I nterim City Manager Cynthia Kurtz has proclaimed a local emergency to strengthen the City’s preparedness and ability to respond to the virus. In an effort to stop the spread of monkey pox and make the monkeypox vaccine more readily accessible to those at highest risk, Pasadena Public Health Department is also expanding the eligibility criteria for the vaccine, effective immediately. “We are continuing to work proactively to protect the health of our community, and this proclamation allows us to mobilize more resources,” said Kurtz. “This local emergency will allow us to continue to support our community members who are currently most at-risk, while also to better prepare for what’s to come.”

What The Proclamation Means The proclamation allows the City to take all actions necessary to imple ment preventive measures to protect and preserve public health, including, but not limited to, mobilizing City resources, accelerating emergency planning; stream lining staffing; coordinating across other agencies; expediting the ability of the City to purchase necessary supplies to combat monkeypox; allowing for future reimbursement by the state and federal governments; and raising awareness throughout Pasadena about monkeypox, including how people can lower their risk and stop the spread. Earlier this month, the governor proclaimed a state of emergency to support the state’s response to monkey pox. Additionally, Los Angeles and Orange Counties have issued similar proclama tions to bolster their preparedness. Currently, the city of Pasadena has 15 confirmed or probable cases of monkeypox in Pasadena. There are reportedly 2,356 cases in California as of Aug. 17, accord ing to the California Department of Public Health.The city of Pasadena continues to provide monkeypox vaccines by invita tion only to the following select groups of persons identified through public health investigation:-Gayorbisexual men and transgender persons who had multiple or anonymous sex partners in the last 14 days, including engaging in survival and/or transactional sex (e.g., sex in exchange for shelter, food and other goods and needs).

Vaccine eligibility and information on how to access vaccines will continue to be updated at www.cityofpasadena.net/ monkeypox.Monkeypox is a viral infection that can spread through contact with body fluids, monkeypox sores, or shared items (such as clothing and bedding) that have been contaminated with fluids from sores of a person with monkeypox. Although monkeypox is not generally considered a sexually transmitted infection, it can be transmitted during sex through prolonged skin-to-skin and other intimate contact, regardless of gender or sexual orientation. To prevent the spread of monkeypox, PPHD recommends:-Avoiding close physical contact with people who have symptoms, including sores or rashes; - Talking to your sexual partner(s) about any recent illness and being aware of new or unexplained sores or rashes; -Avoiding contact with contaminated materials;-Wearing personal protective equip ment (i.e., mask, gloves, gown) if you cannot avoid close contact with someone who has -Practicingsymptoms;good hand hygiene; -Speaking to your healthcare provider about getting tested if you have symptoms; and -Staying in isolation until you are no longer considered infectious per public health guidance. In addition, people without a regular provider that have developed a rash in the genital or perianal area can access services at Los Angeles County’s sexual health clinics. L os Angeles County opened an additional monkeypox vaccina tion site Thursday — one day after officials announced the county this week had received less than half the number of new doses it originally of vaccine — enough to administer 70,000 shots — but got word from the federal government that it would actually be receiving only 5,600 vials, enough to administer 28,000 doses. “Public Health has received assurances from the federal leadership that additional doses will be available in the coming weeks,” according to a statement from the agency. Rep. Adam Schiff, D-Burbank, announced Wednesday that he and 10 other members of the Southern California Congressional delegation have sent a letter to the U.S. Health and Human Services Secretary Xavier Becerra stressed the “urgent” need to address the area’s shortfall. “We are encouraged by the Biden administration’s recent actions declaring monkeypox a public health emergency and issuing an emergency use autho rization to help expand JYNNEOS vaccine supply,” the legislators wrote. “While these are critical steps in the public health response to MPV, we strongly urge the Department of Health and Human Services, in coordination with the White House, to take further steps to procure and distribute additional JYNNEOS vaccine doses to ensure areas that have been hardest hit, including Los Angeles, have adequate vaccineDespitesupply.”the smallerthan-anticipated alloca tion, the county will still begin offering second doses of the vaccine to roughly 8,000 people eligible to receive them. The second doses will be available to people who received their first dose at least 28 days ago, with the shots available either through a personal health care provider or through the county’s registration system, if they received the initial dose from the county.Another 19,000 doses from the weekly alloca tion will be distributed to community providers and public vaccination sites to be used as first doses. In addition, 1,000 doses will be reserved for close contact with existing patients, for outbreak control and special popula tions at high risk of infec tion.The county this week transitioned to a newly approved method of administering smaller doses of the monkeypox vaccine, a move that led to a five-fold increase in the availability of shots locally. The U.S. Food and Drug Administration last week allowed the JYNNEOS vaccine to be administered between layers of skin, in what’s called an intrader mal injection. Previously, the vaccine was adminis tered beneath the skin, in a subcutaneous injection. The intradermal method requires only roughly onefifth the amount of vaccine required by the subcutane ous injection, authorities said.Making the change is designed to stretch the limited supply of the vaccine nationally, allowing smaller doses to be administered to more people.The county has simpli fied its previously complex system for determining who is eligible to receive a monkeypox vaccine. The shots are now available to any gay or bisexual man or transgender person age 18 and older who has had multiple or anonymous sex partners in the previous 14 days.Davis said Thursday the county was also expanding eligibility to those under age 18 “who are deter mined to be a high risk of monkeypox infection.” All minors must have consent from a parent or guardian to be vaccinated. Those aged 16 or 17 should be accompanied at a vacci nation site by a parent or guardian, if possible, or they can simply present a signed consent form. Those under age 16 must have a parent or guardian present to get vaccinated, in addition to a signed consent form, Davis said. Minors under the age of 18 are not eligible for the intradermal injection, so they must receive the full subcutaneous dosage, under the terms of the emergency use authoriza tion for the shots approved by the U.S. Food and Drug Administration.Peoplewho were eligible under the county’s previous guidelines will remain eligible for the shots.The previous guide lines made shots available to people confirmed by the Department of Public Health to have had highor immediate-risk contact with a known monkeypox patient, and to people who attended an event or visited a venue where there was a high risk of exposure to a confirmed case. OC Fair officials last year decided to limit attendance to align with efforts to curb the spread of COVID-19 after the fair was canceled in 2020 due to the pandemic. It went so well that organizers decided to limit attendance again this year because fairgoers said they liked having more room to move and shorter lines for events and attractions. OC Fair CEO Michele Richards said fair organiz ers are not aiming to break attendance records anymore, preferring to enhance the experience for fairgoers. Fair officials also kept ticket prices the same this year.“The annual OC Fair is very special and important to the community,” Richards said. “It gives us such pleasure to present it every year. It’s a thrill for our team to plan and produce an event that resonates with our guests throughout Southern Cali fornia and beyond. It’s always sad to see the annual OC Fair end each year, but rest assured our team is already working on next year’s fair. We can’t wait to welcome back all our guests again in 2023.”Twelve concerts in the Hangar were sold out, and 11 events in the Action Sports Arena were also sold out. Long Beach shifts monkeypox vaccine registration to state’s system
T his year’s Orange County Fair, which wrapped up on Sunday, drew nearly the same number of visitors as last year. A preliminary account ing of attendance showed that 1,055,173 visitors attended this year’s “Feel the Sunshine” fair. Eleven days of the fair were sell-outs. Last year, the fair drew 1,055,770 visitors and had 16 sold-out shows.

San Bernardino County has adopted a roadmap for implementing SB 1383, the state of California’s sweeping new law designed to eliminate the biggest source of methane emissions by divert ing organic wastes, including food, from landfills. “This new state law will lead to significant changes in how residents and busi nesses in unincorporated San Bernardino County manage their trash and recycling,” said Darren Meeka, Deputy Director of the County Department of Public Works overseeing the Solid Waste Management Division. For the first time, Cali fornia is requiring cities and counties throughout the state to provide trash, recycling and organics collection programs to their residential and commercial customers. Residential and commercial customers in the unincorporated areas under the county’s solid waste jurisdiction will be required to separate food scraps and other organic wastes from the trash. However, there are rural, desert, and mountain areas that may be eligible for waivers under SB 1383. It is the county’s intent to pursue waivers on behalf of its residents and businesses wherever applicable. It will also be the first time many San Bernardino County resi dents and businesses will be required to receive service from a county-contracted solid waste hauler. Addi tionally, some commercial customers will need to recover and donate edible food to food recovery organizations for distribution to people in need. Residents of the unin corporated areas will receive most of their information on how to comply with SB 1383 from their waste haulers, many of which have already begun to explain the law to their customers. Most San Bernardino County residents and businesses are located within the jurisdictions of the county’s 24 incorporated cities and towns, which are required to develop their own approaches to comply with SB 1383.“We recognize the state’s mandated changes will be disruptive to many of the residents and businesses we serve in the unincorporated areas,” said Board of Supervi sors Chairman Curt Hagman. “The county is committed to ensuring a smooth transition, with ample time to educate our customers, so there is no confusion about the new requirements, and so custom ers can prepare and adapt.” The county’s plan to roll out the planned changes to solid waste collection in the unincorporated areas has been submitted to the Califor nia Department of Resources Recycling and Recovery, known as CalRecycle, for its review and approval. SB 1383, the Short-Lived Climate Pollutant Reduction act, was signed into law in 2016, but its most impactful provisions phased in on Jan. 1. The law was passed to help California reach key envi ronmental goals, including reduction of greenhouse gas emissions from landfills and extending the life of existing landfills by diverting more recyclable materials. It also sets stricter requirements for compliance to ensure that California is recycling and reusing as much of its waste stream as Accordingpossible.to the State, of all pollution control measures, reducing methane from landfills will have the biggest immediate impact on climate pollutant reduction.

Changes to solid waste collection recovery coming to unincorporated areas in San Bernardino County
According to CalRecycle’s
most recent solid waste study, organic waste (such as food scraps, yard trimmings, paper, and cardboard) is the most prevalent type of material going to landfills, making up 51% of what Californians discard.CalRecycle will enforce compliance with SB 1383 through the threat of fines against cities, counties, and special districts that provide solid waste collection services. To avoid those fines, the county will develop programs with its contracted haulers serving its unincorporated communities designed to enable compliance with the mandatory elements. As a result, the county is working to amend its existing fran chise contracts with waste haulers to cover most of the unincorporated areas of San Bernardino County. “San Bernardino County is the largest county in California and is highly diverse both in landscapes and lifestyles. Our county is committed to carrying out this new mandate as flexibly as possible in consideration of the diverse lifestyles of county residents,” Meeka said. “We understand if some of our county residents and busi nesses feel frustration over the inconveniences associated with the new state mandates.
