Sen. Dianne Feinstein will step down at end of term

LA council members propose a right to

counsel

for tenants facing eviction

Agroup of city council members proposed a program establishing a right to counsel for tenants in Los Angeles Tuesday, as part of a continued effort to expand renter protections.

Six council members filed a motion seeking recommendations by the Los Angeles Housing Department on establishing a Right to Counsel ordinance and program.

"We are trying to build a city where if you end up in a situation where ... if you're in danger of losing your housing, that someone will be there to support you," Councilwoman Nithya Raman said at a rally at City Hall on Tuesday.

Raman appeared alongside council members Bob Blumenfield, Heather Hutt and Hugo Soto-Martinez, with members of tenant groups behind them. Council members Katy Yaroslavsky and Eunisses Hernandez also joined in presenting the motion.

Council members said the program would seek to use funds from Measure ULA, which allocates 10% of revenue generated from the tax to fund a counsel program for lower-income tenants threatened with eviction. According to the text of the ballot measure, a vast majority of the estimated 30,000 tenants who receive eviction notices each year in Los Angeles "do not have access to an attorney and do not know how to exercise their rights."

Sen. Dianne Feinstein, D-California, officially announced Tuesday that she will not be seeking re-election in 2024.

Feinstein, 89, has held the U.S. Senate seat since 1992. There was rampant speculation that she would not seek another term. Southland Reps. Adam Schiff, D-Burbank, and Katie Porter, D-Irvine, previously announced bids to seek Feinstein's seat in 2024, anticipating that she would not run again.

Feinstein insisted in a statement that while she will not seek re- election, she will serve out the remainder of her current term. She said she intends "to accomplish as much for California as I can through the end of next year when my term ends."

"I campaigned in 2018 on several priorities for Califor-

nia and the nation: preventing and combating wildfires, mitigating the effects of recordsetting drought, responding to the homelessness crisis, and ensuring all Americans have access to affordable, highquality health care," she said.

"Congress has enacted legislation on all of these topics over the past several years, but more needs to be done -- and I will continue these efforts.

"I also remain focused on passing commonsense legislation to fight the epidemic of gun violence, preserving our pristine lands and promoting economic growth -- especially to position California for what I believe will be the century of the Pacific. And I will use my seniority on the Appropriations Committee to ensure California gets its fair share of funding. I'm confident we can achieve these

goals because we've done it before."

She added, "Even with a divided Congress, we can still pass bills that will improve lives. Each of us was sent here to solve problems. That's what I've done for the last 30 years, and that's what I plan to do for the next two years. My thanks to the people of California for allowing me to serve them."

Schiff issued a statement hailing Feinstein as "one of the finest legislators our state and country have ever known."

"As the longest-serving woman senator, Senator Feinstein is trailblazer, and her accomplishments are immense and far from over," Schiff said. "From the torture report and her dogged pursuit of gun safety to her championship of LGBTQ+ rights and

conservation of California's greatest resources, Senator Feinstein's expansive body of work and defense of our democracy will define her legacy.

"But her important work goes on. Her championing of the Assault Weapons Ban and so many other measures critical to California and the nation will make a continuing contribution to the safety and welfare of our people."

Porter, on her Twitter page, also hailed the state's senior Senator.

"Senator Dianne Feinstein has had a remarkable career serving the people of California," she wrote. "She created a path for women in politics that I am proud to follow. I thank the Senator for her leadership and appreciate all that she has accomplished for our state."

In municipalities with a right to counsel protection, approximately 86% of tenants remain housed, according to the text of the proposed measure.

Measure ULA passed in November and seeks an additional tax on property sales that exceed $5 million in the city, but is currently facing litigation. The tax is expected to generate between $600 million and $1.1 billion annually, and a majority of the revenue would go toward affordable housing and tenant assistance programs, backers said.

Empty bleachers: Let Them Play CA, and their fight for youth sports during COVID

The universal difficulties of being a parent are well established. The unrelenting nights of staying awake while your new infant cries until the sun shines the next morning. The “terrible twos” when two-year-olds are first exploring their ability to test their parents’ patience. The early teenage years when the intensity of puberty is matched by the desire to rebel. Yet the need to protect kids will always hold prominence over the brief frustrations that arise from their upbringing.

This was especially true during a global pandemic. Never in modern history have parents had to deal with something so intense and bizarre. No matter the culture of a family or the personality of a child, every parent felt an insurmountable weight on their shoulders.

This was certainly the case for Brad Hensley. He and his wife, Kristin, reside in Carlsbad, Calif. where they raise their son and two younger daughters. Their son had just entered his junior year of high school in 2019 and was eager to train for his senior year football campaign. His daughters, on the other hand, were avid dancers and did so competitively throughout their childhood.

Then March 2020 came around, and everything stood still. The Hensley family thrived most when they were active, but doing so was impossible during that time, as — much like Los Angeles County — San Diego County had strict isolation and social distancing mandates.

Restaurants closed. Schools shut down. Public spaces disappeared. Organized sports dissolved. And for the Hensley household, those absences took a major toll.

“My kids, and every kid for that matter, had no outlets,” Brad Hensley said. “As a parent, I quickly realized that my son and daughters needed to play sports. It was so vital to their psychological, physical and emotional development. Obviously, parents that I knew were saying similar things.”

“And during that period, it went well beyond my family’s

circumstances. We are in a loving household, but what about kids who aren’t? A lot of kids aren’t as fortunate and are in socio-economic situations where those lack of outlets were harming them irreparably.”

All Brad and Kristin could do at this time was attempt to raise their kids in a reality that was fully out of their control; deciding to counsel and confront their children through the hardship and hope that those outlets would eventually come back.

They waited, and waited, and waited some more. But the angst in the household got worse, and worse, and worse.

Months later, it reached a boiling point for the Hensleys.

In mid-December 2020, California Governor Gavin Newsom released an update regarding the state’s protocol on youth sports. After months of hopeful news, including the potential return of outdoor, non-contact sports and the possibility of a testing method that would monitor COVID-19 activity amongst teams, Newsom announced the state would mandate yet another delay to youth competition in regard to team sports.

It was considered a wake-up call for the Hensleys. They believed officials didn’t see the importance of having accessible sports as an outlet, and they decided that they wanted to introduce formidable pressure. Brad and Kristin reached out to attorney Ken Elliott, who was also a dear friend, and decided to file a lawsuit against the state of California. They argued that the state’s protocol against youth sports was a violation of the California Constitution’s equal protection clause.

Through the lawsuit, they questioned: if professional and college sports are able to return under certain COVID guidelines, why not youth sports?

It was a firm action that built momentum for them to start a non-profit organization and a movement that defined the rationale of some parents of student-athletes during this time.

On Dec. 31, 2020, Brad, Kristin and Elliot needed to

get eyes on their suit and mission. They decided to start a Facebook page that likeminded people could join. The trio was the first to follow, and by the end of the first day, the number of followers reached 50. The following day it was up to 500. By the end of the week, they were up to more than 1,000. At the end of January 2021, it was set at more than 60,000.

Known as “Let Them Play CA,” parents all over the state were joining the page and sharing their own stories regarding California’s shutdown of youth sports. Through Facebook, parents told stories of watching their children face depression; coaches discussed witnessing their players gravitate towards gang-related behaviors on the streets; teachers spoke out about noticing studentathletes giving up on their education. These sorts of anecdotes were more commonplace than ever before.

“At one point, I had a team of 12 monitors, approving every post and monitoring comments, and even then, it was hard to keep up with. We were running this thing 24/7, and the rallies and everything were about as grassroots and pure as it got,” said Hensley.

Throughout January, the group grew bigger due to the continued disappointing developments regarding a comeback. A tier system was in place by the state based on case rate per county, meaning if the tier threshold was met by the county they were eligible to begin playing outdoor sports again. The issue, according to Let Them Play CA and similar advocacy groups, was that the tier system was far too restrictive and made it difficult for counties to begin the transition process.

Additionally, the most frustrating aspect for these parents is that nearly every single state in the United States had already made the transition, and data they were presented with demonstrated that there was a minimal difference in transmission rates between those areas and California — which was the same data that drove the

National Federation of State High School Associations to revise its guidelines and disregard the tiered system in February of 2021.

It wasn’t just social media posts that portrayed these frustrations. Groups within the Let Them Play CA bubble would plan rallies — which practiced social distancing and implemented mask requirements — that would see hundreds of people create signs and support all across California.

High-profile people in sports, such as Tampa Bay Buccaneers quarterback Tom Brady, longtime Notre Dame football coach Lou Holtz, Green Bay Packers offensive tackle David Bakhtiari and longtime NFL player James Lofton, supported the nonprofit’s stance on a return to youth athletics.

Brad and Kristin’s grassroots community was quickly becoming a Californian phenomenon, and its initial goal of applying pressure to state and city officials was working. In February the San Diego District Court ordered a temporary restraining order against Governor Newsom’s shutdown, and three weeks after, a settlement was reached and both indoor and outdoor sports were welcomed back in California.

After months of being restricted from competing and doing what they truly loved, the Hensleys could once again enjoy athletics, including Brad and Kristin’s son who got to embrace one final year of high school football. Guidelines and social distancing remained during those early stages — but these kids didn’t mind; they were just glad to be back.

A lot of credit for the inevitable return, Brad believes, belongs to Let Them Play CA.

“I don't know exactly what it was,” Hensley confessed. “Was it the lawsuit? Was it the media pressure? Was it our support from the medical community? Was it support from the legislature? Bottom line is that on Feb. 19, the San Diego District Court gave a temporary restraining order against the governor's shutdown of youth sports that opened it up. And then within

three weeks of that, we reached a settlement to allow both outdoor sports and indoor sports.”

“So, you know, our group would say that without Let Them Play CA, sports wouldn't have happened when it did,” he went on to proudly acknowledge.

While the transition back to high school sports was generally perceived as a promising development about the state of the pandemic at that time, there remained a wide range of people who were skeptical about the safety of returning to play. Was it truly safe enough to put kids back on the field? Or did pressure from outside parties force officials into making a dangerous decision?

These concerns created fairly widespread criticism against Let Them Play CA. Detractors argued that parents who partook in rallies supporting the nonprofit were COVID skeptics and were perhaps not aware of the impact of the pandemic and how easily it could be transferred. Therefore, supporters oftentimes would fall under the umbrella of conservative thinkers.

Despite the occasional disapproval aimed at Hensley, it never faltered the way he understood his mission for Let Them Play CA.

To him, it was never meant to be a politically motivated group, and he hopes no one who engaged in the community treated it as such. Instead, it revolved around basic human rights; particularly for his children and those within the community.

In Southern California, the Hensleys had to sit back and watch as thousands of kids out of state got to compete again and enjoy what resembled a normal life. It infuriated Brad and Kristin that they didn’t

have that option. It infuriated their kids. It infuriated hundreds of local families, who like the Hensleys could do nothing but wait for officials to give the clear.

Let Them Play CA arose from that frustration and wanted immediate action. Yet, here we are nearly two years later since it was founded, and Brad still sees a tremendous future for the nonprofit he helped create despite high school sports no longer facing any COVID-related hurdles.

He is still seeking an answer for exactly what the organization’s identity will be now. But he knows, for certain, that it will not be a space to welcome anti-vaccine or anti-mask jargon. Instead, it will be an outlet to discuss children’s mental health, along with making sure kids always have tools that help get them through any point where they begin to question their purpose or value; something several kids did during quarantine.

“Right now I’m dormant, mainly because there isn’t a cause that is as pure and nonpartisan as the youth rights we were fighting for,” Hensley said. “Everything has changed. The world is very politically charged, and the causes we focused on have quickly turned into something not as pure as what we originally fought for. So, in general, Let Them Play CA views that time as a mission accomplished.”

In 2020, Brad simply bought into a mission that he believed was his responsibility as a parent. He will continue to follow the same instinct moving forward — it just seemed far more difficult, and impactful, when the world was flipped upside down.

Two more horses die after injuries at Santa Anita Park; fifth death in four weeks

Two horses have been euthanized after suffer-

ing racing injuries at Santa Anita Park, state officials confirmed to City News Service Sunday. The 3-year-old filly Decorated My Life was injured during Saturday's ninth race on the turf, requiring euthanasia, according to Mike Marten, public information officer for the California Horse Racing Board. Also Saturday, the 3-year-old gelding Merit Song was injured during the fourth race on the main track at Santa Anita, requiring euthanasia. Decorated My Life died on her third birthday. She had seven races and one first-place finish in her career. Merit Song had nine races and one first-place finish in his career.

Burbank-based Walt Disney Co. announces 7,000 job cuts as part of $5.5B cost-cutting move

The Burbank-based Walt Disney Co. will slash 7,000 jobs as part of a $5.5 billion cost-cutting effort, CEO Bob Iger announced Wednesday. The possibility of layoffs at Disney has been rumored for weeks, with Iger regaining his footing in the CEO's office following the surprise ouster of CEO Bob Chapek in November. Iger broke the news during an earnings call Wednesday afternoon, following the release of the company's first-quarter earnings report. Iger said he is targeting $5.5 billion in cost savings "across the company."

Suspect in fatal stabbing near MacArthur Park arrested in Long Beach

A man suspected in a fatal stabbing near MacArthur Park is in police custody, authorities said Friday. Members of the LAPD/ FBI Fugitive Task Force arrested Alexander Adams in Long Beach on Wednesday on suspicion of the Jan. 9 killing of Nicholas Garcia. He was booked on one count of murder, according to the Los Angeles Police Department. LAPD officers responded at 3:15 p.m. on Jan. 9 to the 600 block of South Alvarado Street regarding an assault with a deadly weapon and upon their arrival found Garcia suffering from a stab wound to the chest. Homicide detectives learned during their investigation that Garcia had been involved in a fight with Adams, who fled on foot after the assault, police said.

Transient pleads guilty to sex assault at Santa Ana massage parlor

A 25-year-old transient pleaded guilty Friday and was immediately sentenced to two years in prison for sexually assaulting a woman at a massage parlor in Santa Ana, but he will be freed as he had credit for that amount of time already in custody. Bret

Wade Bishop pleaded guilty to attempted sexual battery by restraining and assault with the intent to commit a sex offense, both felonies, as well as false imprisonment and burglary, both misdemeanors. Bishop accepted a plea deal from Orange County Superior court Judge Scott Steiner. Bishop went to a massage parlor at 1319 N. Main St. on Feb. 22, 2021, asking for a free massage, according to court records. He was told it would cost $40 and was escorted out.

Riverside County Riverside County daycare operator suspected of molesting children

The 53-year-old operator of a Riverside County child day care facility was arrested Friday for allegedly molesting two children, though police suspect there may be other victims who have yet to be found. Ladislao Diaz Cuevas was booked into the Robert Presley Detention Center on suspicion of lewd acts on a minor under 14 years old and forced sexual penetration of a child. Cuevas is being held in lieu of $500,000 bail.

Fire at Riverside apart-

ment extinguished

A fire that began on the balcony of a second-floor apartment was extinguished in Riverside, fire authorities said Tuesday. Firefighters were called at 10:45 p.m. Monday to the 3400 block of Fifth Street where they learned the flames had extended into the apartment and caused significant damage, said Riverside County Fire Authority Battalion Chief Michael Staley. The apartment's smoke detectors alerted the occupants to the fire and they safely exited the apartment, Staley said. No injuries were reported and the cause of fire is under investigation.

Armed suspect from San Bernardino shot, killed after chase

An armed robbery suspect from San Bernardino was fatally shot by police after a high-speed chase that ended in a fiery crash in La Habra. Officers from the Fullerton Police Department attempted to stop the suspect, who was driving a Ford Explorer just after 1 a.m. at Harbor Boulevard and Chapman Avenue. After refusing to stop the suspect led them on a chase from Fullerton to nearby La Habra, according to a report from ABC 7. The suspect's vehicle collided with a black BMW, which flipped on its side and the Ford Explorer caught on fire at the intersection of Beach Boulevard and Imperial Highway, according to witnesses at the scene. Shortly afterward, police shot the suspect, who died at the scene.

Ontario woman dies as two crashes occur at same time on 5 Freeway in Dana Point Firefighters, paramedics and California Highway Patrol officers were dispatched to two unrelated crashes that occurred at about the same time on the northbound and southbound lanes of the San Diego (5) Freeway in Dana Point, which resulted in one death, authorities said Monday. Both crashes occurred around 2 a.m. Sunday, just south of Camino De Estrella, the Orange County Fire Authority reported. The four-vehicle crash on the northbound freeway resulted in a fatality at the scene, according to California Highway Patrol Officer K. Gibson. A 25-year-old woman from Ontario died when her 2016 Honda crashed into a disabled 2019 Toyota vehicle and overturned, Gibson said. The Honda struck a 2019 Lexus when it overturned and pushed the disabled Toyota into a 2022 Tesla, the officer said.

At 4:13 p.m., a victim reported he was robbed in the area of Royal Oaks and Mountain. The known suspect entered the victim’s vehicle and pulled an axe from his backpack, told the victim to give him the car keys, and exit the vehicle. This investigation is continuing.

February 3

At 12:46 a.m., a resident in the 400 block of Patrician Way reported a suspicious vehicle in the area. Officers responded and contacted two occupants inside the vehicle. One subject was found to be wanted by a local agency for felony offenses. Upon further investigation, it was discovered the vehicle was stolen from El Monte. During a search of the vehicle, a loaded firearm was found along with several social security cards, credit cards, and driver's licenses. Both suspects were arrested and taken into custody.

At 2:27 a.m., an officer was patrolling the area of California and Myrtle when he observed a traffic violation. He conducted a traffic stop and contacted the driver who showed signs of impairment. An investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

At 8:17 a.m., victims in the 800 block of West Colorado reported fraudulent activity on a mobile account. This investigation is continuing.

At 10:03 a.m., an officer was in the 700 block of West Huntington when he heard the sound of a traffic collision occur nearby. He searched the area and discovered the collision. Both drivers complained of pain due to the collision. The party at fault was cited.

February 6

At 8:00 a.m., the resident in the 1200 block of Sherman stated her son took too many pills. Officers arrived and contacted the son, who admitted he took too many sleeping pills. The subject was transported to a local hospital for a mental evaluation.

At 8:18 a.m., a witness in the 100 block of South Madison stated that a bus struck a parked vehicle inside a parking lot. A report was taken.

At 8:28 a.m., the victim in the 400 block of South Ivy reported check fraud. The victim paid a vendor with a check and an unauthorized person cashed the check.

At 10:45 a.m., an employee from a business in the 200 block of East Foothill reported his vehicle was stolen from a parking structure. This investigation is continuing.

At 11:44 a.m., the reporting party called from the 1000 block of Royal Oaks and stated that someone stole some of his belongings. He said he was hospitalized for three and a half months and upon returning home, he noticed items missing. There were no signs of forced entry. This investigation is continuing.

At 11:55 a.m., a resident in the 100 block of East Walnut reported his catalytic converter was stolen. This investigation is continuing.

At 11:59 a.m., officers responded to the 400 block of North Canyon regarding a male subject that inappropriately slapped a female subject. This investigation is continuing.

At 8:01 p.m., an officer stopped a vehicle in the 1500 block of South Myrtle for a traffic violation. The driver was unlicensed and the vehicle registration was expired over six months. The driver admitted to having drugs in the vehicle. A search of the vehicle revealed prescription drugs without a prescription. The driver was cited and the vehicle was towed.

At 10:56 a.m., the owner of a business in the 100 block of West Foothill reported an employee received a call from a male subject pretending to be the owner. The caller told the employee to purchase gift cards and to call him with the numbers. She did what she was instructed to do by whom she thought was the owner. This investigation is continuing.

At 11:23 a.m., the reporting party stated someone stole

the license plates to his vehicle in the 800 block of West Duarte Road. This investigation is continuing.

At 1:48 p.m., an officer saw a subject laying on the ground motionless and thought he might be under the influence or having a medical emergency. The officer requested another officer to assist and they contacted the subject. While attempting to pat the subject down after waking him up, he ran away from the officers. A short foot pursuit occurred and the subject was found and detained. The subject was found to be in possession of drugs and had a warrant for his arrest. He was arrested and taken into custody.

At 2:36 p.m., a resident in the 100 block of North Magnolia reported her husband missing. The missing has a history of drug and alcohol abuse. He also suffers from mental disorders. This investigation is continuing.

At 7:23 p.m., employees from a business in the 700 block of East Huntington reported a theft. The suspect fled in a vehicle. This investigation is ongoing.

February 8

At 8:16 a.m., officers responded to the 300 block of West Foothill regarding a male subject checking car doors and kicking cars in the area. Officers arrived and located the subject and arrested him for an outstanding warrant. Officers transported him to MPD jail and once there the subject started saying he wanted to hurt himself. MFD responded and transported him to a local hospital for treatment and for a mental evaluation.

At 11:30 a.m., the reporting party stated three male subjects inside of a business in the 600 block of West Huntington pushed an elderly female and stole her purse. Another suspect stole a phone from another person at the business. All three suspects fled the scene. The suspects were later located in Arcadia. When the suspects saw the officers, a foot pursuit ensued. All three suspects were apprehended and arrested. Two of the suspects were juveniles and one was an adult. The two juveniles were released on a citation to their parents. The

adult was taken into custody.

At 2:00 p.m., a mother walked into the MPD lobby to report she had not seen or heard from her adult daughter in two weeks. The subject was entered as missing. This investigation is continuing.

At 5:29 p.m., a victim in the 300 block of West Maple reported his vehicle was stolen. This investigation is continuing.

At 6:39 p.m., officers responded to the 600 block of South Mayflower regarding a possible battery. Officers arrived and contacted an intoxicated subject that had injuries to his face and legs. Witnesses said the suspect that assaulted him had fled the area. The victim was uncooperative, stating he was drunk and got into an altercation with his friends. The victim was transported to the hospital for his injuries. An officer went to the hospital to take pictures of his injuries and tried interviewing him, but he refused to cooperate. This investigation is continuing.

At 8:22 a.m., an officer responded to a residence in the 200 block of South Fifth Avenue regarding a burglary investigation. Surveillance footage captured a lone suspect stealing the victim’s refrigerator from their garage. The suspect entered the home by forcing open the garage door. He is described as a male of unknown race, 5-feet-7-inches tall, 150 pounds, and was wearing a light-colored shirt and dark-colored pants.

At 2:41 p.m., an officer responded to a residence in the 00 block of West Camino Real Avenue regarding a burglary investigation. The victim discovered an unknown suspect(s) smashed the rear sliding glass door, ransacked the residence, and fled. The loss is unknown as of the date of this report.

At 9:32 p.m., an officer responded to the intersection of South Santa Anita Avenue and Alta Street regarding a battery investigation. The victim stated the suspect pushed him from behind, for no apparent reason. The suspect, a 43-yearold male from Lomita, was ar-

rested and transported to the Arcadia City Jail for booking.

At 9:58 p.m., an officer responded to a residence in the 2300 block of Sewanee Lane regarding a residential burglary investigation. Surveillance footage captured the suspects breaking the rear sliding glass door and ransacking the home. The loss has yet to be determined. Both suspects are described as males and wearing hooded sweatshirts and sweatpants.

February 7

At 4:30 a.m., an officer responded to Matt Denny’s Ale House Restaurant, located at 145 E. Huntington Dr., regarding an audible alarm activation. Surveillance footage captured a lone suspect forcing open a rear door and searching through the office. The suspect fled quickly without any property. He fled on foot. He is described as a male with a heavy build, wearing all-black clothing and a black face mask.

At 11:41 a.m., an officer responded to a residence in the 1500 block of Rodeo Road regarding a burglary investigation. A review of the surveillance footage revealed two suspects kicked open the door to the residence and fled empty-handed because the resident had recently moved out. They were carrying flashlights and one was carrying a crossbody bag.

At 9:58 p.m., an officer responded to a residence in the 300 block of West Palm Avenue regarding an attempted burglary investigation. The victim stated the suspects were seen in the backyard yard before being scared off. The two suspects were wearing face coverings and hooded jackets. They fled in a white sedan.

At 2:31 p.m., officers responded to Wing Hop Fung, located at 400 S. Baldwin Ave., regarding a commercial burglary investigation. It was determined unknown suspect(s) accessed the roof of the building and cut a hole to access the liquor storage of the restaurant. The suspect(s) fled with an undetermined amount of alcohol.

At 6 p.m., an officer responded to CVS Pharmacy, located at 1401 S. Baldwin Ave., regarding an attempted robbery investigation. The victim stated the suspect grabbed her and attempted to steal her purse while she was entering her car. She was able to hold onto her purse during the robbery attempt. The suspect fled in an awaiting black sedan vehicle. He is described as a Hispanic male wearing a bomber jacket.

February 10

At 7:25 p.m., an officer responded to a residence in the 100 block of South Third Avenue regarding a burglary investigation. Sometime between 12:20 p.m. and 6:50 p.m. on Friday, Feb. 10, someone broke into the victim’s attached garage and then entered the home. The suspect(s) ransacked the home and fled with an undetermined amount of property. It appears that the suspect(s) entered by opening a side window and removing the screen.

At 8:06 p.m., an officer responded to CVS Pharmacy, located at 9952 Las Tunas Dr., regarding a robbery investigation. The suspects stole property from the store. When the employee confronted them, one of the suspects pushed and punched the employee and fled with the stolen item. The suspects are described as two Hispanic females and a Hispanic male.

February 11

At 1:51 a.m., an officer responded to Mitry Pharmacy, located at 145 E. Duarte Rd., regarding a commercial burglary investigation. Surveillance footage captured four suspects as they smashed the front glass window and ransacked the location. They fled in a silver sedan. They were all wearing hooded jackets and had their faces covered.

At 4:55 p.m., an officer responded to a residence in the 600 block of West Norman Avenue, regarding a burglary investigation. Sometime during the previous night, someone shattered the rear glass door and ransacked the home. They fled with suitcases and wallets.

Lots of love was in Old Town [this week]! Xylem co-hosted a blood drive with the American Red Cross on Monday, to “circulate” the love. Hopefully, they had a good turnout, because nothing says I love you like donating blood. The city offered lovely horse and carriage rides. It was such a beautiful sight to see. I saw people trying to enjoy their romantic rides, despite the wind and the frosty temperature. However, the wind was spooking the horses and in the best interest and safety of the community, as well as the poor horses, the event ended early. Our Old Town restaurants looked like they had their hands (and their tables) full. I saw a few empty seats as couples, families and friends went out to celebrate love. At least, that’s what I hope they were celebrating. It could very well have just been Taco Tuesday for most, now that I think about it. But that’s nacho business!

I went to Suo yesterday, located at 528 S. Myrtle Ave. This relocation is a huge win for Old Town. The staff is so nice and they have a ton of great buys. Sundresses, tops, pants, jewelry and other accessories. My favorite was the jewelry. The price point is perfect for casual wear, and they had so much to choose from. Next time you’re strolling through Old Town, stop in and take a look. Welcome to Old Town, Suo! We are so thrilled you’re here.

One lovefest that is sadly no longer, is Lover Boys. Like the band, they are no longer Working for the Weekend and I for one, am sorry to see them go. Their store was a lot of fun to shop in and they had really cute merch for sale. I’m not sure why they closed, although I have a few guesses I’d be willing to bet on. I wish them well and will definitely miss their store. Like all romances, it was good while it lasted.

I think the MVP award this Valentine’s Day goes to Vons and the See’s Candy pop-up store in Foothill Plaza. Those stores killed it. Huge props to the kid that must have made thousands of chocolate-covered strawberries — those babies sold for $27.99. I cannot believe the number of flowers, balloons and candy that were sold in one day. I also cannot believe that so many men still save crucial purchases like this for the last minute. I swear, one kid had some roses that looked like he had to fight for them; petals dangling and barely clinging to life. He won though, and I only hope his girlfriend (or partner or maybe his mom), appreciates what he had to have gone through. I also hoped he learned a valuable lesson to NOT wait until the last minute.

It may be a Hallmark Holiday and chubby lil’ Cupid might not be shooting love arrows at anyone, but I don’t think a day designated just for love is ever a bad thing. As a matter of fact, I think every month should have at least two days designated as “positivity” days. No complaining, whining, passive-aggressiveness, self-criticism, sarcasm, or negativity allowed. I am not going to lie. It will be hard. Sarcasm is my jam. But wouldn’t it be interesting to see how we felt at the end of the day of positivity, versus a regular day when we think or say whatever we might be thinking or feeling? What if we could relearn and/or rewire our brains? Maybe we can reinforce new neural pathways in our brains so that positivity, empathy and kindness become automatic processes. Just some food for thought.

I hope you all had a lovely Valentine’s Day. If you didn’t spend it with someone special, hopefully a cherished memory warmed your heart and made you smile. Even though we should show love every day, it’s nice to have a day to be showy and excessive with it. There are so many worse things we can do, but extra love ain’t too shabby!

Big companies that we all know are laying off hundreds, if not thousands, of workers. Many are being laid off with little or no notice. The unemployment rate remains low, and there continue to be job postings. But, the state of the economy feels very uncertain. After three years of instability, people feel fear. It's just that plain and simple.

This time of year, I often discuss the importance of having a job you love. You spend so much time at work that it is important to do work that is meaningful to you. It's important to do work you can feel good about. This is all true. That said, there are also times you're happy

just to have a job. For many people, this is that point in time. If you're feeling this way, what can you do?

Very often, how we feel at work isn't really about the work we're doing. I'm sure you've heard the saying that people don't quit companies. They quit managers. And, that's the truth. Sometimes, workers will leave for a better salary. But, they wouldn't have been looking if they hadn’t been unhappy.

If you are in a situation that feels tough, look around you. One way to combat unhappiness at work is to find a work friend. It sounds silly at first, but it works. Having someone to talk to about what's going on in the office can create a support structure that is otherwise lacking. It can give you a sounding board on hard days. It can give you another reason to come to work and put your best foot forward when you're not feeling it. It can give you one person you can trust and count on.

In most situations, finding a work friend is easier than finding a new job. And, if switching jobs during an uncertain economic period is more of a risk than you'd like to take, it's time to build up the support system at your existing job.

If you're lucky enough to have a work friend or two, don't discount how important they are in your life. They are your buffer that will help you make it through tough times. They'll help you to love days that might otherwise be unbearable. They'll have your back, and

shelter you from the storm happening in other areas of the company. Cherish those people. They're special. They're the ones you may even work with again in the future – at another company. As always, if you have a new opportunity on the horizon, go for it. But, if you need to keep things steady, focus on friendships. Focus on the people who help you to love your job a little bit more.

NOTICE IS HEREBY GIVEN that the City of Monrovia, California (“City”) invites sealed Bids for the Project. MANDATORY PRE-BID MEETING AND SITE VISIT - A mandatory pre-bid meeting will be held on Thursday February 21, 2023, at 10:00 a.m. at City of Monrovia Public Works Building at 600 South Mountain Ave. Every Potential Bidder is required to attend the prebid meeting and project site visit. Failure of a Bidder to attend will render that Bidder’s Bid non-responsive. No allowances for cost adjustments will be made if a Bidder fails to adequately examine the Project site before submitting a Bid.

TRENCHES AND OPEN EXCAVATIONS. Pursuant to Labor Code Section 6707, if this Project involves construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations, which are five feet or deeper, each bid submitted in response hereto shall contain, as a bid item, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life or limb, which shall conform to applicable safety orders.

REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS - In accordance with Labor Code Sections 1725.5 and 1771.1, no contractor or subcontractor shall be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5 [with limited exceptions for bid purposes only under Labor Code Section 1771.1(a)].

PREVAILING WAGES - In accordance with Labor Code Section 1770 et seq., the Project is a “public work”. The selected Bidder (Contractor) and any Subcontractors shall pay wages in accordance with the determination of the Director of the Department of Industrial Relations (“DIR”) regarding the prevailing rate of per diem wages. Copies of those rates are on file with the Director of Public Works and are available to any interested party upon request. The Contractor shall post a copy of the DIR’s determination of the prevailing rate of per diem wages at each job site. This Project is subject to compliance monitoring and enforcement by the DIR.

BONDS - Each Bid must be accompanied by a cash deposit, cashier’s check, certified check, or Bidder’s Bond issued by a Surety insurer, made payable to the City and in an amount not less than ten percent (10%) of the total Bid submitted. Personal or company checks are not acceptable. Upon Contract award, the Contractor shall provide faithful performance and payment Bonds, each in a sum equal to the Contract Price. All Bonds must be issued by a California admitted Surety insurer using the forms set forth in the Contract Documents, or in any other form approved by the City Attorney. Failure to enter into the Contract with the City, including the submission of all required Bonds and insurance coverage, within fifteen (15) Days after the date of the mailing of written notice of contract award to the Bidder, shall subject the Bid security to forfeiture to the extent provided by law.

LICENSES - Each Bidder shall possess a valid Class “A” (General Engineering) Contractor’s license issued by the California State Contractors License Board at the time of the Bid submission. The successful Contractor will be required to obtain a current City business license.

RETENTION SUBSTITUTION - Five percent (5%) of any progress payment will be withheld as retention. In accordance with Public Contract Code Section 22300, and at the request and expense of the Contractor, securities equivalent to the amount withheld may be deposited with the City or with a State or federally chartered bank as escrow agent, which shall then pay such moneys to the Contractor. Upon satisfactory completion of the Project, the securities shall be returned to the Contractor. Alternatively, the Contractor may request that the City make payments of earned retentions directly to an escrow agent at the Contractor’s expense. No such substitutions shall be accepted until all related documents are approved by the City Attorney.

LIQUIDATED DAMAGES - Liquidated damages shall accrue in the amount of $2,500.00 for each Day that Work remains incomplete beyond the Project completion deadline specified in the Contract Documents.

BIDDING PROCESS - The City reserves the right to reject any Bid or all Bids, and to waive any irregularities or informalities in any Bid or in the bidding, as deemed to be in its best interest.

Sidewalk & Curb Ramp Reconstruction Project (PHASE 2), CIP 052

The proposed work consists of but not limited to removal and reconstruction of sidewalk, curb and gutter, driveway approaches, AC pavement, curbs, tree and stump removal, adjust to grade of water meter box, sidewalk grinding, construct ADA curb ramp, and all other work as indicated in the construction documents. It is the goal of this project to improve pedestrian safety, mobility and access within the City. The City Engineer’s estimate for the project is Four Hundred Thousand Dollars ($400,000).

This is a federally assisted construction contract. Federal Labor Standards Provisions outlined in the HUD-4010 form, including prevailing wage requirements of the Davis-Bacon and Related Acts (DBRA), will be enforced.

The “current Federal Wage Decision” is the one in effect ten (10) days prior to the bid opening date and can be found online at http://www.wdol.gov In the event of a conflict between federal and state wage rates, the higher of the two will prevail. “The Contractor’s duty to pay State prevailing wages can be found under Labor Code Section 1770 et seq. and Labor Code Sections 1775 and 1777.7 outline the penalties for failure to pay prevailing wages and employ apprentices including forfeitures and debarment.” This Project is a “public work,” and thus, the Contractor and any Subcontractors must pay wages in accordance with the determination of the Director of the Department of Industrial Relations (“DIR”) regarding the prevailing rate of per diem wages. Section 3 Statement: This is a HUD Section 3 construction contract. First preference will be given to a bidder who provides a reasonable bid and is a qualified Section 3 Business Concern. Second preference will be given to a bidder who provides a reasonable bid and commits to achieving the Section 3 employment, training, and subcontracting opportunity goals by submitting a Declaration of Intent to comply with Section 3 requirements, including benchmarks. A Section 3 MANDATORY Pre-Bid Meeting will be held at 10:00am on Thursday, February 23, 2023 at El Monte Aquatic Center (Conference Room A), 11001 Mildred St, El Monte, CA, 91731, to discuss the Section 3 bid preference and goals. A bidder who is not responsive to the Section 3 requirements of the Housing Development Act of 1968 (as amended), will not receive consideration for a bid preference.

A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. It is not a violation for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.

Completion of Work: All work shall be completed within fortyfive (45) working days from the date designated on the Notice to Proceed. Liquidated damages as provided for in the General Conditions of the Contract shall be in the sum of One Thousand Dollars ($1,000.00) for each and every day as defined therein for each different scope of work as defined by the Base Bid and each change order except as otherwise specified in the General Conditions.

Sidewalk & Curb Ramp Reconstruction Project (PHASE 3), CIP 052

The proposed work consists of but not limited to removal and reconstruction of sidewalk, curb and gutter, driveway approaches, AC pavement, curbs, tree and stump removal, adjust to grade of utility meter box, sidewalk grinding, construct ADA curb ramp, and all other work as indicated in the construction documents. It is the goal of this project to improve pedestrian safety, mobility and access within the City. The City Engineer’s estimate for the project is Four Hundred Thousand Dollars ($400,000).

This is a federally assisted construction contract. Federal Labor Standards Provisions outlined in the HUD-4010 form, including prevailing wage requirements of the Davis-Bacon and Related Acts (DBRA), will be enforced.

Nelson Rising — LA developer, political insider — dies at age 81

Therapist says she had grave concerns about boy's family before his death

Nelson Rising, a Los Angeles-based real estate developer and political insider who helped shape the city's skyline and history, has died at age 81, his family said Friday.

Rising died Feb. 9 at his Pasadena home of complications from Alzheimer's disease, his family said.

During a career spanning more than five decades, Rising led the development of such projects as Los Angeles' U.S. Bank Tower — which for 28 years was the tallest skyscraper west of Chicago — and Playa Vista, a mixed-use neighborhood and commercial tech hub in the Westside area.

Rising was also an advocate and player in the rebirth of downtown Los Angeles, restoring dilapidated commercial spaces and upgrading the area's infrastructure to meet hightech needs.

California Gov. Gavin Newsom said in a statement

that Rising "spearheaded iconic developments that transformed neighborhoods across California."

His "dynamic leadership and problem-solving brought together stakeholders from across the board to accomplish monumental feats," Newsom said. "I send my deepest sympathies to his loved ones and many friends."

Rising was an important behind-the-scenes figure in California politics, perhaps best known in political circles for his longtime association with five-time Los Angeles Mayor Tom Bradley.

Rising served as Bradley's campaign chairman in each of his mayoral victories beginning in 1973, as well as in a tight gubernatorial defeat in 1982.

"Tom was an unbelievable person," Rising said in a 2020 podcast episode recorded with his son, Christopher. "He and I were extremely close."

At the time of his death,

Atherapist who was sent to do an assessment at the Lancaster home of a boy less than four years before his death testified Tuesday that she had grave concerns about the way his mother behaved toward her children.

Wendy Wright said she called a child abuse hotline in October 2014 to report her concerns about Heather Maxine Barron because she felt a social worker was not taking her seriously and was going to close the case against the woman, whom the prosecution witness described as "very detached" and "very cold."

Barron, 33, and her boyfriend, Kareem Ernesto Leiva, 37, are charged with one count each of murder and torture involving the June 2018 death of Barron's 10-year-old son, Anthony Avalos, along with two counts of child abuse involving the boy's half-siblings, identified in court as "Destiny O." and "Rafael O."

Rising served as chairman emeritus of Rising Realty Partners, a real estate investment and operating company headquartered in Los Angeles.

In addition to his real estate concerns, Rising served in a host of civic and philanthropic roles. He was chair of the Federal Reserve Bank of San Francisco, chair of The Real Estate Roundtable think tank, a California Institute of Technology trustee, and a W.M. Keck Foundation board member.

He was part of the Rebuild LA effort after the 1992 riots, chairman of the Grand Avenue Committee — a downtown revitalization project — and a board member of the Irvine Company.

Rising is survived by his wife, Sharon; sons, Christopher and Matthew; three grandchildren; and a sister, Charlotte Conway.

A private memorial service will take place in the near future, his family said.

The murder charge includes the special circumstance allegation of murder involving the infliction of torture. Over Deputy District Attorney Jonathan Hatami's objection, the Los Angeles County District Attorney's Office dropped its bid for the death penalty against the two after the election of District Attorney George Gascón, who issued a directive that "a sentence of death is never an appropriate resolution in any case."

Leiva and Barron now face a maximum of life in prison without the possibility of parole if they are convicted as charged in the non-jury trial before Superior Court Judge Sam Ohta.

"It was just a constant barrage of negativity," the marriage and family therapist testified Tuesday about what she witnessed of Barron's interaction with her children. "It was striking ... This is still striking."

Wright, a marriage and family therapist who worked at the time for the Children's

Center of Antelope Valley, said she informed the social worker that she believed Barron had no intention of following through with services and that she desperately needed parenting classes. She noted that the woman called one of her younger sons names and accused her daughter of "faking it" when she cried while her mother ripped a brush through her tangled hair.

The judge also heard testimony from four social workers from the county's Department of Children and Family Services who responded to a series of calls to the child abuse hotline involving the boy's mother, including the call from the therapist, along with a social worker who responded to Leiva's parents' home following the 911 call made by Barron about Anthony a day before his death.

Bulkley told the judge that Barron acknowledged she had wielded a belt on the children and used hot sauce as a disciplinary measure in the past, but that he and his supervisor found there wasn't sufficient evidence to corroborate the concerns expressed by the therapist in her October 2014

hotline call.

A former social worker who was assigned to investigate three hotline calls made in September 2015 testified that there had already been seven prior referrals involving the family.

Ikea Dayshell Vernon said she spoke with Anthony, who informed her while he was living with his aunt and uncle that his mother locked him and his halfsiblings in their rooms, that she and Leiva hit them and that he was never going to see his mother again. But Vernon said the boy and his half-siblings subsequently recanted after they moved back to his mother's home. She said there appeared to be a feud between the boy's mother and her brother and his wife, and said that the children wound up staying with their mother after the results of the investigation were inconclusive.

She said she did not seek a warrant to remove the children from their mother's custody.

ny's half-brother, Angel, from his father's home after Barron reported that the man had injured her ribs during a confrontation and that Anthony expressed fear of his half-sibling's father. She said she had initially responded in April 2015 to a hotline call made about Angel, who had told a Los Angeles County sheriff's deputy that Barron caused an injury to his ear in an allegation that she said was subsequently determined to be unfounded based on documentation from a day care facility.

A third social worker, Lusine Khachatryan, said she visited Barron after a call of suspected abuse was made to the hotline in April 2014 and that she denied physically abusing her children, although she said Anthony — who was then 6 years old — reported to her that his mother was engaging in physical discipline with a paddle and a belt and that she was locking him and his siblings in their bedroom.

The social worker testified that she also informed the woman that it was inappropriate to allow her then3-year-old son, Rafael, to take an unsupervised bath during her visit to the home. Barron admitted that she was five months pregnant at the time, but refused to provide information about Leiva or the father of one of her other sons, according to Khachatryan.

She acknowledged that she allowed Anthony and his half-siblings to remain with Barron after speaking with her supervisor and determining that they didn't have enough to file a case with the dependency court.

Retired social worker Jasmin Carrillo told the judge that she went to the home of Leiva's parents in Rosamond after Anthony was taken to the hospital in June 2018 and and was handed a document in which Leiva had authorized his rights to his three youngest children to his parents and his sister.

When he returned to the

home, he was "very emotional," was pacing and had his hands on his head, she said.

"He kept saying he didn't know what happened," she testified, adding that his two older daughters "denied any type of neglect or abuse by their father."

In testimony last week, Leiva's daughter, Priscilla, now 18, told the judge that she saw her dad repeatedly dropping Anthony on the floor and that the boy appeared to be dead when she saw him two days later.

During his opening statement, Deputy District Attorney Saeed Teymouri told the judge that Barron and Leiva tortured and abused Anthony for two weeks before his death, while an attorney for Leiva countered that his client should be acquitted of murder.

"Anthony Avalos graduated the fourth grade on June 7, 2018, and for two consecutive weeks he was abused and tortured every single day culminating to when the first responders found his lifeless body on June 20th," Teymouri said.

The boy died early the next morning.

Teymouri told the judge that there had been multiple contacts with the county's Department of Children and Family Services dating back to 2014.

"She's been torturing her kids for a long period of time, and once defendant Leiva came into the picture it turned deadly," he said.

The prosecutor said the boy was "already brain dead" and had been lying on the floor in the family's townhouse "for at least a day, possibly more" when Barron called 911 to seek assistance for the boy, and that the two "concocted a story that Anthony Avalos had injured himself."

Leiva subsequently acknowledged that he had the boy kneel on uncooked rice and admitted that he had rendered him unconscious for about five minutes just days earlier, according to the prosecutor.

Leiva's attorney countered that the evidence would demonstrate that there is

"reasonable doubt" involving the murder charge against his client.

Dan Chambers said the two major issues will be "a lack of intent to kill" and the issues of "causation."

The defense lawyer questioned the accounts of the boy's half-siblings, whose testimony he said has changed over time.

Chambers told the judge that many of the statements by the children are "inconsistent," saying that their initial statements "showed a lack of any actions on behalf of Mr. Leiva with respect to the treatment of Anthony" and that "Mr. Leiva's conduct allegedly grew worse" as the children underwent further questioning.

"Those inconsistencies in the evidence will be apparent and once we demonstrate that it will show that what the children claim they say Mr. Leiva doing is inconsistent with the medical evidence," the defense attorney said.

"This case is a case of severe abuse, but as to Mr. Leiva, it is not a murder," the defense lawyer told the judge.

One of Barron's attorneys, Nancy Sperber, opted not to make an opening statement.

Barron and Leiva were charged in June 2018 with the boy's killing and were subsequently indicted by a Los Angeles County grand jury in October 2018. They remain jailed without bail.

Last October, the Los Angeles County Board of Supervisors formally approved a $32 million settlement of a lawsuit filed by the boy's relatives — two of whom testified last week that they notified the county's Department of Children and Family Services about the alleged abuse. The lawsuit contended that multiple social workers failed to properly respond to reports of abuse of Anthony and his siblings.

The lawsuit cited other high-profile deaths of children who were also being monitored by the DCFS — 8-year-old Gabriel Fernandez and 4-year-old Noah Cuatro, both of Palmdale — to allege "systemic failures" in the agency.

LACMA acquires largest collection of digital art in America

The Los Angeles County Museum of

Art Monday announced the acquisition of what's considered the first and largest collection of digital art to enter an American art museum.

As a result of a gift from a collector who goes by the pseudonym Cozomo de' Medici, 22 digital works of art by a group of international artists are now part of or promised to the museum's permanent collection.

The pieces by a group of 13 artists from Brazil, Canada, China, England, Germany, Portugal and the United States span 2017 to 2022, and reflect the growth of artistic experimentation with online technologies like blockchain that have been budding since the 2010s, the museum said.

"For decades, artists have incorporated technology within their practice, and the intersection of art and technology has been central to LACMA's programming since the '60s," LACMA CEO and Wallis

Annenberg Director Michael Govan said. "As one of the first museums to support artists' experimentation with technology, it's fitting that LACMA would receive the first museum collection of blockchain art."

Blockchain facilitates the work of artists who rely on computer algorithms or digital elements to create their artwork.

De' Medici tweeted of the hope "that this donation helps forever cement the on-chain art movement in the canon of art history" and paves the way "for museums everywhere to hold the greatest digital works alongside the greatest physical" pieces.

The news comes just after Sunday's opening of the exhibition "Coded: Art Enters the Computer Age, 1952-1982," which explores artistic practices in relation to the rise of computer technology and consciousness in the age of the mainframe, which will be on view at LACMA through July 12.

It is not a violation of California Labor Code, § 1771.1 for an unregistered Contractor to submit a bid that is authorized by § 7029.1 of the California Business and Professions Code or by §§ 10164 or 20103.5 of the California Public Contract Code, provided the Contractor is registered to perform public work pursuant to § 1725.5 at the time the contract is awarded.

The Contractor must post job site notices prescribed by regulation in accordance with California Labor Code, § 1771.4.

This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

Contractors and subcontractors must furnish electronic certified payroll records directly to the California Labor Commissioner’s Office utilizing the Department of Industrial Relation’s electronic certified payroll reporting system.

Electronic Bid bond is required. Bidders must provide all required information for the City to verify the bond with their bid. tive agriculture refers to a handful of practices that create healthy soil. The most visible is the wild mix of plants in Englehardt’s lush, chaotic plots. She carefully picks what grows where so the plants work together to thrive.

“Fennel is actually an insectary. So the fennel is keeping the bugs off of the kale without spraying any pesticides or anything,” she says.

She grew corn next to young avocado trees a few years ago, so the tall stalks could provide shade during a hot autumn. When she harvested the corn, she planted fava beans, since they’re good at restoring nitrogen in the soil.

Englehardt’s also keeping the ground covered and hand-harvesting her crops. All of that makes the soil healthier.

“By diversifying what you

grow, you're providing different kinds of nutrients to the soil. It’s like diversifying our human diets,” Sharma says.

Better dirt means more plants photosynthesizing, sucking carbon out of the atmosphere, pulling it into their roots, and shoving it into the ground. That makes it a useful climate change tool. Sharma estimates if every farm in the U.S. operated this way, it would remove as much carbon as shuttering 64 coal plants.

Englehardt says the climate benefits don’t stop with carbon capture.

“Not only are we sequestering carbon, I'm recharging the aquifer far more than the neighbor is,” she says. “And the water filtering through my soil is clean, has no glyphosates, has no Roundup, it has none of that.”

In drought-ridden Southern California, Engel-

hardt’s soil is better at soaking up whatever water it gets. After the giant storms last month, her dirt roads were flooded but her plots were just soft and damp.

The future of farming?

Making regenerative agriculture a mainstream practice has been an uphill battle.

“It's an overhaul of our food and agricultural system, which is rooted so deeply in our commodities, in our subsidies, in our insurance policies, in our financial system,” says Jesse Smith with the White Buffalo Land Trust just north of Santa Barbara, which does trainings and courses on regenerative agriculture.

Sharma agrees: “From the 1970s onwards, decades of agricultural policy have prioritized unsustainable farming practices over regenerative ones,” she says.

Take the way crop insur-

ance is structured. Right now, a corn farmer who had a bad year can claim the loss on that crop, and the government helps them out. A farmer growing corn and soy would write two claims. But what if you, like Englehardt, grow 300 different crops?

“It's a lot harder for them to write an insurance policy or claim insurance rewards because of just the number of crops that they have to keep track of,” Sharma says.

Plus, farmers using these techniques need to pay for more labor, because mechanical harvesting harms the soil.

Englehardt says she grows more food per acre than the conventional farms next door, but four years in she still hasn’t turned a profit.

“You can't expect to be making money right away in any business. The guy down the street? The first

The farms trying it so far are small, Smith says, not like the thousands of acres devoted to Smuckers jam or Cuties mandarin oranges. While some farmers wait on the government to make regenerative agriculture more profitable, Smith says it’s catching on with people like Englehardt prioritizing their positive impact.

“There is a misconception that this is a fringe niche movement. And it's not. People are transitioning large, large swaths of land,” Smith says. “It may not be a windfall, but in the hearts and minds of people who are watching, what is being demonstrated is greatly impactful and will set the stage for the coming decades of agricultural production in this country.”

SFV pharmacist gets 2-year sentence in false prescriptions case

ASan Fernando Valley pharmacist who used forged prescriptions to illegally sell narcotics, including opioids, to bogus patients has been sentenced to two years behind bars, the U.S. Department of Justice announced Tuesday.

Gevork Danielian, 41, of Granada Hills, was sentenced on Monday by U.S. District Judge Mark C. Scarsi, who also ordered him to pay a $100,000 fine, according to the DOJ.

Danielian pleaded guilty in November to one federal count of conspiracy to distributed controlled substances.

From December 2014 to July 2020, Danielian owned and operated the Winnetkabased A&G Vitalife Inc., which did business as A&G Care Pharmacy, where he worked as the pharmacist-in-charge.

From April 2018 to December 2018, Danielian conspired with others to unlawfully sell narcotics, including hydrocodone, oxycodone, metham-

phetamine salts, and alprazolam, an anxiety medication sold under the brand name Xanax.

A co-conspirator would obtain blank prescription papers, and Danielian would then provide -- usually by text message -- the names and dates of birth of individuals to be falsely identified as patients, which the coconspirator would then use to fill in the falsified prescriptions.

The co-conspirator would bring the falsified prescriptions to Danielian, bearing the forged signatures of real physicians. Danielian would fill the prescriptions in exchange for money despite knowing the narcotics were not going to be used for a legitimate medical purpose, but rather were going to be illicitly sold by his co-conspirator, papers filed in Los Angeles federal court show.

Danielian filled prescriptions for hundreds of pills of

opioids and other narcotics during the conspiracy.

For example, on Oct. 29, 2018, Danielian filled prescriptions for about 120 pills of 30-milligram strength oxycodone each for two fictitious patients, using a forged prescription falsely purporting to have been written by a physician.

In November 2020, the California State Board of Pharmacy placed Danielian on probation for four years and discontinued his business after he was accused of record-keeping deficiencies and dispensing narcotics authorized by fraudulent prescriptions.

"Pharmacists, by training and education, should be gatekeepers to help prevent abuse, addiction and overdose," prosecutors wrote in a sentencing memorandum, adding that Danielian "flouted this responsibility and instead became an agent of addiction and abuse."

Reflections for a belated St. Valentine’s Day

Are you as horrified as I, when you hear or read about “honor killings?” That’s what happens in some cultures where it’s considered a noble act for a young woman’s male relatives to kill her if they disapprove of someone with whom she has fallen in love — and intends to marry.

And in many countries, it’s common for poor parents to marry their young, pretty daughters to rich old men so that the whole family can find security.

Well, my reason for bringing up such sad stories is to illustrate how fortunate we are to be guaranteed “the pursuit of happiness” by our Constitution…and what could be a happier pursuit than to marry the one we love?

Of course, love affairs often fall apart and many marriages fail. But our Constitution gives freedom to everyone, including the freedom to make mistakes.

So, in addition to celebrating St. Valentine’s Day with flowers and candy for our loved ones, let’s also celebrate our freedom to marry whom we choose…without the tyranny of family, of religion, or of tradition.

The program, the motion noted, would be "subject to appropriation" of necessary funds.

The council members called for the recommendations to consider:

-- covering tenants making 80% of the area median income or below who are subjected to eviction proceedings;

-- requiring landlords to notify tenants of their right to an attorney;

-- requiring LAHD to educate tenants about their rights;

-- implementing the program on a timeline of five years or sooner, prioritizing the most vulnerable residents.

Tenant groups fear that while tenants have up to a year to pay back rent due after the expiration of the COVID-19 eviction protections at the beginning of February, landlords may still file for evictions, banking on tenants not responding in the requisite five days. Without a response in time, a judge could offer a default judgment allowing the eviction to move forward. Tenants who might not be able to afford or find legal representation could give up and lose their property.

The potential cost to the city of providing free legal counsel to tenants could be offset by not having to spend as much on emergency shelters, housing programs and other services, according to a 2019 report by Stout Risius Ross cited in the council members' motion. The report found that a $34.6 million investment by the city annually could yield $120.3 million in savings on potential costs.

"We made good on our promise," Soto-Martinez said. "We passed three renter protections, but we said this was just the beginning. This will give folks at least an ability to have an even fight — because we know that when these things happen, people stay inside of their home."

In New York City, nearly three-fourths of tenants faced with evictions have been represented by a lawyer since the city's Right to Counsel law was passed in 2017, and 84% of those being aided by counsel to have been able to remain in their homes, according to a 2021 report by the city's Office of Civil Justice.

"Lawyers are not magicians," Soto-Martinez said. "Lawyers are there to enforce the laws that are on the books. That's all it is."
