'Reset' in talks to settle LA County homelessness lawsuit

After hearing from the new mayor of Los Angeles, a federal judge Tuesday agreed to allow settlement talks to begin anew between local leaders and a coalition of downtown residents who sued over what they claim is local government's lax response to the homelessness crisis.
Although U.S. District Judge David Carter approved the city's settlement with the L.A. Alliance for Human Rights in June, he said the county's pledge to provide 300 additional beds for homeless people with mental health or substance use disorders "fell short."
The judge also appeared irked at the proposal's lack of a judicial oversight requirement. Without the court's ability to closely monitor the settlement, the proposal is "absolutely worthless," Carter said.
"You can't put a tuxedo on a pig," the judge said from the bench.
Carter allowed for a 90-day extension of settlement talks, which he termed a "reset" that would allow the parties to return to the table to fashion a settlement that goes further than previous efforts.
The hearing in Los Angeles federal court was attended by Mayor Karen Bass, county Supervisors Janice Hahn and Hilda Solis and City Council President Paul Krekorian, among others.
Bass, who declared a citywide state of emergency on homelessness immediately following her election, has pledged to bring 17,000 people living on the streets inside during her first year in
office. She applauded the new start in talks to resolve the L.A. Alliance lawsuit.
"We think this is a new day ... the stars are aligning," she told the court.
In its March 2020 lawsuit, the L.A. Alliance accused the city and county of failing to do
enough to address the crisis. The city's settlement with the coalition was announced in April, but the county waited until September to announce its preliminary agreement with the coalition of Los Angeles business owners and sheltered and unsheltered
residents.
In November, Carter declined to approve the county's part of the settlement, suggesting that more work needed to be done to have a stronger impact on homelessness in the region.
On Tuesday, the judge
said the L.A. Alliance's lawsuit came about after "decades of inaction" resulted in "a spiraling crisis on our streets." As a result of attempts to settle, the "antagonism" that "apparently goes back decades" between local governments has dissipated, Carter said.
Along with the lack of oversight, a sticking point for Carter remains the number of mental health and substance abuse beds the county is willing to provide. Carter said the county must -- through its departments of mental health and public health -- provide for the 40% of the homeless population that suffers from mental illness and/or substance abuse issues.
Without a pledge by the county of far more than 300 beds, "I'm having a very difficult time accepting this agreement on behalf of the people of Los Angeles," the judge said.
Hahn said she was also optimistic about a newly devised settlement that would meet the court's goals.
"It breaks my heart that we had to have a lawsuit on behalf of the most vulnerable (people of the region)," she said. "We are going to work differently from this day forward. We want to solve this problem."
Elizabeth Mitchell, a lawyer representing the L.A. Alliance, said the plaintiffs are "very excited to see what progress can be made in 90 days."
When Carter eventually approves the settlement, he will sign off on the dismissal of the suit.
According to the most recent homeless count by the Los Angeles Homeless Services Authority, there are 69,144 unhoused people living in Los Angeles County, 41,980 of them within the city. About 40% are believed to be suffering from either mental illness, drug addiction or both.

El Monte Union Celebrates Groundbreaking of Mountain View High’s Athletic Field

The El Monte Union High School District community celebrated on Jan. 10 the groundbreaking of Mountain View High School’s Athletic Field upgrade, which will include a high-performance rubberized track and field, bleachers, concession stands and restrooms, enhanced landscaping and a grand stadium entrance, the district announced.
The goal of the MVHS Athletic Field Project, which officials expect will conclude in January 2024, is to "provide students with a space that promotes healthy living and school spirit, and will serve as a gathering place for physical fitness activities, athletic events, health and wellness instruction, student performances and school community functions," according to El Monte Union.
“The construction and improvement of the Viking stadium is a vital opportunity for us to continue to foster, nurture and inspire our students’ greatness and adds immense value to our MVHS community,” MVHS Principal Jose Relson L. Bañas said in a statement. “I want to thank our District, project partners,
community members and families for their support of the land of the Vikings. We feel extremely blessed, excited and eager for the moment we get to open the athletic field for our students.”
The groundbreaking ceremony included a performance by the MVHS cheer team, the pledge of allegiance led by Associated Student Body President Mariana Barbosa and speeches from Bañas, EMUHSD Superintendent Edward Zuniga and EMUHSD Board of Trustees President Ricardo Padilla.
MVHS students, families, staff and community members were in attendance, as were representatives of local elected officials who presented the school district with certificates of recognition.
“These projects would not be possible without the support of the community; Measure HS was strongly supported by members who understand the importance of facility improvements for our students in order for them to perform at their highest levels,” Padilla said in a statement. “This project is a reminder that we are
all united in our efforts to provide our students with quality education and stateof-the-art facilities. The future looks bright for our Vikings and on behalf of the Board of Trustees, we look forward to seeing the progress of this project throughout the year.”
The MVHS Athletic Field Project is the latest in a series of improvements to facilities throughout EMUHSD, according to the district. These modernizing upgrades are supported by funding totaling $190 million, which primarily comes from voterapproved Measure HS that district trustees approved in October 2018.
“Thank you to our Board of Trustees and community members for their generous support of the Measure HS bond, which has allowed us to invest in providing our students with safe environments that include the latest infrastructure and technology,” Zuniga said. “With these upgraded spaces, we give our students a chance to feel proud of their surroundings and help them to further achieve their academic and personal success.”
Assemblyman Holden introduces legislation on health care 'ghost networks'

California Assemblyman Chris Holden on Friday introduced legislation that aims to end “ghost networks” and health care provider inaccuracies by reinforcing current policy with accuracy guidelines, benchmark goals, and effective enforcement methods.
A “ghost network” is a health insurance directory that includes medical professionals who are unable to meet the health care needs of patients they claim to be equipped to serve. Another issue is the care providers listed in the directory are actually out of a plan's provider network, even though they are designated as being in-network because of their inclusion in the plan directory.
“Ghost networks should not be something we accept as reality,” Holden said in a statement. “The issue here is not the quality or the cost of care, but the actual access. This bill provides solutions for Californians struggling to find their unique care needs by making the information given to them accurate and accessible.”
California has one of the nation’s strongest laws on health plan provider directories, with existing law requiring health insurance providers to pay for out-of-
network care if a consumer relied on a directory to receive those health care services.
Holden, a Democrat who represents Pasadena and communities in northern Los Angeles County, cited recent studies that indicate some health plans have inaccuracy rates as high as 80%, and major plans such as Anthem and Kaiser have inaccurate information for 20% to 38% of providers. As a result, the resulting inaccurate rosters of health care providers are referred to as “ghost networks” because they do not actually exist.
“If a health plan’s provider directory is not up-to-date, someone may end up paying more for their care, or not be able to access proper care at all,” Jose Torres Casillas, policy advocate for the consumer advocacy group Health Access California, said in a statement. “Improving compliance laws are a key way that the state can ensure that these directories are accurate. We thank Assemblymember Holden for introducing AB 236 to ensure that these directories are audited regularly so California health consumers can have faith that they are getting the best information possible to make decisions for their care.”

While California has regulations for provider directories, consumer protections are not effectively enforced, according to Holden. The Department of Managed Health Care has taken just five enforcement actions, each resulting in small fines for violators. For a lot of health insurance companies, there is not much incentive to adhere to existing rules on care provider directories because of the infrequency and fiancial insignificance of fines levied.
If enacted, Holden's AB 236 would work with health care providers to incentivize compliance and would ensure that the information provided to plan enrollees is accurate.
The proposed law seeks to establish specific benchmarks for health plans provider directories: 60% accuracy by Jan. 1, 2024 and 80% accuracy by Jan. 1, 2025, according to Holden. AB 236 would also require annual audits and verification by health plans of provider directories for accuracy of all required information.
“Health is an important facet to help our communities thrive,” Holden said in a statement. “Affordable, accessible and quality care for all Californians is what we want.”

Santa Anita Park has promoted veteran horseman and racing official Jason Egan to the position of director of racing and racing secretary, track officials announced Saturday. Egan's new position is effective Jan. 27. He will replace Chris Merz, who's been Santa Anita's director of racing since February 2020 and will take a more expansive operational role in the racing industry. A body was discovered Saturday floating in Rainbow Harbor in Long Beach. The body was identified as that of 44-year-old Jose de Jesus Macias Valero of Pacoima, according to the coroner's office. Valero's body was found about 10:15 a.m. in the 400 block of East Shoreline Village Drive, according to the Long Beach Police Department's Richard Mejia. "Upon officers' arrival, lifeguards were already on scene and assessing the situation," Mejia said.

Man arrested in stabbing death of girlfriend in Orange County
A man was arrested for allegedly stabbing his girlfriend to death in Stanton, authorities said Monday. Edgar Navarrete, 22, of Stanton was booked on suspicion of murder in the killing of Serena Gallardo, 22, according to the Orange County Sheriff's Department. Deputies were sent to the 10000 block of Bell Street about 11:50 p.m. Sunday on a report of a stabbing, the sheriff's department reported. "Upon arrival, deputies found Serena Celeste Gallardo suffering from lifethreatening injuries," the sheriff's department said in a statement. "Gallardo was transported to the hospital where she was pronounced deceased. Two additional adult victims were treated at the scene for minor injuries."

Last week, the city of Anaheim demolished the
former Covered Wagon Motel as part of a larger effort to rebuild the 1.5 miles of Beach Boulevard running through the city. Crews using an excavator and other heavy equipment knocked down the former two-story, 70-room Covered Wagon Motel, which the city closed in March 2022 for public health and safety violations and inhumane living conditions. This is the third Beach motel to be demolished since 2017 and the fourth since 2002. The clearing paves the way for new homes, including affordable apartments and townhomes with families invested in a new Beach.

Man pleads not guilty to alleged possession of matter depicting child sexually in Riverside County
A Desert Hot Springs man accused of possessing and disseminating child sex abuse material on the internet pleaded not guilty Tuesday to a felony charge. Pedro Alfredo Elizalde was charged with one felony count of possessing images depicting a minor under 12 years old in a sexual act, according to court records. He pleaded not guilty to the charge at the Larson Justice Center in Indio on Tuesday morning. Police detectives and the Riverside County District Attorney's Office Child Exploitation Team investigated the alleged online exploitation of children by a suspect in Desert Hot Springs, according to Christopher Saucier of the Desert Hot Springs Police Department.

Five people were hospitalized after a multiplevehicle crash in an unincorporated area of Riverside County, authorities said Saturday. The crash was reported around 1:35 p.m. Saturday near the intersection of La Sierra Avenue and Orchard View Lane, the Riverside
County Fire Department reported. Two of the five patients suffered serious injuries, two others had moderate injuries, and one was listed with minor injuries. Four ambulances took the patients to a hospital, and La Sierra Avenue was closed in both directions.

A motorcyclist died Thursday when his bike overturned at a freeway interchange in west Corona, hurling the rider onto a center divider. The fatality occurred about 11:10 a.m. on the eastbound Riverside (91) Freeway transition bridge to the northbound Corona (71) Expressway, according to the California Highway Patrol. The agency said that the motorcyclist, whose identity was not immediately released, was trying to make the transition when he apparently lost control, and his bike flipped onto the center divider, ejecting him. No other vehicles were involved.

The City of San Bernardino has announced that beginning Tuesday, January 17, the Howard M. Rowe and Paul Villaseñor Branch Libraries will be temporarily closed as contractors perform upgrades to the buildings. Rowe Library is expected to be closed for three weeks, with Villaseñor Library's closure lasting several additional weeks. Library services and programs at the two branches will not be available during the closures. Both libraries will have their public restrooms upgraded, necessitating the closures. The heavily used community room at Villaseñor Library will also be fully renovated, along with upgraded exterior work of the building including painting the exterior and the repair/ replacement of the wood trim. At 10:11 a.m., an officer located a subject in the 700 block of West Huntington who was wanted. He was arrested and taken into custody.

At 9:20 p.m., an employee in the 900 block of West Foothill reported a suspect became upset, broke items inside the store, and threw a glass bottle at one of the windows. The suspect returned while officers were on the scene. The suspect was arrested and taken into custody.

Officers arrived and spoke to the female subject who refused to pay. She advised the officers that she was royalty and claimed she doesn’t have to pay for items. The employee placed her under private citizen’s arrest. She was arrested and taken into custody.
January 6
At 12:13 a.m., an officer saw a subject in a park in the 1600 block of South Primrose after hours. The subject was detained and he was found to be in possession of drug paraphernalia. He was arrested, cited, and released at the scene.
At 2:55 a.m., an officer conducted a traffic stop on a vehicle in the area of Myrtle and Duarte. The driver had a suspended license and was found to be in possession of firearm ammunition. The driver was prohibited from possessing firearms and ammunition. He was arrested and taken into custody.
At 3:31 a.m., a caller in the 800 block of Diamond re-
ported subjects were stealing the catalytic converter from a vehicle. Officers arrived but the suspects had already fled. This investigation is continuing.
At 7:16 p.m., while on patrol in the 700 block of West Huntington officers recognized a subject who had a no-bail warrant for his arrest. Officers contacted the subject and detained him. He was arrested and taken into custody.
January 7
At 12:31 a.m., an officer stopped a vehicle in the area of Madison and Colorado for a moving violation. The driver was suspected of alcohol intoxication and a DUI investigation ensued. The driver was arrested and transported to the MPD jail to be held for a sobering period.
At 1:06 a.m., a caller reported someone was breaking into their home in the 500 block of King. Officers arrived and determined a neighbor committed a felony vandalism by breaking a window. The suspect was located nearby and admitted to breaking the window due to an ongoing feud. The suspect was arrested and taken into custody.
At 8:45 a.m., while on patrol, officers conducted consensual contact with a female subject in the 1500 block of South Myrtle. While speaking with her, he observed drug paraphernalia. She was arrested and taken into custody.
At 5:06 p.m., officers responded to the 400 block of Lotone regarding a restraining order violation. The caller stated a male subject, who she has an active restraining order against, was in violation. Officers located the male subject but there was no record of a restraining order on file. A computer check revealed the subject had an outstanding warrant for his arrest. He was arrested and taken into custody.
At 10:18 p.m., a family disturbance was reported in the 500 block of West Duarte. Officers spoke to the female half, who said her husband had been drinking and made comments about wanting to injure himself. Officers attempted to speak with the male subject but he was uncooperative and

would not come to the door. It was determined that he was a danger to himself and was transported to a medical facility for a mental evaluation.
At 10:20 p.m., a physical altercation between multiple subjects was reported in the 400 block of South Myrtle. An investigation revealed that an argument took place and it became physical. When officers arrived the parties were separated and one-half had already left the location. MFD responded and evaluated one subject that was involved. This investigation is continuing.
January 8
At 12:02 p.m., a caller in the 800 block of West Walnut reported their son was throwing things inside the house. When officers arrived and contacted the subject he attempted to bite an officer. It was determined that he was a danger to himself and others. He was transported to a local hospital for a mental evaluation.
January 9
At 3:09 p.m., officers responded to the 200 block of West Pomona. The victim reported that sometime during the night someone entered her vehicle and stole items. This investigation is continuing.
At 5:11 p.m., the reporting party came to the lobby to report that someone stole her registration tabs which were on her vehicle in the 500 block of East Walnut. This investigation is continuing.
At 5:14 p.m., officers responded to the area of Mayflower and Duarte regarding an injury collision between a vehicle and pedestrian. The pedestrian had complained of pain and was transported to Huntington Memorial Hospital for further treatment.
At 5:30 p.m., a solo injury traffic collision was reported in the area of Myrtle and Chestnut. The driver got a flat tire, swerved and struck the center median.
At 7:40 p.m., officers responded to the 300 block of Melrose for a welfare check on an elderly resident. Officers arrived and could hear the woman yelling that she couldn’t come to the door. Officers
were able to find their way in through a back door. The woman had fallen and couldn't get up. MFD arrived and took over.
At 10:22 p.m., an officer stopped a vehicle in the area of Myrtle & Colorado for a traffic violation. The driver displayed symptoms of being under the influence of alcohol. An investigation determined that the driver was driving under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.
At 11:43 p.m., a resident on the Hidden Valley Road reported water and mud debris coming through a window in the back of the house. The water and mud were flowing over the retaining wall against the hill. MFD responded and assisted.
Arcadia
January 8
At 3:34 a.m., an officer responded to Hen Jiu Yi Quan BBQ Bar, located at 168 Las Tunas Dr., regarding a commercial burglary report. Surveillance footage revealed three suspects smashed the front glass window, ransacked the business, and fled with electronics and cash. The suspects are described as three males, all with thin builds and wearing dark clothing. Another burglary occurred nearby at Arcadia Donuts, located at 34 Las Tunas Dr., with similar circumstances. Those suspects fled in a black sedan. The investigations are ongoing.
At 6:57 p.m., an officer responded to The Shops at Santa Anita, located at 400 South Baldwin Ave., regarding a vehicle burglary. An investigation revealed sometime between 4:00 p.m. and 6:30 p.m. on Jan. 8, someone pried open the rear window latch to her Chevrolet Suburban and stole the thirdrow seat.
January 9
At 3:18 a.m., officers responded to USC Arcadia Hospital, located at 300 W. Huntington Dr., regarding a male suspect trespassing. A records check of the individual revealed he had an outstanding felony warrant for his arrest. When officers attempted to detain the 32-year-old male from Los
Angeles, he resisted but was ultimately arrested. A search of his property revealed he was in possession of a controlled substance and drug paraphernalia. He was transported to the Arcadia City Jail for booking.
At 9:09 a.m., an officer responded to Vons Corporation, located at 618 Michillinda Avenue, regarding a theft from vehicle report. An investigation revealed someone stole a catalytic converter from one of the company trucks. The crime occurred sometime between Friday, Jan. 6 and Monday, Jan. 9.
January 10
At 2:40 a.m., an officer responded to Fashion Optical, located at 1220 S. Golden West Ave., regarding a commercial burglary report. Surveillance footage revealed three suspects pried open the front door and fled with numerous pairs of glasses. The suspects are described as three men in hooded sweatshirts.
At 8:21 p.m., an officer responded to Macy’s, located at 400 S. Baldwin Ave., regarding a robbery report. An investigation revealed a known suspect pushed a loss prevention employee when he was confronted for stealing a watch. The suspect has been identified as a 27-yearold male from Altadena. The investigation is ongoing, and the suspect is outstanding as of the date of this report.
January 11
At 10:27 a.m., an officer responded to Arcadia Outpatient Surgery, located at 618 W. Duarte Rd., regarding a forgery report. An investigation revealed a check issued and mailed by the surgery center had been stolen, forged, and successfully cashed.
At 1:12 p.m., an officer responded to Albertsons, located at 298 E. Live Oak Ave., regarding a theft investigation. An investigation revealed the suspect stole the victim’s purse from her cart, used her debit card to withdraw cash and complete a fraudulent transaction resulting in a total loss of more than $2,780.00. The suspect is described as an Asian female with black hair, wearing a grey sweatshirt, a white shirt, grey sweatpants, and white shoes. The investigation is pending a review of the surveillance footage.
January 12
At 1:39 p.m., officers responded to a residence in the 300 block of California Street regarding a burglary investigation. An investigation revealed sometime between 8 a.m. and 5 p.m. on January 4th, unidentified suspect(s) tampered with a sliding glass door lock and entered the home. Once inside, they fled with handbags and electronics.
At 11:34 a.m., an officer responded to the intersection of Eighth Avenue and Longden Avenue regarding a theft report. Upon contacting the subject, the officer recognized him from previous contacts. The officer discovered the 54-year-old male transient was in possession of two stolen shopping carts. He was issued a citation.
January 13
At 5:54 p.m., an officer responded to The Shops at Santa Anita, located at 400 S. Baldwin Ave., regarding a robbery that had just occurred. An investigation revealed two suspects approached them, demanded their purse and wallet, and then one of the suspects threatened the female victim with a knife. The suspects are described as two males, either Black or Hispanic, both approximately 6-feet tall and wearing masks. They fled in a silver four-door sedan.
At 6:01 p.m., an officer responded to Santa Anita Race Track, located at 285 W. Huntington Dr., regarding a possible driver under the influence. Upon contacting the driver, the officer detected a strong odor of alcohol emitting from his body. Through a series of tests, the officer confirmed the suspect had a blood alcohol content of .133%. The 26-year-old male from Los Angeles was arrested and transported to the Arcadia City Jail for booking.
At 7:20 p.m., an officer responded to a residence in the 800 block of Fairview Avenue regarding a report of threats being made against the victim. An investigation revealed the suspect willfully made verbal threats to the victim while holding two knives. The 29-year-old male from Arcadia was arrested and transported to the Arcadia City Jail for booking.

Education poll: Parents reject culture war; want to get back to basics

announced in his first address as U.S. House Speaker that he wants to combat what he describes as "woke indoctrination" in public schools. But a new poll shows very few voters consider that to be an urgent priority. A survey commissioned by the American Federation of Teachers finds that improving students' academic achievement rates much higher.
Guy Molyneux, pollster and partner at Hart Research Associates, said the hot button issues, like so-called "critical race theory," may stir up the base, but they are low-priority for the majority of voters.
"Banning CRT, giving parents the right to decide what children learn," Molyneux said. “Prosecuting teachers as charged child abusers if they teach CRT, allowing parents to have books they consider offensive removed from school libraries - just one voter in 10 thought that was a priority at all."
The survey reported voters' and parents' second highest-rated priority is to help students navigate life challenges. California Governor Gavin Newsom's proposed budget holds the line on education funding, despite a projected budget deficit. The California Federation of Teachers said in a statement its key priorities will be addressing staffing shortages and lowering class sizes.
Randi Weingarten, president of the American Federation of Teachers, said the culture wars are part of a divisive political strategy that does not resonate with voters.
"Voters overwhelmingly say, 'Get back to basics," Weingarten said. Invest in public schools, deal with the teacher and the nurse and the guidance counselor shortages. Get educators the resources they need to create safe and welcoming environments.'"
McCarthy has signaled he will call for major spending cuts rather than raise the debt ceiling in the coming weeks. He has not specified whether those proposed cuts will target education.

To be without a home to call one’s own must be one of the most harrowing conditions imaginable. And now, to see in the Monrovia Weekly the photo of a homeless man in a wheelchair magnifies the tragedy of homelessness a thousand times.
If that photo reflected society in a third world country, we’d gaze at it with pity. But let’s look at it as our national disgrace because that poor man lives (or better said, survives) here in our USA, the richest country on Earth.
How can our legislators spend, with a clear conscience, billions of taxpayer dollars to upgrade nuclear weapons? Well, silly me, the answer is simple: They never look at the homeless, never hear them, or feel their misery. Of course not!
Those politicians are too busy making laws to benefit corporations and the rich. And their only hope is that the homeless who are in wheelchairs will never vote.
Let us praise Mayor Karen Bass and the LA County Board of Supervisors for taking steps to redeem this shameful civic negligence.

We are two weeks into the new year and recovering from the busy holiday season. I am just starting to be confident in what day it is, hence, no article last week (my apologies). Decorations are put away. We are finally writing the date correctly and — hopefully — sticking to the resolutions we made on New Year's Eve. What is it about the new year that makes us want to focus on being healthier, better versions of ourselves? Whether you want to eat healthier, drink less, lose weight, volunteer more, quit smoking or take up a hobby, self-improvement is never a bad idea. However, despite their big plans, many people will fail to reach the goals they set for themselves in the new year.
If this sounds like you, don’t be too hard on yourself. Even if you do not reach your goals, setting these resolutions is still a good idea. First, you are setting an intention. You are being open and honest about your current condi-
tion and what needs to be done to get you to your preferred condition. This intentionality will set you on a better path, right off the bat. Secondly, optimism feels good. Making new year’s resolutions fills us with hope and engagement in our future. This positivity is always beneficial. Tomorrow can’t really be better if we don’t believe that it can be.
There is also some inherent responsibility tied to our resolutions. Chances are we have family and friends that may be directly tied to the resolutions we make. Making healthier choices keeps us around longer for our loved ones. Working harder and/or smarter makes us better co-workers, etc. Lastly, your positive goals can work to inspire others to also be better. Sometimes, whether we realize it or not, we try harder and do better when we are with people doing the same.
If you haven’t made any resolutions yet, it’s not too late. If you have already
derailed, do not fret! January isn’t over. It’s kind of like the five-second rule...just get back on track! Strive, every day, to reach the goals you have set for yourself. Even if you don’t keep every resolution, the act of making them is a positive step in the betterment of yourself. Show yourself some grace and forgive yourself if you veer off course. Change is hard. Making new habits takes time.
Thousands of years ago, it is said that the Babylonians were the first to celebrate the New Year and make resolutions. Their ancient celebration often involved crowning a new king or
reaffirming loyalty to the existing king. Their “resolutions” were promises to the gods to pay off their debts or return borrowed items. If the Babylonians kept their word, the gods bestowed them with bountiful crops and blessings. If they did not keep their word, then they would fall from the grace of their god, which I am certain was a dreaded fate. Virginia Slims said it best: “You’ve come a long way, baby!” And boy, have we!
So, cheers to us! May we strive to do and be better every day! Happy New Year! May 2023 bring you everything you need and hope for.

Vehicle electrification creates job opportunities for disadvantaged SoCal workers

Last year Armando (who requested that his last name not be used) was working as an addiction counselor when a parole officer came to his office with a flyer announcing a new nine-week training course in electric bus manufacturing technology. The company promised not to discriminate against the formerly incarcerated, among whom are some of his clients. “I wanted to see the class so I could explain it to my clients and maybe recommend it, and make sure they understood the opportunity,” Armando told Capital & Main. “And then I thought, ‘Man, this is a good company with good pay and benefits, and it’s in a growing field.’”
Armando signed up for the class himself, and after completing it last October, he was offered a position as a battery technician at Proterra at over $20 an hour, an entry level salary higher than he was earning as a counselor, with a potential to increase quickly.
True to its word, the company didn’t discriminate against him because of his past drug addiction. Armando, 52, who has been clean for five years, did have to compete with job candidates who didn’t have dings on their record and had experience in manufacturing. Now, after only six months, Armando’s eyeing a supervisory position. He’s also been helping the company screen candidates and mentoring those taking the pilot course.
“I want [students] to
understand that you can’t be late or get high or do anything stupid on the job,” Armando said. “There’s expensive equipment, and you could kill yourself if you’re careless. Some of these students never had real jobs, and I like people to get a second chance. But you have to take the nineweek course seriously.” The gratitude Armando feels toward the company that gave him a chance has made him work even harder, he said.
The program at Proterra is the fruit of a community benefit agreement (CBA) between the company, United Steelworkers Local 675, L.A.based nonprofit Jobs to Move America, and a coalition of community organizations that established standards for training, supporting and hiring job candidates from nontraditional backgrounds. They give them a chance at skilled union jobs in the growing field of green manufacturing.
A CBA is a legally binding agreement between community groups and a developer, or a company, that spells out specific benefits to the local community. Typically a CBA will be signed for a large development project, such as a new stadium, where the developer promises affordable housing, infrastructure improvements or living-wage jobs — or all of the above — in order to get a project with public investment launched. It’s a way for communities, especially marginalized ones,
to leverage their influence and ensure they aren’t left out of economic development. When CBAs apply to private companies, they’re slightly more complex, especially if a union is part of the negotiations. Government funding may be included, too, to provide workforce development.
In the case of Proterra, a Silicon Valley-based, venturecapital backed company with a zero emissions bus manufacturing plant in City of Industry, east of Los Angeles, the CBA that was signed in 2020 commits the company to hiring 50 new employees from harder-to-employ groups, including veterans, the previously incarcerated and single parents. The company also agreed to provide a customized pre-hire training program for these groups, through Citrus College, giving highly motivated job seekers a strong overview of cutting-edge electric bus manufacturing technology. So far two cohorts have finished these classes, and more than a dozen graduates have been hired full time.
Proterra and the union received $650,000 to pay for the training and stipends from the California Workforce Development Board’s Greenhouse Gas Reduction Fund, a pool of money from the state’s cap-and-trade program. That money also pays for a training stipend and supportive services like transportation or child care so that students will face fewer obstacles to completing the course.
Proterra is the second battery-powered bus manufacturer in California to enter into a CBA, giving a leg up to potential workers who are typically excluded from union jobs in manufacturing. China-based BYD signed a similar agreement in 2017 when its factory in Lancaster, just north of Los Angeles, unionized under the Sheet Metal, Air, Rail and Transportation Workers (SMART) Local 105. With a nearly $1 million investment from California’s High Road Training Partnership, and an additional $650,000 training grant BYD now offers a six week preapprenticeship, and qualified graduates of pre-apprenticeship move on to a rigorous three-semester apprenticeship class taught through Local 105 and Antelope Valley College.
BYD also pledged to recruit 40% of its workers from disadvantaged or marginalized groups from the local community. Its apprenticeship program took three years to develop but has now graduated 20 people, with 25 more in the pipeline.
After apprenticeship, graduates can enroll in college with credits under their belt. They can get an OSHA card as well as something no other company in California offers — an Industrial Manufacturing Technician credential that is recognized nationwide.
“We want to give them a career, not just a job,” said BYD trainer and SMART orga-
nizer Willie Solorzano. “With the credential, they could go into any manufacturing company, but the idea is to work for BYD.”
Meanwhile, Proterra is in discussions with its union to establish an apprenticeship program similar to BYD’s, going beyond the pre-employment training it’s offered since 2020.
Hector Huezo, a senior staffer at Jobs to Move America, said candidates at both electric bus manufacturers are recruited from community organizations, including the Anti-Recidivism Coalition, alcohol and drug diversion programs and faith based groups. Through an enforceable commitment in the CBA, the companies won’t discriminate against workers for prior incarceration.
“We create the expectation that [job seekers] will get a fair shot,” Huezo said.
All potential candidates for the courses, which are a prerequisite to employment at either company, must be screened through the Los Angeles County Workforce Development agency. And with the help of JMA and workers like Armando, the final list is whittled down to 20 for each course. Manufacturers get the final say in who’s hired, and the agreements do not preclude the companies from hiring job seekers applying through traditional channels.
“The companies agree to be open to interview and offer
jobs to our candidates,” Huezo said. “We ID these people from the onset and look for the barriers they may face so that during training their issues will be addressed, so they will be job- ready and be able to compete with candidates with more advantages.”
Not everyone will finish the courses and not everyone who finishes the courses will be hired. Huezo added that companies must explain why they didn’t hire a certain candidate. “There may be legit reasons,” he said.
Out of Proterra’s first class, only five of 12 students received job offers at the company, and one has since been terminated. The hiring record for the second cohort, which ended in December, was better: Out of 12, 10 got job offers. Huezo said the first class started in the fall of 2020, before the CBA was finalized and case management for the trainees was in place. Now with stronger efforts to recruit, plus more active case management, Huezo anticipates an even better placement record for the latest class.
Typically, county job centers have a light, almost hands off approach to workforce development, Huezo said. “We offer full case management and follow up to see what [candidates] need and if they are ready to be employed.”

‘Mr. Yunioshi’ explores the question of what roles actors should choose to play

Mr. Yunioshi is a character in the 1961 movie “Breakfast at Tiffany’s,” which was adapted from Truman Capote’s novella of the same title.
Mickey Rooney, wearing heavy make-up and mouth fittings, depicted Mr. Yunioshi as a clumsy Japanese photographer who bumped into furniture. Rooney’s interpretation — a ludicrous caricature — has since become the topic of much critical commentary.
In retrospect, it was a monumental mistake to cast Rooney as an Asian man. However, it can be argued that during the Golden Age of Hollywood, representation hadn’t entered our collective consciousness and movie studios mainly hired known “stars.” In 1957 Yul Brynner played King Mongkut of Thailand on stage and later in the film adaptation of “The King and I.” Katherine Hepburn was cast as an Asian woman in the 1944 drama “Dragon Seed.” Luise Rainer even won an Academy Award for her role in yellowface in the 1937 film “The Good Earth.” That didn’t make it right, of course, but it was the reality at that time.
A reversal of that situation is what’s in store in “Mr. Yunioshi.” We’ll have the chance to see for ourselves how an Asian American playwright and actor imagined what Rooney was thinking to arrive at his depiction of the character when the play opens at the Sierra Madre Playhouse on Jan. 27. Running through February 5, “Mr. Yunioshi” was written by J. Elijah Cho who also performs the titular role.
Interviewed by email, Cho informs me that he knew acting was his calling the first time he saw Ke Huy Quan in “Indiana Jones and the Temple of Doom” and in “The Goonies.” When he graduated from high school on a military base in Korea, one of his aunts gave him a copy of Stephen King’s “On Writing.” King’s book was what motivated him to write
plays that he could ultimately perform himself when he went on to study Theatre Performance at the University of South Florida.
Cho’s role as Wonderboy on AMC’s “Halt and Catch Fire” was his introduction to American audiences. He says, “Halt is, to date, my biggest acting credit, and I’m so grateful to have been a part of a show that I’m also a huge fan of. What I’m best known for right now is this YouTube video from Jubilee Media, ‘Do All Asian Americans Think Alike?’ I’ve been recognized a few times for that, which
most pointed to example of yellowface in cinema and people have protested screenings of ‘Breakfast at Tiffany’s’ because of his scenes. I don’t think of myself as an agitator, but I thought it was a subject that a lot of people (myself included) felt strong feelings about and that maybe humor and empathy could be used to help us navigate a way through it.”
Cho adds, “I think it can be hard for an actor to decide what roles they choose because they have very little say in the opportunities they are given. I think writing
is weird and fun. I’m hoping soon I’ll be known for ‘Mr. Yunioshi’!”
Asked when he created “Mr. Yunioshi” and what prompted him to, he replies, “I wrote Mr. Yunioshi after my time on ‘Halt…’ was over but I had the idea before then. The play was written as sort of a humorous but heartfelt response to a local theater gatekeeper and also the limited roles and opportunities specifically for Asian American actors. I hope someday other Asian actors will see and want to do the show for their communities.

As to the audience takeaway, Cho says, “Empathy! I think that’s the big thing I hope audiences take from ‘Mr. Yunioshi.’ I also hope they laugh and that they can leave some things behind, if that makes sense. I’ve had a few people tell me they thought I’d be angrier, but I don’t want to hate Mickey Rooney. I mean, I’ll
make fun of him, but I think audiences can tell if it’s mean. And I don’t want to put more meanness out there.”
I ask him if the role gets easier now that he’s performed it a few times, and he responds, “It’s a solo performance, so it’s only me on stage the entire time; and that’s challenging in a lot of ways. I’ve performed it a lot now and I feel like each show has prepared me a bit more mentally and emotionally for the next. It has gotten easier and while it is exhausting, I’m always so excited to perform it for people!”
So what’s next for him?
Cho says, “I’m writing a few new things — a horror comedy pilot and a horror screenplay among them…I’ve also got a few things for stage that are in the works. The next thing for me will be a sketch show at the Pack Theater with my team, ‘Surprise B*tch!’ (or ‘Surprise Beach,’ if we think there will be children present but it’s a late enough show that I think we’re okay…).”
While Mr. Yunioshi is a comedian, at the core it examines thought-provoking questions: Should actors have the opportunity to play ANY role? Could there ever have been a “right” way to
play it? What compels an actor to play a character that they really shouldn’t be playing?
“Mr. Yunioshi” is what Cho imagined informed (however ill it was) Rooney’s acting choice in his portrayal of a fictional Asian character. He treated his subject with kindness and compassion — he showed that Rooney’s intent was simply to make the audience laugh. And many people did when the film was first released. But we have since evolved as a society and we now recognize that insensitivity is no laughing matter.

Parade, service events, Unity Walk, cathedral Mass mark King Day

Martin Luther King Jr. Day was marked Monday by the 38th Kingdom Day Parade, service projects, a Unity Walk in Santa Clarita, a program at the California African American Museum and a Mass at the Cathedral of Our Lady of the Angels.
The three-mile parade began at 10 a.m. on Martin Luther King Jr. Boulevard, just west of Western Avenue, proceed west to Crenshaw Boulevard and then south to Vernon Avenue, concluding near the K Line’s Leimert Park Station. The theme was “America, the Best Hope of the World.”
Hundreds of people lined the parade route, with days of rain finally letting up and the skies clearing for the procession.
The grand marshal was George C. Fatheree III, the leader of a team of attorneys who secured the return of Bruce’s Beach to the descendants of Willa and Charles Bruce nearly a century after it had been taken by Manhattan Beach as a result of racial animus.
“It shows that as a country we’re still capable of great things,” Fatheree told ABC7 along the route. “We showed it’s not too late, we can get it done. It’s fitting that we’re here on Dr. King’s birthday, this celebration, it’s about doing what’s right. One of my favorite Dr. King quotes is `the time is always right to do right,’ and that time is right now.”
This was the first time the parade will be on Martin Luther King Jr. Day since 2020. The 2021 parade was canceled because of the coronavirus pandemic. The 2022 parade was initially canceled due to the severity of serious spikes in COVID-19 hospitalizations, then rescheduled on June 20, the day the federal Juneteenth holiday was observed.
The USC Trojan Marching Band participated in the parade for the first time along with the new all-Black majorette team Cardinal Divas of SC. The Los Angeles Unified
School District All District High School Honor Band also participated, along with the marching bands from Centennial, Compton and Crenshaw high schools.
Other participants included equestrian units from the Equine Advisory Council, Elite Horseback Riders Club and Urban Saddles; the Crenshaw Christian Center Drill Team and Drumline, the Kim Eung Hwa Dance Company and Tommy the Clown, credited as the creator of the clown-based dance style krumping.
Among the dignitaries taking part were Mayor Karen Bass, Los Angeles Police Department Chief Michel Moore, Los Angeles County Supervisors Lindsey Horvath and Holly Mitchell, Reps. Maxine Waters and Sydney Kamlager, Sen. Steve Bradford, Los Angeles City Councilmen Marqueece Harris-Dawson and Curren Price, LAUSD Superintendent Alberto M. Carvalho and Board of Education member George J. McKenna III.
“It’s always the feeling of joy, celebrating Dr. King’s
legacy,” Bass told ABC7 during the parade. “But it’s a time to get energized and re- committed to what he was fighting for to begin with. And this year we always ask ourselves at this time of the year what would Dr. King say? What would Dr. King think? And just imagine Dr. King coming to Los Angeles and seeing thousands of Angelenos sleeping on the street. He would expect everybody in Los Angeles to step up and deal with that situation, so that’s what I’m calling on people to do.”
A variety of service projects were also planned throughout Los Angeles County to fulfill the goal set by Congress in 1994 to make the day a “day on, not a day off,”
The nonprofit volunteer action center L.A. Works held a Day of Service from noon3:30 p.m. at the Los Angeles Memorial Coliseum, where volunteers created urban greening kits and assembled disaster preparedness materials.
The event also included a food festival with vegan food, the opportunity to learn about local efforts to combat
climate change and a family zone with volunteer activities designed for children.
King spoke at the Coliseum in 1964.
The volunteer organization Big Sunday conducted its 11th annual Martin Luther King Jr. Day Clothing Drive & Community Breakfast from 10 a.m.-1 p.m. at 24th St. Elementary School in South Los Angeles. Volunteers were expected to collect and assemble 2,023 cold-weather clothing kits that include sweatshirts, T-shirts, hats, scarves, gloves and socks for people who are struggling.
Big Sunday volunteers also undertook several improvement projects for and with the 24th Street Elementary School community, including indoor mural and gardening projects, according to David Levinson, Big Sunday’s founder and executive director.
Service projects in Long Beach organized by the leadership program Leadership Long Beach included:
— a sock drive; — letter-writing to senior citizens;
— pulling weeds, mulching
areas to prevent weeds from resurfacing and planting native plants at Willow Springs Park;
— planting succulents for participating businesses, painting planter boxes, picking up trash and street cleaning on Fourth Street;
— picking up trash, painting the picnic area, restoring playground sand and pressure-washing the basketball courts at MacArthur Park;
— painting trash cans in the Santa Fe Business Corridor;
— watering the 100 baby trees planted in Long Beach’s Westside in November; and — restoring sidewalks in Long Beach’s Westside.
Santa Clarita held its second annual Unity Walk in celebration of Martin Luther King Jr. Day at Central Park, focusing on King’s legacy and contributions to the nation.
Several speakers celebrated King’s life and work, encourage attendees to embrace King’s core values of faith, education, nonviolence, love, leadership, community and hope and participate in a
day of service.
The theme of the program at the California African American Museum in Exposition Park for Martin Luther King Jr. Day was “MLK: A Legacy of Service.”
A King study group session began with the playing of a recording of King’s 1967 speech at Riverside Church in New York City, “Time to Break the Silence,” followed by a group discussion about how his words relate to the present.
Storytellers from the Los Angeles Public Library will read children’s books about King and how to build a better world from 12:30-1 p.m.
The Inner City Youth Orchestra of Los Angeles will perform a tribute to King from 2-3 p.m.
The program also includes family activities, craft-making and food trucks.
A Mass commemorating King’s call for service will be celebrated by Archbishop José H. Gomez at the Cathedral of Our Lady of the Angels at 3 p.m.
In his proclamation declaring Monday Martin Luther King Jr. Day President Joe Biden said, “On this day of commemoration, service and action, let us hold up a mirror to America and ask ourselves: `What kind of country do we want to be?’
“Will we honor Dr. King’s legacy by rising together — buttressed by each other’s successes, enriched by each other’s differences and made whole by each other’s compassion? I believe we can.
“It will require constant care for our democracy, stubborn faith in this great experiment, and a commitment to stamping out discrimination in all forms. It will demand honest reflection about how far we have come and how far we have yet to go to be the best version of ourselves.
“But like Dr. King, I know that there is nothing beyond this nation’s capacity and that we will fulfill the promise of America for all Americans — perfecting the union we love and must protect.”

On January 10, 2023, the City Council of the City of Rosemead introduced for first reading, by title only, Ordinance No. 1013, approving Planned Development 22-01 and Zone Change 22-01, “An ordinance of the City Council of the City of Rosemead, County of Los Angeles, State of California, for the approval of Planned Development 22-01 and Zone Change 22-01, amending the zoning map of the subject site from Single Family Residential (R-1) to Planned Development (P-D) zone. The subject site is located at 8601 Mission Drive (APNs: 5389-009-029, 030, and 031)”. The following is a summary of Ordinance No. 1013.
Ordinance 1013 (Planned Development 22-01 and Zone Change 22-01)
Mission Villas, LLC is proposing the development of 37 two-story dwelling units, eight of which will be developed utilizing the City’s Small Lot Subdivision Ordinance. In addition, four out of the 37 units will be designated as affordable units. The dwellings will range in size from 1,546 to 2,553 square feet with four different floor plans. Of the 37 units, 29 would be four-bedroom single family dwelling units, four would be three-bedroom duplexes, and four would be four-bedroom duplexes. All units will include an enclosed two-car garage. The project also includes 25 guest parking spaces and access would be provided via one 40-foot-wide driveway on Mission Drive. In addition, the project will include new landscaping, decorative hardscape, exterior walls and lighting, and open space areas. The project site is located at 8601 Mission Drive (APNs: 5389-009029, 030, and 031) in the Single Family Residential (R-1) zone.
Environmental Determination
The City of Rosemead acting as a Lead Agency, has completed an Initial Study in accordance with the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000-21177) and pursuant to Section 15063 of Title 14 of the California Code of Regulations (CCR). The Initial Study was undertaken for the purpose of deciding whether the “project” may have a significant effect on the environment. On the basis of the analysis within the Initial Study, the City has concluded that the project will not have a significant effect on the environment with the incorporation of mitigation measures and has therefore prepared a Draft Mitigated Negative Declaration. The Initial Study reflects the independent judgment of the City.

training in a conference room at Proterra last month, an instructor from Citrus College reminded students that they should contact her if they expect any difficulty with getting to class on time — an acknowledgement that many may have responsibilities like child or elder care, or may lack reliable transportation.
The group of 20, some wearing masks and social distancing, included those with working knowledge of manufacturing tools like torque wrenches. Two were women, and two were employees at Proterra, who were there to provide assistance.
Dr. Michelle Yanez, the principal of My Workforce Solutions, developed the current Proterra training with Citrus College, and said that one lesson learned is to give students more hands-on training, rather than lectures, something akin
to an apprenticeship model. She’s also helping JMA and Proterra bring other employers into their network who will consider job seekers not chosen by Proterra, ideally green employers or those in the electric mobility sector.
“Another change that we made was we interviewed in a panel style on recruitment day so that all the interviewers could hear the interviewees at once,” Yanez said.
Those included Proterra’s HR director, a representative from L.A. County Workforce Development and Armando. She added that the training will continue to strengthen the relationships among all the stakeholders.
In an email, Yanez added that the college, county workforce development and Proterra generally do not know what each other does and how to work with one another. “My role is to bridge them and translate their needs to help them work together. For example, Citrus College and Proterra may not
fully understand about WIOA training dollars but they do know that L.A. County provides supportive services and incentives for employers to train and hire their participants. For workforce development, partners have to change their mindset, and we’re seeing that.”
Stakeholders say EV bus manufacturing is a natural place for CBAs, because green manufacturing is a high growth industry, and companies expect to hire many more workers in the coming years. Beyond California’s climate goals, the Los Angeles City Council passed a resolution officially supporting legislation mandating that 100% of vehicles sold in the state be zero emission by 2030. One local transit company, Foothill Transit, purchased 30 electric buses from Proterra last year. With the wider region’s plans for zero emission vehicles, there’s reason to believe the company will need more skilled workers soon.
In an email, Shane Levy, a Proterra spokesperson, said approximately half of trainees who completed the program have been hired full time. “Recruitment strategies to attract, hire, train and retain employees from all backgrounds strengthens our workforce, identifies key talent and benefits the communities where we live and work.”
Yanez said that, in theory, CBAs could work in any manufacturing company. “They must be employerdriven to be successful. It’s good if the company says, ‘If someone trains them we will hire them,’ and good if the company trains them too. But sometimes they put the cart before the horse; some training programs result in no jobs.” She also said a
community college partner is important, as well as funding, which could come from the employer, or in the case of BYD and Proterra, from state and federal dollars.
Buoyed by the early successes at Proterra and BYD, Jobs to Move America is working to bring similar community benefit agreements to other areas of the country, including regions less hospitable to unions.
“We are not a coalition for minimum wage jobs,” Huezo said. “Once people get in jobs, we want them to get good benefits. A piece of this [training] is giving workers [the chance] to decide for themselves if the union is right for them.”

Project Description
The Planning Commission will make a recommendation to the City Council regarding proposed amendments to treerelated codes within Titles 16 and 30 of the Glendale Municipal Code, 1995. These amendments include modifications related to parking lot tree species and minor corrections to these Titles to align them with existing City tree ordinances.
Environmental Determination
The project is exempt from CEQA review pursuant to Section 15307, as a Class 7 “Actions By Regulatory Agencies For Protection Of Natural Resources” exemption of Title 14 of the California Code of Regulations (CEQA Guidelines) as the project consists of amendments to the City’s tree-related codes within Titles 16 and 30 to assure the maintenance, restoration, or enhancement of a natural resource where the regulatory process involves procedures for protection of the environment.
Public Hearing
Said matter concerning the proposed amendments will be the subject of a public hearing by the Planning Commission in Council Chambers of City Hall, 613 East Broadway, on the 1st day of February, 2023, at or after the hour of 5:00 p.m. The Planning Commission will make a recommendation to the City Council concerning this matter.

The Board shall be comprised of eleven (11) members consisting of seven (7) Tenant Members, and four (4) At-Large Members. In addition, there shall be two (2) alternates, one serving as the alternate for the Tenant Members and one serving as the alternate for the At-Large Members.
The Pasadena City Council will appoint one Tenant Member from each of the Council Districts in the City, and four At-Large Members who may reside anywhere in the City. The Council will also appoint an alternate Tenant Member and alternate At-Large Member, who can reside anywhere in the City.
Tenant members and alternate tenant members, and members of their Extended Families, may not have owned, managed, or had a 5% or greater ownership stake in rental units in Los Angeles County in the three years before they apply. The four At-Large Members, and the alternate At-Large Member, may live anywhere in the City, may or may not be tenants, and may or may not have material interests in rental property in Los Angeles County.
The Board’s duties include making rules and regulations to implement Article XVIII of the City Charter, setting allowable rent increases, determining and publicizing the Annual General Adjustment in rents, appointing hearing officers, conducting hearings on petitions for rent adjustments for individual properties, adopting a budget, pursuing civil remedies against those who violate Article XVIII of the City Charter, holding public hearings, establishing a schedule of penalties for violations of Article XVIII of the City Charter, and establishing and maintaining a registry of rental housing in Pasadena.
The City encourages interested residents of Pasadena to apply for appointments to the Board. In addition to a completed application, applicants must circulate a nomination petition and gather a minimum of 25 qualified signatures from residents living in the same Pasadena Council District as the applicant, even if the applicant is seeking an At-Large seat or to be an At-Large or Tenant Alternate.
