Protesters assert presence during LA City Council meeting

Protestersagain attempted to disrupt Tuesday’s Los Angeles City Council meeting, demand ing the resignations of embat tled Councilmen Kevin de León and Gil Cedillo for their role in the City Hall racism scandal before meetings resume, but the council persisted over chants that included: “We don’t want you coming back.”
A couple dozen protesters began chanting as Council President Paul Krekorian started the meeting, slapping benches and shouting. They chanted through the Pledge of Allegiance, through votes, through Krekorian’s attempts to call speakers to the podium for public comment and through council members’ comments on items. For two hours, the protesters never ceased to make noise. Whenever it appeared that their energy was waning, someone would start a chant, and the protest went on.
None of the people who signed up for in-person public comment approached the podium, which was crowded by protesters. Instead, some council members put on earphones to listen to those who called in to give comment, with Tuesday being the first day of a hybrid public comment system that allowed people to call in for testimony.
“Look, this is the nature of democracy,” Krekorian said at a briefing after the meeting. “Sometimes, it’s
messy. Sometimes, people get mad. And you have to try to strike that balance all the time, of people who want to
speak out and ensuring that we maximize people’s ability to actually participate and come here and see what their government is doing.”
De León and Cedillo, who have not attended a meeting in two weeks, were again
absent on Tuesday. Council woman Monica Rodriguez, who was dealing with a family emergency last week, was also absent. The rope separating the horseshoe — where the council sits — from the public was extended by
a few rows, increasing the distance between protesters and council members.
As the protesters chanted, the council members sat fairly emotionless, confer ring with staff and talking to colleagues. The only time

Monrovian resident, Ralph Walker, passed away Oct. 25 due to complications with cancer. According to Monrovian Daily News, he passed away surrounded by loved ones. Walker hosted and co-produced the nonprofit media organization, Commu nity Media of the Foothills with facilities and equip ment available for public use. He also hosted a local, public access broadcast show, “Conversations with Ralph Walker.” He was able to speak with an impressive scope of sources including Rosa Parks and Mohammad Ali.
A former Black Panther of 1960s Chicago, Walker is remembered as an impactful journalist who passed the mic to those typically unheard and/or silenced. A resident since 1988, his coverage focused on history and affairs of the city of Monrovia; a city that is 57% white and only 6% Black.
In 2020, The Monrovia ChangeMakers honored his commitment and contributions to marginal ized communities. Walker expressed a deep passion for civil rights and liberties movements. So, despite the push back he encountered, he pressed on knowing that the pressure was important.

Are you financially prepared if disaster strikes?
Natural disasters — from floods and wildfires to hurricanes, tornadoes and snowstorms — seem to be in the news all too frequently. As you watch or read stories about the challenges facing victims of the latest disaster, you might try to convince yourself that it will never happen to you.
Nearly anyone, however, may be exposed to a natural disaster at some point. Keeping you and your family safe is the ultimate priority but so is mitigating the impact of financial loss. Taking steps to be finan cially prepared for such an occurrence can determine your readiness to handle a life-changing event. Here are some things to keep in mind to help you prepare.
Proper protection in place
There may be no more important step than to make sure you have appro priate insurance coverage that is current and up-todate. This includes property and casualty insurance to protect your home, vehicles and other possessions. You’ll want to make sure your coverage is sufficient for the replacement value at today’s prices. If you believe you could be subject to a flood, you’ll need to look into a separate flood insurance policy provided through the National Flood Insurance Program. It’s important to note, most
traditional homeowner policies do not cover flood damage.
Also, make sure you have sufficient health insur ance in place too should you require medical care following a disaster.
Cash on hand
It isn’t unusual for many of the services we take for granted to be out of commission if a natural disaster should strike the area where we live. For
example, power may be out, which means ATMs will be unable to dispense cash. Internet and cell phone service could be limited as well, making it difficult to conduct any transactions online.
One solution is to make sure you keep a reason able amount of cash safely tucked away in your home so you have money that’s available to use when you need it. During times like
these, most purchases may require cash. Be sure you’ve got sufficient cash on hand that would meet your needs for a few days if you have to contend with such a drastic circumstance.
Protect key documents Important documents should be stored in a safety deposit box at a bank. This includes birth and marriage certificates, Social Security cards, passports, and titles to your home and cars. In
addition, if you have impor tant household information stored on your computer, make certain it is backed up on a hard drive that is in a safe place. Keeping infor mation on a safely stowed thumb drive that you can grab and keep with you in case of emergency may also be helpful.

Horse dead, jockey injured after collision at Santa Anita Park

A3-year-old gelding has died after he was bumped by another horse at Santa Anita Park, dumping his jockey, who was taken to a hospital for evaluation, state horse racing officials told City News Service.
Heaven's Music had 17 career races, including a firstplace finish at Santa Anita in
May. He was hit by Mighty Matt, also a 3-year-old gelding, near the eight pole of Friday's fourth race, with both horses unseating their jockeys.
Mighty Matt walked off, but Heaven's Music suffered an ankle injury and was later euthanized, according to Mike Marten, spokesman for the California Horse Racing
Board.
"Jockey Erick Garcia, who was thrown to the ground, was transported to a hospital for evaluation," Marten told CNS.
Neither horse officially finished the race. An official steward's inquiry into the colli sion was conducted and no change was made.
Heaven's Music is the 11th
horse to die from a racing or training injury at the Arcadia track this year alone. No Ice Cream, another 3-year-old gelding, suffered a "sudden death" during training on Oct. 6, according to the CHRB.
After the completion of Santa Anita's winter-spring season in June, track officials hailed what they called major
improvements in horse safety, and called the facility the safest track in North America compared to those with similar racing and training activity.
CHRB records show a total of nine equine deaths at the track during the winter-spring season.
Park officials called the safety record a 62.5% improve
by an inability to work due to injury or because the business where you are employed may not be able to operate for a period of time. Be sure you have at least six months of living expenses set aside in a liquid, emer gency fund (bank savings account or money market fund) to meet your expenses if you should be unable to work for an extended period of time.
Natural disasters can be devastating in so many ways. While the above tips are some of the ways to financially prepare for a natural disaster, there may be additional actions you can take depending on the severity of the event and your individual circum stances. But remember: the more you can do in advance, the better prepared you will be.

Fire sparks near Monrovia commercial building; person in custody
A second-alarm pallet fire was burning in Monrovia Monday evening, and a person of interest was taken into custody. The fire was reported at about 5:20 p.m. behind a commercial building at Huntington Drive
and Mountain Avenue, near the Foothill (210) Freeway, according to the Los Angeles County Fire Department. The blaze was quickly upgraded to a second-alarm response. KTLA5 reported the Monrovia Police Department took a suspect into custody in connection with the fire. The public was advised to avoid the area of Huntington Drive and Mountain Avenue as firefighters worked to extinguish the flames.

Auto theft suspects crash shortly after Pasadena police end vehicle pursuit
A suspected stolen vehicle was crashed Saturday, shortly after Pasadena police broke off a vehicle pursuit that entered the Foothill (210) Freeway. The pursuit began about 4 p.m. at Lake Street near the 210 Freeway, said Pasadena police Lt. Rudy Lemos. Officers attempted to stop the vehicle for a traffic code violation but the driver sped away, Lemos said. A police helicopter was overhead, so the decision was made to end the ground pursuit. The fleeing suspects crashed into two vehicles on the eastbound freeway near the Sierra Madre Boulevard exit, Lemos said. The driver was arrested for suspicion of grand theft auto, a narcotics violation and an outstanding warrant. One passenger was arrested on an outstanding warrant and a second was questioned and released, the lieutenant said.

Environmental, watchdog groups win round in Long Beach riverfront dispute
The environmental justice group Riverpark Coalition and the environ mental watchdog organiza tion Los Angeles Waterkeep er won a round in court when a judge found in their favor in their challenge to a proposed development adjacent to the Los Angeles River in Long Beach that they say was previously reserved for open space. Los Angeles Superior Court Judge Mitchell L. Beckloff ruled on Oct. 19 that the City violated the Califor nia Environmental Quality Act in approving the Pacific Place project, a proposed self-storage facility and parking lot, without properly examining and mitigating its environmental impacts.

Man dies jumping from Huntington Beach Pier
A 44-year-old man died from injuries he suffered when he jumped with a woman off the Huntington Beach Pier, a city spokes woman said Monday. The man, who was identified by Orange County Sheriff's Department authorities as Fenton Dee III of Norwalk, leaped off the pier Sunday evening with a 36-yearold woman, who was able to make it back to shore without injury, said Jennifer Carey, a spokeswoman for Huntington Beach. Police were dispatched at 6:30 p.m. to respond to reports the two jumped off the pier, Carey said. Surfers pulled Dee ashore, Carey said. He was rushed to Hoag Memorial Hospital Presbyterian in Newport Beach, where he was later pronounced dead.

Robbery suspect believed barricaded inside Anaheim apartment
A man suspected of committing a robbery, possibly with a gun, was barricaded Saturday evening inside an Anaheim apart ment. The robbery occurred
just before 6 p.m. at Rose and Sycamore streets, accord ing to Anaheim police Sgt. Jake Gallacher. Officers were flagged down about a robbery in progress and ran after the suspect, Gallacher said. "Several witnesses indi cated the suspect had a gun." The suspect was believed to have run into an apart ment in the 400 block of North Rose Street, he said. The area was evacuated and SWAT officers were working to make contact with the suspect, he said.

Riverside County County's top prosecutor incensed over mass criminal case dismissals
Riverside County District Attorney Mike Hestrin Monday denounced Superior Court judges countywide for slicing through their backlogs stemming from past COVID-19 public health lockdowns by dismissing dozens of cases without an apparent willingness to entertain further postpone ments. "I assure you that we are doing everything in our power, advancing every legal argument, preparing every viable appeal, offering the court every possible solution, to keep our local judges from dismissing criminal cases," Hestrin said. "These case dismissals are not justified and are not justice." Accord ing to the District Attirbet's office, in recent months, judges have tossed more than 200 cases as they contend with a collective backlog of over 2,800 criminal matters on their dockets.

Man accused of killing woman in Highway 71 crash in Corona arrested
A man accused of killing a 41-year-old woman on the Corona (71) Expressway and then fleeing the scene, hiding out in Mexico until he was apprehended, was out of custody Friday after posting a $150,000 bond. Robert Chico Griffin, 46, of Chino was turned over to California Highway Patrol investiga tors by Mexican State Police officials at the U.S.- Mexico border Monday. Griffin was booked into the Robert Presley Detention Center in Riverside on suspicion of vehicular manslaughter and hit-andrun resulting in death. He secured bail on Wednesday and was released from the downtown jail. According to the CHP, about 2:25 a.m. on Aug. 15, the suspect was going northbound on the 71, just north of the Riverside (91) Freeway in Corona, in a Lexus SC430 when he approached a Dodge Ram pickup just ahead of him.

San Bernardino County addresses surge in fentanyl deaths
San Bernardino County’s Public Health Officer has issued a health advisory to bring attention to the dangers of fentanyl due to a marked increase in overdose deaths in the county. Health adviso ries are issued to raise public awareness when a significant threat to public health is identified, along with recommendations to eliminate or mitigate the risk. In 2018 there were 30 fentanyl overdose deaths in the county. The number
rose to 74 in 2019, and then to 227 in 2020. Last year, there were 309 fentanyl overdose deaths in the county. Several county agencies — Public Health, Sheriff, District Attorney, Behavioral Health, County Superintendent of Schools and Arrowhead Regional Medical Center — are collaborating with commu nity-based organizations, healthcare providers, and schools to develop strate gies to raise awareness and identify solutions to reduce fentanyl use.

San Bernardino man who joined prison pal to steal jobless benefits sentenced
One of two convicted felons who perpetrated an unemployment benefits scam that involved inmates at Ironwood State Prison in Blythe, netting over $500,000 in stolen funds, was sentenced Friday to 10 years in state prison. Brandon Christopher Avery, 29, of San Bernardino pleaded guilty in July to 13 felony counts of filing false affidavits to obtain government benefits. Under the plea agreement with the Riverside County District Attorney's Office, 35 related counts were dismissed in exchange for the defendant's admissions. Superior Court Judge Sean Crandell certified the terms of the plea deal and imposed the sentence stipulated by the prosecution and defense.

At 1:38 a.m., an officer responded to a business com plex at 450 E. Huntington Dr. regarding two commer cial burglaries, one to Optum Medical Building and the sec ond to Sunny Bay Pharmacy. An investigation revealed two suspects smashed the front window of the medical of fice building and then broke through the wall to the phar macy and stole medication. The suspects are described as two males wearing black hooded sweaters with face coverings.
At 7:33 a.m., an officer re sponded to Ralphs, located at 211 E. Foothill Blvd., regard ing a grand theft report. The victim stated she left her purse on the front passenger seat while she loaded her groceries. The suspect then drove up in a grey SUV, opened the front passenger door, and stole the victim’s purse. The suspect is described as a White female, approximately 30 to 40 years old, wearing a white shirt and blue jeans and with a heavyset build.
At 4:49 p.m., an of ficer responded to the front counter of the Arcadia Police Department regarding a bat tery that had occurred at BJ’s Restaurant, located at 400 E. Huntington Dr. The of ficer discovered the victim, an employee of the restaurant, was punched in the face by a customer. The suspect is de scribed as a Hispanic male in his late twenties, approximately 6-foot-2, with a stocky build

At 4:47 p.m., an officer responded to the 300 block of East Live Oak Avenue regard ing a stolen vehicle report. The victim discovered his 2019 Hyundai Elantra was stolen from the area some time between 7:30 a.m. and 4:30 p.m. on Oct. 18. The ve hicle was later recovered by the Alhambra Police Depart ment and was returned to the owner.
At 9:15 p.m., an officer responded to a building in the 600 block of West Duarte Road regarding a trespassing incident. The officer located the suspect and identified him from previous contacts and warnings about trespassing at the location. The 48-year-old male transient from Arcadia was arrested and transported to the Arcadia City Jail for booking. A records check re vealed he also had an out standing misdemeanor war rant.

At 10:15 a.m., officers re sponded to Abernathy Insur ance, located at 133 E. Duarte Rd., regarding a theft from a vehicle incident. A witness reported seeing two suspects enter a coworker’s vehicle and steal paperwork and shoes. The suspects are described as two Hispanic males, both 25 to 30 years old and 5-feet-5-inches tall, approximately 200 pounds. They fled in a silver Audi sedan.
At 2:52 p.m., an officer re sponded to Chevron, located at 500 N. Santa Anita Ave., regard ing a vandalism report. Surveil lance footage captured a male suspect drive away with the air nozzle attached to his vehicle, leaving the air pump damaged.

At 8:25 a.m., an officer responded to the 1200 block of South Ninth Avenue regard ing a theft report. The victim discovered someone had stolen the bags of clothing she had left outside for a drive-by donation pick up.
At 9:29 a.m., an officer re sponded to a residence in the 300 block of South Third Av enue regarding a burglary re port. Sometime during the pre vious evening, someone stole the garage door opener from a vehicle and used it to enter the victim’s garage. Once inside,
the unidentified suspect en tered another vehicle and fled with cash and sunglasses.
At 4:49 p.m., an officer responded to a parking lot in the 200 block of West Hunting ton Drive regarding a vehicle burglary report. The officer de termined an unknown suspect smashed one of the windows and fled with the victim’s CD wallet and CDs.

At 1:07 a.m., a call was re ceived from an unknown loca tion regarding a female subject in their medical facility who was reporting she was a victim of domestic violence. An officer arrived, but the victim refused to cooperate. This investiga tion is continuing.
At 12:00 p.m., a caller in an unknown location reported an active shooter in a school in the 800 block of West Colo rado. The caller stated approxi mately 10 students were in jured. All MPD units responded and quickly realized this had the appearance of a swatting call, but there were reports of a student who possibly had a gun. The school was placed on lockdown and each building was searched and cleared. No student on the campus had a gun. This investigation is con tinuing.
Oct. 14
At 12:37 a.m., a caller in the 1100 block of South Fifth report ed a male subject near the door of their apartment complex who appeared to be trying to get into the lobby. Officers arrived and found the subject nearby. Dur ing a pat down search, officers located drugs. The subject was arrested and taken into custody.
At 7:54 p.m., units re sponded to Magnolia and Olive regarding a rollover traffic colli sion involving two vehicles. Of ficers arrived on the scene and discovered a female occupant had been ejected from one of the vehicles and was unresponsive. Officers administered AED and CPR until MFD arrived. This in vestigation is continuing.
At 10:45 p.m., officers in the area of Magnolia and Ol ive were at the fatal collision when a vehicle drove through the crime scene tape. Offic ers confronted the driver, who displayed symptoms of being under the influence of alcohol. Further investigation revealed the driver was intoxicated. The driver was arrested and trans ported to the MPD jail to be held for a sobering period.
At 10:27 p.m., officers re sponded to the 400 block of West Foothill regarding an in toxicated subject. Officers locat ed the subject and determined he was unable to care for him
self. He was arrested for being drunk in public and transported to the MPD jail to be held for a sobering period.
At 10:18 p.m., officers re sponded to the 200 block of North Myrtle regarding a runa way juvenile report. The female juvenile got into a fight with her mother and left the house. Officers checked locations she frequents and were unable to locate her. She was entered into the system as a missing person. This investigation is continuing.

At 10:42 a.m., officers were in the 1600 block of South Myr tle and saw a subject that he recognized as being wanted for felony vandalism. A computer check confirmed he was wanted. He was arrested and taken into custody.
At 6:55 p.m., a resident in the 600 block of East Lime re ported someone in her yard. Of ficers arrived, found the subject on the property, and contacted him. He was found to be in pos session of drugs. He was arrested and taken into custody.
At 7:30 p.m., a caller in the 100 block of West Foothill re ported a male subject stealing alcohol. Officers arrived and detained the subject outside the store with the stolen property. He was arrested and taken into custody.

Arcadia High School pilots electronic student ID

Arcadia High School’s App Development Team recently began its pilot program for mobile student IDs utilizing Near Field Communication (NFC) scanners in the school’s library. This innovative tech nology has the potential to streamline identification processes throughout the school district.
NFC allows for shortdistance wireless data transmission, often utilized in mobile payments, such as Apple or Samsung Pay. The phone acts as an NFC tag that sends information to the NFC reader through radio waves.
“Throughout the pandemic, people became much more used to using this technology in stores, and in many cases, it has become second nature,” reflected Arcadia Unified Chief Strategy and Innova tion Officer Greg Gazanian.
This idea of making students’ ID cards acces sible on their phones came from Arcadia High School’s App Development Team. This team produced Arcadia High’s first-ever mobile app in 2017 and continues to maintain the app’s func tions, as well as look for ways to expand its features and usefulness for its users.
It was during a brainstorm ing session on how to improve user engagement in the Arcadia High app that the team discovered an area of opportunity.
“We thought about speeding up the lunch line because, currently, it’s really inconvenient,” Jeffrey Aaron, a junior at Arcadia High School and one of the captains of the app devel opment team, pointed out when speaking about the origin of this idea.
The inefficiency of the lunch line is often caused by students either forget ting their ID cards at home and having to punch in their ID numbers on the number pad. Additionally, given the free lunch services provided this year, students are more willing to line up for lunch.
Aaron explained that having the option to use a digital ID card speeds up the identification processes utilized throughout the Arcadia High campus, as
students typically have their phones on hand, and scanning a mobile ID only takes a second. This would provide students with an alternative option that could lead to more effi ciency at the counter and shorten up the line.
After finishing their primary testing of the NFC scanners at the library, the app development team now aims to expand this beyond the library or even through out the school district, such as the ASB office, cafeteria, and more. For example, Aaron elaborated, without the NFC scanners, students would have to tell the ASB counter their ID numbers, possibly having to repeat it and then have the staff type them out on their computer. But with the scanners,
students would place their phone on it, and when the scanners turn green, the process is complete.
“Extending that ease of use to our school sites would be helpful,” said Gazanian. “Based on the results of the pilot, we will be able to explore using this technology anywhere where ID cards are required.”
To use this new program, students must first download the Arcadia High School App from the Apple Store or the Google Play Store. Next, students would have to sign in with their school-provided Google account and click “Scan for NFC” when one is ready to scan. Lastly, a student would place their phone on the lower half of the NFC reader.
There are, however, always challenges when implementing new tech nologies like these.
Arcadia High’s App Development Team origi nally designed the code so it would work for Android phones. They soon realized that the app didn’t work with Apple phones as Apple's system blocked the usage of third-party NFC applications. The team realized it had to redesign its code for it to work on both operating systems.
“We had to completely redo the NFC reader framework and the code to support both Android and iOS,” recalled Aaron. “This also required us to rewrite part of the AHS app that contained NFC.”
In addition to rede
signing the code, the team also had to incor porate security features to prevent people from misusing others’ student IDs. One such feature is the required Google sign-in to the Arcadia High School App. This allows the app to recognize who is using the NFC feature and ensures the correct student ID is being scanned.
“In order to use the ID cards, they have to sign in with a Google account,” stressed Aaron. “Then the app knows that it's your card.”
In the future, Arcadia High’s App Development Team is looking to employ this technology in smart watches, such as the Apple Watch or the Galaxy Watch, as it will be another acces sible way of using the NFC scanners.
“It's truly amazing the opportunities that we have at Arcadia, espe cially the fact that we can propose ideas to people in our administration and then improve the school in ways that most benefit the students,” celebrated Aaron.

Career Corner: Scary interviews aren't just for dreams

Happy Halloween! In celebration, I want to share one of my frightening job interview stories.
Years ago, I interviewed for a job in Pittsburgh. I flew in late at night, with the interview scheduled first thing the next morning. As I unpacked, I realized I had forgotten the pants to my suit. My mind was racing as I went through the options of what to do.
Could I wear the pants I’d flown there in? No, they were sweatpants. Could I call a cab to take me to a mall? No, it was late and everything was closed. Could I have a pair of pants shipped to me from home? No, all the shippers were closed for the day.
This brainstorming went on for an hour. I wracked my brain as I tried to think of a creative solution to this big problem.
It turned out, packages could be dropped off directly at the airport until around midnight for FedEx, and could be delivered by six the next morning. The only
catch was getting the pants to the airport.
My apartment manager was the only one with a key to my apartment, but I didn’t have her phone number. So, I called a neighbor who was friends with another neighbor who had a dog that the building manager walked every day. I knew he would have the building manager’s phone, and I knew my other neighbor had the dog owner’s phone number.
After a few calls, I found the building manager’s phone number. I called and asked her to give my key to a friend who was willing to drive the pants to the airport. My friend entered my apartment and called to locate the correct pair of pants. Then, he drove them to FedEx, and mailed them.
Afterward, I alerted the hotel desk to contact me the moment the pants arrived—which they did. The interview went smoothly and nobody noticed anything unusual.
One of the questions they asked was, “Tell us about a time you encountered a
problem and were able to find a creative way to solve it.” It was the perfect oppor tunity to share my story. The interviewers were both surprised and impressed. What started as a nightmare turned out to be a big win!
I don’t remember if I got that job, but I do remember that the interview went well.
The lesson: When it comes to job interviews, don’t expect everything to go perfectly. There’s often something that will go wrong. If you can plan on that thing, it’s much easier to roll with the punches and have a positive experience.
Interviewing is not about answering every question correctly. The hiring manager is more likely to remember how they felt about you than how you answered each question. It’s like going to a live comedy show. You don’t remember each joke, but you remember whether you had a good time.

If you haven’t read your election voter guide yet, you might not be aware of Measure MM. The follow ing is informational only and is in no way me suggest ing how YOU vote. I find that a lot of people skip items they are unsure about. I’ll admit it. I’ve done it. A lower court judge on the ballot? I skipped it. Measure MM is different though, as it pertains directly to our school district.
Measure MM is a bond you’ll find on the November ballot. Its purpose is to gain voter approval for a $75 million dollar bond that will have a total payback of approxi mately $141,000,000.00. The School District would be utiliz ing financing which is similar to that of a home purchase. To the median homeowner in Monrovia, this would cost approximately $130 a year ($30 per $100,000), while the bond is outstanding.
Monrovia is the second oldest city in the San Gabriel Valley. According to an archi tectural firm hired by the district to assess our schools, it was determined that our schools and facilities need over $300 million dollars worth of repairs and upgrades.
The most recent 2006 bond was used to meet the growing needs of Monrovia High School. The remaining schools have not benefitted from any funding since the early 1970s. If Measure MM passes, funds will be used to
repair and upgrade the infra structure — the roofs, HVAC, plumbing and much more. There will also be safety and security upgrades that, in today’s climate, are urgent.
What does this mean for homeowners? Well, aside from the cost of approximately $130 per year, it will mean that the schools in Monrovia will be well-improved. Currently, the schools house children throughout the day and offer family and community events during off hours.
My kids played soccer at Clifton every weekend for years! But what is it that drives people to want to move to or purchase a home in a particu lar city? Major factors are usually the cost of living, the amenities of the city, the crime rate, and often, the quality of the schools in the district. Schools play an integral role in a homebuyer’s decisionmaking process. Addition ally, the National Bureau of Economic Research has found a definite tie between school expenditures and property values in every city. Long story short: an excellent school district will increase your property value and the desir ability of your community.
Measure MM funds will not pay for teachers or support staff. The funds will be used to improve safety and security, which we all discuss fervently whenever there is a tragic school shooting or like we just did during recent
Monrovia school campus lockdowns. The funds will also be used to obtain new equip ment and enhance career technical education. Schools will be upgraded to be more healthy, accessible (ADA) and equitable.
There will be repairs to the HVAC units, the pipes, roofs and other areas of infra structure. Drought-tolerant landscaping will be installed as well as turf fields. There will be energy upgrades, asbestos removal, simple upgrades like paint and many other improvements.
I’m not sure how I will vote on this measure, just yet. I don’t own a home, so I am considering abstaining. However, I do have children in the district, so I am consid ering fully supporting this measure. I do believe it has great merit. This isn’t just putting lipstick on a pig. These upgrades and improvements are long past due and necessary for the safety, security and educa tion of our children.

completely ignore every thing that’s been going around,” Jay Daniel, an inde pendent activist who came to support the protests, told City News Service.
Daniel added that the council members were contradicting themselves by attending the meetings after calling for de León and Cedillo to resign.
“What message are they sending when they’re trying to resume with these meetings?” Daniel said, pausing briefly from slapping the bench and yelling at the council. “We’re already having trust issues and then this happens.”
But the council contin ued with the city’s business.
Aside from electing Price to second-in-command, the council also voted to set a date in April for a special election to fill the vacant seat in the Sixth District left by former Council President Nury Martinez’s resignation.
“If we were not meeting, the people of the Sixth Council District would be disenfranchised,” Krekorian said. “A quarter of million people would be without representation, and that would not change if the council did not meet.”
Two weeks after the release of the leaked record ing from the October 2021 conversation that included racist comments and redis tricting maneuvers, de León and Cedillo have defied wide spread calls for resignation
that range from President Joe Biden and Gov. Gavin Newsom to nearly all of their council colleagues. Martinez resigned a few days after the recording was leaked.
“We’re in a position right now, because of the action of three members, that the council is really struggling to move forward to function in a normal way,” Krekorian said.
On Oct. 12, the last time the council had a meeting at City Hall, protesters chanting “No resignations, no meeting” effectively forced the council to adjourn without starting the meeting. The following meeting on Oct. 14 was canceled, and then the council met virtu ally last week after two of its members tested positive for
COVID-19.
During last week’s meetings, several callers asked for a hybrid option for public comment, pointing out that many people who would like to address the council had to be at work or otherwise could not make a midmorning trip to City Hall. These could include older adults and people experienc ing homelessness.
“I understand the pain,” Price said at the news briefing. “I understand the frustration people are feeling. I’m proud the presi dent adapted some technol ogy today to help us get through that in a way that we haven’t done before.”

Krekorian said that if a member of the public wanted to give in-person testimony, he would “hope that the people who are trying to prevent that from happening would allow other members of the public to come down and speak.”
He stressed that clearing the chamber would be a last resort. Hearing people yell profanities was “uncomfort able,” but part of the demo cratic process, he said.
“As long as we can continue to do our business, that’s where I’m going to draw a clear line,” Kreko rian said. “People can vent. People can yell. People can be rude. That’s OK. People can’t stop the business of the City Council of Los Angeles.”

Walker was a consistent contributor to Beacon News Media through Monrovia Weekly. His contributions ranged from conversa tions about race to local city government coverage. Former editor and photog rapher, Terry Miller, remem bers him as a “great friend” to the publication.
“He knew the under served, were really under served. And he made sure that people got recogni tion for where recognition was not ever forthcoming,
especially for black people. So he was a remarkable guy,” Miller said. “He was incredible to work with. He would be just a true gentle
man, but he wouldn't stop asking. I mean, he would bug you. Some people didn't like that very much. Because he was, you know,
assertive when he wanted to get information…but he was just an astounding guy who really cared about the history of Monrovia.”

Monkeypox and COVID-19 hurt the U.S. - It’s no coincidence

As of September 23, the Centers for Disease Control and Prevention (CDC) reported that 24,841 cases of monkeypox have been iden tified in the U.S. since the beginning of May. California has reported the most cases with 4,886 followed by New York with 3,842. Experts call for continued vigilance on other potential outbreaks.
Recently, U.S. medias have published articles criti cizing the U.S. government’s failure in combating the monkeypox pandemic. This reflects the fragility and inequity of the U.S. health care system. According to an article published on Politico, senators from both parties slammed the federal government’s response to the monkeypox outbreak during a congressional hearing on September 14, criticizing the slow vaccine rollout in the critical early stages of the spread and the enduring vaccination gaps in communities of color.
The criticism comes as the Biden administra tion scrambles to contain an outbreak that has so far infected more than 28,061 Americans, with the most cases identified around the world. The government should have learned from almost three years of the COVID pandemic and been
prepared for anything.
Sen. Richard Burr (R-N.C.) even criticized, “By every measure, the response from the Biden administra tion on the monkeypox crisis has been a cata strophic failure.”
As political stances tend to be opposed, the two parties have frequently engaged in tug-of-war around nucleic acid testing, social distancing, wearing masks, resumption of work, distribution of medical supplies and the provisions of the relief bill, which delayed the implemen tation of anti-epidemic measures.
The U.S. implements federal, state and local government governance, which makes it more diffi cult to timely integrate and dispatch epidemic prevention resources. In addition, the U.S. lacks an effective national public health information system for pandemic response, making it difficult for the federal government to manage regional variations in supply and demand for vital resources.
The failure of the U.S. health care system has not only plunged itself into a public health crisis, but also seriously affects its allies and many countries around the world. The U.S.
inflation has increased significantly in recent years and the Federal Reserve has hiked federal funds rates 4 times in 2022. Americans and many people from other countries have suffered from surging energy, food and other living cost. Many economists have pointed out that high inflation is the result of a series of domestic and foreign policies of the U.S. government.
The overlapping outbreak of COVID-19 and monkeypox in 2022 has revealed serious flaws within the U.S. health care system. Featured with expensive medical costs, unequal access to health care and racial disparity issues. Neither the Afford able Care Act (ACA) nor the newly enforced Inflation Reduction Act will change anything intrinsically. The giant pharmaceutical enter prises in the U.S. have long taken a monopoly position in the health care market and there exist collusion among groups such as health insurance companies, pharmaceutical compa nies and health insurance management agencies. The U.S. government never truly challenged its position due to a lack of political support. Instead, the choice of differ ent health acts has actually been a bargaining chip in the bipartisan game.
El Monte Police Department announces death of Chief Ben Lowry
Funeral arrangements were pending Tuesday for El Monte Police Department Chief Ben Lowry, who died from unspecified health issues, according to a department statement.
Lowry died Monday. He was 45.
"Our thoughts and prayers are with the Lowry family during this difficult time," Acting Chief Jake Fisher said in a statement.
"We are all at a loss and mourning a great leader, man, husband, son, friend and colleague," Fisher added. "Chief Lowry's dedication and commitment to the department and the resi dents of El Monte will never be forgotten. Throughout his tenure, he showed his
love for the city of El Monte, leading with compassion and unity. I am grateful to have known and served with Chief Lowry for many years."
Lowry's career began in 2000 with the Los Angeles County Sheriff's Depart ment, and he had been with the El Monte Police Depart ment since 2002.
Lowry was appointed interim police chief in December of 2021 and was officially appointed chief in June of 2022 following his leadership after the fatal shooting of El Monte Police Department Corporal Michael Paredes and Officer Joseph Santana.
Of their deaths, Lowry said, "I've heard the only way
to take the sting out of death is to take the love out of life."
During his years of service with the El Monte Police Department, Lowry had a number of roles within the Field Services Division, Administrative Services Division, Patrol Division, Traffic Safety Bureau, Community Relations Office, School Resource Officer program, Detective Bureau, Gang and Narcotics Unit and Records Bureau.
Funeral and memorial arrangements have yet to be announced. A memorial procession took place Monday afternoon, traveling between Foothill Commu nity Presbyterian Church in El Monte to Forest Lawn Cemetery in Covina Hills.

The Los Angeles Police Department's Major Crimes Division has opened an investigation into the leaked conversation that led to the City Hall racism scandal to determine if the conversation was recorded illegally, LAPD Chief Michel Moore said Tuesday.
"The department has initiated a criminal investigation into an allegation of eavesdrop ping relative to the (Los Angeles County Federation of Labor) meeting involv ing then-Council person Nury Martinez, Council member Gil Cedillo and Council member Kevin de León and the Fed President, Mr. (Ron) Herrera," Moore said Tuesday during media availability.
"Our Major Crimes Division is conducting that, and we will bring our results to the appropriate prosecuting agency upon completion of that investi gation."
The investigation was begun at the request of "individuals that were present at that meeting." He was asked, "So, Nury Martinez, Gil Cedillo, the president of the L.A. Fed and Kevin de León came to the LAPD and asked for an investigation into it?" Moore replied, "Yes."
"They approached the department on Friday, this past Friday, and requested that we conduct an inves tigation into the illegal recording of their private conversation," Moore said.
"The department imme diately dispatched detec tives to conduct recorded interviews of the individu als and our investigation will continue as to the facts and circumstances of how the meeting occurred and information from the victims of why they believe the recording was unlawful and also understanding from them the assertion that it was not with their permission."

It remains unknown who recorded the year-old, racism-filled conversation that took place at the offices of the L.A. County Federa tion of Labor, and who leaked it some two weeks ago -- triggering a series of events that led Martinez to step down as City Council president and then quit the council altogether, and de León and Cedillo to face relentless calls for them to resign as well.
The calls have come from virtually all their council colleagues, Mayor Eric Garcetti and as high up as President Joe Biden.
Herrera stepped down as president of the L.A. County Federation of Labor shortly after the leaked conversa tion became public.
City News Service was not immediately able to confirm who filed a report that prompted the LAPD probe.
Earlier this month, in an email sent to some of its union affiliates and first obtained by the Los Angeles Times, the L.A. Fed said there was "a serious security and privacy breach" at its offices. The federation also noted that the "illegal recordings" were posted online, but the orga nization was "successful at getting the posts removed and the unidentified user suspended."
The email stated that the federation is investigat ing the source of the leak and will "make sure these crimes are prosecuted to the full extent of the law."
California is a "twoparty consent" state, meaning that all parties - - not necessarily just two -- participating in a conver sation must give their approval for the conversa tion to be recorded. Viola tors could face both civil and criminal penalties.
De León has resisted calls for him to step down,
while a spokesman for Cedillo has repeatedly said the councilman is "at a place of reflection" - - though Cedillo only has a few weeks left on the council after losing his re-election bid.
Martinez and de León both made racially charged remarks during the conver sation as the group was discussing the politically sensitive process of redraw ing council district bound aries.
The conversation first appeared on Reddit before being removed from the social news aggregation, content rating and discus sion website.
Among other comments in the recorded conversa tion, Martinez belittled Councilman Mike Bonin, who is white and has a Black son, and criticized the child for his behavior at a Martin Luther King Day parade -- saying Bonin's son was misbehaving on a float,
which might have tipped over if she and the other women on the float didn't step in to "parent this kid."
"They're raising him like a little white kid," Martinez said. "I was like, `This kid needs a beatdown. Let me take him around the corner and then I'll bring him back."'
Martinez also called the child "ese changuito," Spanish for "that little monkey."
De León also criticized
Bonin, saying "Mike Bonin won't f---ing ever say peep about Latinos. He'll never say a f---ing word about us."
De León also compared Bonin's handling of his son at the MLK Parade to "when Nury brings her little yard bag or the Louis Vuitton bag."
"Su negrito, like on the side," Martinez added, using a Spanish term for a Black person that's considered demeaning by many.

Altadena resident Bella Ballard selected as Tournament of Roses Queen

Bella Ballard of Altadena was crowned Tuesday evening as the 2023 Rose Queen at Tour nament House in Pasadena.
Ballard is a senior at The Ogburn School, a distance learning school. She is a volunteer with Ronald McDonald House Charities, a volunteer soccer coach with Chelsea Football Club, a soccer player with the Santa Clarita Blue Heat Football Club and West Coast Football Club, a street soccer player with the Venice Beach Football Club and a plays tennis at the Arroyo Seco and Flint Canyon tennis clubs.
Ballard enjoys reading, calligraphy, collecting vinyl records, playing chess and learning about astronomy and astrophysics. She will be attending Yale University in the fall and is interested
in studying economics, law and astrophysics.
Ballard and her six prin cesses will attend dozens of community and media events leading up to the 134th Rose Parade and 109th Rose Bowl Game on Jan. 2.
Because New Year's Day falls on a Sunday, the parade and game will be held one day later than usual because of their "Never on Sunday" rule.
The queen is chosen from among the members of the Pasadena Tournament of Roses 2023 Royal Court which was announced Oct 3. It is selected based upon a combination of qualities, including public speaking ability, academic achieve ment, youth leadership, and community and school involvement.
The other Royal Court members are:
- Salia Baligh, a Pasadena resident and senior at Alverno Heights Academy;
- Michelle Cortez-Peral ta, a Pasadena resident and senior at Pasadena High School;
- Adrian Crick, an Altadena resident and senior at Sequoyah School;
- Zoe Denoncourt, a Pasadena resident and senior at Marshall Funda mental;
- Sahanna Rajinikan than, an Arcadia resident and senior at Arcadia High School; and
Uma Wittenberg, a La Cañada resident and senior at La Cañada High School.
All seven members of the court receive $7,500 in educational scholarships.
The Royal Court will ride on a float in the Rose Parade. The parade's theme is "Turning the Corner."
