Monrovia CERT, BERT set to start

2023 emergency prep courses

As the new year settles in, Monrovia public safety professionals and civilian residents interested in learning potentially life-saving skills during a disaster or medical emergency will begin a new round of 2023 training courses.

The Community Emergency Resiliency Team and the Business Emergency Resiliency Training program provide community members and businesses with crucial, possibly know-how for when disaster and danger strike.

Monrovia CERT courses focus on readiness and knowledge to put in play when public safety is put in harm’s way, while BERT

tailors emergency preparedness to specific businesses with the goal of enabling local companies to continue operations after a disaster hits, fire department officials told Monrovia Weekly.

Over three consecutive Saturdays — with the next round of training starting Jan. 28 — CERT participants learn emergency preparedness techniques, fire suppression and safety, disaster medical operations, light search and rescue, disaster psychology, team organization skills and how to conduct a disaster drill.

BERT instruction is provided in six, two-hour sessions this year between this Wednesday, Jan. 18,

and Oct. 26. Participants learn emergency response techniques, emergency preparedness, fire safety and utility awareness, emergency operations and business continuity plans, disaster exercise planning and safety awareness as it pertains to crime and terrorism.

Longtime CERT and BERT participants encouraged fellow locals to get involved in the training programs and shared their thoughts on and experiences with the program.

“I like to give back to my community,” said Mark Harvis, a Monrovia resident, retired Los Angeles

County public defender and currently a FEMA-certified CERT instructor.

“The idea that a person could be trained to assist professional responders in case of an emergency was appealing,” Harvis said on why he got involved with Monrovia CERT. “It really was a way that I could do something for my city and for others. And, in the process, I would obtain valuable and insightful training.”

heads the program’s smoke detector installation effort — elaborated on the valuable skills Harvis mentioned.

“The CERT Basic Course taught me the proper way to use a fire extinguisher, provide basic first aid, utilize lifts and carries for safely moving the injured and search and rescue techniques,” Rigby-Elson recalled. “As a CERT trainer, I’ve taught the Disaster Psychology course which focuses on recognizing the psychological and physical symptoms of trauma in yourself, family members, CERT and victims of a disaster.”

Harvis noted the “handson” life-saving skills he has learned after over a decade with Monrovia CERT.

“Preparing for emergencies is something that most of us just don’t do,” he said. “CERT brought that home — and gave tools and knowledge to become prepared. From putting together a pretty decent first aid backpack kit to learning how to perform light search and rescue, the program offered knowledge and hands-on practice that would not otherwise readily

Senior Riverside Supervisor Jeffries elected 2023 board chair

a fan of organizing “public presentations,” eliciting laughs in the chamber.

“I believe in the efficiency of staff,” he said. “I hope as chair to continue with presentations, but I want to keep them efficient and cap them at two per meeting. We all need to be in sync on who’s going to receive presentations and make sure they’re done professionally and efficiently.”

He complained that prior meetings had been plagued with excess presentations that chewed up time, causing unnecessary delays in delving into agenda items.

Jeffries declined the chairmanship during his first term, when he was still the most junior member of the board. However, he accepted the position and was unanimously appointed during the latter half of his second term.

The most senior member of the Riverside County Board of Supervisors was appointed Tuesday to the position of chairman of the board — the last time he will serve in that capacity as he closes in on retirement.

Supervisor Kevin Jeffries, who represents the First District, was next in the rotation to take the helm, and it’s the second time in the 10 years he’s been on the board that he’ll serve in the top slot.

unanimously affirmed by the board, as was the appointment of Supervisor Chuck Washington as vice chairman.

Jeffries’ appointment was in sharp contrast to the appointment of former Supervisor Jeff Hewitt a year ago, which was the only occasion in the current century that a Board of Supervisors chairmanship was confirmed by a threadbare majority. Hewitt garnered support from Jeffries and Supervisor Karen Spiegel, then voted for himself, after abstentions by Supervisors Manuel Perez and Washington.

He led the charge against illegal cannabis grows, particularly throughout his district, but later spearheaded efforts to implement a regulatory scheme to provide a permitting process for enabling marijuana vendors to do business in the county after recreational use of the product was approved by voters in 2018.

Last year, he called for a suspension of permitting proposals brought before the board for review because, he said, too many licenses had been granted, but the applicants had been inert, failing to move ahead with establishing their outlets, or failing to fulfill the terms of their conditional use permits.

San Bernardino seeks volunteers for annual homeless count

San Bernardino city and county are asking members of the community to volunteer for its annual homeless Pointin-Time Count, which takes place Jan. 26 From 5:30-10 a.m.

Participants will meet at the San Manuel Stadium parking lot located at 280 South “E” Street, according to the city of San Bernardino.

“The Point-in-Time Count has a direct impact on our city’s funding to address homelessness and volunteer turnout is critical to the count’s success,” San Bernardino Mayor Helen Tran said in a statement. “I will be there on January 26th and hope to see everyone there to help San Bernardino address homelessness.”

The homeless count is a federally mandated effort

that aims to identify the number of homeless individuals throughout the nation. Data generated by the count is used in determining financial allotments for programs and services in local communities. PITC surveys are set to happen throughout San Bernardino County.

“The Mayor and City Council recently adopted a comprehensive homeless action plan to serve our San Bernardino’s most vulnerable residents,” Cassandra Searcy, deputy director of housing and homelessness, said in a statement. “A complete count is essential to strategically implement the plan and volunteers are critical to the Count’s success.”

PITC volunteers must be at least 18 years old and can be anyone who would like to help address homeless-

ness, such as social service providers, educational institutions, faith-based organizations, local businesses, civic/nonprofit organizations, neighborhood associations, current and formerly homeless individuals and community members.

His exploits were documented in various media accounts, including his daring freeway crossings, hiding out under a Los Feliz home in a standoff that drew widespread attention and even being named a suspect in the killing of a koala at the Los Angeles Zoo.

Museum officials said that they took part in a “blessing ceremony” to welcome P-22’s remains to the facility. Attending that ceremony were representatives from the GabrielinoShoshone, Akimel O’otham, Luiseño, Gabrielino-Tongva, Tataviam and Chumash tribes.

“Decisions regarding next steps will continue to be made together with local tribes, with more information provided as it becomes available,” museum officials said in a statement.

Former Rep. Harley Rouda announces another run for Congress

Aday after Rep. Katie Porter, D-Irvine, announced her bid for the U.S. Senate, former Rep. Harley Rouda on Wednesday announced he would seek another term in Congress in Porter’s district.

Rouda, a Democrat who was elected in 2018 and served one term, was unseated by Rep. Michelle Steel, R-Huntington Beach. Rouda was considering another run for Congress last year, but when Porter jumped into the 47th Congressional District he got out of the way.

Hours after Porter’s announcement Tuesday, her Republican opponent last year, businessman Scott Baugh, announced he would vie for the seat again.

“Today, California families are grappling with deadly storms and floods, a disaster exacerbated by our climate crisis,” Rouda said in his announcement. “In Congress, I will be laserfocused on resolving this crisis — and work with anyone to get it done.”

Rouda added it was a “battleground district. We need battle-tested leaders who know how to fight — and win.”

Rouda also said the county “deserves leaders that put bipartisanship ahead of brinksmanship, and focused on delivering results for the working families of our state. I was that leader in Congress, and I’m proud to run to do it again.”

The district includes Costa Mesa, Huntington Beach, Irvine, Laguna Beach, Newport Beach and Seal Beach.

Porter defeated Baugh 51.7% to 48.3%.

Orange County Republican Chairman Fred Whitaker

told City News Service he believes Baugh will not face any opponents from his own party.

“It’s wise to get behind one candidate early like we did with (Reps.) Young Kim and Michelle Steel in 2020,” Whitaker said. “It’s a very challenging district, but deeply winnable because it’s almost even in voter registration.”

Whitaker said he suspects multiple Democrats will enter the race, which could split the vote in the primary.

“Democrats are going to have three or four candidates,” Whitaker said. “I’m actually hopeful the Demo-

crats are the ones who are splitting the vote.”

Whitaker speculated that state Sen. Dave Min, D-Irvine, will run along with Orange County Supervisor Katrina Foley.

“I’ve just been sworn in to the Board of Supervisors and I love that job and I’m going to get to work on behalf of District 5 in the county of Orange,” Foley told City News Service. “I appreciate that I’m a formidable opponent for the district and just coming off a successful campaign, but I pledged to the voters to be their supervisor and work on their behalf.”

received disaster preparedness training, and BERT has 22 businesses enrolled in the program.

Dobson summed up the differences between BERT and CERT: “BERT is more a planning kind of class, CERT is hands-on skills. BERT is about being prepared, having a plan in place, surviving the disaster as a business.”

Voong also pointed to the relevant overlap between CERT and BERT training, as well as the communityunifying aspects of learning life-saving skills.

“Both training courses allow better insight into how the city, county and state handle crises — we will no longer sit and wonder what’s next,” he said.

“Through CERT and BERT, you will gain the skills, knowledge and tools to actively make a choice

Newly elected Vicente Sarmiento, who was sworn in Tuesday, nominated Wagner as chairman and Foley as vice chair.

tent to chair a meeting and deserve to be in leadership.”

But Sarmiento said he favored following the normal rotation.

“Nothing against anybody, but it’s the logic I used as mayor (of Santa Ana) and other agencies I’ve served on,” he said.

LA council again delays vote on Scattergood ‘green hydrogen’ plan

The Los Angeles City Council again delayed a final vote last Wednesday on a muchdebated plan to shift the Scattergood Generating Station, a power plant in Playa del Rey, to be powered by green hydrogen instead of natural gas.

The item passed 8-3 on its first reading in December, not garnering enough votes to skip a second vote for final approval. The second consideration was initially scheduled prior to the winter recess, but the item was delayed with new council members joining in between the two readings. It was delayed again on Wednesday until Feb. 8.

The council had voted to authorize a competitive bid proposal process for the estimated $800 million plan, over the objections of some environmental groups concerned about the impact of green hydrogen on the climate and lack of transparency from officials.

The dynamics of the vote could change given that there is a new council, with five new members joining. Two of the members who

voted in favor and two who voted against it the first time are no longer on the council.

One of the new council members, Eunisses Hernandez, called for a separate vote on the Scattergood item during Wednesday’s meeting, an indication that she would not be in favor.

Two other new members, Katy Young Yaroslavsky and Traci Park, filed a motion Wednesday seeking a report from the Los Angeles Department of Water and Power to provide more context to the use of green hydrogen at the plant. The requests included potential alternatives to the project and the public health risks of using green hydrogen.

Jasmin Vargas, senior policy adviser at Food & Water Watch, told City News Service after the first delay that she was glad the new council members would have a chance to learn more about the issue before voting.

In December, Council President Paul Krekorian called the plan necessary for Los Angeles to meet its goal of achieving 100% clean

energy by 2035.

Without a significant generating resource at Scattergood, the city would see energy reliability issues, according to Krekorian, who added that the council was voting on just the procurement process.

“This is barely the first step on the beginning of a potential journey toward green hydrogen at Scattergood,” Krekorian said, adding that the council will be engaged in answering questions ahead of full approval.

According to a resolution approved by the Board of Water and Power Commissioners in August, the shift to green hydrogen would help the department reach its goal of transitioning to 100% renewable energy by 2035.

But environmental groups have pushed back. According to Food & Water Watch, hydrogen still produces emissions that can threaten the climate, would require more than 122 million gallons of water to power the plant and cost more than solar, wind or battery storage.

Palm Springs Cruisin’ Association’s charity car show to return in February

The Palm Springs Cruisin’ Association’s annual Dr. George Charity Car Show benefiting the Desert Cancer Foundation will return — after a two-year hiatus due to the COVID-19 pandemic — next month, officials said Wednesday.

The all-volunteer fundraising event will be held at the Indian Wells Tennis Garden, 78-200 Miles Ave., from 9 a.m. to 3 p.m. Feb. 11, according to the DCF. Proceeds of the event will go toward local residents undergoing cancer care.

“We are truly grateful for an all-volunteer team, who works diligently to organize an event of this magnitude,” DCF Executive Director Eevet Edens in a statement. “The impact is significant and directly supports individuals in accessing timely care and treatment.”

Foundation officials said the show will feature cars from Hollywood films and about 1,100 exotic and sports cars from participants who will travel from

neighboring states. Awards and trophies will be given out throughout the day.

Young aspiring drivers can also don racing attire and participate in a pedal car race. The pedal cars will be auctioned after the race and funds will go toward the DCF and the local YMCA.

Spectators can pay a $10 entry fee at the door to participate in silent auctions and raffles, listen to live music, eat or drink from a selection of trucks, and view the more than 1,000 cars in the venue, according to foundation officials. No preregistration is required.

In advance of the event,

Stingray Convertible, foundation officials said. People can enter for a chance to win at c8contest.org before the charity car show on Feb. 11, Winners will be drawn the following week on Feb. 18.

The Engineer’s Estimate for this project is $ 300,260.00

OBTAINING BID DOCUMENTS - Project Bid Documents, will be available on “Box” and can be access by invitation only. Interested bidders are to contact James Merrell at james.merrell@merrelljohnson.com and request access to the project documents. The interested bidder must provide the name of the company, the company address, the contractor’s license number, and name of contact person and email address of contact person. MANDATORY PRE-BID MEETING AND SITE VISIT - A mandatory pre-bid meeting will be held on Thursday January 17, 2022, at 10:00 a.m. at City of Monrovia Public Works Building at 600 South Mountain Ave. Every Potential Bidder is required to attend the prebid meeting and project site visit. Failure of a Bidder to attend will render that Bidder’s Bid non-responsive. No allowances for cost adjustments will be made if a Bidder fails to adequately examine the Project site before submitting a Bid.

TRENCHES AND OPEN EXCAVATIONS. Pursuant to Labor Code Section 6707, if this Project involves construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations, which are five feet or deeper, each bid submitted in response hereto shall contain, as a bid item, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life or limb, which shall conform to applicable safety orders.

REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS - In accordance with Labor Code Sections 1725.5 and 1771.1, no contractor or subcontractor shall be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5 [with limited exceptions for bid purposes only under Labor Code Section 1771.1(a)]. PREVAILING WAGES - In accordance with Labor Code Section

1770 et seq., the Project is a “public work”. The selected Bidder (Contractor) and any Subcontractors shall pay wages in accordance with the determination of the Director of the Department of Industrial Relations (“DIR”) regarding the prevailing rate of per diem wages. Copies of those rates are on file with the Director of Public Works and are available to any interested party upon request.

The Contractor shall post a copy of the DIR’s determination of the prevailing rate of per diem wages at each job site. This Project is subject to compliance monitoring and enforcement by the DIR.

BONDS - Each Bid must be accompanied by a cash deposit, cashier’s check, certified check, or Bidder’s Bond issued by a Surety insurer, made payable to the City and in an amount not less than ten percent (10%) of the total Bid submitted. Personal or company checks are not acceptable. Upon Contract award, the Contractor shall provide faithful performance and payment Bonds, each in a sum equal to the Contract Price. All Bonds must be issued by a California admitted Surety insurer using the forms set forth in the Contract Documents, or in any other form approved by the City Attorney. Failure to enter into the Contract with the City, including the submission of all required Bonds and insurance coverage, within fifteen (15) Days after the date of the mailing of written notice of contract award to the Bidder, shall subject the Bid security to forfeiture to the extent provided by law.

LICENSES - Each Bidder shall possess a valid Class “A” (General Engineering) or Class “C-57” (Water Well) Contractor’s license issued by the California State Contractors License Board at the time of the Bid submission. The successful Contractor will be required to obtain a current City business license.

RETENTION SUBSTITUTION - Five percent (5%) of any progress payment will be withheld as retention. In accordance with Public Contract Code Section 22300, and at the request and expense of the Contractor, securities equivalent to the amount withheld may be deposited with the City or with a State or federally chartered bank as escrow agent, which shall then pay such moneys to the Contractor. Upon satisfactory completion of the Project, the securities shall be returned to the Contractor. Alternatively, the Contractor may request that the City make payments of earned retentions directly to an escrow agent at the Contractor’s expense. No such substitutions shall be accepted until all related documents are approved by the City Attorney.

LIQUIDATED DAMAGES - Liquidated damages shall accrue in the amount of $2,500.00 for each Day that Work remains incomplete beyond the Project completion deadline specified in the Contract Documents.

BIDDING PROCESS - The City reserves the right to reject any Bid or all Bids, and to waive any irregularities or informalities in any Bid or in the bidding, as deemed to be in its best interest.

5. Contractors License. At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor must possess a California contractors license or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Bidder must possess the following license(s): “C-11, CCQC, and CCCM.” The successful Bidder will not receive a Contract award if the successful Bidder is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Bid, declare the Bid Bond as forfeited, keep the Bid Bond’s proceeds, and exercise any one or more of the remedies in the Contract Documents. Subcontractors’ Licenses and Listing. 8. Bid Forms and Bid Security: Each Bid must be made on the Bid Forms obtainable at the Public Works Facilities Management Division. Each Bid shall be accompanied by a cashier’s check or certified check drawn on a solvent bank, payable to “City of Glendale,” for an amount equal to ten percent (10%) of the total maximum amount of the Bid. Alternatively, a satisfactory corporate surety Bid Bond for an amount equal to ten percent (10%) of the total maximum amount of the Bid may accompany the Bid.
