COVID infections, hospitalizations continue upswing in LA County
Los Angeles County is continuing to experience increases in COVID-19 infection and hospitalization rates, the public health director said Thursday, warning that two newly emerging variants of the virus are threatening to fuel a fall and winter surge in cases.
Barbara Ferrer said the county had an average of about 1,300 new COVID cases per day last week, up from about 1,000 per day the previous week. She said the daily average case numbers have been “slowly but steadily increasing” since the beginning of November.
The rate of infections is also rising, reaching a weekly
average of 86 cases per 100,000 residents last week, up from 65 per 100,000 residents two weeks ago, Ferrer said. If that average rises to 100 cases per 100,000 residents per week, the county will again “strongly recommend” that people wear masks indoors. Indoor mask wearing is currently only a matter of personal preference, unless an individual location or business opts to require them.
Ferrer also noted a rise in the average daily number of COVID-related hospital admissions, with the average rising to 77 last week from 65 the previous week.
Virus-related deaths are averaging about seven per
day, down from 10-12 per day in early November, but Ferrer said deaths are considered a lagging indicator, meaning the numbers could rise in coming weeks in response to the increases in infections and hospitalizations.
Health officials have been expressing concern about a possible winter COVID surge, mirroring similar increases seen the past two years during the winter months. They noted that cooler temperatures lead to more people spending time indoors in more crowded, lessventilated spaces — conditions that are ripe for virus spread.
Ferrer said two recently identified variants of the COVID virus — BQ.1 and
BQ.1.1 — are beginning to spread more rapidly in the county, now representing about 17% of all virus specimens that undergo special sequencing to identify specific infection strains. That’s more than double the rate from mid-October.
Ferrer said federal health authorities believe the BQ variants are likely to “increase rapidly” in coming weeks and could soon represent more than one-third of all infections.
“Many are predicting these strains, which are highly transmissible, are likely to drive an increase in cases this fall and winter,” she said.
She said the currently available “bivalent” vaccine
booster — which is engineered specifically to counter Omicron-based variants of the virus — are believed to be effective against the BQ variants. But she said the rate of eligible residents receiving the new booster remains very low, and health officials are working to increase their public outreach efforts to encourage people to get the shot.
On Thursday, Los Angeles County reported 1,595 new COVID-19 infections and eight additional deaths linked to the virus, bringing its cumulative totals to 3,501,782 cases and 34,039 fatalities since the pandemic began.
Daily case numbers
released by the county are an undercount of actual infections, since many residents rely on at-home tests and do not report those results to county health officials, according to the Los Angeles County Department of Public Health.
The seven-day average daily rate of people testing positive for the virus was 5.8% as of Thursday.
The number of COVIDpositive patients in Los Angeles County hospitals was 464 as of Thursday, down from 492 on Wednesday, according to state figures. Of those patients, 50 were being treated in intensive care units, up from 43 a day earlier.

Jailed pursuit suspect has several arrests in LA, Riverside counties on record

The man who allegedly stole multiple vehicles, rammed sheriff’s and police cars and broke into a family’s home during a wild, televised pursuit has a lengthy criminal history in Riverside and Los Angeles County, authorities said.
The Los Angeles County Sheriff’s Department’s Inmate Locator lists at least seven encounters that Johnny Anchondo, 32, has had with law enforcement, including his latest skirmish, which ended with a no-bail felony arrest by Norwalk station deputies at 6 p.m. Wednesday.
Anchondo was arrested on suspicion of burglary, assault with a deadly weapon, grand theft auto and felony evading, according to Sgt. Jose Corrales of the sheriff’s Norwalk station.
His convictions in Los Angeles County include carjacking, joyriding and reckless evading. Anchondo has an even lengthier criminal case history in neighboring Riverside County.
“We can confirm that there is a subject named Johnny Anchondo that has 18 criminal cases out of Riverside County. It appears he has two traffic related warrants out of our county and was last in custody for a violation of parole on 8/19/22,” said Sgt. Brandi Swan of the Riverside County Sheriff’s Department.
“He was sentenced to 160 days, so if he was no longer in custody, you would need to contact the California Department of Corrections and Rehabilitation to determine why there was an early release,” Swan said.
The state corrections department provided the following statement to ABC7: “As is our policy, we’ve reached out to the investigating agency before releasing commitment history. At the request of the Los Angeles County Sheriff’s Department, because of their ongoing investigation, no information on Johnny Anchondo will be provided at this time.”
According to Fullerton police, the suspect fled from an attempted traffic stop at about 4:40 p.m. Wednesday at Auto Center Drive and the Santa Ana (5) Freeway. He was originally in a dark-colored sedan, but at one point stopped and jumped out of the car and tried to steal a parked pickup truck in Anaheim. When he was unable to break into the vehicle, he jumped back into the sedan, eventually parking and running into a town home complex.
The man then hopped
into a parked white van, but a Fullerton police officer parked a cruiser directly behind the vehicle, pinning it in a parking space. Undaunted, the driver repeatedly rammed the cruiser until he was able to slip by the police vehicle and sped away.
Eventually the suspect reached Whittier, where the van lost one of its rear tires and became disabled. The suspect continued trying to escape, spinning the stripped rear wheel, which sent sparks flying and eventually sparked a fire under the van.
With police stationed behind the vehicle, the suspect crawled out of the passenger side and fled on foot, running into a residential neighborhood where he walked into a home and got into a confrontation with one of the residents, Andres Benitez, inside.
“I was in the kitchen drinking an energy drink, my mom was on the couch and we were talking. And we see the back door open, and that back door is never suppose to open, no matter what. So when I saw it open, my first reaction was someone is trying to get into the house,” Benitez told ABC7.
Benitez told Fox11 he grabbed a knife to try and defend himself and his mother, who was also inside the residence.
“I told him, `You got to get out of the house or I’m going to stab you right now.’ And when I told him that, he felt threatened and put his hands up and kept saying, `Please, please.’ Knowing my mother is in the house, I’m going to defend the house,” Benitez
told FOX11.
The confrontation spilled onto the front driveway, where the man, after grabbing Benitez’s truck keys, jumped into the white pickup truck and drove off, nearly striking some of the residents as he fled.
Benitez told Fox11 he bought the truck three weeks ago to help with his family’s landscaping business.
“It was just hard work. This was my goal since two years ago,” Benitez told the TV station.
The suspect struck multiple vehicles during the chase, appearing desperate to avoid capture as he drove on the wrong side of various streets. At one point, the front driver’s side tire on the truck became deflated and fell off the vehicle.
The suspect crashed into several more vehicles before the truck became disabled at a gas station. He attempted to flee as deputies attempted to box him in, prompting the deputies to open fire on the truck as it rammed into their vehicles.
A small fire erupted beneath the truck as the man continued to attempt to flee, though deputies managed to extinguish the flames from behind a ballistic shield.
Deputies approached the vehicle and took the suspect into custody at about 6:15 p.m. Wednesday. He was walked to a squad car and placed inside before paramedics placed him into an ambulance at about 6:30 p.m. and took him to a hospital for treatment of unknown injuries.
Long Beach Fire Chief Xavier Espino announces retirement

After 36 years with the Long Beach Fire Department, Chief Xavier Espino will retire at the end of the year.
Espino, who joined the Long Beach Fire Department in 1986 and served as Fire Chief since 2018 announced his retirement Thursday. His last day will be Dec. 30.
“Chief Espino spent his entire career to serving our community,” City Manager Tom Modica said in a statement. “We are extremely grateful for his leadership, professionalism and ability to motivate personnel even during the most challenging of circumstances. I wish him all the best during his welldeserved retirement and quality time with his family.”
Long Beach Mayor Robert Garcia said Espino embodies what it means to be a leader in public service.
“He has led our fire department with honor, integrity and a deep commitment to the safety of our residents,” Garcia said.
“We wish him well as he journeys into retirement.”
Espino had a number of roles and duties during his nearly four-decade career with the department including as a firefighter/ paramedic, captain, battalion chief and assistant chief.
He was instrumental in promoting the department’s first female chief officer and preserving the history of the department.
As fire chief, he restored Fire Engine 17, dedicated the Long Beach Fire Department Captain David Rosa Regional Training Center, unveiled the new Police/Fire Memorial at the Long Beach Civic Center and revived the Long Beach Fire Department Meritorious Awards Ceremony after a 15-year hiatus.
He also helped the department launch the mobile stroke program, in partnership with UCLA. It was one of the first such programs on the West Coast, and he guided the
department through the COVID-19 pandemic.
He is a secondgeneration firefighter -- his father was a retired captain for the Los Angeles County Fire Department.
“I have been blessed to serve as a firefighter for the Long Beach Fire Department for nearly 37 years; the past four years as the Fire Chief,” Espino said. “It has been my honor to protect the residents who call Long Beach home, the workforce who keep Long Beach running, and the visitors who enjoy our beautiful city. In this, our 125th Anniversary, we have proven our resilience. Though the past four years have been fraught with extremely trying issues, we have responded with dedication and resolve and find ourselves stronger for the struggle. I am personally indebted to the men and women of the Long Beach Fire Department for their selfless service and dedication to the mission.”

Los Angeles has made progress on its emer gency response efforts over the last few years, but City Controller Ron Galperin wants more done, according to follow-up audits released Thursday.
Galperin published reports following up on the progress of NotifyLA and the Disaster Service Worker program, two of the city’s core emergency response efforts. NotifyLA is the city’s emergency alert system, and the Disaster
Service Worker program — activated for the first time during the pandemic — consists of civilian employ ees who provide additional support during emergencies.
On NotifyLA, Galperin found that the city has begun to formalize operat ing procedures and improve consistency in messaging since he audited it in 2018. He said pre-scripted emer gency alerts should be devel oped in languages other than English.
Galperin found that the Disaster Service Worker program has made progress but still needs improvement on deployment protocols and systems assigning employees to roles.
“As the nation’s secondlargest city and home to nearly four million residents, Los Angeles has to be ready to respond to unexpected emergencies at a moment’s notice,” Galperin said. “NotifyLA and the Disaster Service Worker program are
critical to safeguarding the well-being of our residents. While I am encouraged by the progress the city has made since we first reviewed these programs, more must be done. The safety and security of Los Angeles depends on these programs functioning at their highest level.”

The NAEBOR Clinic, designed and commit ted to provide cultur ally responsive pregnancy and postpartum care to Black women across San Bernardi no County, celebrated its grand opening on Oct. 24, in the city of Rialto with a ribbon cutting ceremony attended by clinicians, supporters, funders and the community.
Understanding the importance of representa tion, NAEBOR (Neighborly, Adaptable, Equitable Care for Black Obstetric Patients with Respect) is a clinic model tailored to Black and African American families designed to improve pregnancy outcomes and perceived patient experiences.
There are many elements that set the NAEBOR clinic apart, according to NAEBOR Co-Program Director Kendra Flores-Carter, DSW. For example, all care providers at the NAEBOR clinic receive training in cultural humility
and implicit bias to ensure that respectful care is always provided with empathy for the patient’s life experiences.
Also, guided by the clinic’s health care team, “Our patients choose the prenatal care plan that is right for them, which is very important,” Flores-Carter explained. “Women can access the full spectrum of prenatal care services includ ing traditional in-person maternal care, telehealth or intense care (designed for high-risk pregnancies),” Flores-Carter said. NAEBOR Clinic also has social workers and community health workers who provide connec tions to existing programs for families.
The clinic is supported in part by an investment by First 5 San Bernardino, an orga nization that recognizes the significance of the prenatal and early years of life in influ encing a child’s health, devel opment and life outcomes.
“First 5 San Bernardino is incredibly proud to support NAEBOR Clinic to address the decades long, docu mented disparities in birth outcomes in Black families,” said First 5 San Bernardino Executive Director Karen Scott. “While this issue has been discussed at length for years, First 5 San Bernardino is proud to partner with the NAEBOR clinic to proactively work with black mothers and

Remember the good old days when you could fly without having to pay to check (or carry on) a bag? This was the norm before the Great Recession. Like many industries, airlines felt the strain of declining revenues and had to find clever ways to make extra money. Enter baggage fees.
Southwest Airlines is still a unicorn in the industry, staying true to offering low fares and two free checked bags no matter your status. As a result, their per-passenger baggage fee total in 2021 was a mere $0.48 (as a comparison, the 10th entry on this list comes in at $10.46 per passenger), which added up to $58 million in total fees.
Though it’s a burden for travelers, airlines have been able to stay afloat because of baggage fees. In 2021, U.S. airlines made about $5.3 billion in baggage fees, a huge leap from $2.8 billion in 2020; however, the number is still down from 2019’s $5.8 billion.
Bounce collected data from the U.S. Bureau of Transportation Statistics to determine which airlines make the most from baggage fees. They looked at data from 2021, the most recent full year available, and calculated the total fees per passenger serviced. The per-passenger figure includes passengers who did not pay for baggage fees, so the average may be lower than each airline charges per bag. Breeze Airways was excluded from the analysis as complete data was not available for 2021.
#10. Alaska Airlines

- Total passengers boarded: 23,153,191
Eligible Alaska Airlines Visa credit card holders may get their first checked bag fee waived, but for everyone else, there’s a $30 charge for the first, $40 for the second, and $100 for the third and beyond. There’s also a $100 charge for oversized bags, so be mindful of the weight and dimensions of your luggage.

American Airlines offers several ways to receive a complimentary baggage check depending on various card members and status, but there’s a fee on domestic flights for most passengers.

#8. United Airlines

If you’re flying United Airlines with a heavy bag and you’re in First or Business Class or have MileagePlus status, you’re in luck: The weight restrictions are 70 pounds rather than the standard 50 pounds. The carrier’s checked baggage fees vary depending on your destination and status, so United developed a handy baggage fee calculator to help you prepare for your trip. It also offers baggage delivery at select U.S. destinations for those who don’t want to wait at baggage claim.
#7. Eastern Air Lines
- Total baggage fees collected: $1,549,000 ($13.34 per passenger)
- Total passengers boarded: 116,095
With hubs in Miami, New York, and San Juan, Eastern Air Lines primarily runs in the southern and eastern United States (as well as some international destinations). The benefit of flying with Eastern is the baggage size limit (70 pounds no matter your status) and the first bag flies for free. A second checked bag will cost $65; the third and fourth are $100 apiece, and the fifth and sixth come with a $200 charge per bag.

- Total baggage fees collected: $517,202,000 ($17.15 per passenger)
- Total passengers boarded: 30,159,824
Many airlines allow somewhere between six and 10 checked bags per passenger (for a fee, of course), so it’s worth pointing out that JetBlue only lets travelers fly with two. The fees are calculated depending on your fare and destination and can be found on the airline’s website. If you’re a planner, you can save $5 per bag by checking your bags online more than 24 hours before your flight.
#5. Allegiant Air - Total baggage fees
collected: $246,127,000 ($18.09 per passenger)
- Total passengers boarded: 13,607,794
Allegiant Air may save passengers money on low fares, but it recoups some of it with baggage fees. In addition to charging per checked bag (you are allowed up to four), the airline also charges travelers for a carry-on piece of luggage (you can bring a personal item on board for free). This can cost an additional $10-$75 depending on the size of your suitcase and when in your travel plans you decide to pay. A full baggage fee chart can be found on Allegiant Air’s website.
#4. Silver Airways
- Total baggage fees collected: $8,535,000 ($18.78 per passenger)
- Total passengers boarded: 454,453
Silver Airways is a regional airline that flies between Florida, the southeastern U.S., and the Bahamas, but if you’re going on a tropical vacation, you might want to pack light. The carrier limits two checked bags per guest, with a fee per piece. If you need that third bag, Silver Airways will allow it for a $100

#3. Spirit Airlines

Spirit is a budget airline that capitalizes on extra fees. In addition to charging passengers who want to choose their own seats, the carrier also charges for carry-on luggage (aside from a personal item) and all checked bags. Spirit doesn’t openly disclose its baggage fees, but its website comes equipped with a baggage fee calculator so you won’t be surprised when you get to the airport.
#2. Frontier Airlines
- Total baggage fees collected: $463,388,000 ($22.44 per passenger)
- Total passengers boarded: 20,654,583
Frontier Airlines’ slogan might be “Low Fares Done Right,” but what customers save in airfare they may lose in extra fees. Like many of the budget airlines, Frontier allows travelers one personal item to fly for free, but everything else comes at a charge. The carrier
offers a travel bundle called “the Works” that includes a carry-on and checked bag, seat selection, priority boarding, flight flexibility, and refundability, but the catch is it’s only available for purchase during initial booking.

You may see a pattern in the top airlines on this list: They’re all billed as “ultralow-cost,” but words can be deceiving. These carriers are great for the minimalist traveler, but there will be extra charges for luggage. Sun Country Airlines charges for carry-on and checked bags. Travelers can save money by choosing bag options when making their reservation. Fees vary depending on where you’re flying, so check Sun Country’s website for a fee calculator.

USC report: Rent hikes on tap for LA, OC

Renting an apartment in Los Angeles and Orange counties will be getting more expensive, with a USC Casden Economics Forecast released Thursday predicting continuing rent increases over the next two years.
While Los Angeles is projected to have a relatively moderate rent increase of $100, apartment rents are projected to increase an average of $184 in Orange County, according to the forecast.
The annual report from USC Lusk Center for Real Estate assesses current market conditions and makes two-year projections for multifamily rents and vacancies in Southern California.
Richard Green, director of the Lusk Center, noted that the forecast was somewhat uncertain due to fluctuations in inflation, rising interest
rates and relocations.
“The Fed has increased interest rates at a frequency not seen since the end of the Reagan administration,” Green said in a statement.
“While it might slow inflation, rapid rate hikes could have a different impact on housing in Southern California. High interest can be barrier to new housing construction or a renter’s decision to become a homeowner. Both add stress to the rental market and drive up prices.”
The forecast predicts low vacancy rates and monthly rents increasing at least $100 over two years in the two counties. But the report noted that construction of housing in each market is near the lowest levels in the country on a per capita basis. The Los Angeles Metropolitan Area — which includes Orange County — is 70% more populous than both Dallas and Houston, but
builds half as much housing as those cities. San Diego performs only slightly better than Los Angeles.
The report also noted that the COVID-19 pandemic spurred relocations, particularly among low-income households, to areas such as the Inland Empire, Las Vegas or Phoenix, areas with more housing construction and lower rents. The trend led to rapid growth in per capita personal income in Los Angeles, the report found.
Los Angeles County has a current average rent of $2,187, with a 3.6% vacancy rate, with the average rent predicted to rise to $2,289 by 2024, with a 4.59% vacancy rate.
With one of the nation’s highest household incomes and only 3% unemployment, Orange County’s average rent is predicted to rise from the current $2,597 to $2,781, with the vacancy rate rising from 3.03% to 4.36% in two years.
2 Riverside County war vets receive high school diplomas thanks to education program

Two veterans of foreign wars who didn’t graduate from high school will receive diplomas Thursday thanks to a Riverside County program that provides graduation certificates to former airmen, soldiers, sailors and Marines who gave up school to serve their country.
The county Office of Education will be conducting its 16th “Operation Recognition” ceremony, honoring two military vets who applied to receive their certificates after learning about the program. The men’s names were not disclosed.
Veterans of World War II, the Korean and Vietnam wars
qualify to receive certificates even though they never finished school.
County Superintendent of Schools Edwin Gomez said that 375 veterans have received diplomas under Operation Recognition since it was initiated in 2007. Some of the county residents have been over 90 years old.
This year’s ceremony will be Thursday morning at the County Office of Education Board Room. According to officials, one recipient will be there in person, but it was unclear whether the other vet would be attending virtually, or requesting that his certificate be mailed to him.
Due to the coronavirus public health lockdown in 2020 and ongoing concerns last November, formal ceremonies were canceled. The previous in-person ceremony was in 2019.
Operation Recognition is based on California Education Code 51440, which permits retroactive granting of graduation certificates to honorably discharged or retired veterans who served while the United States was on a war footing. All they have to do is sign up.

CEO of Bowers Museum in Santa Ana passes away at 75

Bowers Museum CEO and President Peter C. Keller has died at age 75, the museum announced Thursday.
Keller died Tuesday night, according to Kelly Bishop, a spokeswoman for the Santa Ana-based museum.
His last day on the job was spent “putting in a full day of work in preparation for the opening of an exceptional exhibition that he was very proud of, `Guo Pei: Art of Couture,’ followed by dinner
with his wife,” according to a statement from the museum.
“With his leadership and experience, we have brought amazing exhibits from all around the world to Orange County,” said Anne Shih, the chairwoman of the museum’s Board of Governors.
Keller was born in Allentown, Pennsylvania, and graduated with a bachelor’s degree in geology from George Washington University. He earned master’s and doctorate degrees in geology from the
University of Texas-Austin.
Keller started work at Bowers in 1991. Before that, he was director of education at the Gemological Institute of America and worked for nearly a decade at the Natural History Museum of Los Angeles County.
Keller will be privately buried in his hometown and plans are in the works for a celebration of his life. Instead of flowers, donations were asked for by the museum at www.bowers.org/donate.

PROJECT DESCRIPTION: The Central District Specific Plan (CDSP) is the fourth specific plan to be updated as part of the General Plan Implementation Program. The City has prepared an update to the existing 2004 CDSP. The Proposed Plan will result in a refined plan vison, goals, policies, permitted uses, development and public realm standards and guidelines that will shape the built environment for the CDSP area and implement General Plan Land Use policies. The Proposed Plan will require the following approvals: General Plan Land Use Diagram Amendment, Specific Plan Amendment, and Zon ing Map and Text Amendments. ENVIRONMENTAL DETERMINATION: An addendum to the 2015 Pasadena General Plan Environmen tal Impact Report (GP EIR) (State Clearinghouse No. 2013091009) to address the potential site-specific environmental impacts associated with the update to the CDSP has been prepared in accordance with the California Environmental Quality Act of 1970 (CEQA) (Cal. Public Resources Code Section 21000, et. seq., as amended) and its implementing guidelines (Cal. Code Regs., Title 14, Section 15000 et. seq., 2016). This Addendum has been prepared and will be processed consistent with CEQA Guidelines (Cal. Code Regs., Title 14, Section 15162 and Section 15164). The addendum found that the Proposed Plan will not result in any potentially significant impacts that were not already analyzed.
