LA County labor federation elects first Black president

Longtime labor and civil rights leader
Yvonne Wheeler was unanimously elected Monday evening as president of the Los Angeles County Feder ation of Labor, the first Black woman to oversee the organization with 300 affiliated unions and labor organizations represent ing more than 800,000 members.
Wheeler succeeds Ron Herrera, who resigned Oct. 10, one day after the release of a recorded conversation with three Los Angeles City Council members which included a series of racially charged remarks.
"I am honored to be elected to lead during such
a critical time for workers," Wheeler said . "In a postCOVID reality, we have to rebound, restabilize and reimagine from the perspective of workers to ensure we are on the right path, and that has to be our priority."
Wheeler has held lead ership roles with the A. Philip Randolph Institute, CWA, AFL-CIO, AFSCME, AFGE and IATSE over the last three decades.
Following her election, Wheeler called for the development of a strategic plan to serve as a roadmap for the federation and pledged to assess the orga nization and work closely with affiliates to make
certain there are adequate resources to meet the needs of every member.
"Change is never easy," Wheeler said. "But it is what we need right now.
Our members, our commu nities rely on us, so we will fight to uplift their voices
and build their power to make sure they are never put in this position again."
Highway Patrol begins four-day Thanksgiving holiday maximum enforcement operation

USC defeats UCLA, earns spot in Pac-12 Championship

USC will learn its opponent in the Pac12Football Champi onship Game Saturday after clinching its berth with a 48-45 victory over UCLA.
Oregon would get the other berth in the Dec. 2 championship game if it defeats Oregon State or if it loses to the Beavers and Washington loses to Washing ton State. Washington would advance with a victory over Washington State, and losses by Oregon to Oregon State and UCLA to California.
Utah would play in the conference championship if it defeats Colorado and UCLA, Washington and Oregon State all win.
Saturday night at the Rose Bowl, Caleb Williams threw for a career- high 470 yards and two touchdowns and ran for a third score to assure the Trojans of a berth in the Pac-12 Football Championship Game.
USC sophomore rush end Korey Foreman sealed the victory by intercepting a pass by Dorian ThompsonRobinson at the 50-yard line with one minute, 26 seconds to play. The interception was Foreman's first in his 20 college games.
The takeaway was the fourth by the Trojans' much-maligned defense, all on plays by ThompsonRobinson.
"The four turnovers, those were the difference in the game," USC coach Lincoln Riley said.
The Trojans intercepted two of Thompson-Robin son's passes late in the first half. USC was unable to capitalize on Mekhi Black mon's interception as Denis Lynch missed a 33-yard field goal with 43 seconds left in the first half.
Shane Lee intercepted a Thompson-Robinson pass at the Bruins' 48-yard line five plays later leading to Lynch's 49-yard field goal as the first half ended.

6-yard return gave the Trojans the ball on UCLA's 9-yard line.
Austin Jones ran 2 yards for a touchdown two plays later, giving USC a 34-24 lead before a capacity crowd of 70,865 at the down sized Rose Bowl. The usual capacity for UCLA games at the Rose Bowl is 53,170 but was increased for Saturday's game but not to its full capacity of 91,136, according to UCLA Athlet ics' website.
The Trojans (10-1, 8-1 in Pac-12 Conference play) trailed 14-0 and 21- 20 at halftime. USC scored touch downs on each of its first four second-half posses sions -- two on touchdown passes by Williams -- to take a 48-38 lead with 9:10 remaining.
The Bruins (8-3, 5-3) cut the deficit to 48-45 with 6:38 left on Thompson-
Robinson's 6-yard touch down pass to tight end Michael Ezeike. Laiatu Latu's 11-yard sack of Williams on a third-and-10 play from UCLA's 34-yard line forced USC to punt for the only time with 2:27 to play.
On a third-and-10 play from the Bruins' 11-yard line, Thompson- Robinson completed a 27-yard pass to Jake Bobo, advancing the ball to the 38. ThompsonRobinson scrambled for five yards on the next play and threw an incomplete pass on the play preceding the interception.
Williams completed 32 of 43 passes with one interception, his third of the season. He also ran for 33 yards on eight carries, including a 6-yard touch down 11:52 before halftime that cut UCLA's lead to 14-7.
Thompson-Robinson completed 23 of 38 passes
for 309 yards and four touchdowns with three interceptions. He also ran for 81 yards and two touch downs on 14 carries.
The Trojans outgained the Bruins 649 yards to 513 and led 30-27 in first downs and 35:14-24:46 in time of possession.
USC played without its leading rusher, Travis Dye, who suffered a seasonending leg injury when he was tackled during a 55-17 victory over Colorado on Nov. 11. Jones ran for a season-high 120 yards on 21 carries and two touch downs in his place.
"He was huge, but exactly what we expected him to be, exactly what he has been," Riley said. "There's not one person in the locker room surprised about the way he plays. Another great example of the unselfishness of this
team.
"He comes in, they're mixing time in the begin ning, we start to ride Travis a little bit more. He could have got down, he could have quit practicing hard, he could have got selfish. Not for one second. There was no doubt in that locker room that he was ready."
The Trojans turned the ball over on downs on their first possession and Lynch missed a 32-yard field goal on their second. UCLA took a 14-0 lead on Thomp son-Robinson's 1-yard run capping the 14-play, 80-yard drive following Lynch's missed field goal and Thompson-Robinson's 30-yard touchdown pass to Ezeike, one play after linebacker Kain Medrano intercepted a Williams pass and returned the ball 24 yards.
The points off the
turnover were the first USC allowed this season.
The 1-yard touchdown was the 107th ThompsonRobinson accounted for in his career, breaking the previous school record of 106 set by Brett Hundley, who played for the Bruins from 2011-14.
Thompson-Robinson's 384 yards of total offense gave him 11,953 for his career, breaking Hundley's previous record of 11,713. His 309 passing yards increased his career total to 10,235, moving past Hundley, who had 9,966, and into second behind Cade McNown, who had 10,708 from 1995-98.
The victory increased the Trojans' lead in the series to 50-33-7, not including victories in 2004 and 2005 that were vacated as part of the penalties issued by the NCAA for improper benefits accepted by star running back Reggie Bush and his family.
The victory returned possession of the Victory Bell to USC. The 295pound bell originally hung atop a Southern Pacific freight locomotive and was given to the UCLA Alumni Association in 1939. In 1941, it was taken by a group of USC students who hid it in a variety of loca tions for more than a year.
Following an interven tion by school adminis trators, the student body presidents of both schools signed an agreement in 1942 providing that the winner of the football game would keep posses sion for the next year, a tradition that has contin ued, along with painting the bell's carriage in the school color of the winner.
Hashmarks at the 1-, 15-and 41-yard lines were painted Virginia orange in memory of slain Cava liers football players Lavel Davis Jr., Devin Chandler and D'Sean Perry. The players were shot to death on a charter bus return ing to the university after a class field trip Sunday night.

At 6:51 a.m., a stolen ve hicle was reported in the 500 block of Hacienda. The victim said he parked his truck in front of his house the previous night. When he went outside the fol lowing morning it was gone. This investigation is continu ing.
At 9:06 a.m., an employee from a business in the 1800 block of South Mountain re ported that their building and two company vehicles were burglarized some time over night. This investigation is continuing.
At 12:10 p.m., an auto dealership in the 700 block of East Central called to report that a subject had purchased a vehicle with a cashier's check earlier this week. When the dealership attempted to cash the check they discovered it was fraudulent. This investiga tion is continuing.
At 3:45 p.m., an employee of the City of Monrovia called to report that a subject had just thrown a rock through the win dow of the vehicle he was seat ed in, attempted entry into the vehicle, and then brandished another rock at him. Officers quickly arrived and detained the subject, who was positively identified by the victim. He was arrested and taken into cus tody.
At 10:43 p.m., an officer saw a vehicle run a red signal at the intersection of Myrtle and Colorado. The driver was stopped and a DUI investiga tion ensued. The driver was suspected of driving while in toxicated. He was arrested and transported to the MPD jail to be held for a sobering period.
At 11:18 p.m., officers were patrolling the 1600 block of South Myrtle and detained two subjects in the park after hours. One subject was on pa role and had 30 different credit cards from different people in his possession. He was arrest ed, cited and later released.

At 2:03 a.m., a caller re ported a disturbance call. Of ficers arrived and detained two subjects. One of the subjects was wanted for Grand Larceny
with full extradition. He was arrested and taken into cus tody.
At 7:40 p.m., officers were dispatched to a retail store in the 400 block of West Hunting ton Drive regarding a subject stealing. The suspect left the store but was located nearby by responding officers and posi tively identified by the witness. He was arrested, issued a cita tion, and released in the field.
At 8:08 p.m., a battery was reported in a shopping center in the 100 block of West Foothill. An unknown juvenile suspect and the alleged adult victim got into a verbal alter cation which escalated to the juvenile slapping the adult. This investigation is continu ing.
At 8:31 p.m., while onscene at a retail store, in the 500 block of West Huntington, for a prior call, an officer was approached by a victim regard ing an attempted robbery. The victim was in the shopping center's courtyard when an unknown suspect approached him and demanded his wallet. The victim refused. The sus pect punched the victim in the head, and then fled without stealing his wallet. This inves tigation is continuing.
Nov. 12
At 3:59 a.m., an officer was on patrol in the area of Magnolia and Cherry when she saw a bicyclist commit a vehicle code violation. She conducted a traffic stop on the subject. A search revealed the subject was in possession of a pipe used to smoke metham phetamine. The subject was arrested, cited, and released in the field.
At 3:21 p.m., an employee from a business in the 1500 block of South Myrtle called to report a subject was on the property with his pants down. Officers arrived and located the subject. The subject had a no-bail warrant. He was ar rested and taken into custody.
At 10:03 p.m., a caller near Royal Oaks and Buena Vista reported someone had crashed into their property wall and then fled on foot. Of ficers arrived and detained a subject nearby with the keys to the crashed vehicle in his pocket. The driver smelled of

alcohol and a DUI investiga tion ensued. The driver was arrested and transported to the MPD jail to be held for a sober ing period.
At 11:23 p.m., a caller re ported an intoxicated person was getting out of their Uber ride and urinating on his car. Officers arrived and located a male subject who was too in toxicated to care for himself. He was arrested and transport ed to the MPD jail to be held for a sobering period.
Nov. 13
At 1:13 a.m., the victim in the 400 block of South Myrtle reported his date was assault ing him and he was trying to get away from her. Officers ar rived and located both parties. Officers determined the female was the aggressor. Officers re viewed surveillance video and saw her punching her date as he was trying to escape into a bar. The male made a private person's arrest and the female was arrested, cited, and re leased at the scene.
At 2:01 p.m., a residential burglary was reported in the 400 block of Genoa. The caller reported their attached garage was broken into and items were stolen. This investigation is continuing.
At 2:07 a.m., a caller in the 600 block of West Hunting ton reported a vehicle drove on a grassy knoll in the middle of a parking lot. Officers arrived and found a vehicle centered on top of a planter. Inside the vehicle they found a female passed out behind the wheel. The driver was awakened and escorted out of the vehicle where a DUI investigation en sued. The driver was arrested for DUI and transported to the MPD jail to be held for a sober ing period.
At 5:28 a.m., a caller near Foothill and Mayflower re ported two couches that were left on the street were on fire. MPD and MFD responded and put out the fire. Per MFD, the fire was deemed an arson. This investigation is continuing.
At 7:58 a.m., a resident in the 400 block of Concord called to report that her husband, who has dementia, was stand ing in the middle of the street, and would not move. Officers arrived and determined he was
a danger to himself. He was transported to a local hospital.
At 9:57 a.m., a caller re ported an injury traffic col lision at the intersection of Myrtle and Foothill. Officers and paramedics arrived and checked on the well-being of the occupants. Occupants were transported to a local hospital with non-life threatening inju ries. This investigation is con tinuing.
At 3:17 p.m., a resident in the 100 block of Norht Ivy called to report his roommate wanted to kill herself. Offic ers arrived and spoke with the roommate. It was determined she was a danger to herself, and she was transported to a local hospital.

At 1:56 a.m., a witness re ported a driver was passed out behind the wheel in the drivethru of a restaurant in the 100 block of West Huntington. Of ficers arrived and found the driver passed out. Officers con ducted a DUI investigation. He was arrested and transported to the MPD jail to be held for a sobering period.
At 10:21 a.m., the victim called from a retail store in the 1600 block of South Mountain to report his truck had been broken into. He parked in front of the location and went in side. The vehicle was locked and the windows were rolled up. When he came back out he saw the door was ajar and the lock was damaged. When look ing through the vehicle he saw numerous tools missing. This investigation is continuing.
At 10:41 a.m., a residential burglary was reported in the 500 block of West Olive. Offic ers responded and a female was outside with a male subject be ing detained. The female sub ject was found inside the home opening drawers and doors to the cupboards. The resident came home and detained the female who claimed she lived there. She was arrested and taken into custody.
At 4:57 p.m., an employee from a store in the 600 block of West Huntington called stating two females came into the store with handbags. They loaded the handbags with merchandise and left without paying. The females got into a vehicle and
left the area. This investigation is continuing.
At 5:30 p.m., a victim in the 1200 block of Sherman called stating he dropped a passenger off at the location and when exiting, she took his UBER sign. The victim grabbed onto the item and they strug gled with it. The victim felt he was in danger and let go. The suspect took the item and ran west on Cherry. Officers located her through the description given and a field show-up was done with a positive ID. She was arrested and taken into custody.
At 7:56 p.m., officers re sponded to a parking lot in the 800 block of West Colorado Boulevard regarding three male subjects checking door handles. Officers contacted the report ing party that pointed out the vehicle the subjects arrived in. A check of the license plate revealed the vehicle was sto len from Moreno Valley. The suspects walked into a school basketball game before officers arrived. As officers were talking with the witness, they saw the suspects enter an Uber vehicle and drive south on Madison. Officers initiated a traffic stop on the vehicle. As the vehicle was coming to a stop, the sus pects threw the key to the sto len vehicle out the window. Two male suspects were arrested and taken into custody. A male juve nile was released to a parent.

At 7:38 a.m., while on pa trol officers in the area of Myrtle and Andre, they saw a vehicle code violation. They conducted a traffic stop and made contact with the driver. The officer could see the driver had a gun inside a fanny pack across his chest. The driver and the passenger were removed from the vehicle and the gun was secured without incident. He was arrested and taken into custody.
At 3:45 p.m., a loss pre vention officer from a retail store in the 500 block of West Huntington reported that a male subject came into the store the day prior and stole approximately $1,000 worth of merchandise. This investiga tion is continuing.
At 7:21 p.m., a female mo torist called and said she was being followed by a male sub ject in another vehicle in the area of Myrtle and Colorado. Officers arrived and conducted
a traffic stop. A computer search of the driver revealed felony warrants. A search of the vehicle revealed a loaded ghost hand gun. He was arrested and taken into custody.
Nov. 16
At 3:28 a.m., a resident re ported hearing shots fired in the 400 block of Montana. Officers checked the area but were un able to locate anything. Minutes later, a resident called and said they saw bullet holes in the front door of a residence in the 1400 block of Alta Vista. The door was wide open with the lights on. As officers approached the front door, they saw the door had been forced open and bullet shells were laying on the ground inside. A handgun was found in the bushes near the front door. A subject was arrested in con nection with the incident. This investigation is continuing.
At 9:36 a.m., officers were dispatched to the area of 400 Norumbega on a report of an injury traffic accident. Two men were working on a vehicle. One of them turned the vehicle on and it popped out of gear and rolled backwards into the other man standing directly behind the vehicle. He was transported to the hospital for further treat ment.
At 9:58 a.m., a victim from the 600 block of Gladys reported his motorcycle stolen. This in vestigation is continuing.
At 10:10 a.m., a witness re ported a male with no shirt was sitting near the drive-thru of a restaurant in the 100 block of West Huntington and appeared to have drug paraphernalia around him. Officers arrived and made contact with the sub ject. He had drug paraphernalia around him. He was arrested and taken into custody.
At 10:45 a.m., an employ ee from a business in the 200 block of West Huntington said a subject came in and rented equipment and never returned it. This investigation is con tinuing.
At 7 p.m., officers re sponded to a medical call in the 100 block of North Ivy regard ing an unresponsive male adult. The subject has a history of drug use and was jumping over fences before officers arrived. He was transported to a hospi tal for an evaluation.

Pasadena announces new police chief, general manager of water and power

After a robust and inclusive selection process, Pasadena City Manager Miguel Márquez has announced the appoint ment of Eugene Harris to serve as Pasadena’s police chief, effective Jan. 3, 2023.
Harris has served as the police chief for the city of San Gabriel since 2016. He also serves as president of the Los Angeles County Police Chiefs’ Association, actively engaging in advanc ing the science and art of police administration and crime prevention. In this role, he is also involved in developing, teaching and disseminating best practices across numerous agencies.
Harris brings nearly 30 years of law enforcement and leadership experience to Pasadena, with a proven track record of community engagement and person nel development, strategic budget management, and the use of new law enforce
ment technology.
“Chief Harris is a wellknown leader in law enforce ment. His interpersonal and communication skills and his proven approach to proactive and community policing will bring about the effective implementation of ever-evolving best prac tices to keep our community safe,” said Márquez. “I am confident he will lead our peace officers with distinc tion and will become an invaluable member of the greater Pasadena commu nity.”
After receiving an honor able discharge from the United States Marine Corps, Harris began his career in law enforcement as a Los Angeles County deputy sheriff. He also served for 23 years in the Monterey Park Police Department, where he was promoted through the ranks to captain. In 2016, he was named police chief of the city of San Gabriel.
“I am honored to be entrusted with this amazing opportunity and am humbled by the respon sibility to our residents, visitors, and the men and women of our department,” said Harris. “Together, we will continue to enhance the culture of proactive community policing and exceptional service to our stakeholders. I look forward to joining the Pasadena community and serving alongside the profession als of the Pasadena Police Department.”
He received his bach elor’s and master’s degrees in business administra tion from the University of Phoenix, and a master’s degree in law enforcement and public safety leader ship from the University of San Diego. He is also a graduate of the West Point Leadership Program, POST Command College, and the FBI National Academy. He
has served on numerous professional organizations and authored a book entitled "The Zero Stress Zone, a Layman’s Guide to Stress Management."
When not working, Harris devotes his time to various community organi zations, and to mentoring and coaching youth.
Márquez also appointed Sidney Jackson as general manager of Pasadena Water and Power (PWP). Jackson will join the City’s executive team in early January 2023. Until then, Jeffrey Kight linger will continue to serve as PWP’s interim general manager.
Jackson has a long tenure in both the water and power industries. He currently serves as the chief operations officer and deputy general manager at Austin Energy, which serves more than 500,000 electric custom ers. He previously served as the chief operations officer
at Rochester Public Utility, where he led operations of both the electric and water utilities.
“After an extensive nationwide search, I am excited to appoint Sidney Jackson as the next general manager of Pasadena Water and Power,” said Márquez. “Sidney has a proven track record of leadership, tech nical and organizational skills in the water and power industries that will strategi cally position Pasadena to meet the challenges ahead. We are thrilled to have Sidney join our team.”
Jackson’s experience includes leadership roles in building and operat ing regional independent system operator (ISO) markets and transmis sion organizations across large geographic multistate regions, functioning with similar authority and scope as that of the California ISO (CAISO). He has served as
an elected member of the board of directors for the Midwest Reliability Orga nization (MRO), a regional entity of North American Electric Reliability Corpora tion (NERC); and on NERC committees in support of the nation’s bulk electric system, with a focus upon power system reliability.
“I am honored to join the city of Pasadena and lead one of its most impor tant departments whose work directly impacts our residents each and every day,” said Jackson. “We will be committed to excellent customer service, to making sound financial and techni cal decisions, and to contrib uting to the greater good of our city and its residents.”

Low-income LA neighborhoods offered internet at higher prices: report

Internet service in Los Angeles County is often offered at higher prices in low-income neighbor hoods, while better deals are offered in wealthier areas, according to a report from the California Community Foundation and Digital Equity LA.
Researchers picked random addresses in every city in the county and shopped for internet service on AT&T, Frontier, and Charter Spectrum, which has a monopoly in parts of the county.
Shayna Englin, director of the digital equity initia tive at the California Community Foundation, said the disparities in Spec trum's promotional offers were glaring, for example, between low-income Watts and wealthier Mar Vista.
"Internet Ultra, the slowest speed that they offer in the highest-income neighborhoods, is offered for $70 a month, good for just one year, in Watts," Englin outlined. "A few miles away in Mar Vista, they offer the same thing for $30 a month, a price
that is good for two years."
Charter Spectrum, in a statement, said its plans, speeds and prices are the same for every ZIP code nationwide. It disputed some of the data, and claimed the report cherrypicked promotional offers.
The company noted it has built out the largest internet infrastructure in the county and participates in the Emergency Broad band Benefit program and the Affordable Connectiv ity Program, which offer low rates for low-income subscribers.
Jorge Rivera, executive co-director of The People's Resource Center in Long Beach, one of 40 commu nity groups that helped gather data for the study, called the prices discrimi natory.
"Even if they are custom er-acquisition strategies, they're still discriminatory because you're offering less price in higher-income areas than you're offering in lower-income areas," Rivera argued. "So the fact that it's just promotional is not an adequate response to the discriminatory practice."
Rivera asserted internet service should be treated like a utility, not a luxury, because people depend on it for work, school, tele medicine, and more.

Arcadia resident gets 20-year sentence for Coachella Valley fraud

An Arcadia woman was sentenced Monday to 20 years in federal prison for soliciting over $22.8 million in funds for a condominium and hotel complex in the Coachella Valley, then spending part of the money on luxury cars, travel and designer clothing.
Ruixue "Serena" Shi was sentenced by U.S. District Judge R. Gary Klausner, who also ordered her to pay $35,842,329 in restitution, according to the U.S. Attor ney's Office.
Shi, 38, pleaded guilty in Los Angeles federal court in October 2021 to one count of wire fraud. She has been in federal custody since August 2020 after law enforcement discovered she had been researching how to flee the United States on a contraband iPhone while free on bond.
At the sentencing hearing, after Shi attempted to withdraw her guilty plea, Klausner remarked, "There has been no acceptance of responsibility; there has been a denial of responsi bility," according to federal prosecutors.
Shi admitted that between November 2015 and July 2018, she solicited investments for the Hyde Resorts and Residences Coachella Valley, a 207-unit
luxury condominium and hotel complex that was supposed to have a total of 95,000 square feet of on-site conference facilities, a pool, spa, fitness center and other amenities.
Shi was the president and owner of Global House Buyer, a China-based real estate development company, and also was CEO of the Beverly Hills-based company Hyde Morgan Development. The Hyde complex was to be developed by GHB while Hyde Morgan solicited investments.
Shi contacted prospec tive investors in the Hyde complex -- who mostly were based in China -- through sales presentations she gave at hotels, radio adver tisements and through the solicitation of investments over forums on WeChat, a Chinese messaging, social media and mobile payment application, according to her plea agreement.
Among the false repre sentations Shi made to induce victims to invest was that the Hyde development was scheduled to begin construction in 2017. Inves tors were told they would be purchasing condos ranging in price from $400,000 to

California's environ mental achievements are something to behold. The state ranks first in the U.S. for growth in solar power generation and battery storage. It's the national leader in cumula tive electric vehicle sales and public EV charging stations. And it's one of a growing number of states that aim to run entirely on carbonfree energy in the coming decades - a goal it briefly met, for about 15 minutes, on April 30.
Now, California is once again setting the pace on a critically important (if somewhat less glamorous) climate imperative: urban composting.
On January 1, a law went into effect making it mandatory for every city and county in California to provide residents a means to separate and recycle their organic waste. The impacts could be enormous - accord ing to climate experts, composting is one of the simplest low-tech measures humans can take to reverse climate change. Allowing food waste to decompose in landfills creates methane, a greenhouse gas dozens of times more potent than carbon dioxide. And land fills are the third-largest source of methane in the U.S. Composting has other benefits as well, from seques tering carbon and helping farmers create droughtresistant crops to creating long-term revenue streams for city governments.
Yet few big American cities have successful citywide composting programs, particularly on the East Coast. How does a city fully integrate composting into its sanitation stream? Perhaps nowhere offers as clear a path forward as San Fran cisco, the first big U.S. city to offer composting to all of its residents. Twenty-six years later, its system remains the gold standard.
Building a system scrap by scrap
In 1990, when curbside
recycling was still new to many communities, San Francisco was already recy cling over 25 percent of its trash. Nevertheless, the city's Department of the Environ ment was concerned about all the garbage still being sent to faraway landfills, so it authorized a "waste char acterization" study in 1996 in which engineers looked at exactly what was being sent to the dump. What they found was shocking: 33 percent of it was organic material that could have been composted.
"It was a combination of food scraps, sticks and leaves," says Robert Reed, public relations manager at Recology, a resource recovery company that partners with the city. "We have 5,000 restaurants here, so we're generating a lot of food scraps."
All those scraps add up to a heap of emissions, plus the associated costs of disposal. "When you put materials in a landfill, you eventually fill that landfill and you have to build another landfill. And now you have to ship to greater distances," says Reed.
So, at the city's request, Recology, which has collected San Francisco's refuse since 1921, launched a compost pilot program. It started at the San Francisco Wholesale Produce Market and on residential routes in the Richmond District. Soon after, it expanded to include some large convention hotels. By 2000, it had gone citywide.
Nine years later, when cities like Seattle were just beginning their voluntary residential composting programs, San Francisco made composting and recy cling mandatory for all resi dents and businesses.
Mandatory participation scaled things up dramatical ly. Recology began offering free composting pails, bin labels, signs, multilingual trainings and toolkits for commercial buildings. It also meant occasional fines from the city for non-compliance.
All of it was part of the city's ambitious plan to be "Zero Waste" by 2020.
Today, San Francisco's pioneering program is world renowned. Over 135 coun tries have sent delegations to study the city's compost and recycling systems first hand. The city collects more than 500 tons of compostable materials from its ubiquitous green bins every day, accord ing to Reed, helping to divert some 80 percent of the city's waste from landfills. All these organic scraps are turned into high-quality compost in just 60 days at a Blossom Valley Organics facility east of the city, and then sold to local farms, vineyards and orchards.
The revenue from these sales helps offset the cost of the program. "If something goes into the landfill, there's no sale!" laughs Reed. The system also creates jobs. According to a study by the Institute for Local Self-Reli ance, composting sustains four times the number of jobs as landfill or incinera tion disposal operations. In Maryland, a 2013 study found that composting oper ations provided more total jobs than the state's three trash incinerators combined.
And of course, all that compost enriches the region's soil with nutrients, minerals and microbes, helping farmers grow healthy crops with fewer commercial fertilizers. Compost also acts as a natural sponge - Penn sylvania's Rodale Institute found that farms can grow up to 40 percent more food in times of drought when they use compost and follow other organic practices. In the West, where drought is common, this is a boon to both commercial farmers and backyard gardeners. Compost can even mitigate the threat of wildfire by retaining moisture from rain and irrigation.
All of which begs the question: With the many obvious benefits and few apparent downsides, why, 26 years after San Francisco
started composting, haven't other major cities like New York, Boston, or Chicago followed suit?
New York's composting conundrum
Not long ago, New York City briefly had its own in-home compost ing program. In 2015, then New York City Mayor Bill de Blasio introduced a Zero Waste initiative similar to San Francisco's. Compost ing was its cornerstone. Pandemic-related budget cuts forced the city to suspend the service in May 2020. But even before that, the program was anemic, only diverting 43,000 tons of food scraps in 2017 - just five percent of the city's total food waste.
Theories abound as to what went wrong. One big one has to do with a lack of public outreach. Even the chairman of the city coun cil's sanitation committee admitted that no one in his own building knew how the system worked. "In my building, we received the brown bins, and some fliers," he told the New York Times. "I guarantee I'm the only person in my building who knows how to use them."
Simply convincing resi dents to change their longstanding garbage habits was another hurdle. Former NYC Sanitation Commissioner Kathryn Garcia told the Times, "The biggest chal
lenge is asking New Yorkers to do something different." She related a story about how, when the department was handing out brown bins one man didn't want one. "But we were handing out compost at the same time, and he definitely wanted the compost. We said, 'We really need your banana peels in order to make this in the future.'" The man took one of the bins, illustrating the importance of education and outreach.
New York re-launched its composting program in August 2021 in neighbor hoods where interest was most concentrated, accord ing to Vincent Gragnani, press secretary at the city's Department of Sanitation. Soon, there will be 100 bins at schools across the city that can be accessed with a smartphone app or a key card. "Within the next two years, every public school in the city will be separating their organic waste for collection," Gragnani told RTBC. New Sanitation Commissioner Jessica S. Tisch is in the process of reviewing what has and has not worked with the city's program in the past, but is not ready to share this publicly.
Can California strike 'black gold'?
Now, inspired by San Francisco's trailblazing composting success, Califor nia is set to enact statewide
composting for all. (Only a small handful of states mandate statewide compost ing). The goal of the law is to reduce the landfilling of compostable materials by 75 percent by 2025, thereby reducing methane emissions on a massive scale. CalRe cycle, the department that oversees the state's recy cling and waste reduction programs, estimates about half of the state's communi ties had food and yard waste collection programs at the start of 2022.
There are several things the remaining cities and counties around California can do to emulate San Fran cisco's success. One is to stay on message. In 2000, when Recology made green bins available to every resident in San Francisco, the response was mixed. "Some people said, 'Come and take it back.' Other people embraced it right away," recalls Reed. "We were doing a lot of outreach and education in promot ing the program and why we think it's important for people to participate."
For instance, San Fran ciscans speak over 100 differ ent languages, so Recology opted to put photographs on the green bins (in addition to a few words in English, Spanish, and Chinese), showing what can and can't be

When one thinks of holiday movies, the first thing that springs to mind is most likely Christmas. With new releases every year at both the box office and on streaming services, as well as all those classic favorites we know and love, there's no shortage of Christmas movies to add to your watch list. But amid all that Yuletide cheer, Thanks giving shouldn't be forgot ten—and there are quite a few movies that align with "Turkey Day," many of which can be an enjoyable addition to seasonal traditions.
Stacker analyzed data from Letterboxd, IMDb, and Metacritic to rank the highestrated Thanksgiving films of all time. To determine which movies would qualify, our experts surveyed the history of film, comprehensive film databases, and legitimate editorial compilations of Thanksgiving movies.
It is important to recog nize that genre is meant to help describe and communi cate the vibe of a film, not to serve as a limiting factor on what films can and cannot be. There are no hard-and-fast rules that define a Thanks giving movie, and we agree that leaning into more open interpretations of what fits in certain fringe genres is best practice for developing a pool of films that represent all possible expressions of a particular subgenre. As a result, we considered any movie that takes place over Thanksgiving or involves significant Thanksgiving scenes to be part of our "best of" list.
Only feature films were considered (sorry, "A Charlie Brown Thanksgiving"), and each film had to be watched by at least 1,000 Letterboxd users. Films are ranked by Letterboxd scores, with initial ties broken by IMDb user ratings and secondary ties broken by Metascore. Letter boxd scores are out of five, IMDb scores are out of 10, and Metascores are out of 100.

The film marked director John Hughes' first attempt at making a movie geared more toward adults than the teen movies he was known for, and while it wasn't a huge commercial success, it has remained a holiday classic.

composted. The company also produces a customer newslet ter that comes with its bills, filled with articles about the benefits of composting and recycling. In addition, Reed, a former reporter, worked closely with journalists to get stories published early on about restaurants embracing composting and vineyards relying on compost from the city.
But according to Reed, the key to composting success is getting kids on board. "The best way to get adults to compost is to get composting programs running in schools," he says. Recology donates compost to school gardens, which makes a big impression on children. "Those kids go home and say, 'Why don't we compost at home?' The very next day the dad has a pail on the kitchen counter, and they're rolling."
Prior to the pandemic, classrooms would visit the Recology Environmental Learning Center and even take tours of the composting and recycling plants. During Covid, Recology's programming for
students has shifted online. The company leads virtual field trips via Zoom and has produced educational videos and games about composting and recycling for kids from pre-K to high school. There's even a "Better at the Bin" coloring book.
Finally, Reed says regular and frequent communica tion with the city is key to the composting program's success. Every week, Recology staff members meet with a team from the Department of the Environment. "We all have the same goal: to send as little as possible to the landfill," Reed says. At these meetings, they compare the tonnage that the city is sending to compost versus sending to the landfill, brainstorm ways of getting more residents to compost, and discuss messag ing.
One conundrum recently tackled in these meetings was how to encourage more participation in apartment buildings, which have lower rates of composting and recy cling, and where 65 percent of San Franciscans live. Their solution: recruit volunteers at these buildings to distribute
Recology's monthly news letter, as well as encourage composting in neighborly ways, like with composting contests or quizzes. "These are very creative people!" says Reed. "They keep compost ing part of the conversation." There are now advocates in 100 buildings around the city.
One of these is Madeleine Trembley, who lives at the Gateway Complex in the city's Financial District. A year ago, Trembley, who refers to compost reverently as Black Gold, started a newsletter for her 1,255-unit building called Trash Talk. "The newsletter immediately got a lot of peoples' attention," Trembley says. "It was educa tional, practical. We give tips that people can implement easily, understand easily."
As a result of her newslet ter and the topics it covered, more young residents have gotten involved in the Board - and one of them is even making video tutorials about composting to share with residents. "It just makes no sense to create more methane gas to stow it away in the landfill. And I think a lot of people realize that."

The holidays are here again. Along with the turkey, stuffing, and loved ones, there’s more to consider. This season is a time of giving thanks. One of the topics I’m often asked about is personal brand. And, part of your personal brand comes across in the way that you say thank you. After you interview for a new job, it’s always a good idea to say thanks. We can all agree on this idea. But, the question is really – how exactly do you do it? What’s the best way to say thank you, and what are you saying thank you for?
Think of yourself as a salesperson. You’re selling your services. The company and the hiring manager – they are your customer. You may say, “I really put a lot of work into the interview. It was not easy on me at all.” I hear you, and I don’t disagree with you. But, the hiring manager is still the customer, and they will ultimately make the decision on whether or not you’re hired. With that in mind, saying thanks is critical.
Send a thank you email the afternoon after your interview. They may make a decision quickly, so the email ensures your message will get there in time. If you want to really stand out, and you already know the address of the company, consider also writing a handwritten note. In all likelihood, you will be the only candidate who sent a handwritten note.
Each thank you message should be personal and sent to just one person. Ideally, send one to each person who interviewed you along the way. The note itself should be brief. You want to thank the person for interviewing you, and if possible, mention something from your conver sation. Be positive. If you are afraid the interview went badly, this isn’t the time to bring it up. The most impor tant thing is to say thanks.
I often receive the question, “Is it really that important to send a thank you email after a job inter view?" The answer is yes. Hiring decisions are made by
people. People hire people. And, they hire people who they like. The more that you can remember this, the more you’ll increase your odds at landing a job offer.
While you're interview ing, there's another impor tant group not to forget. If you're interviewing for a job, I'm going to bet that something isn't going well at your current company. It may be stressful. There may be layoffs happening around you. Or, there is some other negative reason you want to leave.
But very likely, there are a few people you work with who make daily work bearable. They're the ones you can talk to when things are tough. They're the ones who are helping you from the sidelines when no one else knows it. Don't forget about these colleagues. Let them know how much you appreci ate them and their support.

PROJECT LOCATION: The project site is located at 607 East Lemon Avenue in the City of Monro via (Assessor’s Parcel Number [APN] 8517-008-010).
APPELLANT: Daniel Ryan, Resident
PROJECT DESCRIPTION: Pursuant to Monrovia Municipal Code (MMC) §17.10.030, any main residen tial building that was constructed more than 50 years ago and is proposed for demolition requires a Discretionary De molition Permit. The property owner at 607 East Lemon Avenue is proposing demolition of the existing home to ac commodate a new multi-family devel opment. On July 13, 2022, the appli cant submitted a written request to be exempt from the demolition review re quirements due to the home’s perceived obvious lack of historic significance. The request was supplemented with a Historic Assessment Report prepared by SWCA Environmental Consultants.
On July 27, 2022, the Historic Preserva tion Commission granted the exemption request and approved a Department of Parks and Recreation (DPR 523A) sur vey form which assigned the property a California Resource Historic Status (CHRS) Code of 6Z. A CRHS code of 6Z means that the property is not eligible for listing or designation under state or local evaluation criteria.
On August 8, 2022, Daniel Ryan sub mitted an appeal of the Commission’s decision regarding the 6Z CRHS code assignment citing several reasons, in cluding but not limited to, the use of an inaccurate historic architectural assess ment and inappropriate use of the ex emption request application form. The Appellant is requesting the City Council 1) reject the assessment report, demoli tion request, and 6Z CHRS code, 2) de termine that the staff report and Historic Assessment Report were not complete and factual, and 3) assign a CRHS code of 5D3 finding that the property “appears to be a contributor to a district that appears eligible for local listing or designation through survey evaluation.”

They were required to pay 40% of the total purchase price up front as a down payment, but Shi promised that GHB would help them finance the remaining balance with loans from U.S.-based banks when the project was completed.
Chinese investors in the Hyde project were falsely told that their investments with Shi would enable them to obtain visas through the EB-5 Immigrant Investor Program. EB-5 is a federal program that allows foreign investors to secure a U.S. visa by investing a large sum of money to finance a business in the United States that employs American workers.
One victim told inves tigators that she was told Shi would procure a longterm visa for her through the EB-5 Program if she
invested $500,000 in the Hyde project, according to papers filed in Los Angeles federal court.
Shi also told investors that GHB had purchased a 47-acre lot of land in Coachella Valley where the Hyde development was to be built. In reality, Shi purchased only 20 acres of that property, documents state.
The defendant falsely told investors that GHB had obtained the required city development approvals for the development, which included the rezoning of the land she purportedly had purchased, when no such approvals had been given.
When some investors began demanding refunds after hearing GHB no longer was in operation in the United States, Shi offered partial refunds if they signed a contract purport ing to prevent them from disclosing they had received
the refund, her plea agree ment says.
She also sent investors phony photographs purport ing to be of construction that was underway. In truth, GHB never began construc tion on the Hyde develop ment and never purchased the entire plot of land where the development was to be built.
Bank records show that Shi transferred her inves tors' funds to her personal accounts and then misap propriated a significant portion of the money for her own expenses. Prosecutors said she used $2.2 million of investor money to pay a company that provided luxury travel and concierge services, nearly $295,000 to purchase two MercedesBenz automobiles, and hundreds of thousands of dollars for designer clothes purchases, restaurant meals and hotel stays in Beverly Hills, France, Thailand and China.
Communities mourn mass shooting at LGBTQ club in Colorado Springs

Communities across Colorado continue to mourn the deaths of at least five people, after a 22-year-old gunman allegedly opened fire inside an LGBTQ nightclub in Colorado Springs on Saturday.
More than two dozen people were injured. Colo rado's 4th Judicial District Attorney Michael Allen told reporters he has a strong interest in pros ecuting the case, including as a possible hate crime, because it's important for the community see that the perpetrator is held accountable.
"The current bias-moti vated crime statute in the state of Colorado provides some elevation," said Allen, "but will not elevate beyond what will likely be charges in this case which will likely include firstdegree murder, extreme-
indifference murder, those types of charges, which are all Class 1 Felony murder charges."
Allen said everyone charged with crimes is presumed to be innocent until proved guilty.
In a statement, Colorado Gov. Jared Polis said "My heart breaks for the family and friends of those lost, injured and traumatized in this horrific shooting." He also told Colorado Springs Mayor John Suthers that he would make every state resource available to local law enforcement.
The mass shooting at Club Q occurred on the eve of Transgender Day of Remembrance, which honors the memory of those murdered in acts of anti-transgender violence.
Allen also said that every person regardless of who they are has the right to be secure from fear and
physical harm.
"And actions taken to strike fear in specific commu nities will not be tolerated in our community," said Allen.
"This is particularly true for communities that have been maligned, harassed and targeted by persons or groups to intimidate and cause harm to members of those communities."
According to data collected by Human Rights Campaign, before Satur day's shooting at least 32 transgender and gender non-conforming people have been killed in 2022, although actual numbers are likely much higher due to under-reporting.
Victims are overwhelm ingly Black, under 35, and killed with a firearm. More than 16% of transgender students reported being physically assaulted, while one in three has experi enced physical harassment.

2. Engineer’s Estimate. The preliminary cost of construction of this Work has been prepared. The estimate is in the range of $900,000 to $1,000,000.
3. Completion: This Work must be completed within (80) Working days from the Date of Commencement as established by the City’s written Notice to Proceed.
4. Acceptance or Rejection of Bids. The City reserves the right to reject any and all Bids, to award all or any individual part/item of the Bid, and to waive any informalities, irregularities or technical defects in such Bids and determine the lowest responsible Bidder, whichever may be in the best interests of the City. No late Bids will be accepted, nor will any oral, facsimile or electronic Bids be accepted by the City.
5. Contractor License. At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work dur ing the Correction Period, the Contractor must possess a California contractor license or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Bidder must possess the following license(s):
• a. Pursuant to Section 3300, of the Public Contract Code, the classification of the bidder’s Contractor’s License shall be “Class A” and “C-10”. Failure of a bidder to obtain adequate licensing at the time the contract is awarded shall constitute a failure to execute the Contract and shall result in the forfeiture of the Bidder’s Bond.
b. For federally funded projects, the Contractor shall be properly licensed at the time of award. The successful Bidder will not receive a Contract award if the successful Bidder is unli censed, does not have all of the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Bid, declare the Bid Bond as forfeited, keep the Bid Bond’s proceeds, and exercise any one or more of the remedies
in the Contract Documents.
6. Subcontractors’ Licenses and Listing. At the time of the Bid Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California contractor license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work. When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, California Department of Industrial Relations contractor registration number, and portion of the Work). In addition, the City requires that the Bidder list the dollar value of each Subcontractor’s labor or services. The City’s disqualification of a Subcontractor does not disqualify a Bidder. However, prior to and as a condition to award of the Contract, the successful Bidder shall substitute a properly licensed and qualified Subcontractor— without an adjustment of the Bid Amount.
7. Permits, Inspections, Plan Checks, Governmental Approvals, Utility Fees and Similar Authorizations: All other Governmental Approvals and Utility Fees shall be obtained and paid for by Contrac tor and will be reimbursed based on Contractor’s actual direct cost without markup. See Instructions to Bidders Paragraph 14, and General Conditions Paragraph 1.01 for definitions and Paragraph 1.03 for Contractor responsibilities.
8. Bid Forms and Bid Security: Each Bid must be made on the Bid Forms obtainable from the City’s Bidding website listed in the paragraph 1 above. Each Bid shall be accompanied by a cashier’s check or certified check drawn on a solvent bank, payable to “City of Glendale,” for an amount equal to ten percent (10%) of the total maximum amount of the Bid. Alternatively, a satisfactory corporate surety Bid Bond for an amount equal to ten percent (10%) of the total maximum amount of the Bid may accompany the Bid. Said security shall serve as a guarantee that the successful Bidder, within fourteen (14) calendar days after the City’s Notice of Award of the Contract, will enter into a valid contract with the City for said Work in accordance with the Contract Documents.
9. Bid Irrevocability. Bids shall remain open and valid for ninety (90) calendar days after the Bid Deadline.
10. Substitution of Securities. Pursuant to California Public Contract Code Section 22300, substitution of securities for withheld funds is permitted in accordance therewith.
11. Prevailing Wage Resolution. Bidders are hereby notified that in accordance with the provisions of the Labor Code of the State of California, the City Council of the City has ascertained and determined by Resolution No. 18,626 (as amended), the general prevailing rate of per diem wages of a similar character in the locality in which the Work is performed and the general prevailing rate for legal holiday and overtime Work for each craft or type of worker needed in the execution of agreements with the City. Said resolution is on file in the Office of the City Clerk and is hereby incorporated and made a part hereof by the same as though fully set forth herein. Copies of said resolution may be obtained at the Office of the City Clerk.
12. Prevailing Wages. This Project is subject to the provisions of California Labor Code Section 1720. Contractor awarded this Contract and all Subcontractors of any tier shall not pay less than the minimum prevailing rate of per diem wages for each craft, classification, or type of worker needed to perform the Work. The Director of Industrial Relations of the State of California, pursuant to the California Labor Code, and the United States Secretary of Labor, pursuant to the Davis-Bacon Act, have determined the general prevailing rates of wages in the locality in which the Work is to be performed. The rates determined by the California Director of Industrial Relations are available online at www. dir.ca.gov/DLSR/PWD/. Davis-Bacon wage rates are available online at www.wdol.gov/. To the extent that there are any differences in the federal and state prevailing wage rates for similar classifications of labor, Contractor and its Subcontractors shall pay the highest wage rate.

At the above-described meeting the Oversight Board will consider the adoption of a resolution authorizing the Successor Agency to sell the Property to the Purchaser in accordance with the LRPMP for $650,000 (Appraised Value) pursuant to a purchase and sale agreement between the Successor Agency and the Purchaser sub stantially in the form presented to the Oversight Board. Pursuant to California Health and Safety Code Sections 34191.5(f), the ac tion of the Fifth District Consolidated Oversight Board to implement the disposition of the Property pursuant to the Successor Agency’s approved LRPMP shall not require review by the California Depart ment of Finance.

The goal of the BID is to create an environment that will assist in boosting sales for busi nesses located within BID No. 1.
The BID 2023 assessments will be formally considered by the City Council at the December 7, 2022, public hearing at 6:30 pm. BID members will have the opportunity to approve or modify the budget and priorities for 2023.
