The Corona Police Department on Thursday released its 2022 annual report containing statistical information on the service the department provided.

Corona PD’s staff consists of 164 sworn police officers, 85 full-time staff members, 36 part-time staffers and 40 volunteers, according to the annual report.

“The communications center handled 245,125 calls, animal care staff tended to 4,819 animal-related calls

for service, patrol services generated over 12,000 initial crime reports, and more arrests were made than in the previous two years,” Police Chief Robert Newman highlighted in his report introduction.

Police dispatchers handled 47,265 911 calls and 13,354 emergency medical incident calls, according to the report. Calls involving life-threatening violent felonies, or “priority 1,” totaled 4,691; dispatchers took 27,250 “priority 2” calls

involving in-progress felonies and misdemeanors; 21,671 past crime calls or non-lifethreatening circumstances; 40,755 past crime calls.

Regarding response times, Corona police arrived at the scene of a crime incident in 4:47 minutes 90% of the time. The department’s target response time is five minutes.

Corona PD responded to 81,090 calls for service, filed 12,636 police reports and processed 12,324 items as evidence, according to the

Man suspected of selling concentrated cannabis to children in East Hemet

A20-year-old man suspected of selling marijuana loaded into vaping devices to students at an East Hemet middle school was out of custody Thursday.

James David Britton Jr. of Hemet was arrested and booked into the Byrd Detention Center in Murrieta Tuesday on suspicion of furnishing marijuana to a minor and child endangerment. Britton posted a $50,000 bond and was released from custody Wednesday.

According to a Riverside County Sheriff’s Department statement, deputies in February received information the suspect was allegedly selling “vape pens containing concentrated cannabis ... to juveniles who attend” Dartmouth Middle School in the 41500 block of Mayberry Street.

Judge suspends criminal proceedings based on Menifee mom’s mental state

AMurrieta judge Thursday suspended further criminal proceedings against a 41-year-old Menifee woman accused of fleeing with her two children during a child custody exchange and leading law enforcement officers on a pursuit into Mexico, seeking psychiatric analyses regarding her mental fitness.

Katheryn Rose Broersma was arrested by federal authorities in January after she returned from an overnight stay south of the border with her children.

Broersma is charged with two counts each of child concealing and child endangerment, along with a misdemeanor count of violating a court order.

Man who set fire to mobile home in Desert Hot Springs is paroled

Woman charged with distributing concentrated cannabis to kids

Aman who set fire to an inhabited home at a Desert Hot Springs mobile home park and threatened a man and his wife was free from jail on parole Wednesday after pleading guilty to three felony charges.

Michael Eric McPeters, 49, pleaded guilty to one felony count each for the attempted murder of “James G.,” making criminal threats to “Annette V.,” and arson of an inhabited structure Monday at the Larson Justice Center in Indio, according to court records. He also admitted to an allegation of causing multiple structures to burn.

According to court records, McPeters was immediately sentenced to seven years and eight months in state prison, but “his credit for time served exceeded his sentence so he was released on parole,” Riverside County Superior Court public information officer Marita Ford told City News Service.

On June 3, 2016, McPeters set fire to James and Annette’s home, causing other structures within its vicinity to burn, according to court records.

The fire, which was reported at 4:52 p.m. that day at Palm Drive Mobile Estates, caused an estimated $40,000 in damage. Flames spread by strong winds prompted residents living downwind of the fire to evacuate.

More than 30 firefighters were dispatched to the

scene, one of whom was evaluated at a hospital for non-life-threatening injuries, according to Jody Hagemann of the Riverside County Fire Department. Crews contained the fire by 5:48 p.m. and remained on scene for several hours.

McPeters was arrested the day of the fire and had been awaiting trial for years before pleading guilty at Monday’s mandatory settlement conference. He has no prior felony convictions in Riverside County.

Ayoung woman accused with her boyfriend of dealing marijuana to students at schools throughout the Temecula Valley was charged Wednesday with multiple felony counts, including furnishing cannabis to a child under 14 years old.

Catherine Ann Hickisch was arrested Friday alongside Anthony Harry Mathisen, both 18 and of Murrieta, following a Riverside County Sheriff’s Department investigation.

In addition to the furnishing count, Hickisch was charged with two counts each of distribution of controlled substances and possession of controlled substances for sale.

She pleaded not guilty during an arraignment before Superior Court Judge Elaine Kiefer, who, at the request of the defendant’s attorney, scheduled a bail review hearing for March 15 at the

Southwest Justice Center in Murrieta.

Hickisch is being held in lieu of $1 million bail at the Smith Correctional Facility in Banning.

Mathisen was booked into the Byrd Detention Center in Murrieta Friday, but he was able to post a $1 million bond Saturday, after which he was released from custody.

He’s charged identically to his co-defendant and is scheduled to be arraigned on April 17.

According to sheriff’s Sgt. Michael Perez, last month, deputies at the Southwest Station in French Valley initiated an investigation stemming from information that cannabis “was being sold to juveniles who attend middle and high schools throughout the city of Temecula and unincorporated French Valley.”

Investigators determined

that Hickisch and Mathisen were allegedly selling “vape pens containing concentrated cannabis to minors,” Perez said.

“Furthermore, it was determined Mathisen and Hickisch distributed concentrated cannabis and psilocybin — commonly referred to as mushrooms — using a mobile delivery service, identified as ‘AtomicClouds,’” the sergeant said.

Deputies obtained and served search warrants at the defendants’ residence in the area of Madison Avenue and Murrieta Hot Springs Road, where “evidence related to the sales of marijuana and psilocybin was located and recovered,” Perez said.

The pair were taken into custody without incident. Neither has prior documented felony or misdemeanor convictions in Riverside County.

The average price of a gallon of self-serve regular gasoline in Riverside County rose Thursday for the 34th time in 37 days, increasing a half-cent to $4.876.

The average price has increased 44.3 cents over the past 37 days, including 1.9 cents Wednesday, according to figures from the AAA and Oil Price Information Service. It is 9.8 cents more than one week ago and 34.4 cents higher than one month ago but 67.1 cents less than one year ago.

The average price has dropped $1.497 since rising to a record $6.373 on Oct. 5, 2022.

The national average price rose for the ninth consecutive day following a run of 29 decreases in 31 days totaling 15.3 cents, increasing 2.1 cents to $3.467. The national average price is 9.3 cents more than one week ago and 3 cents more than one month ago but 78.5 cents lower than one year ago.

The national average price has dropped $1.549 since rising to a record $5.016 on June 14.

“The national average rose last week as the transition to summer gasoline has now started across the entire country,” said Patrick De Haan, head of petroleum analysis at GasBuddy, which provides real-time gas price information from more than 150,000 stations.

“The higher cost of these various blends is being passed along to motorists, as we see every year ahead of the summer driving season. Some regions are moving to the required summer gasoline in different steps then others, and the fragmentation of required blends absolutely plays a role in these price increases.

“Logistical challenges in making the transition during a time when refiners are also doing maintenance work can create hot spots and lead to noticeable jumps in prices during the spring. While we may not see weekly increases, the overall trend will remain upward through much of the spring.

“By Memorial Day, most of the nation will have transitioned to their respective required blend of fuel, and gas prices could ease, but a $4 per gallon national average remains possible by then.”

Robert van Leer is the new executive director and CEO of the Wallis Annenberg Center for the Performing Arts, the organization announced Thursday.

Van Leer is “an exceptionally accomplished arts administrator highly respected for his breadth of experience with renowned arts organizations in the United States and Europe,” according to a statement from the Annenberg Center. His tenure at “the Wallis” will begin April 1.

Just prior to his Annenberg appointment, van Leer was the John F. Kennedy Center for the Performing Arts’ senior vice president of artistic planning. in that role van Leer oversaw a $90 million budget and expanded the Kennedy Center’s classical and contemporary programming, including the addition of Hip Hop Culture and Social Impact, according to the Annenberg Center’s statement.

“Additionally, he led the vision for the 2019 transformative addition of REACH, the Kennedy Center’s first-ever expansion, with flexible indoor and outdoor performance space designed to nurture new artists and expand community,” that statement said.

Van Leer began his career in arts administration at Lincoln Center for the Performing Arts in New York City, the Annenberg Center reported. He also was an executive administrator at the Wigmore Hall in London, then as Head of Music and Arts Projects at the Barbican Centre.

From there van Leer went on to the post of managing director of Nederlands Dans Theatre, where he shifted the company’s mission toward becoming a leading international creative ensemble.

Van Leer also led Wonderbird UK, “a boutique cultural consultancy that advised cultural and corporate clients on social, cultural, and fundraising policy,” according to the Wallis Annenberg Center.

“The Wallis’ search committee and our dedicated Board of Directors are confident Robert van Leer is the most qualified person to lead The Wallis in its next evolutionary stage,” Michael Nemeroff, chair of the Wallis Annenberg Center, said in a statement. “As an extremely talented performing arts executive, having run performing arts centers and built teams in various CEO, Managing Director,

and senior level leadership roles, he has had the experience and impact we sought. His artistic planning and presenting work has been at the highest levels. He is also tremendously skilled in strategic planning, community relations, fundraising, and board development.

“As The Wallis heads into its 10th Season, we’ve undergone tremendous artistic growth and achieved notable fiscal and organizational stability, so we believe that Robert, with his visionary leadership, keen creative thinking, and broad world view, will build upon that solid foundation, further elevating The Wallis as a cultural institution of international renown,” said Nemeroff, who led the international search for a new chief executive.

“Having worked together with Robert van Leer in my role at Kennedy Center, I know that he is a sophisticated, very experienced arts administrator and a perfect fit for The Wallis at this time in its development,” Wallis board member David Bohnett said in a statement. “His network of relationships with creative talent and executive leadership in the arts is multi-disciplinary and global. A true community builder, he is driven by a firm belief in the power of the arts to create change, shape society, and uplift underrepresented voices.”

“Wallis Annenberg Center for the Performing Arts is an extraordinary organization with a well-deserved reputation for excellence and innovation,” van Leer said in a statement. “I am honored to assume its leadership and shepherd The Wallis at this exciting time in its history. I look forward to having the opportunity to thoughtfully shape organizational strategies that go beyond the stage and build upon The Wallis’ exceptional artistic, educational and community programs. At this point in my career, I am thrilled to be moving to Los Angeles and committing myself to the Wallis and the creative life of this diverse, complex and ever-changing city.”

Van Leer is a native of Rochester, New York. He holds a fine-arts bachelor’s degree from Carnegie-Mellon University and earned an advanced certification from Columbia University Graduate School of Business, according to the Wallis. He also earned a postgraduate degree in landscape design at the UK’s Inchbald School of Design.

Van Leer additionally took part in the National Arts Strategies Chief Executive Programs at Harvard Business School, the University of Texas, Austin, and the University of Michigan Stephen M. Ross School of Business, which connect contingents of CEOs seeking to lead change in their organizations, communities and in the cultural field, according to the Wallis. Van Leer has

2 LAPD officers shot in Lincoln Heights released from hospital

Two Los Angeles Police Department officers injured during a gun battle with a parolee in Lincoln Heights were released from a hospital, while an investigation continued Friday into the police operation that led to the gunfire and left the suspect dead.

Three LAPD officers were shot and wounded by the gunman during a search for a parolee at large in the Lincoln Heights neighborhood on Wednesday.

The Los Angeles Police Department Headquarters confirmed in a tweet that two officers were set to be discharged from LAC+USC Medical Center on Thursday. A third officer injured in the shootout is expected to remain in the hospital to receive additional medical treatment.

“We thank the L.A. City Fire Department and hospital staff who have provided the best possible treatment to the injured officers,” according to a headquarters’ statement.

One of the police officers was shot in the arm, another was shot in the leg and the third was shot in the torso, but body armor probably deflected the round, according to authorities.

The deadly confrontation unfolded around 4 p.m. Wednesday when officers from the Hollenbeck Community Police Station arrived at the 3800 block of North Broadway, between Lincoln Park Avenue and Mission Road, regarding a parolee at large.

“During the subsequent investigation, officers came across the individual who refused to comply to the commands, and a request for canine officers was requested from Metropolitan Division,” LAPD Assistant Chief Al Labrada said at a news conference Wednesday night outside LAC+USC Medical Center, where the officers were hospitalized.

With the suspect still refusing to comply, officers eventually “utilized gas to get compliance from the individual,” Labrada said.

Following that deployment of gas, the suspect stepped into an alleyway and opened fire on police sometime after 6 p.m., Labrada said.

Three officers, all from canine units, were struck with the gunfire, and fellow officers pulled them from the line of fire as police shot back at the suspect, authorities said.

2nd man arrested for alleged armed robberies linked to LA’s Chesapeake Bandits

while a standoff ensued with the suspect, who was holed up inside a lower-level room off the alley. LAPD SWAT officers deployed three robots into the alley to get a look at the suspect, who was ultimately determined to be “down,” and later pronounced dead.

The man was identified by the Los Angeles County coroner’s office as Jonathan Magana, 32, of Los Angeles. It was not immediately clear if Magana was fatally shot by police or died of a selfinflicted wound.

Authorities at the hospital eventually indicated that the officers were all in stable condition with injuries initially described as serious, although all are expected to recover.

Mayor Karen Bass went to the hospital Wednesday night and spoke with two of the injured officers.

“I deeply appreciate their service, and let them know that their city stands with them,” Bass said at the news conference outside the hospital. “And I very much look forward to their recovery. My heart goes out to the officers’ families who tonight got the phone call, or the knock on the door, that they dread every day that their loved one go on duty.”

The Los Angeles Times reported that the suspect — who was not immediately identified by police — had a lengthy criminal record. In January, the suspect was charged with battery on a police officer and possession of a firearm by a prohibited person in connection with an incident late last year, The Times reported, citing court records and law enforcement sources.

Asecond Los Angeles man charged for his alleged involvement in the armed robberies of several armored vehicles over the past year is behind bars Friday.

James Russell Davis, 34, was arrested late Wednesday in Rancho Cucamonga by the FBI’s Fugitive Task Force and ordered detained by a federal magistrate judge, according to Donald Always, the assistant director in charge of the FBI’s Los Angeles office.

A federal arrest warrant was issued for Davis last month after he was charged in a criminal complaint with conspiracy to interfere with commerce by robbery.

The robberies have been linked to a group nicknamed the Chesapeake Bandits since investigators believe the group is meeting and staging the robberies at a home on Chesapeake Avenue in the West Adams neighborhood of Los Angeles.

Multiple suspects not yet identified are still being sought by law enforcement. Investigators believe the group will continue to commit robberies until all suspects are identified and arrested.

Davis was charged in the complaint along with Deneyvous Hobson, 36, of Los Angeles. Hobson was arrested on Feb. 21, and is scheduled to be arraigned on March 16.

Davis and Hobson were indicted by a federal grand jury on Wednesday. At least five others are believed to be part of the Chesapeake Bandits.

The armed bandits have targeted drive-thru ATMs and other businesses, including check cashing locations. The suspects operate by overtaking the armored car driver when they service drive-thru ATMs or exit businesses. During the robberies, the victim drivers are zip-tied and held at gunpoint. The suspects then enter the armed vehicle and steal the money, authorities said.

On one occasion, a shot was fired but no one was harmed. Investigators believe that if the remaining Chesapeake Bandits suspects are not caught, they will become more brazen, and someone will be harmed or killed.

“Collectively, the group

has been linked to robberies with losses in the hundreds of thousands (of dollars),” the FBI said in a statement. “Investigators believe the group will continue to commit robberies until all suspects are identified and arrested. Investigators believe the armored vehicle drivers were surveilled in advance of the robberies.”

The investigation is being conducted by personnel from the FBI and the Los Angeles, Hawthorne, and Inglewood police departments. The prosecution is being handled by the U.S. Attorney’s Office.

The following details were released about the crimes:

-- On Feb. 14, 2022 at 8:48 a.m., multiple suspects robbed a Sectran Security armored car driver at the Wescom Credit Union on 2871 W. 120th St. in Hawthorne. An AR-15 assault rifle and a black semi-automatic handgun were believed used in the crime, and a late model white Honda Accord sedan was the getaway vehicle.

-- On June 9, 2022 at 7:50 a.m., multiple suspects robbed a Loomis armored car driver at the Bank of America at 11525 Crenshaw Blvd. in Inglewood. A dark short-barreled assault rifle was believed used in the crime, and a late model silver or gray Chevrolet Equinox SUV was the getaway vehicle.

-- On Sept. 15, 2022 at 12:20 p.m., multiple suspects robbed a Brinks

armored car driver at the PLS Check Cashers at 2601 S. La Brea Ave. in Los Angeles. A black assaultstyle rifle was believed used in the crime, and a late model gray Ford Explorer SUV was the getaway vehicle.

-- On Jan 9, 2023 at 7:15 a.m., multiple suspects robbed a Brinks armored car driver at a 99 Cents Only Stores location at 3060 S. Crenshaw Blvd. in Los Angeles. An AR-style rifle was believed used in the crime, and a late model black Kia K5 was the getaway vehicle.

-- And on Feb. 25, 2023 at 9:56 a.m., multiple suspects robbed a Brinks armored car driver at a PLS Check Cashers at 2601 S. La Brea Ave. in Los Angeles. A rifle with a green laser was believed used in the crime, and a late model tan/light colored SUV, possibly a white Toyota RAV4 SUV, was the getaway vehicle.

A reward of up to $25,000 is being offered by the FBI, for information in the overall case. Also, Brinks — one of the victim companies — has offered to match the FBI’s reward offer of up to $25,000 in exchange for information leading to the arrest and indictment of a person or persons involved in the robberies of the Brinks armored vehicles.

Tattoo artist sued by YouTube star’s parents over deadly crash

SoCal Edison customers warned of utility scams

Attorneys for a 29-yearold former cast member of the reality show “Ink Master” state in court papers that their client acknowledges responsibility in the 2020 traffic accident death of a YouTube star and that the upcoming trial of a civil suit brought by the decedent’s parents should focus only on damages.

Simon La Barrie and Lissa Burton, the father and mother of Corey La Barrie, brought the complaint in May 2020 in Los Angeles Superior Court against Daniel Joseph Silva and Daniel Silva Tattoos LLC. Silva’s 2020 McLaren 600 LT crashed into a tree about 9:40 p.m. May 10, 2020, at Huston Street and Carpenter Avenue in Valley Village, killing the 25-year-old La Barrie, according to police.

Police said Silva left the

vehicle and tried to leave the scene, but was stopped by citizens who came to render aid. Silva pleaded no contest in July 2020 to a felony count of gross vehicular manslaughter and was sentenced the next month to a year in jail, five years probation, 250 hours of community service and a suspended prison sentence of four years.

“Defendant Daniel Silva does not dispute that he owed a duty to operate his vehicle in reasonable manner so as not to cause harm to others, (that he) breached that duty by losing control of his vehicle and causing a collision and (that he) caused the tragic, untimely death of his friend, Corey La Barrie,” Silva’s attorneys state in court papers filed Monday with Judge Michael E. Whitaker.

The trial of the wrongful

death suit, scheduled to start March 22, should be limited to the jury’s determination of La Barrie’s parents’ damages, according to Silva’s attorneys’ court papers.

La Barrie’s parents allege that Silva was driving at “an extremely high speed” and that the North Hollywood resident failed to use reasonable care while driving the sports car. The plaintiffs further allege that Silva was drunk at the time from alcohol provided by Daniel Silva Tattoos and that he had a previous drunken driving conviction, making him aware of the dangers of driving in such a condition.

La Barrie’s parents have been forced to pay for burial and funeral expenses for their son and have lost his love, companionship and financial support, according to the plaintiffs.

Authorities Tuesday warned Southlanders that scammers have been contacting utility customers and trying to defraud them.

“Utility scams occur when a scammer pretends to be a representative from your utility company and tricks you into sending money or revealing sensitive information,” according to a Southern California Edison statement.

“Of the SCE customers who have received scam calls this year, about 20% of them have paid out more than $18,000 after being told to either use Zelle or go to a convenience store to use bitcoin or a gift card,” SCE said.

“Because of the high volume of scammers using Zelle, Southern California Edison and other utilities have joined forces to educate customers on what a utility scam looks like,” SCE said. Reports: Tom Girardi gave over $1M in gifts and payments to influence State Bar

An investigator for the State Bar of California and his wife received over $1 million in undisclosed gifts and payments from disgraced former attorney Tom Girardi and dozens of client complaints against the highprofile attorney were closed without any action taken, according to reports issued Friday.

The reports reveal the extent of Girardi’s allegedly decadeslong efforts to corrupt those at the State Bar who handle discipline complaints, likely impacting the handling and eventual improper closing of those grievances. The corruption attempts extended to at least nine former State Bar employees or board members who accepted items of value,

travel or meals from the thenattorney who is currently facing federal charges, the bar association found.

Girardi’s relationship with then-State Bar investigator Tom Layton and his wife, Rose, was described in one report as “particularly remarkable.” Layton, who was fired from the association in 2015, received gifts and payments estimated at

over $1 million from Girardi, through his firm, while Layton was employed at the bar, according to a report, which said the handouts were never properly disclosed.

Investigators found that Girardi is the godfather to Layton’s daughter and the two were close friends and had what was described by one witness as a “father-son-” type relationship. According to records from Girardi’s law firm, Girardi Keese, Layton, his wife and a business entity they ran together received over $600,000 in payments from the law firm while Layton was employed at the State Bar, according to the report.

The probe determined that Girardi Keese also leased Layton multiple cars over the years and gave Layton a firm credit card, which he used to pay for routine expenses. Layton also received a large bank loan that Girardi guaranteed and for which Girardi Keese made repayments. Girardi’s firm also employed two of Layton’s children while their father was employed at the State Bar, according to the report.

“Even though we did not find evidence that Layton was assigned to or made discretionary decisions in any Girardi case, there is evidence suggesting that he assisted Girardi in disciplinary matters in other ways,” the report states.

Girardi, the co-founder of the defunct Los Angeles law firm Girardi Keese, is facing federal charges of embezzling more than $15 million from several of his legal clients. The 83-year-old Girardi — estranged husband of “Real Housewives of Beverly Hills” star Erika Jayne — has Alzheimer’s disease and in June 2021 was deemed

incompetent to manage his own affairs. He was disbarred a year later and is currently living in an Orange County assisted living facility.

A Los Angeles federal court judge will determine his competency to stand trial.

The reports issued Friday by the State Bar describe how Girardi’s “unethical and unacceptable behavior went unchecked for so long and reveal systemic organizational dysfunction that persisted for many years and through many changes of leadership.”

The bar association stated that none of the individuals whose unethical behavior is alleged are still affiliated with or employed by the agency in any capacity.

After he was disbarred last year, the State Bar said it had received 205 complaints against Girardi alleging he misappropriated settlement money, abandoned clients and committed other serious ethical violations over the course of his four-decade career.

The first of the two reports was prepared by attorney Alyse Lazar, who in 2021 was retained by the State Bar to review 115 files of past complaints against Girardi. Her review, limited to documents in investigative files, identified numerous instances in which complaints were closed without complete investigations or despite the development of facts warranting discipline.

The second report was completed by an outside law firm hired by the State Bar to conduct a probe that included interviews with 74 witnesses. That report details instances where Girardi’s efforts to buy relationships and exercise influence at the State Bar at all levels likely impacted the handling of some complaints

against him, causing those complaints to be shut down improperly.

Ruben Duran, chair of the State Bar Board of Trustees, said the “magnitude and duration of the transgressions reveal persistent institutional failure and a shocking past culture of unethical and unacceptable behavior” at the association. He said safeguards have been put in place to prevent unethical or corrupt behavior and address it quickly if it does occur.

Other findings show that eight Girardi cases were closed by individuals who had conflicts of interest at the time they worked on the cases. The report found that their conflicts tainted their decisions to close the cases.

Also, between 2013 and 2015, both the executive director and general counsel’s offices received reports about Girardi’s influence at the State Bar and connection to Layton and others — but failed to investigate, the report showed. On at least one occasion, Girardi successfully deployed his connections at the bar to discourage people from making complaints against him.

Girardi Keese, famous for representing plaintiffs in large-scale civil litigation against major corporations, collapsed in late 2020 after Girardi was accused in a Chicago lawsuit of embezzling money meant for clients the firm was representing in litigation over an airline crash in Indonesia. The lawsuit brought by plaintiffs’ firm Edelson PC has since been transferred to Los Angeles.

Girardi is in Chapter 7 bankruptcy proceedings, as is the now-shuttered Wilshire Boulevard law firm that bore his name, which faces more than $500 million in claims.

NOTICE OF PROPOSED SUBSTANTIAL AMENEMENT TO THE 2021-2022 ANNUAL ACTION PLAN ALLOCATING HOME-ARP FUNDS

The City of Glendale is soliciting public comment on the funding allocation of $5,109,346 it expects to receive from the United States Department of Housing and Urban Development (HUD). The funding will come from the American Rescue Plan Act of 2021 for the HOME Investment Partnerships Program (HOME-ARP). The public comment period will be from Monday, March 6, 2023 to March 20, 2023. Written comments may be submitted via email to Pamela Jackson at pjackson@glendaleca.gov. Public comments may also be submitted orally at the Joint Public Meeting of the Glendale City Council and Glendale Housing Authority on March 21, 2023 at 3:00 PM. A Substantial Amendment to the 2021-2022 Annual Action Plan, allocating HOME-ARP funds, will be considered by the City Council and Housing Authority at this Joint Meeting.

HOME-ARP funding may be spent on a variety of affordable housing activities to benefit individuals and families in the following specified “qualifying populations”

3. Fleeing, or Attempting to Flee, Domestic Violence, Dating Violence, Sexual Assault, Stalking, or Human Trafficking

The City of Glendale intends to use the funding to acquire, rehabilitate or construct affordable rental housing for households that fit within one or more of the qualifying populations. Funding will also be spent on administrative costs to carry out the funding activities. In addition to written comments, the city is seeking comments through a survey created to gauge the housing needs of the qualifying populations. On Tuesday, March 21, 2023, The Glendale City Council and Glendale Housing Authority will hold a Joint Public Meeting and will take action to authorize a submittal to HUD of a Substantial Amendment to the City’s Annual Action Plan. IS HEREBY GIVEN that the Catholic Charities of Los Angeles, Inc. – Glendale Community Center in Glendale, 4322 San Fernando Rd. Glendale, CA, 91204 invites sealed bids for Building improvements, including but not limited to the following:

• Paint the entire exterior of the building, including the roof top equipment screens, fencing, gates, railings.

The funding is from the Community Development Block Grant Program (CDBG) for various capital improvement projects. The public comment period will be from Monday, March 13, 2023, to April 11, 2023. NOTICE OF ADOPTION OF ORDINANCE

On March 7, 2023, the City Council of the City of Glendale adopted ORDINANCE NO. 6002 REMOVING SECTION 10.36.100 AND AMENDING SECTION 10.36.140 OF THE GLENDALE MUNICIPAL CODE, 1995, TO REMOVE PARKING PERMITS FOR COMMERCIAL VEHICLES AND TO UPDATE PARKING PERMIT FEES FOR LARGE VEHICLES, BOATS, AND PERSONAL WATERCRAFT. A copy of said Ordinance is on file and available for public inspection in the office of the City Clerk.

In substance, this Ordinance was adopted to remove the capacity to issue permits for commercial vehicles to park contrary to stated parking regulations, particularly since no such permits have been issued in living memory and have been deemed obsolete. Also, this Ordinance removed the stated permit cost from the text of the Municipal Code in favor of referencing said fee in the Citywide Fee Schedule, as adopted or amended by Resolution of the City Council.

5. Contractors License. At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor must possess a California contractors license or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Bidder must possess the following license(s): “B or C-39.” The successful Bidder will not receive a Contract award if the successful Bidder is unlicensed, does not have all the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Bid, declare the Bid Bond as forfeited, keep the Bid Bond’s proceeds, and exercise any one or more of the remedies in the Contract Documents. Subcontractors’ Licenses and Listing. At the time of the Bid Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California contractor license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work. When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, California Department of Industrial Relations contractor registration number, and portion of the Work). In addition, the City requires that the Bidder list the dollar value of each Subcontractor’s labor or services. The City’s disqualification of a Subcontractor does not disqualify a Bidder. However, prior to and as a condition to award of the Contract, the successful Bidder shall substitute a properly licensed and qualified Subcontractor— without an adjustment of the Bid Amount.

6. Permits, Inspections, Plan Checks, Governmental Approvals, Utility Fees and Similar Authorizations: The City has applied and paid for the following Governmental Approvals and Utility Fees: City of Glendale Building Permits and Inspections

7. All other Governmental Approvals and Utility Fees shall be obtained and paid for by Contractor and will be reimbursed based on Contractor’s actual direct cost without markup. 8. Bid Forms and Bid Security: Each Bid must be made on the Bid Forms obtainable at the Public Works Facilities Management Division. Each Bid shall be accompanied by a cashier’s check or certified check drawn on a solvent bank, payable to “City of Glendale,” for an amount equal to ten percent (10%) of the total maximum amount of the Bid. Alternatively, a satisfactory corporate surety Bid Bond for an amount equal to ten percent (10%) of the total maximum amount of the Bid may accompany the Bid. Pretrial motions were underway Friday ahead of jury selection for the trial of a convicted sex offender accused of repeatedly assaulting a Murrieta boy and arranging for other men to do the same.

David Everett Leibowitz, 44, of Menifee, is charged with three counts of sodomy of a minor, three counts of oral copulation of a child, two counts of lewd acts on a child and one count each of inducing a minor to perform commercial sex acts, child stealing, possession of child porn, arranging to meet a minor to commit a felony and indecent exposure to a minor.

During a hearing Thursday at the Riverside Hall of Justice, Riverside County Superior Court Judge John Molloy conferred with the prosecution and defense regarding trial proceedings, and both sides indicated that they were prepared to move forward, though no courtroom had yet been assigned to hear the matter.

Molloy ordered the parties to return to the downtown courthouse Friday for a courtroom assignment, provided a department becomes available.

Leibowtiz is being held without bail at the Benoit Detention Center in Indio.

District Attorney’s Office and Murrieta Police Department personnel jointly investigated his case over a period of months, culminating in the filing of charges during the summer of 2018.

According to the D.A.’s office, the defendant met the victim, identified only as a teenager, via a dating website in January 2015.

“Family members were able to track the suspect via her cell phone, and she was located in the area of the Interstate 215/60 freeway (interchange),” the captain said.

“The vehicle traveled into the San Diego area, where officers from the Escondido Police Department took over the pursuit,” Gutierrez said. “The suspect was able to evade officers when she crossed the border and entered into Mexico.”

Gutierrez said U.S. Customs and Border Protection agents were alerted to the alleged parental abduction and advised that Broersma might attempt to re- enter the country, which she did the following morning at the San Ysidro Port of Entry in San Diego County.

The captain said agents stopped the vehicle at the border crossing and took the defendant into custody without incident. The children, who were uninjured, were returned to their father the same day.

Broersma has no documented prior felony or misdemeanor convictions in Riverside County.

Few undocumented California college students receive state aid

Just 14% of California’s 94,000 undocumented college students receive some form of state financial aid, according to a new report. Researchers from the California Student Aid Commission found that only half of the people who are eligible for state aid for higher education even apply.

Marlene Garcia, the commission’s executive director, said a lot of community college undocumented students apply to get their fees waived for coursework, but don’t realize they could get a Cal Grant to help with living expenses.

Paperwork appears to be one of the issues.

“They may be applying

for the College Promise, and they think that they’ve completed the financial aid application,” said Garcia.

“But then, they find out they have to complete the California Dream Act application. And sometimes, you’ll lose students in that process.”

Starting this year, state law requires all high school seniors to fill out the Free Application for Federal Student Aid or the California Dream Act application, so school counselors are going to have their hands full.

Garcia said many steps could be taken at the federal level to help undocumented students, including making the Pell Grant available, or reviving the DACA program and extending its provi-

sions to allow students to have the right to work.

“If you’re an undocumented student and you don’t have work authorization to get a job after you graduate from college,” said Garcia, “that’s going to raise the question about where the value proposition is for a college degree for you.”

Another barrier is the requirement that undocumented students sign an affidavit that they attended at least three years of high school in California. A new bill now in the California Legislature would integrate that affidavit into the California Dream Act application.

Riverside County lawmaker to propose bill allowing teachers to discuss children’s gender identity preferences with parents

Assemblyman Bill Essayli, R-Norco, on Monday will announce legislation to assert the freedom of teachers to openly communicate with parents regarding their children’s gender transition decisions, based on a Jurupa Valley educator’s firing over her predisposition toward full disclosure.

“This legislation seeks to protect parental rights, ensuring that parents know what is going on with their child at school, instead of having the teacher replace the parent in discussing important personal matters,” Essayli said in a statement.

The assemblyman will hold a briefing at 8:30 a.m. Monday near the entrance to Jurupa Valley High School on Bellegrave Avenue, where Jessica Tapia was terminated earlier this year following her challenge to a Jurupa Unified School District policy that limited her ability to convey

messages to parents regarding their children’s gender identity preferences.

Specific components of the proposed legislation, including a bill number, will be detailed during the announcement.

According to published reports, Tapia ran afoul a district policy stemming from Assembly Bill 1266, which took effect in 2014.

The bill focused on “pupil rights,” expanding on Section 221.5 of the California Education Code regarding students’ participation in courses and extracurricular activities.

The thrust of AB 1266 was that a “pupil shall be permitted to participate in sex-segregated school programs and activities, including athletic competitions, and use facilities consistent with his or her gender identity, irrespective of the gender listed on the pupil’s records.”

There were no explicit provisions written into the bill prohibiting educators from talking with parents about their kids’ gender choices. However, legal guidelines attached in a companion measure cited the California Public Records

Act, Article 1, Section 1 of the state constitution and the federal Family Educational & Privacy Rights Act -- FERPA -- in establishing limits on what educators are permitted to disclose.

in withholding any information from a parent.”

Tapia alleges that the Jurupa Unified School District found her religious convictions conflicted with the district’s policy regarding non-disclosure, and she lost her job because of it. She has filed a civil suit against the district based on religious viewpoint discrimination.

JUSD released a statement last week, saying, “The district denies the allegations raised by Ms. Tapia. The district takes seriously its obligation to accommodate its employee’s religious beliefs. Simultaneously, the district is obligated to comply with all local, state and federal laws, including anti-discrimination laws and laws that protect students’ rights to privacy, which are in place to protect the nearly 2,500 employees and 18,000 students we serve.”

Wednesday at the Southwest Justice Center in Murrieta. She’s being held on $1 million bail at the Smith Correctional Facility in Banning.

Mathisen is free on a $1 million bond and slated to be arraigned on April 17.
