It’s an issue that’s come up before in the 44-year history of federal oversight of the county jail system, the largest in the nation.
Conditions at L.A. County jails, the largest jail system in the nation, have been the subject of court oversight since 1978, when a federal court judge ruled in the ACLU SoCal case Ruth erford v. Pitchess, finding numerous conditions that violate the constitutional rights of people incarcer ated.“The L.A. County Jail system is a national disgrace,” Corene Kendrick, deputy director of the ACLU National Prison Project, said in a statement. “For almost 50 years, the jail has been under court oversight to provide the most basic minimum standards of sanitation, health care and human decency to people detained there. Enough is enough.”
The victims of hate incidents were primarily of Asian descent, with 51% falling into that category. Twenty-six percent were antisemitic, and 8% were aimed at Black residents.
Of the hate crimes in 2021, 16 were anti-Black, 10 were anti-Asian/Pacific Islander, seven were antiLatino, four were antiMiddle Eastern/Arab, and four were anti-white. Ten were anti-gay, five were anti-LGBTQ and one was anti-lesbian. In 26 incidents the bias was unknown.
Law enforcement agencies arrest and take people to the reception center, where they are meant to get booked and transferred to another facility within 24 hours. Many of the people detained there are unhoused, have serious mental illnesses, or both, according to the ACLU.
Ten hate crimes last year were aimed at Asian-Pacific Islanders, which was a 43% increase from 2020.
Of the hate crimes recorded in 2021, 56% were based on the victim’s race or ethnicity, 21% were motivated by religion and 23% were due to sexual orientation.
The combined number of hate crimes and inci dents last year was up 165% compared to five years ago.
At a hearing in the case Thursday, Robert Dugdale, an attorney representing Sheriff Alex Villanueva, did not dispute the ACLU’s assessment of conditions at the Twin Towers Correc tional Facility.

Dugdale said that when the “zero bail” policy was enacted, the jail popula tion dropped from 17,000 to 12,000 inmates, but since the policy was termi nated in July, the detainee population has risen to nearly 14,800. Complicat ing matters, the mentally ill makeup about 45% of the inmate population, he said.

The most vulnerable in this group are being left chained to a bench. They’re supposed to be removed from the chairs so they can use the bathroom, but people end up defecating on them selves.”
The civil rights group also claims the facility is negligent in provid ing adequate health care, including failure to provide people with serious mental illness or chronic medical

“This problem’s been going on for decades,” said U.S. District Judge Dean D. Pregerson, who is oversee ing the case. “The only way out of this is to provide adequate funding.”

Both Dugdale and the ACLU agreed to fine-tune a stipulated temporary restraining order to address the situation and file it in L.A. federal court Friday.
Hate crimes, incidents up slightly in Orange County
According to the report, 33% of the crimes and inci dents happened in public places such as a park or on the Forstreet.hate crimes, 25, or 34.7%, were in public; 14, or 19.4%, were in a residence; and 14, or 19.4%, were in a workplace. Seven, or 9.7%, were in a school; four, or 5.6%, were at a religious site; and the remaining eight, or 11.1%, were at an unknown place.
During an online seminar on the report’s findings, commission
members released a letter one victim received in the mail about a resident of Asian descent moving out of a neighborhood. The letter writer said, “You frickin’ Asians are taking over our American community and it is not resting well with all and who lives here...watch out, pack your bags and go back to your country, where you belong.”
Irvine Police Chief Michael Kent said he believes the crimes and incidents are underreport ed.
Kent added that many of the incidents are not reported for a variety of reasons.
ACLU attorneys who visited the center in downtown Los Angeles late last month reported unhy gienic conditions, includ ing floors littered with trash, overflowing sinks and toilets, no access to showers or clean clothes for days and a lack of adequate access to drinking water and food at the center.
In the hate incidents category, most of the offen sive behavior was due to race or ethnicity, at 65%, while 29% targeted the victim’s religion.
