Biden tours LA Metro subway construction site, touts infrastructure funding

President Joe Biden paid a visit to a Metro subway construction site in West Los Angeles Thursday, touting federal investments in the nation’s infrastructure and saying the dollars will support projects across the Southland, includ ing transit improvements for LAX and the ports.

Overlooking the future Metro D (Purple) Line subway terminus near the West Los Angeles VA complex, Biden said the Bipartisan Infra structure Law was making funding available for critical projects locally.

“Every year, people take more than 22 million rides on your subways, your light rail and your buses,” Biden told the crowd of dignitaries and workers. “It’s how so many people get to work school and how tourists and locals explore this world-class city. But the transit system needs an upgrade, badly. You know that. You need to connect more neighborhoods, ease traffic congestion, air pollu tion, make it easier for people to get around to where they need to go.

“That’s exactly what you’re doing. That’s exactly what you’re doing. But it’s being funded in part through this infrastructure law -- through local taxes and the infrastructure law. This project, the extension of the Metro Purple Line, it’s gonna cover one of L.A.’s busiest areas and job centers.”

Biden touted the project as dramatically cutting the time it will take to travel from downtown to West Los Angeles, adding more than 80,000 daily riders to the Metro system while taking 27,000 cars off the roads. He also said it would result in 124,000 fewer tons of carbon dioxide from being released into the air, and would save 14 million gallons of gas.

He pointed to ongoing renovations to the terminal

area at Los Angeles Interna tional Airport and an eventual rail connection. He also said improvements are being made to improve the movement of cargo in and out of the Los Angeles-Long Beach port complex.

“We’re building a new four-lane road to the Port of Los Angeles to make it easier for the trucks to drive up to the container terminal, load up their goods for transport,” he said. “And the port of Long Beach, one of the busiest container ports in the nation, we’re going to deepen the channel so ships can move in and out of the harbor faster.”

Biden also talked about efforts to rebuild bridges and other transportation infra structure across the state, along with ensuring access to the internet in low-income neighborhoods and bolster ing water delivery systems.

“It’s been a rough four or five years for the country. ... but there’s bright spots where America’s reasserting itself,” he said. “Like here, where the best workers in the world are hard at work building a better future for all of us. ...

We just have to keep it going, and I know we can. I know we can. I’ve never been more optimistic about America’s future, particularly relative to the rest of the world. We’re in a better position than any nation in the world, and every other nation that I’m aware of is aware of it.

“... We just have to remember who we are. We are the United States of America, and there’s nothing, nothing that’s beyond our capacity, nothing, when we decide we’re going to do it together.”

After his roughly 20-minute speech, Biden shook hands with attendees and posed for photos. Among the other dignitaries on hand were Mayor Eric Garcetti, Sen. Alex Padilla, D-California, and Reps. Ted Lieu, Brad Sherman, Maxine Waters and Nanette Barragan.

Also in attendance was Rep. Karen Bass, D-Los Angeles, and a mayoral candidate -- who clearly has Biden’s backing in her upcoming runoff election against businessman Rick Caruso.

Biden referred to her as

the “soon-to-be” mayor as he began his remarks.

After greeting some attendees, Biden got back into his motorcade for the trip back to his hotel in Westwood, but the caravan made an unannounced stop at Mexican restaurant called Tacos 1986 on Kinross Avenue.

Biden interacted with workers and said he was placing a “takeout order for Bass.” When he took out cash to pay for the food he ordered, a worker told him he would get a 50% “public service” discount. Biden gave the cashier $60 and told him to give the next customer a free meal. Biden’s food bill was $16.45 -- covering two quesadillas and six tacos.

Biden arrived at LAX just before 5 p.m. Wednesday, and was greeted by Bass, Garcetti and Padilla.

The president is sched uled to attend a Democratic Congressional Campaign Committee fundraiser later Thursday. Early Friday after noon, he will fly from Santa Monica Airport to John Wayne Airport in Orange

County, ahead of a 3 p.m. gathering at Irvine Valley Community College, where he will discuss “lowering costs for American families,” according to the White House.

Immediately after that appearance, he will return to John Wayne Airport and depart for Portland, Oregon.

White House Press Secre tary Karine Jean-Pierre said Wednesday Biden’s appear ances in Orange County and Oregon will highlight “his efforts to lower prescription drug costs, protect Medicare and strengthen Social Security, and to fight efforts by congressional Republicans to put Medicare and Social Security on the chopping block and reinstate giveaways to Big Pharma.”

The California Repub lican Party chided Biden’s visit, calling the state an “odd choice” for the president to choose “as a backdrop for bragging about his failed policies,” noting the nationalhigh cost of gas, rising crime and homelessness.

“If President Biden is looking for a sympathetic audience to high- five him for a

job well done, he’s come to the wrong state,” state Republican Party Chair Jessica Millan Patterson said in a statement.

“Californians are suffering under the reckless policies of Joe Biden and the Califor nia Democrats who enable his failed agenda. Make no mistake -- the path to the House majority runs straight through our state, and Cali fornia voters will ensure that Republicans are put in charge to turn our country around from the mess that Demo crats have made.”

According to Deadline, the Thursday evening DCCC fundraiser will be in Brentwood and will feature an appearance by House Speaker Nancy Pelosi. It was unclear who is hosting the event.

Deadline reported that tickets for the event start at $5,000 per person, ranging up to $50,000 for a couple to be labeled as “hosts,” which also includes a photo op and attendance at a reception.

Biden was last in Los Angeles in June, serving as a host of the Summit of the Americas. He also spoke at two Democratic National Committee fundraisers during that visit.

“President Biden visiting California means he knows what Republicans have known for months: Democrats are in trouble,” said Hallie Balch of the Republican National Committee. “From sky-high gas prices to rising crime, California Democrats have hitched their wagons to the wrong agenda. Californians are tired of the Biden agenda and the many consequences it has brought to the Golden State.”

As is typical with presi dential visits, motorists should anticipate rolling road and freeway closures as Biden is driven around the area. Biden’s exact travel routes are never released for security reasons.

Ontario Airport reports rising passenger numbers

Ontario International Airport, a popular alternative for South land travelers hoping to avoid the bustle of LAX, surpassed pre-pandemic passenger numbers in September, the seventh straight month it has achieved that feat, accord ing to figures released last Thursday.

Nearly 517,000 travelers passed through the airport in September, a more than 10% bump over September 2019, according to airport officials. The numbers put the airport

on pace to potentially reach 6 million passengers by the end of the year.

Through the end of September, 4.2 million passengers have passed through the airport, up 3.6% from the same period in 2019, and up 37.6% over last year.

“Ontario International continues to prove itself as the airport of choice for millions of Southern Cali fornians,” Alan D. Wapner, president of the Ontario International Airport Authority Board of Commis

sioners and Ontario mayor pro tem, said in a statement. “The double-digit increase in passenger volume last month reinforces the impor tant role we play in meeting the air travel needs of one of the most robust population and economic centers in the country.”

According to airport officials, shipments of air cargo through the airport were more than 70,000 tons in September, 14.4% higher than the same month in 2019.

OC bus mechanics vote to strike, services likely to shut down

Orange County Trans portation Authority maintenance employ ees have voted to strike, starting Monday, which is expected to lead to a suspen sion of all bus service in the county.

Unlike the threatened bus driver strike of earlier this year, the agency does not have enough workers who would be able to gas up and provide other maintenance of buses, so the service would be suspended.

Orange County Board of Supervisors Chairman Doug Chaffee, who also serves on the OCTA board, said it’s possible officials may ask Gov. Gavin Newsom to hold off a strike so both sides can continue negotiating past Monday.

“I’m not sure if we’re going to ask the governor for a cooling-off period,” Chaffee said.

But, without it, a strike “means bus service will shut down,” Chaffee said.

“We don’t want to inconvenience people with a suspension of bus service -- that’s not what we want to see at all,” Chaffee said.

A best and final offer was presented to leaders of Teamsters Local 952 on

Sept. 22, but it was rejected.

The strike would begin a minute after midnight on Monday.

“We remain commit ted to doing what it takes to avoid a labor action that would disrupt transporta tion services for thousands of daily Orange County riders,” said Eric Jimenez, Local 952 Secretary-Trea surer. “However, we stand united with our members in the fight for a fair and equi table agreement.”

The union’s agreement expired Sept. 30. It covers 150 mechanics, machinists and service workers with OCTA. The negotiations started on May 25 and there have been 25 bargaining sessions through the summer. Union leaders accused OCTA of not bargaining in good faith.

“We believe that setting a budget before bargain ing even begins and failing to address the issues that occur in the course of bargaining is an unfair labor practice,” Jimenez said. “An entity is not bargaining in good faith if it makes up its mind about what it will offer before bargaining even begins.”

The dispute is over

salaries and benefits.

“OCTA must address wages, health care costs, the lack of pension increases for well over a decade, and some key non-economic issues,” Jimenez said. “We are ready to consider any revised proposals OCTA may have in mind, and we have provided them with available dates this week so we can sit back down at the negotiating table and come to an agree ment to avoid a strike.”

OCTA Chairman Mark A. Murphy, who is also the mayor of Orange, said, “There’s no reason we can’t continue negotiating to reach a resolution without putting the burden on bus passengers.”

But OCTA officials warned commuters to make alternate plans just in case.

OCTA managed to stave off a strike by the same union in February when it reached a three-year agree ment with bus drivers.

“We believe the contract offer we’ve made to mainte nance employees is in line with what was offered to our coach operators and other union workers,” Murphy said. “It’s a generous offer that is very competitive in the marketplace.”

The Bureau of Land Management, National Park Service and U.S. Fish and Wildlife Service, are hosting a hiring event in the South land to quickly help fill 200 wildland firefighter and support positions in Cali fornia and parts of Nevada, for the 2023 wildland fire year.

The second of two hiring events — the first being held on Saturday, Nov. 5 and Sunday, Nov. 6., from 9 a.m. to 4 p.m., at the Red Lion Hotel, 1830 Hilltop Dr., Redding, CA 96002 — will be held on Saturday, Nov. 19 and Sunday, Nov. 20, from 9

a.m. to 4 p.m., at California State University, Northridge – University Student Union, 18111 Nordhoff St., North ridge, CA 91330. Hiring offi cials will be on site to answer questions, review resumes and help those interested in fire positions to navigate the application process. Some job offers may be made on-the-spot.

“Our need to build a yearround, firefighting and fuels management workforce has increased tremendously in tandem with the historic fire activity of the last decade,” said Peter Kelly, deputy regional fire management

California Coastal Commission approves desalination plant in Orange County

The California Coastal Commission unani mously approved plans for a desalination plant in Dana Point, just five months after rejecting one in Hunting ton Beach.

The South Coast Water District plant pegged for Doheny State Beach would operate differently than the plans for the Poseidon Plant in Huntington Beach, which were shut down by the commission’s rejection in May.

The Dana Point project would utilize several slant wells to “collect seawater from beneath the seafloor to provide source water to the facility,” according to a commission staff report.

The facility would also use a “brine discharge system that would route the facility’s effluent to the South Orange County Wastewater Author ity’s nearby wastewater treat ment plant,” according to the staff report.

That was a significant departure from the Poseidon project that would dump millions of gallons of salty brine into the ocean. The Poseidon project also featured an intake system that critics said would harm marine life.

By accessing the water underground, the Dana Point project “completely avoids impacts to marine life during facility operations,” accord ing to the staff report. The Dana Point project, which has

been in the works for about 18 years, represents a first in the state to use this new under ground system, the commis sion report said.

The Dana Point facility would produce about 5 million gallons of potable water daily with the ability to eventually generate 15 million gallons a day. But an increase in volume

would require further review and a larger pipeline, the report said.

The project would take about two years to construct and would interrupt the campgrounds at the beach, but officials are working with the state parks system to provide alternative camping ground access.

Riverside adopts ‘Action Plan’ intended to reduce homelessness

Anewly adopted plan to reduce citywide homelessness through a series of incremental steps will require officials to meet “measurable” goals that make a difference over time, Riverside Mayor Patricia Lock Dawson said Wednesday.

The Riverside City Council on Tuesday night adopted a “Homeless Action Plan” that relies on expansion of afford able housing, additional emergency shelters and enhanced substance abuse treatment opportunities to get people off of the streets.

“While there is still much work to be done around homelessness, Riverside is working to address this very serious challenge,” Dawson said. “This statewide problem continues to impact our resi dents, businesses and the community at large. Approval of the `Homeless Action Plan’ reflects Riverside’s commitment to making wise investments and holds us accountable with measurable results.”

The plan was fashioned based on input from residents during community meetings, work on the part of the city’s Housing & Homelessness Committee and strategy sessions involving staff from the Office of Homeless Solu tions.

“This plan is the result of a thorough and inclusive approach to involve a wide range of our community in addressing the biggest issue of our day,” Councilwoman Erin Edwards said. “The time we have taken has been worth it to get a plan that is detailed with specific goals and targets.”

The growth of affordable housing is one of the key goals for reducing home lessness, and according to officials, the city will seek to expand the number of afford able units by 5% over the next several years.

The objective is to corre spondingly reduce chronic homelessness by the same amount.

The plan also calls for

increasing the inventory of emergency shelter beds by 25% next year, and at the same time, help 10% of unsheltered people into tran sitional and other housing options.

Officials said providing a greater number of mental health and substance abuse treatment services will be a major component of the plan.

The new targets come a week after the council

approved an ordinance to permanently dismantle homeless encampments along the Santa Ana River bottom to reduce wildfire risks and habitat destruction.

A recent survey discovered

nearly 40 known encamp ments spread along the river bottom, within municipal boundaries, from Highgrove to Norco.

That policy takes effect on Nov. 4.

Authorities investigating bogus report of shooter at Monrovia High

Authorities Thursday cleared a reported threat of an active shooter at Monrovia High School that turned out to be unfounded.

According to a state ment early Thursday afternoon from the city of Monrovia, Monrovia police “received a single call of an active shooter at Monrovia High School,” prompting a lockdown of the school and Monroe Elementary School.

However, officials said they did not believe it to be a credible threat, noting that other agencies in the area had received similar threat ening calls.

In a note to parents that was obtained by CBS2, Monrovia Unified School District Superintendent Ryan Smith said: “About 30 minutes ago, someone called 911 to report an active shooter at Monrovia High School. As per protocol and out of an abundance of caution, the school immediately went into an emergency

lockdown. As a precau tion, due to the proximity to Monrovia High School, Monroe was also placed on lockdown.”

Monrovia city officials released a statement just before 2 p.m. announcing that police cleared the campus and found no evidence of an active

shooter, though police were set to remain on the scene as a precaution.

Report: Food, rental costs rise in Riverside, San Bernardino areas, energy costs slide

Increasing prices for food, rents and health care throughout the Riverside metropolitan area in the last two months were offset by lower energy bills, but pocketbook pressure was still up 8.4% locally over the last year, federal officials said Thursday.

The U.S. Bureau of Labor Statistics’ bimonthly Consumer Price Index for the Riverside area showed that food prices propelled living costs 1.8% higher throughout the metro area, which covers northwestern Riverside County as well as the cities of Ontario and San Bernardino.

“Over the last year, food prices rose 11.5%,” the BLS stated, adding that “cereals and bakery products,” as well as poultry and eggs, led the pack in price increases.

Rents ticked up .5% in the previous two months. Over the 12-month period ending Sept. 30, they were up 6.3%.

The BLS said that energy prices slackened consider ably in the months of August and September, declining 4.5%, principally due to lower pump costs, dovetailing with

nationwide trends. The drop contributed to the bimonthly CPI rate for the Riverside area being unchanged from the June to July period, officials said.

Year-over-year local energy costs were up 23.6%, according to figures.

Healthcare costs were up 3.6% in the region in the last two months, and 9.1% yearover-year, the BLS said.

In the 12-month period ending in September of 2021, the local CPI regis tered a 6.8% year-over-year increase. The 8.4% rate rise from September of 2021 through September of 2022 reflects the galloping pace of inflation impacting most sectors of the economy, with no comparable increases for the Riverside metro area since the local CPI was first

published in 2018, data showed.

The BLS said that nation ally the Urban Consumer CPI was up .4% in September, but for the 12-month period ending Sept. 30, 2022, it was up 8.2%, a 40-year high.

The accelerating consumer price hikes have been blamed by the Biden administration on the war in Ukraine and consequent

energy supply disruptions, but critics have pointed to the administration’s domestic energy policies, as well as spending, includ ing the flood of dollars contained in relief packages, as root causes.

U.S. Secretary of the Treasury Janet Yellen acknowledged during congressional testimony in June that inflation is the

Feds: OC prosecutors, sheriff violated inmate rights with informants

Over the course of a decade, the Orange County District Attor ney’s Office and Sheriff’s Department “systematically” violated the rights of criminal defendants through the use of jailhouse informants to elicit incriminating statements from inmates awaiting trial, the U.S. Department of Justice concluded Thursday.

Federal prosecutors said the use of jailhouse snitches violated inmates’ Sixth and 14th Amendment rights to legal representation and due process of law. In announc ing the conclusions of its six-year investigation, the DOJ noted that both agencies have already implemented changes and taken remedial steps, and stopped using informants in the Orange County Jail in 2016.

“All persons who are accused of a crime are guar anteed basic constitutional protections that are intended to ensure fairness in criminal proceedings and due process of law,” Assistant Attorney General Kristen Clarke said in a statement. “Prosecu tors and law enforcement officers have an obligation to uphold these rights in their fight against crime and in their pursuit of justice, including in the way that they use custodial infor mants against criminal defendants.

“The failure to protect these basic constitutional guarantees not only deprives individual defendants of their rights, it undermines the public’s confidence in the fundamental fairness of criminal justice systems across the county.”

According to the longawaited report by the DOJ — which began its investi gation in 2016 — jailhouse informants were used begin ning in at least 2007, and they essentially “acted as agents of law enforcement to elicit incriminating statements from defendants represented by counsel,” according to a DOJ statement.

Sheriff’s deputies then “maintained and concealed systems to track, manage and reward those custodial informants,” according to the DOJ. “The evidence also reveals that Orange County prosecutors failed to seek out and disclose exculpatory information regarding custo dial informants to defense counsel.”

The report mostly faults Orange County sheriff’s deputies for running an extensive informant program

that repeatedly violated the constitutional rights of inmates with sophisticated means such as emptying toilets so informants could talk on a “private line” through the plumbing to suspects.

Prosecutors were mostly faulted in the report for being mostly unaware of the infor mant program, lacking any curiosity about the snitches despite red flags and failing to follow up as required. But, in some cases, some pros ecutors were faulted for being aware of what was happening and taking advantage of it, according to the report.

The report focuses on the prosecution of Scott Dekraai, the worst mass killer in Orange County history, which triggered the scandal. Dekraai’s attorney, Scott Sanders of the Orange County Public Defender’s Office, said the report properly notes there is much more work to be done on the issue by both law enforcement agencies.

“This report is a thorough, detailed analysis of what went terribly wrong here for a long period of time,” Sanders told City News Service. “They agreed with and validated what we’ve been arguing for the last decade, and also gave very important warnings that not everything has been solved here and that there’s a lot of work to do and lingering problems with disclosure (of evidence) responsibilities.”

In the Dekraai case, prolific jailhouse snitch Fernando Perez illegally pumped Dekraai for damning information prosecutors wanted to fend off a defense that might include Dekraai’s claim of suffering post-trau matic stress disorder. There

was no question of Dekraai’s guilt, so the fight was over whether he would face the death penalty, the report noted.

Dekraai was already represented by an attorney, so it is illegal to have a government agent such as a snitch press the suspect for information. After a round of evidentiary hearings, Orange County Superior Court Judge Thomas Goethals found that Perez illegally obtained information from Dekraai, so prosecutors were barred from using the evidence — which included Dekraai boasting about the killings.

The scandal would have ended there, but Sanders had sources who said sheriff’s deputies lied in their testi mony when they claimed no one kept track of the cell-tocell movement of inmates, as occurred in the case of Dekraai. Those records, called TREDS, which is not an acronym but slang for “retreads,” were uncovered through subpoenas from Sanders in the Dekraai case and the death penalty case against defendant Daniel Wozniak.

Those records, and thenSheriff Sandra Hutchens’ public denials, including to City News Service, that there was an informant program, triggered a second round of evidentiary hearings that led Goethals to remove the Orange County District Attorney’s Office from the Dekraai case.

A third round of hearings began when Sanders unearthed a sheriff’s log that tracked how deputies rewarded certain snitches. The rewards and perks snitches receive must be

turned over to defense attor neys because they can use it to impeach the credibility of the informant as a witness at trial.

The secret log, which was shut down when the Dekraai hearings began, and parts of which were destroyed, proved there was a coordinated informant program in the jails.

As a result, Goethals removed the death penalty as an option for Dekraai, who pleaded guilty to the Salon Meritage killings and was sentenced to life in prison without the possibility of parole.

The report advises the sheriff and Orange County District Attorney’s Office to implement a series of reforms, including more training of deputies in the jail and of prosecutors on the handling of informants and the disclos ing of evidence.

Theoretically, federal prosecutors could sue if the recommendations are not carried out and an injunction could be sought. In such cases, a consent decree is typically reached that implements a system that enforces the reforms.

Sanders urged federal offi cials to follow up.

“They can’t be left to recommendations,” Sanders said. “They have to be recom mendations with careful over sight.”

Sanders is currently defending Paul Gentile Smith, whose case also received a great deal of attention in the federal report. In that case, the original prosecutor, Ebrahim Baytieh, was fired by Orange County District Attorney Todd Spitzer for failing to share evidence

about the use of informants in Smith’s case. Smith was convicted and sentenced to life in prison without the possibility of parole.

His conviction was over turned in federal court and sent back to state court, and on the eve of an eviden tiary hearing, Spitzer’s office agreed to a new trial. Sanders is now pushing for an eviden tiary hearing regarding Bayt ieh’s prosecution of the case.

In a statement responding to the DOJ report, Spitzer said the document acknowledges there has been no jailhouse informant program in the county since 2016.

“Overwhelmingly, the department report repeats the very issues that I ran on to become the elected district attorney of Orange County — which is to clean up the public corruption that existed under the prior administra tion,” Spitzer said.

Spitzer said his office has been “cooperating fully” with the investigation during his four years in office.

“Throughout this multiyear investigation, I repeat edly asked the DOJ for input on the numerous reforms I have implemented, including the prohibition of utilizing a jailhouse informant without the express consent of the elected district attorney, and asked for suggestions on additional reforms that the DOJ would like to have in place,” he added.

He said he conducted his own internal investigation into the issue, leading to the firing of a “senior assistant district attorney for failing to properly disclose informant information to the defense.”

“Two other veteran homicide prosecutors

resigned or retired while they were under investigation. The report ultimately concluded that they committed inten tional negligence in connec tion with the prosecution of People v. Dekraai,” Spitzer said.

The report, however, criticized Spitzer’s review for putting most of the blame for the scandal on the Dekraai prosecutors.

Spitzer’s “internal inves tigation team conducted only a `cursory review’ of five other prosecutions in which confidential infor mants were used, but found that there was `insufficient evidence’ to determine whether the prosecutors on those cases had committed misconduct or malpractice,” according to the federal report. “The report made no findings as to whether legal violations occurred in those five cases, though courts in two of the cases granted new trials on the basis of legal violations arising from informant use, and in the remaining three cases we determined that there is reasonable cause to believe that legal violations in fact occurred.”

Spitzer said in his state ment that the federal report confirmed the existence of a “robust” informant program in the jails, but said, “Much of this activity was being hid from prosecutors, prevent ing the proper disclosure of informant information. This is unacceptable.”

The sheriff’s department issued a statement saying it took the issue “very seriously and has worked diligently to address the issues.” Accord ing to the department, the agency has made “significant procedural and operational improvements, unprecedent ed transparency, and multilayered systems of checks and balances.”

Sheriff’s officials also said they are offering “ongoing training” at “regular inter vals across multiple levels of leadership within the depart ment.”

“I take seriously the issue of protecting the constitu tional rights of the people in our custody,” Sheriff Don Barnes said in a statement.

“I look forward to the DOJ reviewing our current policies, processes and procedures regarding custodial infor mants. I am confident they will find our current practices have addressed many of their recommendations, and antici pate a prompt and complete resolution to this matter.”

State official names 3 LA County educators Teachers of the Year

State Superintendent of Public Instruction Tony Thurmond Thursday named five educators as the 2023 California Teachers of the Year, including three from Los Angeles County and one from Orange County.

“These five educators receive the prestigious honor of 2023 California Teachers of the Year for their extraor dinary talents and efforts to teach young people in Cali fornia during historically challenging circumstances,” said Thurmond. “Using their exceptional skills, creativ ity, and experience, they continue to create positive learning environments and make meaningful contribu tions to the academic and social-emotional needs of their students.”

The teachers of the year are:

- Jason Torres-Rangel, a high school Advanced Placement (AP) English teacher at Theodore Roos evelt High School in the Los Angeles Unified School District, Los Angeles County. Torres-Rangel was named LAUSD and L.A. County Teacher of the Year in 2022. He has been teaching for 18 years. Thurmond nominated

Torres-Rangel as Cali fornia’s representative for the National Teacher of the Year competition.

Water Main Replacement Project CIP 067

The proposed work consists of the construction of new water mains, services and hydrants in the City Streets. The project also includes AC and PCC pavement replacement and removal and re placement concrete gutters, as set forth in the Contract Drawings and Technical Specifications for the project. The City Engineer’s estimate for the project is Two Million Four Hundred Thirty-Nine Thousand and Fifty-Eight Dollars ($2,439,058).

THE PROJECT IS SUBJECT TO THE TERMS AND CONDITIONS OF THE PROJECT LABOR AGREEMENT

Project Labor Agreement / Continuity of Work Agreement: The project is also subject to the terms and conditions of that certain project labor agreement executed by and between the City of El Monte and the Los Angeles and Orange Counties Building and Construction Trades Council and the Signatory Craft Unions on or about April 24, 2018 entitled “First Amendment to Continuity of Work Agreement”, Contract No. 18PW04027 (hereinafter, the “Proj ect Labor Agreement”). Wage Rates: Bidders are hereby notified that the California Department of Industrial Relations has determined the general pre vailing rate of wages for each craft, classification, or type of worker needed to execute the work. Copies of the current schedules for prevailing wages applicable to this project are on file in the City’s office. It shall be mandatory for the Contractor and any subcontrac tor under it to pay not less than the said specified rates to laborers and workmen employed by them in the execution of the Contract. The contractor’s duty to pay State prevailing wages can be found under Labor Code, Section 1770 et seq. Labor Code Sections 1775 and 1777.7 outline the penalties for failure to pay prevailing wages and employ apprentices including forfeitures and debarment\.
