Strike on: LAUSD schools close as labor impasse continues

The nation's secondlargest school district ground to a halt Tuesday as 30,000 service workers — joined in sympathy by about 30,000 teachers — walked off the job to begin an anticipated three-day strike in demand of higher wages.

Despite persistent rain, picketing began in the pre-dawn hours at a Van Nuys bus yard, then spread to locations throughout the district, which closed all of its schools in response to the walkout, leaving more than 400,000 students without classes.

The 30,000 workers represented by the Service Employees International Union Local 99 — including cafeteria workers, bus drivers, custodians, special education assistants and others — started picketing at 4:30 a.m. Tuesday. The roughly 30,000 members of the powerful teachers union, United Teachers Los Angeles, joined the service workers on the picket lines.

SEIU and UTLA officials held an early morning rally at Robert F. Kennedy Community Schools, with union leaders lashing out

at LAUSD Superintendent Alberto Carvalho, accusing him of "union busting" and trying to conduct labor negotiations in public rather than at the bargaining table. They also accused the district of woefully under-paying its service workers, saying those employees earn an average of $25,000 a year.

"Let me be clear, the district has approximately between a $13 billion and $14 billion budget a year," SEIU

Local 99 Executive Director Max Arias told the crowd at the rally. "Out of that budget, it spends between 5% and 6% on payroll for 40% of the workforce. That's negligible."

Rep. Adam Schiff, D-Burbank, joined workers at the rally, saying the service workers should not be earning "poverty" wages.

"The median income of our bus drivers and our cafeteria workers and our school aides is $25,000 a

year," he said. "Who can live on $25,000 a year? Those are poverty wages."

UTLA President Cecily Myart-Cruz had fiery words for Carvalho, accusing him of short-changing workers and refusing to bargain privately with workers, and saying the district had ample time to negotiate a fair deal but failed to do so.

"He makes more than the president of the United States of America at $440,000,"

she said. "Bargain with the members."

Early Tuesday afternoon, thousands of union members amassed outside LAUSD headquarters near downtown Los Angeles for another boisterous rally. The LAUSD Board of Education had previously been scheduled to meet Tuesday afternoon, but the session was canceled late Monday.

Carvalho issued a statement Tuesday morning again

saying he and the district remain prepared to return to negotiations at any time "so we can provide an equitable contract to our hardworking employees and get our students back in classrooms."

"I understand our employees' frustration that has been brewing, not just for a couple of years, but probably for decades," he said. "And it is on the basis of recognizing historic inequities that we have put on the table a historic proposal. This offer addresses the needs and concerns from the union, while also remaining fiscally responsible and keeping the district in a financially stable position."

According to the district, the LAUSD last week made an offer that included a 5% wage increase retroactive to July 2021, another 5% increase retroactive to July 2022 and another 5% increase effective July 2023, along with a 4% bonus in 2022-23 and a 5% bonus in 2023-24.

On Monday, Carvalho said the district sweetened the offer to an overall 23% salary increase, along with a 3%

Possible tornado reported in Montebello; several buildings damaged

Astrong microburst — which some witnesses dubbed a possible tornado — heavily damaged several buildings in Montebello Wednesday, with video from the scene showing portions of rooftops being ripped off industrial structures and debris swirling in the air.

The National Weather Service on Tuesday night issued a brief tornado warning in southwestern Los Angeles County, but it was allowed to expire after about 15 minutes when weather conditions eased.

There was no such warning in place late Wednesday morning when

the powerful winds hit Montebello, near the area of Washington Boulevard and Vail Avenue.

The National Weather Service's Los Angeles office, based in Oxnard, confirmed early Wednesday afternoon that it will be sending a "survey team" to Montebello to assess the damage

in response to "reports of possible tornado damage."

The NWS earlier dispatched such a team to the Carpinteria area, which suffered damage Tuesday evening that could have been the result of a small tornado or landspout.

There were no immediate reports of injuries in

Montebello.

Cell phone video from the area showed portions of rooftops being ripped away in Montebello, and other debris swirling in an circular pattern in the air. Another video showed a funnel-like cloud forming above the area as rooftops are ripped away.

Additional video from the aftermath showed multiple vehicles in the parking lot of an affected building with heavy damage, including shattered windows and body damage from flying debris. Some vehicles appeared to have rear bumpers ripped away.

Aformer resident of Westminster pleaded guilty Monday in the District of Columbia to a felony charge for assaulting, resisting or impeding law enforcement officers during the Jan. 6, 2021 breach of the U.S. Capitol, which disrupted a joint session of the U.S. Congress convened to count the electoral votes related to the presidential election.

Kevin Galetto, 63, now of Merritt Island, Florida, will be sentenced Aug. 8, according to the U.S. Attorney's Office for the District of Columbia.

Around 2:40 p.m. on Jan. 6, 2021, Galetto approached the lower west terrace tunnel entrance of the Capitol wearing a black Donald J. Trump baseball hat, a black headband/ear warmer, and a tan jacket, according to federal prosecutors.

Galetto was one of the first people inside the tunnel and was met with

a large police presence denying entrance into the building. When confronted by the police officers in the tunnel entrance, Galetto and others engaged in acts of violence, prosecutors said.

Evidence from police body cameras captured Galetto at the tunnel entrance, arms extended and pressed up against officer shields. Shortly afterward, after an officer was knocked to the ground, Galetto was filmed on one knee with a hand on the ground, evidence showed.

Less than a minute later, Galetto rose to his feet and retreated from the area of the tunnel. As he made his way from the inside to the tunnel entrance, Galetto shouted to the crowd outside, "More people!" in an attempt to summon more rioters to the tunnel entrance, federal prosecutors said.

Galetto remained at the tunnel for over an hour and

a half and was part of one of the last pushes against officers. His violent confrontation with officers as part of the crowd presented "an immediate risk of injury to person or damage to property," according to the U.S. Attorney's Office for the District of Columbia.

On the evening of Jan. 6, 2021, Galetto texted someone on his cell phone that the politicians "need to be overthrown," and that then-Vice President Mike Pence is a traitor, misspelling it as "trader," according to prosecutors.

Galetto was arrested on April 23, 2021, in Westminster.

In the 26 months since Jan. 6, 2021, more than 1,000 people have been arrested in nearly all 50 states for crimes related to the breach of the U.S. Capitol, including more than 320 people charged with assaulting or impeding law enforcement. The investigation remains ongoing.

Anew position to address ethics and post-conviction issues and a related committee to review innocence claims brought by defendants convicted in the Central District of California were announced Tuesday by the U.S. Attorney's Office in Los Angeles.

The ethics and postconviction review position will, among other things, oversee the work of the office's ethics and professional responsibility officers, coordinate the investigation of claims of prosecutorial misconduct, and review responses to requests for pardons and commutations, U.S. Attorney Martin Estrada said.

The conviction integrity committee will consider claims of factual innocence. The ethics chief will chair the committee, which will include Estrada and other highly placed officials.

The new process to review claims of factual innocence is partly modeled on committees in the Southern District of New York and elsewhere throughout the country, Estrada said.

"Our foremost duty as federal prosecutors is to achieve justice," Estrada said in a statement.

"Therefore, while we will continue to do

everything in our power to protect the public and uphold the rule of law, we will also do all we can to ensure the integrity of our convictions, as well as the fairness of sentences. Transparency in the criminal justice system is important. While wrongful convictions are rare, we will carefully review -- and, when appropriate, fully investigate -- any claim that the facts of a case do not support a conviction. We are committed to obtaining fair and just outcomes in each and every case we prosecute."

Estrada added that the conviction integrity committee also will serve as "an opportunity for my office to continually review

our work as prosecutors and will buttress all of the policies and procedures designed to prevent wrongful convictions."

Estrada said the postconviction review position will be held by Assistant U.S. Attorney Allison L. Westfahl Kong, who will also chair the integrity committee. Westfahl Kong has been a federal prosecutor for 10 years, most recently serving as the chief of trials, integrity, and professionalism.

"Allison is an experienced prosecutor, a respected legal thinker, and a consummate professional," Estrada said. "Her experience and judgment will ensure success in her new role."

Pasadena HS placed on lockdown last week; replica gun allegedly found

A lockdown of Pasadena High School prompted by a report that a student had a gun was lifted Tuesday afternoon after a replica gun was found, officials said. Police went to the campus in the 2900 block of East Sierra Madre Boulevard late Tuesday morning. Some students thought they saw another student with a gun and authorities were notified, according to city spokeswoman Lisa Derderian. The lockdown was lifted early Tuesday afternoon for all but a small part of the campus as a search continued to determine if a weapon was on the school grounds. The lockdown was fully lifted later Tuesday after the replica gun was found, Derderian said.

Glendale battalion chief alleges COVID shots were given to officials early

A Glendale Fire Department battalion chief is suing the city, alleging he was subjected to a backlash when he reported that the thenfire chief was ordering him to provide the coronavirus vaccine in the early states of its release to city officials who were not yet eligible by law. Brian Julian's Los Angeles Superior Court retaliation suit seeks unspecified damages.

A Glendale city official did not immediately reply to a request for comment on the suit brought Tuesday. Julian

was hired in September 1995 and rose through the ranks until he became a battalion chief in December 2016, then three years later he was promoted again to have the same rank within the GFD's Emergency Medical Services, the suit states.

It took Burbank firefighters 15 minutes to put out a house fire Saturday. The fire was reported at 4:12 p.m. in the 100 block of South Reese Place, near the intersection of Olive and Verdugo avenues, according to a Twitter post by the Burbank Fire Department. First arriving firefighters reported heavy flames and smoke showing from the rear of the single-story house, fire officials said. Two additional Burbank Fire Department engines and an ambulance were added to the first-alarm response and firefighters attacked the flames while searching to make sure no one was inside, officials said..

Long Beach Man assaulted, stabbed in Long Beach

A man in Long Beach was assaulted Saturday, then stabbed during an attack that began in a vehicle and continued when he fled and was stabbed by another suspect, authorities said. "The victim stated he was an occupant in a vehicle when a female adult suspect that was also in the vehicle took his property and battered him," the Long Beach Police Department said in a statement. "The victim

exited the vehicle and was approached by a male adult suspect who stabbed him." Officers were dispatched to the location in the area of East Ocean and Long Beach boulevards at about 3 a.m. Saturday regarding a report of a stabbing. Paramedics rushed the victim to a hospital with non-life-threatening injuries.

Commercial blaze put out in Santa Ana

Orange County Fire Authority firefighters put out a blaze in a Santa Ana auto parts store in five minutes Monday morning. The fire was reported at 3:32 a.m. in the 1000 block of East Sixth Street, according to an OCFA tweet. The caller reported seeing flames through the roof of the building. Firefighters arrived and quickly knocked down the flames, fire officials said. No injuries were reported and the cause was under investigation, the officials said.

Anaheim tax preparer pleads guilty to COVID-19 unemployment fraud

An Anaheim tax preparer pleaded guilty Wednesday for her part in an unemployment insurance scam during the COVID-19 pandemic involving four state prisoners. Sandra Pineda, 37, pleaded guilty to 72 felony counts that include perjury, false statement, conspiracy and money laundering. She also admitted sentencing enhancements

for aggravated white-collar crime exceeding $500,000. Pineda was scheduled to be sentenced May 19. Pineda was accused of filing bogus unemployment claims for Leonel Hernandez, 35, who has been in Kern Valley state prison since February 2010 for murder, prosecutors said.

Riverside County man who assaulted girlfriend, led police on freeway chase headed to prison

A Whitewater man who threatened to kill his ex-girlfriend and led law enforcement officers on a chase along Interstate 10, leveling a handgun at his pursuers, was bound for state prison Friday to serve a seven-year, four-month sentence. Jairo Santiago Chaides, 37, pleaded guilty Thursday to exhibiting a firearm at a peace officer, being a convicted felon in possession of a gun, felony evading and domestic violence. Under the plea agreement with the Riverside County District Attorney's Office, three related charges were dismissed. During a hearing at the Banning Justice Center, Superior Court Judge Mark Singerton certified the terms of the plea deal and imposed the sentence stipulated by the prosecution and defense.

Man, 20s, shot in Riverside

A man in his 20s was shot Saturday in Riverside. The man was reported with a

possible gunshot wound around 11:35 a.m. Saturday in the 4300 block of Briggs Street, in a residential neighborhood near the Jensen Alvarado Historic Ranch and Museum, according to the Riverside County Sheriff's Department. "When deputies arrived, the subject was alert and breathing," said sheriff's Sgt. Wenndy Brito-Gonzalez. The man was taken to the hospital with a non-life-threatening injury. There was no suspect information immediately available.

Corona Man accused of trying to kill Corona gym patron arraigned

A 30-year-old man accused of attacking a Corona fitness club patron with a hatchet and knife, injuring the victim until he was able to overpower the defendant, pleaded not guilty Friday to attempted murder and other charges. Ronald Vikash Chand of Santa Ana was arrested Tuesday inside the Planet Fitness at 3685 Grand Oaks, near Cajalco Road. Along with attempted murder, Chand is charged with assault with a deadly weapon resulting in great bodily injury and vandalism.

San Bernardino County San Bernardino County Rescue Task Force 6 reunites dogs after days on the run

One afternoon last week, crews from San Bernardino County Rescue Task Force 6 were staging at their shoring trailers in Lake Arrowhead Village when Capt. Joe De La

Torre of the San Manuel Fire Department was notified by citizens of two large dogs stuck on a second-story roof in the village. The citizens reported the dogs had been stuck on the roof for a few days and no one had been able to reach them. De La Torre slowly built trust with the dogs and guided them off the roof with food through an office window. Both were deemed unharmed and were guided back down to the parking lot. Due to the vigilance and efforts of fellow citizens, both dogs were eventually returned to their owner and are back home out of the elements.

San Bernardino Second Street Bridge opens in downtown San Bernardino

The city of San Bernardino celebrated the reopening of Second Street between Arrowhead Avenue and Mountain View Avenue on Tuesday, March 14, restoring vehicle and pedestrian traffic to a key downtown corridor. The road had been closed for three years for the demolition and reconstruction of the Second Street Bridge, which passes over Warm Creek and was found to have structural issues in 2020. At a ribbon-cutting ceremony to mark the completion of the bridge, Mayor Helen Tran stated, “I share in the excitement of our residents and businesses in the reopening of Second Street. It is a small bridge, but a big connection point.”.

Shoplifting suspect struck on Ontario Freeway while fleeing deputies

A man suspected of shoplifting at a Kohl's department store in Eastvale was injured Saturday when he ran onto the Ontario (15) Freeway while fleeing sheriff's deputies. The alleged grand theft was reported to the Riverside County Sheriff's Department at 3:39 p.m. by the Kohl's store in the 12300 block of Limonite Avenue, according to Deputy W. BritoGonzalez. Two men were reported stealing merchandise from the store and they ran in two different directions when deputies arrived, she said.

At 12:26 p.m., a caller in the 100 block of East Palm reported a juvenile ran away. Officers responded and added the juvenile to the missing person system. This investigation is continuing.

At 4:31 p.m., a witness reported a traffic collision in the 1000 block of Royal Oaks. Officers and Paramedics arrived and checked the wellbeing of the occupants. Two occupants complained of pain. The driver at fault was issued a citation.

At 8:04 p.m., a witness reported a hit-and-run traffic collision in the 900 block of Monterey where a vehicle collided with two parked vehicles. The driver fled the scene but was followed by a witness, who was able to obtain the vehicle's license plate and relay it to MPD dispatch. The vehicle returned to a neighboring city. The neighboring jurisdiction checked the location but was unable to locate the vehicle. This investigation is continuing.

At 10:08 p.m., a caller in the 100 block of East Olive a male subject using drugs in his vehicle. Officers located the vehicle and observed a large bag of drug paraphernalia on the center console. The male subject was contacted and admitted to owning and using the drugs. The subject was arrested, issued a citation in the field, and released at the scene.

At 10:08 p.m., while officers were checking for a possible suspect vehicle from a previous call in the 100 block of East Olive, they observed a loaded handgun in a vehicle parked in the rear parking lot. The owner of the vehicle was located and consented to a search of his vehicle. The firearm returned registered to him. The owner was issued multiple CCWs from other states but did not currently have one from California. He was arrested, issued a citation, and released at the scene.

At 10:30 p.m., a victim in the 700 block of East Huntington reported his vehicle

was broken into and his dog was taken. This investigation is continuing.

March 10

At 4:01 a.m., a caller reported a subject in the rear alley of the 400 block of West Lemon. The subject was banging on windows and making noise. Officers arrived and located the subject. The subject displayed signs and symptoms of being under the influence. He was placed under arrest. When officers tried to put him into the patrol vehicle, the subject resisted and would not cooperate. The jail van was called to the scene. The subject was transported to the MPD jail to be held for a sobering period.

At 10:51 p.m., an officer was patrolling the area of Evergreen and Myrtle when he saw a motorist commit a traffic violation. He conducted a traffic stop and learned the driver had outstanding arrest warrants. He was arrested and taken into custody.

At 4:09 p.m. a resident in the 400 block of South Sunset called to report his home was broken into sometime during the day. This investigation is continuing.

At 9:49 a.m., officers were dispatched to the area of Foothill and Alta Vista regarding a possible DUI driver. Officers located the vehicle parked with the driver still inside. They spoke with the driver and observed signs of intoxication. After a field sobriety test was conducted, the driver was arrested and transported to MPD jail to be held for a sobering period.

At 2:16 a.m., a caller in the 800 block of West Colorado reported a physical altercation between a male subject and a female subject. When officers arrived the parties were separated. An investigation revealed a child was currently staying at the location with the male subject. The female arrived and attempted to remove the child and assaulted the male subject. The male sustained injuries and bite marks on his arms. The female was arrest-

ed and taken into custody.

At 3:17 a.m., an officer was patrolling the area of Peck and Live Oak when he saw a motorist commit a traffic violation. He stopped the driver and saw signs of intoxication. After field sobriety tests were conducted, the driver was arrested and transported to the MPD jail to be held for a sobering period.

At 10:49 p.m., a caller reported that someone tried to steal her vehicle while she was at work in the 400 block of West Huntington. Her door handle was broken and the ignition was punched. This investigation is continuing.

March 13

At 8:45 a.m., a caller reported her vehicle was stolen sometime during the night. The vehicle was last seen in the 700 block of West Huntington. This investigation is continuing.

At 8:47 a.m., an employee from a business in the 200 block of West Huntington called to report a customer rented equipment and failed to return it. This investigation is continuing.

At 1:26 p.m., an officer was patrolling the area of Olive and Myrtle when he saw a motorist commit a traffic violation. A traffic stop was conducted and the driver was contacted. The driver was found to be in possession of drug paraphernalia. He was arrested, issued a citation and released at the scene.

At 5:05 p.m., a mother called from the 400 block of North Primrose to report that her adult son was suicidal. Officers responded and the son was already gone. He was entered as a missing person. Shortly before 6:30 p.m., the son returned. Officers responded again and based on his statements, he was transported to a medical facility for a mental evaluation. He was removed from the missing person system.

At 9:20 p.m., a business from the 1600 block of South

Mountain called regarding a shoplifter. The suspect stole power tools and was fleeing. Officers arrived and searched the area but the suspect was not located. This investigation is continuing.

March 14

At 4:18 a.m., an officer was patrolling the area of California and Cherry when he contacted a subject. The subject was in possession of drug paraphernalia. A computer check revealed he was a wanted person. He was arrested and taken into custody.

At 7:18 p.m., an employee from the 500 block of West Huntington called regarding a shoplifter. The suspect took large amounts of clothing and shoes and fled. Officers responded to the area. Shortly thereafter, a caller from the 1200 block of South Alta Vista reported a suspicious person. He was located and identified as the theft suspect. The stolen property was recovered. He was arrested, cited, and released at the scene.

March 15

At 2:49 a.m., an officer observed a vehicle burglary in progress in the 100 block of West Olive. The suspect vehicle sped off and the officer followed. The officer pursued the vehicle onto the 605 freeway into Baldwin Park. When the vehicle came to a stop the driver was arrested and taken into custody.

At 2:32 p.m., a caller reported someone had stolen her wallet in the 500 block of West Huntington. This investigation is continuing.

At 2:59 p.m., a caller from the 600 block of East Colorado reported someone was sending her death threats on her cell phone and she was in fear for her life. This investigation is continuing.

At 9:36 p.m., a victim in the 200 block of East Palm reported that her boyfriend assaulted her. Officers arrived but the boyfriend had already left. The boyfriend had damaged property in the home and pulled the victim's hair. This investigation is continuing.

California Supreme Court won't hear case of man convicted in daughter's drowning

The California Supreme Court refused Wednesday to review the case of a South Los Angeles man who is serving a potential life prison term for his 4-year-old daughter's drowning death in a walk-in bathtub.

Charles Richard Lee, now 27, was found guilty in October 2021 of one count each of second-degree murder and assault on a child causing death stemming from the Dec. 2, 2018, drowning of his daughter, Zaraellia Thompson.

In a ruling earlier this year, a three-justice panel from California's 2nd District Court of Appeal rejected the defense's contention that there was insufficient evidence to support Lee's conviction.

"Reviewing the record in the light most favorable to the prosecution, ample evidence supports a finding Lee held Zaraellia under the water until she drowned," the panel found in its Jan. 11 ruling. "In addition to the medical examiner's expert testimony that Zaraellia's contemporaneous injuries were consistent with being held against the bathtub, he also opined that such injuries are typically not seen in accidental drowning cases and most drowning victims are found floating face down in the water rather than resting their heads out of the water."

Lee spoke to Los Angeles Police Department detectives at the hospital where his daughter was taken and then went back to the house for a videotaped "re-creation" in which he told police that he briefly left the girl to get a towel and returned to find her unresponsive in the tub.

Firefighter/paramedic Jesse Pena, who responded to a 911 call about the girl's drowning, testified during the trial that he scooped up the girl from a dark bedroom and took her outside to a gurney, where he could see that she had "different types of wounds throughout her body."

"They were something that was very abnormal," Pena told jurors. "We saw the wounds. They were in different stages of healing."

Pena testified that the girl's father — who rode in the ambulance as she was taken to the hospital — initially said the other injuries were about two days old and then said they were about two weeks old.

The man explained that the girl had been to the beach with her mother and might have gotten an infection from the sand or water, and that she liked to sit next to a heater and could have burned herself, but that he didn't know how she had drowned, according to the prosecution's first witness.

The defendant's mother testified that Lee had introduced the girl to her as his daughter that year and that she didn't know anything was wrong that day until she heard the sound of fire engines.

The girl — who had been dropped off a few weeks earlier at her father's home and hadn't lived with him for the first years of her life — died at a hospital after paramedics were summoned to the house in the 1500 block of East 42nd Street.

Lee was arrested that day and has remained behind bars since then.

Deputy District Attorney Colby Cano told the downtown Los Angeles jury that the evidence against Lee was "overwhelming."

The prosecutor questioned whether it was "reasonable" to think that Zaraellia drowned "accidentally" and not as a result of Lee's conduct, given a series of fresh injuries and others, including scalding injuries, that Cano had described earlier as "days to weeks old."

Lee's trial attorney, Michael Many, countered that the girl's death was a "terrible accident."

"There's nothing to suggest he snapped," the defense lawyer told jurors in urging them to "follow the law."

Lee was sentenced in November 2021 to 25 years to life in state prison.

Caltrans launches cleanup program that includes LA communities, roadways

ACaltrans cleanup initiative is underway statewide, including several events in the Los Angeles area, the agency announced Friday.

Clean California is a state beautification program that focuses on the state's roadways and making improvements to local streets and public spaces, according to Caltrans. The initiative is in the midst of a new 11-day series of events "to clean up communities and spread the word about taking pride in keeping California clean."

Clean California Community Days began Friday and will conclude March 27 with numerous events taking place across the state. Some of the events in Los Angeles and Ventura include:

The Community Cleanup at Berendo Middle School on Saturday morning featured a kick-off by state Sen. Maria Elena Durazo, D-East Los Angeles, LA City Councilwoman Eunisses Hernandez and representatives from the office of Assemblyman Miguel Santiago, D-Boyle Heights.The event was hosted by the Pico-Union Neighborhood Council and was attended by volunteers.

Also last Saturday morning, the city of Los

Angeles Community Clean-up Kickoff Event had 50-75 volunteers who picked up litter along the I-110 corridor near the intersection of 111th Street and Olive Street. Volunteers proceeded north on Olive Street up to Century Boulevard. Attendees included Board of Public Works President Aura Garcia and people affiliated with the Gang Alternatives Program, Coalition for Responsible Community Development and the LA Conservation Corps.

This Saturday, March 25, – the city of Compton's Community Beautification and Celebration Event will take place from 9 a.m. until 2 p.m. Compton Mayor Emma Sharif, Compton College and Assemblyman Mike Gipson, D-Compton, "are hosting neighborhood clean-ups around the Compton College, a mini Job Fair, and Community Celebration featuring food, live entertainment and more," according to Caltrans.

Also this Saturday, the City of Ventura and Surfrider Foundation Beach Clean-up Event will be followed by an educational festival. The beach clean-up goes from 9 a.m. to 11 a.m. at Promenade Park in Ventura. Public parking is at Surfers Point

Shoreline Drive in Ventura.

On March 27, the Clean California campaign will conduct the final event of the event series in Los Angeles.

"In partnership with the Niles Foundation, this event will focus on perpetuating environmental long-term sustainability and community beautification," according to Caltrans. "Having been beautified previously, this space is an example of the work Clean CA and foundations like the Niles Foundation are working to spread throughout the state."

There are a number of ways Californians can take part in clean-up efforts, Caltrans reported.

"To get involved with events, visit CleanCA.com and explore either hosting or participating in community events as a part of Gov. Gavin Newsom’s sweeping $1.2 billion, multiyear cleanup and beautification effort being implemented by Caltrans," the agency said.

Last month, Gov. Newsom announced a funding round totaling $100 million in grants for local Clean California projects.

As a result there are a variety of job opportunities connected with Clean California, according to Caltrans. More information on jobs

Caltrans is also in the process of developing the Clean California Community program, in which communities from across the state can seek to earn a designation by meeting criteria centered around preventing and cleaning up litter, promoting recycling, and otherwise greening or beautifying their communities. Incentives will also be offered to encourage communities to earn this designation.

“These and future events are only successful due to strong collaboration with our local Caltrans districts, government and community partners,” Caltrans Director Tony Tavares said in a statement. “But it is incumbent upon each Californian to help keep highways, roadways and communities clean.”

Since Clean California began in July 2021, Caltrans reported that participants have removed nearly 1.4 million cubic yards of litter from state highways, which is equal to more than 23,000 tons "or enough trash to fill more than 420 Olympic-size swimming pools." Caltrans has also hired more than 830 people as part of the Clean California initiative.

Ohtani strikes out Trout to give Japan victory in World Baseball Classic

Shohei Ohtani stuck out Los Angeles Angels teammate Mike Trout to end Japan's 3-2 victory over the United States Tuesday evening in the championship game of the World Baseball Classic.

Ohtani entered the game in the ninth inning in his first relief appearance since 2016, when he played for the Nippon Ham Fighters of Japan's Pacific League, and walked the first batter he faced, New York Mets second baseman Jeff McNeil, a former Long Beach State standout, on seven pitches. The next batter, Los Angeles Dodgers outfielder Mookie Betts, grounded into a double play.

Ohtani fell behind on the count, 2-1, then Trout swung and missed at a 99.8 mph fastball, evening the count. Ohtani's 101.6 mph fastball was low and outside for a ball. Trout then swung and missed at

an 87.2 mph slider.

Ohtani was selected as the tournament's MVP and as both pitcher and designated hitter on the AllClassic Team. He was 2-0 with a save in the championship game with a 1.86 ERA and batted a teambest .435 with 1 home run and 8 RBIs.

"I believe this is the best moment in my life and just because we won today, though," Ohtani said through an interpreter. "Of course this doesn't mean that we achieved a final goal, but this is just a passing point. Our team has just started, so I think we need to tune-up for the future."

But, it’s important to note that when you look at specific groups of women, the date is later in the year. Black women do not reach equal pay day until July 27, and Latina women don’t reach it until Oct. 5. On average, women earn 82 cents per dollar that men earn. Black women earn 65 cents per dollar, and Latina women earn 60 cents per dollar.

What can we do about this issue? As you can imagine, there is not just one solution. It is a complex problem that may take generations to solve. But, in the short term, there is some good news. Pay transparency is up.

Yes, you heard that right. In fact, Indeed.com finds that pay transparency in job postings has more than doubled since 2020. In February 2020, 18.4 percent of employers provided salary information in a job posting on Indeed. In February of 2023, that number was 43.7 percent.

Why are companies publishing salaries on job postings more? One factor is regulations. For example, in 2019, Colorado passed legislation that requires employers to include salary information on job postings. As the number of remote jobs has increased, those jobs must follow regulations like the

one in Colorado. Additionally, as companies have faced a tough labor market, including salary information is a way to be more competitive with hiring.

In the past, it was considered smart for employers to keep pay ranges to themselves. It was thought of as the way to get the best deal on talent. Today, it is becoming more common to view disclosing salary as the ethical and fair thing to do.

Workers' attitudes have also shifted. Gen Z in particular is a great example of this shift. They are much more likely than other generations to have open conversations

with one another about pay. When we are all more open about pay, we increase the likelihood that people will be paid fairly across the board. If you believe you are underpaid, consider switching jobs. Often, this will create a larger pay bump than you would ever experience staying at the same place. Some estimates say that switching companies multiple times can increase your earnings by more than 40 to 50 percent over the lifetime of your career.

Councilman José Huizar has sentencing moved from April to September

Sentencing has been delayed until September for former Los Angeles City Councilman José Huizar, who pleaded guilty to federal charges stemming from a City Hall bribery and money laundering scheme in which he took more than $1.8 million in cash, gambling trips and escorts in exchange for his support of a planned downtown hotel project.

Sentencing was originally scheduled for April 3. However on Monday, U.S. District Judge John Walter delayed the hearing until Sept. 25, after defense attorneys submitted a stipulation saying more time was needed to gather records, prepare a "sentencing video," and draft Huizar's sentencing papers.

The document also states that Huizar needs more time because he expects that testimony and other evidence developed at former Los Angeles Deputy Mayor Raymond Chan's trial on corruption charges — which has been

placed on hold — might be relevant to his sentencing position, and because he is being represented by federal public defense attorneys who are carrying full caseloads.

Huizar, 54, of Boyle Heights, pleaded guilty in January to racketeering conspiracy and tax evasion. The charges could carry a sentence of up to 25 years behind bars, according to the U.S. Attorney's Office.

Huizar's plea agreement says the ex-councilman agreed not to ask for a prison term of less than nine years. Prosecutors said they will request a 13-year federal prison sentence. Huizar will also be ordered to pay restitution of $1.85 million, the document states.

During the hearing in Los Angeles federal court at which Huizar entered his guilty plea, it took prosecutors nearly 90 minutes to read the factual basis for the plea deal, outlining the intricacies of the pay-toplay scheme that prompted an FBI probe and cast a shadow of corruption over

Huizar admitted that, as an elected member of the City Council, he led a criminal enterprise in which he used his position at City Hall to enrich himself and his associates, and unlawfully gave favorable treatment to developers who financed and facilitated bribes and other illicit financial benefits.

In addition to the conspiracy, Huizar's plea agreement describes instances of honest services wire and mail fraud, traveling interstate in aid of racketeering, bribery, extortion, money laundering, obstruction of justice, witness tampering, making false statements and attempted tax evasion.

Before Huizar pleaded guilty, he and Chan were set to go on trial together.

Chan's attorneys are requesting a mistrial on the grounds that lead defense attorney Harland Braun is too ill to return to court in a reasonable amount of time to complete the trial, which began Feb. 21 in downtown Los Angeles.

1594, the State of California has mandated that we divert 50% of our trash away from landfills. We have been doing that by separating our garbage into trash, recycling and yard waste. Well, that is not enough anymore. We need to start recycling our organic food waste. How many trash cans do we need in our kitchens? Our yards? I don’t know about the kitchen part yet, as I haven’t come up with a game plan yet. However, as residents, we’re lucky and get to use our green yard waste containers for our yard waste AND now, our organic waste.

It's really not as bad as it sounds. Things that will go in our green bins will be things like normal yard trimmings, food scraps like cheese, fruits, meats, bread, coffee grounds and pet food. We can also put in food-soiled paper, like paper egg cartons, foodstained paper, pizza boxes, paper plates, not-coated paper to-go containers and paper napkins and towels.

The goal is to lessen the amount of methane that is creating a climate crisis in California. Scientists are calling methane a “climate super pollutant,” and claim it is 84 times

more potent than carbon dioxide. Methane is a dangerous greenhouse gas and is said to be to blame for our rising sea levels, poor air quality and the drastic rising of Earth’s temperature.

Another goal, is to use this initiative to redirect edible food that would normally be discarded due to its age, appearance, etc. and redirect it to people that don’t have a secure source of food. They won’t be taking it out of our bins and re-gifting it. This aspect will be on a commercial level, like supermarkets and restaurants. We throw away tons of food because it isn’t “pretty” enough to sell.

This will take some getting used to. Our city staff and Athens will be there to educate and answer questions. Athens is working on updating their website to be more interactive. You’ll be able to type in an item of trash and the site will direct you to the proper bin for disposal. Stay tuned for more info from the city of Monrovia and Athens.

Give it a chance. We really don’t have choice, so we might as well participate and do our part in turning this hot mess around (pun intended).

The mayor emphasized her work in responding to crises, including the mass shooting in Monterey Park, through the crisis response team; her work to advance safety on LA Metro; and combating drug overdoses by training 350 staff members on how

Bass has also issued a series of emergency declarations to respond to recent storms. These declarations enabled the city to coordinate responses and secure federal and state funds for significant impacts to the city's power system and infrastructure.

Bass said her office also rolled out regional legal aid assistance to help businesses recover from the coronavirus pandemic and touted her support for the city's al fresco dining program.

Bass also said she has coordinated with general managers and met with several stakeholders to inform her first budget, which is due in April.

MSMU releases 12th annual report on status of women and girls in California

Mount Saint Mary's University hopes to motivate and push for change in legislation through an annual report released Wednesday that highlights research about issues affecting women and girls in the state post-pandemic.

The 12th annual Report on the Status of Women and Girls in California includes trends in women's education, economic security, wage and wealth gaps, gender division of household labor and health.

"We really ask people to read through it and think about how can they look through these statistics and the data, and what can they do with that data within their own fields, within their own circles," MSMU President Ann McElaney-Johnson told City News Service. "I think that we can make some

progress, but we have to do it together."

Having seen the annual reports over the years, she added that she wasn't too surprised that some of the data remained constant for women, including how education continues to come up as a pathway for greater financial security and the disparity of wage and wealth.

Key elements listed in this year's report include:

- Median earnings increased by 14% from 2019 to 2021 for California women working full-time and by 9% for women working part-time, with the earnings substantially varying by ethnicity.

The median earnings for full-time working white women equaled $73,059, with $40,524 for Latina women.

- More women have reported the flexibility of being able to work

remotely, with an increase from 1 in 14 in 2019 to 1 in 3 in 2021.

- California had the largest number of womenowned businesses (1.5 million) in the United States and 36% of California's privately owned businesses with paid employees were owned by women.

- The poverty rate was 21% for a woman-headed household with no spouse present, 29% if she had children, 34% if she didn't have a high school degree, and dropped to 10% if she had a bachelor's degree or higher, which is 37% of California women 25 years or older.

- Mothers who report having primary responsibility for housework comprised 77%, and 61% had primary responsibility for child care.

- Black mothers are four times more likely than white mothers to die from

pregnancy-related causes, and Black babies are twice more likely than white babies to die.

"We hope that our report will be used by legislators and really helping think through `How do we address those issues?,' because if we leave things as they are we are really

impacting the future generations," McElaneyJohnson told CNS. "We really need policies that are going to address those systemic inequities that are limiting people's choices."

ORDINANCE NO. 3020

AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL MONTE INSTITUTING AN INTERIM MORATORIUM ON THE ESTABLISHMENT OF NEW FOOD TRUCKS OR THE EXPANSION OF EXISTING FOOD TRUCKS (MOBILE VENDOR COOKING, NONCOOKING AND ICE CREAM) WITHIN THE CITY

WHEREAS, California Constitution Article XI, Section 7, enables the City of El Monte (the “City”) to enact local planning and land use regulations; and

WHEREAS, the authority to adopt and enforce municipal code regulations is an exercise of the City’s police power to protect the public health, safety and welfare; and

WHEREAS, the City currently has regulations in place for mobile food trucks, including mobile cooking (primarily traditional lunch trunks), non-cooking food (primarily for the sale of fruits and packaged goods) and ice-cream (with amplified sound) trucks. The City currently has active business license permits for eight (8) mobile cooking and five (5) ice cream trucks; and

WHEREAS, the City of El Monte Municipal Code (“EMMC”) does not, at present, adequately regulate the establishment of mobile cooking, non-cooking and ice-cream trucks for the evening and early morning hours (i.e. night-time mobile food trucks from 6 PM to

2 AM), including what streets and zoning districts they may operate within; and

WHEREAS, mobile food trucks that operate at night-time generate unique impacts. They often park for several hours at one location, thus creating noise, public right-of-way obstructions and traffic impacts. Also, traditional lunch trucks and ice-cream trucks drive to their customers (i.e. construction sites for lunch trucks and parks for ice-cream trucks). With food trucks that operate at night-time, customers drive to them, potentially creating traffic, parking and loitering issues; and

WHEREAS, the City requires time to study the relevant issues and explore appropriate regulations for night-time mobile food trucks concerning their establishment, operations and aesthetics; and

WHEREAS, the City Council desires to direct City staff of the Finance Department, Police Department, Public Works Department, Community and Economic Development Department and City Attorney’s Office to conduct such analysis and to report their findings to the City Council within a reasonable time; and

WHEREAS, California Government Code Section 65858 authorizes the City Council to adopt an Urgency Ordinance for the immediate preservation of the public health, safety or welfare, and to prohibit a use that may be in conflict with the general plan and/or EMMC, that the City Council and City staff is considering or studying or intends to study within a reasonable time.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF EL MONTE, DOES HEREBY FIND, DETERMINE AND ORDAIN AS FOLLOWS:

SECTION 1. Recitals. The above recitals are true and correct and incorporated herein by reference.

SECTION 2. Definitions. For purposes of this Urgency Ordinance, the term “food truck” shall mean any vehicle that operates on public or private streets and provides mobile cooking (e.g. lunch trucks), non-cooking food trucks (e.g. fruit or stack trucks) and icecream trucks (dessert goods).

SECTION 3. Moratorium.

A. The City Council declares a moratorium on the acceptance, processing and approval of any application for the establishment of a new mobile cooking, non-cooking of food and ice-cream trucks. Existing mobile cooking and ice-cream trucks that are fully permitted by the City shall be exempt from this Urgency Ordinance. However, they will not be able to expand their routes and shall comply with the existing 30-minute time limitation at any one (1) location.

B. The moratorium shall be effective for the period set forth in the Urgency Ordinance and extensions thereof, or until such earlier time that the City Council amends the EMMC to address the concerns described in this Urgency Ordinance.

SECTION 4. Urgency Findings.

A. In light of the foregoing Recitals, the City Council finds that the establishment or expansion of mobile food trucks presents a current and immediate threat to public health, safety and welfare, and the approval of permits, licenses or any other applicable entitlement required by the EMMC would result in that threat to public health, safety or welfare.

B. It is the intent of the City Council to consider new regulations, for example, limit the number of mobile food trucks, their geographic distribution, the length of time at any one location, their hours of operation and enforcement measures.

C. This Urgency Ordinance will afford City staff a reasonable amount of time to study the matter.

D. In light of these findings and all evidence in the record, the City Council finds that this moratorium is justified in accordance with Government Code Section 65858.

SECTION 5. California Environmental Quality Act (CEQA). This Urgency Ordinance is exempt from CEQA based on the following:

A. This Urgency Ordinance is not subject to CEQA in that it can be seen with certainty that there is no possibility that the Urgency Ordinance may have a significant effect on the environment pursuant to State CEQA Guidelines Section 15061(b)(3). The adoption of the proposed Urgency Ordinance is covered by the “common sense rule” that CEQA applies only to projects that have the potential for causing a significant effect on the environment. The adoption of the proposed Urgency Ordinance does not have such potential.

B. This Urgency Ordinance is categorically exempt from CEQA under Section 15308 of the CEQA Guidelines, as it is a regulatory action taken by the City pursuant to its police power and in accordance with Government Code Section 65858 to assure the maintenance and protection

of the environment and adoption of contemplated local legislation, regulation and policies.

SECTION 6. Severability. If any section, subsection, subdivision, paragraph, sentence, clause or phrase of this Urgency Ordinance, or any part thereof is for any reason held to be invalid or unconstitutional by a decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Urgency Ordinance or any part thereof. The City Council hereby declares that it would have passed each secti9on, subsection, subdivision, paragraph, sentence, clause or phrase thereof, irrespective of the fact that any one or more section, subsection, subdivision, paragraph, sentence, clause or phase would be subsequently declared invalid or unconstitutional.

SECTION 7. Effective Date. Pursuant to Government Code Section 36937, this Urgency Ordinance shall become effective immediately upon adoption if adopted by at least five/sevenths of the City Council and shall be in effect for 45 days from the date of adoption, unless extended as provided by Government Code Section 65858.

PASSED, APPROVED, AND ADOPTED by the City Council of the City of El Monte at the regular meeting of this 7th day of March, 2023.

The engineer’s estimate for this project is in the range of $550,000.

Each bid must be accompanied by a bidder’s security in an amount not less than 10% of the amount of the bid, as a guarantee that the bidder will, if awarded the Contract, enter into a satisfactory agreement and provide a Performance Bond and a Payment Bond, each not less than 100% of the total amount of the bid price.

FEDERAL CONTRACT PROVISIONS FOR COMMUNITY DEVELOPMENT BLOCK GRANT

Davis-Bacon Act and Copeland Anti-Kickback” Act.: This contract will befunded in whole or in part with federal housing and community development funds. Chuck Lorre Foundation donates $30M for new school at Cedars-Sinai

Acity of Los Angeles legislative analyst delivered an extensive outline Monday of proposals including an independent redistricting process and the feasibility of expanding the council — proposals born from a leaked, racist conversation featuring three council members discussing manipulation of the 2021 redistricting process.

The council's ad hoc committee on Governance Reforms did not take a vote on any of the measures.

"It's my intention that we don't take any action on that item today, because we are planning to have a robust process of public input about the report, as well as you know, other input that third parties and stakeholders may have as to how to create the independent redistricting commission," committee chair and Council President Paul Krekorian said.

John Wickham, an assistant chief legislative analyst, gave a lengthy presentation to the committee, detailing several key components of the redistricting process and establishing an independent redistricting committee.

The council has already voted to begin the process of placing a measure on the 2024 ballot or sooner that would create an independent redistricting commis-

sion, a move that would require a voter-approved change to the city charter. Under the current redistricting process created in 1999, council members appoint representatives to a 21-member redistricting commission, which meets every 10 years to redraw council district boundaries.

The panel's recommended lines, however, are then submitted to the city council, which makes the final determinations.

Wickham summarized what independent redistricting means, and how it's being used throughout the state. According to Wickham, it's complicated and structured differently in cities that have undergone the process.

According to Wickham, the city must comply with federal and state laws such as the Voting Rights Act, the California Elections Code and the California Fair Maps Act, but if the independent redistricting commission chooses, it can establish further criteria to comply with.

The council would have to approve a ballot measure no later than 125 days prior to an election date. The council may present a ballot measure to voters in 2024 during the primary election in March if they are able to agree upon a ballot measure in November.

Wickham said the next time the city will undergo the redistricting process will be in 2031, however, the process begins years earlier as the U.S. Census Bureau conducts several technical programs such as creating a building address list, drawing census geographies, and changing the boundaries of census tracts.

"It's been the city's effort to evaluate and participate in all of those technical programs to make sure that we are ahead of the curve on these things," Wickham said. "This relates to how well the Census Bureau conducts its count when that consensus date comes up."

In the city's case, a number of factors such as geography, culture, state and federal laws, and census data will end up influencing the decisions related to the redistricting process, he added.

"Any changes on redistricting require a change of the city charter," Wickham said. "Redistricting is currently a part of the city charter, so if you want to set up an independent redistricting process, you'll need to go to the voters in order to do that."

The Chuck Lorre School of Allied Health will provide training for emerging healthcare professionals in six areas that are chronically understaffed. Students will be able to pursue education and training in respiratory therapy, pharmacy technician, clinical laboratory science, MRI technology, radiologic technology or echo/cardio technology, areas identified as the most in-demand staffing

needs in hospital settings.

"We are honored that Chuck Lorre and his foundation have chosen to continually invest in Cedars-Sinai's flourishing programs and Chuck Lorre and Trisha Cardoso speak with former YED student, Timothy Islam, who now works at Cedars-Sinai initiatives," said Arthur J. Plaintff Jill Eknoian-Lopez's Los Angeles Superior Court lawsuit alleges retaliation and constructive discharge and also names other defendants, including the Stronach Group Inc., the Arcadia race track's owner. She seeks unspecified compensatory and punitive damages in the suit brought Friday.

An SAP representative did not immediately reply to a request for comment on the suit brought Friday.

Eknoian-Lopez was hired in June 2015, had a positive work record and received favorable commendations and pay increases, the suit states. After the COVID-19 outbreak, she spoke out about what she believed were unlawful and risky conditions at SAP relating to compliance with coronavirus safety laws and the company's agreement with Los Angeles County health officials who permitted SAP to resume racing operations at a time when other businesses remain closed, the suit states.

After originally being shut down due to the health orders, SAP aggressively lobbied the county for permission to conduct business by maintaining that it could operate as a self-contained bubble, the suit states.

"In reality, SAP did not comply with the legally requirements imposed on it to operate," the suit alleges.

"The individuals within the bubble were holding large parties or social gatherings at which they would not wear face coverings and not socially distance," the suit states.

The SAP reopening plan approved by the county required the reporting to of positive COVID-19 tests to health officials once a certain level was reached, the suit states.

"SAP violated these reporting rules by delaying, re-testing or refusing to report positive tests," the suit alleges.

Eknoian-Lopez reported her concerns to her supervisors and took part in an investigation in which they were confirmed, the suit states.

"When word got out that Ms. Eknoian-Lopez reported the park's senior leaders, the retaliation against her was swift and unrelenting," the suit states. "Ms. Eknoian-Lopez was isolated, her work suddenly became micro-managed and scrutinized, duties were taken from her (and) she was not provided her full bonus.

Eknoian-Lopez resigned in March 2021 due to her "unbearable work environment" and has suffered financial losses since then, according to her suit.

The LAUSD on Friday filed a legal challenge with the state Public Employment Relations Board seeking an injunction that would halt the strike, claiming the union's walkout was illegal. Over the weekend, however, the PERB denied the district's request for injunctive relief because it did not find "the extraordinary remedy of seeking injunctive relief to be met at this juncture," according to the LAUSD.

But, according to the district, the PERB did direct its Office of General Counsel to expedite the processing of the district's underlying unfair practice charge against SEIU Local 99, which alleged that the union and its members were engaging in an unlawful three-day strike.

The union has repeatedly accused the district of engaging in unfair labor practices, saying union members have been subjected to harassment and intimidation tactics during an earlier strikeauthorization vote and as the possible walkout neared.

Carvalho on Monday acknowledged those accusations, but said there is a process for investigating such claims, and "it takes time." He said the union was using those allegations as an "expedited way of creating a strike opportunity."

The California Attorney General's Office on Tuesday was weighing an appeal of a federal judge's ruling striking down the state's Unsafe Handgun Act. U.S. District Judge Cormac Carney issued a preliminary injunction Monday in a federal lawsuit challenging the state's gun law requiring specific devices on firearms to improve their safety and to identify fired bullets.

"We will continue to lead efforts to advance and defend California's gun safety laws," Attorney General Rob Bonta said in a statement. "As we move forward to determine next steps in this case, Californians should know that this injunction has not gone into effect and that California's important gun safety requirements related to the Unsafe Handgun Act remain in effect."

The Attorney General's Office was given two weeks to file an appeal.

Carney's ruling does not affect the state's requirement that guns for sale must be in the state's list of weapons that have passed other safety tests.

Carney referred to a recent U.S. Supreme Court ruling that found the government cannot just cite the promotion of an important public interest and that any gun safety laws must be "consistent with the nation's historical tradition of firearm regulation."

Carney said the state's requirements "unquestionably infringe on the right to keep and bear arms" as guaranteed in the Second Amendment.

"Plaintiffs seek to purchase state-of-the-art handguns for self-defense," Carney wrote. The state's requirements "prevents this," he added.

"To acquire the latest model of a semiautomatic handgun, plaintiffs must buy one secondhand if they can find one, and at a high markup," Carney said.

The state's law requires safety features aimed at reducing the chances of accidental discharges of guns. It also requires a device that leaves an identifiable mark on spent shells that law enforcement can use to identify the gun.

"The microstamping requirement has prevented any new handgun models from being added to the (state's list of safe guns) since May 2013," Carney wrote. Gun manufacturers don't make a weapon with this technology, the judge noted.

Police commissioner expresses frustration over publication of LAPD information

The president of the Los Angeles Board of Police Commissioners Tuesday expressed frustration and concern over how information related to LAPD officers was released to a watchdog organization and eventually published online.

"I've got to tell you, I'm extremely concerned, disturbed and upset as I sit here today," William Briggs said during Tuesday's Police Commission meeting.

"On Friday, I learned from media sources that an organization in this city launched a website that published the names, photos, ethnicities and serial numbers of over 9,000 LAPD officers."

According to Briggs, the act was taken with reckless disregard for the safety of officers and their families. Police Chief Michel Moore said the Office of Inspector General will launch an investigation.

The Stop LAPD Spying Coalition filed a public records lawsuit against the city last week, challenging what it said was the LAPD's refusal to release basic personnel

information. The coalition also launched Watch the Watchers, a website that publishes headshots and other information related to sworn personnel.

On its website, the coalition says the records were obtained "from public records released by city agencies."

"This tool will boost our efforts to identify the cops who brutalize our communities," General Dogon, a human rights organizer with the Los Angeles Community Action Network, said in a statement last week.

"A decade ago, during our successful fight to end LAPD's Safer Cities initiative campaign of mass arrests in Skid Row, we made a booklet of officer photos. This new website will make it easier to document police terror across the city."

Briggs suggested that the organization's action was taken to cause harm to the officers and their families. He also requested Moore to report back to the executive committee with answers to better protect the information and the legal rights of LAPD's

officers.

Commissioner Maria Lou Calanche, meanwhile, asked Moore to bring back a report regarding how the LAPD responds to public records requests, saying she wants to better understand the process.

"We need a new policy with respect to release of this information and I ask that you talk to the Office of Constitutional Policing to propose new policies with respect to release of any information that involves an officer or employee of the LAPD," Briggs said.

Moore said the information was released months ago through the California Public Records Act requests. He also said there were officers who were identified who work sensitive assignments.

"Steps have already been taken to address the issues you've identified," Moore said. "One, an effort to reach out to all employees, and secondly for those involved who work in a sensitive assignment that we work with them to understand what steps can be taken to protect their identity."
