Nanette Barragán nominates Hakeem Jeffries as next house Dem leader

Rep. Nanette Diaz

Barragán,D-San Pedro, was the lead nominator Wednesday for New York Rep. Hakeem Jeffries to be the minority leader of the U.S. House of Representatives. Jeffries takes over the Democraticleadership position from Rep. Nancy Pelosi, D-San Francisco, who served as both Speaker of the House and minority leader since 2007, but stepped aside after Republicans regained control of the chamber in the

Nov. 8 election.

The 52-year-old Jeffries was elected to the post unanimously in a closed-door meeting Wednesday morning. He is the first Black person to lead one of the two major U.S. political parties in Congress.

"Hakeem Jeffries is a defender of democracy, a masterful messenger, a sophis ticated legislator, a tough impeachment prosecutor, and compassionate champion for the people," Barragán said in her speech.

"Hakeem Jeffries, like Dr. King, believes we need to act with the fierce urgency of now to make America work for all Americans, especially the marginalized, the poor, the middle- and working-class -- or as he says, the least, the lost and the left-behind -- the fierce urgency of now to push policies that address racial, social and economic injustice. Progressive policies that will move us forward.

"... Hakeem Jeffries, as our caucus chair, kept us

together through the darkest times of the pandemic, the deadly insurrection on January 6, and a once-in-ageneration economic crisis," Barragán continued. "Now, he will lead us into the next Congress and back into the majority stronger than ever with that same fierce urgency of now. Because Hakeem Jeffries knows that failure is not an option.

"Hakeem Jeffries is a consensus builder, a listener, a collaborator, a fighter --

put simply, Hakeem Jeffries is a leader. And as they say in Brooklyn -- if you don't know, now you know.

"This is a historic day filled with promise and new beginnings. I proudly place his name into nomination."

Jeffries said he planned to "lead an effort that centers our communication strategy around the messaging prin ciple that values unite, issues divide," adding that "more must be done to combat infla tion, defend our democracy,

secure reproductive freedom, welcome new Americans, promote equal protection under the law and improve public safety throughout this country."

Barragánrepresents California's 44th Congressio nal District, which includes the communities of Carson, Compton, Florence-Firestone, Lynwood, North Long Beach, Rancho Dominguez, San Pedro, South Gate, Walnut Park, Watts, Willowbrook and Wilmington.

Jewish holiday recipes for everyone to try

With Hanukkah right around the corner, check out these delicious recipes brought to you by the Jewish diaspora. Jewish cuisine has long been influential in the U.S. and global food culture. Diaspora brought traditional Jewish foods across the world. Over centuries and continents, Jewish foods became part of the places Jews have migrated, including Los Angeles, just as diverse and rich regional foodways have shaped the evolution and reinterpreta tion of Jewish food.

Because Ashkenazi Jews (of the Eastern European diaspora) make up most of the Jewish population in the U.S., many familiar Jewish favorites among American Jews and non-Jews hail from Russia, Poland, Germany, and the rest of Central and Eastern Europe. Less ubiquitous but just as delicious is Sephardi cuisine, which encompasses foods of the Spanish diaspora in North Africa, the Middle East, and the Mediterranean.

Latkes

The iconic Hanukkah food is beloved by Jews and non-Jews alike (as most forms of fried potatoes are). But latkes were not always made using potatoes. After the expulsion of Jews from Sicily in the late 1400s, their tradi tional fried ricotta pancakes spread to northern Italy. It was only in Eastern Europe in the mid-1800s, after a surplus crop of potatoes, that potato latkes became the fritter of choice for Ashkenazi Jews. Whether grating the potatoes and onions by hand, or using a food processor to cut down on prep time, these latkes fit the bill when topped with apple sauce, sour cream, or lox.

Matzo ball soup

A staple at the Passover table and your local diner alike, matzo ball soup is easy to make using matzo ball mix and a few pantry ingredients, but is greatly improved by making a comforting, fromscratch chicken soup or your favorite hearty vegetable stock. Originally made from the leftover crumbs of matzo, Central and Eastern European Jews made "knoedel." In the 1930s, Manischewitz began selling matzo ball mix in the

U.S., reportedly under the name "Alsatian feathery balls."

Challah

There are few things more enjoyable than a warm, freshly baked challah. Usually intri cately braided with a shiny browned outside, challah is a soft and fluffy egg-based bread, mildly sweet from honey or sugar, that is typical ly served on Shabbat or with other holiday meals. Try this challah smeared with butter and drizzled with honey, made into french toast, or used as a sponge for brisket.

Hamantaschen

Hamantaschen are triangular cookies tradition ally made on Purim, and are usually filled with preserves, poppyseeds, prunes or dates, or even chocolate spread. The shape of the cookie is, like many Jewish foods, symbolic

most include beef or chicken, like this recipe, sweet potatoes, a grain such as barley or rice, chickpeas, eggs, and warming spices like cumin, cinnamon, and paprika. A hint of spice from harissa and sweetness from prunes and honey add complexity and warmth to this comforting dish.

Chraime

Chraime is a Sephardic dish of fish stewed in a spicy tomato sauce made by Jews in North Africa and the Middle East for Passover, Shabbat, and other holidays. The name "chraime" comes from the Arabic word for "hot," though spice levels can be adjusted according to personal taste and availability of chilis. This recipe blends paprika and cayenne with olive oil and tomatoes, and is stewed for an hour at low heat, making

known as lokshen kugel, is a light, sweet, and dairy-filled egg noodle casserole often served on Shabbat or other holidays. Jewish food histo rian and recipe developer Joan Nathan writes in "The Jewish Holiday Kitchen" that lokshen kugel originated in Eastern Europe, where it was consid ered the "official Sabbath dessert." It was often baked at the same time as the cholent, or Shabbat stew, which would result in a moister kugel. This noodle kugel recipe combines sugar with four types of dairy to form a basic foundational kugel; however, it can be dressed up with the addition of raisins, spices, pineapple, or any other dried fruit or nuts.

Sufganiyot (jelly dough nuts)

Fried foods reign supreme on Hanukkah, paying homage

The chutney-like mixture is usually comprised of fruits, nuts, spices, wine, and honey, but varies regionally. Ashke nazi Jews in the U.S. typi cally make an apple and walnut-based charoset, while Sephardi charoset recipes vary greatly, utilizing different combinations of dates, figs, raisins, pine nuts, citrus, and chestnut paste, depending on what is available geographi cally. While interpretations of the meaning of charoset vary, the condiment is gener ally thought to represent the mortar the Jews used to build the pharaohs' buildings in ancient Egypt.

Stuffed cabbage

Stuffed cabbage or vine leaves is a food that is widely dispersed across the Jewish diaspora, morphing and taking on regional and cultural varia

Shavuot, borscht is frequently garnished with a dollop of sour cream, since dairy is symbolic of the purity of the Torah. This easy, Russian-style borscht is vegetarian and very hearty, with beets, potatoes, and red cabbage.

Matzo

Sometimes known as the "bread of affliction," matzo is the crunchy, unleavened foun dation of the Passover table. Matzo serves as a reminder that as the Jews fled slavery in ancient Egypt, pursued by Pharaoh's army, they did not have time to let their bread rise, and instead ate unleavened bread. Although the process of making matzo at home seems daunting, this recipe provides a simple guide which comes together in under 30 minutes and only requires flour, water, and olive oil.

Keftes de prasa (fried leek patties)

in nature. Most people believe that the triangle mimics the shape of the hat worn by Haman, the villain of the Purim story. They can be made dairy-free, although some prefer swapping out the vegetable oil with butter for a richer dough. The cookies are formed by cutting out circles of dough, placing a dollop of your preferred filling in the center, and folding over three sides to form the quintessen tial three-cornered shape.

Dafina

Dafina is a Moroccan stew typically cooked by Sephardic Jews for Shabbat. Though the one-day cook time can seem daunting, the stew is meant to be simmered slowly over the course of many hours or overnight to avoid cooking on Shabbat. Although there are infinite iterations of dafina,

it a relatively easy centerpiece dish without a lot of prep or active cook time.

Brisket

A singularly comforting Passover and Rosh Hashanah dish, brisket has been an important staple in festive Jewish meals for generations. In Eastern Europe, brisket was considered by non-Jews to be a less desirable cut of meat, due to its toughness if not cooked over a long period of time. However, the kosher cut's lengthy preparation time was not a deterrent for Jews, who could begin cooking the brisket 24 to 48 hours prior to Shabbat or other holidays. This version of brisket is braised in red wine, herbs, and beef stock for a deep, fullbodied flavor.

Kugel

Noodle kugel, otherwise

to the miracle of the small amount of oil that lit the ancient Temple in Jerusalem for eight days and nights. Sufganiyot, or round jelly doughnuts, emerged in 1400s Germany, and then spread to Poland and to the rest of the world, where they were designated an official food of Hanukkah in the 1920s. Making sufganiyot at home is a bit of a project, in part because of the yeasted dough, which rises overnight in the refrigerator, and partially because of the deep-frying. For the ambitious or commit ted doughnut lover, however, fresh sufganiyot filled with preserves or sweet cheese cannot be beat.

Charoset

Like most of the foods on the Passover seder table, charoset is highly symbolic.

tion over time. The cabbage rolls are often served on Sukkot, where stuffed foods symbolize the bounty of the autumnal harvest, and on Shavuot, the holiday which celebrates the giving of the Torah—two cabbage rolls next to each other are thought to resemble Torah scrolls. This Sephardi-style stuffed cabbage recipe includes lamb, cumin, cinnamon, almonds, and currants, and is topped with crumbled feta.

Borscht

This iconic purple soup gets its vivid color from beets, and can be enjoyed either hot or chilled. Though borscht is a staple dish across Russia and Poland, it is thought to have originated in Ukraine. Borscht is not always served as a holiday dish, but often accom panies Shabbat meals, and on

Keftes de prasa, or fried leek patties, are a Sephardic Hanukkah tradition among Jews in Turkey, Greece, Southern Europe, and the Middle East. Leeks have historically played a large part in Sephardic dishes, and spread from their native eastern Mediterranean across Eurasia with the Sephardic diaspora. Much like Ashkenazi latkes, keftes de prasa are Hanukkah favorites because they're fried in oil. Some recipes call for potato, while others, like this one, simply require leeks as the base.

Honey cake

Honey cake is a dense, sweet, and spiced cake typical ly baked on Rosh Hashanah, or the Jewish new year. Honey is an essential component of any Rosh Hashanah celebra tion, as it represents hope for sweetness in the coming year. The preparation of honey cake is not complicated, but the ingredients in this recipe, such as cloves, nutmeg, orange juice, coffee, and (optional) whiskey, impart a deeply complex palate which offsets the sweetness of the honey. The cake is best enjoyed with a cup of tea or coffee and poached autumnal fruit, like apples or pears.

Department of Justice opens investigation into real estate tech company accused of collusion with landlords

This story was originally published by ProPublica.

The Department of Justice’s Antitrust Division has opened an investigation into whether rent-setting software made by a Texas-based real estate tech company is facilitating collusion among landlords, according to a source with knowledge of the matter.

The inquiry is being launched as questions have arisen about a 2017 merger between RealPage and its largest pricing competitor. The source told ProPublica some DOJ staff raised concerns about the merger but were overridden by politi cal appointees of former Pres ident Donald Trump.

Congressional leaders have pushed for an inves tigation into RealPage in three letters to the DOJ and the Federal Trade Commis sion, which were sent after a ProPublica report on the software’s use in mid-October.

The letters raised concerns that RealPage’s pricing software could be pushing rents above competitive levels and allowing big landlords to coordinate their pricing in violation of federal antitrust laws.

“We are concerned that the use of this rate setting software essentially amounts to a cartel to artificially inflate rental rates in multifamily residential buildings,” three senators said in a letter in early November. They included Sen. Amy Klobuchar, the Minne sota Democrat who chairs the Senate Subcommittee on Competition Policy, Antitrust and Consumer Rights.

The Capital Forum first reported the existence of the investigation and some details on Tuesday.

RealPage’s software works by collecting information from property managers who are the company’s clients, including what rents they are able to charge tenants. That information is fed into an algorithm that then recom mends prices daily for each available apartment.

Though RealPage says the information is aggregated and anonymized, some experts have said using private data from competitors to set rents could run afoul of antitrust laws, allowing property managers to illegally coordi nate their pricing.

ProPublica found the software is widely used in some markets: In one downtown Seattle ZIP code, 70% of more than 9,000 apart ments were controlled by just 10 property managers — every one of which used RealPage’s pricing software in at least some of its buildings.

RealPage did not immedi ately respond to a request for comment.

The company has said RealPage “uses aggregated market data from a variety of sources in a legally compliant manner.” The company said its software prioritizes a prop erty’s own internal supply and demand dynamics over external factors like competi tors’ rents. The company also said its software helps reduce the risk of collusion that would occur if landlords relied on phone surveys of competi tors to manually price their units.

The DOJ’s investigation represents the second time the federal law enforce ment agency has looked into RealPage’s rent-setting software. In 2017, the DOJ flagged a proposed merger in which RealPage sought to buy its biggest competitor, a company called Rainmaker Group, which made rentsetting software known as LRO, or Lease Rent Options.

RealPage’s then-CEO, Steve Winn, said the $300 million purchase would allow RealPage to double the number of apartments it was pricing, from 1.5 to 3 million units.

After the acquisition was announced in early 2017, the DOJ requested additional information from the compa nies involved. Federal regula tors scrutinize mergers above a certain size — right now, it is transactions valued at $101 million — and typically allow them to proceed after only a preliminary review.

But the government can request more information from companies and even seek to block the merger in court if it believes it could substan tially harm competition.

A paralegal specialist who worked on the original DOJ probe into RealPage said it was narrowly focused on the impact on competitors who made software with a similar purpose. The paralegal said she was unaware of any complaints by those compa nies about the proposed merger.

Merger review guidelines used by both the DOJ and FTC say the agencies “normally evaluate mergers based on

their impact on customers,” which include both direct customers and final consum ers. But the paralegal said the investigation did not involve talking to tenant advocates or renters.

“The focus of the investi gation was ‘talk to competi tors, talk to large rental companies,’” said the para legal, who did not want to be named because she was not authorized to speak about the investigation. “That was the limited focus.”

ProPublica found that in the Seattle ZIP code it examined, some of the 10 largest property managers used RealPage’s original pricing software and others were clients of the competitor it acquired.

Though some career DOJ staff members were concerned about the merger, political appointees leading the agency at the time under Trump chose not to challenge it in court, according to the source with knowledge of the matter.

The investigation fell at a time when the DOJ’s Antitrust Division was preparing to sue to block a proposed merger between AT&T and Time Warner, which promised to take up a lot of the division’s resources. “It was a resource constraint issue he was trying to balance,” the source said of Makan Delrahim, the former assistant attorney general charged with overseeing the division at the time. In addition, RealPage did not have the same reach then as it does today, the source said.

Delrahim declined to comment on Tuesday about

the first RealPage investiga tion, saying he was bound by government ethics restrictions from discussing nonpublic aspects of the case and referring questions to the current administration.

He said that given that it had been almost five years, his “memory is fuzzy at best.” But he added that in general, “as evident from my past record, I was not shy about green lighting cases that I felt were meritorious even if difficult or unprecedented.”

Antitrust prosecutions by the division fell to historic lows under Trump.

The DOJ declined to comment on Tuesday, Nov. 23.

Klobuchar’s recent letter to the DOJ mentioned the 2017 merger, saying that such consolidation can make markets “more susceptible” to collusion and encouraging the department to consider looking at RealPage’s past behavior to see if any of it was anticompetitive.

RealPage says its customer base across all its products — which also include other types of software, such as account ing — has exceeded 31,700 clients.

Marketing materials dated 2021 on the company’s website said its so-called revenue management products, formerly called Yieldstar and LRO, are “trusted by over 4 million units.”

ProPublica also detailed how RealPage’s User Group, a forum that includes landlords who adopt the company’s software, has grown to more than 1,000 members, who meet in private at an annual conference and take part in

quarterly phone calls. Klobu char’s letter raised specific questions about the group, saying the senators were “concerned about potential anticompetitive coordination” occurring through it.

In addition to the letters from congressional lawmak ers, renters have filed three lawsuits in federal court in Seattle and San Diego since mid-October, alleging RealPage and a slew of large landlords are engaging in anti competitive behavior through the company’s software.

After the San Diego lawsuit was filed, a RealPage representative said the company “strongly denies the allegations and will vigorously defend against the lawsuit.” It has not responded to requests for comment on the other two lawsuits.

A property manager named in one of the Seattle lawsuits, Campus Advantage, said in a statement that it “strongly disagrees with the unsubstantiated allegations in the lawsuit and intends to vigorously defend against the claims. Campus Advantage is proud of its track record creating successful communi ties.”

Other property manage ment firms named in the three lawsuits either did not respond to requests for comment or declined to comment. One could not be reached.

Pasadena man who bought Maserati with COVID relief money pleads guilty

APasadena man who used stolen iden tities to fraudu lently obtain unemployment insurance benefits under the coronavirus federal relief act, which he later used to purchase a Maserati luxury SUV, pleaded guilty Tuesday to federal charges.

Robert Sloan Mateer, 32, entered his plea to charges of use of unauthorized access devices, possession with intent to distribute metham phetamine and being a felon in possession of ammunition, according to the U.S. Attor ney's Office.

U.S. District Judge Otis D.Wright II set sentencing for April 17 in downtown Los Angeles. The total maximum penalty Mateer faces for the three offenses is life impris onment, a lifetime period of supervised release and a fine of $10.5 million, prosecutors said.

During a traffic stop in October 2020, Pasadena Police officers arrested Mateer and found inside his Maserati unemployment benefits debit cards, several other credit and

debit cards, about $197,711 in cash, more than 85 grams of methamphetamine and a loaded Glock-type pistol with no serial number.

Evidence gathered during the investigation determined that at least 14 of the 17 debit cards were loaded with at least $133,000 in unemployment insurance benefits, later deter mined to have been issued under the Coronavirus Aid, Relief, and Economic Security Act, and had been issued in the names of third parties, includ ing identity theft victims.

The California Employ ment Development Depart ment distributes unemploy ment insurance benefits under the CARES Act, which expanded unemployment benefits to cover those who were previously ineligible, including business owners, self-employed workers and independent contractors who were put out of business or significantly reduced their services because of the COVID-19 pandemic.

Mateer admitted to obtaining the unemploy

ment benefits debit cards by using "thousands" of identity profiles in his possession, that each debit card was loaded with $14,500, and that he used the fraudulently obtained unemployment benefits to purchase the Maserati, federal prosecutors said.

Mateer also admitted that he withdrew the $197,711 in cash found in his Maserati from ATMs across the Los Angeles area. Mateer also withdrew $13,840 from the EDD debit cards in his posses sion.

UC postdoctoral scholars, researchers reach tentative agreement

University of Cali forniapostdoc

toral scholars and academic researchers have reached a tentative labor deal that union officials said Tuesday includes higher wages and cost-of-living increases, but they will still need to return to work in solidarity with some 36,000 graduate student workers who remain on strike.

"We are proud to have reached agreements that address the soaring cost of living, and reflect the value of our contributions at UC," Neal Sweeney, president of UAW Local 5810, said in a statement.

"These agreements represent a new, best-inclass model that will improve quality of life — and the quality of research — for scientists across the U.S. It is now time for UC to make serious proposals to Academic Student Employ ees and Student Researchers and to reach fair agreements that recognize the contribu tions these workers make."

About 48,000 union ized academic workers across UC's 10 campuses — who perform much of the teaching and research at the higher education system — walked off the job on Nov. 14, calling for better pay and benefits. Roughly 12,000 of those workers are postdoctoral employees and

academic researchers.

In a statement, UC offi cials said they were pleased an agreement had been reached.

"Our dedicated colleagues are vital to UC's research activities and we are very pleased to have reached agreements that honor their many important contribu tions," Letitia Silas, executive director of systemwide labor relations at UC, said in a statement.

"These agreements also uphold our tradition of supporting these employ ees with compensation and benefits packages that are among the best in the country."

Details of the ratification process will be announced soon. Once ratified, the new contracts will be effec tive through Sept. 30, 2027, according to the UC.

According to the union and UC, the tentative agree ment for postdoctoral scholars includes:

- a 20-23% salary increase (up to $12,000) by October 2023; while over the course of five years, the lowestpaid postdoctoral worker would receive a 57% salary increase;

-up to $2,500 annual reimbursement for child care expenses with flexibility to use the funds for child care expenses related to profes sional travel;

-annual $100 child care increases in 2024, 2025 and 2026;

- two-year initial appoint ments (up from one year) followed by one-year reap pointments; and

-effective Jan. 1, a new special Postdoc Paid Leave program of eight weeks of 100% paid family leave for all postdoctoral workers.

For academic researchers, contract highlights include:

-pay increases of 4.5% in the first year, 3.5% in the second, third and fourth years; and 4% in the fifth year;

-all reappointments no longer have exceptions for less than minimum length;

-effective Jan. 1, eight weeks of 100% pay for family care and bonding for eligible academic researchers; -increased bereavement leave; and

-a new provision to address abusive conduct and provide a dispute resolution process.

Union officials said the postdoctoral scholars and academic researchers will remain on strike pending a ratification vote and in solidarity with the student employees and researchers. Union officials said the UC has not yet responded to a compensation proposal made on behalf of those workers nearly two weeks ago.

Roundup: LA council votes this week

LA City Council voted on funding for various transportation projects in the Westside, delivery robot regulation, rehousing strategy for people experiencing homelessness who are living in recreational vehicles, the Los Angeles Fair Work Week Ordinance, expanding USC street medicine services program, the creation of the Office of Procurement, and increasing pay for LADEWP workers.

LA Council Approves $5.1M for Westside Over Concerns from Traci Park

The Los Angeles City Council approved $5.1 million in funding for various transportation projects in the Westside, despite a request from Councilwoman-elect Traci Park to delay the funding request — which was made by outgoing 11th District Councilman Mike Bonin — until she takes office.

About half of the funding will go toward the Lincoln Boulevard Multimodal Bridge Improvement Project. Another $1.6 million will be spent on funding the construction of the Rose Avenue Pathway and Protect ed Bike Lane Project.

Bonin, who departs in two weeks after serving two terms on the council, filed the motion last week. It states that several projects on the Westside “require more funding to achieve construc tion or project development milestones.”

“There is sufficient funding available in special accounts that are designated specifically for transporta tion projects on the Westside, from special fees collected on developments on the Westside,” according to the motion.

The council authorized the Department of Transpor tation to appropriate funding toward the projects.

In a letter to the council, Park — who defeated Boninbacked candidate Erin Darling in a runoff — sought for her future colleagues to delay action on the item until after she takes office on Dec. 12. Park cited lack of commu nity engagement regarding the Lincoln Boulevard project

and said the item should be delayed until outreach and funding analysis are conduct ed.

Park, who was critical of Bonin during the campaign, called the funding proposals a “last-minute rush job” with a “massive price tag attached to them.”

LA City Council votes to regulate personal delivery devices

The Los Angeles City Council voted to implement a pilot program for personal delivery devices, in an effort to regulate operators of such devices on city sidewalks.

The devices, also known as delivery robots, have been used by private companies to complete last-mile food and retail deliveries.

According to the original motion, filed in 2020 by Councilmen Bob Blumen field and Mike Bonin, the city should be “proactive in regu lating these devices in order to balance the health and environmental advantages” with potential impacts of jobs and the “private use and capi talization of the city’s public infrastructure.”

The council voted for an ordinance that would implement the program. The ordinance will come before the council next week for a second vote.

The motion praises the devices as allowing for “more contactless delivery options in the midst of the global COVID-19 pandemic,” along with providing for an alternative to delivery by gaspowered vehicles.

The program authorizes the Department of Trans portation to issue permits to operators of the devices. If an operator fails to comply with the permit’s rules, the permit could be suspended or removed.

The city plans to study the data collected during the pilot program to ensure safe operation of the devices and to determine how many devices can be deployed in various locations.

LA Council to explore citywide rehousing strategy for RV dwellers

The Los Angeles City Council voted to explore a

citywide rehousing strategy for people experiencing homelessness who are living in recreational vehicles.

The council directed the city administrative officer, the Los Angeles Homeless Services Authority and the Department of Transporta tion to report back in 60 days on a strategy that includes:

— identifying and securing appropriate interim shelter and housing for people living in RVs;

— incentives for voluntary relinquishment of RVs used as dwellings;

— expanding Safe Parking programs to include over sized RVs in 24-hour Safe Parking programming; and

— Demolishing RVs after the resident moves into interim or permanent housing, with consent of the owner.

Nearly 6,500 people expe riencing homelessness in Los Angeles are living in a total of about 4,000 RVs, a 40% increase since 2018, accord ing to LAHSA’s point-in-time count. That represents 22% of the city’s total unsheltered population.

According to a motion by council members Nithya Raman, Curren Price and Marqueece Harris-Dawson, RVs are in “grave disrepair, meaning that people living in them face unsanitary and sometimes dangerous condi tions.”

The motion claims that the city’s current approach of banning oversized vehicles on certain streets has “proven to be largely ineffective” because RV dwellers move to other streets.

“It is clear that the city needs to come up with a more effective and holistic response to vehicular home lessness,” the motion states.

“We don’t have a single RV safe parking lot that really functions here in the city of Los Angeles at this moment,” Raman said at Tuesday’s meeting. “We are not creating the kinds of responses that can actually get people who are experiencing home lessness indoors, that can actually provide the kind of mental health care that we need on the streets to get

people from an encampment into a home.”

Earlier this month, Coun cilwoman Monica Rodriguez introduced a motion seeking to expand a pilot program in her district that offers people living in RVs voluntary tran sition into interim or perma nent housing, and incentives to trade in their vehicles for disposal.

“The challenges that exist with RVs is multifaceted,” Rodriguez said. “There’s not a one-stop shop as it relates to RV encampments. It’s a very complicated issue.”

LA Council gives final approval to fair work week ordinance

The City Council gave final approval to an ordinance that requires retail employers in Los Angeles to provide work schedules to employees at least 14 days in advance, and provide at least 10 hours rest between shifts.

The Los Angeles Fair Work Week Ordinance, proposed by Councilman Curren Price in 2019, has been through various discussions and edits over the past three years. It was conceived as a way to soften the unpredictability of retail employee schedules.

Price said the ordinance will impact an estimated 70,000 workers at large retail ers in Los Angeles.

“We must recognize the gaps and wide range of concerns faced by our workers, and we must put their needs over corporate profits,” Price said. “This is the least we can do to give them our sincere apprecia tion and thanks for the work that they do.”

According to a UCLA study cited in the ordinance, 80% of the 140,000 Los Angeles resi dents working in the retail sector have “unpredictable, last- minute and fluctuating work weeks over which they have no control,” and over three-quarters receive less than a week’s notice of their schedules.

The ordinance, which will take effect next April, only applies to retail businesses with 300 or more employees globally.

Council President Paul Krekorian described the ordi

nance as a “catalytic change in the way the retail industry is going to be operating in our city,” and Councilman Paul Koretz called its passage “one of the proudest moments of the L.A. City Council.”

“It makes a lot of things in life possible and functional without causing an undue harm to the employers,” Koretz said.

The ordinance also requires employers to provide employees with a “good faith estimate” of their work schedule upon hiring. If employees work a shift that begins less than 10 hours from the previous shift, employers would have to provide one-and-a-half times pay.

The council approved 11 new positions in the Bureau of Contract Administration to help implement and enforce the ordinance.

The ordinance “represents the strength and the value of the labor movement,” accord ing to Councilwoman Monica Rodriguez.

“This monumental change and adoption of this new ordinance is going to help, I believe, be a catalytic force in helping to assist us in uplifting more families out of poverty,” Rodriguez said.

LA Council establishes Office of Procurement

The Los Angeles City Council adopted an ordi nance to establish an Office of Procurement in an effort to streamline purchasing services for the city.

The office, which will be under the City Administra tor’s Office, will be tasked with making recommenda tions to the City Council and mayor regarding “standards, policies, processes and tech nology” related to procure ment and contracting activi ties.

Procurement is the second-largest category of spending by the city behind staff salaries, according to the ordinance. The city spends about $4.5 billion a year on procuring goods, services and construction, according to a 2021 motion filed by Council members Nithya Raman, Paul Krekorian and Mitch O’Farrell.

“Treating procurement as a strategic function of government, rather than simply an administrative matter, is crucial to achieving the city*s social, economic and environmental goals,” the ordinance states

Mayor Eric Garcetti created a Chief Procure ment Officer role in 2018, but the ordinance notes that the city “requires additional resources to ensure strate gic procurement across city departments and offices.”

The council members’ motion claims that Los Angeles “has lagged behind other major cities when it comes to professionalizing, streamlining and develop ing a strategic approach to procurement.”

The office will serve as an intermediary between the private sector and city and identify opportunities for the city to leverage its purchasing power.

LA council votes to expand USC street medicine services program

The USC street medicine services program will be expanded following a Los Angeles City Council vote.

The council voted to provide $1 million in funding for the program, which began in November 2021 as the first full-time, city-funded street medicine team in Los Angeles.

The program — which provides on-site services to people experiencing home lessness — will be expanded from one team to three teams, and from covering two council districts to six.

“USC is unique because it just doesn’t wait for people,” Mayor Eric Garcetti said at a briefing Tuesday. “It goes one-by-one to each patient that they serve.”

The program will be expanded to cover neighbor hoods in South Los Angeles and Hollywood, and is expected to serve around 900 patients at full capacity, according to Garcetti.

Councilwoman Nithya Raman said the street medicine team can help fill

Monrovia Old Town report: Christmas in Monrovia

The holidays are fast approaching. There are a mere 24 days until Christmas and while part of me dreads the added expense, stress, work and general hubbub and shopping frenzies, I just love this time of year. We’re all still vibe-ing from November’s Thankful & Grateful mindset.

We’re still feeling love and generosity as we enter the season of giving. Giving…I can’t think of a better way to follow gratitude. Giving and receiving are both aspects of the same flow of energy in our universe. When we give what we seek, we are keeping the flow of abundance circulating in our daily lives.

You can begin the process of bringing joy, affluence and wealth into your life and the lives of others by giving everyone you encounter a gift.

It can be the gift of a compli ment, a smile, a prayer or heartfelt wish, appreciation, or a flower. As you go on with your day you can give thanks: for the sun shining, your daily breath, our beautiful moun

tains and community or the birds singing.

The spiritual law of giving and receiving is truly quite simple. If you want more joy in your life, give it to others. If you want love, give love. If you want more wealth, help others prosper. Giving is contagious. It can inspire great change, positivity and healing.

I didn’t plan on taking the long way to the point of this article, so forgive me — we’ve reached the point. Today is Day One of the 8th Annual Christmas in Monrovia fund raiser. This fundraiser was spearheaded by Stephen Bray, a local Monrovian and founder of the (in)famous Monrovia Daily News Facebook group.

In 2015, a local 31-yearold woman and mother, Lajoya McCoy was murdered by her former boyfriend and left in the trunk of her car. The thought of her newly orphaned children at Christmas pulled on Steve’s heartstrings and thus the fundraiser was born, and I am so proud to be his elf.

In its 8 years, with the love and support of the community and

over 15,000 members of the Monrovia Daily News, Christ mas in Monrovia has raised over $75,000! These funds are converted into gift cards and then dispersed throughout our community.

We work very closely with our local Monrovia school staff, both counsel ors and administrators, and we disperse the gift cards to their most needy families. Christmas in Monrovia also distributes to Janie Duncan and her Foothill Kitchen. She does so much for so many in this community and she does it lovingly and selflessly. It is truly a wonderful experi ence to be part of a project that brings out the generos ity and love of our wonderful neighbors and merchants and is converted into joy and smiles for so many of our local families and children.

If you happen to be a member of the Monrovia Daily News, then there will be ample notices of ways you can participate. If you would like to be part of this amazing local fundraiser, you can contact

me directly at shawn@girl fridaysolutions.net I would be happy to answer any ques tions you may have.

There was a time in my life when my family and I lost [almost] everything. One of the most painful things, that no one really thinks of until it happens to them, is what do you tell your children when there are no presents under the tree, but they still believe

in Santa? Of course, there are worse things that can happen in life and there are always blessings even if they are hard to see sometimes. But no parent wants their babies to be sad. Ever.

I’ve handed these gift cards to parents that hugged me in tears and it is so incred ibly special. The hardest part is not having nearly enough money to make a difference

for every family in need. Often, we don’t realize how many people in our very own community are in dire need. If Christmas in Monrovia doesn’t resonate with you, I hope you will find some way to give this holiday season.

Not only will it bring someone joy, but it will also give you joy. “For it is in giving, that we truly receive.”

Send your letters to editorial@beaconmedianews.com - Please be brief.

In the three monotheistic religions (Judaism, Christi anity and Islam), heterosex uality is the only authorized form of sexual intimacy, preferably between married

couples. And this convic tion, carried to its extreme in theocracies, is considered inviolate, and those who transgress it deserve death as their punishment.

In monotheistic societies, therefore, ancient polytheist religions (commonly called “pagan”) were regarded as degenerate at best, or

as cursed by God at worst –because pagan religions made no moral judgment about sexual preferences.

But in today’s vicious homophobia which has sprouted many delusive individuals who believe they have permission from God to kill gay people, we should praise those ancient

pagan civilizations which had no hatred toward nonheterosexuals or LGBTQs. In that respect, I regard them better than mono theistic societies that are apparently so absorbed with condemning other adults’ consensual sexual activities.

Thus, despite its virtues,

monotheism introduced a tragic new concept: To be LGBTQ is no longer to be merely different. No, people such as they are despicable sinners who must be destroyed.

And isn’t it frightening that so many in our society follow such a dangerous dictum?

the need for shelter beds in the city.

“This type of care can mean the difference between life and death,” Raman said. “Scaling up a system like this, programs like these that can embrace people who need shelter and who need care with a

city that we know can offer it right to them.”

Councilwoman Monica Rodriguez claimed that Los Angeles County should be doing more to fund such programs.

“But here we are again, the city of Los Angeles, funding the very services and intervention that the county should be stepping

up to the plate to provide,” Rodriguez said. “It’s why we need to continue to advance our work and our progress in building that collabora tive response model with the county of Los Angeles.”

LA Council approves pay raise for hundreds of LADWP employees

The Los Angeles City Council approved a pay

raise for hundreds of workers at the Los Angeles Department of Water and Power.

Ten bargaining units under the International Brotherhood of Electrical Workers, or Local 18, will receive the new contract — a four-year agree ment that lasts through 2026. Workers’ salary will

increase by at least 2.5% each year and as much as 10% each year, depending on inflation.

The workers, dozens of whom showed up at Tues day’s council meeting, will also receive a 3% bonus this year as a one-time inflation offset.

Gus Corona, business manager for Local 18,

I’ll never be convinced, therefore, that those who murdered 32 transgen der folks in 2022 were not indoctrinated with a reli gious dogma of hatred that continues to poison people’s minds in our enlightened nation.

told the council that the contract keeps the utility competitive with the rest of the industry.

“We’re doing everything we can to retain the highly qualified and highly trained personnel that we have here at the DWP, and this contract will ensure for the next four years we’ll be able to do that,” Corona said.

How student loan forgiveness could boost Black homeownership rates

Six in 10 millennials who don't own a home say it's because of student loan debt, accord ing to a 2021 survey from the National Association of Realtors.

College costs skyrock eted in the last two decades. Average tuition between 2010-11 and 2020-21 school years rose nearly 31% at public universities and more than 41% at private universi ties, according to the Educa tion Data Initiative. Students now pay an average of $35,551 a year.

This debt has worsened the racial homeownership gap, which has widened over decades of discrimi natory lending practices, racist housing policies, and barriers to wealth for Black Americans and other people of color. These trends led higher numbers of students from marginalized commu nities to assume additional financial risk for a college degree.

For many, loans make college possible. More than 45 million people in 2020 had student loan debt, aver aging $37,693 per person, per Education Data Initia tive. These costs have made it difficult for many to afford a down payment on a home. The homeownership rate falls by nearly 2 percentage points for every additional $1,000 in student loan debt a borrower holds, according to the Federal Reserve.

Stacker examined data from the Federal Reserve and the Department of Education to see how federal student loan forgiveness could boost U.S. homeown ership rates, particularly among Black Americans.

Because Black Ameri cans have historically been unable to build wealth as easily as their non-Black counterparts, they're relying more on loans to obtain big-ticket items like higher education and homeowner ship. Higher student loan payments and interest rates hinder their ability to buy a home and can trap them in a cycle of inequality. In August 2022, the Biden

administration announced it would forgive $10,000 in student loan debt, affecting about 43 million borrowers.

Americans hold more than $1.7 trillion in student loan debt

Student loan debt has nearly tripled since 2006.

Although total debt continues to increase, the growth rate decelerated considerably. In 2013, the year-over-year change was 12.1%; last year, it was 0.31%.

The federal government paused federal student loan payments during the pandemic, which set interest rates at 0% and allowed

borrowers to skip loan payments without the risk of late fees or default. This policy helped 4.7 million people lower their balances, but it's due to expire at the end of 2022.

Black and Hispanic

students are more likely to have student loan debt

A Brookings Institute analysis found that Black Americans face a cycle of inequality when paying for higher education. The report found that Black American

households cannot build wealth at the same rate as non-Black households. This finding also means Black students borrow more money for college and have higher loan payments upon graduation, which reduces their opportunities to build wealth during their prime earning years.

Hispanic Americans also experience a wealth gap, which fuels the need to take out more in student loans, according to UnidosUS. Many Hispanic Americans are also first-generation college students, which can make it difficult for them to

navigate the financial aid system.

Black Americans have lower homeownership rates

The Black homeown ership rate (43.4%) lags considerably behind white Americans (72.1%) and has declined by nearly 1 percentage point since 2010, according to the National Association of Realtors. In fact, that gap is wider today than when the Fair Housing Act was passed in 1968.

Black households also lag in earnings, making only 61 cents for every dollar that comparable white house holds earn, according to an analysis by the Economic Policy Institute of the latest Census Bureau data. With lower earnings on average, Black Americans are denied mortgages at double the national average, according to a 2022 LendingTree study.

Black Americans will often seek higher educa tion to help increase their earning potential. Still, it's hard to take on more debt when student loan debt payments make up a signifi cant portion of a monthly budget. Due to student loan debt, nearly half of Black Americans said they would likely delay homeownership.

What student loan forgiveness could mean for Black Americans

Black Americans face disparities in wealth building, and student loans have exacerbated that issue. More than half of Black American households with student loan debt have no or negative net worth, about twice as much as those with no student debt, accord ing to a Brookings Institute analysis.

Student loan forgiveness would not eliminate the racial wealth gap but could significantly reduce it. Loan forgiveness may also present more opportunities for Black Americans to afford homes and build intergenerational wealth consistent with the American Dream.
