought the event would return,

post-COVID (if that’s even a thing). But, due to more stringent guidelines from the health department added to the amount of work it takes to pull off an event of this magnitude, it has been decided that the event will be permanently retired. Not only was this event so much fun to attend, but it was also Kiwanis’ largest fundraising event of the year and helped them raise funds for their many programs including their scholarship disbursements.

It is my hope that somehow, some way, the powers that be in our city find a way to come together with Kiwanis to make this event happen in October. It might not be as grand as it has been, but I’m ok with baby steps toward a bigger and better event to come! So, throw out some good energy, make a wish, click your heels, say a prayer, or cross your fingers so that we can find a way to save this amazing event. I believe…

Gov. Newsom, Attorney General Bonta, CPPA oppose federal privacy preemption

California Gov. Gavin Newsom, Attorney General Rob Bonta and the California Privacy Protection Agency on Tuesday sent a joint letter to Congress voicing opposition to preemption language in proposed legislation.

HR 8152, the American Data Privacy and Protection Act, was introduced in the last congressional session and sought to replace California’s landmark privacy law with what officials described as "weaker protections (that) could compromise the ability of the ... CPPA to fulfill its mandate to protect the privacy of Californians. California ... calls on Congress to set the floor and not the ceiling in any federal privacy law, and to allow states to provide additional protections in response to changing technology and data privacy protection practices."

Newsom and Bonta led the calls for privacy protection.

“National data privacy laws passed by Congress should strengthen, not weaken our existing laws here in California,” Newsom said in a statement. “As personal data is routinely bought and sold it is critical that consumers have the ability to consent to the sharing of this information, especially in an era where Roe v.Wade has been overturned and access to personal data can be used in legal proceedings. California has been on the leading edge when it comes to creating new digital technology, but we have also coupled these advances with stronger consumer protections. The rest of the nation should follow our lead.”

Bonta urged federal legislators not to undercut states' privacy regulations.

“There is no doubt that

stronger federal action is needed to protect the privacy of Americans, but these actions must not preempt existing protections in place,” the attorney general said in a statement. “California is at the forefront of privacy in response to quickly changing technology. We urge Congress not to undercut the important protections that have been established through efforts by the states. Any federal law should set the floor, not the ceiling for privacy law.”

CPPA Executive Director Ashkan Soltani said in a statement: “Federal privacy protections cannot come at the expense of Californians and residents of other states that have adopted innovative privacy protections. In the last year alone, California added key new children’s privacy and reproductive privacy legislation to its existing privacy laws. But if ADPPA is adopted in its current form, not only could existing privacy protections be weakened, but it could prevent California legislators, and Californians through the ballot initiative, from passing new protections to address changes in technology. We urge federal legislators to ensure that any federal privacy law allows states to continue to innovate on privacy.”

The joint letter was submitted to the House Energy & Commerce Committee in advance of the Committee’s hearing that was scheduled for Wednesday, officials said. The committee is expected to reintroduce ADPPA in the new legislative session.

"California continues to lead on data privacy, and to adopt laws in response to rapidly evolving technology, with the strongest and most

groundbreaking data protections in the nation," officials said. "Californians currently have robust protections and rights to manage and control the use of their data through the California Consumer Privacy Act. ... As Congress considers adopting ADPPA, California urges changes to the proposed law as the ADPPA in its current form would undermine the CCPA and would hamper state efforts to keep up with and adapt laws to changing technology."

The state's top officials believe the key to proper and effective data privacy law is setting "a federal floor, not a ceiling, to allow states to continue to innovate and be nimble in protecting their residents."

In the joint letter, Newsom, Bonta and Soltani call on Congress to allow states to respond to changes in technology and data collection practices to allow robust enforcement in those areas most affecting residents. The California officials also want to make sure that the data privacy act doesn't have a preemption clause in order to safeguard protections in state law and preserve the state’s authority to initiate and enforce those protections.

Last fall, then-House Speaker Nancy Pelosi publicly outlined her concerns about the ADPPA’s limits on state privacy protections.

Newsom, Bonta, Assembly Speaker Anthony Rendon and California state senators have also released letters expressing concerns about the House data privacy legislation. On July 19, Bonta led a multistate coalition demanding that Congress respect the role of states to enforce and provide strong consumer privacy protections while also furthering legislation that enacts privacy protections nationwide.

The California Privacy Protection Agency released a letter opposing HR 8152 last year, and in September, CPPA Chairperson Jennifer Urban published an opinion article in the San Francisco Chronicle highlighting how the federal

data privacy legislation could cancel existing protections from California consumers.

The CPPA’s mandated mission is to protect the consumer privacy of Californians, officials said. The agency was established in 2020 and is governed by a fivemember board consisting of experts in privacy, technology and consumer rights.

"The agency has several responsibilities, such as promoting public awareness of consumers’ rights and businesses’ responsibilities; adopting regulations in furtherance of the CCPA; and beginning July 1, the agency is tasked with enforcing the CCPA through administrative enforcement actions," officials said. "It will share CCPA

enforcement authority with the Attorney General."

LA County moves toward requirement for seismic retrofit of older buildings

The Los Angeles County Board of Supervisors took a first step Tuesday toward requiring the retrofit of older, so-called "non-ductile concrete" high rises that are at higher risk of collapse during a powerful earthquake.

The board voted unanimously to direct its public works staff and attorneys to draft an update to the county building code that would require retrofitting of all such buildings within 10 years that are either located in unincorporated areas or owned by the county within. The code would also require that owners of impacted buildings submit structural evaluation reports within three years, and plans to retrofit or demolish the buildings within five years.

"While the county building standards have been updated to ensure new construction can withstand seismic activity, the most vulnerable buildings are non-ductile concrete high rises, which are prone to brittle behavior during an earthquake," according to the motion by Supervisors Holly Mitchell and Hilda Solis.

"These buildings which were constructed prior to 1976 when California adopted the 1976 uniform building code were constructed with a limited amount of reinforcing steel at the columns, joints and walls of these structures, which make them particularly vulnerable to damage and collapse."

The motion also called on county staff to review possible development of financial assistance programs that could help property owners cover the costs of such retrofit projects. It also called on county staff to conduct an inventory of "soft-story" buildings in unincorporated areas that could also be more likely to collapse in a strong quake.

The city of Los Angeles in 2015 approved sweeping requirements for the retrofit of more than 13,000 soft-story buildings and about 1,500 non-ductile concrete buildings. Santa Monica and West Hollywood have enacted similar laws.

City wants Corona residents to vote on public artwork projects

The city of Corona’s Canvas on the Curb program intends to showcase local artists by transforming seven traffic signal cabinets into public works of art, officials said.

"The goals of the Program are to build community, highlight the talent of Corona’s artists, and enrich the community through displays of art that embodies Corona’s rich diversity and history," according to a city statement.

Corona officials received many submissions and now are asking residents to select their favorite proposed art concepts by March 18.

Voting takes place online at https:// cityofcorona.qualtrics.com/jfe/form/ SV_0GQYao7y1wN26EK.

According to the city, Canvas on the Curb progresses in seven phases:

1. Artists submitted a Canvas on the Curb Submission Form, signed waiver, and a picture or conceptual sketch of the artwork or planned design in the template provided.

2. Art submissions reviewed by City staff for program compliance.

3. Corona residents will help choose the seven art pieces that will adorn traffic

signal boxes.

4. The city then issues a public call for sponsorship, inviting businesses, service organizations and the community to sponsor an artwork with a $1,300 donation.

5. Corona officials will hire a contractor to digitize the selected artwork and, if necessary, transform the selected artwork to a vinyl wrap and finally install the artwork on a traffic signal cabinet.

6. Information on the artist and sponsor will be posted on the traffic signal cabinet in a 4-inch-by-6inch space on the cabinet's sidewalk side, and also on the city’s website. All program participants, including selected artists and sponsors, will be recognized at a Corona City Council meeting.

7. The city is responsible for the maintenance of the cabinets, so any graffiti will be removed at the city’s expense. Artwork will be guaranteed to be installed for a one-year period. If the cabinet is damaged or replaced, artwork may be replaced after one year based on officials' discretion and at the city's expense.

Officials also described criteria for artist eligibility. The program is open to

all Corona residents who are professional artists, amateur artists 16 years or older and high school art, digital or graphic arts and photography teachers and their students ages 16 or older.

For consideration, all applicant artists must complete and submit a submission form and a sketch of the artwork.

"The proposed artwork should cover all four sides and the top of the traffic signal cabinet," officials said in a statement. "The artist will also be asked to provide a brief summary on why they’d like to be a part of the Program.

"All artists will be required to certify that they are the original creators of the artwork, sign a waiver and execute a license

agreement allowing the City to utilize the artwork for installation on a traffic signal cabinet and for purposes of advertising the Program. The original art and all rights thereto will be retained by the artist."

Officials also spelled out "do's and don'ts" for proposed art projects. Do's included:

-- "Provide familyfriendly artwork suitable for viewing by all ages.

-- "Use bright colors and images that can be visible from a distance.

-- Consider incorporating Corona’s heritage, events, landmarks, milestones and images that showcase the local community and activities.

-- "Seek to build community, improve the quality of life and highlight Corona’s

cultural uniqueness.

-- "Create images of nature, inspiration, and beauty.

-- Make sure that a 4-inch-by-6-inch space is available on the sidewalk side of a design for the placement of a plaque that recognizes the artwork's artist and sponsor.

-- "Be original, creative and have fun. Artwork medium can be paint, pastels, digital, photography or just about anything that can be digitized and printed on vinyl wrap."

The following "don'ts" also were made clear:

-- "Use profanity or violent images.

-- "Advertise a business, political view or religion.

-- "Use a copyrighted or trademarked image.

-- "Defame or invade

the rights of any person or group, living or dead.

-- "Leave any sides or top of the cabinet blank — use the whole canvas."

All artwork will be digitized and converted into vinyl wraps that are what actually covers the city's traffic signal cabinets, officials said. "The vinyl wrap will be installed by a professional contractor and will contain a protective UV coating to reduce sun damage and allow for easy removal of graffiti."

When artwork is displayed on the traffic signal cabinets via Canvas on the Curb, the artwork constitutes city speech, officials said. "By establishing the program, the city does not intend to create any type of forum for private speech."

Young inventors, scientists, engineers compete at Riverside County Science and Engineering Fair

Students from school districts countywide exhibited their scientific know-how Wednesday at the Riverside County Science and Engineering Fair.

Some of the student projects included "testing whether artificial intelligence can compose an 8th-grade language arts essay, identifying what kind of chocolate melts the fastest, and discovering the most efficient method to solve a Rubik’s cube," according to an announcement from the County Office of Education.

Students numbering 451 from 25 science fairs held at public, charter and private schools presented

their findings in 347 projects spanning 19 categories such as biochemistry, environmental sciences, physics and astronomy, the Office of Education reported. The most popular category was chemistry, which had 41 project entries.

While the judging on Wednesday was not open to the public, a free-admission public viewing event was scheduled for Thursday from 9 a.m. to 5 p.m. at Bourns Technology Center located at 1200 Columbia Ave. in Riverside.

A public awards ceremony is also set for the Bourns Technology Center on Thursday at 5 p.m., where top-prize gold and silver runner-up medals

will be presented. Community awards will also be announced at the ceremony.

Within each of the fair's 19 subject matter categories, students competed in the Grades 4/5 division, Junior division grades 6-8, and Senior division for high school students.

Winners in the Junior and Senior divisions will advance to the California State Science and Engineering Fair scheduled for April 11 at the California Science Center in Los Angeles.

Sweepstakes awards will be presented to one project in the Grades 4/5 division, one project in the Junior division

and one project in the Senior division.

Three Senior division students will advance to the Regeneron International Science and Engineering Fair that will be held May 14-19 in Dallas, Texas.

The county's current asset base supporting the pension system is $12.2 billion.

There are two main categories in the local pension system — safety and miscellaneous. The safety category covers sheriff's deputies, District Attorney's Office investigators, probation agents and others, while the miscellaneous rolls cover clerks, custodians, nurses, social workers, technicians and remaining employees not involved in any law enforcement function.

The amounts required to fund workers' nest eggs in CalPERS will rise and fall over the next decade, according to PARC. But the report indicated that achieving 100% funded status in the future — possibly by the early 2040s — is within reach, provided there are no damaging hits to the economy.

The biggest influence on pension costs is CalPERS' investment performance, which in fiscal year 2020-21 boasted the most impressive results of the last decade, with a 21.3% gain in stock market assets, well over the 7% assumed rate of return that had been projected, according to the report.

That impressive performance, however, will be undermined by a nosedive in returns in 2021-22 and 2022-23, according to the report. Losses for 2021-22 have been confirmed at 7.5%.

"We are at the mercy of the California State Legislature and what they want to be politically correct investments, telling the CalPERS board not to invest in certain stocks and bonds," Board Chairman Kevin Jeffries said. "Each decision that the CalPERS board makes to withdraw from profitable funds has the potential to cause us to have to pay more, because they had not invested in higher paying (assets)."

Poor investment returns going back to the Great Recession will require the county to pay an additional 1% to CalPERS in the next year to cover loses in the safety category, and .2% for miscellaneous, the report stated.

The aggregate contribution rates will be the equivalent of 48% of payroll for the safety category, and the equivalent of 28.2% of payroll for the miscellaneous category, according to the report.

Employees across the spectrum in county government generally contribute less than 10% of gross earnings toward their defined-benefit plans with CalPERS.

General fund allocations to support the retirement system will steadily rise over the next decade, approaching $900 million in support by the early 2030s, according to PARC.

The county gained some near-term relief from higher pension costs by selling $716 million in bonds at low interest rates in May 2020 and applying the proceeds to pension debt reduction, or what Jeffries compared at the time to "using a credit card to pay off a credit card."

The 2020 bond debt was added to similar issuances in 2005 that were also intended to pare down long-term pension obligations, relying on advantageous interest rates. The county will be able to repay the IOUs before 2040.

In the past, Jeffries and other supervisors expressed a desire for the county to phase out some definedbenefit plans in favor of defined- contribution plans, as exist in most private sector retirement guarantees. But Kent described the process as riddled with hurdles because of requirements in state law, potentially incurring prohibitive expenses for the county.

Under pre-2012 plans negotiated with collective bargaining units, safety workers accrued retirement earnings according to a "3% at 50" formula, fixing compensation at 3% of the average of the three highestpaid years of an employee's career, multiplied by the number of years on the job. An employee could begin collecting full retirement at age 50.

Miscellaneous workers received benefits based on a "3% at 60" formula.

Beginning in September 2012, new hires in the safety category began accruing retirement benefits under a 2% at 50 formula, while newly hired miscellaneous workers began accruing benefits under a 2% at 60 formula.

Legislation signed into law soon afterward added another category for public sector employees hired after Jan. 1, 2013. The lower benefit formula is 2% at 62 for miscellaneous and 2.7% at 57 for safety workers.

HAZARDOUS WASTE SITES: The project site is not located on any known listed toxic sites pursuant to Government Code Section 65962.5. One State Response Site was identified in the vicinity of the project site, the extents of which overlap the project site. Area 2 of the San Gabriel Valley Superfund Site, known as “Baldwin Park Operating Unit (OU)” is an area of groundwater contamination that is more than 8 miles long and 1 mile wide, covering portions of the cities of Azusa, Irwindale, Baldwin Park, and West Covina.

"This settlement now concludes all Countyrelated litigation related to the tragic January 2020 helicopter crash. We hope Ms. Bryant and her children continue to heal from their loss."

"She fought for her husband, her daughter, and all those in the community whose deceased family were treated with similar disrespect," Li said. "We hope her victory at trial and this settlement will put an end to this practice."

The Board of Supervisors agreed to pay Bryant's family $28.85 million to settle the widow's lawsuit and possible future claims by Bryant and daughters: Natalia, 20, Bianka, 6, and Capri, 3. The jury in downtown Los Angeles awarded Bryant and Chester $15 million each.

Late last year, the board approved an additional $4.95 million to Chester for the loss of his wife, Sarah, and their 13-yearold daughter Payton.

Attorneys for Chester and Vanessa Bryant argued during the trial that the plaintiffs suffered emotional pain and suffering after learning that personal photos of human remains at the crash scene were snapped

and displayed for no good reason to a bartender, attendees of an awards ceremony and sent by a sheriff's deputy to a colleague while they were playing a video game.

The county did not dispute that some photos were shared with a small number of deputies and firefighters. But defense attorneys maintained that all images taken by first responders were destroyed on orders of the sheriff and fire chief, and no longer exist in any form. The photos never entered the public domain or appeared on the internet, the county insisted.

Along with Chester's and Bryant's loved ones, the crash killed Alyssa Altobelli, 14; Keri Altobelli, 46; John Altobelli, 56; Christina Mauser, 38; and pilot Ara Zobayan, 50. Two other families separately settled with the county over the photos for $1.25 million each. All of the victims' families reached a settlement with the helicopter company over the crash, but those terms remain confidential.

The Los Angeles Kings have traded goalie Jonathan Quick to the Columbus Blue Jackets for goalie Joonas Korpisalo and defenseman Vladislav Gavrikov in a deal that was announced Wednesday.

The Kings also sent a conditional first-round draft pick in 2023 and a thirdround pick in 2024 to the Blue Jackets in the trade.

Quick was the goaltender for the Kings during their Stanley Cup championship seasons in 2012 and 2014. He is the franchise leader in games played (743), wins (370)and shutouts (57).

The 37-year-old Quick is

in the final year of a contract and spent 16 years with the Kings. He won the Conn Smythe trophy in 2012 and was a finalist for the Vezina Trophy twice.

The Kings thanked Quick in a tweet Tuesday.

"On the biggest stages ... Under the brightest lights ... You performed like no other ... The fiercest competitor ... A legacy that will never diminish. Thank you Jonathan."

Quick was the backup to Pheonix Copley against the Winnipeg Jets on Tuesday night. The Kings won the game, 6-5, in a shootout.

"Jonathan Quick is

a two-time Stanley Cup winner who has been an outstanding goaltender in our league for a long time and this deal provides us with draft capital that will be valuable as we move forward as an organization," Blue Jackets General Manager Jarmo Kekalainen told Sportsnet. "It's never easy to trade players like Vladislav Gavrikov and Joonas Korpisalo as they have been exceptional Blue Jackets but given our current position these moves were in our club's best interest. They are wonderful individuals, and we will always appreciate the contributions they made

while they were here."

Quick is 11-13-4 with a 3.50 goals against average and has one shutout. He has

an .876 save percentage with the Kings this season.

Korpisalo is 10-11-3 with a 3.06 goals against average

and a .914 save percentage with the Blue Jackets this season. He is on a one-year contract for $1.3 million.

"There's strong opposition in the California Legislature to any law that punishes offenders," Hestrin said. "And that's the world we're living in here in California. There's a strong 'de-carceration' effort and an ideology floating around in Sacramento that says punishing offenders who hurt our citizens is wrong, or that it's somehow harmful to society. And it's nonsense, and that's what we're battling."

The DA's office has filed second-degree murder complaints in 20 fentanyl poisoning cases going back to February 2021, according to Hestrin. The filings would be less cumbersome in the future with a state law on the books mandating Watson-like advisements, he said.

Hestrin also pointed out that newly aggregated data indicate almost 500 people in Riverside County died from fentanyl poisoning in 2022. That compares to just under 400 in 2021, a 200-fold increase from 2016, when only two such fatalities were documented.

On Monday, the man who sold the fentanyl-laced pills that killed Capelouto's 20-yearold daughter in December 2019, 24-year-old Brandon Michael McDowell of Riverside, was sentenced to nine years in federal prison after pleading guilty to possession with intent to distribute fentanyl.

"The drug dealer responsible for deceiving my daughter to death by selling her a counterfeit Oxycodone pill faced 20 years behind bars," Capelouto said. "U.S. District Judge Jesus Bernal believed the defendant was not fully aware of the dangers of the drug he was selling. The evidence clearly showed otherwise. We were disappointed in the sentence, but still grateful."

"Most families who have lost or will lose loved ones to drug-induced homicide receive zero justice," he said. "The reality is, the state does not have the proper laws in place to stop drug dealers from peddling fentanyl to our families, friends and neighbors. We are a family who lost a daughter, and now there's a sorrow that we will endure for the rest of our lives. We are inspired to continue to fight for justice, accountability and safety for all Californians and Americans."

Fentanyl, a synthetic opioid, is manufactured in overseas labs, and according to the DEA, it's smuggled across the U.S.-Mexico border by cartels. It's 80-100 times more potent than morphine and can be mixed into any number of street narcotics and prescription drugs, without a user knowing what he or she is consuming. Ingestion of only two milligrams can be fatal.

In her legislation, Bogh included data from the state showing that, in 2021, 5,722 of the 10,416 Californians who died from a drug overdose died from fentanyl poisoning.

To be considered, nonprofits must fulfill a set of criteria.

Eligible entities include community groups, nonprofit 501(c)(3) tax exempt organizations and other government agencies.

An organization must verify its nonprofit status by providing city officials with an "entity status letter" dated within the last six months, according to the city's announcement. The verification letter "can be obtained via IRS, FTB, or California Secretary of State websites."

Corona-Norco Unified School District events may be considered for co-sponsorship by the city.

Eligible organizations must have a physical presence in Corona, either being based within the city or they must have a local branch or nonprofit affiliation within city limits. Organizations that have a nonprofit affiliation must submit a written letter from the nonprofit verifying the affiliation.

also noted that an organization's event must be designed to accomplish one or more of these goals:

-- Promote the city of Corona as a desirable place to live, visit or do business.

-- Promote Corona as a visitor destination and/ or bring tourism-associated revenue for the city.

-- Enhance the quality of life and well-being of the residents of the city.

-- Advance Corona's commitment to, and pride in, being a multicultural community.

-- Encourage the development of neighborhood identity and pride.

-- Promote cultural and artistic awareness within the community.

Officials also broke down guidelines for written requests for event co-sponsorship.

"City co-sponsorship shall be limited to 'in-kind' donations of City services in lieu of direct monetary donations," according to the announcement. "Examples of 'in-kind' donations are the waiving of

certain permit fees associated with an event or covering City staff time cost incurred as a result of the event.

"Written requests should include a background description of the specific event, scope of activities and the event’s significance to the residents of Corona," the application instructions continued. "The request should also include an itemized breakdown of the event’s total cost and the specific City services that are being requested."

While all written requests submitted by the deadline will be reviewed, because of budgetary constraints not all requests will be funded, officials stated.
