LA Mayor Karen Bass declares state of emergency on homelessness in first act; LA council approves

The City Council voted to ratify a state of emergency on homelessness Tuesday, confirming Karen Bass' first official act as mayor of Los Angeles.

The council voted 13-0, with Councilman Kevin de León casting a vote even though he was not in the chamber.

In a statement after the ratification, Bass called Tuesday a "monumental day for the city of Los Angeles."

"I commend and thank the City Council for their swift action and unanimous ratification of my emergency declaration," Bass said. "The people of our city have demanded that we urgently and immediately take every possible action to bring unhoused Angelenos indoors, and this declaration will enable us to move faster and unlock every tool possible. I look forward to continuing to lock arms with the City Council to advance a unified, citywide approach to our homelessness crisis. Together -- we are moving Los Angeles in a new direction."

Bass signed the declaration as a method to unlock tools and powers to "make sure we are using every resource possible" to address homelessness, claiming that it marked a "sea change" and "monumental shift" in the city's approach.

"Using the emergency order is our ability to fasttrack things," Bass said at a briefing on Monday.

She added: "My mandate

is to move Los Angeles in a new direction with an urgent and strategic approach to solving one of our city's toughest challenges and creating a brighter future for every Angeleno."

The declaration -- which is scheduled to last six months -- allows Bass to take more aggressive executive actions to confront the crisis, though the City Council will have to sign off on it every 30 days.

"The setting of a specific time frame allows for actions to be taken to make permanent, necessary structural changes," the declaration reads.

Whether to continue the state of emergency will be

evaluated by several indicators of progress, including the number of encampments and housing placements, and how much more flexibility city departments are allowed through the declaration.

City Council President Paul Krekorian signaled that he will work with Bass, saying in remarks at the mayor's inauguration on Sunday that Bass will have a "very strong partner in the Los Angeles City Council."

"The city is known throughout the world for its emergency response," Krekorian said. "Starting today, under Mayor Bass, we are going to bring that same vigor, that same

sense of urgency, that same gathering of resources to respond to this emergency as well -- the humanitarian emergency that 40,000 people are suffering from tonight."

The last time a mayor declared a local emergency related to homelessness was in 1987, when Mayor Tom Bradley cited the effect of winter weather on people experiencing homelessness, according to the declaration. The conditions now, the declaration claimed, are "even more dire."

There are an estimated 41,980 unhoused people in the city of Los Angeles, up 1.7% from 2020, according to the latest count by

the Los Angeles Homeless Services Authority.

Bass said she plans to announce a program to address homelessness called Inside Safe in the coming days. The plan, which Bass said will cost under $100 million, will be to use master leasing with motels to place unhoused people. She said her office has been in touch with motel owners near encampments.

Janice Hahn, chair of the Los Angeles County Board of Supervisors, said she plans to introduce a motion to make sure county resources can "match the urgency of this emergency declaration."

"We need to link arms rather than point fingers," Hahn said, adding that Bass was "bringing a new vigor to a battle that we have been fighting way too long."

Jennifer Hark Dietz, CEO of People Assisting The Homeless, said in a statement that Bass was right to declare a state of emergency.

"The city's approach to homelessness has become more piecemeal and politicized and this state of emergency can leverage the power of the executive branch to make sustainable improvements to our service system and dramatically increase the production of desperately needed housing," Dietz said.

The Committee for Greater LA, a group of crosssectoral civic leaders, also agreed with Bass' decision in a statement from Chair Miguel Santana and Sarah Dusseault, chair of the group's housing and homelessness action team. The state of emergency allows for the city to better manage the use of city- owned land, expedite approvals for affordable housing and address the needs of people living in encampments, according to the group.

"Unprecedented actions, like those in Mayor Bass' plan, are needed to significantly improve the lives of people experiencing homelessness and to remove the barriers they face in securing housing," the statement read.

L.A. County, nonprofits team up to tackle food insecurity

Monrovia tree ornament: ‘Public art that you hold in your hand’

Before the pandemic, one in five people in Los Angeles County lacked consistent access to food - and in 2021, one in four low-income families experienced food insecurity, according to a new report from a coalition of county and nonprofit leaders.

The Los Angeles County Food Equity Roundtable released its strategic plan, designed to end food insecurity by 2030.

Charity Faye, program manager for the group Sisters in Motion, Black Women for Wellness, said families of color in Los Angeles have suffered disproportionately for many years.

"Black and Brown families are three times as likely to face hunger than our White individuals within communities,' she said. "And so, food insecurity for us, we think of it as a public health crisis, because food access is actually a human right."

The plan lays out policies to make healthy food more

affordable and more widely available, to build demand for healthy food by addressing lifestyle issues, and to support sustainable, local farming.

Frank Tamborello, executive director of Hunger Action Los Angeles, said authorities could help many families afford more food by expanding the Market Match program, which offers vouchers to be used at local farmers' markets.

"So, it's not just that we need to get the county to implement new policies," he said. "We need the county to use its considerable voice, as a huge population center in the United States, to win changes on the state and federal levels."

He also praised the expansion of CalFresh to undocumented seniors and said he hopes to see the program include more age groups.

Jamie Fanous senior policy advocate and organizer with the Commu-

nity Alliance with Family Farmers, said programs to make sure small farmers can survive tough times will support long-lasting, structural change.

"We have the solutions," she said. "We just need to resource our farmers; we just need to resource the folks that are managing cooperatives or managing food hubs."

The Food Equity Roundtable is funded by the Annenberg Foundation, the Weingart Foundation, and the California Community Foundation, and is co-chaired with Los Angeles County.

The city of Monrovia is offering for the first time a limited quantity of a winter holiday tree ornament that promotes and benefits public art.

“I call it an heirloom,” Councilman Sergio Jimenez said at the Monrovia CIty Council meeting Tuesday.

Referencing a Monrovia public art piece titled “A Book is a Dream That You Hold in Your Hand,” Jimenez said the ornament “is public art that you hold in your hand.”

“The design features a winter wonderland in Old

Town Monrovia,” according to the product description on the city’s online store. “The beautifully crafted ornament is made of high quality ceramic, brilliantly designed by Monrovia artist, Austin Lubetkin.”

The doubled-sided, 2.5 by 2.5 inches square ornament features the Art in Public Places logo and the artist’s name of artist on the back side. The very collectable tree ornament also comes with a gift box.

Proceeds from sales of the tree ornament benefit

the city’s Art in Public Places program.

“I think we originally had 300, and they are selling very fast,” Jimenez said. “I anticipate that in a short period of time we’re going to actually run out.”

The Art in Public Places program receives funding from a 1% fee attached to to residential development projects that have five or more dwelling units and cost more than $1 million, or commercial real estate projects costing more than $1 million, according to the city’s website.

Work on gateway to Redwood National Park winds down for 2022

Crews are making progress in building a new gateway to Redwood National Park in Humboldt County.

Work has just wrapped up for the year at the site of an old timber mill near the town of Orick. Operations will pick up again next spring, and the site is expected to open to the public in 2026.

Jessica Carter, director of parks and public engagement for the Save the Redwoods League, which owns the land, and project manager for the work at the Orick Mill site, said visitors will get to enjoy a host of new features.

"They will see a completely restored landscape, about a mile of new trails," Carter outlined. "There will be a

visitor plaza with interpretive exhibits, and there will be gathering areas."

The area sits on Native American ancestral lands, so the Yurok Tribe Construction Corporation is doing much of the restoration work. The nonprofit Cal Trout is also involved, restoring just under a mile of Prairie Creek and its flood plain, which are important to the broader watershed as breeding grounds for salmon and steelhead.

Carter noted the Orick Timber Mill operated from 1960 to 2009, and was demolished twelve years ago.

"We inherited 20 acres of abandoned asphalt and concrete," Carter recounted. "There were some old housing sites, a grazing pasture, and

a very degraded section of Prairie Creek with failing stream banks, a disconnected flood plain, and a whole lot of invasive vegetation."

Other partners in the restoration project include the California State Coastal Conservancy, the National Oceanic and Atmospheric Administration Restoration Center, the Wildlife Conservation Board, and the Ocean Protection Council.

Caltrans to host virtual scoping meeting to discuss SR-39 reopening project

The California Department of Transportation (Caltrans) is commencing studies for improvements to State Route-39 (SR-39) in Los Angeles County to reestablish the highway’s connection from west of Crystal Lake Road to State Route 2 (SR-2) in the Angeles National Forest which would include reinstating access and providing a connection through traffic between Interstate-210 (I-210) and SR-2. Said work would also increase needed access for fire suppression forces, search and rescue, and emergency response personnel. RMS Queen Mary welcomes back visitors with free guided

The City of Long Beach will officially welcome visitors back aboard the RMS Queen Mary, beginning Thursday, for the first time since March 2020. To celebrate the reopening of select elements of the ship, the city will offer free

guided tours to the public for a limited time. During the one-hour tour, visitors will be guided by a historical docent and will learn about the ship’s history – including its haunted history –and will also watch a short video inside Heritage Hall featuring the critical repair work conducted to the ship throughout 2022. Parolee pleads guilty to shootings at Orange County stores

A 34-year-old parolee with a lengthy criminal record pleaded guilty Monday to shooting at a convenience store clerk and opening fire at another store days later and was immediately sentenced to a dozen years in prison. Garden Grove police were called to a convenience store in the 8900 block of Chapman Avenue, near Magnolia Avenue, just before 2 a.m. on Nov. 15, 2021, when an irate customer fired seven rounds at a clerk behind the counter, according to the Orange County District Attorney's Office. The clerk was not injured. The customer also shot out the store's front window as he drove away, prosecutors said. Odis Richard Cox also shot at a 7-Eleven store at 10950 Warner Ave., near Euclid Avenue, in Fountain Valley on Nov. 18, 2021, according to the criminal complaint.

Plumbing company controller in Anaheim pleads guilty to embezzlement

A former controller for two Anaheim-based companies

pleaded guilty in federal court Monday to embezzling nearly $3.1 million. Rosalba Meza, 48, of Coto de Caza, also admitted in the plea agreement that she did not report taxes on her illegal income and fraudulently applied for Paycheck Protection Program relief during the COVID-19 pandemic and received $20,569, prosecutors said. Meza held various positions at Anaheim-based Trilogy Plumbing Inc. from 2003 through January 2020, embezzling the money from around 2017 through 2020 when she was fired, prosecutors said. Her annual salary was about $65,000, according to prosecutors.

14 people arrested in Riverside County prostitution sting

A total of 14 people were arrested for allegedly soliciting prostitution, the Riverside County Sheriff's Department announced Saturday. Members of the department's Southwest Station Community Outreach Resources Engagement Special Enforcement Team and Metro Team, in partnership with the Riverside County Anti-Human Trafficking Task Force and the Gang Task Force Region Four, conducted a sting Thursday to reduce the demand for sex trafficking in Temecula, officials said. Law enforcement personnel placed decoy advertisements on popular classified websites commonly used for solicitation of online prostitution and communicated with prospective customers. After allegedly reaching an agreement for paid sexual acts, the suspects were arrested upon their arrival at the meeting location, the sheriff's department reported.

Santa to join firefighters in Riverside for nightly trips to spread cheer citywide

Santa Claus will be joining Riverside Fire Department crews in spreading cheer throughout neighborhoods citywide, starting Thursday

and continuing into next week, during which he'll ride aboard a fire engine, making periodic stops to take photos with kids and distribute thousands of candy canes. The 25th annual "Santa Ride-A-Long" is set to begin at 6 p.m. Thursday, running for two hours. It will continue nightly during the same hours until Dec. 21, ending at a different park each night. Firefighters Association Local 1067 organizes the events every December, with the goal of taking Old St. Nick to every corner of the city.

Officers shoot and kill suspect in Corona

A 32-year-old man was shot and killed by police officers Friday during a domestic disturbance incident in Corona. Corona Police Department officers responded at approximately 2 p.m. to the 2400 block of Peacock Lane regarding a domestic disturbance call. When they arrived at the scene, they learned that the suspect was armed with a handgun and made comments about shooting his wife and the police, said Cpl. Tobias Kouroubacalis. Officers attempted to negotiate with the suspect to surrender, but he did not comply. A short time later, the suspect, identified as Peter Birmingham, of Corona, fired his handgun at an overhead police aircraft and officers shot Birmingham, who was taken to a hospital where he was pronounced dead.

Arrowhead Regional Medical Center verified as a Level I Trauma Center

The Trauma Center at San Bernardino County’s Arrowhead Regional Medical Center has officially been verified as a Level I Adult Trauma Center by the Committee on Trauma (COT), a standing committee of the American College of Surgeons (ACS), making ARMC one of only two verified Level I trauma centers in the county. The

verification is the highest level of verification for trauma services in the nation and was granted following a site visit from the ACS in July 2022. The verification will extend through July 2025. This verification signifies ARMC’s commitment to providing optimal care for injured patients and recognizes the hospital’s achievement in treating injured patients across the care continuum from pre-hospital through rehabilitation.

Man sentenced to 6 years in prison for pimping in San Bernardino

An Irvine man has been sentenced to six years in federal prison for pimping and shooting at women in San Bernardino, federal prosecutors said Wednesday. Coby Christopher House, 23, was sentenced Tuesday by U.S. District Judge David O. Carter. House pleaded guilty June 21 to a count of conspiracy to use a facility in interstate commerce in aid of unlawful activity and two counts of unlawful possession of firearms and ammunition by a convicted felony. While House was on federal supervised released for an alien smuggling conviction in San Diego in October 2019, he pimped two women and shot several times at other prostitutes, who approached two of the women the defendant was pimping, prosecutors said.

Woman saved after being stuck in a drainage pipe in Ontario

At approximately 7 a.m. on the morning of Dec. 11, the Ontario Fire Department received a call for a subject who was stuck in a drainage pipe in the Cucamonga wash near Airport Drive. With the assistance of the Ontario Police Department, they located the subject and began the complex rescue operation. Firefighters from our heavy rescue team successfully rescued one female victim and she was transported to a local hospital with minor injuries.

At 6:02 p.m., a resident in the 1200 block of California reported her adult son missing. The subject was placed into the National Missing Persons System. This investigation is continuing.

At 9:43 p.m., while on patrol in the 3300 block of South Peck an officer saw a bicyclist riding on the wrong side of the roadway. She stopped the bicyclist and found he was in possession of drug paraphernalia. He was arrested and taken into custody.

At 10:01 p.m., the manager of a store in the 100 block of West Foothill reported a male subject left the store with a bag filled with merchandise. Officers located the subject outside the store. He was arrested and taken into custody.

December 2

At 12:15 a.m., a resident in the 100 block of North Mayflower reported a male subject outside who appeared intoxicated and was yelling at a female. Officers arrived and located the subject getting into the driver's seat of a parked vehicle. The female was not located. Officers determined the subject was too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

At 12:29 a.m., employees of a fast food restaurant in the 100 block of West Foothill reported a male subject stumbling near their store. Officers located the subject as he fell into a bush. At 2:17 a.m., an alarm company reported an alarm activation at a restaurant in the 900 block of West Huntington. Officers arrived and discovered the front window was shattered. Officers searched the store, but no one was inside. The

suspect(s) took cash registers. This investigation is continuing.

At 10:30 a.m., a caller reported hearing a female scream for help in the 400 block of South Alta Vista. Officers arrived and saw a male and female, who knew each other, on the ground. An investigation revealed that the male subject locked the female inside the house and refused to let her leave. He was arrested and taken into custody.

At 1:59 p.m., an employee from a business in the 200 block of South Myrtle called to report a battery. A road rage incident occurred at Genoa and Magnolia and when the two vehicles stopped nearby, one of the drivers punched the other in the mouth. The suspect left the scene prior to the police arriving. This investigation is continuing.

At 9:08 p.m., an officer was patrolling the 2400 block of South Peck when she saw a bicyclist commit a vehicle code violation. She stopped the bicyclist and found he was in possession of a pipe that was used to smoke methamphetamine. He was arrested, cited and released at the scene.

At 10:34 p.m., a passerby reported seeing a trashcan on fire in the 100 block of South Alta Vista. Officers and MFD arrived and put out the fire. Investigation revealed the homeowner was burning waste at the residence and it caused the trashcan to catch on fire. The homeowner was arrested and released with a citation.

At 11:30 p.m., an officer was patrolling the 500 block of West Duarte when he saw a motorist commit a driving violation. The vehicle was stopped and the driver was found to be intoxicated. The driver was arrested and transported to the MPD jail and held for a sobering period.

December 3

At 1:38 a.m., an officer was patrolling the 200 block of West Central when she observed a motorist com -

mit a driving violation. The vehicle was stopped and the driver was found to be intoxicated and also had an outstanding warrant. He was arrested and transported to the MPD jail to be held for a sobering period.

At 2:32 a.m., a resident in the 300 block of Norumbega heard drilling noises at a neighbor's house. Officers responded to the location and it was determined that a catalytic converter was stolen from one of the vehicles. No suspect(s) were located. This investigation is continuing.

At 9:30 a.m., a storage unit in the 2100 block of South Myrtle was broken into and several items were taken. This investigation is continuing.

At 12:56 p.m., a resident in the 400 block of North Grand called to report that his catalytic converter was removed from his vehicle sometime overnight. This investigation is continuing.

At 2:19 p.m., a caller reported a traffic collision at the intersection of Foothill and Canyon. Officers checked on the well-being of the occupants. One of the drivers had a small cut on her hand. This investigation is continuing.

At 5:22 p.m., a caller reported a traffic collision at the intersection of Duarte and Mayflower. A motorist made a left turn in front of another motorist. The driver at fault was issued a citation.

At 9:20 p.m., a caller in the 1800 block of Tenth Avenue reported a vehicle crashed into three parked vehicles. Officers arrived and detained the driver for a DUI investigation. An investigation revealed the driver was driving under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

December 4

At 12:10 a.m., residents in the 800 block of West Walnut reported hearing shots being fired. Officers

located shell casings and detained several subjects who were later released. This investigation is continuing.

At 9:05 p.m., a caller in the 1000 block of South Ivy called to report their son overdosed on drugs. The son was conscious and breathing when officers arrived. Monrovia Fire took over and officers cleared the scene. Several minutes later, Monrovia Fire requested our officers back to the location because the subject was becoming combative. Officers responded and assisted in getting the subject in the ambulance and transported to the hospital for medical treatment.

December 5

At 7:28 am, officers were dispatched to the 100 block of Grand regarding a male subject exposing himself to females as they passed by. One victim was located and identified. The male subject was located, and a field show-up was conducted. He was positively identified by the victim. He was arrested and later cited.

At 7:34 am, the reporting party stated there was graffiti on playground equipment in the 1600 block of South Myrtle. This investigation is continuing.

At 10:34 p.m., a clerk from a gas station in the 1500 block of South Myrtle called to report an intoxicated subject inside the store. Officers arrived and detained the subject, who was drunk and could not care for himself. He was arrested and transported to MPD jail to be held for a sobering period.

December 6

At 7:42 a.m., an officer responded to the 1600 block of South Mayflower regarding a deceased person. MFD was already on scene. The reporting party found her husband deceased in his bed. There were no signs of foul play. A mortuary was notified.

At 8:55 a.m., a reporting party in the 300 block of North Primrose stated that

their trash cans were stolen. This investigation is continuing.

At 11:07 a.m., officers contacted a subject outside of a business in the 400 block of West Foothill who was in possession of an open alcoholic container. While speaking with him, he advised he needed paramedics to treat an old snake bite that got infected. MFD responded. The subject was arrested, cited and released at the scene.

At 12:23 p.m., the reporting party in the 300 block of South Shamrock advised that someone damaged the gate to the location. This investigation is continuing.

At 2:40 p.m., an officer was dispatched to a hit and run traffic collision in the 200 block of East Foothill. A vehicle had struck a parked vehicle. She continued and was contacted by officers. The female subject was too intoxicated to perform any field sobriety tests at the scene. MFD responded to the scene. She was transported to the hospital due to her level of intoxication.

At 2:59 p.m., a victim reported that while shopping inside of a store in the 500 block of West Huntington, a male subject stole her wallet from inside of her purse. This investigation is continuing.

At 3:26 p.m., the reporting party in the 100 block of North Primrose stated her trash cans were stolen. This investigation is continuing.

At 5:29 p.m., a reporting party at a gas station in the 1500 block of South Myrtle stated that someone made fraudulent charges on his credit card. This investigation is continuing.

At 9:11 pm, an officer stopped a bicyclist for a traffic violation near Huntington and Fifth. The subject was found to be in possession of drug paraphernalia. He was arrested, issued a citation and released.

December 7

At 3:44 am, an officer stopped a subject loitering in the area of Myrtle and Cy-

press. He admitted to being in possession of fentanyl and a drug pipe. He was arrested, issued a citation and released.

At 9:05 a.m., staff from a hotel in the 1100 block of East Huntington called to report that a guest walked into the lobby and said he didn’t want to live anymore. Officers responded with our local Mental Healthcare Worker and made contact with the subject. It was determined he was a danger to himself and was placed on a mental evaluation hold. He was transported to a hospital for treatment.

At 10 a.m., a caller stated a subject was in the area of Palm and Primrose watching kids near the playground and appeared to be possibly under the influence. Officers arrived and the subject left the area. As he did, he was walking in the middle of the street and cars had to go around him. As he was being contacted by officers, he resisted and was forced to the ground. He was arrested and taken into custody and later transported to the hospital.

At 11:11 a.m., the manager of an auto parts store in the 700 block of East Huntington called to report a subject had purchased items in the store and now the charges are being listed as fraudulent. This investigation is continuing.

At 11:14 a.m., an ATV was reported stolen from the 1200 block of North Canyon. This investigation is continuing.

At 4:19 p.m., a victim in the 400 block of East Cypress came in to report that she had been robbed at gunpoint on Dec. 2 inside her home. This investigation is continuing.

At 6:05 p.m., an employee from a retail store in the 500 block of West Huntington called to report a male subject took a small axe from the location. Officers located him and detained him. He was positively identified by the witness. The property was recovered. He was arrested, cited and released at the scene.

When you're riding a horse, there's an important lesson about where you focus your energy. You need to keep your head up and focused on where you want to go. If you look down, you may get stuck and ultimately, you may not make it to your intended destination. The same is true when looking for a job.

The modern job search comes with quite a few bumps in the road. It has happened to the best of us. You're interviewing with one company. It seems like it's going well. You receive positive feedback, so you stop looking for jobs. You wait for the job offer to arrive. But, in the end, you aren't selected.

This happened to me when interviewing for a job at a financial services company. They put me through 10 rounds of interviews over a six month period. After going in person for interviews, the hiring manager let me know that I was the one he'd selected. But, he

wanted me to talk with a few more people, which elongated the process by a month or more. This was an unusual request given how far along we were, but I did the interviews. Since I knew I'd been selected, I began to pack my things. The job was in another city, and I needed to prepare to move.

Strangely, that job offer never arrived. Instead, I received a phone call from the hiring manager. He told me he had good news and bad news. I was the winning candidate. But, they had decided not to hire anyone in order to save money. I could tell by the lightness in the hiring manager's tone that he had no idea what an impact this decision had on me. He wasn't thinking about the months it would take me to find another job. He had no idea I'd already packed, or that I'd stopped applying at other companies. In his mind, it was as if he'd changed his mind about ordering a dessert after

dinner. But for me, it was devastating news.

What could I have done differently here? Well, for one, the lesson is to never stop applying for jobs until you have a written job offer in hand. Until that point, anything could happen. The company could choose to hire someone else, or to hire no one at all.

Second, you should try to go through job interviews without thinking about the outcome. When you focus on the outcome, you will be extremely disappointed by all the

rejection. It will begin to feel as if something is wrong with you. But, that's not true. The modern hiring process is broken.

And, don't get too excited just because you're a perfect fit for a role. Someone else may be a perfect fit too.

So, stay focused. Keep your eyes on the end goal. When you reach it, you'll know. Until then, keep looking forward.

Pasadena City Council implements voter-approved rent control law

The Pasadena City Council on Monday added Measure H rent control and eviction protections to the city’s charter.

The rent control law rolls back rents to May 2021 levels and adjusts future rent increases “to 75% of the percentage increase in the Consumer Price Index for multifamily rental units built before February 1, 1995,” according to a council resolution. Measure H, which voters approved 53.8% to 46.2%, also prohibits “evictions from rental units, except for just cause based on 11 specified criteria” and creates “an independent Rental Housing Board appointed by the City Council to oversee and adopt rules and regulations.”

The measure also establishes an 11-member Rental Housing Board, which will determine allowable rent increases, oversee disputes on rent adjustments

between tenants and landlords and establish penalties for violations of the new rent control law. Seven of the council-appointed board members must be tenants with no financial interest in rental property, one from each of the city’s council districts.

Prospective board members must submit an application to the City Council with at least 25 signatures of Pasadena residents, according to the measure. The standard term on the Rental Housing Board is 4 years, and members will earn maximum 20 hours weekly pay at 2.5 times the Pasadena minimum wage. This compensation is funded by a “Rental Housing Fee” that landlords must pay annually.

Measure H highlights the severe economic burdens that skyrocketing rents are imposing on low- and middle-income people.

“The median gross rent

in Pasadena has increased by 32.0 percent (from $1287 to $1669) between 2012 and 2018 while the Consumer Price Index … has increased by 12.4 percent over the same period, resulting in an effective 17.5 percent increase in median rent,”

the law states. “A majority of Pasadena tenant households are rent-burdened. In 2018, an estimated 54 percent of renter households (15,446 households) were paying 30 percent or more of their income toward rent, and 31 percent of renter house-

holds (8,847) were severely rent-burdened, paying 50 percent or more of their income towards rent.”

The new rental property regulations take effect Dec. 22.

“I urge the council to put aside political differ-

ences and commit to a smooth implementation,” Ashay Patel of the Pasadena Tenants Union told council members. “The city charter has now doubled in length, and the council has a responsibility to inform residents of their new rights.”

Monrovia Old Town report: Fun conversations to have with your kids

It doesn’t matter if they are 10 years old or 25. You must talk to them about more than how their day was. Not too long ago, we only had to have the awkward talk about the birds and the bees. Hopefully, parents are still having that talk. But, alas, I fear a lot of kids are learning from the internet, television, or their friends at school.

We’ve since learned that there are more talks that must be had. Discussions about mental health are more important than the dreaded sex talk. I’m not a licensed therapist. I don’t know when mental health became such an epidemic. I think as young teens, we all suffered from something. Was it depression? Or was it a normal byproduct of our age and psychological developmental process? Maybe

we were depressed but we didn’t know it because there were no TV shows about it on Netflix or info available at our fingertips via the world wide web.

Truth be told, it doesn’t even matter. Far too many people, both young and old, are choosing to end their lives. Suicide rates are increasing at a tragic and heartbreaking rate. You have to talk to your children. Ask them if they have ever considered self-harm or suicide. If they say no, great. Let them know that you are always there to talk to them. If they say yes, you need to very quickly find out the severity of the issue. You might have to call 911. You might just begin counseling. There is no shame in any of this.

It’s another awkward conversation, but one that

vastly outweighs the potential consequences of NOT having it. Often, people don’t even see it coming and they’re left with no opportunity to ask their kids about their mental health — Stranger Danger.

That’s even worse now than when I was a kid. No one can be trusted. Do you drive a van? You’re automatically a suspect. People get very angry when a registered pedophile moves into their neighborhood. Of course. Who wouldn’t? I have always raised my kids to know that anyone on our street can be one. They wave and say hi to neighbors. They don’t enter their homes, help them find their dogs, or look twice at any candy they might be offering. Sad, that we must raise our kids to be afraid, but that’s the world we live in. Drugs. That used to be

an easy one. Say nope to dope and ugh to drugs. We tied red ribbons everywhere and life was grand. But no, marijuana went mainstream. Anyone can buy it. It comes in gummies, brownies, cookies, Rice Krispy treats, Fruity Pebble vapes, donuts.

Two children in our school district went to the hospital recently for eating a donut that was infused with THC. Did they know it was? Let’s pretend they didn’t. Now the weird part is you have to tell your kids not to share food. That was my favorite part of lunch. I’ll trade you my doublestuff Oreos for your vanilla zingers. Nope. No more. Because those zingers could send you sideways. Our kids don’t know about dosage, potency and tolerance. And of course, they are invincible. Weren’t we all? Until some of

us weren’t. Some kids are even stealing it from their parents. Oh, and those vape stores don’t always ask for ID. Next up: Hi, my name is fentanyl. I’m a synthetic opioid 50 times more potent than heroin and 100 times more potent than morphine. Illicitly manufactured fentanyl is cheap and easy to make in large quantities and is often found in illegal street drugs and counterfeit pills. Drug dealers use it to cut costs and increase their profit margin. They don’t seem to mind that even a tiny amount can cause death.

They also don’t seem to mind that accidental overdose deaths due to fentanyl have increased by 1,280% from 2016 to 2021. Is your 19-year-old going to EDC in Vegas this May? Chances are someone will

offer them a pill. Is it molly? Or is it fake molly cut with fentanyl? My daughter tells me that she is offered pills at almost every concert she and her boyfriend go to. These people aren’t trying to murder her. They’re just high and sharing. I’m so thankful she is a smart girl. She’s also highly allergic to alcohol which, I’m not going to lie, I’m ok with. One less thing for me to worry about.

So many things to discuss with our kids of all ages. I haven’t even talked about the school shooter talk. That one is hard, especially if your kids are young. It still needs to happen though. Talk to your kids. They need to hear these things from people they love and trust. Sometimes there are no second chances, and that, my friends, is tragic.

Aqueduct solar panels planned to save power and energy

California's newest infrastructure project will hit two proverbial climate birds with one stone. And Los Angeles city officials just decided last week to try one of its own.

The plan is to cover some of California's exposed water canals with solar panels. It will prevent evaporation amidst the state's historic drought. It will also create renewable energy as the state attempts to meet lofty decarbonization goals.

Piloting a win-win

The idea gained traction in California after researchers at UC Merced studied the possibility on the state's canals last year.

"If we put solar panels over all 4000 miles of California's open canals, we estimated we could save 65 billion gallons of water annually," says Brandi McKuin, who led the study. "That's enough for the residential water needs of 2 million people - enough to irrigate 50,000 acres of farmland."

Researchers found the panels could also generate

13 gigawatts of renewable power. That's about half of the capacity needed by 2030 to meet the state's goals. "The political wind is at our back right now and that's another reason this is gaining traction," she says.

It's gained so much traction that the Turlock Irrigation District in Northern California is breaking ground on its first solar canal installation as soon as the equipment arrives early next year. They will try it out on a couple miles of their canals first.

"We thought we were the absolute perfect agency to pilot it, since we're both the water agency and the electric utility," says Josh Weimer, external affairs manager with the Turlock Irrigation District.

Besides the water and power benefits, Weiner says they're hoping the solar panels will stop weeds from growing in their aqueduct. "We spend over $1 million a year to clean our canal system to make sure that those weeds are not blocking drops or side gates that really would jeopardize the reliable delivery of irrigation water," he says.

It also skirts around one

of the biggest problems with solar energy: land use. Large solar farms can disrupt the habitat of plants and animals that live there. Where there are canals, there's already ecological disruption, so there's no added ecological harm to add panels on those acres. Plus, covering state-owned aqueducts with solar panels means no one has to buy or rent a new piece of land.

Lessons from the other side of the world

A similar project in India is more than a decade old. The first project only covered 750 meters and produced about a megawatt of power, but they've added several more projects since then. It's an idea that makes a lot of sense for California: We've got the largest state water project in the country. Most of the state's water comes from the northern half of California, and most of it gets used in the southern half.

Like any new idea, it's not without its hurdles. The project with India came with lessons on what not to do: Don't use expensive, cumbersome steel to hold up the panels, which corrodes over time. And don't install panels

that are difficult to move, which makes cleaning it pretty difficult.

"It inspired us to look for a design that would be lightweight, less material and allow access, and so our designs are cabled steel suspension, and they're at least 50% less material, 50% less weight," says Jordan Harris, co-founder of Solar Aquagrid, the company in charge of figuring out how to install California's first project.

Bringing solar canals south

Last week, the Los Angeles City Council voted to investigate funding a similar project over the LA Aqueduct, which is hundreds of miles of canals snaking their way from the Owens Valley down to LA, supplying our dry climate with the water it needs to support the millions of people who live here.

Councilmember O'Farrell, who chairs the City of LA's committee on energy, climate change and environment justice, introduced a motion to essentially copy what's happening up north.

"We thought, 'Well, wait a second, we've got 370 miles of an aqueduct. How about we do it here too?'" he says. "How come no one

thought of this before? I chuckle because it is so obviously a path that we should head down and fully investigate."

O'Farrell says about 10% of LA's water gets lost to evaporation. Covering the LA Aqueduct could save enough water to satisfy the needs of roughly 4,000 homes. The solar panels could generate up to 100 megawatts of solar power, which is enough to power tens of thousands of homes, he says.

"We're looking at the cliche of the lowest hanging fruit - and this is certainly one of them - because it could bring power from the rights of way that we already control right into the urban core of the city of Los Angeles," he says.

Plus, solar panels floating over water are actually about five percent more efficient than solar panels floating over land. It keeps the panels cooler so they work better.

But solar over canals also comes with its downsides.

"Installation costs are high. And when I mean high, I'm talking about an order of magnitude five to six times higher than if you were to install ground mount," says LADWP Power

Engineering Manager Arash Saidi.

That added cost would normally get passed onto the ratepayers, but O'Farrell says for now, federal money set aside by the Biden administration for infrastructure projects can fund this one.

The other problem: Transmitting electricity generated from a set of solar panels in the middle of nowhere isn't an easy task.

"This is 62 miles, if we run 62 miles of cable, you're going to have immense losses, especially at lower voltages." Saidi says.

The possible solution to that is providing the power from the solar panels to homes near the canals, so the electricity is not traveling as far.

There isn't a great timeline yet for when the panels will cover the LA Aqueduct. But O'Farrell is optimistic. For now, LA is on track to meet its goal of having 100% renewable energy by 2045. And solar canals will bring the city one step closer.

I've always thought of this as a spiritual quest. And I'm excited about it," he says. "The roadmap is there, it's very clear. And we know we can do it."

California Transportation Commission approves $67.8M for construction of Montebello Blvd. grade separation project

The California Transportation Commission voted to approve the allocation of $67.8 million in state funds to the San Gabriel Valley Council of Governments for construction of the Montebello Boulevard Grade Separation Project. The funding which includes a $49 million grant through the SB 1 Trade Corridor Enhancement Program and $18.8 million in state bond funds from the Proposition 1B Trade Corridor Improvement Fund, will permit the SGVCOG to prepare to release the project for bids from contractors.

“The Montebello Boulevard Project and the at-grade crossing improvements will enhance safety and eliminate the second most-hazardous Union Pacific Railroad crossing in Los Angeles County,” said SGVCOG Executive Director Marisa Creter. “We are truly grateful to the California Transportation Commission for their strong support and vote of confidence in the SGVCOG’s ability to deliver these critical transportation improvements.”

In addition, the CTC awarded a $5.906 million grant through its competi-

tive 2023 Active Transportation Program for bicycle and pedestrian improvements at two at-grade rail crossings on Greenwood Avenue and Vail Avenue in the City of Montebello. The project improvements include pedestrian medians and gates, ADA compliant ramps, expanded sidewalks, bike boxes, new traffic signals and upgraded railroad crossing signals and signage.

The Montebello Railroad Safety Crossings Improvements Project received high scores during the evaluation and was selected among 434 applications requesting Active Transportation Program funding this year. In total, the CTC approved $1.02 billion for 93 critical active transportation projects from across the state.

The $190.8 million Montebello Boulevard Grade Separation Project calls for constructing a roadway underpass on Montebello Boulevard with a new railroad bridge and vehicle bridge for Olympic Boulevard to eliminate collisions and reduce congestion. The project will also include at-grade

crossing safety improvements at the Greenwood Avenue, Vail Avenue and Maple Avenue crossings.

The Montebello Boulevard crossing is used by 21,700 vehicles per day, blocked by a daily average of 43 trains, including 12 Metrolink regional commuter rail trains.

The Federal Railroad Administration has recorded three collisions at the crossing within the most recent 10 years, resulting in one fatality and one injury.

The Montebello Boulevard project was ranked no. 17 on the California Grade Separation Fund Priority List for FY 2020-2021, as compiled by the California Public Utilities Commission based on vehicular traffic, train counts and crossing collisions. The project is part of the comprehensive $1.9 billion Alameda Corridor-East program of 19 grade separations and at-grade crossing safety improvements being implemented by the SGVCOG. Completion of the project could also result in a “Quiet Zone” restriction on locomotive horn-blowing in Montebello.

Report: Improved access to nature bolsters biodiversity, community

Promoting access to nature for underserved communities can improve quality of life while bolstering biodiversity and fighting climate change, according to a new report from the Hispanic Access Foundation.

The study was released at the recent United Nations Conference on Climate Change and suggests 10 policy areas which could make a big difference.

Shanna Edberg, director of conservation programs for the Hispanic Access Foundation and co-author of the report, said it is not enough to simply protect nature. People's access to nature must be protected, especially for disinvested communities.

"When you look at it through the lens of access, you end up leveraging people's health and jobs and racial

equity and mental and physical well-being," Edberg explained.

The report praised Indigenous stewardship and calls for more lands and waters to be returned to tribes or comanaged with local authorities. The authors want people to use more native plants in landscaping, and "green" the water infrastructure so more is absorbed into the aquifer through the soil rather than flowing into the sea.

The study also suggested planting more trees and improving parks in urban neighborhoods.

Pedro Hernandez, public lands advocate for the organization Green Latinos and another co-author of the report, said low-income communities of color are part of the ecosystem, and they deserve protection and public

investment.

"Conservation projects would include more access to healthy green areas, or retrofit existing green areas to better suit the needs of the ecosystem," Hernandez pointed out. "For example, with more native plants or more urban canopies to address climate issues."

The report also looked at the benefits of improving public access to the coast, restoring wetlands, and cleaning up old oil and gas extraction sites.
